Recycling will end up saving residents money HALLANDALE BEACH - Our city is always looking at ways to help reduce the cost of services to our residents. Cities are unique in that we are required through our home rule powers to provide basic core services that include police, fire, water, sewer and trash removal. Obviously, these are not the only services that are demanded by our residents, but they are vital to the daily lives of everyone in the community. Trash is one service that is often taken for granted.

Until something happens to a pickup or the monthly utility bill comes in mail, typically residents do not think about trash. Times have changed. As elected officials we have been keenly focused on this issue on many levels.

Residents also are concerned about the amount of trash they have and where it ends up.

Recycling is something I have been doing myself for years. A good habit has to be practiced but it also needs to be available. When I moved to the city 20 years ago, Hallandale Beach was on the cutting edge of recycling and was one of the few cities to move to a single stream trash system. The city contracted with Reuters that provided direct sorting of all trash and garbage excluding white goods and hazardous materials. The trash was sorted and separated

with garbage being composted and all other bottles cans and plastics being recycled.

After a few years, residents that moved to the area protested over the smell of the composted garbage and the plant no longer was composting. Of the five cities that had entered into the agreement with Reuters, we were the only city that refuses to settle a lawsuit filed over a breach of contract. We won that lawsuit in a $500,000 settlement. The battle was certainly a risk and it was certainly not without its scars.

During the lawsuit the cityʼs main goal was looking at ways to cut costs for our end-users.

The cost included not only a tipping rate for disposing of the trash, but the cost incurred to haul the trash. One of the solutions was to create a transfer site where trash would be delivered during the day and then transferred to the burn facility in Broward County in the evenings. No matter what precautions, con-

tracted agreements, payments to surrounding property owners, and environmental protections were put into place; residents were vehemently opposed to this concept even at the risk of increased rates.

We continued with litigation and were successful, which made us what I coined the Lebron James of Broward County; free agents.

While we had flexibility, we were not guaranteed we could contract for lower rates. At that time we entered into a contract with Kessler Consulting. They were hired to assist the city in negotiating a short-term transfer and disposal of solid waste contract and a single stream recycles agreement. The city entered into a short-term agreement with Choice Recycling Services.

The short term contract was $62.50 from $75.41 per ton (The county agreement was at one time over $85 per ton).

In addition the windshield time (time to travel from the city to the tipping site) was reduced from 52 miles to 3 miles round-trip. We were saving more than $550,000 in operating costs.

This new structure allowed us to keep our $18.87 fee for residential collection for garbage and yard waste and provide an additional 64 gallon container for free. We also could provide an additional 64 gallon container for three dollars if residents needed three

bins. To date many people are unaware our city offers twice a week pickup for an additional $9.11. This cafeteria plan, as I like to call it, provides for the lowest rates and flexible services. We have also amended and reduced many of our multifamily rates to be extremely competitive to private haulers.

The history does not stop there. While we were going through our contract negotiations many other cities through Broward County were also looking at their future opportunities since they were no longer obligated to continue with the County RRB service after 2013. The County rate has not been competitive. Since then the city of Miramar has been working on an RFP and has received two competitive bids; one from Wheelabrator at 52.50 and the second from Sun Waste at 53.85. These two prices are not available until 2013 and are also still under negotiations. Municipalities will be able to piggy back on the contracts and have been activity participating on the RFP team.

In September the city took steps to cover our needs. We entered into a five-year renewable contract with 60 day notice prior to expiration and a one month termination clause. After negotiations with Choice we received a reduced tipping rate at 62.00 and will receive for the

first time revenues on our recyclables at $54 ton and $7.00 bonus on private haulers that use their facility. Currently our recycling rates to our residents are $2 per residential unit and 17.50 to 200 per month for commercial and multifamily. With our new rates these fees could likely be reduced in the upcoming budget.

Meanwhile our city sanitation division has developed a program to offer free recycling to all condominiums willing to participate. The concept will allow condominiums a six-month period to work with our staff to implement a program that fits their needs. City Staff will come out and evaluate your property to see what types of containers or bins will best fit within the confines of your building.

We are encouraging every condominium to implement this free program. Ideally, even if City Commission does not decide to reduce rates, your trash rates

should automatically be reduced. By removing recyclables from your waste stream, your monthly rate for garbage should be reduced while container fees for recyclables are less.

This is a great and unique program. Many condominium dwellers have been asking for recycling. It is up to all our condominium boards to be proactive and do their part in helping the environment. The city is available to help provide you their expertise and the tools to implement your own custom program free of charge. ing in visitors from as far away as Coconut Creek, Lauderdale Lakes and several areas in between, this is now one of the prestigious celebrations around.

As Hallandale Beach Mayor Joy Cooper opted to get out of the car she was riding in to shake hands and thank so many people who lined the parade route for coming to one of the premier celebrations, it was one of those cool mornings that brought out thousands.

On a day that recognized Hallandale Beach Police Chief Dwayne Flournoy as the Grand Marshal of the event, the community came out to see all those who continue to make this such a unique area to work and live in.

"Small town with progressive thinking," said Andy Gonzalez, a southwest Hallandale Beach residents. "If you need to know how important Dr. King was, all you have to do is come here and watch all those who celebrated his life."

Gonzalez, who has attended the past four MLK Jr. events in Hallandale Beach, predicts that over the next few years, with many cities tightening their collective belts, it's this community that will continue to grab the spotlight, hosting this holiday event that continues to get bigger and bigger.

One of the reasons why this event flourished through the years was because of the hard work and year-round effort of the City of Hallandale Beach and the Community Civic Association, which puts in months and months of planning.

With so many floats and bands in an event such as this, timing is everything, and there was nobody who said a negative word on the over an hour parade that had Hallandale Beach Blvd. onlookers honking their horns in appreciation.

In addition to Chief Flournoy, special guests included MarshallBroward Sheriffʼs Office Chief Nichole Anderson, who is the first female African-American Chief of the Broward Sheriff's Office.

Another of this year's honorees was former Hallandale Beach Vice Mayor Bill Julian. From his fundraisers to countless hours of helping to feed those down on their luck, his impact has been unbelievable. Julian is this year's recipient of the Humanitarian of the Year.

In addition to Mayor Cooper, Vice Mayor Sanders was on hand along with Commissioners Ross, Lewy and London. As he does every year, State Rep Joe Gibbons rode the parade route along with so many others who continue to make this such a special event.

A stage provides the setting for live entertainment every Thursday and Saturday evening, featuring performers like renowned famous international Israeli vocalist Shalva Berti singing in English, French, Spanish and Hebrew, Peruvian guitarist “Daniel,” bazooki player Yosse Nahmias, famous international singer Eli Idan and singer David Ben-Hayon. At the helm in the kitchen is Chef Shayke Horowits “King of Hummus”, who has been a Chef in restaurants all over Florida, as well as in Los Angeles, and Panama. “I use only the highest quality meats, seafood and produce,” he says. “You canʼt have great food unless you start with great ingredients.”

A selection of salads arrives shortly after a guest sits down, and few diners can resist ordering some of Horowitsʼ delicious hummus.

FRESH FISH FLOWN IN DAILY One of Horowitsʼ specialties is branzini, a fish flown in fresh every day from the blue waters of the Mediterranean Sea. “I could buy it much less expensively frozen, but thereʼs nothing like truly fresh fish,” he says. “I love cooking Mediterranean-style cuisine because thereʼs so much variety, and itʼs both delicious and healthful. The menu at Blue Star Taverna allows me to be creative and prepare food that I know will please our diners.”

If a guest wants something special prepared thatʼs not on the menu, Horowits is always glad to try to accommodate him or her. “Hearing someone say that he or she really enjoyed lunch or dinner is what makes the work satisfying for me,” the chef says.

running across its surface. That is where the bacteria huddle in root. Bacteria never accumulate on the front part of the tongue, which is always in contact with the plate. You are strongly recommended to brush your tongue after brushing your teeth. You can use either a regular toothbrush or special spoon for cleansing. A spoon can be done in a regular fashion, from the root toward the tip of the tongue.

You are likely to be pleasantly surprised at the result of the very first tongue cleansing. Your breath will stay fresh all day long.

Aside from the mouth, there are other parts of the body that cause similar bad breath, such as the tonsils, nose, esophagus, stomach and certain systemic disease.

Tonsils – Putrefactions, (The breakdown of the bacteria in the absence of oxygen) the tonsils cause

bad breath in three to five percent of halitosis cases.

Nose – Oddly enough, the nose ranks second in terms of sources of bad breath. However, the foul smells that originate from the nose are slightly different from the mouth. In most cases, bad nasal odors are caused by sinus infections, bacteria or foreign bodies in the nose.

Esophagus – In this case bad breath is due to the malfunctioning of the valve located between the esophagus and stomach. This situation is usually caused by GERD or hiatal hernia.

Stomach – Though rare, the stomach is a cause of bad breath in cases where are other underlying health issues. For instance, acid reflux and fistula are the only ways that bad odors can travel from the stomach to the mouth, as the esophagus is normally a

one-way tube.

Systemic diseases this generally refers to non-oral conditions that lead to bad breath halitosis, carcinoma, diabetes mellitus, renal infections and failure. Fetor hepatics (by a product of chronic liver failure). Bronchial or lung infections, as well as metabolic dysfunctions are some of the diseases that can lead to persistent bad breath.

HOW IS BAD BREATH ASSOCIATED WITH PERIODONTAL DISEASE? Periodontal Disease or Gum Disease is the second most common (fundamental) cause of bad breath. Having bad breath is a very important sign that patients should follow up and go check with your dentist.

When the infection goes to an advanced stage it creates pockets which are often so deep the person can-

not effectively cleans e them, making that person at high risk of bone loss or tooth loss. In most cases, your dentist can treat the cause of bad breath. If your dentist determines that your mouth is healthy and that the odor is not of oral origin, you may be referred to your family doctor or to a specialist to determine the odor source and treatment plan. If the odor is due to gum disease, for example, your dentist can either treat the disease or refer you to a periodontist, a dentist who specializes in treating gum conditions.

Here are some tips for our readers: Practice good oral hygiene. Brush your teeth after you eat.

Don't forget to brush your tongue, too. Replace your toothbrush every 2 to 3 months.

Use floss or an interdentally cleaner to remove food particles and plaque between your teeth once a day. Dentures should be removed at night and cleaned thoroughly before being placed in your mouth the next morning.

See your dentist regularly - at least twice a year. He or she will conduct an oral examination and professional teeth cleaning and will be able detect and treat periodontal disease, dry mouth, or other problems that may be the cause of bad mouth odor.

WHY IS SMOKING A RISK FACTOR FOR HALITOSIS? You are probably familiar with people who have "smoker's breath." While even though the precise odor associated with smoking depends on a number of factors, a great part of it is directly related to the tar, nicotine, and other foul smelling substances derived from tobacco's smoke that accumulates on a person's teeth and

oral soft tissues (tongue, cheeks, gums) Once again, while this type of breath malodor can be a problem, this is not the precise type of bad breath we address on the pages of this topic. Short of quitting smoking there is no effective way to totally eliminate smoker's breath, although immaculate oral hygiene can help to minimize it.

As a contributing risk factor, the act of smoking does have a drying effect on oral tissues also decreased moisture in the mouth. We recommend strongly that those people who smoke visit their dentist at least every 3 months to have it checked.

Living with Depression - What You Need to Know about Treatment

(ARA) - Do you or does someone you know constantly feel sad, empty, tired, or have difficulty concentrating? Have you lost interest in activities that once made you happy?

Do you think you may be depressed but don't know how to talk about it? If so, you are not alone. More than 15 million Americans suffer from a serious condition known as Major Depressive Disorder. Dr. Prakash Masand, Consulting Professor of Psychiatry at Duke University Medical Center, has answered some important questions to help you or a loved one determine if talking to a healthcare provider about your depression symptoms is needed.

Q: What is Major Depressive Disorder (MDD)?

A: Major Depressive Disorder, or MDD, is a serious medical condition requiring treatment.

More than 15 million Americans suffer from MDD, about 7.3% of the adult U.S. population.

Despite the seriousness of the condition, nearly 50% of people with MDD do not receive treatment.

Q: How do you get MDD? A: There is no known single cause of MDD. Psychological, biological, and environmental factors may all contribute, but whatever the cause, scientific research has firmly established that MDD is a biological, medical illness. Scientists believe that people who suffer from MDD have an imbalance in certain brain chemicals. However, MDD is treatable with antidepressant medications that improve the function of these neurotransmitters. There may also be an increased risk for developing depression when there is a family history of the illness, but not everyone with a family history develops depression.

Q: How can I tell if I have MDD, or if someone I know has it?

A: Sufferers of MDD may display a lack of interest in or pleasure

from activities they once enjoyed, and may be persistently sad or in an irritable mood with noticeable changes in sleep, appetite, and energy. They may have difficulty thinking, concentrating, or remembering. They may think or talk about feelings of guilt, worthlessness and emptiness, or death. Sometimes these feelings can be so severe they turn into physical symptoms, such as headaches, digestive disorders, and chronic pain, that do not respond well to treatment.

Q: How do I get help?

A: There are a number of treatment options for MDD. The majority of people diagnosed with MDD can be effectively treated. Speak with your healthcare provider to determine if you are a candidate for antidepressant treatment.

Along with medication, seeking the help of a healthcare provider for talk therapy treatment can help many individuals manage symptoms of depression.

Q: Are there any recently approved antidepressants?

Avoid drinking alcohol while taking VIIBRYD. What are the most common side effects of VIIBRYD? * The most common side effects in people taking VIIBRYD include diarrhea, nausea, vomiting, and trouble sleeping. * Tell your healthcare provider if you have any side effect that bothers you or that does not go away.

Mount Sinai Medical Center Hosts 10th Annual International Alzheimer’s Symposium MIAMI BEACH – Medical experts from around the world gathered to discuss the latest breakthroughs in Alzheimerʼs disease treatment and diagnosis at the 10th annual Mild Cognitive Impairment (MCI) Symposium hosted by Mount Sinai Medical Center.

The annual symposium, held this year on January 14th and 15th at the Miami Beach Resort, provided a forum for new information and in-depth discussions about advances in research related to the clinical diagnosis and progression of Alzheimerʼs disease (AD). Guests included international neurological experts from Switzerland, Australia, Canada and Netherlands as well as U.S. cities such as Miami, New York, Chicago, Boston, St. Louis, Charlottesville and San Francisco.

This yearʼs event emphasized the early stages of AD and presented results from several longitudinal and cross-sectional studies that explored risk factors, diagnosis and progression of Alzheimerʼs, mild cognitive impairment and dementia. Attendees explored how these studies lay the groundwork for making an earlier and even more accurate diagnosis of AD. One of the main topics reviewed were guidelines for diagnosing a pre-dementia condition known as Mild Cognitive Impairment (MCI).

“People with MCI are at increased risk for progressing to AD or dementia,” said Dr. Ranjan Duara, Medical Director for the Mount Sinai Wien Center for Alzheimerʼs Disease and Memory

The workshop explored how newly developed diagnostic tests, such as MRIs, FDG-PET and amyloidal PET Scans, can be used successfully in the early diagnosis and treatment of AD. Keynote speeches were delivered by four distinguished experts.

Dennis Dickson, M.D., professor of Alzheimerʼs research from the Mayo Clinic in Jacksonville, Florida spoke about “Atypical Neuropathological Presentations of Alzheimerʼs”. Adriano Aguzzi, M.D., Ph.D, professor and chair of the department of pathology at the University of Zurich in Switzerland ad-

dressed “Prion-like Progression of AD”.

John Morris, M.D., professor of neurology from Washington University addressed the audience with a lecture on “Early Diagnosis and Progression of AD Using Information from Clinical Evaluation and Biomarkers”.

J. Scott Roberts, Ph.D., director of the genomics, health and society program at the University of Michigan, closed out the program with a discussion on “Disclosing Diagnostic and Risk Information: How, When and to Who? Unless ways are found to prevent Alzheimerʼs or delay its onset, it is projected that 13 million people in the U.S. will have Alzheimerʼs disease by 2050. Since the development of criteria for AD twentyfive years ago, major advances in our understanding of the biology and early clinical features of AD have led to improvement in clinical assessments which have enabled clinicians to diagnose an earlier stage of the illness, mild cognitive impairment (MCI). The Mount Sinai Wien Center for Alzheimerʼs disease and Memory Disorders along with Dr. Duara will continue to host this annual symposium so physicians from all over the world will have a forum to present re-

Hollywood staff educates students during Treatment Plant tours

By Ali Parker Public Services Department HOLLYWOOD - On Tuesday January 17th the Southern Regional Wastewater Treatment (SRWWTP) plant received some very special guests. Over 50 students from St. Thomas Aquinas High School came to tour the facility as part of their environmental protection education. The first thing the students learned was the value of wastewater treatment plants.

The function of the SRWWTP is to collect and treat wastewater from homes and businesses in our area. Florida, and most other states, uses sanitary sewer systems to treat their wastewater while maintaining separate stormwater systems. Some areas of the country use a different system that treats both waste and storm water together (combined sewer systems), but those systems are prone to overflows during heavy rain events which would definitely not be suitable to our storm-prone area! Wastewater treatment is also an energy-intensive process which means treating stormwater the same way we treat wastewater would not only cost more, but it would use more energy and result in a larger carbon footprint and additional air pollution.

Another important idea that was discussed with the students was non-point versus pointsource pollutants. The federal government considers all wastewater treatment plants, including the SRWWTP, to be potential point sources for pollution. Therefore, plant effluents are monitored continuously to prevent pollutants from inadvertently escaping these facilities. Each facility has strict EPA and DEP (Department of Environmental Protection) approved standards and limits for discharges.

Students learned more about the many tests our drinking and wastewater undergo when Students on clarifier during SRWWTP tour. they toured the Laboratory. Hollywoodʼs wastewater and drinking water are tested many times a day, seven days a week, 365 days a year. Various stormwater testing is also performed at this laboratory. For most of the students this was their first experience observing a professional laboratory.

During the tour, students found out treatment plant operators are on duty 24 hours a day, 365 days a year to ensure the plant is always working properly. Students saw the treatment process from influent (wastewater entering the facility) to effluent (treated water leaving the plant). They made stops in the bar screen room where large solids such as rags and debris are removed from untreated sewage. They then visited the grit removal chambers. They saw how oxygen is added to accelerate the natural breakdown of bacteria. The remaining liquids are then pumped to clarifiers where additional sediments are removed. Finally, flows are chlorinated to destroy any remaining pathogens and directed to reuse or disposal systems.

Students also saw how much of the plant and equipment in other parts of the City, is now run by or monitored using SCADA computer systems. SCADA stands for Supervisory Controls and Data Acquisitions and allows an operator in a control room at the plant to monitor temperature, flow volumes, and others indicators at various locations throughout the wastewater system.

This was demonstrated by a Dec. 5th dinner hosted in Miami, FL, by the CEA executive team.

Geared to build excitement for the 46th annual show taking place Jan. 10-13 in Las Vegas, the event also served as an

outreach to local members of the media and the CES community.

Preheat a large non-stick skillet to medium high and coat lightly with cooking spray. Add the ground turkey mixture and stir to crumble and brown, 14 minutes. Always cook turkey to welldone, 165 F as measured by a meat thermometer. Reduce heat to medium. Add bell peppers and saute with meat for 5 minutes, continuing to stir and break up the turkey into smaller pieces. Drain the beans and add to the skillet. Cook an additional 2 to 3 minutes.

Fill tortillas with mixture.
