Worldwide spotlight for Gulfstream Park Hosting the Pegasus World Cup Invitational gives Hallandale Beach instant credibility

By Larry Blustein Sfsuntimes@aol.com For over a week, leading up to the big race last Saturday, Gulfstream Park was firmly in the national spotlight. Positive publicity and promotion that would cost millions – for free! $12 million reasons that the entire horse racing world was glued to Hallandale Beach from every aspect, leading up to the “Big Game” of thoroughbred racing.

What owner Frank Stronach and Gulfstream’s entire property got last weekend was the inaugural Pegasus World Cup Invitational – which is the richest horse race in the world.

As thousands and thousands flooded Gulfstream Park on Saturday, reminiscent of the Florida Derby or even the prestigious Breeders’ Cup, it dawned on everyone in this community and the many businesses that got a shot-in-thearm, this was the real deal. This was one of those weekends that you think about during July and August.

“Perfect storm,” said Maria Wells of Toronto, who is vacationing in South Florida. “Great weather and a race that people have been talking about for the past year. My husband is a big race fan and we made plans to be here since Pegasus, Page 6A

The CRA is once again grabbing the spotlight in HB

By Mayor Joy Cooper Hallandale Beach - Last week, our City held our commission workshop and the CRA Board of Directors meetings. Considering the transition to a new manager, the City workshop was limited to general business. We approved our minutes from the prior meetings and had brief commission comments. The CRA meeting was the major meeting of the evening.

The board approved another great redevelopment project within the Regional Activity Center, RAC. H&M will be a new office building located a block in off of South Federal Highway. As part of the development, the builder was asking for $198,000 in a gap funding loan for construction that will be used for street level upgrades and amenities. The loan was approved 5-0.

Beacon Tower will be an 8-story office building that meets all of the standards set forth in our Form Base Code approval process. Form Base Codes allow for seamless infill redevelopment by setting forth design guidelines regarding heights and development standards. The focus to encourage reasonable growth along corridors and away from existing single story homes.

The construction cost and values of the property will result in a new $20-million-dollar investment in our tax base and projected $540,000 in tax revenues when it is completed.

When a developer comes forward and meets all of the standards and building requirements, they can receive an administrative approval to proceed with permits. The developer still must pay all impact and permit fees. The beauty of the RAC form base codes is that residents and developers alike, know what can be built where and the lengthy and often continuous hearing process is removed.

The other major item was a lengthy discussion about the 2015 and 2016 adjustments to our assets held for resale within the CRA financial statement. I have written about this topic before at length, but due to over exaggerated speculation of what happened, it is crucial for our residents to understand who found the error and that it was rectified. There was never any missing money, property assets were not classified correctly. This did have an effect that should have been found by our outside auditors on our financial statements.

Our new CFO found after a review of City records, the property on the City side that should have been part of the CRA and should have been recorded as such. In other cases, assets, should have been made part of the City. The assets also were not classified

correctly. The properties were lumped into the fund as a liquid asset and not assets for resale. This offset the entire fund. At no time was the “money missing” it was classified incorrectly.

This issue was debated, since the agency decides to sell the land and not use it as incentives, we could.

That is not the reason we land bank, it is to utilize the land for redevelopment purposes. Either way, it is not a true liquid asset and should not have been recorded in that manner.

Our CFO is the person who found the issue, not the auditors, which is a problem. This, in my opinion was the red flag. We have had the same auditors for years and they have performed a free-standing audit of this account. They also perform the City audit.

Granted, the annual audit does not cover every single transaction on the City books, but the CRA is a simple single fund. They were also not tying internal controls back to the City. Since the finding internal controls have been put in place and all assets have been inventoried and classified correctly.

The question we are faced with now is, what if any are errors that our auditors missed. Removing the sensationalism and political rhetoric, it is important to

know. We are currently conducting the regular annual audits of both the City and the CRA financial’s, but it is with the same firm. This was not reassuring to me and my colleagues.

After reviewing all of the various alternative procedures and level of auditing a full re-audit and cash flow audit going back to 2012 seemed to be the route to take. The audit Chair from Miami, Stan Foodman who has years of experience, was hired by the CRA Board and is to work with the new CRA Executive Director to review the scope and bring back a contract to our next CRA meeting.

The planning to have this classic racing day was really something that was meant to be. It was not only a great race to watch, but the entire day was set up with plenty to keep everyone occupied – from a racing standpoint – and from the Gulfstream Village, which is always a hub of activity.

While the racing season is usually exciting and filled with several stakes races, there is never a spike in attendance and interest like there was Saturday – and will be for the Florida Derby, later in the meet.

With CBS TV and a

worldwide audience taking part in the daylong breakdown of the horses competing in this event that arrived at a $12 million purse by every owner giving $1 million each.

Some racing enthusiasts felt that there could have been more.

“You look at this event, which is bringing some of the sports best thoroughbreds together, along with the interest there was worldwide in wagering on this race, it was really something that this entire area should be very

proud of,” Hallandale Beach resident Marcy Silverman pointed out. “We come here a lot during the fall – because it’s a great facility and you actually leave happy, win or lose.”

Record-Breaking Event The inaugural $12-million Pegasus World Cup had a dozen runners, but was billed as a two-horse affair from the start, with the highly anticipated rematch of Breeders’ Cup Classic top two Arrogate (Unbridled’s Song) and

California Chrome (Lucky Pulpit).

But sometimes things don’t go as they are planned. The real California Chrome failed to show up, and in the end, the Pegasus proved to be truly a one-horse show as Arrogate simply crushed his competition, romping by a geared-down 4 3/4 lengths in a stunning performance just five days after being crowned Longines World’s Best Racehorse.

Instead of California Chrome, which was well

represented with plenty of fan support, it turned out to be Noble Bird, Neolithic, Shaman Ghost and Keen Ice that grabbed the attention.

Celeb Watching At Gulfstream Park Celebrities were also on hand for the Saturday event, further enhancing this spectacular day for thoroughbred racing to step into the spotlight – away from the Triple Crown.

The great Chicago Bears’ linebacker and

coach Mike Ditka was on hand to promote his charity – as were others from the sports and entertainment world. But this day truly belonged to the Pegasus World Cup Invitational and how this community truly benefitted – and in the end – that’s what the objective is!

Also, actor Aaron Paul from the hit series “Breaking Bad” was on hand with actress Vanessa Hudgens from “Powerless” as well.

He is board certified in cardiac and general surgery and is an expert in minimally invasive, open, endovascular, and transcatheter approaches to a full spectrum of serious cardiac diseases, including valve disease, coronary disease, and aortic aneurysms.

A graduate of Harvard College and the Johns Hopkins School of Medicine, Dr. Xydas received post-graduate surgical training at Columbia-Presbyterian Medical Center in New York. When it comes to the Big Game, everyone wants to celebrate and let loose.

This Sunday is perhaps the biggest food, drink and football watching day on the calendar - as fans and even non-fans - have a plan to make the entire day, not just the game, very special.

Here are a few things to try and bring to the party.

You will be a hit!

Chicken Parm Bites • 2 c. panko breadcrumbs • 1/2 tsp. garlic powder • 1/2 tsp. paprika • 1/4 c. grated Parmesan • 1 large egg, beaten with 1 tbsp water • 2 c. all-purpose flour • 1 1/2 lb. boneless skinless • chicken breasts, cut into bite size pieces • kosher salt • Freshly ground black pepper • Vegetable oil, for frying • 1 c. marinara • 1/4 lb. mozzarella, cut into 1/2" cubes • 2 tbsp. chopped fresh basil Preheat oven to 350º. Prepare breading station with 3 large bowls: In one bowl, whisk together breadcrumbs, garlic powder, paprika, and Parmesan; in an-

other bowl, place the egg and the last bowl flour. Season chicken with salt and pepper. Coat each piece of chicken in flour and shake off excess, then dip into egg, and lastly, coat in breadcrumb mixture. Repeat steps for remaining chicken and set aside on a plate.

In a deep cast-iron skillet, warm 1" oil over mediumhigh heat. Add chicken and cook until golden, 5 to 7 minutes. Drain on a paper towel-lined plate.

Arrange chicken in a baking dish in a single layer.

Add a small spoonful of marinara over chicken and top with a cube of mozzarella.

Bake until chicken is warmed through and cheese is melty, 3 to 5 minutes.

Garnish with basil and serve immediately.

Beef Tenderloin Sliders with Horseradish Sauce For the beef tenderloin: • 1 (2 1/2 to 3 pound) beef tenderloin, • preferably the center cut • 2 to 3 teaspoons kosher salt • 1 to 2 teaspoons freshly ground black pepper • 3 tablespoons unsalted butter, melted For the horseradish sauce: • 1/2 cup mayonnaise, store-bought or homemade • 1 tablespoon prepared horseradish, or to taste • 2 tablespoons whole or 2% milk • Freshly ground black pepper

Remove tenderloin from the refrigerator at least one hour before cooking. Trim any fat and silver skin from the beef and discard.

Preheat the oven to 475°F. Tie the roast in 1 1/2-inch intervals if necessary and place in a large roasting pan.

Season with salt and pepper. Cook the beef for 15 minutes. Pour the butter over the beef and continue roasting until it reaches an internal temperature of 130°F for medium rare, 25 to 30 minutes. (The temperature will rise 5 to 10 degrees while resting.)

Allow the meat to cool to room temperature, then wrap in foil and refrigerate for 8 hours or overnight. Cut into very thin slices for sliders.

For the horseradish sauce, combine mayonnaise, horseradish, and milk until desired consistency is reached. Season with black pepper.

Serve sliced beef with dinner rolls, spinach, and horseradish sauce.

Quick & Easy Hummus • 1 15-ounce can chickpeas, rinsed • 1 clove garlic • 1⁄4 cup olive oil, plus more for serving • 2 tablespoons fresh lemon juice • 2 tablespoons tahini (sesame seed • paste; optional) • 1 teaspoon ground cumin • kosher salt • 1/4 teaspoon paprika In a food processor, puree the chickpeas and garlic with the olive oil, lemon juice, tahini (if using), cumin, and ¾ teaspoon salt until smooth and creamy. Add 1 to 2 tablespoons water as necessary to achieve the desired consistency.

Transfer to a bowl. Drizzle with olive oil and sprinkle with the paprika before serving.
