The City of Hallandale Beach CRA has designated $300,000 for the Coronavirus Neighborhood & Housing Stabilization Program.

It’s a rental and mortgage assistance program designed to assist families living within the CRA boundaries who are unable to make rental, utility, and mortgage payments.

Eligible residents may only apply for one of the three grant programs. The programs cannot be layered together.

Your ability to be considered for this grant is based on a lottery of eligible applications to be decided on June 26, 2020.

Applications received between June 11, 2020 at 12 Noon and June 25, 2020 at midnight will be eligible to participate in the lottery to select applications to be considered for funding.

I cannot breathe! Off my neck! Mama! It was heart wrenching. Then the organizer started with Open the case! Open the case! Luckily, they shifted back to what we all were there for Mr. Floyd.

This past week was a turning point in Hallandale Beach, but I am hoping it is not in the wrong direction. The death of George Floyd reignited the call to stop police brutality and the injustices tied to the murder of many in the hands of police. The video depicting almost 9 minutes, 8 minutes 46 seconds, of an officer kneeling on Mr. Floyd’s neck was despicable. Not only did he have his knee on his neck and hand in his pocket 3 other officers stood idly by doing nothing. This tragic event was deplorable and horrific for the super majority of Americans. I am sure my disgust pales though from that of an African American who must con-

tinue to relive over and over these tragedies.

Our city has seen its share of unrest over the years. In 2012, Gregory Ehlers fled police after shoplifting items from Best Buy in Aventura, and fled to Hallandale Beach where he hid on a corner of a roof of a home in Hallandale Beach. Two officers covered the house from the side and two from the back of the home. He dropped what officers’ thought was a gun. He was shot three times. He had dropped a phone. Again in 2012 Eduardo Prieto was shoplifting. Dispatch came over the 911 stating Mr. Prieto flashed a knife and they came back on the radio and added he had a gun. He left the Walmart and was stopped on Federal Highway. He failed to heed the officers and officers then shot him. There were weapons found in his car. This case was also heard by a grand jury and the officers were found justified.

This is the oldest con game in the books, the magician’s sleight of hand that keeps you focused on the shell game in front of you while your wallet is being picked clean by ruffians in your midst.

It’s the Reichstag Fire all over again.

It was February 1933, a month before national elections in Germany, and the Nazis weren’t expected to win. So they engineered a way to win: they began by infiltrating the police and granting police powers to their allies; then Hitler brought in stormtroopers to act as auxiliary police; by the time an arsonist (who claimed to be working for the Communists in the hopes of starting an armed revolt) set fire to the Reichstag, the German parliamentary building, the people were eager for a return to law and order.

That was all it took: Hitler used the attempted “coup” as an excuse to declare martial law and seize absolute power in Germany, establishing himself as a dictator with the support of the German people.

Fast forward to the present day, and what do we have? The nation in turmoil after months of pandemic fear-mongering and regional lockdowns, a national election looming, a president with falling poll numbers, and a police state that wants to stay in power at all costs.

Note the similarities?

It’s entirely possible that Americans have finally reached a tipping point over police brutality after decades of abuse. After all, until recently, the legislatures and the courts have marched in lockstep with the police state, repeatedly rebuffing efforts to hold police accountable for official misconduct.

Then again, it’s also equally

It works the same in every age.

Here’s what is going to happen: the police state is going to stand down and allow these protests, riots and looting to devolve into a situation where enough of the voting populace is so desperate for a return to law and order that they will gladly relinquish some of their freedoms to achieve it. And that’s how the police state will win, no matter which candidate gets elected to the White House.

You know who will lose?

Every last one of us.

Listen, people should be outraged over what happened to George Floyd, but let’s get one thing straight: Floyd didn’t die merely because he was black and the cop who killed him is white. Floyd died because America is being overrun with

warrior cops—vigilantes with a badge—who are part of a government-run standing army that is waging war on the American people in the so-called name of law and order.

These warrior cops may get paid by the citizenry, but they don’t work for us and they certainly aren’t operating within the limits of the U.S. Constitution.

This isn’t about racism in America.

This is about profit-driven militarism packaged in the guise of law and order, waged by greedy profiteers who have transformed the American homeland into a battlefield with militarized police, military weapons and tactics better suited to a war zone. This is systemic corruption predicated on the police state’s insatiable appetite for money, power and control.

This is the new face of war, and America has become the new battlefield.

Militarized police officers, the

end product of the government— federal, local and state—and law enforcement agencies having merged, have become a “standing” or permanent army, composed of full-time professional soldiers who do not disband.

Yet these permanent armies are exactly what those who drafted the U.S. Constitution and Bill of Rights feared as tools used by despotic governments to wage war against its citizens.

American police forces were never supposed to be a branch of the military, nor were they meant to be private security forces for the reigning political faction. Instead, they were intended to be an aggregation of countless local police units, composed of citizens like you and me that exist for a sole purpose: to serve and protect the citizens of each and every American community.

As a result of the increasing militarization of the police in recent years, however, the police

now not only look like the military—with their foreboding uniforms and phalanx of lethal weapons—but they function like them, as well.

Yet militarized police armed with weapons of war who are allowed to operate above the law and break the laws with impunity are definitely not making America any safer or freer.

Militarism within the nation’s police forces is proving to be deadlier than any pandemic.

The problem, as one reporter rightly concluded, is “not that life has gotten that much more dangerous, it’s that authorities have chosen to respond to even innocent situations as if they were in a warzone.”

Consequently, Americans are now eight times more likely to die in a police confrontation than they are to be killed by a terrorist.

Making matters worse, when these officers, who have long since ceased to be peace officers, violate their oaths by bullying, beating, tasering, shooting and killing their employers—the taxpayers to whom they owe their allegiance—they are rarely given more than a slap on the hands before resuming their patrols.

It’s happening all across the country.

This is how perverse justice in America has become.

Even when the system appears to work on the side of justice, it’s the American taxpayer who ends up paying the price. Literally.

Deep-seated corruption of this kind doesn’t just go away because politicians and corporations suddenly become conscience-stricken in the face of mass protests and start making promises they don’t intend to keep.

As I explain in my book Battlefield America: The War on the American People, we need civic engagement and citizen activism, especially at the local level. However, if it ends at the ballot box without achieving any real reform that holds government officials at all levels accountable to playing by the rules of the Constitution, then shame on us.

Efforts to Protect Florida’s Vote During the COVID-19 Pandemic Citing growing concerns about a presidential election during a pandemic in the biggest swing state in the county, Leader Kionne L. McGhee (D- Cutler Bay) has asked Congressional leaders to explain the Postal Service’s plans to safeguard Floridians’ votes, and suggested to Governor Ron DeSantis a bar-code system to allow easy tracking of ballots by voters. Voter suppression, by mismanagement or malfeasance, would be a devastating blow to democracy.

In a letter to Congresswoman Carolyn Maloney (New York), who chairs the Committee on Oversight and Reform, Leader McGhee points out, “Voters in Florida, particularly the elderly and communities of color who have been disproportionately impacted by the virus, may wish to avoid their traditional local precincts and opt to vote by mail. However, our voters will want to be assured that their ballots will be delivered on time and counted.”

Leader McGhee added, “What do we do if mail services in south Florida are disrupted around the election? That’s what I’m asking Congress. Because there is no Plan B, we do not get a ‘Do Over’ on a presidential election. The system must not fail. Slowing the vote silences the voter.”

He is asking for details on the Postal Service’s plans to ensure efficient and timely delivery of mailed ballots. By Florida law, ballots must be received to the Supervisor of Elections office by 7 pm on Election Day. Any delays in the mail system could put thousands of votes at risk of being invalid.

Many Florida voters already choose to vote by absentee ballot. In both 2016 and 2018, more than 2.5 million votes were cast by mail, which is more than the population of 15 different states. And the

prediction this year is for far more Floridians to choose to vote by mail. The fear is that any disruption of mail services near Election Day, November 3rd, could be catastrophic.

“We need to know that Floridians’ votes will count. We need to know that if there is a coronavirus concern that there is a plan in place. The federal government was able to use a barcode system so we could all track our stimulus checks, and I don’t see why we could not do the same for our vote by mail ballots,” Leader McGhee said.

In a letter to Governor Ron DeSantis, Leader McGhee asked about implementation of a bar-code tracking system similar to that used recently by the federal government while delivering stimulus checks. This would allow voters the ability to track their ballot and ensure their vote was received by elections officials.

His letter to the governor said, “I respectfully request that you coordinate with the US Postal Service to implement a bar-code tracking system for all mail in ballots for the August primary and the November general election. The voters should be able to track where their ballot is at any time in the US Postal system, and when it is delivered to the Supervisor of Elections. The recent stimulus checks proved that bar-coding and tracking could be implemented quickly and effectively; I look forward to your response on how this will be done.”

Leader McGhee added, “If I can order something online, know when it left the warehouse, when it left the post office, when it’s on a truck headed to my house, then voters in Florida should be able to track their ballot when they exercise their fundamental right and responsibility to participate in our democracy.”

COVID-19 Grant Scam Targeting Seniors Florida Attorney General Moody Takes Action Attorney General Ashley Moody is issuing a Consumer Alert to warn Floridians about a new scam targeting seniors with offers of fake COVID-19 grants.

The Florida Attorney General’s Office is receiving reports from seniors offered thousands of dollars in federal grant money to stay isolated at home to prevent the spread of COVID-19.

Scammers are contacting seniors via Facebook Messenger, email and text message to offer these sham grants and request upfront payment as insurance for the expedited delivery of grant money. Attorney General Ashley Moody said, “This scam appears to involve an international criminal organization utilizing a multifaceted communications plan to deceive seniors. These criminals are hacking Facebook accounts to send messages to targets from a friend’s profile—creating the illusion that the grant program is being promoted by an acquaintance. Once contact is made, the criminals request personal information, bank account numbers and insurance payments purportedly to help ensure the safe delivery of thousands of dollars in federal grant money, and of course, the money is never sent.

financial information for nefarious purposes; and • Watch out for websites or messages containing typos, grammatical mistakes or awkward word choices.

Many sham websites are created by foreign scam artists struggling with the English language. Typos and grammatical mistakes in messages purporting to be from the government are red flags that a message is from an imposter.

“Sadly, we have uncovered evidence that some are falling for this scam. Please know that the federal government is not contacting seniors and offering them grant money to stay home and stop the spread of COVID-19.

We are actively working with law enforcement to investigate and stop this scam. You can help us by reporting suspicious messages to our office.”

The scheme involved a mock website, since shut down, purporting to be hosted by the U.S. Department of Treasury. The site included videos of seniors endorsing the sham grant program. As part of its active and

ongoing investigation, Attorney General Moody’s Office worked with law enforcement partners to have the sham website removed; yet there are concerns that scammers will simply move the site to a new location online. The recently disabled website address is https://usafederagrant claim.wixsite.com/grantinfo. Any one who provided information and payments after visiting the site should contact the Florida Attorney General’s Office.

To avoid this new COVID-19 federal grant scam: • Know that the federal government is not contacting seniors and offering

them grants to stay at home and stop the spread of COVID-19; • Remember, requests for upfront payments of any kind, including through gift cards, money orders, wire transfers, bitcoin or insurance fees in exchange for a grant, loan or government benefit are red flags of a scam; • Be wary of any COVID-19 related offers received via Facebook, even if the offer appears to come from a familiar account. Hackers can hijack social media accounts and send the account holders’ friends or followers deceiving messages; • Never click on links sent in unsolicited messages. These links could contain malware or connect the target to a website set up to obtain personal or

Lockdown Productivity: 1 in 3 Floridians Admit Missing Their Work Spouse If you work in an office team environment, there may be a colleague or co-worker with whom you share a strong bond – someone you consider your ‘work spouse’. Considering the average American employee spends around 40 hours per week working a typical 9 to 5 job, it’s no wonder we seek support, friendship and loyalty in a space where we (usually) spend a large portion of our daily lives. A recent study analyzing the state of mind of a sample of the population reveals that those who have maintained a positive, yet realistic attitude throughout the lockdown are coping much better than their pessimistic AND “happy-go-lucky” counterparts.

Pandemic Positivity “Realistic Optimists” Are Coping Best With The Lockdown A study conducted by PsychTests.com reveals that optimism will help people adapt to the pandemic with a greater sense of ease, but it must be tempered with a realistic attitude.

There hasn’t been much to smile about in the last few months.

A health crisis, economic troubles, a mandatory lockdown and the ensuing protests have left many people struggling to find the silver lining.

It’s during times like these, however, that a positive attitude can make all the difference - just not the rose-colored, Pollyanna kind, suggest researchers at PsychTests. A recent study analyzing the state of mind of a sample of the population reveals that those who have maintained a positive, yet realistic attitude throughout the lockdown are coping much better than their pessimistic AND “happy-golucky” counterparts.

Analyzing data from 2,571 people who took PsychTests’ Pandemic Resilience Test, researchers divided the sample into three groups: Extreme Optimists, Realistic Optimists, and Pessimists. They then assessed how well each group is coping with the pandemic fallout.

Here is what the data revealed: Mental Health Struggles 15% of Realistic Optimists are

struggling with major or severe stress, compared to 24% of Extreme Optimists and 68% of Pessimists. 28% of Realistic Optimists have found themselves ruminating more, compared to 30% of Extreme Optimists and 83% of Pessimists. 24% of Realistic Optimists are experiencing anxiety or panic, compared to 32% of Extreme Optimists and 76% of Pessimists. 13% of Realistic Optimists are paranoid about getting sick, or experiencing somatization/hypochondria, compared to 23% of Extreme Optimists and 62% of Pessimists. 25% of Realistic Optimists are experiencing profound sadness, compared to 36% of Extreme Optimists and 77% of Pessimists.

Attitude Towards Covid-19 74% of Realistic Optimists believe that if they take precautions, like washing their hands and keeping a distance, they can keep themselves safe, compared to 72% of Extreme Optimists and 28% of Pessimists. 1% of Realistic Optimists believe that there is no reason for an infected person to self-isolate if they are asymptomatic, compared to 52% of Extreme Optimists and 11% of Pessimists. Along the same lines, 1% of Realistic

Optimists believe that there is no reason for an infected person to self-isolate if they are young and healthy, compared to 57% of Extreme Optimists and 14% of Pessimists. 84% of Realistic Optimists believe that health is far more valuable than wealth, especially at this time, compared to 62% of Extreme Optimists and 67% of Pessimists. 6% of Realistic Optimists believe that hoarding food, supplies, and medicine is the only way to survive, compared to 31% of Extreme Optimists and 20% of Pessimists. 60% of Realistic Optimists believe that information about the virus that is posted on social media should be taken with “a grain of salt,” compared to 42% of Extreme Optimists and 45% of Pessimists.

Dealing With The Fallout Of The Pandemic 61% of Realistic Optimists and Extreme Optimists believe that the economy will pick up as soon as the pandemic is over, compared to 21% of Pessimists.

82% of Realistic Optimists believe that the current circumstances will teach us how to deal with pandemics in the future, compared to 57% of Extreme Optimists and 41% of Pessimists. 74% of Realistic Optimists said that they have

been doing their best to help friends and family, and to be neighborly, compared to 57% of Extreme Optimists and 49% of Pessimists. 2% of Realistic Optimists believe this pandemic is a sign of the end of the world, and that humanity is doomed, compared to 23% of Extreme Optimists and 32% of Pessimists.

While the dog was shot the officer, who was inside shot Mr. Bowe in the stomach. Mr. Bowe was taken to the hospital where he was unable to recovery from his wounds.

I am certainly summarizing this case that took years to go through the justice system. It went to a grand jury who found the case justified.

The family sued in civil court and we settled for 400,000 plus. I have talked with residents about the case and all I can say is I was not in the house. I did not hear the testimony. The grand jury did. Did Howard Bowe deserve to die? No one deserves to die. I do not want this interpreted as anything but an explanation of yet another horrible death. Every case is different and needs to go thru the process.

You must be thinking why I am reviewing cases from 8 and 6 years ago.

Well they became relevant this past weekend and I will tell you why.

Last week I had a chance to meet Mr. Bowes sister Corneesa. I met her at what was a peaceful march in Hallandale Beach. She was in the house when she heard screaming and then a gunshot. I shared my condolences for the loss of her brother. She was not in the room when Bowe was shot. This she told me was the first time she was out and speaking of the shooting since it occurred in 2014. I believed the march was simply in memory of George Floyd and a call for justice.

The group of 16 residents met at Foster Park. I joined in with my car as I could not walk. The event which we presumed to be about Floyd and justice, shifted to Bowe, Ehlers, Prieto, and Jimmy Spann who was shot also in a drug raid in 1978. When I saw the signs, I spoke to the group before the start of the march. I explained the commission was silent at the time of the shooting as we could not talk about an open case and lawsuits.

I also shared that the grand jury was not going to open a case that was already tried.

Jimmy Spann, I had not heard about until the march. At the time of that shooting a girlfriend admitted he was a small-time drug dealer, but he should not have been shot the way he was shot. It was reported by a witness he went out the door with his hands up during a drug bust, but police reports contradicted that statement and the State Attorney did not pursue the case. At the time there was also speculation it was tied to Officer Austin Hepburn, Jr’s shooting. He was an African American officer who was shot by a juvenile in the northwest section who stole a car.
