There have been three significant dates that Americans recall with sharp clarity.
I was not born when the first incident occurred the morning of December 7, 1941 when the Imperial Japanese Navy bombed Pearl Harbor sinking four United States battleships. The United States officially declared war against Japan the following day. The second event that shocked the na-
tion took place at 12:30 P.M. CST in Dallas, Texas on November 22, 1963 when President John F. Kennedy was assassinated. Again, I was a young boy of three years so I have no recollection. September 11th, 2001 began as any other work day as I travelled to my office in Hallandale Beach

where I worked as a Financial Advisor for Morgan Stanley. Someone yelled that a small commuter plane crashed into the World Trade Center and the accident is being shown on the televi-
sion. Unfortunately, that was no commuter plane, but a United States jumbo jet hijacked by an Islamic extremist group only to be shortly followed by another tragic accident minutes later. In

Hallandale Beach continues to offer the same level of services while cutting costs to keep taxes low
‘AROUND THE CITY OF CHOICE’ HALLANDALE BEACH - The City of Hallandale Beach continues to strategically plan for our future. This month we will be finalizing the 2011-2012 budget and adopting the final millage rate. We continue to offer the same level of services while cutting costs to keep taxes low. The budget process is always ongoing. Once adopted for October 1st we will continue to focus on the future. The formal budget process actually started back in January with our community quadrant meetings. These took place over a two month period in every area and this year we added a Saturday. In January the commission conducted a daylong visioning retreat to redefine our mission and goals as the governing body. At that meeting we directed City Manager Antonio to conduct a citizens and business survey to be completed before the final budget was adopted. Approximately 6 years ago the city performed a direct mail survey to get feedback from our community. At that time we worked through one of the colleges that also facilitated a
vision session. This new survey was conducted differently with both a direct mail component and a phone component. The city contracted with ETC Institute out
of Kansas City to administer their trademark survey called “DirectionFinder”. Not only does the survey measure our community, it compares us to cities in the state and the nation. The baseline data of citizen satisfaction levels will be utilized to ensure our strategic planning is focused on our resident’s needs and most importantly, it will highlight areas where we need to improve services. The seven-page survey was mailed to 2500 residents within the city limits and took an average of 15 to
20 minutes to complete. It was administered by mail and phone with a random sampling of 800 residents during July and August. While not every single resident responded, the precision is plus or minus 3.4% at the 95% level. This level of confidence means that if you gave the survey to 100 residents the results would be within the same range. In every survey there are questions
that individuals will not respond to. In this particular case this response means that a resident did not use the service or does not have an opinion. This is an important tool to gauge budgeting in the future for levels of services. The report’s major findings showed that residents were generally satisfied with the overall quality of services provided by the city of Hallandale Beach. The top three services ranked as satisfied or
very satisfied were fire service at 90%, emergency services at 86% and police services at 75%. The areas that residents were least satisfied with were not surprising; storm water drainage at 43% and traffic flow at 41%. Hallandale Beach Fire Chief Dan Sullivan has credited Jim Bunce with coordinating the ceremony at the main fire station honoring the intrepid fallen comrades that included an American Flag donated by Fireman/Paramedic Peter Berger that he purchased bearing the names of the 343 Fire personnel who lost their lives attempting to save individuals trapped inside the Twin Towers. Bunce is the district vice President representing our firefighters with local union 3080 and Berger is the President and owner of the World Firefighters Racquetball Association. The flag was raised to half-mast. Hallandale Beach Commissioner Dottie Ross delivered some thoughtful words reminding the audience that the firefighters and police officers were merely doing their job and these valiant soldiers will sacrifice their own lives in the line of duty to save others without hesitation. Commissioner Alex Lewy shared his perspective on the tragedy and spoke of the unity and bonding that has resulted from this dark day a decade ago. Chief Sullivan invited an active United States Marine to share his thoughts as his poignant recollection of travelling to Afghanistan with his comrades sent chills down our spines. The city of Hallandale Beach coordinated a beautiful memorial service punctuated with the elegant prayer and sensitive words from Public Works Deputy Director Earl King that brought moist eyes from the many listeners. How one woman helped change the treatment landscape for a rare swelling disease
(ARA) - For more than 30 years, Janet Long's life was a medical mystery. At the age of 7, she began experiencing unexplained, repeated and painful episodes of swelling all over her body. For years, Long went from doctor to doctor to try and find a cause and a remedy for her swelling attacks, yet every doctor she saw was baffled by her symptoms, and a diagnosis was never made. As Long got older, her swelling attacks became more severe and debilitating, making it hard for her to do everyday tasks, like driving a car, typing on a keyboard, or holding down a job and maintaining an active social life. "At my sickest, my swelling attacks would come one after the other, most frequently in my stomach and abdomen. I was pretty much incapacitated. During an abdominal attack, I would often look like I was four to six months pregnant," Long says. "It was very painful, and I spent a lot of time just lying on the bathroom floor due to the pain, nausea and vomiting." Over the years, Long's swelling was mistakenly linked to an assortment of conditions, ranging from allergies to sinus drainage. One physi-

cian even told her that there was nothing wrong with her, that it was all in her head. Despite the frustration of never knowing what was causing her swelling attacks, Long did not give up. She took control of her health by not taking "no" for an answer. Finally, at 40, Long was diagnosed. The cause - a rare, potentially fatal genetic disorder called Hereditary Angioedema (HAE). HAE affects about 6,000 people in the United States. HAE is caused by a deficiency in a protein in the blood that controls swelling and is characterized by repeated swelling attacks that can occur anywhere in the body, including the arms, legs, hands, feet, stomach, genitals, face and most dangerously, the tongue or throat
where swelling can cause death by suffocation. Despite finally getting an accurate diagnosis of HAE, Long's relief was short lived; she soon realized there were no viable treatment options available for her HAE. Recognizing the need for more awareness and better management options for people living with HAE, Long became empowered to ensure that she and the voices of all HAE patients were heard. She became executive vice president of the U.S. Hereditary Angioedema Association (HAEA), the premier advocacy organization for people living with HAE. Throughout the last 10 years, the organization has led the charge in advocating for more research and better treatment op-
tions for people with HAE. The HAEA's efforts have been instrumental in the FDA approval of and access to new targeted therapies available for people with HAE. While Long's lengthy road to an accurate diagnosis and fight for treatment options may seem unique, it can be a common story for the 30 million people in the United States living with one of 7,000 rare diseases. Without widespread knowledge of many of these rare diseases and with a lack of medical experts and treatment options available, people living with rare diseases must become empowered to take control of their own health. Long believes that everyone deserves access to a quick and
GET INVOLVED There is strength in numbers, so get involved with a patient advocacy organization like the HAEA. By becoming a part of a group dedicated to increasing awareness about your disease, you will be able to connect with others who share your journey and you will have access to more resources to help strengthen your own individual advocacy efforts. Create or join a listserv of people with your condition and refer often to your patient association's website to stay updated on disease-related events or news. Become a volunteer for your patient group, perhaps adding your own life experience to educational materials that can be used to help raise disease awareness. EDUCATE YOUR COMMUNITY Educating others can be easy. Ask your doctor to write a letter about your condition to share with your school or employer, or print off information
from your patient group website that you can use to explain your condition to doctors and emergency medical staff in your community. "You can also reach out to your local newspapers, radio and TV stations and ask them to help you raise awareness about your disease," says Long.

Living with Restless Legs Syndrome
(ARA) - Have you ever experienced creepy-crawly, tinglytightening sensations in your legs just as you sit down and relax, especially in the evening or night? You are not alone. It is estimated that nearly 10 percent of the U.S. adult population experiences the symptoms of restless legs syndrome (RLS) while approximately 2 to 3 percent of adults have moderate to severe RLS. Even though these sensations usually occur in the legs, the fact is that RLS is a neurologic condition. "Although the exact cause of RLS is unknown, studies continue to indicate that RLS is a long-term,
neurological disorder. RLS symptoms often occur when people are about to rest or relax, causing both motor (the urge to move the legs) and sensory symptoms (the sensations in the legs)," says RLS researcher Richard Bogan, MD, president and medical director of SleepMed of South Carolina and associate clinical professor in the University of South Carolina Medical School. "Many people may live with the disruptive symptoms of RLS for years depending on the type they have, primary or secondary RLS," he adds. There are two types of RLS: primary
RLS and secondary RLS. In primary RLS, symptoms tend to become more troublesome as adults get older, which is why most people are diagnosed in middleage. Also, women are twice as likely as men to have RLS, and symptoms tend to become worse over time. Interestingly, a family history is reported by many patients with primary RLS, suggesting a genetic link to the disease. Research in this area is ongoing at respected institutions such as the National Institute of Neurological Disorders and Stroke, but there are still many aspects of the condition that are not well

YOUTH AND TEEN APPRECIATION EVENING
It was a fun evening for all on Sept. 8 when the City of Hallandale Beach Parks and Recreation Director Rebecca Munden Correa, left, and Officer Michael English from the Hallandale Beach Police Department, handed out awards at the annual Youth and Teen Appreciation Dinner.

If you watched recent TV programming that talks about the future, the youngsters of today have become the focal point. They are the group we will all look to as they assume leadership roles in this nation. Because the City of Hallandale Beach recognizes the many accomplishments of the youth and teen volunteers in the community, Thursday, September 8th was indeed a special time to honor these hard working leaders of tomorrow with the annual Youth and Teen Appreciation Dinner. Honorees for the evening included teens who assisted as Counselorsin-Training with the Parks and Recreation program during the summer as well as with events and programs throughout the year. In addition, there were teens from the Human Services Department who helped with the afterschool program along with summer camp, which was one of the most successful ever.
Also, the Police Department members who belong to the Youth Crimewatch and the Hallandale Elementary School Safety Patrol. These children are dedicated to helping ensure the safety of their fellow classmates. The Police Explorers were also on hand for a night that shined a spotlight on those who do so much. This group of teens are training to be future police officers. They are also very involved in community service and they spend time training for competitions held throughout the year. All in all, the evening was one that was enjoyed by everyone. The dinner and recognition for their dedication came along with certificates of appreciation and volunteer pins for all their hard work this past year. Thanks to all the young people in our community who are making a difference!

On Thursday, August 25, 2011, The Police Athletic League held the 1st Memorial Thomas A. Magill Texas Hold-Em Tournament. The event was held at the Big Easy Poker Room in Mardi Gras. Patricia Magill, her children and other family members were on hand to kick off the event. As Chief of Police in Hallandale Beach, Thomas A. Magill was instrumental in bringing back PAL into the community in 2004 and was a strong supporter until his untimely passing in 2010. Mardi Gras President Dan Adkins and Marcia Slow-Sandler hosted the event and supplied the dealers and room at no cost and offered a free buffet to all players. Over 71 players competed in this inaugural event. The final four players split the $6,000 in prize money,

Directions: Melt butter in 2-quart saucepan over medium heat. Add rice; cook and stir two to three minutes. Add broth and heat to boiling; stir once or twice. Reduce heat; cover and simmer 15 minutes or until liquid is absorbed. Remove from heat. Stir in cheese, cranberries, pecans and onions. Season to taste with salt and pepper.
CREMINI MUSHROOM & ROASTED GARLIC RICE SOUP 1/3 cup butter 1 pound cremini mushrooms, sliced 1 large sweet mild onion, finely chopped 3 cups cooked Texmati brown rice, divided 1 (6 1/2-ounce) container garlic and herbs spreadable cheese 2 (14-ounce) cans roasted garlic seasoned chicken broth, divided 2 cups water, additional if desired 8 slices smoked bacon, cooked and chopped for garnish Salt and pepper to taste Directions: Melt butter in a large non-stick stockpot over medium-high heat. Add mushrooms and onion; cook about 10 minutes, stirring periodically. Let
mixture cool slightly. In food processor or blender, combine mushroom mixture, 1 1/2 cups rice, cheese and 1 cup broth. Pulse mixture until mushrooms are finely chopped, but not pureed and mixture is thoroughly combined. Return mixture to stockpot; stir in remaining rice, broth and water. Bring to a boil; cook uncovered over medium heat for five minutes. Chop bacon and set aside. Add salt and pepper to soup to taste. To serve, ladle soup into bowls; sprinkle with bacon bits.
