become a reality.

Whether you are new to the community - or have been there for decades - to see what unfolded this past weekend was indeed something that continued to put this community on the map - in a positive way.

Despite the negative city government exposure that has recently put this community in a bad light, things were quickly changed as dignitaries and politicians came out on Friday night to celebrate the Showcase, Page 6A

Making the right decisions when it comes to taxpayer money

By Mayor Joy Cooper Hallandale Beach - Over the last few weeks I have written about our budget. I did forget to mention in those articles that we are still one are on the top 10 cities with the lowest millage rate in Broward, the 6th lowest for utility rates. We understand that we are entrusted with resident’s tax dollars to make sure we pay our bills, address our citizens needs and concerns and ensure we maintain and replace aging infrastructure. We continue to do our jobs.

I often get asked what about all the new construction and when will we be able to reduce the millage. We currently have over 12 proposed developments with site plan approval. This is only the first phase of getting buildings into the ground. Developers need to then acquire financing, permits and then proceed with the bricks and mortar. Every devolvement is different and the time frame will vary.

This year we have seen an 11% overall increase in our tax base. This increase is from true value not construction. While the city is looking forward to the benefits of construction we

cannot depend on new construction to pay for current costs. When the buildings come on line and are placed on the tax rolls we will then see the benefits.

We are ensuring that future growth does pay for itself. We have always collected impact fees and negotiated other items within our development agreements to address the impacts to our other city assets. We currently are performing a full impact rate evaluation. This combined with our Basis of Design Report and mobility study will fine turn the numbers including a public safety impact fee.

I have covered many of the cost drivers in prior articles and some of the major infrastructure construction projects. We are also continuing to invest in new technology systems for the city.

This year we went on line with the first phase of the new online permitting system. Later in the year staff will be rolling out the full system that will provide the ability to submit all plan documents online.

Our IT is now an integral part of our operations. The new platform combined with programs has provided in-

creased access, a transparent financial portal and increased efficiencies.

We will all see a larger shift to a fully integrated streamlined process.

This year’s budget includes many of our ongoing programs that add to the quality of life for our children and most vulnerable seniors. I sometimes have a resident approach me to say “well I do not need these service, so why should I pay for them”. Obviously there are many needy residents in our city.

25% of our population live on an annual salary of 25,000 or less. 15 % under 15,000. These programs like PAL provide a safe place for many latch key kids who would otherwise be on the street. Our senior programs give us a chance to work with our seniors so they can age in place.

This past weekend we opened the brand new Austin Hepburn Center located at OB Johnson Park. This facility if open for everyone. There is a stateof-the-art computer lab. 7 classrooms for after school and continuing education, a large work out gym with stateof-the-art equipment. There is our famous senior program that now has a larger area with a brand new kitchen.

We also have a free Teen Center with a game center lounge and recording studio. All this was possible because of our CRA. Those that continue to complain or worse attack our CRA do not understand all the great work we are doing to make sure our city is whole for everyone. That every resident has access to great parks and programs.

Most importantly our children have a level playing field for education and success.

Next Wednesday September 28th at 5:30 PM I will be hosting a special Realtors and Investor Forum to share information on our great programs and opportunities that we have here in the city. There will be a brief budget overview, development overview and CRA program review. Everyone is welcomed to attend at the Cultural Center located in our Municipal Complex at SE 3rd and South Federal.

“We have waited for this beautiful facility to become a reality for a long time,” said Mayor Joy Cooper. “What was truly started and spearheaded by former City Manager Renee Miller, and followed up by what our new City Manager Daniel Rosemond has done, this has been a team effort.”

Team effort is exactly what was on display this past weekend - as Mayor Cooper was joined by her Vice Mayor Bill Julian and Commissioner Anthony Sanders for a dedication and ribbon cutting that was attended by those who really care about this community.

Residents and those who work in the community also came out to see this impressive structure that motorists have been watching unfold right on Pembroke Road.

For residents such as Kim Reese, the ribbon cutting gave her and her family a real sense of community. While Hallandale Beach is home to some of the most impres-

sive destinations, having something that the residents can call their own, is exactly what everyone envisioned when the new facility was planned.

“I take nothing away from the buildings that were up before - because for the years that my stepson and his friends have gone there it was really tremendous,” Reese said. “But this new facility is something that everyone will talk about. It is amazing.

We went for the tour and it’s like, this is ours. I commend those who worked so hard to get this done.”

Impressive Facility Opens Hundreds poured into

this 42,000 square foot complex on Saturday to get a look at this outstanding addition to the growing family of new parks and upgrades at existing ones.

Not only does the O.B. Johnson Park/Hepburn Center feature a Community Center and Indoor Basketball facility with a major league playing surface, but there will also be a computer lab, exercise room, social services facility, playground, after-school tutoring, tennis and football fields for the Hallandale Chargers PAL teams to play on.

Unlike the old facility, there will be much more parking on site, a teen center and recording stu-

dio as well.

“I have been in this city for a long time, and to have something like this, it is one of the best facilities I have ever seen, makes me proud of Hallandale (Beach),” Kari Johnson said. “I grew up playing in the old building, swimming in the old pool and playing baseball over there where the parking lot is. I am blown away by how impressive this is.”

Among the many programs held on Saturday there was also a look at the new basketball arena as the Miami Heat's newest player Willie Reed and NBA veteran Keyon Dooling, took on all challengers in a freethrow and 3-point com-

petition to open the new OB Johnson Park, Nelson "Butch" Brown Gymnasium.

Dooling, who will join the Broward County Sports Hall of Fame on Oct. 24, has formed a partnership with Dooling Enterprises to operate a basketball program.

Dooling is a 13-year NBA veteran and a native of south Florida. he plans to combine basketball with social programs to help the youth within the community.

Plenty of People To Thank An undertaking such as this has so many people getting involved.

Among those that Mayor Cooper recognized included the Parks & Recreation Advisory Board, Human Services Advisory Board, Friends of the Hepburn Center, Burkhardt Construction, Inc. and Kimely Horn for all making a major difference.

The ribbon cutting also attracted dignitaries such as Broward County Beam Commissioner Furr and U.S. Representative Debbie Wasserman Schultz, and brought in local leaders as well as those from City government.

“This was truly an amazing project team that was put together,” said Deputy City Manager Jennifer Frastai.

“This was indeed a success from start to finish.”

From O.B. Johnson and Austin Hepburn, Jr., to Nelson “Butch” Brown, Mary Washington and Elijah and Lena Alford, everyone finally had the opportunity to hear about the true legends of this community.

First Annual Grandparents Day Bike-athon - Celebrating and Honoring the Elderly

On Sunday, September 11, South Florida residents marked Grandparents Day in a unique and meaningful way. Over 150 people participated in the first annual Grandparents Day Bike-a-thon, with over 50 bikers raising awareness for senior cit-

izens. The first of its kind, the Grandparents Day Bike-a-thon was a celebration honoring the elder community. “What we have done, is develop an awareness for the importance and the blessings we have—and what we can learn from seniors,” says Rabbi

Smith, director of United Jewish Generations.

“We hope this will change the trend, and make people think more about honoring and giving and sharing with seniors—and the current difference they can make in a senior citizen’s life,” emphasizes

Smith.

The impressive Bikea-thon actually began at Greynolds Park, where the bikers had an energizing breakfast before hitting the road. Bikers chose between a local eight mile ride around Miami or a tri-county 34 mile ride to Boca. The tri-county riders crossed the finish line at Edgewater Pointe Estates, where they were greeted by seniors and together enjoyed a musical performance, award ceremony and delicious lunch.

The Grandparents Day Bike-a-thon had bikers of all ages and from various communities; some bikers came with their grandparents, while others rode in honor of grandparents that couldn’t attend.

Pie is always a sweet treat that we all just love Key Lime, Pecan and Chocolate Peanut Butter are all favorites When it comes to dessert, we love something sinful and delicious.

As the weather is still hot outside, and it’s a few months away from our fall temperatures, there is nothing like a homemade pie to top off any late summer, early fall meal.

Today, we have brought you a little sampling of pies that we all love - and remember fondly from our childhood.

• condensed milk • 2 tablespoons milk • chocolate chips

Chocolate Peanut Butter Pie • 8 ounces chocolate • wafers, crushed • into fine crumbs • 4 tablespoons • butter, melted • 6 ounces dark • chocolate, • chopped finely • 1/3 cup heavy cream • 4 ounces cream • cheese, room • temperature • 4 tablespoons • unsalted butter, • room temperature • 1 cup peanut butter • 1 cup powdered • sugar • 14 fluid ounces • sweetened

Preheat oven to 350°F. Mix together the wafer cookie crumbs and the butter until evenly coated.

Press the crumbs into the bottom of a 9" pie plate, pressing firmly to keep in place. Bake for 10 minutes. Remove and cool.

In a double boiler, melt the dark chocolate.

Once melted, remove from heat and immediately whisk in 1/3 cup heavy cream; continue whisking until thick. Pour the ganache over the bottom of the pie crust, gently spreading with an offset spatula to cover

the entire bottom.

In a large mixing bowl, whip together the cream cheese, remaining 4 tablespoons butter, and the peanut butter until smooth. Stir in the powdered sugar, followed by the sweetened condensed milk.

Pour the peanut butter mixture into the pie plate. for 3 Refrigerate hours or until ready to eat. Top the pie with the chocolate chips as garnish. Serve cold.

Key Lime Pie • 1 pinch salt • 1½ c. all-purpose • flour • 2 tbsp. all-purpose • flour • 1 extra-large egg • ½ tsp. vanilla

extract 2 tbsp. molasses ½ tbsp. ground ginger ¼ tsp. ground cinnamon

Filling: • 1 can sweetened • condensed milk • ½ c. Key Lime Juice • 4 extra-large egg • yolks • 1 tbsp. vanilla • extract For Crust: Preheat oven to 325 degrees F. In a medium bowl, mix cream sugar, butter, and salt until smooth. Add flour, egg, vanilla, molasses, ginger, and cinnamon and mix well to form a smooth dough. Roll out

dough on a lightly floured surface into a circle about 13 inches wide and 1/4 inch thick. Line a tart pan with a removable bottom with dough.

Trim excess dough.

Bake crust until browned, 12 to 15 minutes.

For Filling: In a medium bowl, whisk together all ingredients. Pour into pie shell and bake until filling sets to consistency of a soft custard, about 15 minutes. Cool pie completely on a wire rack.

Pecan Pie • 1 pie crust • 1¾ c. pecan halves • ¾ c. corn syrup • ½ c. dark brown

sugar 4 tbsp. butter 1 tsp. vanilla extract 3 large eggs

Preheat oven to 425ºF. Line a 9-inch glass pie plate with the pie-crust dough. Fold overhang under and pinch to form a decorative edge.

Line the pie shell with foil, fill with dried beans or uncooked rice and bake 15 minutes. Remove foil with beans or rice and return to oven until golden, 5 to 10 minutes longer. Cool on a wire rack.

Reduce oven temperature to 350ºF. Coarsely chop 1 cup pecans; reserve remaining pecan halves.

In large bowl, with wire whisk, mix corn syrup, brown sugar, melted butter, vanilla and eggs until blended. Stir in chopped pecans and pecan halves.

Pour filling into crust.

Bake 45 to 50 minutes, until edges of filling are set (center will jiggle slightly). Cool completely on wire rack. Garnish with whipped cream before serving, if you like.

Look Who’s Turning 90 and Getting a Facelift!

New Jerusalem First Missionary Baptist Church in Hollywood was established in 1926

Hollywood - New Jerusalem First Missionary Baptist Church in the Hollywood/Liberia com-

munity is celebrating its 90th year of service to congregants and community. To assist with the

facelift of this long-standing institution, Wells Fargo enlisted employee volunteers to help with painting, lawn and grounds clean-up.

On Saturday, September 10th as a part of their annual community service initiative, Wells Fargo branch manager Christine Brace and community partner Hollywood PAL (Police Athletic League) president Pat Stevens organized 100 employee volunteers to work in the Liberia neighborhood of Hollywood – 50 helping hands working alongside New Jerusalem members and another 50 Wells Fargo volunteers painting and doing clean-up for elderly residents in association with the community development agency LES

(Liberia Social and Economic Development Inc.), Henry Graham director.

New Jerusalem’s pastor, Rev. Michael K. Anderson, welcomed the partnership of Wells Fargo and Hollywood PAL for improving a facility which is currently expanding to include a new sanctuary and hospitality area. New Jerusalem,

established in 1926, has been an active voice in its community and continues to participate in outreach and justice initiatives.

Saturday’s community service event sparked enthusiasm in the neighborhood as City of Hollywood Assistant Police Chief Thomas Demmery, PAL Board members including professional pho-

tographer and volunteer Mickey Atelus, and contributors Tamara James and Kimberly Pierce worked with New Jerusalem project manager Rev. Will Johnson for a successful event. It was a fun-filled day of hard work, good fun and cooperation. A special thank you to Wells Fargo for lending a helping hand in their community!

Art and Culture Center / Hollywood Invites Florida Artists to Submit Original Artwork for 8th All-Media Juried Biennial

Hollywood – The Art and Culture Center/Hollywood is seeking entries to the 8th All-Media Juried Biennial. All artists residing in the state of Florida are invited to submit original paintings, drawings, prints, sculpture, photography, video, computer-generated images, performance, or site-specific installations.

Submissions will be accepted from August 1 through September 30, 2016. All submissions will be judged by Katherine Pill, Curator of Contemporary Art at the Museum of Fine Arts, St. Petersburg.

The exhibition dates are January 21 through March 5, 2017 with an opening reception and award presentation on Friday, January 20 from 6 to 9 pm. The entry fee is $50 per person to submit up to three artworks (images). All entries must be submitted online. For entry, additional guide-

Cash prizes totaling $6,500 will be awarded to the top four entries, as selected by the juror. Announcement of the winners will take place during the opening reception. Distribution of the cash prize is as follows: $3,000 Best in Show $2,000 First Place $1,000 Second Place $500 Third Place The previous AllMedia Juried Biennial saw a record 383 artists representing 21 different Florida counties who submitted 1,084 entries.

Submissions came from Key West to Santa Rosa Beach in the Florida Panhandle. The Best in Show was awarded to Carrie Smith from Clearwater, FL, for her portrait titled Endure.

Katherine Pill has or-

ganized the permanent collection exhibitions Color Acting: Abstraction Since 1950 and Marks Made: Prints by American Women Artists from the 1960s to the Present, and Shana Moulton: Journeys Out of the Body, the artist’s first solo museum exhibition in the United States. Pill previously held the position of Assistant Curator at the Kemper Museum of Contemporary Art in Kansas City, Missouri.

She earned a BA in Art History from McGill University in Montreal and a dual MA in Art History and Arts Administration from the School of the Art Institute of Chicago.

The Art and Culture Center/Hollywood (ACCH) cultivates creativity and the support of the arts in our community through education, innovation, and collaboration.

ACCH offers contemporary gallery exhibitions, standards-based educa-

tion programs for children, and live stage performances. Its programs foster a creative environment where new and challenging work can flourish and reflect the highest standards of artistry and diversity.

ACCH impacts more than 60,000 people each year at three facilities – the galleries in the circa1924 Kagey Home, the Arts School adjacent to the main facility, and a 500-seat theater.

Ask Dr. Ron: ‘Changing Self-depreciating Behavior’ Dr. Ron, I have felt inferior to others as long as I can remember.

As a child, I was often crudely disciplined by my father who verbally berated and devalued me in front of others. My mom would just say, “just try to smile & stay out of his way.” Since then, it seems I have done that with everybody. I always give people more respect than I ask for myself, and constantly find myself in abusive relationships, but I am so used to being this way, I just can’t seem to change. (N. Miami reader) Respecting yourself is essential for having peace of mind. It is bad enough that life can deliver sad & traumatic events we are helpless to control (such as death of a loved one), but negative self-esteem is a hurtful condition that we can often do something about…, but it involves “change.”

So often in practice, I have seen

clients whose self-perceptions are grossly distorted. They are sensitive, kind, “people-pleasers” who construe their sense of self-worth by how they fear others perceive them. They exaggerate any perceived affront they may have done to others, while accepting gross transgressions done onto them… . Shame, guilt, anxiety, and suppressed anger predominate their daily thoughts & feelings….. And sadder yet, while these mostly gentle people twist & turn unable to sleep at night, truly sociopathic people sleep like babies….

An overly ingratiating, self-depreciating personality style can often be traced back to childhood learninG, bad learning. A constant barrage of, “You’re a schmuck & will always be a schmuck,” or …”Why can’t you be half the person your cousin is” is an assault to a child’s perception of the “self,” and

New O.B. Johnson Park and Austin Hepburn Center takes center stage

It was a weekend that everyone will remember for many years to come Huge cheers for the grand opening and ribbon cutting for the new O.B. Johnson Park and Austin Hepburn Center on Saturday, Sept. 17, at 1000 NW 8th Avenue.

Hallandale Beach commissioners and City officers were joined by the Miami Heat dancers and Hallandale High School cheerleaders to celebrate the event.

Hundreds of City residents turned out to tour the new facility and learn about the myriad of programs.

Community leaders worked to make the new O.B. Johnson Park and Austin Hepburn Center a spectacular inter-generational complex to serve all Hallandale Beach residents. Getting together at a reception Friday night for past and present employees of the new complex are, from left, Greg Chavarria, Hallandale Beach Director of Information Technology, Mayor Joy Cooper and Broward County Commissioner Barbara Sharief. The O.B. Johnson Park includes a gymnasium, fitness center, an expanded Teen Zone and computer lab, among other amenities. The Austin Hepburn Center includes a spacious senior center, dedicated classrooms for the popular After School Program (ASP), expanded areas for family and individual counseling and much, much more. Commissioner Sharief was honored at the event for securing a county grant to finance the computer lab and ensure local residents and youth have access to the newest technology.

Dixie Park Swim Team reliving the glory days O.B. Johnson Park had quite a past

Members of the old Dixie Park Swim Team took time Friday night to reminisce about glory days under O.B. Johnson at a private reception at the new O.B. Johnson Park and Austin Hepburn Center. The reception was for past and present employees who worked at O.B. Johnson Park (formerly Dixie Park) and

the Austin Hepburn Center and dignitaries. Former teammates from left, Ernest Evans, Joseph Jackson, Arthur Clark and Hubert Jackson, recalled how the swimming pool and park were a sense of pride for the community. More than 100 past and present employees were on hand to get a pre-opening tour

and celebrate the lives of O.B. Johnson, Nelson “Butch” Brown, Police Officer Austin Hepburn and Mary Washington.

Young Aden O’Neill held his own when he took on NBA veteran Keyon Dooling in a 3-point contest at the grand opening of the new O.B. Johnson Park and Austin Hepburn Center last Saturday. The young sharpshooter, out-shot his father and matched shots with Mr. Dooling in the competition to open the new Nelson “Butch” Brown Gymnasium at O.B. Johnson Park. While Mr. Dooling netted several, it was the young shooter who ripped the nets to win the event.

Getting together after the shootout are, from left, Willie Reed of the Miami Heat, Aden O’Neill, Keyon Dooling, and Arturo O’Neill, Aden’s father. Mr. Dooling has signed with the City to bring the Dooling Elite Athletic League, the R.E.A.L. Deal, to the City. The program is a free basketball camp for youth ages 8to-17, that combines basketball with life coaching as the way to success.
