Bluesten Park 9.1 acre expansion receives thumbs up

‘AROUND THE CITY OF CHOICE’

HALLANDALE BEACH - Hallandale Beach continues to be committed to enhancing the quality of life of its residents by expanding and creating more open space and parks in our city. In a 4-1 vote the City Commission approved a proposal and directed City Manager Mark Antonio to exercise our first right of refusal to purchase back the Hallandale Beach Post Office location. As adopted in our Parks Master Plan on a 4-1 vote this parcel will add 9.1 acres to the expansion of Bluesten Park. The Post Office sits on a tract of land which is called the Annenberg Track. This property was granted to the City to be utilized for public use. Years ago, the United States Postal Service approached the City to acquire the property to build the Post Office. Records indicate that residents were not happy that the City was giving up the land, but the Commission at the time supported the need for the Post Office. The use also fit what was required to fulfill a public purpose. Throughout the country the U.S. Postal Service has been looking at ways to stay afloat by downsizing their landholdings. It was brought to our attention that in fact, the real estate office was looking to sell this property. They issued an RFP for this sale that required the purchaser to relocate the

Post Office within a halfmile radius. The Post Office would have to be an 11,390 square foot building, meeting their standards with 117parking spaces on approximately 2 acres of land. Before responding to the RFP the City Manager was directed to get an appraisal on site. The appraisal came back at $6.5 million. The other unique component of this property is that the City Commission has already put forward a resolution that we will not support a zoning change and want the property to remain a community facility as originally intended. Back in April we applied for a grant on this property but were not successful. Currently the City Manager has told the Commission that there are monies available within our Parks Master Plan to purchase the property. The City Commission discussed concerns with how the land could be paid for. City Manager shared with the Commis-

sion that there are multiple ways in which we could pay for the property upfront or through other funding mechanisms. The property is within our Community Redevelopment Agency and while the budget has been adopted, those funds are not always fully utilized throughout the course of the year. The City Commission also concurred that we wanted to ensure the top three park improvement priorities were still funded. I spoke about the lost opportunities in the past when the City Commission did not purchase the Posner Track or the Diplomat Golf Course many years ago. It is often that these opportunities only come up once. I suggested that this Commission should not be shortsighted and miss an opportunity to re-acquire this land. Vice Mayor Sanders, Commissioner Ross and Commissioner Lewy should all be commended for agreeing and having the vision and bold leadership to move forward. As part of the RFP the City Commission directed the City Manager to craft the RFP proposing our Cultural Center as the first alternative for relocation and as a second alternative, 2 acres located along the FEC corridor on the north corner of SE 3rd and 1st Street on the Bluestein Park. I suggested that the City Manager should discuss

keeping the Post Office where it is now until we proceed with the Master Plan for the Park. This would give us the opportunity to work with them and the best alternative. The City Commission also briefly discussed the purchase of the Jewish Community Center. The purchase for $1.1 million was for the property as is. The City Manager, along with Staff had taken a cursory look at the building before proceeding. It was always understood that the building itself was not in move in condition to serve as a City facility. The main focus of the purchase has always been increasing park space and utilizing, if possible, the building or part of the building as a community facility. As part of the process, the Building Official and City Engineer did a thorough evaluation of the building and what would be needed to open it up as a facility. The kitchen would need to be fully rehabilitated which was discussed previously by the City Manager. The City Commission also was aware when originally discussed that stained glass windows and other windows did not meet hurricane codes. Staff also included that for public access every bathroom facility would need to be remodeled for ADA compliance. The roof and the air conditioning units would need to be replaced.

After discussing the report with the City Manager the majority of the Commission agreed that the main goal should be acquiring the property and not proceeding with any plans until they are fully vetted and most importantly, a public workshop is conducted with the surrounding residents in the Northeast and our community. I did stress the fact that we need to ensure the building is se-

cured, maintained and protected until such time as the City moves forward.

Use established crosswalks wherever possible. • Lower your risk for serious eye injury by not wearing decorative contact lenses. • Only walk on sidewalks or on the far edge of the road facing traffic to stay safe. • Wear well-fitting masks, costumes, and shoes to avoid blocked vision, trips, and falls. • Eat only factory-wrapped treats. Avoid eating homemade treats unless you know the cook well. • Enter homes only if you're with a trusted adult. Otherwise, stay outside. • Never walk near lit candles or luminaries. The staining itself may be generalized (has affected the coloration of the entire tooth) or it may take the form of splotches, patches, lines or ribbons of stain. For the most part, it simply depends upon the overall duration of the exposure to the offending compound what portion of the toothʼs enamel were being formed during that time frame. * Tetracycline considerations One medication well known for causing

City recognizes longtime employees with Service Awards

HOLLYWOOD - The City of Hollywood will recognize employees who have achieved 5, 10, 15, 20, 25 and 30 years of service as City of Hollywood employees in a presentation on Wednesday, October 19 at 12:30 p.m. in the Hollywood City Commission Chambers, Room 219, Hollywood City Hall, 2600 Hollywood Boulevard. Three times a year the City recognizes long-time employees prior to the regularly scheduled City Commission meeting. Hollywood Firefighter Derek Avilez is scheduled to attend the presentation to receive his 5-year service award. Avilez suffered a life-threatening spinal cord injury while skim boarding at Hollywood beach a little more than a year ago. Initially paralyzed from the neck down, he has defied the odds and regained movement in his arms and legs. On the anniversary of the accident, he revisited the beach for the first time and was able to walk into the water with the assistance of the off-duty firefighter paramedics who came to his rescue when the injury happened. The service awards presentation also includes recognition of the Cityʼs newest Diamond Service Award Winner, Dedra Weaver, Administrative Secretary in the Underground Utilities/Streets Division of the Department of Public Services. Weaver was selected for her exemplary and consistent customer service skills. The Diamond Service Award is the most prestigious individual employee award.

The use of minocycline has been reported to cause tooth staining in adults.

* Fluoride Consideration - Fluorosis An appropriate exposure to fluoride provides some very significant dental health benefits. But, if a child ingests an excessive amount of fluoride during that time period when their teeth are developing a type of tooth staining termed “Fluorosis” can result. In most cases Fluorosis has the appearance of chalky-white patches or streaks running across the surface of a tooth. In more severe cases however, Fluorosis can cause brown tooth

staining or even cause the toothʼs enamel to have pitted surfaces.

* Age - related staining - A person’s teeth normally darken, as they grow older. It is to be expected that with age the shade of a personʼs teeth will darken. This is because a great deal of what we visualize as the color of a tooth stems from the play of light as it passes through a toothʼs translucent outer layer (its enamel) and then reflects back out once it has struck the opaque

The ASPCA® (The American Society for the Prevention of Cruelty to Animals®) today announced that the Humane Society of Broward County in Ft. With debris lining the streets, and very little time to clear them off before a severe storm approaches, it teaches us all that we can only be so prepared, but if everyone around us doesn't buy into it, it becomes our problem. As flood watches greeted this new week with a storm brewing off the Gulf Coast - it is a re-

minder that no matter how calm things look, we are in that region that can produce a hurricane or tropical storm in an instant. For Michael Taylor of Hollywood, the thought of a storm hitting the area makes his stomach a little sick, with the reality of how much damage could happen. Not to mention the street flooding. "You would think that we live here in South Florida that by now,

there would be a solution to as much street flooding as we experience here," Taylor said. "The damage from wind and debris is enough to have to worry about, but too many of these streets flood when we have storms." Taylor does have a great point. When you do have as many heavy rains during the course of the summer, drainage

has become a huge issue. Street flooding happens during periods of heavy rains. Whether I went to Dania Beach, Hollywood, Aventura, North Miami Beach or Hallandale Beach, I kept thinking the damage that could occur because people just do not care and have that attitude would be astronomical. If you've read my

columns throughout the years, you understand that I often project ahead and keep our valued readers in the loop when I feel that something that could hurt them. When it comes to hurricane season, I am one who will write three times a year, talking about being prepared, and by the looks of what I saw over thew weekend, more people need to read me.

As you all experienced heavy rains, flooding and winds over the weekend - and into the new week, please keep those thoughts fresh in your minds. If you have potential debris on your property, get rid of it! It only makes sense that the less to be blown through windows and roofs, will go a long way in making the recovery quicker.

On October 5, 2011, Mayor Joy Cooper presented a Proclamation to Chief Dwayne Flournoy in recognition of Domestic Violence Awareness Month. Along with our elected officials, Chief Flournoy has ensured the Hallandale Beach Police Department is committed to providing outstanding response to calls for help relating to domestic violence. When a domestic violence call is dispatched officers respond to often highly dangerous, potentially lethal circumstances. It is critical that the responding officer assess the safety of all parties, assure the initial investigation is handled according to protocol and determine what criminal activity may have occurred. In addition, the officers assure victims are provided with resources to obtain safe shelter, social services, and case information. Once this occurs each domestic violence case is forwarded to the Investigative Services Division and is reviewed in order to determine what follow up investigation is needed. Captain Pedro Abut

oversees the day to day operations of this division. Captain Abut is often the one to have his Crimes Against Persons Detectives take a some extra time to follow up on a case even if at first glance it did not appear to be a criminal matter. “We know some victims are reluctant to disclose information, so it is important we verify the initial report and determine if any further police action is needed.” While the Crimes Against Persons Detectives handle a variety of violent crimes including homicides, robberies, rapes, etc., the caseload no doubt is weighted with more domestic violence than any other crime. There are three full time detectives that are all senior members of the police department each serving the department for over 20 years! Almost every domestic violence report will either reach the desk of Detectives Matias, Villanueva, or Williams.

Even if they are frustrated with the police, I still make sure I handle my investigation and offer the help from our victim advocate because they might not be cooperative because of fears, finances, or lack of trust. Since you have been here more than 20 years what has been the biggest change in how officers handle domestic violence? Detective Matias: “When I responded to a domestic call in the past, even though we had evidence, if they denied they were battered we had no choice but to leave and not take police action. To calm the situation I would make the offending party leave and to tell them to take a walk and calm down. Now the statutes require that upon identifying the offending party, that action must be taken to protect the victim. The women I see

Hallandale Beach Fire Rescue will be Flushing Fire Hydrants in the Northwest section of the City From October 1st until October 31st. This process is necessary to ensure, for your safety, there is adequate water pressure and flow in the event of a fire. Flushing the hydrants may temporarily cause an orange tint to your water. This in no way indicates any contamination of the water but may cause discoloration in your wash and is only a temporary condition. During this period, please open your faucets and check for discolored water. Should the water continue to run with discoloration longer than five to ten minutes, Please contact the Water Department at 954-457-1632.

How has all the current technology affected domestic violence? Detective Villanueva: “Technology has definitely created more ways to abuse and stalk victims” Iʼve had cases where GPS was used to track victims, texting to harass and threaten victims and social networking also opened up more

possible ways to threaten, intimidate, and keep tabs on victims.” Sergeants Hatch and Diaz are the immediate supervisors of the Investigative Services Division. They added…”Domestic Violence laws change and we have to assure the Hallandale Beach Police Department is updated and complies with new procedures and holds the offenders accountable to the new laws. Do Psychologists study politics and what influences the public?

You bet they do, especially the art of persuasion….some voters have their mind made up and will not be influenced by political advertisements. Appealing to them can be a waste of time and resources…but there are also some people who are not yet decided and are vulnerable to persuasion. It is

this group of people that also make or break the outcome of an election, and it is this group that campaign organizers target. The 2 track model of Persuasion (Petty @ Cacioppo, 1986) describes how people can be influenced by a “Central Route vs. Peripheral Route” of persuasion. The central route exists when people are motivated to think critically about the message presented to them. The peripheral route of persuasion exists when people are not motivated or lack the ability to think criti-

cally and are easily influenced by superficial cues such as the attractiveness of the speaker or the music being played in the background, symbolic ornaments, or quick and witty clichés. Other factors that help insure a message is well received include not taking extreme positions contrary to those of the voters they are trying to influence and being able to arouse emotions and mood…Fear tactics are often very successful, but it is vital that if one is stirring up fears he or she also offers a way

Positive mood and messages also work, but there is nothing like stirring up some nasty fear to influence voters especially voters without the ability to understand complicated issues. Besides the actual message, the personal characteristics of the speaker also serve as a great importance of persuasion. Persua-

sion increases if the speaker is considered credible and likeable. Credibility is gained when the speaker displays competency, backed up by credentials. Credibility is also gained by appearing trustworthy. Also if the speaker appears too hungry for personal gain from his or her message, the speaker will appear less trustworthy. LEFTOVER CHALLENGE POTATO CAKES 2 cups mashed potatoes (Leftovers) butter corn flakes, Crushed

1. Roll the potatoes into balls and flatten them. 2. Dip them in Melted butter. 3. Roll them in crushed cornflakes. 4. Place them in a greased pan. 5. Bake the balls until they are well heated. MEAT HASH 1 onion, chopped 1 red pepper, chopped 2 tablespoons olive oil 4 potatoes, peeled and chopped 1/2-3/4 lb cold cuts (mix and match is ok) or other cooked meat salt pepper water

1. Saute onion and pepper in oil in a large skillet until soft. 2. Add the potato cubes and saute another 2 minutes or so. 3. Cut your meat into bite size pieces (large or small) and saute an-

Place them side by side, seam side down, in a 11x7 baking dish. 8. Spoon the remaining Taco sauce over them. 9. Spoon the sour cream in a line down the middle. 10. Sprinkle with the remaining cheese. 11. Bake in 350F degrees oven for about 30 minutes.

BEEF ENCHILADAS 1 tablespoon lite olive oil 1 onion, sliced 1 sweet green pepper, sliced 1 sweet red pepper, sliced 1 yellow pepper, sliced 2 cloves garlic, minced 2 cups cooked roast beef, cubed 1 1/2 cups taco sauce 1 teaspoon cumin

bread prepared stuffing (leftover is fine) 1 (16 ounce) container sour cream 1 (10 3/4 ounce) can condensed cream of mushroom soup 2 (10 3/4 ounce) cans condensed cream of Celery Soup. 1 (1 ounce) package dry onion soup mix 2 (14 1/2 ounce) cans French style green beans, drained 2 (4 ounce) cans sliced mushrooms, drained 3 cups cooked chopped turkey meat

1. Preheat oven to 350 degrees F. 2. Stir together sour cream, condensed soups, and dry onion soup mix in a mixing bowl. 3. Spread the turkey in the bottom of a buttered 9x13-inch casserole dish. 4. Top with green beans and mushrooms. 5. Spread the soup over the meat and vegetable mixture. 6. Crumble the stuffing and spread evenly over the top.

7. Bake at 350F for 2530 minutes or until heated through and bubbly. CHICKEN CROQUETTES 3 cups cooked chicken, finely chopped 1 1/2 cups seasoned dry bread crumbs 2-3 eggs, lightly beaten 2 cups onions, chopped and sauteed 1 tablespoon fresh parsley, chopped 1 teaspoon salt 1/2 teaspoon ground black pepper

1. In a large bowl combine the chicken, bread crumbs, 2 eggs and onion and mix well; if mixture is too dry to form patties, mix in another lightly beaten egg. Then add parsley, salt and pepper to taste, mix well and form into small patties. 2. Heat oil in a large skillet over medium heat and fry patties in oil until golden brown. RICE MUFFINS 1 cup rice 1/2 cup grated cheese

1/4 cup black olives or green olives onions or bell peppers or dill pickles (what ever you decide) leftover over ham or chicken or turkey or 1 can tuna or salmon (anything goes) 1 egg

Have rice cooked add the ingredients you want mix altogether add s& p put into very small muffin tins, sprayed with Pam. 2. bake 400 for 10-15 minutes the cheese& egg will bond altogether. 3. let cool they are easier to get out this way. 4. Very good in lunches, appitizers I take them to parties. 5. (the rice when all mixed together should be moist but not mucky). 6. most of the time I do not measure just throw everything in I want adding more cheese or maybe an extra egg depending on the quantity of everything I've thrown in. 7. try it, you'll like it
