Hallandale Beach wants you to empty your medicine cabinets

On Saturday, October 29, from 10 a.m. to 2 p.m., the Hallandale Beach Police Department will partner with the Drug Enforcement Administration (DEA) to participate in the second National Prescription Drug Take-Back Day at three (3) locations in the City of Hallandale Beach. This national take-back initiative will provide unified opportunity for the public to voluntarily surrender expired, unwanted, or unused pharmaceutically controlled substances and other medications to law enforcement officers for destruction. The service is free and anonymous, no questions asked. This initiative addresses a vital public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high. The public is encouraged to take advantage of this invaluable opportunity to safely dispose of unused and/or expired prescription drugs. Collection Sites: • Walmart (parking lot), 2551 E. Search for a new city attorney may be coming to an end

‘AROUND THE CITY OF CHOICE’

HALLANDALE BEACH - Last Tuesday the City Commission conducted interviews with four City Attorney finalists. Originally six candidates were invited and scheduled but at the last minute two withdrew their applications. Each interview was scheduled for an hour and a half to provide ample time for the candidates to give a brief introduction and the Commission to ask questions. The Commission interviewed two law firms and two individual attorneys. After a daylong session, the City Commission debated at length whether to move to outside counsel or remain within an in-house attorney. During the course of the day we heard both pros and cons of each alternative. Staff, after being concerned with the change, did agree that outside counsel can work. After working with Interim City Attorney Dion who is part of a firm, I found that it can work. The majority of the Commission still was not comfortable with making the move to outside counsel unless the current Assistant City Attorney and AOA would remain on-site. The City Commission voted on a 4-1 vote to enter into contract negotiations with V. Lynn Whitfield, Esq. as our first choice. In this year's budget the city budgeted for a $160,000 base salary. The City Attorney would be eligible

for the same benefits as directors, including a $500 month car allowance. With everything combined including a cap at $203,000, City Commission directed the City Manager to conduct the negotiation giving flexibility to what combination of benefits Mrs. Whitfield and he could arrive at. In the event that the negotiations fail with Attorney Whitfield the Commission did agree our second choice would be outside counsel with the firm of Weiss, Serota, Helfman, Pastoria, Cole and Boniske. Our city is very familiar with this firm. We have hired them for many cases including the Waste Management Case, which they won on our behalf in trial. The City Manager was directed to negotiate with them based on their proposal and the understanding that we would want the Assistant City Attorney and AOA to remain in the city office. The city also took action last Monday to hire a

state lobbyist. The City issued an RFQ back in 2008 and Corcoran & Associates and Ronald L. Book were awarded the RFQ on December 3, 2008. The RFP was for three years, but based on an annual renewal by the City Commission. In the following two years, the City Commission authorized the agreement with Corcoran & Associates be extended for an additional year and for gaming issues, the City Manager was directed to work on an as needed basis with Ron Book. Since the RFP was due to expire and the legislative session was starting early this year, City Manager Antonio went out to RFP. Corcoran and Johnson worked exceptionally well as our general lobbyist. They spoke with the City Manager and Staff and informed them they were not going to participate in the RFP. Three firms did respond; Ron Book, PA, Colodny, Fass, Talenfeld, Karlinsky & Abate, P.A. and William Peebles PA. All three firms have an excellent track record and are well known in Tallahassee. Staff came back recommending Colodny be awarded the contract since they had been ranked the highest. Staff related the sentiment that all the firms were ranked similarly. However Colodny was $5000 less. Our main focus and priority will be to ensure that our pari-mutuels tracks

are provided parity. In the event any gaming legislation comes forward, we will not support any bills that do not give our tracks a level playing field. The city voted unanimously to hire Ron Book as our state lobbyist. He has always been our preferred lobbyist when it comes to gaming issues. His firm officially works with one other pari-mutuel; Flagler Dog Track located in MiamiDade. Committee weeks have already started and session officially begins in January due to redistricting. Many individuals continue to struggle with personal finances during these difficult economic times. As an Advisory Board Member of the US Conference of Mayors, I was approached to work on behalf the Conference in South Florida to help assist in facilitating the national partnership for personal financial planning. This weekend, in partnership with four national organizations; Certified Financial Planners Board of Standards, Financial Planning Association, Foundation for Financial Planning and the US Conference of Mayors, the South Florida Financial Planning Day will be conducted. Three South Florida locations have been selected; Miami, North Miami Beach and in Broward County at MacArthur High School, 6501 Hollywood Boulevard. Participants will re-

ceive free one-on-one personalized financial advice with no strings attached. The consultations will be provided by experts from the Financial Planning Association and Certified Financial Planners. There will also be workshops on various topics throughout the day. Topics will include budgeting, credit and debt, investing, retirement, homeownership, estate planning, insurance, employee benefits, education savings and more. Hollywood launches the Great Neighborhoodʼs Challenge

By Raelin Storey, Public Affairs Director HOLLYWOOD - The fabric of any City is woven from the unique qualities of that Cityʼs neighborhoods. For each of us in Hollywood – a City of 27 square miles - our individual experience may be quite different depending on where we live or work. What we absolutely share in common is the desire for our neighborhoods to be safe, inviting and thriving. When neighborhoods are improved, everybody benefits. The question is: with limited resources and such great need, how can we accomplish dramatic and positive change? Thatʼs where the Great Neighborhoods Challenge comes in. The Challenge is an initiative of the City of Hollywood, working with the Hollywood Council of Civic Associations, to engage residents, business owners and organizations in making each and every neighborhood throughout the City better—one house, one business, and one block at a time. To make the challenge even more exciting, cash prizes will be awarded to the individuals or organizations making the most dramatic, visible, impactful improvements to the appearance of both residential and non-residential properties. Neighborhoods will also have the opportunity to work together to design “a great place in a public space.” Is there a street in your neighborhood that

needs landscaping? Have you noticed medians that need to be replanted? Would you like to see a public art project decorate a public area? Neighborhoods can develop and submit their own designs with the top ideas getting the funding needed to make them a reality. The kick-off event is slated for Thursday, November 3 during the Neighborhoods Forum being held at the Fred Lippman Multipurpose Center, 2030 Polk Street from 5:30-8:30 p.m. Anyone interested in improving where they live, work or play is invited to attend and take part in the challenge by working with their Neighborhood Action Committee. These committees are being created to work in every area of the City—first to spread the word about the Great Neighborhoods Challenge, then to develop plans for ways to improve the public spaces in their neighborhoods. The contest will run from December 1 to April 1, so even if you miss the first meeting you can still get involved!

With the region still under a water shortage, South Florida municipalities are uniting to conserve water in the Wyland Living Green Fairʼs 2nd Annual Mayorʼs Challenge. Introduced by the Wyland Living Green Fair in 2009, the Mayorʼs Challenge encourages healthy competition among South Florida cities by asking residents to commit to conserving water by taking the Wyland Foundationʼs Clean Water

Halloween Haunted House Runs Through October 31

Gulfstream Park Racing and Casino launched their inaugural Halloween event, “Stables of Terror,” a spine-tingling adventure last Thursday and runs through Monday, October 31. ment and failure to surround himself with progressive and knowledgeable people who make decisions to keep companies thriving, have really made the once proud Dolphins one of the worst pro franchises around. I grew up here and watched this team from the first year they held pre-season practices in St. Petersburg - before they moved to Biscayne College (St. Thomas University). I lived the years of the Joe Auers, Bob Grieses, Earl Morralls, George Wilsons and the Robbie family. That's why I feel more qualified than most to speak out. The horror show that we have seen here for the past decade is something that makes true Dolfans, like my family, which has held season tickets for every season since Flipper jumped around in his tank in the open end of the Orange Bowl, feel cheated for the money they are paying for a minor league product. You have to feel for Dolphin icons like Dan Marino, Griese and Don Shula, who saw this franchise become the best in all of sports with a winning percentage that other football teams could only dream about. But things have happened, and since 1984, the Dolphins have not been that elite team, and over the past 10 years, they have been disgraceful at times. All three are asked all the time by so many, what has happened to the franchise, and none can really speak out, not

wanting to hurt feelings. Let's face it, while Ross is a businessman and has made money at doing what he does in the world of finances, he is a fan. A fan who bought a team and felt that he could hire likeminded people to run this business. He also listened to the wrong people. When the Dolphins lost to Denver, dropping to 0-6 on Sunday, the blame continues to go on head coach Tony Sparano, and while you hate to see perhaps the hardest working person in the organization become the "reason" why the team is losing, it's the easy thing to do to mask the fact that Ross is a horrible owner. How else can anyone justify what has taken place during his regime. He hired a washed up, loud mouth, no longer respected Bill Parcells who felt that the good ole boy network would help his buddy Ross get adjusted to ownership. The only positive thing that came from the Parcells era was Sparano, who is a great coach and everything you want in your team leader. What Parcells sold Ross and people who were blind-sided by what the "Big Tuna" had done in the past was the reality that he was no longer the "guru" and proved that in Dallas by trying to pull something

over on real football fans. Blaming Sparano is actually admitting you know nothing about football. This man was set up to fail by having a an overmatched General Manager in Jeff Ireland overseeing this mess, it added up to the fact that this team drafts poorly and brings in non-playmaking athletes. To me, everything that is great about franchises such as New England, New York Giants and Jets, the Steelers and Green Bay are the fans in those areas would never, ever let things get this bad. Ross and the Dolphins, as they saw the Florida Gator/Tim Tebow thing blow up in their face - with boos and signs of disapproval, will soon find out that you cannot throw the loyal fans to the side in the name of being diplomatic. Not when it costs a family of four nearly $500 to attend one game! While he continues to listen to the advice of those who are ruining the image of this franchise, Ross better understand that if you go after someone like Bill Cowher, you had better clean your act up. Cowher comes from a franchise where they have done it the right way for five decades. The good ole buddy era will be over!

Hallandale Beach gears up for special Halloween night

OUTHOUSE FESTIVAL The Federal Emergency Management Agency (FEMA) has developed new flood maps for Broward County with major revisions that could affect many Hallandale Beach residents and businesses. These maps are the result of the first comprehensive review of flood zones throughout Broward County in 15 years. The new maps were released in October 2011 and will be presented to the Broward community in a series of public meetings on November 14 – 16, 2011. FEMA staff members will be present to determine the current and proposed flood zones of properties and to answer questions of property owners, including how these new maps could affect your flood insurance. You are invited to attend one of the following Community/Public Meetings on three different days at three different locations in Broward County (south, central and north), as specified below: South South Regional Library (7300 Pines Boulevard, Pembroke Pines, FL 33024). Meeting Time: Monday, November 14: Public Meeting 4:00 PM-7:45 PM. Central Volunteer Park Community Center (12050 W. Sunrise Boulevard, Plantation, FL 33322). The changes to the flood maps of the City of Hallandale Beach are significant. Fortunately, most homeowners will find that the new maps either do not change their current flood zones at all or they improve their current zone. The proposed flood zone area, or Special Flood Hazard Area (SFHA), is actually smaller than the current flood zone area. At the same time, the proposed area designated as less likely to flood (X Zone) is actually larger. The homeowners who are reclassified out of the flood zone will see a reduction in their flood insurance rates. If you are one of those whose property would change by being reclassified into the flood zone (from X Zone to SFHA), you will eventually see an increase in your flood insurance rate. However, initially you will be eligible for a Preferred Risk Policy, the lowest-cost flood insurance policy, from one to two policy years following the effective date of a map change. With this change, property owners should have adequate time to understand and plan for the financial implications of new maps and the mandatory purchase requirement. Less than 3% of the area in Hallandale Beach is proposed to change from X Zone to SFHA. Fire Hydrant Flushing

Hallandale Beach Fire Rescue will be flushing Fire Hydrants in the Northwest section of the City from October 1st to the 31st. This process is necessary to ensure, for your safety, there is adequate water pressure and flow in the event of a fire. Flushing the hydrants may temporarily cause an orange tint to your water. This in no way indicates any contamination of the water but may cause discoloration in your wash and is only a temporary condition. During this period, please open your faucets and check for discolored water. Should the water continue to run discoloration longer than five to ten minutes please contact the Water Department at 954-457-1632.

Hosts 8th Annual Ladies' Spa Day for cancer patients

On October 18th, The Mount Sinai Comprehensive Cancer Center hosted its 8th annual Ladiesʼ Spa Day. Approximately 60 women attended the event, all of whom are current cancer patients receiving treatment at Mount Sinai or cancer survivors. The women enjoyed a day of pampering and relaxation while also being provided with helpful information to manage their cancer. Free services included manicures, massages, facials, hair styling and make-up application. In addition, attendees were invited to participate in free energy therapy, meditation and yoga sessions. Information on healthy eating and integrative medicine were also presented by Mike Cusnir, M.D., oncologist at Mount Sinai. In honor of Breast Cancer Awareness Month, bedazzled bras were hung around the room and later modeled in a special fashion show presented by Nordstrom. Among the survivors at this event was Dulce Hill, who was diagnosed with liver cancer a year ago and was originally told she had just two months to live. “These types of treatments are what make you want to keep on going because I feel very good inside and very full of life. So, I want to look on the outside the way I feel on the inside and show that world that Iʼm still here and Iʼm alive,” said Hill. A special appearance and motivational speeches by Miss Florida 2011, Lissette Garcia, and Mrs. Florida 2009, Teresa Sheffield, empowered many of the women to realize that confidence and beauty, truly come from within.

Serve up some impressive foods this Monday night

HALLOWEEN TREATS HALLOWEEN SNACK MIX 3 Tbsp. butter 1/4 cup peanut butter 4 cups Chex cereal 1 cup salted peanuts 1 cup cheese crackers (such as Goldfish) 1 cup miniature marshmallows 3/4 cup powdered sugar

chicken breast (optional) 1 cup shredded mozzarella cheese sliced black olives red bell pepper

1/4 teaspoon ground allspice 1/4 teaspoon ground nutmeg 1 large pretzel rod, broken in half 4-ounces cream cheese, softened Dark rye bread Red pepper Black olive slices Parsley sprigs Assorted crackers

1. Place butter and peanut butter in a microwave-safe container. Heat on high 30 seconds. Stir, and repeat until melted. 2. Place Chex cereal, peanuts and cheese crackers in a large bowl. Pour peanut butter mixture over, and toss well. 3. Transfer mixture to a gallon-size zipper-sealed storage bag. Add marshmallows and powdered sugar. 4. Seal, and toss well to coat. Serve immediately, or store in an airtight container for up to one week.

1. Beat cheeses, pumpkin, preserves and spices in medium bowl until smooth. Cover refrigerate 2 to 3 hours until cheese is firm enough to shape. 2. Shape mixture into round pumpkin, place on serving plate.Using a knife, score vertical lines down pumpkin. Place pretzel rod in top for stem. Cut bread into triangles for eyes, cut red pepper into triangle for nose, and cut olives in half to make the mouth. Surround with parsley. 3. Serve with assorted crackers.

JACK-O'-LANTERN CHEESE BALL 2 cups shredded cheddar cheese 1/4 cup pumpkin puree 1/4 cup pineapple preserves

ENGLISH MUFFIN PIZZA 4 English muffins, split 1-1/2 Tbsp. butter 1/2 cup pesto sauce 3/4 cup shredded cooked rotisserie

1. Preheat oven to 375 degrees F. 2. Butter each English muffin half. Place on a cookie sheet, buttered side up, and bake on center rack until lightly golden, 5 minutes. 3. Spread pesto sauce over English muffin halves. Top with shredded chicken and mozzarella cheese. Bake 10-15 minutes until cheese is melted and golden. 4. Decorate each English muffin pizza with two black olive slices for eyes. Cut little triangles out of red pepper. Place on pizzas for the monster's nose. Makes 8 Halloween pizzas. PUMPKIN CORN BREAD 1/3 cup corn oil 1 cup unbleached flour 1 cup cornmeal (try blue cornmeal!) 1 1/4 tsp. baking soda 1/2 tsp. salt 1 cup pumpkin puree

1/2 cup soy buttermilk (add 2 tsp vinegar to 1/2 C soy milk and let curdle) 1/2 cup applesauce 2 Tbsp. sweetener (sugar, fructose, etc.)

Brush the inside of a 9″ or 10″ cast-iron skillet with 1 tablespoon of the oil. Place in the oven, then set the oven temperature to 425 F. If you donʼt have a skillet, use a cake pan, but just grease it for now and donʼt put it in the oven. In a large bowl, sift together the flour, cornmeal, baking soda, and salt. In a separate bowl, combine the pumpkin, buttermilk, remaining oil, applesauce, and sweetener. Then stir the dry ingredients into the wet until just combined. Remove the skillet from the oven, pour in the batter, return to the oven, and bake 30 to 40 minutes, until the center is firm. PUMPKIN COOKIES 1 cup unbleached sugar (or 2/3 cup fructose) 1 cup pumpkin puree 1/2 cup non-hydrogenated shortening

(Spectrum brand is great) 2 cups unbleached flour (1/2 whole wheat + 1/2 spelt is a yummy combo) 1 tsp. baking powder 1 tsp. baking soda 1 tsp. cinnamon 1/2 tsp. nutmeg 1/4 tsp. salt 1 Tbsp. orange peel

Heat oven to 375. Mix sugar, pumpkin, and shortening. Stir in the rest of the ingredients. (Chocolate or carob chips are a great addition to stir in now, if you desire.) Drop by large tablespoonfuls onto ungreased cookie sheet, and bake until “light brown”, about 8-10 minutes. Take cookies immediately off cookie sheet, and if desired, frost after they are fully cooled. Makes about 2 dozen smallish cookies. Also, when I double this recipe I use 1/2 cup Spectrum shortening and 1/2 cup Earth Balance margarine. CHOCOLATE HARVEST NUT PIE 1/2 cup packed light brown sugar 1/3 cup HERSHEY'S Cocoa

1/4 teaspoon salt 1 cup light corn syrup 3 eggs 3 tablespoons butter or margarine, melted 1-1/2 teaspoons vanilla extract 1/2 cup coarsely chopped pecans 1/2 cup coarsely chopped walnuts 1/4 cup slivered almonds 1 unbaked 9-inch pie crust Whipped topping(optional)

1. Heat oven to 350°F. Stir together brown sugar, cocoa and salt. Add corn syrup, eggs, butter and vanilla; stir until well blended. Stir in pecans, walnuts and almonds. Pour into unbaked pie crust. To prevent overbrowning of crust, cover edge of pie with foil. 2. Bake 30 minutes. Remove foil. Bake additional 25 to 30 minutes or until puffed across top. Remove from oven to wire rack. Cool completely. 3. Garnish with whipped topping and additional nuts, if desired. Cover; store leftover pie in refrigerator. 8 servings.
