While the unity between policemen and their families is something that many could never understand, that long-standing "turn the other way" and defending those police who do wrong, are coming to an end. ‘AROUND THE CITY OF CHOICE’
HALLANDALE BEACH - This Monday the City Commission will be conducting a special meeting to review Hallandale Beach Community Redevelopment Agencyʼs vision for the future. The CRA was established for a 30 year period and has reached a milestone of 15 years. The next 15 years will be critical in addressing the main goals and purpose of its existence. HB CRA was established under State Staute163 to address slum and blight conditions within a set boundary. The statue spells out a list of conditions that include what constitutes slum and blight. These include, but are not limited to a lack of housing, poor infrastructure, crime, stagnated property values, traffic congestion, lack of parking and other economic factors. The boundaries of our CRA include properties west of 14th Avenue. When established, the property tax revenues generated from the base tax year are put into a CRA trust fund and must be expended within the CRA. This is called tax increment funding, or TIF. Our TIF dollars are matched by the county. For example if we contribute 5 million, the County must also contribute the same. There are also other special taxing districts that contribute a percentage of their revenues. This yearʼs revenue was 9 million combined. Money not expended must be rolled over to the next fiscal year and remain in the CRA. The TIF is spent on programs that fit within the CRA plan. The budget and programs are reviewed annually. The plan is established by the Board of Directors and set forth in the mission and strategic plan. The board of our CRA is the City Commission. The City Manager serves as the Executive Director and day to day opera-

tions are run by the Director. This is the same model as other departments in the city. The last major review and revision of the CRA was performed five years ago. At that time we set a policy that the plan would be comprehensively reviewed every five years. Over the past 15 years the CRA has grown from $800,000 annually to the current 9 million. Before the financial crisis of 2008 the annual TIF was up to 12 million. The CRA has created many programs over the years to address our goals. The CRA has Neighborhood Improvement Grants to help homeowners, Business Incentive Loans, Façade Programs and Affordable Housing Program to name a few. The CRA has continued to invest Infrastructure improvements, park improvements, land acquisitions for redevelopment and parks. Since Dent McGough retired over the past three years, regretfully there has been a turnover in directors. Mike Good hired Dr. Pierre after a long search. He was subsequently let go within the year. Mr. Robert Robinson was then hired from within and also was let go. In both cases the City Manager briefed the Commission on the terminations. He cited the lack of good record keeping, reporting and follow through for their terminations. There was never an issue with malfeasance or mishandling of funds. The city had even been audited
by the state and received only one comment; that we had not collected money from one of the taxing districts in a timely manner. The CRA continues to move forward. The lack of a proficient director did adversely impact day to day operations. This has come to light from the recent special audit of operations approved by the City Commission. That audit still has not been fully completed and will be presented to the City Commission. This past year the City Manager hired a new CRA Director; Dr. Alvin Jackson, who has been working on a draft plan. He contracted with Paul Lambert, a financial specialist, who has worked with our city in the past to conduct an economic feasibility study as part of the planning process. This plan will also be reviewed during the special meeting. He also con-
tracted with outside council Grey Robinson to produce a Draft CRA plan. All this information will culminate in Mondays meeting staring at 6PM in Commission chambers. We will be reviewing our governance, my request to establish a CRA Advisory Board and a set of By-laws. The Economic Plan will be reviewed as a precursor to the draft CRA Plan. The draft plan will include a revised mission statement, vision, strategic goal and future programs to reach to goals. I view this meeting as one of the most significant of the year. With the changes in the economy the CRA will be vital to our economic sustainability, business retention and development, job creation and completion of infrastructure projects to address the neighs of our neighborhoods. We need and welcome

weekend who have sacrificed for a chance to have a career in law enforcement. They were hurt and saddened that this great fraternity is being chipped away at. All were in total agreement that the times we are in have a great impact on the way so much has changed. Terrible economy signals dwindling jobs, which adds up to crime, and the trust level has gone down. In this day and age, when you see someone -police car or not weaving in and out of traffic - you have no choice, as a law enforcement officer, to react. Watts did, not knowing if the person reaching 125 mph was a real officer - or simply a "Baker Act" that stole a vehicle. You would assume that nobody with any common sense could really put dozens of people's lives in jeopardy. Certainly not those that the officers work so hard to serve and protect each and every day! It's the times we are living in that have those who are trying to protect us on edge. I was not in the car with Watts. But I can understand that you take no chances out on the road. Those people on the Turnpike were her responsibility, and while we hear her "supervisor" tell her to pull back, it's an order that you cannot tell someone who is protecting that road, while you are back behind a desk. She was reacting to what she was taught. Remember, I am not
taking sides. I am just pointing out what all officers are up against these days, and when it should have been a routine stop and the two talk about how Officer Lopez should slow down and share some trade stories, the thought of a raging maniac getting out of the car had Watts in a position to pull out a gun and use it to take control. It's not a matter of guilt or innocence when it comes to the police. This is a passionate group of hard-working men and women that are stretched financially, and like Lopez, who was late for his offduty detail, money was the factor. Trying to make money to survive. I can understand that after the incident each "side" was going after one another. Police are not suppose to go after each other. That's not how this brother/sisterhood was built. There were many things that ended up being a verbal finger pointing, but after a few days went by and things cooled off
- everyone agreed that we are indeed living in trying times - and while this incident could have been avoided, it's a shame that society has altered the very infrastructure of our communities. When I read a quote by Broward Sheriff Al Lamberti where he said: "If I was a road deputy, my first reaction if I saw a cruiser going that fast would be, 'Somebody stole a police car'. Watts' approach with a gun was appropriate.", it put into perspective that insted of sweeping issues under the rug, you tackle them as they pop up, avoiding anything major the next time around. One of my longtime police friends put the entire situation in perspective: "We will learn from this experience, but at the end of the day, everyone who wears a badge is a brother and a sister, and that can never be taken from any of us," said James, a 35-year member of the police force.

SYSTEM IMPROVEMENTS IN HOLLYWOOD Once the 2011 upgrades are completed, FPL will have made the following improvements and investments benefiting the City of Hollywood since 2006 as part of its comprehensive strengthening program: • Upgraded and strengthened several main power lines serving critical and community facilities in and near Hollywood, including Memorial Regional Hospital South, Kindred Hospital, the Breast Cancer Center at Memorial Regional Hospital, Hollywood Medical Center and Memorial Hospital Pembroke. FPL has completed strengthening the electrical infrastructure serving every existing major hospital and acute care facility in its service territory and 66 percent of all 911 facilities and emergency operations centers. • Inspected approximately 19,530 utility poles for strength and health – 92 percent of the approximately 21,320 poles in Hollywood – reinforcing them and replacing them as necessary. The company remains ahead of its longterm inspection schedules for its system of more than 1 million distribution poles and 65,000 transmission structures. • Cleared vegetation along approximately 1,355 miles of power lines in Hollywood. Tree limbs, branches, palm fronds and other plants that come into contact with power lines are among the most common causes of power outages and flickers. In 2011 alone, FPL plans to clear vegetation along more than 12,000 miles of distribution power lines throughout its service territory. • Inspected 79 main power lines in and near Hollywood using advanced infrared technology to detect and address issues in power lines and equipment before they become problems or outages.

HOLLYWOOD - With Veterans Day right around the corner, Hollywood Mayor Peter Bober has issued a challenge to mayors across America: begin planning now to host a barbecue on Veterans Day in 2012 to honor and celebrate the veterans and active duty military personnel in your city. On Friday, November 11, 2011, Hollywood will host its first annual Veterans Day Barbecue for the Cityʼs veterans and active duty military personnel along with their families. A flu prevention guide for the workplace (ARA) - Flu season is upon us and that means runny noses, chills and body aches. For a small business and its employees, that can mean days spent home in bed or feeling sick in your office, which results in lost working hours. Did you know that flu costs businesses approximately $10.4 billion each year in direct costs for hospitalizations and outpatient visits for adults? The best prevention method is getting your flu vaccination. Everyone 6 months of age and older should get an annual flu vaccine, even if they were vaccinated last season. In addition, there are some other tips you can follow to ensure you and your co-workers aren't knocked out by the flu. MIAMI BEACH - A urinary tract infection (UTI) is the most common infection to the human body and can affect four times as many women than men. In fact, fifty percent of all women will experience a urinary tract infection in their lifetime; and, once a woman contracts her first UTI, there is an 80% chance of her getting a second UTI. Whereas the public tends to think that suffering from UTIs is simply a “young womanʼs issue”, UTIs can also affect children and seniors. This makes UTIs

RISK FACTORS FOR UTIS There are several risk factors that can cause UTIs. The majority of people are already familiar with one of the most common risk factors, sexual activity. Frequent or recent sexual activity is
the most important risk factor for urinary tract infection in young women. Nearly 80% of all urinary tract infections in premenopausal women occur within 24 hours of intercourse. UTIs are very rare in celibate women. However, UTIs are NOT sexually transmitted infections. Less commonly aware risk factors for contracting a UTI include inability to completely empty oneʼs bladder, which in men can be secondary to a large prostate and in women to pelvic organ prolapsed (a dropped bladder or uterus). Post menopausal women are also at an increased risk of developing a UTI due to lower levels of estrogen. These lower levels can cause changes such as thinning of the urethra and vaginal tissues, as well as changes in the vaginal flora thus creating an environment prone to UTI contraction. In addition, patients who have urinary catheter are also at an increased risk of UTIʼs, such as patients with neurogenic bladders

City of Hallandale Beach has a special day planned for 11-11-11 With the recent 9-11 anniversary, which was held 10 years to the day of the tragic terrorist attack against this country, many American have become more patriotic, trusting that their belief in this great country will prevail against all that is evil. That feeling is shared by everyone you run into these days, guarding against anything ever happening like that again - on our soil. From those who have just entered the service to those who have fought for our freedom in many conflicts through the years, there is a feeling of pride for this nation, and nowhere is that more evident than in Hallandale Beach. Twice a year, the City of Hallandale Beach recognizes the brave young men and
women who have paid the ultimate price, for the freedom we enjoy, and are currently serving our country today. On Friday, Nov. 11, the City will host a Veterans Day Salute, starting at 9 a.m. with a placement of flags at the Hallandale Beach Cemetery, 801 N.W. 6th Ave. At 10 a.m., there will be refreshments served at the Hallandale Beach Cultural Community Center, 410 S.E 3rd St. At 11 a.m., the annual ceremony will take place at the Cultural Center and at the Veterans Monument, 400 S. Federal Highway. The City of Hallandale Beach will honor all men and women who served in the Armed Forces. Everyone is welcome.

Go ahead, be an egghead: fortified eggs benefit the brain
(ARA) - Egg consumption is on the rise, and not just at Easter. According to the American Egg Board, each American eats about 250 eggs annually - 20 eggs more per person every year than people were eating two decades ago. And there are many ways to enjoy eggs of all kinds of varieties, from colors to sizes to omega-3 fortified eggs. "Eggs can be part of a healthy, low-fat diet and are a great source of protein," says registered dietitian Elizabeth Somer, author of "Eat Your Way to Happiness." "You can eat up to six eggs per week."
EGGS ON THE BRAIN Years ago Americans used to eat plenty of omega-3s. Today, given our diet of highly processed foods, we don't. Studies suggest that's a cause for concern. Omega-3s have a remarkable impact on the body, especially as it relates to boosting brain health. Omega-3 fatty acids are necessary for overall health but must be consumed from the foods, beverages or supplements we take, as our bodies cannot produce them. There are three key omega3s: DHA (docosahexaenoic acid), ALA
(alpha-linolenic acid) and EPA (eicosapentaenoic acid). DHA offers the broadest array of health benefits, including brain, eye and heart health. EPA has been shown to support heart health, and may also be beneficial for some autoimmune and inflammatory disorders while ALA has been shown to help lower the risk for heart disease. Many egg producers are now offering omega-3 fortified eggs because the typical American consumes only 80 milligrams of DHA daily, far less than the daily recommendation of 200 milligrams of DHA omega-3. Some populations have even higher DHA recommendations - for example, at least 300 milligrams per day of DHA is recommended for pregnant and nursing women. "Of the three key omega-3s, DHA and EPA are the big guns; even then, DHA is by far the most powerful because DHA can be converted to EPA in our bodies. DHA-fortified eggs are a great source for getting the DHA omega-3 our bodies need," says Somer. Some omega-3s naturally occur in eggs, but to achieve higher levels, egg producers fortify the hen's diet with
omega-3s. Two common sources used are chia and flaxseed, which are rich sources of the plant-based omega-3 ALA. To increase DHA levels in eggs, a sustainable, vegetarian source of DHA omega-3 from algae called life'sDHA is now being used. Three egg producers offering algal DHA-fortified eggs are Oakdell Egg Farms, Gold Circle Farms and ISE America. These brands contain more than 100 milligrams of DHA per egg - two eggs would meet the suggested daily allowance for DHA. EGGS OF EVERY COLOR Many supermarkets are now carrying brown eggs. According to the Egg Nutrition Center, the color difference is
due to the specific breed of hen. Eggs may also come in speckled, even blue finishes, but there is no nutritional difference among the hues. RECIPES Most recipes call for large eggs. If only small eggs are available, add an extra egg for every egg the recipe calls for beginning with two. Add two extra eggs for recipes calling for five or more. For jumbo eggs, use one fewer egg with recipes calling for three or more eggs. HARD-COOKED EGGS IN THREE EASY STEPS Hard-cooked eggs are an inexpensive and portable snack. Despite the more common name of "hard-boiled eggs," it is better to
hard cook them to ensure the yolks don't turn green, which is harmless. 1. Use eggs that are a week to 10 days old as they are easier to peel than fresh eggs. Add enough eggs to line a small sauce pan so eggs are not prone to roll into one another and crack. Cover eggs with water. Heat on high until water is just to a boil and remove from burner. Cover pan. 2. Let eggs stand for 12 to 15 minutes. 3. Drain immediately to serve warm or cool in a bowl of ice water.
The American Egg Board recommends that eggs with shells on can be refrigerated for up to one week and to store them in their original carton to prevent odor absorption.
