An alarming teaching shortage Low pay and very few incentives are sending many into other professions

By Larry Blustein sfsuntimes@aol.com As a retired Miami-Dade County school teacher, Andrea Manasco is not surprised by the news that there is a shortage of teachers in South Florida.

While many do not appear to be concerned, those in the know, understand what can happen if something is not done to stop this ball from rolling downhill.

“When I first began back in the mid 1970’s, the profession was geared toward promoting the teachers and giving them incentives that kept them enthusiastic in the classroom,” Manasco recalled. “But times started to change, and

what was such a priority back when I was heading to college, is nowhere what it used to be.”

With cuts in pay and very few incentives to make this a lifelong job, potential teachers went in another direction. This once important position to have, educating the youth and making generations better, was not so honorable, anymore.

There was the belief that no matter how many recessions we went through, the teaching profession would be left alone. After all, it was deemed by many to be on the same level as fire and pol-

Resident starting to notice ‘changes’ in Hallandale Beach

It has been three months since the November elections. We all know what is going on in our nation but I am sad to report the same is taking place in our very own city. I have continued to remain positive understanding that change is inevitable. Changes can be positive for an organization or they can be detrimental.

Most of the recent changes have been internal political vendettas which I have expected. I never imagined Monday’s workshop meeting would evolve in an outward vendetta towards some of the many volunteers who should have been thanked not attacked for speaking their opinions and voting for the “other side”. I want to personally thank the many volunteers that came to our workshop on Monday.

I want to apologize for the unprofessional behavior of my colleagues who used the workshop meeting on Advisory Boards as a political vendetta to attack volunteers that have given of their time selflessly. These volunteers work on boards that they have a passion for. They want to help make our city a better place.

Sure, it makes a bit of work for our staff but these residents are our advisers. They do not control the final votes on items but their input is an essential part of our democracy.

After sitting all night and still not having their board come up one resident who was appointed by one of these colleagues sent us all this email. I have purposely and always excluded names as these same commissioners also find it their right to exact vendettas against this paper.

Recently they voted to pull our city advertisement from this home town paper that informed our residents of upcoming meetings and events.

“At this evening’s workshop meeting it was truly dreadful, vindictive and belittling to watch Commissioner ------ personally attack a volunteer in the Chambers. When will this end? This kind of behavior is not what the residents of Hallandale Beach expect from their elected officials. This is a public record.”

Every commissioner received the note and I read it in to the record. Of course, I was attacked myself.

It will not end and sadly the same commissioners who are asking for more involvement and participation are cutting out boards and reducing membership.

I am all for trying to streamline government and change what make sense but this whole process has gone too far in my book.

In our city, we have 20 boards some are required by law. We have a few ad-hoc committees that are for specific tasks and other are more traditional in nature. Our meeting was set to discuss all the boards but we only got to review 10. This was a workshop so no final votes have been taken.

The first two committees that were changed were the Ad Hoc Parking Committee and Transportation and Flood Mitigation Board. Transportation and Flood was separated and transportation was given the added duty of parking. Flooding committee is required to help insure our community rating system remains and improves. The actions of this board help to reduce insurance rates.

The Beautification Board was recommended by one commissioner to be cut. Obviously, the members were extremely upset and disgusted. I asked and persuaded the board not to cut this board but add to their duties a goal to address littering in and around our city. This board also does holiday light awards and property awards. They work on our Arbor Day Celebration and many other worthy causes.

The Cemetery Board was established for addressing improvements to this city asset. They are addressing safety, the building of elevated vaults to increase capacity, creating a memorial monument to the first fallen soldier in Vietnam. City Manager Carlton will be working with this board and with staff to make sure their work is completed.

Charter Review Board remained as is but there was a request to perform a charter review much earlier to coincided with the 2018 elections, staff is considering this as well. The Code and Permitting Board was cut. Education Advisory Board remained in place.

The Community Police Advisory Committee was suggested to be cut but consensus was that it remain and expand its duties. One commissioner went as far as to say “Go do community policing in the streets we don’t need you in the chambers”. I was mortified since we have a hard-working force that has been

working tirelessly on community policing. In these troubled times, we need to double down not cut our community input. There were some additional tasks added for condo and white collar crimes.

The commission also started to make changes to the safe neighborhood districts. Golden Isles Chair had to leave but Mrs. Markowitz who lives in the district was extremely upset and spoke out that the special taxing district was separate from the city and should have its own meeting. She also reviewed the history of the board and its goal to include a member from each street and a member from the condominiums. I am hoping the commission reconsiders their position of reducing membership to five members.

They also wanted to cut Three Islands to 5 but their chair and a member in the district also stressed that the board should not be changed. There was discussion about changing their quorum requirement instead.

I want to thank all that attended. Please stay involved and I encourage you if you do not agree with these changes to speak up and make your thoughts and ideas heard.

But that, has not been the case.

To many longtime educators, the fact that teachers are fighting a financial battle from the beginning is a red flag to those who are heading to college and choosing a profession.

Hollywood resident, April Milligan is a student at Florida Atlantic University (FAU). When leaving high school, there was a thought that she would get certified in English, so she could teach and even tutor. But as the decision got closer, she changed and went into public relations. That, many insist, has been the pattern for many in the past few years.

“You tell me, what’s the incentive for people coming out of college to teach school,” Milligan challenged. “My sister has been teaching for years, and she was one of the very few who has put the love for doing something rewarding

With a starting pay of $40,800, nobody can afford to live here over finances. But to me, unless things are done to make it more secure and lucrative, there will continue to be shortages.”

Indeed, what was the norm for so many generations has started to change. The days of students expecting the teachers to be there with lesson plan in hand and a smile on their face - is quickly being replaced - and that is alarming.

But an outright vacancy, is not the only troubling sign. When a district has to fill a high number of vacancies with inexperienced teachers, students tend to suffer. So it is significant that, in a study that was done over the past year, in Florida, 28.6 percent of teachers were in their first or second year. Nationwide, the figure was 12.6 percent.

What many are expecting in Broward County over the next year, will be huge vacancies due to attrition, fewer college graduates going into the profession, and expanding school programs and student bodies. neither Although county would provide exact numbers for the years ahead, you would have to figure that the problem lies in both Broward and MiamiDade Even though we are all focused on getting this fixed here in South Florida, this is also a nationwide problem.

Studies have shown that over a five-year period, 35-percent of the enrollment decreased in teacher preparation programs.

Robert Runcie, Broward School Superintendent understands the problem and of-

fered: “Invest in education by investing in our teachers and the future pipeline of educators, so that it’s a well-respected position and it’s well-compensated.”

But even though some do this for the reward - away from the money - the bottom line is how are they going to recruit teachers to come to this area when the cost of living

is high and Miami-Dade ($40,800 starting pay) and Broward ($40,724 to $45,254), teaching cannot compete with other private companies who offer much more.

The only solution that recruiters have right now is to look for someone who’s passionate about being with children, and not so much for the money they are going to make.

“There comes a time when the reality hits and being a teacher is not lucrative or rewarding,” Tara Miller of Aventura points out. “As a kid, I always wanted to be a teacher, but that is no longer an option. I love kids and love teaching. Heck, I am even worried about the future, but I cannot afford to do it.”

Leftover chicken can make so many meals From salads and tacos to sweet potatoes - the options are simply endless with scallions.

Bake for 15 minutes, or until the cheese is melted and the sweet potato filling is heated through. Serve warm.

With the holidays now behind us and spring right around the corner, it’s time to be creative with your meals.

One of the best things to have any time of year is chicken. It’s not only great and tasty the first night, but the many dishes you can prepare as leftovers will also surprise your family and friends.

Here are some recipes that you may want to consider the next time you have extra chicken.

Barbecue Chicken Sweet Potatoes • 4 sweet potatoes • 2 c. shredded rotisserie chicken • 1/2 c. barbecue sauce • 2 tbsp. butter, softened • 1 1/2 c. shredded Cheddar • 4 oz. cream cheese, softened • 1 tsp. chili powder • 1 tsp. garlic powder

• kosher salt • Freshly ground black pepper Preheat oven to 375 degrees F. Place sweet potatoes on sheet tray and bake for 1 hour or until soft. Remove from oven and let stand until cool enough to handle.

Split potatoes and remove the flesh; transfer to a medium bowl and leave the skins on the sheet tray. Add butter, cream cheese, chili powder, and garlic powder to the sweet potato flesh. Season to taste with salt and pepper. Mash with a fork or rubber spatula until the mixture is evenly combined. Spoon the mixture back into the sweet potatoes skins.

In a separate medium bowl, combine chicken and barbecue sauce. Divide chicken mixture between sweet potatoes. Top with cheese and garnish

Rotisserie Chicken Kale Salad With Apples And Cheddar • 1 bunch kale, stems removed • and torn into bite-size pieces (9 c.)

• 1 tsp. Dijon mustard • 1 tsp. honey • 2 tbsp. sherry vinegar • ½ c. extra-virgin olive oil • Kosher salt • Black pepper • 1 apple, cut into matchsticks • (1 1/2 cups) • 3/4 c. white Cheddar • 1 1/2 c. shredded • rotisserie chicken • 1/2 c. pumpkin seeds

• 8 flour tortillas • 3 c. thinly sliced iceberg lettuce • 1/2 c. reduced-fat sour cream In large bowl, stir together chicken, barbecue sauce, corn, tomatoes, and lime juice.

Just before serving tacos, place stack of tortillas between paper towels on microwave-safe plate; heat in microwave on High 10 to 15 seconds to warm.

To serve, divide lettuce and chicken mixture among tortillas; fold over to eat out of hand. Serve each with a dollop of sour cream.

In a small bowl, whisk together Dijon mustard, honey, and sherry vinegar.

Slowly add olive oil, whisking constantly. Season with salt and pepper. In a large bowl, toss kale with dressing, using your hands to massage the kale until tender, 3 minutes. Toss in apple, cheddar, and chicken.

Garnish salad with pumpkin seeds and serve in shallow bowls.

Spicy Asian-Chicken-Salad Lettuce Cups • 1/4 c. mayonnaise • 2 tsp. sambal oelek or • Chinese chile-garlic sauce • 1 tsp. Dijon mustard • 1/2 tsp. Asian sesame oil • 1 rotisserie chicken • 1/2 c. water chestnuts • 2 scallions • Kosher salt and freshly • ground pepper • 12 Bibb or iceberg lettuce leaves • 1 Hass avocado • Lime wedges

BBQ Chicken Tacos • 2 c. shredded skinless • rotisserie chicken meat • 1 c. barbecue sauce • 1 1/2 c. fresh corn kernels • (1/2 cup per ear) • 2 plum tomatoes • 1 tbsp. fresh lime juice

In a medium bowl, mix the mayonnaise with the sambal oelek, mustard, and sesame oil. Stir in the chicken, water chestnuts, and scallions and season with salt and pepper. Spoon the chicken salad into the lettuce cups and top with a slice of avocado. Serve with lime wedges.
