On a day where there was one named storm and two others that could potentially reach this region over the next week or so, the reality that we haven’t even reached the halfway point of the 2016 storm season, is starting to sink in for some property owners.

“You know, living here for 22 years and coming to south Florida right after Hurricane Andrew hit, I

only have the storms of the early 2000s as a reminder,” McDonald said, wiping away the heavy stream of sweat on this humid day. “Since we became homeowners, the playing field has changed.

In an apartment, you can walk away and find another place. You own and you are here no matter what.”

Being prepared is always a mantra that is used by every local, state and national agency trying to prepare all of us.

Inaccurate ‘facts’ in CRA budget causes problems

By Mayor Joy Cooper HALLANDALE BEACH - On Monday, we held our CRA budget special meeting. Before moving the agenda, we heard a supplemental item to address the audit report for 2015. It included an adjustment that was made for the current 2016 CRA budget.

Some residents received and e-mail blast and a link to the story that ran in the Sun Sentinel. There article had some information but was not accurate and not all of the history that necessitated the CRA to adjust the current 2016 budget by $7.3 million.

This adjustment in the budget was a result of a prior year adjustment dealing with land assets. These assets are being held for resale/conveyance and were included in revenues.

I also sent out a quick e-mail blast “Setting the Record Straight” without the full back up. I apologize for any inconveniences, but to say the least, I am very disappointed that the shenanigans have begun again and residents have not received all of the information. This may be a long read, but it is important. It is election season and any/and all issues will be spun by some as if the sky is falling.

The issue was self-reported to our auditors. City staff found that the City and CRA did not properly reconcile the records between agencies. City Staff worked side-by-side with our current outside auditor to make the adjustment. When providing his report, the outside auditor clearly stated that there was no indication of fraudulent activities within the CRA. This adjustment was made and the budget was balanced. No programs were cut and the CRA Board adopted the 2017 budget with the same commitment to projects and programs. I am not sugar coating anything. There is a real concern that after three years with the same auditing firm, these internal controls were not being performed.

There was confusion for those who are not accountants on the way the item was presented both on the staff

leveled report and by Marcum. The staff auditor who was working directly with our City and is no longer with the firm and their principal did not have enough knowledge as to what was taking place on the ground, day-to-day during the audit. The CRA’s Fiscal Operations Manager had also recently resigned, so there has been no continuity. The acting Finance Director and auditor confirmed the findings in this audit have been corrected and we were given a clean report.

As in the past our City Manager/Executive Director has not had a full staff. He has been interviewing for both Finance Director and Assistant Director. On the City Manager side, the position he once filled is vacant.

That position combined both City/CRA Assistant Directors. Former CM/ExDir. Renee Miller is no longer with the staff as of January and has only worked on special projects up to June. We are fortunate to have Celeste Lucia CPA working as Acting Finance Director.

She was a former Hallandale Beach Staffer and then went on to Miramar from where she is retired.

With all of this said, along with the board of directors, in an abundance of caution, we took the recommendation from our CRA Attorney to have the matter evaluated to ensure the internal controls are going to be effective in reporting the assets of the CRA. There is an additional concern that while the assets can be sold in the CRA’s land banking policy, they can be conveyed.

The CRA Attorney was not sure at the time what was needed to be reported or if the annual report would be sufficient to report the adjustment. The motion was made to have them bring back a report at the next meeting with a summary and presentation in layman’s terms, with recommendations.

As a second motion was made for a full forensic audit. I requested that rather than spend double money to do a required annual audit and a forensic audit, we do a specific audit of all of the land assets. This audit is possible due to a charter amendment I pro-

It is election season. posed and the voters approved allowing us to hire an internal auditor to perform audits and investigative reports directly to the Commission/CRA and this passed unanimously.

I hope this clarifies this very serious matter. I commend our staff for finding and reporting out their own mistakes.

It is ok to ask for excellence but to expect perfection is futile. Throwing the

staff and the CRA under the bus is simply wrong. It is sad, for some it is the only way they know how to deal with their short comings. The buck stops with the board and I am confident with the actions taken by the staff, the attorney and the board of directors, our CRA will continue to make great strides.

From Page 1A McDonald and others who listen to weather reports daily to always know what’s going on in the oceans, are certainly in the minority.

As we have certainly dodged many bullets when it comes to hurricane season for the past decade - there is never a given when and where these storms will hit. So, while using the thinking that we are due, it really never works out that way. It all depends on the atmosphere and if winds change or continue to steer these storms in a certain direction.

This season began

nearly five months before the official start, with Hurricane Alex forming in the Northeastern Atlantic in mid-January. Tropical Storm Bonnie followed in late May, which was the first occurrence of two pre-season Atlantic storms since 2012. In June, tropical storms Colin and Danielle formed and became the earliest third and fourth named storms in the Atlantic in recorded history.

Earlier this month, Hurricane Earl killed 67 people after striking Belize

and Mexico.

As of this week, most forecasting groups have expected this season to be an above average season, due to a combination of factors including an expected transition to La Niña and warmer than normal sea surface temperatures in the Gulf of Mexico, Caribbean, and Western Atlantic, despite near-average sea surface temperatures in the Atlantic Main Development Region near Cape Verde.

So far, all but one of the

season's 6 storms have impacted land and caused loss of life, directly or indirectly.

Business owners such as Mario Garcia fully understands how tough the summers are for him and his employees. They know that if a hurricane or severe storm should impact this area, it just compounds the problem.

While the summers are nowhere like the winter season for tourist dollars, there are many who come from all over to vacation year round - and

the merchants depend on that, in a major way.

“Everyone knows that when it comes to the summer down here, you are thankful for any business that you may get,” Garcia explained. “But when the weather stands in the way, it could end up costing all of us in a major way. Damage, power outages and a mess for a while.”

While the storm season is never good news, the experts who predicted 14 named storms, 6 hurricanes and 2 major

hurricanes at the start of the season on June 1, updated as we entered July to include 15 named storms, 6 hurricanes and 2 major hurricanes. On July 5, they lowered the predicted numbers to 16 tropical storms, 8 hurricanes and 3 major hurricanes.

When August began, the numbers were lowered to 15 named storms and 7 hurricanes due to the influence that La Niña being less than anticipated previously.

Students join community members to engage and communicate with police

Students from Hallandale High School stopped at the monthly Hallandale Beach Police Department Coffee With a Cop Tuesday morning to meet with local law enforcement officers, grab a free donut and have a cup of coffee.

The monthly gathering is part of the City’s outreach program to show the human side of police and encourage better interaction with the community.

Potatoes have become the ultimate comfort food Fried, boiled, baked or mashed - spuds are delicious Before long, the weather will start changing and our days will not be as warm as we’ve experienced the past few months.

For those days where comfort food is the order of the day, potaoes become the most versatle dish in your home. Check these recipes out.

Parmesan Potato Wedges • 3 large russet potatoes • 1/4 c. extra-virgin olive oil • 1 tbsp. garlic powder • 1 tbsp. Italian seasoning • kosher salt • Freshly ground black pepper • 1/2 c. freshly shredded Parmesan • Chopped fresh parsley, for garnish • Caesar dressing, for dipping Preheat oven to 375 degrees F. Cut potatoes into wedges. Add to baking sheet and top with olive oil, garlic powder, and Italian seasoning and season with salt and pepper. Toss until fully coated, then flip skin side down.

Top with Parmesan and bake until deeply golden and crispy, 25 to 30 minutes. Garnish with parsley and serve with caesar dressing for dipping.

Twice-Baked Potatoes • 4 large russet potatoes • 2 tablespoons vegetable oil • ½ cup sour cream • ¼ cup unsalted butter • ¼ cup finely chopped fresh chives • 1 tablespoon finely chopped • fresh tarragon (optional) • Kosher salt and freshly • ground black pepper Place a rack in middle of oven; preheat to 425°.

Poke potatoes all over with a fork; rub with oil. Bake directly on oven rack until very soft when squeezed

and skins are crisp, 50–60 minutes. Let cool just until you can hold them.

Using a serrated knife, slice potatoes in half lengthwise and scoop flesh into a medium bowl. Add sour cream, butter, chives, and tarragon (if desired); season generously with salt and pepper.

Divide among 4 potato skin halves, piling gloriously high—don’t pack too tightly. (And what about the leftover skins? We say add butter and salt and snack on them.)

Increase oven temperature to 450°. Bake potatoes on a rimmed baking sheet until filling is puffed and browned in spots, 20–25 minutes.

Potato Chips • 4 medium Yukon Gold potatoes • vegetable oil for deep frying • Kosher Salt

Cilantro Dill Couscous Potato • 2 lg white potatoes • 1 c cooked couscous • 2 tsp Barlean's organic • flaxseed • 1 Tbsp finely chopped • fresh cilantro • 1 Tbsp fresh finely chopped dill • 1 tsp extra virgin olive oil • 1 tsp fresh lemon juice • 1 sm tomato, diced • ½ sm cucumber, diced • ¼ tsp sea salt • ¼ tsp black pepper

In a deep fryer or dutch oven, place vegetable oil about 2-3 inches deep. Heat oil to 365°.

Cut potatoes in half lengthwise. Using a mandoline slicer, slice the potatoes very thinly. Place potato slices on paper towels and dry.

Fry the slices in the oil in small batches so that the potatoes are not crowded. When potatoes begin to curl and brown on edge, use tongs to flip them over and allow them to continue to cook for 30 seconds to 1

1. Heat oven to 350°F. 2. Pierce holes in potatoes using fork, then rub with olive oil. Sprinkle with salt and place directly on top oven rack. Bake until tender, 45 to 55 minutes. Remove from oven; set aside 5 minutes to cool.

3. Combine remaining ingredients in large bowl; gently toss.

4. Split open cooked potatoes and top with couscous mixture. Serve warm.

Modern family portraits: How tech is driving design in today's living rooms (BPT) - The evolution of American families and their changing lifestyles is a popular topic these days. As family dynamics and lifestyles morph, they drive a change in home design. Aside from the enduring presence of a TV and seating, today's living room looks and functions very differently from living rooms of just a few decades ago.

"People are changing their vision of a 'traditional home,' " notes Lydia Marks, coprincipal of New York City-based design firm Marks & Frantz Design. "That new vision requires different design ideas, and technology is really informing design decisions in modern living rooms."

"The forces behind these changing dynamics include generational shifts in attitudes, behaviors and lifestyles as well as advancements in home technology, each informing the other," adds Lisa Frantz, co-principal of Marks & Frantz Design. "Millennials are spending more time at home, parents are seeking memorable experiences through home entertainment, and boomers are working later in life, often multitasking across devices within their home. These shifts are helping drive the trend toward living room designs that are more adaptable."

Usable decor at the heart of today's living room Today's living rooms feature a multitude of state-of-the-art technology. Stunning televisions, slim speakers, ultra slim laptops and tablets are a must in today's living room designs, and because there are so many options and colors to choose from, families can seamlessly integrate technology to enhance the function and design even in traditional homes.

"New colors like rose gold laptops and vintage orange portable speakers create new opportunities to add personalized touches, while striking new television design, like LG OLED TVs, make a stunning statement piece," Marks says.

"And it's not just about the advanced design form," adds Frantz. "These products are also delivering innovative performance. It's about form and function. LG OLED TVs not only look great, but they deliver stunning picture quality and advanced access to streaming content from popular apps, internet channels and streaming content providers."

Connected devices like Smart TVs are transforming how people consume content. Advances such as the webOS Smart TV Platform offer new features like "Channel Plus" for simple access to channels including BuzzFeed, Esquire and more. And, as the first TV to support both available HDR formats - Dolby Vision HDR and HDR10 - OLED smart TV users can stream the newest HDR titles from leading content providers like Netflix, Amazon Video and VUDU. Dynamic, multi-purpose living spaces Formal living and dining rooms that are never used are a thing of the past, Marks explains. TV still remains king; Mintel reports 99 percent of American households with children younger than 18 have at least one TV in their home. However, families are using spaces like living rooms to serve multiple functions, including entertainment and work, researching and making purchasing decisions, and communicating with distant loved ones.

According to a recent Mintel study, more than 80 percent of millennials shop for clothing apparel online and more than 67 percent have "binge watched" a TV series, ranking it as their top online TV viewing behavior. Devices such as the feather-weight

A smarter home on the rise Homes are becoming as connected as the people who live in them. Today, home automation systems can control thermostat settings, lower and raise mechanized blinds, turn lights off or on, and monitor home security.

"With the popularity of wireless devices and smart homes, homebuyers and real estate developers alike now have a stronger interest in creating spaces that seamlessly integrate advanced technology in ways that will enhance the space, and simplify a buyer's life," notes real estate trends specialist Ricardo Rodriguez of Coldwell Banker Residential Brokerage.

At the same time, people remain concerned about the high initial set-up costs and perceived complexity of connected homes. Professional installation of consumer electronics products has remained a rare occurrence, even among higherincome households. In fact, in a recent Mintel study, only 10 percent of respondents had ever paid for custom installation of electronics. Instead, consumers prefer DIY (do-it-yourself) and plug-and-play home monitoring solutions with home automation capability, like the Smart Security from LG and ADT, which represents an easy-toinstall approach that gives families greater control over how they protect and control their homes.

"Product design is so streamlined and visually appealing that consumer electronics are no longer the elephant in the room; they're often the star. Stylish interiors are enhanced by smart technology, and that's really having a transformational influence on modern living room design," Marks says.

After-school youth programs available at the Art and Culture Center/Hollywood for 2016-17 Hollywood, – The Art and Culture Center/Hollywood is gearing up for the upcoming school-year with two of its most popular youth programs, ARTastic Collaborations and Teen Arts Ambassadors.

The first session of ARTastic Collaborations starts on Wednesday, August 31. The Teen Arts Ambassadors program for kids ages 14-18 is currently taking applications and will begin meeting in September.

ARTastic Collaborations is an interdisciplinary after-school program designed for children ages 6-10 that encourages individual student creativity, builds concentration, and increases self-confidence for public speaking.

For the first half of the afternoon students will be immersed in projects focused on drawing, painting, and mixed-media art techniques that are inspired by history, science and math. The second half of the lesson will include instruction in drama, improvisation, storytelling, music, and movement.
