Even though it could have been a lot worse, this storm season sent some messages

In the face of the terrible loss of life, infrastructure, economy and resources from the 2017 hurricane season, we can learn from the destruction. The impacts of disasters are a combination of a hazard’s ferocity and community preparedness for the event.

By Larry Blustein sfsuntimes@aol.com Last week, while we were recovering from Thanksgiving and looking forward to the December holiday season, the 2017 hurricane season came to an end.

For some, the past six months have been a tougher time than usual - and with Hurricane Irma rolling ashore on the southwest coast of Florida - this area was not totally spared.

While it could have been worse much worse - there were many things learned since June 1, and those valuable lessons will go a long way into the future.

For Angela Thompson, this has been a tough year for someone who moved to

Hallandale Beach just seven months ago. Living on the beach, she had to evacuate and spend a few days in a shelter. That experience certainly will have her ready for 2018.

Growing up in rural Minnesota, Thompson and her family had a number of power outages and severe winter storms. But her time in Florida was much different. Having to evacuate a dwelling was never part of the plan back home - and being a newcomer, riding out her first storm was an experience.

That meant that she had to stay in a shelter and learned about preparing, so this coming year, she will have a better idea.

While Thompson’s story is not unique, it does illustrate the importance of being ready and knowing as much as you can.

With the many hurricane preparedness events that are hosted at basically all the local communities, it is best to attend and not ignore. Those who run those important informational seminars even entice residents to come - by giving away supplies and kits - as well even a generator.

We cannot change the power of hurricanes, however, soon after events, there is a brief window of opportunity to learn about what was needed or missing in preparedness. Now is the time to examine how community readiness can be improved, and implement the most informed and in-advanced measures to reduce the impacts of the next, foreseeable event.

We saw six major hurricanes this year. Irma and Maria reached the top of the scale and hit land as category fives, Harvey and Jose peaked as category fours. It’s not terribly unusual for at least one or two hurricanes to get this strong in a healthy hurricane season, but each storm managed to find just the right conditions to flourish and did so at just the wrong moment. Last month, we took a look at the factors that helped make 2017 so ugly. A warmer Atlantic, a cooler Pacific, and fewer pulses of dry, dusty Saharan air helped this year’s

WHAT LIES AHEAD Even as we sigh a cautious breath of relief as winter’s grip takes hold, it never hurts to look ahead. Official forecasts for the 2018 Atlantic hurricane season won’t come out until next spring. But it’s possible to get a few clues by looking at the El Niño-Southern Oscillation (ENSO) cycle in the Pacific.

Current projections indicate that the abnormal warming or cooling of the Pacific, which can significantly affect the atmosphere over the tropical Atlantic Ocean, could be near neutral territory around the start of next year’s hurricane season. A neutral ENSO cycle—neither unusually warm nor cold—could portend a near-normal season.

“Tough to listen to the predictions of what will be a bad year or not,” Chris Kelly of Hollywood said. “To me, it only takes one storm to make for a bad year.”

By Mayor Joy Cooper Hallandale Beach - In November, the City Commission acted to formally adopt an ordinance to allow for the additional senior exemption. In 2012, voters passed this additional exemption, but as the saying goes; the large print gives and the small print takes away.

To claim the exemption, you must first be 65 years or older - and have an income of less than $28,841. Your property must have a just value of under $250,000. You must also have title to the property and have lived in it for 25 years or more. So, you can see the small print narrows the pool of properties.

Currently in Hallandale Beach, 167 parcels already receive the senior homestead exemption for persons 65 years and older. Most of these properties have a taxable value of zero, due to the multiple exemptions. I will discuss this further. Assuming the same individuals would qualify based on the 2017 tax roll only $164,810 of value would be removed from the tax roll, which at today’s rate would equal an $875 tax reduction in collected taxes.

You can find out more information on eligibility by contacting the Broward property Appraiser’s office.

Over the past years, our state legislators have been proposing tax breaks and ballot amendments on property taxes. While nobody likes to pay taxes, property taxes and fees - pay for our services. Every time an amendment passes, the costs to pay for services are transferred to the non-exempt properties.

Last year, the state passed yet another amendment. The original homestead exemption was on $25,000 in value of their properties. This was proposed as a “save our homes” amendment. The state wanted to protect Floridians from rapid increases in property values, due to the influx of snowbird purchases.

The next amendment that passed, created a gap between values that an exemption was charged against. Homesteaded residents pay taxes on the value between $25,000 and $50,000 and then receive an exemption on the portion from $50,000 to $75,000. There is also an additional senior exemption

as mentioned earlier in this column.

Last year, they decided to once again create a ballot amendment. It was not without debate. The House wanted the proposed constitutional amendment to expand the exemption to cover the portion of home values between $75,000 and $100,000 by filling the hole. Obviously, the impact would have been greater than the Senate proposal, since more properties may pay zero in tax. The Senate version applies the exemption to the portion of values between $100,000 and $125,000.

The House’s version was estimated to reduce local-government revenues by about $750 million in the first year, growing to almost $850 million a year within five years. The impact of the Senate’s version would be about $150 million less a year. Again, this will depend on property values which can change every year. There will be a reduction in what is collected, but it does not mean the cost to provide services will be less. The difference must be made up somewhere.

In 2018, Florida voters will have the opportunity to vote on the constitutional

amendment to raise the Florida homestead exemption. It must pass by over 60% of the voters. The proposed amendment would give the average homeowner an annual savings of $170.

All municipalities and counties are concerned about the decreased revenues impact on critical services.

The last amendment that passed, forced a reduction in our tax rate by a full mill. We in turn had to increase the tax rate to pay for services. While I believe the amendment will pass just like before, once the amendment takes effect in January 2018 we will be faced with the same dilemma. Some cities this year already voted to increase their tax rate by one mill.

An Exciting Opening Weekend At Gulfstream Park The opening weekend of the 2017 Championship Meet at Gulfstream Park in Hallandale Beach set the tone for what lies ahead the next five months.

Shop With A Cop event puts a smile on everyone’s face

By Steve Cummings In the holiday spirit of giving, the Hallandale Beach Police Department delivered an early Christmas present to over 100 deserving children as they were permitted to spend $100 at Walmart in an event known as SHOP WITH A COP. The alliance with Walmart began in 2006 when now retired police officers Ken Cowley and Martin Shorkey approached Walmart and they reciprocated with open arms. The reigns were handed down to Major Paul Robert and this year was coordinated by Major Rickey Buoni and Captain Chris Keating.

The festivities commenced at the main Hallandale Beach Fire Station where the children and their families were treated to a hot breakfast courtesy of the city of Hallandale Beach. Police Officers Erik Camero and Greg Hippolyte registered the children while Santa Claus was mingling and his team of

elves graciously served the meal.

The recipients are identified through the police department and the Hallandale Beach Police Athletic League.

Police Officers and community volunteers escort the children throughout the store where wagons are filled with video games, clothes and bicycles.

“It is always heartwarming to witness the glowing smiles” remarked Kiwanis Club President Leo Grachow who is a fixture at many community events.

Barbara Southwick, who is a retired teacher and community activist was on hand to assist as well as Past Hallandale Beach Vice Mayor Bill Julian who is known to reach into his own pockets if the children exceed the $100 limit.

City of Aventura Opens Tennis Camp Registration

Aventura - The City of Aventura is offering Tennis Camp during the winter break, which will be held from Tuesday, December 26, 2017 through Friday, January 5, 2018 at Founders Park. Registration is now open.

When school is out during the break, children ages 7-12 are eligible to learn and practice fundamental tennis skills such as serving, forehand, backhand, and volleying. Camp will be held Tuesday – Friday from 9:30 a.m. – noon at Founders Park located at 3105 NE 190 Street. The program’s weekly rate is $165 for residents and $198 for non-residents. Campers are advised to bring their own racquet, water and snack for the day.

When Hurricane Irma devastated South Florida, Walmart opened its doors to the Police Department with any supplies that they needed to secure the city. While noodles are cooking, in a large bowl with a mixer, combine cream cheese, sugar and eggs until smooth.

Add cooked, buttered noodles to the cream cheese mixture and by hand, gently stir to combine.

Add both milks and raisins and gently stir again.

Pour mixture into a large casserole dish.

Bake for 1 hour until custard is set and lightly golden on top.

Allow to cool slightly before serving.

The holiday season is always about giving and receiving, and this year - it will once again be all about delicious foods.

One of the festive holidays is Hanukkah. This year, it will begin on the evening of Tuesday, Dec. 12 and ends on the evening of Wednesday, Dec. 20, and you can guarantee along the way, there will be delicious foods to sample.

Today, with the holiday just a few days away, we have a few outstanding recipes to try and serve to friends and family. Enjoy and have a great Hanukkah!

SLOW COOKER BRISKET • 1 2-3 lb. beef brisket • 1/2 onion chopped • 4 cloves garlic chopped • 1 tbsp chili powder • 1 tbsp Worcestershire sauce • 1 tsp cumin • 1/2 tsp pepper • 2 tbsp brown sugar • 1 1/2 tsp hickory liquid smoke • 1/4 C beef broth • 3 tbsp chili sauce bottled Mix together chili powder, brown sugar, garlic,

Worcestershire sauce, cumin, and pepper. Make a paste and rub over brisket.

Place brisket into slow cooker.

Mix together beef broth, liquid smoke, onions and chili sauce.

Pour over brisket.

Cover and cook on low for 7-8 hours or high 4-5 hours or until fork tender and meat easily pulls apart.

Remove brisket from cooker and slice across the grain into thin slices.

Top with favorite BBQ sauce if desired or spoon some of the leftover pan juices over meat.

NOODLE KUGEL • 8 ounces uncooked wide egg noodles • 2 tablespoons unsalted butter • 8 ounces cream cheese, softened • 8 tablespoons granulated sugar • 6 eggs • 10 ounces evaporated milk • 3 cups whole milk • 1 cup golden raisins

Preheat oven to 375 degrees.

Cook egg noodles according to package instruc-

Using the medium holes on box grater, grate potatoes. Transfer to a bowl of ice water until ready to use. Using a clean dish towel, squeeze out as much liquid as possible, or let drain in fridge overnight.

In a large bowl, combine potatoes with eggs, flour, and 1 teaspoon salt.

In a large skillet over medium-high heat, heat about 1/8” oil until shimmering.

To test if oil is hot enough, sprinkle with some flour. If flour bubbles and dissolves immediately, oil is ready.

Add a few spoonfuls of potato mixture to the oil and pat down to flatten. Fry until crispy and golden, about 5 minutes per side. Transfer to paper towels to drain, then sprinkle with remaining salt.

Aventura - The City of Aventura opens registration for a variety of activities to Aventura residents on Monday, December 11, 2017 at 8:30 a.m. and on Tuesday, December 26, 2017 at 8:30 a.m. for non-residents.

The Exciting 38th Annual South Florida Chassidic Chanukah Festival is set for Monday, Dec. 18

Chabad of South Broward Headquarters will once again host and produce the Worlds' Largest Annual Chanukah Festival at Gulfstream, in Hallandale Beach, with over 10,000 people expected to attend.

The 38th Annual South Florida Chassidic Chanukah Festival is set for Monday, December

18, at 7PM. Admission is FREE! The Chanukah Festival will feature a star studded concert, headlining Jewish Music’s Superstars Benny Friedman and the sensational Duo 8th Day. It will also feature the lighting of Florida’s largest Menorah, led by Rabbi Cantor Yossi Lebovics, principal of the

Ask Dr Ron: An interview with Senator Stonewall People often ask how can politicians so easily avoid answering direct questions. The answer is by “stonewalling.” It’s definition: “to obstruct discussion or investigation with evasive answers.” It is a potent psychological tool used in the art of debate. To observe this in action, let’s take a look at a recent interview with Sen. Frank Stonewall.

Dr. Ron: Senator, you’ve been accused of a unique form of voter manipulation. In the upcoming senatorial election, you are running on the democratic platform: Your wife Clara is the republican candidate, and your son Edgar is the independent nominee.

Considering the Stonewall family has identical voting records, doesn’t this virtually leave the voters no choice at all?

Senator Stonewall: Ralph, I’m glad you asked me that question. The war in Iraq has left the American public divided on many issues. That’s why if all of us don’t use our vote, we all don’t win.

Dr. Ron: Senator, it appears that you didn’t understand the question. Aren’t you hijacking the election by leaving the voters no ideological choice….By the way, my name’s Ron, not Ralph.

Sen. Stonewall: Listen here Mike, people who know me know I have zero tolerance for hijackers, espe-

cially after a hijacking.

Dr. Ron: You are not answering my question!

Sen. Stonewall: Can you repeat the question.

Dependence on foreign oil is a key issue. Instead of seeking new oil exploration, shouldn’t we be investing more time and money into clean, non-fossil fuel energy, like mass production of electric cars?

Sen. Stonewall: Son, now what good would electric cars do with an enemy who has tanks, bazookas and WMDs. Smell the coffee, Tom! Dr. Ron: What!!!!? I’m talking about energy policy, but since you brought it up, what exactly is your position on troop withdrawal?

Sen. Stonewall: I believe as long as we have our troops are in Iraq, we have to keep fighting.

Dr. Ron: (Now obviously distraught) What does that mean? What does that mean!?…What does that mean!!!!!

Sen. Stonewall: OK Joe…It means we’ll be there until the fighting stops, hopefully sometime in the near of distant future, if possible.

Healthy eating at holiday parties? It's possible

(BPT) - The holidays bring a lot of temptations from every direction if dieting or watching your weight. Holiday parties and get-togethers can be a healthful-eating challenge. Caught up in conversation among friends and family, surrounded

by tasty food and drinks, it's easy to lose track of what and how much is being eaten. Registered Dietitian Sarah Galicki offers tips for staying the course through the holidays.

"There are a lot of calories packed into this

time of year. You're doing your holiday baking, people are dropping off candy and treats, there are parties with allyou-can-eat buffets and creamy drinks like eggnog, so it's important to be prepared. It is possible to navigate the hol-

idays without gaining weight by doing these things."

Eat first. Never go to a party hungry. If you do, chances are you'll wind up eating too much, too fast. Eat a snack before you go, such as some Greek yogurt, which is loaded with protein and calcium. Add fruit for extra taste and nutrients, and top with pistachios for crunch and good fats.

Drink wisely. If you want to indulge a little bit, have some champagne or white wine. A 4ounce glass has approximately 100 calories. By comparison, a cup of traditional eggnog has 344 calories and 19 grams of fat (11 grams saturated fat). Skip the creamy drinks. The best bet is to avoid alcohol altogether if possible.

Drink a spritzer made with sparkling water, cranberry and a lime instead. It looks festive, tastes great and has hardly any calories.

Fill up on finger foods. Bite-size appetizers limit the calorie impact. A good option?

Pistachios. They're great to snack on; 49 have exactly 150 calories, and they satisfy that crunchy craving. Plus, they're full of nutrients and fill you up. The healthy fats will help regulate your bloodsugar level throughout the night, which is helpful if you're drinking.

Wrap some up decoratively and take along for a hostess gift to be sure there's a healthy choice on hand.

Survey your options. Mindful eating is always key in any situation. Once the buffet table opens, take a visual sweep past it before jumping in line and making your selections. This way you'll avoid piling one of everything onto your plate needlessly when you eventually pass through.

Don't be first in line.

looks pretty in the beginning. Once people serve themselves, it's not as appealing and you'll eat less.

Get a small plate.

Mount Sinai Medical Center in Miami Beach, Florida continues to provide the best heart attack care and survival in Miami-Dade County according to recent rankings from Centers for Medicare and Medicaid Services (CMS) and the American Heart Association.

Mount Sinai ranks No. 1 in Miami-Dade County in heart attack survival rate according to the most recent data released by the Centers for Medicare and Medicaid Services (CMS) Hospital Compare, which compared data from over 4,000 hospitals across the country, including 181 hospitals throughout the state of Florida.

The high heart attack survival rate is a result of the partnership between Mount Sinai and the City of Miami Beach. Through a collaborative effort that includes the city’s Public Safety Communications Unit (911 Center), Fire Rescue and well-trained paramedics, who provide pre-hospital care, there exists a seamless, highly organized system of care for heart attack patients from the moment they call 911, to the time they are brought to the Mount Sinai emer-

gency room and, ultimately, reach the cardiac catheterization lab to open the coronary artery.

Every year, more than 250,000 people experience a STEMI heart attack, (the most deadly type of heart attack caused by a blockage of blood flow to the heart that requires timely treatment. To prevent death, it’s critical to restore blood flow as quickly as possible, either by mechanically opening the blocked vessel or by providing clot-busting medication.

Mount Sinai earned the award by meeting specific criteria and standards of performance for the quick and appropriate treatment of STEMI patients by providing emergency procedures to re-establish blood flow to blocked arteries when needed.

The national goal in heart attack treatment to restore blood flow to the heart is less than 120 minutes from the moment an ambulance picks up the patient, and 90 minutes from arriving at the hospital. Mount Sinai, in conjunction Miami Beach Fire Rescue, have surpassed both goals by being able to restore blood flow within 90 minutes from the field, and 60 minutes upon hospital arrival, respectively.
