Last October, Colleen and her husband, Neil, became parents of a baby girl. For decades, this was a holiday that was celebrated by Colleen’s mom and mother-in-law, and everyone catered to their needs. But the playing field has changed.

Every city needs to have rules and protocols to govern by

By Mayor Joy Cooper Hallandale Beach After the last election, I shared with our readers that the new majority voted against our protocol manual. They did not just pick parts to remove, but rescinded the entire document. Obviously, I, along with Commissioner Sanders did not support this.

What many simply do not comprehend, is that protocols are the rules adopted by governmental bodies to keep order and decorum during the meeting and define responsibilities. This has not been the case and the vote reflected it.

Our protocol manual was originally adopted over 20 years ago. It was recognized as a model document by the Florida League of Cities. Over the years, there were amendments made to address various situations and to clarify the Roberts Rules of Order. There were rules on length and how many times commissioners could speak on one item that mirrored Roberts Rules.

In addition, there were rules for the length of time the public could speak.

There was also the establishment of a sergeant of arms to ensure the ability to remove individuals that did not respect the rules.

For the past months, we did not have any rules, other than basic Robert Rules of Order and unwritten rules about three minutes per speaker. Our meetings

have been going on until midnight, since they were changed. We have had outbursts from Commissioners, personal attacks, banging on the dais and personal attacks on members of the audience. Yes, we also had members of the audience single out commissioners.

If you have been around any organized meeting or event, things like this do not happen.

They simply cannot, it does not set an example that any leadership must maintain to ensure that the residents feel a sense of things being in full control.

Last month, members of the audience made their dislike of what has been going on in the City, known to all. So, instead of listening to and understanding what the residents had to say, the Commission brought forth an abridged version of a protocol ordinance. The portion in short, made it a breach for any speaker to directly name a commissioner. It also added that there would be no clapping or vocal expression from the audience. It also verified the length of how long the public can speak and the ability to have individuals removed.

There were public speakers that spoke out against the rules and expressed the way they felt, having no free speech.

They want the right to address individual Commissioner’s actions, votes and hold them account-

able. It happens everywhere, and should be in in Hallandale place Beach as well.

The Commission works for the residents of this City. We are public servants and residents are our bosses. I may not like what my boss tells me, but I must be held accountable. The cornerstone to our democracy is the free expression of one’s opinion. Granted, some express their opinions more eloquently than others, but in my book, that is a fundamental right. If a resident wants to stand up and not call me Mayor or tell me I am wrong, I may not like it, but it is their three minutes and not mine. The Commissioners have a chance to respond as well. That’s what makes this country so great!

The radiance passed on the first 3-2 vote. During this item, I asked to add a clause to ensure open and transparent notifications of all meetings.

In the ordinance, it defines our meetings. We hold regular Commission meetings, special meetings and workshop meetings. No action can be taken at a workshop, only a consensus can be reached. Currently special meetings can be called within 12 hours.

Typically, the only meeting that would be called within 12 hours would be an emergency. I cannot recall any meeting that was called with less than a few day’s notice during my tenure.

To be clear, in Florida, there is a Sunshine Law that requires notice when two or more Commissioners meet to discuss City business. This law was established to stop backroom deals from taking place. The law does not specify a time frame but states “reasonable notice.” It also simply states that it needs to be posted.

Posted, means a flyer on a bulletin board at City hall. It also requires that minutes be taken.

Our first budget workshop was held which I will start to cover next week.

• 2 pounds thick-cut bacon • (about 16 slices) • 2 tablespoons cracked pink • peppercorns • 1 tablespoon coarsely ground • black pepper

Place racks in upper and lower thirds of oven; preheat to 400°. Line 2 rimmed baking sheets with foil and fit with wire racks. Place bacon on racks and sprinkle with half of pink and black pepper. Yet schools the places where kids spend the majority of their time outside of the home during the week often lack the resources and support needed to enable and inspire students to adopt healthier lifestyles.

Lessons Learned In Hiring A Private Aide By the daughter of an Aventura mom

Finally, I found the perfect person to look after mom, who could no longer live alone safely. Marie, the aide, was referred by another aide in mom’s building, who seemed to take great care of a very demanding neighbor who was showing signs of confusion like my mother. During the interview process, Marie demonstrated patience, attentiveness to mom’s needs, and had glowing references. I even called two of them, who were out of state, but who affirmed how good Marie was to them or their family member. What a relief! After three weeks in Florida, I finally was able to return to my family in Ohio and feel that mom was in good hands.

At first, all was fabulous. Mom said Marie helped her with showering, picking out her clothes, made small meals, and they went to dinner a lot. Mom also said Marie helped her clean out her drawers and closets, and helped her organize her things.

Then, mom began to complain that Marie moves things around, and mom cannot find them. She told Marie to keep things in one place, and that Marie raising her voice to her. I spoke to Marie, who said mom moves things around herself, and then cannot find them. I suggested that since mom can get confused, it might be best to organize things the way it would be easier for her. The next day, mom called and said her diamond ring and earrings were missing, and the $400 spare money that she has kept in the corner of her bedside table for years was also missing. I asked to speak to Marie. Mom informed me that Marie went down to the store and had not yet returned.

When I called back later, mom said Marie still had not returned and she did not know what she should do for dinner. I called Security in mom’s building. They had not seen the aide since she left in the morning. I asked them to check on mom. Feeling upset myself, I called another neighbor, asking if she could either include my mother in her dinner plans or help mom order delivery from a local restaurant, and then see to it that she had something for breakfast in the morning.

I called the Aventura police to report a possible theft, and booked an early morning flight back to Florida.

What an ordeal followed. However, at least mom was not physically harmed!

Although I had resisted going through an agency due to a slightly higher cost, I began a rapid search of getting competent help as soon as possible, calling mom’s doctors and going online. The name Always Classic Care came up several times. When I called, the staff was most professional asking about mom’s status and needs. The owner, Terry Adler, joined the conversation with more specific questions about mom’s personality and capability status, as well as my concerns and services I felt mom would need. Terry advised me that she and her staff would confer immediately to select the most suitable aide, and that she would personally supervise the case. To my surprise, once paperwork was completed with staff, Terry called me back to report she had someone very special for mom who could start later that evening or first thing in the morning. I was amazed. Well, mom hit it off with the new aide immediately, and she has now been with mom for the over a year. It definitely was a great match.

Although I had avoided going through an agency because of the slightly higher cost, it took a bad experience for me to realize the many advantages of using a home health agency or nurse registry.

Aside from dealing with professionals, home health agencies are regulated by the State of Florida. All of their healthcare workers must submit to a rigorous screening process that includes FBI fingerprinting for any history of wrong doing. A registered agency such as Always Classic Care requires a personal interview conducted by a professional staff who also scrutinize documentation of training, references and work history, and applicants are required to complete preemployment testing as to knowledge of various levels of care. Also, if there is any problem , question, personality or communication issue once the aide is assigned, the agency will get involved and make immediate changes. And, as in the case of the missing Marie, Terry told me they would have become integrally involved in the investigation. I found that the agency may cost a few dollars more per hour than a private hiring, but now, the cost seems minimal when compared to the open communication and peace of mind that it can bring.

Dr. Adler Using Laser In Battle Against Toe Fungus

According to the American Podiatric Medical Association, approximately 40% of patients visiting a podiatrist have complaints or signs of toe fungus. It may begin with tenderness or pain in the toe, developing into an unsightly thick, darkened nail, and it can spread from toe to toe. In fact, the fungus can get so out of control that it can infect the foot and ankle.

Topical treatment such as Lamisil cream usually is the first course of therapy for a mild or moderate case. However, long-term use or oral antifungal medication is not recommended due to the toxic side effects Lamisil can have on the liver. This is a special risk if a patient is taking other medications, including excessive use of Tylenol that can manifest the same hepatic damage.

Over the past few years, Dr. Charlton Adler has been following closely the application and reported results of laser therapy on fungus toenails and other podiatric and wound situations. He is pleased to announce that he now is able to add this service as a therapeutic option in his office in North Miami Beach.

“The introduction of laser in treating toe fungus has had a major impact on attacking this uncomfortable and unsightly problem,” says Dr. Adler. He further explains that Onychomycosis, the medical term for fungal infection of the nail, is often ignored because it can be present for years without causing pain. “When the fungus imbeds itself under the nail,” he adds, “ the nail surface can become darker in color and the area can develop an odor.

The fungus lives on debris under the nail, and white marks can appear on the nail plate.”

Approved for the treatment of nail fungus five years ago by the Food and Drug Administration, the special appeal of lasers is that it selectively heats and destroys harmful fungi while sparing healthy surrounding skin. Because of the intensity of the heat generated by laser rays, Enrique Mechulon a specially trained and certified laser technician working with Dr. Adler, says that both he and the patient wear laser protective glasses and take several rest periods during the 40-minute process.

“I have already witnessed many success stories where patients have spent years and thousands of dollars to get rid of their nail fungus,” says Mechulon. “Depending on the patient’s general health and nail problem, it can take anywhere from one to nine treatments, but the results are there with minimum risk to the body,” he adds.

“I have wanted to offer this therapy for quite a while,” says Dr. Adler. “However, I am cautious in my approach, and I needed more proof on studies and reports.” Dr Adler adds that research shows that 80% of all toe fungus has been healed using laser therapy. “This is in contrast to topical ointments that only work 50% of the time,” says Adler, “and with topical treatment, the infection usually returns.”

Treat mom to something delicious on Sunday

Cheesy Lemon Pasta, Rosemary Garlic Burgers and Banana Pudding

bine mixture thoroughly with your hands and shape into 4 patties. Season patties with salt and pepper on both sides.

Heat a lightly oiled grill pan over high heat, cook for 3 minutes, then flip. Add Gruyere to the burgers and cook an additional 3 minutes. Transfer pan to broiler until cheese completely melts, 15 to 30 seconds.

Spread bottom of each bun with 1 tablespoon Dijon mustard. Top with burgers, balsamic-glazed onions, and tops of buns, and serve with lettuce and tomato.

As we celebrate Mother’s Day this Sunday, there are plenty of gifts that mom will enjoy, but the chance to spend time with family is priceless.

Instead of fighting the long lines at the local restaurants, try and create something that mom will talk about all year. We have come up with a few recipes that she will really enjoy. See for yourself!

CHEESY LEMON ANGEL HAIR • 1 lb. angel hair pasta • 1 tbsp. extra-virgin olive oil • 2 tbsp. unsalted butter • 2 tbsp. flour • 3 lemons, thinly sliced and seeded • 3 garlic cloves, minced • 3/4 c. chicken broth • Kosher salt • Freshly ground black pepper • 1 1/2 c. grated Parmesan • 1 1/2 c. grated Gruyere • 1 1/2 c. grated pecorino Romano • 1/4 c. chopped fresh parsley, • plus more for garnish

Bring a large pot of water to a boil and generously season with salt. Cook pasta according to al dente package directions. Drain.

In a large skillet over low heat add 2 tablespoons olive oil and 2 tablespoons butter. When butter starts to bubble add garlic and lemons. Season with salt and pepper and cook until lemons are softened, about 2-3 minutes. Whisk

in flour and cook for 1 minute. Add chicken broth and whisk until smooth. Add cheeses while constantly whisking.

Add cooked angel hair and toss in sauce with parsley.

Serve immediately.

ROSEMARY GARLIC BURGERS WITH GRUYERE • 1 tbsp. extra-virgin olive oil • 1 large red onion, cut into half moons • 1 tbsp. brown sugar • 1 tbsp. balsamic vinegar • 1/4 c. red wine • Kosher salt • Freshly ground black pepper • 1 1/4 lb. ground beef • 1 Garlic clove, minced • 1 tbsp. finely chopped fresh rosemary • 3 oz. Gruyere, thinly sliced • 1/4 c. grainy Dijon mustard • 4 potato hamburger buns (or other • hamburger buns)

In a large sauté pan over medium-high heat, heat oil.

Add onions and cook until beginning to soften, 4 minutes.

Stir in brown sugar and balsamic vinegar and cook until beginning to caramelize, another 3 minutes. Add wine and let simmer until evaporated, 2 to 3 minutes, then season with salt and pepper.

Preheat broiler to high.

In a large bowl, combine ground beef, garlic, and rosemary and season generously with salt and pepper. Com-

Preheat oven to 350°, and grease the bottom and sides of a 9"-x-13" pan with butter.

Make crust: Place Nilla wafers in a resealable plastic bag and use a rolling pin to crush cookies into a fine crumble. Pour in butter and toss to combine. Press crumble into the bottom of the baking sheet in an even layer and bake for 7 to 8 minutes.

Make filling: In a mixing bowl, combine flour, baking soda, and salt, then set aside.

Grab a larger mixing bowl and beat sugars and butter together until light and fluffy. Beat in pudding mix, eggs, and vanilla, then reduce mixer to low and gradually add in flour mixture, stirring only until just combined. Fold in white chocolate chips.

Pour filling over the crust and bake for 10 to 12 minutes, or until a toothpick inserted into the center of the bars comes out with just a few crumbs (no goo).

Changing weather patterns leave homeowners underinsured (BPT) - The U.S. has experienced significant shifts in the frequency, severity and locations of natural disasters - including floods, hurricanes, tornadoes and wildfires - during the past decade.

As a result, more than 800 emergency or disaster declarations were made in the U.S. from 2005-2015, according to FEMA data. The insured losses stemming from natural catastrophes such as these average $24 billion annually.

Homeowners face severe risks from these disasters, yet many have not connected the dots between these shifts and the impact on their home insurance needs. A recent survey commissioned by the National Association of Insurance Commissioners (NAIC) found that fewer than 22 percent of homeowners view weather patterns or disasters as an important factor when updating their homeowners insurance policy. Missing these links can be costly.

"Changing weather patterns can dramatically impact what insurance should be carried on a property," says Mike Consedine, NAIC chief executive officer. "When homeowners don't regularly review their policies, important gaps in coverage can be missed. You should re-evaluate your risk profile at least once a year to ensure your existing homeowners policy provides the protection you need."

Despite Consedine's recommendation, the survey revealed that 56 percent of homeowners have not reviewed their insurance policies in more than a year. Fourteen percent are unsure when - if ever - they last reviewed their policies.

If it's been awhile since your last insurance review, there's no better time than the present. When evaluating your policy, consider the following questions: 1. Am I now at risk? Are earthquakes, wildfires or other disasters now a threat in my state or region? If you live

in Oklahoma, for example, the risk of earthquakes has significantly increased in the last decade. Do I need flood insurance? Some incidents such as floods are not covered by a typical homeowners policy, so you'll need additional coverage.

2. What has changed in my home? If you've moved in with your significant other or an adult child has returned home, consider the impact their belongings will have on your coverage.

Create a home inventory and update it annually. The NAIC's MyHome Scr.App.book app (available for iPhone and Android) lets you quickly capture images and descriptions of your possessions. Keep in mind personal items like jewelry, antiques and artwork may require special insurance coverage.

3. Do I save my receipts? Take photos or save receipts from major purchases and store them in a safe place away from your house or apartment. Quick access to these receipts will make fil-

ing a claim much easier.

4. What home improvements have I made? Renovations and additions can change the value of your home. Make sure your homeowners insurance policy reflects your home's current value.

5. How can I learn more about being prepared? Get educated about your insurance options now to avoid surprises later.
