Trees & Power Lines Have Long Been A Recipe For Disaster

By Larry Blustein sfsuntimes@aol.com Robert Collins remembers it well. It was Saturday night last September 9th at 8, and he was ready to watch a football game.

Just as he sat down, he heard a noise and saw a flash out of his window.

Everything went dark for nearly a week.

While the wind was heavier than usual, the culprit that did Collins and his neighbors in happened to be a tree that

was virtually on top of the power line. It wasn’t the first time.

“Five people in our community had personally contacted this gentlemen about the tree, which had been the problem in at least three outages over the past four years,” Collins explained. “We lost power 27 hours before any other area in our neighborhood - and that is becoming a problem.”

In the past, the cities and Florida Power & Light have done nothing more

than tell homeowners the dangers about trees and power lines, but things are about to change - at least in parts of Broward County.

Broward is restricting how close to power lines homeowners can plant trees to protect against power outages during future hurricanes.

The new rules apply only in Broward’s unincorporated areas, but officials hope the county

ordinance will be used as a model by cities to help keep the lights on for residents when major storms strike.

Cities such as Hollywood - with a majority of its power sources running up and down the alleys should be the first to act. Ride up and down any street in the City and you will find trees that are engulfing some power lines - and that is why Esteban Cedeno decided to take things in his own hands.

With three neighbors on his block that have power lines running next to their trees, Cedeno had a letter signed by the neighbors who are on the same power grid, letting the families know that they were not happy with a December wind storm that cracked a large branch that fell on the power line and blew a transformer.

“People just do not care,” Cedeno said. “But I do and have a mother living with us and needs breathing assistance. A power outage is not what she needs.”

FP&L officials say fallen trees were the primary cause of outages during Hurricane Irma in 2017 and Hurricane Matthew in 2016, and the company has pushed for local regulations to keep trees clear of its lines.

FPL is looking to county and city governments to restrict tree plantings that could affect the electric grid and to allow the company greater access to trim overgrown trees on homeowners’ and commercial properties near its equipment.

FPL has a preventive maintenance program called line clearing to regularly clear tree branches and limbs from electrical equipment and lines to help improve the overall quality of your electric service. They will only prune or trim branches and limbs that can potentially cause safety hazards and power outages by brushing against or falling upon power lines during windy weather.

There is no doubt trees can cause damage and be damaged in storms. However, appropriately placed and maintained trees can help reduce damage to structures in storms by deflecting wind, and reduce damage to trees. Appropriate actions includes proper placement and planting, and structural pruning prior

TIPS FOR PRUNING TREES, GETTING READY FOR STORM SEASON If you are going to do it at home without professionals, here are some important tips: • Never cut a branch flush with the trunk, which is also known as making a flush cut.

• Avoid “liontailing” or “overlifting,” which consists of removing side branches from a large branch, leaving only those at the distant end, resulting in limbs resembling a lion’s tail.

• Never “hat rack” or “top” a tree! It is illegal and potentially dangerous.

• Avoid root pruning and digging around tree roots.

This makes the tree more likely to fall during a storm.

• When pruning, only use removal cuts (prune a branch back to the trunk or parent branch) or reduction cuts (shortens the length of a stem by pruning back to a smaller limb).

• Don’t remove more than 25% of the canopy in a single pruning event. Palm trees don’t need hurricane pruning. Palms adapt to wind storms. Removing fronds has no benefit and is detrimental.

Broward County announced the appointment of Tracy Jackson as Director of Regional Public Safety/Emergency Services.

Jackson will lead the operations of the Office of Regional Communications and Technology, which manages Broward County’s consolidated regional E-911 system, and Emergency Management Division, which is responsible for emergency planning response, mitigation and recovery activities. He'll start later this month.

Jackson began his 21-year career in public safety with the

City of Miami Fire-Rescue Department in 1982 as a certified firefighter, quickly earning Paramedic and Miami Police SWAT certifications and becoming a HazMat Technician. During this time, he also served as a parttime Basic Life Support/First Responder and CPR instructor at Miami-Dade’s Institute of Criminal Justice. In 1990, he was promoted to Lieutenant and, in 1991 became the youngest person to serve as Division Chief of Support Services, responsible for leading logistics, including keeping the department’s build-

ings and equipment in a state of readiness and good repair.

Jackson’s ingenuity in responding to challenges after Hurricane Andrew hit MiamiDade County in 1992 earned him a variety of leadership roles.

He served as Miami Fire Rescue's Assistant Chief of Communications and Management Services, responsible for major information and communication technology initiatives as well as telephone systems, portable and fixed radios, mobile devices and fire alerting systems.

Dressing Up Your Salads With Plenty of Taste Place blueberries in a ziploc bag and mash until relatively smooth. You can also use a blender or food processor for this. Whisk blueberries into vinaigrette mixture.

ITALIAN • 1 cup olive oil • 1/2 cup red wine vinegar • 2 cloves garlic finely minced • 2 teaspoons dried oregano • 1/4 cup Parmesan cheese grated • 2 teaspoons poppy seeds • 1 teaspoon paprika • 1/2 teaspoon celery seed • 1/4 teaspoon garlic powder • Salt and freshly ground pepper, • to taste - 1/2 teaspoon When it comes to salads, there is no getting around how much we love them. But it’s all about what we put on top of those salads that also make a difference.

Do you have a favorite dressing? We have some for you today - that just may add something very special to your salad. Try one of these recipes. You will be happy that you did.

BALSAMIC BLUEBERRY • 4 Tbsp balsamic vinegar • 2 Tbsp honey • 1 Tbsp lemon juice • Pinch of salt and pepper less than • 1/4 tsp each • 1/2 cup olive oil • 1 cup fresh blueberries mashed

Whisk together vinegar, honey, lemon, salt, and pepper. While whisking, slowly pour in oil, then continuing whisking until completely emulsified, about 1 minute. Use a blender for a longer lasting emulsification.

In a jar with a tight-fitting lid, combine oil, vinegar, garlic, oregano, cheese, poppy seeds, paprika, celery seed, and garlic powder. Shake vigorously and allow flavors to blend at room temperature, at least 30 minutes.

ZESTY TAHINI • 1/4 cup tahini • 1/4 cup apple cider vinegar • 1/4 cup lemon juice • 1/4 cup low-sodium tamari or soy sauce • 1/2 cup nutritional yeast • 1 Tablespoon minced garlic

Add all ingredients into a blender and blend until combined.

CILANTRO LIME • 1/4 cup olive oil • juice of 2 limes • 2 Tablespoons fresh cilantro, chopped • 2 teaspoons minced garlic • 1 teaspoon maple syrup • 1/2 -1 teaspoon sea salt • 1/2 teaspoon ground pepper

• 1/4 teaspoon ground coriander

Add all ingredients into a blender and blend until combined. Taste and add more salt if needed.

PEANUT • 1/4 cup peanut butter • 1 clove garlic, chopped • 2 teaspoons fresh ginger, chopped • 2 Tablespoons rice vinegar • 2 Tablespoons low sodium tamari • or soy sauce • 2 Tablespoons maple syrup • pinch of cayenne pepper (optional)

Add all ingredients into a blender and blend until combined. Add water to thin.

GREEK YOGURT RANCH • 1 tablespoon dried parsley • 1/2 - 2 teaspoons garlic powder • 1/2 - 2 teaspoons onion powder • 1/4 teaspoon ground black pepper • 1/2 - 1 teaspoon salt • 1 tablespoon fresh chives • 1 cup non fat plain greek yogurt • 1/3 cup buttermilk • 1 teaspoon Dijon mustard • 1 teaspoon lemon juice

Place the spices (dried parsley - fresh chives) into a food processor and pulse a few times, until the spices have been ground up a bit.

Scrape down the sides.

Place the remaining ingredients - greek yogurt, buttermilk, Dijon, and lemon juice - into the food processor and pulse until the ingredients have been fully incorporated.

Scrape down the sides, if needed, and pulse again.

Transfer into a sealable container (like a mason jar) and place in the fridge until you're ready to use it!

6 Health Safety Tips For This Hurricane Season

While it’s hard for Floridians to forget the impact of last year’s hurricane season, new research from health and well-being company Humana confirms those storms, and particularly Hurricane Irma, impacted more than our homes and the environment – it impacted the health of residents in Broward County.

According to the 2018 Bold Goal Progress Report, Humana’s Bold Goal communities of Tampa, Broward County and Jacksonville saw increases in Unhealthy Days in their Humana Medicare population in the months after the hurricanes hit. In fact, Broward County saw a 2.5% decline in Healthy Days several months after hurricanes Irma and Maria, with Mentally Un-

healthy Days especially being affected. Healthy Days measures the mental and physical feedback of thousands of area residents, and is captured through a telephone survey using the CDC’s Healthy Days tool.

While Broward residents prepare for the 2018 hurricane season that starts June 1, Dr. Louis Fernandez, Humana Medicare Medical Officer is sharing the following Six Health Safety Tips to help ensure the health of Broward residents – especially those living with chronic health conditions – isn’t impacted this year: Enhance Your Emergency Kit: As you prepare your emergency kit with flashlights, food, first aid supplies, medicines and more, be sure to in-

clude copies of your health insurance cards, identification cards, doctors and pharmacy contact information, medication details. Diabetics should include blood glucose testing supplies including lancets, test strips and at least two glucose meters with extra batteries and a cooler with multiple re-freezable pack.

Make the Most of Mail Order: Take advantage of 30- to 90-day mail order services from your health benefits provider to ensure you don’t run out of medicine if businesses are closed or you are away from home. If you or a loved one need these services, be sure to pre-register by contacting your county emergency management office now so you can secure a spot in the shelter during an emergency.

Ask for Help: Don’t hesitate to ask for assistance, whether it’s for a physical injury, if you are experiencing depression or need additional resources. Seeking support early on will only help, as untreated conditions will eventually worsen and be more difficult in the long run.

If an injury or illness kept you out of work, could you pay your bills?

(BPT) - You helped friends move their furniture; now your back is so sore you can't move. You could be out of work and unable to collect at least three paychecks.

Your doctor says you've eaten your last baconwrapped hot dog, or your health could keep you out of work for four paychecks.

You made a diving catch to clinch the win for the company softball team. Though you were carried off the field a hero, you'll be away from the office for eight paychecks.

We're all temporarily able-bodied - no one is immune from an unexpected illness or injury. One in four of today's 20-year-olds will experience a disability before they hit retirement age, according to a June 2016 Social Security Administration fact sheet.

Back injuries, heart attacks, knee replacements or other disabling conditions can leave workers without a paycheck and employers short-staffed. Based on the average time out of work for each ailment as reported by MDguidelines.com (which assumes a medium-duty job classification), these conditions could put employees out of commission for six weeks, eight weeks or 16 weeks, respectively.

Yet, less than 30 percent of American workers have disability coverage, according to a 2018 LIMRA survey. Those counting on the government to provide disability payments are often disappointed: The latest Annual Statistical Report on the Social Security Disability Insurance Program shows that nearly 70 percent of SSDI claims are denied and less than 40

percent of those claims are approved upon appeal.

Insurers like Prudential Insurance Company of America have come forward to fill the gap, offering employer-sponsored disability coverage, absence management and return-to-work solutions.

"No one imagines their livelihood being threatened by an injury or disability, even for a short time," says Jim Gemus, a senior vice president for Prudential Group Insurance. "The statistics show it's something we need to be concerned about."

Risk of a debilitating injury isn't limited to physically demanding, blue-collar work. Disabling illnesses and accidents often happen outside the workplace like at a softball game.

With more than 1,170 short-term and 1,645 longterm disability clients, Prudential saw a need to provide easy-to-use tools to help workers and employers understand how much coverage they may need. Prudential's Disability Insurance Needs Estimator calculates the expected amount based on age, marital status and income. Disability insurance helps pay a portion of these costs, reducing the financial burden at a time when individuals can least afford any additional stress.

"A good employer-sponsored disability insurance plan not only helps protect employees' financial wellness, it also helps businesses handle the costs and complexities of disability management," Gemus says.

"Our main concern is helping individuals pay the bills so they can recover and get back to work."

That may be the biggest benefit to employers who

provide disability insurance. After all, every winning company softball team needs to keep its stars on the field.
