Douglas High Tragedy Haunts So Many

Local Families Are Still Coming To Grips With The Reality That This Will Never End

In the days following the tragic murder of 14 Parkland Douglas High and three students coaches, the mother of two didn’t hesitate when understanding that this horrific mass shooting at the hands of a former student, with severe mental problems, could happen to her two Dr. Michael Krop High students and their classmates.

“I sat in front of that TV and cried like they were my kids. I actually was so overcome that I couldn’t eat for days. You talk about close to home.”

since transferred) - and in the hours after the shooting, she went through something that nobody should ever go through.

Hollywood Installs Bleed Women In Business Grab The Spotlight Control Kits in the City

Hollywood - The City of Hollywood and Memorial Healthcare System joined in the national effort to prepare residents to respond to traumatic injuries caused by accidents or acts of public violence.

The city and the hospital system obtained grant funding to purchase lifesaving bleeding control kits and to train residents and staff with no medical background on how to use them.

Hollywood Fire Rescue has successfully installed 115 kits in highly-visible locations near existing emergency equipment like fire extinguishers and defibrillators in city facilities such as City Bleed, Page 3A

This expanding program will soon Include Broward County Cities & Schools.

and her entire family, went into panic mode. She didn’t hear from her niece, after several calls, or the parents.

“I was just so overcome thinking that “Katy” was one of those shot,” Cerra recalled. “Even as an aunt, and a stranger to those children and coaches and their families, it’s you. It could be you tomorrow or next week.”

Cerra is not alone, Craig Haskins’ son is a middle school student, heading into his final year in Hollywood. He has watched everything and has even found himself going to more teacher/parent events to see where the school is at - when it comes to security. Security has been something that was overlooked - even from the beginning, when Andrew Pollock, the father of slain student Meadow Pollock, tried to call attention to the making the buildings secure. But nobody really wanted to listen.

“What this is all about is guns and who to arm and who is going to train them,” Haskins said. “If you are going to put more police on these campuses, I am all ears, but if my son’s fourth period English teacher is armed, I am not listening.”

Hall, ArtsPark at Young Circle, City Community Centers and in the Public Works Depot. In partnership with Memorial staff, several training sessions were held where residents were able to practice using the first-aid materials found in the kits.

Hollywood Fire Rescue has recently been awarded $73,000 in additional grant funding to purchase over 1600 kits which will be dispersed to each city within Broward County within the next six months. Fire Rescue is also working with the Broward County School Board in an effort to have two kits installed in every public school in Broward County. Along with the kits, an educational component is being developed to be deploy to the locations where the kits will be housed.

Following a needs assessment by individual cities and the school board, kits will be deployed with training to follow.

“The success of the Stop the Bleed program so far in Hollywood has been tremendous. We have the kits in place now, have residents trained to use them and have raised awareness in our community. Since the events in Parkland, our goal now is to expand the program into every city and school in Broward County.

We especially want every student and faculty member to have this life-saving tool at their disposal and the knowledge to use it. It’s their action that might help save a life,” said Chris Del Campo, Hollywood Fire Rescue Division Chief.

Hollywood Fire Rescue is also working to secure grant funding to purchase kits for installation in charter and other private schools within the City of Hollywood. Private individuals and parents have also embraced the Stop the Bleed program by donated funding to individual teachers to ensure their child’s classroom is equipped. The kits cost approximately $42.00 each.

A person who is bleeding can die from blood loss within five minutes, therefore it is important to quickly stop the blood loss. Those nearest to someone with life threatening injuries are best positioned to provide initial care. Bystanders at Hollywood’s city facilities now are able to take action by using these kits to help stop the bleed.

Hallandale Beach Maintains Strong Credit Ratings for GO Bonds and Capital Improvement Earlier this month, Fitch Ratings affirmed the City’s ratings for General Obligation (GO) Bonds at ‘AA+’ and Capital Improvement Revenue Bonds at ‘AA’. These ratings reflect the City’s strong financial management. Long-term liabilities are moderate and expected to improve over time as the City has no additional debt plans and has enacted retiree benefit reforms to help stabilize liabilities.

Another reason the ratings are improved are due to the strong natural revenue growth coupled with the City’s considerable revenue raising capacity.

Fitch Ratings prospects favorable growth due to on going redevelopment that is taking place in the City.

Haskins and Cerra are just a few of so many concerned parents, who kiss their children goodbye in the morning and are not 100 percent sure that they will be there in the evening.

We are in different times. It is certainly a much more complex playing field - where the “hunted” are at the mercy of some “sick” person who changes hundreds of lives with little defense.

“Unfortunately, we are in these times and like they do in countries in the Middle East, you secure your home base,” says Myles Burns of Hallandale Beach. “If it’s a school, you make sure that there is one way in and one way out. You have bullet resistant glass and an armed resource police officer - and not some parent. That is what you do to protect, and my daughter deserves that much.”

WHAT NEXT? What happened at Douglas - which many had proclaimed “never again” - has happened 11 times since - and frankly everyone is sick of it all. But being tired of the madness comes with fully comprehending that is indeed a never ending thing. It all also comes down to mental health and the warnings that are missed.

But at the very end of any conversation that you have - it will come down to security and making sure that NOBODY gets in the buildings. Two of the

deadliest school shootings - Columbine and Virginia Tech - occurred despite the presence of armed police.

Columbine had an armed school resource officer, while the morning of the shooting at Virginia Tech, five officers plus the police chief were present on campus. In both shootings, the killers were wellaware of armed officers on their campuses.

“There is always the problem that exists with depending on armed security alone,” retired police captain Joe Arnez said. “Having served in war time, you learn so much about securing property. Your life depends on it. The same has to be done for schools and other businesses.”

Metal detectors have been implemented less often due to the cost. The research on their effectiveness is not extensive, but some studies do show a beneficial effect.

But even metal detectors are no guarantee. In the early 2000’s, a teenager killed an unarmed security guard and passed through a metal detector at a high school in Minnesota and murdered a teacher and five students.

"The reality is that the majority of school shooters are students, faculty, or staff of the school who have the proper identification to gain entry to the grounds," Arnez concluded.

Bridge over the Intracoastal Highway. City Manager Carlton, with direction from the City Commission, negotiated with FDOT to finally change the Hallandale Beach Boulevard bridge color from a mix between Salmon and Pepto-Bismol - to a nice blue, like the ocean. Work is estimated to commence in the Spring of 2019 and end in the Fall of same year. Notices will be sent to all property owners and tenants located within 300 feet on either side

of the proposed work area.

Earlier this year, Governor Rick Scott announced his recommendation to designate certain areas of the City of Hallandale Beach as “Opportunity Zones” with the purpose to encourage investment and jobs through tax deferments for investors. The low tax opportunity zones, as established in the Federal Tax Cut and Jobs Act of 2017, encourages long-term investment and job creation in targeted communities by reducing taxes for many job creators. Broward County Transit to Roll Out Buses with Wi-Fi on Fixed Routes

Broward County Transit (BCT) is adding 30 new 40-foot Gillig buses equipped with WiFi service, mobilefriendly ticketing fare boxes and two interior passenger information display screens to its fleet. The new high-tech buses are expected to roll out on BCTs fixed routes by July.

The buses also feature low floor and ramp designs that will make boarding more convenient for passengers with disabilities, three position bike racks and an onboard camera system for added passenger safety.

“The new buses are a welcome addition to our fleet and another example of BCT’s commitment to delivering quality services and meeting the needs of our customers. The high-tech and userfriendly features offer our passengers more convenience, comfort, safety and a greater transit experience,” says Broward County Trans-

portation Director, Chris Walton.

The addition of Wi-Fi provides a new level of connectivity to BCT riders, bringing ease and convenience to those working, reading emails, or checking their social media accounts without impacting their cellular data plans. With over 100 thousand average weekday riders, these upgrades will modernize BCTs fleet and improve the customer experience.

BCT will begin testing the mobile ticketing feature later this year.

Pie is always a sweet treat that we all just love Key Lime, Pecan and Chocolate Peanut Butter are all favorites

When it comes to dessert, we love something sinful and delicious.

With summer starting to heat up, a refreshing slice of pie is just the thing you ordered. From Chocolate Peanut Butter to Key Lime, go ahead and treat yourself this second week of June.

Today, we have brought you a little sampling of pies that we all love - and remember fondly from our childhood.

CHOCOLATE PEANUT BUTTER PIE • 8 ounces chocolate wafers, crushed • into fine crumbs • 4 tablespoons butter, melted • 6 ounces dark chocolate, chopped finely • 1/3 cup heavy cream • 4 ounces cream cheese, room temperature • 4 tablespoons unsalted butter, • room temperature • 1 cup peanut butter • 1 cup powdered sugar • 14 fluid ounces sweetened condensed milk • 2 tablespoons milk • chocolate chips

Preheat oven to 350°F. Mix together the wafer cookie crumbs and the butter until evenly coated.

Press the crumbs into the bottom of a 9" pie plate, pressing firmly to keep in place. Bake for 10 minutes. Remove and cool.

In a double boiler, melt the dark chocolate. Once melted, remove from heat and immediately whisk in 1/3 cup heavy cream; continue whisking until thick.

Pour the ganache over the bottom of the pie crust, gently spreading with an offset spatula to cover the entire bottom.

In a large mixing bowl, whip together the cream cheese, remaining 4 tablespoons butter, and the peanut butter until smooth. Stir in the powdered sugar, followed by the sweetened condensed milk.

Pour the peanut butter mixture into the pie plate.

Refrigerate for 3 hours or until ready to eat. Top the pie with the chocolate chips as garnish. Serve cold.

KEY LIME PIE • 1 pinch salt • 1 1/2 cups all-purpose flour • 2 tablespoon all-purpose flour • 1 extra-large egg • 1/2 tablespoon vanilla extract • 2 tablespoons molasses • 1/2 tablespoon ground ginger • 1/4 tablespoon ground cinnamon

Filling: • 1 can sweetened condensed milk • 1/2 cup Key Lime Juice • 4 extra-large egg yolks • 1 tablespoon vanilla extract

For Crust: Preheat oven to 325 degrees F. In a medium bowl, mix cream sugar, butter, and salt until

smooth. Add flour, egg, vanilla, molasses, ginger, and cinnamon and mix well to form a smooth dough. Roll out dough on a lightly floured surface into a circle about 13 inches wide and 1/4 inch thick. Line a tart pan with a removable bottom with dough. Trim excess dough. Bake crust until browned, 12 to 15 minutes.

For Filling: In a medium bowl, whisk together all ingredients.

Pour into pie shell and bake until filling sets to consistency of a soft custard, about 15 minutes. Cool pie completely on a wire rack.

PECAN PIE • 1 pie crust • 1 3/4 cups pecan halves • 3/4 cup corn syrup • 1/2 cup dark brown sugar • 4 tablespoons butter • 1 tablespoon vanilla extract • 3 large eggs

Preheat oven to 425ºF. Line a 9-inch glass pie plate with the pie-crust dough. Fold overhang under and pinch to form a decorative edge.

Line the pie shell with foil, fill with dried beans or uncooked rice and bake 15 minutes. Remove foil with beans or rice and return to oven until golden, 5 to 10 minutes longer. Cool on a wire rack.Reduce oven temperature to 350ºF. Coarsely chop 1 cup pecans; reserve remaining pecan halves.

In large bowl, with wire whisk, mix corn syrup, brown sugar, melted butter, vanilla and eggs until blended. Stir in chopped pecans and pecan halves.

Pour filling into crust. Bake 45 to 50 minutes, until edges of filling are set (center will jiggle slightly). Cool completely on wire rack. Garnish with whipped cream before serving, if you like.
