The fury of a hurricane is something that most of us know all too well. If you have lived in South Florida for any length of time, your heart aches for Houston and the southeast portion of Texas.

Like Hurricane Andrew and Katrina, Hurricane Harvey came ashore, and wouldn’t go away. One of the top 15 largest cities in the world - with a population of over 7 million helpless as this system churned away with no movement for days, drenching this area with more than 50 inches of rain - in just two days!

As we watched it all unfold, those memories

started to resurface, opening wounds that had started to heal in South Florida. Power outages, roofs ripped off, homes and cars destroyed, long lines for gas, food and water - and families losing everything.

what Harvey has become a devastating and record setting rain and flooding disaster. Because there was very little movement, it churned over the same region for days, spawning tornadoes and drenching an area that simply could not hold all that water.

As many South Floridians always keep their focus on what is brewing in the tropics, this past week has been a bit of a refresher course on what happens when a lethal system comes ashore.

This storm, which played out for all to see on national TV and through social media, was a drastic reminder about having a plan and being prepared. The Sun Times ran a three-part series in

May that prepared you just in case, and while something this life-threatening could never be predicted, you NEVER ignore any warning that will save lives.

With all that water and rain continuing to pound that area and we see all that street flooding - the question that keeps rising is what if? What would happen if that was Hallandale Beach, Aventura, Hollywood, Sunny Isles Beach, Surfside, Dania Beach or any of the coastal communities along the coast?

Remember, Houston is 50 miles inland - and the drenching that they continue to receive is being called “a 1 in a 500 year event” - so if this system came ashore, like Andrew did - and just sits here for three-four days, it would be devastating. First of all, Miami-Dade, Broward and Palm Beach would have been on the “dirty side” - and the tornadoes and wind damage that would have occurred - easily would have left very

few, if any, without power and damaged homes.

As he trimmed his trees in the rain at his Dania Beach home on Saturday, Bruce Quinn didn’t even want to talk about Hurricane Harvey. Being a homeowner since the 1970’s, he has been through it all - and after watching what was going on, and predicted to happen, the thought made him shake his head.

“This would be the end of this area as we know it,” he said. “Houston is way away from the ocean, and they didn’t have to deal with the storm surge - in addition to the 50 inches they got. If this happens here, we have terrible drainage and the beach 2 miles away.”

Quinn is on point. Talk to anyone who knows what storm surge and flooding can do to any community, has to have all of us thinking what would happen if Hurricane Harvey was in South Florida?

“Because we are such a low-lying

area, this has always been a region that will easily flood,” Edward Walker explained. “Living here in Sunny Isles Beach, there is never going to be a time when flooding will not be a problem.”

Walker admits that when a storm approaches, residents of any coastal community should never have to be asked to evacuate. That should be something that is as automatic as getting in your car and going to the store.

“Look at what is happening in Houston and all the way down to the Gulf of Mexico,” Walker challenged. “Some never evacuated and that was a major problem. The same thing could happen here and the results even worse - because of the proximity of millions to the water.”

Today is the last day of August. That means there are nearly 3 months of this season still left to have a plan - no matter what others may tell you!

Kickball Charity Tournament to benefit PetSet and The Humane Society of Broward County

Fort Lauderdale – This one-day kickball tournament, presented by Tap 42, promises a great day out with friends while benefiting two equally great causes – PetSet and the Humane Society of Broward County! This is the time of year when the budget comes into focus

By Mayor Joy Cooper Hallandale Beach - Tuesday, the commission held our budget workshop meeting to discuss some of the summer studies. Before continuing, I want to publicly thank our City staff that was tasked with creating over 15 studies. I also need to thank our City Manager.

He has worked hard under the direction of the City commission. While I do not agree with every position that has been taken, he must accommodate the majority. The task he was given, was to use no reserves at all and keep the tax rate the same, not an easy task without drastic cuts.

I was shocked when I received the budget agenda and there was not a full budget book. There were only the studies. I also was disappointed that we changed our whole budget process. In my opinion, it was not as engaging to the public as in the past.

There has been a reliance on social media. Social media is great but is still is not the same as the traveling town halls we have had in the past, nor the live town hall meetings. These studies were released a little over a week before and contained over 200 plus pages of suggested policy changes, which you can find on-line.

I was extremely concerned over what was presented with the Hepburn Center and their services. We were told time and time again, that the white paper was not going to recommend cutting the program, it didn’t. It pro-

posed phasing out the fund from general fund. What is a program without guaranteed funding. It seemed that many calls and emails we received were warranted by this report.

While this service is not and essential service for a municipality, it is essential to over 600 seniors and children daily. These services are not without a cost, but they are also not just about dollars and cents, they are about quality of life.

The problem is that there are no direct funding sources for these services guaranteed, unless it is supported by the commission. Our staff has continued to partner with outside agencies to bring resources into the programs.

Area Aging has partnered with the adult programs along with meals on wheels and many health agencies to ensure our seniors have services rather than being stuck at home. The fact is these seniors cannot afford services.

Other services include educational and recreational activities and classes where providers come in and give Zumba classes lectures on health and other programs. These classes not only to create activities, but help seniors with mental health and teach them ways to take control of their own health. There is also a food pantry.

Emergency assistance programs and a wealth of programs to help the neediest and most venerable citizens.

The other component of the Hep-

burn Center is an After School Tutorial Program. This program provides services to students. Many of these children would be latch key kids or out on the street and unsafe. Many of the parents are working parents that are at or below poverty. Parents participating still pay a fee based on their income.

The children receive tutoring based on the elementary curriculum to help them succeed.

The commission approved the proposal on a 3-1 with me voting no. The proposal suggested that revenue should come from developer agreements. This is a great idea, but what if there are no large-scale projects.

Frankly, we have changed many codes that limit height and density. If projects do not make financial sense for developers, they will build in other cities.

The point being there are no guarantees, it is also not clear what is or is not being funded.

We also went over the body cameras and the citywide surveillance camera program including the cameras in Golden Isles and in Three Islands. The commission voted to go against the recommendation and formal approval of the Golden Isles Camera System that was budgeted last year and defunded. It needs to be noted that these programs and Three Island programs come from the Safe Neighborhood District fund, not the City budget. The vote was 3-1, I voted no, License Plate Readers will remain.

There was a long discussion on body worn cameras and how we are going to move forward. The program will be going forward with the new requirement that we sit down with the union to make sure all the Standard Operating Procedures (SOP) are in order. There was a court proceeding that was between Jacksonville and their Union. Due to state law, management decisions that will impact their conditions of their day to day employment must be negotiated.

Cameras will be moving forward to date except for Golden Isles. These include license plate readers that have been proven to reduce crime by 90% in parts of Hollywood. 45 License Plate readers (LPR’s) will be placed in the City. This approval also includes the replacement of 140 of our cameras at City facilities and the addition of others throughout the City.

The workshop continues Wednesday, so I will cover more in my next articles.

An incorrect diagnosis often leads to an ill-conceived treatment approach that ultimately fails to resolve the patient's periodontal problem.

The diagnostic label captures, in a few words, a clinician's entire experience with a disease or condition. It is a summary term that helps guide the clinician toward answering questions that are important to both the dentist and patient:

currenT cLASSiFicATion SySTem. WHAT Are PoSSiBLe PerioDonTAL DiAgnoSeS? Plaque-induced periodontal diseases have traditionally been divided into three general categories: health, gingivitis, or periodontitis.

The diagnosis of health implies that there is an absence of plaque-induced periodontal disease. Plaque-induced gingivitis is the presence of gingival inflammation without loss of

connective tissue. In most patients, increased probing depths or the formation of periodontal pockets accompany the development of periodontitis. Plaqueinduced gingivitis and periodontitis are, by far, the most frequent of all forms of periodontal disease. They are not, however, the only diagnostic possibilities.

In the 1999 classification system for periodontal diseases and conditions, over 40 different gingival diseases were listed in some of the non-plaque-induced gingival lesions, loss of attachment and destruction of alveolar bone may occur. In addition, seven major categories of destructive periodontal diseases were listed: • Chronic periodontitis.

• Localized aggressive periodontitis.

• Generalized aggressive periodontitis.

• Periodontitis as a manifestation of systemic disease.

• Necrotizing u l c e r a tive gingivitis/periodontitis.

• Abscesses of the periodontium.

• Combined periodonticendodontic lesions.

Full Investigation Promised into Animal Care Report Broward County Administrator Bertha Henry responded to a recent Local 10 story by reporter Bob Norman, calling it "speculative in the absence of all the facts, and harmful to the agency's many collaborative efforts to be a no-kill community for animals."

Staff became aware of Local 10's cursory review of the County's Animal Care and Adoption Division August 18, 2017, and met with Mr. Norman to answer questions about how animal euthanasia rates are recorded and reported. The story aired on August 28 and accused County employees of altering computer records to improve live release rates.

Acting in an abundance of caution, Henry temporarily suspended the agency's database quality control program, which permits updates to online records throughout an animal's stay in the shelter. In addition, to expedite staff's re-

view of database records and documentation during the last year, she requested the assistance of the County Auditor. The database contains information on over 14,000 animals.

Henry said that while the Broward County Commission has adopted a "no kill" goal, County employees have no incentive to manipulate statistics. "Let's do a full investigation, uncover all the facts, and then, if necessary, take appropriate action."

1. What periodontal disease or condition does the patient have?

2. How severe is the problem?

3. is the disease or condition localized or generalized?

All of these questions require an assimilation and understanding of all of the information collected during the history- taking process and the clinical examination.

In unusual cases where something other than plaque- induced periodontal disease is suspected, laboratory tests, histopathologic examination of biopsy specimens, and a medical consultation may be required.

If there is uncertainty, clinicians often use what is sometimes called a working diagnosis to guide the information-gathering process.

Portable Spay/Neuter Unit Moving to Hollywood’s John Williams Park - Booking Appointments Now! Hollywood - The Broward County Animal Care and Adoptions (BCAC) portable SPAY/NEUTER unit is moving to its new home at John Williams Park in Hollywood at 6101 Sheridan Street. The 400 square foot unit is serviced by the Humane Society of Broward County.

Appointments for free low cost pet and spay/neuters are now being accepted at this location. The goal is to sterilize a minimum of 400 pets per month.

The custom portable unit, which was created by the FORTS company in Coral Springs, will remain at John Williams Park for the next several

months and surgeries will take place Monday through Friday. Previously, the unit was located at Delevoe and Sunview Parks with 6,056 surgeries performed since October 31, 2016.

Residents who have in need of pets spay/neuter services can apply to the County’s SNIP Program. The SNIP program is a voucher-based program open to all Broward County residents who have an owned dog or cat. SNIP services include spay/neuter surgery, rabies vaccination and a Broward County Registration License Tag. Broward County resi-

Labor Day weekend calls for some tasty wings

Whether they are grilled, oven-baked or fried, everyone has their favorite ing sheet with foil and spray with vegetable oil. In a bowl, mix the flour with the salt, Sichuan peppercorns, and five-spice powder. Add the chicken and toss to coat. Spread the chicken on the baking sheet in a single layer and spray with vegetable oil. Roast the chicken for 45 minutes, turning once or twice, until browned and crispy. In a bowl, whisk the hot sauce with the butter, soy sauce, honey, and ginger until combined. Add the chicken wings to the sauce and toss. Sprinkle with the scallions and serve.

Want to lose weight? Research proves a big breakfast is the real first major step (BPT) - If you want to lose weight, you're not alone.

More than half of Americans desire to shed pounds, according to Gallup. This goal inspires people to take action in many ways, from increasing exercise to modifying meals.

One thing many people do is skip breakfast in order to lower calorie intake. While this may seem like a good idea to lose weight, research proves otherwise. In fact, eating a big breakfast followed by smaller meals throughout the day is the best method for weight loss.

A new study in The Journal of Nutrition investigated the relation between meal frequency and timing and changes in body mass index (BMI). The study found that "eating less frequently, no snacking, consuming breakfast and eating the largest meal in the morning may be effective methods for preventing long-term weight gain."

"When you eat your meal matters," says Registered Dietitian and Nutritionist Dawn Jackson Blatner. "The best way to eat for energy and weight is to eat a big breakfast, smaller lunch and light dinner because it mimics our days' activities."

Blatner explains that people are typically most active in the beginning of the day and so need the most fuel then. They slow down as the day progresses, and by dinnertime they need less fuel.

"But it's not just about eating anything in the morning," she cautions. "It's important to pick nutrient-dense foods to fuel your day right."

Blatner provides three tips for creating a wholesome breakfast that will give you energy and support your weight-loss goals:

1. Fruits and veggies Wake up your taste buds and give your body important vitamins by eating a rainbow of colorful fruits and veggies. Try shopping the farmers market for locally sourced in-season produce. A quick frittata with egg and chopped veggies or a smoothie bowl topped with fresh fruit will satisfy. If fresh produce isn't available, frozen

has optimum nutrients so it is a smart alternative.

2. Whole grains Make whole grains part of your breakfast and you'll feel fuller for longer. Oatmeal is a classic whole-grain breakfast option. Use whole-grain pancake mix to whip up some flapjacks. Bake muffins with whole-grain flour.

Make cornbread with whole cornmeal. When shopping for cereal or other breakfast products, look at the label to ensure it's made with whole grains.

3. Proteins Eggs are a great source of protein and nutrients for breakfast, but not all eggs are created equal. mAKe AHeAD BreAKFAST BoWLS 12 eggland's Best eggs (large) 2 pounds yukon gold potatoes, chopped into 1-inch cubes 1 green pepper, seeded then chopped into 1-inch chunks • 1 onion, chopped • 1/4 cup extra virgin olive oil • 1 tablespoon seasoned salt • salt and freshly ground black pepper, to taste • 2 cups shredded cheddar cheese • 3 green onions, chopped • toppings: tortilla chips, salsa, avocado • 6 individual-sized containers with lids Preheat oven to 425 degrees Fahrenheit.

On a large baking sheet, place potatoes, peppers

and onions in a single layer. Drizzle with olive oil and sprinkle with seasoned salt and ground black pepper.

Toss until evenly coated.

Roast for about 30-40 minutes or until potatoes are golden brown and tender, stirring and rotating pan halfway through cooking.

Meanwhile, crack Eggland's Best eggs into a large bowl, then season with salt and pepper and whisk until smooth.

Heat a large skillet over medium heat then spray with nonstick spray and add eggs.

Scramble until the eggs are just barely cooked through and still slightly glossy, then scoop onto a plate and set aside.

Divide the potatoes and scrambled eggs evenly between the containers then set aside to cool.

Once cool, sprinkle with cheese and green onions, then cover and refrigerate. Freeze any portions that aren't eaten within three days.

To reheat from frozen: microwave for 1 1/2 minutes then stir and continue microwaving until food is reheated, stirring between intervals. Top with optional toppings, then serve.

approved for a car loan may save you a lot of heartburn during your car search.
