Hallandale Beach City Budget moves into the spotlight - with increases

By Mayor Joy Cooper Hallandale Beach - This past Monday, our City Commission broke the deadlock over our City Budget.

The first budget hearing ended with a tentative millage rate, but without the budget. If we had not passed the budget Monday, it would have had dire consequences. I compromised on the millage rate, which should have been increased this year after five years of a flat millage.

It was raised slightly, but this increase was cost neutral to taxpayers - due to the fact that our debt service went down.

My big sticking points were the sale of our multi-family and commercial sanitation services. The big increase in our storm water rates and the major increase of health costs to our employees.

The sanitation services were kept in house. After Irma, I was still steadfast in insuring that we kept our services. The original budget did increase trash fees by 30 %. This fee had not been increased in over 10 years. This places burden on our reserves. To save the multi-family and commercial, their fees have been increased as well by 30%.

Single family rates will be $28 and as of the budget hearing, we still did not have the ax cat figures. This was agreed to after a long debate.

Storm water rates were increased by 200 percent or $80 annually. I understand the fees are needed to maintain our system. The rate was increased to pay for our portion of the Southwest drainage project. The Northeast project was paid for by the CRA. Even though I felt the rate increase should have been half, I compromised on it.

The last issue took the longest as this was about our staff. The deductibles were increased from $1,000 to $3,000 for single coverage and from $3,000 to $6,000 for family. To make our employees whole would take $600,000. This was not negotiable for me. The $600,000 was added into the budget. It

was not a great process, and from my research, it was the first time in our history. In Broward County, it had only happened once before.

After the budget, I was on a plane to testify in front of congress on infrastructure and water. It was truly an honor to share our story - and lobby for funding for not only Hallandale Beach, but all cities in our nation. The following is my oral testimony.

Good morning Chairman Graves: Ranking Member Napolitano, and members of the Committee. My name is Joy Cooper, I’m the Mayor of Hallandale Beach. I would like to thank you for having this hearing and inviting me to provide you with my City perspective as well as the recommendations of The U.S. Conference of Mayors on rebuilding our water infrastructure.

Hallandale Beach is a 90-year old community in Southeast Florida. We are 4.4 square miles, with a population of 38,000; increasing to 50,000 during winter. Our annual budget is $110 million with a general fund of $70 million.

A full evaluation of our infrastructure needs was conducted in 2014 that included underground and above ground infrastructure. The price tag is well over $200 million.

Over the past five years, my City has committed over $12 million in our water supply and treatment system; $30 million in the next five years on our sanitary sewers; and we plan on spending approximately $1million per year to deal with sea level rise and associated flooding.Continuously increasing charges and fees for local services are falling on our residents because of property tax limitations and dwindling shared revenues. These fees are increasing faster than our resident’s household incomes, and are becoming unaffordable.

The proposed City Budget has increased for various service fees from 10

to 51 percent to cover projected expenditures and in the case of storm water management, the increase is 220 percent. With a median income of $24,000, and 15% of our residents living on $15,000 a year, the rising fees are difficult to afford, and there is a growing concern that those households, unable to make payments, will place a significantly greater burden on those who can.

While we are committed to investing substantial amounts on public water and sewer services, we have a glaring need to invest in resiliency measures.

Hurricane Wilma-related flooding impacted numerous main roads and resulted in damages to many homes. In response, an extensive pumping system for two targeted areas with repetitive flood-related losses, had to be designed and constructed at a cost of more than $25 million. We are currently constructing phase two of the project. To complete the project and maintain it required the 220 percent increase in fees I mentioned earlier.

This project would not have been possible without the help of FEMA - both in financial and technical consultation.

This is the type of model of intergovernmental partnership that works best.

Overall, local governments in Florida have invested over $88 billion in water and sewer from 2000 to 2014; $7.1 billion in 2014 alone. This amounts to investing $19.5 million every day. Sewer revenues increased 116 percent from 2000 to 2013; and, water revenues increased 88 percent over the same period.

I just described my City and Florida’s experiences and investments. In my written testimony, there is an outline of the national needs along with how they should be determined along with specific actions that would boost spending.

But, a major point is this: Local governments are by far are the main investors in water and sewer at around 95-

97%.We are trying to do our part, but clearly it is not adequate to meet our infrastructure needs without unduly burdening our citizens.

We need a robust national infrastructure plan with more resources and tools.The Conference of Mayors has recently released a framework for addressing the nation’s local infrastructure needs. We urge Congress to pass a major infrastructure package that addresses all local public infrastructure.

Prevent any efforts to cap or limit taxexempt municipal bonds.

Allocate resources directly to cities and counties for priority water and sewer infrastructure projects that will support low - and moderate-income neighborhoods. Support the use of public-private partnerships.

Amend the Internal Revenue Code to remove the state volume caps for Private Activity Bonds used to finance public purpose water and sewer facilities; direct at least $5 billion in additional funding to low- or no-interest grants to State Revolving Fund loans; codify Integrated Planning and Affordability legislation and Mr. Gibbs’ bill HR 465; build infrastructure that helps increase resiliency; and increase the Army Corps of Engineers funding and spend the full amount of the Harbor Maintenance Trust Fund on its intended use. I again want to commend the committee for addressing this important issue and I hope you are successful in passing a comprehensive infrastructure bill.

No matter where you go – in any city – you will see it. Tree branches, wood fences and other items that were put in front of their homes – for removal. Guess what?

“This is crazy,” Olivia Sanchez of Pembroke Park said. “They told my neighbor that it is taking time – because there are a lot of people affected. Isn’t that something you should plan for in advance”?

Pembroke Park isn’t even close to being alone in this battle to keep the neighborhoods from not looking so desirable.

Ricky Arango’s daughter and son-in-law have been trying to sell their home before the end of October.

Getting people to come now is a “waste of time”.

With debris along the swale portion of the property, it certainly does not look enticing.

“I am just going crazy - because people who were anxious to come see it before the storm – have stopped calling,” Arango said. “It is something that I am sure will happen, but going through it is not easy.”

One of the local cities that had its battle with the hurricane is Hollywood. Power was restored slower than in the past for many residents. It was also home to a major amount of tree and power line damage.

Still, with all the problems, many felt that the debris removal has been the biggest obstacle - with many yards and swale areas loaded with trees still looking very much today like they did in the days after storm.

Frustrated with the way things were progressing, Hollywood mayor Josh levy took to Facebook with his feelings.

To say that the statewide stalemate with debris removal is unacceptable, is an understatement! Cities across the state, including Hollywood, have multi-year, pre-positioned contracts with large debris removal companies, so that in the event of a natural disaster, debris removal can start right away with those companies that are on standby to immediately begin recovery work.

The morning after Hurricane Irma, these contractually obligated debris removal contractors were "activated,” but they did not show up, not to Hollywood and not to other cities across Broward and the State.

The contractors' explanation; that because of the unprecedented statewide scope of the Hurricane Irma disaster, they can't get their subcontractors to Broward County in significant numbers because other counties like Miami-Dade offered more money (twice the price) per cubic yard - in contract awards that took place AFTER the storm.

Since the moment us Broward cities found that these contractors would not show up to do their work, city mayors and administrators have been on a nonstop frenzy to make the State and FEMA aware of the predicament that our cities are in. Legal questions as to whether FEMA will allow cities to re-contract at higher dollar amounts to "meet current market pricing" have not been given straight or officially binding answers that we can depend on. And now, a week and a half later, in the press release below, it seems the Governor and Florida's Attorney General are entrenching the State's position that the only pricing that will be accepted for FEMA reimbursement will be the pricing of the pre-positioned contracts that we all had on standby. The Governor and Attorney General continue, that any new pricing and awards made AFTER the storm, would not be reimbursable. If their position holds, then Miami Dade County may be screwed for tens of MILLIONS of dollars.

Meantime, Broward County and its cities are screwed in a different way, that we cannot yet get a meaningful number of haulers to come to our county to pick up the debris. In Hollywood alone, we have an estimated 350,000 cubic yards of tree debris strewn across the city, an amount that will take over 10,000 truckloads to remove. Our cities and the county look like a wasteland. But so long as cities are being threatened that any increase from the pricing of those prepositioned contracts will result in no reimbursement from FEMA, it seems the stalemate will continue. So long as we can't pay what the haulers can get in other counties, they will not show up to Broward.

The taxpayers of Hollywood cannot afford to get stuck with the estimated $20 million cost of cleaning up and restoring the city, but on the other hand, the debris HAS to get picked up asap.

So here we are, with the Governor and Attorney General holding fast on the pre-position contract prices, but without any of the contractors willing to do the work for those prices.

The Governor correctly describes the situation as a stalemate, but communities across Florida are stuck in the middle.

The fastest way out of the stalemate, that I see, is that on the basis of the exigent circumstances created by this unprecedented, statewide storm, the Governor should request that FEMA determine and publish a single debris collection rate that will be reimbursed for the entire State of Florida, at reasonable rates close to the original pre-positioned rates that the contractors agreed to. Cities and counties cannot be left in a stalemate or pushed into a bidding war that the contractors are looking to push us into, where the ultimate losers will be all of us taxpayers, through the depletion of the tax dollars that we've all collectively paid into our city, state and federal reserves.

No matter the case, myself and Mayors across the county will not rest until this is resolved one way or another. There is a FEMA update expected (this past) Monday, but in the meantime be sure that all the contractors that did show up together with all our city trucks are active with clearing all the debris they can.

But the job is massive, requiring over 10,000 truck loads to clean up our city, so however the chips fall on the legal side, expect that clean up will take a long time, here in Hollywood and all over the state.

sPInacH Pesto stuFFeD salmon • 1 cup frozen spinach • 1/8 cup water • 2 cloves garlic, finely chopped • 1 teaspoon salt • 1/2 teaspoon black pepper • Zest and juice of half a lemon • 1/4 cup pine nuts, finely chopped • 1 1/2 pounds salmon, six generous fillets • 2 tablespoons Dijon mustard • 2 tablespoons honey • 1 tablespoon lemon juice Heat spinach, water, garlic and salt in a sautépan on medium heat, until all liquid evaporates.

Add the lemon zest and juice, and the pine nuts, and mix into spinach until well combined.

Preheat oven to 350°F. Slice through the middle of each salmon fillet and stuff the salmon with the spinach mixture.

Combine the mustard, honey, lemon juice and chili flakes.

Brush the salmon with mustard sauce and bake for twenty minutes. orZo WItH Feta & BasIl • 1/2 pound orzo • 2 cups vegetable broth • 1/2 pound greek-style feta, crumbled • 1/4 cup fresh chopped basil • Freshly ground black pepper

Cook orzo according to package directions, using vegetable broth instead of water.

Transfer orzo to a large bowl and toss with feta

and basil. Sprinkle with freshly ground black pepper.

cHocolate BroWnIe cookIes • 1/4 cup all-purpose flour • 1/4 teaspoon baking powder • pinch of salt • 2 eggs • 2/3 cup white sugar • 1/2 tablespoon espresso of instant coffee • 1 teaspoon vanilla • 2 tablespoon butter • 5 ounces dark chocolate (70% minimum), • broken up • 2 ounces unsweetened chocolate, broken up • 3/4 cup mini chocolate chips

Preheat oven to 375 degrees.

Whisk flour, baking powder, and salt – leave to set.

Whip eggs in an electric mixer.

Add sugar, espresso, and vanilla beat with the eggs for 15 minutes on high speed, this will make it very thick.

In the meantime, melt the butter using a doublecooker (or a steel bowl over a pot of simmering water).

Add the 2 kinds of chocolates until all melted.

Turn off the heat and mix, so the chocolate and butter are combined.

Pour the chocolate mixture into the whipped mixture, and mix slightly so as not to ruin the texture and not to combine fully.

Fold in the flour mixture and the chocolate chips.

If it doesn’t seem thick enough, set it aside for about 5 mins.

Use a teaspoon to scoop out quantities of cookies onto baking sheet (you may need 2 sheets).

Bake for 8 minutes, the cookies should be crispy from outside and juicy from inside.

Leave on a metal tray or wrack to cool.

Dinner Raises Money for Free Meals in South Florida

Chabad of South Broward’s 36th Annual Dinner this year was slightly different from the thirty-five that preceded it.

As Chabad struggles to recover from the blow dealt by Irma, plans for

this year’s dinner seemed dubious—until Rabbi Raphael Tennenhaus, the local Chabad emissary, hit on an idea: he’d use dinner to get… more dinner. All proceeds from the event, which also served as a

seudat hoda’ah (thanksgiving meal) after the hurricane, would go to a dedicated fund to help victims of the storm.

Specifically, the funds will enable Chabad to offer free hot meals throughout the High Hol-

idays and during every Shabbat for the upcoming year.

Over 150 people attended the event, which was originally scheduled for September 13th, but was pushed off to the 16th due to the hurricane. Despite the delay, ”it was very spirited,” describes Tennenhaus.

“There was a lot of hope.”

“I’ve lived through many hurricanes,” recalls the rabbi, who has been directing the Chabad branch since 1980, “and in many ways, this has been more traumatic than category-five Andrew—that was a oneround knockout, this was like a fifteen-round TKO.” Tennenhaus describes Irma as “a very long pummeling.”

With power at Chabad back up shortly after the hurricane, the Chabad emissaries figured a hot meal would go a long way toward restoring people’s spirits.

“People needed to be nurtured and soothed,” the rabbi explains. “Even if they got back into their homes, they’re wiped out—mentally and emotionally drained.”

The meals were a hit, so Chabad made plans for the high holidays.

“We want to make it an easy Yom Tov for as

many people as possible. Every day of the holidays, we will have a hot catered communal meal for everyone—free of charge.”

Looking ahead, Chabad hopes to keep providing this free service every Shabbat and holiday for the rest of the year—an unprecedented move for the center.

After the hurricane or storm hits a lot of insurance companies use out of state adjusters which results in less money for the policy holders."

When it comes to using a public adjuster, Levitis is serious about correcting the mistakes that the insurance companies have left behind.

It's very important that we get that message across to all new boards, he continued.”

While admitting that he is willing to come to the aid of homeowners in a variety of loss claims cases, Levitis concedes that the majority of the damages he deals with, are from the after effects of Hurricanes or storms.

"Our company can help with any kind of damage," Levitis adds.

"At the moment, however, we find ourselves dealing with the damage inflicted from the recent storm, we are here to help you.”

While dealing with several homeowners in the past, Levitis made a point to mention his efforts towards working with Condo Associations in the present and near future.

"We are able to work with both homeowners and Condo Associations," Levitis states clearly. "To me, a Condo Association manages and represents the entire building. I basically work with the Condo Association towards helping them recover the proper fees towards repairing their buildings.”

Levi’s also noticed that a lot of Condo Associations are strapped for budgets and can't get financing from banks.

When talking further about Condo Associations in the south Florida area, Levitis insists that there are an abundance of cases that go unnoticed.

"I've been working with a lot of Condo Associations in Aventura and in Hollywood," Levitis notes. "A lot of them had their roofs torn off back in 2005 during Hurricane Wilma and they weren't compensated for it. A lot of the balconies were ripped off and you can find situations like that all throughout Aventura.

The insurance company tried to say that it was old damage and that it didn't meet the deductible."

"When we're there with you from the beginning, we can work beside you throughout the entire process,” Levitis said. “When the insurance company sends out their own adjuster, we'll be there too, as your own personal advocate to oversee the process."
