Community partnerships have been essential

By Mayor Joy Cooper Hallandale Beach Our City has many community partnerships through our grant program. This program has evolved over the past years.

We awarded grants years ago through a simple process. Agencies that we know were providing social services including, but not limited to food assistance, education, Cultural arts, senior programs and homeless incentives submitted requests that were reviewed by the commission during our budget workshops. Some grants were also awarded by the CRA Board of Directors.

Other were joint grants and others were straight money awards to provide leveraging for Area Aging and Children's Early Preschool supplements.

Since the early days. the process has changed and has become more formal. Grant applications became more detailed and focused on Hallandale Beach residents.

Other details were included that required reporting and then grants were broken out in partial payments based on milestones. There was internal grant monitoring and then outside monitoring.

We also established three year recurring grants in order to develop capacity. This meant agencies could depend on our grants and leverage them for other grant opportunities. In addition, we appointed a Grants Committee. They evalu-

ate all grants, conduct interviews of the applicants and establish award amounts. They report out with their recommendations and the commission can adopt them or amend them.

This year, with the change in the commission, it was questionable whether any grants would even be awarded. Before covering, the grants I want to thank Pastor Joe Johnson and Oscar Llorente for dedicating their personal time and knowledge of our City to serve on the committee. I also want to thank Director Beverly Sander from our Human Services Department for her expertise and leadership through the process. The process went well until our commission meeting where many grants were on the chopping block, even if they were recommended.

The grant pool was established in the spring at $338,000 dollars. While this is lower than in years past, it does not mean the needs have gone down.

Actually, the needs have increased as well as the requests. $461,785.00 was requested for 20 programs.

Some programs were not recommended to be funded by the committee.

South Florida Youth Ensemble, which provided partnership at our teen center and recording studio. Hallandale Food Pantry which was debated and then awarded.

Feeding South Florida that provided a backpack

program for needy children at our K-8. This program involves the selection of very needy students that take food home so they can eat over the weekend. Flipany was also recommended for no funding but it was also debated and then provided with funding. A Child Is Missing was defunded. This programs provides safety classes for our young students including stranger danger education. Girls Makes Beats was cut.

This program offers music at our k-8. TLC Healthy Committees was not recommended for funding. This was a financial literacy program.

Our meeting started out with me recommending the funding for the Food Pantry and directing the City Manager to find the money in the budget.

This motion was seconded, but did not pass. I did not want to rob from one program to fund another. One commissioner wanted to hijack the process and force us to make cuts from the recommended programs.

This program should have never been cut to begin with, it has been funded for years and is very successful. It was eventually funded for $40,000 dollars.

The objective was to defund one of the most successful school partnership’s Saturday Academic Success at Hallandale High School.

The commission had already cut in half the Crim-

inal Justice Program which became a model for the District. This was a deal breaker for me and like the budget, we ended deadlocked in two votes of 2. The other cut was for the HOPE Program that offers leadership development for at risk youth. Another successful program that was not understood and politically attacked, since it was the South Florida Educational and Development Center.

From cutting and negotiations, the school program was saved. Flipany was also funded partially for $15,000. This program is offered at Foster Park and provides healthy nu-

tritional classes and cooking for our after school program. The other program that was saved from the axe, was The Alliance for Musical Arts. This program provides both in school and out of school music lessons.

First Call for help was funded as part of their fair share program. This call center provides connections to all social services in Broward County and other emergency services. Hallandale POPS

was funded, but only for $30,000. They requested $50,000 to make sure that they could provide their 5 concert season which begins in December.

As I said, I was not sure if any grant would move forward, but I am glad that they did. Many of these programs are what makes life so much better for our students, seniors and those in need, they are also what make our City great!

However, a new British-developed procedure using standard test equipment now allows for identi cation of dead hearing cell regions.

The healing process: What makes an implant so strong is that the bone actually grows around it and holds it in place. This process takes time. placement option is a fixed bridge. This is a restoration that fills the space where one or more teeth have been lost. A fixed bridge is bonded or cemented into place – only a dentist can remove it.

How is a bridge placed?

Placing a bridge usually takes more than one dental visit. On your first visit, your dentist prepares the teeth on either side of the gap. The bridge will later be attached to these teeth.

Your dentist then takes an impression of your teeth and the space and sends the impression to a dental laboratory. Technicians at the lab make the bridge out of metal, ceramics, glass-ceramics or a combination. Your dentist will place a temporary bridge to protect your exposed teeth while you are waiting for the permanent one.

Volunteers announce collection sites for Global Christmas Project This month, several locations in the multi-county Greater Miami Area will serve as drop-off sites for the Samaritan's Purse project, Operation Christmas Child—joining nearly 5,000 U.S. locations collecting giftfilled shoeboxes for children in need around the world.

During the project's National Collection Week, Nov. 13 – 20, Hallandale Beach residents will transform empty shoeboxes into gifts of hope filled with school supplies, hygiene items and fun toys. Operation Christmas Child will deliver these shoebox gifts to children affected by war, disease, disaster, poverty and famine.

This year, the Greater Miami Area hopes to contribute more than 167,505 shoebox gifts toward the 2017 global goal of reaching 12 million children.

• The Outer Ear: When sound waves reach the ear, they are gathered by the funnel-shaped outer ear and channeled into the middle ear. When it comes to using a public adjuster, Levitis is serious about correcting the mistakes that the insurance companies have left behind.

While admitting that he is willing to come to the aid of homeowners in a variety of loss claims cases, Levitis concedes that the majority of the damages he deals with, are from the after effects of Hurricanes or storms.

"Our company can help with any kind of damage," Levitis adds.

"At the moment, however, we find ourselves dealing with the damage inflicted from the recent storm, we are here to help you.”

While dealing with several homeowners in the past, Levitis made a point to mention his efforts towards working with Condo Associations in the present and near future.

"We are able to work with both homeowners and Condo Associations," Levitis states clearly. "To me, a Condo Association manages and represents the entire building. I basically work with the Condo Association towards helping them recover the proper fees towards repairing their buildings.”

Levi’s also noticed that a lot of Condo Associations are strapped for budgets and can't get financing from banks.

They have to use other means that is where Condo Associations And Home Owners comes in and work for you.

When talking further about Condo Associations in the south Florida area, Levitis insists that there are an abundance of cases that go unnoticed.

"I've been working with a lot of Condo Associations in Aventura and in Hollywood," Levitis notes. "A lot of them had their roofs torn off back in 2005 during Hurricane Wilma and they weren't compensated for it. A lot of the balconies were ripped off and you can find situations like that all throughout Aventura.

The insurance company tried to say that it was old damage and that it didn't meet the deductible."

Preparing A Halloween Feast That Will Be Delicious

It’s All About The Treats: Snacks & Sweets That Will Never Disappoint • 2 tablespoons unsalted butter, melted • 1/4 cup light brown sugar, packed • 2 tablespoons light-colored corn syrup • 1 1/2 tablespoons pumpkin pie spice, or to taste • 1/2 teaspoon salt, or to taste • 3/4 cup dried orange-flavored cranberries • (dried cranberries or another dried fruit • may be substituted) • 3/4 cup candy corn (or try M&Ms, • chocolate chips, etc.)

It happens every year. Halloween approaches and you want to make something unique and special this year, but the time slips away.

With Halloween this coming Tuesday, you now have enough time to make something delicious and festive, but not spend hours preparing it.

This year, you have some great choices to make, so remember to have a good time and try these ghostly treats!

PUMPKIn sPICe CHeX MIX • 2 cups Honey nut Chex (other varieties • of Chex may be substituted) • 2 cups Wheat Chex • 2 cups mini pretzel twists • 1 cup honey-roasted peanuts • (peanuts or another nut may be substituted)

To a large, microwave-safe bowl add the Honey Nut Chex, Wheat Chex, pretzels, peanuts, and stir to combine; set aside.

To a 2-cup glass measuring cup or a medium microwave-safe bowl, add the butter and heat on high power to melt, about 30 seconds.

Add the brown sugar, corn syrup, pumpkin pie spice (looks like a lot but you need an ample amount to flavor the entire batch), salt, and stir to combine.

Place measuring cup in the microwave and heat on high power until mixture is bubbly and boiling, about 30 seconds but watch it very closely because it can go fast.

Evenly drizzle brown sugar mixture over the dry ingredients and stir to combine.

Place bowl in the microwave and heat on high power for 3 minutes, stopping after each minute to stir.

After the mix has cooled for about 5 minutes, add the cranberries, candy corn, and stir to combine.

Serve immediately. Mix will keep airtight at room temp for up to 1 week.

BUTTeR-HazeLnUT BLonDIes • 3/4 cups (1 1/2 sticks) unsalted butter, • plus more for pan • 1 1/2 cups all-purpose flour, spooned and leveled • 1 1/4 teaspoon Kosher salt • 1 teaspoon baking powder • 1 1/2 cups packed dark brown sugar • 1 1/2 teaspoon pure vanilla extract

• 2 large eggs • 1 1/2 cups coarsely chopped toasted hazelnuts

Preheat oven to 375°F. Line bottom and sides of a 9by 9-inch baking pan with aluminum foil, leaving a 2inch overhang on 2 sides; butter foil. Whisk together flour, salt, and baking powder in bowl.

Cook butter in a small saucepan over medium-high heat, stirring often, until fragrant and deep golden brown, 6 to 8 minutes. Transfer to a bowl, and let cool 10 minutes. Whisk in sugar and vanilla. Whisk in eggs, one at a time, whisking until blended after each addition.

Whisk in flour mixture. Fold in toasted hazelnuts. Transfer to prepared pan.

Bake until wooden pick inserted in center comes out with a few moist crumbs clinging, 24 to 26 minutes. Cool completely in pan on wire rack. Use foil to lift blondies from pan. Remove foil, and cut blondies into 16 squares.

CaRaMeL aPPLes • 12 crisp apples • 1 1/3 cups dark corn syrup • 1 1/3 cups granulated sugar • 1 1/3 cups light brown sugar • 1 1/3 cups heavy cream • 1/4 teaspoon salt • 3 teaspoon butter • 3/4 teaspoon vanilla extract

Line a baking pan with a generously oiled sheet of parchment paper. Push a candy apple stick into the core of each apple.

Combine the syrup, sugars, heavy cream, and salt in a large saucepan over medium-high heat. Simmer until the mixture reaches 270 degrees F – about 15 minutes.

Remove from heat, stir in the butter and vanilla. Let cool for 6 to 8 minutes, until caramel thickens to a toffeelike consistency.

Dip and gently swirl the apples into the caramel and place on the prepared baking sheet. Let cool completely.

perfect 49-0 record and his wins over elite fighters such as Ezzard Charles, Jersey Joe Walcott and his longtime role model, Joe Louis, who he stopped by TKO in 1951, Marciano’s passion for wine was something that actually began before boxing came along.

When all the other boys would hide, you could find Marciano unloading the crates of grapes from the delivery truck, turning his grandfather's wine press or delivering ice. He never shied away from the toughest physical work and often said that the press made him stronger. He enjoyed and excelled at all sports, but his dream was to become a professional baseball player.

While his “mama’s” Italian cooking was something he loved - Marciano especially enjoyed the Saturday nights when they would get together and the entire “Ward 2” in Brockton would enjoy great food and his grandfather's wine.

After being released from the Army, he turned back to his dream of professional baseball and had a tryout with the Chicago Cubs’ minor league team, but he didn't make the cut. Disappointed he didn't make the team, his best friend suggested he tryout boxing since he had done boxing in the Army and was good, and the rest is history - for all to enjoy.

Marciano passed on August 31, 1969 - one day short of his 46th birthday - when he was a passenger in a small private plane, heading to Des Moines, Iowa. Too young to remember what happened, his son, Rocky Marciano, Jr., grew up learning about the father he never knew. From boxing to the bright lights of Las Vegas and, yes, his beloved grapes and love for wine, everyone knew Marciano, and over the years, his son had heard it all.

Growing up in South Florida and attending St. Thomas Aquinas High School, Marciano, Jr. has been the ultimate ambassador for one of the greatest fighters of any generation.

“The legacy of my father had to go beyond boxing,” Marciano Jr. explained. “Yes, he was one of the greatest of all time, but there was so much more to the man - that we continue to learn about.

His love for baseball, great food and his longtime passion for wine, which he knew as much about as anyone.”

The thrill of having the opportunity to go around the country as the ambassador for his father and to showcase a wine that is already being awarded for its qualities and taste and not the name on the bottle.

Laurenzo’s hosts wine tastings and sampling nearly every Saturday, and there have been some outstanding crowds that have shown, but last Saturday brought many who just wanted to be part of history.

“It was so great to have Rocky Jr. come down and spend three hours with us,” David Laurenzo said. “This was one of the best events we have had - and while the name brought people here - when they had the chance to sample the wine - they were blown away.”

As Marciano Jr. will travel across the country promoting the wine, and of course the legacy of his father, he looks forward to listening to stories about his dad. It makes him feel that this was all meant to be.

“It is truly a thrill to listen to all those fans who followed my dad’s career,” Marciano Jr. said.

“No matter what city or the ages of those who are there, someone has a memory and stories to tell.”

In addition, to get this wine right and where they wanted it to be, they worked with the winery for nearly four years, representing the great Rocky Marciano.

Fort Lauderdale-based Nobile Imports has marketed this wine as a “reflection of Marciano’s warm personality” - and something that goes “great with Italian cuisine.”

“We do this three to four times a football season, and two years ago, my girlfriend’s parents catered our New Year’s Eve gathering from here, too.”
