What Does All This Mean For Owners Of Florida Condominiums

“It is very important for condominium unit owners to know whether their windows, sliding glass doors, and entry doors are maintained by unit owners or the Association.”

In this week’s article let’s get into considerations and details of Hurricane Protection for condominium buildings and communities.

Some Florida COAs install Hurricane Shutters or stormrated windows and sliding glass doors on the entire building, including all individual units. In other Associations and buildings, storm protection on individual unit windows and doors is the separate responsibility of each owner. The decision to do one or the other depends on the recorded Governing Documents,

available funds, insurance considerations, and the desires of the Association as a whole.

When the Association pays for the installation of Hurricane Shutters or storm-rated windows and doors on the entire building, the COA may also be responsible for maintaining, repairing, and replacing them as needed. Keep in mind that when the Association pays, it is using money collected from all owners.

(Florida Statutes Chapter 718) specifically addresses COA Board authority and responsibility as they relate to storm protection for common elements (areas) and individual residence units. In fact, the Condo Act requires Boards to establish color, type, and style standards for any Hurricane Shutter or protection product to be installed on the building(s).

Standards and specifications adopted by a COA must comply with County or City building codes and product approvals in effect at the time of installation.

Building specifications apply to shutters and/or storm-rated windows and doors paid for by either individual owners or by the Association. The Condominium Act states

This is the magic of the reality TV programming that passes for politics today. Everything becomes entertainment fodder.

As long as we are distracted, entertained, occasionally outraged, always polarized but largely uninvolved and content to remain in the viewer’s seat, we’ll never manage to present a unified front against tyranny (or government corruption and inep-

Studies suggest that the more reality TV people watch—and I would posit that it’s all reality TV, entertainment news included—the more difficult it becomes to distinguish between what is real and what is carefully crafted farce.

“We the people” are watching a lot of TV. On average, Americans spend five hours a day watching television. By the time we reach age 65, we’re watching more than 50 hours of television a week, and that number increases as we get older. And reality TV programming consis tently captures the largest percentage of TV watchers every season by an almost 21 ratio.

This doesn’t bode well for a citizenry able to sift through masterfully-produced propaganda in order to think critically about the issues of the day.

Yet look behind the spectacles, the reality TV theatrics, the sleight-of-hand distractions and diversions, and the stomach-churning, nail-biting drama that is politics today, and you will find there is a method to the madness.

We have become guinea pigs in a ruth lessly calculated, carefully orchestrated, chillingly cold-blooded experiment in how to control a population and advance a political agenda without much opposition from the citizenry.

This is how you persuade a populace to voluntarily march in lockstep with a police state and police themselves (and each other): by ratcheting up the fearfactor, meted out one carefully calibrated crisis at a time, and teaching them to dis trust any who diverge from the norm through elaborate propaganda cam paigns.

Unsurprisingly, one of the biggest propagandists today is the U.S. Government.

Add the government’s inclination to monitor online activity and police socalled “disinformation,” and you have the makings of a restructuring of reality straight out of Orwell’s 1984, where the Ministry of Truth polices speech and ensures that facts conform to whatever version of reality the government propagandists embrace.

This “policing of the mind” is exactly the danger Author Jim Keith warned about when he predicted that “information and communication sources are gradually being linked together into a single computerized network, providing an opportunity for unheralded control of what will be broadcast, what will be said, and ultimately what will be thought.”

You may not hear much about the government’s role in producing, planting and peddling propaganda-driven fake news— often with the help of the corporate news media—because the powers-that-be don’t want us skeptical of the government’s message or its corporate accomplices in the mainstream media.

However, when you have Social Media giants colluding with the government in order to censor so-called disinformation, all the while the mainstream news media, which is supposed to act as a bulwark against government propaganda, has instead become the mouthpiece of the world’s largest corporation (the U.S. Government), the Deep State has grown dangerously out-of-control.

This has been in the works for a long time.

Veteran Journalist Carl Bernstein, in his expansive 1977 Rolling Stone piece “The CIA and the Media,” reported on Operation Mockingbird, a CIA campaign started in the 1950’s to plant intelligence reports among reporters at more than 25 major newspapers and wire agencies, who would then regurgitate them for a public oblivious to the fact that they were being fed government propaganda.

In some instances, as Bernstein

showed, members of the media also served as extensions of the surveillance state, with reporters actually carrying out assignments for the CIA. Executives with CBS, the New York Times and Time Magazine also worked closely with the CIA to vet the news.

If it was happening then, you can bet it’s still happening today, only this collusion has been reclassified, renamed and hidden behind layers of government secrecy, obfuscation and spin.

In its article, “How the American government is trying to control what you think,” the Washington Post points out “Government agencies historically have made a habit of crossing the blurry line between informing the public and propagandizing.”

This is mind-control in its most sinister form.

The end goal of these mind-control campaigns—packaged in the guise of the greater good—is to see how far the American people will allow the government to go in re-shaping the country in the image of a totalitarian police state.

The government’s fear-mongering is a key element in its mind-control programming. It’s a simple enough formula. National crises, global pandemics, reported terrorist attacks, and sporadic shootings leave us in a constant state of fear. The emotional panic that accompanies fear actually shuts down the prefrontal cortex or the rational thinking part of our brains. In other words, when we are consumed by fear, we stop thinking.

A populace that stops thinking for themselves is a populace that is easily led, easily manipulated and easily controlled whether through propaganda, brainwashing, mind control, or just plain fear-mongering.

Fear not only increases the power of government, but it also divides the people into factions, persuades them to see each other as the enemy and keeps them

screaming at each other so that they drown out all other sounds. In this way, they will never reach consensus about anything and will be too distracted to notice the police state closing in on them until the final crushing curtain falls.

This Machiavellian scheme has so ensnared the nation that few Americans even realize they are being brainwashed— manipulated—into adopting an “us” against “them” mindset. All the while, those in power—bought and paid for by lobbyists and corporations—move their costly agendas forward.

This unseen mechanism of society that manipulates us through fear into compliance is what American Theorist Edward L. Bernays referred to as “an invisible government which is the true ruling power of our country.”

It was almost 100 years ago when Bernays wrote his seminal work Propaganda:

“We are governed, our minds are molded, our tastes formed, our ideas suggested, largely by men we have never heard of... In almost every act of our daily lives, whether in the sphere of politics or business, in our social conduct or our ethical thinking, we are dominated by the relatively small number of persons...who understand the mental processes and social patterns of the masses. It is they who pull the wires which control the public mind.”

To this invisible government of rulers who operate behind the scenes—the architects of the Deep State—we are mere puppets on a string, to be brainwashed, manipulated and controlled.

All of the distracting, disheartening, disorienting news you are bombarded with daily is being driven by propaganda churned out by one corporate machine (the corporate-controlled government) and fed to the American people by way of yet another corporate machine (the corporate-controlled media).

“For the first time in human history,

there is a concerted strategy to manipu late global perception. And the mass media are operating as its compliant assistants, failing both to resist it and to expose it,” writes Investigative Journalist Nick Davies.

So where does that leave us?

Americans should beware of letting others—whether they be television news hosts, political commentators or media corporations—do their thinking for them.

A populace that cannot think for themselves is a populace with its backs to the walls: mute in the face of elected officials who refuse to represent us, helpless in the face of police brutality, powerless in the face of militarized tactics and technology that treat us like enemy combatants on a battlefield, and naked in the face of government surveillance that sees and hears all.

As I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, it’s time to change the channel, tune out the reality TV show, and push back against the real menace of the police state.

If not, if we continue to sit back and lose ourselves in political programming, we will remain a captive audience to a farce that grows more absurd by the minute.

Crepes:

• 1 Cup of Flour

• 1 Cup of Whole Milk

• 2 Eggs

• 1 Teaspoon of Vanilla

• Butter, for cooking

Apple Topping:

• Butter

• 2 Tablespoons of Brown Sugar

• Envy Apples, sliced or cubed

• 1/2 Teaspoon of Cinnamon

• 1/8 Teaspoon of Nutmeg

• Salt, to taste

• Maple Syrup

Ricotta Filling:

• 1 Cup of Ricotta Cheese

• 1 Lemon, Zest and Juice only

• 2-3 Tablespoons of Sugar, or to taste

To make the Crepes: In a bowl, combine the Flour, the Sugar and the Salt. Add the Milk, the Eggs and the Vanilla then, using the whisk, combine it thoroughly. The mixture should be silky smooth. Refrigerate.

To make the Apple Topping: In a pan over medium heat, heat the Butter and the Brown Sugar until it is bubbly and golden. Add the Apples, the Cinnamon, the Nutmeg and the Salt, to taste; cook over medium-low heat until the Apples are soft. Turn off heat and finish with the Maple Syrup.

To make the Ricotta Filling: Combine the Ricotta, the Lemon Zest, the Lemon Juice and the Sugar, mix well and set aside.

In a nonstick pan over medium-low heat, melt a small amount of the Butter. Add one ladle of Crepe Batter, cook until the bubbles form, flip and cook until golden. Repeat with the remaining Batter. Stack the Crepes to keep them warm and

• 20 Turns of Fresh Cracked Pepper

• 1/4 Cup of Whole Milk

• 2 Tablespoons thinly sliced Chives

Preheat the oven to 350 F.

In a large mixing bowl, whisk the Eggs, the Hot Pepper Sauce, the Salt, the Pepper and the Milk until well combined. Stir in apples, tomatoes, goat cheese and chives until well combined.

Using a 1/3 measuring cup, spoon the Frittata Mixture into an oven-safe large skillet or 9-by-9-inch pan.

Bake for 25-30 minutes, or until the Eggs are set.

Let cool slightly then serve.

in part: “Notwithstanding any other provision in the residential condominium documents, if approval is required by the documents, a board may not refuse to approve the installation or replacement of Hurricane Shutters, impact glass, codecompliant windows or doors, or other types of Code-Compliant Hurricane Protection by a unit owner conforming to the specifications adopted by the board.”

Attorneys tell us this means that the COA Board may not refuse owners’ requests to install (at their own cost) Hurricane Shutters over their individual unit’s windows and sliding glass doors, or to replace existing windows and doors with new-code rated ones. All condominium Governing Documents that I have ever read include a requirement for owners to get Board approval before installing windows, doors, or storm shutters. (Be sure to get written approval and save it in your files.)

Recently-constructed condominium buildings in Florida already have CodeCompliant and storm-rated windows and doors, so this discussion applies to existing buildings more than about 12 years old.

Specified Hurricane Protection for a condominium building states the type, style, and color of products approved by the Association and may include language like:

• White accordion shutters, stacking equally to both sides of windows

• Tan accordion shutters mounted floor-to-ceiling at the outside edge of balconies/lanais, inside the hand rail

• Manually-operated (from inside the unit) white roll-down shutters over fixed exterior windows; white accordion shutters covering balcony sliding glass doors (SGDs)

• Wind-rated, fixed (non-opening) windows in exterior building walls; left-opening wind-rated SGDs with dark bronze extruded aluminum frames

The reasons for an Association having specifications for Hurricane Shutters and storm-rated windows go far beyond just the building’s appearance and all units looking the same from the outside.

Any type of storm protection will be installed on/in the building’s exterior structural walls which are common elements shared by all owners. Under just about all Florida COAs’ Governing Documents, unit owners are prohibited from modifying (or installing anything on) common elements. Since the Condominium Act allows storm protection on individual units, and any shutter product or storm-rated window must be installed on/in a building’s exterior walls, the Board has the authority to require that all products comply with the building’s specification and be installed according to current local building codes.

It is very important for condominium unit owners to know whether their windows, sliding glass doors, and entry doors are maintained by unit owners or the Association. Either arrangement is possible, depending on what the Governing Documents have to say. Speak with your Board of Directors for clarification.

High-rise condo buildings have their own storm protection considerations, especially when they are on (or close to) the coast. In a recent article, we discussed how impact from flying debris is the main concern when protecting SingleFamily Home window and door openings, which also applies to the lower floors of condo buildings. In high-rises, the main consideration is wind loads, both positive and negative.

The lower floors of taller condo buildings have to deal with impact from flying debris and some wind load. The upper floors of the same building won’t usually be subjected to flying debris, though will have to resist MUCH higher wind loads than lower floors.

This is why Product Approval letters contain wind pressure tables for various building heights (elevations), and building permit applications for installation contain engineering calculations for expected wind loads on a specific building. Shutter and window/door products are tested and rated for wind pressures (PSF), not for wind speeds (MPH).

Fast-moving wind reacts to a tall building in its way being similar to an airplane wing. As wind approaches a building, it flows up and around, exerting both positive (pressure) and negative (suction) wind loads on different surfaces of the same building and everything attached to it.

The upper floors of taller buildings are subjected to stronger and faster wind than lower floors because higher level winds do not have to deal with the “friction” of structures, trees, and other obstructions at ground level. For this same reason, coastal high-rises are exposed to higher wind loads than similar buildings farther inland. Wind coming across open water does not encounter much friction to slow it down.

Product approval laboratory testing measures both impact resistance and the ability to withstand positive and negative wind pressures. Keep in mind that as a hurricane travels, wind direction can

change multiple times so buildings must be able to resist changing wind loads coming from different directions.

Interesting note - Negative pressures on a building are usually higher than positive pressures from the same wind. During hurricanes, unprotected and/or improperly installed windows and their frames are often pulled out of taller buildings’ exterior walls from negative pressure, ending up on the ground below rather than being blown into the building.

What does all this mean for owners of Florida condominiums who want to protect their individual unit’s openings?

If you already have shutters or stormrated windows and doors, you’re likely in good shape. Be sure to inspect storm shutters at the start of hurricane season to clean, lubricate, adjust any moving parts, and check the proper function of roll down shutter electric motors. Many reputable shutter companies provide this maintenance service at a reasonable charge.

If you do not yet have window and door protection for your own condominium unit and it is up to owners (not the Association) to install any protection product, check to see what your building’s shutter specification is, then get estimates for installing them. At the same time, get estimates for replacing your windows and doors with storm-rated ones that meet the building’s specs. See last week’s article for descriptions, benefits, and limitations of different storm protection products.

My personal opinion is that low-rise (12 floors) condo buildings should have storm protection. It is each owner’s responsibility to protect their individual unit’s openings. Conversely, I feel mid and high-rise buildings are better served when the Association protects the entire build-

ing’s windows and doors with codeapproved products.

(After Hurricane Andrew in Miami, I spent much of the 1990s involved with product testing and approvals, insurance considerations, and new building codes as they related to storm protection for Single-Family Homes and condominium buildings. Part of that work included riding swing-stages up the outsides of high-rise condo buildings in Miami, Key Biscayne, Hollywood, and Fort Lauderdale, installing some of the very first Dade Countyapproved Hurricane Shutters.)

The decision on whether to do fullbuilding protection or leave it to individual unit owners is complicated, requiring input from many sources and an Association vote. If Operating or Contingency funds are not available, a full-building installation may have to be funded with a Special Assessment or bank loan. Reserve funds cannot be used for this purpose.

Important - HB-1029, the My Safe Florida Condominium Pilot Program was passed during the 2024 legislative session which makes State financial grants available to Florida Condominium Owners Associations for storm damage mitigation measures, including new-code windows and SGDs. The program is not yet fully active, and requires very specific (and complicated, in my opinion) inspection and application procedures in order to be considered for grant funding. Stay tuned for updates.

Here are a few reasons why installing storm protection on the entire building might make sense for some Florida COAs, especially those in high-rises:

• A unit on the 5th floor has Hurricane Shutters or storm-rated windows and SGDs installed, yet the unit just above on the 6th floor has no protection.

A storm blows out a couple windows in that 6th floor unit, allowing wind-blown rain to enter and leak down into the protected 5th floor unit from the inside. Installing storm-rated windows and doors in the entire building could have significantly reduced the possibility of this scenario.

• Hurricanes hit Florida in the summer and early fall, when many seasonal residents are “up north.” Owners are supposed to secure their units when they leave, though that doesn’t always happen. If all units have the same shutters, management can see from the ground which units they may still have to secure as a storm approaches. If all units have storm-rated windows and doors, management time and effort to secure individual units are significantly reduced.

• New code storm-rated windows and doors in a building (especially an older one) can make all units in it more attractive to potential buyers, supporting property values in the building.

• An Association’s insurance premiums for common element windstorm protection may be reduced because risk of damage and loss is lower.

watching space documentaries and movies. Driven by a desire to specialize in Space Medicine, Zahra was intrigued by the science of protecting astronauts and the human body in space. She began researching how to do surgery in outer space.

“We don’t have technologies to do surgery in space,” she explained. “I got my scuba diving certification and bought a little [suture] kit that surgeons practice on, and I went underwater inside a pool to resemble the weightlessness and free flow that astronauts experience in space, and I started doing little lines of sutures and timing myself.”

This research opened doors, allowing her to participate in programs many only dream of, such as living in a cave to simulate a mission to Mars for the Analog Astronaut Mission in Spain.

“I was living with a crew of five women from all across Europe inside a cave for a week, it was extreme cold,” she said. “It was a very challenging experience, especially for me, coming from warm Sunny Isles Beach.”

During the mission, Zahra and her team conducted sampling missions, with her task being to take biological samples using techniques that would be used to search for signs of life on Mars. Despite encountering challenges including equipment malfunctions and dangerous situations, Zahra’s leadership and quick thinking ensured her team’s safety.

“We made it back safely and our mission was successful,” she said. After her transformative experience, Zahra aimed to inspire other children to pursue space exploration. She organized a NASA Astronaut event for kids in Sunny Isles Beach in May of 2023, offering a live Q&A

Gov. DeSantis Signs Bill to Support Foster Youths Transition to Adulthood

A new Florida law will provide youth in Florida’s foster care system with more support as they become adults. This leg islation makes an existing Independent Living support called Aftercare Services available to a population of youth who were placed with relatives, non-relatives, or adopted as a teen. Previously, they were not able to access the vital programs and assistance they needed to thrive when they transitioned to independence at 18. These services include mentoring, tutoring, mental health services, sub stance abuse counseling, job and career skills training, parenting classes, emer gency financial assistance, financial lit eracy training, and more.

Senate Bill 564, also known as “Improving Outcomes for Youth from Foster Care,” was signed by Governor DeSantis on April 26, 2024, after passing unanimously in both chambers of the Florida Legislature. This important legisla tion is the result of advocacy by Florida Youth SHINE, a statewide advocacy organization run by and for youth who are or were in Florida’s child welfare system, supported by Florida’s Children First. The bill sponsors included Senator Ileana Garcia, Representative Chase Tramont and Representative Shane Abbott.

“The passage of this bill, introduced during this legislative session, signifies a remarkable achievement. Currently, certain youth in foster care are excluded from Aftercare based on their living arrangements or circumstances, creating barriers to their transition to adulthood. This includes youth under court supervision residing with nonlicensed caregivers, older teenagers adopted out of the system, or those whose caregivers lack the means to provide financial support.

“I entered foster care at age six, finding hope in adoption at 15. Unfortunately, at 18, I was abruptly cast out, left to navigate

homelessness alone in my senior year,” said Khiloh Lamore, Florida Youth SHINE member. “Despite a lifetime in foster care, I was ineligible for Independent Living Support due to being adopted just four months before turning 16. This left me without any support system and ineligible from all DCF Aftercare Services.”

Investing in Aftercare not only promotes individual well-being, but also yields long-term benefits for society, including reduced future costs to the state, decreased likelihood of involvement in crime, and the cultivation of tax-paying members of society.

“I was fortunate to receive Aftercare support, enabling my journey toward selfsufficiency. But a person’s childhood living situation shouldn’t dictate their access to crucial transitional aid,” said Sophia Coffey, Florida Youth SHINE Communications Chair. “Without emergency assistance, many of us risk homelessness, lack access to vital mental health services, and struggle to attain economic and housing stability necessary to pursue our dreams.”

“These young people are the true experts in the foster care system, as they have lived through it,” Seldine shared. “They understand the issues that need to be addressed to ensure others don’t encounter the same barriers to success they did. We stand in awe of their courage and determination in actively participating to enact change for all Florida’s children.”

Antisemitism Begins With a Lack of Knowledge of History

As a member of the Holocaust Education and Documentation Center I have always been supportive of their mis sion to educate and memorialize the sto ries of Holocaust Survivors. Their sole focus is to preserve the facts and history surrounding the horrific period of the Nazi Genocide. The genocide of not just Jews but other minorities, those with disabilities and sympathizers that tried to save indi viduals from the death camps.

As a note the war in Gaza is not a Genocide. It is a war against Hamas and hate. Israel, the US, and many other nations support the end of Hamas and other terrorist organizations. States want to see an end to Hamas. It is a war and Israel has the right to fight and defend its borders.

Antisemitism begins with a lack of knowledge of the history of the Jewish people. It also ties directly to the lies and propaganda that have been around for centuries. The State of Florida and 18 other states require Holocaust Education be taught in schools. This education is so vital for our citizens and students. Since 2022 there has been a push to make sure all states provide this curriculum.

While we have this education in Florida it is abundantly clear we have failed many of our students when it comes to history. This failure has created a vacuum that is filled by hate and those that want to see the end of Israel. Our Nation will be cele brating the important contributions of the Jewish people and individuals who have been an integral part of our society as a whole. This celebration should not be confused with or diminish the importance of Yom HaShoah which observation has fallen around the same time.

Yom HaShoah is a Day of Remembrance originally called the Holocaust and Bravery Day. It was declared law in 1951 by the Knesset, Israel’s parliament. It falls on the 27th of Nisan every year. The date was to mark the remembrance of the brave men and women that rebelled against the Nazis from the Warsaw Ghetto in Poland. In 1942 after the invasion of Poland, 450,000 Jews were stripped from their homes, deported and transported to the Warsaw Ghetto. Children, elders, women and men all suffered unimaginable conditions. While some escaped 300,000 Jews were then transported out of the ghetto to the death camp in Treblinka

The date usually falls between April and May. This Year it was on the eve of May 5th thru the 6th. There are actually three calendars; one is the Gregorian set up by Pope Gregory XIII in 1582 and is also the civil calendar recognized around the world. There is a Jewish Calendar and Islamic Calendar which are both based on the lunar year. This is why most Jewish and Islamic religious holidays rotate within a months’ time. I recently received a wonderful article from Rabbi Tennenhaus, President of the South Broward Chabad right here in Hallandale Beach. Since the War he has been spending time back and forth helping those in harm’s way. Even while he is abroad he still continues to help comfort those of us here in South Florida with his words and prayers. He is an amazing leader and had the goal of sharing some important facts on the Holocaust. You can

We cannot and should not dilute the memory of the 6 million lost souls under the hands of Nazism. The attack on October 7th by the Hamas lead terrorists was a cowardly surprise. It is predicated on wiping out the Jewish Country of Israel. Genocide. In my opinion it was like
