Last week, People’s Access To Community Horticulture (the PATCH), a project spearheaded by the Dania Beach Community Redevelopment Agency (CRA), received a donation from Invitation Homes, the nation’s premier single-family home leasing and management company. The donation will fund 48 new raised beds and an additional row of concrete blocks to improve the existing 18 beds in the PATCH. The donation was accepted on behalf of the PATCH by Bianca Bacarossi, Lead Farm Coordinator; Jaime Castoro, Executive Director of The Fruitful Field; K. Michael Chen, Executive Director of the CRA, and the CRA Board.

The New Canon Chamber Collective’s mission is to shine a light on Black and Brown composers hidden in the shadows and create equitable pay opportunities for Black and Brown classical musicians in South Florida. The Collective’s Executive Director Portia Dunkley is a Miami native with Bahamian and Haitian Caribbean roots. A double bassist, Dunkley started Teeny Violini in 2017, a mobile music education program for preschools and afterschool programs, providing music education services for historically underserved communities. 1. Undercook your pasta because even when you take it out of boiling water it is still cooking!
2. To prepare the sauce, sauté Fresh Garlic in Oil, deglaze with White Wine … and mix in Salt and Black Pepper.
3. To make the sauce, use only San Marzano Tomatoes—they are imported from Italy and are naturally sweet without an acidic taste. With a stick or a home blender, pureé the Tomatoes and combine with the Sautéed Garlic Mixture. Do not add Sugar! Simmer it all on “low” for 4 hours.
4. Make the Meatballs as big as a softball … the smaller you make the balls, the harder they become when you cook ‘em. Use 80/20 Ground Beef/Ground Pork, Parmesan Cheese, Breadcrumbs, Parsley, Eggs, Cream, Salt and Pepper, and Olive Oil. Says Frankie, “The better the meatball, the more protection I had in The Joint!” Put the balls into the oven for 30 minutes at 325 degrees … take ‘em out, flip them and cook for the same amount of time … and that’s it.
5. Simplicity is the essence of Italian cooking!

Meet The MOBB Frankie “Spice” Morelli
As a way to make use of his time behind bars, Frankie had been handwriting an Italian cookbook and enlisting the help of other inmates to type it up during their library time.
Frank lost around 100 lbs during his incarceration, and the principles he was implementing in his cookbook supported that weight loss, helped him develop healthier coping mechanisms, and allowed him to gain some control over the severe depression that had settled in when he entered a rough, long-term prison situation without ever having been incarcerated before.
As the Frank Sinatra song, “That’s Life,” illustrates, Frankie had been knocked down and had to pick himself back up several times.
This resilience is a fitting trait, as four generations of Frankie’s family have dealt with both alleged and convicted ‘Mafia’ members for over a century. This connection with generations of his family would help him gather timetested recipes to build his cookbook.
Enter James “The Raptor” James crossed paths with Frankie while working together in the prison kitchen. When Frankie shared the details of his cookbook project, James was eager to help.

The YMCA of South Florida received a grant for $150,000 from POOLCORP during an event at the Greater Hollywood YMCA Family Center pool. Among the dignitaries in attendance for this announcement was YMCA of South Florida President & CEO Sheryl A. Woods, COO Tara Montenaro, POOLCORP Senior Vice President & Chief Legal Officer Jennifer M. Neil, POOLCORP Corporate Finance Manager Christy Bloom, ViceChairman of POOLCORP’s Board of Directors Manuel Perez de la Mesa, Hollywood Mayor Josh Levy as well as five Hollywood City Commissioners. POOLCORP, the leading global wholesale distributor of swimming pool supplies and outdoor living products, is built on the belief that everyone should know how to swim. Since 2021, its SWIMPACT Program has provided more than $4 million in water safety funding – enabling more than 42,000 children to learn to swim, and training more than 3,000 lifeguards.
This grant will allow the YMCA of South Florida to provide at least 1,200 kids in South Florida free swim lessons, in addition to the 25,000 that it already offers annually. Swim lessons reduce the risk of drowning by 88% in 1–4-year-olds, emphasizing the importance of this lifechanging skill.
In 2023, Florida led the nation with 97 reported fatal drownings. For every fatal drowning, seven more nonfatal drownings require hospitalization and medical support, often leaving long-term impacts on victims.
“Great partners are the key to making community-based programs available to all,” said YMCA of South Florida President & CEO Sheryl A. Woods. “This generous grant from POOLCORP will help us achieve our goal of teaching as many kids
to swim as possible. This also supports our mission that the YMCA does not turn anyone away for the inability to pay, especially when it comes to a life-changing skill such as swim lessons. POOLCORP shares many of our values and objectives when it comes to water safety and drowning prevention, and together, this grant will enable us to make a lasting impact in South Florida.”

The PATCH values community engagement that empowers accessible, holistic growth. All PATCH non-GMO, organic produce is provided at substantially lower prices than supermarkets with a 50% discount for EBT/SNAP participants, and surplus produce is donated to low-income and assisted care institutions. The PATCH also serves as a gathering place for families and school groups to teach gardening skills and the importance of fresh vegetables. Across the county, the PATCH conducts mobile outreach, including cooking demonstrations, in collaboration with YMCAs, Parks and Recreation departments, and other cities’ CRAs.

The objectives of the PATCH are to provide fresh and healthy food options and to serve as a family social center in the community. As part of its mandate to remove blighted conditions associated with the city, The Dania Beach Community Redevelopment Agency transformed a vacant lot into what is now called People’s Access To Community Horticulture (PATCH). The PATCH provides a source of affordable, accessible, and
sustainably fresh, locally grown produce to economically challenged neighborhoods across Broward County.

Tammy Seiske - She and her husband moved to Sunny Isles Beach from Wisconsin, after retirement. They vacationed here for 19 years and fell in love with the city. By Rabbi Moishe KievmanLag BaOmer is a festive day on the Jewish calendar, celebrating the anniver sary of the passing of the great sage and mystic Rabbi Shimon bar Yochai. Also known as the Rashbi (an acronym for his name), he was the author of the Zohar, a foundational work of the Kabbalah, who requested that the day of his passing be celebrated, and not mourned.
It also commemorates another event. In the weeks between Passover and Shavuot, a plague raged amongst the disciples of the great sage Rabbi Akiva and on Lag BaOmer the dying ceased. The Talmud tells us that the plague affected the students of Rabbi Akiva “because they did not act respectfully towards each other.” Thus, Lag BaOmer carries the theme of the impera tive to love and respect one’s fellow (aha vat yisrael). Lag BaOmer teaches us that while working to help improve our fellow man, we must never allow these efforts to compromise our love and respect for him.
It is traditional to light bonfires on Lag BaOmer eve, commemorating the immense light that Rabbi Shimon bar Yochai introduced into the world via his mystical teachings.
Children customarily go out into the fields and play with imitation bows and arrows. This commemorates the midrashic tradition that no rainbow was seen during Rabbi Shimon’s lifetime.

A Nanny State Idiocracy
A Tale of Too Many Laws and Too Little Freedom
By John & Nisha WhiteheadAlmost every aspect of American life today, including the job sector, is now subject to heightened scrutiny and ham-fisted control.
We are caught in a vicious cycle of too many laws, and too little freedom.
It’s hard to say whether we’re dealing with a kleptocracy (a government ruled by thieves), a kakistocracy (a government run by unprincipled career politicians, corporations and thieves that panders to the worst vices in our nature and has little regard for the rights of American citizens), or a Nanny State Idiocracy.
Whatever the label, this overbearing despotism is what happens when government representatives (those elected and appointed to work for us) adopt the authoritarian notion that the government knows best and therefore must control, regulate and dictate almost everything about the citizenry’s public, private and professional lives.
The government’s bureaucratic attempts at muscle-flexing by way of overregulation and overcriminalization have reached such outrageous limits that federal and state governments now require on penalty of a fine that individuals apply for permission before they can grow exotic orchids, host elaborate dinner parties, gather friends in one’s home for Bible studies, give coffee to the homeless, let their kids manage a lemonade stand, keep chickens as pets, or braid someone’s hair, as ludicrous as that may seem.
As the Regulatory Transparency Project explains, “There are over 70 federal regulatory agencies, employing hundreds of thousands of people to write and implement regulations. Every year, they issue about 3,500 new rules, and the regulatory code now is over 168,000 pages long.”
In his CrimeADay Twitter feed, Mike Chase highlights some of the more arcane and inane laws that render us all guilty of violating some law or other.
As Chase notes, it’s against the law to try to make an unreasonable noise while a horse is passing by in a national park; to leave Michigan with a turkey that was hunted with a drone; to refill a liquor bottle with different liquor than it had in it when it was originally filled; to offer to buy swan feathers so you can make a woman’s hat with them; to enter a design in the Federal Duck Stamp contest if waterfowl are not the dominant feature of the design; to transport a cougar without a cougar license; to sell spray deodorant without telling people to avoid spraying it in their eyes; and to transport “meat loaf” unless it’s in loaf form.
In such a society, we are all petty criminals.
In fact, Boston lawyer Harvey Silvergate estimates that the average American now unknowingly commits three felonies a day, thanks to an overabundance of vague laws that render otherwise innocent activity illegal and an inclination on the part of prosecutors to reject the idea that there can’t be a crime without criminal intent.
The bigger the government grows, the worse the red tape becomes.

Whereas 70 years ago, one out of every 20 U.S. jobs required a state license, today, almost 1 in 4 American occupations requires a license.
According to business analyst Kaylyn McKenna, more than 41 states require that makeup artists be licensed. Twenty-eight states require a license before you can work as a residential painter. Funeral attendants, whose duties include placing caskets in visitation rooms, arranging flowers and directing mourners, have to be licensed to do so in Kansas, Maine and Massachusetts.
The problem of overregulation has become so bad that, as one analyst notes, “getting a license to style hair in Washington takes more instructional time than becoming an emergency medical technician or a firefighter.”
This is what happens when bureaucrats run the show, and the rule of law becomes little more than a cattle prod for forcing the citizenry to march in lockstep with the government.
Overregulation is just the other side of the coin to overcriminalization, that phenomenon in which everything is rendered illegal, and everyone becomes a lawbreaker.
As policy analyst Michael Van Beek warns, the problem with overcriminalization is that there are so many laws at the federal, state and local levels—that we can’t possibly know them all.
“It’s also impossible to enforce all these laws. Instead, law enforcement officials must choose which ones are important and which are not. The result is that they pick the laws Americans really must follow, because they’re the ones deciding which laws really matter,” concludes Van Beek. “Federal, state and local regulations — rules created by unelected government bureaucrats — carry the same force of law and can turn you into a criminal if you violate any one of them… if we violate these rules, we could be prosecuted as criminals. No matter how
antiquated or ridiculous, they still carry the full force of the law. By letting so many of these sit around, just waiting to be used against us, we increase the power of law enforcement, which has lots of options to charge people with legal and regulatory violations.”
Case in point: in New Jersey, in what journalist Billy Binion describes as “yet another example of the effects of overcriminalization, which increases interactions between civilians and police with little benefit to actual public safety,” police went so far as to arrest a teenager and seize other teen’s bicycles for so-called traffic violations and a failure to register their bikes with the state.
This is the police state’s superpower: it has been vested with the authority to make our lives a bureaucratic hell.
“Such laws,” notes journalist George Will, “which enable government zealots to accuse almost anyone of committing three felonies in a day, do not just enable government misconduct, they incite prosecutors to intimidate decent people who never had culpable intentions. And to inflict punishments without crimes.”
This is what happens when the American people get duped, deceived, double-crossed, cheated, lied to, swindled and conned into believing that the government and its army of bureaucrats—the people we appointed to safeguard our freedoms—actually have our best interests at heart.
As I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, the problem with these devil’s bargains is that there is always a catch, always a price to pay for whatever it is we valued so highly as to barter away our most precious possessions.
In the end, such bargains always turn sour.

Cholesterol can join with other substances to form a thick, hard deposit on the inside of the Arteries called Plaque. This can narrow the Arteries and make them less flexible - a condition known as Atherosclerosis. If a Blood Clot forms, it may be more likely to get stuck in one of these narrowed Arteries, resulting in a Heart Attack or Stroke.
Understanding Risk
Your body naturally produces all the LDL it needs. An unhealthy lifestyle can make your body produce more LDL than required. Behaviors that may negatively affect your Cholesterol Levels include lack of physical activity, Obesity, eating an Unhealthy Diet and Smoking or Exposure to Tobacco Smoke.
In addition to unhealthy habits, which are the cause of High LDL Cholesterol for most people, some people inherit genes from their parents or grandparents - called
Familial Hypercholesterolemia (FH) - that cause them to have too much Cholesterol and can lead to Premature Atherosclerotic Heart Disease. If you have a family history of FH or problems related to High Cholesterol, it’s important to get your levels checked.
Getting Cholesterol Checked
Adults aged 20 and older should have their Cholesterol and other traditional risk factors checked every 4-6 years as long as their risk remains low. After age 40, your health care professional will use an equation to calculate your 10-year risk of Heart Attack or Stroke. People with Cardiovascular Disease, and those at elevated risk, may need their Cholesterol and other risk factors assessed more often.
Managing Cholesterol
If you have high Cholesterol, understanding your risk for Heart Disease and Stroke is one of the most important things you can do, along with taking steps to lower your Cholesterol.
Often, simply changing certain behaviors can help bring your numbers into line. Eating a heart-healthy diet that emphasizes Fruits, Vegetables, Whole Grains,
Lean or Plant-Based Protein, Fish and Nuts while limiting Red and Processed Meats, Sodium and Sugar-Sweetened Foods and Beverages is one of the best ways to lower your Cholesterol. While grocery shopping, look for the American Heart Association’s Heart-Check mark to help identify foods that can be part of an overall healthy eating pattern. Other lifestyle changes include losing weight, quitting smoking and becoming more physically active, as a sedentary lifestyle can lower HDL. To help lower both Cholesterol and High Blood Pressure, experts recommend at least 150 minutes of moderate-intensity aerobic exercise a week, such as walking, biking or swimming. For some people, lifestyle changes may prevent or manage unhealthy Cholesterol levels. For others, medication may also be needed. Work with your doctor to develop a treatment plan that’s right for you. If medication is required, be sure to take it as prescribed.

Last week I shared Part I of my State of The City Address (Read Part 1: https:// www.southfloridasuntimes.com/news/thestate-of-hallandale-beach). where I left off was when our City Manager Dr. Earle was hired to address the many challenges we all faced as a city and nation. We continued to work with our commission under some unprecedented issues.
The following is Part II of the State of The City Address. From 2020-2023 here is a snapshot: insolvency, global pandemic, zoom meetings in PJs, supply chain issues, the great resignation, Russia invasion of Ukraine, recession, inflation, and civil unrest. There is one good thing that happened, the American Recovery and Reinvestment Act. but now that’s over. Remember, what could ever go wrong after establishing a plan?

Our Number 1 priority remains your safety! Chief Michel has continued to fill positions with the hopes of having them all filled. Just last week two more officers were sworn in. Due to retirees, employees transferring and the gap between new hires, there will be vacancies, but the Department is performing at a level well above any expectations.
In addition, he has been tapping into our retired officers who can work part time.
Their institutional knowledge is priceless. I for one pushed for a rehire policy
years ago and I am incredibly happy we are not losing officers that know our city and residents and can help train new officers.
License Plate Readers and Cameras Systems have been expanded with a direct connection to the real time crime center located at the Broward Sheriffs Office (BSO) in Fort Lauderdale.
Our Police Department achieved reaccreditation and in our most recent audit it was found to have the fastest response times in the nation.

Our Broward Sheriffs Office Fire Division, while working with our Department of Public Works has upgraded all our fire suppression around the city and now has a robust hydrant testing program.
Completing these improvements has finally pushed our rating to Class 1. This investment not only increases public safety it helps to reduce insurance costs.

Our Sanitation Division was studied, and we decided to keep it in house. Those of you that have heard me speak know I do not believe in contracting all services out. We should be able to provide services just as well as a for-profit company. In our case, revenue comes back to our residents in the form of competitive fees and quicker response times to customer complaints. The other value added is in the event of emergencies, we have our work force to secure and protect our community. Cutting costs without cutting services. Promises Made Promises kept!
