The FDEM

The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The division prepares and implements a statewide Comprehensive Emergency Management Plan, and routinely conducts extensive exercises to test state and county emergency response capabilities. The division is the state’s liaison with federal and local agencies on emergencies of all kinds. Division staff members provide technical assistance to local governments as they prepare emergency plans and procedures. They also

The Florida International University (FIU) International Hurricane Research Center (IHRC) is a multi-disciplinary research and education organization within the FIU Extreme Events Institute at Florida International University in Miami. JetBlue’s Gateway University program is a career-planning and mentoring initiative designed to identify and recruit talented professionals into the pilot ranks. Students accepted into the program receive a conditional job offer as a first officer at JetBlue along with additional guidance and mentorship as they complete their education and follow one of several prescribed paths to gain experience and flight time at a partner airline. After completing all requirements and certifications, pilots in the program are able to officially join JetBlue as a first officer.

Sasa Italian Gourmet

Opens in Downtown Hollywood on Harrison Street

He’s lived in three countries and many cities. He’s had multiple businesses, rang ing from fashion boutiques to furniture manufacturers to restaurants, in even more cities. He’s a businessman, an artist, and a risktaker, but Hollywood is the only place to which he has ever come back to reinvent a business and make it even bet ter.

He’s Salvatore Savarese, better known as Sasa, the owner of the former eponymous restaurant located in a little house on South 20th Avenue at Van Buren Street. Now he’s back with a newer, better version of the restaurant, Sasa Italian Gourmet, at 2000 Harrison Street #2 in Downtown Hollywood.

Never one to repeat himself, though, Sasa (the man) has created the new Sasa (the shop), to be even more than its predecessor, with an Italian market in the front, and a bright, art-filled cafe in the back. There, he and his wife, Loiris Lakatos, sell the paninis, salads and Italian desserts for which the original restaurant is known, while in the market, they offer a unique variety of wines, cheeses, handmade pastas and flatbreads, and other items that cannot be found anywhere else nearby.

“We started with a boutique on Hollywood Boulevard,” recalled Sasa, who has been in the US for over 20 years. “Then we began looking for our next adventure, and my wife said ‘Why don’t we make a place for coffee and breakfast?’ And then we found the charming little house where we began with coffee, then expanded with food. We were there for seven years but left when the house was sold. It took two years to find a new place.” He continued, “I like a place with music. And, of course, if you are in Italy and you find a romantic restaurant, it’s not only the food; it’s the music, the atmosphere that makes you stay. It’s beautiful this place where you spend one or two hours and relax; it’s like being on vacation. I love this! This is my conception of a restaurant.”

That concept is evident at Sasa Italian Gourmet. In the cafe, Sasa serves a simple fare of paninis, salads, flatbreads, and

Italian desserts. Favorites from the original location have returned, including the Sasa Appetizer ($21 per person, minimum 2 people). And for dessert, the Sasa Cake, the couple’s unique creation of chocolate cake with classic Italian custard crema, orange, and Amaretto liquor ($8.50).

“A lot of Amaretto,” Lakatos added. “This one is not for kids.”

“And there is music,” confirmed her husband. “No TV.”

The new part of the business, the market, sells a host of mostly Italian specialty products.

“We have Italian mineral waters, and we chose the best wines from all over Europe and South America,” Savarese explained. “They’re not too expensive and not too cheap — we start at $20 and go up to $45 or $50 a bottle.

“The food though, it’s all Italian. 99.99% Italian. We have fresh mozzarella,

ricotta, caciocavallo, pecorino Romano, we have parmesan. I buy all these fresh.

“We have wine, we have cheese, and we have pasta, pasta, pasta. We have a dry pasta and fresh-made pasta. We have two types of flatbread. It’s crispy, it’s beautiful because it’s not like normal flatbread — it’s different and is a specialty from Roma.”

At the restaurant, as a painter, as a designer, Savarese puts all of himself into his work, and it’s easy to see when you visit Sasa Italian Gourmet.

“In any work in my life, my hand is my soul,” he asserted. “At Sasa Italian Gourmet, my concept is Soul Amore. My concept is me giving you something special because it is something that I would make for myself.”

Sasa Italian Gourmet is open from 10 am to 6 pm, Monday to Thursday, 10 am to 8 pm on Friday and Saturday, and is

I refer to membership as semivoluntary because most real estate brokers and offices require their individual licensees to join the local Board of REALTORS® which includes membership in the NAR and the appropriate State Association. Licensees join all 3 organizations (local, State, and National) at the same time, each with separate membership dues.

All member real estate offices and their individual licensees agree to follow the NAR’s policies, standards, and rules. The NAR does not set commission amounts, nor do they establish brokerage relationships between its members and sellers or buyers. Both of those are negotiated directly with the brokers who will be providing real estate services.

In addition to promoting their Code of Ethics, the NAR has very strict rules regarding the proper use of their trademarked logos and the term REALTOR® emphasizing that it is never be used as a generic job description. REALTOR® = member of the NAR.

The NAR expresses their Vision “To empower REALTORS® (members•) as they preserve, protect and advance the right to real property for all.” To that end, the NAR supports an extremely powerful political lobbying effort at the National and State levels through their Political Action Committee, funded by members’ voluntary contributions. As stated on the NAR website: “The REALTORS® Political Action Committee and other political fundraising are the keys to protecting and promoting the real estate industry.”

It is interesting to note that through continued public use, the term “realtor” (lower case, no trademark symbol) is often used as a job description for people who have real estate licenses and offer their services for paid compensation.

The term REALTOR® refers to a real estate licensee who is also a member of the National Association of REALTORS® trade organization and has agreed to follow its policies, standards, and rules.

Agency Relationships

In all types of businesses, there are agency relationships in which one person (the agent) performs duties and interacts with a third party at the instruction and for the benefit of another (the principal).

An agreement between both parties documents the agent’s duties, time period for the relationship, scope of the agent’s work, limits of the agent’s authority, and compensation to be paid. Agents often have specialized training, knowledge, or skills that help principals accomplish their defined business goals.

Allowed residential real estate

brokerage relationships in Florida are:

TransactionBroker - the default, nonfiduciary, non-agency relationship between a seller or buyer and a real estate broker. Transaction broker licensees do not work for individual sellers or buyers, they work to facilitate the transaction for both parties. Most real estate sales in Florida are handled under Transaction Broker relationships in which sellers and buyers are referred to as customers, not clients.

Single-Agent - a fiduciary, in-writing agency relationship in which the real estate licensee and broker work to promote and protect seller or buyer interests. Under Single-Agent relationships, licensees work for either the seller or the buyer, never both. Sellers and buyers are considered clients, not customers under SingleAgent relationships.

NoBrokerage - the real estate licensee and broker have neither of the above relationships with the seller or buyer, therefore no duties of disclosure, confidentiality, or service apply. No Broker means exactly what it says, the seller or buyer is not being represented in any way by the real estate licensee and broker who are involved in the deal.

Any agreement and brokerage relationship between real estate licensees and sellers or buyers is with the real estate office’s broker, NOT the individual licensee. A Sales Associate may be the direct contact person and do most of the work, though agreements and relationships for real estate services are between a seller or buyer and the office’s supervising broker. In residential real estate, the brokerage

relationship is documented in either the Listing Agreement with a seller, or the

Transaction Broker has been the default relationship in Florida since 2003, and has not required a separate written disclosure to sellers or buyers since July 2008. Transaction Brokerage automatically applies unless and until another relationship (Single-Agent or No Brokerage) is agreed to in writing. An agent has a fiduciary relationship with another person (the principal), putting that person’s business interests above the agent’s, following the principal’s lawful instructions, negotiating and making decisions promoting the best possible outcome for the principal.

State-Issued Real Estate Licensee

All States have laws governing real estate sales and transfers within their borders. These laws include requirements and procedures for obtaining a license to offer real estate services to the public for paid compensation.

The Florida Real Estate Commission (FREC), a division of the Department of Business & Professional Regulation, “...was created to protect the public through education and regulation of Real Estate licensees.”

First-time applicants for Florida real estate licenses must:

• Be at least 18 years old and have a Social Security number

• Hold a high school diploma or equivalent

• Pass a 63-hour pre-license course from a FREC approved provider

• Complete an application and pay required fees

• Have a background check with fingerprints submitted to the Florida Department of Law Enforcement (FDLE)

• Pass the State licensing exam

After passing the State exam, licensed Sales Associates cannot offer real estate

services to the public on their own, they must affiliate with (and work under the supervision of) a Florida-licensed real estate broker. Most new licensees affiliate with broker offices where they can receive guidance on the practical application of what they learned in their pre-license courses. Florida real estate licenses must be renewed every 2 years. During the first renewal cycle after initial licensing, Sales Associates are required to complete a 45hour post-licensure course. For each subsequent 2-year renewal, licensees must complete a 14-hour Continuing Education course.

Renewal CE includes 3 hours of Florida legal updates, 3 hours of Ethics & Business Practices, and 8 hours of specialty training. Even if they are not members of the NAR and subject to its Code of Ethics, Florida licensees receive regular training in Business Ethics. States establish requirements for the training, licensing, and conduct of individuals who want to provide real estate services to the public for compensation. Completing periodic Continuing Education is an integral part of maintaining a valid, current real estate license. The unlicensed practice of real estate is a third-degree felony in Florida.

That’s it for this week, a brief introduction to State real estate licensing, brokerage relationships, and use of the term REALTOR® . Let’s approach this week’s headline question with a few observations:

• The term REALTOR® is trademarked and only allowed to be used by members of the National Association of REALTORS®. It is often misused by the public as a job description (“realtor”).

• REALTORS® must hold State-issued real estate licenses, though individual licensees are not required to join the NAR unless they want to (or their brokers and offices require membership).

• In Florida, a licensee or REALTOR® is only acting as a real estate agent when working under a written Single-Agent relationship agreement with a seller or buyer. Transaction Broker (the most common relationship by far) is a non-agency relationship.

So our answer is sometimes. A Florida REALTOR® or licensee can be a real estate agent only if she or he is working under a Single-Agent relationship with a seller or buyer.

There we are - a brief introduction to the differences, yet close connections between REALTORS®, real estate agents, and real estate licensees. All 3 are closely related, and different combinations of them affect how they apply to the practice of real estate in Florida. The City is Humming with Back Hoes, Forklifts, Dump Trucks and Even Dredging

Todays article is the continuation of my State of The City Address Part III. It is written in speech form and was delivered recently at the Chamber of Commerce State of City luncheon. It covers many projects and important infrastructure projects that we are constructing around the community. It will be continued in the next couple of weeks, and I do hope our readers enjoy it.

We have implemented the new on street parking program. It was a tough program to implement and seemed counterintuitive, but it freed up on street parking for our residents. No more commercial storage of vehicles outside individuals storing trailers and personal recreation vehicles. The added new revenue helps to offset vehicle replacement costs.

This year we amended the program to help residents and businesses by providing a discount to home care workers and commercial employees.

We expanded our code enforcement and have created a robust campaign to

clean up our neighborhoods and corridors. Code enforcement is not just about beauty. It is about crime safety and everyone’s property values. Code enforcement has also become a vital tool for controlling vacation rentals and businesses that are now allowed in residential areas. We are doing what we can since the state has tied our hands. We also have continued working on addressing our overburdened building department by adding staff and contracting with multiple outside vendors. I have spoken to many Mayors, and all are seeing the same difficulties with hiring and keeping qualified employees. Our state legislators are working to amend laws to provide the ability for professional’s from outside of Florida to do plans and reviews online.

This past year I worked to amend a Broward Board of Rules and Appeals Policy that does not allow licensed contractors who are doing business to perform plan reviews and inspections for our cities. This change is what other counties

have now. It needed to be changed and BORA is committed to it. While they will not be able to work in Broward this is a start to adding much needed resources. While we know the system is difficult to navigate we are doing what we can within the restraints and demands of the industry. Promise Made Promise Kept! I dubbed last year the Year of the Shovel. There are still challenges with materials and staffing but if you have driven around the city lately every part of the city is humming with back hoes, forklifts, dump trucks and even dredging. We are replacing water pipes and valves throughout the city. Replacing lift stations and sanitary sewer lines. We programmed a $10 million capital project to replace the gravity drainage system in the lowest part of our city, which is the Northeast Section. This area sees the worst flooding and was underwater during the 1000 - year storm. Our city, due to proper planning and the hard work of the Department of Public Works did not stay flooded like many cities. While the project will not be done

quickly, I am excited to announce our city engineers are developing a temporary project to interconnect 2nd Avenue between 8th and 10th to the 14th Avenue system. Also, Halladale Beach Boulevard and Federal Highway are slated for resurfacing. While we cannot fully expand the scope of these projects. I along with our staff met with FDOT to discuss their responsibility to address flooding. It was found they have not cleaned their system in years. They are now incorporating this into the project. We continue to do our own cleaning and maintenance. The major system from Federal Highway to Three Island on Atlantic shores was cleaned. Promise Made Promise kept! A Big Weekend Ahead, Time To Get Prepared Hurricane Season Begins June 1st & A

This Saturday, June 1st marks the start of the 2024 Atlantic Hurricane Season. Now is the time to get ready. Reduce your stress during an emergency by having your family’s plan in place in advance. A hurricane can cause major disruptions to your family, the power grid and the supply chain. The best way to minimize these and many other problems is to be prepared. Sit down with your family and determine essentials such as how much water your family needs, where you will go if you need to evacuate and how you will stay in contact with loved ones. You will also need to be able to be self-sufficient for at least 7 days after a storm hits our area. To help you prepare, here are some tips from the Florida Department of Health:

• Your emergency plan should include: a) All members of your household, b) Special medical conditions, c) When and where to evacuate, d) Special transportation needs, e) Emergency meeting place, f) An out-of-town contact who everyone can call to stay in touch, & g) Pet plan.

• Gather emergency supplies: a) A gallon of water per person for 7 days, b) Non-perishable foods such as canned meat, fish, veggies, fruits and nuts, c) Non-electric can opener, disposable plates & utensils, & d) Matches and cooking gel.

• Stock up on medical needs: a) 30 day supply of prescription medications from your doctor, b) Over the counter pain reliever, antacids, antidiarrhea medicine and children’s medicine, c) List of all medications and essential medical devices, d) Physician contact number, and e) Blood type and allergies for all household members.

• Assemble a first-aid kit with sterile bandages, cleansing agent, safety pins, gauze pads, scissors, sewing needle, moist towelettes and tape.

• Collect essential data in a waterproof container: a) Contact information for property insurer, official emergency agencies, family and friends, b) Credit card and bank information, c) Portable computer storage device with electronic copies of mortgage, home deed, car title, etc. d) Instructions for shutting off utilities, and e) Pet health records.

• List your major home belongings and back it up with photos.

For many Floridians, the transition from an employer-sponsored health insurance plan to Medicare may feel overwhelming. New Medicare beneficiaries will need to do some research to understand the options and decide what meets their personal needs. While employersponsored health insurance typically includes medical coverage, prescription drug coverage and preventive care, and may also include dental and vision coverage, this is not always the case with Medicare.

What are the Medicare plan options?

The main decision is between Original Medicare, which is federally managed, or Medicare Advantage, plans administered by private insurance companies that have contracts with the federal government.

They both cover the same Part A (hospital insurance) and Part B (medical insurance) services, but Medicare Advantage plans typically include additional coverage and services. Original Medicare includes Parts A and B. If a beneficiary wants coverage beyond hospital and medical services –like for prescription drugs (Part D) or dental and vision care – separate insurance coverage is needed. Since Original Medicare only covers about 80% of an individual’s health care costs, many people choose a Medicare Supplement (Medigap) plan to help with out-of-pocket expenses, like copayments, coinsurance and deductibles. Medicare Advantage plans, similar to employer-sponsored insurance, can provide all-in-one coverage, often including dental, vision, hearing and prescription drug benefits, and may also include additional health and well-being benefits. Medicare Advantage plans also have maximum out-of-pocket costs, making expenses more predictable. The Centers for Medicare and Medicaid Services (CMS) annually rate Medicare

Advantage plans to help beneficiaries evaluate the quality of the plans available.

What costs should be considered?

Similar to comparing out-of-pocket costs when choosing among different employer-sponsored options, consider premiums, copayments/coinsurance, deductibles and prescription drug costs when deciding on a Medicare plan.

Original Medicare’s premium costs are standardized and set by CMS. In 2024, the Part B premium is $174.70, but it may be higher depending on income.

Premiums for Medigap and Medicare Advantage plans vary plan to plan. There is still a Part B premium with these plans, although some Medicare Advantage plans offer reimbursements for part of that cost.

What are the provider options?

Where Original Medicare coverage includes any provider accepting Medicare patients, Medicare Advantage plans have networks. Just as many employers offer both HMO and PPO plans, Medicare

Advantage plans are also offered as HMOs and PPOs. HMOs tend to have lower costs but only allow beneficiaries to use in-network providers, where PPOs may have higher out-of-pocket costs, they provide flexibility to receive care outside of the network.

What if I am not retiring at 65?

Many people choose to work past 65, maintaining coverage under their employer’s group plan. For those who have paid into Medicare via payroll deductions, I recommend enrolling in Medicare Part A when eligible, if there is no premium to pay. Individuals who have health insurance from their current employer may be able to delay Part B enrollment (and its monthly premium) and avoid a lateenrollment penalty.
