60.6 million people will travel by car over Independence Day week, and 3.9 million of those with be Floridians expected to take a road trip.

AAA projects Independence Day travelers will set new records both nationwide and in Florida. More than 70.9 million people around the U.S. are expected to travel 50 miles or more away from home. Nearly 4.5 million of those will be Floridians.

“The summer travel season is off to a hot start and we expect to set new travel records on the road and in the sky during the week of Independence Day,” said Debbie Haas, Vice President of Travel for AAA – The Auto Club Group. “There will be 3.5 million more travelers than last year. That means even more people at airports and popular attractions like beaches, lakes, and theme parks.”

Yield: 24 cups

• 1/2 Cup of Peanut Butter

• 1/2 Cup of Butter or Margarine

• 1 Package 10 1/2 Ounces of Miniature Marshmallows

• 6 Cups of Freshly Popped Popcorn

• 6 Cups of spoon-size Shredded Wheat

• 1 Cup of Dry Roasted Peanuts

• 1 Cup of Raisins

Preheat the oven to 250 F.

In a microwave on high heat using a large, microwavable bowl, melt the Peanut Butter and the Butter for 1 minute.

Add the Marshmallows and microwave it on high for 1 min ute, or until the Marshmallows puff; stir. Add the Popcorn, the Shredded Wheat, the Peanuts and the Raisins; stir gently.

Place paper liners in two 12cup muffin pans. Divide the mix ture into 24 cups.

Bake for 10 minutes.

Remove from the oven and store the “cups” in an airtight container.

Spread a large sheet of plastic wrap on the work surface and spray it with the Nonstick Cooking Spray. Spray a large mixing bowl lightly with Nonstick Cooking Spray and place the Popcorn inside. In a medium saucepan over low heat, melt the Butter. Stir in the Marshmallows until they are melted and the mixture is smooth. Pour it over the Popcorn. Add the Cinnamon Candies and mix it well until it is coated. Spray your hands with Nonstick Cooking Spray and form the mixture into 24 balls. Gently press the Red and Blue Stars onto each ball. Place a piece of Licorice String on top of each ball.

Home prices and interest rates impact the monthly cost, but luckily the private MI industry is able to help homebuyers overcome one of the biggest hurdles to homeownership: the need for a large cash down payment.

Before you select a low down payment mortgage, it’s important to do some homework. Compare loans and do the math to find what works best for you. You should consider how much cash you need in hand, the monthly mortgage payment, and if that payment will go up or down in the years to come.

In most cases, for example, buying with a 5% down payment versus a 3% results in savings to the monthly mortgage bill due to more attractive loan terms.

So what are the plus and minuses of each loan type:

Conventional Loan with PMI

A conventional loan is a traditional mortgage from a lender that is not insured by a government agency, but rather guaranteed by Fannie Mae or Freddie Mac (“the GSEs”) and—for those borrowers who put down less than 20% of the purchase price, is backed by private capital in the form of PMI.

+ A borrower can get a conventional loan with PMI with as little as 3% down. PMI can be canceled once 20% equity in the home value is reached, which means your monthly bill decreases. In the event that borrowers experience financial hardships, PMI companies have strong incentives to work with the GSEs and others to help borrowers avoid foreclosure, often through loan modifications.

- For some borrowers, a 5% versus 3% down payment may be a better deal as costs may be lower. However, for many prospective homebuyers looking to lock in low interest rates, build equity and home appreciation faster, an option to get into a home with a lower down payment may be better.

FHA Loans are mortgages insured by the government through the Federal Housing Administration. However, FHA mortgage insurance cannot be canceled and must be paid for the life of the loan.

FHA has other specific requirements, like the condition of the home.

+ A borrower can get an FHA Loan with as little as 3.5% percent down and a FICO Score as low as 580 may qualify.

- For almost all loans backed by the FHA, mortgage insurance cannot be canceled, so your monthly bill won’t be reduced the way it is with a conventional loan with PMI. Also, FHA Loans are subject to an upfront fee of 1.75% that is typically financed over the life of the loan. FHA mortgages are subject to more stringent restrictions, especially for condos which are often the desired property type for many first time homebuyers.

A Combo Loan (aka Piggyback Mortgage)

A piggyback involves two separate

simultaneous loans, often structured with an 80% first line mortgage, a 10% Second Lien Mortgage, and a 10% down payment (“80-10-10”). Piggybacks are often more expensive than conventional loans because borrowers are paying closing costs on two loans and the second mortgages often carry higher interest rates that are adjustable.

+ The borrower will not pay PMI.

- It may be more expensive as the borrower will pay closing costs on two loans and the second loan often comes with a higher interest rate. This mortgage option typically has more stringent credit score and debt-to-income (DTI_ requirements than a traditional conventional loan with PMI. Borrowers with piggyback mortgages may find it more difficult to receive a loan modification or workout in the event of financial hardship.

For 66 years PMI has helped more than 38 million families of all income levels buy homes without putting 20% down. The

best part? It’s only a temporary cost, as PMI cancels after the homeowner builds 20% equity in their mortgage. When the insurance is canceled, the borrower’s monthly payment goes down. There is a saying, “date the rate, marry the home.” Borrowers should always stay within their budget, but those who purchase a home now with a low down payment may be able to refinance later when rates decrease.

These borrowers can achieve the American dream of homeownership sooner, start to build equity and avoid some competition from other borrowers who are waiting on rates to drop.

Economic Trends Influencing the Travel Forecast

Despite concerns about inflation, total travel is increasing on growth in consumer confidence, wages, and continued strength in consumer spending.

• Consumers are expected to increase spending by 5.5% compared to a year ago.

• Real GDP growth will remain modest, rising by 2.5% from last year.

• After falling steadily since January, consumer confidence moved up in May.

• Gas prices for May averaged $3.62, $0.07 higher than a year ago. So far, June gas prices averaged $3.32 per gallon, $0.09 less than the same period last year.

Gas prices recently sank to multimonth lows, but rebounded in the past couple of days. On Wednesday, Florida drivers paid an average price of $3.32 per gallon on gasoline. That’s more than what holiday travelers paid last Independence Day, when the state average was $3.26 per gallon. AAA expects prices to remain volatile through the rest of summer travel season, including the lead up to Independence Day.

INRIX, a provider of transportation data and insights, says the worst times to travel by car before and on July 4th are between 2:00 p.m. and 7:00 p.m. Drivers should hit the road in the morning, and travelers returning on Monday, July 8th should avoid rush hour traffic in the morning and afternoon.

“Drivers in large metro areas can expect the worst traffic delays on Wednesday, July 3rd, as they leave town, and Sunday, July 7th, as they return,” said Bob Pishue, transportation analyst at INRIX. “Road trips over the holiday week could take up to 67% longer than normal. Travelers should monitor 511 services, local news stations, and traffic apps for up-to-the-minute road conditions.”

One of the main reasons people buy properties in COAs and HOAs is so they can be away for extended periods while built-in security and shared common area maintenance continue during the time they are gone. This provides great peace of mind when owners will be away from their Florida residences during the summer.

Property owners automatically become Association members when they buy into a condominium building or HOA community. Each Association elects a Board of Directors to oversee the business of the Association, representing and protecting the owners’ collective interests. The Board is your best source of information for what happens in your building or community.

It is VERY important for seasonal residents of Florida condo buildings and HOA communities to stay well-informed about what is going on in their Associations year-round, not just during the time they spend here. Maintenance projects, administrative matters, and planning sessions often happen in the summertime while things are slower than the busy winter season when more owners are living in their properties.

Remember that during July, August, and September parts of South Florida receive torrential rains just about every afternoon. Summer rains can cause water intrusion to houses and condos, along with localized flooding of landscaping, streets, common areas and amenities, and community ponds and lakes. On top of that, Florida’s Hurricane Season runs from June through November, the months when most Snowbirds are not occupying their Florida residences. Storms can hit

to know how your Association prepares for (and cleans up after) rainy season and summertime storms. You have a sizable investment in your Florida residence, so be aware of how your building or community is run when you are not there.

Here are a few ways seasonal residents can stay engaged with their Associations while away from their Florida houses or condos:

• Request that your Board and Manager communicate Association business with you via email in addition to any statutory notification requirements. This will include dates and times for Board meetings, updates on maintenance projects, and other information. You will have to optin to receiving electronic notices, and ask your Board or manager for an authorization form.

• Attend Board meetings remotely via Zoom or other live video platform. Online live video makes it very easy to attend meetings from far away.

• Speak with Board members regularly, asking questions and commenting on Association operations. Your Board of Directors needs owner feedback

• Become relatively familiar with your Association’s Governing Documents and Rules for Residents

• Open and read every email and newsletter you receive from the Board or manager

• Talk with other owners to discuss Association and property issues

Association Boards have the authority to make certain decisions on their own without an owner vote. On the other hand, some decisions do require an owner vote, and just about ALL topics that come before the Board benefit from owner input and viewpoint.

Here is one of the most important reasons for seasonal residents to stay well-informed and participate in Association business:

vote, Associations are allowed to only count the number of ballots cast and proxies returned (“members present and voting”) when calculating voting results. For others, the Association must use the total number of owners eligible to vote (“total voting interests”) when calculating the number of owners in favor of that topic.

Depending on the matter being decided, it could take either a simple majority (51+%), or a 2/3 (66+%) majority for approval, two common standards for measuring voting results in Florida Associations. Those percentages can result in very different outcomes when they are applied to either all eligible owners or just the ones who felt like voting.

By not voting at all because you are a seasonal resident, you could be indirectly approving something with which you strongly disagree.

How does your Association count votes for different topics? If you don’t know, find out.

Here are some scenario examples for seasonal residents to consider:

What if your Board wants to spend Association money (owners’ money) on something that you feel may not be in the best interest of all owners? Will you express a viewpoint or wait to find out the money has already been spent when you return next winter?

Do you feel that some maintenance or repair needs of the building or community are being overlooked or postponed? Rainy summer weather in Florida magnifies all sorts of maintenance issues.

Would you want to know that a Special Assessment is being discussed because there may not be enough money in a Reserve account to pay for an upcoming maintenance or replacement expense?

Special Assessments are paid in addition to regular (quarterly) assessments.

What if your Board is starting to discuss amending the Association’s Governing Documents or changing some Rules for Residents? You will want to express your viewpoint and have as much time as possible to research the issues before a vote is scheduled.

Seasonal residents own their condo units and houses just as much as fulltimers own theirs. They have the same rights and are required to pay their Association’s scheduled assessments (dues or fees) whether or not they happen to be in Florida when payment is due.

The main takeaway today is for seasonal residents to do everything they can to stay well-informed and participate in the operation of their Owners Associations, even when they are not here.

You are the year-round owner of your Florida Condo or HOA residence. Don’t think of it as just a winter timeshare. Stay involved with your Owners Associations. This edition is one that you really should forward to anyone who owns Florida property and is a seasonal resident. Snowbirds tend to own in Association-governed buildings and communities for the convenience and safety reasons mentioned earlier, so the points made today may help quite a few of them.

The Hollywood Sun Shuttle, operated by Circuit, is an environmentally friendly, Electric Public Transportation option that transports riders through service areas from points west of I-95 to City Hall Circle, Downtown Hollywood, Hollywood Beach and along portions of Federal Highway. An App requested ride is $2 per person per ride. Hailing a ride is free, hop on and off along the route the driver is already going for the paid App requested ride.

The Sun Shuttle will be operating from 10:00 a.m. to 10:00 p.m. on July 4th and dropping off passengers at the designated ride share location on Hollywood Beach.

Boulevard to A1A will be directed southbound only.

From 8:30 p.m. to 11:30 p.m. all northbound traffic on A1A will be directed to UTurn at Jackson Street southbound towards Hallandale Beach Boulevard.

Ocean Drive - North of Sheridan Street

From 11:00 a.m. until 11:30 p.m. northbound traffic will be directed north toward Dania Beach Boulevard. Southbound traffic will be directed west on Sheridan Street.

Ocean Drive - Sheridan St. To Hollywood Blvd.

From 11 a.m. to 11:30 p.m. the Hollywood Police Department will restrict southbound traffic between Sheridan Street and Hollywood Boulevard to one lane. The southbound A1A exit ramp to westbound Hollywood Boulevard will be closed. Northbound

To help keep Hollywood Beach beautiful, visitors are reminded to bring reusable items and clean up after themselves at the end of the day. Please do not overfill trash receptacles. Due to the anticipated heavy traffic and no Public Shuttle Service, access to the barrier island will be limited. The Hollywood Police Department will be monitoring parking and beach capacity in an effort to maintain a safe environment for all. Once capacity is reached, motorists will be directed to seek an alternative.

Named To University Of Iowa Dean’s List For 2024

Sofia Fernandes of Hollywood, Florida was among the more than 7,650 undergraduate students at the University of Iowa named to the Dean’s List for the 2024 Spring Semester.

Fernandes is a third-year student in Iowa’s College of Liberal Arts and Sciences and is majoring in English and Creative Writing.

Dean’s List Status was earned by 1,063 first-year undergraduates during the 2023 Spring Semester at Iowa, 1,752 second-year students, 2,041 third-year students and 2,807 fourth-year students.

Guidelines for inclusion on the list are:

Degree seeking undergraduate students in the Carver College of Medicine, College of Liberal Arts and Sciences, the College of Education, the College of Engineering, the College of Public Health, the Tippie College of Business, and University College who achieved a gradepoint average (GPA) of 3.50 or higher on 12 semester hours or more of UI graded coursework during a given semester or

summer session and who have no semes ter hours of “I” (incomplete) or “O” (no grade reported) during the same semester are recognized by inclusion on the Dean’s List for that semester.

Undergraduate students in the Roy J. and Lucille A. Carver College of Medicine may qualify for the Dean’s List with fewer than 12 semester hours of graded credit, if deemed appropriate by the college. College of Nursing students participat ing in clinical courses who have a total of 12 semester hours of earned credit, with eight semester hours of graded credit with a GPA of 3.50 or higher.

From 11:00 a.m. to 11:30 p.m. the southbound A1A exit ramp to westbound Hollywood Boulevard will be closed.

From 11:00 a.m. to 8:00 p.m. eastbound traffic will be directed north or south on A1A.

This is the final segment of my Sate of the City. While many are still recovering from the storms I want to share my heartfelt prayers. We continue to work around the clock. While we are doing our part we encourage residents to be prepared, it is Hurricane Season! Have your plans ready and supplies ready. Please also remember even if your are renting you should look into content and Flood Insurance. FEMA does not cover every storm.

Our Police Department has been vigilant in light of the continued war in both Israel and the Ukraine. Our Commission continues to support and make investments in modern technology and training. Technology has already transformed police work.

We have 38 Cameras around the City with 36 License Plate Readers. ShotSpotter Sensors cover half of our City and we have 1 Surveillance Camera Trailer. All within our four-square miles. Obviously, we are looking to add more. We want to expand the system to include every entrance and exit to our community, adding to our schools and houses of worship and cover the entire city with ShotSpotter Equipment.

As I mentioned months ago, we partnered with the real time crime center at BSO Headquarters. This center is paid for by your County Taxes. We have a stationed officer there that can help when crime occurs. They automatically collaborate in real time with officers when they are in pursuit. We want to expand the staffing hours. Safety is not just about our police and our streets, but we need to protect our online systems.

Cybersecurity programs are vital. Our Microsoft suite uses AI to prevent cyberattacks and related threats. The most

recent application has been with our closed captioning in our Commission Chambers. AI allows for 98% percent transcribing accuracy. There are so many ways that I will transform how we do business. Our IT Staff continues to follow these electronic tools and will be strategically adapting them.

The affordability crisis in the housing market has been having rippling effects. It is not just about having a new home. It has impacted every aspect of our economy. These costs are driving homeowners out of cities, along with our workforce. For years I have been pushing changes in how we regulate development and our codes. I believe we have always been at the forefront of change.

With this foundation we are, unlike many of our surrounding cities ready for Live Local. Sure, there will still be checks and balances. Our move to form base codes has proven success with developments like: Accesso Office Tower and Atlantic Villages I, II, III and IV brought Transformational change to North Federal and over $120 Million Dollars in investments.

Form Base Codes are not perfect. We are finding that in some cases to provide for the organic growth of businesses within new developments, the variance process is hindering growth. We know we need to rewrite our codes which have not gone through a major rewrite , so we contracted with Calvin Giordano & Associates. This will be the most challenging and most critical project other than our Infrastructure.

We have already been making changes. We have changed the rules for walls, fences and the use of our right of way. We have adopted changes to roof top heights to allow for amenities and

uses that complement the development. We have passed an Accessory Dwelling Unit Ordinance and are currently working on units sizes to provide the flexibility needed to create affordable units.

The next issue will be parking. Some interesting facts about parking. First, our City used to have one spot per household. Over 50 cities so far have ditched parking mandates. Parking takes up land that can be used for housing, a single spot can add $5,000 to $150,000 in costs to a unit.

95% of the time cars are simply parked.

The key to parking changes needs to be coupled with transit. As we are working hard to expand it. The Cloud is one major set but sidewalks, micro transit ride shares, and Uber will be critical.

The past five years went by fast and now we need to address the next 5 years and plan for our future. We cannot do it in a vacuum. 2024- 2025 we hope will be smooth sailing, but we need you on board. I understand how important building connections and relationships are.

Since the COVID-19 Pandemic there has been a different paragon when it comes to community involvement. There is so much divisiveness and polarization that it has built-up a lack of trust of government in general. Our City needs to find and utilize new ways to get people involved. It is important to be accessible and transparent to build trust but without two parties working collaboratively we cannot solve problems.

Those that know me understand I am willing to work tirelessly to get input from all stakeholders. It starts with understanding we have a common goal. We want to be successful. In our case it takes stake-

holders and government and it takes TWO to get to success!

Evaluating Threat weaknesses and opportunities will lead to success. We just sent out a City survey by mail. We quickly learned we need to use all avenues of communication. Snail mail is not the only way. It is now posted online, and you can find it on our Social Media. I even posted it on my Social Media. I do not want you to sit back! It is our collective future and we need your input!

Another challenge will be the November Elections. While there is a battle on the National level we cannot be caught up in the rhetoric. All elections matter and will have a profound impact on levels.

I am not here to be partisan but pragmatic. I wanted to make sure that you do not sit this one out. Elections matter and will impact our future. We have elections across the board including State, County and for the City of Hallandale Beach. I love our City and am honored to be your Mayor. It is great doing what you love.

I have decided that I will be running alongside my Colleagues Vice Mayor Anabelle Lima-Taub and Commissioner Michele Lazarow who also are running this year for reelection. I rarely ask for help, but my business this year is an election. So, I am asking you to help and support my business, my reelection campaign.
