Fining Parents For Children’s School Absences

A New Study Shows Over Half Of Floridians Support This

Over the past few years, there have been substantial disruptions to the U.S. education system, resulting in challenges such as learning deficits, declining enrollment, and behavioral issues among students. Among these challenges, the surge in student absenteeism stands out as particularly widespread, affecting students across all demographic groups and persisting beyond the reopening of schools.

According to recent findings from the American Enterprise Institute, 26% of public school students were marked as chronically absent in the last school year, a significant increase from the PrePandemic rate of 15%. Chronic absenteeism is typically defined as missing at least 10% of the school year, or roughly 18 days.

Experts in education point out that student absenteeism is a critical obstacle to overcome. Students who frequently miss school fall behind academically, and their absences also negatively impact their

peers’ learning experience, as teachers must continually adapt their instruction to meet the needs of an inconsistent class roster. In a comprehensive survey conducted by Test Prep Insight, which included 3,000 parents, respondents were asked their opinions about absenteeism. One question was whether they believe parents of chronically absent school children should be fined. The results revealed that 54% of Floridians support the idea of fines as a deterrent against absenteeism, with an average suggested fine of $22 per day.

For the 44% who opposed fines, concerns centered on the potential unfairness to parents from poorer socioeconomic backgrounds. Among these respondents, 70% believe that schools or authorities should provide additional support for struggling students, 20% advocate for financial incentives for good attendance, and 10% suggest increased communication with parents to address absentee-

ism. Additionally, 85% of respondents agree that parents of truant children should attend workshops or counseling sessions if their child is chronically absent.

One major factor contributing to chronic absenteeism is the rise in Mental Health struggles among students. To explore this issue, Test Prep Insight also surveyed Florida parents about Mental Health-related absences. An overwhelming 73% believe children should be allowed to take Mental Health days.

Barriers to Mental Health days include unsupportive school policies (47%) and social stigma (27%), while 26% of parents worry about their children falling behind academically. When asked what justifies a Mental Health day, 52% cited symptoms of a Mental Health Disorder, 24% mentioned family issues, 15% pointed to

grieving a loss, and 8% noted feeling overwhelmed by schoolwork.

Regarding decision-making, 66% of parents believe they should have the final say on Mental Health days, 17% think it should be the child’s physician or therapist, and 3% believe the school should decide.

Parents also shared how they think schools should support students taking Mental Health days: 33% suggested catch-up sessions, 30% recommended regular check-ins from counselors, 25% advocated for flexible deadlines, and 12% wanted assignments provided in advance.

When asked about changes they would like to see in handling Mental Health issues, 39% called for better teacher training on Mental Health Awareness, 23% wanted Mental Health Education in the curriculum, 21% sought improved communication between schools and parents, and 17% desired more on-site Mental Health Professionals.

Since Attorney General Moody took office in January 2019, consumer protection investigations have led to approximately $27 Million in Fines and Restitution against moving firms.

The new provisions of Chapter 507 of the Florida Statutes took effect July 1st. The law introduces a series of consumer protection measures for household moving services occurring within Florida, including:

Mandatory Registration

All movers and moving brokers must register with the Florida Department of Agriculture and Consumer Services, ensuring proper vetting and authorization

Enhanced Transparency Movers are required to provide detailed and clear estimates and contracts to customers, outlining all potential costs, dates and terms—moving brokers are now banned from providing contracts for services that include estimated moving costs.

Advertising Integrity Strict guidelines are set for advertising moving services, preventing false claims and ensuring the company’s registration status is disclosed.

Clarified Punishments

It is now a Third-Degree Felony, and may result in Fines of up to $50,000, if a mover or mover’s employee, agent or contractor refuses to comply with an order from a Law Enforcement Officer to relinquish a shipper’s household goods in certain situations.

Following the enactment of the new law, Attorney General Moody is updating

information to avoid common pitfalls dur ing the moving process and help stay protected against fraudulent or deceptive business practices.

their first questions is usually “How much will our monthly payment be?” Today’s article offers a quick way to figure out monthly Principal and Interest payments with just a loan amount and an interest rate. With all the current media attention on mortgage rates, you should be able to ballpark a usable rate to plug into the formula. If you have already contacted a Mortgage Loan Originator, he or she can provide you with a range of interest rates for which you may qualify.

Very important - the calculation described here ONLY covers the Principal and Interest portions of a monthly mortgage payment. Property taxes, homeowners/hazard insurance, and any mortgage insurance are NOT part of this calculation. When escrowing tax and insurance payments, they become part of the total monthly PITI (Principal, Interest, Taxes, Insurance). This is also true of any monthly mortgage insurance payments

Monthly mortgage payments include a portion of the Principal plus monthly Interest (annual rate divided by 12).

Calculating an amortization schedule (paying off with equal monthly payments) for a mortgage is mathematically rather complicated because Principal and Interest amounts change each month while the total loan payment remains the same from month to month. Today we are discussing a much easier method that involves using a Mortgage Factor, which is a multiplier applied to the loan amount. This side steps some complicated math or searching for an online amortization calculator.

Here is the formula: Loan Amount divided by 1,000, times

• $480,000 - $96,000 = $384,000 loan amount

• Loan amount divided by 1,000 = 384

• 7% interest rate

The Rebbe took breathtaking responsibility for the material and spiritual welfare of Jews in the Soviet Union (including masterminding the exodus of thousands), Morocco, Iran, and more, while reaching out to Jews in Curacao, Japan, and Alaska... Israel’s leaders turned to the Rebbe for counsel on public health policies; military strategy; economy; relations with the U.S., Egypt, South Africa, Tunisia and more; and, above all, its educational system.

Growing up in the Crown Heights section of Brooklyn, just a few short streets away from The Rebbe, I was fortunate to see The Rebbe all the time. I prayed with him in his Shul, sang by his Farbrengens, stood at his public gatherings and rallies, and watched every glimpse I could. As a child, I would look around at the thousands of people that would constantly come from all over the world to seek his counsel, hear his talks, or just to see his holy face; and I remember thinking how privileged I was to live right there.

Every Sunday for hours, The Rebbe would stand, giving out dollars and blessings to thousands of people from all walks of life. He gave the dollar to be given to a charity of choice. People would of course exchange that dollar for one of their own to give to charity, and keep the dollar they got from The Rebbe’s holy hand as a sign of blessing. The Rebbe was remarkably accessible and counseled countless individuals from a wide array of backgrounds, including statesmen and artists as diverse as Ronald Reagan, Robert F. Kennedy, Yitzchak Rabin, Menachem Begin, Elie Wiesel, and Bob Dylan, as well as countless “nameless” individuals who were each showered with his individual attention and love.

The Supreme Court Makes The President A Dictator For Life

“The relationship between the President and the people he serves has shifted irrevocably. In every use of official power, the President is now a king above the law.” — Justice Sonia Sotomayor dissenting in Trump v. United States

In a devastating 6-3 ruling in Trump v. United States that is equal parts politically short-sighted, self-servingly partisan, and utterly devoid of any pretense that the president is anything other than a dictator, the Supreme Court has validated what Richard Nixon once claimed: “When the president does it, that means that it is not illegal.”

As Justice Sotomayor concluded in her powerful dissent:

“The President of the United States is the most powerful person in the country, and possibly the world. When he uses his official powers in any way, under the majority’s reasoning, he now will be insulated from criminal prosecution. Orders the Navy’s Seal Team 6 to assassinate a political rival? Immune. Organizes a military coup to hold onto power? Immune. Takes a bribe in exchange for a pardon? Immune. Immune, immune, immune. Let the President violate the law, let him exploit the trappings of his office for personal gain, let him use his official power for evil ends. Because if he knew that he may one day face liability for breaking the law, he might not be as bold and fearless as we would like him to be. That is the majority’s message today. Even if these nightmare scenarios never play out, and I pray they never do, the damage has been done.”

presidential election, are less important than the ramifications of this ruling, which go so far as to dramatically expand the power of the presidency, rendering whoever occupies the Oval Office lawless and unaccountable.

This is exactly how tyranny rises and freedom falls.

In a textbook example of doublespeak, Chief Justice John Roberts, writing for the

toolbox of terror for an imperial ruler— empower whoever occupies the Oval Office to act as a dictator, above the law and beyond any real accountability.

As Law Professor William P. Marshall explains, “every extraordinary use of power by one President expands the availability of executive branch power for use by future Presidents.”

Moreover, it doesn’t even matter

Clinton to Bush to Obama to Trump to Biden and will be passed along to the next president. These presidential powers—acquired through the use of executive orders, decrees, memorandums, proclamations, national security directives and legislative signing statements and which can be activated by any sitting president—enable past, president and future presidents to operate above the law and beyond the reach of the Constitution.

Supreme Court’s six-person conservative majority, essentially declared that presidents are not above the law and then turned right around and ensured that presidents can do whatever they want in their official capacity without being held accountable or criminally liable.

The damage has indeed been done. Indubitably. Irrevocably. Unarguably. Every American should be outraged, offended and afraid of what this ruling means for the future of our nation.

There can be no more pretending that we live in a constitutional republic. It’s all out in the open now. This is a dictatorship: Hitler has finally stepped out of the shadows. The rule of law may have been on life support for a long time, but this ruling pulls the plug. The facts of the case itself, which asks whether Former President Donald Trump is immune from prosecution on charges that he attempted to overturn the 2020

As Roberts noted, “We conclude that under our constitutional structure of separated powers, the nature of presidential power requires that a former president have some immunity from criminal prosecution for official acts during his tenure in office. At least with respect to the President’s exercise of his core constitutional powers, this immunity must be absolute.”

Here’s the thing, however: this isn’t anything new. Not really.

Although the Constitution invests the President with very specific, limited powers, in recent years, American presidents have claimed the power to completely and almost unilaterally alter the landscape of this country for good or for ill. The powers amassed by each successive president through the negligence of Congress and the courts—powers which add up to a

In other words, each successive president continues to add to his office’s list of extraordinary orders and directives, expanding the reach and power of the presidency and granting him or herself near dictatorial powers.

All of the imperial powers amassed by past presidents—to kill American citizens without due process, to detain suspects indefinitely, to strip Americans of their citizenship rights, to carry out mass surveillance on Americans without probable cause, to suspend laws during wartime, to disregard laws with which he might disagree, to conduct secret wars and convene secret courts, to sanction torture, to sidestep the legislatures and courts with executive orders and signing statements, to direct the military to operate beyond the reach of the law, to operate a shadow government, and to act as a dictator and a tyrant, above the law and beyond any real accountability—were passed from

These are the powers that continue to be passed along to each successive heir to the Oval Office, the Constitution be damned.

So you see, the Supreme Court didn’t make the president a dictator. It merely confirmed what we’ve been warning about all along: the president is already an imperial, unaccountable and unconstitutional dictator with permanent powers.

Absolute power absolutely corrupted the presidency.

Which brings me back to the Supreme Court’s ruling on July 1, 2024, which was handed down mere days before the nation celebrates the anniversary of its declaration of independence from the heavy-handed tyranny of King George.

Read the Declaration of Independence again, and ask yourself if the list of complaints don’t bear a startling resemblance to the abuses “we the people” are suffering at the hands of the American police state.

In the 248 years since early Americans first declared and eventually won their independence from Great Britain, “we the people” have managed to work ourselves right back under the tyrant’s thumb. Only this time, as I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, the tyrant is one of our own making.

Hallandale Beach Budget

Includes A Lowered Tax Rate This Year As

At our last meeting before the July break, the Commission adopted our Tentative Millage Rate, Fire Fee, Debt Service and Safe Neighborhood Tax rates. Over the past months, the Staff and the Commission have been working on the 2024-2025 Budget. We had a briefing on the progress and were pleased that we are right on course.

We have received the property valuations from the Broward County Property Appraiser’s Office for Hallandale Beach. The citywide average property increase was 9%. Last year during our strategic 5year plan we projected revenues for this year based on a 4% increase, so this was welcomed news. It kept us on track to reduce our Tax Rate. The increase in Revenues, a robust reserve and fiscally prudent strategic planning has reduced the Tax Rate from 8.24698 to 7.9998.

Our surplus funds are over the required 16% of General Fund Balance. Like last year there was a debate over cutting the Tax Rate even more. During the commission Debate, Dr. Earle warned us just because we have an above level reserve, “we are not out of the woods yet.” Remember last week, I shared we took $780,000 from reserves to buy much needed equipment to address flooding.

Tentative rates are set as part of the State’s statutory process. Under Save Our Homes and Truth in Millage there are a series of milestones that must be taken to ensure taxpayers are notified and prepared for the coming year’s taxes. The process ensures taxpayers have the ability to participate in the public hearing process before a final rate is passed by the Commission in September. Once the tentative rate is set, the City and the taxing authorities cannot increase their Tax Rate, but it can be reduced.

Property appraisers in every county will be sending out tentative tax statements to all property owners. It is not the final bill. The final bills will be sent after October 1st. The Truth in Millage was established and requires the statement to include what last year’s taxes were, that rate would be to collect the same revenue as last year based on the new values and what the new tentative Tax Rate is set at.

The procedure requiring this type of statement is really not equitable. It is predicated on a concept that cities can operate and provide the same level of services at the same cost as the previous year. In other words, in a bubble free from all market conditions. While taxable values can go up and in turn increase revenues it does not include the true cost of services. Just like in your household the cost to maintain has gone up. Just like a business the cost of personnel supplies and insurance has gone up.

Many cities set a higher rate at this time to provide flexibility. They can then fine tune and develop their budgets. As a City, we have a policy of setting the rate not higher but at a rate that we have calculated and planned for since February while developing the Budget. Last year, we projected the reduction and if it had not been for remarkably accurate strategic planning it would not have occurred.

While the rate can be reduced, we do not artificially increase it and simply reduce it. That is disingenuous. This year’s Budget began with the goals of having a balanced budget with no use of reserves while addressing our old Infrastructure and addressing the concerns of our residents. This year, we conducted a citywide survey so we can continue to move forward with measurable results.

The tentative rate may still be reduced.

At the Commission Meeting, we discussed many items including Staffing Levels. We continued the ongoing evaluation of contracted services. The City has always, and I concur, contracts for services should only be where and when they make sense. We have always looked at a hybrid approach. Contracts often leave municipalities with little control over quality and little or no control over built in cost increases.

At this meeting, the Budget is now given to the Commission. We get our chance now along with the public to review and analyze the data, projects and programs.

One item that was on my list was the carrying of vacant employee positions. Every city continues to have issues filling positions. The challenge is not simply finding talent, it is the overall cost of living. Each department budgets for employees that they deem are needed to accomplish the tasks at hand. There was a commitment from the City Manager to move forward over the next few weeks to reevaluate the requests and whether the positions are vital and needed. The review will also include whether duties that can be combined while not overburdening existing Staff resulting in burn out or worse resignations.

The other item we passed was an increase in our Fire Fee. We have not increased this rate since 2018, six years. Cities can charge a fee for Fire Services. Fire and EMS are funded through both a general fund and a Fire Suppression Fee. The fee is calculated according to the type of property and square footage. We have a specialized third-party auditor to perform this calculation.

The auditor evaluates all the costs, excluding EMS and Fire Inspections Services to see how much can be paid for

through the Fire Fee. For example, a fire truck can be paid for directly from the Fire Fee. These costs are in the millions of dollars. Currently the fee is $265.06, the study actually found the maximum Fire Fee could be $385.48 for each residential unit with an increase on other properties based on use and square footage. It was recommended to increase the fee by only $82.92. This would allow for planning purchases and spread out any increases rather than a large amount up front. This rate obviously raised eyebrows on the Dais. Even though it was not the full amount. On the one hand we are lowering the Millage and reducing Taxes while on the other increasing the fee. This will be another important debate.

Both Safe Neighborhood Districts Millage Rates will remain the same. This means a slight increase. The rates are not being reduced since there are capital improvements being planned to improve both areas. The current debt service for paying off the Parks GO Bond has been reduced.

At this time, I cannot tell you what the other taxing agencies, Broward County, Hospital District School Board nor the Water Management District, are planning. Servings: 4

• 20 Ounces of Ground Turkey Breast

• 1 Yellow Onion, chopped

• 1/4 Teaspoon of Salt

• 1/4 Teaspoon of Pepper

• 3 Large Bell Peppers, chopped (1 each red, yellow and green)

• 1 28 Ounce Can of Crushed Tomatoes

• 1/2 Cup of Long-Grain Brown Rice

• 1 Teaspoon of Oregano

• 1/2 Teaspoon of Garlic Powder

• 8 Ounces of Shredded Sharp Cheddar Cheese

Bacon Cheeseburger Casserole

Recipe adapted from “Julie’s Eats and Treats” Servings: 5

• 1 Pound of Lean Ground Turkey

Heat the oven to 350 F. In a large skillet over medium heat, add the Turkey, the Onions, the Salt and the Pepper. Break up the Turkey and cook until they are browned. Add the Turkey Mixture to a 9by-13-inch baking dish. Add the Bell Peppers, the Crushed Tomatoes, the Brown Rice, the Oregano and the Garlic Powder. Mix everything until it is combined. Cover it with aluminum foil. Bake for 80-90 minutes until the Rice is tender. Remove the foil, add the Shredded Cheese and bake it for 5 minutes until the Cheese is melted.

• 5 Bacon Strips, diced

• 1/2 Small Onion, diced

• 2 Cloves of Garlic, minced

• 3 Tablespoons of All-Purpose Flour

• 1-1/2 Cups of Milk

• 1/2 Tablespoon of Worcestershire Sauce

• 1 Dash of Hot Sauce

• 1-1/2 Cups of Cheddar Cheese, plus additional for topping (optional), divided

• 1 - 6-8 Ounce Bag of Frozen Mixed Vegetables

• 2 Tablespoons of Sour Cream Nonstick Cooking Spray

• 1-16 Ounce bag of Frozen Tater Tots

• Salt, to taste

• Pepper, to taste

In a large skillet over medium heat, brown the Ground Turkey, the Bacon, the Onion and the Garlic until the Turkey is no longer pink. Sprinkle the Flour over the Turkey and stir well to combine. Stir in the Milk, the Worcestershire Sauce and the

Hot Sauce. Cook 2-3 minutes, or until thickened. Remove from heat and stir in the Cheddar Cheese, the Frozen Vegetables and the Sour Cream. Spray the slow cooker with the Non Stick Spray. Place some of the Tater Tots in the bottom of the slow cooker. Pour the Meat Gravy over the Tater Tots. Arrange the remaining Tater Tots on top. Cover and cook it on low for 3-3 1/2 hours. During the last 10 minutes of cooking, sprinkle it with the extra Cheddar Cheese, if desired. Cover it and finish cooking it.
