Now is the perfect time for citizens to step up and make a difference.
The vibrant and diverse community of Hallandale Beach has long thrived on the dedication and enthusiasm of its residents.
One of the most effective ways to contribute to this thriving community is through active participation in the City’s Boards and Committees. These volunteer groups are instrumental in shaping policy, guiding development, and enhancing the quality of life for all residents. With numerous openings across various boards and committees, now is the perfect time for citizens to step up and make a difference.
The Role of Advisory Boards and Committees
In Hallandale Beach, the City Commission is empowered to create and oversee boards, authorities, and agencies through municipal ordinances. These advisory bodies serve a crucial function by providing nonbinding strategic advice and recommendations to the City Commission. Their work encompasses a range of issues from community development and parks management to sustainability and transportation.

Kindergarten And Beyond: What You & Your Child Should Know
(Family Features)
major milestone, one that sets the stage for future learning. Ensuring children are well-equipped to enter Kindergarten sets them up for a successful school year in the short term and academic career in the long term.
Kindergarten readiness encompasses a wide range of skills, including academic, social and physical abilities. Yet while many parents think of kindergarten as the formal start of their children’s learning, 90% of children’s brain development occurs during the first five years of life.
The brain is incredibly receptive during these formative years, making it a critical time for children to receive exposure and guidance in diverse areas. Enrolling them in a Quality Preschool or Pre-K Program is one way you can ensure they’re creating building blocks for the future, but there are also steps you can take at home.
Try implementing these simple habits, recommended by Primrose Schools Chief Early Learning Officer Dr. Amy Jackson, into your family’s day-to-day routine:
• Read to your children daily to build early literacy skills. This is a good habit to begin as early as infancy because it pro motes language development, literacy and understanding of others. Make library trips and story times a special treat for toddlers and encourage preschoolers to read to you by describing what is happening in the pictures or making up their own sto ries. Keep books in the car so you have a fun way to pass the time on long trips or while waiting for appointments.
• Schedule playdates for social devel opment. Once babies are able to sit inde pendently, they’ll likely enjoy playdates. At this age, playdates should be closely monitored since babies explore with their hands and mouths. At ages 1 and 2, young children tend to engage in parallel play rather than interacting, but organizing small groups of toddlers can continue to promote social development. Older tod dlers enjoy more interactive play and begin to learn concepts like sharing.
• Practice counting objects to 10 or more together. It’s easy to make “math talk” part of your everyday experience in other ways, too. When reading a story, ask children to count the objects on each page. When eating, encourage math con-
• Encourage physical activities like playing on the playground. Play isn’t just for entertainment; it’s a building block for healthy growth. It helps children learn from the world around them and develop traits like generosity and honesty. Because it helps children release their full range of emotions and has therapeutic

Wandering is a very common and potentially dangerous behavior for those living with Dementia, but it is even more hazardous during the hot summer months. High temperatures and prolonged sun exposure can very quickly cause Heat Stroke and Dehydration. To help caregivers protect their loved ones over the summer months, the Alzheimer’s Foundation of America (AFA) is providing tips to reduce the chances of wandering and help prepare them to respond quickly if their loved one goes missing.
“Hot summer months create additional safety risks if someone with Dementia wanders from home, which is why their family caregivers need to be proactive,” said Jennifer Reeder, LCSW, AFA’s Director of Educational and Social Services. “Creating a setting where someone with Dementia can maintain the benefits of walking by being active and stimulated in a Safe Environment, while also meeting basic needs, and having an Emergency Plan in place, are the best ways to protect the person’s Well-Being and Quality Of Life.”
Tips for families: Examine the motivations for wandering. There can be many reasons why someone with Dementia wants to walk
outdoors; it can provide a feeling of purposefulness, excitement, or pleasure. This is especially true if the person lived an active lifestyle prior to the onset of their illness. Identify consistent and sustainable ways to support physical activities and stimulation in a Safe Environment: create walking paths around the home with visual cues and engaging objects; involve the person in simple tasks; and offer enjoyable activities (i.e., exercise, music, crafts). Ensure the basic needs (i.e., thirst, hunger, a need to use the bathroom) are met, as wandering can also be an expression of an unmet need.
Safeguard the home. Facilitate safe movement by avoiding clutter and eliminating tripping hazards. Be mindful of how objects like car keys, jackets, and purses might trigger the person to leave suddenly. Install electronic chimes or doorbells on doors so someone is alerted if the individual tries to exit. Consider using a smart doorbell with an app that can notify you when someone is entering or exiting the home.
Be aware of your loved one’s patterns. Know what times of the day may be more activating than others and try to offer stimulating activities during those times. Encourage healthy sleep habits to reduce the chances of the person leaving during
the middle of the night. If your loved one does wander, document their patterns (frequency, duration, time of day, etc.) to help guide you in the future. Develop a safety plan. Keep a list of places the person may go (i.e., previous home or place of employment, favorite spots around town). Have a recent closeup photo and medical information readily available to give to First Responders, if needed. Keep a list of people to contact if the person goes missing and ask neighbors to call you if they see the person out on their own. See if your community has a Safety Program for families affected by Dementia, such as Project Lifesaver, which allows you to voluntarily enroll your loved one to receive locating technology which First Responders can activate if the person goes missing. To the greatest extent possible, get input from the person when developing the Safety Plan. Mitigate risks by taking precautions. Caregivers should take extra precautions during the summer, such as ensuring the person is properly hydrated, dressed in light clothing, protected from the sun, and always supervised when outdoors. Keep a hat handy to protect your loved one’s eyes and face. Using tracking devices or alarms, and educating neighbors about your loved one’s condition, can also help
quickly locate an individual if they do wander. Sipping On Spice: Savoring The Spicy Side Of Wine
Earthy, mineral, spicy … these terms are commonly used to describe wine. The spiciness in wine is like the spiciness in food, it is not a flavor, but a sensation. Spiciness in wine is one of those intriguing characteristics that can elevate a wine and add complexity to it. It’s a sensation that parallels the heat from a Chili Pepper or the warmth from a touch of Cinnamon. But what exactly makes a wine spicy? How can we identify it, and more importantly, how can we enjoy a Spicy Wine with food?
What is a Spicy Wine?
When we talk about Spicy Wine, we’re referring to Wines that evoke a sensation of warmth and tingling on the palate, much like certain spices do. This spiciness can manifest in various forms.
For instance, a Wine with a Peppery character can remind one of the sharp bite of Black Pepper or the more subtle heat of White Pepper. On the other hand, a Wine that exudes Baking Spice Flavors might reveal the sweetness and warmth of Cinnamon or Nutmeg, adding a familiar touch to its profile. Other Wines might bring to mind the slightly sweet and woody heat of Cloves or Ginger, offering yet another layer of spiciness.
Certain Wines are particularly known for their spicy profiles. Syrah, for example, is the most common Spicy Wine, known for its Black Pepper notes, especially in Wines from regions like the Rhône Valley
in France or the Barossa Valley in Australia. Meanwhile, Grüner Veltliner, the iconic Austrian White Wine, displays a White Pepper spiciness, setting it apart among White Wines.
Gewürztraminer, with its exotic and aromatic profile, often carries a GingerLike spiciness, along with Floral and Lychee notes. In fact, “Gewürz” means “spicy” in German. On the other hand, Zinfandel, a robust and often fruity red, can express a range of spicy characteristics, from Cinnamon to Cloves, depending on the region and Winemaking Style. Why Does My Wine Taste Spicy?
Credit Midjourney 2.png The spiciness in Wine can be attributed to several factors, primarily the Grape Variety and the Winemaking process. The inherent spiciness in certain wines often comes from the Grape variety itself due to specific chemical compounds present in the Grapes.
Rotundone is the primary aroma compound responsible for Peppery notes in Wine. Found in Grape Skins, rotundone is particularly prominent in varieties like Syrah and Grüner Veltliner, making the wines feel Peppery and adding a layer of complexity to their flavor profiles. Similarly, 4-Vinylguaiacol is known for contributing clove-like aromas and flavors. It’s more commonly found in Wines made from Grapes that have a higher Phenolic Content, influenced by the Grape Variety
and growing conditions.
Beyond the Grape Variety, the Winemaking and aging processes can also play a significant role in developing spiciness in wine. One of the key factors here is the use of Oak Barrels. When Wine is aged in Oak Barrels, it can take on additional spicy characteristics. The type of Oak, the level of toasting, and the length of aging all influence the final profile. American oak, for example, tends to impart more Vanilla and Coconut Notes, while French Oak can contribute subtle spices like Clove and Cedar. The interaction between the Wine and the Wood allows for the development of complex flavors that enhance the Wine’s overall spiciness.
What Food to Pair with Spicy Wine?
When it comes to Wine and food pairing, the key is to complement and balance the Wine’s spicy notes with the right dishes. Just like light foods with Crisp Wines, sweet dishes with Sweeter Wines, one approach is to pair Spicy Wine with Spicy Food. Similar flavor profiles can create a harmonious match where the flavors complement each other.
For example, pairing Syrah with Pepper-Crusted Meats can enhance the Black Pepper notes in the Wine, creating a cohesive and robust flavor experience. Grüner Veltliner pairs wonderfully with Spicy Asian Cuisine, balancing the heat of dishes like Thai Green Curry or Sichuan Cuisine with its fresh acidity and White
Pepper spiciness. Gewürztraminer can be a great match for dishes that have a touch of sweetness and Mild Spice, such as Indian Curry. The Ginger-Like Spice in the Wine enhances the overall richness of the dish. Similarly, Zinfandel pairs well with hearty, smoky dishes like Barbecue Ribs, where the Clove and Pepper notes in the Wine complement the smoky, tangy flavors of the Ribs.
In addition to the dishes with similar taste profiles, it’s helpful to think about broader categories of foods that pair well with Spicy Wines. Meats, particularly those with rich, robust flavors, often match well with Spicy Reds like Syrah or Zinfandel. The spiciness in the Wine can stand up to the bold flavors of the meat. For White Wines with spicy notes, like Grüner Veltliner or Gewürztraminer, consider lighter fare that still offers complex flavors. Asian and Mexican Cuisine, with its intricate balance of Sweet, Sour, Salty, and Spicy Elements, can be an excellent match, as can dishes with a touch of Sweetness or Mild Spice, which help to highlight the spicy characteristics of the Wine.
Spiciness in wine is a multifaceted and enchanting characteristic that adds depth and excitement to the Wine. Whether it’s the Peppery Punch of a Syrah or the warm, Gingery Notes of a Gewürztraminer, Spicy Wines offer more complexity to the Wine and pleasure to the overall tasting experience.
Sidekicked At Boca Stage
Boca Stage’s first production of the 2024-2025 Season will be Playwright Kim Powers’ Sidekicked, an illuminating study of one of television’s - and America’siconic characters. The production will run from September 18th – 29th in the Cabaret Theatre at the Delray Beach Playhouse.
It’s the last night on set filming I Love Lucy and America’s favorite housecoatwearing sidekick, Ethel Mertz, played by Vivian Vance, has a lot to get off her chest.
“I am delighted we are opening our season with a play about this AwardWinning American Television and Theater Actress and Singer,” says the Production’s Director Genie Croft. Vivian Vance was often referred to as TV ‘s most beloved “second banana” and America’s favorite neighbor Ethel Mertz, sidekick to Lucille Ball, on the enormously popular TV show I Love Lucy. Though the role brought Vance fame it took quite a personal toll.
“In this fascinating and in-depth character play, we meet an exciting and vibrant woman who does not at all resemble the frumpy Ethel she made famous. Long before her television career, Vance was well known as a comedic actress, show girl, and singer who worked with major stars like Ethel Merman, Jimmy Durante and Bob Hope.” Croft explains. “Vivian was plagued by terrible bouts of depression and insecurities and worries about the loss of her own identity. She once said, “When I die, there will be people who send Ethel Mertz flowers.” She was deeply afraid of losing her mind and was one of the first celebrities to speak
openly about Mental Illness.
“I am so pleased that Irene Adjan will be creating this iconic character,” Croft continues. “Irene has the profound ability to bring to life the many facets of Vivian Vance, and to create the behind- thescenes stories of the show and its dynamics, feuds, and friendships.” “Ethel Mertz

Where Have All Of The Beach Chairs Gone In Hallandale?
By Hallandale Beach Mayor Joy Cooper
I know it has been a while since this issue arose about storing and presetting beach chairs on our beach.
As promised, I worked hard over the past months to make sure this was resolved. I have been in contact with multiple boards and their members to discuss how a fair and equitable plan could be put in place. The goal was to provide the ability for condominiums to provide courtesy chair service to their owners as they have without being forced to use a set contractor. Many beachfront condominiums have been providing this service for years. The issue is the beach is Public and Services outside of City Services are only permitted through a licensing agreement. This allows everyone, residents, and visitors alike, the use of our beach.
From day one, I was opposed to an exclusive vendor contract. Before summer break, I worked with our commission and passed a 3-2 vote to prevent an exclusive contract. This was a step forward that would allow the building to provide a service just like they have been. We could not, however, reach an agreement about what an ordinance or program would look like. I presented at that initial meeting a list of
suggested recommendations which I compiled information from other cities. After that meeting the city worked with the Beach Club and their attorney to produce an agreed upon pilot.
A pilot program was set up with a sample agreement to allow storage and presets. First, the proposal suggested a $1,000 Filing Fee and $30 Per Unit Charge. This was not acceptable to me and other commissioners. Before summer break, I wanted to make sure the service which was stopped during beach renourishment was made available. Before the break, I asked that we address the Fee Structure at our Budget hearing in June.
I suggested a Flat Registration Fee but that did not pass. I then suggested a Flat Fee and a Per Chair Fee. That still did not pass. There was a stalemate. So, before summer break the City Manager provided the ability for buildings to apply for use with no fee attached. The goal was to take a few weeks until we could resolve the issue and establish an ordinance.
The commission discussed the Beach Chair Agreement at our June 3rd Regular Meeting. At that meeting there was once again a debate. One motion was to do an Application Fee for $1,000 and a $30 Per
Hollywood Police Launch New Program
School Zone Safety Cameras To Combat Speeding And Enhance Student Safety the Washington Park Community Center, 5199 Pembroke Road, Hollywood, Florida 33021. For more information, visit: www.cecwashpark.org
Speeding in school zones poses a serious and potentially fatal risk. To address this issue, the City of Hollywood has implemented a school zone safety camera program aimed at reducing the number of speeding vehicles in these areas. This program will cover 33 public, private, and charter schools.
School zones are clearly marked with additional speed limit signs, regulatory time placards, and photo-enforced signs. These warning signs will assist in slowing down traffic, leading to fewer crashes and injuries. Cameras will be used to identify vehicles exceeding the posted speed limit. Drivers caught speeding 11 mph or more over the limit within these zones will receive a violation notice by mail.
The School Zone Speed Cameras are now operational with a 30-day grace period during which only warnings will be issued. This period is intended to encourage drivers to adjust their habits and slow down. During this time, violators will receive a warning notice without a fine.
The speed cameras are active and enforced on school days from 30 minutes before school starts until 30 minutes after it ends. Violations are classified as civil, not traffic, and carry a fine of $100.
The City is committed to slowing down drivers and protecting kids in the community. Please drive safely in school zones and in the community. To learn more about the program and see a list of schools, visit: www.hollywoodfl.org/1543/ School-Zone-Safety-Camera-Program.

Unit Fee. That failed. Then there was a debate to reduce it to $25 Per Unit. That went nowhere. I made a motion for the Flat Fee with a $5 Per Chair Fee. Vice Mayor Lima Taub raised the issue about condominiums that do not want to store but simply place chairs on demand. I amended my motion to be a $1,000 Application Fee and a $5 Per Chair for those buildings that want to store and present a $500 Fee for condominiums that want to simply do on demand courtesy chairs. That motion did pass 3-2.
So, we finally have a path forward. While many asked why we are not simply letting everyone do it free of charge, that would create a huge issue. Our ordinance simply does not allow this service without an agreement. Executing these agreements and monitoring them will utilize staff time which equates to Taxpayer Costs.
The beach is a Public and a City Asset. We need to adopt laws and regulations fairly and equitably. This resolution is just that. It allows our beachfront condominiums to be able to utilize the Public Beach Park in their backyard and not be burdened by excessive fees.
The next step will include updating the
licensing agreement and our ordinance. The ordinance will take two readings after it is ready. Hopefully, the ordinance and final lease documents will be finalized and in place in early September. In the meantime, condominiums abutting the beach can utilize the beach for chair services. It also does not prevent a beach chair concession. In other good news, staff have informed us they have been out to bid and have received three proposers interested in offering services to run our South Beach Concessions. The vendors will also be able to provide chair services. Look for further updates. I encourage you to reach out and share your questions, concerns, and ideas to help make our city an even better place. As always, it is an honor to be your Mayor of Hallandale Beach. Watch Out for Medicare Hospice Fraud Beware of scammers offering older Americans in-home perks, like free cooking, cleaning and home health services, while they are unknowingly being signed up for hospice services. The scammers then unlawfully bill Medicare for these services in your name. Criminals are using every avenue they can to sign you up including door-to-door visits, false advertising, phone, text and email. Hospice care is for people who are terminally ill and only you and your doctor can make this serious decision if you need end-of-life care.
Remember this advice to avoid hospice scams:
• Your doctor is the only one who can certify you’re terminally ill (with a life expectancy of 6 months or less). If you are not terminally ill, you should not receive hospice care.
• Never accept perks or gifts in return for signing up for hospice services.
• Medicare will never provide “free” services like housekeeping.
• Be suspicious if someone offers you free services like housekeeping or cooking in return for your Medicare number.
• Medicare will never come to your home. Report Medicare Fraud Reporting Medicare fraud protects you and millions of other people with Medicare and those with disabilities. If you or someone you know has experienced Medicare fraud or suspect an offer you’ve received is a scam, report it as soon as possible. You will never be in trouble for reporting fraud.
