By Hallandale Beach Mayor, Joy Cooper as our Fire and EMS paid stu dents a visit. We do have SRO’s stationed at the schools. More importantly, we continue to invest in High School Active Shooter Training right in our Schools.Commissioner Michele Lazarow and I had the unique honor and privilege to attend the High School Active Shooter Training before break. Not only did we attend, we participated. It is simply amazing and inspiring to see what our officers do on a day to day basis to keep us all We all need to do our part. Last year, we sent a loud mes sage that we will not tolerate School Violence. School Bullying will not go unanswered by Our Police Department. While schools are separate entities, they host all of our children. As a Commission, we take the oath to protect our City and all of its inhabitants very seriously. The last incident at the School was an internal breakdown of all communications. The respon sibility does fall on the shoulders of the Principal. We are very for tunate that they have replaced the Principal with a 30-year Veteran. This does not mean there is no work to be done. Parents and teachers need to work together. If your student needs help, they need to ask for it. Teachers need to make sure they are tuned into all of their students.Bullying is really sad and it will never go away. We all know or have been bullied at one time or another. Violence is not the solu tion and that needs to be taught. Parents make sure you know what your kids are doing online and on their phones. Phones are a privilege you grant. If they are not being respected, take them away. If your child is a victim you need to report incidents to a Teacher, Principal or an SRO. Last meeting, I recognized and declared the month as Suicide Awareness Month. If you see something you need to say something. There are signs. We often see them, but do not say or do anything. Get to know your kids’ friends. If they need mental help, get it for them. If you can not afford it, there are many resources. A new helpline has been established, “988” is the three-digit, nationwide phone number to connect directly to the 988 Suicide and Crisis Lifeline. By calling or texting 988, you’ll connect with mental health pro fessionals with the 988 Suicide and Crisis Lifeline, formerly known as the National Suicide Prevention Lifeline.

Back To School: Student Safety Is Top Priority In Hallandale Beach

This week, schools opened around our State. It was wonder ful going out to Gulfstream Academy K-8 and attending their Community Resource Event. The new/old Principal Carlton Campbell (he used to be the Principal of Hallandale High over 15 years ago) and his staff put together an amazing event with the help of our City and many partners.Inaddition to Parks and Recreation, our PAL Volunteers were out signing up students. The Hepburn Center was also signing up and arranging trans portation for our After School Tutorial Program. This program actually partners directly with the School to ensure that our cur riculum matches the curriculum of the School. It’s a great way to have your students work on homework rather than simply going to daycare to play. Plus, the kids do get a chance to enjoy the amenities OB Johnson Park has to Smattsoffer.Tennis School was in attendance and gave away 5 scholarships. Broward College Legal Aid, Early Learning Children’s Coalition, Mental Health Partners, Insurance Providers, Family Central, Hispanic Unity and many other County wide Programs were on hand. I also had a chance to meet up with a surprise visitor, Principal Howard from Hallandale High. He too has been busy opening the school. The Hallandale High Marching Band provided opening ceremony entertainment. As always, the students were amazing. Hallandale Beach students can attend school right within our boundaries. We are fortunate to have resources including a Preschool Teacher Training Center right here that also pro vides daycare. Our local schools like many others are truly in need. They are always looking for volunteers, donations and corporate partnerships. As the saying goes it takes a village. With School Violence in the back of every parent’s mind, I

The budget is a City respon sibility that each and every department and division plays a significant role. I want to espe cially recognize the Finance Department, led by Finance Director Tiffany Neely, for their hard work and long hours dedi cated to the budget process. It is no simple or easy feat putting together the budget. The Finance Department reviews every num ber and calculation down to the penny with focus and precision. This month we will hold a budget workshop where the Commission will review and dis cuss the budget and capital improvement program for the 2022-2023 fiscal year. In September, we will host two Special City Commission Meetings to review and formally adopt the proposed budget. I invite you to attend or watch online to gain a better understanding of how the budget is put together and approved. The Budget: How To Do More With Less In Sunny Isles Beach By Dana Robin Goldman - www.sibfl.net Mayor Sunny Isles Beach navigate daily and long-term pro jects throughout the year. As in previous years, the Commission directed City administration to reduce the mil lage rate, but in doing so, con tinue to expand services and programs for residents. In a nut shell, doing more with less. The millage rate is how the City’s property taxes are determined. Breaking it down, the millage rate is one tenth of a percent, which equates to $1 in taxes for every $1,000 in home value. Reducing the millage rate by .1 saves a homeowner $1 for every $1,000 in property value. To calculate property tax, you multiply the total taxable value of the prop erty by the millage rate. As an example, a property valued at $200,000 with a millage rate of 2.1 would pay $420 in property tax to the city (e.g., 200,000 x .0021 = 420). Whereas that same property with a millage rate of 2.0, our proposed millage rate, will pay $400 in property tax to the city. The lower the millage rate, the lower your property taxes. The City aims to lower the millage rate again this year, while maintaining and improving upon our offerings.
Every year the City adopts a Comprehensive Budget & Five Year Capital Improvement Program for the upcoming fiscal year. Our fiscal year begins October 1, but the preparation and work begins much earlier. We commence budget season in April and every department and division is involved in the process. The budget is driven first and foremost by you – our residents. All members of the Commission prepare their top priorities for the budget based on what we learn from speaking with and listening to the citizens of Sunny Isles Beach. Each Commissioner meets with the City Manager and department heads to direct staff on these pri orities. In the months to follow, departments work on putting their budgets together. The goal is always to keep costs low with out sacrificing the high level of service and quality the City is known for. The budget is one of the City’s most important annual responsibilities as it identifies and prioritizes projects for the upcoming fiscal year. Though it may seem intimidating at 300+ pages, the budget provides a blueprint for departments as they

But if you try driving by looking only in the mirror you won’t get very far before you crash.The highway of life is different. On this road, the events behind you stay behind you and move farther away with each passing day. Yet there are people who are obsessed with looking backward rather than forward. Although they would never try this stunt while driving, they habitually refuse to look through the front windshield of life. There are only 24 hours in each day. Therefore, any time spent looking behind you, into the past, robs you of time to look forward into the future. The fas cination with the past stems from the desire to change history. As intriguing as this concept might be, the chances of accomplish ing this are zero. Yet, people get caught in a quagmire of what could have been if only they had done this or that. Thoughts of could have, should have, or would have seized hold of the mind and clogged it with useless and pointless activity. The value of the past is that it can teach you what to change, refine and improve when moving forward. But when you dwell in the past, forward movement stops. Although most people would make at least subtle changes, if they could do things over, there are no do overs. As you age, the speed at which you move down life’s highway seems to increase yearly. As this perceived velocity grows, obsessing with the past can be very disconcerting. You don’t know where the time has gone and the reality of mortality becomes clearer. This phenomenon of the accelerated passage of time is another reason why all of your attention, energy and effort should be focused forward. Whenever you find yourself drawn to the past, remind yourself that you are wasting time and immediately try to refocus on the present. Monkeypox: A Vaccination Site Has Opened in Hollywood
The U.S. Department of Health and Human Services has declared the Monkeypox Outbreak as a Public Health Emergency. The City of Hollywood has been monitoring the outbreak and in partnership with the Florida Department of Health, is responding by opening a FREE Vaccination Site in Hollywood. Vaccinations are taking place Monday through Thursday from 10:00 a.m. to 7:00 p.m. and Fridays from 10:00 a.m. to 6:00 p.m. at the David Park Community Center, 108 North 33rd Court, Hollywood, Florida 33021. In the decades following 9/11, a massive security-industrial complex arose that was fixated on militarization, surveillance and repression.Surveillance is the key. We’re being watched eve rywhere we go. Speed cameras. Red light cameras. Police body cameras. Cameras on public transportation. Cameras in stores. Cameras on public utility poles. Cameras in cars. Cameras in hospitals and schools. Cameras in airports. We’re being recorded at least 50 times a day. It’s estimated that there are upwards of 85 million surveil lance cameras in the U.S. alone, second only to China. On any given day, the average American going about his daily business is monitored, surveilled, spied on and tracked in more than 20 different ways by both Government and corporate eyes andBewareears. of what you say, what you read, what you write, where you go and with whom you com municate, because it will all be recorded, stored and used against you eventually, at a time and place of the Government’s choosing.Yetit’s not just what we say, where we go and what we buy that is being tracked. We’re being surveilled right down to our genes, thanks to a potent combination of hardware, software and data collection that scans our biometrics—our faces, irises, voices, genetics, micro biomes, scent, gait, heartbeat, breathing, behaviors—runs them through computer programs that can break the data down into unique “identifiers” and then offers them up to the Government and its corporate allies for their respective uses. For instance, Emotion AI, an emerging technology that is gaining in popularity, uses facial recognition technology “to ana lyze expressions based on a per son’s faceprint to detect their internal emotions or feelings, motivations and attitudes.” This is the slippery slope that leads to the thought police.

“From cameras that identify the faces of passersby to algo rithms that keep tabs on public sentiment online, Artificial Intelligence (AI)-Powered Tools are opening new frontiers in state surveillance around the world.” So begins the Carnegie Endowment’s Report on AI sur veillance Note. “Law enforce ment, national security, criminal justice and border management organizations in every region are relying on these technologies— which use statistical pattern rec ognition, machine learning and big data analytics—to monitor citizens.”Inthe hands of tyrants and benevolent dictators alike, AI Surveillance is the ultimate means of repression and control, especially through the use of smart city/safe city platforms, facial recognition systems and predictive policing. These tech nologies are also being used by violent extremist groups, as well as sex, child, drug and arms traf fickers for their own nefarious purposes.BothChina and the United States have led the way in sup plying the rest of the world with AI Surveillance, sometimes at a subsidized rate. This is how Totalitarianism conquers the world. The danger posed by the AI Surveillance State applies equally to all of us: lawbreaker and law-abider alike. When the Government sees all and knows all and has an abundance of laws to render even the most seemingly upstanding citizen a criminal and lawbreaker, then the old adage that you’ve got nothing to worry about if you’ve got nothing to hide no longer applies. As Orwell wrote in 1984, “You had to live—did live, from habit that became instinct—in the assumption that every sound you made was overheard and except in darkness, every movement scrutinized.”Inanage of too many laws, too many prisons, too many gov ernment spies and too many cor porations eager to make a fast buck at the expense of the American taxpayer, we are all guilty of some transgression or another.Noone is spared. Tread cau tiously: as I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, 1984 has become an oper-ation manual for the omnipresent, modern-day AI Surveillance State.
