Only a few people in show business are recognized by just one name. Charo is one of those people
Charo is an American Music and Pop Culture Icon who has entertained millions throughout her career and is instantly rec ognizable by her trademark expression, “Cuchi Cuchi,” which has endeared her to audiences around the world and made her name synonymous with music, fun and excitement. Some have started calling Charo the Queen of Instagram as her new channel @OfficialCharo racks up follow ers and engagement with con tent that is fun, entertaining and informative.
Her given name is Maria Rosario Pilar Martinez Molina Baeza, Charo is short for Rosario. She was born in the town of Murcia, Spain, she learned to play the guitar at an early age and studied under the world-famous master of Flamenco Guitar, Andrés Segovia. Becoming a recording artist in her early teens, Charo appeared in the Spanish Classic Film DON JUAN TENORIO and was fea tured in a children’s television show that brought her to the attention of famed Latin Bandleader, Xavier Cugat. Charo joined Cugat’s band and traveled to Las Vegas where the band played in all of the major casinos, including Caesar’s Palace, The Flamingo and The Tropicana.

Our First Big Scare
Many Newer Residents Have Learned How Important It Is To Be Prepared
Well, we went thru our first big scare of the hurricane season. We are lucky not to have been faced with a direct hit, but we all know here in Florida things can change in a matter of hours. While these hurricanes are a part of living in paradise, I am sure many of our newer residents now have learned how important it is to be prepared.
City staff, as of Sunday, have all been activated. Since flooding is the biggest threat that we have here in the city we have estab lished a strict protocol to address our drainage systems. Our staff continually maintain the system by cleaning out the basins. Even with regular main tenance once the alert begins, we start a sweep of the city sys tem. This time around we were very pleased that FDOT came in
just before the alert and did their maintenance of Hallandale Beach Boulevard.
I need to remind our readers. The system that has been put in place both in the NE quadrant and SW have improved the flooding conditions. These sys tems do not guarantee that there will never be flooding. This depends on how heavy and the amount of rain fall. They do help to make sure the streets are cleared quicker in the event of downpours and in cases of hur ricanes.
Every resident can do their part in helping to prevent flood ing. If you have a catch basin on your property, please make sure it is clear of debris. Our system is made up of gravity drains. Water
condominiums have French Drain systems with catch basins. These should be cleaned out annually. There is an inspection required by city ordinance.
Our city infrastructure is lit erally out of sight out of mind.
Many of us do not even think about it unless the water is not running the toilet is backed up or the streets are flooded. As elected officials it is second on the list to public safety. This budget and in the coming years we will be focused on replacing much of our underground pipes. These replacements are very costly, and we have recently agreed on a financial plan to move forward.
The financial plan will come in two parts. The first is thru what are called revenue bonds. The

A Game-changer For Patients With Sickle Cell Disease
Samantha Miller is one of an estimated 200,000 Americans that live with sickle cell disease, a genetic blood disorder where normally round red blood cells contort into a sickle shape and die, leaving a shortage of healthy cells and potentially blocking blood flow to the body’s organs.
“You can be fine one moment and the next moment have pain all over your body. The pain feels as if an ice pick is constantly jab bing into your bones,” said Miller, who was diagnosed at just three weeks old.
The pain results from tissues not getting enough oxygen and can immediately put patients into crisis. So, while medication, blood transfusions, and bone marrow transplants (in the most severe cases) can help manage symptoms, sickle cell patients require a more comprehensive approach to enable them to maintain their quality of life.
That’s why Memorial has cre ated a medical home for sickle cell patients that will soon be housed in a recently-renovated primary care location across the street from Memorial Regional Hospital’s emergency depart ment in Hollywood. “We’ve com bined all the resources of our day hospital, primary care, hematol ogy, and social services in one location to ensure we meet all the needs of our patients that battle sickle cell disease,” said Melida Akiti, vice president of the Ambulatory Program and Com-

Garlic-Rosemary Butter Roasted Chicken Thighs and Veggies with Mushroom Orzo Risotto

Chicken:
• 8 Boneless, Skinless Chicken Thighs
• Salt to taste
• Pepper to taste
• 6 Tablespoons of unsalted butter
• 16 Ounces mushrooms, such as white button,
• crimini or portabella, quartered
• 3 Zucchinis, sliced in half moons
• 3 Large thinly sliced carrots
• 4 Sprigs of fresh rosemary,
• leaves removed and roughly chopped
• 4 Minced cloves of garlic
Orzo:
• 4 Cups of Chicken or Vegetable Broth
• 1 Tablespoon of unsalted butter
• 1 Tablespoon of extra-virgin olive oil
• 1 Small diced yellow onion
• 2 Minced garlic cloves
• 16 Ounces of mushrooms, such as white button,
• crimini or portabella, finely chopped
• 1 Cup of uncooked orzo pasta
• 1/8 Teaspoon of black pepper
• 1/3 Cups of white wine
• 1/3 Cups of shredded Parmesan cheese
To make the Chicken: Preheat the oven to 450 F. Pat the chicken dry. Season them with salt and pepper, to taste. In a large skillet over medium-high heat, melt the butter. Sear the Chicken until it is brown on both sides, 4-5 minutes on each side. In a large bowl, toss the mushrooms, the zucchini and the carrots with rosemary and garlic.
On a large baking sheet, spread the vegetables. Nestle the Chicken into the vegetables. Drizzle them with butter and

Using a skillet from the Chicken over medium heat, add the butter and the olive oil. Add the onions, the garlic and the mushrooms. Cook, stirring them occa sionally, until the onions soften, 3-4 min utes.
Add the orzo and the black pepper. Stir and cook the orzo for 2 minutes. Add the white wine and cook it until it has evapo rated, about 1 minute.
Add the broth to the orzo, 2/3 cup at a time, stirring until the liquid is absorbed. Repeat with the remaining broth, waiting until the last batch is absorbed before adding the next one. Remove them from heat and stir in the Parmesan.
Serve in individual bowls with Chicken and roasted vegetables atop mushroom orzo risotto.
Blended Pasta Sauce

• 1 Medium finely chopped yellow onion
• 3 Minced garlic cloves
• 1 Pound of mushrooms (such as white button,

• 1 Tablespoon of Italian seasoning
• 1 Teaspoon of Kosher salt
• 1 - 24 ounce jar of marinara sauce
• Cooked pasta
• Salt to taste
• Pepper to taste
• Grated Parmesan cheese
In a large pot over medium heat, add the oil and cook the onions, stirring them occasionally, until they are just soft, about 3 minutes. Add the garlic and cook them for 1 minute.
Add the mushrooms and cook them for 5 minutes, or until the mushrooms are soft and reduced in size.
Add the Ground Beef, the Italian sea soning and the salt; cook them until they are browned throughout, about 6 minutes, stirring and breaking up the lumps. Skim off the fat, leaving about 2 tablespoons.

• 1 - 15 ounce can of diced tomatoes
• 2 Tablespoons of tomato paste
• 2 Teaspoons of balsamic vinegar
• 1 Teaspoon of granulated sugar
• 1 Tablespoon of dried basil
• 1/2 Teaspoon of salt
• 1 Teaspoon of oregano
• 1/2 Teaspoon of black pepper
• 1 Bay leaf
• 3 Cups of Vegetable Broth
• 6 Lasagna noodles, broken into pieces
• 1/2 Cup of heavy cream
• 5 Ounces of fresh baby spinach
• 1 Cup of whole milk ricotta
• 1/2 Cup shredded mozzarella cheese, for topping
Heat a large pot over medium heat. Add the olive oil, the garlic, the onion and the mushrooms. Cook them, stirring them occasionally, until the onions and the mushrooms soften, about 4-5 minutes.
Add the marinara, the diced tomatoes, the tomato paste, the vinegar, the sugar, the basil, the salt, the oregano, the pep per, the bay leaf and the broth. Bring it to a boil over the high heat then reduce the heat to low and let it simmer. Add the lasagna noodles and cook them, stirring them often, until they are softened, about 15 minutes.
Remove from heat and remove the bay leaf. Stir in the heavy cream and the spin ach until it is wilted, about 2-3 minutes. Divide between the bowls and top each one with a dollop of ricotta and a sprinkle of mozzarella.

Planning A Trip? Flight Cancellations Have Become ‘The New Norm’
Within just the first six months of 2022, nearly a quarter (24%) of U.S. flights have been delayed, of which the consequences have been exacerbated due to the surge in travel demand (dubbed ‘revenge travel’) following pandemic restrictions being eased. By July, more flight can cellations had occurred than there were throughout the entirety of 2021. The Department of Transportation has said air lines should bear the brunt of the blame due to flight oversched uling, followed by confusing guidelines on compensating pas sengers in refunds or vouchers for these inconveniences.

The cost of cancellation, revealed... FamilyDestinations Guide.com surveyed 3,014 trav elers and asked, hypothetically: ‘If an airline was to bump you off a flight, how much compensation would you accept to do so?’
Unfortunately for airlines, it seems this inconvenience caused to passengers doesn’t come cheap. The average trav eler from Florida said they would accept an amount no less than $222 to compensate for the inconvenience of having their booking cancelled or resched
uled on a different flight. This compares to a national average of $283.
When broken down across states, this figure was highest in Alaska, where the average trav eler would accept no less than $534 for the inconvenience caused by a flight cancellation or rebooking. Comparatively, trav elers in Delaware appear to be more understanding of these kinds of cancellations and would accept an amount of just $86.
The Department of Transport-
ation is creating a website that aims to provide travelers with an explanation of each airline’s poli cies when it comes to flight delays and cancellations, making it easier for passengers to under stand their rights. Transportation Secretary, Pete Buttigieg, has also called these travel disrup tions “unacceptable”, saying that U.S. airlines should offer meal vouchers to passengers suffering flight delays, as well as hotel lodging accommodations for those stranded overnight.
Despite this, more than half (65%) of respondents said they don’t believe the department is doing enough to help travelers in this regard.
According to Department of Transportation data, 3.2% of domestic flights were canceled by U.S. air carriers within the first six months of 2022 and given this, 61% of travelers said they believe flight cancellations have become the new norm. And given how these delays and can cellations have been increasing
exponentially over the past few years, 69% also said they’re not optimistic that the travel situation will improve at all this year.
On a scale from 1 to 10 (with 1 being the least confident), the average traveler ranked them selves an average 5, in terms of being confident that their flight will not be delayed.
This explains why 53% also said that due to the increasing number of air carrier delays and cancellations, they’re actually more likely to travel to their des tination by road instead, to avoid the risk of airport travel incon veniences completely. It seems the cost of fuel is cheaper than the cost of inconvenience caused by airlines – and that’s saying something!
‘The Department of Transportation is essentially telling U.S. carriers that they need to do far more to support passengers when they are forced to endure delays and cancellations due to flight overscheduling,’ says Rose Ackermann at FamilyDestinations Guide.com. ‘The department’s upcoming website launch aims to compile all information about airline guidelines in this regard, making it more accessible for travelers to understand their rights in terms of compensation and refunds. Before booking your vacation, it’s important to familiarize yourself with your chosen airline’s policies in terms of cancellations and delays. This may help you to plan the rest of your trip accordingly, in case any of these inconveniences do hap pen to occur, thus alleviating the stress of having to deal with too much hassle on your holiday.’
Hollywood’s New Virtual Parking Permit Program
The City’s new virtual parking permit system launches on Monday, October 3rd. This new virtual system will use a vehicle owner’s license plate as their parking permit, thereby eliminat ing the need for physical paper permits to be issued or dis played. From resident permits to business or guest, all types of parking permit categories will be virtual via a customers’ plate.
Current permit holders will be automatically transferred into the new system. The online permit application process will remain largely unchanged; however per mits will now be issued via the online portal. New customers will be able to create an online account and submit all their documents to the portal. Once documents have been vetted, the permit becomes active.

The City of Aventura presents the Aventura International Film Series 2022-2023 featuring eight amazing and award-winning films from around the globe to be screened from October 2022 –May 2023 at the Aventura Arts & Cultural Center.
Admired film expert Shelly Isaacs will once again curate the series and host each film with an introduction and a postscreening discussion. Over the course of the trip, they bond over memories of the past, grapple with fears of the unknown, and fuss over their sick dog. Unspoken tensions arise and the film builds emotional momentum as it slowly reveals the furtive purpose for their journey. The New York Times reported “In real life, you might not want to be stuffed into a car with these peo ple — and let’s not forget their dog, Jesse — on a dusty stretch of Iranian highway, but from the first jokey moments of Hit the Road until its heartbreaking end you will not want to be anywhere else.” Not rated, the film is shown in Persian with English subtitles.

Film Series presents Lost Illusions on Tuesday, January 10 at 7:30 p.m. Lucien de Rubempré (Benjamin Voisin) is an ambitious and unknown aspiring poet in 19th century France. He leaves his provincial town, arriv ing in Paris on the arm of his admirer, Louise de Bargeton (Cécile de France). Lucien soon discovers that the written word can be an instrument of both beauty and deceit when another young writer, Etienne Lousteau (Vincent Lacoste), introduces him to the business of journalism where a salon of wordsmiths and wunderkinds make or break the reputations of actors and artists with insouciant impunity. The New York Times reported, “Lost Illusions, Honoré de Balzac’s novel of Parisian literary life, stands as a stellar example in its period and now, thanks to Xavier Giannoli’s invigorating screen adaptation, in ours as well…Balzac was a prodigious coffee drinker, and the movie, though its characters run on champagne and schadenfreude, is nothing if not caffeinated.”

Céline Sciamma continues to prove herself as one of the most
accomplished and unpredictable contemporary French filmmakers with her follow up to Portrait of a Lady On Fire, the uniquely emo tional Petite Maman will be screened on February 7 at 7:30 p.m. Following the death of her beloved grandmother, 8-year-old Nelly accompanies her parents to her mother’s childhood home to begin the difficult process of cleaning out its contents. As Nelly explores the house and nearby woods, she is imme diately drawn to a neighbor her own age building a treehouse. What follows is a tender tale of childhood grief, memory and connection. NPR reported “Petite Maman is the best — and most surreal — family movie you’ll see in a while… It’s funny, sad, full of enchanting possibilities and over far too soon — sort of like child hood itself.” Rated PG, this film is shown in French with English subtitles.
Three more acclaimed films will be added to the series which continues with 7:30 p.m. screen ings on: Tuesday, March 7; Tuesday, April 4; and Tuesday, May 16. Screenings are general admission with the lobby doors opening at 6:30 p.m. and the auditorium at 7 p.m.
Traffic Safety and Enforcement: A Message from the Mayor of Sunny Isles Beach

Traffic Safety and Enforcement remain a number one pri ority for the City of Sunny Isles Beach and our stellar Police Department is stepping up in a big way.
Most recently, the Police Department has been working overtime to monitor our major thoroughfares four nights a week for five to six hours. This is all part of their new Strategic Traffic Enforcement Plan (STEP) to spe cifically target traffic violations. The City’s goal is to gain the reputation that we do not tolerate traffic violations on our roads. Similar to Bal Harbour and Golden Beach, we want Sunny Isles Beach to be recognized as a zero-tolerance City for reckless and distracted driving.
These additional traffic enforcement details are resulting in a number of citations. In total thus far, our traffic detail has resulted in 86 citations and 1
arrest. Through this extra vigi lance, we are changing the mind set of residents and transient visitors who may have thought it was safe to speed through Sunny Isles Beach. In doing this extra detail, our officers remain committed to covering the school’s morning drop-off and afternoon pickup, a tremendous effort and coordination that helps to keep our students safe.
In conjunction with STEP, we
remain committed to finding meaningful solutions to the pedestrian safety issues our City faces. The Florida Department of Transportation (FDOT) has agreed to make the traffic signal at 158th Street a dedicated red light in all directions so pedestri ans can safely cross the road without any vehicles in motion. We are also requesting to imple ment this at other major intersec tions; FDOT is in the process of
reviewing our request.
Unfortunately, the City does not have jurisdiction over Collins Avenue and Sunny Isles Boulevard and must seek approval from FDOT before implementing any safety meas ures. But we are in the process of procuring flashing crosswalk signs and flashing stop signs for our interior streets as we have complete jurisdiction over all interior streets. We also added a
crossing guard at 174th Street and North Bay Road during school drop-off and pick-up, a continuation of last spring’s increase.
I encourage you to follow our public safety efforts by visiting our website at: sibfl.net/traffics afety or following us on Social Media as we regularly provide updates on our traffic citations. But please note – lower numbers of citations and arrests do not mean our Police Department is becoming lenient on enforce ment. It means that people are getting the message. It’s a good indicator that STEP is working. Our primary objective is to issue zero citations on a daily basis because everyone traveling through the City is obeying traffic laws.

Calling All Parents: Disney Is Coming To Broward For A Fun Year Ahead

the embankments. Those that live along the canals and intra coastal have watched sea level rise. We are looking at outfitting our gravity drain with flapper sys tems to keep out water while still allowing drainage.
In order to pay for main tenance of the system and add improvements it was rec ommended that the flat fee be raised to 8 dollars. Many cities have stormwater fees and others do not. The consultant stressed that many cities are finally real izing the effects that sea level rise and global climate changes are having on the aging storm water systems. These systems need to be maintained and improved to ensure we are ready
to deal with future changes. By being proactive we will have funding established for future needs. It needs to be noted that when cities have local matching dollars and are ready to build projects, they are more likely to receive grant funding for the County State and/or National programs. When we went out to address stormwater years after enormous flooding issues we went as partners not just asking for help. Since we did have local funds and were in the process of designing a plan, we received funding of 15 million for our 14th Avenue pumping station.
This has already been proven true this year. We were awarded one of the top grant recipients
from Governor DeSantis. While I will go into wastewater plan next article, we had approved design plans to replace and repair sani tary sewer pumps. Since we are shovel ready, we received a 15 million grant.

With the introduction of her international hit “Dance a Little Bit Closer” Charo created and established a new Bilingual Salsa Style: “The Charo Rhythm,” which has been emulated by other performers. In 2003, Charo received a Screen Actor’s Guild Award for creating the Latin Style.
In 1985, Charo and her hus band, Swedish Businessman, Kjell Rasten, visited Hawaii and fell in love with the islands. Soon after, Charo relocated her family to Hawaii in order for her 6-year old son to lead a normal life. “I wanted our son to grow up in a healthy and beautiful environ ment. I just closed my eyes to some good offers in show busi ness. I love show business but my family is my priority.”

To The Founders, All of America Was A Free Speech Zone

In America today, the govern ment does whatever it wants, freedom be damned.
“We the people” have been terrorized, traumatized, and tricked into a semi-permanent state of compliance by a govern ment that cares nothing for our lives or our liberties.
The bogeyman’s names and faces have changed over time, but the end result remains the same: in the so-called name of national security, the Constitution has been steadily chipped away at, undermined, eroded, whittled down, and gen erally discarded with the support of Congress, the White House, and the courts.
What we are left with today is but a shadow of the robust document adopted more than two centuries ago. Sadly, most of the damage has been inflicted upon the Bill of Rights.
Here is what it means to live under the Constitution, twentyplus years after 9/11 and with the nation just emerging from two years of COVID-19 lockdowns and mandates.
The First Amendment is sup posed to protect the freedom to speak your mind, assemble and protest nonviolently without being bridled by the government. It also protects the freedom of the media, as well as the right to worship and pray without inter ference. In other words, Americans should not be silenced by the government. To the founders, all of America was a free speech zone. Despite these clear protections, Americans are being persecuted for challenging government cor ruption.

The Third Amendment prohib its the military from entering any home without “the consent of the owner.” With the police increas ingly training like the military, acting like the military, and pos ing as military forces—complete with heavily armed SWAT teams, military weapons, assault vehi cles, etc. - it is clear that we now have what the founders feared most - a standing army on American soil.
The Fourth Amendment ensures privacy and bodily integ rity. Unfortunately, the Fourth Amendment has been all but eviscerated by an unwarranted expansion of governmental police and surveillance powers.
The Fifth Amendment and the Sixth Amendment work in tan dem. These amendments sup posedly ensure that you are innocent until proven guilty, and government authorities cannot deprive you of your life, your lib
land or possessions) under gov ernment asset forfeiture schemes, you have no true rights.
The Seventh Amendment guarantees citizens the right to a jury trial. Yet when the populace has no idea of what’s in the Constitution, that inevitably translates to an ignorant jury incapable of distinguishing jus tice and the law from their own preconceived notions and fears. However, as a growing number of citizens are coming to realize, the power of the jury to nullify the government’s actions - and thereby help balance the scales of justice - is not to be underesti mated. Jury nullification reminds the government that “we the people” retain the power to ulti mately determine what laws are just.
The Eighth Amendment is supposed to protect the rights of the accused and forbid the use of cruel and unusual punishment. However, the Supreme Court’s determination that what consti tutes “cruel and unusual” should
be dependent on the “evolving standards of decency that mark
government’s powers could be expanded.It was no idle happen stance that the Constitution opens with these three powerful words: “We the people.” As the Preamble proclaims:
We, the people of the United States, in order to form a more perfect Union, establish justice, insure domestic tranquility, pro vide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this CONSTITUTION for the United States of America.
In other words, it’s our job to make the government play by the rules of the Constitution.

Popular sovereignty - the belief that the power to govern flows upward from the people rather than downward from the rulers - is clearly evident in this amendment. However, it has since been turned on its head by a centralized federal government that sees itself as supreme and which continues to pass more and more laws that restrict our freedoms under the pretext that it has an “important government interest” in doing so.
As for the Tenth Amendment’s reminder that the people and the states retain every authority that is not otherwise mentioned in the Constitution, that assurance of a system of government in which power is divided among local, state and national entities has long since been rendered moot by the centralized Washington, DC, power elite—the president, Congress and the courts.
Thus, if there is any sense to be made from this recitation of freedoms lost, it is simply this: our individual freedoms have been eviscerated so that the
