Hallandale Beach Secures Grant Funds & Investment Opportunities
Grants have been secured in different areas and for different purposes including infrastructure projects, public safety and parks
The City Of Hallandale Beach has received over $30 Million in Grant Funds through Fiscal Year 2022 toward projects to enhance services and programs for resi dents.
“We have worked so hard, that today I can tell you we have 30 million reasons to celebrate,” said Assistant City Manager Noemy Sandoval. “We have secured $30 Million in Grants. These are Grants we have secured in different areas and for different purposes including Infrastructure Projects, Parks, as well as Cameras and License Plate Readers to enhance our Public Safety for our community.”
The City’s limited Resources and Budgetary Constraints led to the establishment of the Grants Management, Sustainability and Innovation Office (GMSI) in June 2017. The GMSI Office ensures that the City of Hallandale Beach effectively manages Grant Activities and establishes Internal Controls and Guidelines for Research, Applications, Financial and Reporting of City, County, State, Federal or other Grant Policies.

The multi-faceted event begins as the storied horseman embarks on a journey to find his missing head with a canter into theVillage.Allguestsareencour aged to catch a glimpse of the Headless Horseman at 7 p.m., rearing his horse as he enters a spooky fog-filled entrance at the Gulfstream Park Walking Ring before haunting guests at the startoftheevening.
After spotting the Headless Horseman, keep an eye out for a series of flash mobs. These hidden-in-plain-sight performers will transform themselves into a dancing mob of ghoulish trick sters throughout the night, between 6:30 and 9:30 p.m. Their performances will be splashed against a backdrop of laser lights and fog machines to set the per fectstage.
From 6:30-8 p.m., Gulfstream Park Village will feature spook tacular themed candy stations through the Village, a safe alter native to neighborhood trick-ortreating. With approximately 2,000 pounds of candy, each station also features music, lights, and live strolling perform ers. The ‘Carn-Evil Performers’ will spook and delight near each candy station, with themes including The Nightmare Before Christmas, Creepy Carnevil Circus, Zombies, Mummies, Vampires, and scary creatures from Stranger Things—like Vecna and aDemogorgon!
Beginning at 8:15 p.m. in the Gulfstream Park Walking Ring is the highly anticipated Evil Costume Contest with up to $4,000 in cash up for grabs. Guests can also enjoy a selec tion of food trucks including Cuban Guys, Pollo Tropical and La Nostra Pizza, and bars with refreshments for purchase as well as music, performers and Miami’s very own Chris Cruz as theevening’semceeandDJ.

“With a Formula Grant, those dollars are allocated for the City and it’s just a matter of getting them,” explains Sandoval. “Competitive Grants would be those where you have to have a very good business case for them.”
The City’s strategic planning for major projects has been a contributing factor in securing the Grant Funding to address Public Health and Safety, Environmental Enhancements to reduce Emissions with the addi tion of nine All-Electric Buses andInfrastructureImprovements.
“This year we received one of the largest Grants given to any City,” said City of Hallandale Beach Mayor Joy Cooper. “Our City was awarded $15 Million and the reason we received that Grant is due to the hard work and commitment of the City Manager’s Office and his Staff to ensurewewereshovelready.”
One of the City’s main con cerns is the amount of work still needed to address Flooding, Water and Sewer Issues and reports estimate it will take over $250 Million to Rehabilitate their Infrastructure.
“It is very difficult to get a $250 Million Grant and for that reason we pursue the most Grants that we can get so we have more opportunities to maxi mize taxpayers’ dollars and sup port the Programs and Services that we provide our community,” addedSandoval.
The City Of Hallandale Beach Human Services Department has alsoreceivedfundingthroughthe Children’s Services Council, Broward County Community Development Block Grants and theEarlyLearningCoalition.
“These Grants collectively allow us to provide Aftercare Services, Summer Enrichment Programs, Spring Break Camps and all of them at very low or no
cost to our residents,” said Director of Human Services, Cora Daise. “Additionally, we were able to receive over $100 thousand to allow us to bring important services to seniors who are enrolled in the Hepburn SeniorCenter.”

Investment Opportunities
The City Of Hallandale Beach has recently completed $417 Million in Commercial and Residential Development Projects with more in review, approvedandinprogress.
“We are currently seeing great challenges to find homes to rent or purchase,” said City of Hallandale Beach Department of Sustainable Development
Director, Vanessa Leroy. “We are hoping to see that relief in the Market and provide more HousingOpportunities.”
The City is projecting a popu lation increase of approximately eleven thousand residents in the next seven to ten years. An increase they’re also preparing for with Water, Sewer and other Infrastructure Improvement Projects.
“We made some changes in our Code a few years back that provided more entitlements to properties and we’re seeing some of these Developments come in to take advantage of them,” explained Leroy. “We’re attributing the increase in popu lationtotheseentitlements.”
In addition to the completed projects, there are $135 Million Projects under review; $189 Million approved Projects not yet under construction and $856
Million Projects under construc tion. In total these represent a combined $1.6 Billion of Economic Activity in construction costsalone.
“We work closely with our residents on a Redevelopment Plan for the City to know where they would like to see Development go and that Planning is the result of a publicprivate partnership that has been amazing,”saidCityOfHallandale Beach Mayor, Joy Cooper. “They actually broke ground this year on Atlantic Village and really transformed our whole corridor to what the residents and the Commission envisioned so we’re really pleased to see the result of that planning and the increase in ourTaxBase.”
The City is also required to secure a certain percentage of local vendors for these projects.
“This requirement provides an
opportunity for our local contrac tors to be employed and bring some of the funds back into the community,” added Leroy. “Based on the projects we’re seeing come in, I can tell you that The City of Hallandale Beach will be a beautiful place to live,workandplay.”

In more and more cases, the Government is declaring war on what should be protected politi cal speech whenever it chal lenges the Government’s power, reveals the Government’s cor ruption, exposes the Government’s lies, and encourages the citizenry to push back against the Government’s many injus tices.
Indeed, there is a long and growing list of the kinds of speech that the government con siders dangerous enough to red flag and subject to censorship, surveillance, investigation and prosecution: hate speech, con spiratorial speech, treasonous speech, threatening speech, inflammatory speech, radical speech, Anti-Government speech,extremistspeech,etc.
Things are about to get even dicier for those who believe in fully exercising their right to politicalexpression.
Indeed, the Government’s seditious conspiracy charges against Stewart Rhodes, the founder of Oath Keepers and several of his associates for their alleged involvement in the January 6th Capitol Riots puts the entire concept of AntiGovernment political expression ontrial.
Enacted during the Civil War to prosecute secessionists, sedi tious conspiracy makes it a crime for two or more individuals to conspire to “‘overthrow, put down, or to destroy by force’ the U.S. Government, or to levy war against it, or to oppose by force and try to prevent the execution ofanyLaw.”
It’s a hard charge to prove and the Government’s track recordhasn’tbeenthegreatest.
It’s been almost a decade since the government tried to make a seditious conspiracy charge stick—against a small Christian militia accused of plot ting to kill a police officer and attack attendees at his funeral in
order to start a civil war—and it lostthecase.
Although the Government was able to show that the Hutaree had strong Anti-Government views, the judge ruled in U.S. v. Stone that “[O]ffensive speech and a conspiracy to do some thing other than forcibly resist a positive show of authority by the Federal Government is not enough to sustain a charge ofseditiousconspiracy.”
Whether or not prose cutors are able to prove their case that Rhodes and his followers intended to actually overthrow the Government, the blowback will be felt far and wide by anyone whose political views can be labeled “AntiGovernment.”

In recent years, the Government has used the phrase “Domestic Terrorist” inter changeably with “AntiGovernment,” “Extremist” and “Terror-ist” to describe anyone who might fall somewhere on a very broad spectrum of view points that could be considered “dangerous.”
The ramifications are so farreaching as to render almost every American with an opinion about the Government or who knows someone with an opinion about the Government an extremist in word, deed, thought orbyassociation.
You see, the Government doesn’t care if you or someone you know has a legitimate griev ance. It doesn’t care if your criti cisms are well-founded. And it certainly doesn’t care if you have a First Amendment right to speak truthtopower.
What the Government cares about is whether what you’re thinking or speaking or sharing or consuming as information has the potential to challenge its strangleholdonpower.
Why else would the FBI, CIA, NSA and other Government Agencies be investing in cor
porate surveillance technologies that can mine constitutionally protected speech on Social Media Platforms such as: Facebook,TwitterandInstagram?
Why else would The Biden Administration be likening those who share “false or misleading narratives and conspiracy theo ries, and other forms of mis-dis and mal-information” to terror
Coming to the defense of the two activists, The Rutherford Institute challenged the City of Punta Gorda’s ban on indecent speech as a violation of the First Amendment’s safeguards for politicalspeech.
We won the first round with
every criticism of the Government, but we must defend the rights of all individuals to speak freely without fear of punishment orthreatofbanishment.

By the Government’s own definition, America’s founders would be considered domestic extremists for the heavily charged rhetoric they used to birththisnation.
All across the country, those who challenge the Government’s authority with rhetoric no less colorful than the founders’ are being shut up, threatened with arrest or at the very least accused of being radicals, trouble makers, sovereign citizens, con spiratorialistsorextremists.

In Punta Gorda, Florida, for instance, two political activists were fined $3,000 for displaying protest flags with political mes sages that violated the City’s ordinance banning signs, cloth ing and other graphic displays containing words that the City deems “indecent.” The protest signs displayed phrases which said “F@#k

the Charlotte County Circuit Court ruling against the City, not ing that the ordinance was clearly designed to chill political speech, which is protected under theFirstAmendment.
You see, the right of political free speech is the basis of all lib erty.
No matter what one’s political persuasion might be, every American has a First Amendment right to protest government pro grams or policies with which they mightdisagree.
The right to disagree with and speak out against the Government is the quintessential free dom.
Every individual has a right to speak truth to power using every nonviolentmeansavailable.
This is why the First Amendment is so critical. It gives the citizenry the right to speak freely, protest peacefully, expose gov ernment wrongdoing, and criti cize the Government without fear ofreprisal.
Americans of all stripes would do well to remember that those who question the motives of government provide a necessary counterpoint to those who would blindly follow where politicians choosetolead.
We don’t have to agree with
Unfortunately, what we’re dealing with today is a govern ment that wants to suppress dangerous words - words about its warring empire, words about its land grabs, words about its militarized police, words about its killing, its poisoning and its corruption - in order to keep its liesgoing.
If the Government censors get their way, there will be no more FirstAmendment.
There will be no more Bill of Rights.
And as I point out in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, there will be no more freedom in America as we haveknownit.

Flour Tortillas, 9 inches each
Cup of crushed Tortilla Chips

Preheat the oven to 350 F. In a large skillet over medium-high heat, add the Olive Oil. Add the Onions and cook until they are soft and translucent for 4-5 minutes. Add the shredded Chicken and stir in the Taco Seasoning. Add the Chicken Broth and bring it to a simmer for about 5 minutes. Add the Cream Cheese, the Tex-Mex Cheese, the Salsa and the Cilantro. Stir until the Cream Cheese is melted and simmer it for 3-4 minutes until it is slightly thickened. Spray the square baking dish with Nonstick Cooking Spray. Place two Tortillas in the bottom of the pan, folding over or trimming the sides of the Tortillas to fit. Spoon half of the Chicken mixture over Tortillas. Repeat then place the remaining Tortillas over top. Mix the Crushed Tortilla Chips with Cheddar Cheese and sprinkle it over the top. Bake it for 30 minutes or until the Lasagna is bubbling and lightly browned. Let it stand for 10 minutes then top it with theadditionalSalsabeforeserving.
Jalapeño Bacon and Salsa Biscuit Bites

Divide each Biscuit in half by pulling them apart from the centers. Use your hands to flatten each Biscuit into circles. Set them aside. In a bowl, mix the Mozzarella Cheese with the chopped Jalapeños, Bacon and Salsa. Add a heaping spoonful into each flattened Biscuit and pinch each one together tightly to form balls. Top each one with a small amount of the Salsa mixture. Spray the Nonstick Cooking Spray in the Air Fryer and working in batches, cook the Biscuit Bites for 6-9 minutes until they are goldenbrown.Servewarm.
Note: If Air Fryer access is unavailable, the Biscuit Bites can be baked for 8-10 minutes at 400 F in the oven or until they aregoldenbrown.

Hollywood Is Getting Wild Earns Recertification as Community Wildlife Habitat & Mayor’s Chess Challenge
The City has again achieved recertifi cation! The Community Wildlife Habitat program is designed to encourage prop erty owners to create a habitat suitable for native species. Community-wide certifi cation is earned by certifying individual properties (homes, parks, schools, busi nesses, and others), through education and outreach. Points are earned by engaging community members in habitat restoration projects, providing resources like native plant lists, and communicating throughwebsitesandsocialmedia.
This year, the City earned points for restoring existing dunes on Hollywood Beach. These dunes provide a habitat for endangered plant species, as well as food and cover for native South Florida birds and butterflies. Points were also earned for educating the community about their carbon footprint and ways to reduce it. Outreach events like Earth Day and Food Waste Prevention Week further contrib utedtotheCity’soverallpointtotal.
But the City cannot earn this certifi
cation alone, we need residents to certify their own yard as a Backyard Habitat. A big thank you to everyone who is already providing host plants for our native butter flies, nectar for pollinators, berries and seeds for spring and fall migrants, and places to raise young for our year-round residentsandseasonalbreeders!
For those interested in certifying their property, it’s simple and you don’t even have to have a yard. A container garden on your patio or balcony can support pol linators and other native wildlife. To certify your wildlife habitat, you need to provide, food, water, cover, places to raise young (butterfly host plants count!) and use sus tainable practices. What’s At Stake This Election?
Many Issues Are On The Ballot For Hallandale Beach
I wrote about the upcoming election a few weeks ago and received many inquiries to what the November election will look like. Many new and long time residents may not be aware of all that is at stake this election, so here is some information to help you. Here in Hallandale Beach, we have Elections for Commission Seats 1 and 2 and for Charter Amendments. A committee of appointed citizens proposed the Charter Amendments. The Commission approved and supported them with a 5-0 Vote to be placed on the Ballot. Voters should support all these Amendments that improve the governance and operations of ourCity.
I typically do not get very political in these articles, but Voters really need to understand what is at stake in our City this Election Year. I have already heard many Voters are being misled. Hallandale Beach now has a system of seats. The Commission seats are 1 – 4 and the Mayor’s Seat. This year two seats are on the Ballot are: Seat 1and2.
Vice Mayor Mike Butler is running for Re-Election in Seat 1. That is not the news. The alarming news is that Keith London is running against him. I will not call it shocking even though Mike was at one time his friend and Former Running Mate. This is the type of arrogant behavior that is typical to Keith. His past cruel behavior against colleagues, business owners and employees may not be known to all new residents. To those of us who know the real truth, there is a reason that London lost his appointedMayor’sSeat.
He lost because residents had enough! I am writing about this because we all need to not forget this horrific chapter in our City’s History. This is a call to action from Vice Mayor Mike Butler,
Taubandmyself.
It is hard to imagine that this is taking place but after years of disinformation about corruption, personal attacks against those that called him out or those burned by his reckless actions our City Commission is united in the message about the news. We are all formally and publicly denouncing his attempt to once again fleece our City and misinform Voters. It was an agonizing time for many. The residents united to Vote him out and we all need to unite once more for the wellbeing of our nowvibrantCommunity!
Obviously, I was not on the dais for a year and half and was finally vindicated.
Sadly, during that period, the arrogant powerhungry London was even worse.
His attacks on Commissioner Anabelle Lima-Taub were despicable. Hallandale Beach made national headlines over anal bleaching. We were slammed with costly Lawsuits that are still hanging over the heads of our taxpayers. One with apriceof$5MillionDollars.
Over the past three years, our
past. We have worked collectively to overcome the bad headlines. Correct a Budget that was fully mismanaged and in 2018 had the lowest reserves in the history of the City. Now we are all fully united to keep him out and protect our City. We need your help to continue the peace that has been brought to our City by empathic, caring and smartleadership.
In other news, it has been brought to my attention that other misinformation is out there regarding our BSO Merger. We all can agree that Public Safety is one of the most important services and duties we perform as Elected Officials. Without Health and Safety, we do not haveanything!
When the City Commission Voted 3-2 on the Merger, they were put in a box due to a Pension Lawsuit and collective bargaining. It needs to be noted that the two other Unions, The International Union of Police Associations (IUPA), which is the Police, were negotiating going to FRS (Florida Retirement System) and
Federation of State County and Municipal Employees) already went to FRS. This change did save money all around. In my opinion, it should have and could have happened without the BSO. The BSO’s Contract was all Union and did not have to do with staffing even though the publicwasledtobelieveit.
There was a report of an incident with a female Firefighter going into a house during a kitchenfireonherown.Whathas been left out of this story is there was another Firefighter and the Chief was on the scene. In Fire Response, there are typically multiple trucks responding. She claimed she was told to go in on her own. This is totally against protocol but after a thorough review it became a point of “she said, he said.” As the Chief said, he was behind her while the other officer was running the hose. This Fire Incident created the push to have three Personnel onatruck.
The other incident that has been pointed out from what I can gather, I was not on the dais at the time, was a response to a Heart Attack by a Single Responder. I do not know if the
Fire Truck Personnel only had a Certified Driver and one Paramedic. While we do not want any of these types of incidents occurring, they are outliers. There is not one single perfect Department in Broward County and human error is alwayspossible.
EvenwiththeBSOMerger,we had a tragic Incident due to BSO Protocols. There was a call for an Asthma Attack that turned tragic due to the fact the response could not go in. Ironically, people are not sharing this story. Since I have been on the dais, I have only heard good comments and accolades for our wonderful First Responders. It was my understanding our City was to workonCertifications.
I have heard debates over staffing levels for years. We have three on EMS and three on Fire only because of a SAFER Grant. This had nothing to do with the Merger. I also need to share that in a four-square mile City, we have more coverage than other cities with 3 Fire Stations housing Fire and EMS at the Beach, Main Stations and EMS on Three Islands. We still pay for all other related expenses, trucks, stations, equipment for trucks and life saving apparatuses.
The other issue is training. Due to staffing, training hours were interrupted. I am not saying this is not an issue. Training is important. Currently, our Grant is over. We will be losing a position. We will still be in the BSO Contract, while spending $1.2 Million Dollars. If lost, we will go to three on a Fire Truck and two on EMS. I firmly stand with getting out of the contract and stop wasting money on upper management and focus on boots ontheground.

Cash, Cars & Climate Change
According to a UN Report, we have just over 10 years to get Climate Change under control and save the planet. Both insti tutions and individuals bear responsibility for making signifi cant changes, say experts, which is why the State of California took a monumental step towards reducing Carbon Emissions by recently approving a Ban on New Gas-Powered Cars by the year 2035. In other recent news, France has announced an incen tive to pay drivers the equivalent of nearly $4,000 to swap out their old gas-fueled car for a more sustainable, Cityappropriate electric bicycle. So as Governments introduce Policies to tackle Climate Change, can it be said that indi viduals are taking similar steps? Not so much, according to a sur vey by Gunther Volkswagen Delray Beach, who asked 3,021 drivers to determine how much they would expect to be sub sidized in cash to swap out their gas-powered car for a ZeroEmissionVehicle.
While Tax Incentives for switching over to electric vehi cles do exist, it appears that a sizable proportion of our nation’s drivers feel Tax Breaks aren’t enough - instead, they prefer hard cash as compensation. It
was found that the average driver in Florida would accept no less than $6,071 in cash if an allelectric car policy was enforced and they had to switch up their vehicle. This compares to a nationalaverageof$5,988.
However,thelevelofcompen sation differs depending on loca tion. Drivers in New Hampshire, the Live Free or Die State, feel they should be paid a whopping $12,698 in cash if they were forced to trade in their gasoline vehicles for cleaner electric ones.
Comparatively, Wyoming drivers would be more willing to make this switch, saying they’d want a $3,131 in a cash subsidy to do so.
The survey also uncovered other interesting findings. Nearly half (49%) of drivers think it’s a good idea for the Government to offer cash incentives to encour age people to switch from gaspowered vehicles to cleaner alternatives. However, more than half of drivers (65%) said despite steps towards more sustainable alternatives, they don’t think the evolution of electric cars is hap pening fast enough to help effec tivelycombatClimateChange.
Additionally, an overwhelming majority (88%) of drivers said they don’t think it’s a realistic plan to electrify every car on the
road within just 30 years, as Californiaisaimingtodo.
However, 1 in 10 (13%) said they support the idea of banning gasoline vehicles from driving throughallcitiesandmajorurban areas.
Encouragingly, 43% of drivers said the main reason they would switch from a gasoline to electric-powered car would be to help contribute towards a cleaner planet. More than 1 in 4 (27%) said the main reason would be to receive money back in Tax Credits, while 18% would do it to save on fuel and main tenance costs.
However, 7% would do it for the benefit of being able to drive solo in the carpool lane and 5% said they’d make the swap to enjoy having fun with higher auto perform ance.
The Inflation Reduction Act
Interest in electric vehicles is predicted to surge next year due to expanded Tax Credits through the Federal Inflation Reduction Act. EV popularity also should see a boost as California, the largest domestic car market, is expected to Ban sales of New Gas-Powered Passenger Vehicles by 2035, essentially requiringthemtobeelectric.
As part of the new Inflation
Reduction Act - designed to address climate change, health care and Taxes - there is a new Tax Credit of up to $4,000 on used electric cars and revised Tax Credits of up to $7,500 on certainnewEVs.
Among other provisions, The New Bill:
• Offers a new Tax Credit of up to $4,000 on used EVs put into service after December 31st, 2023.
• Takes away the 200,000 vehicle cap on Tax Credits that made EVs and plug-in hybrids from Tesla, GM and Toyota ineligible.
• Does away with existing Tax Credits for pricey EVs—such as the Hummer EV, Lucid Air and Tesla Model S and Model X.
• Eliminates Tax Credits for vehicles not assembled in North America, including the BMW i4, Hyundai Ioniq 5, Kia EV6 and Toyota bZ4X.
Only vehicles assembled in North America will be eligible for a Tax Credit and the exclusion of vehicles with components from “foreign entities of concern,” including Russia and China, will go into effect December 31st, 2023. Starting in 2024, deal erships will be able to offer the value of a Tax Credit up front to consumers. What can also be helpful for Florida residents is the new provision for Bidirectional EV chargers - ones that can also power your house using the energy stored in your car’s bat tery. These are now eligible for Tax Incentives and these vehicles couldbeusefulafteraHurricane.
