City Manager Miller resigns Hallandale Beach City Manager Renee C. Miller announced Monday she was stepping down to spend more time with her family. Her resignation becomes effective on December 31, 2015.

The 38-year-old administrator was the unanimous choice of the City Commission on March 31, 2012 to replace retiring City Manager Mark Antonio.

will change the way we use digital information. Some of the new features and enhancements include the ability to perform concurrent plan reviews using digitized drawings, field inspectors using tablets for live inspection resulting, a refreshed online userfriendly interface for viewing results and requesting inspections, and the ability to accept online payments.

While the change to the new system will be transparent to our customers, the Department will host a presentation event on Thursday, October 15, 2015 between 10:00

a.m. and 11:30 a.m. in The Cultural Center adjacent to City Hall to introduce the new system. Our customers are cordially invited to attend the informational session, which will include the opportunity for questions and answers.

One of the new features of the system will be the ability to issue separate permit numbers to each trade permit. This will make it easy for each contractor to request inspections and view results without confusing information from comingled trade permits. As existing permits are migrated into the new system, new trade permit

numbers will be generated. Official notification of new permit number will be sent to each contractor.

The introductory event will demonstrate how to use the new number.

City Manager Miller steps aside as Hallandale Beach continues to move in a progressive direction

By Mayor Joy Cooper HALLANDALE BEACH This week’s article is a bit unusual, as I typically write about items after an action was taken by the commission. I decided to share with our readers, a Special Agenda item that was taken up yesterday due to its importance. These articles have a Tuesday’s deadline, so obviously, I cannot tell you the result of the item. No matter what the vote, our commission will be hiring a new City Manager.

It is true that City Manager Renée Miller has decided to resign as of December 31st, we all were told on Monday of her intentions. I understand her reasons very well and I am very happy for her.

It was sad that one Commissioner rather than sharing the news, suggested that there is a lack of leadership in our city. This statement was not only insulting to our staff, it is simply not true.

There is certainly no lack of leadership in our city, it is quite the contrary.

Our City Manager and staff are all great leaders in their own right and have worked hard to make it a great city. As Hallandale Beach Mayor, working for you and insuring continued success and stability in our city is paramount, it certainly is not the time for petty politics.

Our city has been extremely successful due

to the leadership of Renée Miller and the team that has been brought together under her years of service. The key to success in any organization is to create consistency. Mrs. Miller has establishes a great administration. Due to her leadership skills, we are fortunate to have managers and directors whom collectively bring to the table, a wealth of knowledge. This collective knowledge and ability to provide results is a tremendous asset, if not the most important asset of our city.

The stability in our city as a result of her strong administration, is of the upmost concerns. Continuity is also key in light of our robust strategic plan and multiple projects underway and planned over the next 5 years. For this reason, I asked City Manager Miller, if there was a chance that she would reconsider her decision.

As a mother and wife, I can directly relate to her reasoning and her choice to look towards more balance. The balancing is tough, but family should and must come first. I respect CM Miller immensely. I am also grateful for her dedication to this commission, employees and residents of our great city, Hallandale Beach. Her deep rooted passion for excellence is not without cost to her family.

Changing the CEO of

any organization needs to be as seamless as possible. Stability is also key to our strong workforce and economic health. After a robust debate I believe there is a scenario to preserve our workforce while transitioning to the next City Manager.

The responsibility of hiring a City Manager will rest solely on our shoulders. It is to be an inclusive process and as Mayor, I wanted to proffer some suggestions as a way forward for our commission and city. It is imperative that we work together to maintain stability.

We have two of the best Deputy City Managers. I took the opportunity to speak to each of them about their desire to serve at the next level.

After those discussions, I would like to offer the opportunity to our Deputy City Manager Daniel Rosemond to be supported as acting City Manager and then after negotiating a contract, be hired as City Manager in January.

Daniel is a Certified City Manager. He has worked over the past years side by side with CM Miller and staff. He understands both the opportunities and challenges facing our city far better than someone from the outside. This transition will offer much needed stability and will eliminate uncertainly with the rank and file of

our staff. It needs to be noted that Mr. Rosemond can provide continuity when it comes to our CRA. Which can be discussed by the CRA. I have asked him to supply his resumé for your review.

The next suggestion would be, to ask City Manager Miller to become a City Manager in Transition starting in January. This would be for six months. I had asked for a year but, she was willing to commit through the budget. She can work on specific projects and consult as needed during the budget preparation. Her working knowledge of the Parks Bond and the Complete Street initiative is critical.

Since there is an existing, well-grounded working relationship between Daniel and Renée, they both agree that this would be a collegial arrangement. It will afford the commission an ideal scenario of smooth transition and retention of important institutional knowledge when it comes to budget and projects.

While ICM Miller would report directly to CM Rosemond, the contract terms would need to be approved by this commission. As a suggestion; Mrs. Miller would receive 50% of her current compensation, no PTO as her hours would be flexible and project driven, medical, vision and dental health stipend

based on current employee costs, life and disability insurance, ability to participate in the employee 401K match, 50% of her car allowance. All compensation will be concurrent with employment up to June 30, 2016. 30 day notice would be required and this position would not preclude her from working in a field that would not have direct or ethical conflict with city interests.

City Manager Rosemond’s contract would be negotiated with similar benefits to the current City Manager's contract.

I want to thank the commission in advance for their considerations and

look forward to the discussion of this important matter.

Again, I cannot tell you what the outcome was, but at a minimum our city will move forward with a bright future. Next week, I will share the results.

Memorial Healthcare System receives initial institutional accreditation for graduate medical education

Memorial Healthcare System has received initial institutional accreditation from the Accreditation Council for Graduate Medical Education (ACGME), clearing the path for the six-hospital system to apply for accreditation for the following residency programs: Physical Medicine and Rehabilitation (PM&R), Internal Medicine and Pediatrics. The initial accreditation was approved retroactively to July 1, 2015.

The news that Memorial is now accredited to pursue residency programs comes at a time when Florida needs more of these spots available to help meet

future demands for physicians. Nationally, Florida ranks 42 out of 50 states in terms of Graduate Medical Education spots per 100,000 populations, and a study published in 2005 by the Association of Medical Colleges estimate a shortage of physicians in the next 10 years in areas of primary care, medical and surgical specialties to the tune of 46,000 to 90,000 nationwide. Among the study’s recommendations is to support graduate medical education programs to help with this shortfall.

“Having a graduate medical education program at Memorial Healthcare System will

help to address future physician needs in our community, while supporting the development and growth of high-end clinical programs and improving patient access,” said Stanley Marks, MD, Senior Vice President and Chief Medical Officer, Memorial Healthcare System.

As executive director of the Hallandale Beach Community Redevelopment Agency (HBCRA), she guided construction of single-family homes on nuisance and neglected properties. She moved here four years ago, and while we have been in that "cone," a destructive storm has not hit - in 10 years.

But just like any other area of the country - such as earthquake zones in California, tornadoes in the midwest and crazy winter storms up north, being ready & prepared is the only thing you can do.

"I keep hearing about how devastating these storms are, and have seen photos of Hurricane Andrew, but until you experience one, you can only go off what people say," Corrigan said. "Believe me, I have gotten everything for the season and will continue to listen to the weather, but I can understand how people tend to be too relaxed when they have never been through one."

So far this year, it has been fairly normal - with Ana, Bill, Claudette, Danny, Erika, Fred, Grace, Henri, Ida and Joaquin - which will fizzle out this coming weekend in the northeast Atlantic.

With recent storms that have continued to pound south Florida - with record-breaking rain totals - there are subtle reminders that we are still in a season where street flooding and coastal beach erosion continues to change the landscape of the area.

Just last week alone, high tides brought flooding along the beach in Miami-Dade and Broward Counties. Sunny Isles Beach resident Carter Castillo noticed the water when he went to South Beach. The street flooding, which has been addressed by Miami Beach officials, is an ongoing project that will last for the next two years.

"Living so close to the coast is a bit of a tradeoff," Castillo said with a smile. "Great weather pretty much the entire year, but you always have to deal with a few negatives, but you can see that many cities up and down the coast are really making an attempt to deal with the potential street flooding."

At the start of this season, back on June 1, many who forecast the season, predicted below-average activity, calling for seven named storms, including three hurricanes, one of which is predicted to attain major hurricane status.

Toxic Mold Threatens Home & Family Health!

WHY INSPECT FOR MOLD? The purpose of a mold inspection is to determine the presence of mold spores in an indoor environment, our mold inspection will determine what kind of mold genus were found, the amounts found in the air or a surface if mold is visible and if the amount of spores found are normal for that environment or elevated.

For some people, however, a relatively small number of mold spores can cause health problems. Infants, children, immune-compromised patients, pregnant women, individuals with existing respiratory condition and the elderly are at higher risks for adverse health effects from mold.

Dr. Adler Using Laser In Battle Against Toe Fungus

According to the American Podiatric Medical Association, approximately 40% of patients visiting a podiatrist have complaints or signs of toe fungus. It may begin with tenderness or pain in the toe, developing into an unsightly thick, darkened nail, and it can spread from toe to toe. In fact, the fungus can get so out of control that it can infect the foot and ankle.

Topical treatment such as Lamisil cream usually is the first course of therapy for a mild or moderate case. However, long-term use or oral antifungal medication is not recommended due to the toxic side effects Lamisil can have on the liver.

This is a special risk if a patient is taking other medications, including excessive use of Tylenol that can manifest the same hepatic damage.

Over the past few years, Dr. Charlton Adler has been following closely the application and reported results of laser therapy on fungus toenails and other podiatric and wound situations.

He is pleased to announce that he now is able to add this service as a therapeutic option in his office in North Miami Beach.

“The introduction of laser in treating toe fungus has had a major impact on attacking this uncomfortable and unsightly problem,” says Dr. Adler. He further explains that Onychomycosis, the medical term for fungal infection of the nail, is often ignored because it can be present for years without causing pain. “When the fungus imbeds itself under the nail,” he adds, “ the nail surface can become darker in color and the area can develop an odor. The fungus lives on debris under the nail, and white marks can appear on the nail plate.”

Approved for the treatment of nail fungus five years ago by the Food and Drug Administration, the special appeal of lasers is that it selectively heats and destroys harmful fungi while sparing healthy surrounding skin. Because of the intensity of the heat generated by laser rays, Enrique Mechulon a specially trained and certified laser technician working with Dr. Adler, says that both he and the patient wear laser protective glasses and take several rest periods during the 40-minute process.

5 surprising superfoods for baby boomers (BPT) - An estimated 77 million baby boomers represent the largest generation of Americans born in U.S. history. Many are embracing their golden years and taking a proactive approach to their well-being. If you are a boomer, you understand nutrition is fundamental to maintaining your health. But do you know some foods are particularly powerful in helping you age well?

Health consequences of hard water (BPT) - When you look at the cities that attract the most new citizens, particularly those in the senior age brackets, Phoenix and Tucson are usually up near the top of the lists. With sunny days, warm temperatures and golf courses galore - both have stunning outdoor environments to be enjoyed throughout the year.

Unfortunately, both Phoenix and Tucson are among the top 10 U.S. cities facing water problems. As residents are well aware, the water they use on a daily basis is laden with minerals from the Colorado River. The water hardness figures regularly posted in the City of Phoenix Water Quality Annual Report vary between 170 and 292 parts per million (ppm), placing it well into the very hard water zone.

Perhaps the greatest concern is on the role of hard water on the condition of the skin - our original body armor - the largest organ of the body and the one responsible for protecting us from all environmental challenges. The combination of soap and hard water has long been known to result in dermatitis.

The National Institute of Allergy and Infectious Diseases warns that the skin of people with dermatitis lacks infection-fighting proteins, making them susceptible to skin infections caused by bacteria, viruses and all forms of mold, conditions leading to further serious complications.

"Hard water contains minerals such as calcium, magnesium and iron, which can dry and harden on the skin," says Barbara R. Reed, MD, clinical professor of dermatology at the University of Colorado Health Sciences Center, Denver.

"Minerals drying on the skin can clog pores and cause flaking and itching."

But the problems with hard water extend way beyond that. The health effects of hard water are mainly due to the effects of the high levels of calcium and magnesium. More than ¾ of kidney stones are generally composed of calcium.

Environmental and nutritional factors that cause kidney stones include dehydration, a diet rich in animal proteins and calcium. Studies show that softened water is preferable to hard water, since it is associated with a lower risk for recurrence of kidney stones.

Fortunately, a salt-based water softener is the most functional and cost effective means of removing hardness minerals. It is a time-tested, highly reliable tool to improve health and to lower maintenance costs for home appliances like dishwashers and washing machine. It also reduces the need for detergents and high water temperatures, leading to a smaller household carbon footprint.

Although leading an active outdoor life in a beautiful environment can be very desirable, it is important for consumers to be aware of the challenges they face and ensure that the water they use promotes good health.

RISKS OF HIRING AN AIDE PRIVATELY

Well, it happened again. The family of a former patient of our agency called with a horror story of how the patient was taken advantage of by an aide that the client hired privately.

Mrs. R. had been our patient throughout the three years that her long term care insurance paid for aide services, and she was very happy with the aides we had assigned to her. However, once she was faced with paying for the aide outof-pocket, her friends convinced her that she could pay less money for help that she could hire herself, rather than work through an agency.

At first, Mrs. R was very happy. The aide she hired was kind and attentive. She helped shower and dress Mrs R, helping pick out her clothes, accessories, even her jewelry. The aide liked to listen to Mrs. R’s stories about her trips and the lovely momentos she bought back. Mrs. R also liked to talk about her designer clothes and how much she spent on her wardrobe. The aide drove Mrs R around in her late husband’s Lexus, taking her shopping, to her doctors, and to the beauty salon. And when they returned home and Mrs. R reclined in her lounge chair for a little nap, the aide prepared dinner and straightened up the house. Mrs. R told her daughter that she was very happy with this aide.

Then, all of a sudden, small items began to disappear. At first, it was costume jewelry and some twenty dollar bills that Mrs R kept for house cash. Then, it was a diamond ring that Mrs R did not to wear regularly and had put away in a secret place for safe keeping. That upset Mrs. R. She became suspicious. She questioned the aide several times, even saying that if the aide needed money, she should just ask her. The aide became defensive, even sharp and nasty. That’s when Mrs. R called her daughter. The daughter flew down, helped her mom look for everything and questioned the aide. The aide said she was insulted, and quit.

The family could not accuse her without proof, but felt that was a lesson well learned.
