Experience Hollywood’s Littlest Artists Camp on Monday, June 23 HOLLYWOOD - The Art and Culture Center of Hollywood begins the final two-week session of the summer camp, “Littlest Actors and Littlest Artists” on Monday, June 23.

During this program, children ages 4 and 5 will be introduced to performing and visual art-making skills. This session concludes on Thursday, July 3.

Parents may choose either a halfor a full-day program of this camp, which is the latest addition to the Center’s Summer Arts Camp programming.From 9 a.m. to noon, Littlest Actors will participate in drama, storytelling, music, and movement, while from 1 to 4 p.m., Littlest Artists will be introduced to drawing, painting, mixed media, sculpture and more! This session emphasizes the theme,“Beach Bonanza.” At the end of this camp, family and friends will enjoy a presentation and exhibition. It was written by a nurse practitioner who was denied coverage by every insurer to whom he applied following neck surgery from an automobile accident. Not only is he a healthcare professional, he happens to be president of the state nursing association. Every single company he approached after his surgery denied him, based on his preexisting condition.

Even the much vilified Obama Care legislation, dedicated to giving all our citizens healthcare, accepts the fact that tens of millions of Americans will remain uninsured while scores of thousands can begin getting basic care. This struggle continues for so many as health insurers continue to enjoy large profits.

There is a certain dichotomy in our American minds. We accept the fact that some populations have a right to government-sponsored healthcare for which we all pay taxes, such as our seniors with Medicare, children, the disabled, and low income families with Medicaid. However, they feel that others, mostly young or midlife adults struggling in the lower middle socioeconomic range should

somehow find the money to pay for their own insurance. That's kind of difficult if they are working for little more than minimum wage. Supporting a family of four on a minimum pay scale is impossible today. Even two incomes on that level is a struggle. $400-600 a month for health insurance is an impossibility when $1,200 is the family net income.

Until the Affordable Care Act was passed last year, having health insurance was a privilege only for those who could afford it. We are the only industrialized country in the world who sees it that way.

Canada, most of Europe, Israel, and the more advanced countries in Asia have coverage for their people.

In Cuba, there may not be freedom, but there is medical coverage for everyone.

Understandably, insurance companies have to make a profit.

They are in business to do so, but who are the victims here? Is it those who have no insurance and cannot get even the most basic medical care? Is it

those whose rates have gone up? Is it the insurance companies who need to show excessive profits for their shareholders? Is it the lobbyists for these insurance companies who earn exorbitant fees for their efforts? Is it our legislators, influenced by their largest contributors? Is it the corporate community in our dollar-hungry world who could care less about the common man?

I guess we are all victims in a way. But, do we need to be?

Using the hospital Emergency Rooms for primary care has been the only recourse for many without insurance. Since an ER cannot refuse attention to anyone who shows up, ER use when patients have no physician has resulted in a tremendous overload for staff and financial drainage for most hospitals.

Many hospitals, as we saw during the past few years with the Jackson Trust, found themselves critically in the red, forcing them to cut nursing staff and other services dramatically in order to continue operating.

To remain operational, hospital charges escalated. That means that insurance companies were billed excessively, which resulted in higher rates to the consumer. So, who actually pays for the non-insured person who goes to the ER? We all pay, not only financially, but also in decreased quality of care.

So, why the big fuss about not wanting to pay for someone else's healthcare ? You are doing it anyway. One way or another, we all end up paying for each other.

And isn't that what unity is all about? This country was founded in helping each other by becoming a group of United States. Our forefathers never could have achieved this great nation if they only thought about their own needs or comfort.

Healthcare will be a critical issue in the 2014 elections. A repeal of the Affordable Care Act will likely result in a return to the old system of healthcare insurance being available only to those who can afford it.

So, who will be the victim then?

Residents can rest easy that airport construction will not affect Hallandale traffic when completed

By Mayor Joy Cooper joycooper@aol.com HALLANDALE BEACH Over the past few years, Broward County Aviation Department has been redeveloping the airport. After many years of planning, debates, lawsuits and regretfully, homes and a hotel being demolished the runway and the new access to the airport are taking shape. Recently, there was press coverage about the southbound access to Dania/Hollywood and yes Hallandale Beach that created a fire storm.

Many residents after hearing about this issue believed that access to Federal Highway was not put in place. They thought they would only be able to head north to access our communities via 595 and I95. The ramp that we have all used to connect to Federal Highway over the railroad tracks was removed and a new route was planned in its place. There is and will be access to our cities on Federal Highway.

The biggest issue with the new southbound roadway is during the approval process, it was not made clear where the new road was going to be located. During the hearings, all parties were more focused on the impacts of the runway expansion itself.

Once construction of

the main tunnels were put in place and the ramp demolished, officials questioned where the road was going to be placed and some did not like the answer.

Last month the MPO asked the Director of Aviation to present a briefing on the airport construction and why the road was designed in the manor it was.

Director Kent George reviewed airport operations and what the airport expansion will mean in economic terms. The airport is ranked the 21st busiest in the nation. The international travel has increased over the past 10 years to 16% of all trips. It has nonstop access to 49 US markets. The domestic fares are the lowest among large hub airports having service to more US cites then their other South Florida counterparts. They continue to add carriers and are looking to increase international travel.

In addition to the runway, they are expanding and modernizing all of the terminals and adding a new terminal for international travel.

They are also replacing all of the canopies. It was interesting to find out that they needed to redesign them to meet South Florida codes. In addition to the canopies, they will be adding covered pedes-

trian bridges. All of these improvements are paid for by federal dollars, grants, passenger charges and user fees.

No general fund revenues are used. The largest revenue is 73 % from concessioners.

From June 2012 to December 2013, they trucked and shipped by train 20,000 cubic tons of fill daily. They had to construct 26,000 pilings. This was for the runway. He did not break down all of the roadway figures. When designing the roadways, they must evaluate what is called safe “decision points” distances. These are the points vehicles see when they are turning and must decide a direction. The time lapses and distance must be designed to make the decision in a safe pattern.

To connect to Federal from the old ramp the decision point was 260 feet at .67 miles to Grif-

fin Road with travel times of 1.3 minutes.

Many of us that utilize the airport are used to this pattern. It is not easy and many times, I personally find it a struggle weaving through to make the cross over to turn from the parking garage. Between taxis buses and tourists it is a daunting task. The other conflict is the rise over the railroad tracks. We do not always think about proximity of the FEC that runs parallel between Federal and the airport. Future plans for FEC passenger rail will create a multi model link.

Engineers evaluated three alternatives. First was an inner loop within the exit where the decision point would be 500 feet with a 1.4 mile distance to Griffin and a travel time of 2.5 minutes. The second was a north loop with a flyover, where the decision point would be

the longest .6 miles and would be 2.2 miles to Griffin with 4.4 min travel time. This is similar to the current U turn system. It works but takes more time. The third option is the preferred option for the aviation department.

The decision distance is .35 mile with 1.4 miles to Griffin road and a travel time of 2.2 minutes. It is safe and most cost effective. I took the time to check out the road. What it does is loop around the back area of the elevated runway and ends on Griffin Road, where the existing intersection of Federal and Griffin currently is located. There you can go southwest or back north. In addition, to this south access, the Perimeter Road remains intact so there are actually two ways to go south.

The MPO has requested that the Aviation Director make a report to the Board on a

more regular basis.

There were no decisions made at this meeting to change the plan for the third alternatives. If there is, it will definitely cost money that was not budgeted and they do not recommend it due to the cost vs. benefit.

This past Tuesday, I attended the first of three scheduled community meetings for the Three Islands Safe Neighborhood District.

The Advisory Board comprised of all the Presidents of the HOA’s has made a recommendation to remove the guard arms and adjust the tax rate to cover patrols. They have asked for input on the change and this year’s budget.

The next meeting is tonight Thursday, June 19th at 7 PM at Olympus Condominium. The third meeting will be held at The Community Cultural Center at our City Hall Complex on Tuesday, June 24th at 7 PM. This exclusive beach club was one of three members-only restricted clubs in Miami Beach that would not admit racial or ethnic minorities. Much of the Miami Beach properties also had the same practices.

Today, many of these members-only clubs are still in existence.

And not only do they now admit racial and ethnic minorities — many are actually owned by them. This includes three of the region’s most storied clubs — the Bath Club in northern Miami Beach, the former Bal Harbour Beach Club and the Surf Club in Surfside — whose current owners are transforming these iconic locales into some of the area’s choicest, most upmarket real estate.

veloper R. Donahue Peebles is creating The Bath Club Estates, a condo building with 13 full-floor units ranging from 5,700 to 10,305 square feet. Peebles, who went under contract for the site in 1998, has since erected the sold-out Bath Club condo tower on top of the original club. Peebles actually was the first black member of the original Bath Club, which admitted him back in 1996. Bath Club Estates was designed

by Arquitectonica, a Miami-based worldrenowned architectural firm, in conjunction with customized interior planning with four notable international designers.

The legendary Surf Club in Surfside was founded in 1930 by Harvey Firestone. In 2012, the 8-acre beachfront property was purchased by Fort Capital,

a Miami-based private real estate investment company owned by Nadim Ashi. Fort Capital entered into an agreement with Four Seasons to brand and manage the property.

The Four Seasons Hotel at Surf Club is designed

by Russell Pancoast with 80 guest rooms.

The Surf Club Four Seasons Private Residences, designed by Richard Meier & Partners in association with KKAID, includes 150 homes and penthouses in two 12-story towers.

Both properties are under construction with projected completion dates in 2016.

Other construction in progress on Collins Avenue in Surfside includes a Best Western and a Residence Inn by Marriott.

"The factor that is unique about what is happening in Surfside," says Michael Crotty,

City Manager, "is quality development that is sensitive to the environment." He explained that by saying how increased tourism from these new properties will yield the type of revenue for the township approving a fraction of the number of units that would normally be allowed to be built, if they were residential. "This competent type of planning minimizes the need for huge development in the area," he continued, "which lowers the environmental impact while allowing us to continue with great services for our residents."

Surfside has had a 4% resort tax since 1960, which has funded much of its township operations. Revenue anticipated from these new hospitality projects, whose visitors will need products and services, definitely will

fortify the township coffers. According to Crotty, the Five-Year Forecast that was presented to the town Council last year predicted that the ad valorem tax base would shift dramatically away from the homeowners after the hotels are open for visitors. Residents now pay 80% of the taxes needed by the town. The Forecast indicates that in 5 years from its date, retail enhanced by tourism would contribute 65% of the tax dollars needed, and the resident ad valorem rate would fall to enable only a 35% contribution.

The Surfside Community Center was completed in 2011. The 4% resort tax helped fund construction, now operations and activities.

The Community Center is a very active place with ongoing classes of Zumba, swimming and surfing. The American Red Cross conducts classes at the Center for First Aid and CPR/AED. The meeting rooms and social functions are regularly scheduled. Surfisde is well-known for its lavish Fourth of July celebrations.This year, the activities will kick off with a Swim Meet at 2 PM, music on the beach starting at 3 PM, and the world famous Zambelli fireworks at 9.

Because of its popularity and use, expansion has been proposed for the Community Center. "The Tourism Board and the Department of Parks and Recreation are spearheading re-

search efforts toward the possibility of adding a second floor to the building" says Crotty.

"They currently are overseeing a study that would consider needs, opportunity, cost and financing," he added.

Other Surfside improvements are now in the works, according to Crotty. Harding Drive, the business coridor of Surfside, currently is going through a major facelift with some infrastructure upgrading, as well as a landscape beautification project.

The township recently received a grant from the Florida Inland Navigation Department to replace some of the seawalls on the Intracoastal side.

There was a recent scare in Surfside about arsenic levels in the renourished sand on Surfside beach. Mayor Daniel Deutsch and his town Council hired two independent consultants to analyze the sand, and research possible toxicology and health issues. After considerable testing, the conclusion reached was that the arsenic levels on the sands of Surfside were consistent with the natural levels in the sands of Florida, and the sands were declared safe.

Still a small town in its way, the beachside development is positioning Surfside to become a major Florida vacation destination, while just a few blocks west, it will continue to maintain its hometown appeal....a small town with a growing international fascination.

THE COMIC OPERA DON PASQUALE TO BE PERFORMED AT THE COLONY THEATRE ON LINCOLN ROAD: Don Pasquale is a comic opera, written in

three acts, by Gaetano Donizetti in 1810. The opera was first performed in Paris in 1843 with tremendous success. In the tradition of comic opera, it makes reference to the cast of characters such as Pasquale, being recognizable as the Pantalone, Ernesto as the lovesick Pierrot, Malatesta as the scheming Scapino and Norina as a sharp cagey Columbina. At the time it was considered Donizetti’s comic masterpiece and to this day, is recognized as one of the three most popular Italian comic operas. Since January 2012, the opera has been performed 401 times in 66 different cities.

In the opera, Don Pasquale demands that Earnesto break up with Norina, his penniless girlfriend, a widow and marry a woman Don has chosen for him.

Ernesto refuses because both he and Norina truly love one another. When Pasquale disinherits Ernesto and decides to get married himself.

His good friend Dr. Malatesta arranges a phony marriage for him and that’s where the fun begins, as his life turns into a living hell as she spends a fortune partying all day and night.

Big Splash 1-2-3: Learn-to-swim program funded through a grant of the American Red Cross and the Harry T. Mangurian Foundation • Free swimming lessons are for children ages six months to nine years old Children of low-income parents can learn to swim for free if their parents act quickly.

Big Splash 1-2-3 is a learn-to-swim program funded through a grant of the American Red Cross and the Harry T. Mangurian Foundation.

The lessons are free through the end of August. When the grant expires, the City will continue to offer swimming lessons at a minimal cost.

For this reason, nurses with doctoral education are being emphasized as an option for future leadership of care teams, as noted in the IOM's report, The Future of Nursing: Leading Change, Advancing Health. Nursing educators are taking note, with more institutions offering advanced nursing degree programs that prepare nurses through specific curriculum focused on implementing efficiencies in health care delivery and enhancing nurses' leadership skills.

Nurses are responding to meet this need and leading the care team charge through continued education. The AACN reports nearly 15,000 students were enrolled in Doctor of Nursing Practice (DNP) degree programs in 2013, a 21.6 percent jump from 2012.
