Hallandale Beach: To appreciate the future - you need to understand the past

By Mayor Joy Cooper Hallandale Beach - Last week, I covered part of the workshop on our advisory boards. The last board that was covered in my opinion, turned out to be the worst moment in our City’s history.

Our Vice Mayor recommended and two commissioners agreed to sunset our Historic Committee. James Curci, a family member of one of our founding families was present and called for a recall. It is my understanding that one member of the advisory board broke down in tears after leaving our meeting.

I personally pleaded with the board not to move to sunset. This board, along with all other boards and their members, volunteer for our City. Their service is selfless and free to the community. To me, our history is very important and deserves to be preserved. More importantly, volunteerism should be celebrated. These volunteers give of their time leading tours of the Curci House and the Old-School house on Saturdays. To find out more about the tours, you can call our Parks Department. They also host the annual Pumpkin Patch and the Pioneer Celebration.

We have a national treasure at our Curci Village, the original Curci House.

The board has worked with our county historical commission to have this home nationally registered. I have written about the Moffitt House recently and that its history also needs to be preserved.

It is true that these preservation efforts cost taxpayer dollars, but what is the cost, if this history is lost? These

city assets will still have to be preserved. They will need to be painted, have the grass cut, update the electric, so they do not become neighborhood eyesores. We are also not sure, if we will be at any fault to the National Historic Society, if they are not maintained.

There is also, the restored 1910 wooden schoolhouse that is open for tours at 648 Northwest 2nd Street, Hallandale Beach, Florida 33009. Come see where our pioneer children went to school. Saturday March 18th from 12 PM to 3 PM. This tour is free.

Another board that was cut, was the Code Board. This board was set up to work on evaluating our codes and adapting new codes to fit our changing community. They were also supposed to work with our staff to educate the public on the code enforcement process. In the past, the board also held code enforcement hearings. We moved to a special magistrate system years ago, to ensure impartiality when neighbors had to decide the fate of their own neighbors, when it came to violations.

I am very happy that at this workshop, no formal action was taken, but it seems that the efforts of the commission will be to sunset boards and reduce the number of members. I think that is the exact opposite, of what we need to do as elected officials. In every city, these boards are part of a democratic process and are the fabric of our community.

We will continue to review every board in the City, we only have 10 left.

The City Manager, plans to do 5 boards at the next two workshops and come

Explorer programs are designed for motivated and service-oriented young men and women who have an interest in public safety. Explorers

In other news, the Southwest Drainage project is moving forward. In July, the design bid was awarded. This week, crews are out performing soil testing and geotechnical work. The work includes a truck mounted drill that will take samples from areas along Southwest 8th Street, South Dixie Highway, Southwest 2nd Avenue and Southwest 3rd Street. This part of the design phase, is at the 60% point.

Analysis will continue through April, with a goal of 90% designed. The next milestone, will be in September, when the project will be 100% designed and then released for construction bids. The overall project, is to take 5 years including construction.

On March 5th, The Hallandale Beach Fire Department’s Benevolent Association along with myself and the Rotary, we will be hosting the Annual Pancake Breakfast. For only $6, you will enjoy breakfast, while supporting these two worthwhile organizations. The breakfast will be served from 8 am to 12 noon at the Main Station located at 121 Southwest 3rd Street.

This Friday, the Hallandale Beach Area Chamber Of Commerce, will be attend regular meetings where they participate in training and hands on activities for students to prepare for a career in law enforcement, fire service and/or emergency med-

Scholarship fund continues to help dreams come true for local student

Also, the HallandaleAventura Rotary Foundation has scholarships available to graduating seniors from area high schools, if they are residents of Hallandale Beach or Aventura.

Longtime Hallandale Beach business woman Susan Mandel, who has been involved in every aspect of the community, is an administrator of the Hallandale Scholarship Fund. She is also a member of several organizations, which have stepped up to make a difference.

“These are tough financial times, and by rewarding the students for working hard in the classroom, it sets a great example for the future scholarship recipients,” Mandel said. “The Hallandale Beach Scholarship Fund has been

awarding these scholarships for over 50 years.”

Scholarship Fund History The fund was designed for first year college scholarships and are awarded to deserving high school students who are residents of Hallandale Beach.

In 1960, Mrs. Chester Norteman attended Class Night at South Broward High School and was disappointed when not one civic or service organization from Hallandale Beach appeared on the stage to present an award to a student.

Hallandale Mother of a graduate, she realized how much an award of even $100 (then) would mean to a student planning to work their way through college. To arouse interest in scholarships, she wrote to the organizations in town saying “dis-

By Larry Blustein sfsuntimes@aol.com If you are a parent and have done any research on attaining a college scholarship, you already know what lies ahead. If you are just starting out, searching ways to save on the cost of a four-year education, strap yourself in.

The days of the $12 per credit hour at your local college and university are as extinct as the $1 gallon of gas. Times have changed, salaries have escalated and the price of a quality education has gone through the roof.

No matter where you live in this country, families are doing what they can to give their children the best chance to survive in this competitive working world.

For Hollywood resident Alex Wagner, the thought of sending her third child to college is daunting, especially when she and her husband have experienced tough financial times.

The cost of an education is mind-boggling.

While students are working to help their parents with some of the financial burden, it is often not enough - and that’s where many have been searching for scholarships to help assist in this endeavor.

“After sending two children to schools out of state, we kind of urged our youngest to explore Florida schools,” Wagner explained. “My husband lost his job three years ago, and while he has been getting some momentum going with his home-based business, we just cannot afford this right now.”

Wagner is not alone.

Many throughout this region of the state are facing the same dilemma, and while many want the best, they are also trying to be creative.

“We have gone through the internet and found ways to get scholarship money from companies and foundations we had no idea about,” Mark Golden of Hallandale Beach pointed out.

“I am not wealthy, and would love to have money to retire some day, so that’s why my wife, son and daughter have been on this campaign to find ways to attain these scholarships and grants.”

Many communities have always tried to set up scholarship funds to help their area students.

None more than Hallandale Beach, which has

Lee Crouch, President of the Hallandale Beach Area Chamber of Commerce, urged by Ross Amos, invited all Hallandale civic and service organizations to form a Council of their Presidents or Representatives to serve as a clearing house for community projects and a vehicle for cooperative action. At the October meeting of the newly formed Hallandale Community Council, Ernie Pinto, Kiwanis representative suggested scholarships as a Council project. After meeting with Frank Schwall, Guidance Counselor at South Broward High School, the Council named its first Scholarship Fund Committee: Charles Knorr, Edna Norteman, Betty Sapienza, Theresa Wipple and Chairman Pinto.

Donations from twelve organizations were received that year allowing the first award to be presented by President Ernie Pinto to Richard Sullivan on June 7, 1961.

Since then, the HalCommunity landale Council Scholarship Fund (as it was known) has recognized the achievements of hundreds of Hallandale Beach resident graduates with financial

Because of what WalMart and the surrounding stores on Hollywood Boulevard have been able to attract with renovations that are continuing to progress, many in West Hollywood and Hollywood Gardens have long felt that if they host more events, maybe they can get the spillover from the ongoing transformation of the 441 corridor.

On Sunday, Johnson Street once again showcased any business and restaurant that lines these three-plus blocks.

While people came to eat, walk, listen to music and enjoy the outside weather, they also saw what this area has to offer. When driving, you never have the opportunity to fully scan what they have in this strip of businesses.

As area residents walked, came by bike and made this a daylong event, once again local merchants and business leaders took the lead and had fun in the street.

“Great time once again,” said Hollywood Hills resident Cheryl Miller. “It started out slow, but it picked up. I came here last year and the weather alone is worth taking this in.”

Whether it was to have some lunch or take in the many businesses that were open – or even if they were closed – to see what this area has and how it could be helpful to you and your family down the line.

“To me, it’s about promoting the entire City of Hollywood,” said Commissioner Kevin Biederman, District 5, who was also at the event to showcase his PestPro Services. “You want to let those on the eastern portion of the community know that these events are for them as well. This street festival idea, especially this time of year, is great and will continue to grow.”

What makes this a unique event is that very few communities throughout South Florida are as tied with “mom and pop-style” businesses. Johnson Street, outside of a few gas stations, is home to very few, large franchise merchants. That hometown appeal is what brings Carl and Mary Gardner from Hallandale Beach to take in the festivities.

Certainly, the centerpiece in this event are anchor businesses like Gino's Italian American Meat Market & Deli and Mimi's Ravioli, you know that this was the destination for so many who had a taste for Italian food and some fine wines.

“This is what makes this event for me,” Carmine Dee from Hollywood said. “I love the foods and bakery goods from both sides of the street. The prices were very low for the quality you get.”

Indeed, having this event becomes better when more and more of those businesses along Johnson Street take

part. After all, they are certainly the ones who will benefit.”

“While Hallandale Beach has so many attractions, the lack of that community feel that a

street festival brings, is why we come here,” Mary explained. “Things to get you out of the house - to a free event is what we search for and something like this

Delicious homemade soups are popular meals Warm up your entire family this weekend with a bowl of delicious flavors occasionally, until softened, 4 to 6 minutes.

Add the chicken broth, split peas, ½ teaspoon salt, and ¼ teaspoon pepper.

Simmer, covered, stirring occasionally, until the peas are tender, 1 to 1 ½ hours.

If you live in South Florida, you already know that the weather is never frigid enough where we have to wear coats and boots all the time.

But even though we don’t have to shovel snow, there is no reason not to enjoy a bowl of warm, delicious soup.

Today, we have come up with a few that you just may want to surprise your family and friends - or just yourself.

Place butter, sage, and onion in a large saucepan or Dutch oven over medium-high. Cover and cook 7 to 8 minutes or until onion is lightly browned, stirring occasionally.

Coarsely chop 1/4 cup almonds; set aside. Whisk together flour and 1/4 cup stock. Add remaining 1/2 cup almonds, flour mixture, remaining 2 3/4 cups stock, pumpkin, salt, and pepper to onion mixture. Bring to a boil. Reduce heat to medium-low, and simmer 5 minutes, stirring occasionally to keep pumpkin mixture from sticking to bottom of pan.

Place pumpkin mixture in a blender; remove center piece of blender lid (to

allow steam to escape). Secure lid on blender. Place a clean towel over opening in lid. Process until smooth.

Ladle soup into bowls; sprinkle with reserved 1/4 cup chopped almonds and chives.

FRENCH ONION SOUP • 6 medium-size • yellow onions, thinly sliced • and divided • 1/4 cup plus 2 tablespoons • butter or margarine, divided • 2 quarts beef broth, divided • 6 (1-inch-thick) slices • French bread • 3/4 cup grated Parmesan cheese

Combine one-third of onion slices and 2 tablespoons butter in a large skillet; sauté until onion is transparent.

Transfer onions to a 5-quart casserole.

Repeat procedure with remaining onion slices and butter.

Add 2 cups broth to onions in casserole, and bring to a boil. Reduce heat; cover and simmer 20 minutes or until onion is tender. Add remaining broth, and bring to a boil; remove soup from heat.

Cut each slice of French bread in half; toast each side. Arrange toasted bread on top of soup in casserole; sprinkle with cheese. Broil 8 inches from heating element 3 minutes or until cheese melts and becomes golden brown.

Ladle into individual soup bowls, placing a piece of toast in each bowl.

Serve immediately.

mational classroom and hands-on training for individuals interested in learning about the Department and an overview of police operations. All instructors are Aventura Police Department employees or special guest speakers.

The Department’s goal is to build a closer bond with the residential and business community.

• Participants will not be exposed to high liability areas such as defensive tactics, chemical agents, firearms, or driving.
