Hallandale Beach, Hepburn Center step up to make holiday festive
‘AROUND THE CITY OF CHOICE’
HALANDALE BEACH - This past Thursday volunteers from around the community pitched in and served hot meals at our annual Thanksgiving Day Luncheon. This tradition has been going on for many years at The Hepburn Center. Director Miriam Collie and her staff make the preparations for the day, but the event would not be complete if it was not for many volunteers that help set up, serve and deliver hot meals. The past couple of years my husband Dr. Harry Cooper has supervised what I call the frontline troops; aka the kitchen alongside Miriam and the other Joy. This too has become tradition. This year there were well over 25 volunteers that dished out the food and served over 150 hot meals to the many seniors. In addition to a hot Thanksgiving meal there was entertainment for all that attended by the young students from Lowell Lampkins Creative Arts School located on South Dixie here in Hallandale Beach. Mr. Lampkin is a former teacher and continues providing wonderful educational opportunities from singing, dancing and other creative arts to all ages. In addition to serving lunch there were over 150 meals delivered to homebound seniors. This effort is coordinated through the Hallandale Beach Police Depart-
ment and many young Police Explorers. The number of hot meals delivered this year unfortunately has increased. While statistics show the average age in our community is 47 we still have many seniors who are in need of assistance. Hallandale Beach has continued to support our Human Services Department. In these economic struggling times, it is one place where Hallandale Beach residents have an opportunity to receive legal aid, consultation with social workers and most importantly, emergency assistance. For more information you can contact 954-457-1460. As the holidays approach, please remember the less fortunate in our community. The city has set up collection bins at City Hall. Please think about dropping off nonperishable items that can be utilized by the Hepburn Center Food Pantry or the Hallandale Food Pantry. Also please remember we
will be celebrating a holiday kick off tomorrow, Friday, December 2 at Gulfstream Parkʼs North West parking lot. from 69 pm. There will be games, entertainment, rides and of course, a visit from Santa Claus. The event is free except for the rides. Wrist bands will be on sale for $3 dollars. The past couple weeks have been very busy for our City Commission. In addition to our regular City Commission meetings, we conducted a special visioning session for the City Commission. This meeting was facilitated by Michael Levinson the afternoon of November 16th. This meeting was critical to review many components of our business model, resident and business survey's to incorporate them into strategic priorities for the budget. January will be the kick off for the 2012-2013 budget. This year the city has decided to change the format from the previous years by adding three additional key steps that will be part of our process. The City Commission will receive monthly reports from the City Manager on budget activities. When establishing this new schedule the Commission had not defined what the content would include since the budget is more of an ongoing process over the first 3 to 4 months.
Last year in January the City Commission redefined the existing mission statement; The City of Hallandale Beach is dedicated to enhancing the quality of life in our community in a fiscally responsible manner by providing superior services that meet the needs of our community as well as plan for their future needs through continued communication. Our mission truly has remained focused and this language was not changed. Last year I requested that we add “fiscally responsible manner”. We also established four strategic priorities; livable community, excellence in Government, environmental sustainability and economic development. During the course of last year we conducted a survey of a cross-section of our residents that represents a 95 percent plus or minus 3 percent accuracy test of how our services are delivered, how our city is maintained, level of satisfaction with various services the city provides. Mr. Levinson had an opportunity to evaluate the survey responses and how they tied into our strategic priorities. In general Mr. Levinson was quite impressed with our citizensʼ responses considering the economic times we are going through and that this was our first formal survey and many years.
City Commission discussed at length each strategic priority and what performance measures would apply to each category. It should be noted our city departments currently establish performance measures depending on the service they provide. Not all departments, however, have focused on how the departmental strategic priorities match up with the Commission strategic priorities and most importantly, our resident input. The basic model incorporates citizen input that is evaluated by Staff and the Commission. This data analysis is then incorporated into our strategic business plan. At this meeting the City Commission agreed to a strategic plan that will be incorporated into the City Manager's business plan. This plan will be created through coordination with department directors who will report to the City Manager how they will be implementing their goals and performance measures. At the first meeting in January the City Manager will report back to the Commission on the progress of what has been presented and if it is in line with the strategic plan established during the November 16th meeting. In addition to this new Commission reporting format, we still will continue to have the quadrant meetings where all
residents will have an opportunity to provide their input directly on the levels of services and programs the city provides. Residents will be able to share neighborhood concerns and programs they would like to see occur in the upcoming budget year. There will be a final general public summarizing all the quadrant meetings and progress to date on the budget sometime in April. The City Commission will then be receiving the budget before June. Many of the meeting dates have been established, but in the event they are changed, it is imperative to participate in “notify me” for the most current times, dates and places of all meetings. Hollywood redrawing district boundaries based on new census data
By Pat Cerny, City Clerk HOLLYWOOD Based upon the 2010 Census the population of the City of Hollywood has increased by 1% or 1,411 residents since the 2000 Census. Thatʼs a pretty small change, but the City of Hollywood Charter requires that the district boundaries for each Commission District “be set by ordinance and updated after each decennial census or as otherwise required by law”. Florida Atlantic University (FAU) was hired to perform a demographic district analysis based upon the change in population from the census. When the analysis shows a 10% total deviation in each district, a redistricting process has to be done to redraw the
district boundaries. FAU's analysis shows District 2 has the highest population that deviated 4.83% above the district population average and that District 3 has the lowest population that deviated 7.73% below the district population average. By adding these two percentages together there was a total of 12.56% deviation from the district population average. This analysis means the City will be redrawing District 2 and 3 boundaries while keeping neighborhoods together, which could go beyond Districts 2 and 3. Some criteria for determining the redrawing of the boundaries: The two districts must have approximately the same number of people counted by the census. There should be no
more than 10% overall deviation from the ideal district size. Districts must be composed of contiguous territory. Districts should attempt to preserve integrity of community of interest, including neighborhood associations or ethnic or religious enclaves. "The advantage of having Gulfstream open earlier, before the holidays, gives many of the shops and restaurants a chance of recovering some of that lost money from a slow summer," said Hollywood resident and business owner Kim London. "Not only will we have more visitors from outside the state and country here, but this is a great way to expose the facility at Gulfstream and surrounding areas." While many have long questioned why facilities such as Calder dominate the yearly racing schedule with more dates, those in the know believe that with the extra month this year, opening before Christmas and Hanukkah, actually makes up for not having live racing the rest of the year. The Village at Gulfstream Park was a major investment that many still continue to talk negatively about. Most contend that in this economy, it's extremely tough for those businesses to make it year round, which is something that makes sense. But if you've read my columns, I am one of those who strongly believe that sitting on your hands accomplishes nothing, so this gives those struggling restaurants and shops a huge pre-holiday shot in the arm. One that will be needed. To those who have braved the past two years, this is truly a reward that will send potential customers to the facility for all that is going on - in addition to the live racing, which is huge!
OPENING WEEKEND Gulfstream Parkʼs opening day feature, the $100,000 Spectacular Bid for 2-year-olds at six furlongs, drew 31 nominations, including Nashua Stakes (G2) winner Vexor, Jack Price Juvenile winner For Oby, and Keeneland 75th Anniversary winner Luke of York. Fans will also be able to see the new picnic area, six new Daktronics LED boards throughout the facility, and partake in the delicious new menu at Ten Palms Restaurant and the concessions stands of executive chef and television
star Ralph Pagano. Anyone buying a seat in Ten Palms, Silks or the grandstand opening day will receive a commemorative Gulfstream Park polo jersey. The 32nd running of the Spectacular Bid drew several interesting nominations including Vexor. A chestnut colt by Wildcat Heir, Vexor broke his maiden at Saratoga Aug. 10. After finishing eighth in the Hopeful (G1), the John Kimmel-trained colt won the Nashua at Belmont Oct. 2 before finishing ninth in the Breedersʼ Cup Juvenile Sprint Nov. 4 at Churchill Downs. For Oby, a Calderbased son of With Distinction trained by Pedro Maestre, won the $125,000 Jack Price Juvenile Nov. 12 at Calder. Earlier in the summer he finished third in the Florida Stallion Stakesʼ Dr. Fager. Luke of York, trained by James DeVito, broke his maiden at Arlington Park in September before winning the $125,000 Keeneland 75th Anniversary Stakes Oct. 15. Hello everyone, As a member of the Broward County Historical Commission, I am pleased to announce that 32 men and women have been selected as Broward County Pioneers, for 2011. This event will be held on December 3, 2011, at 2 pm on the grounds of the Ft. Lauderdale History Center, 231 S.W. 2nd. Ave. The public is welcome, and admission is free. They will join a distinguished group of almost 2,000 other pioneers the Commission has honored since the beginning of the program, that was started in 1973. This 39th Annual Pioneer Day event honors Broward County residents or groups that have made significant contributions to historical preservation or education. During the summer, the Hallandale Historical Preservation Board selected longtime resident, and Army Veteran, George Posnansky, who recently passed away, and will be honored posthumously. Another long time resident and employee of our city, Essie M. Crews Morgan will be honored also, as our Pioneer. If you enjoyed our Veterans Display in the Cultural Center, you will have an opportunity to see it again at the Hemisphere Condominium, in their Beach Side Auditorium, December 7th, from 11am to 1pm. We will honor the young men and women who fought and lost their lives protecting our Pacific Fleet in Pearl Harbor. December 7, 1941, marks 70 years since Japan sent 6 aircraft carriers with 423 Mitsubishi made aircraft, killing 2,335 servicemen, and 68 civilians, 1178 were also wounded. Making the holidays brighter
By Steve Cummings This holiday season will be partially marred by a devastated economy creating limited spending power by many consumers. Although the crowds will line up in the pre-dawn hours to snatch up low priced televisions and computers at stores like Best Buy, Target and Walmart, there are many folks that will have no presents to exchange and no meals to eat at Thanksgiving and Christmas. We have often heard that important phrase that “it is more important to give than receive” as the Hallandale High School Key Club sent a dozen of itʼs altruistic members including their faculty advisor, Collette Williams who is a reading coach at the school to The Jubilee Center of South Broward to serve lunch to the homeless the day prior to Thanksgiving. The center is located on 2020 Scott Street in Hollywood and serves hot meals Monday through Friday to anyone who feels that they need this assistance. Our group of volunteers was met at 8 A.M. by an affable gentleman named Lucius Beard who bears the title Logistics Volunteer, but his duties include supervising the volunteers showing them their assignments. Beard spent twenty years serving in the United States Armed Forces and realized his dream of assisting as a social worker on a volunteer basis arriving daily at 6 A.M to open the center and coordinate the hot meal for the day. Executive Director Joyce Curtis was most
courteous addressing our group and thanking them profusely for their service. I should point out that the students were on vacation and still felt compelled to awake early and travel to the Jubilee Kitchen. Curtis pointed out that the Jubilee provides many services other than serving food that include distributing clothing, bus passes, hygiene kits, legal aid, food stamps and Medicaid , access to computers so patrons can create and update resumes and check email, and most importantly providing pantry bags of food when the customers depart the center. There was a recent article published in the two major daily newspapers in South Florida stating that the funding from the city of Hollywood may be terminated to the Jubilee Center due to security issues when the customers line up outside in the rear of the facility prior to food service. The city suggested that they hire a security guard to maintain decorum as there were complaints from some neighbors. On my day of service, the volunteers stood side by side with the patrons and joined hands in prayer as the
group of 164 were nothing but docile and appreciative and I would honestly state that over 95% of the folks who came in for a complimentary meal uttered comments such as “God Bless you” and “Happy Holidays to you and your family” as our service continued seamlessly without a single incident. We are experiencing difficult times, but as I preach to the children, there are always those more needy than ourselves. I have learned that there is no profile for the homeless. They are not necessarily disheveled, but many who are recently unemployed or who succumbed to the vicious world of becoming overextended in debt. The Jubilee Center would greatly appreciate your financial assistance or donation of canned goods or having your group volunteer. In the spirit of the holidays, I urge you to help out. Have yourself a heartburn-free holiday
(ARA) - For frequent heartburn sufferers, the abundance of rich food and drink at the myriad holiday gatherings between Thanksgiving and New Year's Eve can be trouble. Even those who suffer occasional heartburn can find their mild indigestion flares up more during the holidays. Contrary to its name, heartburn, which affects 60 million Americans at least once a month, has nothing to do with the heart. It's a digestive problem that is also called reflux esophagitis or gastroesophageal reflux disease (GERD). Gastroesophageal reflux occurs when contents in the stomach flow back into the esophagus. This happens when the valve between the stomach and the esophagus does not close properly. Heartburn is most often described as a burning sensation behind the breast bone that moves up toward the neck or throat. This occurs when stomach acid irritates the normal lining of the esophagus. People may also experience acid regurgitation with heartburn,
which is the sensation of stomach fluid coming up through the chest into the mouth. Less common symptoms that may also be associated with gastroesophageal reflux include unexplained chest pain, wheezing, sore throat and cough, among others. According to some physicians, planning ahead and knowing which over-the-counter (OTC) treatments may help are essential to keep your gatherings merry and bright. "I always recommend heartburn sufferers be prepared and bring along a few over-thecounter treatments, like antacids or H2 blockers, when they are heading out for a holiday party," says Dr. Tom Rupp, a Michiganlicensed gastroenterologist. "With regard to
specific medications or brands, I would actually recommend patients just go with a storebrand treatment. Storebrand OTCs have the same efficacy as national brands and are approved by the FDA, but cost much less." Allegan, Mich.-based Perrigo is a pharmaceutical company that manufactures and distributes most of the over-the-counter medications found under store-brand labels at leading retailers, grocers, club stores and pharmacies. According to Perrigo, these products are the primary treatments available over-the-counter for heartburn relief: * Antacids. Antacids come as liquids and tablets like calcium carbonate (name brands: Rolaids and Tums) * H2 blockers. Indicated
for occasional heartburn, these medications are most effective when taken an hour before eating. Examples include famotidine and ranitidine (name brands: Pepcid and Zantac). * Proton pump inhibitors (PPIs). PPIs are indicated for people who have heartburn at least twice a week. Omeprazole (name brand: Prilosec OTC)
won't relieve heartburn right away - and may take up to four days for full effect - so they're not helpful for immediate, temporary relief after you've already overindulged. "For most people holiday heartburn is nothing to worry about. However, if you're having ongoing symptoms, you need to see a doctor. The worst thing you could do is ignore
chronic symptoms, hoping they'll resolve in the New Year on their own," Rupp says.

My boyfriend constantly plays jokes on me, & embarrasses me. He claims he means no harm & I am over-reacting. He becomes angry when I take offense. I donʼt think Iʼm too sensitive, but his constant barrage is getting to me. What do you think? So he can dish it out, but canʼt take it…….what a punk!.. I have had the displeasure of meeting many people like this, & while I personally find them annoying.., I must thank them for keeping my practice busy with the friends & family members affected by their “harmless hijinks”. Now, Iʼm not saying people should be so sensitive that they cannot allow themselves to be at the butt of an occasional joke, but being constantly at the butt of
someone elseʼs jokes or pranks can lead to an undiagnosed condition called “Buttaphrenia”. Tell diabetes 'not me' this winter and holiday season
(ARA) - Each winter, the cold weather and holiday festivities can bring special challenges to the nearly 26 million Americans living with diabetes - and the 79 million with prediabetes who are at grave risk of developing it. With the season fast approaching, experts caution people with diabetes and prediabetes to take extra care to avoid cold-related illnesses, stay physically active and maintain a proper diet during holiday gatherings and the long winter months. "The winter holidays bring family and friends together to celebrate, but for some, this time of the year means a decrease in physical activity, tempting 'no-no foods,' and an increase in weight gain, all of which can make blood sugar more difficult to manage," says Dr. Deneen Vojta, executive vice president and chief clinical officer of the Diabetes Prevention and Control Alliance (DPCA). "Fortunately, there are simple precautionary steps that people with diabetes and prediabetes can take this winter and holiday season." Here are 10 simple ways Dr. Vojta and the DPCA say people can tell diabetes "NOT ME" this winter and enjoy the holiday season without risking their health. "NOT ME," from the DPCA, is an employer- and community-based initiative aimed at tipping the scales against the epidemic of type 2 diabetes, prediabetes and obesity. Keep yourself and your gear warm: Dress appropriately for the cold weather, which means wearing layers and keeping your head and extremities covered. And be sure to keep your diabetes medications and supplies insulated and well-protected. Avoid winter weight gain: Watch your caloric intake, look for holiday treats that are lighter in sugar and carbohydrates, and make
sure to keep exercising during the cold winter months. Don't get cold feet: Keep your toes covered and warm in the cold weather. Get vaccinated: Studies have shown that people with diabetes are three-times as likely to die from influenza or pneumonia, and five-times more likely to be hospitalized due to flu complications. So be sure to get vaccinated at the very start of cold and flu season. Wash your hands: Another good way to avoid getting colds or respiratory viruses over the holidays is to wash your hands regularly with hot water and soap and/or an antibacterial product. Eat thoughtfully and be merry, but watch the drink: Alcoholic beverages dilate blood vessels and accelerate the loss of body heat. Alcohol can also mask the signs of low blood sugar, which can be dangerous for people with diabetes. So be mindful of alcohol in-
take, especially at office holiday parties and family gatherings. Seek counseling if you're feeling blue: Several studies suggest a correlation between diabetes and depression, a disease which is also known to spike each year around holiday time. If you're feeling low, sluggish, devoid of energy, or sad, do not be afraid to reach out for help. Check in on the elderly: Seniors with diabetes are even more susceptible to succumbing to the effects of the cold due to a reduced ability to control body temperature and a decrease of subcutaneous fat. Check in on your elderly friends and neighbors this holiday season, especially those that live alone. Stay hydrated. Alternating exposure to outdoor cold weather with indoor heating systems is a recipe for dehydration, which can raise blood glucose levels and cause dry skin and eyes. Drink lots of
water and liberally apply alcohol-free moisturizing lotion throughout the winter months. Strive for a stress-free sea-
son: Stress has been shown to affect blood sugar levels, so find ways to make your holiday season a little less hectic whether that means managing your social calendar or making detailed shopping lists in advance. These tips can help people with diabetes and prediabetes stay healthy this winter; however, national data suggests that more than 27 percent of adults with type 2 diabetes and more than 90 percent of individuals with prediabetes may not even be aware of their condition. Authentic Tuscan tastes bring big holiday flavor
(ARA) - When Janelle Maiocco learned she was traveling to Italy last summer on an all-expenses paid trip through Tuscany, it was as though the chef and blogger were really just coming home. Having spent a year living abroad in Florence with her family, the Seattle-based mom and urban-gardening foodie was certainly no stranger to adventure. So when Maiocco discovered DaVinci Wine's Storyteller Experience application on Facebook, she decided to throw her hat in the ring for a chance to visit the old country once again. SHE WASN'T ALONE. DaVinci received over 200 applications from other chefs, bloggers, videographers, artists and wine enthusiasts, selecting just four lucky Storytellers to travel to Vinci, Italy and learn about the people, place and passion behind the storied Italian wine brand. Four categories - culinary arts, visual arts, language arts, and documentarian comprised this year's coveted spots. "It was such an overwhelmingly fantastic opportunity," says Maiocco. "I love stories. We're all either reminiscing about
the last story or making the next story. To get to travel to Tuscany and help share the story of DaVinci wine - from the growers to winemakers to local artisans - was a dream come true." Maiocco was selected as the "Culinary Arts" storyteller, bringing her love of Chianti and Tuscanstyle dishes to the forefront of the weeklong Storyteller Experience. MUSSELS IN PINOT GRIGIO AND GARLIC
generally a starch. Italians spread out their courses, so no two menu items go on one plate because each course is deserving of its own. The primi course includes everything from pasta to risottos, polenta, gnocchi and gnudi.
CHIANTI MEAT RAGU WITH PAPPARDELLE 1/4 cup olive oil 2 carrots, minced 2 small shallots, minced 1 celery stalk, minced 1 teaspoon dried thyme 2 tablespoons parsley,
chopped Kosher salt Coarse pepper 1 pound beef, trimmed of fat and cut into 1/4 inch dice 3 tablespoons tomato paste 1 cup DaVinci Chianti 1/2 pound pappardelle pasta 1 cup vegetable or chicken stock (or pasta water from boiling the pappardelle) In a large skillet over medium-low, heat the oil. Add the carrots, shallots,
celery and seasonings and saute for seven to nine minutes. Increase heat to just above medium. Add beef and stir occasionally, cooking for five minutes. Add tomato paste and stir into mix. Cook three minutes. Add Chianti, lower heat to just below medium, and let simmer for 30 minutes. Add stock or pasta water and let simmer, uncovered, for one hour. Adjust stock and seasonings for desired consistency. In large pot, boil pasta per packaging instructions in salted water. When pasta is al dente, remove from water and place directly into ragu pan. Remove from heat, stir to blend and serve immediately. To loosen sauce, add a little hot pasta water while stirring together the pasta and ragu.
Wine pairing: DaVinci Chianti Riserva Secondi: The second course is the main course: the protein climax. Big forks and knives dive into wild boar stew, tuna steaks, shellfish or sausage nestled in a bed of cannellini beans with garlicky tomato sauce. MUSSELS IN PINOT GRIGIO AND GARLIC 2 tablespoons olive oil 4 cloves garlic,
chopped 2 shallots, coarsely chopped Coarse pepper 1/4 teaspoon red pepper flakes 1 2/3 cups DaVinci Pinot Grigio 1 1/2 pounds cultivated mussels, scrubbed 2 tablespoons fresh Italian flat-leaf parsley, chopped 2 tablespoons unsalted butter, cold Kosher salt
In large pot over medium low, heat the oil. Add garlic and shallots then salt and peppers. Saute for six to eight minutes, careful not to burn the garlic. Add wine, let simmer for a few minutes, then add scrubbed mussels. Cover and cook for seven to nine minutes. Open pot, discard any unopened mussels and place opened mussels in serving bowl. Swirl parsley and butter into wine sauce, then pour over mussels. Optional: Halve one baguette lengthwise, rub with olive oil and sprinkle with kosher salt and coarse pepper. Grill or broil. When still hot, rub face of bread with raw garlic. Serve alongside mussels. Wine pairing: DaVinci Pinot Grigio
