SUSPENDED BY ANC
O, Councillor, full of woe! It certainly has not been the best of times for Paarl’s Ward 14 Councillor, Sonwabo Lumko. Interestingly, his names denote the very oppo site of his recent experiences. The first denotes happiness and the second, wisdom or vigi lance. Recent events have not been kind to our good councillor. First, residents slammed him as a “sheep in wolf’s clothing” after his shack was found to be a brick structure on the inside. The ANC suspended him on suspi cion of corruption. Then his constituency burned his housecumshack to the ground. Could things get any worse for this “servant of the people”? PHOTO: OTHO VAYO

EPHOLILE DISASTER MANAGEMENT
Wise up! Be more proactive, don’t be lazy We live in a time where wisdom should be the most crucial element of our lives. Without being self-righteous or anything, I feel as a black nation we are losing what has always distinguished us as a people, wisdom. We are falling into the trap of laziness, and I find we are veering away from progressiveness. Now you’re probably saying, “what is she on about?”. Well, let me give you an example. Our winter this year in the Western Cape had virtually no rain. (I constantly ask intercessors to pray for rain because, like electricity and load shedding, we may find ourselves facing water shedding if rain doesn’t come at all!)
This may be a blessing to some who live in shacks, like the people of ePholile and the surrounding informal settlements, whom we did not see migrating from their homes to the community hall this year. Of course, not having rain in winter does not mean we won’t have it in summer, or any other time of the year – so yes, we must be prepared for the rain when it comes, regardless. Now, in a place like ePholile it doesn’t seem as if much of that has been happening. One sunny Sunday I took a walk to the Broadway Shopping Centre, looked around and I saw a family sitting in the sun beside their shack sa-
What is an awakened person? What are we created to do? What is an awakened person. Many of us believe that the Dalai Lama is an awakened person. But who else among us is awakened? Each of us believes he or she is. But are we? Many think we are because we can speak tsostsi taal. That’s my gripe with many people. We have not changed. We are still they same. We are still like tsotsis. All we want to do is take, take, take. Take from someone else. Take from our enemies. And if you talk like that, you are awakened. Think about it. Does an awakened person take from others. As you sit there thinking about your life, what do you think about? Don’t tell me you are thinking about taking from someone else, as if that act will restore your soul. Because I don’t think it will. We are not created to take. We are created to create. If you take and it comes to an end, what will you do next? Will you still take? So you will keep on taking. And others will have to defend themselves. They will have to build walls around their properties. And what does this tell you? Does it not tell you that our society is one of takers. We have walls all around us. Today the security industry is such a lucrative business.
And it is just because we are not awakened. We believe in taking from others. We do not believe in creating things for ourselves. We think it is not cool to do that. What if you fail? For sure, what if you do? Will that be the end of the world? I don’t think so. Life is long. And yet at the same time it is short. Which means you can take time to create your thing. If you fail, keep on trying. That’s not a crime. At the same time it is short because if you do not use your time constructively, you will lose out. Of course those who lose out are the ones that do not believe in creating things for themselves. They are those that say “I am incapable”, “I can’t!”, “I’m useless.” They are those that believe they are bewitched. Or, because they are black, they are doomed to failure. As if God did not endow them with the same powers as whites, Japanese or the Chinese. But awakened persons do not think like that. They know what it takes to do things for themselves. It is perseverance. Self-discipline. Belief. And desire. What do you want to have. What do you want to be. Awakened persons think like that. And proceed to follow their dreams. They don’t just want to take. They create. Stay positive.
vouring the beautiful day and cooling umphokoqo to feast on. But their shack looked as if it was going to collapse any time. A film of what seemed more than likely to happen started playing in my mind. ePholile is built on land that has what we call umthombo (wetlands). On rainy days water comes from underneath the houses and flooding is inevitable. So many dwellings are built on “shaky ground” by chance-takers who are clueless about the finer points of construction. So, for me, instead of enjoying feasts on beautiful days, take advantage of the respite and fix your house (not an idea that occurs to many people) – you know, lift your structure so the water will not get inside when it rains. Fix the roof so that you don’t have to put dishes on beds, floors and tables. Now, are we going to blame the government for lack of wisdom here too? Because it seems we put the blame on government for everything nowadays. (Oh, don’t get me wrong, I don’t believe government is immune to lack of wisdom either.) Nevertheless, every year Z especially when the rains come Z the story hardly changes. When the informal settlements experience
flooding people are moved to community halls, and are helped by government officials. Then the City’s disaster management personnel provide them with oovedinga and food parcels, photos are taken, and we hear on the news that something was done for the people. Year after year I pose the same old question X how is this disaster managed really? Why is it that no one, from government or affected communities, ever thinks the money for oovedinga and food parcels could go towards preparing for umhlozayo? We have companies selling concrete in our neighbourhood. We all know that when the truck goes out to pour concrete wherever the client needs it, it occasionally returns with concrete remainder. Can’t the government and the community leaders ask the companies to use that to better the floors of the shacks? Can’t the ePholile people start ilima during the beautiful days and work together to identify dripping roofs and fix them together? Instead our people seem to enjoy being victims and not victors, and beneficiaries instead of proactive communal practitioners. Seriously, it is time to wise up, Mz’ontsundu!
You are complete, competent I was never a Michael Jackson admirer, granted the guy was popular and celebrated all over the world. He was also very good at singing and dancing. I could not stand him though. Born black, he decided to change his natural looks and performed a host of surgical procedures to look Caucasian. By changing his looks he was insulting God. He was also looking down on all black people. I do not wish to speak ill of the dead. There was a good side to him as well, including donating money to the poor, singing against wars in Africa and elsewhere. I recall that on one occasion he was interviewed on CNN, a news agency. Many school kids on a school trip to USA had expressed an eagerness to be like him when they grew up. Instead, he replied: “Do not wish to be like me, do not wish to be popular and famous like me or to become a pop star like me ... there are many things that you can do to be famous if you will; if you become a street sweeper, sweep that street as though it has never been swept before,” and so on. After that statement my thoughts were racing about jobs that most of us take for granted. The lesson here is, whatever you do, do it as if it has never been done before you. Do it as if it’s the last thing you want to do before you die. Do it all with a smile. Do it with a sense of diligence and dedication, a sense of economic revolution against job scarcity and unemployment and inequality. It’s not wrong to be ambitious, but what you do now is paving the way to that dream job, it is enhancing your CV and experiential training.
Even though I may never understand why Michael Jackson decided to be white, I have no right to judge, nor will I understand why Mshoza or Kelly Khumalo decided to bleach their skins white. Mind you, I also fail to understand why my daughter Nomgigi wants to go for hair extensions, weaves. Even why she wants to hide her natural looks with all the makeup, eye lashes band nail polish or rouge or lipstick. Whenever I tried to reason or raise my concern with her, I’ve always been lambasted as being backward or stingy, or too traditional. I always argued that you are beautiful as you are, you don’t need to change yourself in order to be appropriate or relevant. Your black skin does not mean you are below average and a second-rate person. I don’t know if this is linked to South African or Africa’s colonial history, but white skin is always the epitome of beauty and dark is always associated with evil or danger. Some even suggest that people from “Brown Nations” around the world have a tendency of looking down upon darkskinned people! Allow me to quote writings by the late Steve Biko in his I write what I like series by Frank Talk. Black is beautiful, the second, Black Man you are on your own, and the third, Black souls wrapped in white skins. In these writings he stressed the point that “The most potent weapon in the hands of the oppressor is the mind of the oppressed”. He went on to describe the Black Consciousness movement as an attitude and a way of life. Being black is not a sin, don’t be ashamed, don’t apologise and don’t explain. You are complete and competent.

CROWD SETS COUNCILLOR’S HOUSE ALIGHT
‘I have lost everything’ OTHO VAYO The shack of Ward Councillor Sonwabo Lumko and seven others were burned down on Friday night, allegedly by a crowd of about 200 people who were protesting about housing. The incident happened in Smarty Town near Paarl, which forms part of Ward 14 of Drakenstein Municipality, Lumko’s area of responsibility. The incident occurred the day after the ANC provincial leadership’s deadline on a promise made two weeks ago to the community to investigate allegations about the ward councillor and following a confrontation with ANC leaders of the ANC tried to talk to the residents. Moreover, conflict had also erupted between those who were against Lumko and his supporters. The councillor’s shack was found to have a brick structure inside, and Lumko was also being investigated for corruption and theft of the bricks used in the structure. Baying for answers to a promised investigation of these allegations, fellow residents reportedly attacked Lumko and his family, stoning his house and setting it alight. The incident culminated in a battle between police and residents, rubber bullets were fired and stones thrown. “It is very disappointing when church leaders are leading people to burn someone’s house instead of
An ANC task team consisting of local leaders Zuko Gwada, Wendy Philander and Collin Rens, inspect the damage to the house. PHOTO: OTHO VAYO trying to resolve the problem peacefully,” a local businessman, who asked not to be named, said. “The Lumko family was inside the house. They wanted to burn them inside their home, the kids had to jump out of the window.” When Kasi Vision arrived at the
scene on Saturday in the early hours of the morning, firefighters were working under heavy police guard. “I lost everything in the fire, and I was still paying off most of the stuff,” Lumko told this newspaper. “I am happy that my family is safe
andno one was harmed.” Local cleric Bishop Xolani Qebe spoke to Kasi saying people were disappointed by the way the province handled the situation. “On Friday night things went out of control, hence the Councillor’s house was burned down,” he said.
“The families who lost their shacks in the fire along with Lumko’s house will be assisted in rebuilding their homes,” Qebe said. ANC chief whip in DrakensteinMunicipality, Colin Rens told People newspaper that people should have more faith in their leaders, and the allegations were still under investigation. “If the allegations are found to be true we are ready as the organisation to deal with our Councillor. We are against the action taken by the community to burn down Lumko’s house,” said the chief whip. “The law should take its course and people should not take the law into their own hands. As part of our investigation, we will take one brick from the burned structure and compare it with the ones that are used to build the houses in the area. All our councillors know that in ward projects they cannot be part of the administration, but the beneficiary committee should be.” SAPS spokesperson Captain FC Van Wyk said a 26-year-old-male was arrested for arson and public violence and will appear in the Paarl Magistrate’s Court on Tuesday. He said: “It is alleged that a crowd of approximately 200 residents had illegally marched in the area, complaining about housing on Friday night. “The crowd later gathered before the councillor’s house where petrol bombs were thrown, destroying a house, shacks and two cars.”

Province to fund many project in Drakenstein OTHO VAYO Western Cape MEC of Finance, Dr Ivan Meyer, has rewarded the municipality of Drakenstein for a clean audit which they received for the first time. He awarded the municipality with an amount of R1,43 billion to be spent in the 2015-’16 financial year. This announcement was made by the MEC of Finance during the Council meeting that was held at the chambers on Tuesday afternoon in Paarl. “These allocations include both operational and capital expenditure (infrastructure) that are being incurred by the Western Cape Government within the Drakenstein municipal area. Our budget is therefore pro people, pro investment, pro poor and pro delivery,” said Meyer. Approximately an amount of R382 million will be invested in the Drakenstein municipality over the following three years in education, health, environment, transport and public works infrastructure projects. “R48 million of the amount will be spent on school infrastructure, which will see the practical completion of the new Wellington Primary School, as well as the start of the projects that will lead to the replacement of the Dal Josaphat and Ebenezer Primary Schools. Another amount of R40,2 million makes provision for new health facilities and the refurbishment, upgrading and maintenance of existing facilities, including health technology. “R31 million is allocated towards the completion of the construction of the Psychiatric Evaluation Unit
at the Paarl Hospital in the current financial year. A further R4,5 million is also allocated to the Wellington Community Day Centre to address the pharmacy needs at the site, while the need to conduct feasibility studies to replace the Gouda Clinic has also been identified and feasibility studies will be initiated during this period,” explained provincial treasury. Transport infrastructure investment (R287 million over the next three years) aims to further fund the work being done to preserve surfaced roads, gravel roads and bridges. Key projects will be the rehabilitation of sections of the road between Old Paarl and Agter-Paarl, the resealing of both carriageways between Paarl and Wellington, as well as sections of the road between Paarl and Malmesbury and Klapmuts and Windmeul. The construction of a new weighbridge at Gouda, which will include the traffic management centre will also be initiated during this period. The total cost of this project is approximately R115 million. A further amount of R257 million over the next three years has been allocated toward increasing housing opportunities and improving settlement functionality, efficiencies and resilience. Various projects, ranging from the provision of serviced sites and housing units, will be undertaken in Paarl, Dal Josaphat, Gouda, Paarl Lantana, Paarl Kingston, Paarl Drommedaris, Paarl Vlakkeland, Wellington Carterville, Paarl Fairylands, Paarl Siyahlala, as well as Paarl Lover’s Lane and Chester Williams.
Executive Mayor Councillor Gesie van Deventer and Western Cape MEC of Finance, Dr Ivan Meyer during press conference after the Council meeting. gesie “The overarching goal of government is to create public value, which involves greater effectiveness in tackling the problems that are important to the citizens. Taking this citizen centric approach facilitates citizens’ access to government, improves consultation and provides a people-centred approach to service de-
livery. The NDP calls for active citizenry. The 2015-’16 budget allocation of R1,43 billion to the Drakenstein Municipality lays the foundation for citizens to engage and access the opportunities it creates and in partnership with the Western Cape Government concretises our philosophy of ‘Better Together’,” he said.

Mbekweni NGO aims to arm locals with information OTHO VAYO RISE Up with Advocacy and Action (RUWAA) is the newly formed NGO in Mbekweni, near Paarl, to bring government departments with its policies closer to the people. The aim of the RUWAA is to empower communities about their human rights and social responsibility when it comes to government departments. Nolubabalo Magocoba, who is an ex officio member, spoke to Kasi Vison during one of their meetings at the old library, saying that the role of the NGO is to educate people about the policies of all the departments in government. “We have started in Dal and Mbekweni to
be visible on the issues on the ground. We are trying to fight a situation where structures are burned down when people are not happy about service delivery in their areas,” said Magocoba. The members of the committee went away to a week long workshop on issues about child protection, women abuse and service delivery. People can visit the NGO at the old library for the time being, but their future plan is to move into one of the offices at the Thusong centre, where they will operate from. “We are against what is happening with the snake pastor, who feeds people rats and all the other things he makes people to eat. We do not want such a church in either area we are covering,” she added.
OTHO VAYO WARD 9 Councillor Tembekile Mangena and the residents of Chris Hani in Mbekweni won the fight against fire on Tuesday afternoon. The fire destroyed two shacks belonging to Zimbabwean Nationals. It started in a closed shack while the owner was at work. Nkosiyethu Nkwaza, who saw the smoke first, said: “I was seated outside doing my washing when I saw smoke. I shouted fire, fire asking for everyone to come and help. People came out as if they were on standby for the call.” People staying in other nearby sacks were taking out their furniture before the angry flames got to them. Princess Ncube (20), a foreign national said: “I was sitting inside the shack with my baby when the fire started. The fire started in the shack next to ours. I could only grab the baby’s bag along with her and rushed out of the shack as fast as I could. “I lost everything in the fire. My baby is
12 months, her food, my documents and all our clothes burned in the fire, except the baby’s bag and our radio,” explained the mother of one with the help of the translator. At the scene everyone was busy running up and down fighting the flames with pipes and buckets of water. There were no exceptions as the ward leader was also part of the action in putting the fire out. “I was at the sport centre when the fire started. I saw thick black smoke coming out from one of the shacks. I drove around fast to assist in containing the fire, so that it will not affect other shacks in the yard. I want to thank the way the community worked together in making sure that the flames stayed only in the affected shacks,” explained Mangena. When the fire fighters arrived the blaze was already under control. Senior fire fighter Andre du Toit said that two shacks had burnt down. “Four people were displaced. People should keep a distance between the structures to avoid the spreading of flames,” he said.

BELEAGUERED WARD COUNCILLOR
‘I thank God for sparing us from angry crowds’ OTHO VAYO “MY house would not have burned if the police did their job,” claimed ward14 Councillor Sonwabo Lumko during the press conference in Wellington municipal satellite office on Monday afternoon. A total of 56 people are currently displaced after his house was allegedly petrol bombed over the weekend. “The mob came to my house three times on that Friday before they petrol-bombed my house,” Lumko said. “Every time they came I alerted the police, but they did not arrest anyone. The second time they came to my house I was given two hours to leave the area with my family. “What I cannot understand is there are a lot of people from other wards who are also attacking me, but this is said to be a Ward 14 problem. As the provincial leadership is
still investigating the mob should have waited for the outcome before burning my house. We are currently 56 people displaced because of this people who are taking the law into their hands. Mandy Jacobs, who also had to leave the area, said: “When the group attacked they wanted to hurt the children of Sonwabo. The councillor decided to run out of the house to get the attention of the mob as we were under heavy attack. I thank God for sparing us from the angry crowed.” Similo Tshali, who was also in the house during the attack, slammed police for not immediately arresting suspect Xolile Qebe who was inciting violence before them. “I translated what he was saying to the team leader but she did nothing,” Tshali said. “The law says

The accused were arrested in front of the Paarl East police station and charged with public violence on Sunday. Seven of the accused were males. They were represented by Advocate Sandisile Zitha who once worked as the prosecutor in the same court. The accused were called in to the stand in two batches because of lack of space in the courtroom. the court was packed to capacity by supporters of the accused. A 29-year-old suspect was arrested at home on Friday night after the community tipped off the cops about where he was. Muzi Nkabinde (33), who was gay, was stabbed to death on Wednesday night, allegedly by his ex-convict boyfriend, over a cell phone argument in Thembani Square, Mbekweni. The sad incident happened near the boyfriend’s home. It is sad that the two were fighting over a cell phone. Nkabinde allegedly tried to burn down the suspect’s shack demanding his cell phone back. When the Kasi Vision team arrived at the scene, the deceased was lying in front of the spaza shop door way, bleeding from his chest. Cops had also just arrived and paramedics soon arrived after and declared the victim dead at the scene. When the ambulance left the scene, they had not covered the victim’s body yet. Kasi asked them to cover him. The cops’ photographers can reopen him again when they come. Bukelwa Phanjukelwa, mother of the suspect said: “I have been talking to my son to stop bringing gays in my yard. I always told him that it is against the Bible to sleep with other men, but he does respect me. It is sad that this had to happen because I went to the police station to report what the victim tried to do in my yard, which was closed. I went around shouting for help, it was before my son stabbed his so-called girlfriend. “My son said to me he stabbed him because he was trying to rob him. There is something about a phone which they had a dispute about. I do not believe the victim tried to rob my son, as he is always giving us trouble. My son just got back from prison, it’s hardly four months, now he kills someone,” explained the mother of three.
An eye witness who asked not to be named said: “The dead guy wanted to buy paraffin, saying that he was going to burn the suspect’s shack if he does not give him his cell phone back. As paraffin is scarce here in our area, he bought candle light at the shop he died in front of. “He tried to burn the place but people helped to put out the fire. His mistake was to come after what he tried to do. He was very drunk and swearing to his boyfriend,” added the witness who also stays in the street. When the dead man’s friend arrived at the scene, he could not hold back his tears. He was given a chance to take a last look at him, that is when he kissed him as he was about to be taken away. Shaun Kampie, a close friend of Kambinde said: “I last saw him on Wednesday morning, he was here by my place. He told me that his boyfriend took his cell phone and kicked him out of the house when my friend asked for it. Muzi had a blue eye, saying that he was beaten by him. They have been going out almost two months now. I am very sad that I lost my friend, he was a nice down to earth person who was the best hair stylist I know. He does not have family here, he was originally from Jozi.” Captain FC Van Wyk, spokesperson of the provincial SAPS said: “Circumstances surrounding a stabbing incident whereby a 33-year-old man was fatally injured last night outside a residence in Imali Street, are under investigation. A murder case was opened for investigation. “We have arrested a 29-year-old suspect with the help of the community. Khayalethu Mphanjukelwa (29) appeared in Paarl magistrate court briefly on Tuesday after he spent the weekend in hospital under police guard.

ANC reports back on Lumko case OTHO VAYO PROVINCIAL leadership of the ANC has taken a decision to suspend ward 14 Councillor Sonwabo Lumko until the legal investigation is complete. A meeting was held in Fairyland community hall near Paarl in the Western Cape on Wednesday night were a report back to the community was given. The community of ward 14 came out in numbers, together with ward 13 residents to hear the report back. The hall was packed more than the last meeting three weeks prior. Deputy Chairperson of the ANC, Khaya Magaxa, explained to the community that an investigation lead by sub region chairperson Zuko Gwada has been finished. “As the provincial office we have taken a decision to suspend Councillor Sonwabo Lumko, pending the investigation. Our secretary will send a team of legal investigators to do deep investigation on all the allegations against the Councillor. “What we are asking is please work with the investigators so that the case can be finished as soon as two months. We have to stand together as a community united, we cannot let other people distract us. When the investigators come to ask questions, please work with them by giving the
information they want,” added Magaxa. People wanted to know if Lumko will be getting paid during the suspension. Another one shouted it does not matter if he gets paid or not, we don’t want him here. Siyabonga Simakade spoke on behalf of the community, he wanted to know what is the position of the ANC about the members who are in jail? Provincial secretary Faiez Jacobs said: “The ANC respects the rule of law. As the ANC we will have to let the law play its part. People we can’t take the law into our own hands, that is not right at all.” Bishop Xolile Qebe spoke to Kasi Vision out of the community hall about the report, given to them by the ANC leadership. “The report did not deal with all the problems we are having here. We feel that the report is half done, as they are talking about more investigation to take place. Our people are getting arrested and the ANC is not showing us support, that does not sit well with the community,” explained Qebe. Councillor Sonwabo Lumko spoke to the Kasi Vision early this week, saying that any decision taken by the ANC he respects. “I am deployed by the ANC, I am not bigger than the organisation, hence I say I respect the processes,” said Lumko.

LUVUYO HAS A PASSION FOR RUGBY
From Young Hamiltons to Cavaliers RICK MARAIS

Zwelethemba resident Luvuyo Mfala has recently been selected to play for the Boland rugby team and he decided to share his story and love for rugby with the greater community around him. It all started at Alfred Stamper Primary School where Mfala played as a tighthead prop. “I have been a prop since then and the number 3 has always been on my jersey. It’s a position that I love.” After primary school he moved over to Worcester Secondary School where his rugby career took off when he got the opportunity to play for the Collegians club. “This is where I learned the value of a team and the guys supported each other on and off the field. My father, however, was worried that I might get injured while playing for a bigger club, but soon he realised that I had a passion for it.” The next team on his list was Young Hamiltons. “The year was 2009 and it is where I learned how to play rugby harder and at a faster pace.”
Mfala describes 2011 as a year that he would rather forget about. He was involved in a fight during a match against Montagu Villagers when he apparently punched a ref during the brawl and he was banned from playing amateur rugby in the Western Cape following the incident. “The referee said that a Vuyo punched him during the fight but the funny thing was that I only came up during the second half and the fight took place during the first half.” He decided he couldn’t give up on his beloved rugby and took Boland Rugby Union to court and a couple of months later he won the case and was unbanned again. “I still played for Young Hamiltons until I was selected to play for Boland Cavaliers earlier this year. I have to thank the management and team at Young Hamiltons that have always been like family to me.” “It gets rough at times but I finish at work at 18:00 and then I have to be in Wellington by 19:00 but my manager is amazing and she always supports my rugby.”
During the day Luvuyo Mfala is a petrol at tendant at a garage in Worcester.

Phola Park residents upset with councillor OTHO VAYO RESIDENTS of Phola Park in Mbekweni want the renovation project of their homes to carry on. A meeting was held Tuesday evening in a children’s park where a community liaison officer (CLO) addressed the residents. One of the officials expected to be part of the meeting was the Ward 12 Councillor, who did not attend. Residents did not understand why he wanted to stop the project, which has been going since February. CLO Lebuhang Mdidimba said: “I called the meeting to tell you that your ward Councillor spoke to me early today, saying that he has powers to stop the project. He asked me why the project is taking place in his ward without his knowledge. “He also asked me why the project does not employ people from the area. He also made an allegation about fraud taking place in the project. I want you, as the beneficiaries, to know that the project might be stopped by the ward
Councillor,” explained Mdidimba. The meeting, which was not well attended, started late as people waited in vain for the ward councillor. Mabhokovele Adonisi, one of the beneficiaries, said: “I want to thank you CLO for calling to let us know about the situation. Our councillor once called us telling us about the project in which our houses will be fixed. I don’t understand why he could be the one who wants to stop it. “If he wants to stop the project, he will do it on his own house, not ours. We are fully behind the project as we can see the difference it is making in our lives. If anyone has a problem with the work, he should come to us, not you guys.” Councillor Tembekile Mangena of Ward 9 explained to the people that the renovation is done by the provincial office, not the municipality. “We as ward councillors do not have any say on what is happening. We can only play a role of overseeing that everything is going well,” explained Mangena.
