Case against Doug Parnell in USA dismissed Continued from Page 1
According to court documents obtained by the SUn and confirmed by court officials in New York, on April 3, 2008, bail was set at $300,000 in a secured bond, after Parnell pleaded guilty to a charge of conspiracy to defraud and another charge of manipulative and deceptive devices. In the meantime, Parnell and his lawyers engaged in some high-level and intense negotiations to resolve the matter and on April 24th, 2008 the court ordered that US$200,000 be paid to victims of the scam in the form of a certified cheque and that upon receiving the cheque, the court is directed to hold the funds in an interest bearing account. When contacted by the SUn, Parnell confirmed that the matters against him were dismissed. “Those matters are completely behind me now. There’s nothing hanging over my head,” he said. He even produced a copy of a dismissal
order from the court dated March 5th, 2010. Parnell also revealed that what had started out as a civil matter between his partners and the SEC was elevated to a criminal complaint which he did his best to resolve. According to the Securities and Exchange Commission (SEC), the action of which Parnell was a part, involves three fraudulent schemes, conducted from approximately July 1999 to December 2000, pursuant to which the defendants raised over $2.9 million from over 200 investors located nationwide through unregistered securities offerings in three issuers, Ephone, Webphone, and Newera. These issuers were formed by defendant Noorai for the stated purpose of establishing long distance telephone service through the internet. Each of these issuers offered securities through purported private placements ostensibly to raise capital to create the long distance network. To market their unregistered securities to investors,

On the afternOOn of August 15th, the Turks and Caicos Islands had an unexpected number of visitors. A USA Airways plane made an emergency landing at the Providenciales International Airport. The plane was heading from St. Thomas to Charlotte, North Carolina when it was forced to make an emergency landing. Whilst on transit to Charlotte, the crew of the jetliner noticed the presence of an engine warning sign. Taking the cautious route, the crew guided the plane to make an emergency landing at the nearest capable runway, which was Providenciales. The Boeing 757 aircraft was carrying 175 passengers and six crew members. All passengers received hotel accommodations for the one night that they stayed in the country, and then continued their journey to Charlotte the following morning on the replacement plane which had arrived the night before. Flight 1043 underwent an inspection for what caused the engine warning and then returned to Charlotte on August 18th after being cleared for flight.
Ephone, Webphone and Newera retained an "offering manager" defendants D. Plain and C. Plain - who recruited and coordinated telemarketers known as Independent Sales Offices ("ISOs") to solicit investors. 2. These offerings were fraudulent because almost half of the offering proceeds went to the offering managers and the ISOs as commissions for soliciting investors, rather than to the issuers for their business operations. Of approximately $2.9 million raised in aggregate, about $1.2 million went to D. Plain, C. Plain, Bertorelli and the ISOs, who operated unlawfully as broker-dealers without registering with the Commission. The defendants did not disclose these excessive sales commissions to investors. Indeed, by diverting so large a share of the offering proceeds to pay commissions,
defendants violated express representations in the offering memoranda and other materials, which stated that the issuers would use most of the offering proceeds for creating and marketing the long distance telephone network. 3. From approximately July 1999 through October 1999, Ephone, Noorai, D. Plain, C. Plain and over 8 ISO's, aided and abetted by Bertorelli, fraudulently offered and sold Ephone Series A Preferred Stock ("Ephone Series A") to approximately 60 investors generating $910,000 in proceeds. Defendants Kerns, Ledezma, Leitner, Luce, Savinsky, Valensky, Walker and Bender (collectively, the "Ephone Series A ISOs") were ISOs who offered and sold Ephone Series A securities to the public.

England’s riots: A line has been crossed By Sir Ronald Sanders

The riots in London, which spread to other cities in England in a copy-cat pattern, were unlike any that had been seen before, and when normalcy is restored the British authorities will have to examine its origins very carefully. I use the word “origins” rather than “causes” because these riots did not appear to be associated with a cause. No one carried placards; there were no calls for change or justice; there were no marches and no demands. In fact, the simple purpose behind the riots appeared to be looting and burning. In London during the period of these August 2011 riots, and therefore able to witness them at first hand, what alarmed me was that, for the most part, the participants were very young people; some as young as 12 years old. And while the majority of them in London were black, whites were also involved. Going to school in London and later working there, I have lived through London riots – they were all associated with a cause or a protest. Looting did occur as a result of some of them, but looting was not their main purpose. For instance, the 1981 Brixton riots were caused by serious social and economic problems affecting Britain's inner cities. Lord Scarman, who inquired into its causes, famously blamed the riots on "racial disadvantage that is a fact of British life". In 1985, riots erupted in Brixton and Tottenham after hundreds of black people in the two communities viewed the accidental shooting of Cherry Groce in Brixton as Police violence. The Police broke into her home looking for her son who they suspected in a firearms offence. This was exacerbated a week later by the death of Tottenham resident Cynthia Jarrett who died of heart failure after four policemen burst into her home in a raid. In 1990, there were a series of riots in British cities that started as protests against a most unpopular Community Charge, known as the Poll Tax, introduced by then Prime Minister Margaret Thatcher. It led to her downfall. While each of these protests spawned riots and
looting by persons who took advantage of the opportunity to do so, looting was not their main purpose – much more fundamental reasons, such as resisting institutional racism and government highhandedness, underscored them. And this is how the August 2011 riots differ from any previous one. These were not “race” riots and they were not protests against anything – they were simply expeditions in villainy by gangs of young people. It was their summer fun. A few months ago, students protested in London against higher university fees that would burden them with debt before they even find a job. They all had placards and slogans. And, while there were clashes with police and moments of violence, they had a limit and a leadership with whom negotiations could be held. These August riots declared no political or social purpose. They were shocking in their single-minded looting and burning, and the obvious lack of fear or respect for the Police by the villains. Diane Abbot, the Jamaican-born, member of the British House of Commons for the Labour Party correctly said that “nothing excuses violence. There is no doubt that all types of mindless thugs latched on to the disturbances”. As this commentary is being written the cost of damage in the many London areas that have been the playground for this youthful badness is estimated to be well over £100 million (US$163 million). This is money that British Insurers will have to find at a time when share values have fallen and markets are weak and vulnerable. To this figure will have to be added the damage done in the cities of Manchester, Salford, Liverpool, Nottingham and Birmingham. Already in a difficult economic situation, and still officially in recession, the British economy will be placed under even greater pressure than it now endures. In turn, this will have negative consequences for creating employment and for strengthening and expanding social benefit schemes. The people who will be hardest hit by these increased economic and financial pressures will be those in these very inner cities that have been this

The looters and burners were unmindful that they were destroying their own communities, the places in which they live. While they burned and looted big name shops, they also looted shops owned by small business people (many of them Asians and Africans) who will not easily recover from the wanton destruction. It may be significant that in one area, while clothing stores, supermarkets, telephone shops and computer stores were looted, the book store, Waterstone, stood untouched in splendid isolation. The desire to read a good book was clearly not on anyone’s list of goodies. On day four of the riots, a London taxi driver bemoaned to me the drastically adverse effect that they had on his business. Economic circumstances, he said, had already reduced his income significantly, but the riots had caused English people, who would normally visit London attractions, to stay at home. Even the popular Notting Hill Carnival – Europe’s largest street festival – scheduled for the end of August is in jeopardy as fear rises that it might be used as an occasion for further mischief. For me, the most important point about these August riots is that a line has been crossed. This is not a summer of discontent manifesting itself in protests. This is a new and uncharted season in which large numbers of young people have no regard or respect for authority and little or no moral compass. Brazenly confronting the fully-equipped riotprevention Police at close quarters was one thing, but beating innocent people including older women and young men like themselves, and deliberately driving a car at high speed mowing down and killing three men trying to protect their shops is quite another. This speaks to a level of lawlessness unprecedented in British culture and even in its history of riots. There is now something tragically wrong in Britain. And it has deeply affected its young people in the inner cities. The British authorities should waste no time in tackling it in a broad based and comprehensive way.

EMS to close, but no jobs will be lost conTrAry To widesPreAd reports that around 90 jobs will be lost as a result of the EMS Department, the Interim Government is saying that there will be no job cuts. “ It is likely that some positions will be re-designed and that may alter the responsibilities and roles of some of the existing staff and some retraining may be required, but it is not envisaged at this stage that any staff will lose their jobs as a consequence of these changes,” the Interim Government said in a statement in response to queries from the SUN. The SUN was reliably informed that Senior Government officials met with EMS staff in Grand Turk and in Providenciales, and based on what was said at those meetings, the staff came away with the impression that
although a few of them will be integrated into the Planning Department, many of them will be sent home. However, the Government statement noted that a review of the Ministry of Housing, Works and Utilities has recently been undertaken as part of the wider Public Service Reform initiatives. The report on this review recommends amongst other changes that the Project Management Department (PMD) should be moved into the Ministry of Environment and District Administration to join up with the Planning Department. This, according to the Interim Government, is to bring together the work undertaken by both departments in relation to the overall planning and management of building works and
other infrastructure projects so as to utilize the expertise of the various architectural, engineering and civil design staff, draughtsmen,and surveying staff currently in PMD to work alongside the planning staff and the survey staff in the Survey and Mapping department. The statement added that this is to provide for improvements in the way in which urban planning and other building and architectural works are developed, managed and controlled. It was noted that the structure of the new departments is still being considered and that both PMD and the Planning Department have some vacancies already for specialist positions such as Clerk of Works, Structural Engineer and Planning Officers.

Police must take their vacation leave By Hayden Boyce PuBlisHer & editor-in-cHief commissioner of Police Colin Farquhar says it is in the best interest of the Royal Turks and Caicos Islands Police Force to encourage all police officers who have accumulated many months of vacation leave to take their time off. In an interview with the sun, Farquhar said there are several police officers in the Force who have in excess of 100 days of accumulated vacation leave and that is a major concern for him. He said: “Officers get 30 days per leave per year, so basically that’s about six weeks of leave, but unfortunately and for a variety of reasons, there are quite a few officers that haven’t taken their leave, and these are mainly senior officers. Last year we did have a lot of security concerns with the robberies that were going on and some people were not allowed to take their leave.” “It is quite easy for leave to accumulate, but as an organisation and especially as Commissioner, I have to make sure that people are allowed to take their time off. Police

work is very stressful so you need people to be able to take their time off so they can reduce their stress. So it is incumbent on supervisors to have a proper system in place so that people can take their leave. Sometimes it is just a simple matter of having a good shift scheduling that allows people to be able to take their time off. I think everybody should have a certain amount of leave that they bank in case they have a family emergency or whatever. I don’t have an issue with
somebody that has 60 days of leave, but I have a concern with somebody that has 180 days of leave, because that represents over a year of leave.” Farquhar, who is on a two-year secondment from the Royal Canadian Mounted Police, said the new policy as it relates to vacation leave is not meant to punish anyone in the force. “Some people may say that’s not a big deal, but it is bit of a risk as a manager because at any time that person can come in and say I’m quitting tomorrow. So what do I do? I have to pay out a year of leave to that person. Or the person can come in tomorrow and say, I’m going to take a year off. So all I’ve asked people to do is devise a system or strategy on how to use your leave, so I have asked four of five very senior offices, you have this many days of leave, I would really like you to keep no more than 60 right now although 30 days in probable more reasonable, so if you have 280 days, is there a way that we can have you take 250 days and is there is a mutually agreeable way that we can do that,” he added. “There is a benefit to the force and to that person and I can now put
some people in higher positions, what I call a stretch assignment, so I can put an Inspector in a ASP role for a while to see how he functions, so it a great opportunity for the Force to bring some younger personnel up into more senor positions. He told the sun that he is also working on a better shift system for the police force. “One of the things here that I have not seen anywhere else is the lack of a proper shift schedule. Right now a constable on one of the watches does not know when they’re working in one month’s time. In most organisations you have to post a shift schedule 28 days in advance so that a person knows when they’re working and they will also have a tentative schedule for six months in advance so they can plan their holidays and so on,” he explained. He said that Deputy Commissioner Brad Sullivan has been working with Divisional Commanders to come up with a proper shift schedule which will also have the benefit of reducing your sick leave.

Turks and Caicos Utilities (TUC) request rate increase T he T urks and Caicos Utilities Limited (TCU) has requested an electricity rate increase in accordance with Section 32 of the Electricity Ordinance (1). On 6 May 2011 the Turks and Caicos Utilities Ltd. submitted its annual regulatory filing in accordance with the Electricity Ordinance along with an audited financial statement for the period ending 31 December 2010. The tariff application requested an immediate increase of five cents per kilowatt hour ($0.05/Kwh). The main objective for the rate increase cited by TCU is to recover the costs the company incurred in the restoration of the distribution system after the passage of hurricane Ike in 2008. H.E. Governor in a letter dated 29 June 2011 acknowledged receipt of the tariff increase request but thought it prudent to adjourn its consideration until after the wider Regulation of Electricity Services Review currently underway. This wider Review was announced previously and has the objective to develop a fairer, appropriate and more transparent regulatory regime for the delivery and financing of electricity services throughout TCI. The management of TCU expressed disappointment with the response received from the Governor and invoked section 34(4)
of the Electricity Ordinance, which placed the legal obligation on the Governor to appoint an outside expert to conduct an inquiry into the reasonableness of their tariff proposal. Dr. Virendra Ajodhia, in accordance with the Ordinance has been appointed to conduct a short, independent Tariff Inquiry. It is emphasized this Tariff Inquiry is separate from the wider regulatory review and is specific to TCU’s service areas of Grand Turk and Salt Cay. Dr. Virendra Ajodhia is a regulatory economist with a PhD (cum laude) in energy economics and an MSc in power systems engineering. He has a solid economic and financial background and extensive hands-on experience in the power utility industry. He was previously a regulatory economist with the Dutch Energy Regulator and more recently has advised widely on regulatory policy design, price and quality control implementation, tariffs, and benchmarking in the areas of electricity, gas, and water across the Caribbean region. Dr. Ajodhia will conduct the Tariff Inquiry between the period Monday, 22 August to Monday, 29 August. His appointment is in accordance with the Commissions of Inquiry Ordinance and he will have
the same powers to summon evidence, take evidence on oath and require documents to be produced as have Commissioners performing a public inquiry. The Tariff Inquiry will hold a public meeting to invite views and comments from Grand Turk residents and organsiations at the Anglican Dillon Hall on Tuesday, 23 August between the hours of 8:30 am to 12:30 pm with an adjournment for lunch and reconvene at 2:00 pm to 4:30 pm. More the 3000 applications backed up in the Immigration Department There iS CurrenTly a backlog of 3,649 applications for status in the Turks and Caicos Islands in the Immigration Department. This was stated by Chief Executive Martin Stanley during the last meeting of the Consultative Forum. Stanley revealed that there were 1209 applications for Permanent Residence Certificates (PRC), 1658 for naturalization and 782 for
Belongership. He said that steps are being taken to address the backlog which was due largely to staffing issues. In his recent visit to the Turks and Caicos Islands, UK Minister for Overseas Territories Henry Bellingham said the backlog of PRC application was a disgrace. He said then: “The TCI Government is putting in place additional resources, new guidance and

improved procedures under existing legislation, to clear the backlog of PRC applications built up over many, many years. In addition, the UK has funded an expert team from the UK Border Agency who visited the TCI earlier this year to review procedures and to provide training of Immigration staff in the application of British nationality law in respect of British overseas territories citizenship.” Bellingham noted then that it is vital for the implementation of a fair and transparent process that there is in place a strong administrative infrastructure of well-trained staff, applying clear rules against published guidance, under streamlined procedures, which are robust against interference.
Funding now in place for census The GovernmenT of the Turks and Caicos Islands has completed its final budgetary and logistics phase for the 2012 census. Funding is now in place for the census to be conducted during the 1st quarter of 2012. There will be an official launch of the census activities during the month of September 2011. In preparation for this exercise a number of promotional activities are being undertaken. These include Logo, Slogan and Jingle competitions. The logo competition has already taken place among secondary schools and the winners will be announced shortly. Schools in Providenciales still oversubscribed ACCording To The Department of Education, they conducted registration of students in April and July for public (non-fee paying) primary and high schools respectively. To date, 611 students have been registered for Infant 1 at the primary level and Form 1 at the secondary level. The four public schools on Providenciales are oversubscribed due to population distribution across the country hence there continues to be a
demand for spaces in these schools. The Education department noted that the Department for Engineering and Maintenance Services has already begun repairs to schools in preparation for the commencement of the 2011/12 academic year. “Staffing has been sorted and the Ministry is pleased to welcome nine (9) returning students who have successfully completed Teacher Training
overseas. In addition, some of recent graduates from the Turks and Caicos Islands Community College primary and secondary education Teacher Training programme will join the teaching profession this year,” the Department added. Textbooks for schools will in arrive in the country in time for the reopening of school. The 2011/12 academic year will commence on Monday, 5th September 2011.
Governor attends last Advisory Council meeting The Advisory CounCil met on Thursday 11 August at the NJS Francis Building, Grand Turk. It was the last meeting for Governor Gordon Wetherell, who is leaving the Turks and Caicos Islands on Sunday, August 21st Two new members were sworn in: Martin Stanley as an ex-officio member in his capacity as TCIG’s new Chief Executive Officer; and Clayton Thomas whose appointment brought the membership of the Council back to the level it was at before the recent departure of Eugene Otuonye to become Director of the Integrity Commission. The Council welcomed the new appointees. The Council was updated on a number of revenue measures which will be on the agenda of the
Governor Gordon Wetherell with members of the Advisory Council. It was his last meeting. He leaves on Sunday August 21st
Consultative Forum on 16 August. The measures, first announced in the 2011-
12 budget statement, are designed to increase government revenue and help
achieve the milestone of a fiscal surplus by the end of the 2012/13 financial year. The Council was also updated on efforts to conclude, within affordable limits, a waste management agreement which meets the TCI’s key requirements. The Council discussed the provisions of a new Environmental Management Bill which provides the framework for environmental management and enforcement of various regulations, and requested the DECR and Attorney General’s Chamber to prepare a new draft incorporating its comments for presentation to the Consultative Forum. It also approved new Regulations to deal with Marine pollution.

Police say Turks and Caicos Islands remains a safe place to live, work and visit The Turks and Caicos Islands is still a safe country to live, work, and visit; however, people should not be complacent. This is the message that is being transmitted by the Royal Turks and Caicos Islands Police Force, in an effort to assure residents that they have the crime situation under control. “Many crimes are crimes of opportunity,” said Media Liaison Officer, Acting Inspector Calvin Chase in a press release. “A home invasion is every homeowner’s worst nightmare. For many people their home represents safety, security, and sanctuary. The RTCIPF has put measures in place to help ensure people’s safety and security but the RTCI Police needs the public’s assistance. The RTCIPF is committed to making our country a safer place to live. But we cannot do it alone, we must all work together.” Chase said persons in the Turks and Caicos Islands can help to mitigate their risk by following some of the following safety tips. Entries points are often through an open door or window. • The areas outside of your main entrance should be lit properly so that there are no dark shadows, where someone can hide. • Keep your curtains drawn, shades and blinds down as far as possible so that people cannot look into your home, especially after nightfall. • Keep all entrances where you live well illuminated. • Install effective deadbolt locks. • Never leave your doors or windows unlocked. Keep them locked at all times even if you live in an extremely safe neighborhood and even if you are at home. • Have secure locks on all windows and be sure to use them. • Use high quality locks and strike plates on doors to prevent kick-ins and pry bars. • If your house or bedroom is equipped

New NHIP CEO has high praise for Grand Turk Hospital The CoCkburn Town Medical Centre in Grand Turk, has been described as ‘extremely impressive’ by new National Health Insurance Plan (NHIP) Chief Executive Officer, Zaneta Adderley-Burton. Her comments came during a fact-finding visit to the InterHealth Canada-run facility. After being shown round by nurse manager, Meleck Cummings, she said: “This is an extremely impressive hospital and the facilities are excellent too. I have also enjoyed lunch in the hospital restaurant which I have to say was wonderful. “Everyone I have met during my tour has been both friendly and very knowledgeable and the potential here in Grand Turk is huge. “As the service provider, I am looking forward to working closely with InterHealth Canada to ensure that we all meet people’s expectations of their country’s new healthcare system and provide quality healthcare to all. “I am also looking forward to seeing how the Cockburn

WHEN FIRST WE PRACTICE TO DECEIVE By The Torch
“If ever tIme should come, when vain and aspiring men shall possess the highest seats in Government, our country will stand in need of its experienced patriots to prevent its ruin." -- Samuel Adams Did Doug Parnell think that no TCIslander (or anyone else) would ever enter the words, “Doug Parnell” into Google and then click on the first link and read the Securities and Exchange Commision's (SEC) August 5 2002 criminal complaint against him? If so, that was an extremely foolhardy risk for the leader of the PDM political gang to take. The Torch cannot imagine that he was the first TCI citizen or resident to Google Parnell. Did Parnell rely instead on the fact that the SEC's website publishes criminal complaints, but does not track cases, such that it would be more difficult to find the disposition of his case? It took The Torch 2 seconds to figure out to go to the website of the court where the complaint and indictment were filed in order to track the case disposition. No great perspicacity was necessary. So that would also have been a reckless position for a man who wishes to be the next elected leader of the TCI. Did Parnell think that if someone went as far as the court website, Parnell could obfuscate the question of identity? No, that couldn't have been it. Parnell prevented that himself. His personal website at http://pdmleader.com states that he resided in San Diego between 1989 and 2001 and worked in the telecommunications industry for “Phoneware - the largest agent for GTE.” The criminal complaint states that the fraudulent scheme involving Parnell was conducted “from approximately September 1999 to February 2000” and that “Parnell, age 29 and a resident of San Diego, California, sold Webphone securities through ABC Consulting, a fictitious entity.” Parnell's website states that he, “made a decision to become an entrepreneur in October of 1998 forming the company American Business Center Inc.“ No, Parnell was never going to deny the matter based on identity. How many 29-year old Douglas F. Parnells were there in San Diego working in telecommunications in 1999-2000 and using actual company initials the same as those of the fictitious company referred to in the SEC criminal complaint? Failing to disclose to the TCIslander electorate before he began his political campaign that he had been indicted by a grand jury on January 13 2005 and pled guilty on April 3 2008 to two felony counts of conspiracy to defraud and deceptive practices was a breach of the public trust by Mr. Parnell and by the PDM's, if indeed they knew the facts of the matter. The Torch cannot imagine Mr. Parnell undertaking the risk of not telling the PDM hierarchy about his criminal convictions. When one considers the depth of criminality of the prior TCI government, as evidenced in the Commission of Inquiry, and as lambasted by the PDM gang itself, as well as considering the current continuing denial of democratic rights to TCIslanders by the Brit High Command, then Parnell's breach of the public trust appears that much more serious. TCIsanders deserve better than this, and Mr. Parnell must know that. Parnell's purposeful failure to disclose his integrity problem to the public is also a continuation of the dishonesty evidenced in the criminal complaint and indictment against him. Dishonest people rarely stop being dishonest. Their dishonesty simply continues to show up in different ways under different situations. Parnell must have known the matter would come to light. The TCI is coming out of one of the deepest criminally corrupt 30-year periods of crony government anywhere in the world – at least on a per capita basis. The Torch notes Lee Ingham's recent proper call for greater vetting of political candidates in the TCI. TCIslanders not only deserve better. They now want better. No one here wants a repeat of what we are all going through right now. Yet Mr. Parnell obviously thinks he knows even better than the rest of us. In that regard, he is a lot like the Brit High Command, and in The Torch's submission, Parnell's continuing dishonesty has played right into the hands of the Brits. Do you think the Brits might just have been looking for other reasons to continue to deny your democratic rights? Shame, Mr. Parnell. What else could Mr. Parnell possibly have relied upon to hold him harmless from the unbelievable risk of his big crapshoot? The Torch regrets that he can
only conclude, because he can't think of any other reason, that Parnell deceived the TCI people because he knows that he is a TCIslander in the TCI, had joined a TCI political gang, and that no TCIslander (or anyone else) would want to attract retribution from them. Parnell simply relied upon his gang membership to protect him and shut people up. That is far worse morally than what is contained in the SEC indictment because in the ultimate analysis, Mr. Parnell has relied upon the threat of physical force to keep TCIslanders silent about his criminal convictions for crimes of moral turpitude. BTW, the fraudulent scheme involving Parnell was a nationwide activity and interstate devices were used. So the U.S. District Court, Eastern District of New York was the court with jurisdiction under the appropriate SEC legislation. Parnell's case number was 2:02-cr-00880-LDW-9. He was defendant number 9. The SEC criminal complaint was filed July 24, 2002 and terminated March 5 2010. For some reason, when he returned to the TCI from San Diego, Mr. Parnell did not consult The Torch for damage control before beginning his political campaign. Here is the PR The Torch would have advised, “My fellow TCIslanders, when I was much younger and residing in San Diego, I wanted so badly to return to the TCI as a business success that I regret to tell you now that I cut some corners. I set aside my normal judgment and I allowed myself to be tricked by others into a criminal scheme to sell unregistered shares in an existent company but to sell them through a non-existent company that was not registered and in a way that I knew was fraudulent. Many investors were hurt. I owned up and pled guilty to two felony counts of conspiracy to defraud and using deceptive devices. I was never imprisoned. I paid my debt to society. I paid full restitution to all of my victims, even though it took me 8 years to do so. I have been punished in more ways than I can tell you, and I deeply regret my actions to such an extent that I can assure you that there will be no repeat. My wonderful marriage and my three beautiful children are testament to that. I hope and trust that you can understand my position, recognize my contrition, forgive me and allow me to move on together with you to build a better TCI for our children.” There is not a TCIslander The Torch knows who would not have recognized the tragedy and genuine human remorse in such a statement. It would have established morality, humility, remorse and integrity at a stroke. Individuals, even those who have been dishonest, can change themselves through such watershed moments. Dishonest people cannot and do not change themselves through CONTINUING DISHONESTY AND DECEPTION. Such a PR statement as above is how a mature honest statesman would have dealt with an integrity problem and moved forward. And there is nothing in the PR statement above that is false. Any reading of the SEC criminal complaint and of the court's case register will show that Parnell was a small cog in a larger criminal scheme concocted entirely by others. His most fraudulent act was that the terms of his own sales commission contract violated the sales materials he was handing out to customers. As a business school graduate, Parnell certainly knew that. He was also selling securities without being registered as a broker with the SEC. While all of that was wrong, and apparently some 75 victims suffered greatly, this is hardly the type of criminality that has been going on in and through the TCI political gangs for at least 30 years. Let The Torch repeat. Mr. Parnell's crime was NOTHING compared to the criminality of prior TCI governments as developed and encouraged by the TCI political gangs. Mr. Parnell's deception in failing to disclose his integrity problem to the TCI people is a much bigger integrity problem than his crimes. The reason that is so is that if Parnell had committed his fraud in the TCI, he would not have

been eligible under the new Constitution to hold elected office. TCIslanders deserved an opportunity to consider that fact. Now they have that opportunity. Further, Parnell's cowardly and cynical use of his political gang membership to hide behind and to silence any citizens interested in a genuinely better future leadership of the TCI is a troubling indication of just how difficult it is going to be for the TCI to make a break from the gangs and elect clean unconflicted leaders. When a citizen gives his suffrage [vote] to a man of known immorality he abuses his trust; he sacrifices not only his own interest, but that of his neighbor, he betrays the interest of his country." -- Noah Webster Further demonstrating the lack of political judgment in his deception, Mr. Parnell actually paid the ordered $200K in restitution to his victims in full discharge of his sentence. Though the exact date is unclear from the case register, his restitution payments were completed somewhere around March 2010 and the criminal complaint has now been terminated against Mr. Parnell, meaning that while the criminal record remains, the case against Mr. Parnell is at an end. In his column two weeks ago, when addressing the leadership vacuum facing TCIslanders, The Torch asked, “Has either gang created a code of ethics for its leaders or a set of rules for transparency and accountability within the gangs themselves?” The Torch has also on numerous ocasions in the past described the two TCI political gangs as being conflicted and therefore ineffective bodies to deal with the Brit High Command. Many readers may have thought, “Yeah. Blah blah blah. That's just The Torch flapping his gums.” No. The Torch's Parnell research took about 10 mins this past week. The Torch had not even begun his Parnell research 2 weeks ago. This was precisely the type of ethics problem and the conflict to which The Torch was referring. The Torch does not waste your time. Armed with the information that their gang leader and prime candidate for the highest elected office in the TCI was a convicted felon and had failed to disclose it to the voters, the PDM gang hierarchy did nothing. It apparently did not occur to them that they had an overriding duty of integrity to the TCI electorate to produce clean unconflicted candidates. "The hottest places in hell are reserved for those, who in times of moral crisis, do nothing." - Dante Alighieri TCIslanders, do you think for one moment that the Brit High Command does not know these facts? They would have run background criminal checks on all members of the two non-consultative panels before they were appointed and on all members of the recent constitutional negotiation team before they were allowed to set foot in the FCO. Do you think for one moment that if they thought the need had arisen, the hardballers at the FCO would not take Doug into a separate room and advise him of his opinion - if he'd like to keep his position? So you are very welcome, Mr. Parnell. The Torch just solved your biggest problem. He has put your relatively small criminal problem out in the open where you and your criminal gang cohorts should have put it yourselves. He has removed any further possibility of your being compromised by the FCO, the Brit High Command and who knows who else to the detriment of TCIslanders. All you have to do now is to issue a statement that The Torch is a racist ex-pat who hates TCIslanders and wants to take over the government – you know, the usual stuff. That'll cover your base, and you can still use your gang to intimidate and silence your fellow TCIslanders. The Torch can go no further with this. Democracy requires truth, not deception. The Torch wants TCIslanders to have democracy. Hence his job has been to draw this matter to their attention. TCIslanders must now resolve this matter themselves or if they prefer, just go ahead and completely ignore it. It is high time for the silent majority of TCIslanders to tell its two political gangs that what they have been producing is not good enough. TCIslanders have legitimate democratic and economic issues on which they can still prevail against the Brit High Command if those issues are handled with clarity, logic and integrity by focused non-conflicted leaders. TCIslanders should be looking actively now for independent leaders and candidates with no connections to the two political gangs. Grand Turk native to run hospital in TCI’s capital One Of Grand Turk’s most popular daughters, Dr Denise BraithwaiteTennant will head back to her homeland next month to run the island’s hospital. For the past 18 months she has been in charge of InterHealth Canada’s emergency departments based at the Cheshire Hall Medical Centre. And it’s a role Dr BraithwaiteTennant will now combine with her new administrative post at the Cockburn Town Medical Centre. The consultant physician has turned full circle after gaining the Governor's Scholarship for Academic Excellence as a teenager. She explained: “I was born in Grand Turk and grew up in the West Road area. I have a passion for the people of the TCI and everyone who calls this beautiful country their home. “I left Grand Turk to pursue a career in the field of medicine after successfully winning the Governor's Scholarship and I’m delighted to be going back.” After studying for a Bachelor of Science in biology in the United States, Dr Braithwaite-Tennant gained

a degree in general medicine from the University of the West Indies in Trinidad and a Specialty in emergency medicine from the University of the West Indies in Jamaica. Her career has seen her work at hospitals in Barbados, Connecticut and every level one facility in Jamaica. University College of the Caribbean expands to Turks and Caicos Islands offering degree programmes The UniversiTy College of the Caribbean (UCC), headquartered in Jamaica, will begin offering undergraduate and graduate degree programmes in Turks & Caicos Islands beginning in September 2011 with its partner the Turks & Caicos Institute of Professional Studies (TCIPS). Starting in late September 2011, UCC will offer bachelor’s degrees in Business Administration, Information Technology, Human Resource Management and Marketing, all of which are accredited by the national accrediting body in Jamaica. The UCC’s Commonwealth Master in Business Administration (MBA) and Master in Public Administration will also be offered at the TCIPS facility in the new school term. Applicants will also have the option of selecting to do their degree programmes via UCC Online, a hybrid programme which allows students to complete most of their courses online and complete others in face-to-face classes. Under this agreement graduates of TCIPS may register to complete their bachelor’s degree on the TCIPS campus. The arrangement will also allow graduates of other institutions and qualified members of the public to pursue their undergraduate as well as their graduate degrees. The Director of TCIPS Wayne Jackson stated, “TCIPS is committed to provide persons in the Turks and Caicos Islands affordable accredited tertiary
education that provide tangible value to individuals and enterprise all while being here in the TCI.” He added that it is important to provide valuable educational opportunities to students that is extremely economical, internationally recognized and accredited here in the TCI. The partnership will serve to deepen UCC’s presence in the region. Already, prospects are responding positively to having an alternative higher educational institution in the region. The cost for the Bachelors Degree for persons with an Associate Degree is $5,400 and the Commonwealth Masters is $12,500. Wild dogs are a nuisance in Turks and Caicos Islands By David Newlands SUN Junior Reporter
Wild dogs are a” nuisance” in Turks and Caicos, says representative of the environmental Health department, lance dowridge. “There are too many, and not enough people who can afford to take care of them,” he said in an interview with The sUN. “This is a problem that affects the country as a whole.” a few years ago, wild dogs were rare and tended to keep away from highly-populated areas. However, now it is quite the contrary; it is easy to spot groups of dogs at the side of leeward highway, in addition to the back roads and sparsely populated areas. along with these wild dogs, there have been sightings of visibly pregnant females. With such sightings, people have expressed concern about the government’s response to the growing problem. dowridge stated that the department is currently working in collaboration with the Turks and Caicos Turks and Caicos society for the Prevention of Cruelty to animals (TCsPCa) to slow the growth of the wild dog population. Together, the organizations have set up spay and neuter programs which would slow the growth by cutting down the amount of puppies born. along with this, they have set traps to capture strays and take them off of the streets. dowridge explained that once they have captured stray dogs, they put them up for adoption or they wait for them to be reclaimed by their original owner. Unfortunately if no one adopts or reclaims the dogs, they are forced to euthanize them, due to the inability to support the animals properly while more are brought in. Putting an emphasis on the importance of controlling the population of these stray dogs, dowridge stated: “There are a number of infections which have been found amongst the strays; if left unchecked the infection could spread to domestic animals. There are also infections that can spread to humans from the animals.” With the threat posed towards not only family pets, but also to humans, it is clear that this issue is one of urgent nature. With that being said, plans are already in motion to resolve the problem. representatives and volunteers of the TCsPCa were in grand Turk last week, conducting a spay and neuter program which help control the wild animal population there. dowridge states that similar programs are planned for all of the islands, and will be conducted sometime in the future, however he was unable to give any set dates.

Taken from UptownMags In the history of European art, a memento mori helpfully reminded the viewer: "Just remember, you will die." This morbid stringaround-the-finger was often signified subtly, with perhaps an artfully placed skull in the frame; in Dutch still-lifes, you might find discreetly withering flowers. In a sensational early sequence of Final Destination 5, we get a character impaled on a sail, another half melted by hot tar before falling off a bridge, and another cut in half by sheet metal sliding off the back of a pick-up truck — among others. Horror films make certain we know we’re just bags of blood and viscera, a mess of which can easily be made. That spectacular slaughter mirrors the first act of the original film, which came out back in 2000. In that one, a character had a premonition when he and his classmates boarded a flight for a school trip; he saw the plane explode in mid-air. That’s the kind of thing that got you thrown off a flight, even in pre-9/11 days. But sure enough, after the whole group is turfed, sure enough, the plane takes off and explodes in fiery fashion. In FD5, Sam (Nicholas D’Agosto) has a vision of he, his girlfriend Molly (Emma Bell) and a busload of colleagues sliced, diced and squished on a collapsing bridge, prompting him to evacuate with Molly to solid ground. Others follow, and are spared death when the bridge terrifyingly collapses. Somehow, Sam caught a glimpse of Death’s plans. But Death doesn’t like being cheated any less in the fifth movie of a franchise, and so the survivors start meeting gruesome fates. "I’ve seen this before," says the coroner (Tony Todd), who’s in fact seen "this" since film one. FD5 is an example of what could be called the "OMG, BRUTAL!" horror subgenre. Like the Friday the 13th series, this franchise is defined by the creativity and gruesomeness of its death scenes. Indeed, the whole point is to make (usually younger, 18 to 25-year-old) audience members react like the girl a row behind
me: "OH MY GOD!!!!" She then took a good moment’s pause before exhaling, "PFFFFTTTT!!!" It’s a two-part reaction, you see: shock, followed by relief. And FD5 delivers what this franchise has become so famous for, with deaths by gymnastic accident, Buddha statue and wrench. The real stars are the make-up department, although director Steven Quale shows great creativity in constructing the elaborately staged offings; I liked that the climax is set in a kitchen, where lots of nasty accidents are always capable of happening. These films perhaps owe something to The Omen series, in which the forces of hell arranged accidents to befall anyone who realized the Antichrist’s human identity. In FD5, it’s like Death has a sense of humour, staging elaborately contrived set-ups and pay-offs for Its own amusement. But then, that’s also the problem: go look up "Final Destination deaths" on YouTube, and you see all the highlights for free, in about 10 minutes flat. (This movie even has its own retrospective reel, before the final credits.) It’s not like we care about these characters, that the filmmakers have even tried to make them interesting — they're just victims waiting to be picked off. And while there’s something oppressive and terrifying about implacable destiny, even the personality-deprived Jason from Friday the 13th was more fun as an antagonist; he was, at least, a physical entity that could be thwarted without using this screenplay’s metaphysical loopholes. (The technicalities recall the old Chinese proverb that says time one spends fishing is not deducted from one’s allotted days.) Yeah, the movie looks pretty sharp in its 3-D Technicolor presentation at Grant Park — but until this technology ceases to be, on the other hand, the equivalent of wearing sunglasses in the theatre, Hollywood should stop ripping us all off. And unless the next entry in this series comes up with something we can invest in emotionally, the audience’s highest value destination to see it will be the Internet.

Militant makes death threat against David Letterman LOS ANGELES- A Muslim militant has urged American followers to assassinate talk show host David Letterman, saying his tongue deserved to be cut out, a U.S. intelligence monitoring group said on Wednesday. The SITE intelligence group said the death threat was posted on an online website used by militants after the writer became upset by a joke Letterman made about the death of a leading member of al Qaeda killed in an air strike in Pakistan. The militant called on Muslims in the United States to "cut the tongue of this lowly Jew and shut it forever," the threat against Letterman said, according to a translation by SITE. The popular late-night television host
is not Jewish. The FBI said it was taking the threat seriously. The writer was angered by watching Letterman on his show drawing his finger across his neck while talking about the June death of senior al Qaeda figure Ilyas Kashmiri. The message was posted on the website Shumukh al-Islam. SITE analyst Adam Raisman told Entertainment Weekly the website was "a clearing house for al Qaeda material" and drew supporters of the group headed by the late Osama bin Laden. Executives at broadcaster CBS and a spokesman for Letterman declined on Wednesday to comment on the threat. Tim Flannelly, an FBI spokesman
in New York, said the agency was looking into the matter. "The FBI takes all threats seriously and we will run it down like we do all threats," Flannelly said. A Muslim group in 2010 threatened the makers of "South Park" after the animated satirical show depicted the Prophet Mohammad in a bear suit. Most Muslims consider any depiction of the founder of Islam as offensive. A 21-year old man from Virginia was sentenced in February to 25 years in prison for publishing the home addresses of the "South Park" creators and urging readers to pay them a visit, as well as trying to help a Somali militant group.

LOS ANGELES - The parents of Casey Anthony, who was acquitted in July of charges that she killed her young daughter, will sit with Dr. Phil for their first interview since the trial, the program announced on Tuesday. Anthony's trial in the death of her two-year-old daughter Caylee became a media sensation when it aired on television, and since it ended, the 25-year-old mother and her parents George and Cindy have stayed away from the public spotlight. "I looked them straight in the eye and asked them some very tough questions," Dr. Phil McGraw said in a statement. The interview will air on September 12. "Despite living under a 'media microscope' for years, their story has never really been told and there's so much more to it than we've heard in the media," McGraw said, adding that "nothing is off limits during this interview." The case of Casey and Caylee Anthony took many twists and turns after the two-year-old's skeletal remains were found in a plastic bag near the Anthony's Florida home in December, 2008. Casey Anthony never reported her daughter missing and, in fact, it was Cindy Anthony who first told police. Casey Anthony initially gave false statements about her and her

The "Dr. Phil" episode with the Anthony interview will air on September 12, when the program returns for a 10th season.

The clothing company says in a news release posted Tuesday that it's concerned that having Sorrentino seen in its clothing could cause "significant damage" to the company's image. Abercrombie says a connection to The Situation goes against the "aspirational nature" of its brand and may be "distressing" to customers. The Ohio-based retailer says it has offered a "substantial payment" to Sorrentino and producers of the MTV show so he'll wear something else. Jackson concert promoters remove Kiss from lineup LOS ANGELES- Organizers of a Michael Jackson tribute concert dropped Kiss from the lineup after receiving widespread criticism for booking the band despite critical comments toward the late pop singer by bassist Gene Simmons. The announcement Tuesday came a day after Global Live Events announced Kiss would join the show planned for Oct. 8 in Cardiff, Wales. Fans, media and the singer's estate quickly noted that Simmons has said in recent years that he was convinced Jackson molested children. Some of Simmons' harshest comments came last year in an interview with Classic Rock magazine. "Well, you know, where there's smoke there's fire," Simmons said regarding accusations that Jackson abused young boys. "There's no question in my mind he molested those kids. Not a doubt." Global Events Live CEO Chris Hunt accepted blame, calling Kiss' booking an "oversight." "Under the circumstances, we fully agree that even though Kiss is a band Michael admired, we have no choice but to rescind our invitation to them to appear in our tribute concert," Hunt wrote in a statement. It is the latest stumble for a show that is endorsed by Jackson's mother and several siblings but is opposed by brothers Jermaine and Randy. Kiss' departure leaves Smokey Robinson, Christina Aguilera and Cee Lo Green as the show's superstars.

Aruba suspect tried to cash in on missing woman’s insurance policy A Maryland man detained in Aruba in the presumed death of his travel partner had an accidental-death insurance policy on her for $1.5 million and sought to claim the money two days after reporting her missing, a person who provided information to the investigation has told The Associated Press. The details of the policy obtained by Gary V. Giordano before his trip to Aruba may help explain why he has been detained on suspicion of involvement in the death of Robyn Gardner during their short getaway to the Dutch Caribbean island. The person with knowledge of the policy told the AP that Giordano purchased a $1.5 million American Express Travel Insurance policy shortly before he left for Aruba and that the accidental-death benefit covered only the length of their short trip. The source told the AP that Giordano called the insurance company on Aug. 4, while the search for Gardner was still going on. He sought to confirm that the documents listing him as the insurance beneficiary had been received and wanted to begin redeeming the policy. This person also said that records indicate Giordano asked whether any search costs would be covered by the policy. The source did not have authorization to publicly release the information and agreed to speak with the AP only on condition of anonymity.

A spokeswoman for American Express, Gail Wasserman, said the company could not comment on any individual policies for privacy reasons. Aruban Solicitor General Taco Stein, the spokesman for the investigation into Gardner's disappearance, said Wednesday that Giordano had travel insurance but he provided few details, saying investigators were still reviewing financial documents as they tried to determine what happened to the 35year-old woman from Frederick, Maryland. Stein said investigators were still studying the policy to determine exactly what it entailed. "If you travel, you take out insurance. That's not an uncommon thing, to say the least," Stein told the AP. "It all depends on what's in the policy." Investigators were trying to determine if there was anything
unusual or striking about the policy. "If you change the policy around and make it higher or whatever, then it may be of interest to the investigation but we haven't established that yet," he said. Giordano's attorney, Michael Lopez, did not respond to a request to comment on the insurance policy. The increase in VAT from 15 to 17.5 percent, an 18-month imposition on allowances, a 50 percent increase in the excise tax on gasoline, as well as a rise in bus fares – all instituted in the 2010 Budget – will remain in place, however. Pregnant woman murdered in the Bahamas A pregnant woman was gunned down a few feet away from the intersection of Prince Charles Drive and Beatrice Drive, Nassau, The Bahamas, in front of a little boy, around 10:30 last night. According to the Nassau Guardian newspaper, two ambulances showed up at the scene but quickly left after EMS personnel pronounced the woman dead. The woman was reportedly visiting a man at a building under construction where her car was parked. She became the 91st murder victim in The Bahamas for the year so far. On July 30, a pregnant woman was one of three people murdered in the Carmichael area. The identity of the latest murder victim was not immediately known. Police Superintendent Stephen Dean said the motive for the murder was also not known and no one was in custody. This latest murder comes as police face a decreasing murder detection rate. As the murder count climbs, so is the number of cases that remain under investigation. Police have closed 38 of the murder cases this year, according to Assistant Commissioner Anthony Ferguson. That’s 42 percent of the murder cases for the year so far. But Ferguson said in the next several weeks he expects the detection rate to improve as police get closer to closing a number of the recent murders. Four months ago when the murder count stood at 40, the police’s detection rate was 56 percent, with 23 of those cases closed. But police have faced increased levels of crime since then. Since April 18, 49 murders have been recorded. In July alone, there were 20 murders — the most in any one month in recorded history. So far this month there have been six murders. Last weekend, three people were killed in separate incidents.

Government, however, will be getting tough on people who try to avoid paying the required income tax. The fee for late filing will jump from BDS$100 (US$50) to BDS$500 (US$250). “Some of course think this should be more but we’re doing this not for revenue generation purposes but to increase the level of compliance with the Income Tax Act with respect to filing, whether or not a tax refund is due,” the Finance Minister said. Incentives have also been proposed for homeowners and businesses to be more energy efficient. Currently, they can benefit up to a maximum of BDS$7,000 (US$3,500) every year through Income Tax deductions in respect of energy audits, renewable energy and energy efficiency retrofits. Minister Sinckler said that, with effect from the current tax year, the energy conservation and renewable energy deduction will double from BDS$5,000 (US$2,500) to BDS$10,000 (US$5,000) per year for individuals and BDS$25,000 (US$12,500) per year for registered small businesses. Meantime, in an attempt to
increase the use of alternative energy sources, duty free concessions offered to the hotel and manufacturing sectors on the importation of electric water heaters will be discontinued from January next year. The Finance Minister also announced relief from the increasingly high cost of fuel for the most vulnerable groups in society such as the elderly, disabled and the unemployed indigent. They will receive a one-off energy grant. That initiative will commence on October 1 and will be to a maximum of BDS$5 million (US$2.5 million). Some players in the tourism sector have also been given a tax ease. Taxes paid on remittances to global insurers, by businesses that offer attractions and tours to travelers in the cruise industry, will be eliminated. The Finance Minister said that overall economic growth stood at 2.1 percent at the end of the first half of 2011, “a healthy improvement to the 0.5 percent decline at the end of the second quarter 2010.” It is projected that the economy will grow between 2 and 2.5 percent this year. Brown was found guilty on counts that included sexual battery by fraud, sexual exploitation by a physician and lewd act upon a child. The jury deadlocked on eight other charges. PORT-AU-PRINCE, Haiti — The Haiti reconstruction panel co-chaired by former U.S. President Bill Clinton announced a major new project Wednesday to rebuild part of the capital damaged by last year's earthquake. The Interim Haiti Recovery Commission said it plans to spend $78 million to revitalize 16 neighborhoods and remove roughly 30,000 people from six major settlement camps that formed after the January 2010 disaster. The commission said the project aims to move the 5,239 families living in six particularly vulnerable camps back into the 16 Port-au-Prince neighborhoods where most of them lived before the quake. "This kind of collaboration will generate the lasting change, the permanent housing solutions that Haitians are depending on," Clinton said in a speech after the commission's announcement. He said the project would generate about 4,500 jobs. The International Organization for Migration estimates about 630,000 Haitians are still without homes. Haitian President Michel Martelly and his staff identified encampments that they found are most in need of help before presenting the project to the recovery commission board,
which approved it this week. "This is a big day for the Haitian people," Martelly said. "Removing the people from under the tents is urgent." Much of the money for the relocation project will come from the Haiti Reconstruction Fund, set up by donor nations, and the United Nations. Clement Belizaire, coordinator of the project for Martelly's administration, declined to disclose the names of the chosen encampments out of fear that other displaced Haitians desperate for a home would flock to those camps. Libya rebels tighten grip west of Tripoli ZAWIYAH, Libya - Libyan rebels seized an oil refinery in the city of Zawiyah and took control of Sabratha further west on the main highway from Tripoli to Tunisia as NATO aircraft struck targets in the capital. Air strikes rocked Tripoli several times during the day, witnesses said. The targets were not immediately identified. The government of Libyan leader Muammar Gaddafi appeared to be increasingly isolated in its stronghold. But government spokesman Moussa Ibrahim, speaking on state television, said: "We reassure people that we are making progress on all fronts." A government official said Ibrahim's brother, Hasan Ali, had been killed by NATO Apache helicopter gunships. He said the 25-year-old student had gone with a group to check on friends in Zawiyah -- now under rebel control -after hearing reports of fighting there. He died in the central square. Mom on trial for punishing child with hot sauce ANCHORAGE, Alaska - Jurors on Wednesday watched video of a woman squirting hot sauce in the mouth of her adopted son and then making him stand in a cold shower in a case that caused a public uproar in Russia after it aired on the "Dr. Phil" show. Jessica Beagley, of Anchorage, is charged with misdemeanor child abuse. Beagley's lawyer said she was punishing the 7-yearold boy from Russia because he misbehaved in school and then lied about it. Beagley used unusual methods because more traditional forms of punishment had not worked with the boy, attorney William Ingaldson said. Beagley went on the "Dr. Phil" show to try and get help for herself and the boy, Ingaldson told jurors. But, prosecutors say, what Beagley did went beyond what would be considered reasonable parental discipline and amounted to child abuse. She submitted the nine-minute video, made on Oct. 21, 2010, for an episode titled "Mommy Confessions." It shows the 36year-old mother talking forcefully to the boy in a hallway in the family's home. "Why did you lie to me? Does it work to lie to me?" she asks the child. Beagley asks the boy what happens when he lies. "I get hot sauce," the crying boy replies. The video shows Beagley leading the boy into a bathroom, where he sits on the counter next to the sink and she squirts hot sauce in his mouth. "Don't spit it," she says. "Are lies supposed to be out of your mouth?" she yells, her arms braced on either side of him. When he admits to lying, she allows him to spit out the hot sauce. She then explains to the child that he is going to get in a cold shower for lying about misbehavior at school: wriggling in his seat and sword-fighting with pencils. After riots, Britain’s Cameron vows to fight ‘moral collapse’ Britain is in the middle of a "slowmotion moral collapse" that must be reversed if the country is to avoid a repeat of last week's riots across England, Prime Minister David Cameron said Monday as he promised tough new measures to crack down on lawlessness and promote a responsible society. $360M lost to insurgents and criminals in Afghanistan WASHINGTON — After examining hundreds of combat support and reconstruction contracts in Afghanistan, the U.S military estimates $360 million in U.S. tax dollars has ended up in the hands of people the American-led coalition has spent nearly a decade battling: the Taliban, criminals and power brokers with ties to both. The losses underscore the challenges the U.S. and its international partners face in overcoming corruption in Afghanistan. A central part of the Obama administration's strategy has been to award U.S.-financed contracts to Afghan businesses to help improve quality of life and stoke the country's economy. But until a special task force assembled by Gen. David Petraeus began its investigation last year, the coalition had little insight into the connections many Afghan companies and their vast network of subcontractors had with insurgents and criminals — groups military officials call "malign actors."

Pope demands greater ethics in economic policy Pope Benedict XVI denounced the profit-at-allcost mentality that he says is behind Europe's current economic crisis as he arrived in hard-hit Spain on Thursday, and said morals and ethics must play a greater role in formulating economic policy in the future. Benedict made the comments as he traveled to Madrid for the Catholic Church's World Youth Day, a weeklong Catholic festival that is taking place against a backdrop of the European debt crisis and social unrest among the young that exploded recently in the riots in Britain. Benedict said the crisis and sense of desperation among young people proved that ethics have been increasingly left out of formulating economic policy at local and international levels. "The economy doesn't function with market self-regulation but needs an ethical reason to work for mankind," he told reporters traveling aboard the papal plane. "Man must be at the center of the economy, and the economy cannot be measured only by maximization of profit but rather according to the common good." He said the current crisis shows that a moral dimension isn't "exterior" to economic problems but "interior and fundamental." Benedict explored the theme more fully in his 2009 encyclical "Charity in Truth," in which he called for a new world financial order guided by ethics, dignity and the search for the common good. On Wednesday night, about 5,000 people opposed to the pope's visit marched peacefully to Madrid's central Puerta del Sol plaza, which has been the epicenter of Spain's antiestablishment protests since May. A smaller number of protesters then clashed with riot police. Police said eight demonstrators were
arrested and 11 people were injured. A protest march against the pope last year in London drew some 10,000 people, the largest such anti-pope demonstration in recent times. According to police, Bensley, who is covered with tattoos, made his way into the bedroom of the woman growling and hissing before hitting her in her bed and trying to bite the back of her neck. He allegedly then dragged her into the hallway, before she escaped, running to a parking lot where she got into a car driven by a neighbour. Bensley chased her and hit the car as it sped off. Police arrested him after a short chase when they heard shrieking and growling coming from the parking lot. 'He was begging us to restrain him because he didn't want to kill us,' Galveston officer Daniel Erickson told the Houston Chronicle. 'He said he needed to feed.' Bensley told the officers, 'I'm a vampire and I've been alive for over 500 years,' according to Mr Erickson. Captain Heyse told ABCNews.com: ‘I've dealt with some really strange people. You know, guys who think they're Jesus and that. But I've never seen anything like this.’ Bensley, who reportedly begged officers to restrain him so that he didn’t kill them, was not found to be under the influence of drugs. He is now awaiting a mental health examination.

Morgan Stanley says USA ‘dangerously close’ to recession The United States and euro zone are "dangerously close to recession," Morgan Stanley said on Thursday, criticizing policymakers and predicting the European Central Bank will have to reverse its rates policy. The Morgan Stanley research note, which cut global growth forecasts, was cited by stocks traders as adding to market nervousness over the U.S. and euro zone debt crises and the economic drag of austerity measures in debtburdened countries. Deutsche Bank added to the gloomy market tone by cutting its gross domestic product forecast for China, a major growth engine for the world economy. Morgan Stanley cut its global GDP forecast to 3.9 percent growth from 4.2 percent for 2011, and to 3.8 percent from 4.5 percent for 2012. It also predicted the European Central Bank's next interest rate move would be a cut, a sharp contrast to Reuters last ECB poll earlier this month when just one bank of around 50 surveyed -- Australia's Westpac -forecast a cut next. The ECB has raised its benchmark rate twice this year. "Our revised forecasts show the U.S. and the euro area hovering
dangerously close to a recession -defined as two consecutive quarters of contraction -- over the next 6-12 months," Joachim Fels, who co-heads Morgan Stanley's global economics team, said in a research note dated Wednesday. That was not the bank's base case scenario, he said, noting the corporate sector still looked healthy and lower inflation will ease pressure on consumers' wallets, while central banks such as the Federal Reserve and ECB could try to loosen policy further. "A negative feedback loop between weak growth and soggy asset markets now appears to be in the making in Europe and the US," Fels said. "Against this dire growth backdrop, we no longer expect the ECB to hike rates. Instead, we now see the Bank cutting rates next year. We lower our refi rate forecast for the end of 2012 to 1 percent from 2 percent before." Economists are beginning to latch on to a shift of view already evident among investors. Traders in financial markets have been moving to price in a cut since the ECB's last press conference on August 4. Standard Bank said this week it expects the ECB to make its first cut early next year.
Gold hits latest record high, near $1,830
NEW YORK — The price of gold hit another record high, at $1,829.70 per ounce, as investors spooked by the prospect of a return to recession seek out safety in the precious metal. Gold prices have more than doubled since the recession began in the winter of 2007, and are up about 19 percent since the beginning of June. The metal's value, unlike that of a currency, doesn't depend on the health of a single country's economy. Its swift rise has made it popular with investors seeking big returns, as well as presumed safety from turbulent stock and currency markets. While gold has recently hit a series of record highs, when adjusted for inflation it remains below a 1980 peak of $850. That's about $2,400 in 2011 dollars.
Weak growth data from the euro's main economies, Germany and France, has put further pressure on European politicians who have been haggling over ways to stop the bloc's sovereign debt crisis from engulfing Spain and Italy. The U.S. economy also stumbled badly in the first half and came dangerously close to contracting in the first quarter. High unemployment, a bruising political battle in Washington over the debt ceiling and spending cuts in July and a stock market slump all helped push U.S. consumer sentiment to its lowest level in more than 30 years. "Recent policy errors - especially Europe's slow and insufficient response to the sovereign crisis and the drama around lifting he U.S. debt ceiling -have weighed down on financial markets and eroded business and consumer confidence," the Morgan Stanley note said. It now sees growth in developed market economies averaging only 1.5 percent this year and next, down from his previous view of 1.9 percent and 2.4 percent, respectively. Growth in emerging market economies will slow to 6.4 percent this year from 7.8 percent in 2010, Fels

This means that emerging market economies -- which now account for half of global GDP -- will generate 80 percent of the global GDP growth that Morgan Stanley is forecasting for 2011 and 2012, Fels said. Most economists say they are not cutting their growth forecasts for emerging Asia for now, as the continent is less dependent on exports to Western markets than it was when the financial crisis hit in 2008. Morgan Stanley left its 2011 growth forecast for China unchanged at 9.0 percent, versus 10.3 percent last year, but dialed back growth expectations slightly for Russia and Brazil. If the West does slump back into recession, or a prolonged period of meager growth, analysts say China may not be in a position to reprise its role in supporting the global economy as it did in 2008, when it announced a massive stimulus program. Inflation unexpectedly quickened in China in July, putting pressure on the central bank to keep prices in check with more interest rate rises even as growth showed signs of cooling.
Google to buy Motorola Mobility for $12.5bn Internet giant Google has announced a deal to buy Motorola Mobility for $12.5bn (£7.7bn). A joint statement said the boards of both companies had unanimously approved the deal, which should be completed by the end of this year, or early in 2012. Earlier this year, Motorola split into two separate companies. Mobility develops and manufactures mobile phones, while Motorola Solutions covers wider technologies for corporate customers and governments. Shares in Motorola Mobility jumped 57% in early trading in New York to $38.27, still below the offer price of $40 per share. Shares in Google fell slightly. Meanwhile, Nokia shares jumped more than 10% on news of the deal, with renewed speculation that the Finnish mobile phone company could become a bid target itself. The deal would allow Google to "supercharge" its Android operating system, the joint statement said. Google said it would continue to run Mobility as a separate business. "Motorola Mobility's total commitment to Android has created a natural fit for our two companies," said Larry Page, Google's chief executive. Sanjay Jha, his counterpart at Mobility, said: "This transaction offers significant value for [our] stockholders and provides compelling new opportunities for our employees, customers and partners around the world." The deal is subject to shareholder and regulatory approval. Motorola was once one of the world's most successful mobile phone manufacturers, but has fallen behind the likes of Apple, Samsung and HTC in recent years. Many of its handsets already use Google's Android operating system.

US officials investigating Standard & Poor's: report NEW YORK — The US Justice Department is investigating top ratings agency Standard & Poor's and its practices regarding mortgage securities in the run-up to the financial crisis, The New York Times reported Thursday. According to the paper, the probe began before S&P cut the United States' sterling AAA credit rating earlier this month -- a move which sent global markets into turmoil and triggered a political firestorm at home. The Justice Department is
studying whether S&P analysts wanted to lower the ratings of certain bonds backed by mortgage debt, but were prevented from doing so by superiors due to business concerns, the paper said, citing two people interviewed by government officials and another who was briefed on the interviews. If there is sufficient evidence to support the case, it would likely be a severe blow to S&P analysts' reputation of independence, and could lead to civil claims for compensation, according to the Times.
US mortgage rates hit 50year low U.S. mortgage rates fell to the lowest in more than half a century as concern that the global economic recovery is faltering spurred demand for bonds that guide home loans, according to Freddie Mac. The average rate for a 30-year fixed loan dropped to 4.15 percent in the week ended today from 4.32 percent, the McLean, Virginia-based mortgage financier said in a statement today. That was the lowest in more than 50 years, Freddie Mac said. The average 15-year rate fell to 3.36 percent from 3.5 percent. The decline followed a slide in yields for 10-year Treasury notes, a benchmark for consumer debt including mortgages. The yield fell for a third day today, nearing a record low, after Morgan Stanley cut its forecast for global growth and concern grew that Europe’s debt crisis may deepen. Lower rates have done little to boost home demand as the housing market stagnates. “Low interest rates are helpful at the margins but it’s indicating a lot of concerns about the economy,” said Scott Brown, chief economist for Raymond James & Associates Inc. in St. Petersburg, Florida. “The move into Treasuries is driven by fear.” Sales of U.S. previously owned homes unexpectedly dropped in July, according to data released today from the National Association of Realtors. Purchases decreased 3.5 percent to a 4.67 million annual pace, the weakest since November. The median forecast of economists surveyed by Bloomberg News called for an increase in sales. The lower mortgage rates are helping to boost refinancing as homeowners seek to lower their monthly payments, Frank Nothaft, Freddie Mac chief economist, said in the statement. A Mortgage Bankers Association index of refinancing jumped 8 percent in the week ended Aug. 12, the Washington-based trade group said yesterday. The share of applicants seeking to refinance climbed to almost 79 percent, the largest since November. The group’s purchasing gauge declined 9.1 percent to the lowest level in a year.
The US financial watchdog Securities and Exchange Commission (SEC) was also investigating possible wrongdoing at S&P, the paper added, citing a person interviewed on the matter. It was not clear if Justice was also investigating the other two main ratings agencies, Moody's and Fitch. The person interviewed about the SEC probe said that agency may be looking into the other two firms. While the Justice probe got rolling earlier this year before the debt rating
issue reached fever pitch in Washington, according to people aware of the investigation, US lawmakers are now investigating why S&P downgraded the US rating. Financial companies like banks rely heavily on the ratings system, and they pay agencies to receive a rating. In the years leading up to the financial crisis, banks sought to make sure the agencies would award favorable ratings before signing on to work with them, according to the Times.
Jobless Claims in US increase More Americans than forecast filed applications for unemployment benefits last week, signaling the labor market is struggling two years into the economic recovery. Jobless claims climbed by 9,000 to 408,000 in the week ended Aug. 13, the highest in a month, Labor Department figures showed today in Washington. Economists surveyed by Bloomberg News projected a rise in claims to 400,000, according to the median forecast. The number of people on unemployment benefit rolls rose, while those receiving extended payments fell. Companies like Bank of New York Mellon Corp. (BK) are paring staff, one reason consumers are limiting their spending, which accounts for about 70 percent of the economy. Unemployment at 9.1 percent helps explain why Federal Reserve policy makers last week pledged to hold interest rates at a record low until at least mid-2013 to spur growth. “People continue to get laid off,” David Semmens, a U.S. economist at Standard Chartered Bank in New York, said before the report. “The uncertainty in the economic outlook is continuing to give hiring managers sleepless nights and is keeping businesses from expanding. We have an incredibly
long way to go” to get a healthy labor market, Semmens said. Jobless benefits applications were projected to rise from the 395,000 initially reported for the prior week, according to the median forecast of 41 economists in a Bloomberg survey. Estimates ranged from 390,000 to 420,000. Thursday’s data showed the four-week moving average, a less- volatile measure than the weekly figures, dropped to 402,500 last week, the lowest since April 16, from 406,000. The number of people continuing to receive jobless benefits climbed by 7,000 in the week ended Aug. 6 to 3.7 million. The continuing claims figure does not include the number of Americans receiving extended benefits under federal programs. Those who’ve used up their traditional benefits and are now collecting emergency and extended payments decreased by about 43,700 to 3.66 million in the week ended July 30. The unemployment rate among people eligible for benefits, which tends to track the jobless rate, held at 2.9 percent in the week ended Aug. 6, the report showed.
French media reveals details behind inquiry into imF chieF A French court which is investigating International Monetary Fund chief Christine Lagarde has cited "anomalies and irregularities" in her decision to approve a huge payment to a businessman when she was finance minister, a French news website said. Mediapart published a 9-page court document explaining the legal reasoning behind an August 4 ruling that Lagarde should be placed under investigation for approving the 285 million euro payment to Bernard Tapie, a friend of President Nicolas Sarkozy. The document by a commission of three judges at the Court of Justice of the Republic, which has special powers to judge ministers, states that Lagarde appeared to have contributed to events whose legality was uncertain. "The minister seems to have personally contributed to the events, notably by giving voting instructions to the State's representatives" in the arbitration procedure, the court document published on Mediapart read. Tapie alleged that former state-owned bank Credit Agricole had defrauded him in the 1993 sale of his stake in Adidas. He had lost the case in France's top court in 2006 and was appealing the decision when Sarkozy won power in 2007. Lagarde, who denies any misconduct, dropped the legal case against Tapie despite objections from some ministry officials and pressed ahead with an arbitration
process, arguing it was needed to resolve the longrunning case swiftly. She is now being investigated for complicity in misappropriation of public funds. There is no suggestion she profited personally in any way from the final settlement. The probe is highly awkward for the IMF, which appointed Lagarde in June a few weeks ago to take over as managing director from Dominique Strauss-Kahn, who is fighting charges that he tried to rape a New York hotel maid. The Court of Justice of the Republic, which formally opened its investigation on August 16, questions the legality of the decision to bring Tapie's case into arbitration while he was still appealing his defeat against Credit Agricole in court. It criticizes the size of damages paid to Tapie -which exceeded the payment recommended by France's top court in 2006 -- as well as a final sentence that "almost entirely" went in the direction of Tapie's demands at the expense of the state. An official at the Court of Justice declined to comment where Mediapart's document might have come from. Mediapart is an investigative news web site which frequently reveals sensitive documents, including in the recent case of a scandal involving L'Oreal heiress Liliane Bettencourt.

Gayle was overlooked for the recent One-Day and Test series against India after failing to settle differences with WICB management, arising from controversial comments he made in a highly charged interview with a Jamaican radio station earlier this year. Weltklasse organizers say Bolt is unable to compete in their 100-meter race “due to a particularly strenuous schedule” at worlds. Bolt is slated to defend his 100 and
200 titles in Daegu and Jamaica’s 4x100 relay gold medal. Asafa Powell and Walter Dix are set to highlight the 100 lineup at Zurich, which stages the first half of the Diamond League finals program. Bolt is expected to run the 200 when Brussels hosts the second half eight days later.
IAAF confirms Daegu prize monies The IAAF has confirmed that the financial bonuses for top eight finishers and world-record bonuses at the World Championships in Athletics in Daegu, South Korea, will be the same as at previous championships. The World Record Programme at the Daegu World Championships, where athletes achieving a world record will be eligible for a special World Record Award of US$100,000 ($8.5 million) offered by Toyota (men's events) and TDK (women's events), was also confirmed. At the 2009 World Championships in Berlin, Germany, Jamaican Usain Bolt got the bonus twice, and Anita Wlodarczyk also had a big payday for her hammer record. The performance must be an improvement on the existing IAAF World Record. Additionally, individual winners will walk away with US$60,000 ($5.1 million), with each silver and bronze medallist taking home US$30,000 ($2.5 million) and US$20,000 ($1.7 million), respectively. US$8,000 ($680,000) will be presented to the other finishers in each final, while US$80,000 ($6.8 million) has been committed for relay winners. The World Marathon Cup teams will get US$20,000 for a win, US$15,000 for second and US$12,000 for third.

Michael Vick: Philly wasn't first choice Michael Vick credits the Philadelphia Eagles with making him a better quarterback. But he was not at first convinced that Philly was the best place for him to resume his football career after nearly two years in federal prison, he told GQ Magazine for its September issue. In an interview, the Eagles quarterback said the Cincinnati Bengals and Buffalo Bills initially seemed like better options. Those teams wanted him and might have made him their starting quarterback, while the Eagles, at the time, already had an established veteran starter in Donovan McNabb and a starter-in-waiting in Kevin Kolb. That was well before the Eagles traded McNabb and Kolb got hurt, setting the stage for Vick's remarkable comeback. "I think I can say this now, because it's not going to hurt anybody's feelings, and it's the truth ... I didn't want to come to Philadelphia," Vick told the magazine. "Being the third-team quarterback is nothing to smile about. Cincinnati and Buffalo were better options." But Vick was convinced, after meeting with commissioner Roger Goodell and other NFL officials, that the Eagles were the best choice. "And I

commend and thank them, because they put me in the right situation," Vick told the magazine. Vick told GQ he was always confident in his athletic ability to play quarterback. But it was in Philadelphia where he became a better football player, he said. "The problem was that I wasn't given the liberty to do certain things when I was young. Tiger Woods needs To play To make Team for ausTralian open HARRISON, N.Y. - U.S. captain Fred Couples wants Tiger Woods on the Presidents Cup team, provided Woods plays tournaments before he shows up at the Australian Open a week before the matches. Woods missed the cut at the PGA Championship — only his second tournament in four months — and failed to qualify for the FedEx Cup playoffs. That makes him ineligible for any PGA Tour event until the first week of October. Couples is to make his two captain's picks on Sept. 26, the day after the Tour Championship. "He can't just show up the week before in Australia," Couples said Wednesday at the Senior Players Championship. "I have made it clear that whoever I picked will be playing the Australian tournament the week before. But I need him to play more than just there. There's quite a few tournaments after the Tour Championship." Woods already has a contract to play in the Australian Open in Sydney. The Presidents Cup is the week after, on Nov. 1720, at Royal Melbourne. Woods has played every Presidents Cup since he first became eligible for them in 1998. Couples and Woods are longtime friends, and when Couples agreed to return as captain, he jokingly sent Woods a text message telling him to play well so the captain wouldn't have to waste a pick on him.
Turns out it was no joke. Because of injuries to his left leg, Woods went from the Masters on April 10 to the Bridgestone Invitational on Aug. 7 without completing a tournament. Then came the final major, where he missed the cut by six shots and finished out of the top 100 for the first time in a major. "I really want him on the team based on my opinion that he's been the best player for 10 straight years," Couples said. "I don't think you can push him down because he's not playing maybe as well as 20 other guys that could be picked. A couple of times I've been picked for a Presidents Cup or a Ryder Cup, and sometimes that's just the way it falls." Couples said he has talked to Woods' agent, Mark Steinberg, about playing more events and "we're going to figure out a way that we can get this done." After his press conference, Couples told Golf Digest for a story on its website, "From what I see, he's looking to turn it around quicker, but not playing much golf. He may read that and say, 'Screw him.' I mean he's my favorite player. But to get better, you gotta play." Woods said upon leaving the PGA Championship that he has plenty of time to work on his game, but he did not rule out playing more.

"I was turning the corner. I was cutting my braids off. I was changing my life. I wanted to live the life where football and family were the only things that mattered. I was ready to do it. I felt like time was running out on my career. I needed focus," he said, according to GQ. So, would he still be an elite quarterback if he'd never went to prison or was never discovered to have been involved in dogfighting? "Only if I had gotten traded to the Philadelphia Eagles," he told the magazine. "They never tried to change me."
Manchester United to float stake in club on Singapore market Manchester United is to sell off a significant stake in the club in Singapore to partly pay off its gross debts of £515m, the BBC has learnt. BBC sports editor David Bond says it is understood the club has now lodged a listing application with the Singapore Stock Exchange. Our correspondent says it could raise between £400m and £600m for the club. It is understood the club wants to complete the listing by the end of the year. The owners, the Glazer family, removed the Old Trafford club from the London stock market following their successful take over of the Old Trafford club in 2005. A partial share sale, of between 25% and 30%, would also mean that no outside person could take control of the club. At the same time, it would provide the Glazers with much needed revenues that would help pay down some of the debt that was taken on to finance the takeover. As well as the debt issue, analysts have seen a Singapore listing as an aggressive move by the club to create an even bolder presence in Asia. United has more than 300 million fans around the world and more than 190 million of those are in Asia. In March, Manchester United's parent company said it made a loss of £108.9m in 2009-10. Red Football Joint Venture is the Glazer family parent company that owns the Old Trafford club. Its loss, for the year to the end of July 2010, included one-off costs from setting up a £526m bond scheme last January to replace outstanding debts of £509m. There was also a drop in player sale income, compared to the previous summer when Cristiano Ronaldo was sold.
