Four suspects held for murder Continued from page 1

A statement from Media Liaison Officer Inspector Calvin Chase stated: “The Royal Turks and Caicos Islands Police are continuing their investigation into the robbery/homicide which occurred at Sailing Paradise Bar & Restaurant on Wednesday night 20th July 2011. There have been positive developments in the investigation and the Police presently have four subjects of interest in custody.” The SUN understands that the young men are from the Kew Town and Blue Hills area. Police sources said that lawmen we are able to recover substantial evidence which allowed to make certain connections with the suspects and the crime. Among the potential evidence is a surveillance video that investigators have been reviewing. At this time, the

police are keeping their rationale for picking up the men close to their vests, as they work to ensure that their investigations are not being jeopardized in anyway. According to Inspector Chase investigators are still collecting and processing items which they believe may be able to assist them with their investigation. He said follow-up information from members of the public was also being carried out in order to cement their case. “The Royal Turks and Caicos Islands Police are still appealing to the public to come forward with any information they may have in relation to this matter. Santa Suarez was killed last week

Facebook. Suarez, who came to the TCI some five years ago, was killed by a gunman, who the police said started out robbing the establishment. She was shot in the head, but managed to

call her roommate to inform her of the attack before succumbing to her injuries. The latest incident, according to persons who live in the area, was the fourth time since year that gunmen had held up the establishment. It is said that most of the hold-ups took place while Suarez was on duty. There are unsubstantiated statements that the reason she was shot was that she might have known her attackers. Suarez’ death has caused a pall of gloom not only over Latinos but also Islanders and those who had come to know her. Those who The SUN spoke with described her as free-spirited and friendly. This newspaper understands that police investigations have stretched as far as to the capital island Grand Turk, as leads indicated that individuals from other islands could very well assist the police in cracking the case.

Independent Review of the Regulation of Electricity Services The TCIG have initiated a review of the regulation of electricity services. There have been a number of views expressed by consumers, electricity providers and other stakeholders concerning the cost, organisation and continuity of the power supply in TCI. The Government has therefore concluded that this is a good time to consider the scope for improving the effectiveness of the regulatory framework. TCIG have engaged Oxera, an internationally recognised consultancy with expertise in power and resource regulation, who have worked on similar matters with island communities elsewhere in the world. They will undertake the review during August and September. Two specialists from Oxera will make an initial visit to TCI next week (week commencing 1st August) and meetings are being

arranged on Grand Turk and Providenciales with stakeholders including TCIG ministries, power providers and consumer groups. There will be further opportunities for more detailed submissions and discussions with the specialists later in August, when comments from the public, consumers and other interested parties on all islands will be sought. The District Commissioners will be important focal points for gathering the views from the communities they serve. Details of the opportunities for oral and written representations from the public and other stakeholders will be publicised in August. Both Fortis TCI and Turks & Caicos Utilities Ltd have been informed of this review and have expressed their intention to participate. Let me emphasize first of all that what he was talking about was revenue foregone, and not revenue that was in the treasury and then went missing, as I think some people had misunderstood his remarks to be referring to.

Police Force announces a dozen transfers By Vivian Tyson SUN Senior Editor

The Royal TuRks and Caicos Islands Police Force has announced a raft of transfers within its ranks some of which have already in gear and others to fall into place up to September 13. Assistant Superintendent Clifford Ashton has been named B Division Commander. The B Division encompasses the islands of Providenciales, North Caicos, Middle Caicos, Parrot Cay and Pine Cay. His appointment comes into effect on September 13. Assistant Superintendent Kendall Grant will be transferred to the Criminal Investigation Division (CID) effective September 1. Inspector Kingsley Laborde has been named B Division Inspector with immediate effect. He has also been promoted to Acting Assistant Superintendent and Deputy Commander for that division. This comes into effect on September 13. Sergeant Aubrey Hope has been given temporary indefinite assignment at the Providenciales Magistrate’s Court serving as Clerk of Court. This takes effect from July 5. Constable Nimrol Beckles has been assigned to the Special Branch and will be posted at the Providenciales International Airport, effective July 11. Constable Ashley Bennett has been assigned to the CID on Grand Turk effective August 21. Constable Erwin Gardiner has been assigned to North Caicos as of September 1. Constable Sadiq Ebanks has been assigned to the CID in Grand Turk. He will take up his appointment on August 21. Constable Gemma Parris has been assigned to the Street Crime Unit effective September 1. Constable Michelle Gooslyn has been assigned to the CID with her appointment taking effect on September one, while Constable Giovanni Higgs has been assigned to North Caicos also effective September 1.

“The revenue foregone encompasses a number of different aspects. Some of it is indeed the result of perfectly legitimate discounts under the policy prevailing at the time. A good part of it is also under-valuation and the unregulated sale of Crown Land. Now, unfortunately, the state of record is not such that will be able to give precise figures. These are ball park figures that have come to light as a result of the work on Crown Land that has been done over the past couple of years,” Governor Wetherell said. Pressed by members of the media as to whether or not Minister Bellingham got it wrong in his pronouncement, Governor Wetherell insisted that the minister did not misspeak when he delivered his speak here two weeks ago, but instead was misunderstood by some quarters of the public. Responding to a statement by the Civil Recovery team that hundreds of millions have been recovered from deals under the previous administration, Governor Wetherell pointed out that the majority of what was recovered was land. “I don’t have a precise figure on that. A lot of the work as seen from

the statement that was issued a day or two ago, accounts for that which has been reclaimed in kind, if you like, as distinct from cash. But that obviously adds to the land bank that is available to the country going forward. It is again indicate of the value of the land that previously had been sold,” Governor Wetherell said. In the meantime, Governor Wetherell said he would not be able to identify at this time the areas that the monies garnered from land collection would be channeled, insisting once again, that land recovery was more in kind that cash.

Caribbean should establish expert group on migration By Sir Ronald Sanders

The 15-nation Caribbean Community and Common Market (CARICOM) should establish an expert group to study and report on migration and how to manage it. Migration is now one of the major issues confronting the world. It is an issue that will become more controversial as new economic strains are felt globally. In regional groupings such as the 27-nation European Union and the 15-nation Caribbean Community and Common Market (CARICOM), the problems of migration are even more complicated because the treaties governing these groupings expressly allow freedom of movement of people. While in the case of the European Union (EU) people are free to cross borders to live and work under reciprocal arrangements, in CARICOM freedom of movement is restricted to certain categories of workers and only with the specific approval of receiving governments. Different levels of development explain why freedom of movement occurs relatively easily in the EU and not in CARICOM. The short explanation is that the recipient countries of the EU are well enough developed to absorb migrants whereas CARICOM countries are not. When migrants enter and remain in CARICOM countries, even though they contribute to the economy by paying taxes and buying goods and services (and often doing jobs that locals do not want) they also place an additional burden on health and education services and even on water and electricity that the State is expected to provide but for which they did not plan. when migrants are there illegally. It is understandable, therefore, why countries, such as Barbados, take a strong position on sending illegal migrants back to their homelands. Small countries simply cannot cope with an unplanned influx of migrants. But, misinformation and misconceptions contribute greatly to the more vocal views about migration. In the United Kingdom, for example, polls indicate that the widely held belief is that 24 per cent of the population is foreign-born. In actuality, the figure is only 9.6 per cent. A study of eight migrant receiving countries (US, Canada, UK, France, Germany, the Netherlands and Spain) found in all of them that respondents on average

exaggerated the size of the migrant population. Similar exaggerations in the actual number of migrants in CARICOM countries are more than likely to be found if definitive studies are conducted. As an example, in many Caribbean countries the view, that foreigners are largely responsible for crimes, is shattered by statistics revealing that the overwhelming majority of persons in prison are local. The migration issue has already made for uncomfortable relations between some of the member states of CARICOM. As vexed an issue as it is, it could get worse unless there is regional agreement to manage it, and to do so in an open and transparent manner which upholds the rights and protections to which migrants are entitled. CARICOM countries also have to exert particular care in dealing with the matter of migration. On a per capita basis, the Caribbean is one of the areas from which the largest number of migrants flows to other countries. Caribbean countries cannot encourage an open-door policy for their migrants to other countries, while practicing a closed door policy for themselves. This is one important reason why the region has to develop a well thought out policy for managed migration. While the region would like to continue to export its unskilled people to the US, Canada, Britain and elsewhere, and keep their skilled people at home, they cannot legislate that wish. Migration of skilled and unskilled people from the Caribbean to developed nations will not stop once economic factors encourage them to move. World Bank research shows that the highest rates of ‘brain drain’ are from small states. For instance, the World Health Organisation has confirmed that while the largest number of foreignborn doctors working in the industrialised nations of the Organisation for Economic Co-operation and Development (OECD) are from India, among the ten countries with the highest expatriation rates are six Caribbean small states: Antigua and Barbuda (89%), Grenada (73%), Guyana (72%), Dominica (60%), Trinidad and Tobago (55%) and St Vincent and the Grenadines (53%). To reverse this trend, CARICOM countries have to widen the opportunities for their skilled people to work and earn. They would better do so in arrangements which offer the entire region as a market, in which Caribbean professionals can travel freely to practice their trade and deliver services.

A further problem for CARICOM countries, which makes the matter of migration ripe for expert analysis and informed policy-making, is that, for many of them, their productive populations between the ages of 15 and 64 are becoming smaller. The United Nations projects that this group of the populations of Barbados and Trinidad and Tobago will decrease over the period 2010 to 2020 by 0.08 and 0.3 respectively. In the same period, the same age-group in Jamaica and Grenada will increase marginally; and in Guyana and St Lucia, the 15 to 64 year olds will grow by just over 1%. Only in Belize will this group grow by 2.57%. This means that the countries, whose productive populations are contracting, will have to encourage migration into their countries, or face economic contraction including a fall in government revenues and declining capacity to deliver goods and services to their people especially social services for the elderly. This situation demands that new migration should be a planned and managed process that would be better achieved through a co-operation arrangement by CARICOM in which member countries seek skilled and unskilled workers from each other on a reciprocal basis that should include the transfer of the payments by migrants to social security and medical benefits schemes from one country to another. To tackle this problem, CARICOM government should consider establishing a Group of Experts drawn from relevant departments of government, the Universities, the private sector and the trade union movement to study the issue carefully and produce a report and recommendations that could be discussed with the Caribbean people in town-hall meetings throughout the region, in media discussions, and in parliaments before implementation. A good basis for the work of such an Expert Group would be the Report of a Commission for Migration and Development set up by the Ramphal Centre in the United Kingdom. The Commission is being Chaired by former Jamaica Prime Minister, P J Patterson, and the report will be published later this year. Sir Ronald Sanders is a Consultant and former Caribbean diplomat.

Open Letter from PNP Leader Clayton Greene to Governor Gordon Wetherell July 28, 2011 His Excellency Gordon Wetherell Waterloo Grand Turk Turks and Caicos Islands Your Excellency, You would have hopefully received our letter to Minister Bellingham following on from his most recent visit to the Turks and Caicos and copied to you. As we have not received an acknowledgement we write today in this open fashion because of the singular importance that we place on the milestones that must be completed so that fair and free elections can be held in the Turks and Caicos Islands and the people of these Islands can be returned to representative government which is their right. Minister Bellingham has indicated that he continues to be confident that those elections will be held in 2012! In the passing of the new Constitution, a major milestone has been met. While we continue to condemn the systematic and unnecessary transfer of power from the true representatives of the people to the Governor that characterizes the new constitution, we are happy that the Interim Administration may now concentrate its efforts on achieving the remaining milestones. We understand from the recent pronouncements of the Chief Financial Officer that the projected deficit for 2012-2013 is now $9M and that she is well on her way to achieving a balanced budget in 2013-2014. We believe it to now be settled that the balancing of the budget is not a precondition to elections, but merely that the Country must be on a path to a balanced budget. The Social and economic cost of achieving this milestone is already being felt with Public Sector job cuts, to which we will return, coupled with a shrinking private sector capacity and an Interim Administration that seems intent on pursuing a program of unconscionable raising of fees and taxes without the commensurate attention

being paid to the creation of jobs and opportunities that would allow us to have money in our pockets in order to pay the fees and taxes! The scant regard that has been paid to the people of Middle Caicos who lost their employment in the Works Program is but just one example of the human suffering that is caused when a Government judges its actions by its impact on the bottom line without regard to the social and human cost. So that there might be no unnecessary delay in the return to representative Government, we ask that you turn your attention quickly to the appointment of the members of the Boundaries Commission so that the work of the Commission can begin in earnest. With the Constitution now settled, there is no reason why the Electoral Boundaries Commission might not be appointed. We are still convinced that a greater say in the makeup of the Commission should be had by the peoples’ representatives and we fully expect that your successor will accept without question the nominees of the political parties for appointment to the Commission. We understand that some time ago and before the new Constitution was settled, instructions were given to the Supervisor of Elections to suspend the continuous updating of the roll of electors. This action is not only scandalous; it is illegal, because the Elections Ordinance had not been repealed. There is no reason why the Supervisor of Elections may not continue to take applications for registration from persons qualified to vote. We need however to know when it is that we can expect to have for consultation, a Bill that would govern elections and the representation of the people generally. There was, before the House of Assembly prior to its suspension, such a Bill, and this should form the starting point for the new legislation. That Bill contains provisions dealing with election expenses and the registration of political parties and so therefore, it is a natural place to start. Commission and the preparation of the legislation may not be conducted simultaneously. There is no magic in what is required to be done by way of legislation, and we do not see why the legislative framework could not be in place within a 12 month period, and we therefore make the declaration that elections must be held by July 2012! Nothing focuses the mind of man more than having to work to a schedule or a date certain! The Interim Administration has not been prepared to fix a date certain for elections and so we have done it for them. Of equal concern is the fact that this Interim Administration seems hell bent on rolling back the efforts of the last Government to prepare the people of the Turks and Caicos Islands for the world of work and worth through education. We note in this connection that the practice of granting scholarships to the valedictorians of the 4 public High Schools in this country has been abandoned. This is completely and utterly discouraging and runs counter to the principle of merit based reward that must be the foundation of our developing Country. On the further issue of scholarship and training, we note that a number of students are returning home and are not being able to find jobs! While we appreciate that this country cannot be built by Turks and Caicos Islanders alone, we are duty bound to ensure that every Turks and Caicos Islander finds meaningful work at home. A careful look at the availability of jobs must be done by the Labour Department to ensure that qualifications are not inflated and that there is a natural match between those available jobs and the requirement to perform them. It cannot be right that work permit holders are continually on jobs and Turks and Caicos Islanders are walking the streets! We suggest that, beginning with the hotels, the Labour Department engages upon an exercise that will determine with respect to each employer and each category of employee, the ratio of Turks and Caicos Islanders to Expatriate employees and that the Labour

Clayton Greene Leader of The Progressive National Party Department will further require each employer to identify the steps that it is taking to prefer Turks and Caicos Islanders in its employment policy. The Progressive National Party is determined to keep the feet of this Administration to the fire so that there is not a further and possibly irreversible economic disenfranchisement of the Turks and Caicos Islander. Our concerns in relation to employment or the lack thereof is compounded by the recent spate of dismissals from the Public Service. We have complained that the process of right sizing the Public Service seems to lack a broad policy direction. We repeat our advice to the Interim Administration to ensure that the Civil Service Association is fully engaged in the right sizing exercise beginning with the formulation of the policy and moving through all phases of its implementation. It is not right that a person finds out that his particular job is being made redundant days before he is required to pack his bags and clear out his desk. We write to you knowing that you will be leaving soon but hoping that you will convey to your successor, the absolute need to hear the cries of the people and try as best he can to ease their pain and soothe their hurt. Civil Recovery Unit says 900 acres of land returned to Crown

Almost exactly 900 acres of land have so far been returned to the Crown through the Civil Recovery team's work. The majority of the land recovered is on Joe Grant Cay, but another 17 parcels have so far been recovered across the islands. Excluding Joe Grant Cay, plot sizes of parcels recovered range from less than half an acre up to 10 acres. The total value of the land recovered so far is many tens of millions of dollars. "We expect the Civil Recovery programme to continue to be very busy over the next twelve to eighteen months" commented Laurence Harris of EAPD, who is leading the programme. "Trials will likely have taken place on all the major cases within this time frame, and we would hope to have completed work on many of the smaller claims. Appeals, where they take place, inevitably

"By the time the programme comes to an end, we now expect to have recovered several hundred million dollars of land for the Government. This land bank will, I hope, help to provide a more secure long term future for the Islands" he continued. "As the Civil Recovery programme gathers pace, we are starting to see settlements in some claims" he explained. "We strongly encourage settlements where possible. It saves time and money for both the Government and the

potential Defendant". Attorney General Huw Shepheard commented: "It is encouraging to see the Civil Recovery programme beginning to gather pace. The programme was one of the key recommendations of the Report of the Commission of Inquiry, and its successful implementation is an important milestone for the Government. The importance of the recoveries to the long term future of the Islands cannot be overstated". The Civil Recovery team has now been in place for just over 18 months. The team has now made 29 separate recoveries of land and/or cash amounts. Some have been well publicised, for example, the recent judgments in the Government's favour on the Joe Grant Cay case, and the Emerald Cay Stamp Duty claim. As well as these high profile cases, the team – which consists of members of EAPD and Attorney General's Chambers working together on the programme - has also made a number of smaller scale recoveries, which have gathered pace over recent months. The appointment of a civil recovery team was a key recommendation of the Report of the Commission of Inquiry. In December 2009, the Attorney General appointed the international law firm of Edwards Angell Palmer & Dodge UK LLP (EAPD) to undertake the programme working with Attorney General's Chambers.

New judges and magistrate to be appointed Chief JustiCe Gordon Ward has announced that there will be two Supreme Court judges besides the Chief Justice to deal with the increased workload and to prevent delays in the court system. Ward said a number of attorneys have asked him about arrangements for the courts over the next few months in light of the recent departure of Magistrate Burris from Grand Turk and the impending departures of Richard Williams, Geoffrey Martin and himself. “It is unfortunate that it has not been possible to appoint replacements in good time and I would like to the opportunity to advise all attorneys and the public what arrangements have been made to keep the courts functioning,” he said. Ward said the Grand Turk Magistrate’s court has been without a magistrate since early May and the interviews have only recently taken place for a successor. A suitable candidate has been identified and, subject to confirmation, should be able to be in post in approximately a month of being advised, he said. He noted that the backlog of cases was not large and Magistrate Clifton Warner has been attending on Grand Turk one day each week and occasional additional days to keep the

listing up to date and ready for the new magistrate. The Chief Justice added that Geoffrey Martin came to assist for a few months and has made considerable inroads into the list of pending civil cases. “He (Martin) will finish on 12 August 2011. Stop telling guests some communities are unsafe, says PDM Leader Doug Parnell By Vivian Tyson

People’s Democratic Movement Doug Parnell is chiding local hoteliers to desist from telling guests not to go to Blue Hills because it is not safe. Responding to the shooting death of Dominican national Santa Suare, who was gun-downed at the Sailing Paradise Restaurant and Bar in Blue Hills on Wednesday evening (July 20), Parnell said while the murder was a horrific act, such event does not define the community. “We need to admonish hoteliers and people who work in the hotel industry to stop telling guests who come to this country that communities like Blue Hills are unsafe, because it is not; the communities are very safe, and there are native businesses that are there and, a lot a people are telling the guests that they must stay in Grace Bay or in the hotels and, you know that is not right. “It is absolutely wrong, and it is happening. We need to get the hotels and everybody that works in the industry to make sure that the wealth is spread through-out the community, so that people can feel the effects of tourism trough-out the country, and not just in one simple small pocket,” Parnell said. The PDM Leader added: “The restaurants

in Blue Hills have to survive and, they can only do so only from the full support of everybody that comes and lives here. Blue Hills is safe, I usually play dominoes in Blue Hills every afternoon and I love every restaurant up and down the Blue Hills shores. “Five Cays, Blue Hills and the Bight outside of Grace Bay; all of our communities are safe, and we have to ensure that they are safe. People are telling guests that if they come to Blue Hills they should stop at Conch Shack. And that is wrong. Froggies is there, Three Queens is there, Mom and Pops on the beach is there and Boogaloos is there now. In the meantime, Parnell said Suare’s murder could be an acid test for the new leadership of the Royal Turks and Caicos Islands Police Force, saying that the public will be watching to see how early they solve this particular crime. “The public is watching and, it will be a test for the new leadership of the police force, to see how quickly they solve this alleged murder. It is something that we condemn in the strongest way. It does not represent who we are as a people. “Nevertheless, I think people must understand that the Turks and Caicos Islands is still a very safe place; no crime is acceptable; this is a despicable act that must be condemned,” Parnell said.

Engine failure at Fortis TCI caused three island-wide power shortages Three island-wide power shortages on Providenciales, Turks and Caicos Islands on Monday July 25th were caused by a fault in one of Fortis TCI’s (formerly PPC) largest engines, says Ernie Jackson, Vice President of Generation and Engineering. Jackson said the first outage occurred at 12:13 p.m. when a vehicular accident caused the live high voltage lines to come into contact with each other, generating a fault. “The circuit breaker which should have isolated the problem malfunctioned and did not operate. The equipment at the plant then went into protective mode to ensure the safety of the equipment and personnel which caused the entire island-wide outage,” Jackson explained. This first outage lasted for approximately one hour. One hour later at 2:07 p.m. one of Fortis TCI’s largest engines lost the ability to maintain frequency and shut itself down causing a second island-wide

outage. “The engine and software were examined by representatives of the engine’s manufacturer and it was determined that the engine was suitable to return to service,” Jackson added. Power was restored to all customers by 3:52 p.m, but at approximately 8:00 p.m. a third islandwide outage occurred on the same engine. Some parts of the island, namely Chalk Sound, also experienced power outages between 2 a.m. and 4 p.m. Tuesday morning. “The engine was removed from service and other units were put into service. Fortis TCI’s engineers are working closely with the engine’s manufacturer to rectify all issues and we apologise for the inconvenience caused,” said Jackson. Fortis TCI serves more than 9,000 customers, or 88 per cent of electricity consumers, on the Turks and Caicos Islands. It owns and operates a fully integrated system providing for the

generation and distribution of energy in Providenciales, North Caicos and Middle Caicos pursuant to a 50-year licence that expires in 2037. It also owns and operates an independent generating station and distribution system on South Caicos and is the sole provider of electricity for that island pursuant to a 50-year licence that expires in 2036. The Company has a combined diesel-fired generating capacity of 48 MW and met a combined peak demand of 28 MW in 2007. Fortis Turks and Caicos owns and operates 325 kilometers of transmission and distribution lines. A major focus has been the integration of Fortis Turks and Caicos within the Fortis Group of Companies since its acquisition in August 2006. In July 2007, Mr. Eddinton Powell, formerly Vice President Finance and Chief Financial Officer, Caribbean Utilities, took the helm as President and Chief Executive Officer, Fortis Turks and Caicos. Under his leadership, management remains

focused on meeting the growing needs of customers. The utility‘s customer base increased 13 per cent in 2007, driven largely by strong economic growth in the country. Current economic conditions on the Turks and Caicos Islands suggest the Company can expect to achieve growth in energy demand in the range of 18 per cent to 25 per cent per annum over the next several years. The robust growth in energy demand is being driven by tourism and the high level of condominium and hotel development. One of the utility’s large hotel customers, for example, is investing US$68 million to expand its facility to more than 600 rooms. Fortis Turks and Caicos invested US$24 million, before customer contributions, in capital projects in 2007 to meet current and projected growth in energy demand resulting from a rapidly growing customer base. Two diesel-fired generating units, with a combined generating capacity of 7 MW, were commissioned in 2007. Four additional units, with a combined generating capacity of 13 MW, were purchased during the year and will be installed in 2008 and 2009. The rapid increase in load has necessitated the expansion of the Richmond Hill and Grace Bay substations.

Former Education Minister Lillian Boyce concerned about children not in school Former minister oF Education Lillian Boyce has expressed great concern about the number of young children in the Turks and Caicos Islands who are not in school. The matter is so serious, she said, that the United Nations Children’s Fund (UNICEF), should get involved. “There are certain basic responsibilities which every government has to uphold and providing education is one of them,” Boyce said. “Regardless of the state of the economy, the Interim Government has an obligation to provide education for the children of our country. If there is not sufficient space in the Government schools, the Interim Government has to do whatever is necessary to find the space elsewhere, even if it means working out arrangements with some of the private schools.” Boyce said that several children in the Turks and Caicos Islands are not in school because of space issues in the Government schools in Providenciales and their parents cannot afford to pay for them to go to private schools. Many of these students, she said, are the children of foreigners who are working in the Turks and Caicos Islands. Boyce said that when she was Minister of Education between 2003

and 2007, she ensured that every child had a seat in a school in the Turks and Caicos Islands. She said new classrooms were constructed and a plan was left in place to deal with the overcrowding at the Clement Howell High School, by extending it to the Oseta Jolly school next door and then construct a new primary school in the Blue Hills area. “There can be no excuse for why children can’t find spaces in school,” Boyce added. “We cannot sit quietly as a people and continue to let our children sit out of school term after term. This is an injustice and a shame. We can continue to say there is no money but as a former Minister of Education, a parent and a citizen, I say Education should not be one of the many rights that we are deprived of, even in these tough economic times. If our children are provided with education at least there is hope for the future.” Boyce said the Turks and Caicos Islands is a signatory to international conventions that insist of children having access to education. “UNICEF’s mission is to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. I believe that UNICEF should be informed because they have an

obligation to ensure that their conventions are upheld in every country that is a part of the agreement.” Boyce said she is aware that officials from the United Nations have been in the Turks and Caicos Islands conducting a study on the number of children who should be in school, but who are not. “It will be very interesting to see what the results of those findings will be,” she added. Meantime, Out-going Chief Executive Officer for the Civil Service Mark Capes said there is a dire need for a second high school in Providenciales in the wake of the chronic overcrowding at the island’s lone public secondary institution – the Clement Howell High School. “I am not aware of any specific problem that has brought to my attention by the officials of the Ministry of Education. But having said that, I think it is worth mention that sooner or later we are going to have to have a second high school in Providenciales,” Capes emphasized. However he said in order for that to be a reality, funding would have to be identified and proper planning put in place. For his part, Permanent Secretary of Finance Delton Jones said he did receive any form of alarm from the Ministry of

Education as to the severity of the existing space problem on Providenciales. According to him, it is normal to have discussion this time of the year with the Ministry of Education as to the schools’ readiness for September, but said such information was yet to reach his desk. Jones said discussions to construct a public high school on Providenciales were still in the early stages. However, he said in the interim discussions would be staged with the Ministry of Education, to press out anomalies in the school placements on that island. In the meantime, Governor Gordon Wetherell, said it is imperative that all children in the Turks and Caicos Islands attend school, and Government would be ensuring that all the stop be pulled out to achieving such feat.

SHOW ME DON’T TELL ME By The Torch

Here's tHe Big Brit Head Honcho (his name doesn't matter – just think of a cardboard cutout with both the appearance and gravitas of Hugh Grant) in an op-ed in the Daily Telegraph on July 6 2011, “Information is power. It lets people hold the powerful to account, giving them the tools they need to take on politicians and bureaucrats. It gives people new choices and chances, allowing them to make informed judgments about their future. And it lets our professionals judge themselves against one another, and our entrepreneurs develop new products and services. In so many ways, information is a national asset, and it's time it was shared.” Ho hum. Now here's the Mission Statement from the Brit High Command website at http://tcgov.tc: “The Governor's mission is to provide a clean break from the mistakes of the past and a fresh start for the Islands. This means putting the Turks and Caicos on a durable track towards establishing good governance, sound financial management, and sustainable (sic) development. In all work, the Government aims to promote three core values in public life: 1) Transparency; 2) Accountability; 3) Responsibility” Beyond (1) that they cannot even spell “sustainable” or notice the misspelling over a two year period and (2) that the Brits themselves were an integral part, indeed the critical oversight and safety net part, of the Dick Tauwhare/Mike Misick administration that made all of those mistakes of the past, and that they are now pretending they weren't, do you see the common thread in the above two quotes? The common thread is that telling the peasants stuff is good. So how come the Brit High Command has not told us TCI peasants any of the following stuff (and much more) in the past 2 years?: 1. the actual size of the civil service, our largest public cost, and its rate of change over the past 4 years (coz you do have the actual figures from the last 2 years of the Dick and Mike show when you were constitutionally responsible for all public hiring, don't you, chaps?); 2. the actual cost (no percentages, chaps – as you never provide the whole amount of which the percentage is part – do you see how disingenuous that is?) of the civil service and its rate of change over the same 4 years; 3. what's covered and not covered under the Health Care Rationing System; 4. how much is taken each month from TCIG general revenues to pay the government portion of the Health Care Rationing System costs; 5. its own levels of admitted responsibility, if any, for (a) the criminally negligent expansion of public spending, as overseen by Dick; (b) its constitutional failure to secure the TCI borders; and (c) its failure to create and maintain at any time in the past a first class, qualified (with all due respect, this would not involve any training available on Grand Turk – except perhaps for the lowest level of plod), properly paid and equipped police force; 6. its own levels of accountability (differs from responsibility – just using their own buzzwords here) for those three constitutional failures, i.e. bluntly, what will they now spend, and when, to hold themselves accountable to us for the public spending, illegal alien and police force failures that have drained OUR treasury and added to the public debt they now expect us to pay via increased taxation that will assure our island economy stays weak for many years to come; 7. the results and intended actions (with time frames) of its obviously necessary investigations into the negotiations and implementations over time of the TCIG contracts with Fortis TCI, Provo Stevedoring and the Health Care Rationing Outfits (including hospital construction boondoggle); and 8. why it just signed a secret deal with the Shore Club developer in exchange for cash and how their “other” inevitable “public good” reason (whatever it might be – probably increased employment) is different in any fundamental way from the reason

Dick and Mike would have given whenever they signed secret deals with developers for cash. When these Brit elites attend FCO seminars on lying, deceiving and obfuscating (they call it “diplomacy”), doesn't anyone in Advanced Smoke Blowing ever tell them that we peasants now have the Internet and can actually compare the grand promises they make when they are being swell guys to their actual low-quality performance on the ground? The irony is that the Hugh Grant character actually refers to the concept of peasants holding the elites accountable when he was being swell in the Telegraph. Why is there such a seemingly huge performance gap on the issue of transparency in government between Brit-land and the TCI? And regardless of the answer to that, why do the Brits think they can get away with treating TCIslanders like mushrooms? The pertinent differences between Brit-land and the TCI, and the reasons the elite's transparency twostep works there but not here, is that the governmental situation in Brit-land is much more complex, layered and esoteric than in the TCI and the folks in Brit-land are much more docile and cowed than those in the TCI. The elites in Brit-land can dump huge amounts of almost meaningless raw data into the public domain and almost no one is interested. In fact, you'd have to be a forensic accountant or a government economist to understand most of the data. Intelligent interpretation would be almost impossible. It's immediate system overload to almost everyone. Yet it enables the Brit government to call its disclosures “transparency.” They define the term, and when you define the term, it soon becomes what you define it as. When you can call taxation and public spending “investment” and get away with it, you can redefine any term you wish. Did governmental “transparency” in Brit-land reveal that many of the elites were criminally fiddling their parliamentary expenses? Did “open” government reveal that Hugh had hired a PR consultant who had made a professional practice of hacking private cell phones? Did tons of disclosed financial data ever result in a citizen being able to challenge a public expenditure as being unnecessary? The Torch doesn't think so. Troublemakers in Brit-land just look to see that the data dumps occur as promised, that there's a nice website and complaint form attached and that's as far as they go. People on the street in Brit-land are generally fearful of and dependent upon government. They do and think as they are told by their elites. When Brit-folk, their parents and their grandparents (apart from a brief spell in the '80's) have been subjected to almost 70 years of pervasive cradle to grave safety net collectivism in which any and all individual action is perpetually denigrated and individuals are made progressively more dependent upon government for all of their natural requirements, they tend not to be critical of that government. The Euro-Brits are THE nation of sheep. Government “transparency” in Brit-land essentially means huge disconnected data dumps of specialized, non-incriminating information to a compliant and dependent populace. Individual requests for transparency take months or years and are heavily redacted. Hence, Hugh posing safely in the Telegraph. Things are different here in the TCI because of our geographic and cultural proximity to North America where they have a strong sense of individualism, an healthy self-esteem, inalienable coequal civil rights, mostly capitalism and a deep regard for property rights, free markets, democracy, justice and the Rule of Law. These are genuinely important factors to New World TCIslanders because they actually see them at work in North America and recognize them as being good. The Old World Brit High Command shows absolutely no signs of ever understanding that fundamental cultural dichotomy in treating with TCIslanders. The Brits think TCIslanders are as feeble, compliant and dis-interested as Euro-Brits have become. TCIslanders are not that way! Further, this

cultural divide represents a philosophical adjustment for the Brits to make, not TCIslanders Additionally, apart from the obvious disincentive to be transparent here because it would reveal the Brits' involvement in and responsibility for the democratic and economic collapses in the TCI during the Dick and Mike show, the subject matter of the transparency here would be much more consumable than equivalent data revealed in Britland. Financial data here is likely to be pretty close to the bone and very much a topic for discussion in the street. In refusing to provide the promised transparency and accountability, the Brit High Command does have a couple of known advantages over us. Coming in, they knew that we TCI citizen and resident peasants would not ever get a chance to vote out the swell Hugh Grant character or fire hopelessly challenged stumble-bums like Wetherell They also had the advantage of knowing the following up front: (1) the hand-picked members of the two nonconsultative panels (selected because they were seen as potential TCI leaders if left out in the cold) could be easily controlled and neutralized (Kruschev used to call such “useful idiots”) once on board with the great alleged “honor” of having been selected; (2) that there would be no leadership emanating from the two conflicted, cowardly and quivering political gangs and (3) that while there is a somewhat noisy underclass of low-level political gang activists, whom the gang leaders themselves would not let polish their shoes, actual self-starting independent free thinking is not yet a cultural strong suit in the TCI. As a result, the Brits always knew they would be unlikely to encounter any considerable TCIslander leadership or intellectual resistance to anything they did or said. With that innate treachery in place and their stonewalling on cultural divides, can it be a surprise to any of us that they have not been forthcoming with critical economic data, like that listed above, which would assist us and our potential investor customers to know where we are, where we've been and possibly why we do not need the Brits' increased taxation and governmental control over our lives? The Brit High Command Ministry of Finance has promised to release in early August what they call a, “first quarterly report on the budget.” This concerns The Torch. All will remember The Torch's Handy Rules for Interpreting Brit-Speak: (1) always assume that they are lying; and (2) watch their actions, not their statements. Their promise was not written by their local mouthpiece. That promise, which was identically worded in their statements of July 13 and July 22, was written by an FCO employee. How does The Torch know that? Because anyone proceeding on a transparent accountable basis would have said that next week we'll publish the first quarter's budget. No one says, “report on the budget” unless they are about to blow a fair amount of smoke into every available orifice. Everyone knows what a budget is. It is what we need and deserve to see. The TCIG budget would not be a long or complex document. Footnotes would enable most folks to understand what is going on. We are paying for the items in that budget and for the creation of the budget itself. As Hugh said, “information is a national asset.” The Torch predicts that the forthcoming document will not be a budget or a P and L or anything like it. It will be a few pages of written report with a few simple tables or graphs, like we've seen already. Percentages will prevail over actual dollar figures. The whole amounts, of which the percentages are part, will not be revealed. We will not be able to look down a comprehensive list of line item dollar figures and look at sub-totals and totals (you know, like in a budget). Look for new fancy definitions of old simple known entries, e.g. "taxes on transactions," instead of “stamp duty.” Subjectivity like “fair” and efficient” will predominate over objective facts. You'll probably even see the phrase, “good governance, sound financial management, and sustainable development,” as though the Brits even know what it means. Go ahead, chaps. Prove The Torch wrong. Show us, don't tell us.

Integrity Commission announces appointments The InTegrITy CommIssIon has announced the appointment of Mr. Eugene Otuonye QC as its Director and Mr. Simon Baker as its Investigative Officer with effect from 18 July, 2011. The appointments have been made in accordance with Section 15 of the Integrity Commission Ordinance, 2008 and have followed strong competition for both positions and a rigorous assessment and

selection process by the Commission, according to a press release from Sir David Simmons Chairman of the Integrity Commission. The statement said Otuonye comes to this role following 26 years of legal practice in the public and private sector, including being the Attorney General of Monserrat and Deputy Attorney General of Turks and Caicos Islands. Most recently he has successfully served TCI as the Chairman of the Public Service Commission and as a member of the Advisory Council. Simon Baker joins the Integrity Commission following 33 years of

policing experience in the UK, of which the last five years have been spent with the Metropolitan Police in the Fraud Squad and Counter Terrorism Command. In the last two years he worked on attachment with the UK’s Serious Organised Crime Agency (SOCA). “The Integrity Commission wishes to extend its sincere thanks to Mr Keith Sargent the outgoing Director of the Commission who has worked tirelessly to lay the foundations of the executive arm of the Commission. Amy Winehouse & The 27 Club The death of British soul singer Amy Winehouse at the age of twenty-seven adds another name to the list of pop music luminaries who exited the big stage at that tender juncture in their life. Jimi Hendrix and Janis Joplin, Jim Morrison and Keith Moon – all led precipitous lifestyles that made them candidates for early selfdestruction. Winehouse was found dead Saturday, July 23 at a Camden Square home in northern London, according to the Associated Press. The cause of death is still unknown. At her funeral on Tuesday, July 26 her father, Mitch, announced that he plans to create the Amy Winehouse Foundation to provide support for substance abusers. "In this country, if you cannot afford a private rehabilitation clinic, there is a two-year waiting list for help," he said, the Daily Mail reports. "With the help of Keith Vaz MP, we are trying to change that." Mitch Winehouse also addressed his daughter's long-running alcohol and drug problems, maintaining that she had managed to quit taking drugs. ‘Three years ago, Amy conquered her drug dependency, the doctors said it was impossible but she really did it," he said at the funeral. "She was trying hard to deal with her drinking and had just completed three weeks of abstinence. She said, 'Dad

I've had enough, I can't stand the look on your and the family's faces anymore." Recent research in addiction suggests that the younger you are when you start experimenting with drugs and alcohol (nicotine as well), the more susceptible you become to lifelong patterns of abuse. Asians, for instance, have a deficient gene for an enzyme responsible for the breakdown of alcohol, resulting in a degree of nausea and toxicity that dissuades them from partaking at

excessive levels. Not that there aren't alcoholics among them, just far fewer given their particular genetic makeup. But let's not discount the environmental factors. According to a University of Utah study, "the biggest contributing factor to drug abuse risk is having friends who engage in the problem behavior." In the case of people like Winehouse and others in the rock and roll guild, early adopting of such selfmedicating habits is reinforced by the mutual support of the group that joins in on the party. Miles Davis wanted to be able to hang with his mentor Charlie Parker, and thus started doing heroin at an early age. And of course the elder addict needs people around him to con and cajole so as to support his own habit. It is symbiosis at its deadliest best. The real villain in Ms. Winehouse's sad and brief life is the scoundrel who introduced her to hard drugs in the first place, her ex-husband Blake Fielder-Civil. Currently in prison for burglary and firearms possession, it was this former video production assistant (read: loser) who started the whole fatal ball rolling by providing her with heroin and crack cocaine. Why she was susceptible to the charms of such a lowlife in the first place is a question for the ages. And that the combined energies of therapists and family couldn't save her is fair warning

Anger in Haiti as new leader Martelly stumbles in politics PORT-AU-PRINCE, Haiti — Haitian President Michel Martelly has styled himself as a man of the people, a showy former pop star who waded easily into adoring crowds. So the reception he received on his latest trip to his country's north was a surprise: Protesters pelted his entourage with soft drink bottles and rocks. Martelly wasn't injured during the unexpected protest Sunday in Cap Haitien, the country's second-largest city, and police haven't determined a precise motive for the ruckus. But it is becoming increasingly apparent in a country overwhelmed by poverty, natural disasters, disease and decades of unfulfilled governmental promises that Haitians have little patience for politicians who don't produce — even if it is a president who has been in office for less than three months. "Martelly made a lot of promises — but so far nothing," said Frantz Nelson, a 34-year-old who voted for the former singer. Nelson said he had hoped Martelly would help get him and his family out of an encampment across from the National Palace where they have lived since a massive earthquake struck the country in January 2010. "We are impatient and our children are impatient." One of the keys to Martelly's success in last November's election was his outsider status, which attracted voters apparently tired of the traditional, educated elite who tend toward higher office in the Caribbean country. He was a popular performer of a style of Haitian music known as compas, and was notorious for occasionally bawdy performances and foul-mouthed stage antics. Though he had been known to espouse political views, he came from a radically different mold than the country's usual politicians. He ultimately won a race that at one point included a hand-picked successor to President Rene

Preval and a former senator who was also a former first lady. His dearth of experience is partly what constrains him now, however: He lacks much of a power base beyond his music fans, and relies heavily on a tightknit team of close friends who are also new to government. That he has failed to win over lawmakers to approve his choice for prime minister explains in part why he so far boasts of few accomplishments. He has almost no support in parliament, which flatly rejected his first pick for prime minister and appears ready to vote against his second choice as well. Consequently, he has made little progress on promises to build homes for the hundreds of thousands left homeless by the earthquake as well as to create jobs in a country with an unemployment rate of more than 50 percent. Martelly has also done little to provide free education in a country where half of all children didn't attend school even before the quake. Martelly, aware of the growing signs of disenchantment, insists he's still on track to achieve his lofty campaign pledges. "I promise to do this for the benefit of the masses and our citizens and create conditions for the recovery of our country," he said at a meeting of the Interim Haiti Recovery Commission earlier this month. The president has made some attempts at progress: His administration launched a program that aims to put kids in school with fees collected from wire transfers and international phone calls, and presented a plan to relocate 30,000 people from six major earthquake encampments into repaired houses. Former U.S. President Bill Clinton, the U.N. Special Envoy to Haiti, announced last week that his foundation would kick in $1.25 million to help raise school funding, but the new fees have angered Haitians overseas because it raised the cost of calling and sending

Mark Schneider of the U.S.-based think tank the International Crisis Group praised Martelly for the housing plan and for retaining the Interim Haiti Recovery Commission, an international review panel that oversees earthquake reconstruction aid that some Haitians view with resentment. But he also said the new president needs to learn how to work across party lines. "He needs to govern with a vision of national reconciliation and national reconstruction," Schneider said. "That has to be his mantra." Martelly's biggest apparent misstep so far has been his picks for prime minister. His initial choice was rejected overwhelmingly by the Chamber of Deputies. They accused the nominee, businessman Daniel-Gerard Rouzier, of tax evasion and questioned his citizenship. Many believed the real reason for Rouzier's rejection was that Martelly hadn't done enough to win the lawmakers' support beforehand. There are only three people from Martelly's party in the 99-seat Chamber of Deputies and none in the 30-seat Senate. "He's learning the hard way," said Sen. Steven Benoit. "He's realizing parliament is the number one power." Martelly's second pick, Bernard Gousse, has not yet come up for a vote but faces stronger opposition. Gousse served as justice minister under the interim government set up by the international community after the ouster of President Jean-Bertrand Aristide in 2004 and has been accused of persecuting supporters of the former president, who remains a popular figure in Haiti. "The prime minister-designate is politically dead, and when a person dies, there's no choice but to bury him," JeanCharles Moses, an opposition senator, told Radio Kiskeya. Martelly's problems with parliament are not unique. Preval, his predecessor, oversaw a revolving door of prime ministers. Six held the post from 20042009, with some sacked by lawmakers. But the stakes are higher now as the country struggles to jump-start stalled earthquake reconstruction. "Martelly faces an immediate crisis in the growing frustrations of the victims in the camps and those with near identical unmet basic needs who remain in the urban slums," the International Crisis Group remarked in a report issued last month. Martelly planned to take a 17-day tour through Europe to seek investment and appeal for more aid. He cut the trip short by a week because of the political drama at home and visited only Spain — a country that has not traditionally played a large business or political role in Haiti.

A group of business leaders in the manufacturing sector issued a statement Monday in which it said the absence of a prime minister was blocking economic development and investment needed for creating jobs. So far, the main source of Martelly's opposition had been in parliament and not on the streets — until he showed up in Cap-Haitien on Sunday as part of an effort to promote the country's north in a weeklong focus on tourism. Gold mining could resume in Jamaica soon Operations at a gold mine in Pennants, Clarendon, which ceased nearly two years ago, could resume soon, according to the National Environment and Planning Agency (NEPA). Chief Executive Officer of NEPA, Peter Knight, said the agency was advised that the operators, AUSJAM Limited, “wished to return to re-activate the site” – the first and only such facility to be operated in Jamaica. This is based on reports of additional gold deposits in the area. Commissioner of the Mines and Geology Division, Ministry of Energy and Mining, Clinton Thompson, said based on knowledge of the area’s geology, “there are some more deposits on the site which require further exploration." “That was why closure of the mine was not affected. When the mine (was being) operated, gold was less than US$300 per ounce; it’s now US$1,500. You can recognise the importance of that deposit, which is the patrimony of the Jamaican people,” Thompson said. Labour and Social Security Minister, and Member of Parliament for North Central Clarendon, where Pennants is located, Pearnel Charles, said he had met with representatives of AUSJAM Limited last year and they assured him they would be back in operation this year.

The Minister added, however, that out of an abundance of caution, he asked the Ministry of Energy and Mining to give consideration to “taking over” the mining operations. “Between 20 and 30 persons used to get employment from this little operation. We understand we still have small reserves that could be explored, and we could continue mining. We want to carry on the mining,” Charles said. Regarding the revocation notice issued in 2010, Knight informed that NEPA encountered challenges finding AUSJAM’s principals who had reportedly relocated the firm to Australia, subsequent to ceasing mining operations. The CEO said, however, that the principals have since been located, and are currently in the island for discussions with the local authorities regarding their input in addressing the matter. There is also the issue of toxic contamination surfacing last week, linked to over seven tonnes of sodium cyanide which were being stored at the site. NEPA had determined that the site of the leak posed no immediate threat to human health. A highly toxic chemical, sodium cyanide, is reportedly used extensively in mining operations globally. It is believed to have been used in the gold mining activities at Pennants.

Cholera outbreak hits Haiti PORT-AU-PRINCE, Haiti -- Haitian healthcare officials say they're getting more than 1,000 new cases of cholera daily with the return of the rainy season. Nearly 6,000 people have died since the cholera outbreak began in October, although many healthcare providers believe the number to be higher, the Los Angeles Times reported. "We are still in … an epidemic," said Jocelyne Pierre Louis, spokeswoman for Haiti's Ministry of Public Health. Healthcare providers reported more than 1,000 new cases daily in June, Louis said. Poor sanitation is the root problem in the spread of the disease, which is transmitted through contaminated water -- in a country with no central sewage or potable water systems, the Times said. "If we want to make cholera disappear, it will be with water and sanitation," said Romain Gitenet, head of the Haiti mission for France-based Doctors Without Borders, which has opened cholera treatment centers across the country. The sanitation issue got worse as a result of the Jan. 12, 2010, earthquake that left tens of thousands of Haitians homeless, the report said. "The problem of sanitation can't be dealt with between today and tomorrow," Louis said.

Antiguan bank under Central Bank control The Eastern Caribbean Central Bank (ECCB) has taken over a second bank in Antigua and Barbuda to prevent it from collapse, after it failed to meet it statutory and other obligations. The ECCB and the Government announced that the indigenous Antigua and Barbuda Investment Bank (ABI), which is a shareholder in the collapsed Turks and Caicos Islands Bank, is under its control, effective last Friday July 22. This comes just over two years after the ECCB took over Bank of Antigua (now Eastern Caribbean Amalgamated Bank) following a run on the bank when owner Allen Stanford was charged with a multi-billion-dollar fraud. Finance Minister Harold Lovell said ABI Bank’s ability to meet its statutory obligations and to carry out normal banking functions has been challenged because of insufficient liquid assets. “The affairs of ABI Bank will now be carried out by ECCB staff, with the support of a dedicated group of banking specialists and the current staff of ABI Bank. Together, they will resolve the issues that led to this action, and ensure the continued operations of the bank,” he said. Lovell sought to assure that the Government of Antigua and Barbuda will continue to work with the ECCB to ensure that all steps are taken to protect the interests of depositors and creditors of the bank. "We ask for the support and

patience of depositors and creditors of ABI Bank and the understanding of the public in general during this time," he said. "We are confident that our collective actions will restore the bank to normality, and maintain stability within the banking system." ECCB Governor Sir Dwight Venner said that normal banking operations will continue at the three branches of the bank and no disruption of activities is contemplated. Both officials explained that in agreeing to the ECCB takeover of ABI Bank, the current economic conditions in Antigua and Barbuda, the lingering effects of the global recession, the CLICO/BAICO issue, and the best interests of depositors were taken into consideration. "We also took into consideration the successful Bank of Antigua rescue, and the need to maintain financial stability in Antigua and Barbuda, and, by extension, within the Currency Union," Lovell added. The force will receive 11 Dodge Chargers

Cayman residents will soon see 24 new Royal Cayman Islands Police Service cars patrolling the streets. According to the Caymanian Compass, eleven police vehicle enforcement package Dodge Chargers, 10 4x4 Suzuki Grand Vitaras and three 4x4 Ford diesel pickups will join the RCIPS fleet over the next few months. The Dodge Chargers are already on Grand Cayman. They are in the process of being marked-up and it is anticipated that they will become operational within the next few days, police said. “This will be the first time that we will have specifically designed police Dodge Chargers and Ford Crew Cab diesel pickups in our fleet,” said RCIPS Business Manager Peter Davis. The new vehicles, purchased by the Portfolio of Internal and External Affairs for the RCIPS, will replace the

aging patrol cars currently in use. Many of the older patrol vehicles due to be replaced were already second hand when they were originally purchased by the RCIPS. The RCIPS has gradually been reducing its fleet numbers through 2010/11 to reduce fleet running costs. The purchase of the new vehicles will greatly reduce maintenance and other related costs over the next five years, police said. Inquiry begins into hacking scandal LONDON- A senior judge on Thursday opened an inquiry into Britain's phone-hacking scandal that will start by looking at whether the country needs tougher media regulation. Justice Brian Leveson said he has the legal power to demand evidence from witnesses — and plans to use it "as soon as possible." Leveson's inquiry was announced earlier this month by Prime Minister David Cameron in the wake of a scandal over illegal eavesdropping that has closed down the 168-year-old News of the World tabloid and shaken Rupert Murdoch's global media empire. Leveson's 7-member panel includes a veteran newspaper reporter,

a former police chief, a civil liberties activist and a broadcast journalist. They held their first formal meeting Thursday and will begin public hearings in September. The panel is due to issue a report within a year. Leveson said he would strive to meet that deadline, but "not at all costs." Leveson said that "in the first instance the inquiry will focus primarily on the relationship between the press and public and the related issues of press regulation." Later it will look at relations among the press, police and politicians. The inquiry has the power to summon evidence and witnesses, including journalists, news executives, police and politicians. But Leveson

said he hoped people would participate willingly to help root out wrongdoing. "It may be tempting for a number of people to close ranks and suggest that the problem is or was local to a group of journalists then operating at the News of the World, but I would encourage all to take a wider view of the public good and help me grapple with the width and depth of the problem," he said. The inquiry will try to get to grips with a scandal that continues to shake Britain's police, political and media establishment. UK denies Libya shift as Hague says Gadhafi could stay Britain denied Tuesday any change to its strategy on Libya after Foreign Secretary William Hague suggested Moamer Kadhafi could be allowed to stay in the country if he quit power. With little sign that Kadhafi's departure is imminent some four months after Western powers launched an air campaign over Libya to stop the strongman's forces crushing a rebellion, Hague appeared to soften his rhetoric. "What is absolutely clear... is that whatever happens, Kadhafi must leave power," Hague told a London press conference Monday ahead of talks with French counterpart Alain Juppe. "Obviously him leaving Libya itself would be the best way of showing the Libyan people that they no longer have to live in fear of Kadhafi.

"But as I have said all along, this is ultimately a question for Libyans to determine," added Hague. Hague has repeatedly called for Kadhafi to leave power and quit Libya but British media noted his latest remarks struck a more conciliatory tone. The Times newspaper described the comments as a "concession" which "lowered the bar in an attempt to break the current stalemate." But a British diplomatic source insisted Tuesday that London had not changed its position over Libya and Hague was repeating comments he had made before. The source reiterated that Kadhafi's future was "ultimately a question for the Libyan people", but added that the Libyan leader was subject to an International Criminal Court arrest warrant "for crimes against humanity and should face justice."

Hague's remarks came just six days after Juppe said France accepted that Kadhafi could stay in Libya if he quit politics, comments he echoed at Monday's press conference. China institute takes blame for train Crash A Chinese railway research institute took responsibility on Thursday for a flaw in signaling equipment that led to a deadly accident and stoked widespread public anger and suspicion of the government's high-speed rail plans. Premier Wen Jiabao visited the crash site near Wenzhou city in Zhejiang province and vowed a thorough and transparent investigation. He said an illness had prevented him visiting the scene earlier. A high-speed train rammed into a stalled train late on Saturday killing 39 people. Soon after the crash, domestic media had blamed foreign technology. China's ruling Communist Party leaders rarely give news conferences, and Wen's visit to the relatively prosperous commercial corner of China showed how worried the government is about public ire over official handling of the accident, which has sparked an uproar on the Internet and at least one protest. Railway authorities said a signal, that should have turned red after lightning hit the train that stalled, remained green, and rail staff then failed to see something was amiss, the state-run Xinhua news agency said. The Beijing National Railway Research & Design Institute of Signals and Communications Co. Ltd., in a rare admission of responsibility for a disaster, issued an apology, acknowledging it was the source of the deadly flaw. The Institute would "face up to shouldering responsibility, and accept any punishment that is due, and will strictly undertake pursuing culpability of those responsible," Xinhua reported, citing an institute statement. "Safety overrides all else, and highspeed rail safety is of even more overriding importance," said the Institute. Hotel maid in Strauss-Kahn case speaks out NEW YORK - The New York hotel maid who accused former IMF chief Dominique Strauss-Kahn of attempting to rape her said in an interview published on Newsweek's website on Sunday that he appeared as a "crazy man" and attacked her when she entered his room. Nafissatou Diallo also gave the newsmagazine and ABC News permission to identify her by name. The magazine interview marks the first time the 32-year-old Guinean immigrant to the United States has publicly spoken to the media since she shocked the world with allegations that Strauss-Kahn emerged naked from the bathroom of his luxury suite on May 14 and forced her to perform oral sex. Until now, Reuters had kept to the practice in the United States of protecting the identity of alleged rape victims. ABC News on Sunday also announced it would broadcast an interview with Diallo on Monday morning. "I want justice. "The family called a private undertaker who took what they thought was a dead body to the morgue, but the man woke up inside the morgue on Sunday at 5:00 pm and screamed, demanding to be taken out of the cold place." A spokesman for Manhattan District Attorney Cyrus Vance had no comment on the interviews, saying: "We will not discuss the facts or evidence in what remains an ongoing investigation." FLED AFTER RAPE After arriving from Guinea in 2003, Diallo, who is illiterate, told Newsweek she spent years braiding hair before working at a bodega in New York City's Bronx borough. As a maid at the Sofitel hotel, she received $25 an hour plus tips. Diallo said her husband in Guinea died of an illness but did not provide further details. Roughly two years after being raped by two soldiers in Conakry, the Guinean capital, she fled with her daughter, now 15, to the United States, where she said she has few close friends. Following the alleged attack, Diallo spent weeks in protective custody, holed up in a hotel with her daughter. "She's been in seclusion for over two months. She hasn't been able to take a walk in the park," her lawyer said. French newspaper France Soir reported in a front page headline that David Koubbi, the lawyer for French writer Tristane Banon, who has accused Strauss-Kahn of a 2003 sexual assault, had met with Diallo. It added only that he "was impressed by her courage."

The country’s Registrar of Births, Deaths and Marriages has been cracking down on parents who get too creative when naming their kids, Australia’s Herald Sun reports. The list of weird names for kids that are banned by New Zealand’s names registrar has grown to include Lucifer, Duke, Messiah and 89. Also not approved: Bishop, Baron, General, Judge, King, Knight and Mr., names that were all said to be too similar to titles. The letters, C, D, I and T were also rejected as first names, the Herald Sun says. As well, the agency has refused to allow names involving asterisks, commas, periods and other punctuation marks. And three different sets of Kiwi parents wanted to name their children Lucifer, only to have the name choice nixed.

In 2008, New Zealand’s names registrar drew international attention when it approved such nontraditional names as Benson and Hedges for a set of twins, as well as the boys names of Violence and Number 16 Bus Shelter. But New Zealand isn’t the only country to ban wacky names for kids, the Toronto Globe and Mail reports. In Sweden, name choices are subject to a naming law. While Lego and Google have been approved as names for children, Superman, Metallica and Elvis, and the name Brfxxccxxmnpcccclllmmnprxvclmnckssqlbb1111 6, pronounced Albin, were not approved. British police make arrest in net attacks The British police announced the arrest on Wednesday of a 19-yearold man who they said was the spokesman of the online vigilante group Lulz Security, which has claimed responsibility for a string of attacks on the Web sites of government agencies and private corporations. In a statement, the police said the man used the online alias Topiary and had been picked up during a raid on a residence in the Shetland Islands, the rugged archipelago off the northeastern coast of Scotland. The police said they were also questioning a 17-year-old but had not arrested him. On Twitter, Topiary described himself as a “simple prankster turned swank garden hedge.” His missives were often facetious, suggesting the handiwork of someone who relished playful language. Lulz Security, the offshoot of a larger and more amorphous hacker group called Anonymous, has said it was responsible for attacks on the sites of PBS, the Senate, the Arizona Department of Public Safety and a company associated with the F.B.I. The most recent post on Topiary’s Twitter feed is dated July 21, two days after law enforcement authorities announced the arrests of more than a dozen people in the United States, Britain and the Netherlands, who were accused of participating in online attacks at the instigation of Anonymous. “You cannot arrest an idea,” Topiary wrote. In the United States, 14 men and women, mostly in their 20s, were charged in connection with an online attack last December against PayPal, after the online payment company stopped taking donations for WikiLeaks. On Wednesday, in response to those arrests, Anonymous called on supporters to cancel their PayPal accounts. Shares in PayPal’s parent company, eBay, dropped 3 percent, in line with declines in other tech stocks. A PayPal spokesman, Anuj Nayar, denied that any significant number of PayPal users had canceled their accounts in response to the call for a boycott. “We haven’t seen any changes to our normal operations, including account opening and closing,” Mr. Nayar said. The attack on PayPal’s site last December slowed down the company’s system, but to such a small extent that it would have been imperceptible to customers, he said. At no point, Mr. Nayar said, was the Web site shut down.

JetBlue Offers Unlimited Travel Package JetBlue Airways Corp., refining an earlier product offering, said it would sell a flexible three-month travel pass designed for business customers on selected flights out of Boston and Long Beach, Calif. The Forest Hills, N.Y., discount carrier is trying to woo business travelers and their higher ticket purchases as it struggles, like the rest of the industry, with costly fuel prices and an uncertain economy. The BluePass, which went on sale Thursday and can be purchased through Aug. 31, covers travel between Aug. 22 and Nov. 22, normally a time when summer leisure travel dies down and airlines have more seats to sell. Two of the three versions target passengers in Boston, a large and growing JetBlue destination, and the third is aimed at fliers who use JetBlue's services out of Long Beach. For $1,999, excluding taxes and fees, the Boston All pass covers travel to and from Boston to 32 cities served nonstop on JetBlue, and 22 additional destinations via connections in New York, Orlando and Fort Lauderdale, Fla., the company said. The Boston Select pass, which goes for $1,499, covers 13 mostly Northeast and Middle Atlantic cities from Boston, but also Jacksonville, Fla., Chicago and Bermuda. The Long Beach pass, which costs $1,299, includes nine destinations mostly in the West, but also Chicago. Dennis Corrigan, JetBlue's vice president of sales and revenue management, said the carrier heard from business customers after it offered onemonth travel passes in the fall of 2009 and again in 2010 that they would be willing to

pay more if there was a pass of longer duration and more flexibility. So BluePass trips can be booked up to 90 minutes before a flight and give customers access to every available seat. There are no blackout periods, changes or cancellations can be made without penalty and changes can be made on the same day as a trip. Mr. Corrigan said a "relaxed" no-show policy will require a $100 charge only after a passenger doesn't show up for two scheduled flights in a seven-day period. The passes also confer points in JetBlue's TrueBlue frequent-flier plan. But Boston or Long Beach has to be the originating or destination point of the day trip or a longer itinerary, he said. That means a flier could go from Boston to Buffalo, N.Y. and back in a day. Or the trip could take him or her from Boston to Los Angeles, for a three-day visit. Then the traveler could buy a separate ticket to travel to San Francisco, and use the pass to return to Boston after another few days of business. Mr. Corrigan said JetBlue could roll out the pass program again after the holidays, depending on the appetite shown by customers. "This is an interesting entrée to small and medium enterprises" that don't book their travel through corporate travel arrangers, he said. Based on JetBlue's second-quarter average fare of $158, he said, "a couple of trips a month on these passes and you will more than break even." Travel passes are popular in Canada, but are a rarity in the U.S.

British economy slows in second quarter Britain's economy, already struggling to absorb deep budget cuts, slowed to a trickle in the second quarter when output was also hit by the royal wedding and Japanese earthquake. The economy narrowly turned in growth, with expansion of 0.2 percent. The slowdown had been widely forecast as the coalition government pursues a strategy of tough budget measures to slash a huge budget deficit, in the belief this will eventually give the economy room to grow. Following the latest data, British finance minister George Osborne launched a staunch defence of the government's policies, arguing that Britain was a "safe haven" amid a global debt storm in the eurozone and the United States. "There's positive news today which is: the economy is growing and creating jobs, and crucially at a time when many other countries in the world are facing a lot of instability, we are providing stability in Britain and we are a safe

haven in the storm," Osborne told Sky News. He added: "There is enormous instability in the euro area, there is a big argument in the United States at the moment about debt, and here in Britain we have got a plan that has provided stability in a very unstable world and has brought our interest rates down -- and that has helped the economy grow." However British gross domestic product (GDP) expanded only slightly in the second quarter, or three months to June, by 0.2 percent, the Office for National Statistics (ONS) said in a statement. Analysts had forecast anaemic growth of about 0.1-0.2 percent in the second quarter, as the economy struggled under the weight of high inflation and flagging consumer sentiment. The economy grew by 0.5 percent in the first quarter -- but that only offset a 0.5-percent drop in the last three months of 2010, leaving activity broadly

flat over the six month period. "The GDP report is weak but not as bad as it could have been," said Howard Archer, chief European economist at IHS Global Insight research group. "While the worst fears were not realised, growth of just 0.2 percent in the second quarter after flat activity in the previous two quarters combined is hardly a performance to celebrate." The ONS added that a series of oneoff events had knocked as much as 0.5 percentage points off GDP in the second quarter -- which would otherwise have registered impressive growth of 0.7 percent. "There were a number of special events in Q2: the additional bank (public) holiday for the royal wedding; the royal wedding itself; the after-effects of the Japanese tsunami; the first phase of Olympic ticket sales; and record warm weather in April," it said. Wealth gap widens between whites, minorities WASHINGTON — The wealth gaps between whites and minorities have grown to their widest levels in a quarter-century. The recession and uneven recovery have erased decades of minority gains, leaving whites on average with 20 times the net worth of blacks and 18 times that of Hispanics, according to an analysis of new Census data. The analysis shows the racial and ethnic impact of the economic meltdown, which ravaged housing values and sent unemployment soaring. It offers the most direct government evidence yet of the disparity between predominantly younger minorities whose main asset is their home and older whites who are more likely to have 401(k) retirement accounts or other stock holdings. "What's pushing the wealth of whites is the rebound in the stock market and corporate savings, while younger Hispanics and AfricanAmericans who bought homes in the last decade — because that was the American dream — are seeing big declines," said Timothy Smeeding, a University of Wisconsin-Madison professor who specializes in income inequality. The median wealth of white U.S. households in 2009 was $113,149, compared with $6,325 for Hispanics and $5,677 for blacks, according to the analysis released Tuesday by the Pew Research Center. Those ratios, roughly 20 to 1 for blacks and 18 to 1 for Hispanics, far exceed the low mark of 7 to 1 for both groups reached in 1995, when the nation's economic expansion lifted many low-income groups to the middle class.

The white-black wealth gap is also the widest since the census began tracking such data in 1984, when the ratio was roughly 12 to 1. "I am afraid that this pushes us back to what the Kerner Commission characterized as 'two societies, separate and unequal,'" said Roderick Harrison, a former chief of racial statistics at the Census Bureau, referring to the 1960s presidential commission that examined U.S. race relations. "The great difference is that the second society has now become both black and Hispanic." Stock holdings play an important role in the economic well-being of white households. Stock funds, IRA and Keogh accounts as well as 401(k) and savings accounts were responsible for 28 percent of whites' net worth, compared with 19 percent for blacks and 15 percent for Hispanics. According to the Pew study, the housing boom of the early to mid2000s boosted the wealth of Hispanics in particular, who were disproportionately employed in the thriving construction industry. Hispanics also were more likely to live and buy homes in states such as California, Florida, Nevada and Arizona, which were in the forefront of the real estate bubble, enjoying early gains in home values. But those gains quickly shriveled in the housing bust. After reaching a median wealth of $18,359 in 2005, the wealth of Hispanics — who derived nearly two-thirds of their net worth from home equity — declined by 66 percent by 2009. Among blacks, who now have the highest unemployment rate at 16.2 percent, their household wealth fell 53 percent from $12,124 to

Continental CanCels 24 flights for pilot siCk Calls CHICAGO - Continental Airlines canceled 24 flights on Wednesday due to a shortage of pilots after a barrage of sick calls, said the carrier's parent, United Continental Holdings Inc. Airline spokeswoman Megan McCarthy said most of the cancellations involved flights from Newark. The airline is working to book the affected passengers on other flights, she said. United Continental was formed last year from the merger of United Airlines and Continental Airlines. The company is currently negotiating a joint contract with the pilots, who have voiced impatience over the slow pace of the talks. McCarthy declined to say if the sick calls were an orchestrated work action. A spokesperson for the Air Line Pilots Association union was not immediately available for comment.

"The findings are a reminder — if one was needed — of what a large share of blacks and Hispanics live on the economic margins," said Paul Taylor, director of Pew Social & Demographic Trends. "When the economy tanked, they're the groups that took the heaviest blows." The latest data come as President Barack Obama and congressional leaders try to reach a deal to avoid a U.S. default on its financial obligations after Aug. 2. Democrats and Republicans have been wrangling over proposals that could cut trillions of dollars from programs such as Medicare and Social Security; they are divided over whether to bring in new tax revenue, such as by closing corporate tax loopholes or increasing taxes for the wealthy. The NAACP and other black groups urged Obama to resist deep cuts to housing assistance or safety net programs, saying it would disproportionately hurt urban areas with high poverty and unemployment. The U.S. poverty rate currently stands at 14.3 percent, with the ranks of the working-age poor at the highest level since the 1960s. Some analysts believe the poverty rate will climb higher when new figures are released in September. "Typically in recessions, minorities suffer from being last hired and first fired. They are likely to lose jobs more rapidly at the beginning of the recession, and are far slower to gain

jobs as the economy recovers," said Harrison, who is now a sociologist at Howard University. "One suspects that blacks who lost jobs in the recession, or who have tried to help family members or relatives who did, have now spent whatever savings or other cashable assets they had." Other findings: —About 35 percent of black households and 31 percent of Hispanic households had zero or negative net worth in 2009, compared with 15 percent of white households. In 2005, the comparable shares were 29 percent for blacks, 23 percent for Hispanics and 11 percent for whites. —Asians lost their top ranking to whites in median household wealth, dropping from $168,103 in 2005 to $78,066 in 2009. Like Hispanics, many Asians were concentrated in states like California hit hard by the housing downturn. More recent arrivals of new Asian immigrants, who tend to be poor, also pushed down their median wealth. —Across all race and ethnic groups, the wealth gap between rich and poor widened. The share of wealth held by the top 10 percent of U.S. households increased from 49 percent in 2005 to 56 percent in 2009. The threshold for entry into the wealthiest top 10 percent, however, dipped lower: from $646,327 in 2005 to $598,435. The numbers are based on the Census Bureau's Survey of Income and Program Participation, which sampled more than 36,000 households on wealth from September-December 2009. Census first began publishing wealth data from this survey, broken down by race and ethnicity, in 1984.

Demand for US factory goods slips Demand for long-lasting U.S. manufactured goods fell in June and economic activity across much of the nation slowed through mid-July, casting doubt over how quickly the economy might escape its soft patch. The Federal Reserve said on Wednesday the recovery lost steam in eight of 12 regions it tracks in recent weeks, with hiring modest, wages soft and price pressures subdued. "Economic activity continued to grow; however, the pace has moderated in many districts," the Fed said. Separately, the Commerce Department said weak receipts for transportation equipment pushed down durable goods orders 2.1 percent last month after a 1.9 percent increase in May. A closely watched reading on business spending plans also fell. Excluding transportation, orders edged up just 0.1 percent. "We're getting confirmation that this is more than just a soft patch in the first part of the year, that it's a more fundamental slowdown triggered in part by the political environment and jittery markets," said Michelle Meyer, an economist at Bank of America Merrill Lynch. Economists said the drop in the so-called core category of factory orders that is used as a proxy for business spending plans was troubling and could yield slower growth in spending by businesses on equipment and software in the third quarter. That measure -- non-defense capital goods orders

excluding aircraft -- slipped 0.4 percent last month after a 1.7 percent rise in May. "The June decline is somewhat worrisome regarding the vigor of the trend in capital spending," said Michael Feroli, an economist at JPMorgan in New York. "This is particularly so given that the June data probably predates any debt ceiling-driven precaution on the part of business behavior." Durable goods are items ranging from toasters to aircraft that are meant to last three years or more. Though orders tend to be volatile, last month's unexpected decline suggested factory activity was losing steam. The Fed report, based on comments by business contacts in the central bank's 12 districts, also presented a glum picture. While most districts saw modest hiring gains, labor markets remained soft, the Fed said. Home sales were little changed since the Beige Book issued in early June and most districts reporting on home prices found them flat or declining. Panthers invitational track meet on target By Vivian Tyson

All is set for Panthers Invitational Track Meet to be staged on Monday August 1, at the National Stadium in Providenciales, as overseas participants have started to pour into Providenciales to take part in what is billed to be an epic event. Olympic 400m champion Tonique WilliamsDarling of the Bahamas, who is among the pulling cards for the event, is already in the country. Turks and Caicos Islands’own Delano Williams – the Carifta Track and Field Championships’ 100m champion, who endorsed the event earlier in July, is also billed to take part in the event. A number of other international athletes out of the Bahamas, at press time, were said to have been arriving. Those also expected are 400m runners Andrae Williams and Andretti Bain. A number of track clubs out of the Bahamas will also take part, among them, Sliver Lightening, Road Runners and Ambassadors Athletic Club all from Nassau. There will also be a flood of local participation, including the Green Machine out of North Caicos and the Pistons –from Grand Turk.There will also be a primary section, which will see schools such as Enid Capron Primary and Champion for Christ School taking part. This meet is being sanction by the TCAAA and is first of its kind to be hosted in the Turks &

The Turks and Caicos Islands Sports Commission will be hosting More than Ball – a youth basketball clinic camp from Saturday August 6, and every Saturday until September 24 at the Gustarvus Lightbourne Complex, down town Providenciales. According to the Sports Commission More than Ball Basketball Youth Clinic teaches basketball skills to children as young as five in what it describes as a safe and fun environment. “Our experienced coaches teach ball handling, passing, shooting, defense, and rebounding, as well as team spirit and good sportsmanship. At the end of the clinic the young athletes test their skills in a tournament,” said Sports Commission Director Alvin Parker in a release. Usain Bolt wins 100 in 9.88 seconds at Monaco MONACO — Usain Bolt overcame a tentative start to win the 100 meters in 9.88 seconds at the Monaco Diamond League meet Friday, beating a strong field in a tuneup for next month’s world championships. The Jamaican improved his personal best this season by 0.03 seconds, but was well short of his world mark of 9.58 seconds. Nesta Carter of Jamaica was second in 9.90 and Michael Rodgers of the U.S. was third in 9.96. They were followed by Michael Frater of Jamaica (10.01) and European champion Christophe Lemaitre of France (10.03). Bolt got off to a poor start and battled all the way on a fast track and with a slight tail wind. The triple Olympic champion failed to beat the Herculis meet record of 9.82 after surging ahead in the last 20 meters. “Nesta Carter, Michael Frater are very good starters, better starters than me,” Bolt said. “But the last 60 (meters) are the best part of my race, so I was never really worried. Overall it was good.” Bolt, who competed for the first time on the Stade Louis II track, is unbeaten this season and said winning races, even by small margins, is the most important thing

ahead of the worlds. “For me it’s always key to keep winning,” he said. “And I’m getting better. My last 60 meters have improved dramatically. I need to work on my reaction time, but I’ve been doing great in training, so I’m just focusing and I feel ready.” The worlds start Aug. 27 in Daegu, South Korea. Bolt’s last race before the championships will be the 200 at Stockholm next week. Bolt was hampered by injuries last season. He has said that he won’t lower his 100-meter world record this year and is concentrating on defending his sprint titles in Daegu. “My aim this season is to run 9.7, maybe 9.6,” he said. “For me, this year it’s about building myself and go into the Olympic season fit and ready. London is the key.” Bolt, who holds both world records for the 100 and 200 metres with 9,58 and 19.19 seconds, respectively, said if he could fly out of the blocks like his compatriot Powell, he would be unbeatable. "If I could take one thing from any one athlete, it would be Asafa (Powell's) start. I would be unstoppable that day. If I could start as fast as Asafa can start, it's all over," Bolt said.

"I've kept on saying all season that I have to keep on working on a few things, and it is getting better. It's a long way from 9.58, for sure. I don't think I'll be in that form this season. My point is, the gene is really in the structure of those limbs. The major thing you want to concern yourself with is, a number of black people has that same thing, so why is it that they don't do well or as well. "There is biochemistry, anatomy (genetics) and overall training in Jamaica which is second to none, so there is every reason why we should be doing well. It is not any buck up or drugs, as some people have said," Professor Morrison concluded.
