UN seeks to sweep away last traces of imperial age By ANITA SNOW

UNITED NATIONS — One was Napoleon's last place of exile. Another became home to survivors of the mutiny-stricken HMS Bounty. They are St. Helena and the Pitcairn Islands, flecks of real estate set in vast oceans, each occupying a special place in history. These and 14 other territories — some would call them colonies — are listed by the U.N. as relics of a vanished age when Europeans ruled large chunks of the globe. The U.N. guided many colonies to independence, and what's left of the former empires are territories, defined by the U.N. Special Committee on Decolonization as "non-selfgoverning," entitled in many cases to elect local officials but all under the ultimate authority of a distant capital. The committee is one of the few forums in which colonialism's last remaining subjects can make themselves heard. Its latest annual meeting, in June, featured voices as disparate as lawmakers from Gibraltar and the Falkland Islands, a headman from a cluster of New Zealand-ruled islets, and a spokesman for a Saharan territory that has been fighting for independence for 35 years. Some may see the U.N. committee as an anachronism, little noticed by anyone other than those who attend its meetings: two dozen ambassadors of countries with a direct interest in the decolonization process, and representatives of the territories in question. But Ahmed Boukhari of the Polisario Front, which seeks the independence of Moroccancontrolled Western Sahara, says its existence is vital. "Not only do we need the committee, we need to enhance it," he told The Associated Press. "For the people of the territories, it's an essential element in their struggle for self-determination." A century ago, before the term "Third World" came into use, colonialism was the norm. The British Empire was the world's largest, covering about a quarter of Earth's land area. Next was France. But almost everywhere, liberation movements were springing up, and after World War II, decolonization surged ahead under the newly founded United Nations. More than 80 colonies comprising about 750 million people became selfgoverning. But the last traces are proving hard to erase. The U.N. General Assembly had declared 1990-

2000 to be the "International Decade for the Eradication of Colonization," and indeed, that was the decade that saw the return of British-ruled Hong Kong and Portuguese Macau to China. With the job still unfinished, 2000-2010 became the Second International Decade for the Eradication of Colonization, its highlight being East Timor's independence from Indonesia. Now the world is into its third such decade. It may get to delist New Caledonia, France's "special collectivity" in the southwest Pacific, following an independence referendum for the population of 250,000 expected in 2014. At this year's meeting, it heard from Victor Tutugoro of New Caledonia's Kanak and Socialist National Liberation Front about the anthem, currency and motto the islands have chosen. "If we can get two or three more on that path in the next decade, we can show that the process of decolonization can be achieved," said Saint Lucia's ambassador, Donatus Keith St. Aimee, a committee member and former chairman. Also at the meeting was Faipule Foua Toloa, titular head of New Zealand's Tokelau islands, whose address included a prayer for guidance in his ancestors' language. The 1,400 Tokelau people fall into the no-thanks category, having voted in a 2006 referendum against breaking with the mother country. To get off the list, a territory can win independence, be fully integrated into the colonial power as are France's Caribbean islands of Martinique and Guadeloupe, or become a sovereign state "freely associated" with a country, like the Marshall Islands and the U.S. The U.S., with three territories on the list, and Britain, with 10, don't attend the annual meeting, saying the process is outdated. The two most contentious possessions are British: Gibraltar, claimed by Spain; and the Falkland Islands, which Argentina invaded in 1982, only to be driven out by a British force that sailed 8,000 miles (13,000 kilometers) to recover the territory. London maintains that if the 3,000 Falklanders and 30,000 Gibraltarians want to remain part of Britain, their wishes must be respected. Argentine President Cristina Fernandez, whose country calls the islands Las Malvinas, has denounced Britain as a "crude colonial power." But Roger Edwards, a Falklands legislator, asked the decolonization committee at this year's review to

"We do not feel that we are a downtrodden colony of an old Imperial Britain," he said. Gibraltarians, perched on their rock at the tip of the Iberian Peninsula, rejected Spanish sovereignty in two referendums — one when Spain was a dictatorship, the other after it became a democracy. Britain also claims Bermuda and the Caribbean islands of Anguilla, the British Virgin Islands, the Cayman Islands, Montserrat and Turks and Caicos. And then there are the lonely islands of St. Helena, pop. 7,600, halfway between Brazil and Africa, where the Emperor Napoleon died six years after his defeat in the Battle of Waterloo, and the Pitcairn Islands in the South Pacific, populated by about four dozen people mostly descended from mutineers on the HMS Bounty and their Tahitian companions. The U.S. territories still listed are the U.S. Virgin Islands in the Caribbean and Guam and American Samoa in the Pacific. The annual meeting ends with a resolution bundling together most of the territories on its list with a simple acknowledgment that their case has been heard. That does not satisfy St. Aimee, the ambassador whose island of St. Lucia is a former British possession that used to be on the list. He says too many disparate territories are being lumped together and not getting the attention they deserve. On the Falklands dispute, the committee goes slightly further, urging Britain and Argentina to negotiate a solution. And then there's a hardy perennial — Puerto Rico, which has not been on the list since it became a U.S. commonwealth in 1953, and has voted three times to keep that status. There are calls, backed by President Barack Obama, for another vote on the matter by next year. Annually for the past 12 years Cuba has introduced a resolution asking the U.S. for a process "that would allow Puerto Ricans to fully exercise their inalienable right to self-determination and independence." And this year, as happens every year, the resolution was adopted, with Cuba's ambassador, Pedro Nunez-Mosquera, vowing his country would uphold Puerto Rico's rights, "remaining at its side until the final victory." letters of suspension on Thursday August 4th, 2011. Well-placed sources told the SUn that the suspensions stemmed from a review of the overall operations of RTC, among other things. Both Jarrett and Williams have been suspended with full pay, but it understood that they have already

contacted their respective lawyers with a view of challenging the disciplinary action that has been taken against them. Reliable sources told the SUn that among the reasons for the suspension could be how former accountant Keisha Missick was allowed to conduct the affairs of RTC in the past few months.

A  nasty  accident  which  took place at the Suzie Turn round-about in the vicinity of Napa Auto Parts  in  Providenciales  has caused  one  man  to  be hospitalized,  while  leaving  two vehicles – a Chevy 510 truck and a  Toyota  Noah  van  severely damaged.  The  accident  occurred  on Thursday,  September  4,  in  the early afternoon period. The truck was travelling in the eastbound lane along the Leeward Highway, while the van was exiting Suzie Turn, when accident took place. The impact caused the van to run off the road and came to a rest at utility  pole  in  the  vicinity  of Napa’s parking lot.  A man traveling on the back of  the  truck  was  ejected  and landed in median, according to eyewitnesses.  He  was  later carted  off  to  the  Cheshire  Hall Medical Centre by medics from the TCI Medical Department. NATURE ABHORS A VACUUM By THE TORCH At this writing, there is no official PDM (Pretty Darn Mean) political gang website. The PNP (Plunder Nepotism and Pilfering) gang are hanging onto their official site, but the last updated item on it is from August 2010. Therefore, if during this continuing economic and democratic crisis for the TCI, any TCIslander reasonably thought that she could look to the carefully crafted official positions and principles of her alleged “leaders” with regard to the myriad difficult issues presently facing TCIslanders, she would have been wrong. Whether she wished to view such material for assurance (just to know that there was some TCI thought and leadership available) or for intellectual ammunition to assist her to form her own opinions as to what paths forward would be better for her, her family and her country, she would have been simply outta luck. Her political “leaders” have turned their backs on her. She is alone. In a crisis, she and her family are not considered important enough by the two TCI political gangs to cause them to keep open even the most basic lines of information dissemination and vital communication afforded by websites, e-mail and blogging. Things may even be worse than that. The Torch suspects that the gangs actually have an active web presence but without the responsibility and accountability of official websites. More on that below. Yet despite the gangs' shameful abandonment of TCIslanders during these critical times, it is clear from published official statements of each gang that they expect to be back at the public trough, presumably without independent challenges, when the Brit Occupation ends in 3-4 years. Why? What service or value have these gangs ever provided citizens of the TCI? The gangs offer TCIslanders no discernible philosophical or ideological voting choice. Their platforms are interchangeable: “Everything is the fault of foreigners. Vote for us and we'll do whatever we think is right at the time. We'll line our own pockets first and if you shut up, we will 'empower' you later.” The only apparent real difference between the gangs is that one of them is much more accomplished at corruption. The gangs are the primary cause of what are now our shared economic problems and of the democratic crisis being endured by TCIslanders. Certainly the Brits should have prevented these crises and failed to do so, but it is equally certain, on the basis of what is already in the public domain as a consequence of the due process afforded by the Commission of Inquiry, that the Plunderers were the prime cause of our shared current crisis. Some gang members claim that there is still no evidence of corruption. There has been no evidence yet presented in a court of law, but it is hardly true to claim that there is no credible evidence in the public domain. The Pretty Darn Means will have apoplexy claiming that this crisis was not caused by them, and they are technically correct. However, they protest too much. Have they forgotten, or do they just hope that we have, that when they were in power last, not only were they unable to account for money GIVEN to TCIG by the Brits FOR THREE CONSECUTIVE YEARS but also that numerous law-abiding lawful residents (some with law practices, businesses and homes of many years standing) were unconstitutionally thrown out of their homes and businesses in complete violation of all international human rights treaties for nothing more than expressing an opinion or representing the “wrong” law client? Yes, the Means' economic corruption was amateurish compared to the Plunderers, but their lack of accountability and their strong anti-human rights, anti-foreigner and anti-Rule of Law policies redounded to the cumulative international reputation of the TCI in the early 2000's and kept away many quality potential inbound investors we could use right now. The Means contributed more than their share towards the culture of lawlessness that exploded during the Dick Tauwhare and Mike Misick years. The TCI Constitution could justifiably have been suspended in 1999 and again in 2001 when the Rule of Law was flagrantly ignored by the Pretty Darn Means on both occasions. It was not so suspended only because the Brits had no stomach for a

suspension at that time. If you want to assess the character of any organization, look at its performance in a crisis. Every document that has come out of the gangs during this current crisis has painstakingly ignored the reality of their own culpability and then irrationally bemoaned the caused economic and democratic plight of TCIslanders. Yet what have the gangs actually done to address the current caused crisis facing TCIslanders? If you look closer you will find that all official gang statements and actions during this time period have been for the benefit of the gangs only. Did the gangs come together in a bi-partisan manner to create a TCI Economic Recovery Team to brainstorm ideas and organize actions to expand the TCI economy and bring jobs and relief to TCI citizens? Did either gang produce one single idea or publish one single position paper regarding the economic problems facing individual TCIslanders and how they might be resolved? Is there any evidence that either gang has created a 5-year or 10-year economic plan to counter and recover from whatever Socialist economic disaster the Brits engineer for us. Did either gang suggest that during the Brit Occupation, there should be a TCIslander elected council to meet, receive and address TCIslander concerns and problems after it became crystal clear, by the declaration of the gangs themselves, that the members of the 2 appointed non-consultative bodies were not fulfilling that intended function? There's no law preventing an elected TCIslander council. It would have no power, just like the two appointed bodies, but it could have been a focal point for TCIslander democracy, a training ground for future leaders and a demonstration to the world that TCIslanders can create and administer their own democracy if permitted by the Brits to do so. Has either gang published a set of principles specifically to govern their actions in a consistent and dignified manner during the Brit Occupation or a list of goals to be accomplished through restructuring and revitalizing of TCI civil society during the Brit Occupation? Has either gang accepted any responsibility for past governmental mistakes and laid out its own path to self-reform for the future? Has either gang created a code of ethics for its leaders or a set of rules for transparency and accountability within the gangs themselves? Has either gang challenged itself or any sector of TCI civil society in any manner that demonstrates to the Brits and the world that TCIslanders don't need the imposed Euro-Socialist standards of the Brits and can bring forth and promote their own better standards for public and private life. The reason the answer to all of the above questions, particularly the economic ones, is a resounding “no” is that none of these things would have been done by the gangs during the Brit Occupation because they could not have controlled the consequences for their own profit. Any economic benefits of such policies and actions would have gone directly to individual TCIslanders. If there is no payback available, the gangs are not interested. So what have the gangs been doing and saying this past 2 years? They've sniped at each other, of course, and at individual TCIslanders who have dared to demonstrate independent free-thinking. They've said that such people, “hate TCIslanders.” They've refused at various times to discuss obviously important matters with the two non-consultative bodies. They've claimed the Brits are re-colonizing the TCI and taking away TCI democracy. The TCI never had a system of democracy to be taken away. It had a system of vote-buying created and maintained by the gangs. Historically, colonization was pursued for the power, position and profit of the colonizer. Power and position are no longer factors re the TCI, and do you think the TCI looks profitable to the Brits? Get over yourselves. There isn't enough stupid in the world to cause anyone to want to colonize the TCI. The Brits are economically clueless, but they are here because they have to be, not because they want to be. To this extent, the gangs have played right into the Brits' hands. Ever wondered why the TCI presently has no friends at the UN, EU and even at Caricom. If the Brits had really removed TCI democracy and re-colonized the TCI, as the gangs claim, don't you think there'd be an international hue and cry? Yet no one cares.

LOCAL NEWS That's because anyone who investigates the goings-on here will quickly see the official statements of the gangs that would otherwise be in power. The Torch is confident that the Brit High Command only needs to point to the most recent statements of the gangs whenever anyone comes knocking. Any independent observer of the gangs' antics would place the TCI's level of cultural freedom, adherence to the Rule of Law and societal tolerance somewhere between that of Somalia and Cuba. The gangs' current performance would be considered by anyone as instant justification for the Brits' actions. This is how well the gangs represent you. Most recently, the gangs have attacked vociferously the Brit plan to expand the voting base in the TCI. However, they have not brought forward a single cogent reason as to why such would be detrimental to the TCI. They have simply stated that expanding the TCI voting base would be bad if it is not controlled completely by TCIslanders. What they mean is “controlled completely by the TCI political gangs.” They want the final say as to whether individual foreigners become voting TCIslanders to be in the hands of gang members and their brothers and cousins. “What about this guy? Anyone had any trouble with him? Does he pay tribute to us? Has he looked at anyone the wrong way? Have we shaken him down yet? Does he have a business we can exploit?” Often, the gangs point to laws that exist in sovereign states, not colonies, to justify what they want in this colony. Yet what Rule of Law sovereign state of any size has the level of personal and familycontrolled micro-management of immigration and naturalization the gangs want in this colony? Obviously, voters they can't buy would be detrimental to the gangs. New voters would likely exercise too much free-thinking for the gangs' liking. They would tend to promote independent candidates not conflicted by secret deals made with the gangs. TCIslanders, it is the humble submission of The Torch that you are going to have to decide at some point what is more important to you as a group: (1) what is better for the TCI; or (2) what is better for the political gangs. They are not the same. You have been trained all of your lives to believe that any matter of pride in your country emanates from the political gangs or from what they approve. In fact, the exact opposite is true. All that is good and decent in the TCI is untouched by the gangs, and all that the gangs have touched is rotten to the core. Here's an example. If you've been following the various TCI special interest websites that have sprung up, it is quite revealing when they encounter opinions they don't like. They simply ban those contributors from writing on their sites. However, in the editorial that bans someone, the editor(s) always claim that they are completely in favor of free speech – just not for that guy. Wanna be a special interest website? Great. Sex predators go free on daily basis By Vivian Tyson SUN Senior Editor

A lot of child molesters in the Turks and Caicos Islands get away with their crimes on a daily basis because their young victims are unable to effectively relate their molestations to the police so as to build a credible case against them. This was disclosed by Head of the Sexual Offenses Unit, Inspector Irene Butterfield in response to SUN queries regarding her attendance at a two-day Pan -Caribbean Police Conference in Barbados from July 25 to 26. Butterfield was accompanied by Woman Constable Deserrie Forbes.

“As it stands now, children at the age of three and a bit older, who are being sexual assaulted everyday in our community cannot give intelligent evidence and the paedophile gets away and repeats this assault on another child,” Butterfield said. However, according to Inspector Butterfield, providing that children are taught about their body parts from an early age and, what to do when someone touches their anatomy in an inappropriate fashion, they could be better able to assist in putting those molesters behind bars for a long time. “These children are very intelligent and wise and, once they are

taught their body parts from an early age they will be able to relate more effectively. And there are ways in which we can get them to relate what was done to them and by whom. This is something that we have to put forth to have pass in law,” Inspector Butterfield remarked. Butterfield said she was particularly happy to have attended the even “because conferences such as these are critical and help to equip you with the necessary skills and training that will help you in dealing with victims of sexual assaults as it relates to care and support.” She said the sexual offences unit deals with men, women, girls and boys, who have been sexually assaulted, pointing out that it does not discriminate against or sexual orientation. She noted that an officer from that unit will be assigned to support victims from the point of

reporting through to the conclusion of a case, saying also that victims will be treated with the utmost respect and sensitivity.” Speaking about the conference, Butterfield declared: “My only regret is that it should have been four days to a week because there were a lot of knowledge and experience being imparted and shared to us by Supt. Neville Blackwood, Detective Superintendent and Police Adviser for the Foreign & Commonwealth Office and Detective Hannah O'sullivan from Metropolitan Police Operation Sapphire unit. “They touched on a lot of areas including the extent of the problem both in the Caribbean and the UK, sexual equality, cultural and religious issues and the Caribbean approach to sexual assault, crime prevention to name.”

Lindsey Musgrove Tourist Board unfair dismissal verdict expected soon By Vivian Tyson SUN Senior Editor

A decision in the highest profile case yet to face the Labour Tribunal – the unfair dismissal matter between axed director of tourism Lindsey Musgrove and his former employer the TCI Tourist Board – could reach a decision soon. Both sides – the Attorney General Chambers, representing the Tourist Board and Musgrove’s legal team are in the process of wrapping up their final arguments to present to the Labour Tribunal for its examination and subsequent verdict. Musgrove is claiming monetary compensation on the grounds of unfair dismissal after insistent that he was axed not long after the Government changed hands and a Tourism Working Group was put into place to examine the viability of the industry and how to streamline its operation. A number of individuals took the stand on behalf of both parties, including advisors for the Tourist

A source close to the proceedings told The SUN that even after a decision is made the case will be long from being over, as already there are signs by both parties of filing an appeal. “When you look at a case of this high profile nature, you don’t expect that either party would be satisfied with the Labour Tribunal’s decision.

Remember, it is the Attorney General’s Chambers we are talking about, who is representing the Tourist Board,” the source said. Musgrove, who is represented by Chalmers and Co., was employed at the Tourist Board in October of 1994, and parted company with the organization in October, 2009. He filed the application in the Labour Tribunal on March 17, 2010, claiming unfair dismissal. Musgrove claimed that the Tourist Board disregarded his existing contract it had with him and relieved him of his duties, even though he was still the legitimate director. He further claimed that the board then staged a selection process for a new director of tourism. However, the Tourist Board said that the former tourism director was not dismissed, but rather, tendered his resignation. It said Musgrove resigned by giving notice in his letter submitted, and was not coerced into making that decision. There is also some level of

anomalies with respect to Musgrove’s salary and the dates which he was employed. In his originating application, Musgrove stated that he was employed on October 13, 1994 and severed ties with the statutory body on October 15 2009. But according to the Tourist Board, the former director was employed on October 1, 1994 and left October 13, 2009. Musgrove stated in his originating application that his basic was $8,342.78, plus 20 percent gratuity on gross salary and years of service. However, the Tourist Board noted that Musgrove’s basic salary was $6,492.72, plus four percent gratuity, housing allowance of $1,200 and responsibility allowance of $650. Musgrove was originally the sole director of tourism for some time, but a few years ago his duties were split and he was given responsibility for administration, while Ralph Higgs, who was deputy director, was elevated to Director responsible for Marketing.

tHe turks and Caicos Islands is one of just four countries in the Caribbean region to have a Sexual Offenses Unit, matched only by the Cayman Islands, Antigua and Bermuda. This was announced during the two-day Pan-Caribbean Police Conference in Barbados with the central theme being Supporting Victims of Sexual Assault, and staged by the British High Commission from July 25th and 26th. said she was pleasantly surprised that the Turks and Caicos Islands, with the size of its police force in particular, was on the ball ahead of a number of other Caribbean countries. “I was also impressed and surprised to learn that for the size of our police force we were amongst three other police forces – Antigua, Cayman and Bermuda in the region that have a sexual offences and domestic violence unit. I was chosen to attend along with PC Deserrie Forbes who is also attached to the sexual offences unit,” Butterfield, who heads that unit, said. Hearts of people in the Turks and Caicos Islands sank on Sunday night, July 31st, when the death of Wesley ‘Tanka’ Williams was made known. Though not formally announced until Monday, there were numerous tribute messages on Tanka’s facebook page which stirred curiosity and spread the word amongst people. It was after this that the cultural icon’s death was confirmed, having passed at the age of 50 from lung troubles. This is a time of mourning throughout the country, as Tanka played a vital role in the development of Turks and Caicos culture. Tanka was a crucial element to the bringing about of the Bahamian Junkanoo in Turks and Caicos. Along with this, he played a major role in the development of Maskanoo. Tanka worked alongside other cultural icons such as David Bowen, and played a crucial role to the integration of original Caribbean culture in the Turks and Caicos Islands. He was known admirably amongst the country’s youth as a coach throughout numerous sports such as basketball and softball, having created the youth sports league known as the ‘Predators’. Tanka touched the hearts of many lives throughout the TCI; this much is clear by the number of tributes dedicated to the man. Though he may be gone, his deeds will live on through his friends and colleagues forever. There will be a memorial service for Tanka on Wednesday, August 10th in Providenciales..

First Turks & Caicos Islander and Dominican certified as a PADI Course Director By David Newlands SUN Reporter

G ustavo s imons m artinez , with roots from Salt Cay has joined an elite group of Diver Instructor made dive history as the first Turks & Caicos Islander (by descendant) and Dominican to obtaining certification as a Course Director from The Professional Association of Diving Instructors (PADI) on June 29th, 2011. “As a very young lad growing up in The Dominican Republic, I was always fascinated with swimming and water sports activities. One day on an invite from friends, I visit a Dive Center. I was captivated by the underwater environment. A new love was birthed within me to explore the world of diving,” Martinez said. To cultivate his love and passion for diving and the underwater world, he enrolled with the Professional Association of Diving Instructors (PADI). He has been a member of PADI for the past 18 years. Martinez stated that his journey with PADI has been an exciting and rewarding process. Achieving his ‘Course Director’ certification involved various certifications, specialties

and Dive Instructor Course Levels. Hard work, perseverance, personal sacrifices and networking with the professional team of PADI staff, were vital to his professional success with PADI. “PADI has afforded me the opportunity to complete dive courses, seminar, trade shows and workshops in Mexico, Las Vegas, Nevada, Key Largo, Dominican Republican and in Providenciales, Turk & Caicos Islands,” he added. Becoming a PADI Course Director places Martinez in a very strategic position, and he expresses the desire to promote and increase enrollments in PADI Instructor Courses here in Turks and Caicos. worked very closely with the DECR in the past, in controlling the fish on the local Reef Ball restoration site in the Princess Alexander National Park and has undergone training in the techniques used to capture the invasive Lion Fish. Martinez has led initiatives like Project Aware Coral Watch, organized shoreline and underwater beach clean-up campaign. He is also a member of the TCI Environment Club and the TCI Red Cross as a First Responder. “I strive to conduct high quality training to produce the best professional divers and dive instructors at PADI’s standards,” he added. “With the growth in tourism and the ensuing interest in scuba diving, many dive enthusiast want to take up diving as a career. My goal is to increase the number of local dive instructor. I trust that my presence and achievement would inspire other divers and dive instructors to continue to pursue their diving career.” Martinez is ecstatic to be the first Turks & Caicos Islander and Dominican to be certified as a PADI Course Director.

Providenciales runway extension project finished three months ahead of schedule By Vivian Tyson SUN Senior Editor

Phase One Of the Providenciales International Airport Redevelopment and Rehabilitation exercise in Turks and Caicos Islands was completed three months ahead of schedule and within budget, according to Andre Inch of Dextor Construction, which spearheaded the project. Inch made the disclosure while delivering remarks at the facility’s official opening on Tuesday, August 2, inside the departure lounge, where the ceremony was held. He said since Dexter was established in the late 1960s, the construction company prides itself on ensuring that projects are done to maximum satisfaction, within budget and on time. He said the right balance was achieved courtesy of the management on the ground, which he said paid great attention to detail. Phase One of the project comprised the lengthening of the airport’s runway. The runway was extended from 7,600ft to 9,200 ft. Phase Two, which is expected to commence in the near future will raise a new terminal building. The majority of the extension work was done at the westerly end of the runway, which was extended by 1,600ft. “We have completed the job three months of anticipated schedule, which means that those 777 (big jets) will be landing a lot sooner in your country. We worked closely with the Airports Authority in a spirit of partnership. “We always had respect for the communities where we worked. We worked all through-out Atlantic Canada, now, and we often employ individuals from the local areas where we do business. For his part, CEO for the Turks and Caicos Islands Airports Authority, John Smith, said the just-completed job was designed for the Turks and Caicos Islands and met international standard. Smith said the labour force comprised 94 percent local. He said upon acquisition of the airport in April 2010, the TCIAA embarked on what he described as an ambitious redevelopment and rehabilitation plan which he said was in-keeping with the master plan developed in November 2007. He said Phase One of the project comprised four overlapping stages which evolved from the existing 7,600ft 6-aircraft parking facility capable of only handling Code C and D aircraft, into a 9,200ft 9-aircraft parking stand,

now geared to accommodate up to Code E craft. Additionally, Smith said the facility is now equipped with enhanced security mechanism and environmentally friendly drainage, as well as installation of a new air-ground lighting system. He said approximately 268,000 square metres of vegetation was cleared in order to facilitate the construction extension. His Excellency, Governor Gordon Wetherell, who brought greetings of behalf of the Government, described the completion of the project as a significant landmark in the history of the TCI aviation industry. “As someone who passed through this airport on a regular basis, I was able to see for myself the progress of the runway works over the past few months. And I have been enormously impressed by the speed which the extension of the main runway, the necessary repairs to it, and the relaying

of the ancillary areas have been performed. “It has required flexibility from all users and stakeholders of the airport and its services. And I am grateful for their patience in this process, and this completion on time is a credit to all those involved,” Governor Wetherell remarked. Governor Wetherell noted that since tourism remains the core of the TCI economy, efficient and affordable access should be provided to these islands for the benefit of residents and visitors. He noted, too, that the airport should be able to support the visitor number growth that the country is currently experiencing and that of the future. Other speakers at the event were Catherine Gibson from CIBC/FICB Bahamas and Turks and Caicos Islands, Blythe Clare from the Tourist Board and Karen, Whit President of the TCI Hotel and Tourism Association.

Bahamian Junkanoo is not TCI Culture By Vivian Tyson SUN Senior Editor

Director of culture David Bowen is seeking to establish a distinction between Bahamian Junkanoo and Turks and Caicos Islands Junkanoo or masquerade, which is also practiced in many islands in the region. Jankanoo festivities are celebrated across the Caribbean during the Christmas period. Speaking at a news conference on Wednesday, July 27, to launch the Maskanoo 2011, to be held on December 26, Bowen pointed out that the primary reason behind the rejuvenation of the masquerade festival in the TCI was that a number of Turks and Caicos Islanders were of the view that the Bahamas Junkanoo was threatening to end local Junkanoo as they know it. “The reason why we came up with Maskanoo was because over the last ten or so years, there had been a lot of disgruntled issues going on with what is truly TCI and what is Bahamian. I stand, as Director of culture, to say that the Junkanoo that is, I guess, been shown here, is not Turks and Caicos Junkanoo. “We have something called ‘Masquerade’, and is also called

Junkanoo, but it is not the same way the Bahamas has developed their Junkanoo to an art form based on tourism. We still retain the old scrap way, which we called masking or masquerade. So, Maskanoo was just a way to try to appease some of the people who refused to accept the reality and change.

Sandals goes beyond green SandalS ReSoRtS InteRnatIonal has underlined their sustainability credentials by launching a new environmental management programme. ‘Sandals Earthguard powered by EarthCheck’ has been designed to reduce the company’s environmental footprint, improve bottom line efficiencies, and increase the benefits host communities receive as a result of sustainable tourism. SRI has strengthened their existing partnership with EarthCheck - the world’s leading environmental management, benchmarking and certification company – in order to bring about this significant initiative. EarthCheck was established in 1987 and developed the original Green Globe Standard, with which Sandals was previously affiliated. ABC Family gets 'excellent' rating from GLAAD NEW YORK- The advocacy group GLAAD rated ABC Family as "excellent" in its portrayal of gay and lesbian characters, only the second television network to get such a designation in the five years the group has monitored television content. ABC Family, the top-rated cable network among viewers ages 12 to 34 and particularly strong among girls and young women, was cited for both a large number of gay and lesbian characters and the way those characters fit naturally into the shows. The only other network judged "excellent" by the Gay & Lesbian Alliance Against Defamation was MTV last year. "We're incredibly proud to be honored and acknowledged by GLAAD," said Michael Riley, ABC

Family's chief executive. "It's very important for us." The network's young audience expects the nation's diversity to be reflected in the programming, he said. ABC Family's popular "Pretty Little Liars" features Emily, one of four teenage girls, as an athlete who came out as a lesbian. "The Secret Life of the American Teenager" also had several gay and lesbian characters in the past year, including a mother who told her son that she was a lesbian. "Make It or Break It" has a recurring character who is a bisexual. The just-concluded series "Greek" has had four GLAAD Media Award nominations, and included the love story of a gay fraternity brother. Viewers can relate to many of ABC Family's characters because

they are multidimensional people who happen to be gay and lesbian — it's not the sole part of their on-air identity, said Herndon Graddick, GLAAD's senior director of programs. "It gives the audience an opportunity to learn in a way they might not have," Graddick said. The young audience that ABC Family seeks expects diversity in the characters presented, Riley said. The network has been particularly successful lately: July represented the first time it was No. 1 among all cable networks in viewers ages 12 to 34 and among women of the same age group, according to the Nielsen Co. ABC Family started in 1977 as an extension of Pat Robertson's Christian Broadcasting Network.

Even though it was sold to the Walt Disney Co. in 2001, ABC Family is contractually required to air Robertson's "The 700 Club." A network revamp in 2006 brought its current focus on teenagers and young adults. GLAAD saw little change among the broadcast networks that it studied over the past year. The youthoriented CW network has the highest percentage of prime-time hours where lesbian and gay characters are featured, while CBS has the least, the group said. GLAAD said lesbians and transgender people are particularly poorly represented on TV. Its study showed that 73 percent of the time when a gay or lesbian character was part of the mix, it was a gay male.

Actor James Earl Jones will receive an honorary Oscar this year and Oprah Winfrey will be presented with a humanitarian award, the Academy of Motion Picture Arts and Sciences announced. Winfrey and Jones, both past Oscar nominees, will receive their awards at the academy's annual Governors Awards on November 12, along with makeup artist Dick Smith, who will also be honored with an Oscar. If Perry's newest No. 1 also lands atop the Hot 100 later this week, "Teenage Dream" will be the only album other than Michael Jackson's "Bad" to generate five separate No. 1s. "Bad" was released in 1987, before Billboard began issuing the pop song chart. Crashed plane in Guyana may have landed badly As US investigators from the National Transportation Safety Board (NTSB) begin interviews with Captain Fareed Dean and other crew members to determine why the Caribbean Airlines Boeing-737-800 aircraft overshot the runway at Guyana’s main international airport early Saturday, Demerara Waves Online News is quoting well placed sources that the jetliner may have overshot the runway because of a “long landing” at high speed. The pilots were interviewed by officials of the Guyana Civil Aviation Authority (GCAA), Caribbean Airlines and American agencies. Demerara Waves Online News was told that the Boeing 737-800 might have touched down more than half way down the runway and travelling to fast to stop effectively. The runway is 7,500 feet long. Officials said the plane also landed at approximately 90 knots instead of 80 knots Saturday morning around 1:25. Investiagtors noted that the speed might not have been a major consideration but

the touch-down point was a key consideration in the plane overruning the ruway. Officials said there was light rain and visibility was eight kilometers. The pilot has 25 years experience. Investigators are now expected to corroborate the pilots’ account when they download contents of the Flight Data Recorder and the cockpit voice recorder and flight data recorder. The recorders left Guyana around 6 PM for the Washington-based National Transportation Safety Board (NTSB), at the request of the GCAA which is spearheading the probe. None of the 162 passengers and crew was killed. One person suffered a fractured leg and another concussion, while the others sustaained bruises and hits about their bodies. Caribbean Airlines is owned by Trinidad and Tobago. A senior

government official, who had accompanied the Trinidad and Tobago leader here, noted that the pilot did his best in the circumstances. The NTSB said it designated Bob Benzon as the U.S. Accredited Representative. He is leading the U.S. team, which includes seven NTSB staff

with expertise in operations, meteorology, airworthiness, survival factors, and aircraft performance. There are also representatives from the Federal Aviation Administration and the aircraft's manufacturer, Boeing. The eight-person NTSB team, invited by Guyanese authorities to take charge of the probe, arrived in the country late Sunday and immediately went to the crash site at the northern end of the 7,500-feet runway that was built by the US government during World War II. Civil Aviation boss Zulfikar Mohamed said last night that the NTSB team would this week be conducting interviews with the crew to build a profile of what happened “but we don’t expect that we will have anything positive to tell people until later in the week.”

July murders break record in The Bahamas More murders took place in July 2011 than in any other month in Bahamian recorded history, according to police statistics. According to the Nassau Guardian, the murder count for July rose to 20 on Saturday morning. This month's count exceeded the record established four months ago. According to police statistics, the highest number of murders in one single month previously stood at 16, which was recorded in March, and before that the record was 12, which

was recorded in January. Before this year, the record stood at 11. As noted by Sergeant Chaswell Hanna of the Royal Bahamas Police Force in his recently published book - "Reducing murders in The Bahamas: A strategic plan based on empirical research" - the previous record of 11 murders was achieved four times: October 2005, December 2006, November 2007 and September 2009. "We've never had [20] murders in one

month," confirmed Assistant Superintendent Anthony Ferguson. "Obviously the police, and as a country we really have to be concerned about the amount of violence that we are having. I think that as Bahamians we have to get together and provide the information necessary in going forward to assist the police." The rise in murders is believed to be the result of a drug and turf war, however Ferguson did not comment on that.

One-month-old baby on sloop with more than 100 Haitian migrants that ran aground off Nassau A sloop holding more than 100 Haitian migrants, including a one-month-old baby boy, ran aground in shallow waters off of south eastern New Providence yesterday morning, Officer in Charge of the Eastern Division Superintendent Ismella Davis told The Nassau Guardian yesterday. Davis said that police received reports about the sloop from area residents at about 10 a.m. and explained that the response from Police, the Defence Force and the Immigration Department was immediate. When The Guardian arrived at the makeshift control center behind the Gulfstream apartments off of Hanna Road, almost 30 Haitians had already been apprehended, including a mother and her one-month-old baby. The mother and baby were being treated by emergency medical services personnel on the scene for possible dehydration, according to Davis, and were both later transported to the hospital. She said the residents in the area played a huge role in helping authorities to apprehend the migrants, who all had already left the sloop and dispersed in several different directions when authorities arrived. One Haitian woman was found emerging from the

bushes by a family living a few hundred yards from where the sloop ran aground. Renita Cleare said the Haitian woman motioned for her to come over to where she was. Cleare said she instead waved the woman over to her. She said she and her boyfriend attempted to communicate with the woman, who gestured to them that she was hungry and thirsty. Cleare said they took the woman into their house, sat her on the floor and gave her water, grape soda and food. “We were trying to communicate with her as best we could but with limited Creole and limited English going both ways, it was sort of difficult,” she said. “She was pointing at her stomach like she wanted food.” When The Guardian arrived at Cleare’s residence police officers were placing the Haitian woman, who was barefoot, into a van. The sloop the migrants came from Haiti on was yards from shore past thick mangroves, where Defence Force officers said some of them were found hiding. Davis said the help of residents was critical in relaying information to police regarding the whereabouts of some of the migrants in the immediate area, and in helping the migrants by providing them with water and clothing. “We would like to thank the residents in this community who would have come and assisted, provided the information and who provided clothing, food items and water,” she said. “I can say that this is a very good community. This is what we are talking about when we talk about Bahamianization.”

In his letter to the Integrity Commission, Hinds claimed the investigation was necessary in the wake of the company owned by Gopaul being selected as the preferred bidder for a TT$40 million (US$6.6 million) contract at the state-owned National Petroleum Marketing Company Ltd (NP). New setback for Haiti's pop star turned president Lawmakers rejected Haitian President Michel Martelly's new choice for prime minister on Tuesday, blocking his efforts to install a government and move ahead with rebuilding a country shattered by last year's earthquake. Sixteen members of the 30-seat Haitian Senate voted to reject Bernard Gousse, a controversial lawyer and former justice minister. The vote capped a rancorous day-long debate in the upper house of the impoverished nation's parliament. It was the second rejection of Martelly's choice for premier in less than two months and marked a messy start to his young presidency. His first choice for the prime minister's post, economist and businessman Daniel Rouzier, was rejected by the chamber of deputies on June 21. Martelly, a former pop star, came to office with no previous political experience. He was elected in March on populist promises to turn Haiti into a Caribbean success story after decades of crushing poverty and dictatorship. Baha Mar signs major management agreements The $3.4 billion Baha Mar development announced that management agreements have been signed with world-renowned resort chains Hyatt Hotels Corporation, Morgans Hotel Group and Rosewood Hotels and Resorts. Baha Mar’s Vice President of Administration and External Affairs Robert Sands told The Nassau Guardian yesterday that an operator for what will be the largest casino in the Caribbean, according to Baha Mar’s principals, is still being sourced. “The timing for us to make an announcement [about the casino operator] is another milestone that we will work toward,” Sands said. UK’s biggest cocaine bust The UK's largest ever seizure of a Class A drug has been made from a luxury yacht in Southampton, the UK Border Agency has said. Officials found 1.2 tonnes of cocaine with a street value of up to £300m in the £1m yacht two months ago. The 90% pure drugs were so well hidden in the 65ft pleasure cruiser, the Louise, it took six days to find them. They had originated in South America and were en route to the Netherlands. Dutch police have arrested six men. They are thought to be an organised crime gang. French authorities were alerted to the Louise while it was in the Caribbean in May and it was then tracked to Southampton. Officials spent six days searching the vessel and found the drugs packed in a specially-designed compartment beneath the boat's bathing platform, UKBA said. It is understood the cocaine was packed inside

the boat while it was in Venezuela. The average purity of cocaine seized at the UK border is 63%, officials said. The haul is estimated to be worth about £50m wholesale and up to £300m on the streets. Since the drugs were found in June, the UKBA has helped Dutch police track members of the gang and six Dutch nationals were arrested during early morning raids on Tuesday. A 60-year-old, who owns the boat, was arrested in Meppel. His three sons, aged 27, 32 and 34, are also being held following police raids in Waalwijk and Heusden. Two 44-year-old men were also arrested in Amsterdam. A total of 100,000 euros (£87,300), two Harley Davidson motorcycles, two firearms, a silencer and a quantity of ecstasy were also seized. Brodie Clark, head of the UKBA's border force, said: "This has been an enormous seizure of cocaine. This is the largest we have on record."

Asked about how the drugs were hidden, he added: "It was ingenious, it was difficult to find. "Skilful people spent a number of days looking for it." David Armond, from the Serious Organised Crime Agency (SOCA), described the seizure as a "great success in the international effort to damage and disrupt the cocaine trade". He said the high purity of the cocaine meant it would have made about eight tonnes of saleable drugs once cut, the equivalent of seven million street deals. He said that was "equal to about one third of the requirement for the UK market over the course of a year". Gert Rip, public prosecutor for the National Prosecutor's Office in the Netherlands, said: "About 40% of all cocaine brought into Europe is trafficked using smuggling routes from the Caribbean. 36 million pounds of turkey recalled in salmonella outbreak Meat giant Cargill is recalling 36 million pounds of turkey after a government hunt for the source of a salmonella outbreak that has killed one person in California and sickened dozens more. The Agriculture Department and the Minnesotabased company announced Wednesday evening that Cargill is recalling fresh and frozen ground turkey products produced at the company's Springdale, Ark., plant from Feb. 20 through Aug. 2 due to possible contamination from the strain of salmonella linked to 76 illnesses and the one death. According to food safety attorney Bill Marler, who publishes a database of outbreak statistics, the ground turkey recall is one of the largest meat recalls ever. All of the packages recalled include the code "Est. P-963," according to Cargill, though packages were labeled under many different brands. Many of the recalled meats are under the label Honeysuckle White. Other brands include Riverside Ground Turkey, Natural Lean Ground Turkey, Fit & Active Lean Ground Turkey, Spartan Ground Turkey and Shady Brook Farms Ground Turkey Burgers. The recall also includes ground turkey products packaged under the HEB, Safeway, Kroger, Randall's, Tom Thumb and Giant Eagle grocery store brands. The recall also includes some ground turkey that isn't labeled at all, according to Cargill. Illnesses in the outbreak date back to March and have been reported in 26 states coast to coast. Obama signs debt bill after final Senate vote WASHINGTON — The Senate emphatically passed emergency legislation Tuesday to avoid a first-ever government default, rushing the legislation to President Barack Obama for his signature just hours before the deadline. The vote was 74-26. Obama signed the bill little more than an hour later. Tuesday's vote capped an extraordinarily difficult Washington battle pitting tea party Republican forces in the House against Obama and Democrats controlling the Senate. The resulting compromise paired an essential increase in the government's borrowing cap with promises of more than $2 trillion of budget cuts over the next decade. "It's an important first step to ensuring that as a nation we live within our means," Obama said after the vote. "This is, however, just the first step. This compromise requires that both parties work together on a larger plan to cut the deficit." Much of the measure, which the House passed Monday night, was negotiated on terms set by House Speaker John Boehner, including a demand that any increase in the nation's borrowing cap be matched by spending cuts. But the legislation also meets demands made by Obama, including debt-limit increases large enough to keep the government funded into 2013 and curbs on growth of the Pentagon budget. "We've had to settle for less than we wanted, but what we've achieved is in no way insignificant," said Senate GOP leader Mitch McConnell of Kentucky. "But I think it was the view of those in my party that we'd try to get as much spending cuts as we could from a government we didn't control. And that's what

we've done with this bipartisan agreement." Many supporters of the legislation lamented what they saw as flaws and the intense partisanship from which it was forged. In the end, it was a lowestcommon-denominators approach that puts off tough decisions on tax increases and cuts to entitlement programs like Medicare. "What troubles me about it is that the bipartisan compromise also represents a kind of bipartisan agreement by each party to yield to the other party's most politically and ideologically sensitive priority," said Joseph Lieberman, I-Conn. "In the case of Democrats, it's to protect entitlement spending. ... In the case of Republicans, it's to not raise taxes." The measure would provide an immediate $400 billion increase in the $14.3 trillion U.S. borrowing cap, with $500 billion more assured this fall. That $900 billion would be matched by cuts to agency budgets over the next 10 years. The Senate vote was never in doubt after Majority Leader Harry Reid, D-Nev., and McConnell signed on. But like Monday's House vote, defections came from liberal Democrats unhappy that Obama gave too much ground in the talks, as well as from conservative Republicans who said the measure would barely dent deficits that require the government to borrow more than 40 cents of every dollar it spends. FraNce to extradite MaNuel Noriega to PaNaMa France has confirmed it will extradite Manuel Noriega to Panama, where he is wanted over human rights violations during his rule in the 1980s. The former Panamanian military leader is currently serving a prison sentence in France for money laundering. Prior to that, he spent 20 years in prison in the US after being convicted there of drug-trafficking charges. It is expected that Noriega will be sent next month to Panama, where courts have already convicted him in absentia. He was found guilty of three Manuel Noriega charges of human rights violations. Each conviction carried a 20-year prison sentence. The 77 year old will have a month to launch an appeal to prevent his extradition. However, his lawyer has said he wants to return to Panama. Once a US ally, Noriega was deposed by invading American troops in 1989, amid allegations he had turned Panama into a drug-trafficking hub. He was extradited from the US to France last year, having been sentenced in absentia there in 1999 to seven years in jail. That charge related to the laundering of money from Colombian drug gangs through a French bank, in order to buy property in Paris.

Apple holding more cash than USA Apple now has more cash to spend than the United States government. Latest figures from the US Treasury Department show that the country has an operating cash balance of US $73.7billion (£45.3billion). Apple's most recent financial results put its reserves at $76.4billionn. The US House of Representatives is due to vote on a bill to raise the country's debt ceiling, allowing it to borrow more money to cover spending commitments. If it fails to extend the current limit

of $14.3 trillion dollars, the federal government could find itself struggling to make payments, and risks the loss of its AAA credit rating. The United States is currently spending around $200bn more than it collects in revenue every month. Apple, on the other hand, is making money hand over fist, according to its financial results. In the three months ending 25 June, net income was 125% higher than a year earlier at US$7.31bn. With more than $75bn either

sitting in the bank or in easily accessible assets, there has been enormous speculation about what the company will do with the money. "Apple keeps its cards close to its chest," said Daniel Ashdown, an analyst at Juniper Research. Industry watchers believe that it is building up a war chest to be used for strategic acquisitions of other businesses, and to secure technology patents. Bookstore Barnes and Noble and the online movie site Netflix have both

been tipped as possible targets, said Mr Ashdown. The company may also have its eye on smaller firms that develop systems Apple might want to add to its devices, such as voice recognition. Apple dipped into some of its reserves recently when it teamed-up with Microsoft to buy a batch of patents from defunct Canadian firm Nortel. The bidding consortium shelled out $4.5bn for more than 6,000 patents.

Chinese retailers hijack the Ikea experience Nestled in a sleepy southern district of Kunming city in southwest China, is a 10,000 square meter, four-story building that could make Swedish furniture giant Ikea uneasy. 11 Furniture, as the store is known, copies Ikea's blue and yellow color scheme, mock-up rooms, miniature pencils, signage and even its rocking chair designs. Its cafeteria-style restaurant, complete with minimalist wooden tables, has a familiar look, although the menu features Chinesestyle braised minced pork and eggs instead of Ikea's Swedish meatballs and salmon. This knock-off Ikea store is emblematic of a new wave of piracy sweeping through China. Increasingly sophisticated counterfeiters no longer just pump out fake luxury handbags, DVDs and sports shoes but replicate the look, feel and service of successful Western retail concepts - in essence, pirating the entire brand experience. "This is a new phenomenon," said Adam Xu, retail analyst with Booz&Co. "Typically there are a lot of fake products, now we see more fakes in the service aspect in terms of (faking) the retail formats." Brands are much more than a logo on a handbag or some half-eaten pipfruit on a computer. Many of the most successful consumer companies have invested millions in promoting and building brands which encapsulate ideals, values and aspirations, creating valuable and loyal customer bases that sometimes border on cults. Last month, an American blogger set off a media storm after she posted pictures of an elaborate fake Apple Store in Kunming, selling genuine if unauthorized iPhones, Macbooks and other widely popular Apple products. The presence of the fake stores in Kunming highlights China's seemingly insatiable appetite for western brands in some consumer segments that have not been tapped, particularly in smaller cities far from the affluent eastern seaboard. "What these fake stores indicate is that there is demand for the types of products and concepts that these brands sell," said Hong Kong-based Torsten Stocker, a China retail analyst with Monitor Group. The problem for companies that have been faked is that even if the fake stores sell genuine products, the brands have no control over how customers experience their brands.

Russian Prime Minister Vladimir Putin accused the United States Monday of living beyond its means "like a parasite" on the global economy and said dollar dominance was a threat to the financial markets. "They are living beyond their means and shifting a part of the weight of their problems to the world economy," Putin told the pro-Kremlin youth group Nashi while touring its lakeside summer camp some five hours drive north of Moscow. "They are living like parasites off the global economy and their monopoly of the dollar," Putin said at the open-air meeting with admiring young Russians in what looked like early campaigning before parliamentary and presidential polls. US President Barack Obama earlier announced a last-ditch deal to cut about $2.4 trillion from the U.S. deficit over a decade, avoid a crushing debt default and stave off the risk that the nation's AAA credit rating would be downgraded. The deal initially soothed anxieties and led Russian stocks to jump to threemonth highs, but jitters remained over the possibility of a credit downgrade. "Thank god," Putin said, "that they had enough common sense and responsibility to make a balanced decision." But Putin, who has often criticized the United States' foreign exchange policy, noted that Russia holds a large amount of U.S. bonds and treasuries. "If over there (in America) there is a systemic malfunction, this will affect everyone," Putin told the young Russians. "Countries like Russia and China hold a significant part of their reserves in American securities ... There should be other reserve currencies." U.S.-Russian ties soured during Putin's 2000-2008 presidency but have warmed significantly since his protégé and successor President Dmitry Medvedev responded to Obama's stated desire for a "reset" in bilateral relations. Casually dressed in khaki trousers

and a striped white shirt, Putin flew by helicopter to the tented camp as part of a string of appearances that are being closely watched in the run-up to the elections. He did not say whether he plans a return to the Kremlin or will stand aside for Medvedev, his partner in Russia's leadership tandem, to run for a second term. But young people crowding round Putin, caught up in the campaigning spirit created by huge portraits of Putin hung from trees, were not shy about saying who they wanted as president. "Russia's next president will be small, bald and look like Putin," 17year-old Ilya Mzokov joked with reporters. Asked why Medvedev was not paying a visit to the summer camp, he said: "Only serious people come here." Youngsters chanted Putin's name and applauded his remarks as he strolled round the camp, where USstyle business seminars, extreme sports and political mudslinging were among the topics on offer. Putin, whose macho image appeals to many Russians, briefly swung himself up the first half of a climbing wall, filmed by a gaggle of state television cameras. Nashi, which means "Our People," was created by the Kremlin to counter popular dissent after youth activism helped topple a pro-Moscow government in Ukraine's 2005 Orange revolution. The group has worked to spread a personality cult around Putin and regularly campaigns against Kremlin critics. Opinion polls show Putin, still widely viewed as the country's paramount leader, retains near 70 percent approval. But his United Russia party is trying to reverse a slide in popularity before December parliamentary polls, hoping to use a strong showing there to help Putin in the March 2012 presidential vote.

New IMF Chief suggests three ways to unlock strong, stable, balanced growth Three major challenges—sovereign debt, growth, and social instability— currently confront the world economy, IMF Managing Director Christine Lagarde told a New York City audience. These challenges are intimately intertwined, and only by solving all three can the world unlock strong, stable, and balanced global growth, she said. In a July 26 speech at the Council on Foreign Relations, Lagarde stressed that for sovereign debt to be sustainable, economic growth needs to be strong, but in a sustainable way. “And for economic growth to be sustainable, it needs to deliver the stable social chemistry that holds societies together.” On sovereign debt, Lagarde said fiscal problems in the periphery of Europe had revealed the risks posed by an incomplete economic and monetary union. She noted that eurozone leaders had reached an important agreement, including a commitment to finance program countries until they can regain market access, as long as those programs are implemented effectively. This means that for Greece and other program countries the main priority is “implementation, implementation,

implementation.” “The agreement shows that European leaders believe in the eurozone, and will do what it takes to secure its destiny,” Lagarde said. “It has been welcomed by financial markets, as reflected in the stronger euro and lower peripheral bond spreads. But turbulence could easily resurface. For this reason, it is essential that the summit’s commitments should be implemented quickly.” Lagarde said she hoped for bold fiscal action in the United States. "On the debt ceiling, the clock is ticking, and clearly the issue needs to be resolved immediately. Indeed, an adverse fiscal shock in the United States could have serious spillovers on the rest of the world. But more fundamentally, a credible fiscal adjustment plan is needed sooner rather than later." The less urgent situation in Japan also needed ambitious measures to deal with the very high level of public debt, she said. On growth, Lagarde said the global recovery is set to post reasonable near-term growth but remains unbalanced, with signs of overheating in emerging economies, surging commodity prices hitting lowincome countries, and deep and long-

And the goal can’t simply be any growth—we need the right kind of growth, that creates jobs and lifts people across the socioeconomic spectrum,” Lagarde said. On social instability, Lagarde said events in the Middle East and North Africa had shown how socially imbalanced growth contributed to the political upheaval. In many emerging and developing economies, rising commodity prices were exacerbating

social problems associated with high joblessness. “Social problems are of major concern to advanced economies too,” Lagarde stated. “The young in particular are having a hard time finding work—with potentially lifelong implications in terms of employability and income. At the same time, the older generations are fighting to protect their health and pension benefits.” These trends raised the prospect of intergenerational conflict, Lagarde observed. “This is why focusing on the right kind of growth is so important.”

FAA shutdown to continue As congress leAves WASHINGTON — The government is likely to lose more than $1 billion in airline ticket taxes because lawmakers have left town for a month without resolving a partisan standoff over a bill to end the partial shutdown of the Federal Aviation Administration. The government already has lost more than $200 million since airlines are unable to collect taxes on ticket sales because the FAA's operating authority has expired. The Senate recessed on Tuesday until September, erasing any possibility for quickly resolving the issue. The House left Monday night. Caught up in the partisan acrimony are nearly 4,000 FAA employees who have been furloughed. The FAA also has issued stop work orders on more than 200 construction projects, threatening the jobs of thousands of other workers. Air traffic controllers, however, remain on the job. The debacle could have had an upside for airline passengers because ticket taxes, which typically average about $30 on a $300 round-trip fare, are suspended during the shutdown. But airlines decided to pocket the windfall. Within hours of the shutdown on July 23, most airlines raised their fares by amounts equivalent to the taxes that disappeared.. Some passengers will be due tax refunds if they bought their tickets and paid taxes before the shutdown, but their travel took place during the time airlines no longer had authority to collect the money. Airlines and the Internal Revenue Service are quarreling over who will handle the complicated and expensive process of getting those refunds to passengers. President Barack Obama implored Congress on Tuesday to settle the dispute before leaving town, calling the stalemate "another Washingtoninflicted wound on America." The entire air service subsidy program costs about $200 million a year, roughly the amount the government lost in uncollected ticket taxes in the first week of the shutdown.

Another local gets overseas football scholarship

With local scholarships to overseas universities seems to be trying up, students will have to find innovative ways to attain such higher education, and one avenue through which some students have started to journey is by way of sports. So far, three students have been snapped up by United States universities through sports, and all the scholarships to date have for football (soccer). The latest student to have been snapped up by an overseas college is Marco Fenelus, who will be attending Western Texas College. The scholarship was made possible through prominent attorney Oliver Smith, who used his overseas contacts to provide the opportunity. In fact, this is the third scholarship that Smith has organized through his US contact, having negotiated one for local football ace Billy Forbes and female footballer Emanuella Meneade. When contacted, Fenelus was elated at being given the opportunity to not only honing his football skills but also to study liberal arts. He said he would be going to Western Texas College to work hard and prove to the administration that his scholarship was well earned and deserving. “I just feel great. I feel happy. I will be going there to work hard and prove myself and reach further than where am at right now. I wish also that young players

like myself from this country work hard so that they, too, can get a scholarship too, so that they can go out and play soccer then come back to represent the Turks and Caicos in international soccer games,” Fenelus said. Fenelus took the opportunity to encourage those in his age group as well as younger persons in any sport, to continue to work hard at all times because they will not know what is watching. “You don’t know who maybe watching when you are doing it. It doesn’t matter which sport you play, it may be soccer, basketball or anything. But make sure that you take it seriously. You must play it like your future depends on it. “The person who gave me the scholarship (Oliver Smith), I didn’t know him exactly. But he came to me and told me that he had been watching me play for a long time and think that I deserve to go further, so he gave me the scholarsghip,” Fenelus said. Western Texas College is a junior tertiary institution. However, both Forbes and Meneade have been transferred to senior colleges after racking up prominent grades in their final exams, while maintaining credible Grade Point Averages. Smith, who was modest in his response when The SUN contacted him, declared that it pained him to see talent goes to waste, and whatever he could do to assist and harness such gifts, he would do it.

The Panthers Track Club staged its inaugural International Track and Field Invitational on Monday August 1, at the National Stadium in Providenciales. The meet was highlighted by local sprint ace Delano Williams, who landed victory in all the events in which he took part, including the 100m, 4x100m and his pet event, the 200m. In addition to Providenciales, Teams came from Grand Turk, North Caicos and the Bahamas. Williams represented the Pistons on Grand Turk. The following are highlights from the event.
