WITHOUT ME, SAYS SKIP BY VIVIAN TYSON SUN SENIOR EDITOR
People’s Democratic Movement (PDM) Leader Oswald Skippings believes that his party lost the November 9th General Elections to the Progressive National Party (PNP) because some of his party members, including some in the executive, campaigned against him. And in a strong message to the PDM, Skippings said that the party will never be able to form a Government without him. In an exclusive interview with The SUN, Skippings, who is one of the few leaders of a major political party to not be elected into Parliament, said that the loss was a message from God to those wayward members as a lesson for their folly, and also to adjust their ways going forward. “There have been some conniving people in the party, who, instead of campaigning for me, were actually campaigning against me. But you see what their ignorance brought them? You see, because of their ignorance and conniving ways, we lost the election. I am the next in line in terms of votes, and they campaigned against me and I got all them votes; imagine if they campaigned for me. “What they don’t understand is that they cannot form a PDM Government without me, because this thing has been ordained, and, that is why God fixed it like that. (God said) since you (conspiring party members) want to go that way, let me show you how close I can bring you, and for your stupidity, look what happened,” Skippings quipped. He also predicted that other developments similar to the elections would take place on the local landscape very soon, only that they may be earth-shattering, and so, the country should brace itself for those developments. “There are some other stuff that are about to happen that are going to wreck the whole country. So the election ain’t started yet. So, keep on your news cap because it is going to come to the same thing again – either Skipp or you’ve got a problem. That’s what God said,” Skippings predicted. In the meantime, the National General Council (NGC) met on Tuesday, October 13, to iron out the wrinkles in party and country matters, during which Sharlene Cartwright Robinson was selected as Leader of the Opposition and Clarence Selver the Opposition’s Appointed Member in the House. Some members of the public believed the meeting was held to oust Skippings as leader and replace him with Cartwright Robinson, but the party leader explained that only a convention could decide his fate. “We had an NGC two nights ago (Tuesday, Oct. 13), and we elected a Parliamentary Leader of the Opposition, and we elected our appointed member. Sharlene Cartwright Robinson is the Leader of the Opposition, and Clarence Selver is the Opposition’s Appointed Member,” he pointed out. Skippings also told The SUN that he was not going anywhere any time soon, and so, he would remain Leader of the PDM, while Cartwright leads the party in parliament. “You have to understand that there is going to be a Leader of the Opposition and a Leader of the Party. I am the leader of the party and she is going to be the Leader of the Opposition. It is one of those anomalies that happen some of the times,” Skippings said. Skippings, who is also a minister

of religion, explained that having an opposition leader and a leader for a party in two different persons at the same time was not new to the Turks and Caicos Islands, reminding the public when former Chief Minister Derek Taylor was Opposition Leader while, former member of parliament Floyd Seymour was the leader of the party. “We had done that before; we did that with Derek Taylor and Floyd Seymour. Derek was leader of the opposition and Floyd Seymour was leader of the party,” Skippings explained. That happening took place in 2005, when Taylor said he would be retiring from active politics at the end of his term when the House was dissolved prior to the holding of the 2007 elections, which the PNP eventually won. Meantime, former Leader of the PDM Floyd Seymour is denying playing a role in plotting against current party leader Oswald Skippings, cost he and the party the November 9 General Elections. In a letter to The SUN, Seymour stated: “I would like to use this
medium to address PDM supporters and Turks and Caicos Islanders generally, concerning statements that have been made by Mr. Oswald O. Skippings in the wake of the results of the general election held on 9 November 2012. It has come to my attention that Mr. Skippings has on more than one occasion made the statement that he has lost his bid for elected office because: 1) I did not support him; and 2) I campaigned directly to potential voters urging them not to vote for him. I take this opportunity to address those statements and label them for what they are, false and untruthful.” Seymour added: “I would further seek to inform the public that while Mr. Skippings did not make the accusations in my presence, he did make them in the front of a meeting that I was subsequently called into. I would also seek to inform the public that when I was first made aware of the statements I confronted Mr. Skippings on the statements, in front of the people to whom he had made the accusations. I challenged him to produce one credible person that is able to confirm that I asked them to not
vote for Him and he was unable to do so. He was unable to do so, simply because it did not occur and his statements were untrue. For the sake of clarity let me say that I never sought to persuade anyone to not vote for Oswald Skippings. I can also confirm publicly what I have said directly to Mr. Skippings, that Friday November 9th 2012 was the first time in my life that I have ever voted for Mr. Skippings. He had never previously ran in any constituency where I resided and any opportunity to vote for him was in internal party elections, where he knows that he had never received my support.” Seymour said the latest statements and the accompanying personal attacks by persons using fictitious names are in fact just the latest in the hateful personals attacks that he endured for the past five years. Seymour continued: “Ironically those personal attacks began shortly after Mr. Skippings was unsuccessful in his first attempt to unseat me as leader of the Peoples Democratic Movement in 2007 and intensified after his unsuccessful bids in 2008 and 2009. Throughout my life I have always conducted myself ethically and held myself to the highest levels of honesty and integrity in all my personal and professional dealings. Those that know me can rest assured that that has not, and never will change. I would therefore like to thank those who have responded to the accusations and defended me even in the absence of speaking with me directly or me speaking to the issue. I further ask all those that know the name of our Lord and Savior Jesus to continue to pray for me and also to pray for Mr. Skippings as he deals with a loss that is obviously difficult for him to accept.”

Illegal Cubans seeking asylum in Turks and Caicos Islands BY VIVIAN TYSON SUN SENIOR EDITOR
The 16 Cubans, who were discovered by Immigration officials holing up in a house on Providenciales could know their fate on Monday, November 19, when the matter is slated to continue. The matter was adjourned on Thursday, November 15, in the Supreme Court after running out of space on Madame Justice Joan Joyner’s seemingly packed roster for the remainder of the week. The names of the 16, including two minors are given as - Yaenis Charon Milanes, seven months old; Jose Miguel Camejo Milanes, 10; Ivania Ortiz Garcia, 11; Reylianis Charon Milanes, 17; Mariela Garcia Palma; Estela Milanes Salazar; Ivan Ortiz Melanes; Eutimio Castell Castro; Yosniel Fernandez; Alivska Perez Milanes; Letcia Lopez Chavez Diaz; Dianelys Alverez Perez; Katia Mesa Diaz; Andriana Reyes Fernandez and Narobis Milanes Salazar. The court heard that the bunch had commenced an application for asylum in the TCI through the United Nations High Commissioner for Refugees (UNHCR). Their legal representative, Mark Fulford, of F Chambers Attorneys at Law, argued for their released, stating that at the time of the matter, 10 of the 16 Cubans had already spent 44 days in captivity at the detention centre without being charged. It was against that background that Fulford filed a writ of Habeas Carpus on their behalf. In his skeleton argument, Fulford argued that the 16 Cubans arrived in the TCI, to seek asylum. He said they live peacefully in a private accommodation on Providenciales under the belief that they had been granted leave to enter the country and their application being addressed. He said their home was raided on October 2, by immigration officials and were taken to the detention centre, where 10 of them still called home. The four minors and two female adults, including the mother of the seven-month-old were being held at a residential setting and had been
receiving unannounced visits from the authorities. Immigration Officer Latoya Mitchell, who was called to the stands, to give an account as to how the asylum-seeking Cubans came to be living in the Turks and Caicos Islands, said she was not present on the day of the raid, but told the court that days prior to that event, received notification from Radar Officer, Robert Johnson of a go fast boat being tracked in TCI waters. Later that event Mitchell said that she received a telephone call from Senior Immigration Officer, Keno Wilson that a number of Cubans, who had entered the country illegally, were caught at a house in Discovery Bay. Mitchell said checks were made with the Border Control system and it was discovered that they were in the country illegally. She said that immigration officers had always been assigned at the sea ports to process persons who entered the country by boat, but no record was made of their entry. Mitchell said that she contacted a colleague to find out if the detainees had entry documents, and discovered nine passports, seven of which had immigration stamps in them. The passports were, however, without visas, which Cubans needed to enter the TCI. Mitchell also told the court that immigration officials later discovered that the stamps that were entered in the passports bore the number assigned to one of her colleagues. However, she said that stamp turned out to be, since the immigration had undated certain security features on them. She said also that the signature on the stamp turned out not to be that of the immigration officer. She said that contact was made with Deputy Director of Immigration, Anthony Swann, who in turn notified Director, Larry Mills of the matter. She said the following processing; an Unlawful Entry application was made and later served on the detainees. She testified under oath that upon instructions from Mills, she made contact with the Cuban Embassy, to notify them of the detention. She said the Cuban Authorities promised to get back but had not done so yet.

Mitchell told the Court that the detainees were not charged because the Immigration Department wanted to expedite their departure, also considering that minors were involved. She said also that the Cubans were unwilling to cooperate with investigators, only informing them that that they were represented by an attorney, and had nothing to say to the officials. She said that the Cubans were detained in accordance with Turks and Caicos Islands Immigration Laws. Mitchell said that she was away about two weeks ago that they were seeking asylum in the TCI, and that the UNHCR was contacted, but was unaware whether or not there was a response. She told the court that the director of change manager would normally make those contacts. Under cross-examination from attorney Mark Fulford, Mitchell said that she was unaware what Cuban refugees were running from in their country and was not aware what would happen should they return. She told the court that she was unaware that Cubans cannot be repatriated. She also
said that under the Ordinance, immigration officers did not need a search warrant to enter someone’s house. Mitchell said that she was aware that the Cubans were arrested before explaining themselves and also if an interpreter was on hand when the premises they occupied was raided. She pointed out however, that there was a member of the immigration team that speaks Spanish, but was not sure if he was among the raiding party. Mitchell said that she was aware that there was a letter sent from the Attorney General Chambers, instructing that the Cubans get legal representation, but was not aware of her director’s response to the document. Mitchell, under reexamination, said that while she was never personally involved in repatriation of Cubans, her colleagues did and, she was not aware of their fate when they returned. And under questioning from Judge Joyner, she said that outside of the Cuban Embassy, she was not sure if any another route was being sought to get the detainees home.

Dolphin Cove owner says ‘selfish expats’ accused of campaigning to kill his project BY VIVIAN TYSON SUN SENIOR EDITOR
Neil Borrowes, the proposed developer for the more than $3 million Dolphin Cove project in the Turks Caicos Islands is charging that a small group of interest-serving rich expatriates were hell-bent on derailing his project primarily for fear of competition. Borrowes, who was in the islands earlier this week, to further promote his development, met with the various members of the media to clarify what he deemed as a slew of misinformation surrounding his attractions in Jamaica and Cayman Islands. Borrowes even extended invitation to local officials and media practitioners to visit any of its Dolphin Cove operations in the two neigbouring islands, so as to clear up the misinformation. Borrowes, who manages the Dolphin Cove operation in Grand Cayman, also rubbished rumours that he was granted the green light to open the project, which is to be built on 250 feet of water front land space. “The dolphin park has not been green-lighted whatsoever in Provo. I have come here a little bit disgusted at the attacks on line against the Rebecca (Astwood, Government’s Director for investment) and the Governor – accusations of things like bribes on so on. I think it is disgusting. I sent a proposal in a long time ago; we have a $3million investment that we are seriously thinking of doing in Provo. My main purpose here is – (a) to congratulate the PNP on their win and (b) to invite a delegates or appointees to come and inspect us. “I want people to have an open and honest viewing of what we do. After they inspect us; every cupboard, every drawer, every staff, every guest, every regulatory body; after they inspect us, then make a decision – you want us or you don’t want us. This is reversible. We have not spent a tremendous amount of money. We got the land at a good deal, we would sell it. (After visiting overseas
Burrowes, developer of the proposed dolphin park on Provo
attractions) if you don’t like us, just tell us, no thanks; if you think we are a good idea, then we would love to come,” Borrowes said. Burrowes continued: “What I believe the motive for this misinformation is, is a message I got from a Belonger, and the message was: ‘Neil, some very high powered people in the ecological awareness business, including tour operators, seemed hellbent on killing this project. Some of them are quite rich and influential’. “And you would agree with me that it is incredibly selfish for some snorkelers or some kayakers or scuba divers, to create and fabricate a bunch of misinformation to stop a fabulous attraction from coming to Provo. It is selfish; competition brings out the best in us; Digicel is proof of this. Belongers used to get zonked calling America – two bucks a minute, now they pay about 10 cents a minute. That is the main reason for this anti-dolphin movement.” He said the only expatriates that would be needed in the beginning would be dolphin trainers, while expressing confidence that he would be able to find the remaining workers among the Belonger population.

Turks & Caicos Water Company Limited would like to fill the following position for a Reverse Osmosis Technician. Applicant must be proficient with RO Pro software, customized SCADA systems, design of membrane arrays, rebuilding of high pressure pumps & energy recover devices, TIG welding, and laboratory analysis of potable water. Applicant must be drug free, have a valid driver’s license, dependable transportation and clean criminal record. Position requires swing shift hours and 24/7 on call for emergencies. Resume with cover letter must addressed to Plant Manager and be mailed to PO Box 124, Providenciales or faxed to 649-946-5191. Suitable resumes will be offered to complete an application process, which includes basic written examination regarding safety and process technologies, police background check and drug test. Suitable applicants will be contacted by email or telephone to schedule an interview. Salary for this position is $600.00 per week commensurate with experience, training and education. All resumes must be received by December 3, 2012. Suitable applicants will be contacted by email or telephone to schedule an interview.
Burrowes said that if given the go ahead, the dolphin park could develop in phases, with phase one being the dolphin attraction, while phases two and three, if granted permission, could involve sharks, stingrays and iguanas. He said that phase one could employ up to 40 people directly, in addition to the multiplier employments that it would also provide. He said that while, initially, Belongers may not be employed in the dolphin-training operation; there will be a number of opportunities for employment, such as management, photography, book-keeping, tourguiding, reservations, security and gift shop. “It’s not rocket science training dolphins, so, if there are Belongers that are interested in learning, we will be happy to teach them. There is a very high demand in the world to be a dolphin trainer. In fact, in Grand Cayman, there is a long waiting list of people, who want to volunteer with us. Being a dolphin trainer is very difficult to become; you have to love animals. And, it is more of a luck that you get to become a dolphin trainer – you have to work very hard – but it is not rocket science. Borrowes stressed that his business would not replicate any other existing ones on islands, so current establishment owners should not feel threatened. “We are not coming to Provo to get into industries that Belongers are in. We don’t own a bus; we don’t own a boat in Grand Cayman. In Provo, taxi guys are going to make a ton of money bringing people from hotels to the venue,” he said. One of the concerns expressed by
some of the detractors of the dolphin park was that allowing such operation in the TCI goes against the ‘Beautiful by Nature’ theme and, that Jojo the Dolphin, which is regarded as a TCI ambassador, is a wild life creature that is allowed to run free. And so, allowing a dolphin park here, they said, would be a conflict of the theme. In response to such statement, Burrowes said: “In America it is illegal to swim with wild dolphins and, there is a reason it is against the law. Jojo has bitten many people. People don’t talk about it. Cayman has a wild dolphin too, just like Jojo, called ‘Stinky’ - biting and humping many people, causing havoc to divers. He is humping the anchor ropes of boats, causing the boats to run loose. Jojo is great and is a great symbol to promote tourism, but it should not be encouraged to go and swim with Jojo.” Asked as to the stage of the project development, Burrowes said that his company had submitted an outlined plan to the Physical Planning Department and had invited technocrats from that department to visit one of their overseas locations for inspection. “The anti-dolphin people have created a campaign of misinformation and it’s controversial. So, we are waiting for the decision makers – the newlyelected government - to make a decision. If they want us, say ‘yea’; if they don’t want, say ‘no thanks’. We are not by any means, too far down the track to turn back,” Burrowes said. He noted that the dolphin park in Grand Cayman was given the go ahead after that country’s government sent inspectors to Jamaica to examine their operation. He is urging similar action from the local authorities.

‘Washie’ willing to play mentoring role for young MPs BY VIVIAN TYSON SUN SENIOR EDITOR
Former Chief Minister Hon. Washington Misick said he is willing to play the role of a counselor if called upon by the Progressive National Party (PNP) administration, which squeaked to power by an 8-7 margin in the first General Election since 2007, following direct rule from mother country, England. Speaking to The SUN shortly after he disembarked a flight from Grand Turk on Wednesday, October 14, where he and other members of the Dr. Rufus Ewing cabinet were sworn-in by Governor Ric Todd, at Waterloo, Misick said that he was mindful of the number of new members in the administration. And, since he would be the most senior member of the cabinet, was prepared to impart his knowledge
whenever asked to do so. Except for Hon. Amanda Missck, who was part of the former Michael Misick second term administration, but became a minister under the succeeding Galmo Williams administration, the former Chief Minister remains the most senior member. Five of the eight successful PNP candidates are first-timers. They are Premier Ewing, Hon. Akierra Misick, Hon. Porsha Stubbs, Hon. George Lightbourne and Hon. DonHue Gardiner. South Caicos Veteran, Hon. Norman Saunders, is not expected to be part of the cabinet. “Basically, I see myself as someone who has been there before with some significant experience. I see myself, you can say, as a mentor, but I also see myself as a member of the team, but certainly as someone who has been there and done that, so to speak. I see myself in a position to
help others to understand how the system works, because, obviously, for people who have never been there, it is going to be a bit of a learning curve. “Beyond that, we are all colleagues and partners, and obviously we have to work together. Any decision that is made by the executive arm of the government has to be arrived at by consensus, because it is collective responsibility and, I am hoping to form some of that consensus that would make sense for the overall benefit of the Islands,” Misick said. To be back in government, for Misick, it felt like déjà vu. “I think these are interesting times; it’s going to be some huge challenges for a number of reasons – some of them external forces that are still having an impact on our economy and some of them are constitutional and I guess you could say organizational. But I think it is a process.

“We’ll have to get our hands dirty and see exactly what the bottom line is – what is involved. And, and I am sure we can unravel things and set a course that would start to pay off in the long and medium term,” Misick noted. Misick described the first cabinet meeting as feet-wetting process for the newly-elected government. He said that meeting had to do with organizing the way forward for the opening of the House and setting the agenda for the next meeting.

Election observers express concern about secrecy of votes
BY HAYDEN BOYCE PUBLISHER & EDITOR-IN-CHIEF
While noting that votes in the November 9th general elections in the Turks and Caicos Islands were counted accurately and the process was transparent, the international Election Observer Mission has expressed concern about the secrecy of the vote in the November 9th elections in the Turks and Caicos Islands. In their preliminary report following the elections, the observers stated: “Secrecy of the vote was of concern. Firstly, voter registration number was handwritten on each ballot potentially allowing for disclosure of voter’s choice during the count or after the elections. Secondly, due to ballot design and folding instructions, the way the voters marked their ballots was occasionally exposed before casting ballot. Moreover, voters had to hand over marked ballots to poll workers for inspection of counterfoil before placing them in the boxes. Such practices should be changed as they violate the principle of secrecy of vote.” The observers said that counting
of votes was conducted in a largely transparent manner in presence of candidates, party agents and observers. Despite a degree of variation of counting procedures adopted by election officials, votes were accounted accurately and results reported without delays, they added. They also suggest that consideration should be given to strengthening training efforts and producing a more user-friendly election procedures manual before next elections. Following a request from PDM Leader Oswald Skippings, a recount of “all islands” votes took place in Grand Turk on 12 November 2012. The ballot boxes were brought by the police and the observers said there was no indication of tampering with the sensitive election material. “The recount was generally organised efficiently and transparently. The outcome of elections did not change,” it was stressed. The international delegation said that despite efforts and professionalism of election officials, time-consuming voting procedures resulted in long lines in most polling stations visited.

The preliminary report added: “The processing of voters was very slow; frequently it took 5 minutes for one voter to vote. A number of details regarding voter identity had to be handwritten in the poll book and on a counterfoil of each ballot. In addition, after marking their ballots, voters had to return to poll workers for verification of data on counterfoils. Organisation of the voting process should be reconsidered with the view of streamlining and simplification. Consideration should be given to employing more poll workers in bigger polling station.” Noting that the elections were “an important step in returning to democratically elected government”, the Observers said that the voters had a genuine choice from amongst candidate and “the process was transparent, accountable and the results reflect the will of the people”. They said that the citizens of Turks and Caicos demonstrated an impressive commitment to the democratic process by the level of participation in elections and the manner in which voters conducted themselves notwithstanding the long lines requiring them to wait many hours to exercise their right to vote. “Voting took place in an orderly manner despite organisational shortcomings. During the course of voting, observers visited all 17 polling stations (some of them several times)

and evaluated the process as good or very good in the majority of cases. There were examples of very well organised polling stations. Beryn Duncanson appealing against High Court ruling which placed his company in liquidation Attorney-at-law and businessman Beryn Duncanson said he appealing the recent decision handed down by High Court judge Madame Justice Margaret Ramsay-Hale who placed his company Hydra Developments Limited in liquidation because of its inability to pay its arrears to Government for a Conditional Purchase Lease. In a ruling handed down in the Supreme Court on October 12t, 2012, the judge appointed Gary Brough as liquidator for TCI Hydra Developments Limited, because the company could not pay its debt of $83,500 to the Turks and Caicos Islands Government. A press release from the Attorney General’s Chambers, which was investigating the company along with the Civil Recovery Unit, said that TCIG commenced proceedings to wind up the company after the parties were unable to agree settlement terms. The company opposed the liquidation but the court determined that the company was clearly unable to meet its debts and should be placed into liquidation. In correspondence to The SUN, Duncanson suggested that the action taken against his company stemmed from certain persons having “personal malice” against him. He said: “Senior Crown Counsel admitted that it is the ONLY case, out of dozens of CPL cases, where the Attorney General sought to bring winding-up proceedings! It is regrettable that we have in the Turks & Caicos Islands an English Attorney General who seems…committed to maximising expenditure on the backs

of our people…. causing the Treasury’s money to be wasted on unnecessary legal fees and commissions to be paid for English QC counsel, and for English solicitors, and on English accountants which they insist on being appointed to act as liquidators for companies that simply hold no assets (other than the CPL) useless accounting fees for 'liquidating' nothing ('Government owns the land!'), all at the people's expense!” Duncanson added: “Remember it was reported not too long ago that the EAPD lawfirm gets paid in part by Commissions on all so-called 'recovered' land; TCI Government never in the past had to pay any lawyers at all for such activity! Either land was substantially developed or it was not by the end of a CPL, and Government got freehold purchases
paid with any 'arrears of rent' all paid together at that time! Instead here there will be further wasted fees and costs spent by Government likely to be hundreds of thousands of dollars of the people's money! Much worse, in dire economic times, wasting such money with the specific intent only to destroy yet another development that with a minimum of Government encouragement would provide much needed jobs and revenue duties from construction. Only an elected Government of our own People, of either party, can stop this madness! And they will quickly learn that they must do so for their own good and survival!” During the case, Duncanson appeared in behalf of the company, while Queen’s Counsel David Phillips and Khalila Astwood-Dorsett, appeared for the Attorney General’s Chambers. The liquidator will now take steps to liquidate the company's assets in order to pay the Government and any other creditors. The AG’s chambers said the action is part of TCIG's investigations into Commercial Conditional Purchase Leases, which commenced in 2010. The investigation has focused on approximately 100 parcels of land where commercial leaseholders have failed to pay rent. Over 70 acres of land have been recovered or are due to be recovered, $175,000 in arrears and damages have been recovered or ordered to be paid and19 sets of proceedings have been issued. In her ruling, Judge Ramsay-Hale said that the TCIG, in refusing to
extend the CPL and hold open the offer to sell the freehold title until the outstanding arrears of rent had been paid, did nothing more or less than it was entitled to do under the clear terms of the agreement, adding that they were certainly not obliged to renew the lease or transfer the legal title to the Company where the Lessee had not fulfilled its obligation sunder the CPL. The judge stated that the Company has no substantial ground for defending the action, adding that its solvency is plainly in doubt. She stated: “It (the company) has been served with a statutory demand which has not been met and so is deemed insolvent under s 103 (a) of the Companies Ordinance Cap 16.08. If it has no assets, as Mr. Duncanson asserts, then that is also prima facie evidence of its insolvency. Although Mr. Duncanson argues that a Company cannot be said to be insolvent where it has the power to raise financing, where the financing must be raised on the strength of a CPL which has not been renewed, the Company must be adjudged insolvent. Mr. Duncanson's letter of May 17th, 2010 says it all: “The tenant company, TCI Hydra Developments Ltd., depends on having either the freehold or at least an extension of the lease in order to raise the further finance necessary to make the respective payments to Government. In the best of economic times it could not find the money to pay arrears on the mere hope that Government wilt deal with us in good faith afterwards. Better to be sued for the arrears and counter-sue in court for the $900,000 expenditure or in extremis, wind up the company."

Maskanoo pleas for commercial sponsorship BY VIVIAN TYSON SUN SENIOR EDITOR
A trickle in sponsorship for this year’s staging of Maskanoo could abbreviate the full roll-out of the Boxing Day masquerade celebrations now in its third year. The event, held on December 26, along the Grace Bay strip between the Seven Stars Resort and the Salt Mills Plaza, was launched on Wednesday, November 14, at the Regent Palms in Grace Bay. Main organizers David Bowen, Director for Culture in the TCI and Stacy Cox, Executive for the Turks and Caicos Hotel and Tourism Association, said that this year’s event is expected to be ever more entertaining and should offer chockfull of fun for the enjoyment of tourists and locals alike. Cox revealed that the expected sponsorship response was not up to par, and so organizers were forced to resort to hold fundraisers for support the event with a view to back-up the potential shortfall. One such fund-raising event was a masquerade event that was slated for the Royal Flush Casino on Saturday, November 17. In the meantime, while the sponsorship remained subpar, public support for the event was growing exponentially, according to Bowen. He said that the increasing wave of support

LIME’s GM Drexwell Seymour speaks at CariCam LIME TCI’s General Manager Drexwell Seymour was invited to speak at CariCam on November 8, 2012 in San Juan Puerto Rico along with others throughout the region in the Telecommunications Industry. Eleven years ago, Informa developed a conference to serve as an open forum for all those concerned and interested in mobile issues in the Caribbean and Central American regions. This event provides attendees an opportunity to share and learn about how to successfully operate a mobile business in the regions. Since its inception, this conference has significantly grown in terms of scope as well as audience size and CariCam’s past editions brought together participants from the private and public sectors covering regulatory, technical, marketing, and product related issues. It has been taking place at a different Caribbean island, year by year and has been known as an important meeting point to discuss telecoms business issues for the Caribbean and Central America. It brings people from all around the world who are interested
in doing business and getting to know better the particularities of the market at this part of the world. LIME TCI’s GM Drexwell Seymour spoke about the different avenues of increasing prepaid revenue. He cited such areas as multichannel distribution; enhanced services; working in partnership with suppliers and vendors; international air time top up; mobile money and data. This was his first speaking engagement at a telecom conference and the presentation was well received. He indicated that he was invited to two previous telecom conferences to speak but declined the offer. Mr. Seymour said, “I decided to accept this offer because it afforded the opportunity to speak about the business and also to share knowledge with others in the industry and to hear what was being offered in the wider industry as well.” In describing the experience, Mr. Seymour said that it was very rewarding. Team LIME TCI congratulates Mr. Seymour on his first time acceptance as a speaker at the CARICAM Telecoms conference.

Rihanna begins her 7-day world tour in Mexico City MEXICO CITY- Seven concerts. Seven cities. Seven days. Rihanna began her "777" tour in Mexico City Wednesday night with an exclusive party for about 2,000 fans. Dressed in black shorts, a small black top and a black boxing robe, Rihanna was welcomed on the stage of the El Plaza Condesa concert hall with
an ovation despite being two hours late. She thanked fans for their patience. "This is incredible! Thank you very much for your patience. You really make me feel loved here," said the 24-year-old singer before opening the concert with "Cockiness (Love It)." The show was a taste of what's to
come in her "Diamonds World Tour" scheduled for the first half of 2013. Rihanna arrived in Mexico City on a Boeing 777, which will take her to Toronto, Stockholm, Paris, Berlin, London and finally New York, where she will complete the grueling tour and present her latest album, "Unapologetic."
She also sang "Fresh Off The Runway" and "Diamonds" from her new album, which features collaborations with Eminem, David Guetta, Future and former boyfriend, Chris Brown. "We've waited a long time to get back here, Mexico City!" said the singer.

O.J. Simpson Ttaxes: Former football star in danger of losing house to foreclosure OJ Simpson may be behind bars right now, but that won't stop the IRS from coming after the former football star for over $300,000 he reportedly owes them. The total is just another huge debt that Simpson owes to the government and to the families of former wife Nicole Brown Simpson and her friend Ronald Goldman. According to reports filed by the State of California Franchise Tax Board, Simpson owes roughly $318,566.06 in unpaid taxes from 12 years ago in addition to the $179,435.07 he owes in taxes from the years of 2007 to 2010. Simpson has been negligent and could face serious consequences should he be unable to start paying the money back. The IRS could place a lien against any assets Simpson may own in order
to collect the back taxes. According to the IRS' website, it "may levy assets such as wages, bank accounts, Social Security benefits, and retirement income. The IRS also may seize any of your property for the purpose of selling the property to satisfy a tax debt." Even though Simpson is in jail, he still has some assets, but they were frozen in 2007 after a lawsuit from Ronald Goldman's family. Simpson received $1 million for the controversial book "If I Did It," in which he speaks about how he would have hypothetically murdered his exwife and Goldman. Simpson was found innocent of the murders in the highly publicized 1995 trial, but a civil court found him responsible for the murders and ordered him to pay $33.5 million to
OJ Simpson
Goldman's family. The Goldman family has insisted that Simpson still tried to keep payment for his book
sales and tried to hide it from his creditors. "He can no longer move assets around. We think that is very significant," the Goldman family's lawyer, Jonathan Polak, told Contactmusic. If it's true that Simpson has money hidden in various accounts, the IRS will likely investigate and empty those accounts in order to get their money back. He still receives income from an NFL pension. Simpson is serving up to 33 years in prison for armed robbery after a 2010 attempt to recover sports memorabilia. He already has one home in foreclosure, which was "no surprise at all," David J. Cook, another Goldman attorney, told the Huffington Post. "It was just a matter of time before he would lose the house."
Hollywood thirsts for young adult films as "Twilight" ends "Twilight" fans bid an emotional farewell this week to Bella, Edward and Jacob in "Breaking Dawn-Part 2," the romantic book and movie franchise that ignited a pop culture infatuation with blood-sucking vampires and werewolves. The tumultuous love triangle between human girl Bella Swan, vampire Edward Cullen and werewolf Jacob Black, that has gripped avid fans known as "Twi-hards" for seven years, comes to a tantalizing end as "Breaking Dawn-Part 2" hits movie theaters around the world. The "Twilight" film franchise, based on a series of novels by Stephenie Meyer, rocketed the three main stars, Kristen Stewart (Bella), Robert Pattinson (Edward) and Taylor Lautner (Jacob), into the spotlight and the first four films have grossed more than $2.5 billion at the worldwide box office. For director Bill Condon, who shot both parts of "Breaking Dawn" together and split into two movies post-production, the fifth and final film was all about the fans - who get a surprise twist to the ending. "The real challenge was to make sure it was a satisfying climax," Condon told reporters. "The film opens with an overture of all the main scenes from all five movies, and at the end, I...brought (it) back to the spirit of the old movies." The movie pays homage to the angst-ridden teenage romance between Bella and Edward that was underscored by the off-screen real-life romance between Stewart, 22, and Pattinson, 26. "Breaking Dawn-Part 2" shifts the action from a love story to a family story, as the Cullen clan recruit their extended vampire family to protect Bella and Edward's daughter Renesmee from an ancient vampire coven. "I think it's very sweet, especially the ending of it, I think it's very close to the book as well. It seems to be that it's really made for the fans," Pattinson told Reuters. While the past four films have stayed true to the books, author Meyer and screenwriter Melissa Rosenberg came up with a plot twist that adds a major scene that may surprise movie-goers. "(The action) is off screen in the novel because we only see what Bella sees, and this was just a way of making visual what some of the other characters might have seen," Meyer told reporters. While the fourth film saw Bella's human life draw to a conclusion when she died giving birth to a human-vampire hybrid baby with new husband Edward, "Breaking Dawn-Part 2," sees Bella as a mother and a newlytransformed vampire. "The Twilight Saga," first published in 2005, kicked off a wave of vampire or supernatural-themes books, films and TV shows including HBO's "True Blood," the CW TV network's "The Vampire Diaries" and Richelle Mead's "Vampire Academy" series of young adult novels. As the sun sets on the franchise Meyer brought to life, the author said that while she didn't rule out the possibility of finding more stories in the vampire-werewolf universe, she had closed the chapter on the Cullens. "I don't know if I'll ever get back to these (stories). Someday I'll write down what was going to happen next. It's sad knowing I don't have another party with the kids again, I really hope I have a chance to at least see my friends again," she told Reuters.

Accuser recants sex claims against Elmo puppeteer: report The man who claimed he had underage sex with the puppeteer behind "Sesame Street" character Elmo recanted his claims on Tuesday, U.S. media reported. The unnamed man, now 23, had claimed that Elmo puppeteer Kevin Clash had a sexual relationship with him when the accuser was 16 years old, potentially engulfing one of the biggest childhood brands in an underage sex scandal. "He wants it to be known that his sexual relationship with Mr. Clash was an adult consensual relationship," the law firm Andreozzi and Associates, who represent the man, told U.S. media outlets in a statement. Clash, 52, who had denied the allegations, said in a statement obtained by Reuters on Tuesday: "I am relieved that this painful allegation has been put to rest. I will not discuss it further." New York-based Sesame Workshop said on Monday that its own inquiry had concluded that the
claims of underage sexual conduct against Clash were unsubstantiated. "We are pleased that this matter has been brought to a close, and we are happy that Kevin can move on from this unfortunate episode," Sesame Workshop said in a statement on Tuesday. Clash, 52, the voice of Elmo for nearly three decades, had acknowledged a past relationship with his accuser but said on Monday the pair were both consenting adults at the time. He termed the allegations "false and defamatory." "I am a gay man. I have never been ashamed of this or tried to hide it," Clash said on Monday, saying he was taking a break from the TV show to deal with the situation. The Elmo character debuted on "Sesame Street" in 1979. While Clash was the third performer to animate the child-like shaggy red monster, Sesame Workshop credits him with turning Elmo into the international sensation he became.

Gambling referendum delayed in e Bahamas The controversial gambling referendum has been postponed until January 28, 2013 and will now ask voters if they support the establishment of a national lottery and if they approve the legalization of web shops, Prime Minister Perry Christie said at a press conference at the Cabinet Office last night. The announcement is a sharp turn from statements Christie made in the House of Assembly just two weeks ago. At that time, he told Parliament that the upcoming vote — initially slated for December 3 — would only deal with the question of regulating web shops based on advice from London-based consultants. Mounting criticisms from those who said the government is rushing the crucial vote, is one reason Christie said he chose to delay the referendum.
It will also give the government time to provide solid legal footing for the referendum. Last week, the Free National Movement charged that the referendum, in its earlier proposed state, was illegal. The prime minister said he will table an amendment to the Constitutional Referendum Act in Parliament today. The legislation, once passed, will give the government the legal framework to hold a referendum that does not alter the constitution. This announcement came a day after former Attorney General Alfred Sears told The Nassau Guardian the government had to amend the Act, or create a new law, to facilitate the referendum or leave the process open to a legal challenge. "I'm a prime minister who listens," said Christie, flanked by his Cabinet members million to $20 million would
be used to fund scholarships, sports and other infrastructure, Bethel said it is the Government's responsibility to fund what needs to be done, but he finds it hypocritical that revenue would be used to fund something like sports that requires discipline when gambling shows the opposite of discipline. "We believe it's a fine sounding argument meant to beguile the public into thinking that all of a sudden education is going to have this wash of money, sports is going to have this wash of money," he said. "We know how governments go. They want to fund their own pet projects regardless of whether its FNM, PLP or DNA should they ever get in." President of The Bahamas Christian Council Ranford Patterson reasoned that despite the millions the Government anticipates it would earn
Jamaica to abolish outdated flogging law Jamaica is preparing to abolish a slavery-era law allowing flogging and whipping as means of punishing prisoners, the Caribbean country's justice ministry said Thursday. The ministry said the punishment hasn't been ordered by a court since 2004 but the statutes remain in the island's penal code. It was administered with strokes from a tamarind-tree switch or a cat o'nine tails, a whip made of nine, knotted cords. Justice Minister Mark Golding says the "degrading" punishment is an anachronism which violates Jamaica's international obligations and is preventing Prime Minister Portia Simpson Miller's government from ratifying the U.N. convention against torture. "The time has come to regularize this situation by getting these colonial-era laws off our books once and for all," Golding said in a Thursday statement. The Cabinet has already approved repealing the flogging law and amendments to other laws in the former British colony, where plantation slavery was particularly brutal. The announcement was welcomed by human rights activists who view the flogging law as a barbaric throwback in a nation populated mostly by the descendants of slaves. "We don't really see that (the flogging law) has any part in the approach of dealing with crime in a modern democracy," said group spokeswoman Susan Goffe. But there are no shortage of crime-weary Jamaicans who feel that authorities should not drop the old statutes but instead enforce them, arguing that thieves who steal livestock or violent criminals who harm innocent people should receive a whipping to teach them a lesson. "The worst criminals need strong punishing or else they'll do crimes over and over," said Chris Drummond, a Kingston man with three school-age children. "Getting locked up is not always enough." The last to suffer the punishment in Jamaica was Errol Pryce, who was sentenced to four years in prison and six lashes in 1994 for stabbing his mother-inlaw. Pryce was flogged the day before being released from prison in 1997 and later complained to the U.N. Human Rights Committee, which ruled in 2004 that the form of corporal punishment was cruel, inhuman and degrading and violated his rights. Jamaican courts then stopped ordering whipping or flogging.
in tax revenue, it would ultimately be a "drop in the bucket" compared to what would be needed to police the industry. Patterson said he would be in favor of a $5 tax to raise money instead of legalizing gambling in web shops, noting that there are more pressing issues in the country than gambling that need to be dealt with. "I believe that the Government can raise $20 million in a month instead of waiting for a year if we want to raise taxes. We can put a dollar on every person that comes to The Bahamas, that's $5 million a year and we think of other things that we can do to raise taxes if we need this $15 million that badly. We don't have to put the Bahamian people through this," Patterson said. He noted people would see the negative impact gambling has on the country if the majority of the public votes yes in the referendum and legislation to legalize it is passed, adding that persons who choose not to vote are essentially voting yes. "We need everyone to go to the poll and to say no. Let's save our Bahamas," he said.
American Airlines to increase flights into Grenada ST GEORGE’S, Grenada -- American Airlines will reintroduce a fourth flight into Grenada as of November 21, 2012. In September this year, American Airlines, in collaboration with the government of Grenada, announced a reduction of its schedule, due to a decrease in demand for seats. Minister for Tourism, Sen. George Vincent, in welcoming the announcement, praised the efforts of the Airlift Committee, the Ministry and Board of Tourism and the airline for facilitating the increase. “American Airlines is really keen on the load factors at this time of the year and we can only attribute this to hard work in marketing the country and the efforts of the Grenada Airlift Committee,” said Vincent. Industry officials say the airline has indicated its interest in increasing the number of flights by five in the spring of 2013 if market conditions remain favourable. American Airlines, as of November 21 , will operate four inbound flights into Grenada on Sunday, Tuesday, Wednesday and Friday and outbound flights on Monday, Wednesday, Thursday and Saturday.

CARICOM disappointed as Britain refuses to budge on APD tax CASTRIES, St. Lucia – Caribbean Community (CARICOM) Chairman, Dr. Kenny Anthony has expressed disappointment that the United Kingdom has “opted to retain its discriminatory approach” in dealing with the controversial Air Passenger Duty (APD). Anthony, who is also the St. Lucia prime minister, had written to the British Chancellor of the Exchequer George Osborne on the "deleterious effect" the controversial United Kingdom Air Passenger Duty (APD) tax is continuing to have on Caribbean economies. The APD, instituted in 1994, is a British environmental tax aimed at offsetting aviation's carbon footprint. In its initial stage, it was set at £5 (US$7.85) per person. Regional governments have been lobbying London to remove the tax, which they said negatively affect the growth of the tourism industry since the Caribbean has been placed in a band that makes travel to the region much more expensive than travelling from London to the United States. Anthony said that he had received a response from the British government official which he described as “interesting in one respect. “The Chancellor more or less confirms that the APD was introduced primarily to raise revenue to tackle the deficit in the United Kingdom,” Anthony said. "In your letter you recognize the fiscal challenge that the UK faces and so I hope you will understand that the Government remains focused on tackling the deficit in order to protect the UK economy from global instability and secure sustainable long-term growth. Air passenger duty makes a vital contribution to the public finances and it is important that revenues from the duty are maintained,’ Osborne wrote. Anthony said it is interesting “that the United Kingdom opted to retain its discriminatory approach in the implementation of the APD. “In my letter, I drew to the attention of the Chancellor that it was unfair and unjustifiable for travellers from the
United Kingdom to the United States to pay a lower duty than travellers from the UK to the Caribbean, when, for all practical purposes, the United States and the Caribbean are in the same geographical zone”. But Osborne replied “you refer to revenue neutral solutions for changing the structure of the APD in your letter. As you will be aware, changes to the banding structure were considered in detail within the consultation. “In weighing up the case for reform, the Government recognized that no banding structure would be entirely free of anomalies and that a revenue neutral move to a two or three band system could not be achieved without a rise for passengers flying to band A and B, some 90% of total passengers.”
The Chancellor agreed that the “links between the UK and St. Lucia are important for both countries, especially given the large Caribbean Diaspora in the UK, for whom air travel is an essential means to visit friends and family.” He indicated that the UK Government “cannot carry out another extensive consultation on APD but will continue to monitor the situation.” The CARICOM chairman said “given the Chancellor’s response, it is now for CARICOM countries to consider their options and to take the issue to another level.” The World Travel and Tourism Council (WTTC) said that new research shows that removing the APD would result in an additional 91,000 British
jobs being created and £4.2 billion (US$6.5 billion) added to the economy within a year. Earlier this year, a number of leading international airlines, including British Airways, EasyJet, Ryanair and Virgin Atlantic urged Osborne to suspend the planned APD pending the outcome of an independent study of the economic effects of such a tax rise. The airlines said that the eight per cent increase introduced in April would reduce passenger numbers and hinder the UK's economic recovery. They said that as a result of the increase, a family of four flying from the UK to the Caribbean would have to pay close to £400 (US$625.08) in taxes. In 2005 such a family would have paid a total of £80 (US$125.06) in taxes.
Sandals investing US$100 million in new Grenada resort ST GEORGE’S, Grenada – The Jamaica hotel chain Sandals is benefiting from a healthy tax holiday following its purchase of the 100-room LaSource Resort, a Grenada family-owned business that ceased operations on October 15. While the purchase price for the resort has not been disclosed, official sources have said that the deal will bring an injection of US$100 million into the local economy and the hiring of up to 425 workers. Sandals Resorts was established in 1981 by Jamaican businessman, Gordon “Butch’’ Stewart. The formal takeover of LaSource was announced at a ceremony in St. George’s attended by Stewart and other executives of Sandals Resort International. Speaking at the ceremony, Finance Minister Nazim Burke disclosed that the Grenada government agreed to waive the company’s payment of corporate taxes for 25 years, place a cap on Sandals’ property taxes for 25 years, waive all import duties for 25 years and waive the value added tax for 15 years on consumer goods. Burke stressed that none of these incentives were new and that other corporations entering Grenada have benefitted in similar ways. “In taking these steps, we recognize that we were doing something that was special but we felt we had to do it. We did it because we recognize the enormous benefit that the presence of Sandals can have, and will have, for Grenada,’’ said Burke. Prime Minister Thomas said the arrival of Sandals in Grenada was a “strategic addition to the hotel sector and a potential game-changer for our tourism industry. For these
reasons we have facilitated their investment with a package of incentives.’’ Thomas noted the possibility of Sandals LaSource attracting additional visitors to Grenada; in helping with the marketing of the country; and in assisting stakeholders in tourism-related sectors. “We want to encourage Sandals to purchase as much of its supplies as possible from local suppliers, especially the farming community, and in this way maximize the macro-economic impact of its presence in Grenada,’’ he said. While government officials had earlier announced that LaSource would have reopened under the Sandals brand on December 15, Sandals Resort Chief Executive Officer, Adam Stewart, told the those gathered at the ceremony that the opening would take at least two months longer, as work proceeded on phase one of renovation to LaSource. He said 100 workers would be hired for the renovation, and about US$30 million will be invested, in phase one of the project. Sandals also promises to begin screening for the rehiring of the 225 employees who were retrenched with the closure of LaSource. Phase two, which is estimated to cost US$25 million, will see an additional 65 rooms added to the resort by December 2013, and an opportunity for 225 construction jobs. On completion of the third and final project phase, Sandals LaSource Grenada is expected to have a 265-room resort and a staff of 425.

Stanford accountants helped hide Ponzi scheme, say state US prosecutors HOUSTON, Texas – United States federal prosecutors have argued that two former accounting executives should be convicted of helping Allen Stanford – the failed Texas financier, conceal the theft of billions of dollars from investors at his offshore bank in Antigua & Barbuda. The prosecutors have asked jurors to reject claims by ex-Chief Accounting Officer Gilbert Lopez, 70, and former Global Controller Mark Kuhrt, 40, that they were duped by Stanford and his finance chief into creating false financial statements. Investors say they relied on those statements to buy US$7 billion of fraudulent certificates of deposit at Stanford’s Antigua-based Stanford International Bank (SIB) in what prosecutors described as a Ponzi scheme. “Gil Lopez and Mark Kuhrt were faced with the same choice over and over again, to either help Allen Stanford lie to his customers and misuse their money or say ‘I don’t want to be part of it,’” said US prosecutor Jeffrey Goldberg in closing arguments on Wednesday. Goldbery charged that the men chose to “keep it secret and actively

work to keep others from finding out about it.” Lopez and Kuhrt, who went on trial on October 17, are the last two Stanford executives to be criminally tried for their roles in the Ponzi scheme built on bogus certificates of deposit. Prosecutors charged that early investors were paid above-market returns with funds taken from later investors, and the accountants helped cover up the Stanford bank’s insolvency for years before US
securities regulators seized the operation in early 2009 on suspicion of fraud. Stanford, 62, was convicted in March of masterminding the fraud scheme and is serving a 110-year sentence at a federal prison in Florida. He is appealing the verdict and his sentence Federal prosecutors told jurors that Lopez and Kuhrt meticulously tracked about US$2 billion that Stanford “sucked out” of the bank to fund risky private ventures including Caribbean airlines, resort developments and international cricket tournaments. They charged that the accountants didn’t disclose these loans or additional funds that Stanford took to underwrite a lavish personal lifestyle of private jets, yachts and waterfront mansions. Prosecutors charged that Stanford told investors that their money was invested in conservative liquid assets
and overseen by international money managers. They also said that Stanford and his top deputy, finance chief James M. Davis, secretly controlled more than 80 percent of the bank’s investments, most of which was loaned to Stanford or used to underwrite his other businesses. “There’s no doubt whatsoever there was a massive fraud going on, but it was a Stanford and Davis fraud, not a Lopez and Kuhrt fraud,” Richard Kuniansky, Kuhrt’s lawyer, told jurors. He charged that Stanford and Davis “withheld everything that was obviously criminal from their so-called partner in crime,” he said. Jack Zimmermann, Lopez’s lawyer, also said that Lopez and Kuhrt were not in the loop. If convicted of all charges, Lopez and Kuhrt face more than 20 years in jail.

I ‘screwed up terribly’: David Petraeus breaks silence on sex scandal for first time since his resignation Former CIA director David Petraeus broke his silence Thursday nearly a week after his abrupt resignation turned the U.S. security scene upside down last Friday. Petraeus told HLN reporter Kyra Phillips that he had not spoken with Paula Broadwell, his former mistress, since the scandal came to light. He said he’d “screwed up terribly,” Phillips told HLN, and that he was “fortunate to have a wife who is far better than he deserves.” “He knows he made a big mistake — he does want to move forward making things work with his family. He doesn’t want to throw 37 years out the window with his wife.” Phillips also noted that Petraeus had not spoken with his former mistress since the scandal came to light. Meanwhile, in Washington, top national security officials trudged to Capitol Hill to grapple with fallout from the sex scandal as Defense Secretary Leon Panetta asked service chiefs to review ethics training for military officers. He said he was unaware of any other top brass who could turn out to be ensnared in the debacle. Legislators went forward with a hearing on the nomination of Gen. Joseph Dunford to replace Allen in Afghanistan. But with Allen’s own future uncertain, they put off consideration of his promotion to U.S. European Command chief and NATO supreme allied commander. Allen had initially been scheduled to testify. Panetta, speaking at a news conference in Bangkok, gave new words of support to Allen, voicing “tremendous confidence” in the general.
General David Petraeus shakes hands with Paula Broadwell in this 2011 photograph.
Citing a string of ethical lapses by senior military officers, however, Panetta asked the Joint Chiefs of Staff to review ethics training and look for ways to help officers stay out of trouble. Sen. John McCain, R-Ariz., opened Dunford’s hearing with kind words for Allen, saying, “I continue to believe that General Allen is one of our best military leaders. And I continue to have confidence in his ability to lead the war in Afghanistan.” Leading administration officials, meanwhile, met privately with lawmakers for a third straight day to explain how the Petraeus investigation was handled and explore its national security implications. Among those appearing before the House Intelligence Committee: Director of National Intelligence James Clapper and Acting CIA Director Michael Morell. Petraeus, the much-honored retired
general, resigned his CIA post Friday after acknowledging an extramarital affair with his biographer, Paula Broadwell. The FBI began investigating the matter last summer but didn’t notify the White House of Congress until after the election. The CIA on Thursday opened an “exploratory” investigation into Petraeus’ conduct. The inquiry “doesn’t presuppose any particular outcome,” said CIA spokesman Preston Golson. At the same time, Army officials say that, at this point, there is no appetite for recalling Petraeus to active duty to pursue any adultery charges against him. In the course of investigating the Petraeus situation, the FBI uncovered suggestive emails between Allen and Florida socialite Jill Kelley, both of them married. President Barack Obama then put Allen’s promotion
nomination on hold. Petraeus, in his first media interview since he resigned, told CNN that he had never given classified information to Broadwell. He also said his resignation had nothing to do with his upcoming testimony to Congress about the attack on the U.S. Consulate and CIA base in Benghazi, Libya, that caused the death of four Americans. He told the network he wanted to testify about the Libya matter. And he’ll have that opportunity on Friday, when he appears before the House Intelligence Committee. Committee officials planned to limit the subject of that hearing to Libya, ruling out questioning about the affair with Broadwell and any potential national security implications. Both Petraeus and Broadwell have said she didn’t get any classified documents from him. But the FBI has found a substantial number of classified documents on her computer and in her home, according to a law enforcement official. That official spoke only on condition of anonymity because the official was not authorized to speak publicly about the case. Broadwell, a former Army intelligence officer, has told agents that she took classified documents out of secure government buildings. The Army has now suspended her security clearance. Asked why the Justice Department did not inform the president and Congress regarding the investigation involving Petraeus, Attorney General Eric Holder said Thursday, “As we went through the investigation and looked at the facts and tried to examine them as they developed, we felt very secure in the knowledge that a national security threat did not exist.”
ousands protest in Egypt against Gaza attacks Thousands gathered in Egyptian cities on Friday to protest against Israeli air strikes on the Gaza Strip as Egypt's president vowed to support the enclave's people in the face of "blatant aggression". Western governments are watching Egypt's response to the attacks for signs of a more assertive stance towards Israel since an Islamist came to power in the Arab world's most populous nation. President Mohamed Mursi is mindful of antiIsraeli sentiment among Egyptians emboldened by last year's Arab Spring uprising but needs to show Western allies his new government is no threat to Middle East peace. His Prime Minister Hisham Kandil visited Gaza on Friday in a demonstration of solidarity after two days of strikes by Israeli warplanes targeting Gaza militants. Medics say 22 Palestinians have died in the offensive. Three Israelis were killed by a rocket fired from
Gaza on Thursday. "We see what is happening in Gaza as blatant aggression against humanity," Mursi said in comments carried by Egypt's state news agency. "I warn and repeat my warning to the aggressors that they will never rule over the people of Gaza." "I tell them in the name of all the Egyptian people that Egypt today is not the Egypt of yesterday, and Arabs today are not the Arabs of yesterday," he said. Mursi's toppled predecessor Hosni Mubarak was a staunch U.S. ally who upheld a cold but stable peace with Israel. The new president has vowed to respect a threedecade peace treaty with the Jewish state but ties have been strained by protests that forced the evacuation of Israel's ambassador to Cairo last year and cross-border attacks by Islamist militants. More than 1,000 people gathered near Cairo's al-
Azhar mosque after Friday prayers, many waving Egyptian and Palestinian flags. "Gaza Gaza, symbol of pride", they chanted, and "generation after generation, we declare our enmity towards you, Israel." "I cannot as an Egyptian, an Arab and a Muslim just sit back and watch the massacres in Gaza," said protester Abdel Aziz Nagy, 25, a member of the Muslim Brotherhood. Protesters were marching from other areas of Cairo towards Tahrir Square, the main rallying point for last year's uprising. In Alexandria, around 2,000 protesters gathered in front of a mosque, some holding posters demanding Egypt's border crossing to Gaza be opened to allow aid into the impoverished enclave. Hundreds also gathered in the Egyptian cities of Ismailia, Suez and al-Arish to denounce Israel's attacks.

Egypt in Gaza truce bid as rocket jolts Tel Aviv GAZA- Egypt tried to open a tiny window to emergency peace diplomacy in Gaza on Friday, but hopes for even a brief ceasefire while its prime minister was inside the bombarded enclave to talk to leaders of the Islamist Hamas movement were immediately dashed. Prime Minister Hisham Kandil visited the Gaza Strip officially to show solidarity with the Palestinian people after two days of relentless attacks by Israeli warplanes determined to end militant rocket fire at Israel. A Palestinian official close to Egypt's mediators told Reuters Kandil's visit "was the beginning of a process to explore the possibility of reaching a truce. It is early to speak of any details or of how things will evolve". Israel undertook to cease fire during the visit if Hamas did too. But it said rockets fired from Gaza hit several sites in southern Israel as he was in the enclave and has begun drafting 16,000 reserve troops, a possible precursor to invasion. Tanks and self-propelled guns were seen near the border area of Friday and sirens sounded again over Tel Aviv, after witnesses in Gaza saw a long-range rocket launched. Israeli police said it landed in the sea off Israel's commercial centre. A Hamas source said the Israeli air force launched an attack on the house of Hamas's commander for southern Gaza which resulted in the death of two civilians, one a child. Israel's military strongly denied carrying out any attack from the time Kandil entered Gaza, and accused Hamas of violating the three-hour deal. "Even though about 50 rockets have fallen in Israel over the past two hours, we chose not to attack in Gaza due to the visit of the Egyptian prime minister. Hamas is lying and reporting otherwise," the army said in a Twitter message. Kandil said: "Egypt will spare no effort ... to stop the aggression and to achieve a truce." At a Gaza hospital he held the bloodied body of a child. He left the Gaza Strip after meeting with Hamas
leader Ismail Haniyeh, the enclave's prime minister. Palestinian medics said two people were killed in the disputed explosion at the house, one of them a child. It raised the Palestinian death toll since Wednesday to 22. Three Israelis were killed by a rocket on Thursday. The Palestinian dead include eight militants and 14 civilians, among them seven children and a pregnant woman. A Hamas rocket killed three Israeli civilians in a town north of Gaza, men and women in their 30s, hitting their apartment. Air raid sirens wailed over Tel Aviv on Thursday evening, sending
residents rushing for shelter, and two long-range rockets exploded just south of the metropolis. The location of the impacts was not disclosed. They exploded harmlessly, police said. But they shook the 40 percent of Israelis who, until now, lived in safety beyond range of the southern rocket zone. "Even Prime Minister (Benjamin) Netanyahu was rushed into a reinforced room," said cabinet minister Gilad Eldan. "If Hamas says it understands the message and commits to a long ceasefire, via the Egyptians or anyone else, this is what we want. We want

quiet in the south and a stronger deterrence," Israeli vice prime minister Moshe Yaalon said. "The Egyptians have been a pipeline for passing messages. Hamas always turns (to them) to request a ceasefire. We are in contact with the Egyptian defense ministry. And it could be a channel in which a ceasefire is reached," he told Israeli radio. Tunisia's foreign minister was due to visit Gaza on Saturday "to provide all political support for Gaza" the spokesman for the Tunisian president, Moncef Marzouki, said in a statement. Hamas refuses to recognize Israel's right to exist. By contrast, Abbas, who rules in the nearby West Bank, does recognize Israel, but peace talks between the two sides have been frozen since 2010. Abbas's supporters say they will push ahead with their plan to become an "observer state" rather than a mere "entity" at the United Nations later this month.
Midland, Texas train crash: 4 dead as train hits truck carrying veterans at parade Four people died and 17 others were injured when a freight train plowed into a parade float carrying wounded veterans at a crossing in Midland, Texas, turning a honorary event into a scene of destruction. The float was one of two flatbed tractor-trailers carrying wounded veterans and their families to an honorary banquet during Show of Support's Hunt for Heroes parade Thursday afternoon when a Union Pacific train approached after 4:30 p.m. local time just as the parade was crossing the tracks, according to officials and witnesses. Two people died at the scene and two others died at Midland Memorial Hospital, Midland Police Chief Price Robinson said. Seventeen people in all were transported to the hospital and 10 were treated and released. Four people were in stable condition and one is in critical condition as of this morning. Joshua Michael, 34, was killed in the crash but was able to save his wife, his mother-in-law told the Amarillo Globe-News. "He pushed his wife off the float — my daughter," Mary Hefley told the newspaper. "He was that kind of guy. He always had a smile on his face. He would do for others before he would do for himself." Hefley said Michael retired from the Army due to health reasons. About two dozen veterans and their spouses had been sitting in chairs on the back of a flatbed tractortrailer decorated with American flags and signs identifying each veteran. The first truck crossed the tracks in time, but the second did not, according to Hamid Vatankhah, a
witness who owns a used car lot near the scene of the crash. Soldier Surprises Children at East Carolina Pirates Football Game: Caught on Tape Watch Video Sirens from the police cars in the parade may have drowned out the sound of the approaching train, Vatankhah said. The impact, witnesses say, was deafening as the train plowed through the parade float crossing the tracks in an industrial part of Midland. "Some people were able to jump, and some that were sitting in wheelchairs on top couldn't do nothing about it," Vatankhah added. Patricia Howle was sitting traffic with her daughter watching the parade go by when she heard the train honking its horn. "It was horrible. It was nothing that I'd ever want to see again," Howle said with tears in her eyes. The police have not yet identified any of the deceased until they notify family members. The Texas Department of Transportation told ABC News that the state has actually seen vehicle and trainrelated fatalities decline 68 percent the last 10 years. The department said they are investigating the history of the crossing where the accident occurred Thursday. Investigators will be able to determine the speed of the train, as well as whether the train's horn was sounded prior to the accident, when they examine the train's black box. "It's obviously a real sad day for Midland, Texas. This may be one of the most tragic events we've had in our town," Mayor Wes Perry said.
Eurozone slips back into recession The Eurozone is back in a recession, its first in three years, as gross domestic product for the debt-plagued 17-nation bloc contracted 0.1% in the third quarter from the earlier quarter. Two consecutive quarterly slips make a recession — in the second quarter, the currency collective tightened 0.2%, according to the official European Union statistics agency Eurostat. Compared with the third quarter last year, the Eurozone's GDP was down 0.6%. It's one more piece of bad economic news for the Eurozone. Eurostat said last month that unemployment in the bloc was at a record high of 11.6%. Protests and strikes rippled across Europe
on Wednesday. Growth in core countries such as Germany and France couldn't counteract the plunges in longstruggling, austerity-bound nations such as Spain and Italy. Portugal took an especially nasty 0.8% dive. Even countries that had been expanding took a dive, with the Netherlands experiencing a 1.1% squeeze and Austria contracting 0.1%. Germany's growth slowed to 0.2% in the third quarter from 0.3% in the second. France, however, reversed a string of flat or down quarters with a 0.2% expansion. The wider, 27-member European Union escaped recession, its GDP advancing 0.1% in the third quarter
after tightening 0.2% in the second. In Britain, fresh off the Summer Olympics, the economy boomed 1% after a 0.4% drop. A separate Eurostat report Thursday showed annual inflation in the euro-currency area down to 2.5% in October, from 2.6% the previous month. In a speech Thursday, European Central Bank President Mario Draghi urged governments to avoid tax hikes in favor of spending cuts as a strategy for fiscal consolidation. He also stressed the need for "calm pragmatism" going forward. "It is essential that all parties involved in Europe's large and complex path of reforms stick to their commitments," Draghi said.

Waffle House Chairman sex tapes impounded by court A Georgia judge has seized sexual recordings of the Waffle House chairman accused of demanding sex from his former housekeeper. Joe Rogers Jr.'s former housekeeper in Georgia has accused him of demanding that she perform sex acts on him as part of her duties over an eightyear period. Rogers has admitted to an affair with the woman, but denies assault claims and says he is a victim of blackmail. "I'm willing to stand here and be the victim of my own stupidity, but I don't want to be the victim of these crimes," Rogers told ABC News' Atlanta affiliate WSB-TV outside of court on Wednesday. "I'm disappointed in a lot of people. I've let a lot of folks down." Rogers and attorneys for both parties made their first court appearance Wednesday. The Cobb County Superior Court judge ordered that an unknown number of DVDs be impounded because he said they were recorded by the housekeeper without Rogers' knowledge and could be damaging to him if they were leaked. Rogers' wife was in court to support her husband and though the two walked
out of the courthouse hand-in-hand, some cracks showed below the surface. "They're standing by me, though I did some stupid things," Rogers said of his family. "I was a dumb***." He trailed off, wondering if the curse word could be used on television when his wife interjected, "I second that, though." One of the woman's attorneys rebuffed Rogers blackmail claims. "Joe went back and forth. It's not extortion. It's a tort case," attorney Haylton Dupree told WSB-TV. The woman, who ABC News is not identifying due to the sexual harassment allegations, filed an incident report with the Atlanta Police Department that detailed the alleged abuse. She accused Rogers of forcing her to perform "various sexual acts on him as a condition of her employment," according to the police report filed Sept. 28, 2012. Rogers said in a statement that over a nearly eight-year period in which he was "separated, single and re-married," he had a "series of infrequent consensual encounters" with the woman. "That was wrong of me and I am very sorry for the pain and
Joe Rogers Jr.'
embarrassment I've caused my wife and family," he said. "There is no excuse for what I have done." Rogers said that the housekeeper worked for him from 2003 until 2008 when she was let go. He said that she re-applied for her job and was re-hired as his house manager in late 2009,
working in that position until she resigned in June 2012. "On July 16, 2012, I received a letter from her attorney containing false allegations and strong threats," Rogers said. "According to her attorneys, she now wants millions of dollars from me." Rogers claimed that he shared a "threatening blackmail letter" with his wife and hired attorneys to investigate. He said he initiated court proceedings in September 2012 and that the housekeeper and her attorneys responded with false allegations and a false police report. "As personally embarrassing as this situation is for me, I am committed to the legal and law enforcement process to expose the motives of my former housekeeper and her attorneys," he wrote. The police report chronicled years of allegedly unwanted sexual contact in graphic details. "As part of and as a condition of [victim's] employment, and against [victim's] will, Rogers willfully, repeatedly and with specific intent to harm and oppress [victim] required [victim] to perform sexual services," the police report said.
Obama visits New York, pledges continued attention to storm recovery NEW YORK — President Obama traveled to Queens and Staten Island on Thursday to hug survivors of Hurricane Sandy, meet with local officials and take a helicopter tour of some of the worst damage wrought by the storm. He promised he would continue to return to the region until recovery is complete. Escaping the partisan posturing in Washington over how to avoid the “fiscal cliff,” Obama spent the day talking to New York officials and storm victims about the flow of federal disaster aid and the continuing struggle to restore power. He also met privately with Damien and Glenda Moore of Staten Island. The Moores’ two small children, Brandon and Connor, died after being swept away in the storm. Speaking to residents and first responders in the devastated New Dorp neighborhood of Staten Island, the president assigned his housing secretary, Shaun Donovan, to lead the administration’s efforts in the recovery from Sandy. The powerful storm flooded lower Manhattan, killed more than 80 people and devastated waterfront communities in several states when it came ashore near Atlantic City on Oct. 29. “There’s still a lot of cleanup to do,” Obama said as he stood in front of a destroyed home on Cedar

Grove Avenue in Staten Island. “People still need emergency help. They still need heat. They still need power; they still need shelter; kids are still trying to figure out where they’re going to school.” Obama traveled to the region with Sens. Charles E. Schumer and Kirsten Gillibrand, both New York Democrats. They were joined in New York by Gov. Andrew M. Cuomo, Mayor Michael Bloomberg and two of Obama’s cabinet secretaries, Donovan and Homeland Security Secretary Janet Napolitano. The president began the trip with an aerial tour of some of the
most hard-hit parts of New York City, passing over the Queens neighborhoods of Breezy Point, where 110 houses burned and many others were destroyed by floodwater, and Far Rockaway, which was inundated by a devastating storm surge. He then touched down in Staten Island, where a city of white tents — surrounded by neighborhoods still without power — serves as one of six disaster recovery areas in the region. The president spoke with and hugged survivors of the storm and met with federal disaster workers and local officials. He
visited a tent stacked with cans of soup, granola bars, cleaning products and other goods to be distributed to survivors. He then walked along Cedar Grove Avenue, where collapsed houses, yards filled with debris and a boarded-up church revealed the extent of Sandy’s devastation. “We’ve got some work to do, and I want you to know I’m here to do it,” Obama said to a crowd outside the brick church. Cuomo has requested $30 billion in federal aid to rebuild devastated parts of his state. White House press secretary Jay Carney told reporters aboard Air Force One en route to New York that the administration has committed more than $1.5 billion to support response and recovery efforts, including $600 million already approved in direct assistance to hundreds of thousands of people affected by Sandy. About 18,000 customers in New York still lacked power as of Tuesday. Shoreline communities face the bulk of the outages. It was the president’s first trip to the New York area since he won reelection last week. The storm, which hit the week before the election, has been called an “October surprise” that gave Obama the opportunity to appear in command in the days leading up to his defeat of Republican challenger Mitt Romney.

BP agrees to $4.5 billion Gulf spill settlement; 3 former employees charged The Justice Department announced manslaughter charges Thursday against two BP officials involved in the 2010 Gulf of Mexico oil spill, in which negligence by well site managers on the Deepwater Horizon drilling ship allegedly led to the country's biggest environmental disaster. A third BP official has been charged for allegedly making false statements to Congress by providing inaccurate information to investigators about the rate at which oil was flowing from the well. The criminal charges were announced along with a $4.5 billion settlement, with BP agreeing to plead guilty to 14 criminal charges and admitting responsibility for the deaths of 11 workers aboard Deepwater Horizon. The company has agreed to plead guilty to 11 counts of seaman's manslaughter, Clean Water and Migratory Bird Act violations and obstruction of Congress. "Perhaps the greatest tragedy is that the deaths of the 11 men onboard the Deepwater Horizon could have
been avoided," Assistant Attorney General Lanny Breuer said at a news conference in New Orleans. "The explosion of the rig was a disaster that resulted from BP's culture of privileging profit over prudence; and we allege that BP's most senior decision makers onboard the Deepwater Horizon negligently caused the explosion." Under the settlement, BP has also agreed to a $525 million fine to resolve charges with the Securities and Exchange Commission for misleading investors about the rate of oil flow from the well. Robert Kaluza and Donald Vidrine, BP's well site leaders, were charged in the indictment with 11 counts of seaman's manslaughter and Clean Water Act violations. The charges alleged the "company men" on board Transocean's Deepwater Horizon rig failed to heed abnormal pressure readings in the well as final preparations were made for extracting the oil and gas. "Kaluza and Vidrine were aware

of continued, abnormal, high pressure on the drill pipe," the indictment alleged. "Despite these ongoing, glaring indications on the drill pipe that the well was not secure, defendants Kaluza and Vidrine again failed to phone engineers on shore to alert them to the problem, and failed to investigate any further. Instead defendants Kaluza and Vidrine deemed the negative testing a success." Kaluza's attorneys, Shaun Clarke and David Gerger, decried the charges. "After nearly three years and tens of millions of dollars in investigation, the government needs a scapegoat," the lawyers said in a prepared statement. "Bob was not an executive or high-level BP official. He was a dedicated rig worker who mourns his fallen co-workers every day." for asserting that BP's spill estimates were about 5,000 barrels of oil per day, while he allegedly knew that other BP estimates showed oil flows of up to 92,000 barrels of oil per day being spilled. The charge concerned briefing and materials and a letter that was sent to Congress. "The company lied and withheld documents, in order to make it seem as though less damage was being done to the environment than was actually occurring," Breuer said."Rainey allegedly cherry-picked pages from documents, withheld other documents altogether and lied to Congress and others in order to make the spill appear less catastrophic than it was. Rainey's lawyers, Reid H. Weingarten and Brian M. Heberlig, said he did "absolutely nothing wrong." "We are profoundly disappointed that the Department of Justice is attempting to turn a tragic accident and its tumultuous aftermath into criminal activity," they said in a prepared statement. BUSINESS & TEchNology
Dell profits falls 47 percent Dell Inc's third-quarter profit slid 47 percent, hurt by lower PC sales, weaker demand from large corporations and the shift to mobile computing. Dell's consumer PC business is struggling as more and more consumers are using smartphones and tablets to do basic computing, and the company's corporate customers continue to defer spending due to the uncertain state of the economy. The No. 3 personal computer maker warned that it "sees the challenging global macroeconomic environment continuing in the fourth quarter." The company, once the world's top PC maker and a pioneer in computer supply chain management, is
struggling to defend its market share against Asian rivals like Lenovo. It is trying to bolster growth by focusing on products and services to corporations. The company said it expects revenue to grow as much as 5 percent in the current quarter. "Our outlook for the quarter would be generally consistent with what we typically see in terms of a seasonal pickup," it said. Dell said revenue in its fiscal third quarter fell 11 percent to $13.7 billion, slightly lower than the average analyst estimate of $13.89 billion according to Thomson Reuters I/B/E/S. It posted net income of $475 million or 27 cents a share in the quarter, compared with $893 million or 49 cents a year earlier. Excluding
certain items, it earned 39 cents a share, compared to an average forecast for 40 cents. Chief Financial Officer Brian Gladden said in an interview that corporate customers continue to defer technology spending. "It's not clear what's going to cause them to increase their spending in the short term, given the uncertainty in the economy," he said. Dell's enterprise solutions revenue rose 3 percent to $4.8 billion, while server and networking revenue climbed 11 percent. In contrast, consumer revenue plummeted 23 percent to $2.5 billion, underscoring the plight of the broader PC market, and sales to large corporation declined 8 percent to $4.2 billion in the quarter.
Dell's "challenges are frankly the same as before - namely the tough macroeconomic environment and cannibalization from mobile devices using mobile operating systems from Apple and Google," Shaw Wu, analyst with Sterne Agee, said. The consumer market is improving with the launch of the Windows 8 software from Microsoft, which has been designed with touchscreen devices and Internetbased computing in mind, Gladden said. But sales of devices featuring the Windows 8 software have yet to ramp up while Microsoft is already in the market with its new Surface tablet computer, which may hurt PC sales.
Bernanke says cautious banks slow recovery US banks are slowing down the recovery by refusing to lend to creditworthy mortgage borrowers, said Ben Bernanke on Thursday. It is the first time the US Federal Reserve chairman has said banks are choosing not to lend, instead of blaming slow recovery in mortgages on factors beyond their control such as lack of demand for houses. Although Mr Bernanke did not propose any change of policy towards the banks, the Fed is their primary regulator, so they are likely to pay close attention. In a speech in Atlanta, Georgia, the Fed chairman said some tightening of lending standards made sense after the financial crisis. But he said: “It seems likely at this point that the pendulum has swung too far the other way, and that overly tight lending standards may now be
preventing creditworthy borrowers from buying homes, thereby slowing the revival in housing and impeding the economic recovery.” He noted surveys by the Fed showed banks started tightening their standards in 2007 and had not eased them since. Borrowers with modest credit scores, who traditionally could get mortgages, struggle to find them at any price. He said they had a range of concerns, including worries about the economy, and the warranties government agencies Fannie Mae and Freddie Mac required to purchase mortgages. Mr Bernanke said the Fed was trying to address fears about the economy through its quantitative easing programme. But he said that the weakness of mortgage lending did not reflect unhealthy banks. “Importantly, however, restrictive mortgage lending conditions do not
seem to be linked to any insufficiency of bank capital or to a general unwillingness to lend.” He acknowledged the recent turn in the housing market, saying that “for the first time in a number of years, the housing sector is improving, adding to growth and jobs”. The Case-Shiller house price index turned positive on an annual basis in the second quarter of 2012 and there has been a pick-up in sales and housing starts. Analysts at Bank of America Merrill Lynch on Thursday raised their estimates of house price growth from 2 per cent in each of 2012 and 2013, to 5 per cent this year and 3 per cent next. But Mr Bernanke did not forecast a rapid acceleration in the sector. “The housing revival still faces significant obstacles and the benefits of that revival remain quite uneven,” he said.
Postal Service reports loss of $15 billion WASHINGTON — The Postal Service on Thursday reported a record $15.9 billion net loss for the fiscal year that ended Sept. 30, bringing the financially troubled agency another step closer to insolvency. The widely expected loss, more than triple the service’s loss last year, included accounting expenses of $11.1 billion related to two payments that the agency was supposed to make into its future retiree health benefits fund. But because of revenue losses, the post office was for the first time forced to default on these payments, which were due in August and October. Nearly $5 billion in other losses were because of a decline in revenue from mailing operations. The agency also reached its $15 billion borrowing limit from the Treasury. Despite its financial troubles, officials said that the Postal Service would keep operating as usual and that employees and suppliers would be paid on time. The agency had warned that it could face a $100 million cash crunch in October because of a decline in revenue. But the agency reported more than $500 million in revenue from campaign mailings by candidates, political parties and other interest groups before the election. The agency said the revenue from political mail and
The Postal Service reported a record $15.9 billion net loss for the fiscal year that ended Sept. 30
the holiday season should help its cash situation until Congress acts on legislation to overhaul the post office. The agency’s financial reports show that mail volume continues to decline as Americans increasingly turn to electronic forms of communication. Total mail volume was 159.9 billion pieces, down 5 percent from 168.3 billion pieces a last year. Operating revenue was $65.2 billion, down from $65.7 billion over the same period.
For nearly a year, the agency has been urging Congress to pass legislation that would allow it to save costs, including cutting back the number of days it delivers mail to five days a week, reducing annual payments required for its future retiree health fund and entering into new lines of business, like delivering beer and wine by mail. Patrick R. Donahoe, the postmaster general, says Congress needs to act fast.
“It’s critical that Congress do its part and pass comprehensive legislation before they adjourn this year to move the Postal Service further down the path toward financial health,” Mr. Donahoe said. In April, the Senate passed a bill that provided incentives to retire about 100,000 postal workers, or 18 percent of its employees, and allowed the Postal Service to recoup more than $11 billion it overpaid into an employee pension fund. The Senate refused to stop Saturday deliveries. The House has taken no action, and it is unclear if the legislation will be taken up as lawmakers work to avert a series of across-the-board tax increases and spending cuts scheduled to take place Jan. 1. The Coalition for a 21st Century Postal Service, a business group tied to the mailing industry, urged Congress to enact comprehensive postal legislation during its lame-duck session. “The Postal Service is facing a fiscal cliff of its own, and any unanticipated drop in mail volumes could send the agency over the edge,” said Art Sackler, a coordinator of the coalition. “If Congress fails to act, there could be postal slowdowns or shutdowns that would have catastrophic consequences for the eight million private-sector workers whose jobs depend on the mail.”

Titans on course for U15 Girls Sailrock Football title
The Sailrock U15 Girl’s League title seems to be heading the way of the Titans as two more wins secured a seven point lead at the top the standings. They obliterated the Red devils 9-2 in the opening game with goals coming from Waldine Pierre(3), Shinaydine Pluviose (3), Rhian davies (2) and Evnisha Saintverlu. Monae Gooden and an own goal ensured some respectability for the Devils. The next gamer for the Titans was the most crucial as they faced the Striking Cheetahs who were the only team close enough to catch them. Titans managed to pull off a narrow 1-0 win and will consider themselves fortunate winners as the Cheetahs dominated proceedings and should have scored on several occasions. Jenny Fluerenvil was firing off shots like a machine gun but Magreny St.Louis managed to pull off some great saves and when Deasia Ewings shot came back off the crossbar the Titans managed to hang on for the all important win. Clearly the win may have taken its toll on the Titans as they lost their final game 3-1 against the Green Dragons. Saintverlu again scored for the Titans but a Crystal Sterling hat-trick gave the Dragons a well deserved victory. In the remaining fixtures the Purple Panthers
claimed two wins against the Green Dragons (4-2) and Red Devils (1-0) before falling to the Yellow Jaguars (3-2). Yarileny De la Cruz (2), Dorisha Francois (2) and Cydnee Campbell scored for the Pirates whilst Crystal Sterling added two goals to her daily total in the Dragons defeat. Yarielca De la Cruz scored twice and Briandie Brooks added another in the Jaguars 3-2 win. The younger De La Cruz sister had a good day in terms of scoring as she scored twice in the Jaguars 5-2 loss to the Cheetahs and scored a hat-trick herself against the Green Dragons to take the top spot in the goal scoring charts ahead of Jenny Fluerenvil. In the remaining games Fluerenvil (4) and Deasia Ewing scored in the Cheetahs win against the Jaguars and goals from Gentavia Moore and Guerline Hall saw the Cheethas tie 1-1 with the Devils. With 3 games left to play the Titans can still be caught by the Cheetahs and jaguars can still catch them, although the odds are not in their favour. MVP for week 4 was Crystal Sterling who attends BWIC.

AFC Hurricanes clip Revolution 2-1 in WFL
After two tense 0-0 draws, goals finally came to the WFL this weekend as AFC Hurricanes defeated Revolution FC 2-1. The Hurricanes made a positive start and should really have seen the game safe by the half way stage but Revolution FC proved their resilience yet again as they pushed their opponents all the way to the last minute of the game. Hurricanes looked dangerous from the beginning with Jacinda Alfrena and Sarah Cenary combining well and it wasn't long before they took the lead as Cenary cut in from the left wing and drove her shot into the bottom left corner of the goal. Rather than fold, Revolution held out well and managed to create a few half chances as Simone Smith used her strength and experience to control the midfield and protect her defence. However the introduction on Gaya Smith in a more advanced position than she is used to swung the momentum back in favour of the Hurricanes who finished the first half strongly with several shots on goal which were well saved by Marie Dorellus. In the second half the Hurricanes finally started
The AFC Hurricane Team
to pass the ball around more effectively and the likes of Smith, Cenary, Alfrena and Lilli Fenelus came close to scoring on several occasions but still the Revolution defence, led by Joan Whent and Meghan O'Reilly managed to stand firm. The breakthrough finally came through midway through the second half as Cenary followed up Smith's dangerously placed corner. Smith then hit the bar and Cenary had another chance to secure the game before Tamara Hall
turned the game on its head as she latched on to a through ball and expertly placed the ball behind Sanadia Forbes in the Hurricanes goal who had been practically a spectator during the second half. The final ten minutes were a tense affair for the Hurricanes as they held off a late challenge from the re-invigorated Revolution players who sensed they had a chance to score an equalizing goal. Revolution head coach Paul Collis said 'It was a very competitive game with both sides giving 100% effort. The Hurricanes had the better of the play for most of the game but I was always hopeful we could break away and score a goal or two. Tamara Hall scored her first goal for Revolution and it was just reward for the work she has put in on the training ground over the past few weeks.' Hurricanes head coach Gerry Gregg was philosophical about the victory. "Obviously we are pleased with the win but we will need to raise our game if we are to mount a serious challenge for the title. We have to improve our finishing and communicate more throughout the team".

HIGHLIGHTS Chanderpaul reached his double century with two runs off a delivery from offspinner Sohag Gazi and West Indies waited only one more over to declare. READ STORY BELOW
West Indies on top as Chanderpaul hits double ccentury DHAKA - West Indies' Shivnarine Chanderpaul hit his second ever double century and Denesh Ramdin struck an unbeaten 126 as the tourists took command of the first test against Bangladesh on Wednesday. West Indies declared their first innings at 527 for four just before tea on the second day after Chanderpaul reached 203 to equal his career best innings. The hosts responded in typically aggressive manner and lost three wickets to leave them on 164-3 at the close. Tamim Iqbal, who led the Bangladesh attack, was the last man out, caught by Sunil Narine at mid-on off Darren Sammy for 72 from 71 balls. Earlier, West Indies' Ravi Rampaul took the wickets of opener Zunaed Siddique (seven) and Shahriar Nafees, who made a quick-fire 31 off 27 balls, but Tamim was unperturbed. The left-hander brought up his 12th test 50 off only 38 balls when he

charged off-spinner Narine down the track for a six and struck an almost identical six three balls later to help Bangladesh past the 100-run mark in 13.4 overs. The hosts, who still need 164 runs
to avoid the follow on, slowed down after Tamim's dismissal as Naeem Islam, unbeaten on 27, survived alongside Shakib Al Hasan (16 not out). West Indies dominated the first
two sessions and added 166 runs to their overnight 361-4 without losing another wicket. Chanderpaul, resuming on 123, survived a few anxious moments as a catch fell short of the slip cordon and a short ball from paceman Shahadat Hossain rubbed his shoulder before reaching the slips. He reached his double century with two runs off a delivery from offspinner Sohag Gazi and West Indies waited only one more over to declare. Chanderpaul, who joined Garry Sobers on 26 test centuries, faced 372 balls and struck 22 fours during his more than 7-1/2 hours at the crease. He added 296 runs for the fifth wicket with Ramdin, a record partnership for West Indies in Bangladesh, with the wicketkeeper having earlier completed his third test century after resuming on 52. The pair built on the foundation provided by opener Kieran Powell, who was out for 117 on the opening day.

HIGHLIGHTS TEBOW REACTS TO CRITICISM
Jets backup quarterback says he feels“some frustration and, I guess, some sadness” and that, of all the criticism he has absorbed in his career, this is the first time it has been leveled anonymously from within his own locker room. READ ON PAGE 45
Kobe Bryant says Lakers had his approval to hire Mike D'Antoni Kobe Bryant didn't envision Mike D'Antoni becoming the Lakers' next coach. Neither did his teammates. "I think we were all kind of thinking it was going to be Phil" Jackson, Bryant said Tuesday. "It probably caught Mike off guard a little bit too. But I'm excited." Jackson coached Bryant for 11 seasons on the Lakers, the two of them winning five championships together. "Phil and I have gone back since I was 20 years old and everything he's taught me and so forth," said Bryant, normally not the nostalgic type. "There's a little bit of that. At the same time, I'm very excited about Coach D. I know Phil will be enjoying his retirement and looking to get back in the game, although probably not in a coaching standpoint, probably a managerial role at some point." Bryant was asked by team executive Jim Buss who would be the best candidate to succeed the fired Mike Brown. "To be honest, I said D'Antoni was my first choice because I didn't even know Phil was going to be an option," Bryant said. "And then Jimmy's the one that brought up Phil's name. I didn't even know that was a consideration. They said, 'Well it is, and I want to know how you feel about it.' I said 'I love it' and that was it. They knew my two guys that I liked. If one didn't work out obviously with Phil, they knew that they had my approval to pull the trigger on the other one."
The Lakers Kobe Bryant share a moment with Coach Mike D'Antoni.
Bryant said he "very much" appreciated Buss seeking his opinion, calling their relationship "much more open and much more fluid." D'Antoni employed highly charged offenses while coaching Phoenix and New York. He was also an assistant on the last two U.S. Olympic teams. "He's an offensive genius," Bryant said. "The offense that he installed for our U.S. team is the offense that we've run to the tune of two gold medals. We all know the type of talent that we have on that team so it was important for us to have an offense that was flexible, that was open, that kept everybody
involved." The Lakers definitely don't have the same shooters and speed that D'Antoni had when his Phoenix teams were consistently breaking 100 points. "It's going to be fine," Bryant said. "It's not like he takes the same thing that he did in Phoenix and incorporates that here. He has different personnel. He can use Steve [Nash] to his greatest advantages, and me to mine, and Dwight [Howard] to his and Pau [Gasol] to his." What about D'Antoni's reputation as a poor defensive coach? "That's just because he hasn't won any championships," Bryant said. "To
be honest, we might have done in all the years I've been with Phil maybe three defensive drills. I'm not understating it at all. But his philosophy was you guys need to figure it out on your own and that's what made him a phenomenal coach. He was able to sit back and trust the process. As a result, we've had some great defensive teams." The Lakers might have a greater incentive to play defense, Bryant added. "With all the chatter that's going on, particularly about how [D'Antoni] is not a good defensive coach, I think we'll rally around that and come out with a point to prove," he said. While Jackson was reflective and calm on the sidelines, D'Antoni was often more vocal. "I know how competitive he is," Bryant said. "He's a feisty, feisty dude. Temperamental, even. I like that." When the Lakers announced that they chose Mike D'Antoni as their next coach, Kobe Bryant and Steve Nash poured their support behind the man that will take over at helm. But one important voice in the Laker community remained mum. Johnson broke his silence Wednesday through Twitter. "The reason I haven't tweeted in 2 days is because I've been mourning Phil Jackson not being hired as the Lakers head coach," Johnson wrote. "My mother always taught me that if you don't have anything nice to say, don't say anything at all."
Commissioner to review Blue Jays-Marlins deal CHICAGO -- The pending 12-player trade between the Blue Jays and Marlins is under review, Commissioner Bud Selig said Thursday at the conclusion of Major League Baseball's quarterly Owners Meetings. All trades routinely are reviewed by the Commissioner's Office before becoming official. While indicating he'll take a longer look at this one, Selig said there is no timetable for a decision. "One thing I've done in this job is to carefully study the history of every situation," Selig said. "There are many variables in a trade. Trades are different; money going different ways. This is unusual. Money is going from Miami to Toronto in this deal ... So, I've gone back already. I've had people who have been very helpful. And I'll look at all that. So when I say the matter is under review, that's exactly what it is." The Marlins reportedly agreed to send shortstop Jose Reyes, left-hander Mark Buehrle, right-hander Josh Johnson, catcher John Buck and outfielder Emilio Bonifacio to Toronto. In return, Miami is to
receive shortstop Yunel Escobar, right-hander Henderson Alvarez and catcher Jeff Mathis in addition to four minor leaguers: outfielder Jake Marisnick, shortstop Adeiny Hechavarria, lefthander Justin Nicolino and right-hander Anthony DeSciafani. Since midseason, the Marlins also have traded shortstop Hanley Ramirez to the Dodgers, righthander Anibal Sanchez and infielder Omar Infante to the Tigers and closer Heath Bell to the D-backs. Reyes, Buehrle and Bell were signed as free agents last winter. The Commissioner said he can see the situation from both perspectives. "I am aware of the anger (among some Marlins fans)," Selig said. "I'm also aware that in Toronto, they're very happy. But I'm sensitive to (the reaction in Miami). We're doing great, but I have a great sensitivity to fans and people in areas. Remember, my career started because the Milwaukee Braves went to Atlanta and I never forgot the hurt that I felt and everybody around. So I'm not insensitive to that. I've
lived through it. Selig said he's talked to baseball people who believe the Marlins "in terms of young players, did very well." "These are two independent baseball people," Selig said. "So I want to think about it and I want to review it. I want to be my usual painstaking, cautious, slow, conservative self in analyzing it. "In a trade where it's just for cash, that's a different story. That's easy. Other than that, clubs have to make their own decisions. And that's not up to the Commissioner, by the way. But I will talk to a lot of baseball people. We'll talk about all those things. The questions are fair about the Marlins' fans." Selig was asked how the Blue Jays-Marlins trade differs from the August deal in which the Red Sox sent Adrian Gonzalez, Josh Beckett and Carl Crawford to the Dodgers, lowering their payroll in the process. He said that deal was reviewed and that it was a "fair analogy." Selig said he was confident the matter would be resolved.

Federer wants faster courts to encourage attack LONDON — With the top defensive players increasingly getting the better of him often in recent years, Roger Federer would like to speed up the game of tennis. Or at least the courts the matches are played on. Federer lost to Novak Djokovic in the final of the season-ending ATP finals on Monday, and then praised the top-ranked Serb's ability to retrieve so many shots and keep the ball in play. That's a trait Djokovic shares with Federer's other two biggest rivals — Rafael Nadal and Andy Murray — and the Swiss star said attacking play doesn't always reap the benefits it deserves even on hard courts because they're often slower than they used to be. "It's an easy fix. Just make quicker courts, then it's hard to defend," Federer said. "Attacking style is more important. It's only on this type of slow courts that you can defend the way we are all doing right now." Monday's final at the O2 Arena had a familiar feel to it. Federer did most of the attacking, trying to
dictate play with his forehand and aggressive shot making. But Djokovic, as he often does, kept finding ways to get the ball back over the net and was sharper on the key points. Federer won the first nine points of the match and was up an early break in both sets, but Djokovic recovered to win 7-6 (6), 7-5. Federer was the two-time defending champion in London and emphasized that he was happy with this court, calling it one of the faster indoor surfaces on the circuit. He said slower courts are also good for long rallies — which are a big crowd pleaser — but that having more variety in the surfaces would force players to learn to be more aggressive. "What you don't want is that you hit 15 great shots and at the end, it ends up in an error," he said. "So I think sometimes quicker courts do help the cause. I think it would help from time to time to move to something a bit faster. That would help to learn, as well, for many different players, different playing styles, to realize that coming to the net is a
good thing, it's not a bad thing." Federer has won a record-equaling seven Wimbledon titles on grass, the quickest surface, but has only one French Open title on the slower clay, where Nadal has repeatedly thwarted him. Djokovic and Murray also rely heavily on their great defensive abilities, which have helped set them apart from the rest of the pack. Having more tournaments played on faster surfaces could make it easier for other players to challenge the sport's "Big Four," Federer said, adding that he wasn't sure tournament directors would necessarily buy into that. "I think some variety would be nice, some really slow stuff and then some really fast stuff, instead of trying to make everything sort of the same," he said. "You sort of protect the top guys really by doing that because you have the best possible chance to have them in the semis at this point, I think. But should that be the goal? I'm not sure." Djokovic said his strategy against Federer is usually to try and extend the rallies and hope for an opportunity. "He's somebody that is very aggressive, that likes to finish points very quickly," Djokovic said. "But I managed to get a lot of shots back into the court, being passive, a couple meters behind the baseline. ... That was one of the goals tonight, to always try to get him into the longer rallies where I think I had the better chance."
Jets Tebow engulfed in a whirlwind The Jets have one victory since Sept. 23, or four fewer than the Knicks. Their offense is ranked 30th in the N.F.L. So is their rushing defense. They have lost five of their last six and, with their season hanging by an icicle, they play Sunday in St. Louis, against their former offensive coordinator. In a news conference Wednesday that lasted nearly 23 minutes, Rex Ryan did not address any of these topics — in fact, the words “St. Louis,” “Rams” and “Brian Schottenheimer” were not mentioned, not by him or any reporter. The focus Wednesday, as it has been since his arrival in March, was on the backup quarterback, a player who, on the field at least, pales in comparison with the rest of the Jets’ problems. Tim Tebow never plays — well, almost never — but he has nevertheless come to symbolize the Jets’ poor season, indicative of their recklessness in building a roster and the absurdity that once again has engulfed the organization. To be fair, the argument that the absurdity has never left is not without merit. For however much Ryan and the owner Woody Johnson bristle at the negative perception surrounding the team, it exists, in no small part because of the uncomfortable, uncontrollable situation they have created with Tebow. A cost-benefit analysis of the trade eight months later reveals an unassailable truth: Tebow, so far, has
been all distraction, no production. Players irked by what has become a popular depiction of the organization as a three-ring circus can also blame themselves. Because almost a year to the day after Tebow engineered a 95-yard scoring drive to stun the Jets in Denver, some of his new teammates blasted him in The Daily News — anonymously, except for guard Matt Slauson — for failing to improve, for being little more than a gimmick, for struggling in practice. Or, the opposite of the starter, Mark Sanchez, who excels in practice but founders during games. Conspiracy theorists might contend that this round of criticism was ostensibly orchestrated to reinforce Sanchez’s role as the Jets’ starting quarterback in the face of mounting disapproval of his performance — that no matter how poorly he has played recently, he remains a far better option than Tebow. That is, if the Jets were even considering Tebow, which they never did and, apparently, never will. “We never brought him in here to be the starting quarterback,” Ryan said. “We already have a starting quarterback in Mark Sanchez. I thought I was clear on that since the day we brought Tim in here.” Less clear, though, is why the Jets traded for him. There are football reasons, of course — his cost
efficiency as a backup quarterback, his special-teams value as a personal punt protector, his having “the power of a fullback yet can throw the football,” as Ryan said. But the Jets’ idealism has been supplanted by myopia, a misguided belief that they could manage an already tenuous situation — pairing the N.F.L.’s most popular player, who starred in the playoffs last season, with their own flawed quarterback, who did not — without it turning into a spectacle. The result has been predictable. On Wednesday, Tebow and Sanchez stood united — well, 20 feet apart — in addressing the tumult. Tebow’s first reaction, he said, was “some frustration and, I guess, some sadness” and that, of all the criticism he has absorbed in his career, this is the first time it has been leveled anonymously from within his own locker room. But, he added, he was blessed to be surrounded by “a bunch of awesome dudes” and that this motivated him to build better relationships with his teammates. Saying that he empathized with Tebow, Sanchez called the anonymous sniping “unprofessional” and “just not cool.” “Guys know that I’m the starter, and that’s nothing new — the team has said that, the players have said that,” Sanchez said. “But at the same time, you don’t have to go overboard and
blast the guy. He works his butt off.” Rarely has an interview with Sanchez gone by without his being asked about Tebow, and although he has never said anything uncomplimentary about him, Sanchez has usually acted as if he were just dealing with it all, addressing questions about a player who does not seem ready to take his job. “I can tell you, I’ve been in those shoes,” Sanchez said. “If anyone knows what it feels like, it’s me.” Sanchez was portrayed in a similarly unflattering light in January, with anonymous teammates and prominent personalities vilifying him after the turbulent end to the Jets’ season. Again, the Jets are flailing, and this episode reflects poorly not only on a team that vowed it had learned from its mistakes of 2011, but also on Ryan. He will never apologize for the culture he has created, with players empowered to share their feelings without fear of retribution. But the fact that players on a struggling team are roasting a teammate who has averaged eight offensive snaps a game is not unlike a third-string guard telling a starting cornerback that he needs to play better: it should not happen, but it is. “This team, in my opinion, is not going to be pulled apart by outside people,” Ryan said. “I think, inside the walls, we are going to be like this” — he clasped his hands — “and that’s what’s going to give us an opportunity.” Outside people are the problem, clearly. Not, say, those working at 1 Jets Drive, who, protected by anonymity, felt emboldened to blister a player who has not politicked or complained, whose work ethic and attitude are consistently praised by coaches and teammates. Ryan addressed the subject with his players Wednesday morning, calling it a “cowardly thing” for them to express an opinion without putting their names behind it. He said he believed that his players would “maybe even become tighter” — a group that presumably included the cowardly ones, as well. “I’m proud to be a Jet,” Tebow said, “and it’s an honor to be in this locker room with a lot of great guys.”
