HUNDREDS OF EXPATRIATES, many of them professionals, have been leaving the Turks and Caicos Islands to go either back to their home countries or to other places where they have been offered more lucrative opportunities. Investigations by The SUN reveal that the majority of those who have already left are Americans, Canadians, Bahamians, Jamaicans and Philippinos. Businesses across the country have been taking a huge beating as a result of the exodus, with many of them having to shut down, while a great number of the remaining enterprises have been forced to cut back on goods and services to the public. Other businesses, in the meantime, have been forced to offer profit-altering deals to attract their ever declining customer base, in order to stay afloat. Over the past six years, the Turks and Caicos Islands experienced tremendous growth, especially in the construction and tourism industries, as investors flocked the territory to claim a piece of the economic pie. With the construction boom, a number of other opportunities began to open up, and since the local workforce was not sufficient to sustain the phenomenal expansion, expatriate workers were sought to fill the breach. 600,000 tons of cement and aggregate imported for Airport Construction

CBMS , the chosen subcontractors for the expansion of the Providenciales International Airport, appears to be on the brink of starting its work in earnest with the importation of 600,000 tons of cement and aggregate. A CBMS representative told The SUN that storage of the cement and aggregate ensured that all the materials were in the TCI, so that when the paving of the runway begins, the construction should run smoothly. Currently, soil stabilization work is being carried out at the site, with the laying of the first batch of concrete. Other reinforcement and paving will be done later. Paving machines are expected to arrive from Trinidad and Tobago in the coming weeks to carry out the work. The cost of the materials was not revealed.

Hundreds leaving Turks and Caicos

Those individuals not only came from within the region, North America and Europe, but as far as the Philippines and even Africa. Chinese were also brought in as guest workers on construction sites. But with the sudden collapse of the United States economy upon which the Turks and Caicos Islands depends heavily for its survival, a number of developments which were being funded by US banks ran into difficulties, causing ripples through the local economy and forcing a number of businesses to either close or make adjustments. The change in economic fortunes triggered a sudden rush from these shores by the different nationalities, some of whom, months before, would kill to get here. Chinese workers were also sent home, some without remuneration. A local Philippines representative told this newspaper that up to 2008, there were about 5,000 Philippinos living and working in the Turks and Caicos Islands. According to the source, the majority of them worked as professionals in varying disciplines, but at the ending of that year, the number began to decrease. The Philippines representative said from 2008 until now, more than 2,000 of his fellow men and women have left the country. “About 2,000 left the country already; they began leaving in 2008. At that time when I checked in the Philippino community, the number was 5,000 plus. The information I received was because of the economy why they are leaving. Some told me that it was because of the (reduction in) salary being offered by some of the companies and stuff like that,” the representative said. For his part, Allan Hutchinson, the Jamaican Honorary Consul to the TCI, said while he was aware that dozens of Jamaicans have already left, he could give account for about 50 public sector professionals, who have taken up new opportunities especially in Canada. He noted also that another huge batch of Jamaicans have indicated that they would be leaving the government sector soon, due to what they termed as breaches in contractual agreements. Hutchinson pointed out that many of them have already been offered opportunities in their home country and in Canada, the latter which is making attempts to shore up its population in certain parts of the country. Canada remains the least affected country by the recession in this hemisphere, as some analysts believe that they did not even experience any effects from the economic downturn. In the Meantime, Donald Metelus, the individual responsible for Haitians affair in the Turks and Caicos Islands, told The SUN that since the start of the year, more that 3,500 Haitians have voluntary left the TCI to take up opportunities, mainly in the construction industry, following news that Haiti was about to see a wave of construction, as the country seeks to begin construction after the January earthquake. Lack of economic opportunities in the TCI also contributed to them leaving. Earlier this year, groups of Haitians who said they could not find jobs were seen at the steps of the Special Police

Immigration and Customs Enforcement (SPICE) doorstep begging the authorities to send them home. For his part, CEO for Tropical Shipping, Carl Simmons, informed The SUN that while inward freight continues to experience a freefall with no end in sight, there has been an increase in people shipping their stuff out of the country – a telling evidence of the exodus. “We still see a number of people leaving the island and exporting their personal effects out of the country. People are moving back to other parts of the Caribbean, the Bahamas, as well as Canada and Europe. Inbound shipping is down and down huge compare to last year this time. Imports this time in comparison to last year this time is down by about 42 percent,” Simmons said. According to Simmons, the exodus was evidenced in the lack of job opportunities here, saying that a number of the persons leaving the country once worked in the construction industry, which up to two and a half years ago, was a cornerstone for the majority of incomes. “There is a situation where there are no job opportunities, and no construction going on whatsoever. So, most of these people who are leaving are people who worked in the construction industry and have their families, with their wives or spouses working in other areas and had their kids in school etcetera. “And there is no opportunity to maintain an apartment or house rental here, so without a job in the construction industry they had to leave. Their kids are out of school, and their wives or their spouses had to return with them,” Simmons noted. According to the Tropical Shipping CEO, with families leaving, the impact on commerce is taking a beating, since there has been a great decline in consumption, resulting in merchants having to export less. “So that has caused a decline on import and consumption of food and general merchandise, because the more people leave, the less people are

available to consume the basic needs of the day, so consumer goods are also on a decline. The economic situation affects so many areas and so many people. “The only industry that is doing really great right now is tourism. When it comes to imports; when it comes to construction; when it comes to infrastructure; not only are they on the decline, they have come to a halt,” Simmons lamented. He noted also that the decline in imports has also affected Government coffers, since there would be less revenue to collect for the Ministry of Finance to effectively manage it bills. The Tropical Shipping boss does not see a turnaround in the country’s economic fortunes at this time because the areas needed to be shored up for growth and development were still languishing. “Turks and Caicos, like you know, has got a lot to do with infrastructure and development. If there is no development, there is no growth for the economy at all. Tourism is a huge area, but it is just one area. Growth in this country is based on construction – infrastructure and stuff like that; that is non-existent right now. “There is nothing going on in Ambergris Cay; there is nothing going on in West Caicos; there is nothing going on in North Caicos; and nothing going on in Provo, which is the bread basket of the Turks and Caicos. And there is nothing going on in Grand Turk. So the imports highly impact us in a negative way,” Simmons said. Even the medical fraternity has felt the impact of expatriates’ exodus. Dr. Steve Bourne, of Associated Medical Practices, said the dwindling of the population has seen a decline in business for private practitioners. Speaking in general terms, Dr. Bourne said the members of the expatriate community spend a lot of cash, and when members leave, it would definitely cause a slowdown in business. He, however, blames the exodus primarily on the world economic crisis, which is causing people to leave for greener pastures.

Ambergris Cay /Turks and Caicos Sporting Club in receivership

TURKS AND CAICOS SPORTING Club on the private island of Ambergris Cay has been placed into receivership, the SUN can confirm. It is understood that the receiver will be appointed by British Caribbean Bank. The upscale development on the 1,100-acre private equity island offered home sites selling between US$650,000 and US$6.5 million. From pirates to fleeing British Loyalists to the original Taino Indian inhabitants, Ambergris Cay has a rich history worth exploring. Ambergris Cay is rooted in both the history and culture of the

Turks & Caicos Islands. The islands, originally inhabited by the Taino Indians, were ultimately colonized by England in the 17th century and soon attracted pirates, British Loyalists fleeing America after the Revolutionary War, Bermudan and Bahamian émigrés and other European settlers. Colonel Thomas Brown of Atlanta, Georgia was the most prominent of the British Loyalists to receive land grants in the Caicos in the late 1700s. Ruins from his settlement are still visible on Ambergris Cay today.

STOP DISCRIMINATION AGAINST BLACKS AND GAYS BY SIR RONALD SANDERS

Michael Kirby, a former Justice of the High Court of Australia, drew a recent report of the Inter-American Commission on Human Rights (IACHR) to my attention. It confirms what Caribbean countries had always heard about the way people of African descent are treated in some Latin American and Caribbean countries, and it also flags-up the legal intolerance and criminalisation of homosexuals and lesbians in the countries of the English-speaking Caribbean because of their sexual preferences. According to the report, during its 140th period of sessions from 20 October to 5 November 2010, the Commission held 52 hearings and 28 working meetings and concluded that “structural human rights problems still persist in the region.” These include the situation involving people of African descent, women, persons deprived of liberty, and the “gay” community. The Commission expressed its concern about information it received about persistent practices in the Dominican Republic whereby persons of Haitian descent “who were born in that country” are denied their right to nationality. The Commission believes that Dominican Republic’s argument that “there are no stateless persons in that country, since children born to Haitians in the Dominican Republic can be registered at the Haitian consulate”, is incompatible with the Inter-American Convention and case law of the Inter-American Commission and Court.” Of course the Dominican Republic is not the only place in which Haitians or persons born of Haitian parents are denied basic rights. In the Turks and Caicos Islands, it was well known that the Haitian migrant community were exploited as a work force and denied the right to become “belongers” or citizens, and in the latter case the consideration was not racial, it was pure and unadulterated xenophobia practiced against people of the same race. Sadly, this latter phenomenon has also been witnessed in the countries of the Caribbean Community (CARICOM) where discrimination has been ruthlessly applied in immigration controls against people of African descent while a blind eye has been turned to Europeans and other non-black

peoples. The Commission also reported excessive use of police force against Afro-descendants in Brazil. The report said the IACHR had “received troubling information about the high rates of crime and police violence in Rio de Janeiro, São Paulo, Espírito Santo, Bahia, and Pernambuco, and heard petitioners' allegations regarding the close link between these violent deaths and racial discrimination”. Charges of "institutional racism" was also levelled at Brazil and petitioners claim that it contributes to the” high levels of harassment, deprivation of liberty, and executions among the population of African descent in Brazil, as well as the underreporting of violent deaths perpetrated by the police”. Costa Rica was also fingered in the report for poor human rights practices toward Afro-Caribbean people in the canton of Talamanca. The IACHR was informed that Talamanca has the lowest index of social development nationally, along with the highest levels of extreme poverty and illiteracy in the country. As a point of general concern, the Commission received what it called “sobering information” about the risk, threats, and the troubling number of murders of human rights leaders and defenders among the Afro-descendant population in various countries of the region. All CARICOM countries, with the exception of the British Colony Montserrat, are members of the Organisation of American States (OAS) and are entitled to seek election to the IACHR. However, of the seven members now serving on the Commission, none of them are from the Caribbean. Yet, election to the Commission presents an opportunity for Caribbean states to be watchful of the conditions of people of African descent in Latin American countries. Their membership might also encourage more cases of racial discrimination to be brought to the fore. In these circumstances, it behoves Caribbean governments – who are the only ones who can do it – to propose Caribbean persons for election to the Commission. But, Caribbean countries also have to be aware of the moat in their own eye while they champion the cause of persons of African descent who are

The same Commission received information indicating that “12 countries of the English-speaking Caribbean still have laws criminalizing sexual and intimate conduct between persons of the same sex”. The Commission named these countries as: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago. According to the Commission’s report, sentences range from 10 years in prison or forced labour to life imprisonment for consensual sexual conduct between adults of the same sex. The Commission received information indicating that the very existence of such laws perpetuates unwarranted stereotypes, is a cause for fear in the sexually diverse community, and fosters impunity for serious crimes committed against this community. Other detrimental factors that could be added to this are the spread of HIV/Aids that could result from clandestine same-sex practices, the fear of seeing doctors, and the loss of a productive people who could make a real contribution to Caribbean development in the broadest meaning of that term. There has been more than a handful of nonheterosexual Caribbean persons who have made a lasting contribution to the Caribbean civilisation and whose worth and dignity have been publicly acclaimed. It is a frightening thought that the significant contribution of these persons could have been denied because of their personal and private sexual preferences. The issue of decriminalising homosexuality between consenting adults has been confronted squarely in many parts of the world. Homosexuals and Lesbians have served in the highest councils of government, business and the arts, and they continue to do so today. In the Caribbean, the issue is linked to the doctrines of some religious groups and to their influence on people who vote in elections. Political parties have been loath to fall afoul of voters swayed by some strident religious leaders. But just as discrimination against persons of African descent must be resisted and overturned wherever it occurs, so too must discrimination against consenting people of a different sexual persuasion – they are a part of our common humanity.

Government “struggling” to make payments for TCI students on scholarships overseas

In a press release issued through GIS, the Government said: “We are aware of some cases where students are experiencing difficulty arising from the late payment of subsistence due to TCIG's ongoing financial

I urge the public to support the efforts of the Police in bringing to justice those criminals who are a scourge in our society and to assist the Police in every possible way,” he added.

Crime dropping in the TCI

SINCE NOVEMBER 2ND, crime in the Turks and Caicos Islands now appears to have fallen to less than 3 per day on average, according to a senior police officer. A senior police officer stated that the approach taken by Operation Alpha 2 is having what appears to be a significant effect on crime generally, but most importantly, violent crimes. “Thankfully, no robberies have been reported since we last made a release, the last such crime being reported on 27 October,” the officer said. He continued that the public also appear to be getting behind the police in starting to give information upon which

Property tax will ‘destroy real estate industry’

THE GOVERNMENT OF the Turks and Caicos Islands has been made to reconsider carrying out a study on the feasibility of implementing property taxes in this jurisdiction, as the Turks and Caicos Real Estate Association (TCREA) said it is vehemently opposed to any such plans. The Association noted that while it would be open to dialogue, it would not support the establishment of property tax in the territory. President of the TCI Real Estate Association, Kathryn Brown said her association is totally against any move by Government to impose such a tax, since it would have a destructive effect on the industry. “My understanding of the matter is, they are trying to level taxation and an easier way of administering it, because property tax which was brought up is a viable tax to bring in, but I think they found out over the last two weeks that the Turks and Caicos Real Estate Association is definitely one hundred percent against any property tax,” Brown said. According to Brown, since the majority of the collective association’s clients are foreigners, if such a tax is implemented, it would scare business away from the territory. She noted that the current system which allows for a one time taxation payment should remain. “The bulk of our purchasers are

foreigners, and they would rather a stamp duty up front at a one only price, and they don’t have to worry about anything anymore. It could hurt the business in years to come. I think we need stimulation in business right now. And my understanding is that if any tax is to introduce it would not be before two, three possibly five years. “This is not an immediate solution as such – but I believe it would hurt real estate business and other businesses because our business helps a number of other businesses; when we sell properties, that’s people coming in and they spending money here, so I think it would damage us severely for some time to come,” Brown explained.

A recent statement by Acting Governor and Head of the Civil Service, Mark Capes indicated that the weakness in the TCI economy was exposed due to the world recession, coupled with scale of the national debt which he said was accumulated by the former administrations. He said the situation was not helped by a legacy of poor public financial management and the overexpansion of the public service that will this year cost the TCI $72 million, representing 60% of the revenues the country expects to collect of $120 million. To this end, the Acting Governor argued that it was imperative that a review of the country revenue system be reviewed and where necessary revised as part of the Government’s comprehensive programme of public finance reform. “That is why, earlier this year, the Government initiated a review of the

TCI’s tax system and options for the future, conducted by Professor Roe. This work involved representatives from business and professional groups. Professor Roe’s revenue study, published in February, made a number of recommendations which the Government is taking forward. We are now progressing this important work. EU-funded revenue consultants have last week started a project to follow-up the Roe recommendations,” Acting Governor Capes said He noted that a wide range of options for current and potential new revenue sources would be assessed, along with improvements to TCIG's tax administration system, explaining that no decisions would be taken without comprehensive modeling of the effect on TCI's economy and widespread consultation with the public, the business community and Consultative Forum.

PNP and PDM leaders speak out against trial without jury law

LEADERS OF THE two major political parties in the Turks and Caicos Islands have come out strongly against a law passed on Tuesday, November 9, by the Consultative Forum abolishing trial by jury. The law was among a raft of recommendations by Sir Robin Auld, the sole commissioner of last year’s Commission of Inquiry to investigate allege Government corruption in the country. Sir Robin cited the move in his recommendation as to eliminate outside influence on the judiciary. Both the People’s Democratic Movement (PDM) and the Progressive National Party (PNP) have voiced their objections to the new law. The Bill which was deferred from the previous meeting was passed by a margin of nine votes for to six opposing. Those voted in favour of the Bill were Acting Governor and Head of the Civil Service Mark Capes, Attorney General Hugh Sheppard, Lillian Missick, Delton Jones, Cynthia Astwood, Patricia Simmons, Ft. Scott Brennan, David Bowen and Guillaine Brutus. Those voted against it were Charlene Cartwright, Dr. Linda Williams, Rev. Derek Hamilton, Drexwell Seymour, Courtney Missick and Karen Delancey. According to Government, the Bill provides for an application to be made before the Court for a defendant to be tried by a Judge. A statement from the Governor’s Office explained that the Attorney General in providing further clarification on the provisions of the Bill has stipulated that presiding judges must hear both prosecution and defense arguments before determining whether trial is to be by judge or jury and that the decision can be contested at the Appeals Court. PDM Leader Douglas Parnell noted that now that the law has been implemented, it should be prescriptive and used very sparingly and in rare circumstances, noting that it should not be allowed to become the norm. “Surely, there are specific cases

where there can be trial without jury. Will be an arguing point for the party in its bid to have the TCI Constitution returned; that is happening in the magistrate’s court now, and there could be cases that we would not be able to find the right jury pool especially in a small jurisdiction. In any case, it should be very prescriptive and use in a very sparing manner. I don’t thing it will be used willy-nilly or across the board,” Parnell noted. The PDM Leader argued that trial by jury was lost more than a year ago, when parts of the Constitution were suspended, and during that time there has not been any report of Turks and Caicos Islanders being disenfranchised under the system. Parnell argued that now that trial without jury is official, there should be guidelines for the judges, so that they do not take it onto themselves to lay down their own rules, especially those which seek to trample upon the human rights of Turks and Caicos Islanders. In the meanwhile, Progressive National Party (PNP) Leader, Clayton Greene, blasted the move as a retrograde step, claiming that it would set back the Turks and Caicos to the 1960s – the height of the civil rights campaign era. Quoting Lord Devlin, who remarked that trial by jury was a lamp to show that freedom lives, Greene said the move by the Consultative Forum to do away with the law, was a

It became clear that none of us was free until all of us were free; until eventually people like me and you, who had no property, no education, no land, no nothing, just because of our membership with humanity (that) we were able to become members of juries,” Greened noted. He pointed out that the decision to hold jury trials is to engender fairness in the judiciary and to allow the accused to be judged by his peers and not by arbitration. “One of the reasons we decided to have jury trials was to move away from arbitrary governments. Even in a civil trial you can require a jury; what that does say is that we are going to allow all decisions to be tried by your peers, so that government who maybe able to influence judiciaries would find it hard to do, when there are ten or 12 independent-thinking twelve people,” Greene said.

Government reviewing collapse of TCI Bank

GOVERNMENT HAS ASKED the Financial Services Commission (FSC) to conduct a review of the FSC’s oversight of TCI Bank and the circumstances that lead to the application for a Court Order to place the bank in to Provisional Liquidation. This was revealed by Chief Executive of the Turks and Caicos Islands, Mark Capes, who said that the review, which is being conducted at Board level, is nearing completion and will be submitted to the Governor shortly. On October 29th, Supreme Court judge His Lordship Mr. Justice Richard Williams concluded that TCI Bank Limited will be put into full liquidation. That followed nearly seven months

of negotiations lead by the Provisional Liquidators Deloitte and Touche, who the Court had instructed to try to find a suitable buyer for the bank with the necessary investment to put it back on course for the long term. Capes said the decision to finally close TCI Bank will have been a difficult one for the Court. He added: “The Court has expressed throughout how conscious it is of the hardship that would be caused if the bank had to be put into full liquidation. Commercial matters of this kind are always very complex. The closure of TCI Bank will be a significant blow for many in the community. Not only local shareholders who had placed their trust

in the Bank’s board and risked their money on the bank’s future, but particularly for the depositors who are now likely to lose some of their savings.” Capes said it is because a commercial failure of this kind can have a serious impact on ordinary depositors, that the Governor announced earlier this year that the Government would progress steps to introduce a depositor protection scheme in the TCI. “Since then we have held constructive discussions with the TCI’s banking community on depositor protection and improving the regulatory framework for banks in the territory. These will continue with the banks with

David Smith may face US prosecutors soon

OLINT BOSS DAVID SMITH is said to be close in reaching an arrangement with the United States authorities in Florida, where he has indicted on 23 financial crimes charges arising from his failed Ponzi Scheme. Smith's attorney, Oliver Smith, who was quoted by the Jamaica Gleaner by next week, he would have a clearer picture as to when his client will be handed over to the US authorities, stressing that the Olint point man was not being extradited and had not negotiated a plea deal. Smith was sentenced by Chief Justice Gordon Ward to six-and-a-half year at Her Majesty’s Prison in Grand Turk, after pleading to two counts of fraud and two counts of money laundering – four of the 30 charges that he was originally slapped with when he

was arrested last year. "They (US authorities) reached out to me saying, 'Given the fact that you don't intend to fight any extradition request, will you consent to him coming up'?" Prosecutors in the US unsealed a 23-count indictment in the US District Court in the Middle District of Florida, Orlando Division, charging Smith with four counts of wire fraud, one count of conspiracy to commit money laundering and 18 counts of money laundering to conceal specified unlawful activity. Apart from Olint, the other firms integral to the alleged scheme, according to the indictment, are the Florida-based I-Trade FX, LLC or I-Trade, in which

Although negotiations are still ongoing, I am pleased to confirm that the International Monetary Fund has agreed to provide technical assistance early next year.”

The scheme to defraud, according to the indictment, began before February 2005 and continued through to on or about July 15, 2008 in Orange County, Florida; in the Middle District of Florida; Jamaica; The Turks and Caicos Islands; and elsewhere. There is also a motion for the forfeiture of Smith's assets, directly or indirectly accumulated through the alleged scheme and assets traceable to the scheme. These assets include, but are not limited to, a property in Florida paid for with a downpayment of US$159,881; all precious gemstones, precious metals and jewellery recovered on or about January 14, 2010 from the residence of Tanya Masone; US$40,103 transferred from David Smith to Bette Gordon and her husband Paul Gordon, as part of a US$199,985 wire transfer conducted on or about July 24, 2006. US authorities are also seeking a forfeiture money judgement of US$128 million.

EVERYONE KNOWs that I was not one of those persons advocating for the direct intervention of the British through the Interim Administration. However, I did realize that there were some weaknesses in our system of administration, that could have been corrected over time with the correct technical assistance. If it was not clear before, it is abundantly so now, that these guys who are in charge do not have the interest of the average Turks and Caicos Islander at heart! One of the things that they have kept harping about is the lack of revenue available to government and the bad state of our financial affairs. There is no news there. I know that under former Minister of Finance Floyd Hall, something was being done to rectify the situation, but there were serious opposition to some of the measures. When I became the Minister of Finance, we reviewed all of the available data and came up with a sensible and workable plan to stimulate the economy, ensure job growth and security and in so doing ensure that government revenue would be enhanced. Part of the plan included, but was not limited to, the consolidation of the then debt, and borrowing sufficient to be able to invest in infrastructure projects that would give the private sector the confidence to invest in this country. It must always be remembered the inward investment vehicle is the engine of growth here! When that is stops, then nothing meaningfully happens. The bulk of these guys have not a clue as to what to do in a small and growing economy. Their solutions revolve around taxes and more taxes! When Hon. Galmo Williams and I were leading the government, we had several meetings between the Governor’s economic advisors and ours, and we thrashed out a viable plan. It was on the basis of this type of cooperation that the Governor and the then Chief Executive Martin Stanley were advised to let a process such as that, continue to play out and bear fruit! But these guys could not see past their agenda, which was to take over and be in charge. Now today, they are presiding over the worst economic prospects that this country has ever faced. They have only themselves to blame! Of course, they were ably aided and abetted by Turks and Caicos Islanders who, though they were well

meaning, were obviously misguided! You see, a lot of them did not grow up in an era when the British were in charge of everything, and therefore do not appreciate that it was only after Turks and Caicos Islanders were driving the process, that any meaningful development began to take place in this country.

That runs through the gamut of education to infrastructure! They did not see the need to invest in the Community College or to build the road linking Lorimers to Bambarra. They could not see that a port in North Caicos was essential to the development of North Caicos and Middle Caicos. They did not see that linking North Caicos to Middle Caicos by the causeway, would bring those communities together. Let us look at some of the things that some of us clamoured for, and how they are now being used to our demise. We said that the political directorate was not allocating land to “Belongers” effectively. What is happening now, is that there is hardly any being granted, and what is now being done is that a serious revision of the valuations has taken place, so that the land is out of the reach of the ordinary “Belonger”. And what that is creating is a significant landless class without being given the leg up on the ladder of success. We then said that the Civil Service is not responding to our applications or requests for information. Their solution to that, is to systematically weed out the senior persons with institutional memory, bring in advisers, two per department, pay them exorbitant salaries while cutting civil servants pay. We said that the Premier should not have had a security detail, but both

Mark Capes and the Governor have! We said, send the politically appointed advisors home, but the Governor has a truck load of them; some being paid salaries of $25,000 per month and living in condos! I suppose $5,000 to $7,000 was too good for Turks and Caicos Islanders and they are not getting any greater value for money because the selection process was not competitive and there are a lot of them who are only collecting their allowances and having fun in the sun at our expense. No matter how they couch it, we will pay. You remember the recent report of Tuberculosis in this country? That was one of them! They are not being screened for any communicable diseases prior to coming here. That is putting our people at risk! The Governor borrowed $80million-plus last year/early this year! That has evaporated and we hardly felt any of its impact on the economy. Now they are negotiating to borrow additional money and I just hope that this process is more transparent than the previous one, and that it is directed at stimulating the lagging economy. The other issue that I would like to deal with is that of land tax. This is the dumbest idea that these fellows have come up with at this juncture. Even Dave “Jumpy” Hartshorn, who was on the forefront of inviting the British intervention, “leaked” the document to the Weekly News and in the trailer said that it was time to leave this country! That’s how bad it is.

We as Turks and Caicos Islanders have to wake up and smell the coffee! The hatred of one another that has been allowed to fester has become fertile ground for these guys to do what they feel to do in their self interest and not ours. These guys are the masters of “divide and conquer”. They are using the “you got, but I didn’t” to drive a wedge between us, while they are living like kings at our expense; and it seems as if we are oblivious to that! From what we see going on now in this country, all of the advances that our parents have made, and we have added to, would be for naught. The middle class in this country made up mainly of us would in a few short months be wiped out. The effect of educating of our children would be of no value, because they would have nothing to aspire to. All that I can say is to beware of the wolf in sheep’s clothing. At the end of the day, they have somewhere to return to. We do not have that luxury. I cannot end without commenting on the arrogance of Mark Capes. When he dissed a person of the caliber of Dr. Linda Williams, who is just trying to get information that is pertinent to what is going on, that is certainly crossing the line. Consultative Forum met to debate important bills

The Consultative Forum Meeting, Tuesday 9th November 2010, to debate a series of Bills referred to the Forum by HE the Governor, present questions for oral answers to the Chief Executive and PS Finance, and receive presentations on the Education System and Quality of Life in the Turks and Caicos Islands. The Forum continued debate on this Bill which was deferred from the last sitting, and voted by nine votes to six to recommend its adoption. The Bill provides for an application to be made before the Court for a defendant to be tried by a Judge. The Attorney General in providing further clarification on the provisions of the Bill noted that the Judge must hear both prosecution and defense arguments before determining whether trial is by judge or jury and that the decision can be contested at the Appeals Court. Members opposing the Bill expressed confidence in the jury system to deliver with fairness. Supporters sought to dispel concerns raised about leaving a verdict in the hands of a single judge by noting, inter alia, that a majority of cases are heard by a single magistrate. The Forum discussed and recommended adoption of new measures to strengthen the fight against the possession and use of illegal firearms. The Firearms (Amendment) Bill significantly increases the penalties for the unlawful possession

of firearms. The Firearms Related Offences (Detention and Bail) Bill allows the police to detain a person reasonably suspected of committing a firearm offence for 48 hours. A senior police officer may seek further extensions of up to 14 days to an aggregate of 28 days. The measure seeks to ensure that persons suspected of possession of firearms are kept off the street and away from the public. The Theft (Amendment) Bill provides for the imposition of new stiffer penalties for persons who use firearms in committing robberies and assault. The Forum was told that Government was considering the possibility of a firearms amnesty which will also serve the purpose of publicizing the new stiffer penalties. The Forum recommended approval of an amendment to the Customs Bill to facilitate introduction of an upgraded Customs clearance system called ASYCUDA World. The provision for electronic data entry is expected to lead to increased government revenue, reduced clearance times for importers, and a paperless environment. The Forum debated the related Business Licensing (Amendment) and Turks and Caicos Investment Agency (Amendment) Bills and agreed to defer a vote on these measures until additional information is provided at a future meeting.

Member Guilaine Brutus in a presentation to the meeting expressed wide ranging concerns about the Education System in the TCI. Members decided that Ministry and Education Department officials will be invited to update the Forum on the Education sector. The Forum also received a statement from Member Dr. Linda Williams in which she urged greater clarity in dealing with matters affecting public servants and public sector institutions. Chair of the Forum Lillian Misick speaking after the meeting said: “The Forum has dealt with some very difficult matters in this meeting and I want to thank all of my colleagues for their dedication and time to help rebuild the Turks and Caicos Islands. We must seek to build and strengthen our institutions and get our people to develop confidence in the role these institutions can play in the orderly development of the TCI moving forward. Members can aid the process by serious research into what is not working satisfactorily and bringing to the Forum well thought out recommendations for change. This period of the interim administration provides an important opportunity to learn and prepare well for the future.� The Consultative Forum bid farewell to Clerk of the Forum Dudley Been who was attending his last meeting in that capacity and wished him the best in his future endeavors.

THE TURKS AND CAICOS Islands real estate market is expecting further resurgence having seen sales increased by whopping 28 percent at the end of August over the corresponding period last year. Kathryn Brown, President of the Turks and Caicos Islands Real Estate Association, said she is hopeful that the market will experience further growth, as the indicators are pointing in that direction. “Sales have increased approximately 28 percent, which was the end of August 2010 year to date over last year. I have not got the figures for year-to-date of October, but I am looking for a very good season and an increase in sales over 2009,” Brown said. Brown noted that the period ending August to October is traditionally slow for the real estate market, since hotels are closed and fewer visitors come to the TCI. She said when the figures for the period come in, it would show whether or not the slow period this year was better than last year. “During that period most of the hotels are closed because it is the slow season, and as you may know, most of

our customers are foreigners, and so, during that time, the real estate market does not do as much business,” Brown indicated. A worrying sign for Brown and the Real Estate Association as the winter season approaches is the level of crime, including armed robberies and shooting which has reared its ugly head recently in the Turks and Caicos Islands generally and Providenciales in particular. According to her, the rising crime could scare away prospective investors. “Based on what is happening we believe that we should see more sales in the coming months. We certainly are hoping that when money starts

streaming up in other countries they are going to find us appealing to invest in. As things move forward we are hoping that the crime situation gets settled and we don’t scare our visitors off. Not withstanding that, I am looking for a very good season and an increase in sales over 2009,” Brown said. When The SUN interviewed Brown in the summer, she noted that while its members had seen increase in sales especially from Canada, they were also seeing an uptick in sales locally, since the banks were beginning to lend again. She noted at the time that the bump in sales out of Canada was due to the strengthening

of that country’s dollar. The real estate market in the TCI took a hit after banks, especially in the United States, crumbled taking the housing market with it. As a result of those collapses, a number of local projects were affected, including the Ritz Carlton Molasses Reef development in West Caicos, which was being funded by Lehman Brothers – one of the US financial entities affected by the sub prime real estate market. A number of other resort developments went into receivership due to dwindling buyers, resulting in their lenders stepping in a seizing ownership.

Late prostate cancer diagnosis dangerous

ONE OF THE REASONS men diagnosed with prostate cancer in the TCI are finding it difficult to cope is that the majority of them have been analyzed with the disease in its advance state, this according to Dr. Rufus Ewing, Director of Medical Services. Dr. Ewing who was speaking at the TCI Cancer Society’s annual fundraising banquet held this year at the Seven Stars Resort in Providenciales on Saturday, October 30, said that the majority of the prostate cancer diagnoses confirmed in men found that they have been in their advance stages, and as a result, were more difficult to tackle medically. “I would like to see more men get tested earlier, so that we can have a hundred percent earlier detection because that would help us to manage the situation even better than if they waited too late to get tested,” Dr. Ewing said. He noted that while, there is no known cure at this time, if the disease is detected early, medical procedures could me implemented to thwart the ailment before it becomes uncontrollable. In the meantime, President for the TCI Cancer Society, Lucille Lightbourne, is also asking especially local women to take better care of themselves when it comes to breast cancer, since, although white women are more prone to develop the disease, black women are more likely to die from it.

She noted that since advancement has been made in the area of research and more effective treatments, there is hope, since 89 percent of all women diagnosed with the disease five years ago were still alive. Two cancer survivors – Mrs. Leila Robinson and Rev. Chad Archbold, who are cancer survivors, gave the audience a taste of what they went through when diagnosed with the disease. Mrs. Robinson - the mother of Lisa Hall, wife of former deputy premier Floyd Hall; Allan Robinson, Vice President of PPC and Judith Robinson, Senior Sports Development Officer for the TCI – told of the emotional horror that she went through when diagnosed with the disease, but said with support from family, friends and the Cancer Society, managed to pull through. Her testimony drew tears especially from her children. Archbold also spoke of a lump he felt under one of arms, and when he learned that it was cancer, was scared, but also with support, managed to pull through. Guest speaker at the function, Susan Nowrouzi, Registered Clinical Dietitian of Baptist Health International, told the audience healthy eating plays a pivotal role in warding off of cancers, encouraging her audience also to make vegetable a vital part of their diet.

A COMMUNITY IN THE Turks and Caicos Islands stands to receive a $30,000 makeover thanks to the Community Christmas Campaign project - an initiative launched by telecoms company Digicel. Former Premier of the Turks and Caicos Islands

DURING THE PAST Two weeks the country has witnessed two important stakeholders in the tourism industry, berating each other on who is responsible and should get the credit for the upcoming inaugural flight of Continental Airlines to our shores. The public spat between CEO of Turks Caicos Islands Airport Authority, Mr. John Smith and Acting Director of Tourism, Mr. Ralph Higgs is more about satisfying their own egos rather than seeking what is best for our struggling tourism driven economy of which they are stewards. As the 2010/2011 tourism season approaches, there are many other issues both these gentlemen can find to update our local and international partners on particularly in these changing and tough economic times. It is clearly evident that they both have missed the mark on taking a professional approach to working together. Every citizen of this country in some

direct or indirect way has a role to play in the development and promotion of these beautiful islands. There is no one single individual that is responsible for the tourism growth our country has seen in the past 12 years. It because of the work of past Ministers of Tourism such as Michael Misick, Oswald Skippings and Wayne Garland who put in hard work and dedication by placing our country on the tourism map which we now enjoy. They obviously did not work alone, the work of past Directors of Tourism such as Cliff Hamilton, John Skippings, Cesar Campbell and Lindsey Musgrove cannot be forgotten. These persons, collectively, were instrumental in broadening our destination to new markets and bringing on board a number of new airlines. What does this current scenario about who should get credit tells us about our

country and our government? Firstly, about our country, it tells the world that our destination is vibrant and offers world class accommodations and amenities with the most beautiful turquoise waters par none in this region. Secondly, it says about government that there are persons who still believe there is an “I” in the word “TEAM.” Further it shows all of us how unaware that those who hold senior positions in government have failed to realize that government with all its different parts, work together to serve the people. There is a collective goal the government has which is to serve and protect these islands and in every aspect of its national growth. Obviously, both the CEO of TCIAA and the Acting Director of Tourism have failed to realize that they need to work together to preserve and protect our main industry: tourism.

WE THE FAMILY of Claudette Rigby rejoice in her restoration. Through God all things are possible. We glorify God and give him thanks for the great work He has done in restoring Claudette to us. We know that she survived the attack for a reason. God is still in the miracle-working business. Those of you who doubt God, just take one look at her. At our lowest, God gave us strength, comfort and assurance. He said in his word, I will not leave you nor forsake you. It is close to eleven months, since she was attacked and left for dead with one of her best friends. We miss him dearly and his memory will always be cherished by Claudette and us. You see, approximately eleven years ago, Claudette was very, very sick. We thought she would die. Among the male friends she had, he was the only one who would come and visit her and take her for rides. He would say "come go with me to catch some fresh air". He would bring her food and encourage her to eat and live. He was a dear friend to her. The friendship began way, way back. Our deepest sympathy to his family. We write to thank you the people of the Turks and Caicos and the expatriate community, for your support. Those of you who formed search parties, those of you who comfort and prayed for her when she was found, the Pastors, family and friends who gathered at my sister's house for prayers for her recovery after she was flown to North Broward, Pastors and members of various Churches

Oseta Jolly Primary School topped off Health and Family Month, which was celebrated in October, with its Eating Healthy Day, on Friday, October 29 on the school grounds. On display at the event was a variety of foods which help to create healthy bodies and minds. The theme for the event was cultivating healthy minds; building strong bodies, and saw the various classes at the institution making displays. In addition to the schools, at least two businesses which specialized in healthy foods and drinks were invited to make presentations. Danny Williams of Healthy Treats and Deli, located at Market Place in Providenciales, spoke in depth to the students and others in the audience about the benefits of eating fruits and vegetables. The students and guests also learnt the medical benefits of certain fruits and vegetables. A presentation was also made by health food restaurant – Froots, which is located at Courtyard Plaza, along Leeward Highway in Providenciales.

National Breast Cancer Awareness Month Types of breast cancer There are several different types of breast cancer that can be divided into two main categories - noninvasive cancers and invasive cancers. Noninvasive cancer may also be called "carcinoma in situ." Noninvasive breast cancers are confined to the ducts or lobules and they do not spread to surrounding tissues. The two types of noninvasive breast cancers are ductal carcinoma in situ (referred to as DCIS) and lobular carcinoma in situ (referred to as LCIS). It is known that hormones in a woman's body, such as estrogen and progesterone, can play a role in the development of breast cancer. In breast cancer, estrogen causes a doubling of cancer cells every 36 hours. The growing tumor needs to increase its blood supply to provide food and oxygen. Progesterone seems to cause stromal cells (the woman's own cells to send out signals for more blood supply to feed the tumor. * Non-invasive breast cancer. The majority of non-invasive breast cancers are DCIS. In DCIS, the cancer cells are found only in the milk duct of the breast. If DCIS is not treated, it may progress to invasive cancer. In LCIS, the abnormal cells are found only in the lobules of the breast. Unlike DCIS, LCIS is not considered to be a cancer. It is more like a warning sign of increased risk of developing an invasive breast cancer in the same or opposite breast. While LCIS is a risk factor for invasive cancer, it doesn't actually develop into invasive breast cancer in many women. * Invasive breast cancer. Invasive or infiltrating breast cancers penetrate through normal breast tissue (such as the ducts and lobules) and invade surrounding areas. They are more serious than noninvasive cancers because they can spread to other parts of the body, such as the bones, liver, lungs, and brain. There are several kinds of invasive breast cancers. The most common type is invasive ductal carcinoma, which appears in the ducts and accounts for about 80 percent of all breast cancer cases. There are differences in the various types of invasive breast cancer, but the treatment options are similar for all of them.

Controversial beauty queen Carrie Prejean has a bun in the oven. "We are just so excited," the threemonths-pregnant Prejean, 23, told FOX411.com on Wednesday. "I'm due in May on my grandmother's birthday. She recently passed away, so that's very special to us." Prejean wed Oakland Raiders quarterback Kyle Boller in July. She said they started trying for a family about a month after their big day. "I'm trying to stay healthy, but it has been tough. I've been getting night sickness. Random House earns highest nonfiction sales since Clinton memoir NEW YORK — Former President George W. Bush's memoir "Decision Points" sold at least 220,000 copies through its first day of release, with more than 20 percent generated by e-book purchases. Random House Inc. announced Wednesday that opening-day sales, which include preorders and represent 95 percent of accounts reporting, was the publisher's highest for nonfiction since former President Clinton's "My Life" debuted with 400,000 sales in 2004. Bush's book came out Tuesday with an announced first printing of 1.5 million copies. Random House said that e-sales were 50,000 so far, a number unthinkable when Clinton's book came out. "It shows the digital market's rapid growth," said spokesman David Drake of the Crown Publishing Group, a Random House division. Bush has been actively promoting the book, giving interviews to Matt Lauer, Oprah Winfrey and Sean Hannity among others. Reviews so far have been mixed, as they were for "My Life" and for virtually all presidential memoirs. The Wall Street Journal's Daniel Henninger wrote that Bush's book "contains delightful and telling personal observations," while Jonathan Yardley of The Washington Post found "Decision Points" to be "competent, readable and flat."

Former "Tonight Show" host Conan O'Brien returned to television on Monday, more than nine months after he lost his coveted network job, and poked fun at his downsized gig on a cable channel. His opening monologue, predictably, revolved around his unceremonious departure from the NBC role he had coveted for years and his arrival at TBS, whose lineup includes old sitcoms like "King of Queens" and "Everybody Loves Raymond." "Welcome to my new show. It's called 'Conan,'" the bearded 47-year-old comic told the audience at a Burbank soundstage around the corner from his old employer. "People ask me why I named the show 'Conan.' I did it so I'd be harder to replace. "This is an exciting night," he added. "I'm really glad to be on cable ... The truth is, ladies and gentleman, I have dreamed of being a talk show host on basic cable ever since I was 46. "And things are already going very well. I am happy to report right now ... that we're already No. 1 in TBS's key demographic -- people who can't afford HBO." O'Brien's seven-month tenure at "The Tonight Show" ended in January amid a botched programing overhaul at NBC, which had designated him Jay Leno's successor several years earlier. Leno was given a variety show that aired weeknights at 10 p.m., but its low ratings angered network affiliates. The struggling network decided to restore Leno to his old 11:35 p.m. slot, and O'Brien refused an offer to follow him a half-hour later. He received a $45 million exit deal, and announced in April that he would launch a new show at TBS. He spent the enforced break nursing his

wounds, embarking on a national comedy tour, and basking in the outrage directed at NBC on his behalf by his fans. The TBS show followed a traditional format: O'Brien delivered one-liners to a studio audience; repaired to his desk where he cracked wise with his long-time sidekick Andy Richter against a lunar backdrop; and then interviewed a pair of actors on the promotional trail, Seth Rogen and Lea Michele. Somewhat unconventionally, he ended the show by strapping on a guitar and singing along with White Stripes frontman Jack White on a cover of Eddie Cochran's "Twenty Flight Rock." A running, pre-taped gag depicted O'Brien being machine-gunned -- "Godfather"-style -- by NBC hitmen. Another bit showed him on the job-search trail. His first interview, with Don Draper of the 1960s advertising drama "Mad Men," goes badly when the executive tells him, "It's 1965 and you're two years old." Jobs at Burger King and as a children's party clown also go badly. Finally TBS offers him a contract that promises to pay him "MUCH LESS." O'Brien gladly signs on. In reality, O'Brien is reportedly earning at least $10 million a year at TBS, comparable to what he was earning at NBC. Syndication and foreign sales will also boost his payday. Critics said the show failed to break much new ground. Variety said "very little in the premiere could be called inspired." USA Today warned O'Brien to drop the jokes about his joblessness. "He's made millions. He'll make millions. Stop crying on the national shoulder. Unlike many Americans, you've got a job. Get on with it," it said.

Cayman Islands opposition leader Kurt Tibbetts quitting

In a broadcast statement early Wednesday afternoon, the leader of Cayman’s opposition People’s Progressive Movement announced that he would step down from that position. According to the Caymanian Compass newspaper, Kurt Tibbetts’ resignation as party leader and as leader of the opposition will take effect early in 2011 by which time a new leader will have been chosen. Mr. Tibbetts is expected to stay on as a member of the Legislative Assembly for the remainder of his elected term. “Nothing is going to change except that someone else will shoulder the responsibility of leadership,” he said. It was not immediately clear, however, whether Mr. Tibbetts would seek re-election. He did say he would remain involved in politics as a member of the People’s Progressive Movement. “This is as important to me as it has ever been,” he said. “I am not going anywhere.” Mr. Tibbetts said he would hold a public meeting Thursday night at the Seafarer’s Hall to explain his reasons for stepping down as PPM leader.

The Cayman Islands’ Constitution requires that government or opposition leadership changes be announced at least 60 days in advance of their taking effect. The Opposition Leader is appointed by the Cayman Islands Governor once a majority of elected opposition party members assent to that individual’s leadership. Mr. Tibbetts said they would hold a special conference to hash out leadership issues early in 2011 and hold a party convention later in the year. He said he would stay on as party leader until those matters were resolved. “There will be no time when the party does not have a functioning leader,” he said. A new leader is not the only change in store for the PPM. Mr. Tibbetts said that a deputy opposition leader – a position that does not currently exist – would be elected at the conference, as well as new general secretary, a position he said has been vacant for some time. In addition, party chairman Anton Duckworth, during a previous interview with the Observer on Sunday, indicated he might not remain in that position over the medium-term.

AIR CANADA TO CHARGE CARIBBEAN TRAVELLERS CAN$20 FOR SECOND BAG

Air Canada says it will charge passengers CD$20 for a second checked bag on its Caribbean flights beginning in January. Canada’s largest carrier said that it adjusted its checked-bag policy to match other airlines. Its main competitor, WestJet, announced a similar charge last week. Customers purchasing Economy Class tickets starting November 11, 2010 (Tango, Tango Plus and Latitude fares) for travel on or after January 19, 2011 on domestic Canadian, Caribbean, Costa Rican and Mexican flights will now be charged $20 for a second checked bag, in line with other carriers. Air Canada's second bag policy for flights to and from the U.S., Europe and other international destinations remains unchanged. The policy allows for a car seat and stroller to be checked as additional pieces of baggage free of charge. The fee for a second checked bag will not apply to Air Canada Prestige, Elite, Super Elite members or Star Alliance Silver and Gold members. Executive Class and Executive First customers continue to receive an allowance of three checked bags on all flights, regardless of destination. Air Canada is Canada's largest domestic and international fullservice airline providing scheduled and charter air transportation for passengers and cargo from 60 communities large and small across Canada to more than 170 destinations on five continents. Canada's flag carrier is the 15th largest commercial airline in the world and serves 31 million customers annually. Air Canada is a founding member of Star Alliance, the world's most comprehensive air transportation network serving 1,160 airports in 181 countries.

“Frankly, I’m getting a bit too old to be sitting in this chair,” Mr. Duckworth said in the interview, which was conducted in early October. He did not elaborate. There has also been speculation that Bodden Town MLA Anthony Eden, who will be 67 by the time of the 2013 elections, will not seek office again. Mr. Eden has not addressed that issue publicly. Barbados is to get a Tourism Master Plan to chart the direction of the industry for the next decade, and Barbadian input at all levels is being sought. At a launch of the White Paper on tourism development, which will inform the Tourism Master Plan, Minister of Tourism Richard Sealy said Barbados’ $1.2 billion-dollar tourism industry was too important to continue to be operated in an “ad hoc, loose manner”. Addressing tourism stakeholders at the LLoyd Erskine Sandiford Centre in Barbados, Sealy said the White Paper would set out the national tourism policy for Barbados, Government’s vision, and an overall framework for tourism development for the future. And he specifically credited late Prime Minister David Thompson with the idea of a tourism master plan, saying it was part of Thompson’s vision for the development of Barbados, while he was Leader of the Opposition. According to Sealy, there was “an absence of an appropriate policy framework for the tourism industry” at that time and he said Thompson had

Cholera outbreak reaches Haiti's capital

CARIBBEAN NEWS A three-year-old boy from a Port-auPrince tent city has been confirmed by health authorities to have contracted cholera, proving that Haiti's growing epidemic has spread from outlying areas to the country's crowded capital. The boy was tested after being taken to the Bernard Mevs/Project Medishare hospital on Oct 31 suffering from severe dehydration, nausea, vomiting and diarrhoea. He was treated with oral rehyrdration, IV fluids and antibiotics and released. Doctors are testing another 120 people suspected of suffering from cholera. Samples from patients in Port-auPrince are being tested in a laboratory to confirm the presence of vibrio cholera bacteria, which has already killed at least 544 people in Haiti, Gabriel Timothee, director of the health ministry, said. The bacteria could put an estimated 2.5 million to 3 million inhabitants in danger, nearly half of whom have been living in tents or under tarps in easily flooded

JAMAICAN MAN ALLEGEDLY KILLED OVER BAD WEED A man who police said fatally stabbed another man and hid his body in a barrel in bushes, was remanded into custody when he appeared in the Corporate Area Resident Magistrate's Court Tuesday. Michael Wheatley, 21, of Tavares Gardens, Kingston 11, is charged for the July 2 murder of Lenford Williams, also of Tavares Gardens. Allegations are that on the day in question at about 1:00 am, Williams was at his home watching television when the accused barged into his room and accused him of giving him 'bad weed'. The two reportedly got into a struggle and the accused pulled Williams from his room onto the stairway where he stabbed him several times with a knife. It is further alleged that the accused then placed Williams' body into a barrel and hid it in bushes in the community before returning to the house to wash away the bloodstains and hide the murder weapon. Following the killing, residents were alerted and the accused was held and beaten and was then handed over to the police. More than 6,400 of the known 8,138 cases to date have been in the agricultural region, clustered around the Artibonite River. At least 114 of the people suspected of having the disease in the capital are in the Cite Soleil slum, the expansive oceanside shantytown at the

capital's far northeastern edge and its closest point to the valley. Since its discovery in late October, the disease has spread to half of Haiti's 10 administrative regions, or departments. More than 200 people have been hospitalised in the West department, where Port-au-Prince is located. Cholera had never been documented in Haiti before its appearance last month. Half-million dollars in aviation technology for Lynden Pindling International Airport Nearly $500,000 worth of aviation technology will be integrated into the Lynden Pindling International Airport, according to an executive of the Florida-based company selected by Nassau Airport Development (NAD) to implement the systems. According to the Nassau Guardian, President and Chief Operating Officer of AirIT Chris Keller said the new software for the $409.5 million project will be identical to the technology utilized in Miami International Airport, and it will enable operations at LPIA to run more efficiently. “When complete, the airport will have a full sweep of operational software tools that allow the airport to more effectively manage resources at the airport,” Keller said. “The airport [will] benefit from one vendor and multiple technologies and they’ll benefit from economies and cost savings because [AirIT] can lower the cost of implementation and deployment of these systems.” AirIT is an information technology products and services company that specializes in the air transportation and seaport industry and provides an array of operations, passenger processing and business management systems. Keller also mentioned that a local technology company will offer assistance on the project with AirIT, as Capital City Computers will be lending a helping hand.“It is important to have somebody familiar with the local practices in business and somebody who can support us who has the necessary tools on island,” Keller said. “It’s just not having a local company that helps us support [the systems], but they are

involved on the implementation of that project.” Keller said his company had already begun work in the country and is targeting next February as a target date for the new technology to be fully implemented. The LPIA expansion has been making headway and is gearing to get all phases of the project in motion, with NAD recently announcing details on the tendering of stages 2 and 3 of the development. The company is seeking local subcontractors to assist in the final stages, where approximately 400 jobs will be created during the peak of construction during the final phases. Phase Two of the airport

expansion, estimated at $123 million, includes selective demolition of the current U.S. departure terminal and construction of a new 226,000 sq. ft. international arrivals terminal. The project will also include the addition of approximately 200,000 sq. ft. of asphalt apron rehabilitation and the removal and rebuilding of existing parking facilities. The final stage of the project includes a 112,000 sq. ft. international departures and domestic arrivals terminal, 30,000 square feet of asphalt apron rehabilitation and minor landslide improvements. The cost of that phase is estimated at $84 million.

MYSTERY WOMAN FOUND SHOT DEAD IN NASSAU

Police are still working on identifying the country's latest murder victim, a woman who was found on the premises of a gas station yesterday with multiple gunshot wounds to her back. The woman, considered to be a "Jane Doe" by police, was found lying face down on the forecourt of the Kemp Road Service Station, located on Parkgate and Kemp roads, sometime after 2am yesterday. Late last night, residents in the area said the woman - who was found wearing a brown sweater and long jeans pants - had only recently moved to Nassaul from Abaco. It was unclear whether or not the deceased had any family members in New Providence. Leon Bethel, head of the Central Detective Unit, said police received a call that a woman was shot. They assisted with calling the paramedics. The victim was taken to hospital via EMS personnel where she was eventually pronounced dead. Information on the incident was "sketchy" up to press time, as the police did not have any immediate leads on the matter. It is believed that damage was done to the property of the service station as a result of the shooting. Hulan Hanna, Assistant Commissioner of Police, said the woman "seems to be a young person" from all indications.

Al Qaeda's Yemen-based wing has claimed responsibility for sending two U.S.-bound parcel bombs that were intercepted in Dubai and Britain in October. The bombs, addressed to synagogues in Chicago, were found in computer printer cartridges. The device found in Britain was taken off a cargo plane at East Midlands Airport north of London on October 29. "Forensic examination has indicated that if the device had activated it would have been at 10:30 hrs BST (0930 GMT) on Friday, 29 October 2010," London police said in a statement. PARIS – The European Aviation Safety Agency has ordered airlines to carry out new inspections of the RollsRoyce engines on the Airbus A380 superjumbo after analysis of one which blew up on a Qantas flight. The Australian carrier was forced to ground its entire fleet of A380s after the mid-air blast last week which forced the plane to make an emergency landing in Singapore. No one was injured in the incident. Preliminary analysis showed that an oil fire may have caused the "uncontained failure" of the Rolls-Royce Trent 900 engine, the EASA said Thursday on its website. The agency said it therefore "requires repetitive inspections" of certain parts of the engine "in order to detect any abnormal oil leakage, and if any discrepancy is found, to prohibit further engine operation." The agency's instructions were considered as "interim" and further "mandatory" actions might be considered after results of the ongoing investigation are completed. The Qantas incident prompted serious safety worries over the world's biggest passenger jet. The Australian carrier revamped its flight schedule to exclude the six flagship A380s, potentially for "weeks", after the blow-out which also led to Singapore Airlines putting three of its superjumbos out of action. A spokesman told AFP that Qantas's A380s, which service long-haul routes connecting Australian cities with Los Angeles and London, would not be used for at least a few days. Man pleads guilty to killing 3year-old Illinois girl

JOLIET, Ill. – For eight months, Kevin Fox sat in a jail cell as a suspect in his 3-year-old daughter's death, knowing prosecutors wanted him executed and that the real killer was free. On Wednesday, Fox sat just a few feet away from Scott Eby as the convicted sex offender pleaded guilty to the suburban Chicago girl's sexual assault and murder. In a clear voice, Eby said the word "guilty" six times — ensuring he will spend the rest of his life behind bars for the death of Riley Fox. In exchange for the 39-year-old's plea, prosecutors agreed not to seek the death penalty. The courtroom was packed with dozens of friends and family of Riley, many wearing pins with a photograph of the girl nicknamed "Rileybugs" on them. The gallery was silent as Eby entered his plea, ending a six-year ordeal in the highly-publicized case. Kevin Fox, who was exonerated by DNA evidence, was the first to take the witness stand and read a statement in which he talked about his time in jail. "I would always wonder what you were doing with your freedom," he said. "If you were lying, watching TV or if you were picking your next victim." He said that once he left court, he would drive Eby from his mind. "After today you will no longer be a part of my memories of my daughter," he said looking up from his notes, staring directly at Eby. In horrific details, Assistant Will County State's Attorney Michael Fitzgerald told the judge how Eby, in a five-page letter, admitted

that on June 6, 2004, he had been drinking and using cocaine — a combination that gave him the urge to break into Riley's Wilmington house and molest her. Eby said he put a bandanna over his face before entering the house, put his hand over Riley's mouth and put her in the trunk of his car. He described then driving to a nearby forest preserve, duct-taping her wrists and mouth and sexually assaulting her on the floor of a men's room. "Eby wrote that it was stifling hot that day, that he must have pulled down his bandanna because he looked down and stated that Riley Fox was staring at his face," Fitzgerald said. Eby told authorities he knew the girl could identify him and panicked, taking her to a nearby creek and holding her "under the water by the shoulders until he couldn't feel her struggle anymore." Many in the courtroom openly wept. Melissa Fox spoke of the joys of watching her daughter and how she liked to sing, dance, tell jokes and catch butterflies. But, as her voice cracked, she also told Eby what he took when he held her daughter's head under water. Tears welled in Eby's eyes as the girl's mother spoke. "She would never have the opportunity to play with her friends, have sleepovers, get her driver's license, go to homecoming or prom, go to college, get married or have a family of her own," Fox said. SAN DIEGO – Six tug boats pulled a stricken cruise ship to shore Thursday morning amid cheers from a waiting crowd, bringing the nearly 4,500 passengers and crew back to friends and family after three days of limited food, smelly toilets and dark cabins. Escorted by Coast Guard cutters, the nearly 1,000-foot Carnival Splendor reached the dock at about 8:30 a.m. PST and the first group of passengers walked down a ramp about an hour later, dragging rolling suitcases behind them and entering a tent on the dock. The ship left Long Beach on Sunday for a seven-day trip to the Mexican Riviera, only to return days early without ever reaching the beaches vacationers had hoped for. A fire in the engine room knocked out power Monday morning, leaving passengers with no air conditioning, no hot food, no hot water, no casino. The swimming pool was offlimits because there was no way to pump chlorine. Aboard the ship, lines for cold food stretched for hours during the days after the power went out. Navy helicopters flew in Spam, Pop Tarts and canned crab meat and other goods for the passengers and crew, passengers said. Some passengers carried food to others who used walkers and canes and couldn't climb up nine decks of stairs to reach the food lines, Alim said. "We have not had a hot cup of coffee in four days," she said. "This was my first cruise and it was no luxury, no fun." However, passengers spent their last night drinking free wine and beer at the bar and singing old songs. Paul Patrick Sr., 50, of Riverside, said his daughter, Sabrina Klinge of Laguna Hills, was married on Saturday and was on her honeymoon cruise. The 27-yearold texted her father on Wednesday saying it was dark and she was living on Pop-

The ship was 200 miles south of San Diego and about 44 miles off shore when the fire killed its power. "We've never had anything like this happen before, so I really don't think we have any risks to other ships," he said at a news conference Wednesday. "This is a very unusual situation." "As successful as things were on election night, the RNC could have played a more effective role in making it a more successful night in the U.S. Senate races, the gubernatorial races and the U.S. House races," said Healy. The RNC trailed Democrats by $15 million in fundraising, is in debt and was largely overshadowed by third-party groups that, in a few months, have raised almost as much as Republican National Committee has since January 2009. Australia to hold constitutional referendum on Aborigines

MELBOURNE – Australia announced a national referendum on recognising the country's Aborigines in the constitution, in a bid to improve conditions for the chronically disadvantaged community. Prime Minister Julia Gillard said Australia had a "once in 50-year opportunity" with parliamentary support and widespread public backing, three years after former leader Kevin Rudd's historic apology to the native people. "We came to government knowing that change was needed on an emotional level as well as a practical level," Gillard said. "The recognition of Indigenous Australians -Aboriginal and Torres Strait Islander peoples -- in the Australian constitution is the next step in that journey." Australia has not held a referendum since 1999, when a move to become a republic was rejected. In 44 referendums since 1901, only eight have passed. Gillard said it was vital to build consensus before holding the vote, which will not take place for at least 12 months. The only other referendum dealing with Aborigines was in 1967 when an overwhelming majority voted that they should be counted as part of the population. Gillard established an expert panel to examine the question and report back by the end of 2011, and said the vote could be held before or in conjunction with the next national election, due in 2013. The move comes almost three years after Rudd, then head of Gillard's ruling Labor party, delivered an historic apology to Aborigines, the country's original inhabitants, for wrongs committed since white settlement in 1788.

Bank of England says economic outlook still uncertain

The Bank of England has warned that the outlook for the UK economy remains uncertain. Governor Mervyn King said the recovery was likely to continue, but its strength depended heavily on developments in the world economy. The Bank's quarterly inflation report said rising raw material prices, energy bills and next year's VAT rise meant inflation would remain high next year. But it is expected to fall below the Bank's 2% target in two years' time. Adding to the uncertainty are government cuts which could trigger a slowdown in construction, Mr King said, which has been a key driver in recent faster-than-expected economic growth. The most recent gross domestic product (GDP) figures showed growth of 0.8% in the third quarter of this year. In the three months before that, the economy grew by 1.2%. Speaking to reporters, Mr King said a sharp slowdown, however, was unlikely. ILO says global jobs recovery volatile and uneven

Global employment is witnessing a volatile and uneven recovery, with the manufacturing and construction sectors hardest hit and health a rare bright spot, the International Labor Organization (ILO) said on Wednesday. "In 2010, the global economy seems to have entered into a new stage where divergence and volatility in a number of labor markets have significantly increased and uncertainty over the stability of the recovery remains high," the ILO said in a report. The report was based on figures covering 13 economic sectors in 51 countries, ranging from the United States and Germany to Russia, the Philippines and India. In the first half of 2010, manufacturing and construction, especially in Europe, lost more jobs than any of the other sectors surveyed, while employment losses continued in wholesale and retail, the report said. Health, it noted, had 2.8 million more jobs in the 51 countries surveyed at the end of the first quarter this year than it did two years previously. The report did not analyze why some sectors were doing better than others. ILO economist Elizabeth Tinoco said the volatility varied not only across sectors but also across emerging economies like China, South Africa and Brazil as well as richer nations. Financial services, which last year showed signs of recovery, saw jobs fall in the third quarter of 2009 and had been rising and falling quarter to quarter since then, reflecting restructuring in the United States and Britain. Agriculture, the ILO said, remained resilient although volatile in the first 6 months, with a year-on-year job total decline of 1.1 percent over the first quarter, driven by a 5.9 percent drop in Asia due to extreme weather. NISSAN RECALLS 586,000 FRONTIER, XTERRA VEHICLES

DETROIT– Nissan Motor Co Ltd is recalling nearly 600,000 Frontier pickup trucks and Xterra sport-utility vehicles because of risks the steering shaft could crack due to corrosion. Internet faces turbulent times

The internet could face years of instability as it moves to a new addressing system, one of the network's original architects has warned. Vint Cerf, one of the fathers of the internet, spoke as the UK was urged to begin using the new addressing system. With current addresses due to run out in 2012, nations and businesses must get on with switching, said Mr Cerf. During the switch internet links could become unreliable, making sites and services hard to reach, Mr Cerf said. "This has to happen or the internet will stop growing or will not be growable," he said of the move to the addressing system. The net has grown to its current size using version 4 of its addressing scheme (IPv4), which allows for about 4.3 billion addresses. Estimates suggest that this pool of addresses will be exhausted by the end of January 2012. A system with a far larger pool of addresses has been created, called IPv6, but progress towards using it has been sluggish. He criticised global businesses, saying they were "short-sighted" for not making the shift sooner. "They cannot grow their business if they do not have an address space to grow it into," he added. "The business community needs to understand that this is an infrastructure they are relying on and it needs to change for them to continue to grow and to rely on it," Mr Cerf said.

The problem of the switchover will be exacerbated, said Mr Cerf, because the two addressing systems are not compatible. As parts of the internet do eventually convert to IPv6 those trying to get at the parts still on IPv4 may not reach the site, resource or service they were after. The net would not stop during the switch, said Mr Cerf, but access could get "spotty". That instability could last years, he suggested, as even search giant Google - his current employer took three years to get its IPv6 network up and running. Some nations, such as China and the Czech Republic, had made great strides in using IPv6 but others had not even started. "There is turbulence coming," said Nigel Titley, chairman of RIPE, the body that hands out Europe's allocation of IPv4 addresses. He said it was only a matter of time before the shortfall of addresses started to hit business. Attempts to get more people online, close digital divisions or to boost e-commerce could all be hampered by a lack of addresses, Mr Titley said. The key to accelerating the shift to IPv6 would be making internet service providers (ISPs) offer the service to their customers, he said, something too few were doing at the moment. "Sooner or later BT is not going to be able to provision a new broadband customer," said Mr Titley. "That's when the accountants might wake up."

Antigua, Barbados and Trinidad and Tobago have submitted bids to host the Caribbean Twenty20 Championships of 2011 and 2012. The West Indies Cricket Board (WICB) announced on Tuesday that the three venues will now be assessed by its Bid Review Committee headed by director Gregory Shillingford, the president of the Leeward Islands Cricket Association, and former chief executive officer. "It is a new model inviting territories to host matches in regional tournaments and appropriately it starts with the most exciting of the tournaments - Caribbean T20 which proved to be successful in its launch in 2010," said Shillingford in a WICB media release. He added: "The territories, which have submitted bids and are confident of meeting the criteria, will be held to meeting standards and WICB will be held to meeting obligations in terms of both cost and benefits." The Bid Review Committee will have this weekend to consider seven key criteria in choosing the venues before the WICB makes the official announcement Monday coming. The WICB noted the committee would have to consider contributions of the hosts to the event, cost of hosting matches, potential revenue opportunities, strength of the commitment to host, record of honouring commitments, the quality of event management during previous WICB tournaments and venue readiness. The regional governing body also requires venues to have international standard lighting and at least one giant replay screen, so they can be favourably considered for hosting the CT20, which will be a televised 'live' event. The other members of the Bid Review Committee are WICB director, Enoch Lewis; the chairman of the WICB's finance committee, Steve Camacho; the WICB corporate secretary, Nelecia Yeates; the WICB commercial manager and new WICB event manager, Cindy McLean. Next year's CT20 will be held from January 9 to 24.

With Jamaica's kit sponsorship deal with Italian sports goods manufacturers, Kappa, nearing an end, the Jamaica Football Federation (JFF) is working around the clock to secure a new one for the national programme, with five leading brands reportedly in talks with the Captain Horace Burrell-led administration. It was Burrell who put pen to paper in a US$1.7-million two-year deal with the Italians in 2008, one which was said to be the most lucrative in Jamaica's footballing history. However, this agreement will expire on December 31 this year. It should be noted that Kappa has retained an option to renew the deal to outfit Jamaica's nine national men's and women's football teams. At present, Jamaica is the only national football programme that is supported by Kappa, with Italian clubs Roma and Sampdoria, Spain's Valencia, as well as English outfits Fulham and Portsmouth, among their global partners. Speaking from Mexico, where he is away on official business, Burrell confirmed that negotiations were ongoing with Kappa, as well as several other major sports goods manufacturers. He also mentioned that the teams would continue to don Kappa gears, even after the expiration of the current contract, until a new agreement is struck, whether it is with the Italian manufacturers or another company.
