IN AN UNPRECEDENTED move that will provide financial relief to hundreds of businesses and thousands of individuals in the Turks and Caicos Islands, the National Insurance Board (NIB) has announced a two-month amnesty on the payment of interest on contributions and a reduction in the rate of penalties from 10 percent to 3 percent. The new measures were announced by His Excellency Governor Ric Todd, in his capacity as Minister of the Turks and Caicos Islands National Insurance Board (NIB), on December 22, 2011. Todd said the two-month amnesty period on NIB surcharges will commence on January 2, 2012 and end on February 29, 2012. During this amnesty period persons can bring their National Insurance contributions up to date without incurring any surcharges.

The NIB will waive a person’s liability to pay any additional charges due in respect of late payment of contributions if: (a) the person provides satisfactory evidence to the NIB that all outstanding contributions payable under the National Insurance Ordinance (NIO) have been paid as at the date of commencement of this Ordinance; or (b) the person pays all outstanding contributions payable under the National Insurance Ordinance prior to the end of the amnesty period on February 29, 2012. For the purpose of this exercise, a “person” means contributors to the NIB; including employers and selfemployed persons. Governor Todd noted that the amnesty will benefit both Government and Business and provide much needed financial relief to many struggling institutions. Once the amnesty period is concluded, the penalties will be reintroduced for late payment.

“The National Insurance Board is pleased to offer this relief to TCI businesses in this time of economic challenge, both here at home and abroad. We encourage all of our contributors in arrears to make use of this one and only opportunity to bring their accounts current without financial penalty,” said Colin Heartwell, CEO of the NIB. In addition to the announcement on the Amnesty on Surcharges, legislative amendments have been passed to reduce the surcharge rate on contribution arrears. Contribution arrears will accrue at an initial 10% of contributions for the first month, and will subsequently incur a 3% penalty for each month or part thereof of delay. The 3% rate is a 7% reduction in the rate of 10% charged since 1993 and is in line with actuarial advice. “High penalty rates were severely impacting on businesses, noted Mr. Heartwell and these reduced penalty

rates will maintain an incentive for persons to keep accounts current without driving firms into bankruptcy.” The amnesty period stands to benefit many parties. It is expected to increase the NIB’s contribution income in 2011/2012, while significantly reducing the level of delinquency. An improved compliance level also stands to reduce the benefit processing time; with more insured persons’ contributions being updated, the NIB stated in a paid advertisement. The surcharges currently contribute only about 3% of the total NIB annual revenues in 2011/2012 so the immediate financial impact in the NIF won’t be significant, said the release, which added that the NIB will be foregoing $11.8 million in potential revenue from Government and possibly up to $4 million in potential revenue from the private sector. The statement said this amnesty

will benefit TCIG as it reduces the country’s deficit by a third and it helps business as it removes the immediate financial burden of surcharges. “The surcharges are intended to encourage firms to make their contributions on time rather than help drive them into bankruptcy. In this current poor economic climate, many of the public and private contributors with outstanding surcharges are in severe financial difficulty. This initiative will assist them in their economic recovery and bring new additional contribution revenues in the future. The surcharge level of 10% was deemed to be too high for some time and this move will reduce the burden to employers while still encouraging NIB payments,” the statement added. In recent months, the NIB published the names of hundreds of businesses and individuals from every islands in the Turks and Caicos Islands who were in arrears.

A PUBLIC RELATIONS DISASTER FOR THE US

EDITORIAL CARTOON

Stupid, petty, vindictive, short-sighted, counterproductive, a huge diplomatic faux pas. These are the some of the words that could be used to describe the U.S. decision not to issue a special license to allow the Trinidad Hilton hotel to host the CubaCARICOM Summit in Port of Spain on December 8. This was a meeting of 15 heads of state; 14 of whom lead countries with which the United States has friendly relations. Cooperation extends across a wide range of subjects, especially security. Diplomatically speaking, the U.S. government gave each of these leaders a slap in the face. The host country, Trinidad and Tobago, is one of Washington’s best friends in the region. It is a principal supplier of natural gas to the United States and a close ally in the ‘war on terror’. It is the only CARICOM country to have been visited by President Obama, when it hosted the Summit of the Americas in 2009. Just two months ago there was a visit from U.S. Attorney General Eric Holder, who held cordial discussions with Prime Minister Kamla Persad-Bissessar. The Prime Minister’s—and Trinidad and Tobago’s-hospitality have now been repaid by being acutely embarrassed in the presence of other CARICOM leaders and their Cuban guest. The official U.S. explanation—that the request for a special licence came too late to be properly processed—beggars belief. How far up the chain of command did this matter go? Did it reach Secretary of State Hillary Clinton? To President Obama? Was Attorney General Holder consulted? Was Ambassador Beatrice Welters in Port of Spain brought into the picture, and if so, did she offer counsel to her superiors on the possible political fallout? Was this, as many believe, a deliberate political act meant to signal Washington’s displeasure with the cordial relations that exist between CARICOM nations and Cuba, or even to sabotage the summit? The U.S. decision was communicated on the very eve of the meeting, forcing alternative arrangements to be hurriedly set in place. If that was Washington’s intention, it certainly backfired. In a separate statement, the assembled leaders jointly declared themselves “affronted by the intrusion of the United States against the sovereignty of Trinidad and Tobago”; going on to note that the action “could have impacted on the success of the Summit, but thanks to the commitment and solidarity of the Member States of the Caribbean Community we can celebrate an outcome which reinforces the strong fraternal bonds between CARICOM and Cuba.” The U.S. action actually succeeded in educating

and galvanising public opinion against the obnoxious extra-territorial reach of the Helms-Burton law, as well as U.S. embargo itself. Media coverage of the action has been extensive; and uniformly negative. The Cubans on their own could hardly have accomplished such a public relations feat. The pretentiousness of the U.S. action may be illustrated by the following example. Suppose a Trinidad and Tobago-based company were to have a contract to manage an American company based in Washington, D.C. The American company not only transacts business with the U.S. government, it is actually owned by the U.S. Government. It enters into particular transaction with the U.S. government, which the Trinidad and Tobago government then seeks to nullify on the grounds that this particular transaction contravenes Trinidad and Tobago law? The very idea is laughable! The Trinidadians would be packing their bags the next day. Even if we accept the official U.S. explanation, this raises other questions. Are we to believe that U.S. officials were simply unaware of the potential embarrassment for themselves, and for a friendly government, that was brewing right under their noses? Was the U.S. envoy in Port of Spain asleep on the watch? And what steps did the Trinidad and Tobago government take to bring the matter urgently to the attention of the U.S. Ambassador, the State Department and the White House? This is not a matter of ‘respect for international law’. Helms-Burton is U.S. domestic law, and has been repeatedly condemned by the United Nations General Assembly. Nor is it an issue of the exercise of ‘U.S. sovereignty’, which does not—or ought not to— extend to Trinidad and Tobago. There are several diplomatic tools available to a government that has been so slighted, to show its displeasure and to salvage its dignity. A separate, firmly worded statement, can be issued. A strong diplomatic note can be sent. Port of

A personal phone call to the Prime Minister from President Obama or Secretary Clinton, blaming bureaucratic foul-ups, would not have been inappropriate. This is what one expects in a world of mutual respect among nations having friendly relations with one another. Can we expect this to happen? Sure. ACTING DIRECTOR FOR Tourist Ralph Higgs forecasts that the prospects for the current winter tourist season will be tremendous. “We are predicting that this year will surpass last year – the upcoming year will surpass the coming year in the vicinity of 12 to 15 percent in landbased tourism. And we expect the cruise port to exceed that number barring any unforeseen events in our source markets we expect that the destination will continue to grow,” Higgs said. Higgs said the expected increase in tourist arrivals is owed to a combination of efforts, with the chief denominator being the rich tourism product and the hospitable and accommodating nature of industry workers and those in the community. “I think it is a combination of things. In think chief among them is

the strength of our tourism product, the hospitability and friendliness of our people, local and residents alike; the corporation between our private sector partners - the Hotel and Tourism Association, the Grand Turk Cruise Port, the Airports Authority, the FBO, the mariners that welcome private yachts. “They are certainly the main contributors to this success. And I think it is worth noting that in the face of these challenging economic times in our source markets, the Turks and Caicos continues to attract the kind of numbers or attention, its outstanding,” Higgs said. In the meantime, Higgs said plans are far advanced for the Turks and Caicos Islands to see additional airlifts, saying that he was scheduled to meet with executives of airlines who have expressed great deal of interest in the TCI, in his latest travel. “I can say at this time, if we are able to secure this (deal between TCI

Tourist Board and airline), it would open our destination into a part of the world that we have not been able to have access to before,” Higgs, who did not want to be drawn into the identities of the airlines nor the destinations, said. “It is far and it is close; it is accessible. Things are looking up very well. I can’t overstate how important the cooperation and support the private partners has been over the years,” he pointed out. TCI tourism – both land-based and cruise ship - has been making waves in recent time. In 2001, the country welcomed 165,836 or a 9 percent increase in land based tourists. In 2002 the country recorded negative 6.5 percent when only 154,961 turned up to our shores. However, the number ballooned back up in 2003 when 164,100 tourists visited the country, a 5.8 percent increase. In 2004, the number continued to climb when 174,410 tourists,

representing a 6.2 percent increase was recorded. In 2005, the number jumped by a whopping 33 percent when 204,753 visitors came to the country. A 14 percent increase was recorded in 2006 after 234,636 tourist visited. A 3 percent increased was recorded in 2007 when the country welcomed 241,619 tourists. Visitor arrivals recorded a 4 percent drop 2008 when 232,280 came. Experts owed the declined to Hurricane Ike. However, in 2009 the country saw an 8 percent bounce when, 250,215 visited. And while the final figures are not in yet for the 2010/2011 season, it is expected that the increase will be tremendous. Cruise ship passenger arrival number in 2008 was 311,045. A whopping 64 percent increase in 2009 was recorded when 509,172 tourists visited. The 2010/2011 figures were not readily available, but The SUN understands that an increase was recorded.

THIEVES MADE OFF with more than $40,000 worth of jewelry and other items from Goldsmith Duty Fee store located at the Grand Turk International Airport early Sunday morning, December 18, after gaining entry to through an unlocked door at the facility. The incident took place between

1:30 am to 2:30am. Early police investigation revealed that the thieves made off with the items while the lone airport security guard was napping at his vehicle in the airport parking lot. At press time the police were trying to determine how the thieves managed to get beyond the jewelry store steel

shutters after gaining effortless entry inside the facility. Store manager Dinesh Barvani said that the items stolen run in excess of $40,000, saying at press time that they were still checking the store’s inventory to determine all that was stolen so as to arrive at the final sum. “The items missing are between $35,000 and $40,000. The items stolen include jewelry, like watches, bracelets, chains and other items. We are still looking at our inventory to come up with the correct amount,” Barvani said. A disturbed-sounding Barvani told The SUN that while thieves cleared out his establishment, the airport security guard was napping away in his vehicle at the airport parking lot. Dinesh said when he arrived on the scene; he saw a door at the back

of the building being left opened and security was no where in sight. He added that the security officer was later found in the parking lot sleeping. He said after the police arrived and tried to enter the building, they found out that the building was not locked. “He (security officer) was outside in the parking lot sleeping in his taxi. And the police asked him the question if he had the key to open the airport to let them in and he said yes, he had the key. And he opened the door without the key. He opened the door with his hand, we were shocked, because it means the door was open all along,” he said. Asked how the criminals got past the steel shutters to the establishment, Dinesh’s terse response was: “I don’t know how.” In the meantime the police the Grand Turk Police are investigating.

$40,000 robbery from Goldsmith Grand Turk

SECOND RBC GUN VICTIM STILL CRITICAL UP TO PRESS time, the second security guard severely injured in the gun/robbery attack on Friday, December 16, outside the Royal Bank of Canada, is sill fighting for his life at the Cheshire Hall Medical Centre in Providenciales. Checks with the hospital revealed that the injured guard, who is of Haitian descent, is still in the High Dependency Unit also know as the Intensive Care Unit, in critical but stable condition. Medical experts there believe he will pull through despite his current condition. His partner and fellow native of Haiti, 58 year-old Guillaury Wilfrid, succumbed to his injuries hours after both men were shot. According to a spokesman at the InterHealth Canada-run Cheshire Hall Medical Centre, said the bullets from the criminal guns pierced Wilfred’s liver and Kidney resulted in severe internal bleeding and massive loss of blood. The spokesman said even though medical practitioner did all they could to save his life, his condition rapidly deteriorated and he died while undergoing surgery. The two security guards were surprised by a band of gunmen while in the process of making a cash drop-off at the bank on behalf of a remittance agency. The gunmen opened fire on them before making off with an undetermined sum of cash. Apparently due to the severity of the men’s injuries, messages were circulated via Black Berry Messenger (BBM) appealing for blood.

Contaminated chicken and cilantro recalled

TCI ENVIRONMENTAL HEALTH Department has alerted the general public that the US Food and Drug Administration has issued two recalls of contaminated chicken and cilantro respectively. Trade between the USA and Turks and Caicos Islands involving these products, and the potential risks to local consumers necessitate a corresponding recall in these islands by the Environmental Health Department. According to the United States Department of Agriculture (USDA), a North Carolina-based Raeford Farm is recalling more than 4,100 pounds of cooked chicken breasts over possible Listeria Monocytogenes contamination. The recalled chicken breasts are marked "P-239A" inside the USDA mark of inspection, along with a product code of "94268" and a package date of "1270" (Sept. 27, 2011). The products were shipped to Florida, Georgia, North Carolina, and South Carolina. The problem was discovered after a customer's sample tested positive, but no illnesses have been reported, the USDA said. Listeria is a type of bacteria that can cause food poisoning and a disease called Listeriosis. Healthy people rarely get the Listeria infection, known as listeriosis, but older adults, pregnant women, and

North Carolina-based Raeford Farm is recalling more than 4,100 pounds of cooked chicken breasts and Pacific Cilantro of Salinas, Calif, is voluntarily recalling more than 6,000 cartons of cilantro

people with weakened immune systems face a great risk. Symptoms can take up to two months to develop, and include diarrhea, muscle aches, headache, stiff neck, confusion, loss of balance, and convulsions. In the early months of 2011, a Listeria outbreak that was linked to cantaloupes sickened 146 persons and killed 30. The Environmental Health is also alerting the public of a recent recall of Cilantro in the USA. The FDA said that Pacific Cilantro of Salinas, Calif, is voluntarily recalling more than 6,000 cartons of cilantro that were shipped to California, Arizona, Massachusetts, New Jersey, Indiana, South Carolina and Missouri. An FDA test found salmonella in a

sample of the herbs, also known as Coriander. The cilantro was grown by Salt River Farming in the Phoenixarea. No illnesses have been reported. The recall is considered precautionary. Each bunch has "Pacific" on the twist tie and the UPC code 33383 80104. Salmonella can cause serious and sometimes fatal illness in children, the elderly, or those with compromised immune systems. Healthy people infected with Salmonella may experience fever, abdominal pain, bloody diarrhea, nausea, and vomiting. In rare cases, Salmonella infection can get into the bloodstream, resulting in more severe illnesses such as arterial infections, endocarditis, and arthritis.

Amnesty Announced Along with Reduction in Surcharge Rates Amnesty Announced Along with Reduction in Surcharge Rates His Excellency Ric Todd, in his capacity as Minister of the Turks and Caicos Islands National Insurance Board (NIB), has announced today, December 22, 2012 that there will be a two month amnesty period on NIB surcharges, commencing January 2, 2012 and ending February 29, 2012. During this amnesty period persons can bring their National Insurance contributions up to date without incurring any surcharges. The NIB will waive a person’s liability to pay any additional charges due in respect of late payment of contributions if:(a) the person provides satisfactory evidence to the NIB that all outstanding contributions payable under the National Insurance Ordinance (NIO) have been paid as at the date of commencement of this Ordinance; or (b) the person pays all outstanding contributions payable under the National Insurance Ordinance prior to the end of the amnesty period on February 29, 2012. For the purpose of this exercise, a “person” means contributors to the NIB; including employers and self-employed persons. Governor Todd noted that the amnesty will benefit both Government and Business and provide much needed financial relief to many struggling institutions. Once the amnesty period is concluded, the penalties will be reintroduced for late payment. “The National Insurance Board is pleased to offer this relief to TCI businesses in this time of economic challenge, both here at home and abroad. We encourage all of our contributors in arrears to make use of this one and only opportunity to bring their accounts current without financial penalty,” said Colin Heartwell, CEO of the NIB. In addition to the announcement on the Amnesty on Surcharges,

legislative amendments have been passed to reduce the surcharge rate on contribution arrears. Contribution arrears will accrue at an initial 10% of contributions for the first month, and will subsequently incur a 3% penalty for each month or part thereof of delay. The 3% rate is a 7% reduction in the rate of 10% charged since 1993 and is in line with actuarial advice. “High penalty rates were severely impacting on businesses, noted Mr. Heartwell and these reduced penalty rates will maintain an incentive for persons to keep accounts current without driving firms into bankruptcy.” The amnesty period stands to benefit many parties. It is expected to increase the NIB’s contribution income in 2011/2012, while significantly reducing the level of delinquency. An improved compliance level also stands to reduce the benefit processing time; with more insured persons’ contributions being updated. The surcharges currently contribute only about 3% of the total NIB annual revenues in 2011/2012 so the immediate financial impact in the NIF won’t be significant. The NIB will be foregoing $11.8 million in potential revenue from Government and possibly up to $4 million in potential revenue from the private sector. This amnesty will benefit TCIG as it reduces the country’s deficit by a third and it helps business as it removes the immediate financial burden of surcharges. The surcharges are intended to encourage firms to make their contributions on time rather than help drive them into bankruptcy. In this current poor economic climate, many of the public and private contributors with outstanding surcharges are in severe financial difficulty. This initiative will assist them in their economic recovery and bring new additional contribution revenues in the future. The surcharge level of 10% was deemed to be too high for some time and this move will reduce the burden to employers while still encouraging NIB payments.

IGA feeds 1,000 families for Christmas

ONE THOUSAND OF the less fortunate families across the Turks and Caicos Islands will, no doubt be having a happier Christmas than what they had resigned themselves to, thanks to the Graceway IGA Supermarket located along the Leeward Highway in Providenciales. One thousand boxes filled with food stuff and toiletries of the highest quality were dispatched to needy families on all the inhabited Islands in the Turks and Caicos for distribution. General Manager, Ken Burns downplayed the massive undertaking, merely tagging it as giving back to the community, which he said had been good to the establishment all year round. “There have been some tough years – the last two years - for many of the folks, so we are just trying to help those in need. We are giving items such as canned hams, 20 pounds bags of rice, corned beef, cans of vegetables, candy, cereal, box milk, chocolate bars, and fruits. So we are trying to give some good bread basket items that will go a long way not only for one day, but several days,” Burns said. Finance Director, Edit Cox, told The SUN that the distribution process was to commence in Salt Cay and end in Providenciales, saying that the items have been destined to needy families across the TCI. “We are on a mission to feed one thousands families for Christmas, and so we are preparing a thousand boxes. We will be starting at Salt Cay and finishing in Provo, and they (packaged items) are going to go to the needy families all over the country. “We hope

that we have made, if only one family okay for Christmas as far as this distribution of food is concerned. There are lots of needy people among us, and this is a good thing that we are doing,” Cox said. She pointed out that a number of organizations and individuals have joined in with the supermarket to make the venture a reality, including other businesses as well as civil society. The Rotaract Club of Providenciales and Doreen Quelch Stubbs, Advisory Council Member and Head of the TCI Human Rights Commission, as well as the Salvation Army and IGA staff members assisted with the packaging process. “The Salvation Army is helping us with distribution logistics. We are also partnering with a number of pastors through-out the country (to help with the distribution process). Tropical

Shipping graciously donated the trip for the food to Grand Turk and Lew Shipping is doing South Caicos, North and Middle for us. They have been very generous in helping us with this venture,” Cox said. She pointed out that the venture was also made possible courtesy of overseas partners - Sun Produce, Overseas Trading and Super Value, which she said assisted by providing some of the products for donation. In South Caicos the coordinators for the island are Reverend John Malcolm and the District Commissioner. The Salvation Army was designated to play a key role in the distribution process on Providenciales. Cox said leading up to the venture, Graceway IGA carried out a number of other assistance campaign including 25 years of scholarships (five scholarships for five years) at the British West Indies Collegiate, donating to every charity in the TCI, by way of last year’s launch of a donation box at the check-out counters for customers to participate. Cox said also that the Graceway IGA Supermarket donated to Caribbean Wellness week by making a number of food baskets on behalf of the Ianthe Pratt Primary School, while contributing to breakfast programmes throughout the islands. Graceway IGA is also a huge supporter of sports, having sponsor TCI Team to the Commonwealth Games to Deli last year, and according to Cox, will continue to support sports at all levels going forward.

FIRM ASSURANCE THAT electoral and political reform is on course was given at a meeting of the Consultative Forum on Tuesday 13th December 2011. New measures to govern the electoral process, regulation of political parties, integrity and accountability in public office and public financial management all form part of the Ministerial milestones to be met before elections are held. Director of Strategy in the Governor’s Office Phillip Rushbrook outlined estimated timelines while responding to questions posed at Tuesday’s Forum meeting. “With regard to the question on the electoral boundary commission an Order in Council was passed by the Privy Council in November which provides the legal base for an electoral boundary to be set up at an appropriate time by the Governor here in the TCI,”

Rushbrook said. “This will happen in Spring next year following the inputting of census data into the process for setting constituency boundaries for the Assembly. This will lead to voter registration and a new electoral list by Summer 2012. Rushbrook said new ordinances and updates to ensure future elections are representative and confirm to the new constitution are also in the works. “The FCO has financed two new ordinances. One is an update and revision of the elections ordinance and that is currently being drafted and will be circulated early next year. This is already at an advanced stage and is being finalized before consultation now. This ordinance takes into account the changes recommended by CARICOM following the last elections and by the ERIS – the

Digicel goes broadband, fixed line

DIGICEL, THE SECOND telecommunications company to enter the TCI market has clandestinely spreading its wings into the local fixed line and broadband internet markets as a means of shoring up its revenue base in light of the continued decline in the TCI population, majority of which are cell phone users. General Manager for the telecoms company, E. Jay Saunders, made the disclosure while highlighting projects and promotions that the company had undertaken since January and the rolling out of new ones. The event was also used to thank the media for its assistance in promoting the company. Saunders pointed out that while 2011 has been a better year for its mobile market over 2010, the company still hemorrhages from the mass departure of people from the country. “If you look at mobile revenue in 2009, mobile revenue in 2010 and mobile revenue in 2011, you can actually see that the trend is down. So on mobile revenue, you could see that we are probably down 10- percent year on year. But to avoid losing revenue because people are leaving, we have been quietly getting into the fixed line business. We have acquired a fixed line license; we have also acquired a

broadband license, so that we can actually offer internet at home. And so, there are businesses out there that get everything from Digicel. They get fax from Digicel; they get mobile from Digicel; they get fixed line from Digicel; and they get direct internet service from Digicel. And, we are the only licensed partner in the Turks and Caicos Islands for Cisco. And Cisco sells very nice PBXs and competes with Nortel and Mytel. So while our mobile revenues have been dropping off, we have been racking up in fixed-base revenues,” Saunders said. He hastened to state however, that a business Digicel continues to grow, pointing out that it is now the leader in mobile telecommunications in the Turks and Caicos Islands according to records. Pointing to an electronic graph which he showed to the media, Saunders said that Digicel now captures nearly 55 percent of the market share. “We became number one just before our fifth anniversary – round about March of last year. We sustained that all the way through, and we see our market share growing more and more. We have seen in the last 18 months that the trend is up,” Saunders said. He said it’s ‘All Pass’ promotion which was launched in July of 2010, has been a smashing success. He said by May 2011 the promotion reached

Seasoned Canadian hotelier David Crofts has taken the reins of the new Comfort Suites Ports of Call resort in the Turks and Caicos Islands. Crofts, with almost 30 years of industry experience, has managed hotels and resorts in Canada, the Cayman Islands, and Turks and Caicos where he was executive assistant manager of the Caribbean Village at Beaches Turks and Caicos over the past three years. Comfort Suites Ports of Call Resort, a Choice Hotels International franchised property, features 98 rooms with 20 retail shops situated on five acres of prime land by Grace Bay Beach. On Sunday, December 18, a Ford Escape SUV that was parked at the Graceway House parking lot adjacent to the Graceway IGA Supermarket suddenly burst into flames sending bystanders scurrying. The Providenciales Fire Department, which arrived in minutes and put out fire, could not prevent the vehicle from being totaled, as the fire seemed to have emanated from the engine area. LIME honours Senior Citizens and shares Christmas with Osetta Jolly Primary School

LIME TCI has been playing a role in the lives of Senior Citizens across the Turks & Caicos Islands for several years now and this year was no exception. Each year, the staff at LIME Providenciales and Grand Turk would have an Appreciation event for those Senior Citizens that reside on those islands. Mr. Seymour, General Manager of LIME stated, “It is often said that the forefathers of a nation helped in building the foundation on which we build today and our Senior Citizens across the nation also provide that platform on which we stand today.” LIME has been providing tokens for Senior Citizens in Salt Cay, Grand Turk, South Caicos and also to those residing in North Caicos, Providenciales and Middle Caicos.

That means that LIME touches a cross section of our Senior Citizens around the nation and the tokens are always well received. This year in Providenciales, the Senior Citizens were treated to a hat show where several members of LIME’s staff got on the catwalk and entertained the seniors that were present. Team members in Grand Turk also treated the Senior Citizens to an event of singing and dancing. Marketing Manager Rachel Harvey commented, “The Senior Citizens’ event is one of the highlights in the company’s calendar. The Senior Citizens always look forward to this presentation and it is indeed a joy to do this event each year.” LIME believes that we must show due respect to the children and the elderly as they are the most vulnerable

The OPSM celebrates Christmas with the Wellness Centre The Office of Public Service Management (OPSM) brought holiday cheer to the patients at the Grand Turk Wellness Centre on Thursday 15th December, 2011 as part of its continued commitment to giving back to the community. The OPSM family and friends delighted the patients with Christmas Carols as they all came together in singing, dancing, clapping and remembering the true meaning of Christmas. The OPSM staff members also presented each person with a token to show their appreciation and love. Permanent Secretary of OPSM, Susan Malcolm commented that: “It is indeed the most fitting way to spread the holiday cheer by remembering others. It makes us more appreciative of what we have, and to thank God for all the blessings He has bestowed on us.”

Earlier in the week, the Graceway IGA supermarket located along the Leeward Highway in Providenciales packaged hundreds of items comprising foodstuff and toiletries for the less fortunate across the Turks and Caicos Islands. Items were sent to every inhabited island to be distributed to those who may find it a little tougher to enjoy a happy Christmas. Staff members were assisted by volunteers from various charities including the Salvation Army and Rotaract Club of Providenciales in preparing the packages. Pastors and District Commissioners on the islands co-coordinated the distributions.

First off are those who plan to fly for the holidays, braving crowded airports and canceled flights this Christmas. If you’re planning to fly for Christmas or New Year’s, here are six tips to help make your holidays plans less of a headache. For Fliers: 1. Verify and Double-Check Your Flight Plans If your family booked their tickets online, be sure to call the airline a few days beforehand to make sure the sale went through, and that you got the seats you selected. Airlines are notoriously overbooked for the holidays, and many think nothing of spacing out seats, even when families are trying to travel together. If you’re traveling with children under the age of 15, check that you’re not seated together in an exit row. Minors aren’t allowed to sit there, and your family may find itself spread across the airplane’s seating chart if you don’t double-check the rows. Finally, make sure to check that all your documents are up-to-date. 2. Pack as Light as Possible It’s hard to do over the holidays, but try to only pack carry-on items when you travel. Almost all airlines (with the notabel exception of Southwest Air) charge at least $20 per checked bag, and lines are sure to be atrocious in the days leading up to Christmas Day and New Year’s Eve. Most airlines let passengers bring on a purse or backpack as well as a carry-on item, meaning you can easily bring two bags per person on board. Follow this holiday tip to avoid the stress, the charge ... and the chance that your bag might be lost on its way to the holidays. 3. Don’t Wrap Your Christmas Presents When you fly during the holidays, it’s always best to pack everything you can in clear plastic bags, so nothing will fall out and security can check it quicker. But what about Christmas presents for the family? If you can, don’t wrap them beforehand. Wrapped packages are automatically suspicious, and if you’re traveling internationally then security is guaranteed to strip the wrapping paper off. If you won’t have a chance to wrap the presents on-site, you can always send them ahead. 4. Pack Your Cell Phone Charger One of the worst things that can happen during a delayed or canceled Christmas flight is your phone running out of battery, but many holiday travelers

forget this simple step when they prepare to fly. Because outlets are likely to be crowded by travelers on their laptops and smartphones, take this tip one step further and have a full battery when you leave home. 5. Get to Airport Early. This is something parents have been telling their kids early holiday when they fly home from college, but it’s the kind of statement that only gets more true each year. The days leading up to Christmas Eve are the worst for lines, airport mix-ups and baggage issues year-round, which means that early on a regular day needs to be moved back at least an hour to account for the holiday crush. This Christmas and New Year, try to arrive between 3-4 hours early if you’re traveling on a busy day at a popular airport. 6. Be Polite The easiest and most easily forgotten piece of advice for holiday travelers who fly. The heavier Christmas traffic becomes and the more issues crop up, the more airline employees will start to hate their jobs, and the less they’ll want to help someone who’s snapping at them to hurry up with their tickets. Take the time to say hello, please and thank you to them, and offer them a sympathetic smile. If they mention how busy the schedule is, offer a remark about how difficult their jobs must be, and thank them again for their help and patience. Many passengers have stories about getting to the top of waiting lists, getting choice upgrades or simply getting onto an alternative flight because they took the time to recognize the airline employee’s existence. Follow those six tips for flying during Christmas and New Year’s, and you’re set to save time, money and hassle this holiday season. For Drivers: But what if you’re driving this holiday season? Some 10 million families are expected to hit the road for the holidays, and although they often avoid some time and money pitfalls, other problems often spring up. Here are six more tips, with those driving for Christmas in mind, to help you get to your destination this winter. 1. If You’re Renting, Make Sure It’s Legal Some college students or senior citizens opt to rent a car to drive for the holidays, reasoning that they won’t have to plan the trip as far in advance.

If rental cars fall through and you didn’t book a flight, you can always try the Amtrak line or make do on a bus. 2. Load Your Cell Phone (With Numbers) Having a fully charged cell phone is essential on the road, but something else is equally crucial: having emergency numbers on hand. Track down local emergency lines, family numbers and other important digits before you drive, then log them both in your phone’s address book and on a piece of paper. That way, if bad weather or an accident threatens to ruin your Christmas vacation, this holiday travel tip will have guaranteed you a way to reach someone who can help, even if your driving is cut short. 3. Create a Car Safety Kit Safety kit basics are blankets, a flashlight with extra batteries, a radio, a first aid kit, jumper cables and an ice scraper. If you have room, it doesn’t hurt to add non-perishable snacks like food and nuts, some bottles of water, and an extra pair of thick gloves. As part of your prep for car safety, also try to get your car in for a checkup before you travel. Breaking down on the side of the road can ruin a holiday and be dangerous, especially if you’re traveling with small children. At the least, check your tires, fluid levels and windshield wipers to make sure they’re working properly. 4. Plan Schedule and Stops Another holiday travel tips is that driving at night means avoiding traffic and having sleeping kids in the backseat. If you can handle night travel, set up as schedule with a driving buddy who’ll keep you awake and alert and who can switch places if needed. Decline in funds sent by foreign workers in Cayman Islands

The volume of funds sent by foreign workers, who live and work in Cayman, to their home countries has declined steadily since 2008, according to reports in the Caymanian Compass newspaper. The 19.3 per cent fall in remittances from CI$228.97 million in 2008 to CI$184.76 million in 2010 is set to continue this year, the first ever remittance report by the Cayman Islands Monetary Authority has revealed. The Cayman Islands Remittance Report includes all the workers’ remittances transmitted by remittance companies licensed in the Cayman Islands as money service providers. In the first two quarters of 2011 foreign workers sent abroad $42.8

million and $45.2 million respectively, which if the trend continues, would result in a 4 to 5 per cent decline compared to 2010. Approximately two thirds of all remittances from Cayman are sent to Jamaica, followed by the Philippines (10.8 per cent), Honduras (6.4 per cent) and the Dominican Republic (1.5 per cent). While the share of Jamaican remittances remained largely unchanged since 2008, the share of funds sent to the Philippines has increased to nearly 11 per cent this year, up from 7.3 per cent in 2008. This is mainly a reflection of the smaller decline in the number of Filipino work permit holders in the Cayman Islands, compared to other

nationalities over the past three years. Since 2008 the number of Jamaican workers in the Cayman Islands declined by nearly 3,500 to 7,998 (30.2 per cent) at the end of 2010. The number of Honduran work permit holders fell during that period by -29.5 per cent to 792, significantly more than the decline in workers from the Dominican Republic (-13.7 per cent) and the Philippines (-7.6 per cent). The overall decreasing number of foreign workers from these core remittance countries also explains the general drop in remittance flows. Yet the amount of funds sent home each year by individual workers remains relatively high. Dividing the total remittances sent to any particular country by the number of workers

Page 33 from that country shows that on average Jamaican workers repatriated $15,236 in 2010. This is followed by Hondurans with $15,003, Dominicans with $11,889 and Filipinos with $6,860. It must be remembered, however, that in reality these figures might well be lower given that Caymanians who have family relations in these countries may send remittances, too. While remittances from Cayman have been declining, globally remittances recovered in 2010 to the 2008 level of US$325 billion after having dropped to $307 billion in 2009 as a result of the global financial crisis. Flows are projected to rise to $351 billion in 2011 and $374 billion by 2012, according to The World Bank. More than 215 million people, approximately 3 per cent of the world’s population, are migrants and the money they send home is an important source of funds in developing economies.

Court hearing on Stanford’s mental state

HOUSTON – A United States federal district judge has started hearing arguments as to whether disgraced Texas financier Allen Stanford is fit to go on trial on January 23. Stanford, 61, has been imprisoned as a flight risk since his June 2009 indictment on charges of defrauding investors of US$7 billion, through a Ponzi scheme, built on allegedly bogus certificates of deposit at his Antiguabased Stanford International Bank (SIB). Stanford has claimed he can’t recall family vacations, his business dealings or romantic encounters with women because “59 years were stolen” by a jailhouse beating and anxiety drugs, according to a government lawyer arguing that his memory loss is faked. US District Judge David Hittner Tuesday began the hearing, which may last for four days, prosecutors said. Depending on Hittner’s ruling, Stanford will face trial in January or

Two doctors who evaluated him at a prison hospital in North Carolina are to testify in support of the prosecutors. NASSAU, Bahamas – Antinarcotics officers on Sunday seized some 1,035 pounds of marijuana during an operation in West Grand Bahama, State Minister Loretta Butler Turner has said. The narcotics, worth an estimated US$1, 035,000 were discovered in the Holmes Rock area by Drug Enforcement Unit officers following a high speed chase with a vehicle. The minister said officers had approached the parked vehicle when a few people jumped in and drove off. Several shots were fired from the civilian vehicle during the ensuing chase before it escaped, she said. Detectives later discovered two large bags containing several brown taped packages of suspected marijuana in the area where the car was parked. An additional 18 bags were found in an unfinished building nearby. While no arrests have yet been made, the minister said the officers should be “commended… for their continued effort in the fight against dangerous/illegal drugs on the streets of Grand Bahama.


CTO promises to continue the fight against Air Passenger Duty

BRIDGETOWN, Barbados Secretary General of the Barbadosbased Caribbean Tourism Organization (CTO), Hugh Riley, said regional countries will continue the fight to get the United Kingdom to reduce its controversial Air Passenger Duty (APD) tax on British travellers to the Caribbean. In a Christmas message, Riley said that the global economic situation has seriously affected the tourism industry with unemployment in the region’s major source markets “still high”. “Cutbacks are still contemplated and high taxation is still a threat,” he said, adding that the APD “with its potential to further erode our market share, also remains a serious concern for the region, so the CTO and our partners are determined to continue that fight”.

Caribbean countries have been critical of London’s decision on the APD and CTO Chairman and St. Kitts and Nevis Tourism and International Transport Minister Richard Skerritt has urged regional countries to send a strong message to the United Kingdom on the issue when they attend the United Kingdom-Caribbean Forum in Grenada early next year. In a 26-page document published earlier this month, London said that APD rates to Caribbean destinations will continue to be considerably higher than those to some competitor destinations. The detailed tax tables published to coincide with the Chancellor’s statement show that the tax on economy long-haul flights of more than 6,000 miles will rise from £85 (US$132) to £92 (US$143) per person.

St. Kitts Prime Minister announces mega-projects

He said in an effort to further expand arrivals from the higher end of the air passenger market, construction of private jet terminal will begin in Prime Minister Dr Denzil Douglas January 2012 and should be completed by October. “This project is synergistic with other premium facilities which are already being developed to serve a more upscale clientele,” said Dr. Douglas. Guyana police chief goes on leave following rape allegation

GEORGETOWN, Guyana - Local interest groups have welcomed the decision by Police Commissioner Henry Greene to proceed on leave, a little more than a week after a 34-yearold woman alleged that he raped her. The Guyana Women Lawyers Association was among those that clamoured for the police chief to step aside pending an investigation into the allegation by the mother of two. FLORIDA, United States- Jamaican reggae artiste Buju Banton has appealed his 10-year prison sentence, six months after being sentenced for conspiracy to set up a cocaine deal in 2009. Banton, whose real name is Mark Myrie, wants the US Court of Appeal to reverse his conviction or order a new trial on the grounds that the evidence against him was inconclusive. His attorneys said he was the victim of entrapment. The Grammy-winning artiste was found guilty in February of conspiracy to possess with intent to distribute cocaine; possession of a firearm in furtherance of drug trafficking; and using a telephone to commit a drug offence. The firearm charge was later thrown out. His lawyers argue that his participation was the result of improper government inducement.

Karl Rove tells Republicans to US admits cut bait in tax standoff mistakes over killings of Pakistan troops

You know it’s bad for Republicans when Karl Rove says it’s time to cave and move on. The former political adviser to President George W. Bush said Wednesday that the famously conservative Wall Street Journal editorial page was right when it said House Republicans should cut their losses and agree with a bipartisan Senate plan to extend for just two months the payroll tax cut enacted last year. Republicans “have lost the optics on it,” Rove told Fox News, “the question now is how do the Republicans get out of it.” Speaker John Boehner and House Republicans on Tuesday blocked a Senate proposal to extend the popular tax cut for two months in an effort to allow lawmaker from both parties more time to hash out a larger compromise on a host of issues that were holding up the payroll tax extension. Boehner had reportedly backed the plan at first, but many of the most conservative members of parties revolted on Saturday and said they would not accept the Senate plan, vowing to kill it when it came to the House of Representatives. But that may have been easier said than done. So Boehner came up with a plan to block the Senate bill without actually voting on the extension. Using a procedural move, the House voted to “disagree” with the Senate plan and set up a committee of members from both parties

from both the House and Senate to work out a new compromise on legislation. But most senators had already left Washington for the holidays and the Senate proposal was itself a compromise between Democrats and Republicans, who overwhelmingly supported the short-term legislative option to avoid the most contentious issues and pass the popular tax cut for two months. The Senate bill, which also includes an extension of unemployment benefits and a measure to make sure doctors do not have their Medicare payments cut, passed 89-10. All but seven Republicans voted for it. The mastermind of Mr. Bush’s 2004 reelection effort said the only thing Republicans can do now is “use it for political theater and then vote the two month extension and get out of town.” “The only way to win it is to just stick there and ruin their own Christmases and wait until the president heads off to Hawaii for his, and then lambaste the Democrats for having abdicated their responsibilities to pass a year-long tax cut,” Rove said. The payroll tax affects about 160 million Americans and it was cut a year ago in an effort to stimulate the economy with a little extra cash in people’s pockets. Many conservative Republicans are skeptical of the macroeconomic benefits of the payroll tax cut.

Pakistan army wants unpopular President Zardari out but not a coup

Pakistan's powerful army is fed up with unpopular President Asif Ali Zardari and wants him out of office, but through legal means and without a repeat of the coups that are a hallmark of the country's 64 years of independence, military sources said. Tensions are rising between Pakistan's civilian leaders and its generals over a memo that accused the army of plotting a coup after the U.S. raid that killed Osama bin Laden in May. "Who isn't fed up with Zardari? It's not just the opposition and the man on the street but people within the government too," said one military source who asked not to be named. "But there has to be a proper way. No action is being planned by the army. Even if we tried, it would be very unpopular and not just with the government and the opposition but most Pakistanis too." The Pakistani military spokesman declined comment. General Ashfaq Kayani has pledged to keep the military out of Pakistani politics since taking over as army chief in 2007. Any coup -- Pakistan has had three since

independence in 1947 -- could further tarnish the military's public image which has already taken a battering after the bin Laden operation, widely seen in Pakistan as a violation of sovereignty. But the army remains the arbiter of power and analysts say it has plenty of ways to pressure Zardari to step down, especially if a link is established between him and the memo, which sought the Pentagon's help in averting a feared coup. Businessman Mansoor Ijaz, writing in a column in the Financial Times on October 10, said a senior Pakistani diplomat had asked that a memo be delivered to the Pentagon with a plea for U.S. help to stave off a military coup in the days after the raid that killed al Qaeda leader Osama bin Laden in May. Ijaz later identified the diplomat as Pakistan's ambassador to Washington, Husain Haqqani, who denied involvement but resigned over the controversy. No evidence has emerged that the military was plotting a coup and the Pentagon at the time dismissed the memo as not credible. Friction between Pakistan's civilian

The US military has admitted it bears significant responsibility for last month's air strike on the Afghan border that killed 24 Pakistani soldiers. A statement said US and Afghan troops acted in self defence, but conceded there had been a lack of proper co-ordination with Pakistani forces. A Pentagon spokesman later expressed "deep regret" over the incident. In retaliation for the killings, Pakistan has closed its border with Afghanistan, cutting Nato supply lines. There was no immediate response from Pakistan to the findings of the US investigation. Pakistan, a vital partner in the fight against militants in the region, has demanded a formal US apology. In the statement the US once again expressed its deepest regret for the "tragic loss of life" caused by the air strike in Mohmand tribal agency on 26 November. Inadequate co-ordination by US and Pakistani military officers operating through the border co-ordination centre - including our reliance on incorrect mapping information shared with the Pakistani liaison officer - resulted in a misunderstanding about the true location of Pakistani military units," it said. "This, coupled with other gaps in information about the activities and placement of units from both sides, contributed to the tragic result." In a press briefing later at the Pentagon, spokesman George Little said: "For the loss of life and for the lack of proper co-ordination between US and Pakistani forces that contributed to those losses we express our deepest regret. "We further express sincere condolences to the Pakistani people, to the Pakistani government and, most importantly, to the families of the Pakistani soldiers who were killed or wounded."

North Korea will shift to collective rule from a strongman dictatorship after last week's death of Kim Jong-il, although his untested young son will be at the head of the ruling coterie, a source with close ties to Pyongyang and Beijing said. The source added that the military, which is trying to develop a nuclear arsenal, has pledged allegiance to the untested Kim Jong-un, who takes over the family dynasty that has ruled North Korea since it was founded after World War Two. The source declined to be identified but has correctly predicted events in the past, telling Reuters about the North's first nuclear test in 2006 before it took place. The comments are the first signal that North Korea is following a course that many analysts have anticipated -it will be governed by a group of people for the first time since it was founded in 1948. Both Kim Jong-il and his father Kim Il-sung were all-powerful, authoritarian rulers of the isolated state. The situation in North Korea appeared stable after the military gave its backing to Kim Jong-un, the source said. "It's very unlikely," the source said when asked about the possibility of a military coup. "The military has pledged allegiance to Kim Jong-un." North Korea's collective leadership will include Kim Jong-un, his uncle and the military, the source said. Jang Song-thaek, 65, brother-inlaw of Kim Jong-il and the younger Kim's uncle, is seen as the power behind the throne along with his wife Kim Kyong-hui, Kim Jong-il's sister. "I know that he's been able to build a group of supporters around himself who are of his generation," said Koh Yu-hwan, president of the Korean Association of North Korean Studies in Seoul. "So it is not entirely elders in their 70s, plus some like Jang in their 60s, who are backing him. These young backers will be emerging fairly soon." Koh said the coterie was put in place by Kim Jong-il before he died. "The relative calm seen these few days shows it's been effective. If things were not running smoothly, then we'd have seen a longer period of 'rule by mummy', with Kim Jong-il being faked as still being alive." He said the younger Kim would accept the set-up, for now. "Considering the tradition of strongarm rule by his father and

grandfather, things can't be easy for him," he said. Ralph Cossa, an authority on North Korea and president of the U.S. think tank Pacific Forum CSIS, said it made sense that the ruling group would stick together. "All have a vested interest in regime survival," he said. "Their own personal safety and survival is inextricably tied to regime survival and Kim Jong-un is the manifestation of this. I think the regime will remain stable, at least in the near-term." He added in a commentary that the new group may be inclined to reform, but stressed this was far from confirmed. "Over the long term, there appears to be some hope, primarily emanating from Beijing, that Kim Jong-un will take North Korea down the path of Chinese-style reform, apparently based on the belief that Jang is or will be a 'reformer'."

8 US soldiers charged in death of comrade who apparently shot himself after being bullied

NEW YORK — Eight U.S. soldiers have been charged in the death of a fellow GI who apparently shot himself in Afghanistan after being subjected to what a community activist said were assaults and racial taunts from his comrades. Pvt. Danny Chen, a 19-year-old from New York’s Chinatown neighborhood, was found in a guard tower in Kandahar province Oct. 3 with what the Army said appeared to be a self-inflicted gunshot wound. In a statement, the Army said that eight soldiers in his company have been charged with crimes ranging from dereliction of duty to manslaughter. The Army gave no details on exactly what role the other soldiers are alleged to have played in Chen’s death. But a community activist raised the possibility that their bullying drove him to suicide. Chen’s fellow soldiers had dragged him

across the floor, threw stones at the back of his head, forced him to hold liquid in his mouth while upside down as part of an apparent hazing, and called him “Jackie Chen” in a mocking accent in a reference to the action star Jackie Chan, according to Elizabeth OuYang, president of the New York chapter of the Organization of Chinese Americans. The details of his alleged hazing came from Facebook and email messages, discussions with cousins and a few pages of Chen’s journal released by the Army, OuYang said at a Chinatown news conference. “Whether suicide or homicide, those responsible for mistreating Danny are responsible for his death,” she said. At the news conference, Chen’s relatives said they were encouraged by the charges. “We realize that Danny will never return, but it gives us some hope,” said Yen Tao Chen, his father, speaking through a translator.

"Who knows, this may be true. While this could relieve the suffering of the North Korean people over time, it will do little to promote the cause of denuclearization, however." The high-level source also said North Korea test-fired a missile on Monday to warn the United States not to make any moves against it. Pyongyang however had no immediate plans for further tests, barring an escalation of tensions. "With the missile test, (North) Korea wanted to deliver the message that they have the ability to protect themselves," the source said. "But (North) Korea is unlikely to conduct a nuclear test in the near future unless provoked" by the United States and South Korea, the source said. The unpredictable North's nuclear program has been a nagging source of tension for the international community. Pyongyang carried out nuclear tests in 2006 and 2009, and has quit six-party talks with South Korea, the United States, China, Japan and Russia on abandoning its nuclear program and returning to the Non-Proliferation Treaty. North Korea has been pressed by China to denuclearize and is willing to do so on condition that North and South Korea, the United States and China sign an armistice replacing a 1953 ceasefire agreement, the source said. The two Koreas have been divided for decades and remain technically at war since their 1950-53 conflict ended with an armistice but no peace agreement. The United States backed the South, while China supported the North in that conflict. Pyongyang is also convinced there are U.S. nuclear weapons in South Korea and demands Washington pull them out, the source said.

MAN CHARGED FOR DUCT-TAPING BABY DAUGHTER

CHICAGO- A Chicago man was charged with aggravated domestic battery Wednesday for allegedly gagging and binding his 22-month-daughter with tape, officials said. Andre Curry, 21, allegedly posted a photo of his daughter, her limbs and mouth bound with tape, on Facebook with a caption that read: "This is wut happens wen my baby hits me back. ; )," the Chicago Sun-Times reported. A woman who described herself as Curry's grandmother, but gave no name, told the Chicago Tribune he "feels awful" for the mistake. "He's so playful, always laughing," said the woman. "Everyone who knows him saw the photo and laughed too. … He was only joking." Curry's attorney, Anand Sundaran, said the child was never endangered and asked Judge Laura Sullivan to release her client on electronic monitoring. Sullivan set bond at $100,000 and said Curry could have no contact with his daughter or any other children while his case was pending. The child was placed with her mother, the Tribune said.

Iraq's Sunni Muslim minority rejected a call for all-party talks on Wednesday, ignoring U.S. pressure for dialogue to resolve a sectarian crisis that has erupted since American forces left the country this week. With fears mounting that the nation of 30 million might one day fragment in chaos in the absence of the U.S. troops who toppled Saddam Hussein in 2003, Shi'ite Prime Minister Nuri alMaliki warned Saddam's fellow Sunnis they faced exclusion from power if they walked out on his ruling coalition. The main Sunni-backed party, furious at terrorism charges leveled by the Shi'ite-run authorities against Iraq's Sunni vice president on the day Americans left, rejected Maliki's call for all-party talks in the coming days and vowed to try and unseat the prime minister in parliament, a move unlikely to succeed. Having stuck by a decision to withdraw U.S. forces in 2011, a return of the kind of sectarian blood-letting that killed tens of thousands of Iraqis after Saddam fell could embarrass President Barack Obama as he campaigns for re-election. Vice President Joe Biden called Maliki and the Sunni speaker of parliament to press for urgent talks among Iraq's leaders. But there was little

sign of a thaw on Wednesday, although it remained unclear how far the rhetoric reflected a real threat to the fragile coexistence of Sunnis with the majority Shi'ites and ethnic Kurds, both oppressed under Saddam. Egyptian activist Ghada Kamal was grabbed, slapped and beaten by an army officer this week during five days of violent demonstrations demanding an end to military rule. Battered and bruised, the 28-yearold was released hours later, after she said she was threatened and told "tonight, you're mine." But instead of going home, she walked right into a television studio. "How can the same person who attacks an unarmed woman protect the nation? I was dragged and pulled from my hair. They hit me with batons in my stomach and my chest," Kamal, a member of the youth group April 6, told viewers of a popular chat show. Images of women often in a lead role during the uprising that ousted President Hosni Mubarak in February resonated across the Arab world. Now women say they are being targeted; pictures of them being molested have fuelled anger at home and abroad. In one video that has in the days since it was shot come to symbolize the abuse, army officers were shown dragging a woman by her black robe, worn by conservative Muslims, as she lay on the ground, revealing her blue bra. Then she was repeatedly kicked and clubbed. The image has gone viral on the Internet. In response, thousands of women surrounded by men pledging to protect them demonstrated in Tahrir on Tuesday. "The women of Egypt are a red line!" they chanted, vowing to return this Friday for a mass demonstration. Ordinary Egyptians and commentators have been outraged, piling pressure on the army and encouraging calls for it to hand power to an elected president sooner than June, when it has now pledged to hold the vote. The incident has become a dominating subject on TV shows, hogged the front page of newspapers and become a hot topic in the streets. The army has sought to dampen down the dispute with what came close to an apology. "This is our sister and I am sorry that this scene took place," General Adel Emara said in comments caught on video. But he added: "The armed forces are innocent of systematic attacks, violence, destruction and hurting our women and girls. This soldier you see, he is from an Egyptian village, he cannot possibly deliberately harm his sister." That and other qualified statements of regret have not defused

the anger or quelled the mounting frustration at what many see as the army's impunity while it manages the transition. But there are those in Egypt's still patriarchal society who don't believe women should be protesting at all. For many of them, a woman who sleeps outside the home, and above all in the tents that had been set up in Tahrir Square, has loose morals. VIRGINITY TESTS "The army, which has adopted a paternalistic attitude towards women since it has been in charge, has singled out women protesters for humiliation and degrading treatment," Hassiba Hadj Sahraoui, Amnesty International's deputy director for the Middle East and North Africa, said in a statement. "The aim of behavior like this seems to be to deter women from demonstrating," Sahraoui said. Earlier this year, 18 women were arrested when army officers also cleared Tahrir. Some of the detainees said they underwent abuse including forced virginity tests, beatings, electric shocks and strip searches while being photographed by male soldiers. An unnamed general was quoted by CNN defending those events then, saying those girls were "not like your daughter or mine. We didn't want them to say we had sexually assaulted or raped them, so we wanted to prove they weren't virgins in the first place." A military official denied those comments were made. The head of the Military Judicial Authority said on Tuesday that soldiers accused of involvement in the virginity tests would be put on trial, a pledge some critics saw as a bid to deflect criticism. Activists say such abuse of women was also employed by Mubarak's security forces when protesters first took to the streets against his rule in 2005.


Holiday shopping season is strong

The holiday shopping season is wrapping up to be bigger than anyone expected. Now, retailers are holding their breath and hoping consumers will keep spending in the final days before Christmas. Sales from November through Saturday rose 2.5 percent, according to research firm ShopperTrak, which did not give a dollar figure. Online, shoppers have spent almost $32 billion online for the holiday season so far, a 15 percent increase from a year ago, according to the comScore, which tracks Web use. The increases are good news for retailers, but they're not out of the woods just yet. This final week before Christmas, which includes four of the top 10 holiday shopping days, can account for up to 20 percent of sales for the season. "I don't think anybody has claimed victory yet, but very few are writing concession speeches," said Arnold Aronson, managing director of retail strategies at consulting firm Kurt Salmon. "This Christmas will not be a

blowout, but despite all the nervousness about the economy, it will be a decent Christmas." This is the most important time of year for retailers. They can make between 25 and 40 percent of their annual sales in the last two months of the year. And this holiday season, stores are expected to ring up $453 billion during the holiday season. Heading into the holidays, retailers were nervous that Americans were so scared about another recession that they wouldn't do much shopping. In fact, consumers, themselves, told consulting firm Deloitte in September that they planned to spend about 5 percent less on Christmas this year. That led stores to panic. They began discounting earlier in the season, opening as early as Thanksgiving Day, and offering profit-busting incentives, including free shipping on clothes and juicy financing deals on furniture. Despite all the worrying, though, the season has been a lot brighter than expected. At Taubman Centers, which

operates 26 malls in 13 states, retailers' year-over year sales on average are up mid-single digits through last weekend. Mall of America, North America's largest shopping center, has also seen "healthy" increases in customer counts and sales, says spokesman Dan Jasper. And Stephanie Sack, the owner of a clothing boutique and shoe store in Chicago, said business has improved. "People in my world are still shopping," Sack said. As a result, National Retail Federation, a trade group, recently upgraded its forecast for holiday sales to increase 3.8 percent, up from its 2.8 percent forecast in October. Such an increase — below last year's 5.2 percent spike over 2009 — would be above the 2.6 percent average gain over the last 10 years. ShopperTrak also raised its forecast to a 3.7 percent increase in sales, up from its estimate of 3 percent before the season started. There's a reason for the renewed confidence. After all, Americans spent $52.4 billion over the four-day weekend starting on Thanksgiving,

alone. It was the highest total ever recorded for that period, according to the NRF. Shoppers appear to be more willing to spend this holiday season after having cut back during the weak economy. Lynn Vance, for one, was excited to shop this year after landing a new job at a clinical research firm. Vance, 36, said she and her friends were struggling with recession fatigue, itching to mark the occasion after years of contending with the economy's downturn. "Last year, I was unemployed," Vance, who lives in Chicago, said. "This year, I have money and I want to share my happiness with others ... I think you can only say crouched in the position of uncertainty for so long, eventually have to act." Still, retailers are cautiously optimistic. After all, shoppers still are very budget-conscious and are looking for bigger discounts. In a poll of 1,000 shoppers by America's Research Group ahead of the holiday shopping season, 78 percent said they were more driven by sales than they were a year ago. During the financial meltdown in 2008, that figure was only 68 percent.

Bank of America to pay $335million to settle country-wide mortgage bias probe

The Justice Department on Wednesday announced the largest residential fair-lending settlement in history, saying that Bank of America had agreed to pay $335 million to settle allegations that its Countrywide Financial unit discriminated against black and Hispanic borrowers during the housing boom. department investigation concluded that Countrywide had charged higher fees and rates to more than 200,000 minority borrowers across the country than to white borrowers who posed the same credit risk. The pattern and practice covered the years 2004 to 2008, before Countrywide was acquired by Bank of America. “The department’s actions against Countrywide makes clear that we will not hesitate to hold financial institutions accountable, including one of the nation’s largest, for discrimination,” Attorney General Eric H. Holder Jr. said. “These institutions should make judgments based on applicants’ creditworthiness, not on the color of their skin.” Dan Frahm, a Bank of America spokesman, stressed that the allegations were focused on Countrywide’s conduct before Bank of America purchased it in 2008. “We are committed to fair and equal treatment of all our customers, and will continue to focus on doing what’s right for our customers, clients and communities,” he said. “We discontinued Countrywide products and practices that were not in keeping with our commitment and will continue to resolve and put behind us the remaining Countrywide issues.”

The Justice Department had been examining whether Countrywide used unfair lending practices during the heyday of the housing boom, including charging higher fees and rates to Hispanic and African-American mortgage applicants than to white applicants who had the same qualifications. A court filing in 2010 in a civil fraud case brought by the Securities and Exchange Commission against Angelo R. Mozilo, the former chief executive of Countrywide, disclosed that the firm’s lending practices during the heyday of the housing boom were under scrutiny. It showed that regulators with the Federal Reserve, analyzing Countrywide data from 2004, had uncovered evidence of “statistically significant disparities by race and ethnicity” among its customers: African-American and Hispanic borrowers were being charged higher fees and rates than whites. The filing also showed that the Fed had referred the matter to the Justice Department’s civil rights division in early 2007. Under federal civil rights laws — including the Fair Housing and Equal Credit Opportunity acts — a lending practice is illegal if it has a disparate impact on minority borrowers. Amid the housing boom, the Justice Department brought relatively few enforcement actions based on fair lending laws under the Bush administration. But against the backdrop of the foreclosure crisis, the Obama administration has made a major

effort to step up enforcement of fair lending laws. In January 2010, the division created a unit to focus exclusively on banks and mortgage brokers suspected of discriminating against minority mortgage applicants, a type of litigation that requires extensive and complex analysis of data. It also reached an agreement to gain access to data the Treasury Department is collecting from banks about loan modifications for people seeking to avoid foreclosure. Working with bank regulatory agencies and the Department of Housing and Urban Development, the unit has reached settlements or filed complaints in 10 cases alleging that a lender engaged in a pattern or practice of discrimination — such as by charging African-American borrowers higher upfront fees than non-Hispanic white borrowers or by steering minorities into subprime loans even though they qualified for regular mortgages with lower interest rates. The cases that have been settled, including one with a subsidiary of A.I.G., have extracted more than $30 million in compensation for individual borrowers, according to a speech in November by Tom Perez, the assistant attorney general for the Civil Rights Division. In those remarks, Mr. Perez said there were seven authorized lawsuits and more than 20 active investigations, including the one “against Bank of America/Countrywide” that had previously been disclosed.

Home foreclosures jump in third quarter

The number of new home foreclosures jumped by more than 21 percent in the third quarter from the second as banks moved more aggressively after a pause to review how they deal with troubled borrowers, according to a report released by a bank regulator on Wednesday. In the final months of 2010 some big lenders, including Bank of America Corp and Wells Fargo, suspended foreclosure proceedings as they responded to criticism over shoddy paperwork used to support foreclosures. With those reviews completed, the pace of foreclosures is picking up. The report, by the Office of the Comptroller of the Currency (OCC), said that the large increase in new foreclosures also occurred because banks have "exhausted alternatives to foreclosure for the large inventory of seriously delinquent mortgages working through" the system. With both the economy and the housing market showing some signs of improvement, the number of new foreclosures in the third quarter was 11.8 percent less than a year ago.

An OCC official said the third quarter percentage increase brought the total number of new foreclosures back to the historically high level that is expected given the amount of seriously delinquent loans in the system. The number of new foreclosures in the third quarter was 347,726, about the same as before some large banks hit the pause button on foreclosures beginning late last year. Bruce Krueger, a mortgage official at the OCC, said he expects the amount of new foreclosures to remain at or near the third quarter level for at least the next few quarters. "I think what you are seeing is what would be considered a more expected level, a more normalized level and I would expect that to continue going forward so long as we have this pipeline of serious delinquent mortgages out there," Krueger told reporters on a conference call. The OCC defines a seriously delinquent mortgage as a loan that is more than 60 days past due or a loan to a bankrupt borrower that is more than 30 days past due. China urged the United States on Wednesday to halt antisubsidy investigations into Chinese tires and other products since Washington does not recognize China as a market economy. The call by China's Commerce Ministry was issued after the U.S. Court of Appeals for the Federal Circuit dismissed an anti-subsidy lawsuit submitted by the U.S. Department of Commerce that targeted tires imported from China. "For many years, the United States has been launching anti-subsidy investigations against China which go against World Trade Organisation rules and are not supported by U.S. laws," the Commerce Ministry said. "We hope the United States can correct its mistakes as soon as possible and not launch an anti-subsidy probe against China if it does not recognize China's market economy status." China is deemed a "non-market" economy under trade terms negotiated in 2001 as part of its entry into the World Trade Organisation. That status has troubled Beijing, which says Chinese exporters are unfairly penalized when trading partners pursue anti-subsidy or anti-dumping cases against them. To build an anti-subsidy or anti-dumping case against China, a country can substitute Chinese prices with those of another nation, and one where manufacturing costs are higher, in order to provide supporting evidence for the case. China says this is unfair because it hinders its export sector, a point reiterated by the Commerce Ministry on Wednesday. "The abuse of trade measures is a typical behavior of protectionism," the ministry said. Ties between the United States and China, the world's two biggest economies, have been fraught with a growing list of trade and investment disputes as rising global economic uncertainty raises tension.

Reggae Boyz top Caribbean Edwards aiming to be fastest football rankings

Reigning Caribbean champions Jamaica finished the year at the top of the Caribbean Football Union rankings. This followed the publication of the last edition of the World Rankings for the year yesterday by the sport’s World governing body, FIFA. The Reggae Boyz maintained their hold on the No 1 spot, despite a sevenplace drop that leaves them 54th in the World rankings. There was plenty movement in this month’s rankings, following the conclusion of the quarter-final stage of CONCACAF qualification for the 2014 World Cup in Brazil. Surprisingly, Trinidad & Tobago advanced 10 places in the World rankings to 76th, making them the second-best side in the CFU. It was the biggest move in the CFU, and occurred despite the Soca Warriors failing to advance to the next stage of World Cup qualifying, after a string of feeble results, and having little or no playing time in the last month. As result, Haiti, ranked 81st in the World, and Antigua & Barbuda, ranked 87th, were displaced and are now the CFU’s No 3 and

No 4 sides. Guyana, ranked 91st in the World, after reaching the second to last stage of World Cup qualification, advancing the same group that included T&T, complete the CFU Top 5. Recent strong results have also shaken up the remainder of the top 10. Bermuda has been elevated to 107th in the World and Puerto Rico to 108th. This meant that they are now the sixth and seventh best sides in the CFU. Cuba has fallen on hard times in recent matches and have plummeted a whopping 23 places in the World to 115th, leaving them eighth in the CFU. St Kitts & Nevis advanced to 116th in the World and Suriname dropped three places to 125th to close out the top 10. Grenada, semi-finalists in the Caribbean Cup a year ago and a contestant at this year’s CONCACAF Gold Cup in the United States, have also endured hard times, slumping 28 places to 134th in the World and 12th in the CFU. Reigning World and European champions Spain remain at the top of the table, followed by the Netherlands, Germany and Uruguay.

Mills downplays four gold medal chase for Bolt

Glenn Mills rebuffed suggestions that Usain Bolt will chase four gold medals at the 2012 Olympic Games in London. Media reports in the last week hinted that Bolt, the Jamaican sprint megastar, was likely to add the 4×400 metres relay to his list of events for the Games, alongside the 100m, 200 and 4×100 relay Mills, his coach, said Bolt still has a lot of work to do before he could even think about tackling the quarter-mile and almost ruled out any chance of his star athlete attempting the event in the British capital. “It’s a desire, but there’s a lot more to it than what he says,” said Mills on ESPN UK. “First, there’s a trial where the quarter-milers are selected. “It depends on what the national body of athletics decides. It’s not for us to say.” Mills added: “We can express a desire, but Usain is not going to run the 400 at the trials, so it would have to be a decision by the association on it. “He has all the attributes to be a quartermiler, but he hasn’t taken a liking to the event. He works hard at the sprints, but I

guess the 400 isn’t for him.” Bolt himself encouraged the discussion about trying his hand at the 400, failing to completely shoot down the talk whenever he is asked by reporters. “When he’s not as fast, maybe the quarter-mile will be the option for him,” said Mills. “Everybody wants to be a winner and he’s just that in his events. He may have a change of heart in the future.”

Batsmen around the World may start to shiver in their boots, after Fidel Edwards threatened to touch the 160 kilometre-an-hour mark in the next year. The 29-yearold West Indies fast bowler, who is playing for Sydney Thunder in the Big Bash, said he would like to get closer to the fastest delivery ever unleashed by Pakistani Shoaib Akhtar and Australian Shaun Tait. “One of my aims is to be the fastest and regarded as the best fast bowler in the World,” said Edwards. “Hopefully, I’m not too far off that (goal) and it could be by the end of next year. That’s my goal. “Patrick Cummins is fast, Shaun Tait bowls quick and Kemar Roach bowls fast as well. Depending on how the body holds up, who knows, you could see some fast speeds in the Big Bash.” Edwards has enjoyed a year free of serious injury, after being sidelined for most of the previous two years with a career-threatening back injury that required surgery. “I’ve been doing a lot of strength work lately and I’ve been holding up well,” he said. “There are still a couple of things I need to work on with my action, but hopefully you’ll see me bowl faster. He added: “I loved watching (West Indian greats) Curtly Ambrose, Courtney Walsh, Malcolm Marshall and those sorts of guys. “I’m also a very big fan of Brett Lee, just the way he approaches his game, the way he runs in and bowls fast and scares batsmen. I love to watch him bowl.” Edwards failed to take a wicket on Sunday, when the Thunder opened their Big Bash campaign with a sixwicket victory over the Melbourne Stars.

Packers quarterback Aaron Rodgers, who followed a Super Bowl MVP performance early this year with perhaps the greatest regular season in NFL history, has been named the Associated Press male athlete of the year for 2011. Rodgers received 112 votes out of the 212 ballots submitted from U.S. news organizations that make up the AP's membership. Detroit Tigers pitcher Justin Verlander finished second with 50 votes, followed by tennis standout Novak Djokovic (21), Carolina Panthers rookie quarterback Cam Newton (6) and NASCAR champion Tony Stewart (5). Rodgers is one of three quarterbacks to receive the honor in the past five years. The New Orleans Saints' Drew Brees won in 2010 and the New England Patriots' Tom Brady won in 2007. Rodgers says it still feels "surreal at times" to be considered among the biggest names in sports. "Those guys are household names, the best of the best," Rodgers said. "(It's) special to win the award, and something I'll remember." Through 14 games this season, Rodgers has completed 68.1 percent of his passes for 4,360 yards with 40 touchdowns and six interceptions. The Packers are 13-1, and Rodgers' play is leaving people speechless — even his coach, Mike McCarthy. "I'm running out of things to say

about him," McCarthy said earlier this month, after Rodgers drove the Packers into position for a last-second, game-winning field goal to beat the New York Giants. Green Bay's 19-game winning streak came to an end at Kansas City on Sunday, but the Packers remain a strong favorite to repeat as champions. That's thanks in large part to Rodgers' knack for making big plays without major mistakes. It has been a long and challenging journey out of obscurity for Rodgers, who wasn't offered a big-time scholarship out of high school and had

to play a year in junior college. Then came his agonizing wait on draft day, three seasons on the bench behind Brett Favre and a tumultuous first year as a starter. If Rodgers' path to stardom had been smoother, he says he wouldn't be the player — or person — he is today. "It's something that gives me perspective all the time, knowing that the road I took was difficult. But it did shape my character and it shaped my game as well," Rodgers said. "I try and keep that on my mind as a good perspective, but also as a motivator, knowing that it took a lot to get to

where I am now and it's going to take a lot to stay where I'm at." Strangely, earning widespread respect throughout the sports world could become a challenge in and of itself for Rodgers, who draws motivation from proving himself to his doubters and critics. Is that becoming more difficult? "It would only be tougher if you stopped remembering or drawing or thinking about those things," Rodgers said. "And I think a great competitor has to have at least some sort of chip on their shoulder, or at least the attitude that you have something to prove every time you take the (field)." Unable to attract attention from a big-time college program, Rodgers played a year at Butte College in Oroville, Calif., near his hometown of Chico. His play there eventually got the attention of Cal coach Jeff Tedford, and Rodgers transferred. Rodgers thrived at Cal and went into the 2005 NFL draft expecting to be taken early in the first round. But he didn't hear his name called until the Packers chose him with the 24th overall pick. Once in Green Bay, Rodgers found himself backing up Favre, a revered Packer who didn't necessarily like the idea that the team had put his eventual successor in place. Favre kept fans and the franchise on their toes every offseason, flirting with the idea of retiring but always coming back.

Cohesiveness, Fitness Favors Miami Heat in 2011-12

The starter's gun sounds Christmas Day on an National Basketball Association (NBA) sprint of a season that will reward cohesiveness and fitness in a compressed 66-game campaign that has the Miami Heat as clear front-runners. Miami's 'Big Three' of LeBron James, Dwyane Wade and Chris Bosh came together as free agents last year and the nucleus made it to the NBA Finals before falling to the Dallas Mavericks. After one season to work out the kinks, the Heat look ready to show they really have a hold on a league that used a five-month lockout of players to get a labor agreement that gave owners a bigger share of revenues and reshaped rules toward improving competitive balance. James, who shied away from crunch-time responsibilities in the Finals, showed his commitment to claiming a maiden title by making an off-season pilgrimage to Houston for a tutorial on post moves from Hall of Fame center Hakeem Olajuwon. In preparation for the season's December 25 start, teams held hurry-up training camps that coincided with a frenzied free-agent signing period that produced winners and losers. The Heat index shot up, the Mavericks lost some firepower and the lowly Los Angeles Clippers created an instant rivalry with the Los Angeles Lakers and Kobe Bryant by adding premier point guard Chris Paul and other pieces. Miami improved by adding sweet-shooting

small forward Shane Battier, while Dallas may have taken a step back after losing center Tyson Chandler (New York Knicks), forward Caron Butler (Clippers) and back-up guard J.J. Barea (Minnesota Timberwolves) despite welcoming two-times NBA champion Lamar Odom to Texas. A disgruntled Odom was ultimately traded by the Lakers, who had included the versatile forward in a trade offer to league-owned New Orleans for Paul, which was nixed by the NBA. The Chicago Bulls, who reached the Eastern Conference final against Miami, added a potentially key piece in shooting guard Richard Hamilton, who could provide just the complement to point guard Derrick Rose, the NBA's reigning most valuable player. While the impact of provisions on competitive balance is yet to be seen, the season figures to be ruled by teams that already know how to play together and can withstand the rigors of a schedule that includes three games in three days for all teams and stretches for some of five games in six nights. Veteran-laden teams like the Boston Celtics, with their aging impact trio of Paul Pierce, Kevin Garnett and Ray Allen, could start fast but may wear down come playoff time. The San Antonio Spurs could be in the same boat as Boston, ready to hit the hardcourt smoothly with a veteran trio of Tim Duncan, Manu Ginobli and Tony Parker, but eventually challenged to keep

Besides adding premier point guard Paul, they have also welcomed former Mavs forward Butler and veteran guard Chauncey Billups to a young squad that boasts former overall number one pick Blake Griffin and talented center DeAndre Jordan. Chandler brings a defensive presence down low for the Knicks, whose high-scoring duo of Carmelo Anthony and Amar'e Stoudemire continue to blend their skills after half a season together in New York. One big unknown factor in the season is the fate of Dwight Howard, the powerful center of the Orlando Magic, who is in a lame duck season with free agency looming. Viable suitors for Howard include the Lakers, Mavericks and the New Jersey Nets, whose imminent move to Brooklyn gives them appeal as a true second New York City team with outstanding point guard Deron Williams already in place.

American Lexi Thompson, 16, becomes youngest Ladies Euro Tour winner

DUBAI, United Arab Emirates — American teenager Lexi Thompson has made history as the youngest winner on both the LPGA and Ladies European Tours. The 16-year-old Thompson shot a 5-under 67 Saturday to win the Dubai Ladies Masters, becoming the youngest professional winner on that side of the Atlantic. Thompson pulled away from LeeAnne Pace of South Africa to win by four strokes for her second professional victory. In September, she became the youngest winner of an LPGA tournament at the Navistar LPGA Classic in Alabama. "It feels amazing," Thompson said. "I'm just honored they invited me back and I'm just grateful to be here. I've been working on my game really hard and it has paid off." Thompson chipped in for a birdie on No. 9 to take a one-shot lead over Pace and extended her lead with four birdies on the back nine for a 15-under 273 total. Pace (69) started strong with two birdies and an eagle on her first six holes, but shaky putting on the back nine ended her chances. The 2010 European Tour money winner, Pace hit her approach shot on No. 12 over the green for her second

Thompson's father Scott, who caddies for her, said he was most impressed how she handled the pressure when Pace made her run. "She didn't panic and kept playing her game, not worrying about what else anyone was doing," he said. Wie offered a congratulatory tweet and predicted she would be force to reckon with in the future. The 22-yearold Wie praised the support Thompson gets not only from her father but her entire entourage. "I think she kind of has that mentality, just grip it and rip it," said Wie, who also joined the LPGA Tour at 16 and has two wins. "She just goes out there and just kind of has fun, which is really nice to see. She's a really talented player and I'm really impressed." Thompson is projected to move into the top 40 in the rankings. She credits her success with playing alongside her brothers, including PGA Tour member Nicholas. The precocious Floridian qualified for the U.S. Women's Open at age 12 in 2007 at Pine Needles, tied for 10th at the tournament last year and was a runner-up by one shot last year at the Evian Masters, one of the richest events on the LPGA Tour schedule.
