THE ASSETS OF Michael Misick, the former Premier of the Turks and Caicos Islands, have been frozen world-wide. Documents obtained by The SUN revealed that on June 23rd, 2011, Chief Justice His Lordship Gordon Ward made the order to freeze all of Misick’s assets, including bank accounts here and overseas, his personal residence in Providenciales, parcels of land throughout the Turks and Caicos Islands, two condominiums, a cinema in Providenciales which still carries a variation of his ex-wife Lisa-Raye McCoy’s name, and several credit cards. The freezing order, which was made by Special Prosecutor Helen Garlick, clearly states: “This Order prohibits you Michael Misick, the alleged offender, from dealing with all of your assets wherever they may be situated in the world and in whosever name the same assets may be held.”

Among the assets to which the Order applies are Misick’s former residence at Belview in Providenciales, Turks and Caicos Islands, 10.4 acres of land in North Caicos, a condominium at the Providenciales Golf Club, 1.2 acres of land on Leeward Highway which houses the LaRaye Cinema, 18.2 acres of land in North West Point, Providenciales, .97 acres on the Leeward area of Provo, another 1.08 acres in the same area, .35 acres in The Bight, another acre in the same Bight area, .7 acres of land in Bottle Creek, North Caicos, two parcels of land totaling just over 2.5 acres in the Leeward area, a condominium in the Alexandra Resort held in the name of Windsor West Limited, accounts at TCI Bank, British Caribbean Bank, HSBC Coral Gables, Bank of America in Los Angeles, and NatWest Law Courts in The Strand London, and one in the Czech Republic. A number of credit cards were also frozen. The court document said Misick must, within 28 days of the order, file and serve and affidavit setting out with “full particularity, the nature and extent of all of the assets in which he has any interest wherever they may be situated in the world and whether held directly or indirectly by him and whether held on his behalf by others as nominees or trustees or as the recipients of tainted gifts”. Misick must also include in that affidavit, an account of all transfers out and receipts by him of greater than $10,000 in value since July 1st, 2005.

'TIME OUT' ON THE PROMISES OF EUROPEAN UNION PARTNERSHIP

IN October 2008, when the 15 member countries of CARIFORUM (CF) individually signed a full Economic Partnership Agreement (EPA) with the collective European Union (EU) of 27 countries, much was made of the promise of increased benefits to Caribbean countries. Two-and-a-half years later, the promise remains unfulfilled. At the time of signing, observers stressed the importance of setting up two bodies throughout the CF countries, which are the 14 independent states of the Caribbean Community (Caricom) plus the Dominican Republic. These two bodies were: a unit in each country to ensure implementation of the many demanding clauses of the EPA; and a unit to monitor the delivery of the promises that the EPA proffered. It was also anticipated that the Caricom Secretariat would have established similar oversight bodies for the CF countries as a whole. As it turned out, the Caricom Secretariat established an implementation unit, but not a monitoring one. Similarly, some countries established implementation units, but none have set up machinery to monitor the delivery of the EPA pledges. Yet, if any CF country is to seek a review of the EPA, it will have to do so based on evidence of nondelivery based on effective monitoring and recording of the EU's failure to deliver. Hopefully, governments will establish monitoring units soon, or at the very least, authorise the setting up of such a unit by the Caricom Secretariat on behalf of all CF countries. But it is becoming increasingly clear that, even though two-and-a-half years have passed, CF governments were not ready to implement the EPA that they were the first to sign in the expectation that great benefits would flow, not only from an early signing, but also from signing a "full" EPA, rather than one that simply complied with requirements of the World Trade Organisation (WTO). The WTO-plus EPA, which was signed, was justified on the basis that CF countries would be able to access the EU market for services. Among the services touted were architects, accountants, chefs, and musicians. Access to the EU market has proven to be extremely difficult for many reasons, such as: these Caribbean service providers can only access the EU market under Mutual Recognition Agreements (MRA) but the structures for

recognition do not exist in many CF countries. Thus far, only five CF countries — Antigua and Barbuda, Barbados, Dominican Republic, Grenada, and Jamaica -- have established implementation units, but even these are said to be "constrained by insufficient financial and personnel resources", according to a report produced by the European Centre for Development Policy Management. This problem is not likely to ease anytime soon, given the financial constraints faced by almost all the CF states. At the time the EPA was signed, the Caricom Secretariat had identified hundreds of measures that CF states would have to implement. If the EU is genuinely interested in a "partnership", it should consider making funds available, swiftly and without its usual bureaucratic delays, to fund the full operationalisation of these units in each CF state on a dedicated and accountable basis. So far, under its Caribbean Aid-for-Trade programme, Britain has helped to fund the few implementation units that now exist. The EU should also strengthen the implementation unit in the Caricom Secretariat. After all, it has to be recalled that this is a "partnership" between 27 giants collectively and 15 dwarfs individually. It is only fair that the giants should give their "partners" the assistance they need. When the EPA was being signed, a few commentators — experienced in negotiations in the WTO and elsewhere — had warned against the early signing of the EPA and had spoken out strongly against the signing of a WTO-plus agreement. We were described as "naysayers". But it seems that the concerns we expressed are now coming to pass. Among them were that governments of small economies would find it extremely difficult to replace the revenues they would lose from removing tariffs on EU-imported goods. As the commitments of these governments under the EPA kick in, this will become a huge problem for small states whose economies are in the doldrums and are already burdened with high taxation and debt. In the event, the "naysayers" cannot be blamed for the failure to put implementation and monitoring units in place. Nor can they be blamed for the governance issues that now bedevil the CF countries, and that are now adversely affecting the process of managing the EPA process. The so-called "naysayers" can also not be blamed for the failure to

It is obvious that in many of these countries only a very small number of companies understand the provisions of the EPA or are able to utilise them to access the EU market. Here again, the EU should dedicate funds, in the spirit of partnership, to launch information, education and facilitation campaigns for the region's private sector. It is now generally known that the EU Aid-forTrade facility is a big disappointment. The resources that have been made available since the EPA was signed have fallen far short of what the Caribbean was given to expect. In this connection, the EU should do better, particularly as some CF countries signed the EPA only on the basis of threats to their banana, rum and sugar industries by the negotiations for the European Commission (EC). And, as it turned out, the EC reneged on commitments in all three areas, particularly rum and measures to support the banana industry. Clearly, CF governments need urgently to settle their difficulties of governance and they have to put implementation and monitoring machinery in place. But they should face up to the European Commission which pushed many Caribbean countries into signing the EPA. It is time Caribbean governments demand a pause in the EPA arrangements, especially in light of the adverse effects of the global financial crisis that broke just as the EPA was signed. If Caricom governments could pause the Single Market and halt work toward a Single Economy amongst themselves, they should be able to tell the EU that it is appropriate to take "timeout" from the EPA for reflection, revision and renegotiation of many difficult aspects of it. British Caribbean Bank Holdings record net loss of $7.3m

BRITISH CARIBBEAN BANK Holdings ("BCB") previously Belize Bank has recorded a net loss of $7.3m for the year to the end of March 2011, compared with net income of $25.9m in 2010. For the final quarter, the company reported a net loss of $27.6m (2010: loss of $17.4m) and a net loss per share of $0.28 (2010: loss of $0.17). BCB said that due to the current economic environment in Belize and the Turks and Caicos Islands, non-performing loans and the associated loss of interest income increased in fiscal 2011. Financial services reported an operating loss of $21.9m for the year after an exceptional charge of $36.4m in respect of loan provisions against a total loan portfolio of $864m. The company closed the current fiscal year with a strong balance sheet with shareholders' equity of $421.3m and liquid assets of $142.7m. On May 5, 2011, BCB announced that Lord Ashcroft, one of the richest men in the United Kingdom, and a long-time financier of the David Cameron-led Conservative Party, retired as a NonExecutive Director of the Company with immediate effect, and that his 32-year-old son, Andrew Michael Ashcroft has been appointed as a Non-Executive Director of the Company with immediate effect. Andrew Ashcroft joined the Belize Bank in May 2002. After an initial period in the Belize Bank head office, Mr. Ashcroft transferred to the Turks and Caicos Islands to become the Managing Director of British Caribbean Bank Limited, a position he still holds. Mr. Ashcroft is a graduate in International Business and has a Diploma in Financial Services Management from an affiliate of the University of Manchester.

Andrew Ashcroft has no share interest in the Company and is currently a director of the following companies: Jarvis Holdings Limited; British Caribbean Bank Limited; Falcon Ventures Limited; Springwood Investment Limited; Rosewood Enterprises Limited: AMA Properties Ltd; and MWE Holdings Limited. In addition he has been a director of the following companies in the last five years: Oren Investment Holdings Limited and Dunkeld International Investment Limited. BCB is one of the largest financial institutions in Turks and Caicos Islands where it provides lending and deposit facilities together with a range of other banking services to domestic and international customers. Its assets comprise principally asset backed lending to the tourism and property development sectors. BCB has shareholder's equity of $173.9 million which gives it one of the strongest balance sheets among the banks operating in TCI. According to the bank’s website, BCB's commitment to the provision of quality service and innovative, flexible financing solutions made it the fastest growing bank in TCI where it assisted in the promotion and the continuation of the economic expansion of TCI over the last few years. The website added: “Recently, however, TCI, in common with many Caribbean tourist destinations has experienced the effects of the global economic crisis. Tourism, foreign ownership and the related commercial development of properties are key contributors to the TCI economy. Consequently, the current global economic crisis, and in particular the US economy, influences TCI significantly. Between

2000 and 2007, TCI experienced rapid annual double digit percentage growth in gross domestic product. This growth has stalled in 2008 and 2009 with visitor arrivals and resort occupancy levels down on prior years, a trend typical of the Caribbean at the present time.” According to the bank, BCB's earnings have helped increase the US dollar component of Financial Services operating income to over 70 percent of its total operating income. With a loan portfolio of $390.7 million at March 31, 2009 BCB is the largest lender in TCI, principally to the commercial property sector. “As the Company navigates its way through the difficult market conditions, BCB will continue to remain responsive to customers' needs and will participate over time in new opportunities as they become available in TCI,” the bank added. Prison remand for Deidre Forbes

A SUFFICIENCY HEARING for Deidre Forbes, the woman charged with the death of her son in a fire at their Five Cays, Providenciales home on June 14, is set for August 5 later this year following her appearance in the Magistrate’s Court on Friday, June 24. Forbes, who has been described by neigbours and other individuals in Five Cays as a drug addict, who needs help, was charged with endangering the life of a minor. She will know on that date whether or not she would be granted bail. At about minutes past 12 a.m., on

Thursday, June 14, neighbours reportedly saw fire coming from the dwelling occupied by Forbes, the Fire and Rescue Department was summoned. Following a search of the rubble after performing cooling down operation, firefighters found the partially charred body of the toddler near the door. The police later took Forbes in custody and subsequently charged her with the baby’s death. When Forbes appeared in court she was initially asked to decide whether she wanted her case to be tried in the Supreme Court or the

Magistrate’s Court. She chose the Magistrate’s court after the penalty scenarios of each court were presented before her. However, later on in the day, Chief Prosecutor JoAnn Meloche, who requested that the matter be recalled, told the court that the offense for which Forbes was charged was indictable and, therefore should go straight to the Supreme Court. She explained to the court that procedures were not followed earlier hence the bungling. Magistrate Clifton Warner then informed the accused that the choice given to her earlier had been

withdrawn and her case would now be tried in the High Court. She was then remanded in custody and taken to Her Majesty’s Prison in Grand Turk where she will be held until the date of her sufficiency hearing. If found guilty, Forbes could spend up to three years in jail and charged up to $10,00 or both. Before her choice of court trial was revoked, Forbes chose the Magistrate’s Court, where the penalty is three months in jail and $2,000 fine or both. In the meantime, Fire Chief William Jennings said his department was working to determine the cause of the fire.

Prisoners in Grand Turk getting more visiting time

PRISONERS AT HER Majesty’s Prison in Grand Turk are being given more time for social visits. According to a press release from the Ministry of Home Affairs and Public Safety, social visits are currently facilitated on weekends, Saturday and Sunday at 10:00 am to 11:45 am and 2:30 pm to 4:00 pm. This will be expanded to cover Tuesday, Wednesday and Thursday afternoons from 2:30 pm to 4:00 pm. However, it is important to note that mid week visits must be pre – booked to ensure that they can be operationally provided on the requested day, the release said. The changes were effective on Friday, 1st July, 2011. The release said the main focus of this change is to bring a more structure and responsible approach to the way the

The changes will support the new educational routine that was covered during the ‘Just Think’ course and also enable the staff to recognize good behavior by prisoners. “The routine will support the premise that ‘if a prisoner is willing to motivate themselves to change, then they will be supported to do so”,” the statement added. Family members are reminded that maintaining family ties plays a significant part in rehabilitating offenders prior to their release back into society. Therefore, social visits availability will be improved to include the following: Remanded Prisoners -20 minutes; Convicted Prisoners -30 Minutes, 2 visits per month The ‘Just Think’ program is a Prison service-run course that expands the rehabilitation agenda at the Prison. The main aims of the course are to focus offenders on improving their thinking skills, to look at how poor thinking can lead to poor consequences and actions, and how a structured approach to

developing enhanced thinking skills can lead to a positive change and outcome. The Prison is set to run the first course on 4th July, It will run for two weeks and involve two prison staff tutors and eight offenders. The Prison is also planning the next course for mid September. Senior officer Meshelle Jennings and Officer Robert Lewis, are facilitating this inaugural course.

THE ONCE AILING PATROL Division of the Royal Turks and Caicos Islands Police Force is more than half of its full complement of vehicles thanks to the purchase of seven new vehicles recently and the sourcing of $18,000 worth of spare parts by Government. The spare parts were ordered from October last year but were dispatched in February this year due to payment issues.Earlier this year during a news conference at the Chalk Sound Police Station, new Commissioner of Police, Colin Farquhar, said there was just one vehicle serving the entire unit, which he noted was making life difficult for the members of the force, as they could not carry out their jobs effectively. The SUN understands that of the 15 vehicles which have been assigned to the unit, sometimes only one or two

were in working condition. This happened even during the period last year when crime skyrocketed. To get by at the time, the police resorted to borrowing or renting vehicles from private citizens, while Government mechanics found creative ways to patch up downed vehicles in order to bring them to road-worthy condition. But during an interview with this newspaper earlier this week, Assistant Commissioner of Police, in charge of Operations, David Ryder, said approximately nine vehicles are now actively on the road, while efforts were being made to fix the rest. “So from one to two vehicles that we routinely had, we have raised that level to eight or nine, so obviously there is significant improvement in patrol cover,” Ryder said, pointing out that a more rigorous maintenance process would be put in place to enable the

longevity of the fleet. He noted, too, that Government has managed to renegotiate credit with suppliers and body repairs outlets, who he said are now more willing than before to supply cash against the background that Government has restarted living up to its credit expectation.

He said the force is now applying preventive maintenance of its fleet as opposed to corrective maintenance. The Assistant Commissioner revealed also that plans are in train to procure replacement vehicles for the now aging fleet, but that since cash is tight, he could not say when that would become a reality. “It is much more efficient to do some preventive maintenance on a vehicle than wait on a mechanical failure. We can prevent mechanical failure from occurring, as we can service them in a proper structured manner. “We can have officers return them when they hear strange noises or before a leak turns into a seized engine. If we have our vehicles serviced like that, we can have them last a bit longer,” Ryder noted. He said the force has also embarked on a campaign to bring its marine fleet up to proper operating standard, so as to effectively patrol the waters of the Turks and Caicos in order to stem illegal activities.

THE PEOPLES DEMOCRATIC Movement (PDM) was proud to announce that the Turks and Caicos delegation had a successful trip to the United Kingdom, where they met Minister Henry Bellingham and a team of UK ministers and technocrats to discuss certain aspects of the Turks and Caicos constitution which they wanted to see changed. However it was later revealed that the negotiations did not meet their full potential in the eyes of Douglas Parnell, leader of the PDM, who claims that some members of the delegation were not as vocal and supportive as they should have been. Some of the delegation’s noteworthy achievements included the prevention of the implementation of a proportional voting system. They also managed to have the constitution state that the deputy governor must be a Turks and Caicos Islander (which is the new term for citizens, replacing the antiquated phrase of Belonger), and that rather than having all ministers, deputy premiers and premiers serve a maximum of two consecutive terms in office, which was intended to be in the constitution, only the premier is subject to this law now. Another major victory that was achieved was making the governor, who in the draft constitution would not be subjected to the judgment

of court, able to be held accountable for his actions in a court of law, should the need arise. Even with these successful changes, Parnell makes it clear that he did not gain all of the achievements that he sought, due to a lack of internal support on certain issues. One particular issue which did not get the support he believed it would or should was the addition to the constitution, which would make it necessary for the Premiere of the Turks and Caicos to be a Turks and Caicos islander by descent, rather than grant. This meant that only a second generation Turks and Caicos islander could run for the office. Though Parnell expected

unanimous support from the remainder of the delegation, he only gained the support and approval of four of the six fellow delegates. Though he never directly accuses anyone, Parnell let the press know, indirectly, that the two who did not support him were Doreen Quelch Misick, a member of the advisory council, and Lillian Missick, the Chair of the Consultative Forum. Instead of saying their names directly, he stated that Clayton Green, Wendal Swann, Trevon Farrington and Pastor Bradley Handfield were all ‘in one step’ with him, while he deliberately the names of the other two delegates. Eventually, when asked about his opinion on the Chair’s actions, Parnell said: “The comments that have come out of the position of the Chair of the Consultative Forum are very regrettable…For me, it was very difficult to experience that level of being ‘thrown under the bus’ by two people that I regard as mothers of the Turks and Caicos and I was very disappointed by that. As someone who could be regarded as their son, that hurt me…I expected more, I expected better, from a mother, from a role model of the Turks and Caicos Islands; I expected more from both of them, and we did not get it, and that was very, very disturbing.” He went on further to add that he did not take pleasure in speaking of their actions:

LOCAL NEWS “I don’t take it lightly to actually publically, which we are doing now, say anything about them, because I hold them in high regard; but the fact is that they were wrong, and I hope that in time, I pray that in time, they see the error of their ways,” he said. This was not the first time that some level of disagreement had been taking place between the Chair of the Consultative Forum and the party leaders. In a PNP press conference, which was held just before the delegation went to the United Kingdom, some level of dissention was revealed in the delegation. Even though at first Clayton Greene, leader of the Progressive National Party, refused to state specifics, when he was pressed to make a comment on the presence of the Chair of the Consultative Forum at a meeting which was held before the press conference, which was designed to create a consensus amongst the delegation before going to the UK, Greene said: “You know she wasn’t there…” letting it slip in a fit of annoyance that Lillian Missick did not attend the meeting. The SUN managed to get a hold of Ms. Missick, who stated that she would comment on this matter at another time, though subsequent calls went unanswered. Even with the dissent within the delegation, it is clear that the group from the Turks and Caicos managed to make significant changes in the constitution, to the point where it was something that islanders could work with, and the future government could perfect. The new draft of the constitution will be released in the next week.

PNP disappoints at UK talks, says attorney Beryn Duncanson

LEADING TURKS AND Caicos Islands attorney Beryn Duncanson, who was part of the People’s Democratic Movement’s (PDM) trip to the United Kingdom to discuss constitutional and electoral matters, has expressed disappointment with Progressive National Party (PNP) representative led by leader Clayton Greene, for not exercising greater participation in the talks. Speaking at a news Conference called by the PDM on Wednesday, June 29, at that party’s headquarters downtown Providenciales, Duncanson said while leader Doug Parnell played a prominent role in the negotiations, his PNP counterpart, Clayton Greene even though he did not mention his

name directly - for the most part, had taken a back seat. Duncanson said he was bracing for the PNP leadership above any one else, during the talks, to tackle head-on the issued of the right to trial by jury, when that matter was raised, but said they disappointingly faltered on that front. “Mr. Parnell led through-out the discussion, I might add… It was unfortunate we didn’t hear more from the leadership of the opposite party. One would have thought that the leader of PNP party, of all those present in the room, would have been most vocal on that one issue – the right to trial by jury. But when called upon, didn’t have any representation, really, to make; (Greene) said he had nothing to add to it. Duncanson said there was little resistance from the UK, to most of the recommendations inserted in the

proposed new Constitution by constitutional consultant Kate Sullivan and, that the British were more open to dialogue with the official delegation, which comprised Parnell, Greene, Youth Ambassador Trevon Farrington, church representative Pastor Bradley Handfield, Head of the Consultative Forum Lillian Missick, Advisory Council Member Doreen Quelch Misick and Wendell Swann, who represented the All Party Commission on Constitutional Talks. He pointed out that a number of provisions in the latest draft document, that is now before the Privy Council awaiting ratification and should be available to the public next month, sharply depart from initial recommendations conjured by Sullivan. “I can earnestly say to you, most of

those provisions that caused us the most grief are gone and, those bits that are left (that were of concern to the local populace) are pretty much watered down in some fashion or the other. “What we are left with is a compromised position with a constitution that, I think, is acceptable, totally workable, thanks to this team and Mr. Parnell’s leadership. I think overall we had tremendous results in key areas. One of the most important areas for me was the Governor’s reserve powers, and I wasn’t shy about letting my opinion known at the public hearing when the FCO advisors who were down here last month,” Duncanson said.

ZANETA ADDERLEY-BURTON, a native of The Bahamas, has been appointed as the new Chief Executive Officer of the National Health Insurance Board (NHIB). According to a press release from the TCIG, Mrs Adderley-Burton, who is the wife of Turks and Caicos Islander, Gordon Burton, started a handover on the 30th June with the current CEO Mr Brian Hogan, who left on the 31st July. The Government release said that Mrs. AdderleyBurton brings many years of practical experience in social security administration at the managerial level, and has previously worked with the National Insurance Board (NIB) of The Bahamas in senior management positions. Whilst working for the Bahamian NIB, Mrs Adderley-Burton was also a senior member of the technical team set up to manage the implementation of a comprehensive National Health Insurance Plan (NHIP). Mrs Adderley-Burton’s appointment follows a public recruitment process run by the Board of the NHIB, and has been approved by the Governor. Her husband, Gordon Burton is currently the Managing Director Caribbean Management Services, which is the Corporate Services division of the law firm Misick & Stanbrook that is owned by

Islandcom’s Battle of the Bands Rocks the Cove!

SIX LOCAL BANDS took the stage on Saturday, June 25th in Turtle Cove Marina at Islandcom’s Battle of the Bands to celebrate Islandcom’s One Year Anniversary. Proceeds from the event were to benefit Provo Children’s Home and Ona Glinton Primary School. Islandcom is elated to announce that $8,000 was raised and both charities will receive $4,000 each! The show kicked off with each band performing a 20 to 25 minute set followed by a one song encore performance at the request of the judges’. Following the encore all the bands were invited back on stage for the crowd to select their favourites. An Applause-O-Meter projected the crowd reactions on a screen next to the stage. Judges’ scores were tallied with the crowd reaction to determine the evening’s winners. Rasta Generation and Q-Band Lynx put on a great show, both leaving the stage to roaring applause from the crowd. While seasoned band Rasta Generation played a composed set with ‘irie’ tunes, Rasta Generation got the crowd moving with great energy from lead singer Shaldin Delancy. Soca and reggae outfit Lee Forbes and the Force tied for third with rock and roll group Hoozya Daddy after impressive scores from the judges and overwhelming approval from the audience. Lee and his bandmates played with extraordinary energy as expected, getting the crowd amped up and dancing to the soca beat. Hoozya Daddy also had the crowd going as lead singer Sally Greenwood astonished the audience with her impressive voice. There was no question which two bands were the audience and judges’ favourites. Runner Up, Smokin Honey, wowed the crowd as they opened with an instrumental medley of “Give it to me Baby” by Rick James and “Push it” by Salt & Peppa. It has been brought to the attention of The SUN that the streets and bushes are not the only victims of litter, as the ocean too has become a target. Indeed, it seems that no aspect of our country can avoid the influence of the ever-present dumpster deity; the deity promotes laziness, and rewards litterers with peace of mind; a peace of mind that is unjust. You don’t need to be an environmental activist to see that oceanic pollution is one of the worst types of pollution, especially for the Turks and Caicos Islands. Not only is it severely devastating for marine life, but in a country that takes pride in its

EVEN IN THE current technological age, people are surprised when they see a full-service computer sales and service facility in the Turks and Caicos Islands. Strategic Technologies, previously known as CompTCI, is one of the country’s oldest providers for modern technological services, and is also the company that is constantly surprising tourists and natives with its presence. Previously located on Suzie Turn, the company will soon catch the attention of even more tourists as it moves to its new location. The grand opening of their new location at Neptune Plaza will take place on Friday, July 1st. The company has been in Turks and Caicos for 12 years, coming to the country in 1999. Upon arrival, it set its roots in Turtle Cove Landing. The company moved to ‘Suzie Turn’ in 2003 and has been there ever since. Now it is changing location, moving to Neptune Plaza, in Grace Bay, to better serve customers. Not only does Strategic

Technologies sell and service computers both Macs and PCs, but it sells and maintains servers which assist in the electronic service aspect of hotels and restaurants around the country. As one of the oldest companies in its field in the Turks and Caicos, Strategic Technologies has a diverse clientele. Consisting of both private and corporate clients, it has provided services for establishments such as Leeward Resort and Marina, Turks and Caicos Water Company, Cairsea Services Ltd. and Dempsey & Company. Strategic Technologies has proven its loyalty as a business to the country in more ways than its consistent presence. When hurricane Ike hit Turks and Caicos in 2008 Strategic Technologies refused to shut down their servers; instead they kept the servers up and active, and provided 24/7 support during the hurricane. They started from the Bight Children's park and slowly made their way to the Turks & Caicos Club and back, and over the course of two hours, found a vast array of litter on the ocean floor.

Three drinking glasses were found on the sea floor, along with two pairs of sunglasses, two pairs of goggles, numerous pieces of plastic cups and other miscellaneous plastic, small plastic bags, plastic forks, spoons, knives, a toothbrush, a shoe and sole, rope, hair ties, a lighter, pens, a towel, a rubber fish fishing lure, a small plastic fish and hammerhead, and of course, the ever present multitudes of beer bottles, cans, and plastic bottles. Ms. Robinson was kind enough to give a statement and a photograph to The SUN, saying: “We swim this route regularly in training for the Eco Sea Swim coming up on 9th July and decided to clean up the trash that we see because as avid scuba divers we care for our underwater environment and it disheartens us that both locals and tourists can be so careless in the proper disposal of their waste.....I was amazed at how many plastic spoons and forks we found, along with broken up strips of plastic cups. We urge everyone to please take care when visiting our beautiful beaches, cut down on the use of single use plastic and help keep Turks & Caicos clean!” Well Turks and Caicos, what are we going to do? Do we want tourists to go back to their homes and tell their friends and family about how the TCI is a rotten, trash filled place that is bold enough to claim that they are beautiful by nature? Or will we continue to make progress in cleaning up the country? The choice is yours.

EXCEPT FOR THE necessarily disclosed bottom-line that TCIG is $260M in debt (and still growing at some undisclosed rate), we citizens and residents of the TCI, who will actually have to re-pay that debt, don't know the full nature and extent of our shared macroeconomic problems. Our Brit Occupiers have not provided any further details. All the Brits will say is that the situation is “dire,” that it's all Mike Misick's fault; that it was nothing to do with them; that they sure are going to be nasty to Mike one day real soon and that they alone are the Socialist heroes who know best how to lead us out of this Capitalist economic meltdown. Citizens and residents of other alleged Rule of Law jurisdictions are provided government financial data ad nauseum. There are government websites where you can find just about any data you want, past or present. In the US, that is true of all 50 states, 3000 counties and most cities. It could not be any other way. The folks would insist upon it. Yet absent reliable TCIslander patriot whistleblowers, we have no effective way to discover the factual extent of our own economic meltdown. The Brits are keeping most of the numbers very close. And they must have a good grasp of those numbers by now. It is incomprehensible that after 2 fiscal cycles of Occupation, the Brit High Command would not know quite accurately how large are our macroeconomic problems and, perhaps more importantly, what have been the rates of change of those problems over time – at the very least during the two years since the Brits woke up. Of particular value to know would be the current size and the prior rates of expansion over time of the public service payroll, which the Brits claim, “are by far the biggest element of TCIG’s expenditure.” The costs regarding the Health Care Rationing System and the state of public pension funds may also be of some importance to folks who have a stake in them or indeed, for those who can derive no benefits from them, but continue to pay for them. The Health Care Rationing System has been in place long enough now that naturally there will have been severely excessive use of it. That happens everywhere you offer something “free,” and the Brits know this. Accordingly, costs will have been far in excess of what the Brits had to estimate publicly in order to soft-soap TCIslanders into the scheme. Further, as this is an island Health Care Rationing System, there are additional factors. Who knows whether the Brits adequately considered and valued these? Overseas costs are beyond the control of the Brits. So as they are overseas free market costs, they are apparently the first costs dishonestly not to be paid. In less than two years, the quality of your overseas health care rationing has dropped from Florida to Bahamas and Jamaica level. It will be revealed soon that Cuba will be the next stop for your prematurely dying, but non-paying, loved ones. Costs within the TCI, over which the Brits will think they have some control, must be under immense downward pressure from TCIG by now. It will only be a question of time before they default on these costs too. The Torch thankfully knows nothing of the standard of doctors and nurses at the TCI hospitals and clinics, but if their prime source of income is the Health Care Rationing System, how can they possibly continue to be of high standard when there is a shortage of well-paid high standard doctors and nurses at US hospitals? The Brits cannot increase the employer or employee portion of the Health Care Rationing System taxes yet. It is just too soon. A great public furor would occur. So the only thing the Brits can do is to raid the general public treasury secretly and thereby increase the percentage of the overall Health Care Rationing System that all of us pay, without telling us. That's why TCIG electric bills aren't paid and roads aren't fixed. There is nothing more sacred in the Socialist mantra than health care rationing. The Brits call it “essential government services,” even though that is a complete misnomer. Do we know what actual amount and what percentage of TCIG general revenue is now taken by the Brits to run just the local cost portion of the Health Care Rationing System? Of course not! Why won't the Brits disclose such critical figures? Knowing those figures would assist our economic recovery efforts by establishing a baseline from which

improvement can be measured. And yes, it would also provide existing and potential new TCI investors with an opportunity to assess their own costs in the TCI and whether they wish to undertake such costs. In an accountable and transparent government, this is a nobrainer. It is also just plain fair to those considering the TCI. The Brits are dangerous career liars and deceivers (that is to say “diplomats”), but they are not fools. The Torch suggests, somewhat obviously, that the Brits cannot tell us the details of our own macro- economic problems because they are much worse than has been portrayed through the minimal Brit disclosures. If the actual figures are worse than the crafted perception, the Brits can't disclose them because to do so would reveal the extent of their own culpability for those “dire” economic problems during the prior administration. The more dire our economy now, the more constitutionally negligent were Poston, Tauwhare and their bosses then. Additionally, if the overall public sector economic situation is worse than the Brits have allowed us to know, they correctly fear that if details were known, folks like The Torch might bail; new investors would not arrive and many more productive TCIslanders would also leave. The Brits recognize that any of those occurrences would worsen the situation considerably by removing even more productive taxpaying members of TCI society and leaving a higher proportion of those who consume services as a matter of entitlement and without paying for them. The Brits' fear of disclosing the worst case scenario could also be the reason they are so high on the otherwise absurd idea of a VAT in a Capitalist island economy where almost all wealth is imported. The Brits may already know that we are so screwed that the VAT won't matter - so they might as well drive away our new business by announcing the VAT now so that we get used to the idea when they force it on us in three years. So instead of full factual disclosure, we get their silly estimates that TCIG revenue will go up, in a completely unexplained manner, by 35% this coming fiscal year. And when their silly estimates are shown to be....silly estimates, they can mumble something about the prior administration, the global recession and advise us glowingly that they have always had the VAT as a fallback position and that it will no doubt save the day. The apparent theory is that when there are not enough people to pay stamp duty and customs duties, there's bound to be plenty to pay the VAT. Brilliant! But despite all of their talk about cutting the public payroll, the Brits claim that TCIG expenditures will only go down 5% this coming fiscal year, from $180M to $171M. As the Brits are so obviously just tossing around numbers here, without any real world connection, heck, why don't we just switch their numbers around for next year and see what happens? Would it not be more realistic to forecast a 5% expansion of TCIG revenue and cut public expenditures by 35% in one year? After all, the revenue side is much more difficult to predict than the expenditure side. We don't know what expansion of revenue will occur through a de-criminalization of the current revenue collection system while we're still in a serious global recession. Probably more likely 5% than 35%. Our switched around estimates would provide in FY 2011/2012 an estimated revenue of $126M (instead of the fantastic $163M) and expenditures of $117M (instead of $171M), resulting in a TCIG surplus of $9M in the first year of recovery, instead of their $8M predicted deficit. And if some of their 35% revenue expansion does show up, all the better. How to get to those numbers?: (1) A strict and immediate right-sizing of the public payroll; (2) a rollback of the Health Care Rationing System (at the same cost to the employer/employee) to cover only ambulance service, emergency care and catastrophic disease care (cancer, heart, diabetes, kidney dialysis and transplant and HIV); (3) a mandated 20% across the board cut in every TCIG department (independent of the payroll adjustment); and (4) a de-criminalization of the current TCIG revenue collection system (the only revenue measure within our definite control). Regarding the civil service, The Torch has found no better estimate in the public domain than his own from some 7 months ago in which he guesstimated that there were 1500 (some have now said that 1700 is more likely) unnecessary government non-jobs at an average

LOCAL NEWS TCIG cost of $1500 per month in salary, benefits, training, materials, office space, etc. If those figures are accurate, rightsizing would result in $2.25M savings per month or $27M per annum. $27M in annual payroll reductions in FY 2011/2012 would represent a 15% overall reduction in TCIG expenditures year on year. That's 43% of our target savings of 35% overall. Regarding the Health Care Rationing rollback, look folks. The Torch loves you all, and he's confident you return the favor. But somehow you and your families can afford to pay for your maternity, diagnostics, drugs, doctors' visits, and outpatient care and day surgery. You know, like you are real people alive in the real world and responsible for yourselves. If we can't obtain the other 20% of overall reductions, namely another $36M from rationalizing the Health Care Rationing System and a flat 20% across the board cut at EVERY government department, then The Torch will sign up for a Tijuana colonoscopy. The Torch doesn't know what percentage of TCIG expenditures are spent though TCIG departments. Arguably all government expenditures should be rolled back 20%, regardless of whether they are spent through departments. 20% of the current year's forecast expenditures of $180M, less the $27M saved from civil service payroll reductions, would be $30.6M, almost the amount needed to reach our switched around forecast! Perhaps TCIG could even afford to pay an extraordinary $500 per month for 6 months as severance pay for each civil servant let go. That would reduce the above-defined expenditure reductions to that extent. This would be tough. Good people would be hurt, though many must have known that their jobs were shams and that all moneys paid were unearned benefits. By the way, The Torch has told you before that he thinks our economic problems, albeit larger than the cowardly Brits will disclose, are not that great within the whole world of economic hurt. We have a small economy. We're talking about moving 1500 people from government non-jobs to real private sector jobs. The Brits advise us sensationally that our $260M public debt is $12,000 for every man, woman and child in the TCI. Well, that would be true if our population is 21,666. The highest population estimate The Torch heard during the boom years was 35,000. Certainly we don't have that number any more. But The Torch's guess would be about 25,000. He doesn't know that, of course, because the Brits didn't follow through on our 2010 census. Those figures are just too dangerous for us mushrooms to know. If we have a population of 25,000, then our public debt per capita is $10,400. Were you aware that the Cayman Islands had a 2010 3Q public debt of $497M, almost twice ours, and that because their broke government followed through on their census, we know that their per capita debt is $9036, about the same as ours, based upon their 55,000 population. Holy Orificial Smoke Blowing, Batman! The UK per capita public debt is $23,633. That means Mike was actually a much better steward of the public purse than Gordon Blair (sic) or this Hugh Grant character they've got now! Tell The Torch again how it is that you chaps, who have ruined your own country's economy, would be better to fix our economy than a panel consisting of the next 10 people who walk into Smokey's. Accountability, responsibility and good governance are great buzz words to fend off the glazed dis-interested eyes of Parliament, the EU and the UN, but they are just downright inconvenient when it has become necessary to keep us peasants ignorant. Would that the Brit High Command could now see fit, for the legitimate economic interests of the TCI, to make full honest no-BS disclosure of the size of the public payroll, its delta over time, its relationship to the overall public sector budget and the similar figures in relation to the Health Care boondoggle and public pension funds. And yeah, all of the above is conjecture, though The Torch believes more rational conjecture than your own. “Why, that The Torch chappy has no idea what he's talking about. He's just guessing.” That's kinda The Torch's point, you Socialist morons. Now would be good, chaps. This ain't going away, and we're on the record. All of the above information for other jurisdictions was quickly and easily available online. Yet, my fellow mushrooms, we continue to be kept in the dark and fed manure.

TURKS AND CAICOS ISLANDS sprint ace Delano Williams is set to join Jamaica’s Racers Track Club, home of triple Olympic Gold Medalist and double Olympic 100m and 200m record holder Usain Bolt. Racers is also the home of Yohan Blake, the Jamaican athlete who set the 100m record at the 2007 Carifta Championships in the Turks and Caicos Islands. Blake is now running sub 10 seconds, which makes him a huge contender for the 100m metre title at the World Athletics Championship in Daegu, South Korea in August. Williams, who has yet to finalise his plans, made the disclosure on his arrival on Tuesday, June 28, at the Providenciales International Airport from Munroe College in Jamaican from which he graduated a few days earlier. Former head of the Turks and Caicos Amateur Athletics Association (TCAA), Rita Gardiner disclosed on her arrival from the Carifta Track and Field Championship in Jamaican in April, that the MVP Track Club, home

of former world record holder Asafa Powell, was interested in the up and coming athlete. But Williams, who said he plans to pursue sixth form at Munroe College pending his CXC results, explained that MVP specializes only in 100m events, while Racers

accommodates both the long and short version of the sprints, including his pet event the 400m, hence him choosing the latter. Racers Track Club athletes also train at the University of Technology (UTech) in Kingston, Jamaica, the tertiary institution that Williams said he yearns to attend. “I still have not decided on my coach, but MVP does not have 200m sprinters. Racer’s Track Club has Yohan Blake and Usain Bolt. Those guys (Racers) have 200m sprinters, and 100m sprinters as well, so that is why I want to go there. MVP does not have 200m sprinters, so that is why I don’t want to go there,” Williams noted. And while receiving a number of offers from several universities especially in the US, Williams said he has made his decision to remain a Caribbean-trained athlete.

“I want to go to school at UTech. I want to go to school and train at the same time. I am still looking into it (final decision). But I will be staying in Jamaica; I will not go to the USA, because if you go to the USA, they are going to burn you out – they are not going to make you specialize in one event, but if I am in Jamaica, I am going to specialize in the 200m,” Williams said. There are about seven US universities so far that have been trying to lure Williams with scholarship offers. Among them are Florida State, University of Nebraska and LSU. And while he plans to take up the offer of visiting those schools to learn more about their academic and sporting activities, Williams said it would take something very special for him to be lured away from the Caribbean. Angelo Germaine, who also attended Munro College, returned with Williams. Williams’ mother Ruthe Barton, who went to Jamaica for the graduation, accompanied Williams on his return.

The Governor, Gordon Wetherell, was delighted to welcome CARIFTA 200 metre gold medallist Delano Williams to Waterloo this morning and congratulate him on his performances on the athletic track during the current season, which have also included breaking both the 100m and 200m Turks and Caicos Islands national records. The Governor also congratulated Delano on his recent graduation from Munro College, Jamaica, and took the opportunity to present him with a donation towards the costs of his mother’s attendance at his graduation ceremony in Jamaica. Also present were Rita Barton, Delano’s mother; Rita Gardiner, Vice President of the TCI Amateur Athletics Association; Robert Hall, RTC journalist; Angelo Germain, fellow graduate of Munro College, and 800 metre runner; and Edwin Astwood, Under Secretary at the Governor’s Office.

ATLANTA - Evidence strongly suggests U.N. peacekeepers from Nepal were the source of a cholera epidemic in Haiti that has killed more than 5,500 people, according to a new report published by the U.S. Centers for Disease Control and Prevention. The epidemic was one of the most explosive and deadly in recent history, the report said, hitting a country reeling from a January 2010 earthquake that claimed the lives of more than 300,000 and shattered the capital, Port-au-Prince. Cases of cholera first emerged in central Haiti's Artibonite River region in October and many Haitians said the disease came from the peacekeepers from Nepal, where cholera is endemic. That belief sparked anti-U.N. riots last year in the poor Caribbean nation and it posed a serious political problem for U.N. authorities who already had a peacekeeping force in Haiti and deployed a massive aid effort after the earthquake. "Our findings strongly suggest that contamination of the Artibonite and one of its tributaries downstream from a military camp triggered the epidemic," said the report. "There was an exact correlation in

time and places between the arrival of a Nepalese battalion from an area experiencing a cholera outbreak and the appearance of the first cases in Meille a few days after," the report released on Tuesday said. "The remoteness of Meille in central Haiti and the absence of report of other incomers (newcomers) make it

WikiLeaks cables say FNM had ‘hostile takeover’ of The Bahamas civil service

When it came to office in 2007, the Ingraham administration was greeted by a recalcitrant civil service that was so bureaucratic and inefficient in its operations that the new government felt it was in the midst of a “hostile takeover”, according to cables obtained through WikiLeaks. In several cables, the Americans highlight concerns about unhelpful civil servants, bureaucratic frustrations and inefficient operations. In a 2003 cable, a U.S. Embassy official wrote: “The Bahamian civil service has honed sloth and delay disguised as deliberation and consensus-building to a fine art.” In a 2007 cable, another official wrote that the new Deputy Prime Minister and Minister of Foreign Affairs Brent Symonette had encouraged “informal back-channel communication” with U.S. Embassy personnel, apparently because he had little faith in civil servants. “He explained that the new

government was effectively in the midst of a ‘hostile takeover’ of the bureaucracy and that it would take time for them to get a handle on the machinery of government. “He told the Charge that we should not assume that information provided to ministry staff — or diplomatic representatives abroad — would get to him.” As a result, Symonette suggested weekly or bi-weekly meetings with the then Charge d’ Affaires Dr. Brent Hardt to review priority issues so he could ensure necessary follow up. “The charge welcomed the suggestion and expressed his appreciation for the openness and commitment to action on key issues,” said the 2007 cable. “The foreign minister also noted that in his role as DPM, [Prime Minister Hubert Ingraham] wanted him to be a troubleshooter who could delve into issues that cut across ministerial portfolios. “In contrast to former PM (Perry)

BARBADOS GOVERNMENT TO SPEND MILLIONS TO DIVERSIFY SUGAR INDUSTRY BRIDGETOWN, Barbados – The Barbados government is to embark on a BDS$200 million (US$100 million) project to diversify the sugar industry, Minister in the Prime Minister’s Office, Darcy Boyce has said. He told a panel discussion that the diversification would involve bagasse, ethanol, special sugars and molasses and that when the project was first conceptualised it was estimated at BDS$400 million (US$200 million). "We got the project down to a size which allows it to be viable with the existing acreage of land for sugar production and which costs half as much money at $200 million. I feel that the time spent has been well worth it to reduce that bill from $400 million to $200 million.” He told the panel discussion entitled ““High volatile price of oil, high electricity bills, linking Bagasse Energy with sugar production … Are there opportunities in diversifying the Sugar Industry” that the government was also looking at producing bagasse outside of the sugar industry. "We recognise also that bagasse from sugar cane will not by itself be able to give us the kind of return that we want...We have actually commissioned workers to look at the economics of growing other biomass, river tamarind and other things we know grow in Barbados, but we actually have to get some hard data. “ What is the tonnage per acre, how much of it actually produces electricity?...so we can actually do numbers so we know how much energy can be produced...That work has been commissioned and is going on," he said. Boyce persons engaged in the sugar cane industry needed to raise their level of productivity by making better use of technology to raise the number of tonnes of cane per acre and that it did not make any sense to continue “pouring” money heavily into an industry without improving its technology. "If we do not improve the technology, we will build up for a while and then we will have to come back in 10 years time and have to do it all over again. “ So we have actually begun discussions with some of the major private landowners to look at ways how private landowners and Government could come together to figure out a way of managing these lands to ensure that we put more technology into use, raise the productivity of those lands and we can reduce the cost of tonnes per acre," he added.


Hundreds of thousands strike in UK pensions row

Hundreds of thousands of British public sector workers went on strike Thursday to defend their pensions, causing widespread disruption to schools and state-run services. A third of English schools were closed and another third were affected, officials said, as up to 350,000 teachers, lecturers and education staff took action against plans to make them work longer and pay more into their pensions. Tax offices, museums and job centres were also brought to a standstill as a further 100,000 civil servants walked out on the first nationwide day of strike action since the coalition government took office last year. However, airport operator BAA said feared delays at London Heathrow because of a walkout by immigration and customs staff failed to materialise, and ministers said only half the civil servants who could have downed tools actually did so. Prime Minister David Cameron has insisted the labour changes are fair but inevitable, warning this week that the pension system is "in danger of going broke" faced with an ageing population. Sarkozy, attending a meeting of mayors near the southern city of Toulouse, was moving down a line of residents and shaking hands when an unidentified man seized the fabric of his suit at the shoulder and yanked him aggressively. But the unions say they have already accepted pension reforms over the past decade and accuse ministers of pushing through new changes without negotiation. "I will lose ÂŁ60,000, I'll pay an extra ÂŁ60 a month and I'll have to work seven or eight years longer," said Richard Jones, a 39-year-old civil

Cameron's Conservative-Liberal Democrat coalition has been the focal point of public sector anger ever since it announced a two-year pay freeze and 330,000 job losses by 2015 in an attempt to rein in a record budget deficit. The strike was the largest public sector strike since a million local government workers walked out in March 2006, and some union leaders have warned it may only be the beginning of months of industrial unrest over pensions. "This is the best-supported strike we've ever had," insisted Mark Serwotka, general secretary of the Public and Commercial Services civil

service union. He said members had sent "a clear message to the government that they will not tolerate these attacks on their hard-earned pensions rights". Unison, the largest public sector union with 1.3 million members, has opted to keep talking to ministers rather than join the strike but warned it could take action later in the year, which could be highly disruptive. In a sign of more unrest to come, doctors' trade union the British Medical Association also voted Thursday in favour of considering strike action over pensions. Ed Miliband, the leader of the main opposition Labour party which has historically close ties to the unions, urged both sides to resume talks. "These strikes are wrong at a time when negotiations are still going on but parents and the public have been let down by both sides because the government has acted in a reckless and provocative manner," he said. A ComRes poll this week found 49 percent of the public believed the workers had a legitimate reason to strike. Large-scale industrial action is rare in Britain, partly because of tough strike laws dating back to the premiership of Margaret Thatcher in the 1980s. And strikes rarely have the same energy -- and violence -- as in other European countries, although 24 people were arrested on the London march.

Senate cancels recess to work on debt ceiling WASHINGTON -- The Senate will forgo its scheduled recess for the week of July 4 to work on legislation to raise the debt ceiling and cut the deficit, Senate Majority Leader Harry Reid said Thursday. "The work we're doing to cut the deficits and create jobs is too important, the obstacles too steep and the time too short to waste even a moment," Reid said. "There's still so much to do to put American back to work and cut our deficits." A day after President Obama criticized lawmakers and urged them to cancel vacations, Reid announced the Senate will take Monday, July 4 off, but will return to work on July 5. Lawmakers must raise the nation's $14.3 trillion legal borrowing limit soon. The Treasury Department says that on Aug. 2 it will run out of money to pay the nation's bills in full and on time. That deadline is now just weeks away. Republicans have demanded that any deal toraise the debt ceiling include deep spending cuts, but they have been reluctant to consider measures favored by Democrats that would increase revenue. In making the announcement of no July 4th break, Reid added that failure to raise the debt ceiling, he predicted, would plunge the economy into a "fullfledged depression." The House is out of town, with lawmakers working in home districts this week and on recess July 4. They'll be back in Washington July 6.

However, Congress need not be in session to get a deal to raise the debt ceiling. A small group of Republican and Democratic leaders have been working with the White House behind closed doors. Senate aides quietly wondered how much actual work lawmakers would do next week, or whether the announcement is a publicity stunt. But the pressure to look busy mounted, after President Obama's criticism of lawmakers for failing to deliver a compromise to raise the debt ceiling and cut deficits. On Wednesday, several Senate Republicans called on Reid to cancel the recess. "Our country is going bankrupt. We shouldn't be going home on a holiday," said Ron Johnson of Wisconsin. Minority Leader Mitch McConnell made a public invitation to President Obama to "come on over," to the Capitol Thursday to broker a deal, in a speech on the Senate floor. "He says he wants us to start working and I can't think of a better way than for him to come up today," said McConnell, a Kentucky Republican. Brendan Buck, spokesman for House Speaker John Boehner, said a Senate in session was better than one in recess. "In terms of accomplishments, there hasn't been much difference this year between the Senate in session and the Senate in recess," Buck said. "Still, if we're going to put together a serious package to cut spending, any sign of life over there is a good thing."

President Barack Obama awarded retiring Secretary of Defense Robert Gates the Presidential Medal of Freedom at a farewell ceremony on Thursday morning. "A humble American patriot; a man of common sense and decency; quite simply, one of our nation's finest public servants," Obama said of Gates. Obama spoke at a departure ceremony outside the Pentagon. Leon Panetta has been named Gates' successor as Defense Secretary. Gates was originally appointed by President George W. Bush in 2006 and retained by Obama, making him the only defense secretary in history to be asked to remain in office by a newly elected president, according to the Department of Defense. Mike Mullen, Chairman of the Joint Chiefs of Staff, spoke first at the ceremony, marked by a fife and drum corps passing in review and military service members standing in formation. "He tells it straight. No bull," said Mullen. Saying the award was not part of the announced program, Obama asked Gates to stand to receive the highest honor a president can bestow to a civilian. MAN ACCUSED OF FLYING FROM JFK TO LA WITH INVALID BOARDING PASS

Federal agents have arrested a Nigerian man after he successfully flew from New York to Los Angeles, and tried to fly from there to Atlanta, without having a valid boarding pass for either flight. Investigators say Olajide Noibi boarded a Virgin America flight that left John F. Kennedy Airport last Friday. Neither the airline nor the Transportation Security Administration noticed that his ID -- a University of Michigan student card -- did not match the name on his boarding pass. While the plane was in the air, flight attendants became suspicious because Noibi was sitting in a seat that the passenger list indicated was empty. Noibi handed them a boarding pass that was for a flight the day before. Investigators say he told them he had missed that flight. The flight crew then realized that his name didn't match the name on the boarding pass and that he was not on the passenger list. An FBI agent later discovered that the boarding pass Noibi presented had been printed out by a New York man who lost it in the subway on his way to Kennedy Airport for that same flight. Los Angeles FBI spokeswoman Laura Eimiller says FBI Agent Kevin R. Hogg met the flight from New York and detained and questioned Noibi before letting him go. "He wasn't arrested at that time. Beyond traveling without a ticket there was no immediate threat," Eimiller said. An FBI agent then arrested him on Wednesday when he tried to board a Delta flight to Atlanta. The agent said Noibi had at least 10 other boarding passes in one of his bags -- none of them in his own name. Eimiller said Noibi is in custody pending a 10:30 a.m. hearing Friday in Los Angeles. Noibi has been charged with being a stowaway. The TSA said in a statement that it could not comment on the specifics of the case, but pointed out that the passenger had gone through security screening. When she opened her eyes in her casket, the 49-year-old Russian woman could hear mourners around her praying for her soul to ascend to Heaven, reports the Daily Mail. Mukhametzyanov allegedly began to scream as she realized what was going on. Mukhametzyanov’s heartbroken spouse Fagili was originally told his wife passed away from a heart attack after she collapsed at home suffering from chest pains. After she awoke during the memorial service, Fagili took his wife to the hospital. “Her eyes fluttered and we immediately rushed her back to the hospital but she only lived for another 12 minutes in intensive care before she died again, this time for good,” Fagili said. As rumors about Chavez's disappearance from public view since the June 10 operation reached a crescendo, both governments put out video and photographs of him walking and chatting with revolutionary leader Fidel Castro. "He's fine, you see?" said Eva Golinger, an American-Venezuelan lawyer who is close to Chavez and a vociferous fan. The images shown on Tuesday night do not disprove the most extreme rumor -- that Chavez has prostate cancer -- but they give weight to the official line that he is simply recovering from a painful operation to remove a pelvic abscess. "Let these images serve to bring peace to the people of Venezuela regarding the health of President Chavez," his gleeful-looking Communications Minister Andres Izarra said, repeatedly showing the images on Venezuelan state TV. Officials are hoping the 56-year-old will be back for July 5 when Venezuela hosts regional heads of state. The summit on Margarita island is timed to coincide with the 200th anniversary of Venezuela's independence from Spain. Google, which has been frustrated by a string of failed attempts to crack the social networking market, introduced a full-fledged social network on Tuesday dubbed Google+. It is the company's biggest foray into social networking since cofounder Larry Page took over as chief executive in April. Page has made social networking a top priority at the world's No. 1 Internet search engine, whose position as the main gateway to online information could be at risk as people spend more time on sites like Facebook and Twitter. "They had the luxury of making mistakes in the past with their social initiatives. They don't really have that luxury now," said Ray Valdes, an analyst at research firm Gartner, referring to Google. "Companies that are successful with the social web will get the page views, they'll get the engagement and they'll eventually get the advertising dollars that are so important to Google," he said. Google+, now available for testing, is structured in remarkably similar fashion to Facebook, with

profile pictures and newsfeeds forming a central core. However, a user's friends or contacts are grouped into very specific circles of their choosing, versus the common pool of friends typical on Facebook. Enticing consumers to join another social networking service will not be easy, said Rory Maher, an analyst with Hudson Square Research. "They're going to have an uphill battle due to Facebook's network effects," said Maher, citing the 700 million users that some research firms say are currently on Facebook's service. "The more users they (Facebook) get, the harder it gets for Google to steal those," he said. But he added that Google's popularity in Web search and email could help it gain a following. To set its service apart from Facebook, Google is betting on what it says is a better approach to privacy -- a hot-button issue that has burned Facebook, as well as Google, in the past. Central to Google+ are the "circles" of friends and acquaintances. Users can organize contacts into different customized circles -- family members, coworkers, college friends -- and share photos, videos or other information only within those groups. "In the online world there's this 'share box' and

you type into it and you have no idea who is going to get that, or where it's going to land, or how it's going to embarrass you six months from now," said Google Vice President of Product Management Bradley Horowitz. "For us, privacy isn't buried six panels deep," he added. Facebook, which has been criticized for its confusing privacy controls, introduced a feature last year that lets users create smaller groups of friends. Google, without mentioning Facebook by name, said other social networking services' attempts to create groups have been "bolt-on" efforts that do not work as well. Facebook, in an emailed statement, said "we're in the early days of making the Web more social, and there are opportunities for innovation everywhere." Google+ started rolling out to a limited number of users on Tuesday in what the company is calling a field trial. Only those invited to join will initially be able to use the service. Google did not say when it would be more widely available. Google, which generated roughly $29 billion in revenue in 2010, said the new service does not currently feature advertising.

While deputies voted, stun grenades echoed across the square outside the Parliament building and acrid clouds of tear gas hung in the streets. The violence continued sporadically after the vote and smoke was billowing from beneath the Finance Ministry. Authorities and emergency services said 26 police and 15 protesters were injured and transferred to hospitals, while 29 people were detained, and nine arrested. "These risks would also have significant global repercussions, given the central role of U.S. Treasury bonds in world financial markets," it said. Sports Commission to host Summer Camp The Turks and Caicos Islands Sports Commission will be hosting a sports summer camp for children ages between 8 and 17 years old from July 4 to 29. The camps will be held on Grand Turk, South Caicos, North Caicos and Providenciales. Activities will include volleyball, rugby and tennis. The tennis camp will be held on all the islands from July 4 to 8. The tennis camp will be held between July 11 and 15. The Rugby camp will take place on South Caicos between July 18 and 22, and on Grand Turk, Providenciales and North Caicos from July 25 to 29. Camp fee is $50 per child, parents with two children or more can contact the Sports Commission to negotiate reduced rates. NEWTOWN SQUARE, Pa. — Tiger Woods is no longer using crutches, a walking boot or a razor. He hasn't hit a full golf shot in 47 days and has no idea when he will practice, much less play in another tournament. All he could say with certainty Tuesday was that he would not return until he was fully healthy. "Usually I set a timetable when I want to come back and play when I've had injuries before," Woods said at the AT&T National, which benefits his foundation. "This one is different. I'm going to learn my lesson from what I did at The Players and apply it this time and come back when I'm 100 percent. I don't know when that's going to be. "That's kind of the frustrating thing about it right now is I don't know." While he did not rule out the British Open, which starts July 14 at Royal St. George's, he made it sound as though he would miss another major championship. "I wouldn't go over there just to show up," he said. "I'd go over there to win the golf tournament, so I need to obviously get my body ready so I can practice, and eventually play." He's not doing much of anything at

Woods watched the U.S. Open and was amazed at how Rory McIlroy matched his record by building a six-shot lead after 36 holes, then continued to crush his competition in winning by eight shots. With shared parenting of his two kids, he has watched more cartoons than he ever did as a child. "What's actually really tough to watch now all the time is 'Dora.' That song is just brutal," he said.

And for the first time in public, he was sporting a full beard, though nothing that compares with Lucas Glover. Woods has not played since May 12 when he withdrew after nine holes from The Players Championship. That was his first tournament since "minor injuries" to his left knee and Achilles from an awkward stance in the pine straw in the third round at the Masters. He said it was borderline whether he should have played at the TPC Sawgrass, a decision he now regrets. Had he skipped The Players, Woods said he would be playing now. So what was he doing at Sawgrass? "I've played in pain before and I've played injured, and I've played through it, and I've been very successful at it," Woods said. "There has been a number of years where I've been hurt more than people could possibly understand, and I've played and I've won. I just felt that it was good enough to give it a go, and I did. And I hurt myself." Woods has gone through four knee surgeries since his freshman year at Stanford. He tore knee ligaments while jogging in the summer of 2007, and

Los Angeles Dodgers baseball team files bankruptcy

NEW YORK/LOS ANGELES - The Los Angeles Dodgers filed for bankruptcy protection on Monday, blaming Major League Baseball for rejecting a television deal that would have given the storied baseball team an urgent injection of cash. The filing marks a dramatic attempt by Dodgers owner Frank McCourt, who is embroiled in a bitter divorce from his ex-wife Jamie, to prevent the league and MLB Commissioner Bud Selig from seizing the team, which McCourt bought in 2004. In a court filing, the team said it had been "on the verge of running out of cash" but that the Chapter 11 filing will allow it to meet payroll, sign players, pay vendors and continue playing baseball. "It is becoming rather clear and likely inevitable that Frank McCourt will end up selling part or all of the franchise," said David Carter, a sports business professor at the University of Southern California. "I have to believe the backand-forth between him and Major League Baseball leaves them where they won't be able to coexist much longer." Selig responded to the bankruptcy filing with a statement blaming the Dodgers' financial woes on McCourt's excessive debt and his diversion of club assets to address personal needs. "My goal from the outset has been to ensure that the Dodgers are being operated properly now and will be guided appropriately in the future for their millions of fans," the commissioner said. "The ideas and proposals that I have been asked to consider have not been consistent with the best interests of Baseball. The action taken today by Mr. McCourt does nothing but inflict further harm to this historic franchise."

On June 20, the league vetoed the Dodgers' proposed $3 billion, 17-year television contract with News Corp's Fox Broadcasting Co, saying it ran contrary to the best interests of the team, the game and fans. The deal promised an upfront payment to the Dodgers of $385 million, but Selig has criticized the proposed use of part of that money to fund McCourt's divorce. McCourt has said the payment was crucial to the team's health. According to a court filing, the Dodgers need to pay or set aside more than $28 million for payroll by July 1. "We brought the commissioner a media rights deal that would have solved the cash flow challenge I presented to him a year ago," McCourt said in a statement. "Yet he's turned his back on the Dodgers, treated us differently, and forced us to the point we find ourselves in today." Forbes magazine in March ranked the Dodgers as baseball's third-most valuable team, worth $800 million. That is more than twice what McCourt paid, and trails only the New York Yankees and Boston Red Sox, it said. Monday's filing punctuates a stunning fall for one of baseball's marquee teams, whose roots date to 1884 when it played in New York as the Brooklyn Atlantics. The team became the Dodgers permanently in 1932, and broke Major League Baseball's racial barrier when Jackie Robinson began playing in 1947. It began playing in Los Angeles in 1958 and has called Dodger Stadium home since 1962. This year, the team has a 35-44 record and has seen home attendance decline sharply. The Dodgers have won six World Series championships, but none since 1988.

He remains stuck on No. 14, and he can't get closer if he's not playing. "He won when he was 46, right?" said the 35-year-old Woods. "I've still got some time. I feel pretty confident of what my future holds and very excited about it. I'm excited about coming out here and being ready to go, instead of trying to kind of patch it, which I've been doing for awhile."

Federer stunned by inspired Tsonga

LONDON - Roger Federer suffered his second straight Wimbledon quarter-final exit when an extraordinary comeback by Frenchman JoWilfried Tsonga condemned the Swiss to a shock 36 6-7 6-4 6-4 6-4 defeat on Wednesday. The third seed's defeat was the first time he has lost a grand slam match having been two sets up. "It was just amazing today, I played unbelievable, everything was in," Tsonga said in a televised interview. "That's crazy, he is the biggest champion in my sport, he achieved a lot of things. He is the best player in the world and I'm just so happy to beat him, especially on grass as it is one of his best surfaces." Federer looked to be heading for another routine victory on Centre Court after dominating the second-set tiebreaker. But the Frenchman broke once in each set to level the match, and broke again to start the fifth. Federer never recovered and must wait another year for a chance to equal Pete Sampras’ record of seven Wimbledon titles. The thirdranked Swiss lost to Tomas Berdych in the quarterfinals last year. However, the 12th seed soon found his groove with his immense energy and athleticism suddenly worrying Federer. Tsonga broke for 2-1 in the third and fourth sets and held out thanks to some rasping groundstrokes and trademark volleys. His raw power threatened to completely outmuscle the record 16-times grand slam champion, who failed to raise his game and slipped a break down at the start of the fifth set when he netted. Federer could do nothing to halt Tsonga's momentum with the Frenchman laying into every stroke with all his might.
