THE ROYAL TURKS and Caicos Islands Police Force has been placed in an embarrassing position after thieves broke into and raided the exhibit room which is housed at the recently vacated police headquarters on Old Airport Road. Police confirmed that the burglars made off with two handguns, but reliable reports reaching the SUN said it appears as though they also got away with drugs and a whole host of other items that would have been used as evidence or exhibits in pending court cases. Media Liaison Officer for the Royal Turks and Caicos Islands Police Force, Acting Inspector Calvin Chase, said the incident took place sometime on Wednesday night (July 6), and the police have not been able to say how many persons were involved in the theft. He said the thieves gained entry to the building by forcing a door open and then breaking off the locks to the exhibit room. “The Royal Turks and Caicos Islands Police are reporting that the unoccupied old main station on the Airport Road was burglarized some time throughout the night. Entry was gained by forcing open a door which had been secured upon the closing of the building in early June of 2011. Once inside the building the assailant (s) forced their way into a locked property room where it is believed that they removed items.

“At this time, the investigation is continuing and an accounting of the secured items is being undertaken to determine exactly what is missing. Although it cannot be determined the number of items that are missing it can be confirmed that two firearms (handguns) are missing,” the report from Chase said. If, as reliable reports suggests, evidence was taken from the secure area, this could have serious implications for several cases that are before the courts. The burglary of the building has caused a great deal of chatter amongst some members of the public, who have also raised several questions. Some have been asking how did the criminals discover that such important items were being kept at the facility? How they found out that the items were not guarded? Why were the items not removed to a different location on or before the closing down of the police station? And if it
was not possible to remove them at that time, why was there no security presence at the building to safeguard them? The SUN understands that some members of the force are hopping mad at their superiors who they believe have displayed poor judgment in not securing the items or ensuring that there was some form of security at the location. An infuriated officer, who asked not to be identified, told The SUN: “They were told that this was going to happen. Why move everybody and leave the space?’ This is not logical. And, see, they broke into the place and stole so many items. We may not know for days of all the stuff that have been stolen from the property.” The source continued: “Suggestions were made to hire a security firm to guard the building until things got sorted out, but they (force hierarchy) said they were going to put CCTV there with infrared cameras and those stuff to secure the place. But that never happened. It’s high time they at least look into other

people’s advice or ideas and examine if they are workable instead of just dismissing them, because it can put all of us in an embarrassing position. We are not all illiterate and dumb, you know.” The police headquarters at Old Airport Road in Providenciales was vacated sometime in June after new police Chief Colin Farquhar ruled that working at the decade-old condemned building was becoming untenable. Officers were moved to the Five Cays Police Station and the Chalk Sound Police Station on what the police said was a temporary exercise until a more suitable location was sorted out. It is understood that the Providenciales Police Headquarters would soon be sited at the former Myrtle Rigby Health Complex, but this newspaper understands that the matter of renovation of the location was being hammered out. In the meanwhile, Acting Inspector Chase said investigation is continuing and the police are asking anyone with information which may assist in apprehending the culprits responsible for the crime, to contact the police directly or call CrimeStoppers at 1-800-TIPS (8477)

“TIME OUT" ON THE PROMISES OF EUROPEAN UNION PARTNERSHIP

In October 2008, when the 15 member countries of CARIFORUM (CF) individually signed a full Economic Partnership Agreement (EPA) with the collective European Union (EU) of 27 countries, much was made of the promise of increased benefits to Caribbean countries. Two and half years later, the promise remains unfulfilled. At the time of signing, observers stressed the importance of setting-up two bodies throughout the CF countries which are the 14 independent states of the Caribbean Community (CARICOM) plus the Dominican Republic. These two bodies were: a unit in each country to ensure implementation of the many demanding clauses of the EPA; and the other was a unit to monitor the delivery of the promises that the EPA proffered. It was also anticipated that the CARICOM Secretariat would have established similar oversight bodies for the CF countries as a whole. As it turned out, the CARICOM Secretariat established an implementation unit, but not a monitoring one. Similarly, some countries established implementation units, but none have set up machinery to monitor the delivery of the EPA pledges. Yet, if any CF country is to seek a review of the EPA, it will have to do so based on evidence of nondelivery based on effective monitoring and recording of the EU’s failure to deliver. Hopefully, governments will establish monitoring units soon, or at the very least, authorise the setting-up of such a unit by the CARICOM Secretariat on behalf of all CF countries. But, it is becoming increasingly clear that, even though two and half years have passed, CF governments were not ready to implement the EPA that they were the first to sign in the expectation that great benefits would flow not only from an early signing, but also from signing a “full” EPA, rather than one that simply complied with requirements of the World Trade Organisation (WTO). The WTOplus EPA, which was signed, was justified on the basis that CF countries would be able to access the EU market for services. Among the services touted were: architects, accountants, chefs, and musicians.

Access to the EU market has proven to be extremely difficult for many reasons, among which is: these Caribbean service providers can only access the EU market under Mutual Recognition Agreements (MRA) but the structures for recognition do not exist in many CF countries. Thus far, only five CF countries - Antigua and Barbuda, Barbados, Dominican Republic, Grenada and Jamaica – have established implementation units, but even these are said to be “constrained by insufficient financial and personnel resources”, according to a report produced by the European Centre for Development Policy Management. This problem is not likely to ease anytime soon, given the financial constraints faced by almost all the CF states. At the time the EPA was signed, the CARICOM Secretariat had identified hundreds of measures that CF states would have to implement. If the EU is genuinely interested in a “partnership”, it should consider making funds available, swiftly and without its usual bureaucratic delays, to fund the full operationalization of these units in each CF state on a dedicated and accountable basis. So far, under its Caribbean Aid-for Trade programme, Britain has helped to fund the few implementation units that now exist. The EU should also strengthen the implementation unit in the CARICOM Secretariat. After all, it has to be recalled that this is a “partnership” between 27 giants collectively and 15 dwarfs individually. It is only fair that the giants should give their “partners” the assistance they need. When the EPA was being signed, a few commentators – experienced in negotiations in the WTO and elsewhere – had warned against the early signing of the EPA and had spoken out strongly against the signing of a WTO plus agreement. We were described as “nay-sayers”. But, it seems that the concerns we expressed are coming to pass. Among them were that governments of small economies would find it extremely difficult to replace the revenues they would lose from removing tariffs on EU imported goods. As the commitments of these governments under the EPA kick-in, this will become a huge problem for small states whose economies are in the doldrums and are already burdened with high taxation and debt.

In the event, the “nay-sayers” cannot be blamed for the failure to put implementation and monitoring units in place. Nor can they be blamed for the governance issues that now bedevil the CF countries, and that are now adversely affecting the process of managing the EPA process. The so-called “naysayers” can also not be blamed for the failure to mobilise the private sector in many – if not all – CF countries to take advantage of the opportunities the EPA provides. It is obvious that in many of these countries only a very small number of companies understand the provisions of the EPA or are able to utilise them to access the EU market. Here again, the EU should dedicate funds, in the spirit of partnership, to launch information, education and facilitation campaigns for the region’s private sector. It is now generally known that the EU Aid-forTrade facility is a big disappointment. The resources that have been made available since the EPA was signed have fallen far short of what the Caribbean was given to expect. In this connection, the EU should do better, particularly as some CF countries signed the EPA only on the basis of threats to their banana, rum and sugar industries by the negotiations for the European Commission (EC). And, as it turned, the EC reneged on commitments in all three areas, particularly rum and measures to support the banana industry. Clearly, CF governments need urgently to settle their difficulties of governance and they have to put implementation and monitoring machinery in place. But they should face up to the European Commission which pushed many Caribbean countries into signing the EPA. It is time Caribbean governments demand a pause in the EPA arrangements especially in light of the adverse effects of the global financial crisis that broke just as the EPA was signed. If CARICOM governments could pause the Single Market and halt work toward a Single Economy amongst themselves, they should be able to tell the EU that it is appropriate to take “timeout” from the EPA for reflection, revision and renegotiation of many difficult aspects of it.

PDM objects to appointment of non-Turks and Caicos Islander to position of NIB Director

THE PEOPLE’S DEMOCRATIC Movement (PDM) is objecting to a no-national being the director of the National Insurance Board (NIB). “We do not accept this as appropriate or within the Governor’s remit to appoint a director who is a non Turks and Caicos Islander for some 3 years particularly when a General Election is due soon,” a PDM statement said. Trevor Cooke is the outgoing NIB Director. He held that position for the last six years and will be replaced by an individual who is yet to be officially named by the Interim Government, but who sources said is

not a native of the Turks and Caicos Islanders, and who worked here some years ago. The PDM statement added: “In the history of the board this would be a first. National Insurance Board is a Turks and Caicos Islands institution imagined, created and enshrined in law by both PDM and PNP Governments. However, it was under the watchful eye of the Wetherell Interim Government that brought us the collapse of TCIBank and the investment of the final 5.5M of NIB capital that is still at risk. Although we are under direct rule the Governor is not a Minister of Finance and
should not confuse himself as such. We request that he gets his thinking in line with what would be more acceptable and appropriate action on behalf of the people at NIB,” the statement continued. “The issue of whether or not the NIB director is also a Turks and Caicos Islander is not up for debate.” However, Governor Gordon Wetherell said that under the NIB Ordinance, there is no provision which says that the NIB Director must be a native of the Turks and Caicos Islands. The PDM release, from leader Doug Parnell, said: “Any new director who does not fit this mandatory prerequisite will not be well received

THE NEW AND REVISED constitution of the Turks and Caicos Islands, is days away from becoming a reality. Henry Bellingham MP, Foreign and Commonwealth Office Minister for the Overseas Territories, is planning to visit the Turks and Caicos Islands next week, when, as previously announced, he is expected to bring with him the final draft of the Constitution. A statement from the Governor’s office said Bellingham will spend a number of days in the Territory and looks forward to a full and varied programme. The exact dates and details of the visit have yet to be finalised. This will be the Minister’s second visit to the Turks and Caicos Islands, he previously visited in September 2010. The Minister most recently met with the delegation from the Turks and Caicos Islands that visited London in June for discussions on the constitution.
LIME to provide GSAT lesson on phones
OWING TO THE tremendous percentage jump in the Grade Six Achievement Test (GSAT) in the Turks and Caicos Islands this year, which it owes to its online study programme, telecoms provider LIME will, in the next few weeks, launch GSAT on mobile phones. The announcement was made by Althea Been, marketing executive for LIME, during the company’s 2011 scholarship presentation held at its head office along the Leeward Highway on Providenciales, Tuesday, July 5. Been pointed out that by offering the service on mobile handsets will enable students to study even while shopping with their parents at the supermarket and other locations. The LIME/GSAT online Programme, which was made available to the GSAT students of the Turks and Caicos Islands some three years ago, have become popular amongst primary schools in the country and, according to Been, by making it available on handsets would make it even more convenient for the students. For his part, Country Manager for LIME TCI, Drexwell Seymour, said sponsoring the students to attain higher education has been extremely rewarding for LIME, knowing that the company has been investing in something that will last a lifetime to the recipient.
Meanwhile, Director or Education, Edgar Howell, lauded the overall efforts of LIME in its drive to shore up education in the Turks and Caicos Islands. He encouraged the children to grasp the opportunity by doing well in school so as to meet the criteria for continuation of the act of kindness from the telecoms company. Howell also encouraged the students to equip themselves educationally so that they can be marketable not only to the TCI, but also across the world world, even though he would have liked for them to remain here and further develop the country after their schooling. Since 2008, LIME has been sponsoring the top boy and the top girl in GSAT for the country, plus the top student from Oseta Jolly Primary School, which it has sponsored. They are now sponsoring twelve children overall, which will cost the company in the region of $50,000 per year. The twelve are: (2011) Juliana McDonald, who graduated from Precious Treasures; Kevaughn Brown formerly of Oseta Jolly Primary and Renard Brown formerly Richmond Hill Preparatory school; (2010) Jonbonae Chung; Sasha Arthur – British West Indies Collegiate; and Modlin Orange of Helena Jones Robinson High; (2009) Leroy Penn – Wesley Methodist School; Natalia Williams HJ Robinson High; and Marvin Jennings – Maranatha High
School; (2008) Aaron Lightbourne, Gabrielle Williams of HJ Robinson High; and Leslyn Nelson of Maranatha High. The overall top ten students across the country were also recognised. They are: Julian McDonald, Esperaneza Pardo, Ketani Marajah, Renard Brown, Kevaughn Brown, Kristien Simons, Darius
Coakley, Akia Guerrier, Nicole Watkins and Kristina Toomer. Most schools across the Turks and Caicos Islands recorded tremendous improvements in their GSAT sittings, with some recording one hundred percent passes. And according to Howell, this year’s results showed a jump from in the 60s to the 80s.

Shore Club project approved, but people want to know the settlement terms LOCAL NEWS
THE TURKS AND Caicos Islands Government has finally given approval to The Shore Club Development in Long Bay, Providenciales, after placing in on hold for close to three years, pending investigations by the Special Investigations and Prosecution Team (SIPT) and the Civil Recovery Unit (CRU). A statement from the Interim Government last Friday said that a Development Agreement has been finalised with the Hartling Group, the developers of the Shore Club on Long Bay Beach, but questions are being raised about why the interim government is refusing to disclose the details of the settlement. According to the press release: “A substantial due diligence exercise took place before the entering into of the Development Agreement by the Civil Recovery team on behalf of TCIG. The Developers co-operated fully with TCIG in its review. As a result of that exercise, certain civil claims which TCIG felt it had, but which the Developer disputed, have now been resolved by a settlement agreement. It is TCIG’s policy not to approve any development unless it is satisfied that no improper conduct is associated

with the development and its Shareholders/Directors and all outstanding civil issues are resolved to TCIG’s satisfaction; or that its rights are fully protected in the event of such misconduct coming to light in the future: all new development agreements contain robust anti-bribery provisions.” The government statement added that as a result of the review, it was possible to reach a civil settlement of all issues between TCIG and the Developers, which has enabled the Development Agreement to proceed. “The terms of the civil settlement are confidential but they include a significant financial contribution to TCIG and warranties regarding past actions and conduct. This civil settlement reflects the fact that there is no legal reason why TCIG and the Shore Club should not advance the development,” the statement continued. The Interim Government has so far refused to quantify the “significant financial contribution” which was made, causing much outrage country-wide and raising widespread concern about whether transparency in this administration is more perceived than real. There is a general sense that the
public needs to know the terms of conditions of the Shore Club settlement, given the nature of the controversy and allegations of corruption surrounding the project and also because any funds that are collected, however small or significant, should be brought to the public’s attention. Meantime, it was noted that the claims brought by TCIG against pilot Richardson Arthur and former Director of Planning Clyde Robinson, and any future claims against other individuals arising out of the sale of land to the development company, will not affect the Shore Club development which can now proceed. DEPUTY COMMISSIONER OF Police Brad Sullivan has dismissed as false, allegations that Assistant Commissioner of Police Rodney Adams and Assistant Superintendent of Police Ira Baptiste were being sent on vacation leave. According to DCP Sullivan, while there have been talks on how to address the accumulated leave by both high-ranking officers, no mention was made or no decision was taken to send them on vacation leave. “That is not accurate. We have spoken to Mr. Baptiste about his accumulative leave; we’ll get to speak to Mr. Adams about his accumulative leave; it is not that they were being sent on leave; it has been that they have accumulative leave that we need to address. They have large amounts,” DCP Sullivan said. Sullivan said the rumors were not new, as earlier in the day on Thursday

CARIBBEAN COMMUNITY (CARICOM) Leaders attending the 32nd Regular Meeting of the Conference of Caribbean Heads of Government in St. Kitts on Monday (July 4) have expressed concern about the political situation in the Turks and Caicos Islands. According to a communiqué issued following the meeting, the Regional governments say they are concerned about Britain’s daily administration of the overseas territory since August 2009. The communiqué quoted the body as acknowledging the completion of constitutional reform process even while pointing out that it was not to the full satisfaction of the Turks and Caicos Islands’ people. In its communiqué, the regional leaders said that the citizens are expecting that elections will be held in the shortest timeframe possible, “in order to lead to a return to self rule and democratic and representative governance’. The leaders said that have requested the Council for Foreign and Community Relations (COFCOR) “to
continue to monitor the situation closely, in order to keep them informed.” The TCI is Associate Member within the 15member regional grouping, and according to the report, “citizens there have been demanding an end to British rule and a return to parliamentary democracy.” London had resumed daily administration of the affairs of the British Overseas Territory, disbanded the locally elected government and suspended the legislature after a Commission of Inquiry said it found widespread corruption under the administration of former premier Michael Misick. The former premier, who resigned in March 2009, after the commission made its findings public, has called on all Turks and Caicos Islanders, churches and political parties to put differences aside and "unite to fight the common enemy — the British. Misick has accused London of staging what he termed a "modern-day coup" in the Turks and Caicos Islands while the rest of the world was not watching.

Record tourism arrivals for TCI hotels

IT IS JULY, WELL into the summer, and most resorts across the Turks and Caicos Islands are still reporting record occupancy, the highest influx of visitors they have seen this time of year in living memory. The SUN understands some resorts are reporting from mid 80s to high 90s occupancy levels. A few have been booked solid and were being forced to turn away visitors who turned up at their doorsteps without prior reservations. Nikheel Advani, Chief Operating Officer for Grace Bay Resorts, operators of the Grace Bay Club and the Veranda Resort, owes the tremendous success of the resorts’ high occupancy levels to three key components – the strong fundamentals of the Turks and Caicos Islands, the additional airlift and increased marketing campaign. “I think the first thing is it tells that the fundamentals of Turks and Caicos are great. The people, the location, the water, the proximity to the US – the fundamentals are great, they have not changed,” Advani said. “The second thing is the airlift. I think the additional airlift has really had a direct impact on the increase of business even through summer. In June, we (Grace Bay Club) had the best June ever since I have been here. and what we have been able to do collectively as a hotel group have certainly started now to reap benefit. We have stayed in the forefront of the consumers’ minds certainly. This is still an intriguing destination. “When you have resorts here winning accolades – you cannot single out any one property because they are varied. From top spots, top beaches in the world, top destination, top all inclusive; all of that combined to create an environment of this (TCI) being a very hot destination and a place that people want to be,” Whitt said. The Hotels and Tourism Association Head also lauded the Tourist Board on what she said was the tremendous work it was doing with the limited resources available to it. She said, too, that the amount of money

that the resorts collectively spend on promoting the destination was also a pulling card. “We have worked harder in the last two years. We have worked more efficient. We have worked a lot smarter and, really trying to focus on our niche market. As we continue to mature as a destination we continue to focus on who we are trying to appeal to and how to get them here. So as long as we continue to keep that momentum going, we will continue to see success,” Whitt said. However, for Beaches Turks and Caicos Resort and Spa, the high level of occupancy is nothing new. According to General Manager, Adrian Whitehead, last year the all inclusive Resort experienced similar high level of bookings, which he said was based on its strong brand in the industry. “This is a regular year for us. June, July and August are relatively busy months for us. September normally dry-up. We are having it good; it has been a good two or three months for us, but last year we were busy this time. It might be a little bit busier, but we always expect June, July and August to be petty busy,” Whitehead revealed. The Turks and Caicos Islands has been marketed as a luxury destination, catering to the different rungs of the high-end ladder.
Community College begins degree programmes

Government is expected to save hundreds of thousands of dollars per year on scholarships on students studying for Bachelors Degrees in Business and Hospitality and Tourism, thanks to an agreement struck by the University of the West Indies (UWI) and the Ministry of Education that would see the Community Colleges offering those programmes here. The hospitality programme will be offered at the Providenciales campus only. The disclosure was made by Dr. Carlton Mills, during an interview with The SUN. He said students studying business will have the option of specializing in one of four areas, such as finance, marketing, accounting and human resource management. According to Dr. Mills, it costs Government in excess of $40,000 per

year per student to pursue a Bachelor’s Degree in business administration or Hospitality Management, while by contrast, doing the same course at the UWI costs a mere $4,000, even while the education levels are at the same high standard.

He said students would qualify for the programme providing that they complete a two year associate’s degree programme at the Community College or having five years experience in one of the disciplines. He said full time students will take two years to complete, while part time students could take up to five years to complete the programme. Classes are held in the event. Dr. Mills said by virtue of the Community College offering the programme here, it is expected that a number of students will sign up, since research shows that those are the two most popular areas of study by local students seeking overseas scholarships. “The majority of students tend to pursue as first choice and generally speaking, hospitality, as second choice. So these are the two most subscribed areas in respect to scholarships. Considering most of the students tend to the go to the United States, where you pay about $40,000 a year per student, this is significantly less because it is $4,000 a year. The point I am making, it is major saving for the Government. So, basically, the price that we are sending one student off for can cover ten students locally with the same quality of programme. It is cost-
saving for the government and, taking into consideration that the scholarship fund has been significantly reduced,” Dr. Mills disclosed. Dr. Mills, a former minister of education, said in the wake of the programmes coming on stream, the Community College has been trying to convince the scholarship board to require students applying for scholarships in those areas take them up at the college instead of going overseas. On the question of the expected gravitation towards the programmes by students, Dr. Mills noted: “I hope so. This (degrees offering) has also been done to increase the student population at the Community College, because as it stands now, since Government has reduced the number of scholarships, students’ numbers at the college has been reduced significantly. But you also have to bear in mind that we are not catering only for Turks and Caicos Islanders.” Dr. Mills added: “As times go by, we will be introducing more of these programmes, this is like a pilot project for us. And these programmes are offered by the Council of Community Colleges of Jamaica and they franchise these programmes from the University of the West Indies.”

New CEO appointed for Air Turks and Caicos
MIKE ETHRIDGE HAS been appointed as the new Chief Executive Officer of Air Turks and Caicos. He joins the Turks and Caicos national airline with over thirty years experience, having worked with Pan Am, Emirates Airline and Delta Airlines. Mike has worked in North America, Europe, Asia, Africa, and the Middle-East. His experience includes international hub operations, airline operations, product development and project management. Prior to joining Air Turks Caicos, Mr. Ethridge was providing senior level consulting services to Qatar Airways in Doha Qatar. Mike’s strengths are in securing airline stability by rationalizing the airline’s network and internal processes and focusing on yield
management on routes. His overall experience covers various aspects of global transportation and express logistics including senior positions in leading air transport companies in the US. TO SOME, TURKS and Caicos Islands’ culture does not stretch past the shores of Providenciales. To some others, it’s all the same. Well, the Crabfest was a message to those people; a message which proved them wrong. While there were those who seemed content with this misconception, there was someone who sought to prove it wrong. This person was Lisa Simmons, the proprietress of the Middle Caicos Café. Simmons, who was once a member of an event planning committee and saw that the committee was not reaching its full potential. With this belief, she set out to attempt to do something a little different, and in doing this, she created the Crabfest Committee, which orchestrated what is hoped to be a new major festival in Turks and Caicos Islands, the Middle Caicos Crabfest. When people think of local eating of Turks and Caicos, the first things that come to mind are usually conch, grouper and snapper. Very few people think of crab as being a crucial element to the Turks and Caicos culinary identity. But according to Kevin Bethel, a Crabfest committee member, who explained the premise of the festival:

“Not only was it a cultural event, but people who were unaware of crab, and how prevalent crab was used and is used in dishes in Turks and Caicos or in the islands’ dishes are now fully aware of it.” Some may still be unaware of the existence of this festival, which had its first annual celebration on Bambarra Beach of Middle Caicos on Saturday, June 25th.,2011. Though the festival was geared towards the Middle Caicos and North Caicos population, few could miss the number of boats
being trafficked on Leeward Highway going to and coming from the festival. It was obviously something that appealed to the Turks and Caicos as a whole: natives, expats, and tourists alike. Several people who attended remarked on the turn-out, some of whom claimed that there could have easily been 1000 people present at the festival. Though this festival was very successful, it did not come from government organization. Instead, it came from the efforts of ordinary, everyday people and corporate citizens.
Do not be fooled by the end result. The journey was not an easy one for the committee, which faced all of the challenges that any new committee would face, including reluctance of external commitment to the committee’s ideas, organization and advertisement. Yet even in the face of these challenges, the committee managed to gain sponsors, donations and assistance for the first time event. In the end, the Middle Caicos Crabfest turned out to be a great success, with a positive turn-out and great feedback from tourists who attended and from both North and Middle Caicos residents alike. Mr. Bethel further stated that the festival will hopefully become a part of Turks and Caicos Culture; one that he hopes will be marked on the calendars, and which natives will come to promote as their culture with pride and also which tourists and residents abroad could plan their vacation around. “The committee was built around the Crabfest, but as it evolved we realized that there are not enough festivals in the country,” he said. Mr. Bethel explained that he has seen a slight resurgence in the countries festivals, and feels confident that this movement will grow in time; with examples set by the Crabfest, perhaps Turks and Caicos will experience a revival of cultural festivals.

HOWARD HANDFIELD IS a man on a mission in the name of democracy. His mission doesn’t lead to a government office, or in the comfort of an air conditioned building. No, his mission was one that brought him into the merciless sun and summer heat, as he set up on the sidewalk in front of the ballpark stadium. Armed with a large marker and a white board of plywood, Handfield created a poll; the poll was meant to gauge the opinion of the average commuting person, seeking their opinion on the future of government in the TCI. Having set up shop on Wednesday, July 06th, Howard was subjected to the opinion of the people. He was kind enough to explain what he was doing to a reporter of the Sun. The poll consisted of three options of governing systems in the future; to the far left was the option of Local Political Parties. People that would want TCI to return to its previous form of local government with UK support in the background would choose this. In the center, the option for British Direct Rule sat; it would be a continuation of the current government in the TCI. On the far right, a third option was listed; independence. Though Handfield supports an independent future for the Turks and Caicos, which seems to have gathered the most votes, he makes it clear that the poll is not subject to his opinion. He wants to know Turks and Caicos’ opinion, stating that: “The reason why it is necessary for me is because we are obviously in position to be dictated to by a foreign power. Even though they are the

‘proprietors of this land’, we are the people of this land…Unlike this government that is in power right now, I believe in democracy,” he says. Mr. Handfield makes it clear that even though he supports independence, he holds no ill will towards people of a different view. This was verified when he was asked about the results of the poll so far. While the options of independence and local government had a multitude of votes, the British

LOCAL NEWS Direct Rule column had two votes; when asked on his opinion of this, Handfield said: “The line is there to be filled in. if it gets filled out entirely, that (public opinion) is what it is; and that would be interesting to know.” When asked about his goals for this poll, Handfield states that when he began, it was just to gather an opinion and send a message, but after spending two days taking votes, he believes that something tangible can be gained from his actions. “If I succeed in starting a national dialogue with regard to independence, I would feel successful in this exercise,” he said. Due to the nature of both his opinion and his poll, Handfield was asked about his opinion on the delegation’s trip to the United Kingdom for the Constitution talks. Handfield was not a fan of the talks, stating: “I thought that that whole exercise of taking unelected people to Britain to discuss an issue as important as the constitution was a farce.” When the leaders of the PDM and the PNP were given as examples of elected officials, Handfield stuck to his position. He stated that although he appreciated their positions, neither of them had the mandate over the country. When the other members of the delegation were mentioned, Handfield stated that he did not support the fact that they were sent on the delegation, because they are appointed officials, rather than elected officials. “Their opinions should not dictate the laws of our country…A referendum of the constitution would have been the proper way to go about that in my humble opinion.” It is clear that Handfield speaks with the good of the country in heart. He notes that he will not vote for a local political party unless they have independence in the future as their platform. He also makes it clear that he wishes for the country to be a better place, not only for locals and citizens, but also to visitors and workers. Will his poll move mountains? Or will it slip into the mount of futile attempts to make independence a possibility.

The business symposium formed part of Digicel celebrating five years of operation in the Turks and Caicos Islands. Saunders explained that in the coming months, customers should see Digicel unveiling a wide array of technologies in the TCI, while ratcheting up its market share on the fixed line phones and fax machines fronts. “Over the next few months we want people to see that when you build an office or moved into a new office, you don’t automatically think of the incumbent, you can also think of Digicel for every single thing. And I am confident that in less than five years we will be the number one carrier in the fixed line business,” Saunders said.

What follows is an example of what a free-thinking, engaged, accountable, management-by-objectives, problem solving Economic Recovery (ER) team could be doing right now in the TCI . That's how we know that nothing like this is being done on behalf of the TCI by the Brit High Command and their chums at the Department for International Development. And that's fine! They would claim they are doing all within their power to cause TCI economic recovery. They are not. They are, in fact, harming our economic recovery by their mere talk of increased taxation. However, we don't want the Brit High Command dabbling directly in our economic recovery at all. They are ideologically-inbred Socialist central planners who can only scare away inbound capital with their predictable wealth-transferring actions and promises. We want the Brits only to do what is necessary to create and maintain a legal and administrative playing field in the TCI that encourages and welcomes new quality investment, from within and without, and permits the expansion of existing businesses. Hong Kong may not be the most appropriate model, but it's the one on which the Brits may still have notes. TCIG regulation should be only for the purposes of protecting (1) individual safety and property rights; (2) the well-defined opportunity for the fullest possible, but value-based and qualified, participation of the TCIslander capital and labor markets; and (3) the environment. The legal and regulatory playing field should consist not only of the Rule of Law itself , in all of its manifestations, but of aggressive, in-your-face actions and statements by the Brit High Command to demonstrate clearly to new investors that a line really has been drawn under the endemic top to bottom public sector corruption of the last two local gangcontrolled governments. Honest inbound investors should be advised in no uncertain terms that they will be required to proceed legally here at all times in exchange for the full protection of TCI Rule of Law. The co-equal property rights of new investors, citizens and lawful residents should be stressed. A statement that there will be no new taxes in the TCI for 20 years will clear up the current Brit-created every-which-way muddle. It should be announced loudly that no law, regulation, rule, practice or nuance will ever be applied to a foreign investor if it is not applied to each and every TCIslander investor as well. And there should be no so-called grand-fathering of any illegality. If you've been getting away with scofflawing for a while, great. It's over. No foreign investor can even suspect the possibility that he is not being treated fairly and co-equally with all others. TCInvest is the obvious agency to handle and enforce all fair business practices in the TCI, with a necessary path of administrative appeal directly to the Governor. Once the Brit High Command has systematically gone through all existing business regulations and repealed all that do not protect all individuals equally as specified above, and has done so with full and loud public disclosure, we then want them to stand back, observe that about which they are clueless and concentrate on counting the beans. The Torch's overriding point here is that the Brit High Command could, and should by now, have put together an Economic Recovery Team using consultants from the Cato Institute, Heritage Foundation or similar who understand what makes free market economies work and expand. TCInvest would seem to be the best vehicle through which a coordinated ER Team could be created. Any TCI ER Team would necessarily include successful business people from the TCI who are sufficiently mature and circumspect to bring their experience to the table but not seek to take advantage of a position at the table for the unfair enrichment of their individual businesses over their nonparticipating competitors. When an economic crisis exists for all, one enriches one's self later through business excellence, not through cheap opportunism obtained by participating in the recovery process. What a concept! The following suggestion is not put forth as a superlative be-all-and-end-all solution. It is obviously just one example out of an almost infinite number of potential ER Team actions that should be happening in some manner by now. The suggestion below is put forth more as a
recommended method than a course of action As you read the following suggestion, ponder whether this, or anything like this, is a project that the leaders of the two political gangs could possibly conceive and pursue for the real empowerment of individual TCIslanders. One of the classic methodologies for successful investing is to look for situations that cannot continue to exist. Change is the key. Once you've identified a situation in which the status quo cannot continue, for some known and reliable reason, and is about to change, you position yourself to benefit from the change you predict will happen. This methodology is not limited to individuals. The TCI could utilize it too - if it had an ER Team to brainstorm projects. One such unsustainable situation is readily discoverable in China right now. We all know that the Chinese economy is booming, right? Not quite so fast. The Chinese economy has been booming, but mostly because after the central planning disasters of the Great Leap Forward and the Cultural Revolution, the Chinese economy had nowhere to go but up. The Chinese are industrious people. The Chinese Communist Party, with the benefit of the observation of Hong Kong, abandoned Marxism as an economic theory (just as the Brits were embracing more of it under Wilson and Callahan) and liberalized its economy to some extent. This process began in the 1970's but was well underway in the 1980's, though not fast enough for some. Since Tienanmen Square in 1989, the tacit deal the Chinese Communist Party has struck with its citizens is that it will allow limited free market activity and profit potential in exchange for there being no more Tienanmen Squares. It's worked well, but it can't continue. The Chinese economy has free market traits but it is not a free market economy because there are no ultimately enforceable property rights and final command and control of the economy is still in the hands of autocratic centralized Communist Party members. How can an authoritarian government run a limited free economy and still retain authoritarian power over its citizens. It can't. At least, not indefinitely. So how do you know that this change will even occur within your own lifetime. The Torch was surprised to notice next that two economists at the INSEAD business school in Fontainebleau, France, have actually measured the annual per capita output an average worker would reach in states without political freedom, secure property rights, impartial courts, and other elements of good governance, before the economy of that authoritarian state ran into a wall of civil unrest. That measured wall (perhaps “Great Wall” in the case of China) stands, across multiple studied jurisdictions, at $10-15K, adjusted for the purchasing power of different currencies. This means that countries that retained authoritarian forms of government invariably hit that wall and could not continue once their citizens attained that level of output. The free market continued. The government could not. Chinese output per capita stood at about $7.5K in 2010 and expanding. So the Great Wall approaches. Chinese civil unrest is about to skyrocket. The unrest itself, together with the final authoritarian attempts by the government to survive, will not be conducive to business. Lost in news reports about the Arab Spring have been accounts of new civil unrest in China this past year. These substantially have been worker riots. Workers are complaining more about being taken advantage of by the ruling elite, i.e. Communist Party members. The elite are doing things like commandeering worker's basic housing and converting the units into expensive condos they then sell personally to the growing upper-middle class. The peasants don't like it and are beginning to revolt. What does this mean for us? Civil unrest is only part of the reason a few US businesses are now beginning to leave China. The Torch next read a Forbes blog describing a US manufacturer that had gone to China to take advantage of low cost labor. That had worked fine for a while, but the high transportation costs of maintaining long supply lines plus the advent of Chinese inflation, as a consequence of the central planners printing money to keep down the value of the Yuan, had eaten away all of that advantage. That manufacturer was now relocating to Florida, where 10 US workers can produce what 50 Chinese did in China. This is the beginning of an incredible trend, but it is not our target. That's because it's not just Americans leaving China. The final building block The Torch noticed
LOCAL NEWS was an article by Gordon Chang in Forbes. It described how China's own entrepreneurs are leaving China. According to Chang, “the 'princelings'—sons of high-ranking Party officials who are now inheriting political power—are intensifying their attempt to bring the Chinese economy under their control by using their government power to attack independent businessmen. The result: According to a new study, almost 60% of China's 'high net worth individuals,' defined as those possessing more than 10 million yuan in investable assets, are either considering EMIGRATION THROUGH INVESTMENT PROGRAMS (The Torch added emphasis) or are completing the emigration process. The survey, conducted by China Merchants Bank and Bain & Co., also reports that 27% of those with more than 100 million yuan in investable assets have already emigrated and 47% of them are thinking about leaving the Motherland.... “ 10M Yuan is about $1.5M. That's not their net worth. That's their available investment capital. So these are prime targeted RIPE's (Rich Investor Professional Executives) either for The Torch's previously suggested Executive Residency status (can run a business from the TCI but no path to citizenship and no legal authority to solicit or accept business from the TCI), for a traditional on-the-ground business investment or perhaps, depending upon their age, just for straight retirement PRC without the right to work. Chang's article suggests that high net worth individuals (regrettably not defined) in China number about 600,000. These are sophisticated, honest, hard-working, almost always English-speaking RIPE's, usually with a manufacturing bent. We've got some obvious manufacturing sector problems in the TCI, not the least of which is a lot of shoal water, but perhaps such problems can be overcome by engineering ramrodded by Chinese investors. The Torch assures you that manufacturing jobs are better than government, construction and tourist industry jobs. And we only need 1500-2000 of them! How can we target high value Chinese capitalists fleeing China when the Chinese government doesn't want them to do so? Well, it would help if TCInvest's website could contain an integrated set of information about Executive Residency and other available immigration products. Cayman is selling citizenship for $1M of investment. Our Executive Residency status would look pretty good at $500K. There are also Chinese-American Trade and Manufacturing Associations through which we could place small cheap advertisements. We mostly need to put out a sign. These folks are motivated to find us. One would think the Department for International Development might have some Far East connections. The Torch suggested a bi-partisan Economic Recovery Team to the two TCI political gangs in this column 7 weeks ago. Hang on, let The Torch just go and check to see if anything might have happened along those lines while he wasn't looking. Well, one gang is saying that the two female members of the TCI London Constitutional delegation are “mothers of the TCI,” whatever that means, and that because they don't play butt-lick with the gangs, they must “hate the people of the TCI.” So....that seems like a non-sexist, tolerant, mature, helpful, closely reasoned argument ….. for a first grader. What's the other gang saying or doing. Nothing! They must still be checking their Shore Club contracts and calling their offshore accounts to see if the temps just went below 32 degrees. The last thing they say on the “news” section of their website is that back on May 12 they told the Consultative Forum, in a most statesmanlike way of course, that they would not talk to them about the proposed constitution – so there! It's OK though, because as soon as those free London tickets were on the table, the sucking sound you heard was their principles leaving the room. Look folks, the above suggestion is something thought up by a guy standing in the shower, trying to figure out what to suggest on a free-thinking basis to kick start a free market economy and to get an advantage against competing economies during very difficult times that provide inversely huge opportunities to those who think and plan and act. Unlike the political gangs, The Torch is actually interested in the real and permanent empowerment of individual TCIslanders. If you don't like the above suggestion, what are you doing to help your country? THE NEXT PREMIER of the Turks and Caicos Islands could not only be an expatriate, but one that has recently been granted Belonger or Turks and Caicos Islander status, according to provisions included in the latest draft Constitution. The revelation came to light during a People’s Democratic Movement (PDM) news conference at its headquarters in Providenciales on Wednesday, June 29. And it appears that the local political directorate has resigned to allowing its passage into force without further resistance, following their objection while meeting with UK officials, to craft the final document. The new version of the Turks and Caicos Islands Constitution is now on the desk of the Privy Council – a group of United Kingdom law lords awaiting their blessings. Former leader of the PDM, Floyd Seymour, who was a member of that party’s delegation to the UK for the talks, referring to the document, disclosed that any Belonger (moniker which, under the new Constitution would be changed to Turks and Caicos Islanders) whether or not that person was born in the TCI, will now be eligible to run for premiership when the next election is called. “As is it now, and as it will be in the new Constitution, anyone who is a Belonger, now a Turks and Caicos Islander, as long as you meet all other residency requirements, and as long as you can stand for elections, you can be premier of the country,” Seymour revealed.

LONGSTANDING PARTY loyalists on both sides of the fence, who have been considered not the strongest but were promised constituency seats to contest in the next elections, could find themselves on their romp in the cold, since the 15 seat constituency slate enjoyed in the last election is to cut to 10, which could force the parties to present strength in expense of loyalty. According to the new Constitution, the five subtracted constituency seats will now be transformed into at large seats, meaning that persons from all over the country have been afforded the opportunity to contest them, whether on a party ticket or independently. As a result, those loyalists may not even be given the opportunity to contest the at large seats on the party tickets since they could be pitted

against individuals of great substance, and the party would want to field its best candidate under such consideration. In the last election, there were six seats in Providenciales – Blue Hills, the Bight, Five Cays, Cheshire Hall, Long Bay and Richmond Hill. Four in Grand Turk - North Back Salina, South Back Salina/Salt Cay, West Road and Overback. Two in South Caicos – South Caicos; two in North Caicos and one in Middle Caicos. However, with the expected new boundaries to come at the ratification of the new Constitution, some political commentators expect that Providenciales will keep its six seats, the four in Grand Turk will be slashed to two, South Caicos will have one seat yanked, while North Caicos and Middle Caicos could combine into a single seat.
Those seats lost by the constituencies will now be transformed into at large seats, which any Turks and Caicos Islander with political aspiration has the right to contest, providing that they meet the requisite set of criteria. Considering that contenders of at large seats will now have the entire country to contend with and not just a particular political boundary with people, who they are familiar, could prove disadvantageous. An aspirant from one of the political parties told The SUN that the hopes of many within their ranks could be dashed by the new political system, since some would only be able to get elected running on a party ticket in certain constituencies. “My understanding is that Grand Turk could have two seats from its four, South Caicos could have one

LOCAL NEWS seat and North and Middle could become a single seat, so it will get tougher for the party to choose the persons who they believe is best suited to represent the party in a certain constituency. “Even if a particular person is known to have a good track record in a constituency before the seats have been reduced, one would not be able to say how well that candidate would do when the constituency gets wider and take in especially a section where a number of the opposing party voters live. Now you would have to look at the message of the candidates and how well they are able to bring it across, since some seats would be moved from safe to toss-up,” the political aspirant declare. He noted further that in order for the political parties to secure the majority in parliament, they would to field candidates that are strong and have the ability to speak effectively on issues on offer solutions pertinent to topical issues of the date. “We have to remember that the at large seats will held in making up the elected numbers in parliament, so the parties will have to choose carefully the persons that they put up for election because there will be party rivals and non-affiliated individuals who, I would imagine, have great appeal to the voting population. “I think the at large idea is a good thing because it gives the people a choice other than what the two political parties will put up, and who we may not necessary like as our choices,” he said.

AIR CANADA RECENTLY announced new direct, non-stop service from Halifax, NS to Providenciales, Turks & Caicos, set to begin on Feb 16/12 and run until Apr 26/12. Outbound flights will depart Halifax on Thursdays at 13:45 arriving in Providenciales at 17:30, with the return times departing at 18:30 and arriving into Halifax @ 23:57. Turks and Caicos Tourist Board Officials in Toronto met recently with Judy Wallace and Ewa Borowa at Air Canada Vacations to discuss this new service, what it means to the TCI, Air Canada and travellers from Eastern Canada and Northern United States. But don’t cry for the top female stars: The 10 highest-paid actresses in Tinseltown earned a total $218 million between May 2010 and May 2011, by our estimation. Tying at the top of our list are Angelina Jolie and Sarah Jessica Parker, who each earned an estimated $30 million. Jolie has made a name for herself as an actress who can easily handle action, drama and even directing. She wrote and directed the upcoming film "In the Land of Blood and Honey," a romance set against the backdrop of the Bosnian War. That film follows up her two big-budget 2010 action movies, "Salt" and "The Tourist." The latter, which co-starred Johnny Depp, initially looked like it was going to be a flop after a paltry opening weekend box-office haul of $16 million. But thanks mostly to the overseas market, the film went on to earn $280 million, cementing Jolie’s appeal abroad. Parker still makes most of her money off of "Sex and the City." She

One of her most recent films, "Just Go With It," co-starring Adam Sandler, is her fourth highest earning film in the U.S. Witherspoon hasn’t been as lucky as Aniston at the box office lately. New Jamaica poll says PNP lead over JLP narrows

KINGSTON, Jamaica - The governing Jamaica Labour Party (JLP) has gained a momentum that has seen it drastically reduce the lead which the People's National Party (PNP) holds as the party more Jamaicans would vote for if an election is called today. More Jamaicans also believe the PNP would do a better job of governing the country at this time but, again, the JLP's tide is rising ominously. According to the Gleaner newspaper, the JLP has made big moves in the latest Gleanercommissioned Bill Johnson poll, while the PNP has lost support or remained stable. The latest poll, conducted islandwide from May 28 to 29 and June 4 to 5, shows that 35 per cent of Jamaicans would vote for the PNP candidate if an election is called today, while 25 per cent would vote for the JLP candidate, regardless of who is nominated to represent the two parties. Eleven per cent of the respondents said they were undecided, while 27 per cent said they would not vote. However, despite trailing the PNP by 10 percentage points, the poll provides encouraging news for the JLP, which is enjoying an upswing, while the PNP has lost some ground. When Johnson last tested the pulse of the nation in April 2010, the PNP with 38 per cent support had doubled the JLP, which had only 19 per cent of the respondents, saying they would vote for the candidates of the governing party. But in this latest poll, with a sample size of 1,008 and a margin of error of plus or minus four per cent, the PNP has lost three percentage points while the JLP has gained six percentage

points. "This is one case where a political party cannot be sanguine with a 10point lead," Johnson explained. "The JLP has cut the PNP's 19 per cent lead in almost half in one year and it could be tough for the PNP unless it start giving people a reason to vote for its candidates," added Johnson. The pollster noted that the story was similar when respondents were asked which party would do a better job of governing Jamaica at this time. Forty-three per cent of Jamaicans said the PNP would do a better job in managing the affairs of the state at this time while 32 per cent made the JLP their choice. But even as the Portia Simpson Miller-led PNP continues to enjoy the lead that it has held since June 2008, that poll also showed encouraging signs for the JLP. When Johnson posed the same question to Jamaicans just over one year ago, the PNP polled 43 per cent, while the JLP, with 26 per cent, was at

its lowest level since 2007 and 17 percentage points behind Simpson Miller and her team. Now one year later, the PNP has not moved and the JLP has gained six percentage points, closing that gap to 11 percentage points. Even more encouraging for the JLP is the fact that its upswing has come from persons who were undecided about which party would do a better job of running the country. Last April, 30 per cent of those polled declared that they were undecided about which party would be better at directing the affairs of the state. That number is now down to 25 which is about consistent with the polling numbers for non-election years and two of the island's leading political analysts believe it spells bad news for the PNP. Troy Caine and Tony Myers agree that the signs are moving in the right direction for the JLP. "The PNP doesn't have a lot of things going in its favour as it
Luxury car scam exposed in The Bahamas A MULTINATIONAL investigation is currently underway into a car smuggling ring that has seen the importation and resale of dozens of stolen "high-end" vehicles currently being driven on the streets of Nassau. This investigation, which began nearly two months ago by The Tribune, has revealed that at least 85 persons so far have purchased high value vehicles ranging from Mercedes, BMWs, Lexus, Jaguars, and Hummers that have all been stolen out of New York and Miami. These vehicles, which are labelled as having been "damaged or wrecked" cars to account for their drastic decrease in value are smuggled to the Bahamas in containers by a local dock at the Miami river and off-loaded at night at Arawak Cay. A Customs Officer, whose name was revealed by police is reportedly being paid to provide fake documentation alleging that Customs fees are being paid so that the vehicles would have some "proof" of
having being cleared at the docks. These cars are then in turn registered in the names of persons or companies that do not exist and illegally licensed at the Road Traffic Department. Nine times out of ten, a source close to the investigation revealed, these vehicles have no form of actual insurance as they run the risk of being exposed when the vehicle's identification number or (VIN) number is checked through CARFAX. However, for the more "luxury end cars" that are being sold for anywhere from $45,000 to $90,000 the VIN numbers on these vehicles have been altered or replaced with a wrecked model's VIN number. This manoeuvre, police explained, is done so that when a search is made on the car it would appear on CARFAX as if the vehicle had simply been in an "accident" where the title had to be "rebuilt", thus avoiding any suspicion of theft. Reported victims of this scam have ranged from well-known businessmen, current political

"The poll numbers have a lot to do with the lack of readiness of the PNP and the lack of inspiration of its Secretariat which is at a new low, below the floor," Myers added. According to Caine: "The main problem that the PNP has why it is not gaining is that it is the same old team with the same old story and Simpson Miller's lame attempt at a recent reshuffle of her shadow Cabinet has found no favour with Jamaicans." With elections constitutionally due next year, the PNP still has time to get back into gear but with the poll showing the momentum with the JLP, it will be hard work for the Opposition to change the status quo. But Caine does not believe that is impossible. "I do not hold much candle for the polls. Elections are all won at the constituency level and not on national issues."

A $89,000 Mercedes for example, could be sold by this individual for as low as $45,000. As a part of their investigation, the police will reportedly begin to cross-check the VIN numbers and registration details of all the luxury cars on the island with the records currently being held at the Customs Department. Any vehicle, which cannot be proven to have been landed and cleared by Customs, they said, could be a part of this overall scheme. Persons who believe they may have been victims of this latest scam are asked to contact the Security and Intelligence Branch of the Royal Bahamas Police Force or their nearest police station for assistance.

There is a new breed of criminal in the Bahamas that “just does not care,” Commissioner of Police Ellison Greenslade said yesterday, insisting that the “carnage” persisting in the country recently cannot continue. Speaking to the press after the launch of the police’s summer camp at Grants Town Seventh Day Adventist Church, Greenslade commented on the demeanor of the criminals in The Bahamas which he said is different from criminals of the past. He said many of the murders — which have hit 67 for the year — have been the result of arguments. And he lamented that robbers are committing murder for no reason other than they “just don’t care.” And men account for more than 80 percent of the murders, according to statistics. “There are persons who will take your money and not just rob you, but shoot you, kill you, maim you,” Greenslade said. “If you’ve robbed a person and taken their money why would you have to kill them?” Greenslade insisted that the detection and apprehension of
dangerous criminals could be increased if friends and families of those criminals assist in turning them in to police. He said, though, that the police have been successful in finding and arresting violent criminals this year. “We have been arresting prolific offenders on a consistent basis, thousands of persons being arrested over the course of the year, hundreds of weapons taken off the street and thousands of rounds of ammunition,” Greenslade said. “There is no night that we do not knock on the doors of homes, execute search warrants and arrest people. Their names are known, their faces are known and they live on an island 21 by 7, 80 square miles. “This is not about pointing fingers, not about being defensive; this is about waking up as a people and recognizing that we have some major problems that we have to come to terms with.” Greenslade contended that nothing is more important than getting to the young people and showing them positive role models. REGIONAL LEADERS YET TO APPOINT SECRETARY GENERAL
BASSETERRE, St. Kitts – Caribbean Community (CARICOM) leaders ended their annual summit here on Monday without having named a replacement for Sir Edwin Carrington, the former secretary general of the regional integration grouping who stepped down from the post more than six months ago. Informed CARICOM sources told the Caribbean Media Corporation (CMC) that the short listed candidates for the post will now be “questioned” by the regional leaders in Barbados later this month. “They will meet in Barbados in 10 days time and will be questioned by the regional leaders,” the sources said. At least five persons, including the present Assistant CARICOM Secretary General Irwin LaRocque and St. Vincent and the grenadines diplomat, Ellsworth John, are in line to succeed Sir Edwin who stepped down at the start of the year after 18 years in the post. Since then, Caribbean governments have indicated that the new secretary general will have to play a much more meaningful role in the regional integration movement under the new governance structure that is being developed. The structure also calls for a reforming of the Guyana-based CARICOM Secretariat. Earlier, CARICOM Chairman and host Prime Minister Dr. Denzil Douglas said that there is “total unity” among the leaders as it relates to the new direction for CARICOM. “That is why to a large extent we have insisted to the consultants who are doing the review of the Secretariat ‘get your work done as quickly as possible because we are at the point where maybe a crisis is unfolding and we need to be able to stop it in its track and move forward with some new vigour, some new action especially on the part of the people of the region,” Dr. Douglas said.

A Florida judge on Thursday sentenced Casey Anthony to four years in jail for lying to police after her daughter disappeared, but she will be released from custody next week after getting credit for time served and good behavior. Court officials said Anthony, 25, will be let out of jail on July 13, having received 1,043 days credit for the time she spent behind bars since her arrest. Anthony was acquitted on Tuesday of killing her 2-year-old daughter Caylee in 2008 but on Thursday received the toughest possible punishment for providing false information to law enforcement during the investigation. Each of the four misdemeanor counts Anthony was convicted of carried a maximum of one year in jail. Judge Belvin Perry ordered the oneyear terms to run consecutively, and also imposed a $1,000 fine for each count. Perry said as a result of Anthony's lies, law enforcement spent "a great deal of time, energy and manpower looking for young Caylee Marie Anthony." Anthony did not speak during the sentencing hearing. She wore her long hair loose rather than pulled tightly back as she had during the trial and smiled while she chatted with defense attorneys before the proceedings. LONDONNews International announced Thursday it is shutting down the News of the World, the best-selling tabloid at the center of Britain's phone hacking scandal. James Murdoch, who heads European operations for the paper's parent company, said the 168-year-old weekly newspaper would publish its last edition Sunday. The scandal has cost the Sundayonly paper prestige and prompted dozens of companies to pull their ads. Murdoch said in a memo to staff that all revenue from the final issue, which will carry no ads, would go to "good causes." The announcement took British media-watchers — and the newspaper's staff — by surprise. The Rupert Murdoch-owned tabloid is accused of hacking into the cell phone messages of victims ranging from missing schoolgirls to grieving families, celebrities, royals and politicians in a quest for attention-grabbing headlines. Police say they are examining 4,000 names of people who may have been targeted by the paper. The News of the World, which sells close to 3 million copies a week, has acknowledged that it hacked into the mobile phone voice mails of politicians, celebrities and royal aides. The LA Times reports that the most recent change raises the penalties for aggressive driving by paparazzi from mere infractions to misdemeanors punishable by up to six months in jail and a $2,500 fine. Hugo Chavez says he has cancer
CARACAS, Venezuela -- Venezuelan President Hugo Chavez told the world last night in a televised speech that he has been diagnosed with cancer. In his first live appearance since undergoing emergency surgery June 10, Chavez said doctors had removed "cancerous cells" from his body, The Guardian reported Friday. "This [is] the new battle that life has placed before us," he said. Chavez had been out of the public eye for weeks, fueling discussions that he was gravely ill. Chavez was on a tour of South America and underwent emergency pelvic surgery in Cuba. "I neglected my health and I was reluctant to have medical check-ups. It

was a fundamental mistake for a revolutionary," Chavez said Thursday. He said doctors detected "a strange formation in the pelvic region" in the first round of surgery, The Guardian reported. In a subsequent operation, doctors found "cancerous cells," Chavez said, without specifying the type of cancer detected. "I have also been aware of a certain degree of concern and uncertainty that has ... [affected] the Venezuelan nation on top of the attempts at manipulation by some sectors of society that are well known to all," Chavez said. "Those feelings are inevitable and are part of human nature."

CHETUMAL, Mexico — A woman was caught trying to sneak her common-law husband out of a Mexican prison in a suitcase following a conjugal visit, police said. A spokesman for police in the Caribbean state of Quintana Roo said staff at the prison in Chetumal noticed that the woman seemed nervous and was pulling a black, wheeled suitcase that looked bulky. Spokesman Gerardo Campos said Monday that prison guards checked the bag of 19-year-old Maria del Mar Arjona and found inmate Juan Ramirez Tijerina curled up inside in the fetal position. Ramirez is serving a 20-year sentence for a 2007 conviction for illegal weapons possession. Arjona was arrested and charges are pending.

RUSSIA CRITICISES NATO CAMPAIGN IN LIBYA
Moscow -- There can be "no fast solution" to the NATO campaign in Libya, the Russian foreign minister said Thursday, arguing that civilians are dying on both sides of the conflict because of foreign intervention. NATO members trying to implement the United Nations mandate to protect civilians from Libyan leader Moammar Gadhafi "are now in a difficult situation," Foreign Minister Sergei Lavrov said on Russia state television. "Libya has been bombed for more than three months now, and we see no end of this process," he said. Western statements that the campaign will continue until Gadhafi no longer poses a threat to Libyans are having a high cost in human lives, he said. Russia has been sending humanitarian aid to both sides in Libya. A plane departed for the capital Tripoli on Thursday, a day after one left for the rebel stronghold of Benghazi, the Emergency Situations Ministry said. Rebels claimed advances on Wednesday, saying they captured a town southwest of Tripoli. Fighting also engulfed Misrata, east of Tripoli, where 14 rebels were killed and 42 others wounded, according to Mohamed Ibrahim, a rebel spokesman in the city. Three civilians also died in rocket attacks launched by Gadhafi's men, Ibrahim said. CNN could not verify the information. Just west of Misrata, in Dafniya, 14 rebel fighters were killed and 42 were wounded Wednesday during a firefight with Gadhafi forces, said Ibrahim. The rebels ran over Al-Qawalish, a town of about 4,000 residents 50 kilometers (31 miles) southwest of Tripoli, a stronghold for Gadhafi since the start of the uprising in February. Fighting has erupted in the western mountains in recent weeks as more than four months of battles have failed to yield a decisive victory for either side. The first United Nations joint mission to reach the devastated mountain region found many people in dire need of food. A World Food Programme statement said markets were not functioning due to limited fuel and cash, and basic services such as electricity and water were lacking in some areas. The rebels said they were moving northward, closer to the capital on the Mediterranean Sea. They intended to march to the city of Garyan, which sits on the main highway to Tripoli.

Microsoft Corp made its biggest move into the mobile, Internet-accessible world of "cloud" computing , taking the wraps off a revamped online version of its hugely profitable Office software suite. The world's largest software company is heaving its two-decade old set of applications -- including Outlook email, Excel spreadsheets and SharePoint collaboration tools -- into an online format so that customers can use them on a variety of devices from wherever they can get an Internet connection. It wants to push back against Google Inc, which has stolen a small but worrying percentage of corporate customers with Google Apps -- a cheaper, Web-only alternative that removes the need for companies to spend time on installing software or managing servers. Chief Executive Steve Ballmer presented the overhauled and updated set of offerings -- collectively called Office 365 -- at an event in New York City on Tuesday morning, stressing that online versions and built-in conferencing tools can save users money, especially small and medium-

sized businesses. The full launch of Office 365, which has been in beta testing since last autumn, spices up the lively competition with Google for new users. "While Office 365 does put Microsoft in mortal combat with Google, it is not really an existential threat for Google since Microsoft is essentially validating the model that Google pioneered with Google Apps," said Matt Cain, an analyst at tech research firm Gartner. "I would expect that Office 365 actually heightens interest in Google Apps." Microsoft shares were up 2.4 percent on Tuesday afternoon, following a 3.7 percent jump the day before, partly buoyed by hopes that the company can ultimately boost profits by extending its software dominance to the growing cloud sector. Microsoft has offered online versions of some Office programs -chiefly Outlook email -- for its corporate customers for several years, and last year rolled out free versions for individual home users. "The biggest thing I like about it is that it takes the need to manage servers
away and puts it in someone else's hands," said Kevin Lisota, CEO of Seattle real estate startup Findwell, which has five employees and has been using the test version of the product. "It takes our email and team Internet sites and basically makes that Microsoft's problem so I don't have to worry about that," said Lisota, who was invited by Microsoft to an Office 365 launch event at its headquarters near Seattle. GROWING MARKET The market for Web-based software services is heating up, and every company, government department and local authority is getting pitches from Microsoft and Google whenever they re-evaluate their office software. It is a new challenge for Microsoft, which built itself up on expensive versions of software installed on individual computers. That business model turned the Office unit into Microsoft's most profitable, earning more than $3 billion alone last quarter. Microsoft's plan is to make up for smaller profit margins from Webbased applications -- due to the cost of

handling data and keeping up servers - by grabbing a larger slice of companies' overall technology spending. Microsoft said it will charge from $2 per user per month for basic email services to $27 per user per month for advanced offerings, with a standard, small business package priced at $6 per user per month. Google charges a flat fee of $50 per user per year for its Web-based Google Apps product, which offers email, calendars, word processing and more online. Microsoft, like Google, will host users' data remotely, and maintain all the servers in vast data centers. Unlike Google, it will also allow companies to put their data on dedicated servers should they choose, or keep the data on their own premises. Google, which has had the most success in the small and medium-sized business range, says there are now 40 million users of online Google Apps suite. Microsoft does not publish equivalent numbers, but research firm comScore has estimated 750 million people worldwide use Office in some form.
Buffett urges Congress to raise debt ceiling
Billionaire investor Warren Buffett says Congress is playing a dangerous game by considering not raising the U.S. debt ceiling. The CEO and chairman of the conglomerate Berkshire Hathaway said Thursday on the cable TV network CNBC that there is no way to tell what might happen if the debt limit is not increased, but it's a dangerous idea. Buffett compared the debate over raising the debt limit to a game of "Russian roulette." He said refusing five times out of six to raise the debt limit might not be dangerous, but the sixth time could have catastrophic consequences. "You're playing with fire when you don't need to play with fire," he said. Buffett was in Sun Valley, Idaho, attending the annual conference hosted by investment banker Allen & Co. that attracts Wall Street and media moguls. Congressional leaders from both political parties are scheduled to visit the White House on Thursday to talk about cutting the deficit, so a deal can be made to raise the debt limit and avoid a first-ever default on U.S. financial commitments.

Buffett said Congress raised the debt ceiling seven times during President George W. Bush's administration, so it would be silly not to do so now. If America does run up against its debt ceiling, Buffett said the roughly $4 billion the government spends each day will be missed. "We don't need to tell the rest of the world that anytime people in Congress start throwing a tantrum that we're not going to pay our bills," Buffett said. Berkshire Hathaway's top executive said he believes the global economy has continued to improve slowly since the fall of 2009 based on the reports he receives from all of his Omaha-based company's subsidiaries. "Business has been getting better consistently in nearly every area except construction," Buffett said. World food prices near record high, says UN agency
Global food prices rose sharply in June, according to the UN Food and Agriculture Organisation (FAO), after a steep increase in the price of sugar. The price of sugar rose by 14% last month, as a result of high demand and lower production in Brazil. The FAO's food price index reached 234 points in June, close to February's record level of 239. The sugar price rise fuelled most of the increase, cancelling out falls in prices of wheat, corn and soya. The FAO's measure looks at a range of essential foods, including cereals, oilseeds, dairy, meat and sugar. High food prices - particularly those of wheat, rice and

corn - have sparked civil unrest in a range of countries where people rely on them for the bulk of their food intake. They were one of the factors that drove people on to the streets of Arab countries earlier this year. Facebook adding Skype video calling
BUSINESS and TECHNOLOGY Facebook said it's bringing Skype video calling to the social networking site, dubbing it "Facebook Calling." The feature is being rolled out over the next several weeks. Those who want to try it immediately can download it here. CEO Mark Zuckerberg said Facebook now has more than 750 million users, and is "still growing quickly." Adding Skype, he said, brings the "best technology" for video chat to Facebook, which is probably "the biggest chat program online" in an era where people are not only connecting, but sharing information via many means. Such sharing is what is going to dominate the future of the Internet, Zuckerberg said. Connecting with others — "friending," for example — was the mantra; now sharing information is, with Facebook's users sharing 4 billion things a day. "The amount of information (users) share is about twice the amount of stuff they would have shared a year ago; and it will be twice as much a year from now; it's that kind of exponential growth." And social apps, or applications, like Skype, help make that possible. "Video calling is the first example of what we think is a great social app," Zuckerberg said. "We’re going to see a lot more things like this over the next few years and months."

"The last five years have been about connecting people; the next five years are about building these apps (to do that)," he said. "What you're going to see are companies — not just companies like Google" entering that arena. "Every app is going to be social," he said. "Our job is to stay focused on building the best service for that; and if we don’t, someone else will." Caribbean RADO seeks to strengthen TCI

The Caribbean Regional Anti-Doping Organization (RADO) is seeking to strengthen its operation in the Turks and Caicos Islands so as to ensure that athletes participate fairly in whatever sporting discipline they choose to do. The Caribbean RADO has a responsibility to provide education on the use of drugs and doping methods in sport, as well as to promote and coordinate the fight against doping in sport among the countries of the Caribbean. Its core vision is to value and foster doping-free sport in the Caribbean. The organization provides various resources, seminars and workshops to athletes, coaches, sport-related administrative personnel and the public on matters relating to the anti-doping process and the sporting arena. Last week, Regional Administrator for the Caribbean RADO Tessa Chaderton-Shaw was in the TCI last week to sensitize sports administrators and policy makers of the importance in ensuring that sports in general steers clear of drug cheats. “My mission here in the Turks and Caicos Islands is to act as a catalyst for increased movement of anti-doping in the Turks and Caicos Islands. I am responsible for fourteen countries and, each country has its differences and has been able to accelerate it (anti-doping mechanism), some more swiftly than others due to financial and human resources. “But I am here to give support to the (RADO) Board member, Mr. Shanwell Gardiner, and also to interface and interact with the policymakers at the ministry of education and sports,” Chaderton-Shaw said. She said the Turks and Caicos Islands, with the assistance of RADO was beginning to be a start in its fight against anti-doping, but bringing the stakeholders together in order to ensure that

the broader populace is aware of the dangers of anti-doping and how they can play their part in curtailing such trend. “I see my visit as a new beginning. Mr. Gardiner is very committed. And he will rely on the collaboration and cooperation of the stakeholders at the level of government, but also filter it down to the sporting bodies and ultimately to athletes, so that we bring the best out of athletes from this region,” ChadertonShaw said. While here she also met with Head of the local Commonwealth Games Association and former President of the Turks and Caicos Amateur Athletics Association, Rita Gardiner, officers from the Sports Commission as well as representatives from the national sporting bodies.
“There is quite a bit of work to be done in terms moving the issue forward and ensure that anti-doping education testing is filtered across the sporting fraternity. The media has an important role to play as well in terms of sensitizing the public, specifically youth, who are potential athletes, about the dangers of doping. “Doping is another form of drug use; it is just that being to succeed by cheating. So we also need to involve media practitioners to ensure that the appropriate values are inculcated and passed on to young people,” said. Chaderton-Shaw explained that the operation by RADO - an arm of the World AntDoping Agency (WADO) – transcend all sports, as it carries out test on cyclists, swimmers, track and field athletes and also footballers.

NBC loses Wimbledon rights to ESPN after 43 years

BRISTOL, Conn. -- ESPN finalized a deal with Wimbledon Tuesday to carry the Grand Slam tennis tournament for the next 12 years. "We are proud to have been a partner of The All England Club the past nine years and are thrilled to be given continuing responsibility for honoring Wimbledon's rich tradition," said George Bodenheimer, president of ESPN and ABC Sports. "Over the next 12 years, we'll work closely together to move coverage of this great event forward with live coverage on television and using all the latest technologies and screens." The financial terms of the agreement have not yet been released. The deal ends NBC's relationship with the All England Club after 43 years.
TIGER WOODS OUT OF BRITISH OPEN Tiger Woods
Tiger Woods announced today on his website that he is out of next week's British Open because his left knee has not fully healed. "Unfortunately, I've been advised that I should not play in the British Open," Woods said. "As I stated at the AT&T National, I am only going to come back when I'm 100 percent ready. I do not want to risk further injury. That's different for me, but I'm being smarter this time. I'm very disappointed and want to express my regrets to the British Open fans." Woods, who has entered in seven tour events this year, suffered a mild medial collateral ligament sprain to his left knee and Achilles tendon while playing in the Masters. He then played nine holes in The Players Championship in early May before having to withdraw. Woods, who has had four surgeries on his knee, is a three-time British Open Champion. He finished fourth in the Masters but was unable to play the U.S. Open two weeks ago.

NBC's four-year deal, which averaged out to $13 million per year, ended with Sunday's men's final, with FOX also reportedly among the bidders to take over Wimbledon coverage. ESPN has shown early-round Wimbledon matches in recent years, but the later rounds were exclusive to NBC. For years tennis fans were frustrated by NBC's habit of showing matches on tape delay. Last week the

British MPs accuse FIFA and Blatter of cover-up
LONDON - A British Government inquiry into corruption allegations surrounding World Cup bids has accused FIFA of trying to brush aside the evidence and has questioned president Sepp Blatter's commitment to reforming the organization. The 31-page report, issued by a House of Commons Select Committee, has called for FIFA to "commission a full, urgent and independent investigation" into the allegations surrounding the bids for the 2018 and 2022 World Cups. It also says it finds FIFA's decision to drop investigations into alleged wrongdoing by Jack Warner of Trinidad & Tobago, who resigned from FIFA's executive committee last month after 28 years rather than face corruption charges, as "extraordinary." Among a number of conclusions, the report states: "We were appalled by the allegations of corruption made against members of the FIFA Executive Committee during the course of our inquiry. "Although they have been challenged in other evidence, they are sufficiently serious for FIFA to commission a full, urgent and independent investigation and for the outcome to be made public. "Instead, FIFA has given every impression of wishing to sweep all allegations of misconduct under the carpet and dismissing anyone bringing allegations to them with an approach bordering on contempt." The report urges FIFA to review its bidding process for future World Cups and to reform itself as the International Olympic Committee (IOC) did following allegations of bribery and corruption into Salt Lake City's bid to host the 2002 Winter Olympic Games. However, the report said Blatter's record did not inspire confidence that this would happen. "We look to him now to fulfill the undertakings he gave at the time of his re-election to the presidency," it said. "We urge the FA, and other national associations to ensure he is held to account for them." Committee member Damian Collins MP told Reuters in a telephone interview prior to the report's publication: "We are very concerned at the contempt FIFA showed when the evidence was presented to them. It is absolutely shocking at how little scrutiny there is of how FIFA executive members go about their business. Triesman resigned as FA chairman in May last year after being taped making what proved to be unfounded allegations against 2018 bid rivals Russia and Spain. He told the Committee he did not make his allegations earlier for fear of harming England's bid, but following his assertions to the Committee regarding the four FIFA members, the English FA commissioned a report into his allegations, which could not be backed up. The Committee has also recommended that the English FA conducts a review into the failures of the World Cup bid, which cost the FA and local councils more than 17 million pounds ($27 million) and ended up securing just two votes, one from England's own representatives, when the vote was taken by the executive committee, in Zurich on December 2 last year. Under current FIFA rules, after Russia hosts the 2018 World Cup, it will not return to Europe until 2030. The report concludes that English influence in FIFA and in European's soccer's governing body UEFA is poor due to a number of historic and current perceptions including an arrogant approach to other countries. With no bids possible for a World Cup for at least another decade, the committee recommends: "The FA can perhaps afford to play a long game, and to consolidate its position as a leading internal advocate of FIFA reform."
