Lord Howell of Guildford, responded by saying: “Prior to confirmation of appointment, the Foreign and Commonwealth Office does not comment on the recruitment of individual officers to specific posts. The next Governor of the Turks and Caicos Islands will be announced in due course.” Highly-placed sources connected to UK politics told the SUN that Lord Ashcroft’s sentiments are shared by many persons in London who are of the view that at this juncture of the Turks and Caicos Islands’ development, the next Governor should be someone who possesses a wealth of political and business acumen, in addition to being a diplomat.
“The days of having governors who are simply career diplomats presiding over the affairs of BOTs (British Overseas Territories) including the Turks and Caicos Islands are long gone,” said a British source who asked to remain anonymous. “There has got to be a policy shift that takes into full consideration the fact that the dynamics of the British Overseas Territories are changing so rapidly and becoming much more complex and sophisticated, therefore the approach to foreign policy issues and matters of a economic, social, cultural and development nature will have to viewed and managed within the context that there is now in the few remaining BOTs in the Caribbean, a more educated and enlightened set of people who are eager to see a different approach to how their affairs are being

Two men charged with attempted murder on a Haitian national walked free from the Providenciales Supreme Court on Thursday (June 9) after their attorneys successfully argued their cases. Bernard Colebrook and Travis Stubbs faced the courts for an attempt on the life of Jacques Eddy Joseph, 28. The Haitian national sustained multiple knife wounds to different parts of his body including his head, neck, arm, chest and abdomen during a vicious attack in Five Cays, Providenciales on January 10, 2010. In the trial, the judge was Mr. Justice Richard Williams. Samantha Williams-Glinton prosecuted, while Kendle Williams and Arthur Hamilton appeared for the accused. As a result of the attack, Joseph spent weeks in hospital as his condition was listed as critical. He was forced to leave the country to his native Haiti for further treatment but returned in time for the trial. The two accused Colebrook and Stubbs, throughout the trial, maintained their innocence, and explained that they were not the

ones who attacked Josephs, and their argument prevailed in court. The court’s decision, though, has left Joseph fuming. He said that he was discriminated against because he was Haitian. He however, did not ascertain from which quarter the discrimination came. Joseph, who said he was booked to leave the Turks and Caicos Islands on Friday (June 10), revealed that the decision was taken out of fear for his life.

After the last Governor Richard Tauwhare left, the Foreign and Commonwealth Office announced that they will be sending more “fire power” to the TCI. Wetherell, who is a distinguished career diplomat, arrived in the midst of political, economic and constitutional turmoil, and, by his own admission, spent much of his time “outing fires”, to the extent where it may have impacted on his ability to demonstrate whether he possessed the much-vaunted fire-power which the UK pledged. Meantime, in addition to the new and different qualifications for Government, Lord Ashcroft asked Her Majesty's Government what is the timetable for elections in the Turks and Caicos Islands. Lord Howell of Guildford said the joint Foreign and Commonwealth Office/Department for International Development Written Ministerial Statement of 9 December 2010 detailed the milestones that would need to be met before elections could take place.
“ The UK Government will be able to set a date for the elections only when the milestones have been reached. We hope that this will happen in time for elections to take place in 2012,” he said. Lord Ashcroft also asked Her Majesty's Government what steps are being taken to stimulate economic activity in the Turks and Caicos Islands. Lord Howell of Guildford replied: “The current Government in the Turks and Caicos Islands have taken a number of steps to stimulate economic activity including the introduction of a progressive system of stamp duties on property purchases; significantly reducing rates for all but the most expensive properties; simplifying of highly complex system of customs duties, and in so doing reduced some significant burdens to the benefit of many businesses and of social welfare; approving the investment of US$70 million on an expanded international airport to ensure it remains compliant with international standards and to increase airlift; generating interest from external investors seeking to develop internationally recognised hotels; and introducing a support package and reforms to stimulate and support local agriculture and fishing.”

The fading allure of revoluTion in The Caribbean FRANKLIN W KNIGHT

WITH all the political agitation throughout the Arab World, there is resurgence in the use of the word revolution to describe the aspirations of the restless ones. But with few exceptions such as Venezuela, Ecuador and Cuba, revolution hardly emerges in the political discourse in the Americas. That is a pity, especially among Caribbean folk. After all, the Caribbean constitutes the region par excellence for revolutionary change. Few regions in the world are as revolutionary as the Caribbean. And the history of the Caribbean can be seen as a history of continuous revolutions from the colonial experiment of the first Spanish governor in Santo Domingo, Nicolas de Ovando, in 1502 to the attempt by the Grenadians to change their government and their society after 1979. Some of these Caribbean revolutions were political, but most were in the areas of social reform and economic development. The Caribbean was the locale for some great non-political revolutions. There the Europeans constructed revolutionary new societies combining immigrants from all over the globe and engineering a greatly modified environment with newly introduced fauna and flora. No other area of the world illustrates better the impact of miscegenation and environmental reconstruction on a massive scale. So the Caribbean is not only the proscenium to the modern history of the Americas, it is also a significant marker for the beginning of the modern world. Three examples of important non-political Caribbean revolutions were the revolution of colonisation; the sugar revolutions; and the abolition of Caribbean slave systems, in itself a form of social revolution. The revolution in colonisation began with the entry of the doom-burdened caravels of Christopher Columbus in 1492, initiating a hemispheric revolution of cataclysmic proportions. Columbus himself was not very important in the overall scheme of things. But the after-effects of his arrival had profound consequences for the peoples of all the Americas and to a lesser extent, all the peoples of Africa, Europe, and Asia. The Caribbean sugar revolutions represented another example of a Caribbean revolution. Those complex sugar revolutions started in Barbados in the middle of the 17th century. They were still going on in Cuba, Puerto Rico, Trinidad and the Guianas in the middle of the 19th century. The abolition of Caribbean slave systems was yet another regional revolution. France abolished slavery in its Caribbean colonies in 1794 although
the declaration was reversed in Martinique, Guadeloupe and Cayenne in 1799. Cuba was the last Caribbean colony to abolish slavery in 1886, almost a century later. Slave emancipation opened political participation for the majority of the population in many Caribbean territories. Caribbean territories also participated in the 18th century intellectual revolution called the Enlightenment as well as the 19th century industrial revolution. Yet when one speaks of revolution changes in the political process, more immediately come to mind than any other sort of changes. The word revolution has a very long and interesting history. The concept, if not the word, goes back to the Greek philosopher Aristotle. But revolution as an expression in modern languages has a Latin origin - given that all academic writing was then in Latin - and derives from astronomical science. The modern popular scientific usage comes from Nicolaus Copernicus (1473-1543) whose important publication, De revolutionibus orbium coelestium (The revolution of the heavenly bodies), appeared in the last year of his life. De revolutionibus established what is still called the heliocentric theory and one of its many assumptions held that the universe was composed of concentric circles of rotating celestial bodies in which the centre was not the earth. In science, revolution connotes motion repeated along a prescribed route with no explicit concept of speed. By the end of the 17th century, the word had passed into all the European vernacular languages. The English parliament used the phrase, "Glorious Revolution" to describe its overthrow of the Catholic King, James II, in 1688 and his replacement by the Dutch Protestant, William III of Orange-Nassau and his English queen, Mary II of England. But monarchical replacement hardly constitutes revolutionary change. This so-called "Glorious Revolution" was more a coup d'état than any profound change, so Jamaicans need not worry about replacing their monarchy with a republic. The French philosophers Guillaume-Thomas François Raynal (1713-1796) and Denis Diderot (17131784) popularised the word revolution and made it an essential part of later political discourse. "The discovery of the New World and the passage to India by the Cape of Good Hope," they wrote in 1772, "gave rise to a revolution in the commerce, and in the powers of nations; as well as in the manners, industry and government of the whole world. Everything has changed, and must change again. But it is a question, whether the revolutions that are past (sic), or those which must hereafter take place, have been, or can be, of any utility to the human race." Raynal elaborated on the political definition of revolution. By then the word was already being loosely employed by generations of academics to indicate significant transformation of any political system. In the case of political change, it would indicate, in its most meaningful sense, a fundamental transformation in the social basis of political power. Political revolutions are distinguished by a profound change in the social basis of political power. Jamaica has not had any such change since Independence. There is nothing to be feared by revolutionary changes, and not all revolutions are accompanied by violence. Revolutions can be accomplished without extensive civil wars. Getúlio Vargas created his Estado Novo (New State) in Brazil between 1930 and 1945 with minimal violence. Juan and Evita Perón in Argentina accomplished much the same between 1946 and 1955. So did Venezuela under the early presidents of the Acción Democrática party between 1958 and 1969. And Spain did likewise after the death of General Franco in 1975. Every successful revolution, however, benefited from competent, visionary leadership and sustained popular support. In the end revolutions are only possible when the leaders work hand in hand with the people.

Enid Capron School Principal says ‘hungry students’ claim was a hoax By Vivian Tyson SUN Senior Editor
RACHel TAylOR, PRINCIPAl for the Enid Capron Primary School is distancing herself from BlackBerry Message (BBM) that has been circulating within and outside of the Turks and Caicos Islands about hungry students attending classes at her school on a daily basis. The BBM, which went viral on Thursday, stated: “There are so many children here on the island of Providenciales coming to school hungry; parents are out of jobs. I am faced with this problem every day. If you are able, I am asking you to sponsor a child each month; make a difference in someone’s life. If you wish you can contact my principal

Please pass this along if you know a friend who will be willing to help a child in need, Regards Abigail.” Several persons throughout the TCI and even in the USA received the BBM. It tugged at their heartstrings and many persons were eager to respond. However, Taylor, who was contacted by The SuN late Thursday (June 9), to give further information on the matter, said while she may have an idea of the email’s origin, she did not authorize it. According to her, for sometime now the school has been operating a feeding programme geared towards the neediest amongst the student population, and that the only way
students go hungry at her school was if such situation was not brought to her attention. She said the BBM created a stir amongst persons who were genuinely curious as to what they could do to remedy the situation as well as those who just wanted to know whether or not the message was factual. The matter was regarded with such seriousness that it was raised by Head of the Progressive National Party (PNP), Clayton Greene, during that party’s news conference held to inform the public on that party’s mission to the United Kingdom (UK), to press that country’s government for a suitable constitutional and electoral reform system. Police Press officer Sergeant Calvin Chase said Jimmy Harris and Stephen Joseph appeared in the Providenciales Magistrate’s Court and have been remanded in custody at Her Majesty’s Prison Grand Turk until the 5th of August 2011 when they will appear in the Supreme Court Grand Turk for a Sufficiency Hearing. Chase said Police in Providenciales have charged Alexander Duncanson for a burglary at a business in Kew Town and robbery at a business on the Leeward Highway in connection with reports made on 7th of May and 31st of May 2011. Duncanson has appeared in the Providenciales Magistrate’s Court and has been remanded in custody at Her Majesty Prison Grand Turk, until the 5th of August 2011 at which time he will appear in the Supreme Court
Grand Turk for a Sufficiency Hearing. Chase also reported that police have charged Ronald Dorelus,Ales Saintil , William Noel And Clarah Noel for three counts of Possession of Cannabis, three counts of Possession of Cannabis with intent to supply, two counts of Possession of Cocaine and one count of Possession of Cocaine with intent to supply. This, Chase said, is as a result of a quantity of Cannabis and Cocaine seized during the execution of a search warrant at a premises in the Bight Providenciales on Sunday 5th June 2011. The four accused appeared in the Providenciales Magistrate’s Court on Thursday 9th June 2011 where they pleaded not guilty. William and Clarah Noel were granted bail with sureties to return to Providenciales Magistrate’s Court # 1 on 24th June 2011 while Ales Saintil and Ronald Dorelus were remanded at Her Majesty Prison in Grand Turk until 24th June 2011 when they are scheduled to appear in Providenciales Magistrate’s Court # 1.

911 operator charged The Royal Turks & Caicos Islands Police in Providenciales have charged a Special Constable within their police organization. According to a press release from Press Officer Detective Sergeant Calvin Chase, Special Constable Natessa Moore who was an operator at the 911 centre has been charged with handling stolen goods. Moore was scheduled to appear in the Providenciales Magistrate’s Court # 2 on Wednesday 8th June 2011 and has been suspended from her duties at the 911 center until the outcome of the criminal proceedings. Chase said officers of the Royal Turks and Caicos Islands Police are saddened by the alleged actions of Special Constable Moore. He added: “However, the integrity of the Royal Turks and Caicos Police is paramount and all allegations of misconduct will be thoroughly investigated and persons will be held accountable for their actions.”

Clive Stanbrook working with Security Centre Contrary to widespread reports throughout the Turks and Caicos Islands, prominent businessman and Queen’s Counsel Clive Stanbrook, has not bought the Security Centre. Over the past few weeks, speculation has been rife that multimillionaire Stanbrook had assumed ownership of the Security Centre, which is one of the leading security firms in the country and which is located within his Graceway Complex on the Leeward Highway. However, in an exclusive interview with the sUn, Stanbrook explained: “ The connection with me (and the Security Centre) is that I am one of a group of investors in Osprey. Over the years I have had a very good personal relationship with Rhynie Campbell and we have frequently discussed the future of The Security Centre. The opportunity has recently arisen for there to be collaboration between us - albeit through Osprey. Osprey Capital TCI Limited is a consultancy company whose investors include myself, Ivor Stanbrook, Sophie Stanbrook and Matt Gorvin. The services that we are providing to The Security Centre Limited are being spearheaded by Matt Gorvin, who was previously with the renowned consultancy company, Accenture. Osprey is looking forward to a good working relationship with Rhynie and The Security Centre and the new

UK Foreign Minister William Hague pledges to uphold ‘principles of self-determination’ in British Overseas Territories, including Turks and Caicos Islands By Hayden Boyce Publisher & Editor-in-Chief
The UniTed Kingdom’s Foreign Minister Mr. William Hague is determined to ensure that the “situation” that occurred in the Turks and Caicos Islands and led to direct rule is not repeated here or elsewhere. But, at the same time, he said the UK will “continue vigorously to uphold the principle of self-determination and to ensure the continued security of all the overseas territories”. In recent written remarks to the UK House of Commons, Hague, who is the Secretary of State for Foreign and Commonwealth Affairs, said: “ Our overall vision is for our territories to be vibrant and flourishing communities, proudly retaining aspects of their British identity and generating wider opportunities for their people. We want to cherish the rich environmental assets for which, together, we are responsible. We will continue vigorously to uphold the principle of self-determination and to ensure the continued security of all the

overseas territories. We set this commitment out clearly in the strategic defence and security review. We want to help the territories plan their future in a competitive and unpredictable world. We will help territories that are struggling economically to avoid unnecessary financial dependence on
the UK. We will help territories that now rely on UK financial support to reduce their dependence and pursue the path towards economic sustainability. We will ensure a sustained and robust British presence in our uninhabited territories to protect them for future generations.” He added: “We are determined that the situation we have found in the Turks and Caicos Islands is not repeated, there or elsewhere. We therefore want to work with territories to make sure the right controls are in place to ensure good governance and sound management of public finances. I am clear that, as well as seeking greater engagement with the territories from all Government Departments, the FCO must increase the resources allocated to this important work. Despite our challenging spending review settlement I have ensured that this is so.” Hague said he decided to increase the overseas territories programme fund to £7 million per year and he ensured the resources available to run the overseas territories network are maintained at a level that will permit
the upgrading of a number of governorships which were downgraded in recent years. This, he said, will help ensure that the UK will be able to recruit governors with the skills and experience to do these unusual and challenging jobs. “In addition, I have reallocated resources in the current financial year to help rectify some of the budgetary weaknesses that have emerged in some territories in recent years,” Hague said. The Foreign Minister said he also plans to bring all aspects of the Government's policies on the overseas territories together in a new White Paper in the course of the year ahead. “We will want to consult widely on this. I am working with relevant Departments on a new strategy to underpin this Government's approach to the territories. I intend to seek agreement to this strategy across Government through the National Security Council and will update the House further once this is complete. I will inform Parliament of the outcome of discussions in the NSC in due course,” Hague stated.

Special Investigation and Prosecution Team has interviewed large numbers, made arrests and executed search warrants The Special inveSTigaTion and Prosecutions Team (SIPT) has interviewed a large number of persons in the Turks and Caicos Islands (TCI) and have made some arrests and executed a number of search warrants. In a media statement released on Thursday June 9th, the SIPT said: “Investigators have interviewed a large number of persons across the islands, including former Ministers and in other foreign jurisdictions in the US, Canada and Europe. We are working jointly with other law enforcement bodies in these areas to pursue information and evidence pertinent to the SIPT mandate. A considerable number of statements have been obtained which cover the wide range of investigations that the SIPT have been asked to carry out. Arrests have been made and search warrants executed.” According to the statement, the SIPT has been fully operational now for 14 months and has had a permanent presence on the island since April 2010. “The SIPT are very aware that the public wants to know more about their activities, but the investigation has entered a phase where its activities within the TCI and elsewhere in the world have to be kept confidential, to protect the integrity of the investigation and the rights of those

individuals involved,” the statement added. “The SIPT continues to make good progress and is keeping to its targets and deadlines. This has been achieved with the help, support and cooperation of the TCI communities throughout the difficult period that they find themselves in.” In relation to budgeting, the SIPT said it submitted a budget in September 2009 which was approved, adding that there was no increase in budget for the financial year 2010-11 and none planned for this financial year (2011-12).
“Despite the remit of the SIPT widening considerably during the 2010-11 financial year, the SIPT has ended that period under spent by over 12.5%. The SIPT is ever conscious about the cost of the investigations and seeks every opportunity to reduce costs where possible. The challenge continues, to provide value for money for the TCIG and to continue to ensure financial prudence across all areas,” the SIPT statement continued. Regarding their present accommodation at the Veranda, the SIPT said the move to that location achieved a saving of over 25% on the previous accommodation costs (at the Yacht Club at Turtle Cove) and allowed for more accommodation at a lower cost, noting that al SIPT staff share self-catering accommodation on island. As far as staffing is concerned, the SIPT release said that numbers of staff in TCI varies depending on the requirements of the investigations. However, there are normally between 15 and 25 staff on island at any one time. The release said that all SIPT staff are selected independently and have no direct or indirect link to any member of the TCI Government or Interim Administration, now or in the past. This was in reference to reports that Mark Capes’ wife was employed with
the SIPT. Meantime, in a recent statement to the House of Commons, Foreign Minister William Hague said that being and mindful of the recommendations of the Foreign Affairs Committee, he approved a discretionary grant of £6.6 million to the Turks and Caicos Islands Government to reimburse the costs incurred in the past year pursuing corruption and violent crime. He said: “This is for the special investigation and prosecution team; related civil recovery work; and the Royal Turks and Caicos Islands police. My officials have co-ordinated this carefully with DFID's work to underpin the territory's public finances.This is an exceptional case. Our basic principle remains that it is an integral part of good governance for a territory Government to ensure that the criminal justice system is properly funded. Territories should not look to the UK to fund criminal investigations or prosecutions that they are reluctant to pursue themselves. But the burden in this case has been exceptional. The fiscal rescue package put in place by DFID should enable future costs to be met from the Turks and Caicos Islands Government public purse in the normal way.”

Brits should own TCI’s fragmented economy, says PNP Leader Clayton Greene By Vivian Tyson SUN Senior Editor
Leader of the Progressive National Party (PNP) Clayton Greene said the United Kingdom (UK) Government should own the shredded Turks and Caicos Islands economy, since they are the ones presiding over it for the past two years. Speaking at a news conference at the party headquarters, Airport Road, on Thursday, June 9, Greene accused the UK instituted administration of running the country into the ground with end in sight, as a result of the Interim Administration being bankrupt of fresh ideas for growth and development of the TCI. Likening the Interim Administration’s fiscal policy to that of strangulation of inward investment, Greene predicted that by the end of 2011, the Turks and Caicos Islands will record double digit unemployment and rising fuel and food costs, which he said would bound to diminish the national standard of living. The PNP Head accused the Interim Administration of cutting spending to a counterproductive level on service delivery and the wider economy. According to him, the balancing of the budget should not rest solely on slashing public sector spending and the implementation of
taxes, but rather to seek inward investments. Greene urged the government to take a leaf from the page of the Bahamas and the Dominica Republic who, unlike the Turks and Caicos, have doled out investment concessions to successfully lure developers and investors to their shores. To this end, Greene pressed the UK-direct government to reinstate the concessions which were once enjoyed under the relevant ordinance before its political disruption. “In two years our debt has grown by more than $140 million. Today, the Interim Government has racked up $260 million in national debt, while the same government only projects the collection of $160 million for this year. The same government is spending $171 million this year. “The current figure shows a dismal picture of our economy. Our national debt is 163 percent of our recurrent revenues. In contrast, during
our last politically-elected government, out national debt was only 45 percent of recurrent revenue. At present we have no reliable data on GDP figures, but judging from what is evident in front of us, our country’s GDP is likely to be less than half of the $700 million per year that was being enjoyed during its peak in 2008,” Greene highlighted. The PNP Leader also used the opportunity to pump the Interim Administration to release projects that have been put on hold for the past two years, saying that they accounted for hundreds of millions of dollars worth of inward investment, and before they folded, provided full employment for the people up to 2009. “Today, inward investments have been totally wiped out, and the country’s employment rate has skyrocketed. We believe that these conditions have been infused by illconceived plans and an administration that imbued contempt for our people

and our quality of life. “We suggest that the SIPT fast track all of their investigations that concern developers, so that they can give developers (1) a clean bill of health or (2) put the matters before the court. If those developments that are now caught in the balance and others like them that have been the economic lifeblood of these islands, government, therefore has a responsibility to ensure that their progress is not unnecessarily delayed,” Greene charged.

Flood of applications for phase two of Provo International Airport expansion By Vivian Tyson Sun Senior Editor
There has been several “expressions of interests” towards the construction of the proposed new Providenciales International Airport terminal, which serves as the second phase of that aerodrome’s expansion exercise, with phase one – the extension of the runway - nearing completion. John Smith, Chief Executive Officer for the Turks and Caicos Islands Airports Authority confirmed the swelling interest into the construction the terminal while being interviewed by The sUn. He noted though that the Airports Authority would not initiate any move at this time to scrutinize any of the various interests, since it was in the process of finalizing a document to determine a suitable concept for the airport terminal building,

following which it could kick-start its campaign to determine the interested party best suited to be awarded the contract for its construction. According to Smith, the entities
that have been showing a great deal of curiosity towards the proposed project included local and foreign. He however, noted that the Turks and Caicos Islands Airports Authority has not responded to any of the interested entities. “We do not restrict ourselves; an expression of interest can come from all quarters. But it is the expressing their interests; it is not a response (from the interested parties) to any documents or release from the Airports Authority, which is slightly different,” Smith said, pointing out that at this stage it is not clear what format the TCIAA would employ to arriving at choosing a preferred interest. “We have had expressions of interest. We have not decided what way we are going yet. It could be anything, but until one has made a decision on the first step, you can’t decide what your possible next step would be. If someone walks up to
you and expresses their interest in something, that’s their expression of interest. That is what it begins with.” Smith told The SUN that the various interests shown in phase two of the project, has indicated that the product has been one of great significance. “It (interest shown) has indicated that it must be something of value. What we have, they must see value in it, otherwise they wouldn’t indicate their expression,” Smith noted. Canadian construction company Dexter International is currently carrying out expansion work of the Providenciales International Airport, which is due to be completed on or before August. That company snared the contract from an impressive field, which included internationallyacclaimed construction firm Ashtrom, an Israeli firm which has been operating in the Caribbean for more than 30 years.

Consultative Forum should be more proactive, says John Phillips By David Newlands SUN Intern
The newesT member of the Turks and Caicos Islands Consultative Forum, John Phillips, believes that the group should become a more proactive entity. In an interview with The sUn at his Mac Motors office, Phillips, who has only attended one meeting of the Forum so far, described the forum as being reactive, adding that he will endeavour to assist them with initiatives that will help the Turks and Caicos Islands. “It seems that there has been a tendency to wait for paper work coming down through the channels, from the government to the forum and in a meeting well ‘here’s what we are going to debate, do you have anything to say’ … I think we should reverse that procedure and have the forum
pushing paper upstairs, saying this is what needs to happen if we are to move forward, if we are to see anything sort of recovery in the short term,” Phillips said. Although a new-comer to the Forum, Phillips has already shown that his 25 years of business experience in the Turks and Caicos has the potential to be put to good use. He has already developed a new subcommittee to help improve the business community in Turks and Caicos. When asked to expand on his intentions of this subcommittee in terms of investing, he said: “I think it would be a mistake to say we are focused on foreign investment or inward investment. We certainly would like to work towards some new inward investing. But our main aim is to encourage business development.” Phillips further explained that
there were some outstanding issues that needed to be resolved in order for business to strive in Turks and Caicos both locally and with foreign investments. He noted, for example, that some businesses were reluctant to invest or start in Turks and Caicos due to reputation that the country has developed in recent times. “We’ve suffered a reputation sickness over the last couple of years, because of the removal of the previous government, the lack of impudence over a few years, bad press on the condition of our economy, bad press on what’s going on in the Turks and Caicos; I think we have to start doing something so people that watch CNN start seeing something good instead of something bad.” Phillips emphasized the fact that the businesses in Turks and Caicos needed to step up, becoming a more
active part of the community. With the current economic condition, this seemed like an unrealistic goal, yet when asked about his prediction on an economic turn-around, stated that there was already existing potential to have the economy at a more desirable state. “I think we have a solid tourist industry right now,” he continued. “I think more local businesses should make use of that, to enhance their income, to become more active in the tourist industry. This season seems to have been a very good season for all the main resorts, but there doesn’t seem to be the spin off in the local economy I would expect to see.” Mr. Phillips explained that if local industries made minor changes, including some promotion, they would be able to attract tourists and bring more money into the local business community.

Former Deputy Premier Royal Robinson’s letter to Chief Executive Mark Capes Mr. Mark Capes, Chief Executive Officer, Grand Turk 08 June 2011 Dear Mark, Payment of Pensions Thank you for your letter of 30th March 2011. While you are correct that the policy that you are trying to pursue does not, and cannot be applicable to me personally, your policy was broad brush and carved out no exceptions. It was because of the non exemption to your plan that I wrote to you in the first place, knowing full well that you could do nothing to me personally because of the time factor. Furthermore, when I was leaving the public service under the redundancy programme in 1994, I insisted that I got a letter from Roger Cousins, the then Chief Secretary, that my pension was preserved until it fell due. Before we took our cheques, Lillian Missick and I got that letter. It was a good thing that we did, because later on the Chief Secretary’s Office was trying to deny some pensioners their pension and I provided my letter to them that indicated that it could not have been done! I did not in my previous letter to you make “a number of inaccurate assertions”. In any event, you are still trying to deny persons the pensions
that they were properly entitled to. When the UK found itself knocking up against a system of benefit payments that in their view could not be sustainable, a Commission was called for to review the circumstances and make recommendations. The UK’s “Independent Public Service Pensions”, led by Lord Sutton of Furness, made its Final Report on 10 March 2011. A similar exercise should have obtained here in Turks and Caicos Islands. That certainly was not done here! All you seem to be interested in doing was to reduce what you perceive as government’s obligations and cut outlays without real consideration to the consequences to such policies! When I asserted that you were trying to deny Turks and Caicos Islanders their just pension due, while yours is being preserved in the UK, I was correct! Let me therefore quote from Lord Hutton’s List of recommendations and you would see have most of them are 180 degrees from what you are proposing for us. 1. “The Government should ensure that public service schemes, along with a full pension, deliver at least adequate levels of income for scheme members who work full careers in public service.” 2. “The government must honour in full the pension promises

that have been accrued by scheme members: their accrued rights. In doing so, the Commission recommends maintaining the final salary link for past service for current members.” 3. “As soon as practical, members of the current defined benefit public service pension schemes should be moved to the new schemes for future service, but the government should continue to provide a form of defined benefit pension as the core design.” 4. “Members should have greater choice over when to start drawing their pension benefits, so they can choose to
retire earlier or later than their Normal Pension Age and their pension would be adjusted accordingly on an actuarially fair basis. Flexible retirement should be encouraged and (my emphasis) abatement of pensions in its current form for those who return to work after drawing their pension should be ELIMINATED. In addition, caps on pension accrual should be removed or significantly lifted.” 5. “The Government, on behalf of the taxpayer, should set out a fixed cost ceiling: the proportion of pensionable pay that they will contribute, on average, to employees’ pensions over the long term. If this is exceeded then there should be a consultation process to bring the cost back within the ceiling, with an automatic default change if agreement cannot be reached.” The above is just a sampling of the recommendations that Lord Hutton made. Clearly, by now you must revisit the stance you have taken towards Turks and Caicos Islands pensioners! Lord Hutton did not bash past UK administrations, but rather looked at how best to fix the system without disenfranchising any of the pensioners of their just reward. I expect no less of you! 10 Questions the Brits Won't AnsWer By the torch Dear Ministry of Finance AKA Brit High Command, The Torch refers to your recent press statement entitled, “Restoring financial stability to the Government of the Turks and Caicos Islands.” Kindly respond publicly to the following numbered questions based upon your press statement. Yes, these matters are The Torch's business! He is an investor and a significant taxpayer. Further, he had absolutely no causative input to the gross financial mismanagement of the Tauwhare-Misick administration, which in turn caused our current economic meltdown when the worldwide recession exposed said mismanagement. The Torch and many others in his or similar positions, including current and potential future investors in the TCI, have an undeniable personal and economic interest in being able to determine your level of competence in the field of macro-economics and whether you are now misleading citizens and residents with your statements about the recovery of our shared economy. If you deny that such an interest exists, you should state so publicly now. It is fair for you to know that on the basis of his observations to date, The Torch is biased against you. He believes that you and your experts, individually and collectively, have absolutely no idea what you are doing in the field of macro-economics and that you are ideologically clueless as to how to expand what has always naturally and geo-politically been a Capitalist economy here in the TCI. The Torch believes that economic expansion is far too simple a concept for your brilliant Socialist minds. The sole effective function of government in any successful Capitalist (The Torch apologizes for that tautology.) economy has been demonstrated over and over again. It is to create and maintain a socioeconomic-legal environment in which private businesses will be created or attracted and will flourish by and through a level playing field constituted of inalienable property rights, equality of opportunity, limited government regulation and clear and unquestioned respect for the Rule of Law in all matters, private and public. By way of comparative example, just such a situation happened accidentally in your own colony, Hong Kong, due to geo-narco considerations far beyond your control or ability to create. Your predecessors were sufficiently un-Socialist at that time to stay in Victoria City, gin up and stay the Hell out of everybody's way. The result was a multi-decade financial services and business boom in what is still the number one jurisdiction in the world for economic freedom and business friendliness according to the Heritage Foundation's 2011 Index of Economic Freedom. Your ideological pals, the Communist Chinese, were Capitalist enough to recognize this and have generally followed the 50-year hands-off agreement negotiated by the Thatcher government. As a result of continued small government, low taxes, and the consequent light-handed and efficient regulation of Hong Kong, it has been pulling up the rest of China by its economic example, instead of being pulled down by the rest of China. Meanwhile, all your ilk has done with the rest of your own colonies over the past 50 years is to create nothing but welfare entitlement basket cases all over Africa and the Caribbean. By comparison to you, it is incredible how open-minded the Communists have been to the obvious benefits of Capitalism. The Socialist, collectivist statist principles with which your ilk has destroyed your colonies and indeed your own country since WWII will not work here. Perhaps the only question The Torch should be asking is when you will realize that simple demonstrable fact. You cannot have a Socialist welfare state on a small island where almost all wealth is imported! Duuuuh!! If you believe that any question posed below is unreasonable, then state so and either decline to answer it or answer it in a qualified manner. However, do indicate how and why you consider any question to be unreasonable. Prefatory quotations below are taken directly from your press statement. “The Government of the Turks and Caicos Islands is in the middle of a financial crisis. As a result of the actions of the previous administration it has been running a significant budget deficit since 2007 and has accumulated high levels of debt as a result.” 1. How many Assembly expenditure bills or Cabinet spending decisions between 2007 and August 2009 did
the Governor in Cabinet block or attempt to block? 2. During that same time frame, to what extent did the Governor in Cabinet rely in his overall public spending oversight upon any written budget, audit or profit and loss statement regarding TCIG revenues and expenditures? If you will say that he did not so rely upon any such document, why did you collectively fail at all times to cause such a document to be prepared, as a matter of basic diligence, before further discharge of your constitutional duties with regard to public finances? “Bankruptcy has only been avoided because the UK Government provided the financial support needed to keep the public sector afloat and now, through $260 million of loan guarantees, with the time and resources we need to tackle the dire fiscal legacy the Interim Government inherited.” 3. On a scale from 0 to 100, where 0 is no responsibility and 100 is full responsibility, what would you say is your responsibility level for our current financial crisis? In your answer, consider the extent and nature of your constitutional duty as our experienced safety net against malfeasance by inexperienced, unsophisticated and dishonest members of local government. 4. You seem to have a propensity for selecting secondary causes and treating them as primary. Would it not be much more accurate and honest to state that bankruptcy was only avoided because concerned citizens and residents mounted a Parliamentary letter writing campaign to alert your bosses to your gross constitutional negligence in the oversight of local government generally and of public spending specifically? “Achieving fiscal stability is not only essential to avoid the specter of default; it will also provide a major boost to the economy by allowing local businesses to thrive and restoring confidence that the Turks and Caicos Islands are a sound place for investment.” 5. As government has no way to make money, because it produces nothing and only consumes the wealth of others, and must therefore seize its revenue from businesses and individuals by force or the threat of force, would the situation not be the exact opposite of what you claim? To achieve fiscal stability, a government must necessarily harm local businesses by taking from them wealth that the businesses could better spend themselves to expand their businesses and create more wealth? Precisely how would a government's achieving fiscal stability allow private businesses to thrive? “It will be tough, but we must stabilise the Government’s finances now to ensure a quick path out of the current economic difficulties to a more prosperous TCI in future.” 6. You speak as if government is paramount in an economy and that if government finances are balanced, private enterprise will thrive as an unexplained direct and immediate consequence. You have the cart before the horse! The success rate of local businesses and the ability of TCI individuals to create and expand those businesses is primary and paramount to our economy. An expanded economy must occur first. That's from where the wealth comes. Government should not harm existing businesses and repel new ones in order to balance its own books first and then just hope that it's anti-business actions will cause business expansion without cause at an undefined later time. You, as government, should now only act to allow businesses to be created or to expand, even if that means doing nothing to raise your revenue. Your positive actions should be confined tyo the reduction of public spending. Then, and only then, should a parasitic government like yours glom onto the success of others to balance its books. Again, we are not here to serve you! Do you not have this completely backwards? “The guarantee comes with a number of conditions to ensure that TCIG takes this opportunity to achieve financial stability; the most important of these is the need to achieve a financial surplus by the end of 2012/13.” 7. There is virtually no way, given the current economies of our major customers and the fact that capital is mobile, that there can be a TCIG surplus in 2 fiscal years – so extensive was your constitutional negligence during the prior administration. Yet in your fantasy world, our economy somehow inexplicably will

While it is obviously easy to fantasize in writing about a budget surplus, what rate of actual GDP expansion in the TCI are you relying upon across each of the next two years to cause an overall government surplus within 2 fiscal years? “The need to reform TCIG’s revenue system has been recognised for many years. Government revenues fell from a peak of $220 million in 2008/09 to around $120 million in 2010/11, reflecting the instability of the existing revenue system and its vulnerability to external shocks - in this case the global economic downturn and its impact on the construction and real estate industries which have been the main sources of Government revenue in TCI.” 8. This conflicted statement demonstrates your total confusion as to what was the actual cause of our current economic meltdown. You can't fix the problem if you have no idea what caused it. If you have a brand new Ferrari Testarossa but can't afford to put gas into its fuel tank, is its fuel system the cause of its inability to move or is your inability to add fuel the actual cause? You have brought in Fiat mechanics to tear out the Ferrari fuel system when you should just add gas? If you will allege that our revenue system was the cause of our economic meltdown, then your revenue system in the UK must be broken too. Yet that is not being fixed. Illogical! If you will allege that both reasons are causes, then shouldn't we fix the economic downturn first? Maybe there's nothing wrong with the existing revenue system - beyond a simplification, streamlining and decriminalization. The Torch suggests to you that our economic meltdown was created by the bloody obvious. The general worldwide recession exposed massive and pervasive political and personal corruption on every level of government with you completely asleep at the wheel. Are you not here now with the primary economic purpose of camouflaging your responsibility for our near bankruptcy and otherwise to make busy work as a diversion from the real cause of our economic meltdown? “The cornerstone of the new system is the introduction of Value Added Tax, a broadly based consumption tax which has been successfully introduced in countries world-wide including many smaller economies with a heavy reliance on tourism. In the Caribbean, it has been successfully implemented in Barbados, Jamaica, Trinidad and Tobago, the Dominican Republic, Haiti, Belize, Dominica, Grenada, Guyana, Antigua and Barbuda, and St Kitts and Nevis, and it is in the process of being implemented in St Lucia, and St Vincent and the Grenadines. In many instances the revenues raised by VAT have been well ahead of projections.” 9. You appear not even to have contemplated the possibility that if all of these listed Caribbean competitors of ours have implemented the wondrous VAT, it may represent excellent strategy on our part NOT to do the same thing AND to announce that fact. Kindly provide the most successful example of implementation of a VAT from the list of Caribbean countries you provide. This will enable local TCI business people to assess the accuracy and quality of your comparisons with the TCI. “At the same time we need to cut expenditure to reverse the rapid and unsustainable growth of recent years and bring it back into line with income. Staff costs are by far the biggest element of TCIG’s expenditure.” 10. Then you must already have a good idea what those costs are. Indeed you've had almost 2 years to compute these fundamental statistics before launching your economic plan. That being said, please provide the total number of TCIG civil servants, including the police force, and the total TCIG monthly payroll cost in 2007, August 2009 and now. If you are genuinely and honestly interested in transparency and good governance in the TCI, you can and should answer the above reasonable questions and others put to you. PDM holding extra meetings in London Officials frOm THE People’s Democratic Movement (PDM) will head to London for a variety of meetings next week June 13th through June 18th which coincides with the direct constitution talks with Minister Henry Bellingham and Foreign and Commonwealth Office (FCO) officials. According to a press release from the PDM, direct talks is a request consistently called for by our Party since our first visit to London in January 2010 with FCO Director Colin Roberts. In addition to these talks scheduled for Wednesday June 15th and Thursday June 16th meetings will be held with The TCI All Party Parliamentary Group on Tuesday at 3.30pm. This meeting will serve as the Annual General Meeting of the TCI All Party Parliamentary Group o f the UK House of Commons. The last AGM was held in July of 2010 when we addressed the group after it reconvened following the UK General Elections.

But, changes are being considered to the electoral system based upon the population, size and make up of persons in the islands,” the PDM stated in a separate press release. “We have reason to believe that there are approximately 35000 persons living in the Turks and Caicos Islands which would represent a doubling of the population in approximately 10 years since the last census was conducted. We also have reason to believe that the breakdown of those 35000 persons is as follows: 20 thousand Turks and Caicos Islanders living in the country, 13 thousand temporary work permit holders and;( declined from 18thousand in 2009),
two thousand Permanent Residency Certificate holders of Jamaican, Haitian, Dominican, American, British and other nationalities and an unknown number of illegal persons.” The PDM says the flaw comes from the fact that the figures used again and again by the FCO and their advisors are that only 7000 persons out of the entire population is properly politically represented. “This information or misinformation is deceivingly incorrect. We would accept that it is merely and oversight, however because of the consistent repeating of this incorrect information we are compel to demand that the FCO discontinue to use this statistic as a basis for decision making purposes. We state this now so that the people will know that we are aware of the false assumptions that have been used by the British Government to arrive at their various positions. WE ALSO STATE FOR THE RECORD THAT WE INTEND TO CORRECT THE RECORD ON THIS AND OTHER INACCURACIES. We further call on the Interim Government to publish the census or tell the people when they will publish the census,” the PDM added.

Insurance companies report widespread fraud after Hurricane Ike By Vivian Tyson SUN Senior Editor
At leAst one insurance company has reported that it has uncovered widespread fraud in Grand Turk in the aftermath of Hurricane Ike in 2008, as a number of policy holders tried to claim a lot more for which they valued their properties. Shavar Cooper, Claims Manager at the TCI First Insurance made the claim while among a three-member insurance panel that was invited to address the Providenciales Chamber of Commerce on the dangers of not effectively insuring one’s property, on Monday, June 6. According to Cooper, the main problem encountered during his sojourn into Grand Turk in the aftermath of Hurricane Ike was that a number of properties were underinsured and as a result, individuals tried to commit fraud in making their claims. Some, according to Cooper, went
as far as to present other properties as their own in their bid to collect substantial sums from the insurance companies. “We experienced problems where someone paid for a premium; they expected us to give them a certain amount of money for a building that was never there, and there was nothing to support their claim that a building was there. “Some of the houses didn’t have any contents but they (owners) insured for contents, and when we asked for documents they couldn’t provide them. Documents are important in settling claims,” Cooper said. He revealed also that a number of people made claims for houses that were unfinished, and so, were surprised when loss adjusters arrived on the scene to make valuations. “They didn’t expect us to just popup and take measurement and all of that stuff. They were unable to show any contents or provide documents,
because document is important in making claims,” Cooper explained. He pointed out that there appeared to have been a number of legitimate claims, but as a result of many of claimants misplacing their documents, was difficult to properly assess the damages and determine most suitable payout. “My experience with Hurricane Ike in Grand Turk was horrible. A number of persons didn’t know where the policy contract was, didn’t know where to turn, and didn’t know who to go to. “Their properties were underinsured tremendously. You found that a number of properties that had only mortgage interest – people value the property for only what they owed the bank - which is the incorrect way to insure your property. “Some properties valued a million dollars, and they only took out insurance for $300,000 just to finish the inside of the building. ProPerty owners with insurance coverage are being asked to carefully review their documents in order to ensure that they are fully covered in the event of a natural disaster especially as the Caribbean enters in into the 2011 Atlantic Hurricane Season. Addressing the Providenciales Chamber of Commerce on Monday, June 6, Tony Lancaster, President of the Turks and Caicos Islands Insurance Association from the Insurance Centre, said that a number of persons are not fully covered contrary to their conclusions. Lancaster urged policy holders to read all the fine prints so as to arrive at an understanding as what is insured and under what circumstances, as some properties may not be covered in the event of some disasters. According to him, it is the document that determines what the policy holder would get from the insurance company in the wake of disaster. “It is very important that you read and understand this document. You can’t depend on your agent or broker. Your agent is an agent of the
insurance company, and their professional duty is to the insurance company, their duty to you is limited. You have to read it (insurance document) and understand it yourself,” Lancaster urged. He recommended that policy holders ensure that they secure their copy of the document so that it would be readily available in case of making claims. From a business standpoint, Lancaster explained that there are various methods that can be applied in buying insurance and valuing property. “You can buy insurance on a replacement-asnew basis; a reinstatement basis; you can buy atcost-price basis; and you can buy on a market-price basis. I do recommend to you as business people that you insure as a replacement-as-new basis. “That way, when you have a claim, there is no argument as to how it is going to be paid out. It is going to be paid out on the basis of bringing that equipment/that piece of furniture in from a supplier in Miami brand new inclusive of freight and duties,” Lancaster pointed out. He advised his audience that this was the best time of year to shore up an insurance policy, since it is the period that most natural disasters are

buildings were either not finished or some of them had completed work outside – nice decorative stuff outside - but inside, you could look from one room to the next, which means that the claims presented were not what they really were,” Cooper revealed. Months after the passage, dozens of persons were stilling in tents, as their homes were taken apart by the strong wind, and they were unable to come up with the funds to replace them.

It is called an average clause, and the result of an average clause is that if you are under-insured your claim is reduced proportionate to the underinsurance,” Lancaster revealed. He pointed out that in the event that a natural disaster destroyed a property which valued a hundred thousand dollars but insured for fifty thousand dollars, the owner would only get fifty percent of the funds to restore it, plus deductible from the paid out sum. “All of a sudden you are fifty percent out of pocket, and then the deductable is applied, which is two percent of the sum insured, which is another ten thousand dollars. So out of your storm damage of a hundred thousand dollars you are presented with, if you are lucky, a cheque for forty thousand dollars,” Lancaster further explained. Applicants must have obtained excellent grades (2 / B or higher) in O’ Level or A’ Level examinations. Subjects must include mathematics and physics. An Associate Degree from the Turks and Caicos Community College with at least a 3.00 GPA, in science or in engineering, would be an advantage.
2. Applicants must provide a short essay (1,000 words maximum) on how they would be an asset to the company upon completion of the degree and return to the Turks and Caicos Islands.
3. Applicants must provide a notarized copy of the acceptance letter from an accredited university (approved by PPC) in the US, Canada, or the UK. 4. Finalist will be interviewed and one recipient will be selected from the pool. 5. A strong desire to pursue engineering as a career. 6. Candidate must be a belonger and a graduate of a secondary school in the Turks and Caicos Islands. The recipient will be bonded to the company for four years upon completion of the program and will be expected to intern at the company during holidays.
PPC can provide guidance in helping potential candidates in selecting the universities and engineering programs. The emphasis is Mechanical and Electrical Engineering. The experiences I gained at the University of West Florida while pursuing my Bachelors in Electrical Engineering Technology have prepared me to be more efficient and effective in my career. Now that I have completed my degree I look forward to contributing significantly to the PPC team.

FAU was a great experience, not only did I obtain my BS Degree in Electrical Engineering, but I also placed 2nd in Senior Engineering Design (ED2). The scholarship program that PPC has is next to none and the support from the scholarship coordinators at PPC is the best.

Lee Forbes and the Force is a lively four piece band originating in Provo in the late 1990s. Though their roots were in Gospel, as the years went by and members changed they found their real footing in jazz, reggae, rhythm and blues and soca. The band is led by Lee Forbes on vocals and drums. The Force consists of Brian Swann on the keyboard, Wing Dean on the guitar and Tony Rigby on the bass. They have recordings which can be heard playing at bars and restaurants throughout the islands. They have been playing all through the Turks and Caicos for the past ten years with regular appearances at favourite local hangouts such as Ports of Call, Danny Buoy’s and Horse Eyed Jack’s. They have also played in the US at the EA Jazz Festival three years running. Lee and the Force are also regular features for weddings at Beaches and the Palms, as well as private parties.
SMOKIN HONEY Smokin Honey is made up of two sets of brothers – Keno and Kazz Hall hailing from Grand Turk and Provo natives Jervon and Janardo Laporte. While Keno & Kazz play predominately island flavoured music – soca, reggae, rake and scrape – the Laporte brothers are more into Jazz, focusing on the smooth sounds of the saxophone. The four of them come together to form a diverse four piece playing island favourites. Though the band has only been performing together as a foursome for a short while, they have a great deal of experience individually. Keno & Kazz performed for the first time in 2000 and released their first single ‘Are you Ready’ in 2002. Their latest single to come out almost ten years later is ‘Layaway. While Kazz plays part time, Keno has a full time focus on his musical career. Janardo and Jervon Laporte began playing the saxophone at early ages performing in school. They are both full time artists pursuing careers in music. Janardo released his first album, ‘Searching’, in late 2010 and Jervon is expecting to release his first album, yet to be titled, sometime in 2011. As Smokin Honey Keno plays the keyboard with brother Kazz on the guitar. Janardo and Jervon will be laying down their saxophones for the night to play the drums and bass respectively. They perform regularly at the new Havana Club at Windsong as well as private bookings. You can follow them individually on Facebook or Myspace and expect to see a Smokin Honey Facebook Page coming soon.
BOWEN ARROW Bowen Arrow has been rocking down in Turtle Cove Marina for the past two years. This four piece band plays a mixture of rock and roll and blues – genres that many local bands steer clear of – with influences ranging from latin to country. Made up of a Grand Turk native and three Canadians, these bandmates have years of experience in their craft. Energetic frontman Patrick leads with vocals and rhythm guitar with David Bowen on the bass, David Klinko on the drums and Billy Simonton on the lead guitar. David Klinko and Billy have been playing together for a while and were joined by David two years ago. Pat is the newest addition joining them in late 2010. While all members are incredibly talented, David Bowen describes their musical careers as more for fun because they enjoy the music and not a career focus as they all have full time ‘day jobs’. You can catch them down at Aqua most Friday nights.
HOOZYA DADDY?
RASTA GENERATION
Hoozya Daddy started off as a five piece band in Provo in several years ago. Now down to four, they have played at local hot spots such as Tiki Hut, Somewhere and Parrot Cay (as a two piece). While they have a reputation as a rock and roll outfit, Hoozya Daddy also dips into soul, rhythm and blues and pop. They are also gaining a reputation for their original songs. The band is led by Sally Greenwood on vocals and rhythm guitar, and her father Steve Greenwood on the drums. Bob Hawkins skillfully plays the lead guitar with Chris Conway on the bass. While the four of them don’t play together regularly these days, Bob and Sally play acoustic sets throughout the islands. They can be seen at Amanyara, Somewhere and even over at Parrot Cay where they have had made a fan of Keith Richards, founding member of the Rolling Stones. They are currently working on a record which showcases Sally’s vocal talent. They were also chosen as the opening act when reggae favourites UB40 performed in Provo in 2009.
Rasta Generation is a four piece band that came together in early 2002. Since then they have played shows throughout the Turks and Caicos Islands from Salt Cay to Provo and performed at many charitable community events. They are deeply influenced by their Rastafarian beliefs and use reggae music as a way to share their message. Rasta Generation consists of Rupert Garland on the drums, Rupert Gardiner on the keyboard, James Garland on the bass and Tony Rigby on the guitar. With their roots in reggae, they describe their music as ‘irie’ and sharing the Rasta consciousness with their fans. They have 17 local hits including ‘Diseases are Flowing Through the Air’ and have participated in PTV’s music video show ‘Con-Binner-Rama’. They appeared on the show playing sounds of the islands and were featured traveling the Turks and Caicos showing day to day life in the islands as well as highlighting special sights and historical areas throughout.
JUST SPLIFF Just Spliff is a two man band with a unique style. They combine reggae with rock and roll, rap and rhythm and blues to create a sound that is difficult to imitate. They cover songs from many genres – from Linkin Park to Tracy Chapman to Gyptian transforming them into their distinctive reggae style. Romano Howell, known as ‘Justice’, keeps the beat with the bongos while Shaun Dean, better known as ‘King Spliff’ plays guitar and commands the mic. They have been performing together for years and can be found entertaining a crowd at Somewhere every Thursday evening. They are also available for private parties and more.
Q-BAND LYNX Q-Band Lynx is a diverse six man band hailing from Kew in North Caicos. This common birthplace led to the group’s name derived from Kew Band Links. They predominantly play rake and scrape – a highly popular genre of music which is a big part of Turks and Caicos culture. This lively group has been together since just last year and consists of Demitri Lightbourne, Shaldin Delancy, Vernardo Delancy, Randy Missick, Jonathan Parker and Brucelee Pratt. Shaldin leads this group with vocals with Demitri and Jonathan on the keyboards, Randy on the lead guitar, Vernardo on the bass and Brucelee on the drums. Despite having been together for less than a year, Q-Band Lynx has a wide array of experience individually with other bands. Their goal as Q-Band Lynx is to provide music for people of all ages and to get the crowd up on their feet and moving!

On Sunday, June 5th, 2011, Sonny Gordon and Emmanuella Coleman came together with friends and family to celebrate their union as man and wife. The beautiful early morning ceremony was officiated by Pastor Sherlock Padmore at Christ is the Answer Church on Airport Road. Maid of Honor and Bridesmaid Tanise Smith and Leisel Ewards respectively, strode down the aisle in striking red gowns prefacing the cool tranquility of the bride. Emmanuella, dressed in a beautiful satin gown with a lace bodice and lace detail along the body of the dress, glided up the aisle to her anxious, tuxedo clad husband to be.

The couple happily exchanged vows and treated their guests to a small glimpse of the love and passion that drew them together when the groom claimed his wife with a fervent kiss. The unique morning reception was held at Carambola Grill and Lounge, where family, friends and well wishers toasted the bride and groom while enjoying a delicious Caribbean breakfast fare. The first dance, cutting of the cake, happy chatter and a smattering of light kisses between the happy couple completed the already perfect day.

Learning to Love Exercise
Tapping into your enthusiasm Yes, working out can be fun! We’ve all made an early dash to the grocery store and witnessed that woman jogging. She looks graceful as she bounds through the neighborhood, and we wonder what on earth made her get up so early on a Saturday and dive into her running shoes. The answer, of course, is that she moved beyond the “need” to exercise and entered that mysterious land where she “wants” to. We all possess the ability to tap into that place. In fact, it’s kind of like Dorothy’s red slippers — you’ve had it all along. It’s called play. Or, it’s what exercise professionals like to refer to as “the fun factor.” The theory goes that if it’s enjoyable, it won’t be a chore, and you’ll want to do it. There are two ways to increase the fun in your workout: minimize monotony and maximize enjoyment. Another clue: this doesn’t involve checking heart rates or concerning yourself with aerobic thresholds. Explore doing things you loved to do as a kid, things that were naturally athletic. Rolling on the floor or down a hill, wrestling, running, rollerblading...it’s all about feeling your body and feeling the elements — water, wind, earth — against your body. Researchers even say that engaging in fun physical activities seems to have a stress-reducing component that goes beyond ordinary exercise. But only you can define fun for you. If you’re a social animal, maybe try out group activities such as walking, team volleyball, square dancing, a running club or soccer. If the wild calls, consider mountain biking or trekking. For those who crave singular, intense tasks, try rock-climbing or marathons. But the key is to investigate experiment and try a variety of activities. Experiment with your inner athlete Remember, even athletes get the blues — or at least bored. I’ve always enjoyed exercise, but like anyone, I can get in a rut, especially when I’m not improving. For her, the rut arrived when she felt her tennis game stalled. Stop trying so hard and focus instead on being curious about the sensation of your body as you play. Let yourself be interested in how you feel and as you do that you can do whatever you are doing with less effort and tension. And more fun! Some people can relate to the concept of having a few too many drinks on a Friday night and waking up worse for wear the next morning, but few can have a night that compares to the adventures of the boys of the Wolf Pack. That’s right, they are back at it and this time they are taking their insanity to a different continent. Two years after their adventures in Las Vegas, Dr. Price (Stu) is off to get married. However unlike his first marriage, this one does not take place in a quaint chapel on the strip; this Marriage is a formal ceremony that is hosted at a luxurious resort in Thailand. Even though the entire gang comes over (Phil, Doug and Alan), Stu, who is still shaken from the events in Las Vegas, objects to having a bachelor party, fearing that it might ruin his marriage. It seems that forces are working against Stu since even without a bachelor party, things spin into ‘Hangover’ mode on the first night when the gang gathers to have ‘one drink’. What started as a drink and a bonfire developed into a night that caused Phil, Alan and Stu to wake up in the bustling city of Bangkok. When they do wake up they find themselves in a dirty hotel room; the only clues they have of the night before are a random monkey, a tattoo imprinted on Stu’s face and Alan without a hair on his head (apart from his beard). No one has any recollection of the events which occurred the night before, and in order to move on they must retrace their steps; and we all know that is something that they are familiar with. If you are a film fanatic hoping to see an original breath taking movie the Hangover II is not for you. It is very similar to the first movie in terms of story and main characters; but this may be a plus for some people. Little has changed about Phil, Stu and Alan; they are the same guys we love to pity and laugh at. If you want to see another chapter in the Hangover story, one that keeps a sense of familiarity, then this is the film for you. Being described by critics as “pure unadulterated and unapologetic fun”, the Hangover II is a film filled with moments that will have you hugging the ground, laughing. The movie is definitely not appropriate for all ages, but if you are over eighteen years old and want some good old fashioned vulgar comedy, go to LRaye cinema and watch the Hangover II.

Gabrielle Union: 'I tried to shoot my rapist' For anyone who thinks that Rihanna's "Man Down" music video is over-the-top and simply out to grab headlines, Gabrielle Union has a message for you: It's not. In fact, tragically, it's very true to life. In particular, hers. After being asked by a fan about her response to the controversial clip, the actress opened up about her own abusive past, and revealed a heartbreaking parallel between the video's story and her own: namely, that she, too, once tried to shoot the man who raped her. The topic came up last week, when Union was soliciting ideas from her followers on how to better combat violence against women and kids. When a fan asked her what she thought of the Rihanna video, the 38-year-old star responded with unexpected honesty and candor. " I haven't seen it yet," she tweeted. "I'll let everyone know my thoughts on it when I do." A few days later, she had. Parents Television Council blasts Rihanna " Saw 'Man Down' by @rihanna. Union, whose tweets on the topic not only brought awareness, but support, to survivors of similarly horrific circumstances, credited Rihanna's video with not only getting her talking about her ordeal, but many more people, as well. Ja Rule is headed to a New York prison for up to two years after being sentenced today in a 2007 gun case. The platinum-selling rapper and actor had pleaded guilty in December after being charged with attempted criminal weapon possession. The charges stemmed from an incident in July 2007 when the authorities pulled the rapper over as he was leaving a concert in his luxury sports car and found a loaded semi-automatic 40-calibre pistol in the back seat. They later discovered the gun was unregistered and New York law prohibits people from having firearms outside their homes or workplaces. The rapper, his manager and their driver were all arrested on the scene, as was fellow rapper Lil Wayne who had performed with Ja Rule earlier that night. The 35-year-old, whose real name is Jeffrey Atkins, sat silently during the sentencing at the New York State Supreme Court. He is expected to serve between 18 and 20 months with good behaviour. Ja Rule also faces the possibility of a federal prison sentence for failing to pay taxes on more than $3 million in income, reports American newspaper USA Today.

Through the years, the word “coup” in bridge has come to refer to a wide variety of plays. There are, for example, the Deschapelles Coup, the Vienna Coup, the Bath Coup and even the Coup Without a Name, which bear no resemblance to one another. Some of these are difficult to execute, while others are fairly simple. Among the easiest to recognize and execute is the trump coup. Today’s hand provides a typical example.

Declarer cashes the A-Q of spades, disclosing the 4-1 trump division. This is unfortunate, South might say to himself (among other things). But he also realizes that all is not yet lost, because it might be possible to overcome the apparent trump loser by means of a coup. A basic requirement of the trump coup is that declarer must reduce himself to the same number of trumps as his opponent. Accordingly, South next plays the ace of hearts and ruffs a heart. He then leads a diamond to the queen and ruffs another heart, East discarding a diamond. Declarer now leads the king of diamonds and overtakes it with the ace, placing the lead in dummy at trick 12. When one of dummy’s diamonds is next led, East is couped — regardless of which trump he plays, South scores the last two tricks with the king and ten. Note that in addition to shortening himself in trumps, declarer must also arrange the play so that the lead is in the right hand at the right time. There are those who say that interest-only mortgages are the main reason for the housing market’s problems in recent years. Loans were given fast and loose, with many purchasers barely qualifying for the interest portion, never mind the principal when it was added in. Still, interest-only mortgage loans are still out there, and purchasers will sign up for them. On paper, an interest-only mortgage looks enticing: The first years offer a significantly lower monthly payment, especially if you’re only going to keep your home for a few years. But Freddie Mac might think there are clouds on the horizon. Freddie Mac (the Federal Home Loan Mortgage Corporation) was charted by Congress in 1970 as a means of providing stability in residential mortgage markets, especially for low- and moderate-income buyers. It props up the market by providing capital to lenders. It can be taken as something of a warning that Freddie Mac recently announced that later this year, in September, it will stop purchasing interest-only mortgages. There are other types of mortgages to consider: • Fixed-rate mortgage. These are the safest mortgages because your monthly payment will be stable for the life of the loan. The only things that could go up are the insurance and property-tax portions. With insurance, you have the opportunity to shop around. • Biweekly mortgages. You make half of your mortgage payment every two weeks. At the end of the year, you will have made 13 months’ of payments instead of 12. Floods swamp Haiti killing 23 PORT-AU-PRINCE – Torrential rains lashed Haiti on Tuesday, flooding shanty towns, swamping the squalid camps erected after a 2010 earthquake and killing at least 23 people, officials said. The worst rains to hit the impoverished country this year -- at the start of the hurricane season -paralyzed the capital, where most of the deaths took place, according to officials at Haiti's civil protection agency. Thunderstorms were pounding several north Caribbean islands early Tuesday, but there was little chance of the large low pressure area developing into a hurricane, according to the USbased National Hurricane Center (NHC). Several days of rain had already swelled rivers, however, and the NHC warned of "flash floods and mudslides over portions of Haiti, the Dominican Republic, Jamaica and Cuba." Haiti's 2010 earthquake ravaged Port-au-Prince, killing more than 220,000 Haitians and leaving 1.2 million homeless, based on official data. That toll has meanwhile been significantly downgraded in recent weeks by a not-yet released USAIDcommissioned report, which contends between 46,000 and 85,000 people were killed in the quake. Little has been rebuilt since the disaster despite pledges of billions of dollars in foreign aid, but international donors were expected to step up rebuilding efforts following Martelly's assumption of office last month. His victory in presidential elections came after a months-long political and electoral crisis in which his opponents were accused of vote-rigging.

Jamaica Prime Minister Bruce Golding says economic measures bearing fruit WASHINGTON, DC - Jamaica's Prime Minister Bruce Golding has told the Brookings Institute that the economic measures his administration has put in place were now bearing fruit and that his country was on now on sound economic footing. Delivering a lecture at the Institute in Washington DC on Tuesday, Golding said that while his country was experiencing economic growth in some areas, there is still need for more to be done and pointed to some of the economic measures his government had introduced including: the introduction of debt exchange, measures to reduce crime, divesting Air Jamaica and the island’s sugar factories, along with the development of stringent economic programmes with support from the International Monetary Fund (IMF) and the World Bank.
Golding said that his administration had also instituted significant institutional reforms to create fiscal sustainability through legislation that will put serious restrictions on our deficit and accumulation of debt and move it away from just government’s decision and subject it to significant parliamentary oversight. “I indeed want to go further and put it in the constitution and place significant limits with the provision that only in extra ordinary circumstances and with the approval of parliament can those limits be exceeded”, the Prime Minister said. “We have sought to consolidate government’s accounts and bring them under one Treasury Management System. St Lucia Prime miniSter hintS at Short eLection camPaign CASTRIES, St Lucia - Prime Minister Stephenson King has given his election planners another hint that he intends calling the date for the next general election in St. Lucia soon and that the campaign would not be a prolonged issue. “The battle has just begun. I said to my planning committee last Sunday that election is 21 days from now. As of now you are on election watch, so put your boots, put your gloves and let us get ready for that battle which is ahead of us,” he told party supporters at a public meeting. But a spokesman for the ruling United Workers Party (UWP) said that the reference to 21 days by the Prime Minister does not mean that the polls will be held within the coming 21 days. In the past, King has said that the elections would be called before the end of the year and Opposition Leader Dr. Kenny Anthony said he believes that the Prime Minister will announce a December poll, marking the fifth anniversary of the UWP’s victory at the last general election here. King told the supporters at the public meeting that he is confident the UWP would be victorious at the polls and that the party’s selected candidate for the Micoud North constituency, Dr. Gale Regobert would defeat the incumbent Janine Compton, the daughter of the late prime minister Sir John Compton, who founded the UWP. She is expected to contest the polls as an independent candidate after having fallen out with the UWP hierarchy. She had won the seat in the 2007 by-election following the death of her father who had been the Micoud North parliamentary representative for more than three decades. Prime Minister King said the UWP would stage a number of public meetings in the coming weeks “to continue to burn the flames and blaze the trail and return the UWP to office, for after one good term we deserve another”. Tourism Minister Allen Chastanet who also addressed the public meeting, challenged former tourism minister and deputy leader of the main opposition St. Lucia Labour Party (SLP), Phillip Pierre, to a debate on the performance of the tourism sector under their separate administrations. But Chastanet said it appears that Phillip was not prepared to accept the challenge. “Once again I say publically to Phillip come out and let us debate, let us put tourism, the economic future of St. Lucia on the platform and let’s talk about your track record, let’s talk about my track record, let’s talk about our philosophy and our direction for tourism.” But Pierre later told reporters he had no problems debating his successor even as he accused Chastanet of presenting figures that could not be verified. “For instance Chastanet claims that the tourism industry contributed one billion EC dollars (US$370 million) to the economy, but I am left to wonder where these figures came from since the Social and Economic review for 2011 indicates that hotels and restaurants contribute EC$391 million (US$144.8 million) and EC$67 million (US$24.8 million) to the economy respectively. He continues to be uneconomical with the truth,” Pierre said.

The New York Democrat was defiant on Thursday, declaring that he is not resigning from Congress, even as some of his House Democratic colleagues have called for him to resign over his sexually charged online relationships. In an interview with the New York Post on a Manhattan sidewalk, Weiner said, “I’m not” when asked if he planned to give up the House seat he’s held since 1999. But Gadhafi has refused to step down, going so far this week as to do a live audio broadcast as NATO warplanes bombed his Tripoli compound. "We will not surrender," he said during the broadcast. In Misrata, rebels reported intense shelling by Gadhafi's forces from three sides. It was the bloodiest day of fighting in a week, said Dr. Khaled Abu Falgha, a spokesman at Misrata's Hekma hospital. More than 1,000 people are believed to have been killed since the fighting began there in early February, including 686 civilians who lived in the city, he said. Misrata has been under siege for months by Gadhafi's forces, who have cut off all land access. The only escape route for rebels and civilians is by sea. Rebel fighters said their defense of Misrata was holding. The Transitional National Council, based in the de facto rebel capital of Benghazi in eastern Libya, has been seeking international support, including money, in its battle to oust Gadhafi.

Billionaire investor Carl Icahn bought the Tropicana out of bankruptcy last year, and has set about trying to regain business it lost under its previous owners, an affiliate of Kentucky-based Columbia Sussex Corp. US economy at tipping point, double-dip risk Recent housing and employment data suggests the U.S. economy is at a tipping point where a double-dip recession is possible and home prices could have much further to fall, a veteran economist said on Thursday. Robert Shiller said the recent uptick in unemployment is not yet enough of a sign as to which way the recovery is heading. But if unemployment continues to rise in the coming months, it could suggest another recession. "Whether we call it a double-dip or not, I think there is a risk," Shiller told
Reuters Insider in an interview. Likewise, data showing U.S. home prices fell into a double dip in March could prove to be either a seasonal effect over the winter months or part of a downward trend. "My gut feeling is we might see a continuation of the decline" in home prices, Shiller said earlier on Thursday at a Standard & Poor's housing summit. He added that a 10 percent to 25 percent slump in real home prices "wouldn't surprise me at all," though he cautioned that was not a forecast. Shiller pointed to the glut of unsold
homes on the market and the large amount of homeowners under water on their mortgages as pressuring prices. As for when home prices might bottom, Shiller told Insider that was unclear and it was possible prices could slide for 20 years. "We've seen five years of decline already since the peak in 2006 and I don't see evidence that we're coming out of it," he said. Microsoft shows off Windows 8 operating system Microsoft Corp showed off a version of its next operating system at technology conferences in the United States and Taipei, as some PC makers grumbled over restrictions on their involvement in the development of the system. The world's largest software company is expected to launch the new system, code-named Windows 8 and highlighting touchscreen features optimized for tablet computers, in the next 18 months, as it races to catch up with Apple Inc. But Microsoft has told chipmakers who want to use the system for tablets to work with only one manufacturer to speed up the delivery, Bloomberg and Dow Jones news reported, sparking worries among some PC vendors that they will be left out. In demonstrations at the D9 conference in Palos Verdes, California, and the Computex show in Taipei, Microsoft executives showed a starting page that resembles Microsoft's latest phone software, with live 'tiles' manipulated by pressing and swiping the screen. The demonstration shows Microsoft is making progress toward the new operating system, which it promises will run on a range of hardware devices from traditional PCs to laptops and tablets, using both touchscreen and mouse and keyboard commands. The company said in Palos Verdes that it was "not out of the game" in tablets, a view backed by some in the industry. "The fact that it's a year or two years after the iPad doesn't really matter. There is already a lot of built-in infrastructure," Adrian Crisan, Sony's director of engineering for VAIO and Mobile of America, told reporters in Taipei on Thursday. "Today Apple is first on one thing and Microsoft is first for another and, overall, it's going to be a race and whatever customers will like, they will buy." Separately on Thursday, U.S. chip maker Qualcomm Inc said it would collaborate with Microsoft on the next
version of Windows for its Snapdragon family of processors. Some Taiwanese vendors are concerned that the reported restrictions mean they would have to be chosen by chipmakers to make tablet PCs for the new Windows operating system. Previously PC vendors could choose their own partners. "By missing those chances, is it good for the whole industry together? This industry doesn't belong to Microsoft or Google, it belongs to all the participants," Jim Wong, president of world No.2 PC vendor Acer Inc told a news conference in Taipei on Wednesday. "So they can't make the decision for all of us. That's the problem," Wong said. Sony's Crisan declined to comment on the reported restrictions, but said Windows 8 would probably eventually be opened to everyone. On Wednesday, Steven Sinofsky, the head of Microsoft's Windows unit, said the new system did not yet have a name and did not say when it would be available. He promised more details at a developers' conference in September. The release date is a "Defense Department secret," joked Sinofsky, adding that it would not be this autumn. Microsoft typically aims for 24 to 36 months between major Windows versions, suggesting a launch date for the next Windows between October 2011 and October 2012. Sinofsky said Microsoft is working to integrate Internet telephone service Skype into the new system, following its agreement to purchase the company last month. He had shown a crude version of the new Windows system working on ARM Holdings chips -- which work better on mobile devices due to their low power requirements -- at the Consumer Electronics Show in January. Hewlett Packard Co will begin selling its Touchpad on July 1 in the United States for $499.99, debuting the first tablet computer powered by Palm's operating software. Jumping into the tablet computer craze triggered by Apple Inc's iPad, HP said on Thursday it start taking orders on June 19 in North America and Europe. The Wi-Fi version of the gadget hits store shelves July 1 in the United States, followed by Britain, Ireland, France and Germany a few days after. Canada gets the tablet, run on Palm's WebOS operating system, in mid-July, followed by Italy, Spain, Australia, Hong Kong, New Zealand and Singapore later in 2011. HP bought Palm last summer for $1.2 billion, hoping to combine its WebOS software with a plethora of devices from smartphones to printers, gambling that there is room for yet another mobile software platform. Citibank confirms hacking attack Hackers have stolen data from thousands of Citibank customers in the US, the bank has confirmed. The breach exposed the names of customers, account numbers and contact information. But other key data, such as date of birth and card security codes were not compromised, the bank said in a statement. Citigroup is the latest in a string of high profile companies to be targeted by cyber criminals. It has been criticised for not telling customers about the breach when it happened in May. "We are contacting customers whose information was impacted. Citi has implemented enhanced procedures to prevent a recurrence of this type of event," a Citi spokesman said in a statement to the Reuters news agency.
Around 1% of the bank's 21m account holders were affected - around 210,000 individuals. The statement did not detail how the
breach had occurred. Security experts said the thieves may try to get hold of more information from those targeted.
"While Citi customers aren't likely to have fraudulent charges against their accounts as a result of this breach, they are likely to encounter social engineering attempts to enable further crime," blogged Chester Wisniewski, a consultant for security firm Sophos. "Customers affected by this incident should be on high alert for scams, phishing and phone calls purporting to be from Citibank and their subsidiaries," he added. Citigroup in the latest firm to be hacked in recent weeks. Japanese electronics group Sony is still recovering from the theft of millions of pieces of data from its network. While security firm RSA has offered to replace the 40 million secure tokens used by people to log into banks after it emerged that key data that operates them had been stolen in March.
Why Google won't survive the Facebook threat Google's internet monopoly is certainly something to be envied. In the words of Ben Elowitz at TechCrunch, Google "had the most impressive dataset the world had ever seen; the most sophisticated algorithm to make sense of it; an audience of a billion users expressing their interest; and more than a million advertisers bidding furiously to reach those consumers at just the right moment." But is its crucial search feature vulnerable to Facebook? According to Elowitz, yes. Google is vulnerable precisely because its dataset is, as he puts it, "dead." Its search algorithm analyzes the pages and links that users have left behind, but it has almost no first-hand knowledge of any of the users who created this content. The users are all anonymous. Facebook, on the other hand, "has created a platform that knows more than 600 million people, complete with identity, interests, and activities online." Writes Elowitz: If Google’s business has been built on choosing which Web pages, out of all those in the universe, are most likely to appeal to any given (but anonymous) query string, think about this: Facebook already knows, for the most part, which pages appeal to whom—specifically and directly. And, even more powerfully, Facebook knows each of our individual and collective behavior patterns well enough to predict what we’ll like even without us expressing our intent. In Elowitz's estimation, this key difference could
give Facebook a tremendous advantage in search "when it eventually decides to move in that direction." But Matt Rosoff at Business Insider calls this idea "completely nuts." For one, he argues, a search function is "absurdly expensive." Moreover, Facebook already has a huge uncapitalized upside, as it only collects about $2 to $3 per user per year (though with 700 million users). But further than that, that is just not the way things go in the tech industry. Google will lose to Facebook, but not through a search function. A single dominant player emerges -- Microsoft in operating systems, Google in search, Amazon in e-commerce, Facebook in social networking. Once that happens, it's extremely hard for another player to beat the incumbent by doing the same thing better...
The way to win is to do something new and different that makes the old incumbent's business less relevant... And that's the real threat of Facebook and other social companies to Google. Eventually, users will realize they can get a lot of of the information they need -- particularly shopping recommendations -without ever conducting a search. At Beyond Search, Stephen Arnold agrees with the premise that "search" is no longer where the action is. Google is the past, rooted firmly in AltaVista.com-type methods. Facebook is, like it or not, the future of information access: gated, incomplete, social, and essentially cut loose from precision and recall unless intermediated through “friends.” Facebook may not need search, but nonetheless, Arnold points out that it has its problems cut out for it. Google is anchored in brute force solutions, and Facebook operates on a membership basis. Country club members put up with craziness from management in order to golf, have a place to park fancy cars, and eat dinner with people who are members. For Facebook, the company seems to be on a collision course with management, design and usability, performance, and legal issues related to personal information

Northern Star FC confirmed their place in the Da Conch Shacks Men's Beach Soccer league final with a 9-7 win against Provo United on Sunday. Northern Star raced to a 7-1 lead but United fought back to ensure the game would have a tense finish. Chris Bryan led the scoring for Northern Star with four goals, Marco Fenelus added three and Paul Collis and Matt Green scored the others. Jacques Etienne led the fight back for United with four goals, Harry Turbyfield, David Jazmine and Junior Stevens added the rest. In the second game the Conch Shack Shockers pulled off an impressive 9-4 win against the Stingray Strikers. The win gives the Shockers an outside chance of making the grand final as they are now only two points behind United and the Strikers. Jean Guerrier scored seven goals for the Shockers with Leighton Green and Jocelyn Senatus adding the others. Luis Turbyffield scored a hat trick for the Stingrays and Rodney Davilmar also got on the score sheet. Each team has two games left and it is too close to call to see who will get the extra final spot to play against Northern Star. MVP for week 7 was Jean Guerrier of Conch Shack Shakers.

Champions Knights, Five Cays finish Central Storage league with wins The Central Storage U17 Boys League finished at the weekend with two wins each for Five Cays FC and league champions Leeward Knights. The Knights had already claimed the title the week before but proved their dominance with a 4-1 win over the Blue Hills Sharks and 1-0 over Long Bay Revoluion. Herby Magny and Luis Turbyfield scored twice against the Sharks and Magny scored the winner against the Revolution. Jeff Joseph scored all three goals for Five Cays as they defeated Long Bay (10) and Blue Hills (2-0). Job Geanes got on the score-sheet for the Sharks in their loss against the Knights. The Boys league has been a success as it has made the U17 players more responsible and committed to the sport. Coaches Ian Hurdle and Harroon Swaby have noticed the difference in the attitude of the players. Hurdle stated "the boys are finally maturing into young men both on and off
the field. As with many teenagers some have issues with authority and discipline but that is changing...as a result the players are more focused and we are seeing signs of improvement. Duties and Responsibilities: • To ensure that all employees deliver the company brand promise and provide exceptional guest service at all times. • To maximize employee productivity through the use of multi skilling, multi tasking and flexible scheduling to meet the financial goals of the business as well as the expectations of guests. • To ensure that revenue generating departments operate in line with budget, maximizing revenues and profit through up-selling, pricing activities and proper yield management, while delivering on the company brand. • Supervise continuous 7 day/week, 24 hour front office operation, night audit and housekeeping operations and assigned staff, including hiring, training, evaluating performance and scheduling work. • To constantly evaluate local, national and international market trends vendors and other hotel operations to make sure that hotel own operations remain competitive and cutting edge. • To ensure that employees provide excellent service to internal customer in other departments as appropriate. • To spend time in public areas observing employee-guest interaction and talking with guests, working through department heads to coach employees in guest service skills as necessary. • To handle all guest and internal customer complaints and inquiries in a courteous and efficient manner, following through to make sure problems are resolved satisfactorily. • To actively participate in Sales and Revenue Management meetings to provide input on appropriate pricing structures to maximize yield and overall profits. • To encourage heads of department to look for marketing and public relations opportunities to increase awareness and ultimately business. • Monitor Front Office financial operations, including group billing, verifying rates/discounts, daily sales reconciliation, petty cash and room inventory controls. • Ensure proper inventory controls and month end count for all Rooms Division departments. • Assist with formulating budgets/forecasts and prepare monthly expense forecasts. • Maintain customer service/satisfaction standards and procedures with accordance with a Five Star resort. • Assist with maintaining and operating all computer equipment & programs supporting the Rooms Division operation. • Provide training for Hotel Administration internship students. • Be responsible for Life-Safety Code compliance. • Perform daily room and public area inspections to ensure property standards are maintained. Minimum Requirements • Hospitality Executive with minimum 10 years luxury international management experience-Caribbean experience preferred. • Bachelor’s degree in Hotel Administration, Business Administration or equivalent experience. • Must have proven strong coaching and leadership skills, excellent written and communication skills and exceptional problem resolution and relationship management skills • Strong knowledge of all areas, Opera PMS, PC skills, Excel, MS Office Suite and high detail orientation. • International Experience required, certified trainer. • Fluent English (additional language an asset.) Salary Range: $50,000 – 60,000 annually commensurate with experience.
ENGINEERING TECHNICIAN Reports directly to the Chief Engineer. This position is responsible for the day to day maintenance of the hotel. This position demands attention to detail, technical expertise and understanding of the preventive maintenance process. Warner refuses meeting with Fifa investigators Suspended Fifa vice-president Jack Warner is refusing to meet with the organisations investigators tasked with probing bribery allegations. Warner and fellow Fifa member Mohamed Bin Hammam are alleged to have paid bribes totalling $1m (£600,000) to Caribbean associations. Warner said: "I have not received any summons asking me to speak with them [the investigators] nor do I plan to." Both Warner and Bin Hammam have denied any wrongdoing. A total of 25 Caribbean Football Union (CFU) associations are alleged to have been paid or offered bribes of $40,000 (£25,000) each - and up to 18 of these have refused Fifa's call to go to Miami to provide evidence. Chris Gayle and WICB set for talks next week BRIDGETOWN, Barbados – West Indies cricket officials could meet with talismanic opener Chris Gayle as early as next week, in an attempt to resolve lingering tensions that have led to the player’s nonselection for the current one-day series against India. CMC Sports understands that the West Indies Cricket Board recently wrote to Gayle requesting a meeting and received a positive response from the former captain. Arrangements are now being made to convene a meeting in Jamaica where all parties are expected to thrash out controversial issues arising from recent comments made by Gayle during an interview broadcast live

No Lords Test for Windies in 2012 LONDON, England — West Indies could miss out on having a Test at Lord's when they tour England in the summer of 2012. A combination of the Olympic Games archery competition, and financial procedure could see the Caribbean side forced to play matches at other venues in England. "The Olympics is the Olympics," said Keith Bradshaw, chief executive of the Marylebone Cricket Club, which owns the ground. "Everyone understands that, and if cricket is moved aside for a period of time while the Olympics
are on, we all accept that and will work around it. "It's business as usual, with the bonus of having London 2012 coming to Lord's." The opportunity of staging the Test, along with Nottingham and Birmingham, has been offered by the England & Wales Cricket Board instead to the SWALEC Stadium in Cardiff, a comparatively new international venue in a principality in which cricket is not established as a major sport. The omission of a match at "Headquarters" — where they took such pride in the historic victory of 1950 — will hit West Indians living
in Britain particularly hard. Nor will they have a Test at The Oval, which for many years, was considered to be a "home" fixture because of the large attendance drawn from the large Caribbean heritage communities in the surrounding localities of South London — though the ground is expected to host a limited-overs international match against the tourists. A West Indies Cricket Board official informed the CMC Sports Wire that the regional governing body was aware of the scheduling challenge since last year. South Africa, with whom West
Indies share the summer schedule, have been given Tests at both Lord's and The Oval (as well as Leeds). Ironically, the recommendation was made by the ECB's major match group, an independent body chaired by Lord Morris of Handsworth, the Jamaica-born former trade union leader, who is known for his enthusiasm for the game and for West Indies cricket in particular. It is understood that with the Olympic Games in London dominating the summer sporting schedule, and two of the six Tests being also staged in the city, the ECB wants to give the outer regions a share of the other major events.
