PNP slams Interim Government Continued from page 1

The PNP statement was responding to a document released by the Interim Government called “Restoring Financial Stability to the Government of the Turks and Caicos Islands. In that report, the Interim Government said that the Turks and Caicos Islands is in the middle of a financial crisis, adding that as As a result of the actions of the previous administration it has been running a significant budget deficit since 2007 and has accumulated high levels of debt as a result. The Interim Government also said that following the negotiation of a $79 million last spring, the Government was unable to attract further borrowing on the capital markets, and without emergency UK support it would have been unable to pay salaries or fund public programs. However, the PNP responded by saying: “We expected that after two years of leadership negativity, the interim administration was ready to offer some semblance of hope to the citizens and residents of this country. Instead, what we got was a statement that was excessively gloomy, dramatically inaccurate, and hopelessly inadequate to addressing our countries pressing fiscal challenges. What we got from the ministry of finance was no road map to recovery. What we got was another notice from the governor that tougher days are ahead for this country.” The PNP statement continued: “By the Interim Government’s own admission, the last administration was able to achieve recurrent revenues in excess of $220 million during fiscal

year 2008/2009. In contrast, during the first full year of the Interim Administration’s governance recurrent revenues had fallen to a mere $120 million per annum. This represents a drop in recurrent revenues of $100 million or a 45% decline in government income. Additionally, when the interim administration took office in 2009 they reported approximately $110 million of national debt and this was inclusive of unpaid bills that they claimed they met by the previous administration. Today in just two short years the country has amassed over $260 million in debt and the government has announced that despite three new loans and a public bond offering, the TCI is in the middle of a financial crisis. This is not a natural course of events for any economy over such a short period of time, and one must question the wisdom of the persons in control.” The PNP said that rather than admitting their own short comings, the interim Government has repeatedly tried to lambaste the previous administration whilst attempting to remove themselves from any perceptions of impropriety and total incompetence. “The fact of the matter is that the Progressive National Party has presided over the largest period of expansion this country has ever seen. It is evident to the naked eye that the Interim Administration is concentrating its efforts purely on curtailing expenditure and not doing anything to maintain the country’s revenue base. They have essentially imploded our revenue system and implemented a tax based system that was targeted for these territories for

some time now. In doing so, they have frightened off investors. In the midst of the worst recession this country has ever seen, it is very sad and very unfortunate rather than building bridges, the administration is poisoning wells,” the PNP continued. “We appeal to the common sense of all citizens of the Turks & Caicos Islands to not become deterred or side tracked by the cunning tactics of the Governor and the Interim Administration to compensate for their incompetence. They are yet again trying to sell us a bad basket of goods and placate us while they implement measures that are not in our best interest. How long must they govern before they take ownership of this mess that they have created? It’s about time they take responsibility and stop blaming the PNP for their failures. If we continue down this path, very soon we will have more civil servants without work; continued spiraling unemployment in our country; increasing debt levels; no further inward investment to stimulate the construction and real estate industries; and total lacking of genuine representation for our people.” According to the PNP, it was ironic that while the United Nations

committee of twenty-four is convening in the Grenadines to discuss paths to decolonization for colonized countries, the Turks & Caicos Islands has become further under siege and saddled with an oppressive British regime that is determined to suppress the core principles of democracy and human rights that are accorded to all free people. “This malaise must come to an end,” the PNP said. “With all that is happening in this country, we are sincerely disappointed that the Governor had a moment when he could have put ideas on the table, or try to engage in a thoughtful dialog to fix this country's economic and fiscal problems, decided instead to pour out anti-TCI rhetoric, and pass partisan broadsides against us. This country needs leadership, this country needs hope. Exploiting people's emotions of fear, envy, and anxiety is not hope; it's not leadership. It is rhetoric and it smacks of arrogance. We don't need rhetoric. We don't need demagoguery. We need solutions. And we don't need to keep begging the interim administration to improve our economy. If we don't improve our economy today, our children will face a much, much tougher tomorrow.”

TCI’s Sonia Bien-Aime is key witness for US Attorney in FIFA scandal The Turks and Caicos Islands has become a key element in a FIFA scandal investigation which could potentially change the dynamics of football administration in the Caribbean, North and Central American Federation (CONCACAF) region. Vice Captain of FIFA and head of the Caribbean Football Union (CFU), Austin Jack Warner of Trinidad and Tobago has been accused of Bribery and it is reported that the Turks and Caicos Islands Federation is the prime witness in the matter. As a result of the allegations, Warner described as the most controversial and contentious member of FIFA executive committee was suspended from all football pending a full investigation into the bribery allegations. His suspension came over claims he conspired with Asian football head Mohamed bin Hammam to buy votes in an attempt to topple returned FIFA President Joseph Sepp Blatter at the congress which was held on Wednesday, June 1 in Zurich, Switzerland. It has been reported in the world press that the alleged bribe was during a CFU congress held in Port of Spain, Trinidad and Tobago in June. The meeting was held to accommodate Hammam, to make his pitch for the FIFA presidency. It was at that event it was reported that Warner attempted to bribe a number of regional federation

officials, including the TCI, by offering each representative US$40,000, under the guise of gifts, to vote against returned FIFA President Joseph Sepp Blatter at the congress which was held on Wednesday, June 1 in Zurich, Switzerland. Reports are that the charge was made by the TCI Football Association Secretary General Sonia Bien-Aime. When contacted, Bien-Aime, who was in Zurich attending the FIFA 61st Congress with President Chris Bryan and Executive Director Neil Coles, said she could not comment length on the matter but noted that she will on her return,. “Prior to the FIFA Congress, I attended a Caribbean Football Union meeting in Trinidad at which Mohammed Bin Hammam made a presentation in support of his attempt to challenge Blatter as FIFA President. As widely reported around the globe, I Sonia Bien-Aime, on behalf of the TCIFA declined to accept the offered gift," she said in a brief email response. She pointed out that the meeting created much attention in the media with Blatter's re-election for another four years. Bien-Aime was said to have told US attorney John S. Collins that she was offered $40,000 in cash as a gift to attend a special summit of Caribbean Football Union (CFU) in Port-of-Spain, Trinidad

and Tobago, but that she had not accepted the gift. Bin Hammam however has said that he paid travel, accommodation and administrative costs for the meeting. Collins report also states: “Ms. Bien-Aime stated that the airline ticket she received to attend the meeting had been sent by Simpaul Travel – a Trinidad-based travel agency strongly linked to the Warner family.” Simpaul Travel was at the centre of a notorious World Cup ticket-touting scandal that saw Warner reprimanded by FIFA. Bien-Aime’s statement, according to football movers and shakers, would form the basis of the FIFA investigation. The claim is said to have been detailed in a secret report into the allegations compiled by a former US federal prosecutor. According to the report, delegates to the meeting were told that they had to arrange their travel through the CFU, of which Warner is president, using a form provided with the formal invitation to the meeting. The invitation, a copy of which is included in the report, states that if delegates did not book their travel through the CFU they could not guarantee reimbursement. Simpaul Travel was previously investigated by FIFA after it was revealed that tickets for the 2006 World Cup intended for Trinidad and Tobago fans were channelled through the company and sold at a profit of around $1million. Warner owned shares in the company and his son Daryan was said to be a director. Warner received only a reprimand for his involvement in that scandal.

Analysis of the TCI delegation to London By Jamy Williams

This is an open letter to the Governor and the FCO We the people of the Turks and Caicos Islands welcomed the invitation from the FCO, to have individuals from the TCI to attend the Constitutional talk meeting with the British Government in the UK later this month. However, all of the individuals who are going to represent us the people of these islands do not have a mandate and were all personally selected by one individual and not the voters of these islands. I am going analyze each member who the Governor personally selected and state my viewpoint, which I am sure many others within our society feel the same way. Lillian Missick – they don’t want her; we don’t want her. Mrs. Missick is a very nice and well educated individual who is very intellectual, but it is the viewpoint of many Turks and Caicos Islanders and not just me, just me that she does not have a brain of her own I once held her in high esteem, however, she has proven over and over again that she would do anything to hold on to power which she perceives to have. Therefore, Mrs. Missick should call an emergency meeting of the Consultative Forum and ask for all Forum members to vote on selecting a member who would represent that body. By not doing so, and just being appointed by the governor, and accepting the appointment, proves that she is no more than seeking fame or other words, an uncle tom. Mrs. Mary Doreen Quelch Misick, I am sure, is not the most qualified individual on the Advisory Council to go. We have persons such as John Smith, Theo Durham and Edith Cox, who would do a much better job representing the people, but the Governor has proven to me this time that he has selected someone who would do anything to hold on to power, knowing that the people of these islands would never elect her to hold public office. Pastor Bradley Handfield should not attend, as

the people of these islands wish for him not to go. We have many other pastors and bishops in this country who are one hundred times more qualified and more connected with the real issues of our society and understand the pain and struggles of their people. By the Governor selecting Mr. Handfield and not requesting that the pastors come together and select an individual who would represent that body is a form of dictatorship, similar to that which was once held by Saddam Hussein. As a matter of fact, persons such as Pastor Conrad Howell, Pedro Williams, Derek Hamilton, Bishop Coleta Williams and Bishop Bryant Cox were all overlooked, for an individual who many have no respect for. Doug Parnell, yes he is the leader of the PDM, and Clayton Greene who is the leader of the PNP are not going to work together in the best interest of ensuring that we get a Constitution which the people can agree to. I hope and pray that God leads these two individuals and that they find common ground and stand up to the colonial masters and speak as leaders as they should be. Mr. Willette Swann is our only hope going to London. This man, I hold the utmost respect for, not because he can be my father or grandfather, but because he is one of the most respected lawyers not just in the TCI but in the region. I know Mr. Swann would do his best but he would be working against three individuals who the Governor knows would be on the British side, and two politicians who can’t agree. This is not a place to send a youth ambassador to speak on something this important that would affect all our lives who call these islands home. It is a shame to see that no one was selected from the TCI Bar Association, Chamber of Commerce, the independent media and the TCI Civil Service Association. I would go as far as to say that Mr. John Phillips, Sharlene Cartwright, Dr. Linda Williams, Noel Skippings, would be an excellent individuals who had been overlooked and I am sure would have

made a great and positive impact at this high-level meeting. Moreover, I believe that the delegation should meet with the people of the TCI before going to London. There is still time, Mr. Henry Bellingham and Mr. Governor, to prove to the people of these islands that the UK Government is a caring Government and not one which is led by the devil himself. This was not intended to belittle any member of the delegation or disrespecting the British Government, but I have to call a spade a spade and state the views, cries and opinions of the people.

Protection for the legitimate business interest in turks and caicos islands By Bill McCollum

The wriTer was under the impression that both The Advisory Council and The Consultative Forum have been established to guide and protect the TCI Nation. If this is the case why is the nation being subjected to a constant barrage of Regulations and demands flowing out of the FSC which are not backed up by establishment in law? There is no promotion of this jurisdiction in the area of incorporations as far as anyone can see, quite the reverse.The latest is a "witch-hunt" on annual corporate fees going back as far as 30 years even though such fees have been accepted in the intervening years without question by the Companies Registry, which is now purporting to exact penalties for alleged late payment. An interesting pattern of "annual returns missing from the Companies Registry" has emerged, namely 1992-1996.Those who have been here long enough

may recall the impact of the "Timco Fire" and the odd hurricane on the Registry's records, when consequently the private sector was asked by the Registry to help them reconstitute those records. To be asked years later to pay penalties because of laxity by the Financial authorities or natural disasters is a disgrace. So, this is surely an area that both The Advisory Council and The Consultative Forum needs to get a grip on, as the potential is for clients who have supported this area of the nation's business to be abused. The incorporation business has a record over many years of creating jobs and enhancing Government revenue. I expect there to be a continuation in the present decline in the number of companies registered in TCI but of course this accords with the present administration's policy. As a result of the "witch-hunt" my own group already has clients looking to incorporate in competing jurisdictions.

Miss Regatta winner wants her prizes fArAh JeAn, The 2011 Miss Regatta Pageant winner, is weighing all her legal options in a bid to retrieve prizes taken from her after it was revealed shortly after she was crowned, that she was a mother. Jean, who came to The sUn’s office to tell her story, said she was not aware that she was not eligible to enter the pageant because she was a mother, stressing that the contract that the committee made her sign did not indicate anything to that effect. Jean, who took the sectional prize of best smile on her way to winning the crown, said days before the pageant she was asked to visit a woman at the Clement Howell High School to collect sponsorship money and also to sign the contract. She said she visited the school with her baby, and upon meeting the woman was asked by her if the child in her company was hers, and she said yes. “They sent me a contract to sign; I read the contract, and I saw nothing about if you get pregnant that you cannot enter a pageant. I signed the contract, and the same person who gave me the money is the same person who gave me the contract. She saw me with my baby when I went over by the school. She asked me ‘whose baby is that?’ And I said ‘that’s my baby’. She said ‘you entering the pageant, too, aye’? I said ‘yes’. “That was before she gave me the money. We then went in her car and I signed the contract and then she gave me the sponsorship money for me to get my stuff,” Jean said. She said minutes before the pageant someone who knew her from Provo asked her if she was the mother of a child and she answered in the affirmative also, not knowing at that point that a mother was not allowed to enter. However, she noted that despite declaring her hand, no one told her even at that point that she could not enter the three-contestant pageant. Jean said after she was declared winner and was back stage packing her belongings to leave, a group of women who confronted her began to verbally harass her. “They said I should not be the winner because I am

a Haitian. I got scared and when I asked a member of the committee how am I going to get home, because a lot of South Caicos Girls want to fight me, and she said she don’t know. Another one told me to find a way to home,” Jean explained. She said committee members, who later had a meeting with her asked to give up the crown and prizes won, which included a laptop computer. “They took every prize that I got for Miss Regatta and gave it to the first runner-up, even my prize for best smile. The prizes are a laptop, a trip to Parrot Cay, a camera, a basket, a purse, and a hundred dollars for the best smile. “They did not give me anything. They took everything. I was scared, because I am not from South, they could do me anything over there, so I gave them the crown and all the prizes,” Jean lamented. But Clemmons said Jean would not go emptyhanded, as she would receive the third place prize, while third place winner in the contest would be upgraded to second place. However, Jean said she would not take the third place prize because she worked hard to win the contest. She explained that she had no problem giving back the crown, but since she had put extra efforts to win the prizes she wanted to keep them. The organisers for the South Caicos Regatta Pageant told The sUn that their event mirrors that of any other international pageant, where it is standard procedure that once someone is a mother, she is not qualified to enter. In an interview, main organiser, Petula Clemmons, explained that it is customary that a mother or expecting mother is barred from entering pageants anywhere in the world and the Regatta Pageant was no exception. Clemmons pointed that since it was obvious that Jean – a Haitian national - was not one hundred percent fluent in English someone should have pointed out the rules of the competition to her. She then offered her apology to Jean for the bungling.

TCI team for London talks announced The Governor’s office has released the names of members of the Turks and caicos islands delegation that will be travelling to London for discussions on the draft constitution on 15 and 16 June. They are: consultative forum chairperson Mrs Lillian Misick, Advisory council member Mrs Doreen Quelch-Missick, PnP leader Mr clayton Greene, PDM leader Mr Doug Parnell, Mr. Wendell swann of the All-Party commission on the constitution and electoral reform, Pastor Bradley handfield and Youth Ambassador Mr Trevon farrington. Meantime, Leader of the Peoples Democratic Movement, Douglas Parnell, said in a press release that he has spoken to all other members of the team heading to London and he is calling on the participants to come together in a public roundtable and inform the public of their points of view before heading to London. “Additionally, we point all persons to our position paper published ahead of the last round of constitutional consultations so that all can know the position of the PDM on the fco’s draft constitution,” Parnell said. “We believe that this is a pivotal and important moment in our history and it is incumbent upon all of us, as a people, that the views of those heading to London are the views that reflect the voice of the people and what is in the best interest of Turks and caicos islands.”

Pakistani and Indian men in Detention Centre over six months Two men - a Pakistani and an Indian national – who were convicted on illegal entry charges and served their three month prison term almost a year ago, have been languishing at the Detention Centre in Providenciales for the past six months. The Pakistani has been identified as Nadeem Ur Rehman, while the Indian national is Sadpal Singh. The SUn understands the men arrived in the Turks and Caicos Islands on November 9, 2010, to work in the ailing construction industry. They were said to have been brought in by a local, but when they arrived, were told that no work was here. As a result, they both sought and acquired jobs outside of their intended professional areas. A source close to the men’s case, said the individual who allegedly brought them in, took their passports after telling them that he was going to get them stamped. After three days, it was said that the men’s travel documents were unstamped. The employer also reportedly told the men that he would be applying for their work permits but disappeared, leaving the immigrants stranded and penniless. A few days after he began working here, Singh was picked up by Immigration officials, who later went to his apartment and apprehended Rehman as well. The two were later charged with illegal entry into the country and sentenced

to three months each at Her Majesty’s Prison in Grand Turk. After that, the Ministry of Border Control was to decide the men’s fate. After two months and twenty days, the two were released from prison and brought to the Detention Centre in Providenciales. They were said to have been told that Government would determine whether or not they would be repatriated. It is understood that both men expressed the desire to stay in the Turks and Caicos Islands and work so as to sustain their families back home. As a matter of fact, this newspaper understands that individuals in the community are willing to sign for them and take them on as employees, but were awaiting reply from Government, who it is understood, is struggling to come up with the repatriation funds for the Indian National. Singh, it is said is married and the father of three children. His parents are said to be old and unable to take care of his family. Rehman is also said to have a family back in Pakistan and is not certain how they are being taken care of. Persons in the community, including a group of civic leaders who brought the matter to the media’s attention, said holding the men for such period against their will is a breach of their human rights, and are hoping that the matter reaches decision-makers early enough.

“They are both human beings. It is a breach of the men’s human rights, and I am sure that the Governor’s Office is not aware of it. I am giving them the benefit of the doubt on that, because I believe if they knew that the men were held at the place so long, they would have done something amicable. “Either release them on some condition because there is no money to send them back or find the funds somehow to make them return, because no matter how we look at it, it is a clear violation of their human rights. It’s not like they are being held on some severe national security issue. Maybe if that was the case they would have gone home already,” one of the concerned citizens said. The local Human Rights Commission said it was not aware of the situation until this newspaper made contact, but said it would commence investigation into the case. The local Government has confirmed the men’s detention and said steps were being made to end their indefinite confinement. “The Government is presently making a ticket available for the Indian national to be returned to his home. The Pakistani national claimed asylum which UNHCR determined was not a valid claim. He has decided to appeal. The Ministry of Border Control is now awaiting a response from UNHCR,” a statement from the Government Press Office said.

Sixty Government workers sent home so far sixTy weekly-paid workers were terminated from the Turks and Caicos Islands Civil Service on May 31st. Forty-one (41) were from the Ministry of Works (including Works Programme), two from the Ministry of Education, 13 from the Former Premier’s Office, one from Ministry of

Home Affairs and three from the Office of Public Service Management. According to Government sources, these terminations resulted in savings to TCIG of $365,636.70 In April, a press release issued by the Interim Government warned of job cuts, saying that this action will be

necessary because the jobs were not budgeted for, not justified, and in some cases what were supposed to be shortterm jobs ended up being extended for many years. According to the release, the job cuts are part of “on-going work to tackle the serious budget deficit” and

Police make arrests The royal Turks and Caicos Police in Providenciales charged a man on Wednesday 1st June 2011 for Theft and Unlawful Entry. According to Sergeant Calvin Chase, this is connection with an incident which occurred on Friday 27th May 2011 at approximately 8:25pm along Grace Bay road Providenciales. Chase said the suspect was witnessed stealing a hand bag from a tourist by an off duty Detective. The off duty police officer instinctively responded by giving chase and apprehended the suspect behind Danny Buoy’s Restaurant and bar. This act was applauded by the tourist who was able to get back her hand bag with all its contents. On Wednesday 31st May 2011

about 12.53 pm the Royal Turks and Caicos Police received a complaint of a Robbery at Nell’s gift shop on Leeward Highway Providenciales. It was reported that two armed masked individuals robbed the business of a quantity of cash and cell phones and utilized a vehicle to make good their escape. Police were able to apprehend one of the robbers within an hour and is looking for the second suspect who is known to Police. On Wednesday 31st May 2011 at approximately 9.00pm in Kew Town in vicinity of the Ball Park Providenciales two off duty Detectives witnessed a male subject attempting to snatch a hand bag from a female who screamed for help. The Detectives ran to her assistance with one of them staying with the victim

while the other gave chase and subsequently apprehended the male subject in the vicinity of ACE Plumbing in Kew Town Providenciales. This individual will be charged for Attempted Theft. The victim commended the Police for coming to her assistance and being able to apprehend the culprit. The Royal Turks and Caicos Police in Grand Turk are investigating an Aggravated Burglary which occurred on Saturday 28th May 2011 about 4.30am in Breezy Brea, Grand Turk. This incident resulted in injuries to a male that required hospitalization. A male subject is presently in police custody and the investigation is continuing

Restoring financial stability to the Government of the Turks and Caicos Islands The GovernmenT of the Turks and Caicos Islands is in the middle of a financial crisis. As a result of the actions of the previous administration it has been running a significant budget deficit since 2007 and has accumulated high levels of debt as a result. Following the negotiation of a $79 million last spring, the Government was unable to attract further borrowing on the capital markets, and without emergency UK support it would have been unable to pay salaries or fund public programs. Bankruptcy has only been avoided because the UK Government provided the financial support needed to keep the public sector afloat and now, through $260 million of loan guarantees, with the time and resources we need to tackle the dire fiscal legacy the Interim Government inherited. The financial package which is now in place buys us the time we need to tackle the fiscal crisis. The UK support does not, however provide money to reverse previous spending cuts or fund significant new expenditure; instead it provides a oneoff opportunity to refinance our existing debt and bring revenue and spending into line. There is no alternative other than to balance TCIG’s budget by raising revenues and cutting spending; like any household or business, the public sector cannot continue to live beyond its means. The public debt run up in a short period of time is equivalent to $12,000 for every man, woman and child in the Turks and Caicos Islands. Achieving fiscal stability is not only essential to avoid the spectre of default; it will also provide a major boost to the economy by allowing local businesses to thrive and restoring confidence that the Turks and Caicos Islands are a sound place for investment. It will be tough, but we must stabilise the Government’s finances now to ensure a quick path out of the current economic difficulties to a more prosperous TCI in future. Being well on

Submitted by the Turks and Caicos Islands Government course to achieve a fiscal surplus by the end of financial year 2012/13 is a key milestone towards setting a date for elections. The refinancing packageWith the support of the UK Government guarantee, TCIG’s debt has now been refinanced at much lower rates, providing significant savings in debt service costs for the duration of the guarantee. This provides an immediate boost to TCIG’s finances, releasing money for more productive purposes. The package is made up of a number of elements: • Guaranteed bonds of $170m, payable in full on maturity in five years, at fixed interest of 3.20%. This provides both low cost debt and certainty over our future debt service costs • A five year term loan of $30m, at 0.5% over LIBOR, which is available if desired to repay other more expensive debts of TCIG • A five year revolving bank facility of $60m, at 0.25% over LIBOR, which will fund the projected deficits over the next two years. • The guarantee comes with a number of conditions to ensure that TCIG takes this opportunity to achieve financial stability; the most important of these is the need to achieve a financial surplus by the end of 2012/13. The financial package is underpinned by a plan to achieve a surplus and improve our stewardship and management of public money. In broad terms this involves reducing the forecast deficit of $60m in 2010/11 to $8m in 2011/12, and moving to a surplus of $20m in 2012/13. The total deficit will be increased by the amount of net capital expenditure. This strategy will enable us not only to achieve a surplus in 2012/13, but also to build reserves that will allow us to start to pay down debt, establish a contingency for unexpected events, and invest in infrastructure. Until this is achieved TCIG’s finances will continue to be fragile, and we will be unable to

invest to help TCI prosper in future. The 2011/12 budgetReducing the deficit from $60 million in 2010/11 to $8 million in 2011/12 will require action to both raise revenues and reduce expenditure. The need to reform TCIG’s revenue system has been recognised for many years. Government revenues fell from a peak of $220 million in 2008/09 to around $120 million in 2010/11, reflecting the instability of the existing revenue system and its vulnerability to external shocks - in this case the global economic downturn and its impact on the construction and real estate industries which have been the main sources of Government revenue in TCI. The measures agreed in this year’s budget will set us well on the way to a modern system that will provide value for money and fund essential government services in future. The cornerstone of the new system is the introduction of Value Added Tax, a broadly based consumption tax which has been successfully introduced in countries world-wide including many smaller economies with a heavy reliance on tourism. In the Caribbean, it has been successfully implemented in Barbados, Jamaica, Trinidad and Tobago, the Dominican Republic, Haiti, Belize, Dominica, Grenada, Guyana, Antigua and Barbuda, and St Kitts and Nevis, and it is in the process of being implemented in St Lucia, and St Vincent and the Grenadines. In many instances the revenues raised by VAT have been well ahead of projections. VAT will provide a stable source of revenue for TCIG, and will stimulate economic growth by removing the distortions of the existing system. It will, however, require a significant amount of preparation, and we have therefore agreed a number of temporary measures to pave the way to VAT, close the budget gap, and avoid a default. We expect that most of these temporary measures will fall away, together with

a number of existing taxes, when VAT is introduced in 2013. The temporary measures include: • A Customs Processing Fee of 4% on all imported goods • Changes to the system of work permits to raise revenue and make it fairer and more effective • Increases to business licensing and other fees and charges to keep up with inflation, together with simplification and improved administrative efficiency • A carbon tax on electricity, to raise revenues and provide incentives for greater environmental sustainability by the generating companies • A water sales tax on commercial customers and the largest residential customers, which will also encourage water conservation • A sales tax on financial services and insurance premiums We will also review the wideranging concessions and exemptions that were granted in the past, with the aim of ensuring that they are being properly exercised. Where possible we will remove them unless they produce social and economic benefits that would not otherwise occur. Together with forecast increases in existing revenues, these measures will raise TCIG’s income to around $160 million in 2011/12, rising to around $190 million by 2013/14. At the same time we need to cut expenditure to reverse the rapid and unsustainable growth of recent years and bring it back into line with income. Staff costs are by far the biggest element of TCIG’s expenditure. The public service has grown much more quickly than the economy as a whole. It now needs reform to be affordable, able to deliver the services expected by residents and visitors, and offer rewarding jobs for public servants. Some jobs will have to go in line with the widely accepted target to reduce the cost of the public service by 25%, but we will work to find alternative jobs and provide assistance for the people affected by these changes.

In the meantime the budget for 2011/12 contains measures which will reduce costs by around 10%, an important step toward achieving the 25% target. Most of this will be achieved by applying existing rules properly, and implementing proper controls over the TCIG payroll. These measures are essential to increase fairness and to release money for use in other areas of government such as education and primary healthcare. We fully understand that these are difficult times and so we are making transitional arrangements in a number of areas to ensure that the people affected are treated as fairly as possible. And we are not seeking to recover past overpayments, unless there is clear evidence that the individuals receiving such payments acted improperly or were clearly aware that they were in receipt of payments to which they were not entitled.

We are also committed to making savings in other areas of Government spending, including statutory bodies, scholarships, rents, utilities, communications, travel and procurement, in order to balance the budget, ensure value for money and safeguard the interests of the people of TCI. Capital spending can provide much needed stimulus to the economy of the Turks and Caicos Islands. The state of TCIG’s finances means that the scope for capital expenditure will be extremely limited for the next two years. Existing commitments for 2011/12 already total $6.4 million, and some high priority projects do not yet have funding, including the rebuilding of Ona Glinton Primary School, the repair of the causeway between North and Middle Caicos, and improvements to the airport at South Caicos. It is likely that some further capital expenditure will be needed in order to continue to provide essential services. We hope to be able to approve new capital projects during the year, depending on revenues, and we will continue to seek additional funding from partners such as the EU for essential capital expenditure.

Improving financial management, reporting and accountabilitySetting and achieving a balanced budget is only the first step in restoring financial stability to TCIG. We also need to exercise proper financial management in order to control revenue and expenditure, monitor performance against the budget, and report the results clearly, openly and regularly. We have already made progress with this, and we intend to publish quarterly reports setting out actual income and expenditure against the budget and explaining any significant differences together with the action we are taking to correct them. The first report, covering April to June 2011, will be published in August. We are also preparing to bring the backlog of financial accounts since 2006/07 up to date, so that we can produce audited financial statements and fulfil our obligations to be accountable to the people of the Turks and Caicos Islands. Building a better futureTCIG has a large structural deficit which will continue to grow unless there are significant reforms. Expanding the TCI economy is vital, but this alone will not close the deficit fast enough to avoid

defaulting on our debts. We will continue to invest in affordable economic stimulus measures and in administrative and legal reforms to encourage growth and diversification, but this needs to be accompanied by wide-ranging reform to improve the openness and competitiveness of the economic environment. And any TCI Government faces tough choices - we need to modernise the tax system, cut wasteful public expenditure and implement public sector reforms to improve value for money. The same is true of many other countries, both regionally and globally, that are taking similar action to control their public finances and reduce their debts. Our aim is to restore and firmly embed the principles of sound financial management, sustainable development and good governance. This will help rebuild confidence in TCI and its ability to manage its public finances. Restoring financial stability to TCIG is essential to help make TCI what we all want it to be - an outstanding place to live and work with equal opportunities for all, and an attractive, welcoming destination for tourism, the central pillar of our economy.

To The resT of the world, Turks and Caicos is paradise; a place that industrialization has not touched. Tourists fly from far and wide to see pristine beaches with crystal clear water, and ecosystems filled to the brim with unique wild life. “Beautiful by Nature” is the slogan that the Turks and Caicos Islands uses to describe itself. It can be seen everywhere: in newspapers, on buildings, in the airports and in stores. Seeing these words everywhere could fool strangers into believing that the slogan is a part of the islands’ everyday life. However, looking outside, at the streets and yards, one can see that perhaps the motto is not entirely true. A person needs not venture far to see that the validity of this motto is questionable, as the streets around the island are obviously being used as ever present trash cans. Bottles, cans and the occasional garbage bag filled with rubbish line the sides of the roads. Not just on private residential roads either; trash can be found strewn all over Leeward Highway. The barrier which divides the traffic, which was originally

intended to harbor attractive greenery and flowers hosts cans and broken bottles instead; like a tribute to some perverse dumpster deity. While this problem may seem irrelevant to many who are accostomed to seeing it, it sends a negative message to tourists. It sends a broadcast saying “We don’t care about our country”. It says that the Turks and Caicos is beautiful by nature, but ugly by choice. At first glance, tackling this issue can be an overwhelming task. It appears to be a massive issue that should be solved by the government, but that is only due to the scale that people look at it. People look at it as the Turks and Caicos being dirty. They need to look at it from a more focused perspective and think of it not as the Turks and Caicos needs cleaning, but as the road on which they live on needs cleaning. Individuals impact the country as a whole in a negative sense, so why not impact it in a positive sense. Take charge in your neighborhood. If you see a friend throwing trash on the street, pick it up and scold them for it. Keep our country beautiful. It doesn’t take the government to fix a problem like this. It takes people. Be willing to get your hands dirty, and help Turks and Caicos live up to its motto. Take one small step to make it possible for the country to make great leaps as a whole.

Immigration reforms underway in TCI The Turks and Caicos Islands Government is currently carrying out extensive reforms within the Immigration Department. According to Secretary of State for Foreign and Commonwealth Affairs, Henry Bellingham, this includes the work of registering and responding to applications received in the last five years, including those which were not dealt with under the previous administration. Bellingham gave the written response in the House of Commons to a question by Andrew Rosindell, who asked how many applications for permanent residence certificates the Turks and Caicos Islands Government has received in each of the last five years. Bellingham said the Immigration Department of the Turks and Caicos Islands is not able to provide accurate statistics for the number of applications for permanent residence certificates received over the past five years. “I understand that approximately 2,000 applications for permanent residence certificates were received between 2006 and 2010,” he said. Islandcom is bringing their first year to a close in true Islandcom fashion – focusing on the TCI community by spotlighting local musical talent and raising funds for two deserving causes – The Provo Children’s Home and Ona Glinton Primary School. Over the years, The Torch's two primary issues for comment have been: (1) co-equal inalienable human rights for all citizens and lawful residents of the TCI; and (2) a home-grown free-market based recovery from the current TCI economic crisis. Regarding human rights, all TCI citizens and residents have defective human rights because the Brits have forced upon us the flawed 1948 UN set of rights that actually prohibits in writing all such rights from being ”exercised contrary to the purposes and principles of the United Nations.” - Article 29[3] of the Universal Declaration of Human Rights. UN “purposes and principles” obviously do not include inalienable human rights – those rights which cannot be taken away from you arbitrarily by the state through the simple device of a claim that your exercise thereof is contrary to some ethereal purpose or principle. Authoritarian states like Zimbabwe, Egypt, Saudi Arabia, Cuba the UK, China, etc. consider inalienable human rights to be far too dangerous to “give” to their subjects. The state must be able to assert its dominance over the individual at all times. The flawed UN set of human rights was then filtered by the Euro-Brits through the European Convention of Human Rights (ECHR) which renamed the “purposes and principles” exception as the seemingly more benign “public good” exception. The “public good” exception still applies to each and every individual human right listed in the ECHR. The ECHR “public good” exception is the current human rights state of play in the TCI. It was transferred directly into the current TCI Bill of Rights. There has been no suggestion from the Brit High Command that the TCI Bill of Rights will be amended to make our human rights inalienable. That means every individual who lives in the TCI may only enjoy his or her fundamental human rights until such time as the state determines, sometimes retroactively, that the enjoyment of each such right is somehow contrary to what the state claims, from time to time, is the “public good.” Reasons and justifications for the denial of human rights are rarely statutorily required because it is the state that drafts the statutes. Presently the “state” is the Brit High Command. However, consecutive local governments have been just as authoritarian and anti-individual liberty. The TCI Bill of Rights is an authoritarian's dream. Any thing at any time can be claimed by the state to be the “public good” such that it is contrary to what some targeted individual has said or done. This device is what enabled the Brit High Command to revoke the freedom of expression of citizens Devon Williams and Robert Hall with impunity. They could even have rescinded those TCI citizens' free speech rights retroactively had they been of a mind to do so. The Torch predicts that more TCI citizens will be losing their human rights as this next few years of the Brit Occupation proceeds. You might wonder how it is that everyone could possibly have the same inalienable human rights at the same time? Easily! If the purpose of a social system is to provide the maximum level of natural human freedoms that do not create harmful conflict, then there is an obvious and natural corollary that permits all individuals to have inalienable rights simultaneously. In fact, if such a corollary did not exist, it would be immediately and continuously re-invented in any free society. We all learned this corollary before 10 AM on the first day of school. It is simply that each individual's right to act in certain pre-defined manners extends to the point in time when such a right interferes directly with the exact same set of rights of another individual. Stated more practically and somewhat accurately, one should always treat others as you would like to be treated yourself. The Brits have effectively banned this human rights corollary, which is based on natural human goodness, in the TCI. They have created and fostered a social system in which they, and not the rights of other individuals, are the limiting factor for the enjoyment of individual human rights. This basic natural corollary of human behavior has been trained out of individuals all over the Western world for at least 70 years. Here in the TCI, it has been substantially trained out of islanders by decades of Brit Socialist public education that seeks to diminish the importance of the individual and demean individual thought and action at all times. Brit teachers had begun to teach you how to avoid or ignore this “live and let live” corollary of tolerance by about 1030 AM on your first morning at school. In the field of philosophy, this destructive incremental de-humanizing process is called collectivism. In economics, it is Socialism. In politics, it is vote-buying demagoguery against any convenient, non-complying targeted group of individuals – the rich, the ex-pats, the oil companies, the Jews, the health

NEXT By The Torch insurance companies, PPC, those who would like to keep what they earn, etc, etc. In civil society, it is the advancement of the welfare-state entitlement mentality that incrementally weakens the character, honesty and self-reliance of individuals. In ethics, it is altruism – the theory that ONLY action for the benefit of others is moral. All action for the benefit of one's self amounts to greed and is immoral. Regarding The Torch's issue of economic recovery, he believes it is critical to understand that our current economic crisis was caused substantially by the gross constitutional negligence of the Brits. The Brits were our constitutional safeguard against local government corruption. They failed criminally in the discharge of their duties to protect us and our economy. This understanding is critical to economic recovery not only because the Brits are here to camouflage their responsibility but also because it is a condition precedent to understanding that any economic recovery will occur despite, not because of, the now apparent disastrous Brit Socialist economic plan for the TCI. The Torch has sought to confine himself to the above two issues, but occasionally has to stray, as he does now, into politics when it impacts one of those two issues. The Torch has no interest whatsoever in voting or participating in any manner in TCI politics. It is none of his direct concern or business. In fact, he came here to avoid voting and politics. The Torch wishes TCI citizens and their electoral process only the very best for the future. He hopes that nothing but success is accomplished by this process going forward. The Torch believes that the Brit High Command will introduce some reasonably standard and predictable electoral and voting reform during the next few years of their Occupation. However, as in all human systems, it will be the integrity of the individual humans entrusted to run that electoral system that will determine its eventual level of efficiency in relation to its intended consequences. Accordingly, The Torch believes that the new electoral and voting system created by the Brits will primarily have the effect of requiring future corrupt TCI politicians to open their corruption accounts and build their retirement mansions somewhere else, likely the DR. Also, better stories will need to be developed to explain the sudden wealth of a person who had always been a waste of space before assuming elected office. Nevertheless, The Torch does not advocate that the two TCI political gangs should be banned. Some moron has claimed this. It is a fundamentally stupid assertion. Firstly, it simply could not be done. Secondly, it would violate the fundamental rights of many individuals who should hold those rights inalienably (remember?), and thirdly, if and when honest TCI political candidates ever come forward as independents, as should be encouraged under electoral reform, the two political gangs will simply become less powerful and less significant, as they should, over time. An educated, thinking, unfettered independent candidate in a reformed electoral system mandating equal TV, radio, newspaper and debate time for ALL candidates would quite simply run circles around the political gangs' compromised and corrupted candidates. As soon as fund raising and electoral spending are intelligently regulated and made transparent, all candidates will have an equal opportunity to reach thinking minds and their votes. It will take a few election cycles, but it will happen. The political gangs will be compelled to improve their abysmal candidate selection methodology or become extinct. Once local government is restored in a few years, The Torch believes that the two TCI political gangs will continue to be the source of most low level social, economic and political problems within the TCI for the foreseeable future. The Torch believes that the two political gangs are inherently and organically corrupt and that there is no chance of reforming them soon, if at all. They are militantly resistant to any fresh approach that embraces transparency or any social system that seeks to empower ALL individual TC citizens equally, not only through inalienable rights but also through EQUAL economic opportunities and an embraced personal responsibility. Such a system is the exact opposite of what keeps the political gangs in business. Human rights will only be permitted if exercised in a manner the gangs approve. Further, the gangs need unequal economic opportunities, selected and provided by themselves of course, in order to survive. Furthermore, personal

responsibility of islanders would quickly deprive the gangs of their inability to demagogue foreigners and ex-pats for all problems of islanders. The TCI political gangs are philosophically and ideologically identical. They provide TCI citizens with no new ideas or real policy choices. The entirety of the political platform of each gang can be summed up as, “Vote for us and we will do whatever we want to enrich ourselves and those we favor. If you kowtow and shut up, we will reward you when we get to you.” There is a theory within US politics that would explain the low quality performance of the TCI political gangs. That theory says that every once in a while, one of the two major political parties selects a candidate simply because he is the “next” guy in line. It doesn't happen often. It happens when a party is at a low-tide of ideas. The party looks around at the field of available candidates. That guy just died. That guy is divorced. That guy has just been indicted. That guy just quit the race. Photos of that guy are now online. “Hey, looks like it's you!” The candidate selected is selected because he's alive and has been around for a long time. He's not particularly creative or accomplished but he's still standing and everyone knows him. He's the guy by default. He's “next.” The results of selecting the “next” guy have always been disastrous for the US because there is then no real competition of ideas in the electoral campaign. The last twice this happened, it was in the Republican party, but it has happened further back with the Democrats as well. The last two “next” guys were Bob Dole in 1996 and John McCain in 2008. These were two completely uninspiring, intellectually conflicted, philosophically confused long time cowardly ditherers who had very simply hung around long enough so as to be “next” at the right time. The Torch's theory of TCI politics is that both political gangs here always select the “next” guy. If The Torch's theory is correct, this selection process represents a remarkably low level of leadership and service by the two political gangs for the benefit of citizens. James Alexander George Smith McCartney was before The Torch's time, though he has spoken to several who knew JAGS as life long friends. Close questioning about JAGS over time has resulted, allowing for some natural enhancement of a deceased friend's memory, in an impression of quite a remarkable individual – a true leader and a statesman. JAGS was never “next.” Look now at the current and most recent crop of perhaps 15-20 individuals put forth by the selection process of the two political gangs. Assess the personal quality of these individuals. Look, as a small example, at the poorly written, incompetently researched juvenile whining letters some of them have written to the FAC as your leaders. Look at the level of accomplishment of these individuals before they entered politics. One certainly, and probably two, would score highly in that regard. The rest are collectively a national disgrace. Had those two individuals come forward independently and not as a consequence of backroom deals and fixes, they would probably have been the first modern effective leaders you have seen since JAGS. But they were corrupted by the selection process instead. Somewhere in these islands, or perhaps at university elsewhere, are several younger TCI men and/or women of character and dignity. They are interested in politics and how things work in society. They have not been corrupted by the gangs. They are not beholden. They have free-thinking minds. They certainly have been subjected to Socialist principles. You cannot get through university without that, but they also will have seen a system, hopefully in the US, based upon personal freedoms and capitalism. The Torch exhorts you folks to bide your time. Wait for the Brits to implement their electoral reform. Then come forward as independent candidates for your local seats. Stay pure and strong in your principles and ideology. When you are approached to be corrupted by the gang elders, tell them you will listen but that you are unalterably convinced that the TCI is still small enough and young enough that a fresh approach to freedom and liberty can work here. Tell them that new approach is what you have seen work elsewhere. Tell them that new approach is one in which it is the local government's sole function to create a social, economic and political environment in which all TCI citizens have an equal opportunity to succeed, but that it is also one in which there will be completely unequal outcomes based upon personal ability, courage and responsibility, not upon gang affiliation, family name or island of origin. Do not ever be “next.” We have all seen where the “next” gang candidates will take us. Instead, let's find out where personal liberties and equal opportunities take us. Bide your time. Father Bernard Been has big plans for Church of St. Monica

The now official rector of St. Monica (Providenciales) and Priest in Charge of St. George (South Caicos), Reverend Father Bernard Been, was installed at St. Monica Anglican Church on Thursday, June 2, 2011. Though Father Been was in charge of St. Monica and St. George for over six months now, his title as rector was purely unofficial. A rector is a governing priest of a self supporting church, that is, a church that does not rely financially on the Diocese. Though the priest assumes direct responsibility of the church upon arrival, being named rector involves a ceremony conducted by the Bishop of the Diocese; this ceremony is known as an installation. Taking over from Father Scott Brennan’s charge, Father Been has been delighted with the acceptance and assistance that he has received from the church in filling Father Brennan’s place. Father Been is not without experience, having served at St. Agnus Anglican Church in Nassau, The Bahamas and the Pro-Cathedral Christ the King, in Freeport. Police elated at Provo Headquarters’ closure Some memberS of the Royal Turks and Caicos Islands Police Force in Providenciales are celebrating the exit of the critter and fungus-infested head quarters on Old Airport Road which has been ruled a death trap by the authorities for the past ten years. The police who once stationed at the rickety building, as of 7a.m., on Tuesday May, were relocated to the Five Cays and Chalk Sound Police Stations on Providenciales. Both stations, which once operated until certain hours of the day, will now be operational on a 24-hour basis, and members of the public are required to make reports in person at any of the two locations. The police, through its communication arm, are advising the public that calls made to the non emergency police number of telephone number of 649-946-4259 will be answered at the Five Cays Police Station, further explaining that 911 continues to be the number to call in an emergency. Since his arrival in the Turks and Caicos Islands from Canada, some three months ago, Police Commissioner Colin Farquar has been agitating for better conditions for members of the local police force, including alternative buildings to the ramshackle Providenciales Headquarters –known as the B Division which has been condemned for demolition for sometime now. Officers, who spoke to The SUN on condition of anonymity, said they were relieved to have been relocated from the termite-ravaged structure, hailing the move by the police commissioner, who, likewise his fellow

From that time no calls or visitors can be accepted at that building.” The statement also noted that persons applying for Police Certificates of Character will be able to do so at the Five Cays Police Station during the similar hours as its former location. The move, the police said, is temporary, and efforts would be made to house the police at a permanent location. The SUN was informed that the B Divisional Headquarters could be housed at the building now accommodates the Providenciales Community College campus, but that has not been confirmed by the authorities. Come September, the Community College operations will be moved to the New Age Academy and Language Centre, as the operators of that school – Claudette and Bill Clare- had decided to pull the curtains on that institution citing non-collecting of school fees from parents and rising operational costs.

Ladbrook would have been impressed by the virtual certainty of the outcome. Lillian Missick, Doreen Quelch-Stubbs and Bradly Handfield were the prohibitive favorites. And we were right! That is so because in the recent past of these persons were leaning in the direction, or being fully in the

While the Youth Ambassador could have something to bring to the table in a different arena, I find it difficult to see what meaningful role he would play in the discussions on the Constitution! Will there be a counterpart on the UK side? I seriously doubt that. It is actions like these that cause persons to have an air of cynicism with respect to the process. Is Wetherell just trying to paint us in the worst possible light in front of the Minister? Do not for one moment discount Wetherell for what he really is. AEP conducts employee fire safety training

staff members at AEP South Caicos recently got the opportunity to participate in fire safety training conducted by Dale Taylor, Divisional Officer of the Turks and Caicos Fire and Rescue Service. The training session by AEP, sister company of PPC Ltd, gave staff the opportunity to learn basic concepts and procedures of fire safety and the use of various fire safety equipment and protection methods. After viewing a video of a fire that started in a stadium during a game, participants were made aware of the importance of having regular fire drills at their South Caicos location. According to Eustace Musgrove, PPC’s Environmental and Safety Officer, who also attended the training, “PPC has Occupational Health and Safety Regulations in place which require staff to be trained to respond to any emergency including fires. The training served as a refresher as to how to use the fire safety equipment such as fire extinguishers and fire alarm systems.” Musgrove added,“ We were able to test our current evacuation procedures to ensure that they are efficient and effective. The training was well-received by the seven staff members who participated and we encourage other corporate bodies,

hotels and even schools to engage in fire safety awareness on a regular basis.” P.P. C. Early hurricane season action expected With mere days into the 2011 hurricane season, meteorologists are already beginning to eying the Caribbean for a possible development as they said the potential for a tropical depression or an even stronger system to take shape will increase during the upcoming days as wind shear in the region weakens. Wind shear, the meteorologist said, is currently too powerful and disruptive for the formation of any tropical system. However, once this shear weakens, this in combination with warmer-than-normal surface waters across the Caribbean and lower-than-normal surface pressures could be indicators that the disorganized convection on satellite right now may try to become better organized in the coming days. It is predicted that if a system is to form in the coming days, it could pose at least residual threat to the Turks and Caicos Islands, as it is forecast to get steered northeastward the direction of Jamaica, Hispaniola or eastern Cuba. Another scenario is that the system could drift into the northwestern Caribbean. The 2011 season is predicted to be less intense in comparison to last year where there were 17 named storms to this year 16. This year hurricane names list, for the most part, mirrors that of 2005, with the four devastating hurricane names from that year being retired. Those retired are from the 2011 roster are: • Dennis, which is replaced by Don; • Katrina replaced by Katia; • Rita replaced by Rina; • Stan replaced by Sean and; • Wilma by Whitney. The list of the names for 2011 Hurricane Names are: Arlene, Franklin, Katia, Philippe, Whitney, Bret, Gert, Lee, Rina, Cind,y Harvey, Maria, Sean, Don, Irene, Nate, Tammy, Emily, Jose, Ophelia and Vince. Hurricanes are categorized by wind speeds. Storms with a wind speed of 74-95 mph are Category 1; those with wind speeds of 96-110 mph are Category 2; those with wind speeds of 111-130 are Category 3; those with wind speeds of 131-155 are Category 4; and those with wind speeds greater than 155 mph, such as Hurricane Andrew in 1992 and Hurricanes Katrina and Rita in 2005, are category 5.

The recipient will be bonded to the company for four years upon completion of the program and will be expected to intern at the company during holidays.

Guyana celebrated its 45th year of Independence May 26th 2011 and in commemoration the Guyanese community here in the TCI hosted a day of celebration and came out in their national colours. The day began with a church service at Christ is the Answer Ministries officiated Rev. S. Padmore. Afterwards, the activities continued at Central Square with a family fun day. Members of the Guyanese community, their family and friends participated in songs, dance and enjoyed traditional Guyanese dishes. The Cooperative Republic of Guyana, previously known as British Guiana is a sovereign state on the northern coast of South America that is culturally part of the Caribbean. It is the only state of the Commonwealth of Nations on mainland South America, and it is also a member of the Caribbean Community (CARICOM).

‘Better the Devil You Know’

We have all heard the saying, but have we all seen the play? On Friday, May 3rd this play will be shown at the Tropicana Showroom and Supper Club at 8pm. Written by P. Anthony White, a renowned Bahamian writer, the play will be preformed by a group from St. Agnus Anglican Church, in Nassau, Bahamas. The story involves couple that was once happily married; together they had a daughter, before eventually divorcing and going their separate ways. The two are reunited years later when their daughter invites them to her wedding. During the time of the wedding, the old couple stays in their daughter’s home, separated only by a dividing wall. During the course of two days, the parents are bombarded with situation after situation, and in the end, realize that they are in love once more. The play is meant to speak to matters of the heart. Anthony Roberts, the director of the play tries to describe the main point of the play by translating a French saying. “The heart has its reasons, which reason itself does not understand”. The play will have viewers laughing and for some, it will be oddly reminiscent to experiences in the past. Tickets can be bought at Tropicana Showroom and Supper Club for 25 dollars.

Sean Kingston remains hospitalized after crash authorities say it doesn't appear alcohol played a role in accident MIAMI- Hip-hop singer Sean Kingston remained hospitalized Tuesday after crashing his watercraft into a Miami Beach bridge. Publicist Joseph Carozza said there were no updates Tuesday morning on his condition. He added that Kingston's family is grateful for everyone's prayers and support. Kingston and a female passenger were injured when the watercraft hit the Palm Island Bridge around 6 p.m. Sunday, Florida Fish and Wildlife Conservation Commission spokesman Jorge Pino said. The Miami Herald reports that a

passing boater saw the accident and took the two on board his vessel. Authorities are investigating the crash, and "nothing at this point would indicate that alcohol played a role," Pino said. A number of hip-hop musicians were in Miami Beach over the weekend for Urban Beach Week. Kingston rose to fame with his 2007 hit "Beautiful Girls" and was also featured on songs by artists including Justin Bieber. His self-titled debut album sold over 1 million copies worldwide. On Twitter, Bieber posted a message of support for Kingston.

Times reports, "[t]he Parents Television Council, along with Industry Ears and the Enough Is Enough Campaign, joined together to 'condemn' the video and urge Viacom, BET's parent company, to pull it off the air." In a statement reacting to the violent content, Industry Ears said, "If Chris Brown shot a woman in his new video and BET premiered it, the world would stop," said Paul Porter, cofounder of Industry Ears and a former voice of BET, in a news release. "Rihanna should not get a pass and BET should know better. The video is far from broadcast worthy." Of course, Chris Brown has a criminal record for assault. As far as we know, Rihanna doesn't. (He pleaded guilty in 2009 to felony assault against Rihanna. The two had been dating at the time of the incident.) But this is more important: Rihanna's been the victim of assault by someone close to her. Activist groups have voiced their support, including The Operation Black Vote (OBV), which called for Cadbury’s to issue an official apology. Lobster poachers rob Jamaica of US$132m Poachers have robbed Jamaica of more than US$130 million in lobster meat over the past five years, according to Agriculture Minister Dr Christopher Tufton who, in addition to assuring his regional counterparts that Jamaica will fully enforce its Fisheries Act, has encouraged them to find a regional solution to the problem of illegal fishing threatening all Caricom states. "Jamaica produces approximately 400 metric tons (MT) of lobsters per year," Tufton told the fourth Caribbean Regional Fisheries Mechanism ministerial council meeting in Antigua recently. "Approximately one-third of the country's production is exported and the local lobster industry makes about US$8 million per year. A conservative estimate is that poachers take at least twice as much lobster as the country does, and at an average price of US$15 per pound; Jamaica has lost approximately US$132.3 million over the past five years," Tufton said in his discussion paper on 'Illegal, Unreported and Unregulated (IUU) Fishing and Border Security Issues in

Jamaican Waters'. He said the Jamaican queen conch faced a similar situation where losses due to poaching were at one time estimated as being over 400 MT. However, since 2009, due to the intervention of the Convention on International Trade in Endangered Species (CITES), poaching for conch has reduced significantly, albeit it still remains an issue, Tufton said. He highlighted recent incidents of illegal fishing in Jamaican waters, saying that over the past year the Jamaica Defence Force Coast Guard reported 42 sightings of multiple vessels poaching on the Pedro Bank, but was only able to apprehend three boats. Two of the vessels seized towards the end of last year contained approximately 6,680 lbs of lobster meat and 4,740 lbs of lobster head meat, he said. Tufton also pointed to the January 7, 2011 incident in which a Honduran vessel was found fishing illegally in Jamaican waters and which resulted in the injuring of two Honduran fishermen in an encounter with the

Coast Guard. The minister then told of an incident that, he said, caused Jamaica great concern -- the poaching of sharks. "On May 8, 2011, the JDF Coast Guard intercepted a vessel of Nicaraguan registration fishing illegally on the North West Ridge of the Pedro Banks, well within Jamaica's archipelagic boundaries," he said. "This in and of itself is disturbing, however, what is of greater concern to Jamaica is the fact that this vessel was fishing for sharks. Jamaica has videographic and photographic evidence of this activity. Eighty-six sharks weighing approximately 2,000 pounds were seized." These activities, he said, reflect the grave concern Jamaica has for IUU fishing and bring into focus other transnational issues as they relate to criminal activities and border security matters. "Our intelligence reflects that there is a thriving business in the guns for drugs trade by virtue of using the fishing industry as a guise to carry on these illegal activities," Tufton said.

Jamaica to strengthen laws against Ponzi schemes

FirstCaribbean lays off employees

The Government of Jamaica is seeking to amend the financial statutes, to combat unlawful ponzi schemes. Minister of Finance and the Public Service Audley Shaw, made the disclosure as he responded to questions from Opposition Spokesperson on Finance, Dr Peter Phillips, in the House of Representatives Tuesday. Shaw said the amendments will be made to the Securities Act and the Financial Institutions Act, to combat illegal financial operations. He also stated that certain civil remedies are being proposed. “One of them, which would be a very good example, is that of giving the Financial Services Commission (FSC) the ability, upon sufficient evidence being garnered, to take control of the entity suspected of operating a ponzi scheme. That would be an immediate civil remedy,” Shaw explained. “Secondly, the possibility of imposing monetary penalties on such illegal operations, and thirdly the possibility of seeking to give the FSC the power, upon taking control, to capture whatever funds remain and be able to distribute those funds and give it back to the investors,” he added. Shaw also stated that it has been recommended that the FSC be named as a complainant to the Director of Public Prosecutions (DPP) in cases against ponzi schemes. He explained that, in the current system, the FSC itself cannot be a complainant, as the complainant has to come to the FSC, which would prepare the files and send them to the DPP. The FSC is an integrated regulator of financial services, brought into existence by the Financial Services Commission Act, August 2001. It administers the Insurance Act, Securities Act, Unit Trusts Act and Pensions (Superannuation Funds and Retirement Schemes) Act. It is responsible for supervising and monitoring 1,980 licensees and registrants, as well as 522 pension funds an

According to the Barbados Nation newspaper, country manager Daniel Farmer confirmed the redundancies but stressed there had been no mass layoffs or major restructuring. FirstCaribbean Bank employees in Antigua, St Lucia, Bahamas and Jamaica have also been affected. “[As] a part of normal business conditions and changes in our business processes and in response to the prevailing economic conditions, FirstCaribbean, like any other business, must continue to make changes to its areas of focus and staffing requirements,” Farmer said. He added that the bank’s evolving business needs and improvement initiatives had “unfortunately” led to the redundancies. FirstCaribbean had followed established practices, including consultation with the employees’ representative, the Barbados Workers’ Union (BWU), he said. “While we regret the job losses as a result of the changing business requirements, we are confident that we will continue to create new opportunities as our business expands,” he said, adding that those made redundant would have the opportunity to apply for new positions being created across the region. Farmer explained that FirstCaribbean business in Barbados included the regional head office and processing centre. He said that over the past 18 months the bank had created and filled approximately 600 new positions across the region, the vast majority of which had been filled by existing staff. He said those positions had provided opportunities for “external candidates” in regional communities to become part of the FirstCaribbean team. Farmer also revealed that the renovated FirstCaribbean branch at Wildey, St Michael was slated to reopen in July and this would provide new service opportunities.

Lamenting the paltry fines imposed on poachers when they are caught, Tufton said that the US$11.60 charged for fishing without a licence and US$2.33 for operating an unregistered vessel do not act as a deterrent unless the vessel is forfeited by the courts. In an effort to effectively combat illegal fishing, he recommended the harmonisation of legislation across the region, including the synchronisation of closed seasons for lobsters and conch. "There is no simple, single or short-term solution to IUU fishing as it is not just an issue for the fisheries sector," Tufton said. "Successful responses will require holistic and integrated policies linked to the drivers for IUU fishing. Success will require independent action by states, bilateral action, particularly by adjacent states, and multilateral action. It will involve greater commitment to and implementation of internationally recognised benchmarks for fisheries management and Monitoring, Control and Surveillance arrangements."

Bahamas Police identify murder file leak suspects The officers who police suspect released the murder scene photos of Nellie Brown-Cox have been identified, Commissioner of Police Ellison Greenslade told The Nassau Guardian yesterday. Greenslade said, however, that he has not yet decided what punishment the officers will face for allegedly leaking the photos to the public. Brown-Cox was chopped to death sometime between April 6 and 7. Prince Hepburn, 49, was charged with the murder. Police found her mutilated body in the kitchen of an apartment on Bougainvillea Avenue, South Beach. Photos of Brown-Cox’s chopped body, the

blood-filled apartment she died in and the murder weapons used were circulated via e-mail across the country. A police case report was leaked. “Based upon the investigation that was done into the leaks, and based on what is in the case file, I will give a public statement shortly. I do have the case file on my desk and it tells us clearly who is in breach,” said Greenslade. “We have to be held to the highest professional standards and we cannot side step where there was a wrong. Where the trust of the public has been breached, where a wrong has been committed, no officer is going to be above the law.” Greenslade added that he was also forced this

week to discharge three officers for “conduct that is in breach of what is right and decent.” He said two of the officers were found to have taken illicit drugs after testing positive during random drug tests. A third officer was accused of a number of violations each of which warranted discharge from the force, said Greenslade. “I go to bed with a clear conscience that I'm protecting the rights of all citizens in this country and we're not going to allow anyone to breach laws and feel they can get away with it,” said the commissioner. Greenslade emphasized that the officers had internal police trials before being discharged.

Regional tourism officials discuss repositioning of cruise ships BRIDGETOWN, Barbados – A delegation from the Caribbean Tourism Organization (CTO) has held talks with officials from the Florida Caribbean Cruise Association (FCCA) on the repositioning of cruise ships from the region. A statement issued by the Barbados based CTO, said that the delegation, headed by its Chairman and St. Kitts and Nevis Tourism Minister, Ricky Skerritt said the talks centred on tackling “the issue of the mass repositioning of cruise ships from the southern Caribbean in the summer months and to improve the overall competitiveness of the

Caribbean for summer cruising. The CTO has expressed concern over the continued massive loss of cruise business, particularly from the southern and eastern Caribbean, due to the seasonal repositioning of vessels from the Caribbean to other ports. The region’s tourism development agency says this practice results in significant economic loss to local businesses and economies during this prolonged period of economic slowdown. “We ask that together we begin a new examination of the issues related to this concern so that the Caribbean,

especially those islands farther to the east and south, can become more competitive in the summer cruise business without compromising the financial performance of the cruise lines,” Skerritt said, adding that he hoped for a viable solution that would result in a win-win situation for the cruise lines and the Caribbean. The CTO statement said that the meeting last week also provided both sides an opportunity “to listen to each other’s concerns and to explore ways to confront the situation in a manner that is mutually beneficial. “Both sides agreed to a broad frame-work which includes conducting and sharing “a substantial amount of information- gathering and research”. They have also designated representatives from both teams to

follow-up on ideas related to marketing and product development, and to report on progress made when the group meets again at a proposed meeting in June,” the statement said. The cruise industry is a significant component of the region’s tourism mix and the Caribbean remains a highly desirable winter cruising destination. In 2010 the region’s cruise passenger arrivals grew by six per cent, continuing the phenomenal growth experienced over the past four decades with the numbers climbing from just over one million cruise visits in 1970 to over 20 million last year. “CTO leaders want this strong consumer demand for the region in the cruise industry to be developed year round, with more summer business resulting,’ the statement said.

House passes $42.3B homeland security funding bill WASHINGTON – The GOPcontrolled House on Thursday passed a $42.3 billion budget for the government's homeland security efforts after a debate that demonstrated resistance for some of the spending cuts required under austere budget times. The measure passed 231-188 after lawmakers eased cuts to popular grant programs for local fire departments and after GOP conservatives tried but failed in several attempts to add millions of dollars to a variety of border security initiatives. It's the first of the 12 annual spending bills funding the day-to-day operations of federal agencies for the budget year beginning Oct. 1. It's also the first concrete step to implement the budget blueprint approved by House Republicans in April. The homeland security measure bears a $1.1 billion cut of almost 3 percent from the spending levels for the ongoing budget year that were enacted in April in a compromise between House Republicans and

President Barack Obama. But far more stringent spending bills — they contain cuts to health research, student aid, food aid for lowincome pregnant women and energy efficiency programs — will follow this summer. Republicans focused the homeland security cuts on port and transit security grants, awards for high-risk cities, and grants to local fire departments to help them with salaries and equipment purchases, proposing to slash them by $2.1 billion below Obama's requests — cuts of more than half. On Wednesday a bipartisan coalition of lawmakers restored $320 million in cuts to grants for fire departments by a sweeping 333-87 vote, but only by imposing an unrealistic cut on the agency's bureaucratic operations. Border state Republicans like Reps. Ted Poe and Michael McCaul of Texas were less successful in attempts to add money to favored programs. Poe sought $100 million for detention

beds to hold illegal aliens facing deportation and $10 million for cell phone towers along the U.S.-Mexico border. McCaul pressed for, among others, a $50 million amendment for drone aircraft, helicopters and boats to patrol the border. The amendments were ruled out of order under House rules. The cuts to grant programs freed up funding for core homeland security programs like border security, immigration control, airport security and the Coast Guard. An amendment by Rep. John Mica, R-Fla., designed to boost airport screening operations undertaken by private companies instead of federal workers was adopted 219-204. The measure adds almost $2 billion above the administration's request for Federal Emergency Management Agency disaster relief accounts, which were already facing a $3 billion or so shortfall before the recent wave of tornadoes in Missouri and Alabama and flooding along the Mississippi River. The legislation cuts off funding for

new advanced airport scanners that have sparked outrage over their revealing images of travelers' bodies. The measure denies the administration's $76 million request for an additional 275 scanners. Bdgetary factors rather than protests from privacy advocates sparked the cut. The Transportation Security Administration is trying hard to modify the machines so that they won't produce revealing images, but the software isn't yet ready. The underlying measure wouldn't affect the 500 or so machines already in place at 78 of the nation's airports or the 500 just funded in a recent spending bill. An amendment by Reps. Justin Amash, R-Mich., and Jason Chaffetz, R-Utah, to prohibit TSA from relying on the advanced screening machines as the primary means of screening passengers was defeated 300-123. Also Thursday, the House began debate on a $72.5 billion measure funding veterans programs and construction projects at military bases.

Cell phones may cause brain cancer, a panel of experts reporting to the World Health Organization (WHO) announced Tuesday. "The number of users is large and growing, particularly among young adults and children," the International Agency for Research on Cancer said in a news release issued Tuesday. The IARC made the announcement in Lyons, France, based on the work of 31 scientists from 14 countries. It will present its findings to the WHO, which may then issue its recommendations on safe cell phone use. Experts said children are especially vulnerable. "Children's skulls and scalps are thinner. So the radiation can penetrate deeper into the brain of children and young adults. Their cells are dividing at a faster rate, so the impact of radiation can be much larger," Dr. Keith Black, chairman of neurology at Cedars-Sinai Medical Center in Los Angeles, told CNN. NATO issues apology over Afghan civilian deaths The Nato-led International Security Assistance Force (ISAF) has tendered an apology for an air attack that left at least 14 civilians dead in south-western Afghanistan on Saturday, reports said. A joint statement issued Monday by the security alliance's senior Generals - Gen David Petraeus, Lt Gen David Rodriguez and Marine Maj Gen John Toolan - said Nato's top priority was to prevent civilian deaths and that it took such cases very seriously. Afghan officials had earlier said that up to 12 children and two women were killed in the attack by Nato aircraft

on a compound in Nawzad district of Helmand province. The incident had been condemned by Afghan President Hamid Karzai who said the US had been repeatedly warned over raids that killed civilians and this was his last warning. More than 200 immigrants missing off Tunisia coast TUNIS, Tunisia – At least 200 immigrants are missing and two are dead after a fishing boat carrying hundreds of immigrants sank off the coast of Tunisia in a storm, the official news agency reported Thursday. The boat was believed to have set sail from Libya and was en route to Italy with an estimated 800 would-be immigrants from sub-Saharan Africa and Asia on board, including women and children, the report said. The boat stalled some 20 miles off the Kerkennah islands in southern Tunisia on Tuesday night in foul weather that also hampered rescue operations. Some 570 passengers were rescued by the Tunisian coast guard and army throughout Wednesday. Authorities attributed the large number of missing to the stampede to get off the ship and board inflatable rafts during the storm, as well as a lack of resources mobilized in the rescue. All appropriate options would be on the table," Pentagon spokesman Colonel Dave Lapan told reporters late Tuesday. He added that a final version of Pentagon's cyber defense strategy for responding to attacks on government computer networks, power grids or other utilities would be ready within in two to three weeks. Separately, the Wall Street Journal quoted Pentagon officials as saying that the move to classify cyber attacks as acts of war is aimed at discouraging hackers who threaten national security by attacking the country's nuclear reactors, power supply grids or mass-transit system. "If you shut down our power grid, maybe we will put a missile down one of your smokestacks," the Journal quoted an unnamed military official as saying. Meanwhile, the New York Times reported citing White House officials that any military response to a cyber-attack would be employed only as a "last resort" after all other efforts to thwart the attack fail. The developments follow a cyber attack on US defense contractor Lockheed Martin on May 21. The company said in a statement released last Saturday that it was the target of a "significant and tenacious" hack recently, but insisted that the attack was foiled before any critical data was stolen. Last month, an international strategy statement on cyber-security issued by the White House stated that the United States would "respond to hostile acts in cyberspace as we would to any other threat to our country." "We reserve the right to use all necessary means diplomatic, informational, military, and economic - as appropriate and consistent with applicable international law, in order to defend our nation, our allies, our partners and our interests," said the White House statement issued on May 16. The US Defense Department claims that more than 100 foreign intelligence organizations have attempted to hack into American networks in recent years. Deadly E. Coli Outbreak Claims 16 Lives as it Spreads Across Europe The deadly E. coli outbreak in Germany is spreading to other parts of Europe. The Enterohaemorrhagic Escherichia coli (EHEC), a dangerous form of E. coli that so far killed 16 people and infected 1,169 others in Germany, is causing panic among the European community. The infection causes internal bleeding, diarrhea and renal failure and is partly resistant to antibiotics, scientists say. EHEC can result in haemolytic-uraemic syndrome (HUS), a form of kidney failure caused by E. coli that is potentially fatal. Germany has confirmed 373 cases of HUS. In Sweden, 41 people have E. coli infection, of whom 15 have

developed HUS. Denmark has six HUS cases, the Netherlands three and the UK two. A few infections have also been recorded in Austria, Spain and Switzerland. Czech health officials have confirmed the country's first case of the E. coli epidemic. An American tourist who just arrived in the Central European country after a trip to northern Germany, where she had eaten vegetable salads, is hospitalized in Prague. Researchers had warned against eating lettuce, cucumbers and raw tomatoes from northern Germany, where most cases were reported, as a disproportionate number of patients had eaten these foods.

The main Opposition Liberal Democratic Party (LDP), its ally New Komeito and the conservative Sunrise Party of Japan jointly tabled the motion in the Lower House of the Diet on Wednesday evening. When the motion was put to vote on Thursday morning, 293 members rejected it, while 152 voted for it indicating that the Opposition lawmakers failed to attract enough support from the ruling Democratic Party of Japan (DPJ). Japanese Prime Minister Naoto Kan  Some DPJ lawmakers, including former party leader Ichiro Ozawa, had reportedly hinted at supporting the no-confidence motion. The Opposition needed the support of more than 80 members of the ruling party to get it passed in the 480-member Lower House, which would have forced the Cabinet to resign or dissolve the House for a snap poll. However, speaking at a DPJ parliamentary party meeting ahead of the vote, Kan said that he was planning to step down once his government completed its response to the earthquake and tsunami as well as the nuclear crisis at the quake-stricken Fukushima Daiichi nuclear power plant. Kan came to power last June, replacing Premier Yukio Hatoyama who resigned owning responsibility for disputes over DPJ campaign finances and relocating U.S. troops. The 63-year old activist-turned-lawmaker was Japan's fifth Prime Minister in five years. Since then, he survived several attempts by his opponents to force him to step down. But this was the first time that he faced pressure from his party ranks. The no-confidence move against Kan came at a time he has been pilloried for his handling of the quake and tsunami triggered nuclear crisis at the Fukushima Daiichi power plant and reconstruction of the post-March 11 Japan. Kan has faced criticism from within the DPJ when the country is still struggling to contain the after-effects of the multiple disasters. The March 11 magnitude-9 earthquake and tsunami that killed more than 15,000 people and left over 8,500 others missing across a swath of northeastern Japan was a further blow to a country with the world's largest public debt. High-level radiation leak following explosions and fires triggered by the tremor forced the Fukushima Daiichi power plant's operator Tokyo Electric Power Company (TEPCO) to scrap four of its six reactors. About 50,000 families who lived within the 30-kilometer radius of the stricken atomic power plant were forced to evacuate under government orders over radiation fears.

12 per cent drop in HIV Infections among youth A global report on HIV prevention says that a 12 per cent drop in HIV infections has been recorded among young people in the last decade Five million people in the age group of 15-24 have HIV, down 12 per cent from 2001, but an estimated 2500 young people are infected with HIV every day, according to the report published on Wednesday. Young women and adolescent girls face a disproportionately high risk of infection due to biological vulnerability, social inequality and exclusion, a study conducted for the first time on HIV infections among young people has found. The report titled "Opportunity in crisis: Preventing HIV from early adolescence to young adulthood" was jointly published by UNICEF, UNAIDS, UNESCO, UNFPA, ILO, WHO and The World Bank. The report identifies factors that elevate their risk of infection as well as opportunities to strengthen prevention services and challenge harmful social practices. "For many young people HIV infection is the result of neglect, exclusion, and violations that occur with the knowledge of families, communities, social and political leaders. This report urges leaders at all levels to build a chain of prevention to keep adolescents and young people informed, protected and healthy," said UNICEF Executive Director Anthony Lake. "UNICEF is committed to this cause. We must protect the second decade of life, so that the journey from childhood to adulthood is not derailed by HIV," he added. According to the report, an estimated 5 million young people aged 15-24 were living with HIV in 2009. Among the 10 to 19 year age group, an estimated 2 million adolescents are living with HIV, mostly in sub-Saharan Africa. Most of them are women, who do not know their status. Globally young women make up more than 60 per cent of all young people living with HIV. In sub-Saharan Africa that rate jumps to 72 per cent. "Our success with improving access to anti-retrovirals means more young people are surviving with HIV, but many are still unaware of their status," said World Health Organization Director-General, Dr. Margaret Chan. "WHO is committed to helping improve adolescents' access to HIV testing and counseling and to making sure that health services address their needs for prevention, treatment, care and support," she added.

Goldman Sachs subpoenaed for financial crisis role Reuters) - New York prosecutors have asked Goldman Sachs to explain its behavior in the run-up to the financial crisis, the latest investigation that has cast a pall over the reputation of the largest U.S. investment bank. Goldman Sachs Group Inc now faces probes by several government authorities into derivatives trades it executed in late 2006 and 2007. On Thursday, sources close to the matter said Goldman received a subpoena from the Manhattan district attorney, who joins the Justice Department and the Securities and Exchange Commission in examining Goldman's actions. Separately, New York Attorney General Eric Schneiderman is investigating Goldman as part of a broader probe into the mortgage operations and securitization practices of seven banks. A source familiar with the situation said Schneiderman's office met Goldman executives and attorneys in the past two weeks. The probes follow a scathing report by U.S. lawmakers that cast Goldman as a central villain of the financial crisis and accused it of misleading clients about mortgagelinked securities. The report by a Senate subcommittee, headed by Democrat Carl Levin, said Goldman offloaded much of its subprime mortgage exposure to unsuspecting clients as the market for such securities was starting to tank. In some cases, the bank dragged its heels when clients wanted to get out of their losing positions, according to the report. The investigations do not imply the bank or its top executives will face criminal or civil charges, but they display a growing interest by prosecutors to build a case against Goldman, legal experts said. "They have subpoena power to get certain records, correspondence, emails and they're trying to find out every last detail that could prove fraud," said Peter Berlin, an attorney who represents defendants in whitecollar cases.

The U.S. Department of Justice is also likely to subpoena the bank, The Wall Street Journal reported recently. The Manhattan district attorney, Cyrus Vance, is not seeking new documents, according to one source, but wants to ask further questions about the information contained in the Levin report. Vance, the son of former U.S. secretary of state Cyrus R. Vance, said earlier this year he wanted to use a farreaching 1921 law called the Martin Act to toughen penalties for securities fraud. The state attorney general's probe is largely being conducted under that statute, according to the source familiar with that case. The state can seek civil or criminal charges, while the Manhattan D.A. can only pursue criminal charges, potentially making its burden of proof more difficult. Still, the Manhattan D.A.'s office has used the Martin Law to crack down on white-collar crime in the past. High-profile cases the office prosecuted using the Martin Act include brokerage firm A.R. Baron & Co and ex-Tyco chief Dennis Kozlowski. In a statement, Goldman said: "We don't comment on specific regulatory or legal issues, but subpoenas are a normal part of the information request process and, of course, when we receive them we cooperate fully." SCATHING REPORT The probes into the behavior of Goldman and some of its peers signal increasing determination by U.S. government agencies to investigate the actions of banks in the years leading up to the financial crisis and to determine whether misdeeds by executives made the meltdown worse. One of the first big cases was the Securities and Exchange Commission's civil fraud suit against Goldman last year over the bank's failure to disclose information linked to a complex mortgage security. Goldman settled those charges in July without admitting or denying guilt, but it did express regret for failing to disclose information. Goldman's shares fell as much as 3.4 percent as news of the subpoena emerged on Thursday, but then took

back much of their losses and closed 1.3 percent down at $134.38. The stock has been declining since January, but its sell-off has accelerated since the release of the Levin report and it is now approaching its 52-week low of $129.50. Even if there is a low likelihood of successful civil or criminal action against Goldman Sachs, continued pressure from politicians and the public could still hurt the firm, Sanford Bernstein analyst Brad Hintz wrote in a note on Wednesday. "We believe that Goldman's clients will begin to rethink their relationship with the firm and the franchise will ultimately suffer," Hintz wrote, adding the bank would be wise to make amends with the public soon. But other veteran analysts said recently that concerns about the Goldman investigations are overblown and little will likely come from them. JPMorgan analyst Kian Abouhossein raised his rating on the bank to "overweight" from "neutral" earlier this week and said possible negative news is already reflected in the bank's share price. However, some investors take a more negative view. "When the government has you in its cross-hairs, it takes forever to get out of it," said Matt McCormick, portfolio manager at Cincinnati-based Bahl & Gaynor Investment Counsel. "Shareholders need to understand, this is going to be an ongoing risk for years."

Hackers attack anotHer sony network, post data A hacker group has engineered yet another attack on the computer networks of Sony Corp, a setback to the Japanese company's efforts to move past a security crisis that erupted in April. The group, which calls itself LulzSec, said on Thursday that it broke into servers that run Sony Pictures Entertainment websites, and then compromised the personal information of more than 1 million Sony customers. Sony officials could not immediately be reached for comment. It posted some of the data it accessed on the Web -- including the names, home and email addresses, and passwords of some customers. But said it did not have the resources to extract and publish all of what it collected. "From a single injection, we accessed EVERYTHING," the hacking group said in the statement. "Why do you put such faith in a company that allows itself to become open to these simple attacks?" This is the latest embarrassment in an ongoing security crisis for Sony, which discovered in April that hackers had broken into its networks, stealing data from more than 100 million accounts. Nobody has claimed responsibility for that attack. But Sony's networks have since become a target for hackers looking for holes that will allow them to get into servers located around the globe. Sony had confirmed at least four other break-ins prior to the attack on Thursday. LulzSec had claimed responsibility for one of those attacks, an assault on Sony Music Japan. The group took credit for Thursday's attack in a note posted on its website. It said it had hacked into a database that included unencrypted passwords as well as names, address and birth dates of Sony's customers. The original attacks, considered the biggest in Internet history, prompted the Japanese electronics giant to shut down its PlayStation Network and other services for close to a month.

In a filing in the U.S. District Court in Buffalo, New York, on Thursday, Zuckerberg said he has declared under oath that he neither signed the alleged contract with Paul Ceglia, nor wrote or received any related emails. He asked a federal judge to order Ceglia to immediately turn over the alleged original contract and emails, and for permission to inspect Ceglia's computers. "Zuckerberg and Ceglia never discussed Facebook and they never signed a contract concerning Facebook," the filing said. "The contract is a cut-andpaste job, the emails are complete fabrications, and this entire lawsuit is a fraud." Christopher "Kip" Hall, a partner at

The Beach Soccer Ballers carved out an exciting a hard-fought extra-time 8-7 win over Caribbean Predators in the final of the inaugural Women’s Beach Football competition on Sunday, May 29. Earlier, the All Star Shrimps trounced New Wave Warriors by an 8 to 3 margin with the league’s leader goal-scorer, Christina Hinds netting 6 goals. Ballers main striker Sarah Cenary, who went into the final with about four goals adrift of Hinds, went in search of double glory – to make her team champion and lift the leading goal-scorer title. Northern Star FC claimed another impressive win in the Da Conch Shack sponsored Beach soccer League at the weekend. Their 10-5 victory against the Stingray Strikers has given them a six point lead at the top of the league standings. The scorers for Northern Star were Ralph Pierre (4), Matt Green (2), Steve Wilson (1), James Rene (1), Kenton Webb (1) and an own goal. Phil Shearer (2), Haroon Swaby (1), Rodney Davilmar (1) and Fritz Evariste (1) scored for the Stingrays. In the other game on the fixture Provo

United got back to winning ways with an 8-6 victory against the Conch Shack Shockers. A young United team were led by Herby Magny (3 goals), Junior Stevens (2), Michael Erskine (1), Jacques Etienne (1) as well as an own goal. The Shockers fought hard as Nickenson Agelus led the attack with four goals, Pierre Joseph (1) and an own goal but it was not enough on the day as Provo United took back second spot in the standings. At the end of the day, Enid Capron Primary School emerged as champions when they defeated New Age Academy. Third place went to Ianthe Pratt Primary after they defeated Precious Treasures Primary. Sail Rock U13 league moves into high gear

Week three of the competitive Sailrock U13 Boys League saw extremely competitive matches. The teams are evenly matched and it is the desire of the players that dictates the result on any given day. The first two games saw Five Cays FC going up against Blue Hills Shark and Leeward Knights tackling Long Bay Revolution. In a very even match, Five Cays came out ahead thanks to a sterling performance from Kevin Simons who bagged 4 goals to lead the boys from Five Cays. Blue Hills fought hard and thanks to goals from Jeff “T” Desvales (2) and Makenson Cadet, they came close but eventually lost the game by 4 goals to 3. Five Cays played a good passing game with Ras Diamond making his return and was instrumental in creating quite a few chances for Five Cays. In the Long Bay v Leeward match Gabriel Diotte continued his consistent performance and led his team with a hattrick. Thus game was fast paced and saw each team creating quite a few chances. In the end both teams had to settle for a draw with Leeward Knights getting brace from Cole Nick son and Romeo Outten chipping in with a goal. In their second game Leeward (fast becoming the “draw specialist”) drew 0-0 with Five Cays with both team playing hard and creating chances but failing to put them away. Blue Hills then comprehensively beat Long Bay Revolution 3-0 with a brace from Mackenson Cadet and one from Mordechea . Overall this was a good week for watching some attractive football from the U13 players. It was a tight race for this week MVP given the consistent play of all the players including Gabriel Diotte, Mackenson Cadet, Ras Diamond, Padraig O’Sullivan and others. The award this week however goes to Wilkens …for his creativity and general all round play. The league continues June 5 with 4 more games.

Bolt’s sports bar to expand to London in 2012 The (Kingston Live Entertainment) KLE Group stated that they plan to open a Usain Bolt-branded Tracks & Records Sports Bar in London, England within a year in order to take advantage of the 2012 Olympic Games in that territory. Tracks & Records, a 7,000 square foot US$1.2 million ($102.7 million) restaurant/bar opened earlier this month in Market Place in Kingston, on the same grounds as Fiction Club, also operated by KLE. “We want to go to London in 2012 whether as a temporary set-up or as a permanent set-up,” stated Tina Matalon, KLE principal, at the Jamaica Observer Foodie Seminar held last week Wednesday at the Jamaica Pegasus Hotel in Kingston. The KLE Group’s other main principals also include Gary Matalon and Kevin Bourke. Bolt, the 100- and 200-metre world record holder, is an investor in the venture. “We couldn’t afford to offer him a licence deal so we offered him an equity stake in the business,” KLE director Gary Matalon stated in response to a query at the seminar. Tiger still highest-paid athlete The business of Tiger Woods has been taking on water the past two years. Sponsors like Accenture, AT&T, Gillette and PepsiCo have jumped ship since his November 2009 car crash and the resulting scandal. His golf course design business has been hammered by the economic downturn. His winless streak on the course is at 20 months and counting, and the former No. 1 golfer in the world is now ranked 13th. Woods’ annual earnings have plummeted $50 million over the past two years. Yet Tiger Woods is still the highest-paid athlete in the world – and it isn’t even a close call. Woods earned $75 million over the past 12 months, easily outdistancing second-ranked Kobe Bryant, who made $53 million. Woods can thank two long-term sponsors for his hefty income. Nike signed Woods to a five-year, $40 million deal when he turned pro in 1998. Electronic Arts released its first “Tiger Woods PGA Tour” videogame

in 1998. The two companies have built significant businesses on Woods’ back, and his paychecks from both have grown. Nike launched its golf division with Woods essentially holding up the brand; last year it reported sales of $638 million. Blatter reelected FIFa presIdent Sepp Blatter was re-elected unopposed as president of FIFA, the world governing body for football, on Wednesday June 1 after his only rival candidate was forced to back out of the race over bribery allegations. The 75-year-old Swiss was supported in his quest to become FIFA's president for a fourth consecutive term by 186 of the 203 member associations. He will now be the FIFA president until 2015.
