Ten percent of the Royal Turks and Caicos Islands Police Force applied for the Government’s Voluntary Civil Service Severance Package, in a move that has serious implications for the morale and succession planning of the force. Investigations by The SUN revealed that 26 of the 265 members of the Force applied for severance, but only nine were approved. A few of the cops who said they were turned down, were still hoping against hope that would see the need to reopen the voluntary severance gate against so that they could be granted one more chance to better make their case as to why they wanted to leave the force, as a number of them expressed the desire to venture into other professions, including the judiciary. However, Commissioner of Police Colin Farquhar said that while he would have liked to grant the lawmen their wish, the force would not be able to do without them at this time, since, for now, their experience was needed. “It was a very complicated situation because everybody that wanted to apply could apply, but every position where I granted somebody that severance package, I can’t fill that position. As you know, I need every police officer that I can have, so I just couldn’t grant it to everybody. CONTINUED ON PAGE 2

NURSES IN TCI CELEBRATE INTERNATIONAL DIVERSITY
The Cheshire Hall Medical Centre parking lot in Providenciales was on Thursday evening the scene of fun, excitement and laughter, when the nurses at the institution put on International Cultural and Talent Night to celebrate TCI multiculturalism in the health sector, and in particular - nursing. The event was part of Nurses’ Week, which was observed between Sunday, May 6 and Saturday, May 12. The event showcased the foods, culture and heritage of the various countries represented at the hospital. The culturally-talented David Bowen-led TUCA dance troupe was the highlight of the evening. The week kicked off with church service at the Abundant Life Ministries International Church, located along the Leeward Highway. On May 9 and 10, nurses at Cheshire Hall hosted a career show and tell with members of the public, highlighting certain specialist aspects of their profession. Also and Wednesday, there was a video conference debate between the Provo nurses and their Grand Turks counterparts on the theme 'Nurses make the profession'. The week was topped off with dinner at the Veranda on Friday and Saturday. In photo, some of the nurses can be seen outfitted in either national dress of cultural garbs.

“There were a few decisions where I could, but because of the restructuring that we are doing, I was able to let some go. It was one of those difficult situations. We grant the go ahead to officers at all levels,” he revealed. Commissioner Farquhar stated that the majority of the rank and file members of the force were not interested in the package which was why he was baffled when rumours swirled that there was a planned mass exodus. “It was not as many as people originally thought. There was a rumour of about 120, but if I remember correctly there were 26 police officers that applied, so it was not quite the number that some people were suggesting. And from that number we granted clearance to nine, I believe, to take the package,” the commissioner further stated. In the meantime, Commissioner Farquhar conceded that top brass of the force was aging and with this in mind, it established mechanism for succession, which he said, started immediately after he and Deputy Commissioner Brad Sullivan took over the reins of the force last year. He said the plan to send some senior officers on lengthy vacation and pre-retirement leaves provided an
opening for lower ranking officers to fill those breaches so as to garner valuable experience so they would be able to function suitably when the time came for them to be elevated to be elevated to those positions. “That (putting a succession plan in place) was what we have been working on over the last year. People would have gone on; some people took longterm holidays, some long term leaves and other people went on preretirement leave. “So they did provide an opportunity to put some more junior people into positions, and actually evaluate how they did at the more senior level. So it has been a great method for the deputy and I, to assess the junior officers in more senior positions, and it was very worthwhile in some ways. It is all leading to our succession planning,” Commissioner Farquhar said. The top cop further declared that from the exercise he had identified immense talent at all levels – from constable to senior positions - that could one day assume some of the highest position in the force in the nottoo-distant future. “We see talent at all levels; we see the potential of constables moving up into sergeant positions and inspectors moving up into superintendent positions. We have a lot of competent people, it is just a matter of allowing
them time in each of the positions to acquire their managerial skills that they need to move on to the next level,” he suggested. But while some members of the public and some in the force may want to see officers climbing the ladder on a more rapid scale, the police commissioner cautioned against such practice, warning that it could place underprepared officers into more senior positions that they were illequipped to handle, and thereby setting them up to fail. “We have to be really careful about fast-tracking people because if we do it too quickly some people will get themselves into positions that they are not ready for, and so, that is really unfair to the organization and it is really unfair to the persons themselves, because, if you offer somebody a promotion, they are not going to turn it down. But maybe they are not quite ready for it, so it is really important to allow people time to get comfortable in the rank, to get an understanding of what their roles and responsibilities are before they move up into the next level “So, even when you identify somebody of inspector rank that you think may do very well as an assistant commissioner at some point, they have to do at least a couple years as an inspector, another couple years as assistant superintendent and another couple of years as a superintendent .
“So, there is six years right there before they can ascend to the next position of assistant commissioner. It is one of these things that you have to allow the process time, and I really caution against fast-tracking people too quickly – it is not fair to the organization or the person,” Commissioner Farquhar reiterated. Among other things, the letter stated: “The police force was in a poor state before but it has gotten to the pits and has now become a battle ground with police officers against each other by being tattle tales for promotion that is not earned and hard working police officers are de-motivated and demoralized and we cannot go on like this and to save this country from being swallowed in crime we ask that for these two person resignations as soon as possible.”
Governor must confirm that elections will be held before the end of the year BY CARLOS SIMONS CONTRIBUTOR
On Monday, 7 May the Governor published his Quarterly Milestones Update. The Governor is aware that these Updates are highly anticipated for one principal reason: any indication they might give as to a date for elections. Like people anywhere who have been disenfranchised, the people of the TCI yearn for the return of their universally recognized right to elect and be governed by their own representatives. The British Government knows this as well: it is the same principle that they went to war for in Iraq, and continue to fight for and promote around the globe. Yet it is one they continue to deny in the TCI. As for the 7 May Update, the words that caught most people’s attention were these: “It is clear that while significant progress has been made in many areas, further work remains to be done before UK Ministers can judge significant enough progress to allow them to reinstate the Constitution, thus triggering fresh elections.” Most people see this as a walk-back from the previously clear indication that elections will be held before the end of 2012. It appears to be part of a continuing pattern of borderline deceptions that include leading us to believe that HMG would bear the cost of SIPT! It is a reckless and dangerous way to conduct

the serious business of governance. As I travel around the Islands in my campaign for the leadership of the PNP, I sense a rising tide of frustration with the Interim Administration’s fixation on Milestones progress as opposed to the welfare and well-being of real people. The growing attraction of full independence is fed by this frustration as much as it is by the arrogance, insensitivity and double standards that have come to characterize the British mission here. In my first address as Chairman of the Consultative Forum, I said that the best job the Forum could do for the people of the TCI is to
work itself out of a job as quickly as possible. I resigned more than two years ago to undertake the far more important work that I am currently doing, and almost three years on the Forum is still firmly in place with no apparent end in sight. So we are halfway through the year and suddenly doubt has been cast on the widely accepted belief, created and encouraged by the Governor and his bosses that elections will be held before the end of the year. Many people will find that disappointing and discouraging and the only way to repair the damage now is for the Governor to expressly confirm that elections will be held before the end of the year, to name the date and to make the Milestones fit that date. They are after all his milestones, not ours! Having had the opportunity to gauge the mood of the people, I have come to the view that an early date for elections is the single most important item on our agenda of things to be settled with the British. If that continues to be denied I will, as Leader of the PNP, and after close consultation with my Party’s Executive and with their support, devise and pursue such strategies as may be necessary to restore this most basic of human rights to the people of the TCI. Clayton Greene not contesting PNP leadership BY VIVIAN TYSON SUN SENIOR EDITOR
When the Progressive National Party (PNP) holds its convention between June 1 and 2, with the main aim of selecting a leader, the name of current leader Clayton Greene, would not appear on the ballot since the embattled party chief has decided not to contest the leadership race as a result of him being charged with corruption by the UK Government-commissioned Special Investigation and Prosecution Team (SIPT) Greene is among 13 persons comprising politicians, developers and business individuals charged by the SIPT for either money laundering,
bribery or facilitating corruption. In an interview with The SUN earlier this week, Greene said that he had indicated to party delegates that he would not be at the starting blocks for the leadership race, but would continue as leader of the party until a new leader was selected by party delegates. “I have indicated to the delegates that I would not be contesting the leadership of the party; I would not be putting my name up (for the leadership of the party) at the convention. There is a convention that would be held on the 1st and 2nd of June. One of the items on the agenda is the leadership, and I would not be contesting that office, but I would continue as leader of the party until the convention comes,” Greene indicated.

Meanwhile, Greene said that it was difficult, as party leader to get things done, based on the current political climate, since the reins of power was taken from Turks and Caicos Islanders. “Parties exist to win election, and I ascended to the leadership of the party at a time when the country was being politically challenged to the extent that there was no democracy, so the party had nothing to look forward to. And I think that, certainly, from my perspective, that impacted significantly the party’s ability to galvanize its base, and so, that became a challenge. “Above that, the party was facing one crisis after the other. It started with the stepping down of (former premier) Michael Misick, and then with the pulling of the Constitution from under the feet of Galmo Williams, and then, after I became the leader of the party, the latest straw was the charges against me. So, all of those things have put the party under significant stress,” Greene surmised. He noted though that the party was undaunted and so it was still seeking to ensure that after an election was held, the PNP would be back in the driver’s seat, as party operatives were actively getting persons to register so that their names would appear on the new next voters list. “I am happy to say in the face of all of that, the party has continued to move forward. We are presently on a registration campaign to make sure that we get our persons registered so that they could qualify when the time comes for the electoral list to be compiled.” In the meantime, Greene said that in recent weeks a number of persons from the community were coming forward and making themselves available for candidacy of the party when the United Kingdom Government decided to fly the election gate. “Together, we are beginning to look at candidates for constituencies and also At-Large candidates, and we have seen that there is significant interest; well qualified, well able Turks and Caicos Islands-loving people continue to be drawn to the Progressive National Party. Molasses Reef West Caicos put in receivership

The Supreme Court on Friday ruled that the Molasses Reef West Caicos Hotel Development be placed in receivership and is expected to

appointing Keith Burrant of Meridian Trust as the liquidator. The process means that the Molasses Reef West Caicos Development can now be sold to any interested, willing and able developer. The liquidation came after almost
five years of legal wrangling between owners of the project Logwood Construction, which is owned by foreign and local entities and Ashtrom / Turquoise Construction. The SUN understands that Ashtrom/Turquoise Construction took Logwood to court

after being owed in excess of US$15million by the developers. Logwood legal representative begged presiding judge Justice Margaret Ramsey-Hale more time to sort out kinks in the finances of the projects, based on a development agreement signed sometime ago. But the just denied the request on the basis that the matter had been continued long enough without any resolution in sight. One of the Ashtrom/Turquoise associates – John Wildish - who was in court to hear the matter, was overjoyed at the outcome, telling The SUN that the company may now finally receive what was owed to it. “May the liquidator and those who govern us, with God’s blessing, now work to get this thing restarted to the benefit of our nation,” Wildish said. The Molasses Reef West Caicos Reserve, which was to be emblazon with the Ritz Carlton Brand, was a source of one controversy after the next, causing at least three work stoppages between 2007 and 2008. The first incident was a demonstration by local construction workers, who staged a protest at the Sapodilla Bay Dock in Chalk Sound – the only route from Providenciales to West Caicos – in opposition to the employment of Chinese workers, who were being transferred from the justcompleted Seven Stars Resort. The protestors said the Chinese workers were being employed at their expense based on the lower rate they were accepting. The second disruption was by local workers on the site who claimed that they were being short-changed, while expatriate workers were taking home bigger paychecks, while the final unrest was on by Chinese workers who claimed that they were being made to work without pay for a protracted period of time. The protest, which triggered the intervention of the government of the day, was described as a hostage situation. The project finally ground to a halt after Lehman Brothers, one of its biggest financiers, fell victim to the Wall Street-triggered world recession. Ashtrom/Turquoise Construction was represented by attorney-at-law Martin Green.

‘Vision for independence is being moved further away’ BY DR. RUFUS EWING SUN CONTRIBUTOR
So why must we cast our eyes towards an Independent Turks and Caicos Islands? The answer my fellow Turks and Caicos Islanders, has once again been made abundantly clear by the Interim Administration. The introduction of the TCI Constitution Order 2011 gives absolute authority and power to the Governor, Attorney General, and the Chief Financial Officer amongst others. Under the various newly spawned ordinances, The TCI Constitution Order 2011 prescribes ultimate power to these individuals above that of any elected official in the Turks and Caicos Islands. Take note that none of these supernatants need be Turks and Caicos Islanders and hence by examples set by their predecessors, will have no allegiance to the People of the TCI their plights and their struggles. The statement in section 4, subsection 4 of the Chief Financial Officer's Draft Bill says it all as to who will continue to have the power: "(4) Notwithstanding anything in any other law, the Chief Financial Officer may stop any action, or reverse any decision taken by any office in the public service, public officer, minister, or statutory body if in his judgement such action, decision or decisions

would be inconsistent with— (a) Part IX of the Constitution; (b) the Public Finance Management Ordinance 2012 and any other legislation dealing with public monies; (c) the Scotiabank Credit Agreement and DFID loan guarantee; (d) the Counter-indemnity Agreement signed with DFID; (e) the Statement of Governance Principles ; (f) the framework document; (g) the requirement to obtain the Chief Financial Officer’s approval before any commitment/expenditure equal to or in excess of a sum set by the Chief Financial Officer, before any legal undertaking is made; (h) the requirement to obtain the
Chief Financial Officer’s approval for withdrawals from the Consolidated Fund; (i) the sustainable plan to ensure a year-on-year fiscal surplus; (j) the Appropriation Ordinance or any Supplementary Appropriation Ordinance" Quite simply put, where the CFO and or the Governor are not in agreement with an elected Government's Inward Investment policy or with any expenditure policies, regardless of ultimate goals intended to address social ills or to empower our people, they are so empowered and can simply refuse to authorize funding. These decisions would likely be based on the grounds of a loan guarantee or Governance principles that are yet to be written or will be written in the typical un-reasoned and un-researched cavalier manner whenever the need arises. The vision that we must all have of achieving an Independent Turks and Caicos Islands is continually being moved further and further away from us, whilst the British continue their agenda of economic stagnation, social segregation, and oppression of the masses. It is now clear to even the most naive amongst us that their agenda is neither the empowerment of nor is it the enabling the self determination of our people. My people it is quite evident that our best opportunity for prosperity in the interest of TCI is through
PNP gains strength despite charges against top members – Greene Despite the leveling of charges against a number of its top members, the Progressive National Party (PNP) continues to grow stronger, as a more Turks and Caicos Islanders have been gravitating towards that party, this according to out-going leader Clayton Greene, in an Interview with The SUN. Greene, who informed party
delegates that he would step down from the party’s pole position, due to him being charged by the Special Investigation and Prosecution Team (SIPT), accused the British Government of embarking on a crusade to shred the PNP, but despite their best efforts, the party appeared to be getting stronger. dismantle the PNP was to slap charges against some of the more influential and outspoken members in an effort to send them into oblivion. He noted that the British were of the opinion that, with those members out of the way, the PNP would be weakened. However, Greene stressed that such efforts appeared to have backfired, as the party was undaunted, revealing rather, that a number of bright and energetic Turks and Caicos Islanders, who, for the most part, on the fence, were coming out not only in support of the party, but also to put themselves forward to become elected members. “I see the party being strengthened by it (members being charged), because when we take a look at how this whole affair has been handled, people are concerned that it may not have been handled in the most fair and transparent fashion. People had told me – this is not one or two persons – that they see some of it as deliberate attempts to cripple the PNP as an institution. ‘But when the Administration sees the support that the PNP has been getting, I am sure that they are now satisfied that it hasn’t worked. If it has done anything, it has galvanized the support that PNPs have for their party, and they say to me that the PNP is never going to die because the grassroots in this country will never going to let it die,” Greene revealed. He stressed also that one of the
independence, which will allow us to develop and implement our own policies and control our own destiny in the best interest of TCI. An independent TCI: • Will afford us the opportunity to create a diversified, prosperous and stable TCI economy which has been independent of British Aid for over 20 years. • Will allow us to develop fiscal policies that are in our best interest and competitive with the regional and global markets • Will allow us to create a nation that is truly out of many one people as our policies will ensure empowerment of all the people and social integration • Will afford us the opportunity to address the social needs of our people and not allowing starvation and home foreclosures amidst government surpluses. • Will allow us to build stronger National Security systems and relationships to better protect our borders. • Will allow us to continue to develop and trust in our institutions of Good Governance and Integrity, safeguarding our democracy and ensuring that our powers of self regulation remains on the shores of our homeland. I continue to urge all Turks and Caicos Islanders to put aside partisan politics and to move towards controlling our own destiny. We must take the example of our brothers in neighboring territories who travelled this road before to rid themselves of the systemic illness of colonialization. It is time that we stand up and move against those that do not act in our best interest. It is time for us to chart our course for a brighter future and begin our journey towards a promising tomorrow.

This party is an institution in this country. This party has stood for certain core things, and most fundamental among them has been the development of the people of this country, and so, that is going to continue whether I am there or not. I have never been so self centred as to think that this party is somehow an extension of me; far be it from the truth. “This party is greater than all its members, and it is the sum of its membership – from its leader to its most lowly supporter – that makes the PNP the great party that it has been over the years, and that has enables it, in government and out of government to champion the causes that mean so much to the people of this country

Further doubts about elections in TCI this year United Kingdom (UK) ministers have cast further doubt about the possibility that elections that will return the Turks and Caicos Islands to self-rule will be held this year. “It is clear that while significant progress has been made in many areas, further work remains to be done before UK Ministers can judge significant enough progress to allow them to reinstate the Constitution, thus triggering fresh elections,” said Governor Ric Todd, who has just returned from an official visit to the UK where he met with UK Ministers. “For some of the milestones, such as those relating to the constitution and Crown Land, for example, there is little left still to do. Others such as the pathway to acquiring Islander status should be well on the way to completion later this summer. We must continue to give UK Ministers confidence that the country is run according to its
stated budget and a fiscal surplus will be achieved this financial year. The milestone relating to substantial progress in the ongoing criminal investigation will require their clear judgment given that the trials will not be completed this year.” Parts of the TCI Constitution were suspended in August 2009. Elections were constitutionally due in 2011, but over the past few months, certain British officials have been teasing residents of the Turks and Caicos Islands with promises that elections will be held later this year. The Governor added: “The real story behind this update, however, is that there are a great many people both here in the TCI and the UK too working very hard towards achieving these milestones which will make this country a fairer and more transparent society in which to live, visit and to do business in.
I would like to take this opportunity to thank each and every one of them for all of their hard work and commitment.” According to a press release from his spokesman Neil Smith, Governor Todd will now conduct public meetings in North and Middle Caicos on May 10 and 11, Salt Cay and South Caicos on May 14 and 15, with dates still to be confirmed for Providenciales and Grand Turk, where he will personally update community representatives. The primary objectives of the Interim Administration, expressed through the milestones, to: stabilise the financial position of the Turks & Caicos Islands; update laws and legal safeguards to ensure fairer decision making; reform weaknesses in land and immigration matters; put in place robust public finance procedures and create a more efficient public service.
Suspended police officer guilty of rape
A suspended Royal Turks and Caicos Islands Police officer has been convicted of the attempted rape of a 27-year-old Grand Turk woman. Williamson Premillien was found guilty following four-day trial in the Supreme Court. He has been remanded to HM Prison and will return to court on May 25 for sentencing The jury, made up of three men and four women, heard that the victim
worked in a domestic capacity for the defendant. In June last year, she reported that she had been sexually assaulted by Premillien, who at the time was a serving police officer. Investigations were immediately carried by the Sexual Offences Unit and Grand Turk Police, following which the suspect was arrested, charged and suspended from duty. Speaking after the guilty verdict, Inspector Irene Butterfield, head of the RTCI Police Sexual Offences
Unit, said: “It is very sensitive when you have to investigate one of your own either as a victim or an accused. “But we have to do our job and all investigations are treated fairly and with transparency. “As law enforcement officers we are required to set standards both on
and off duty that are beyond that of an average citizen. “Due to our profession, we are open to scrutiny at all times, and hence we must uphold the law at all times too. We are in the public eye and we must always lead by example.”

Government unveils $20million surplus budget BY VIVIAN TYSON SUN SENIOR EDITOR
Government is looking forward to reel in a projected $20 million surplus at the end of the 2012/2013 budgetary cycle as it tries to reverse the abysmal fiscal deficit which has been dogging its coffers over the past three and a half to four years. Permanent Secretary for Finance, Anya Williams, during a news conference called by Governor His Excellency Ric Todd on Tuesday at the DECR building, to announce the draft budget, revealed that Government was expecting to rake in a projected $2million, while projecting the recurrent expenditure to be about $180million, which she said should leave Government with a projected $20 million spending reserve. Williams further noted that after yanking debt service payments and contributions to the capital fund from that remaining $20million, government would be left with a net surplus of about $3.7 million. Debt servicing for this year’s budget is expected to be about $5 million. The budget is expected to be

presented before the Consultative Forum in a closed session on May 14, before journeying to the Advisory Council on May 16, where it is expected to receive the government’s stamp of approval. And while explaining that the budget had to be approved before all the areas of spending could be itemized for public consumption, Williams said that a great deal of attention would be paid to education
and infrastructure, including the repair of the causeway which links North Caicos and Middle Caicos. She said that the repair of the causeway is expected to cost $1.4 million, while another $1million was to be expended on the refashioning of the archaic water supply system on Grand Turk. She said that during this fiscal year, government would be looking to spend a little over $4million on education, with approximately $1million going towards affecting repairs to the Ona Glinton Primary School in Grand Turk, which was destroyed by fire some two years ago. Government would also spend a little under a million dollars to construct a block at the H.J. Robinson High School also on Grand Turk. Williams said further that funding would be available for additional space at the Clement Howell High School in Providenciales, further explaining that funds would be available to improve schools in North Caicos. She said, too, that repair work would be done to government facilities so that civil servants would be able to take up residents, in an effort to cut costs, including rents. On the revenue collection side, Williams sad that, in addition to the $6million grant from the United Kingdom Government to cover the cost of the Special Investigation and Prosecution Team (SIPT) and another $5 million European Union grant, government was hoping to collect $60million in customs-related charges, which should s include $40 million in import duty about
$18million in customs processing fees. Williams said also that the Interim Administration was looking to rake in some $30million in accommodation tax. She added that a sizable amount should also come from, among other areas, bank services and communication taxes. Governor Todd, who was upbeat at the projection of this year’s estimates of expenditure, said that it was a good feeling to be moving from a state of year-round deficits to one of surplus, while stressing that all the stops would be pulled out to meet those targets. “The key point is, we are now moving from several years where the deficit was increasing; this year is the point where we are turning it into surplus and we start to pay the debt down. That is why it is important that we have a surplus because that is the only way we can pay down the debt, and then we start to build up funds for the future, rather than doing what we did in the past, and to keep running a sensible surplus and to have public finances that are well managed,” Governor Todd said. In the meantime, Chief Financial Officer, Hugh McGarrel Groves said that his office was geared at providing a human element to the UK Government, which he said was to provide much more flexibility monetary maneuvering as against maintaining all the restrictions imposed by the UK government in bid to recoup its funds loaned to the TCI. “I would see the CFO’s role, really, as a human alternative to the loan guarantor, which is the UK government, (that is) imposing a whole set of restrictions to support its guaranteed position. If you look at countries like Greece, for instance, where the lenders have imposed very, very extensive and onerous conditions to go with that loan, that would be one way to do it. But, I think what I am hoping that I can achieve as CFO this year is being much more flexible, by being a person, rather than being a set of defined rules. “ It would be possible to work with the elected Government, hopefully, to be flexible and helpful to ensure that everyone’s interests are met in the most possible way. So I very much still have in mind the importance of government working well for the people of this country, and that is what I have been trying to do over the last eight months and I want to continue doing that. But clearly, the elected government must be given as much power as possible to meet its mandate as an elected government,” McGarrel Groves said.

Issue #11 Happy Mother’s Day to all of the mothers of the Turks and Caicos Islands. I would like to give my own mother, Mrs. Hilda Robinson, a very special greeting! As we celebrate Mother’s Day, and as I promised in last week’s edition, this week’s Stepping Stone will focus on mothers. I would like to take this opportunity to honor all mothers of the Turks and Caicos Islands, and let them know that we appreciate all of their hard work! They play so many roles in our lives, that it is hard to list all the different ways they love their sons and daughters. It is hard to put into words the characteristics of a true ‘Mother’, and as I sat in my office contemplating the best way to do so, and seeking some inspiration, I came across a wonderful little poem, Mothers are Heaven's Scent. It poetically compares the qualities of a mother's love to the various types of flowers. Here is a short excerpt: Mothers are like flowers, Each is beautifully unique in her way designed by God to bloom where she is planted The Lord created mothers to be Heaven Scent A reflection of His beauty, spreading His fragrance throughout the world. “[She is] to God, the fragrance of Christ”- II Corinthians 2v15 The poem goes on to compare mothers to the many wonderful plants God has created; the Dogwood is the mother who is willing to sacrifice herself for her children, the Water Lilly is the mother able to rest in God’s Holy Spirit, the Bird of Paradise is the mother who has faith in God to ‘give her wings’ when she has no strength of her own, and it continues.

Many times our mothers are a beautiful bouquet, with a combination of all these qualities. I would encourage you to read the poem or watch the beautiful video and share it with friends. Mothers are very special ladies and I know that we would like to spend every day visiting with them but at times find it so difficult. Our lives are so busy or distance prevents us. That is why, whenever we get the opportunity, we must embrace our mothers and bask in their love. This is why a few weeks ago, my family and relatives celebrated my Mummy’s birthday with what essentially amounted to a wonderful family reunion. The gathering included all her children, including in-laws, adopted children, grand children and great grand children along with her brothers and neighbors and friends, who assembled at her home, where we spent the evening cooking, roasting corn and eating and truly enjoying our mother. I felt heaven on earth that evening, and accepted that mothers are really heaven’s scent. My daughter Sakera, who celebrates her first Mother’s Day this year, arranged that Mummy’s daughters would do the cooking, while the sons do the barbeque and corn roasting. To just share Mummy’s kitchen with my sisters was a blessing within itself. Normally a family gathering is catered or one member does all of the cooking. This time was special. This coming together and cooking in a single place was something we didn’t do anymore. The Stepping Stone of this story is that we must use every available occasion to celebrate our mothers and to pay tribute to them using the familiar things that keep any and all family together.
You see, when you invest your love and time and attention with your loved ones it pays back the greatest dividends. Mummy had worked hard all her life, oftentimes she had two jobs to make ends meet. Her life revolved and continues to revolve around her family. She took perfect care of her children and grand children and now helps with her great-grand daughter Lola a few times a week, and soon Lani will join them. You see, I know that my grandchildren will be in the best hands ever and that Mummy will nourish and teach them so many things that school or modern parents don’t teach anymore. To still have mummy with us, healthy and of sound mind, is truly amazing and I continually give God thanks and Praise. My friend Amanda Misick, once said after losing her mother, that she felt so alone, with no one to pray for her, to intercede for her and no one between her and God. I thought to myself, “wow, it is true, mothers cannot be replaced or forgotten”. So my friends, those of you who are blessed to still have mothers please remember that. I just wanted to share this poem with you because it best describes what mothers endure: From Courage Does Not Always Roar by Bobi Seredich When life gets you down and the
problems you face are certainly more than your share...When you run out of strength and you want to give up because it's just too much to bear. Businessman robbed in Long Bay Hills

Police are appealing for witnesses following an armed robbery in Long Bay Hills, Providenciales. According to police press officer Paul Baker, a local businessman, (whose name has not been released) and his companion were approached by two masked gunmen in the driveway of their home in early hours of Saturday, May 5th. They were threatened with handguns before being robbed of cash, mobile phones, a computer and other items. The culprits, who are both described as darkskinned, 5ft 8in tall, wearing black clothing and ski masks, escaped in a white jeep. Baker said: “This was a particularly nasty robbery although fortunately no one was hurt during the incident. Just before 2am on Saturday, the victims drove their vehicle into their driveway in Long Bay Hills when suddenly a white jeep pulled up behind them. “Two masked men, armed with handguns, jumped out of the jeep and committed the robbery. The gunmen made their escape in the white jeep.” The spokesman added: “We are appealing for information and particularly any witnesses who may have seen a white jeep in the Long bay Hills area around about the time of the robbery.”

Intense police surveillance stems Haitian boat flow BY VIVIAN TYSON SUN SENIOR EDITOR
Increased vigilance within the waters of the Turks and Caicos Islands has resulted in boats with illegal migrants having to seek other jurisdictions, preferably the Bahamas and the United States, this according to Commissioner of Police Colin Farquhar, during an interview with The SUN. Up to recently, a flourishing criminal corporation between the Turks and Caicos Islands and Haiti that indulged in the trafficking of financial opportunity-seeking Haitians from that impoverished nation to these shores had existed. The illegal enterprise even caught the attention of Governor Ric Todd, who told a news conference earlier this year that he had suspected an illegal immigration cooperation and collusion between people in the Turks and Caicos and those off the island, to ferry undocumented Haitians into the country. Governor Todd pointed out at the time that quite often, the people

Commissioner Farquhar said that the Royal Turks and Caicos Islands Police was providing constant air surveillance with the aim of ensuring that any form of illegal activity would be spotted in our waters, which he said bore fruit even this week when a foreign poaching vessel was seized. “This week we caught a poaching boat in Turks and Caicos waters, and it was our police aircraft that identified the vessel, and our police boat went to the area and made the detention of the vehicle. We have our boats and plane out; we are aggressively investigating any reports of any new vessels coming in
and around our ground,” he revealed. Haitians, whose country is listed as the poorest in the Western Hemisphere, often make treacherous voyages to the TCI, risking their lives in search of jobs. However, over the years, many have lost their lives during the two to three day journey. On September 10, 2011, 10 Haitians drowned off the coast of South Dock while being transferred on a cargo boat onto a wooden sloop. The authority also found drugs on the cargo boat and arrested two Bahamian siblings. They were however, not charged with relation to the trafficking or drowning of the men. They later faced the TCI courts where they were sentenced. In 2007, more than 90 Haitians lost their lives in a predawn attempt to enter the TCI, when their boat overturned about two miles off South Dock. Many of them were eaten by Sharks, as the authorities were only able to salvage mangled body parts.

Community College students upset about changes
Some degree students at the Providenciales Campus of the Turks and Caicos Islands Community College are up in arms with the administration over its decision to change the procedure of the programme in mid stream. The students’ grouses included a decision by the administration to reduce the number of courses and lengthen the Bachelors Degree programme from two to three years; refusing to offer summer courses so that they could complete in two years; and also what they termed to be the deplorable condition of their classroom. The students pointed out that in semester one, they were given six courses, but when they returned to school in January of this year, were greeted with the news that they would be offered only four subjects for the second semester. They said that upon voicing their disapproval on the sudden change, they were given the opportunity to vote on their preference of course study. They said that prior to the voting, they were given two choices – take six courses for the semester and complete the programme in two years or take four courses for the semester and finish in three years. They were told however, that regardless of the option chosen by the majority of the students, the overall cost of the programme would not change, and if the second option got
majority votes, they would still have the option to complete the other two courses over the summer and would be able to finish in two years, but that would, however, depend on the availability of lecturers, since full time staff would be on summer break. They said as a result, the majority of the students voted for the second option on a 13 to 7 result, and the decision to reduce the course prevailed. However, the students felt that they were deceived into voting for the second option, as on Wednesday, March 21, this year, they were told that there was no summer class option. “We felt that we were duped during the voting process because we have now discovered that the information that we were provided with prior to voting, material information that affected the way individuals voted, was inaccurate. We are now being told that the cost of the programme will most likely increase, although we have not yet been told to what extent, and there is no option to take summer classes. If this information had been given to us before we voted, the majority of us would not have opted to take four classes rather than six,” the students said through a letter. The students continued: “It should be noted that prior to this latest revelation, we were told that summer classes could not be held because the full-time lecturers would not be

After further discussion and a proposal by our group, we were advised that if we could source lecturers with the appropriate qualifications, who were willing to teach summer classes, the classes would be held. “We did just that, and despite our efforts were are now being told that the college is not willing to incur the cost of paying the lecturers for the summer period and students are not paying their tuitions timely enough to cover the cost of the lecturers.” However, they students claimed that both positions were non-issues, because they were willing to stand the cost of the lecturers. They also claimed that the classrooms were not conducive to learning since many of the windows were without screens, thereby creating bug distraction during class. They claimed also that the setting sun that shone through a westerly window which forced students to regularly adjust their seats to avoid rays and burns. They said, too, that since air conditioning units were available only in the computer and engineering labs, they had to contend with intense head. The students want the administration to immediately reverse its decision to forego summer classes at the end of the current semester and
allow them to pursue the three excluded courses – Dynamics of Leadership, Management Accounting and Risk Management and Insurance – during the summer period. They said that Lecturers Angela Musrove and Cindy Flannagan had agreed to teach the courses, while Lavern Skippings had committed to facilitate a course pending confirmation of the subject matter by the College. They further requested the option to carry the course load of six classes per semester beginning September, instead of summer future classes. The students also want air conditioning and window shades installed and the decrepit window screens replaced. “We acknowledged that, being the first group of students to endeavor to complete this programme, we are guinea pigs. We therefore expect to encounter bumps along the way. However, it seems that we, the Bachelors Degree Students, have encountered all the bumps and there is no compromise coming from the administration. Most of us are working class people, with commitments not only to education, but also to jobs and families. We therefore find it to be of the utmost importance to complete the programme in the shortest possible time,” the students asserted.

21 boys from the local chapter of 100 Black Men visit Provo Air Center
Twenty one local boys ranging in age from nine to 11 visited Provo Air Center on Thursday, May 3 for a hands-on look at aviation, a field trip sponsored by the Providenciales chapter of the organization 100 Black Men. The youth learned key aviation signals and then had the opportunity to put their new knowledge to work by assisting the PAC ramp staff with three planes that arrived in quick succession. In addition to marshaling, they met pilots and passengers, proudly and enthusiastically welcoming the visitors to the Turks and Caicos, and spent some time learning about aircraft maintenance with Air Turks and Caicos Director of Maintenance Andrew Thomas and some of his engineers. Chairman and owner of Provo Air Center Lyndon Gardiner said the children were brimming with enthusiasm, asking great questions and eager to learn. Having himself grown up without a father, and being raised chiefly by his mother, aunt and older brother, Gardiner said he recognized both the importance and the scarcity of successful male role models for children. “Had it not been for my late brother Donnie standing over me, supervising my homework and inspiring me to achieve, I very much doubt I would be where I am today,” Lyndon said. “He was a stern taskmaster, but he taught me by example, and I didn’t have to look far to see what self-respect and success looked like.” Gardiner, who owns five interrelated aviation companies, said he and his staff were delighted to have the opportunity to introduce the youngsters to some of the possibilities for the future open to them, and hoped to have further opportunities to inspire them to pursue aviation careers.

“We urgently need to reclaim our young people,” he stated. “It’s not just the responsibility of teachers and parents -the entire community needs to unite to provide guidance and inspiration, or we will have no leadership in the generations to come.” The 100 Black Men organization was founded in 1963 by black policemen in New York City as a mentoring program for disadvantaged youth. Providing role models and leadership, they strive to encourage and motivate youngsters towards educational achievement and ultimately economic self-sufficiency. The movement has spread around the world and now has 10,000 members reaching
Security Centre taken over by Caribbean Security Services
The Security Centre Ltd, which has been the largest private security provider in the Turks and Caicos Islands for over 12 years, has been taken over by, and rebranded as, Caribbean Security Services (CSS), effective May 1, 2012. “(A) new operational structure has been developed with the assistance of internationally recognized security experts and includes the addition of new services, new equipment and new technologies”, said Mcr Bernier, chairman of CSS. As part of the reorganization of the operations, the following persons have joined the management team: Mr. Pierre Belisle, has been appointed Executive Director of Security & Risk Management. Mr. Belisle, who has both Canadian and American citizenship, is a decorated former police officer in charge of intelligence for the Montreal Police. Mr. Belisle was also Chief Instructor for the Quebec Police Academy as well as the security manager for the US Embassy in Algeria working for the US State Department. Prior to taking employment with the company, Mr. Belisle was teaching Criminal Justice, DNA and crime lab science at Bryant and Stratton College in Virginia as well as acting as Law Enforcement expert for DNA and crime scene labs in the USA and Canada. Mr. Belisle has private security experience for large professional sports and entertainment venues and was in charge, for three years, of the security and public safety of the Prudential Center, home of the New Jersey Devils, managing a private security force of more than 225 officers.
Mr. Claude Bernier, a Canadian citizen, has been retained as Director of Administrative Services. Mr. Claude Bernier has more than 30 years of experience in the management of companies including the last 15 years at managing telecommunication installation and other large work force in neighboring Haiti. Mr. Luciano Santos, who previously was in charge of the Turks & Caicos Islands airports security, has been retained as Director of Specialized Services which includes the Armed Security Officers, Cash Logistics and Personal Protection services. Mr. Santos has a thorough personal knowledge of the Turks & Caicos environment and is well known and recognized locally as an international security expert. Mr. Alco Williams has been retained as the Human Resource Manager. Mr. Williams is a former superintendent of the Turks and Caicos Police and is also currently serving as a judge on the Turks and Caicos Labor Tribunal. Mr. Williams has received Law Enforcement training in Canada, the United States and the U.K. Bernier said the vehicle fleet, uniforms and equipment are being completely updated, adding that as part of the capital investment program, the company purchased three (3) Ballistic Level 5 armored vehicles. “We have the only Ballistic Level 5 armored vehicles on the island as most of our competitors use Level 2 armored vehicles for their cash transportation services,” he said. “We have added, and are currently implementing, new services and have reorganized the company into specialized divisions: Unarmed

The same team provided and installed the Bahamas police CCTV system. “Our CCTV system will cover the entire Island of Providenciales once fully installed and will be expended to the other habited islands within the first year. The system backbone and the first operational cameras are expected to be in place by end of May 2012. Our CCTV system will help us revolutionize the methods available in TCI to ensure the safety of the residential, tourism and commercial zones; and will be a great asset in reducing the current crime rate,” he said.

Digicel and the former LRaye Cinema have teamed up to rebrand and rename the only Cinema in the Turks and Caicos Islands, the ‘Digicel TCI Cinema’. The renaming announcement was made at a Press conference at the TCI Cinema grounds on Thursday May 3 by Lraye Cinema Manager, Derek Handfield and Digicel CEO, E Jay Saunders. As part of the kickoff celebration for the renaming, Digicel hosted a Free Movie Premiere for its customers with the screening of the ultimate superhero movie, ‘The Avengers’. Adele Set for NBC Special With Matt Lauer After months of lying low following her fall throat surgery, Adeleis running headfirst into the spotlight with her own hour-long NBC special, to air next month. The feature, "Adele Live in London with Matt Lauer," will feature an exclusive interview and several performances from her "Adele Live At The Royal Albert Hall" DVD. NBC has released a preview of the interview (above), which has the British star dishing on celebrity pals, joking about the four pairs of Spanx she wore to the Grammys, discussing the crazy rumors that surround her on a daily basis, and reliving the time she walked through "tourist central" in London, terrified that someone would recognize her. She was wearing color and pajamas - both definite don't's for the black-wearing superstar -- so naturally, no one knew who she was. One of the biggest stars in the world, notoriously media-shy Adele has not only won eight Grammy Awards, but her latest album, 2011's "21," has sold 8,986,000 copies to date according to Nielsen SoundScan. The sophomore set has also spent 63 weeks on the Billboard 200, with 23 weeks at No. 1. The NBC special will premiere on June 5 at 8 p.m. ET.
Time breastfeeding cover sparks controversy This week's Time magazine cover features Jamie Lynne Grumet, a 26-year-old woman breastfeeding her three-year-old son. Grumet was one of four mothers photographed by Timefor a cover story on "attachment parenting," an approach--outlined by 1992's "The Baby Book" by Dr. Bill Sears--that recommends extended breast-feeding, co-sleeping and "baby wearing." Time's cover line for the May 21 issue asks, "Are You Mom Enough?" The provocative cover, published online Thursday, was met with the predictable Twitter jaw-drop. "Love the Time cover," AllThingsD.com's Peter Kafka wrote. "In the cringiest way possible." "Breastfeeding your 3-year-old is one thing," the Daily News' Bill Hammond wrote. "But putting a picture of him doing it on the cover of Time?" "The kid on the cover of this week's Time magazine is really going to hate middle school," Gavin Purcell observed. "Heads up, parents!" John Cannon warned. "If you're planning to take your kids grocery shopping, you will have to explain this Time mag cover." Time managing editor Rick Stengel defended the decision for the cover. "We used an image that represents the attachment of a mother and child," Stengel said on MSNBC's "Morning Joe." MSNBC showed the cover but blurred the breast out during the broadcast. ABC's "The View" covered it up, too.
"I don't wince when I look at the picture," he continued. "I think it's provocative. I think it's a little whimsical. I think she represents an outlier of women who are breastfeeding beyond one year. The cover is meant to get your attention. It gets your attention. I think this is a legitimate debate. It's a debate lots and lots of women are having."

Second male masseur files sexual assault suit against John Travolta, report says Lightning has struck twice in a sex assault case involving John Travolta. Travolta is being sued by two unnamed male masseurs -- John Does No. 1 and 2 -- who both claim the actor tried to have sex with them during massage sessions. John Doe No. 2 filed a $2 million sex assault suit Tuesday morning in a Los Angeles court claiming "substantial documentation and numerous witnesses regarding the substance of Travolta's actions," RadarOnline reports. John Doe No. 1 filed a sexual assault lawsuit on Monday. Both are being represented by the same attorney. The "Grease" star's rep labeled the first accuser's claims "complete fiction" in a statement and threatened legal action. "None of the events claimed in the suit ever occurred" - John Travolta's rep The second alleged victim says that on January 28, 2012, at an Atlanta, Georgia resort, during an in-room massage, Travolta removed the sheet from his body and asked for his buttocks to be massaged, during which time he opened his legs to reveal an erection. propositioned him and touched himself lewdly. Travolta's rep said in a statement to E! News that John Doe No. 1's claim was a lie and the "Pulp Fiction" star was on the East Coast on the day the incident allegedly occurred. "This lawsuit is complete fiction and fabrication," it reads. "None of the events claimed in the suit ever occurred. The plaintiff, who refuses to give their name, knows that the suit is a baseless lie. "Plaintiff's attorney has filed this suit to try and get his 15 minutes of fame. John intends to get this case thrown out and then he will sue the attorney and plaintiff for malicious prosecution." But John Doe is fighting back, telling RadarOnline.com on Tuesday: “I have proof to support the truth that I’m telling.” He refused to divulge what that proof was, RadarOnline.com reported. The lawsuit claims Travolta booked the massage from an online advertisement and offered to pick the man up in his black Lexus SUV. The
pair then drove to the Beverly Hills Hotel before continuing on to the actor's personal bungalow. Travolta allegedly stripped naked in front of the masseur before beginning the massage. After about an hour Travolta allegedly rubbed the man's leg and touched his genitals. The plaintiff said he told Travolta he would not have sex with him but claims the "Saturday Night Fever" star responded by offering to perform a sexual act. The lawsuit goes on to say that Travolta subsequently masturbated and told the masseur that his Hollywood career could only progress "due to sexual favors." The masseur is seeking $2 million plus punitive damages. Travolta, who is an ambassador for Australia's flagship airline Qantas, has been married to actress Kelly Preston since 1991. The couple had three children together. Their oldest son Jett died tragically from a seizure in 2009. Preston gave birth to the youngest of their children, Benjamin, in November last year.
Rihanna Taken to Hospital, Tweets Picture of IV in Arm Pop star Rihanna was taken to the hospital Monday night and reportedly treated for a fever and the flu, but she's apparently fine now. Before she went to the hospital, the "Birthday Cake" singer had attended the Met Costume Ball and looked stunning as she walked the red carpet in a long, fitted black leather gown by designer Tom Ford. Some of her 18.5 million Twitter followers had been a little concerned when the singer's timeline went without regular updates Tuesday. One fan tweeted the singer to ask what was going on, and the 24-year-old responded by tweeting the photo of her arm hooked up to an intravenous therapy drip. The Barbados-born singer, 24, didn't give any further explanation. Citing a source, E! reported Rihanna had had a fever and flu since last week and needed the treatment, but was fine now. "There have certainly been instances where celebrities use the term exhaustion, what they really mean is rehab," longtime publicist and ABC News consultant Howard Bragman said. "I think Rihanna was trying to send the message of, 'Look, I'm in the
hospital, I'm trying to make myself better.'" The hospital visit comes days after the pop star missed the final dress rehearsal for her "Saturday Night Live" performance because she reportedly was sick. The show's staff thought that Rihanna looked healthy when she did her live performance, though, according to TMZ. Sources told the website that Rihanna had a doctor give her a penicillin shot before she took the stage. "She's not one to stay at home at night and relax," Jennifer Peros, a reporter with US Weekly magazine, told ABC News. "She's out partying at all the clubs around the world. So I definitely think she may be burning the candle at both ends here. " A previous bout of the flu forced Rihanna to scrap a show in Malmo, Sweden, in October. "She really needs to slow down and focus on herself," consultant Bragman said. "Taking care of herself, that's what's most important." Meantime, Rihanna is returning to "American Idol." Yesterday the Christie led the main opposition Progressive Liberal Party (PLP) party to victory on Monday, ousting the party in elections dominated by unhappiness over rising crime and joblessness. Prime Minister Hubert Ingraham, who was seeking a second consecutive term, conceded defeat Monday night after exit polls projected a win for the opposition Progressive Liberal Party. "The Progressive Liberal Party has won the election," Ingraham told supporters at party headquarters. "I want to publicly congratulate (Christie's) party." Ingraham, who has served in parliament for 30 years, won his seat, but said he would retire anyway and
return to private life. Christie served as prime minister from 2002 to 2007. His Progressive Liberals and Ingraham's Free National Movement have dominated political life in the country since it won independence from Britain in 1973. Ingraham, who had been in power since 2007 and previously led the islands from 1992 to 2002, said before the vote that times have been challenging for residents of the archipelago of 700 islands off Florida's east coast. The unemployment rate has risen to nearly 15 percent in the country of about 350,000 people and foreclosures have increased. There were a record 127 murders last year, roughly 30 more than the previous year. When Ingraham defeated Christie's party in 2007 elections, he seized on scandals involving Christie's Cabinet, including the resignation of the immigration minister over claims he fast-tracked the residency application of the late Playboy Playmate Anna Nicole Smith. During this year's campaign, Christie and his party colleagues asserted that Ingraham's administration had ignored social needs and the long-

term growth of the islands' tourism dependent economy. His party has vowed to safeguard the vital tourism sector, double the nation's investment in education and job training, reduce energy costs and effectively battle crime. Christie, who was Ingraham's law partner early in their careers, has also said he supports oil exploration in its territorial waters. Ingraham said in April that he opposed oil drilling because a spill would pose a threat to the environment and the tourism and fishing industries. He later backtracked, saying he would consider it under certain conditions. A new party, the Democratic National Alliance, also fielded candidates Monday in the 38 parliamentary districts but it appeared the party did not win a seat.
Antivirus founder McAfee arrested in Belize on unlicensed gun charges BELIZE CITY, Belize – Anti-virus software pioneer and philanthropist John McAfee was arrested in Belize last week on an unlicensed gun charge he claims was concocted. He was seized by members of the country's Gang Suppression Unit (GSU) after they stormed his home and research facility in an early morning raid. It took the intervention of McAfee’s embassy to secure his release after a 20-hour ordeal in detention. McAfee, 66, said 30 GSU officers carrying automatic weapons appeared on the Orange Walk Town compound in northwestern Belize where he lives and works at about 6 a.m., and claimed to have a warrant to search the premises. The officers used sledgehammers to "break the doors of the buildings – none of them were locked, but they just went and broke them in any case," McAfee said. He and 11 others on the compound were handcuffed and made to wait outside in the sun, where they were held for 14 hours without food or water, he claimed. “The GSU murdered my dog in cold blood," McAfee said, “as a warning to us that this is serious, don't mess with us".
McAfee was eventually arrested for having an unlicensed firearm, a charge he claimed was "bogus". He said that at the beginning of the raid, a GSU officer took all of the licenses for the guns used for security on the compound, but one of them went "missing" when the officer was checking licenses against the guns they found on the site. The software expert has a reputation as a philanthropist in Belize. He reportedly donated a $1.2 million boat to the Belize Coast Guard in 2009 and gave cash and charitable gifts to other institutions in the country, including the police. McAfee claimed in the statement that he was harassed and arrested by the GSU because an Orange Walk district politician had pressured him for similar monetary gifts, but he had refused. "It began innocently enough, with my refusal to donate to the local political boss of the district where I lived in Orange Walk, and I have given at least $2million dollars in gifts to the police departments in Orange Walk, San Pedro, Belize City, to the village of Carmelita, the City of Orange Walk," McAfee said. "I have started programmes to feed children, I've helped mothers whose husbands have simply disappeared. I am an old man, I am 66. I have a fair
amount of money and not much to do," he said. "So I spend it where I think it will do good. And I don't ever invest in politics. I don't donate to any political party. I don't have any political affiliations." "And I refused to donate and the gentleman expected ... I've given a million dollars to the police department ... he should get a huge chunk and he got nothing," he continued. "The entire day was an incredible nightmare," he said. "This is clearly a military dictatorship where people are allowed to go and harass citizens based on rumour alone and treat them as if they are guilty before any evidence whatsoever is obtained. It is astonishing, it is beyond belief and I intended not to let this stand. I will not stand idly by to let this happen to me." McAfee was born in England but raised in Virginia, where he attended college, and went on to work as a programmer for NASA, Univac, Xerox, and Lockheed before founding anti-virus developer Network Associates, which eventually became McAfee. The company was acquired by Intel in 2010. McAfee, whose personal fortune was reportedly decimated during the global recession, founded a new company based in Belize in 2010. Antigua Finance Minister calls for referendum on Beaches project ST. JOHNS, Antigua- Finance and Economy Minister Harold Lovell has suggested that a national referendum be used to determine whether the country should welcome the construction of a branch of the Butch Stewart owned Beaches Resort in Antigua & Barbuda. When the project was proposed mid-last year, it received strong objections from opposition quarters and some residents. Recently, reports surfaced in Barbados media that the potential investor Gordon Butch Stewart might shift the brand to Barbados or St Lucia. Minister Lovell said he wants residents to debate the issue and prove to Antigua Labour Party (ALP) Member of Parliament for St Phillips North Robin Yearwood that he (Yearwood) is among a minority with strong objections to the project that would generate revenue for the country. “I want us to have a national debate about this and I want us to tell Robin Yearwood that this is our country and we are going to put our
people first,” Lovell told a sizeable crowd in attendance at a United Progressive Party (UPP) rally Thursday night. “If we have to put this to a national referendum we should put it to a national referendum and let the people speak.” The rally, the first of its kind for the party this year, featured about half the ruling party’s hierarchy in the politically charged session which lasted some for hours. Lovell’s remarks were met with nods and scattered shouts of approval from the crowd. “We should not allow a few people to stop progress in this country,” the UPP MP said. “The time has come for the country to really get on and move forward.” He said those in opposition of the project are “badminded” and “political opportunists” whose noise against the project cast doubt in the mind of the potential investor who operates the Pineapple Beach Club. Several persons including MP Yearwood and vendors who operate on the proposed construction site have
Caribbean Airlines made consolidated loss of US$52m Trinidad’s Finance Minister Winston Dookeran has painted a very dismal picture of the finances of Caribbean Airlines Ltd (CAL), reporting that the airline recorded a consolidated unaudited loss of US$52.8 million for 2011, while Air Jamaica recorded an unaudited loss of US$38.1 million dollars. The Finance Minister told the House of Representatives yesterday, that the debts of Caribbean Airlines Ltd as at March 15, 2012, were over US$40 million. Dookeran listed the individual debts of CAL at March 2012 which are greater than TT$200 million. These totalled about US$42 million and ranged from a high of US$8.1 million to the Airports Authority of T&T and US$6.1 million in US taxes payable to the Internal Revenue Service to a low of US$544,829 for Ross Advertising. He said US$200,000 has so far been remitted to the Children’s Life Fund. He said CAL’s board had approved US$5 million for the fund. The Minister's statement puts into serious question the claim of the airline's profit made by former CAL chairman George Nicholas, who had stated last November that CAL raked in a $200 million profit for 2011 and that Air Jamaica, after the merger, had also made its first ever consecutive profit in its 50-year history. At a function to welcome the first of nine new ATR 72 600 series aircraft, Nicholas had painted a rosy picture of the the Trinidad and Tobago National Airline, boasting that CAL was able to "put millions into the treasury" and that "CAL was a profitable organisation". Dookeran's revelations yesterday, however, portrayed a totally different picture of CAL as a loss-making enterprise, facing mounting debts. Finance Minister Dookeran also reported that the total subsidy for the fuel provided to CAL as at March 15, 2012, was TT$141,222,702. He said TT$40,553,313 of this $141 million was outstanding. On the issue of Air Jamaica, the Minister said Cabinet had agreed to the extension of the fuel hedge mechanism for CAL to cover the period January 1, 2012, to December 31, 2012, at the benchmark fuel price of US$1.50 per gallon for Caribbean Airlines and US$2.34 per gallon for Air Jamaica operations. He said to date, CAL had submitted claims for the Air Jamaica operations in the amount of US $3,189,061 for the period January to March 31, 2012, of which payment can only be made after the claims are audited by the Central Audit Committee of the Ministry of Finance. He added that the claims for the Air Jamaica operations for 2012 were currently being audited.

We have spoken to the owner of Long Bay Hotel and we are going to acquire a whole acre of land to make more space available on the beachfront,” Lovell said. “In addition to that, there is another two acres which was never used and there’s a fence there and we are going to open that out so there’ll be even more space for the public of Antigua & Barbuda.” He added, “We are going to put modern parking, modern toilet facilities and we are going to make sure the vendors are properly taken care of… The project would have provided about
400 construction jobs and on completion there would have been another 600 jobs…That is what we could have had started since last year.” MP Yearwood said he was not disappointed by the news the project might shift to another island and he had no regrets about making his opposition known. When the news of the possible shift was disclosed, Yearwood said, “It is not my position only. It’s the people that I represent and I have to follow instructions from my people. Long Bay has been there for the people of this area, for the people of Antigua & Barbuda for years and years and to go and take away their existing comfort – it could not be good for any government to even suggest that.” The investment was expected to start in the second half of 2011 in the form of the expansion of the Pineapple Beach Club at Long Bay operated by Stewart. The Beaches brand is the mirror brand of Sandals Resort, and whereas Sandals targets couples, The Beaches is an all-inclusive brand for families.
Anguilla blocking certain categories of foreign workers VALLEY, Anguilla – Since the beginning of this month, and until the end of December, few foreign nationals are going to be given the opportunity to enter Anguilla for a wide range of jobs. That is because the Anguilla Executive Council has agreed that a temporary moratorium for the period May 1 to December 31, 2012, should be imposed on the issuance of new work permits for the following categories of jobs: Babysitter, Cook, Mason, Office Receptionist, Carpenter, Labourer, Plumber, Photographer, Electrician, Landscaper, Housekeeper, Bartender, Domestic Helper, Waiter/Waitress, Maintenance, Tiler, Painter, Store Clerk, Videographer, Cashier and Spa Therapist. Russel Reid, Labour Commissioner in the Ministry of Home Affairs and the Department of Labour, stated that in light of the ongoing global financial, and its negative impact on the local labour market they are vigilantly ensuring that qualified Anguillians and Belongers of Anguilla are considered for jobs that become available for which they have the necessary skills and experiences. The Executive Council further agreed that caretakers and caregivers for the elderly should be exempted from the moratorium requirements; while photographers and videographers should be exceptionally considered only in special circumstances, and would have to working alongside local counterparts for that consideration. Reid stated that it was encouraging unemployed Anguillians and Belongers of Anguilla to register with the Department of Labour. By doing so, the Reid stated, it would allow the Department of Labour to act as a placement centre, whereby it can assist the private sector with the recruitment of workers. Reid reminded Anguillians and Belongers of Anguilla applying for jobs in the private sector, to send copies of their applications and resumes to the Department of Labour. He said that by doing such, the Department will be able to keep track of their job seeking process and to intervene as required. The labour official added that it was an assumption that jobs being advertised are already earmarked for certain individuals. However, he insisted Anguillians and Belongers of Anguilla to apply for any vacant position in the public and private sectors for which they have the requisite qualifications.

Jamaican dancehall artiste Mavado guilty Dancehall artiste Mavado was found guilty of assault occasioning actual bodily harm and malicious destruction of property in the Montego Bay Resident Magistrate's Court yesterday. The incident occurred on the Belmont main road district of that the parish in July last year. Mavado, whose real name is David Brooks, had pleaded not guilty to the charges. He, however, was found guilty by Resident Magistrate Wilson Smith and fined $100,000. Brooks was fined $80,000 or six months on the assault charge and another $20,000 or six months for malicious destruction of property. Both sentences are to run concurrently. Brooks' attorney-at-law Martyn Thomas said his client is considering appealing of the verdict as they did not think the RM took everything into consideration. The attorney said the police made no attempts to find the others persons involved in the incident despite their names and addresses being made available. Thomas also said Brooks made contact with the complainant on his own initiative to offer compensation as well as to make himself available to the police as he had nothing to hide. The evidence given was that that on July 22 at about 7:00 pm the complainant and his son were in a Toyota Camry along the Belmont main road when they came up on a long line of traffic and pulled off the road which was dug up. The court heard then that artiste used the wheel of his vehicle to squeeze the man between his car door and the car, causing swelling to his foot and a cut to his shoulder. Another case stemming from the incident yet to be determined. CARICOM delegation to US to protest rum exports GEORGETOWN, Guyana – Rum producers in the Caribbean Community (CARICOM) are getting high-level support in their protest against subsidies that are giving foreign rum producers in the United States Virgin Islands (USVI) preferential access to the United States market. Following two high-level visits mounted by CARICOM delegations to Washington in March and April to plead the CARICOM rum producers’ case, reports are that the next step could be a case before the World Trade Organisation (WTO) if there is little success from the meeting with the US Trade Representative Ron Kirk on Capitol Hill this month. CARICOM countries that have been exporting well-known rums to the United States for decades are lobbying against heavy subsidies being given to British spirits producer Diageo in the USVI because its rum and spirits have preferential entry into the US as they are recognised by the mainland as regional products. The complaint is that authorities in the Virgin Islands have given Diageo generous tax and other incentives and helped the company to build a brand-new heavy-duty distillery that would produce and export Captain Morgan Rum to the United States much cheaper than many of the spirits made by the CARICOM bloc’s producers. The bloc also said that they believe that the level of incentives granted to Diageo might be in breach of WTO rules. Their argument is that the subsidies offered by the USVI to the multinational rum producer Diageo are inconsistent with WTO rules because they make use of discriminatory taxation, offer export subsidies, and use such subsidies to cause adverse effects to the interests of other WTO members, in this case being the CARICOM members. Rum is CARICOM’s largest agriculture-based export industry, which generates an estimated US$500m in foreign exchange and well over US$250m in tax revenues. The CARICOM producers argue that excise taxes collected from the production of rum in the USVI are remitted back to the USVI for development purposes through the US government’s “cover-over” programme, which remits 98 per cent of all excise duties raised on rums sold in the US back to the US territories of Puerto Rico and the USVI. Concerns are that Caribbean producers will see their presently significant share of the US market wiped out by subsidised product, and other large international distilling groups seeking to locate in the USVI and Puerto Rico to seek a similar advantage.

While the president bears Mr. Biden no ill will, several officials said, the episode enraged Mr. Obama’s senior political advisers and complicated the White House’s efforts to reap political dividends from the president’s declaration through a campaign e-mail, a video and a threestate fund-raising swing by Mr. Obama. It was easily the biggest instance of crossed wires between the garrulous vice president and his more buttoneddown boss, in a White House that has been marked by occasional eruptions from Mr. Biden. And the effect was magnified both because it involved a divisive social issue and because it came just as the general election is heating up. People who know both men said they did not believe that Mr. Biden had an ulterior motive in pre-empting the president, despite the fact that he has not ruled out running for president himself in 2016.
JPMorgan suffers big loss NEW YORK -- JPMorgan Chase, in a surprise announcement, said Thursday that it has suffered trading losses of $2 billion since the start of April. The group that suffered the losses is part of the bank's so-called corporate unit, and had been making trades designed to hedge against risk. Net losses, after factoring in other securities gains, are expected to exceed $800 million by the end of the second quarter. And losses could increase depending on market conditions and the bank's actions moving forward, CEO Jamie Dimon said. The unit had been expected to post a net gain of $200 million. Shares of JPMorgan (JPM, Fortune 500) fell 9% in early trading Friday. Dimon, speaking to analysts and reporters on a conference call, said the losses were caused by "errors," "sloppiness" and "bad judgment." "This was a unique thing we did," Dimon said. "Obviously it had a lot of problems. It was a bad strategy. It became more complex, it was poorly

managed." Last month, rumors swirled around a JPMorgan employee based in London who had, according to the

"In hindsight, this was bad execution, bad strategy, but also the environment -- because this is mark to market," Dimon said. "But I just don't want to make excuses." Mayo pushed on whether market conditions were to blame, asking Dimon whether he thought other banks could be in the same situation. "I don't know," Dimon replied, sighing audibly. Defeated Sarkozy government resigns ahead of Hollande handover The conservative government of outgoing French President Nicolas Sarkozy resigned on Thursday, paving the way for Socialist president-elect Francois Hollande to take office on May 15. Prime Minister Francois Fillon delivered a letter of resignation to the presidential palace, although he will handle government business until Hollande is sworn in on Tuesday, Sarkozy's office said. Fillon, who took office on May 17, 2007, was the second-longest continually serving prime minister of modern France after Georges Pompidou, who headed the government from April 14, 1962 to July 10, 1968. Hollande is due to reveal his government line-up after he is sworn in. He will then travel to Berlin within hours to launch his push to balance German-imposed austerity policies in Europe with pro-growth elements. Jean-Marc Ayrault, a former teacher and leader of the Socialists in parliament, is often cited as a possible prime minister as is Martine Aubry, a former labor minister who was the architect of France's 35-hour workweek policy. However, ex-finance minister and long-time Hollande friend Michel Sapin could also be tapped to head the government if he does not return to the Finance Ministry, with the head of the parliament's public finance committee,

That frees the way for Sarkozy to be summoned for questioning by judicial investigators looking into murky affairs including a 1990s submarine sale to Pakistan and relations between Sarkozy, his party and France's wealthiest woman. "It's written, black on white, that proceedings begin at the expiration of a time limit of one month after the end of his functions," said Matthieu Bonduelle, president of France's magistrates' union. The allegations of scandal also clouded Sarkozy's campaign for the 2012 presidential race. One scandal involves Liliane Bettencourt, billionaire heiress of the L'Oreal cosmetics empire. Investigators want to know if cash withdrawals from her Swiss bank accounts were used to illicitly fund Sarkozy's 2007 presidential campaign. Bettencourt's former wealth manager, Patrice de Maistre, is in custody and expected to be questioned by a judge on Thursday over Swiss cash withdrawals of as much as 800,000 euros ($1.04 million) in the months prior to Sarkozy's victory. De Maistre will likely also be asked about ties to the treasurer of Sarkozy's UMP party at the time, former Labour Minister Eric Woerth, who, like de Maistre, is formally under investigation. In the second case, the so-called "Karachi Affair", judges are trying to unravel a series of nebulous dealings by middlemen and possible kickbacks linked to the sale of Agosta class submarines by the French government to Pakistan in the 1990s. Sarkozy, who was budget minister and spokesman for presidential candidate Edouard Balladur at the time, has angrily rejected media speculation that he might have known of the payments. Judges want to know if they made their way to the Balladur campaign.
British public workers on strike over government’s tough measures More than 30,000 off-duty police officers marched through London on Thursday May 10th and hundreds of thousands of British public sector workers went on strike over the government's austerity measures. Immigration staff, civil servants, health workers, lecturers and prison officers also took part in the 24-hour strike, the latest in a series of stoppages since the coalition government came to power two years ago. Police officers from all 43 forces in England and Wales donned black baseball caps emblazoned with the words "Cuts are criminal" as they protested in London against the spending cuts and changes to their pay and pensions. The police, who under British law are banned from holding strikes, warned that the government's push to cut a record deficit was putting public safety at risk. Police Federation chairman Paul McKeever said in a speech: "We care very deeply about the communities that we serve. We have seen what happens when we have a government that has given policing a very low priority. If you are cutting our jobs, then you are cutting the service we can deliver and the public's safety is at risk." London's Metropolitan Police said more than 32,000 police took part in the march. The government says the current pension provisions are unfair and unsustainable because people are living longer. But trade unions say the plans will force their members to pay more and work longer for lower pensions.

Bush Administration was set on going to war with Iraq even before Colin Powell made his infamous 2003 weapons of mass destruction pitch to the United Nations, writes the former secretary of state in his new book, "It Worked For Me: In Life and Leadership." It might be Powell's biggest revelation in the book, which details the experiences and lessons learned during his career as a soldier, a four-star general and secretary of state. Powell writes in one chapter in which he discussed his address to the U.N. that war "was approaching," reports the Huffington Post, which obtained an advanced copy of the book slated for a May 22 release. "I did some dumb things and if anybody was hurt by that or offended ... obviously, I apologize," Romney said in response to a Washington Post story that detailed a 1965 incident in which Romney pinned down a fellow student and cut his hair. A story published by The Washington Post provided a complication for Romney that put him on the defensive. Recounting an incident at the prestigious Cranbrook School in Michigan, it said Romney orchestrated an incident in which a presumed gay student was bullied. The student, John Lauber, was tackled and pinned to the ground by a group of students led by Romney, who wanted to cut the student's bleachedblond hair. "As Lauber, his eyes filling with tears, screamed for help, Romney repeatedly clipped his hair with a pair of scissors," the Washington Post reported. Responding promptly to the newspaper report, Romney went on a conservative talk radio show hosted by Fox News' Brian Kilmeade to explain his side of the story. "You just say to yourself that, back in high school, I did some dumb things ... But overall, high school years were a long time ago and I'm glad I've got some good friends from those years," Romney said. Asked about the specific incident involving Lauber, Romney said: "I don't remember that incident and I'll tell you I certainly don't believe that I - I can't speak for other people, of course - thought the fellow was homosexual. That was the furthest thing from my mind back in the 1960s, so that was not the case." Democratic National Committee spokesman Brad Woodhouse quickly tweeted a link to the story to his followers and peppered Romney with criticism. Feds investigating leak in Al Qaeda bomb plot case, source says WASHINGTON – Federal investigators are conducting a probe into who leaked information about an Al Qaeda plot in which an explosive device was to have been detonated on a U.S.-bound airline flight, a law enforcement official said Wednesday. The official spoke on condition of anonymity about the leak investigation, which is just getting under way. The federal investigation is the latest move in an aggressive campaign by the Obama administration to crack down on leaks, even as it has supported proposed legislation that would shield reporters from having to
identify their sources. The probe would represent at least the seventh criminal leak case opened under the Obama administration, more than were opened under any previous presidency. The investigation follows stories by The Associated Press and other news organizations disclosing the terrorist operation by the group known as Al Qaeda in the Arabian Peninsula. The reports said that Al Qaeda had completed a sophisticated new, nonmetallic underwear bomb last month and that the would-be suicide bomber actually was a double agent working with the CIA and Saudi intelligence agencies.
The would-be suicide bomber secretly turned over the group's most up-to-date underwear bomb to Saudi Arabia, which gave it to the CIA. Before he was whisked to safety, the spy provided intelligence that helped the CIA kill Al Qaeda's senior operations leader, Fahd al-Quso, who died in a drone strike last weekend. In an appearance Wednesday before the House Judiciary Committee, FBI Director Robert Mueller said the FBI is examining the explosive device. He said the scheme hatched in Yemen demonstrates that it's essential for Congress to reauthorize counterterrorism tools enacted in 2008.
Some of these programs expire at year's end. A spokesman for the AP, Paul Colford, said in a statement that the news organization "acted carefully and with extreme deliberation in its reporting on the underwear bomb plot and its subsequent decision to publish." "As the AP has reported, we distributed our exclusive report on the underwear bomb only after officials assured us -- on Monday -- that their security concerns had been satisfied and we learned that the White House would announce the news the next day," Colford said.

The dispute between China and the Philippines over the countries' maritime boundaries seems to have moved to a much more dangerous level -- and could soon include the United States. China is now warning of a potential war with its Asian neighbor. "No matter how willing we are to discuss the issue, the current Philippine leadership is intent on pressing us into a corner where there is no other option left but the use of arms," said an editorial in the state-controlled China Daily newspaper. The dispute is over a small group of islands called the Scarborough Shoal off the northwestern Philippines that both nations claim as their territory. Last month, a tense standoff took place between navies of both countries, after military vessels from the Philippines tried to stop a Chinese fishing fleet from entering the territory. Non-military ships from both nations remain in the area to enforce their claim. The shoal is about 140 miles from the coastline of the Philippines, which insists its claim is supported by international law. The nearest Chinese-controlled land mass is several hundred miles away. But China claims most of the South China Sea. Its claim spreads far to the southeast and includes waters very close to other Asian nations, such as Brunei, Indonesia, Malaysia and Vietnam. It is thought the South China Sea has vast quantities of oil and gas beneath it and all of these nations want to stake their claim. It's also a widely perceived as a potential flashpoint between the countries; it is also a major international waterway of the United States, which uses it to have its fleets pass through to the Middle East. China announced today it was suspending all tours of the Philippines by Chinese nationals because of the risk, it says, for their safety. Meanwhile, a demonstration against China is to be staged outside the Chinese Embassy in the Philippines capital Manila on Friday.
The Chinese Embassy has also warned its citizens to stay off the streets. China also says it will be checking more stringently all deliveries of fruit imports from the Philippines. China is its largest market for fruit products, such as bananas. Both actions look also to be an attempt to put economic pressure on the Philippines. China has always wanted to make any negotiations about the area on a bilateral basis rather than make it an international issue that would bring in other nations, including the United States. The Philippines has also said it wants to negotiate, but Foreign Secretary Albert del Rosario has also warned of China's looming threat to freedom of navigation. Now, though, it seems China is warning that it's prepared to take military action if the Philippines doesn’t back down. The Philippines has, though, been touting its alliance with the United States during the dispute.The two countries had planned a joint military exercise in the South China Sea last month. China has been watching the growing presence of the U.S military in the region and analysts suggests this latest dispute is linked to the joint exercise, which involves dealing with terrorists who have taken over an oil rig in the South China Sea. But the Philippines should be not expect help from the U.S. if it turns into a shooting war, says Subramaniam. China has been prepared to support its claims in the South China Sea with military action in the past. In 1974, China and Vietnam fought a short battle over the Paracel Islands in the South China Sea, a battle that China won. Despite the rhetoric coming out of China at the moment of backing up its territorial claims by force, it's still questionable if it wants to cause an international crisis now while it continues to grow economically and militarily.
A New Zealand mother of eight has died after drinking 10 liters of Coca-Cola a day, a coroner's investigation heard. Natasha Harris, 30, suffered a cardiac arrest that her partner believes was brought on by her massive soft drink intake. Harris, from the southern city of Invercargill, was vomiting six times a week in the months leading up to her sudden death in February 2010, but she attributed it to stress. The mom would become moody, irritable and have no energy without her daily dose of Coke, but the family did not suspect her habit was to blame, the Otago Daily Times reported. Her partner, Chris Hodgkinson, told OtagoSouthland coroner David Crerar Wednesday that Harris guzzled at least 10 liters a day. "The first thing she would do in the morning was have a drink of Coke and the last thing she would do in the day was have a drink of Coke by her bed," he said. "I never thought about it. It's just a soft drink, just like drinking water. I didn't think a soft drink was going to kill her." Pathologist Dr. Dan Mornin told the court it was likely Harris had severe hypokalemia -- a lack of potassium in the blood -- brought on by her excessive consumption of soda. He said she died from cardiac arrhythmia, and that her soft drink habit, along with poor nutrition and too much caffeine, contributed to her death. Crerar has yet to determine a cause of death. In a statement to The Southland Times newspaper, a Coca-Cola representative said that "grossly excessive ingestion of any food product, including water" could be harmful. "We believe that all foods and beverages can have a place in a balanced and sensible diet combined with an active lifestyle," the statement added.

Foreign investment in US declining Foreign investment in US declining Foreign investment in the United States is ebbing and beefing it up is critical for economic growth as each job at a foreign company's U.S. unit supports three others, the Organization for International Investment said on Thursday. A complex U.S. tax code and increasing global competition are curbing business development here by foreign companies. That trend is worrisome because foreign firms generally pay salaries to U.S. workers that exceed the industry average. This type of foreign investment, in turn, drives up employment and consumer spending. "The global investment pie around the world has been getting larger, but our slice of that pie has been getting smaller as well as the share of GDP that foreign investment in the U.S. represents," Nancy McLernon,
president and chief executive officer of the OFII, told Reuters in an interview. Based in Washington, the OFII is a 21-year-old nonprofit business association representing about 160 U.S. companies with foreign parents. In its first study of the ripple effects of foreign investment in the United States, the OFII said U.S. subsidiaries account for 21 million jobs directly and indirectly - or 12.2 percent of total employment. The OFII study, conducted by PricewaterhouseCoopers LLP, is scheduled for release later on Thursday at around 10 a.m. Eastern time. Every dollar paid directly by foreign companies' U.S. units supports an added $2 in total U.S. compensation to supply-chain workers and companies that benefit from paycheck spending. But the United States attracted just about 17 percent of global investment in 2009, down sharply
from over 41 percent in 1999, McLernon said, citing another OFII study in October. With unemployment still above 8 percent, the study drives home what the United States is losing out on, she added. Among the OFII members are U.S. subsidiaries Michelin North America, Deutsche Post DHL, BMW of North America, Nestle USA Inc., Toyota Motor North America, Sony Corp. of America and L'Oreal USA Inc. "The U.S. is still the top single destination for foreign investment in terms of total dollar amount," McLernon said. "But our share has fallen precipitously while the share in other developed countries has stayed the same," she added. "Other countries have stepped up their efforts, and the U.S. traditionally thought companies
would just come here." Up to 95 percent of foreign investment in the United States is from Europe and Canada. The United States, McLernon noted, needs to position for growth from companies in emerging markets. U.S. subsidiaries of foreign companies and their suppliers add $2 trillion to the U.S. economy, or 14.2 percent of gross domestic product (GDP), the study found. These units generate 21 million jobs in America. directly or indirectly, for 12.2 percent of total U.S. employment. They account for $1.2 trillion in pay, or 14 percent of the total. The subsidiaries employ 5.3 million workers directly, account for another 6.6 million supply-chain jobs and 9.2 million jobs tied to employee paycheck spending, the study said.
Postal Service loses $3.2 billion in Jan-March WASHINGTON - The U.S. Postal Service said its loss widened to $3.2 billion in the first three months of 2012 and repeated on Thursday its warning that it will likely default on payments to the federal government unless Congress passes legislation offering some relief. The agency, which does not receive taxpayer funds and has been losing billions each year as Americans communicate online, said it lost $2.2 billion in the same period in 2011. Much of the loss came from setting aside funds for future retiree health benefits, which is required by law. Mail volume fell 4.1 percent to 39.5 billion pieces from a year ago, according to a statement. "We are aggressively pursuing new revenue streams and reducing costs in areas within our control," Postmaster General Patrick Donahoe said in a statement. "These actions are not enough to return the Postal Service to profitability."
The Postal Service said operating revenue was $16.2 billion, down about $7 million from the same quarter of 2011. But operating costs rose about 5 percent, in part because the agency is setting aside more for the retiree health benefit payments after failing to make last year's payment on time. The agency also saw an 8.1 percent increase in transportation expenses from a year earlier due to rising fuel costs. Shipping business continued to grow and revenues related to shipping and packages rose 13 percent from the previous year, USPS said. But that growth could not outweigh losses in both first-class and standard mail. The Postal Service said spending by advertisers fell as businesses more selectively targeted mailings or turned to electronic alternatives. USPS Chief Financial Officer Joe Corbett warned that without action from Congress the
agency would likely default on the retiree health payments due later this year and could fail to make other payments to the federal government. The agency wants Congress to eliminate the prefunding payment, let it tap into a retirement fund surplus, end Saturday mail delivery, and make other controversial changes. The Senate passed bipartisan legislation last month that would allow the Postal Service to use the retirement-fund surplus to offer retirement incentives to workers and would restructure the health benefits payments. But the House of Representatives has yet to schedule a vote on the legislation. The Postal Service has attempted to make its own cost cuts despite opposition from some lawmakers. The agency walked back on a plan to close thousands of small facilities, announcing on Wednesday it would instead reduce operating hours at 13,000 low-traffic post offices.
Porsche plans new sedan to rival Mercedes German sports car maker Porsche will introduce a smaller version of its fourdoor Panamera sedan by 2017, at the latest, weekly magazine Auto Bild reported on Thursday, citing no sources. The new car labeled Pajun will expand Porsche's portfolio to six model lines and compete with the EClass made by Daimler's MercedesBenz and its CLS coupe, the magazine said. Costs for the Pajun will range between 65,000 euros ($84,100) and 100,000 euros.
Porsche spokesman Hans-Gerd Bode told Reuters there were many ideas for a sixth model but decisions had not been taken. Chief Executive Officer Matthias Mueller has said that Porsche may expand its model lines to seven from four to help achieve its goal of increasing annual sales to about 200,000. Porsche makes the 911 sports car, the Boxster/Cayman series, the Cayenne SUV and the Panamera. The company will next year start building a fifth model, the Macan compact SUV.

Bank of England switches off money press The Bank of England voted on Thursday not to give Britain's struggling economy another injection of cash as concerns over stubbornly high inflation outweighed the risk of a prolonged recession and renewed dangers from the euro zone debt crisis. The halt to quantitative easing asset purchases, or QE, may make life more difficult for Britain's Conservative-led ruling coalition, which was battered in local elections last week and relies on loose monetary policy to soften the pain of austerity measures aimed at cutting huge public borrowing. With the euro zone crisis escalating again after the Greek elections, a number of economists still think the central bank will open the taps again later this year. However, better news from companies pointed to some resilience in the economy. Britain's economy has not fully recovered from a slump caused by the 2007-2009 financial crisis, with many Britons left poorer as meager wage growth has been eaten up by rising prices and government tax hikes. But after buying 325 billion pounds ($523 billion) of government debt with newly created money, 50
billion pounds of which was bought in the last three months, the Bank of England judged that its policy stance is supportive enough for now. Sterling surged to near a 3-1/2year high against the euro and gilts extended their losses, far underperforming German government debt. The central bank also left its key interest rate unchanged at a record low 0.5 percent. Both decisions had been widely expected, though a significant minority of economists still think the BoE may eventually do more QE. "With economic conditions subdued, and signs of euro area tensions building again, another round of QE cannot be ruled out," said Ian McCafferty from business lobby CBI. "But we expect the recovery to be on a firmer footing in the second half of the year as inflation eases and the global economy strengthens." The economy shrank 0.2 percent in the first three months of 2012, putting Britain officially back into recession. However, central bankers have voiced doubts about the official figures, placing more weight on signs of stronger underlying growth in
Sony sees return to profit Sony Corp predicted a return to profit this year as it looks to halve the losses in its TV business that pushed the Japanese consumer electronics giant to a record loss of $5.74 billion in the year just ended. Sony shares, valued at around $15 billion or just 3 percent of rival Apple Inc, this week slipped to a quarter century low, a sign of how the Walkman and PlayStation maker has lost its innovative edge and fallen behind Apple and Samsung Electronics. Under new CEO Kazuo Hirai, Sony is slashing costs - 10,000 jobs, or 6 percent of the global workforce, will go - in a bid to turn around its struggling TV unit. At a briefing last month, Hirai sketched a future driven by mobile devices such as the Xperia smartphone, gaming and cameras, as well as medical devices and electric car batteries, along with big cost cuts in the TV business that has lost more than $12 billion in 9 years. The company said on Thursday it expects to sell more than 33 million smartphones this year, up from 22.5 million last year. In preparation for that mobile push, Sony last year bought out Ericsson from a phone joint venture to integrate the business with its other consumer electronics units. "In handsets, without big innovations, Sony will still be a second-tier smartphone market player," said SR Kwon, an industry analyst at Dongbu Securities in Seoul. "I'm just not impressed by Sony smartphones." "Will Sony get much better as time goes by? I'm not that optimistic. Currency is not the only problem, the bigger problem is that Sony has failed to catch up with consumer trends in TVs and handsets." Sony expects an operating profit of 180 billion yen in the year to next March, slightly ahead of market estimates, but a rebound from a loss of 67.3 billion yen in the year just ended. It forecast a full-year net profit of 30 billion yen. "The operating profit forecast isn't far off the level seen two years ago ... This suggests we're on a recovery trend and last year was definitely the bottom," said Kenichi Hirano, operating officer at Tachibana Securities in Tokyo. "But I think not everyone in the market is convinced of this, especially since the company lacks a solid plan to turn around its TV business." Sony's net income forecast, though, was not as high as some had anticipated. "The net profit came in below expectations, but they're projecting a strong operating profit, which I'm still doubtful they can achieve," said Hiroyuki Fukunaga, chief executive at Investrust. "It looks like they're trying their best, but just looking at the figures it's hard to see exactly how they're going to increase margins."

Toyota to triple profit this year Toyota Motor Corp expects to triple its operating profit this year to more than $12.5 billion - still less than half what it earned before the global financial crisis - as Japan's top automaker recovers lost ground in markets from the United States to China. Operating profit jumped more than fivefold in January-March to $3 billion, with all production centers back up and running after last year's earthquake, tsunami and Thai floods disrupted supply chains and cost Toyota around 400,000 cars in lost output roughly 9 weeks' worth of U.S. sales. With robust top-line growth a given in the current year - the company predicts operating profit of 1 trillion yen ($12.54 billion), in line with market forecasts Toyota is looking to squeeze further cost cuts in a battle to offset a strong yen. Executives say they have gone back to a war on waste or "muda" - a key component of its vaunted production system. At a briefing on Wednesday, Chief Financial Officer Satoshi Ozawa noted the "huge contribution from all the (cost-cutting) efforts we've been making." Toyota President Akio Toyoda, the 56year-old grandson of the automaker's founder, said everyone in the company had worked towards improving profitability, and "the focus on making good cars has translated into sales volumes and profits. That in turn is leading to investments for even better cars," he said. Storm Too Strong For Lions
The Scotiabank Storm proved too strong for the CIBC FCIB Lions at the Meridian Field as Frankie Forbes scored a hat trick of tries in the 40-25 victory. The Storm started out the stronger. Having kicked off Frankie Forbes recovered the ball and caught the sleeping Lions off guard touching down for his first try. The Lions seemed to awaken and began to tirelessly work their way up the field. Rayjon Munnings and AJ Walkin took turns bashing their way through the Storm’s defensive line before CJ Outten crashed over to level the score. It was not long before the Lions had recovered the ball. Quick play from Liam Delancy saw him
striding down the touchline with Storm defenders in tow. None were able to catch him before the try line and the lead had switched ends. Having seen the effectiveness of the Lions attack the Storm looked to emulate it as Kaylam Pratt, a one man wrecking ball, barged his way through the middle of the field. With players hanging off him Pratt threw a long pass to Greshun Been who scored. The Storm and the Lions traded scores as Frankie Forbes and CJ Outten both scored. The Lions looked to be marching in for another try as Rocky Williams powered down the field but Forbes put in a bone crunching tackle that sent Rocky flying. Valentino Penn grabbed the loose
ball and took the lead for the Storm. It was to be short lived as Outten once again crossed to level the match at halftime. The aggressive play of both teams continued in the second half. Pratt continued to use his size to his advantage and scored two tried in quick succession, crossing the line for his second try with a Lions defenders hanging onto his back. Storm Captain AJ Forbes then set Frankie Forbes loose for his second try that further cemented the Storm’s dominance. With one week to go the Green Dragons appear to have won the Sailrock U15 Girls league as they have an eight point lead over their nearest rivals, the Striking Cheetahs. The Dragons won all three of their games on the day opening with a 6-0 win against the White Wolves. Jenny Fluerenvil scored a hattrick, Shinaydine Pluviose added two goals and Sanardia Forbes found the back of the net in the win. Forbes scored again in a narrow 1-0 win against the Yellow Jaguars
before Fluerenvil dominated the final game scoring four goals at the Dragons defeated the Titans (4-0). The Cheetahs needed to win all of their games to keep pace with the league leaders but despite a 9-0 win against the Titans they were held to a 1-1 draw with the Yellow Jaguars and lost 1-0 to the Red Devils. Warriors turn the tables on Bears
The best match of the TCIRFU Under 19 season so far saw the Vix Warriors narrowly edge the BCQS Bears by 20 – 15 at Meridian Field on Saturday. Both sides were hugely committed and there was a noticeable rise in teamwork from previous weeks, with experienced players in both teams stepping up to direct the players around them brilliantly. The Bears’ had won the previous two matches and the one before that was drawn, so the Warriors were desperate to get a win and the increase in their intensity was significant. It had to be though, because the Bears also kicked up a gear from previous matches. The match was a sure sign that the hard training the players are putting in is paying off. The opening exchanges saw both sides handling the ball impressively in the face of some demanding defence. Strong tackling dominated proceedings until the Bears were able to quickly take a tap penalty close to the Warriors line and set up the industrious Terrico Missick to use his size and strength to score the opening try despite the attentions of at least two defenders. The Warriors were a different proposition to the side beaten by 40-15
last week however, and Luis Turbyfield opened his team’s account with a good finish down the left wing. The match returned to a brutal contest of tackling and competition at the breakdown until the Warriors again created space down the left wing, this time for Rosemon Joseph to show a clean pair of heels for a try that was good reward for his team’s excellent passing, putting the Warriors up 10 – 5 at halftime. The Bears looked to Franco Mompremier to direct a lot more of their attack in the second half and the powerful youngster, who is heading to Dublin in July courtesy of Digicel to attend Leinster Rugby Club’s School of Excellence, stepped up in a big way. Bursting from the back of a scrum he splintered the Warriors defence and showed great speed to beat the cover and crash over. Getting his hands on the ball more and more often, Mompremier showed great skill in setting up his team mates and Lincoln Outten, also bound for Dublin, benefitted from a great pass that gave him just enough space to show all of his speed and finishing ability. The Bears now led by 15 – 10 and the Warriors needed something special.

Melissa Jean Guy’s lone goal was enough to restore some pride for the Devils as well as seriously damage the Cheetahs chance of catching the Dragons in the race for the title. Cheshire Hall lifts Presidents Cup title
Cheshire Hall FC lifted the President’s Cup on Saturday where they overcame a brave Pedagogue team 4-2. Two fairly early goals from Samuel Narcius and David Archer followed by cracking left foot cannon from Narcius saw Cheshire Hall on their way to victory. Pedagogue never gave up and pulled a goal back via Alex Cranston, making the game more even from then on. However, a fourth goal sealed the game and provided a hat-trick for Narcius so that both he and his team could finish off the season in style. A second goal came from Pedagogue by Marknique Williams from a penalty but this never looked like changing the outcome of the game at that point
despite Pedagogue’s dogged resistance. The awards presentation was done on Saturday night at Mini-Golf. Special Awards was presented to Sonia BienAimee and Fritz Elvariste. The Best Referee went to Bobby Kwatt; Best Assistant Referee went to (Ms.) Patrice Senior; Coach of the Year was Oliver Smith; Player of the Year was Samuel Narcius; MVP (voted weekly after each game) also went to Narcius. He also snatched the golden Boot award for being Top Scorer with 16 goals. Second was Fred Dorvil with 11 goals. Cheshire Hall copped both the President’s Cup and the WIV Provo Premier League.
Grasshoppers continue to lead Sailrock U14 Boys
The Grasshoppers continue to stand atop the Sailrock U14 Boys league, six points clear of their closest rivals the Golden Retrievers. However the Grasshoppers did not have it all their own way as they lost their final game (2-1) to the Golden Retrievers. Jackson Pierre scored for the Grasshoppers but two goals from Jeff Beljour ensured that the Retrievers moved into second place. Padraig O’Sullivan scored twice for the Grasshoppers in their opening win against the Eagles who tied 3-3 with the Tigers in their second game. Marvin Joseph scored a hat-trick for the Eagles as did Wilkins Sylvain for the Tigers. Jeff Beljour then made it a third hat-trick for the day as he found the back of the net on three occasions for the Retrievers against the Tigers in their 5-0 victory. Tariq Germinal and an own goal added to the Tigers misery with the other goals. With two weeks left the Grasshoppers look likely to win the league, as only the Retrievers that have a realistic chance of catching them and would need to win their remaining four games to stand that chance. However, the runners up spot will still be hotly contested. MVP for the second time this season was Jeff Beljour, who attends Clement Howell High School.

Bolt's disqualification from the world 100 metres final last year not only cast a shadow over the championships in Daegu, but put the sport's draconian false start rule firmly in the firing line. It also shone a spotlight on the technology that will be a key component in a complex timing system assessing the performances of the world's best athletes at the 2012 London Olympics. The starting pistol has come a long way from being an ordinary gun firing blanks to set athletes on their way. Its development has been influenced by a host of factors, from technical innovation to criminal legislation. For much of the 20th century, starting pistols were modified versions of regular firearms used to fire blanks, with the barrels usually blocked or welded shut to prevent the firing of live ammunition. But blank bullets and gunpowder are now a thing of the past, says Eckhard Frank, Chief Operating Officer at Omega, the Swiss watchmakers tasked with implementing the timekeeping system at the London Games. "Gunpowder and ammunition are difficult to transport around the world due to security reasons, and this is the reason why a new device was developed, to avoid any security problems," Frank said. Omega introduced electronic timing to sport at the 1952 Olympics in Helsinki, and the London Olympics marks the 80th anniversary in all of their first involvement with the Games. The modern starting pistol is now plugged directly into the timing system and is the first link in the timing chain.

It is connected to a host of systems from stadium displays to pressure pads in the starting blocks. One of the first difficulties to be ironed out was a simple physical problem--the report from the gun travels at the speed of sound, meaning that the athlete closest to it hears it a fraction before everyone else in the race, giving them a tiny advantage over the competition. To eliminate this advantage, modern starting systems now have loudspeakers behind each athlete to ensure they all hear the noise of the gun at exactly the same time. Though these systems are now completely electronic, many starting pistols still emit a flash and a puff of smoke to simulate their less-advanced predecessors. "The flash, also visible in strong sunlight, is necessary for the manual timekeeping and for the general tests of the whole installation," says Frank. The modern system also helps eliminate the advantage and controversy surrounding false starts, such as that committed by Bolt in Daegu. Instead of human judges making the call, starting
blocks now have pressure pads that measure an athlete's reaction time. Once the pistol is fired, the athlete needs to hear the sound and then send the signal to his or her muscles that the race is on--this reaction time is set by the IAAF at 100 milliseconds, or onetenth of a second. Under the current rules, any pressure on the pad before one-tenth of a second has elapsed means a false start. Previously, athletes were allowed to make one false start in each race, but the introduction of the controversial "one and done" rule means that a single false start now leads to disqualification. This is what happened to Bolt in the World Championship final in South Korea--the pressure pad indicated his reaction time was less than a tenth of a second, triggering a second shot that stopped the race and signalled his disqualification. The system is also designed to ensure that the starting pistol itself cannot cause a false start by going off accidentally. "For the starter to be able to give the start signal, two green status lights will appear on the e-GUN; one indicating
that the timekeeping is ready for the start, and the other one that the system measuring the reaction time is ready; only when these two status lights are ON, the starter can use the gun," explains Frank. Aside from improvements designed to help athletes and eliminate false starts, manufacturers have had to adapt to the needs of governments seeking to curb the use of starting pistols by criminals as either real or imitation firearms. Many countries now insist that starting pistols be brightly-coloured to differentiate them from proper pistols. In the United Kingdom, a specific type of starting pistol--the Bruni Olympic .380 BBM--has been outlawed due to the ease with which it can be converted to fire live ammunition. With the Games due to start in London on July 27, competitors will be spending much of their time between now and then honing their reactions to the starting pistol to make them as fast as possible. But as the world's fastest man found out in Daegu, it does not pay to jump the gun either.
Jamaica’s Blake captures Cayman 100m sprint World 100 metre champions Yohan Blake, of Jamaica, and Carmelita Jeter, of the USA, won their respective events at the inaugural Cayman Invitational meet. Mayweather’s $32 million guarantee was not only the largest in the history of Nevada boxing but also the highest in the sport’s history, topping the $30 million Mike Tyson was guaranteed for his ear-chomping rematch with Evander Holyfield in 1997. That night Holyfield had an $11 million guarantee himself, which means that fight’s combined purses remain the highest guarantee for one match in the sport’s history because

London 2012 Olympics Torch lit in Greece as relay begins The countdown to the London 2012 Olympics began in earnest Thursday with the lighting of the torch whose flame will burn throughout the upcoming summer games. The torch, which was lit at the birthplace of the ancient Olympics in Olympia, Greece, will travel to Great Britain for a 70-day relay covering 8,000 miles across the United Kingdom. The opening ceremony begins in London on July 27. (Watch the torch lighting ceremony after the jump.) South African Richardson named new ICC chief DUBAI - David Richardson, the former South Africa wicketkeeper, has been chosen by the International Cricket Council as its new chief executive. The 52-yearold Richardson, who played 42 tests and 122 one-day Internationals, will replace fellow South African Haroon Lorgat when the latter's four-year term ends in June, subject to the appointment being ratified at June's ICC Annual Conference in Kuala Lumpur. The appointment was approved by the ICC Board in a teleconference on Thursday following a recommendation by the organisation's nominations committee after the leading candidates were interviewed in Mumbai last weekend. Richardson has been with the ICC for more than 10 years as its cricket general manager and was an unsuccessful applicant for the chief executive's role in 2008.
