HUNDREDS TO LOSE JOB$ E-mail: sun@suntci.com www.suntci.com

HUNDREDS OF TEMPORARY Government workers throughout the Turks and Caicos Islands will be without jobs from May 31, 2011. A press release issued by the Interim Government on Thursday April 28th, said this action will be necessary because the jobs were not budgeted for, not justified, and in some cases what were supposed to be short-term jobs ended up being extended for many years. According to the release, the job cuts are part of “on-going work to tackle the serious budget deficit” and “enhance revenue and to identify irregularities in expenditure”. However, these cuts will undoubtedly create severe and additional hardships to several families across the Turks and Caicos Islands, many of whom are already suffering from the devastating effects of the economic recession. Investigations by The SUN revealed that Government workers in almost every ministry on the islands of Grand Turk, North Caicos, South Caicos, Providenciales and Middle Caicos will be affected. Prince and bride seal royal marriage with kiss

Britain's Prince William and Kate Middleton married at Westminster Abbey on Friday, April 29, 2011, in a sumptuous show of British pageantry that attracted a huge world audience and injected new life into the monarchy. Before a flawless exchange of vows, a veiled Middleton wearing a laced dress with a long train, the first "commoner" to marry a prince in close proximity to the throne in more than 350 years, walked slowly through the 1,900-strong congregation. As they met at the altar William, second in line to the throne, whispered to her, prompting a smile. The Archbishop of Canterbury Rowan Williams declared the couple married with the words: "I pronounce that they be man and wife together." Tens of thousands of people thronging the streets outside cheered when they heard the words, and again as the newlyweds left the abbey in a 1902 open-topped state landau carriage bound for Buckingham Palace, the queen's London residence. Britain and the Caribbean: A legal battle loomimg?

By Sir Ronald Sanders

The British Chancellor of the Exchequer, George Osborne, certainly disappointed Caribbean governments when, in the Budget he delivered on March 23, he retained the level of Air Passenger Duty (APD) applied to persons travelling to the Caribbean from British airports. In maintaining the level of the APD, applied to Caribbean countries since November 2009, Osborne may have left Caribbean governments with no option but to take legal action against the British government on the basis of discrimination and of violation of existing legal agreements. It would be a great shame if the matter of the APD between Britain and the Caribbean ended up in a legal wrangle. But, to their credit Caribbean governments and tourism organisations, with the support of British Tour Operators who market the Caribbean as a destination for British visitors, have talked to, and lobbied, every British government office that would listen in an effort to get the APD considerably reduced. Further, the BritishCaribbean parliamentary group, led by the Jamaican-born Member of Parliament, Dianne Abbot, has raised its voice quite strongly with British government ministers. But, these efforts have proven to be of no avail. Osborne not only did not reduce the APD for the Caribbean, he indicated that raising all bands in the APD had been deferred until next year. In other words, what he gave was a freeze on the current level of the APD and a very clear intention to raise it next year. That is no comfort to the Caribbean, and every cause for moving their actions beyond words. In announcing the freeze on the APD, Osborne was making a gesture to his own middle-class constituency in Britain who are under severe pressure of heavy taxation. Annual holidays that they have been accustomed to taking, are adversely affected by higher costs of air fares, and they regard the APD as yet another tax deduction from their already diminished takehome pay. So, Osborne’s decision was no signal that he had accepted the Caribbean governments’ argument that the APD has had a harmful effect on their tourism in a discriminatory fashion. His action in freezing the current levels of the APD was entirely for political purposes at home. All this should make the meeting of the UK-Caribbean Forum of Foreign Ministers an interesting event when it is held later this year in the Caribbean. One would expect that Caribbean Foreign Ministers will be prepared at that meeting to express their strong disappointment to whichever British Ministers turn up at the Forum from the Foreign and Commonwealth office or any other ministry, and to indicate that they might be forced to explore other options such as a legal challenge to the high APD band

in which the Caribbean has been placed. And, if satisfying assurances are not offered at the level of Foreign Ministers, then it would be reasonable for Caribbean leaders to raise the matter with British Prime Minister David Cameron when they hold their traditional summit in the margins of the Commonwealth Heads of Government meeting in Australia in October this year. At the root of this problem is that all Caribbean countries have been put into Band C of the APD, which, even though it has been touted as an environmental tax, is really nothing more than a revenue measure for the British Treasury. For a long time the British bureaucracy had held the view that the aviation industry is under-taxed with no value added tax on tickets or duty on aviation fuel. The bureaucracy has found convenient support for this view from environmental groups who argue that “polluters should pay”. The point is that the British government decided to apply the APD to all flights departing from UK airports. Four bands were created from A to D, with A being the cheapest and D the most expensive. All Caribbean countries were placed in Band C, even though the journeys from Britain were much shorter than journeys to parts of some countries placed in Band B. Consequently, the APD applied to passengers travelling from London to as far away as California in the United States is smaller than the APD payable by passengers to Caribbean countries which are closer. The reason for this is that the principle of measurement for application of the APD is from the capital of one country to the capital of another. Hence, journeys from London to California are measured from London to Washington only, and not the full distance. Rightly, Caribbean governments have argued that the APD applied to passengers travelling to their countries is both unfair and discriminatory, adversely affecting their tourism trade from the UK, and battering the tourism industry on which many of their economies rely for a big chunk of their revenues and employment for their people. The closest thing to comfort that they got from Osborne’s budget speech was the statement: “In the meantime, we are consulting today on how to improve the existing and rather arbitrary bands that appear to believe that the Caribbean is further away than California”. Well, surely if he recognized that the bands are “arbitrary” and that the Caribbean is not further away than California, Osborne should have corrected the situation. In not doing so, he said: “We hoped we could replace the per passenger tax with a per plane tax. We have tried every possible option, but have reluctantly had to accept that all are currently illegal under international law”. It is more than likely that, in the application of the APD and its discriminatory nature

against the Caribbean, the British government may have acted contrary to Article 75 of the Economic Partnership Agreement (EPA) signed between the European Union (including Britain) and the individual Caribbean countries, and violated commitments under the General Agreement on Trade in Services - a treaty of the World Trade Organization. It would be costly to the Caribbean countries acting collectively and to Britain if the APD now has to become a matter of international litigation, but unless there is modification by the British government, Caribbean governments and tourism organizations may have no choice but to consider it. Turks and Caicos Islands Police Force now has three new units The Commissioner of the Royal Turks and Caicos Islands Police Force, Colin Farquhar has announced the creation of three new specialized units The Sexual Offences and Domestic Violence Unit will be led by Inspector Irene Butterfield of the Criminal Investigation Division. This unit will be comprised of officers who have received specialized training. The formation of this unit is viewed as being long overdue as sexual offences are the second most common cause of injury for women and children next to domestic violence. These offences are a global problem as well as a major area of concern for the Royal Turks and Caicos Islands Police. It is anticipated that this unit will assist in minimizing the trauma and distress for victims throughout the Criminal Justice process and reduce incidences of Sexual Assaults and Domestic Violence in the community through enforcement, education, and public awareness. A Professional Integrity Unit has also been formed and will be under the direction of Inspector Roy Russell. This unit has been created to comprehensively address the professional integrity of the Royal Turks and Caicos Islands Police. The creation of the Professional Integrity Unit will increase opportunities to identify, monitor and guide behaviour through timely and focused investigation and intervention. The goal will be to appropriately address employee

behavioural issues and to promote appropriate, timely managerial responses as soon as conduct issues are identified. Assistant Commissioner Rodney Adams has been named as the Project Manager to examine border integrity. Adams will develop a Border Integrity Unit within the police organization to link the various police border teams into a more structured, strategic, and intelligence-led team. Further, Adams will research how police will partner with other governmental agencies as well as private industry and nongovernmental organizations to address issues which affect the

security and economic prosperity of the Islands. This proposed Integrated Border Enforcement Team (IBET) would be an intelligence-led multidisciplinary team mandated to investigate, expose, disrupt and dismantle organized criminal groups. It is anticipated that these actions will further enhance border integrity and security. This will be achieved through proactive planning, active participation, resource sharing and cooperation with our partner agencies. IBET would be an initiative that ensures that the borders are open for trade, but closed to crime.

Police only budget spared cuts

Those members of the Royal Turks and Caicos Islands Police Force who have been chomping at their fingernails and perspiring profusely in light of further drastic austerity measures by Government to rein in spending can now calm their adrenalin run, as that department has been singled out for non-budgetary cuts. Delton Jones, Permanent Secretary in the Ministry of Finance, confirmed the decision by during an Advisory Council

news conference at the NJS Francis Building in Grand Turk on Wednesday, April 27. The rationale for not cutting the police budget, according to Jones, was that Government was cognizant of the critical role national security plays within these islands, fearing that any budgetary cuts could prove dreadful for policing here. The police budget remains at it was last year at $15.9 million after being cut by almost $3 million from the previous year.

Jones revealed that during the course of preparing the budget, department heads were asked to produce areas which they believe could bear cuts of up to 30 percent without rendering them incapable of functioning, since it was critical to reduce cost. “During the course of preparing the budget, all departments were required to produce scenarios which would reduce their budgets by 10, 20, (or) 30 percent. So, generally in the budget, all departments had their budget reduced by a minimum of 10 percent. “And reflecting the level of security and the police budget, the only budget that was actually kept in line with the outturn for last year was the police budget. So, whereas in the year before the budget was $18 million, the outturn (for last year) was in the vicinity of $15.7 million; and that is the amount that

is actually allocated to the (police for the) current financial year.

“While all other departments had their budgets reduced by at least 10 percent, the police budget was maintained at the level of outturn for the last financial year. That fifteen million reflects the course for general policing, the Marine Branch and relevant units,” Jones indicated. The police were among civil servants that were force to take a 10 percent cut last year, after Government revealed that its finance was on the verge of collapse and would follow thorough if it did not take drastic and immediate measures to cut cost. The decision sparked demonstrations and sickouts by member of the public, but the administration was resolute in its decision to maintaining those cuts.

PNP headquarters part of Civil Recovery process THE DEBACLE INTO which the Progressive National Party (PNP) headquarters has found itself appears will not go away anytime soon, as according to Government, the construction of the structure was put under the microscope as part of the UK Administration Civil Recovery exercise. Speaking at the NJS Francis building in Grand Turk on Wednesday, April 27, Acting Attorney General Rhonda Lee Brathwaite Knowles pointed out that the Attorney General’s Chambers was waiting on a response from the PNP relating to the unauthorized construction of its headquarters on Crown Land without going through the proper channels. ‘This matter has been handled

as part of the Civil Recovery process and the work that the civil recover team is doing with the Ministry of Natural Resources. A letter has been issued to the PNP headquarters’ representatives, and we are waiting on a response from them about the position with regard to that letter,” Brathwaite Knowles said. She did not elaborate on the content of the letter, saying rather that some aspect of the document, dispatched to members of the former administration was not palatable for public consumption at this time. “I don’t think it is appropriate to discuss in the public forum the details of the letter with the PNP representatives. Suffice it to say that it does involve issues regarding

payments that ought to have been made to the Government in respect of the land which is currently occupied by the headquarters. And we hope that we can come to a satisfactory resolution of the matter between the parties,” Brathwaite Knowles said. Brathwaite Knowles could not say specifically for how long the outstanding sum was owed to Government by the PNP, but declared that the sum owed was for a protracted period of time. The PNP headquarters was built during the reign of ex-premier Michael Misick before the 2007 general elections. It once housed constituency offices for former PNP members of the parliament on Providenciales, as well as serving

as administrative office for that party. Laurence Harris of the Civil Recovery Unit told a news conference at the Hilly Ewing building on Providenciales recently that a number of notices were served on individuals and organizations by that body, seeking to recover losses through cash or the retaking of properties belonging to the crown which changed hands through means it dubbed illegal. It is not clear if the land on which the PNP Headquarters sits was among those served at the time of the news conference. Harris also indicated that in the very short future more notices and court action would be taken against those other parties.

THE TURKS AND CAICOS Islands could soon see a flurry of developments coming on stream talks between government, current and potential investors do not veer from its current path. Governor His Excellency Gordon Wetherell, fielding questions from the media during a news conference of the Advisory Council on Wednesday, April 27, at the NJS Francis Building in Grand Turk, disclosed that talks with potential investors and those whose projects have been stalled for one reason or the other have been on track even though they have been tedious. According to Governor Wetherell, probably the biggest obstacle over which the investors would need to hurdle is that of securing funding for their projects, since cash-flow from financial institutions was hard to come by

US Olint investors first on payout list INVESTORS IN THE Turks and Caicos Islands and other Caribbean countries who deposited millions in the failed David Smith-run Olint ponzi scheme are set to get the scraps from the payout table, that is if any is left, as the federal government ruled that those in the United States are to be priority one. Smith pleaded guilty to four counts of wire fraud, one count of conspiracy to commit money laundering, and 18 counts of money laundering on March 20, 2011, as part of a plea agreement in the Federal District Court of Orlando, Florida. Sentencing is set for June 16, 2011. . Known widely in Jamaica as unregistered financial organisations (UFOs), the investment arrangement, eventually discovered to be a Ponzi scheme, duped even religious organisations, two of the most well-known being LEWFAM and Faith International Investment. Thriving alternative investment schemes offering upwards of 10 percent interest per month suddenly crashed in mid-2008, following local and international action that resulted in the freezing of investment funds estimated to run into billions of dollars The biggest trader to be hit was Olint TCI operated by Smith. But the fall of that outfit dragged down many feeder agents who had been collecting money from “members” and investing it with Olint. Smith and his wife Tracy were arrested by detectives from the Financial Crimes Unit, who slapped a slew of charges against them, including theft and money laundering. He later pleaded guilty to four of the charges in a plea deal agreement, which saw his wife walking

David Smith free, but he was sentenced to six and a half years in jail. However, after spending about two months at her Majesty’s Prison in Grand Turk, Smith was taken by US Marshalls to the United States where he also pleaded guilty to a litany of charges, including wire fraud. Federal government announced that it was extending the deadline for Olint investors to submit claims for recovery of their funds, portions of which are frozen. A new deadline has not yet been indicated by the US Attorney’s Office handling the matter but victim-witness specialist Elizabeth Medina,

who is receiving claims, said investigators needed more time to review the information and for her office to properly advise the court regarding victims’ status. In a letter to investors, Medina said “the federal government is continuing to investigate the operations of all these (Olint) entities and is working to recover funds to return to injured investors”. But Medina stressed that the United States could not release any seized funds to victims “until there is a resolution and an order of forfeiture entered in the United States’ favour”, an indication that investors based in the US are first in line to get the funds. The Jamaican Government assisted with information in the case which was investigated by the US Immigration and Customs Enforcement, Homeland Security Investigations, Internal Revenue Service, and the Federal Bureau of Investigation. Medina invited investors in Smith’s Overseas Locket International Corporation (“OLINT”), OLINT Corporation, OLINT TCI and TCI FX Traders to contact her office at usaflm.david_ smith_ponzi@usdoj.gov where they should fill out a form asking for details of their investment. In the letter to investors, Medina said: “Once I’ve entered your contact information in the Victim Notification System, you will receive further updates regarding the case.”

LIME Showers CARIFTA athletes with gifts By Vivian Tyson

LIME, THE REGIONAL sponsor of the 40th Carifta Track and Field Championship that was held at the Catherine Hall Sports Complex in Montego Bay, Jamaica, showered the participating athletes with gifts during a civic ceremony at the Gustarvus Lightbourne Complex in Providenciales on Wednesday night. LIME Country Manager Drexwell Seymour, while handing out goodies to all the members of the team that were presented, toasted gold medal high-jumper Dominique Missick and Boys Under-20 100m champion Delano Williams with a laptop each, free internet service for a year and Blackberry handsets with free data service for a year. Delano’s gift was collected by his mother Ruthe Barton, while Dominique’s mom, Zovia Missick, joined him on stage for the presentation. The gift to each athlete valued in the region of $2,600. Seymour in handing the gifts to the talented athletes remarked that it was a proud moment for him as a Turks and Caicos Islander, as he watched the athletes compete against the best in the region and came out on top. “I am proud as a Turks & Caicos Islander of the performance of our young people and we commend them for the extraordinary performance that placed TCI in 6th position overall at the Carifta games,” Semour said. “LIME is a proud sponsor of the local TCI Carifta team as well by sponsoring the team’s

uniforms. LIME is also invested in the Carifta games with a regional sponsorship of $400,000 for two years. We are proud of you.” The Turks and Caicos Islands premier supermarket - Graceway IGA – also promised continued support for the athletes, having been perennial sponsors of sports of all sorts in the country. The athletes also received gifts from the Tourist Board, as Training Manger Blythe Clare, presented each of them with a copy of the information-filled Destination Turks & Caicos magazine, which Clare urged them to read, so as to better inform themselves.

The Graceway Sports Centre also gave the athletes a six-month free gym membership. Member of the Advisory Council Mr. John Smith, who represented the Government at the event, said that administration was committed to ensuring that TCI cradles its athletes so that they could develop into world-class competitors. Rita Gardiner, one of the founding members of the Turks and Caicos Amateur Athletics Association (TCAAA), used the event to pump the authorities for support for the sport. According to her, the TCI athletes are just as talented as those from the region, but lacked the necessary resource to take their skills to the next level.

TCI Government secures $170million bond issue THE INTERIM GOVERNMENT of the Turks and Caicos Islands has replaced a $170million loan with a bond issue for the same amount. In making the announcement, Governor Gordon Wetherell said the bond issue is guaranteed by the UK Department for International Development (DFID) and has been rated AAA by both Standard & Poor’s and Fitch. The key terms of the bond are that the $170million guaranteed bonds will be payable in full on maturity on 22 February 2016, at an interest rate of 3.20% fixed for the term of the bonds. “We believe this is an attractive rate which reflects the DFID guarantee and the AAA ratings,” the Governor said. “The bond does not provide additional funding; it replaces the $170m bridge. Having conducted a detailed refinancing exercise involving a number of international banks over the past 6 months, the Government believes that the new bond is the best option available to give us both low cost debt and, importantly, a fixed interest rate so that we have certainty over our future debt service. While this replaces the bridge facility it does not affect the other elements of the February refinancing which continue under the original terms.”

All we have to be is smarter than the BRITS

By The Torch The Torch doesn't read his articles. He never thinks they're good enough. However, he does find it cool to hear his articles discussed occasionally by others. It is even cooler when they are being discussed by others with The Torch's human. This past week, that human heard someone say that The Torch's articles were fine but that it was kinda cheap to criticize others if you don't make suggestions how to resolve the problems they couldn't. He passed that critique along to The Torch, and The Torch now will move along to the next paragraph so that no other personal pronoun has to be used in this sentence. OK! OK! The Torch was getting to more suggestions. Jeeeeez! The Torch can't analyze and resolve all aspects of a complex multi-faceted situation and expound on the solutions perfectly , simultaneously and all in just a few words. He is not Mrs. The Torch! Anyhow, that person was not correct. The Torch has made substantive suggestions, but as far as The Torch is aware, islanders, the only people who can pick up those suggestions, improve them and move them along, have not done so. If islanders don't act on The Torch's suggestions or develop their own solutions, The Torch can do nothing but repeat his own suggestions, and there is a reasonable limit to that. We can see by now that the Brits have no solutions themselves. They're going page by page through the Socialist playbook that ideologically always requires enhanced taxation, borrowing and public spending as the solution to all economic problems. "Public servants say, always with the best of intentions, 'What greater service we could render if only we had a little more money and a little more power.' But the truth is that outside of its legitimate function, government does nothing as well or as economically as the private sector."-Ronald Reagan Nor will the hapless Brits independently pick up any outside-the-box free-market solution themselves and push it forward unless islanders have insisted (in a most embarrassing way) upon them doing so. Even if islanders so insist, the Brits are so HUALT ("LT" means "Locked Tight" figure the rest) as to be likely to refuse - in a most condescending and diplomatic manner of course. The Torch would be happy if someone would just steal his suggestions now and use them as his or her own! As you may remember, The Torch's suggestions have included changing the Immigration Ordinance to enable islander business consultants to compete directly and internationally for RIPE's (Rich Investor Professional Executive types) to come live here and run their foreign businesses from here. RIPE's would run their foreign businesses here under a friendly Executive Residency immigration status that provides no path to citizenship; has moderate real estate purchase requirements; bears immigration fees; prohibits solicitation or acceptance of local business (so no competition with existing local businesses); enables hiring of islanders to work right here in those foreign businesses (so islanders are being trained up to new skills and businesses, which they may run themselves in the future); and allows RIPE's naturally to pump the local economy (customs, restaurants, construction, retail, service providers, etc.). However, as no sane RIPE will ever come here to a VAT regime, it would be critical to any Executive Residency program (and all other free market solutions) that the Socialist Brits are somehow persuaded not to destine the TCI to the same decades-long economic doldrums as presently exist in all

We have first world banking, communications and schools and a pub that serves excellent Guinness. I'd be happy to meet you online or at our first class airport to discuss this business opportunity for you." And hey, if that guy is HUALT, his competitor won't be. Fifthly, The Torch's guess is that this business probably employs some 10-15 people, plus sub-contracted support services. There are likely one or two principals in the business. So that's one or two RIPE's for Executive Residency (or of course they could go traditional work permit if they wish to tap into local business-unlikely) and 1314 jobs for islanders, plus support services. Only about 1990 more private sector jobs to go. See how small our problems are and how easily they are resolved. Look now at http://solutions.online. rs.This is a no-brainer. It's one of hundreds, maybe thousands, of offshore programming sites. This one is in Serbia, but most are in India. Many businesses use these programming jobber sites to outsource portions of their IT and/or program development for cost reduction and security purposes (you don't have to release your proprietary code to any one programmer, whether in house or outsourced). This is an expanding industry. Another one or two RIPE's. In this particular model, the RIPE's don't even need to have their employee programmers here, though this one has huge potential for returning islander programmers! Does The Torch need to say more? So we can either drag the hapless Brits, who will never get it, through the economic quagmire they created for us to our economic recovery through free market solutions that will expand the economy and make the Brits go away with their loans and debt service or we can embrace standard Socialist principles that will continue to shrink our economy and make islanders dependent and poor for generations to come. Hmmmm. Expansion or contraction? Wealth and freedom or poverty and dependence? That's a real tough one. Can The Torch state your choice any more clearly? And look, if you are of the considered opinion that about 3000 gainfully employed islanders and a handful of hard core longtime ex-pats who are here only because of parole violations or child support and sex offender registries back home, are sufficient to drive the economy, then your path is crystal. The Torch can read of your devolving Detroit-ness from his mainland estate. With his editor's indulgence, The Torch will squeeze out one more small suggestion here. There is a large and free resource available to islanders in their economic recovery. It is the massive combined experience and acumen of older business people in these islands. Much, but not all, is ex-pat based. Why isn't there already in existence a Business Recovery Advisory Panel? This would be a free volunteer group the members of which would make themselves available on an informal unlimited basis as business advisers to islanders seeking to start up or reorganize a business. The Torch himself openly admits to being a brilliant business analyst and would participate. Other guys like Ken Adams (a legitimate islander hero), Bill McCollum, Richard Berke, Fred Skovberg and many more would participate. That's right, guys. The Torch just volunteered you, so shut up and put up. Is the Chamber of Commerce completely brain dead or does it just appear that way to anyone with a pulse?

Bill and Hilary Clinton visit Turks and Caicos Islands

FORMER AMERICAN PRESIDENT Bill Clinton and his wife Hilary Clinton, the current US Secretary of State, spent the Easter weekend in the Turks and Caicos Islands. The Clintons, their daughter Chelsea, her husband Mark Mezvinsky and some other close friends, arrived in TCI on Good Friday and left the following Wednesday. The Clintons spent five nights at the exclusive private island of Parrot Cay. In a brief, exclusive chat with SUN Publisher Hayden Boyce, the Clintons said they thoroughly enjoyed their first visit to the Turks and Caicos Islands and they promised to return. Some 21 secret service agents preceded the family and remained with them throughout the stay, rotating through Parrot Cay and doing their best to stay out of the way of vacationers. While their presence enhanced the security of the Clintons, it also gave a welcome boost to the local economy, as they rented cars and a large number of hotel rooms, and explored Provo's restaurant scene. Despite the heavy security, before leaving the Clintons posed for a few photos and chatted freely with the staff at Provo Air Center, its Chairman Lyndon Gardiner, General Manager Deborah Aharon, SUN Publisher Hayden Boyce, his wife Lillian, and officers from the Royal Turks and Caicos Islands Police Force. The Clintons also signed copies of their autobiographies for the Boyces.

Hilary Clinton says Gadhafi may be using cluster bombs

WASHINGTON – The Obama administration said Thursday that Moammar Gadhafi's government may be targeting Libyan civilians with cluster bombs, cautiously endorsing claims by rebels and human rights groups that the Libyan strongman's troops are using the indiscriminate weapon on the western city of Misrata. Attacks by Gadhafi's forces have been deplorable, Secretary of State Hillary Rodham Clinton said. Despite outlining more examples of what she termed Gadhafi's "inhumanity," Clinton refused to signal any new course for the United States to help antigovernment forces in their war to end four decades of dictatorship. "Col. Gadhafi's troops continue their vicious attacks, including the siege of Misrata," Clinton told reporters in Washington. "There are even reports that Gadhafi forces may have used cluster bombs against their own people." She also offered her condolences to the friends and families of two Western journalists killed in Misrata on Wednesday: Tim Hetherington, 40, a Britishborn war photographer and the Oscar-nominated co-director of the documentary "Restrepo" about U.S. soldiers on an outpost in Afghanistan; and Chris Hondros, 41, a New York-based photographer for Getty Images. Two other photographers — Guy Martin, a Briton affiliated with the Panos photo agency, and Michael Christopher Brown — were treated for shrapnel wounds, doctors said. Pressing the case of journalists in Libya, Clinton demanded the immediate release of all American citizens "unjustly detained," including at least two reporters. James Foley, of the Boston-based GlobalPost, and Clare Morgana Gillis, a contributor to The Atlantic and USA Today, were taken prisoner on April 5 by forces loyal to Gadhafi. "I say `at least' because we do not have any accurate information coming from Libyan authorities about other inquiries that we have made regarding their continuing harassment and detention of journalists, including Americans," Clinton said. The situation in Misrata, Libya's third-largest city, is dire after almost two months of siege by Gadhafi's troops. Hospitals are unable to cope with casualties, including many shrapnel injuries. Hundreds have been killed in relentless attacks, residents say. Rebels in Misrata have alleged that Gadhafi's forces are using cluster bombs, which pose particular risk to civilians because they scatter small bomblets over a wide area. And New York-based

Human Rights Watch backed up the claim last week after it said its researchers inspected remnants and interviewed witnesses. But the Obama administration had yet to address the claim. Libyan officials have persistently denied the army is shelling Misrata or using cluster bombs. "We welcome any objective investigation of the actions of our army, our government and our officials," said government spokesman Moussa Ibrahim. The international community shouldn't "listen to media reports or stories fabricated by the rebels," he said. Cluster bomblets can be as small as flashlight batteries and are packed into artillery shells or bombs dropped from aircraft. A single container used to destroy airfields or tanks and soldiers typically scatter hundreds of the miniexplosives over an area the size of a football field. The U.S. used the weapon, a descendant of the "butterfly bomb" dropped by Nazi Germany on Britain in World War II, in Southeast Asia during the Vietnam War and in battlefield situations in Iraq and Afghanistan. The bombs also were used by Soviet and Russian troops in Angola, Afghanistan and Chechnya, where leftover duds also continue to inflict casualties, particularly on children attracted by their often eye-catching color and little parachutes. They most recently were used by both sides in the war between Russia and Georgia three years ago, according to human rights groups. The campaign against the weapons picked up steam after Israel's month-long war against Hezbollah in 2006, when it scattered up to 4 million of the munitions across Lebanon, according to the U.N. In response, more than 100 countries pledged to ban the bombs. The United States has rejected the call, insisting that the bombs are a valid weapon of war when used properly. Usually 10 to 15 percent — but in some cases up to 80 percent — of the devices fail to explode immediately. Those that don't detonate right away may do so later at the slightest disturbance. One cluster bomb last week exploded just hundreds of yards from Misrata's main hospital, according to a report cited by U.N. human rights chief Navi Pillay. She said it was inevitable that weapons such as cluster munitions, multiple rocket launchers and other heavy weaponry would lead to civilian casualties if used in crowded urban areas. Government attacks will be scrutinized by the International Criminal Court, she warned. Libya has never signed on to a treaty banning them.

British celebrate monarchy as William and Kate wed LONDON – NEWLYWEDS PRINCE William and Kate Middleton sealed their wedding with a pair of kisses on a balcony at Buckingham Palace, delighting thousands of spectators. There was a roar of approval from the crowd as William and his bride exchanged a peck on the lips Friday. It was quickly followed by another, then a flyby of vintage and modern Royal Air Force planes. The couple will now attend a lunch reception for 650 guests, followed by an evening party for 300 friends and family. With a smile that lit up TV screens around the world, Kate Middleton swept down the aisle to marry Prince William in a union expected to revitalize the British monarchy. Hundreds of thousands cheered as the royal couple rode an open carriage to Buckingham Palace. With an estimated 2 billion people watching around the world, the couple managed to appear at times in their own private world Friday at Westminster Abbey. William whispered to Kate, who radiated contentment and joy, as they pledged their lives to one another with the simple words "I will." The biggest secret of the day — Middleton's wedding gown — prompted swoons of admiration as she stepped out of a Rolls-Royce with her father. Against all odds, the sun broke through steely gray skies at that exact moment. The ivory and white satin dress — with its low neckline, high lace collar, long lacy sleeves and a train over 2-meters (yards) long — was designed by Sarah Burton at Alexander McQueen. Middleton's hair was half-up, half-down and decorated with dramatic veil and a tiara on loan from Queen Elizabeth II. "It's a dream," said Jennie Bond, a leading British monarchy expert and royal wedding consultant for The Associated Press. "It is a beautiful laced soft look which is extremely elegant. She looked stunning." William, secondin-line to the throne after his father, Prince

Charles, wore the scarlet tunic of an Irish Guards officer, sending a strong signal of support for the armed forces and reinforcing his new image as a dedicated military man. The couple's first royal wedding present came from the queen: the titles of duke and duchess of Cambridge. Floods of well-wishers — as well as some protesters — packed central London, around Buckingham Palace, Westminster Abbey and other landmarks beginning at dawn, despite cool temperatures and the threat of rain. Cheers erupted as huge television screens began broadcasting at Trafalgar Square and Hyde Park. "Will, it's not too late!" read one sign held aloft by an admirer dressed as a bride. Maid of honor Pippa Middleton wore a simple column dress and naturally styled hair, while best man Prince Harry was dressed in formal military attire. The flower girls, in cream dresses with full skirts and flowers in their hair, walked down hand-in-hand with Pippa. The iconic abbey was airy and calm, the long aisle leading to the altar lined with maple and hornbeam trees as light streamed in through the high arched windows. The soft green trees framed the couple against the red carpet as they walked down the aisle, having recited their vows without stumbling before Archbishop of Canterbury Rowan Williams. The royal-couple smiled broadly as they were driven to Buckingham Palace in the opentopped State Laundau, a carriage built in 1902, escorted by four white horses and followed by scarlet-clad troops on horseback. The palace was holding two parties, one hosted by the queen for 650 guests, and an evening dinner dance for 300 close friends. The queen and her husband have promised to go away for the evening, leaving the younger royals free to party the night away_ and Harry to make his best man's speech away from his octogenarian grandparents' ears. Plumage of Amazonian variety filled the cavernous abbey as

some 1,900 guests filed in, the vast majority of women in hats, some a full two feet (half a meter) across or high. Some looked like dinner plates, and one woman wore a bright red fascinator that resembled a flame licking her cheek. A BBC commentator noted there were some "very odd (fashion) choices" walking through the abbey door. Most men, however, looked elegant and suave in long tails, some highlighted by formal plaid pants and vests. Others wore military uniforms. The queen, of course, wore a soft yellow hat and coat dress, just like the bookies had predicted. All the details — the wedding dress, her hair, their titles, the romantic kiss on the balcony, the honeymoon — were finally being answered. But the biggest question won't be resolved for years: Will this royal couple live happily ever after? Will their union endure like that of William's grandparents — Queen Elizabeth II and Prince Philip, now in its 64th year — or crumble in a spectacular and mortifying fashion like that of his own parents, Prince Charles and Princess Diana? Recent history augurs badly: The first marriages of three of the queen's four children ended in divorce. But William and Kate seem to glow with happiness in each other's company, and unlike Charles and Diana they've had eight years to figure out that they want to be together. Still, the fate of their marriage depends on private matters impossible for the public to gauge, since any wedding is fundamentally about two people. Will their lives together, starting with such high hopes, be blessed by good fortune, children, good health, productive work? Much will depend on whether 28-year-old William and 29-year-old Kate can summon the things every couple needs: patience, love, wit and wisdom. But they face the twin burdens of fame and scrutiny. Money, power, beauty — it can all go wrong if not carefully nurtured.

Work on your fitness at least 3 days per week: Most important, build muscle strength, even modestly … resistance training (weights, bands, machines, calisthenics, pushups, sit ups, pull ups) will help shift your metabolism into a fat-burning mode. Resistance training is the most efficient form of exercise for weight control, which affects all aspects of health and aging (heart, diabetes, hip-knee arthritis, cancer).

If your goal is fat-loss, then low intensity cardiovascular exercise(70% of your maximum heart rate) should be incorporated into your schedule. While you’re doing your cardio exercise, if you can hold a normal conversation, then you’re burning fat. If you can’t talk, that means you’re going at such a high intensity that you can only burn sugar. Burning sugar isn’t bad. The thing is that humans are not plants, which means that we don’t store whole bunch of glucose or glycogen. We tend to run out of sugar rather quickly. If you stay at a high intensity level of cardiovascular exercise, once you run out of sugar you start eating away at your own muscle. That’s called "gluconeogenesis," or the new formation of glucose by breaking down muscle tissue. We highly suggest you purchase, if you don’t already have one, a simple heart rate monitor that you can wear during exercise so you always stay in your peak fat-burning range. The highest quality heart rate monitors on the market that we can recommend are the Polar heart rate monitors.

2.

ALWAYS eat breakfast. If you want to maximize your fitness results or fat-loss efforts, you must eat breakfast. Even if you don't exercise at all breakfast remains the most important meal of the day. Your breakfast should contain complete proteins and complex carbohydrates (if you're trying to lose weight, you should eat the bulk of your complex carbohydrates at breakfast and lunch and only have vegetable carbohydrates at dinner). A great breakfast is oatmeal (not the pre-packaged, pre-sweetened kind) with some Proto Whey protein powder mixed in.

3.

Include fish at least twice a week into your meal plan, and more if possible. Choose cold-water fatty fish such as salmon, which are higher in omega-3s and vitamin D. To find some of the freshest and best seafood that can be delivered right to your door, check out Vital Choice your premier source for Alaskan Salmon, other pure, wild seafood, and fine natural, organic, and kosher foods.

Martha Stewart has a great (easy) recipe for poached salmon that she eats for breakfast most everyday with a piece of toast: Fill a saucepan wide enough to hold salmon with 2 1/2 inches cold water. Stir in 1/4 cup lemon juice, the celery, parsley, and 2 teaspoons salt. Bring to a

boil; reduce heat. Add salmon, skin side down. Cover, and simmer until salmon is just cooked through, 10 to 12 minutes. Transfer salmon to a plate, and let cool 20 minutes. Discard poaching liquid. Flake salmon into large pieces. A great way to start the day!

4.

Eat fat to lose fat – in moderation! Healthy fats are necessary to your body for many reasons: regulating hormonal production, improving immune function, lowering total cholesterol, lubricating joints, and providing the basics for healthy hair, nails and skin. However, you must be aware of the difference between healthy "good" fats, and dangerous "bad" fats. Good fats are monounsaturated fats such as olive, peanut and canola oil, avocados, all natural peanut butter and nuts, and omega-3 fats like salmon and mackerel. Bad fats are saturated fats, partially hydrogenated fats, and trans fats. The bottom line is that your body needs good fats - and will react if you attempt to abstain from them - and absolutely does not need bad fats. Check out the two links above for more information on omega-3 fats and trans fats.

5.

Drink plenty of fresh, clean water. Yes, I know that you've heard this over and over again. But there's a reason for that it's TRUE! The recommended amount is approximately eight glasses, or 64 ounces, of water every day. When you are exercising, you need to drink even more. Over 75% of your body is water (even bone is more than 20% water). When you don't drink enough water, you dehydrate your body, your blood doesn't flow properly and your digestive system doesn't operate smoothly (among other problems). Even a small deficit of water can radically affect how your body performs. Drink up!

Prince William & Kate Middleton Honeymoon Location The honeymoon location appears to have been revealed! Prince William and Kate Middleton, or Catherine, as the royals are expecting the press to call her after her wedding day, will head to Lizard Island, on the Great Barrier Reef in Australia, for their honeymoon, the Sunday Mirror reported. William’s father, Prince Charles, spent time there before he was married, according to the paper. Rumor has it Madonna has stayed there, as have Charlize Theron, Teri Hatcher, Kate Hudson and Tiger Woods, according to the paper. Lizard Island — a National Park reportedly named by Captain Cook when he discovered it in 1770, is part of a collection of islands in the Coral Sea. It can be reached via a flight from the

city Cairns, and recently, while on a trip there, William even suggested he might head back for his post-wedding plans. “I’ve always wanted to dive the Great Barrier Reef,” the royal reportedly told the people of Cairns, according to the Mirror. “I will have to come back – maybe we’ll have a honeymoon in Cairns.” Staying at the picturesque locale, however, is not cheap. It reportedly costs a whopping $3,299 a night. Before the newlyweds take their honeymoon, they are expected to stay in two British locales – Buckingham Palace the actual night of the wedding, before heading up to Balmoral in Scotland on Saturday, according to the Sunday newspaper.

Jessica Alba and her husband Cash Warren are pregnant with their second child, and according to the actress, this time is a whole lot easier. “Every moment was so new and kind of terrifying and now I know what to expect,” she told Latina magazine. “It’s like, ‘It’s fine, I’ve been there before.’ With Honor, I was constantly like, ‘Is she moving? Is her heart beating?’ I’d worry about everything and with this baby, I don’t have the same anxieties.” While her anxieties may be at bay, the star of the upcoming “Spy Kids 4: All the Time in the World” is definitely having pregnancy cravings. “Sometimes you can’t get a food out of your mind,” she told the mag. “I could always eat watermelon. With Honor, I loved fruit, too. It’s a decent craving. You still eat cheeseburgers and pickles—you just want watermelon really bad. I don’t deprive myself of anything. I eat whatever.” Jessica also has a much more relaxed approach to working out when it comes to her second pregnancy. “I’d like to still do something five days a week, from a half hour to an hour—nothing excessive, just some moving [around]. It makes the whole pregnancy so much easier. The more fit you are, the easier the birth is, and a healthier baby you’re going to have,” the actress said.

Robert De Niro

Potential presidential candidate Donald Trump has fired back at Robert De Niro after the actor alluded that the real estate mogul-turned-reality star was nothing more than “a car salesman.” The war of words began on Saturday during a discussion with NBC News’ Brian Williams at the Tribeca Film Festival when the actor was asked about the recently averted government shutdown. “I won’t mention names, but certain people in the news the last couple weeks, just, what are they doing? It’s crazy. They’re making statements about people that they don’t even back up,” the actor said, according to Movieline. “Go get the facts before you start saying things about people.” Williams asked if he was referring to Trump, who has become very vocal about questioning if President Barack

Obama was born in the United States. “Any of those people have shows on my network on Sunday night?” the NBC Nightly News anchor asked. “It’s like a big hustle. It’s like being a car salesman. Don’t go out there and say things unless you can back them up,” De Niro continued. “How dare you? That’s awful to do. To just go out and speak and say these terrible things? Unless you just wanna get over and get the job. It’s crazy.” On Monday, Trump fired back during a phone interview on “FOX & Friends.” “Well he’s not the brightest bulb on the planet,” Trump said of De Niro. “I’ve been watching him over the years and I like his acting, but, you know, in terms of when I watch him doing interviews and various other things, we’re not dealing with Albert Einstein.”

Bridge is mostly a game of reasoning and logic. Of course, there are other factors, such as psychology, temperament, imagination, deception and so on, but —13— basically the player who reasons well is the one who winds up a winner. For this reason, there are very few plays in bridge that can legitimately be termed “brilliant.” If a play is the correct play, how can it be brilliant? SAGITTARIUS (November 22 to December 21) Carrying a torch can be a two-way situation: It can either keep you tied to the past or help light your way to the future. The choice, as always, has to be yours. CAPRICORN (December 22 to January 19) Your watchwords this week are: “Focus.” “Focus.” “Focus.” Don’t let yourself be distracted from what you set out to do. There’ll be time later to look over other possibilities. AQUARIUS (January 20 to February 18) A workplace opportunity might require changes you’re not keen on making. that’s to be expected. A player who meets that expectation is therefore only doing what he’s supposed to do. Consider the accompanying deal where West led the four of spades against South’s five-heart contract. East won the trick with the ace, on which declarer played the king! East naturally thought the king was a singleton and so shifted to a club. South gratefully discarded his three of spades, gave up a trump trick and so made the contract. Had declarer followed with the spade three at trick one, East would surely have returned a spade for West to ruff, and South would have gone down one. South’s play of the king is certainly to be commended, but all it proves is that he was alert. He realized from the bidding that East had to have six spades and that a ruff by West was imminent. He also realized that by dropping the king, he might talk East out of returning a spade, which is exactly what happened. But brilliant? Absolutely not. South simply made the right play, that’s all. © 2011 King Features Synd., Inc.

Completion of Air Jamaica/CAL deal delayed

There has been a delay to the signing of an agreement for Caribbean Airlines to officially assume control of Air Jamaica. Top officials of the Trinidadian air carrier, including its Chairman George Nicholas and Finance Minister Audley Shaw, were scheduled to finalise the deal on Thursday morning. However, an advisory was issued on Wednesday night announcing that a press conference for the signing of the shareholder agreement has been postponed. RJR News was told that the delay is due to changes to the arrangements for the signing ceremony.

The deal is now expected to be sealed on Friday, one day ahead of the deadline for Caribbean Airlines to integrate Air Jamaica into its operations. Since the agreement was signed last April for Caribbean Airlines to take over Air Jamaica, speculation has been rife that the deal would not be consummated. Caribbean Airlines was given a 12-month transition period which ends this Saturday, to integrate Air Jamaica into its operations but with the option of walking away without penalty. Under the shareholder agreement, the Jamaican government will get a 16% stake in

Caribbean Airlines. In the meantime, Air Jamaica’s Chairman, Dennis Lalor, says the deal with Caribbean Airlines is definitely still on. He told RJR News that all is in place for the signing of the shareholder agreement. “The Chairman of Caribbean Airlines and representatives of the government of Trinidad and Tobago are coming to Jamaica to sign the agreement which is required to be signed by the latest the 30th of April we have completed the negotiation and the signing will take place,” Mr. Lalor said.

BVI Government actively Antigua pursues curfew law Government to The Ministry of Education and Culture has received ‘template’ legislation from the Attorney General’s Office, which will allow Government to continue to forge ahead with the implementation of a curfew law. Minister for Education and Culture, Hon. Andrew Fahie, said that public meetings will soon resume on the issue. In a statement in the House of Assembly on Tuesday, Hon. Fahie said that curfew legislation will ensure that parents are held accountable for their children. The Minister noted that an increasing number of youths are getting themselves mixed up in the wrong thing, with the wrong crowd and with the wrong intentions. The Minister made the point that the Magistrates Court and High Court are ‘filled and running over’ with an increasing number of young people who continue to find a passion for all sorts of crime. He said the streets in the midnight hour continue to be crowded with youths, either sitting or lurking around with idle hands until an idea of deviousness overshadows their ability to do good, all because they want to be in the in crowd. “Now is a time to implement the curfew law so that it can assist in putting an end to the number of youths at the prisons.

We must do that now, not tomorrow. Mr. Speaker, now is the time to put an end to complacency. We must do these things now, not the next day,” Minister Fahie urged. The Minister noted that it is Government’s intention to put the responsibility of children back in the hands of parents so that respect for traditional child rearing values becomes a pillar of strength of transformational change. “It’s about getting back to the basics and making it mandatory for parents to take care of their responsibilities,” Minister Fahie stated. According to Fahie, more and more children are falling through the cracks. He said gone are the days when parents knew every step their child made because ‘if Grandparents didn’t tell, the neighbor will tell’. “This is not me talking… this is the cry of many of our young people who are yearning to have an open communication with their parents.” The Minister said that he is aware that many persons believe that government should not interfere with family business, but the time has come for ‘us to do something about this longstanding issue; no more lip service’. “Mr. Speaker, sir, please note that curfew legislation will not solve all the problems, but it will assist a great deal,” the Minster noted.

discuss gaming dispute with US

ST JOHN’S, Antigua – Prime Minister Baldwin Spencer will deliver the feature address at the start of a two day conference discussing the unresolved gaming dispute with the United States. A government statement said that the conference, which begins on Wednesday, will discuss the current status of the country’s long-standing dispute with the United States over remote gaming services at the World Trade Organization (WTO). The event is also intended to forge a consensus among global gaming industry participants on how best to utilise the WTO decision to open up the American domestic remote gaming industry to fair international competition. On Monday, ST. John’s hinted at the possibility of taking Washington back to the WTO after US authorities shut down certain offshore Internet gambling sites last Friday. “The WTO ruled that these kinds of laws criminalizing the provision of remote gaming services are contrary to the obligations of the United States under the WTO agreements,” said the island’s legal counsel, Mark Mendell. In 2005, the WTO ruled that the US had violated international trade agreements by prohibiting

operation of offshore Internet gambling sites. Antigua and Barbuda claimed that it has lost US$3.4 billion a year due to the US action, but the WTO ultimately awarded US$21 million in damages against the US. During the two-day conference, the statement said that a significant portion will be dedicated to panels and presentations by expert panelists including the island’s permanent representative to the United Nations, John W Ashe, Attorney General Justin Simon, Mendel and American gaming law expert Frank Catania. Finance Minister Harold Lovell said the conference “marks a sincere attempt by the government of Antigua and Barbuda to reach out to the international remote gaming community to explore ways in which our country’s historic victory at the WTO can be used to open the door to fair and responsible trade in remote gaming services to consumers in the United States, as the WTO has held we are entitled to do. “We are hopeful, that by engaging more with major industry participants outside of Antigua we might be able to bring more force to bear on what have proven to be very intractable anti-free trade interests in the remote gaming space in America,” Lovell said.

Haiti delays certification of 19 legislative races after US, UN diplomats question results

PORT-AU-PRINCE, Haiti — International observers began examining contested tallies from 19 legislative races Monday shortly after Haitian officials announced they would delay certification of results of last month’s runoff election. Colin Granderson, head of the election observer mission for Organization of American States and the Caribbean Community bloc, said a team of monitors was sifting through the results. “We’re doing an analysis of the decisions taken by the electoral tribunal,” Granderson told The Associated Press. Scrutiny of the results comes after U.S. diplomats said last week they wanted a public explanation of how 17 Chamber of Deputies candidates and one Senate candidate were declared winners by Haiti’s election commission with far more votes than they had when preliminary returns were announced April 4. The U.S. Embassy in Port-au-Prince said the legitimacy of the legislative races would be up in the air if Haitian officials didn’t explain the results. The United Nations, which has a peacekeeping force in Haiti, also expressed concerns. In a Monday statement, Gaillot Dorsinvil, president of Haiti’s election commission, said the panel would delay publishing the results for 19 legislative races in the March 20 runoff “for the sake of transparency and in the best interests of the nation.” Dorsinvil didn’t disclose any details about

of Saint Fleur Almetis Junior, a candidate for the Chamber of Deputies, protest the decision by the Provisional Electoral Council to delay the final results of the runoff election in Cite Soleil, Port-au-Prince, Haiti

the 19th contested race, which was in addition to the 18 questioned by U.N. and U.S. diplomats. Granderson identified the 19th contest as a second Senate contest. The new results announced last week gave the political party of outgoing President Rene Preval 46 of the 99 seats in the Chamber of Deputies and an absolute majority in the Senate with 17 of 30 seats. That kind of presence in parliament would give Preval’s Unity party greater control over key government decisions, including who is approved as the next prime minister, Haiti’s No. 2 official. On Monday, Unity protesters set up flaming

barricades in a Port-au-Prince slum, calling for the election results to be respected. U.N. peacekeepers later extinguished the fires. “We won’t lose our vote,” Unity deputy candidate Daniel Saint-Hilaire said. Saint-Hilaire, whose bid for a seat was one of those in question, won 49 percent of the votes in the runoff, according to the results announced last week. Preliminary results had shown him in second with 45 percent of the vote, compared to 51 percent for his rival. The legislative elections were held alongside Haiti’s presidential runoff, and pop singer Michel “Sweet Micky” Martelly was declared the official winner for the nation’s top post last week in a landslide win. Martelly, a first-time politician, is scheduled to be inaugurated May 14. Martelly, who is not a member of Unity, called for an investigation into the election results during a visit to Washington last week. The U.S. and members of the international community financed the elections. Since the final results were announced, sporadic protests have also popped up in the countryside. An arson attack killed one person and injured three last week in a town near the border with the Dominican Republic. An official with the Boston-based Partners in Health aid group said the attack was “certainly associated” with election results while cautioning that the group was not aware of an exact motive. Haitian national police spokesman Frantz Lerebours has said he had no knowledge of the attack.

Machel finishes testifying after 10 days in witness box

AFTER ten days in the witness box and more than 30 hours of giving evidence, the State yesterday ended its cross-examination of soca star Machel Montano on charges of assaulting four people and using obscene language in 2007. State attorney George Busby, after cross-examining Montano for two hours yesterday, told Magistrate Maureen Baboolal-Gafoor, in the Port of Spain Seventh Court, he had no further questions to ask the entertainer. Montano first took the witness stand to defend himself on the charges on March 10. During cross-examination, he constantly denied assaulting the four outside the Zen night- club in Port of Spain on April 27. At one hearing, Montano was made to demonstrate to the court how Helen Ganga, one of the persons he is accused of assaulting, "wined" on him on two occasions while at the club, causing the court to erupt in laughter. At another hearing, Busby questioned Montano's alcoholic intake on the night in question. Montano admitted

he had consumed "two or three" glasses of wine while at the club. He said he then left the club and went to the home of Kernel Roberts, the son of the late Lord Kitchener, who is charged with him, where he consumed two beers before returning to the nightclub with a group where he had two drinks of vodka and cranberry juice. However, during re-examination yesterday by his attorney, Dana Seetahal SC, Montano said those drinks were consumed over a period of approximately ten hours and, as such, he was not intoxicated. Montano, Roberts, Joel "Zan" Fezeck and 2011 Young King Rodney "Benjai" Le Blanc are all before Baboolal-Gafoor, jointly charged with assault. Montano is accused of assaulting Brandis Browne, Russell Pollonais, Gerard Bowrin and Janelle Lee Chee. Fezeck and Roberts are both charged with assaulting Browne and Pollonais while Le Blanc faces a single charge of assaulting Pollonais. The matter will continue on May 3 when Roberts is expected to be called to the witness box.

Observer's naked Jesus story upsets archbishop

THE Observer was yesterday chastised by Archbishop of Kingston Donald Reece for its frontpage display of an artist's sculpture of a nude Jesus. Reece, while calling the prominent placement of the story distasteful, questioned, in a scathing letter to the editor, whether the same judgement call would have been made had the sculpture been of the Islamic prophet Mohammed. According to the Roman Catholic archbishop, the Observer's decision represented "a piece of a trend" to attack what is sacred in Western society and an attempt to undermine the Christian faith. "...For the life of me I cannot begin to fathom the Observer's rationale for a full three-page exposition of Christ's naked body with reference to the sacrosanct belief of the Eucharist," said Reece. "I wonder if an artist had caricatured the prophet Mohammed or some aspects of the Koran, if you would have featured it so

readily and prominently in your newspaper," Reece questioned. Unflattering depictions of prophet Mohammed have been known to spark violent protests in countries where the Islamic faith is prominent. In July 2007, a series of drawings by Swedish cartoonist Lars Vilks depicting Mohammed as a 'roundabout dog' resulted in protests and threats on the artist's life. Several art galleries in Sweden declined to show the drawings, citing security concerns and fear of violence. The controversy gained international attention after the Örebro-based regional newspaper Nerikes Allehanda published one of the drawings on August 18 to illustrate an editorial on selfcensorship and freedom of religion. The publication of the cartoons also drew official condemnations from several foreign governments, including Iran, Pakistan, Afghanistan, Egypt, and Jordan, as well as by the inter-governmental Organisation of the Islamic

Conference. In contrast, Christians' reaction to the many artworks of Christ and criticism of them over the years have never rose to the level of violence. The piece complained of by Reece — a 10-foot-high Styrofoam sculpture of a nude male torso, with exposed genitalia, by artist Laura Facey, is titled Body and Blood of Christ and is on display at the PanCaribbean building in New Kingston. Facey, who told the Sunday Observer that she enjoys that her work triggers debate and thought, said "...If you don't create a stir, then what's the point of doing the work? Not that that's my aim. I'm happy that it does, actually. It makes me feel that we're alive, I'm alive, my work is doing something." Facey is also known for her controversial 2003 piece Redemption Song, the sculpture of a naked man and woman that graces the Oxford Road entrance to Emancipation Park in New Kingston. Yesterday, the archbishop made clear that his contention was not with Facey's expression, saying that, "she, like other artists, must have her reasons for the preoccupation

Barbados VAT CHOKING BATMAN VAT ATTACK. That is how the Barbados Association of Tent Managers (BATMAN) is describing Government’s failure to grant an ease on the Value Added Tax which now stands at 17.5 per cent. “We were assured last year by the then Minister of Culture [Steve Blackett] that a structure would be put in place to ease the tents from VAT [when it was 15 per cent],” said BATMAN president Sinclair Gittens. But far from easing the tents, according to Gittens, VAT had gone up 17.5 per cent, adding that from the time that tax was introduced “the admission fees for tents have not risen, which means that they have been absorbing the costs”. He said tents were scheduled to open by mid-June. “We wrote the Minister of Culture last year and we sent off a letter to the Prime Minister late last year requesting a meeting,” Gittens said.“The Minister of Culture could ask for a waiver but it does not mean the Minister of Finance has to give it,” said Gittens, adding that the only way BATMAN and Government could reach an agreement was if they met. Gittens said the group met with then Prime Minister and Minister of Finance Owen Arthur in 2007 and he agreed the VAT was burdensome to the tents and suggested that he did not want to interfere with the VAT regarding the tents “because other interest groups would want to put a

case for a VAT reduction”. “What he suggested [was] that as a collective [we should] send in the amount of VAT we have paid for the season and he would reimburse the amount. The Government changed in 2008 and it was never honoured,” said Gittens. “But you know when Government changes there is nothing to bind the next Government unless it is law.” Gittens said the reduction of the subventions to the tents did not help their economic status either. “On one hand, you are reducing the subvention and with the other you are not doing anything about the VAT. You are tightening the noose around the tents’ neck,” Gittens said.

with nudity". Reece, however, said he found the article to be in "poor taste for the commemoration of the holiest day for Christians, Easter". He also complained that Christianity "is fair game for one and all, especially at this time of the year which we could call 'religious silly season' for at every Easter there is some farfetched notion being put forth either to belittle or to call into question the Christian faith". Added Reece: "In western society, nothing seems to be sacred anymore: sex is no longer sacred, it's now a commodity; religious beliefs or objects are no longer held sacred; and the human body is forever being trivialised, and considered disposable. "In sum, the mystery of life is slowly being eroded. Then we wonder about the mores of our society, and hypocritically wring our hands in desperation about occurrences like 'no panty days' by schoolgirls. We adults have opened the sluice gate of relativism, inappropriateness, and indecency; the result is far-reaching. Sanctity of life linked to a sense of mystery is fast disappearing. Do the media have a role to play in this sorry pass?"

Wife of MP irate after getting ticket by cops THE wife of a Government official was on Monday morning issued a ticket for driving a vehicle with unauthorised lights along the Beetham Highway. After being given the ticket, however, the woman told the officers she would ensure they all lose their jobs by the authority vested in her husband. Police said at around 1.40 a.m., they were on traffic duty along the highway when they had cause to stop a black sport utility vehicle (SUV) travelling east, which was being driven by the woman. Upon asking her to provide her driver's permit and certificate of insurance, the officers said the woman became enraged, telling the officers to look for the documents themselves. The woman was then ordered to pull to the side of the road where she eventually presented the documents. However, after being given the $750 ticket, the officers said the woman exclaimed: "My husband is a member of Parliament for (constituency called), and I will have all of your jobs. You waving to all of your friends and letting them pass but you stopped me. I would make sure my husband never let you get promoted." The officers said the woman also made it clear she would not be paying the ticket and would be using her husband's portfolio to have it "brushed under the carpet". She has 14 days in which to pay the ticket. In default, she would be required to appear before a Port of Spain magistrate to contest it. Calls to the woman's home phone and to her husband's cellphone went unanswered yesterday.

Haitian President urges Diaspora to assist in rebuilding hurricane ravaged nation Haiti’s President-Elect Michel “Sweet Mickey” Martelly has called on his compatriots in South Florida and in the Diaspora generally to help him rebuild the earthquake-ravaged, French-speaking Caribbean Community (CARICOM) country. “We need you to bring your talents back to Haiti. We need you to bring your skills and expertise back to Haiti,” Martelly said as he urged the Haitian Diaspora to help him honour his campaign pledge of free education for citizens.

He proposed that US$1 on every US$100 wire transfer to Haiti and a small levy on every telephone minute would go towards an education fund to help him realise his goal. Martelly estimated that the phone levy would raise US$36 million annually, while the wire transfers would raise about US$50 million. “The Diaspora will be able to send 860,000 kids to school for free and change their lives,” he said. After the January 12 devastating earthquake last year,

the Haitian government and the Inter-American Development Bank (IDB) have been working on a plan to transform Haiti’s education system. The plan includes the training of teachers and the construction of new schools. Martelly’s trip here comes less than a week after he visited the US State Department, the World Bank and the International Monetary Fund (IMF), during which he also urged his compatriots to work together for nationbuilding.

Staff nervous over impending Paradise Island sale

The impending sale of an allinclusive resort has put the future of its staff in peril. According to a source, who spoke on condition of anonymity, staff of The Paradise Island Harbour Resort (PIHR) are afraid that they will not receive redundancy payments in a timely fashion like the workers at the Royal Oasis Hotel in Freeport, Grand Bahama. According to the source and the PIHR website, the resort is

managed by Driftwood Hospitality Management, the former owners and operators of the Royal Oasis. The government had to step in and provide the severance payments after Driftwood failed to honor its commitments to Royal Oasis staff. The 200 employees at the Paradise Island Harbour Resort were shocked when they learned that the resort’s owner, Genwood Paradise Ltd, had entered into a sales agreement with Benisasia

Investment and Properties Ltd. According to a letter to staff dated April 12, 2011 from Scott Cornelius, the company’s regional director and general manager, the resort should be sold by May 12. Scott informed employees that Genwood would cease doing business once the sale is completed and as a result their services with the company would also come to an end. He wrote, “You will shortly be

advised whether or not you will be paid upon ceasing to be employed by the company, or alternatively whether or not your employment will be deemed to be continuous upon the change of ownership.” In the letter, Cornelius said the new owners intend to continue operating the hotel and they would determine which employees would remain on staff following an assessment.

Alleged finger rape victim free to return to Barbados says PM

SHANIQUE Myrie is free to return to Barbados and point a finger at who she alleges assaulted her at the Grantley Adams International Airport last month. And according to Prime Minister Freundel Stuart, surveillance cameras will be installed to confirm or contradict any allegation in the future. This country’s seventh Prime Minister made these disclosures on a nationally televised interview on the state-run Caribbean Broadcasting Corporation (CBC TV) . Prime Minister Stuart said the Myrie affair in which the Jamaican woman claimed she was finger-raped at the airport was unfortunate and had inflamed many passions. However, he said he was disappointed that certain elements had tried to inflame the issue because they thought that “here at last was a stick in which Government could be beaten”. Stuart said he had in his possession a full report by the police on the issue, statements from all of the persons who were involved and gave the country the assurance that his Government was on top of the matter.“ No obstacles will be put in the way of Miss Myrie if she wants to be come back to Barbados and to point out to police who the offending officer, as alleged by her, might be. “Suffice to say, I am not aware that there has been any formal complaint from the Jamaican police to the police authorities that would activate any prosecutorial processes,” he said. Stuart said that relations between Barbados and all of its regional neighbours would continue to be normal. The Prime Minister said there was a view that if any cameras had been in place for the March 14 incident, there might not have

been any scope for speculation. Stuart said he journeyed to the airport himself, accompanied by public officials, did a comprehensive tour of every “nook and cranny” of the airport having to do with immigration, customs and police. The Prime Minister said he had decided that there would be cameras put where none were now “so that in the event that anyone feels bold enough to make allegations as serious of those made by Myrie, camera evidence should be available either to confirm the allegation or to contradict it”. Stuart said it was a “monstrous perversion of the truth” to say he had little to do and that his ministerial responsibility was limited to Defence and Security. The Prime Minister said he was responsible for the Public Service, Town Planning, Energy, Telecommunications, Broadcasting and also had ministerial responsibility for Invest Barbados, which is responsible for the promotion of our international business sector, “the sector that contributes the largest share of our corporate taxes to the economy of Barbados”. Stuart said he would be meeting with the Public Service Commission very shortly to address the issue of acting appointments in the public service. He said it was a “naughty and irritating problem” that had caused much resentment in the public service. “It does not allow people to plan their lives with any certainty and comfort and causes too much disruption. I think we really have to deal with it.”

Tornadoes devastate South, killing at least 214

PLEASANT GROVE, Ala. — Dozens of tornadoes ripped through the South, flattening homes and businesses and killing at least 214 people in six states in the deadliest outbreak in nearly 40 years. As day broke Thursday, people in hardhit Alabama surveyed flattened, debris-strewn neighborhoods and told of pulling bodies from rubble after the storms passed Wednesday afternoon and evening. "It happened so fast it was unbelievable," said Jerry Stewart, a 63-year-old retired firefighter who was picking through the remains of his son's wrecked home in Pleasant Grove, a suburb of Birmingham. "They said the storm was in Tuscaloosa and it would be here in 15 minutes. And before I knew it, it was here." He and his wife, along with their daughter and two grandchildren, survived by hiding under their front porch. Friends down the street who did the same weren't so lucky — Stewart said he pulled out the bodies of two neighbors whose home was ripped off its foundation. President Barack Obama gestures while speaking to reporters about the controversy over his birth certificate on Wednesday. Pfeiffer said the president asked his counsel to go through the legal options of asking the state of Hawaii to make an exception to release a form of birth certificate not normally made public. Pfeiffer said the state agreed to do so, “in part because of the tremendous volume of requests they had been getting.” The "certificate of live birth" released Wednesday morning contained the signatures of the attending physician and the Local and State Registrars. It also contains the name of the hospital where Obama was born, Kapiolani Maternity & Gynecological Hospital. NBC News reported that the president requested the release of the birth certificate last week and that the White House counsel personally traveled to Hawaii to receive it. The issue has continued to be part of the political dialogue despite a raft of evidence showing that Obama was indeed born in Hawaii. In recent weeks, public opinion polls have shown a striking number of Americans, especially Republicans, who said they could not be sure that the president was born in the United States. 12-Year-Old girl holds up Michigan grocery store

A 12-year-old Michigan girl will be charged with armed robbery after she tried to hold up a convenience store. Sheriff’s deputies say the girl walked into the Country Lake Food Center in Highland, Mich., with a nine millimeter gun demanding cash. Employees recognized the girl, who they said is a regular. One employee called 911 while another held the girl down. "She pointed a gun to me. I thought it was a joke at first," a store employee said on the 911 call. The girl was reportedly wearing a bandana over her face and black-

colored clothing. She can be heard crying on the 911 dispatch. "How were they trying to rob you?" the worker was asked on the 911 call. "She basically had a mask on and pointed a gun to me … She's on the floor right now," the woman replied. According to investigators, the 12-year-old got the gun from her neighbor. She had a key to the house and knew where the gun was kept. The Oakland County Sheriff's Department says there may be charges for stealing a weapon.

As of right now, the girl will be charged as a juvenile with armed robbery. She's being housed at the Children's Village in Oakland County. Sources said that there may have been some issues in the girl’s family recently. It's unclear if those problems played any role in Monday’s events. "I think there's a lot bigger need than money in her life. That's what I would assume," one person said. "That's pretty incredible, someone that young starting out like this. That's not very good," another said.

Enormous statue of powerful pharaoh unearthed 42-foot tall artifact found at mortuary temple in Egypt

Archaeologists unearthed one of the largest statues found to date of a powerful ancient Egyptian pharaoh at his mortuary temple in the southern city of Luxor, the country's antiquities authority announced Tuesday. The 42-foot tall statue of Amenhotep III was one of a pair that flanked the northern entrance to the grand funerary temple on the west bank of the Nile that is currently the focus of a major excavation. The statue consists of seven large quartzite blocks and still lacks a head and was actually first discovered in the 1928 and then rehidden, according to the press release from the country's antiquities authority. Archaeologists expect to find its twin in the next digging season.

the temple over the past few years have issued a flood of announcements about new discoveries of statues. The 3,400-year-old temple is one of the largest on the west bank of the Nile in Luxor, where the powerful pharaohs of Egypt's New Kingdom built their tombs. Amenhotep III, who was the grandfather of the famed boypharaoh Tutankhamun, ruled in the 14th century B.C. at the

height of Egypt's New Kingdom and presided over a vast empire stretching from Nubia in the south to Syria in the north. The pharaoh's temple was largely destroyed, possibly by floods, and little remains of its walls. It was also devastated by an earthquake in 27 B.C. But archaeologists have been able to unearth a wealth of artifacts and statuary in the buried ruins, including two statues of Amenhotep made of black granite found at the site in March 2009.

Excavation supervisor AbdelGhaffar Wagdi said two other statues were also unearthed, one of the god Thoth with a baboon's head and a 6-foot tall one of the lionheaded goddess Sekhmet. Archaeologists working on

Investigators on Sunday found a body wrapped in plastic and then saw a foot sticking out of another part of the pile, the Chicago Sun-Times reported. The Sun-Times said early Tuesday that the two bodies were identified as white or Hispanic men. "We're not sure which, but we know for sure they're not black," Barnes said. The Lake County Coroner's Office made a preliminary finding of homicide, the Tribune said. It wasn't immediately clear who the people were or how they died. Autopsies revealed the causes of death but authorities did not release the information because of concerns it would harm the investigation, The Northwest Indiana Times reported. According to media reports one man was described as being between 5 feet 10 inches tall and 6 feet tall and weighing about 200 pounds; the other was described as being about 5 feet 6 inches tall. Police also found some bones in the pile, but they are believed to be horse remains.

British police say a man has died after a safety net gave way during a human cannonball performance at a "daredevil" stunt show in southern England. Police in Kent said Monday the show was canceled after the 23year-old died. They said they believe the death was caused by the safety net "failing to engage," but did not provide further details. "Scott May's Daredevil Stuntshow" said on its Website that all shows have been canceled "due to unforeseen circumstances." The show has toured the U.K. since 1991, and features Monster Truck destruction, car-crushing and crashes, fire stunts and the human cannonball. "Hear the twisting metal of the car crashes... Growth in the US economy slows to 1.8%

US economic growth slowed in the first three months of 2011 to an annualised rate of 1.8%, corresponding to a 0.4% quarterly increase. This compares with a revised annual growth rate of 3.1% in the previous quarter, official figures show. US GDP is expressed as an annualised rate, or annual pace, which shows what the three months' economic activity would mean if it carried on for a year. The figure is a first estimate, and could be revised either up or down. Economic growth has been hampered by high energy prices which have weakened consumer spending. Consumer spending fell to 2.7% from 4%

in the previous quarter. Analysts said that although the GDP data was disappointing, it was not unexpected after the federal government slashed defence spending and heavy winter weather delayed construction projects. "It's very much in line with consensus. The underlying components were a little better than what I had expected. The biggest factor was weather. It hurt consumption and construction," said Stephen Stanley of Pierpont Securities. "Energy also hurt consumption as well. Higher gasoline prices took a bigger bite out of people's budget." On Wednesday, the Chairman of the Federal Reserve Ben Bernanke said that the struggling

Panasonic planning to cut 17,000 jobs

Panasonic is aiming to keep up with rivals elsewhere in Asia

Panasonic, Japan's top consumer electronics maker, is planning to cut 17,000 jobs in an effort to reduce costs. Panasonic expects to have a workforce of 350,000 people after wide-ranging reforms ending in March 2013. The reforms also involve wideranging restructuring of the firm's global businesses. Despite reorganisation costs, the firm said the restructuring would boost operating profit next year. It also said operations at factories hit by the recent Japanese earthquake were recovering steadily, but disruptions in its supply chain were still affecting output. Analysts said cutbacks were needed to ensure the company would be able to compete successfully against South Korean and Chinese rivals. "It's a good move for Panasonic," said Tatsuya Mizuno, founder of Mizuno Credit Advisory. "Because of the acquisition

of Sanyo, there were many areas in which the companies overlapped, especially in home appliances and electronic components." Osaka-based Panasonic purchased Sanyo Electric last year, in order to strengthen its energy business. Profit boost The group currently consists of five business segments, divided on the basis of technology platforms. It will now be reorganised into three business sectors: Consumer, Components & Devices and Solutions. The company also said the head offices of Panasonic Corporation, Panasonic Electric Works and Sanyo, along with six corporate regional management divisions, would be be consolidated. Panasonic expects the restructuring costs will be 110bn yen ($1.3bn; ÂŁ810m) in the 2012 financial year, and 50bn yen in 2013. It said sales would suffer next year, but overall cost savings would boost operating profit by 6bn yen. In 2013, operating profit would be boosted by 60bn, it said.

housing market would continue to weigh on the US economic recovery. He pointed out that home building and commercial construction were both "very weak" in the first quarter. The Federal Reserve has cut its economic growth forecast for this year, citing weaker growth for the first quarter. However, Mr Bernanke also said that he believed the elements leading to weaker economic growth would lessen throughout the year. "Most of the factors that account for the slower growth in the first quarter appear to us to be transitory," he added. The Fed now expects growth for 2011 to be between 3.1% and 3.3%.

YouTube founders buy Delicious from Yahoo

The founders of video-sharing site YouTube have bought bookmarking service Delicious from Yahoo. Chad Hurley and Steve Chen will use Delicious as a key part of their next net venture called Avos. The startup is thought to be based around tools that help people get to grips with the vast amount of information generated by web sites and services. How much the pair paid to acquire Delicious has not been revealed. Delicious describes itself as a social bookmarking system in which members flag and tag sites, articles and media they find interesting. These can then be shared with other Delicious users. Its name derives from its desire to find the "tastiest" bookmarks on the web. Delicious was acquired in 2005 by Yahoo and in late 2010 the web giant decided to sell it off or close it down if no buyer came forward. Now Mr Hurley and Mr Chen have acquired Delicious to form part of the technology underpinning their new firm Avos. Details about Avos and what it will do are scant. A statement from Chad Hurley following the Delicious acquisition said the company will aim to help people manage the information gushing from the web services they use. "We see a tremendous opportunity to simplify the way users save and share content they discover anywhere on the web," Mr Hurley said. The pair sold YouTube to Google in 2006 for $1.76bn (ÂŁ1.06bn). Steve Chen left YouTube in 2008 and Mr Hurley quit working for Google in late 2010. Delicious will continue in its current form until July 2011. Users are being asked to login to the service and agree to let Yahoo move their account to the new owners.

AIG seeks to recoup billions

The insurer, 92 percent-owned by the U.S. government, joined the swelling ranks of investors and insurers who are taking on Wall Street over supposedly safe mortgage-related investments at the heart of the 2008 financial crisis. The insurance giant sued ICP Asset Management and Moore Capital in New York State Supreme Court, but made clear that the lawsuits were the start of a campaign that would put Wall Street's biggest banks in its sights. AIG, which received $182 billion in bailout money, contended it suffered losses by insuring mortgage securities that one of the financial firms created. ICP could not be immediately reached for comment. A Moore spokesman said in a statement: "We haven't seen the complaint, and therefore can't comment on it." AIG's campaign will likely take aim at Bank of America Corp, Goldman Sachs Group Inc and other Wall Street banks, according to a person familiar with AIG's strategy. The banks sold AIG mortgage bonds with top-notch credit ratings that have since plummeted in value. Goldman Sachs and Bank of America declined to comment. Investors, bond insurers and federal home loan banks have already sought tens of billions of dollars from the banks for misrepresenting the quality of the home loans that were packaged into bonds known as mortgage-backed securities. While none of the lawsuits has gone to trial, Bank of America recently reached a $1.6 billion settlement with Assured Guaranty Ltd, which insured mortgage bonds. Some financial and legal analysts said that deal showed the legal claims posed a real risk to the banks. AIG signaled that more lawsuits could be on the way.

Sprinter Delano Williams and high-jumper Dominique Missick precipitated wild celebrations in the Turks and Caicos Islands when they won gold at the 40th Carifta Track and Field Championships held at the Catherine Hall Sports Complex in Montego Bay, Jamaica on the Easter weekend. The championships which were dubbed by some as the best ever in its forty-year history, saw the two winning the top prizes in the Under20 Boys events in style. Williams captured the Under-20 100m male event in a time of 21.04 seconds in a photo finish with Trinidad and Tobago’s Moriba Morain in 21.05 seconds and Odail Todd of Jamaica in a time of 21.35. Missick jump 2.15m to capture goal at the event ahead of his Bahamas counterpart, who he said motivated him to jump that height. Williams, on being interviewed immediately after his victory, told journalists that he was suffering from fatigue which was why the race was so close. He, however, was happy for the win, and said the first ever sprint medal at Carifta

Football players receive awards at annual ceremony With the 2010/11 football season brought to a close, the Men’s and Women’s Football Leagues of the Turks and Caicos Islands Football Association (TCIFA) hosted their annual awards presentations, celebrating and commemorating players’ outstanding achievements. Williams did not make the trip back to the Turks and Caicos with some of the other athletes, since he was scheduled to participate in the 117 Penn Relays for his school Munro College in Pennsylvania in the US. However, Missick, who returned for just one day, was the toast of the returning party. Missick told jockeying journalists outside the Providenciales International Airport, that he was hungry for the medal, saying that he had never trained so hard in his life for an event as the justconcluded Carifta Championships. Missick, who praised his Raymond Gardiner High School coach, Donovan Garvey for recognizing and developed his talent, said he was pumped up after his Bahamian counterpart appeared set to take the event. “When I went to the Bahamas the other day, he beat men. So, I told him when we meet again, it would not be like what happened in the Bahamas. So, I went out there and came back with gold. I did it for you all, Turks and Caicos,” Missick said. Both mothers of the gold medalists were at the airport to greet the returning athletes. Delano’s

mother’s Ruthe Barton said she was thrilled when she watched on the television set and saw her son edging across the line ahead of the fast approaching Trinidadian and Jamaican athletes. “I was so happy that he won. He called me the same time and said ‘mom, I did it’. He really worked hard for it and I thank God that he was able to win that race,” Barton said. In the meantime, Missick’s mother, Zovia Missick, said she also received a call from her son immediately after winning the gold medal. Missick said she, too, was elated on seeing her son clearing the bar for the gold medal. “When I saw it, I said ‘he did it’. I know that he could do it, because he trained really hard,” Missick said. Missick said her son becoming a contending athlete was a prayer answered from above, as being a former athlete herself, when she was pregnant with him, prayed for sporting offspring. “I am feeling very excited. Maybe I am not showing it, but I am really excited inside. When I was carrying him, I prayed to God for an athlete. Now he is making his country proud and, he is making me proud, too,” Missick said.

many schools and new players to the sport are now competing for the first time. Whole Gospel, Wesley Methodist, Provo Christian School and Shining Stars all made their competitive debuts with impressive performances. The TCIFA had made a concerted effort to develop the sport at all schools, especially those that have never had football programmes or teams before. Building on each season’s success, the Association has created new leagues and programs, initiatives designed to encourage newer and younger players to the sport, while keeping those existing, firmly rooted. This has proved a recipe for success. The presentation ceremony will took place on Saturday, 16th April 2011 at the Miniature Golf Course in Leeward, Providenciales and was one of enjoyment and celebration, as league players collected their certificates, medals and trophies

for a job well done. The event, held in association with the support of corporate sponsors: Miniature Golf Club, NW Hamilton, Vino Tiempo, Faces and Fingers, CaicosMart Ltd. and After 5 Island Concierge, included a raffle, with prizes donated by CaicosMart Ltd. and Paula Garland, a member of TCIFA’s Executive Committee. For the 2010/11 season, the Women’s League saw the Net Rockers FC taking 1st place, with AFC Hurricanes and Revolution FC coming in second and third respectively. Chanille Butterfield was voted “Player of the Season”, with Kadine Delphin garnering the “Most Improved Player” nod. Amelie Speer was again “Best Goalkeeper”, with Jancilla Cox winning “Top Goal Scorer”. Special awards were presented to Giselle Wright and Patrice Senior who were both voted Senior MVP, with Kadine Delphin, capturing the Junior MVP title.

WICB CEO avoids verbal clash with Gayle BRIDGETOWN, Barbados — West Indies Cricket Board chief executive Ernest Hilaire has refused to be drawn into a war of words with Chris Gayle, following several charges levelled at the WICB by the talismanic opener. Gayle, in an interview last week with Jamaican radio station KLAS, accused the WICB of playing no role in his recovery from injury and of excluding him from the first two OneDay Internationals of the ongoing Pakistan series without informing him. The 31-year-old Jamaican was speaking in a tell-all interview after the Board said they were disappointed in his decision to make himself unavailable for the Pakistan series, in favour of playing in the Indian Premier League. "I'm not going to respond. There's a very simple reason. We can dispel all that Chris said by releasing the letters and emails. But we should not do that," Hilaire said during the second OneDay International recently. "You communicate with a player, you ask for his opinions, you ask for him to account on certain statements he made, you ask him what's

his position on certain things and you expect to be treated with a certain degree of confidence. "You expect when the coach pulls a player aside and speaks to him there is a certain level of respect for that conversation." Gayle claimed he had been focussed on playing for West Indies during the Pakistan series but was forced to take up the IPL offer after being excluded from the West Indies squad. He said he had undertaken all the costs for his treatment for an abdominal injury picked up during the recent World Cup, and also claimed that the Board had not enquired about his fitness during his recovery period. Hilaire, however, said Gayle was being poorly advised. "Against that background I'm not going to try to prove Chris Gayle wrong. What's more important is to state that we're very disappointed in the way in Chris has decided to respond," the top WICB official contended. "I think he is being ill advised. We've worked exceedingly hard to reach out to Chris --

numerous attempts -- letters, phone calls, emails. He is being advised and he will act in the way in which he sees best." However, in response to Gayle's charge that fitness was now the highest benchmark for selection, Hilaire said the WICB had a strict policy in that regard.

Soccer coach facing child porn charges Lisa Startzman described her daughter’s soccer coach as a good, upstanding person. This made it all the more shocking when she learned the coach, Roger Repp, was charged with possessing and distributing child pornography. Roger Repp is accused of sharing thousands of child porn files. “I can't really grasp it,” she said. “I don't believe it. It's just flabbergasting.” Startzman said her 13-year-old daughter played on the same team as Repp’s step daughter. She said she trusted Repp so much that she would have let her daughter spend the night at his house and ride with him to soccer tournaments. According to charging documents, a detective from Canada contacted

Maryland authorities about an internet user who used the alias “11to14forme.” The user was allegedly sharing thousands of files of child porn. Authorities tracked down the IP address to Repp, in the 600 block of Westwood Street in Hagerstown. Repp answered his door but declined to comment. Authorities said that when they arrived at Repp’s house on Friday afternoon, he told them that since he doesn’t work, he is on his computer constantly and has about 100 files of child porn on his hard drive and computer, according to charging documents. Neighbors said that the fact that Repp is back home after posting $30,000 in bond was unsettling.

Olympic organizers report 'massive surge' in ticket demand Olympic organizers reported a last-minute surge in ticket applications Tuesday, the final day for fans to purchase the 6.6 million tickets on offer for the 2012 London Games. With the six-week online sales period which closed at 11:59 p.m. in Britain, organizers reported a big spike in demand for tickets to the first Olympics in London in 64 years. Paul Deighton, Chief Executive of organizing committee LOCOG, said the level of applications had "hit the roof" in recent days. "In the last week we have been getting three or four times the applications above and beyond what was coming in for the previous five weeks," he said. "The sky's the limit based on the pattern that I'm seeing at the moment." Applications rose dramatically over the four-day weekend as the deadline approached. "Six weeks ago I said this was a marathon and not a sprint, but now we are heading for the line big time," LOCOG chairman Sebastian Coe said, citing a late "massive surge" in demand. On sale are tickets for 650 sessions across 26 sports, with prices ranging from 20 pounds ($33) for some events to 2,012 pounds ($3,320) for a top seat at the opening ceremony. Serena Williams at work on Rap career

Serena Williams is reportedly following in the footsteps of fellow professional athletes Shaq, Kobe Bryant, Ron Artest and Allen Iverson, by picking up the microphone. Adding to her resume as a tennis champion, fashion designer and co-owner of the Miami Dolphins, the on-again-off-again girlfriend of rapper Common has allegedly enlisted DJ Clue in recording some songs for NFL star Bryant McKinnie's new label, B Major Music Group. There is no word yet as to whether Williams is working on an actual album, recording songs for some kind of charity release, or simply just rapping for fun, but TMZ reports that she is "not half bad" at MCing, posting a photo of Serena in the recording booth. "Look @TMZ got our project on Blast...We gotta finish the album!" Clue tweeted on Monday (April 25). Last summer, Williams secured her 13th grand slam title after winning Wimbledon for the fourth time. At the time, she confirmed her split from Common, but the couple were last spotted together again in October, enjoying a relaxing day at the beach after attending a Dolphins game the night before.

Paul Deighton, Chief Executive of organizing committee LOCOG meter final go for 750 pounds ($1,200). Organizers opted against a first-come, firstserved system, meaning customers applying on the final day stand as good a chance in landing tickets as those who applied on the first day. Applications will be processed in May and June, with applicants notified by June 24 if they have been successful. Tickets for oversubscribed events will be decided by an automated ballot or lottery system. LOCOG has declined to give any figures or statistics for applications so far, although Deighton said applications were "pretty well spread" across the sports. Coe said it was no surprise that tickets for the opening ceremony and 100-meter final were

in top demand. Coe urged fans to sign up for "less obvious" sports, including handball and basketball. Despite basketball's high-profile status in many countries and the appearance of big-name NBA stars in the Olympics, the sport still struggles for recognition in Britain. LOCOG has budgeted about 500 million ($825 million) from ticket sales, about a quarter of its overall operating budget. The online process was available for residents of the U.K. and 26 European countries, with Visa the only credit card accepted. Elsewhere, including in the United States, ticket sales are handled through national Olympic committees. About 1 million tickets will go to non-European overseas buyers. There have been complaints in Britain about high ticket prices, but organizers say the toplevel prices allow for more affordable tickets at the other end. Some buyers are concerned they have to commit their money before knowing how many tickets they will be allocated. Money will be taken out of customers' accounts between May 10 and June 10, more than a month before they find out the status of their orders. Ticket buyers are worried they might end up with more tickets than they actually want or can afford. Organizers say they plan to set up an official ticket resale site, where customers can sell off their tickets at face value.

London Olympic Stadium completed

The last piece of turf is being laid at the Olympic Stadium, symbolizing the completion of building work on the 80,000-seat flagship venue for the 2012 London Games. London organizers and International Olympic Committee officials are visiting the stadium Tuesday to mark the milestone, 16 months before next year's games. Former Olympic sprinter Frank Fredericks is among the members of the IOC coordination commission taking part in the ceremony at the Olympic Park in east London. The IOC panel is making its eighth visit to London to check on preparations for the games. Construction of the Olympic Stadium began in May 2008. "The Olympic Stadium has been finished on time and under budget," Olympic Delivery Authority chairman John Armitt said. A total of 360 rolls of turf were needed to cover the 97,000-square foot infield. The surface of the running track will be laid later this year. The stadium will host the Olympic track and field competition and the opening and closing ceremonies in 2012.

Japan Ready to Host Sports Events After Earthquake, Olympic Official Says Japan is ready to stage sports events again to boost morale following last month’s earthquake, the vice president of the Japanese Olympic Committee said. “We need to be hosting a major international event to inspire the whole nation, to encourage the youth of Japan to move forward and to aspire to be champions,” Masato Mizuno said in an interview with a small group of reporters at the Sport Accord conference in London today. “We face a new challenge,” said Mizuno, who is also a member of the sport and environment commission of the International Olympic Committee. “It’s the impression that the whole of Japan has been paralyzed by this quake. But Tokyo is much safer than people think.” The number of dead and missing following the magnitude-9 earthquake which struck on March 11 and the tsunami that followed was at 27,631 as of 8 p.m. local time yesterday, according to the National Police Agency. Accumulation of hydrogen in the days after the earthquake triggered three blasts at the Fukushima Dai-Ichi atomic

power complex, located 135 miles (217 kilometers) from Tokyo. The International Skating Union canceled the world figure skating championships scheduled for Tokyo the week after the quake, and later moved the event to Moscow. Japanese soccer’s J- League has suspended its season until April 23 to save electricity. Radiation Fear U.S. Open and Australian Open tennis champion Kim Clijsters said last month that she wouldn’t play in Tokyo in September because of fears about radiation. “The earthquake was a really, really shocking event,” Mizuno said. “There has been incredible compassion and an international show of support. Now we need to show a signal to the world that Japan is ready to host international sports events.” IOC President Jacques Rogge will visit the country in July for the Japanese Olympic Committee’s centenary celebration, Mizuno said. He added a decision on whether Tokyo or Hiroshima may bid to host the 2020 Olympics will be made after this month’s mayoral elections in Japan.

Donald Young sorry for Twitter rant

American tennis player Donald Young has apologized to at least two United States Tennis Association coaches for his obscenity-laden rant on Twitter last week, the Los Angeles Times reported. Young, 21, lashed out after losing in the final of a USTA qualifying event that would have secured him a wild-card entry into the French Open. Donald Young's expletive-laden tweet to the USTA only validates how far the one-time bright prospect has fallen, Peter Bodo writes. On Monday, Patrick McEnroe, the USTA's director of player development, took umbrage with Young's comments. He detailed the services USTA has provided for Young since 2005, including grant money, coaching and training opportunities, and called on Young to apologize. "I'm offended for people on our team that have worked very hard," McEnroe said Monday. "When he said what he said, it was taken quite personally by members of the player development team. I think Donald should apologize for what

he said. At that point, we can all move on." Young apparently heeded that advice, as USTA coaches David Nainkin and Jay Berger both said they had received apologies from Young, the Times reported. Berger said Young told him he also had apologized to McEnroe. Nainkin and Berger both said they believed Young's apologies were sincere, according to the report. "What Donald said really hurt, to be honest," Berger told the Times. "And sometimes you have to earn things. This was one of the easiest paths to a Grand Slam. Basically, Donald had to beat a guy ranked 176th in the world. Maybe what he said was out of anger but it still hurt." Although the USTA has offered resources to Young, he has remained under the tutelage of his parents, Donald Sr. and Illona. That has caused tension between the family and the USTA, as they have differed on the best training regime for Young. Also, last summer, when McEnroe was still captain of the U.S. Davis Cup team, he selected

Ryan Harrison for a match over Young, despite Young's higher ranking. Young, who defeated second-ranked Andy Murray at Indian Wells last month, recently won a lower-level tournament in Tallahassee, Fla., that vaulted him into the top 100 -- the cutoff for automatic entry into the French Open. But his ranking didn't rise until a week after the cutoff date for Roland Garros. That forced him to play in the wild-card tournament in Florida, where he lost in the final to 176th-ranked Tim Smyczek. Young can still make the French Open field by going through the qualifier in Paris the week before the tournament. But Young wasn't looking ahead when he tweeted on Friday. A bit after the expletive-filled post, Young followed up by tweeting, "That tweet was out of character. ive never been like that before. but im tired of it. sry about the language, but not the thought behind it." By the weekend, he had shut down his Twitter account.
