Work Permit fees in the Turks and Caicos Islands currently range from $300 to $7000 to cover the wide range of jobs for which applications are made. A work permit that once cost $500 will increase to $675, while a $1000 permit will jumpt to $1350 and a $2000 permit will be raised to $2700. Governor Ric Todd first made the revelation about the increase in work permit fees while addressing a news conference in Providenciales on Friday, November 4. According to Governor Todd, the raising of the work permit fee is threefold: to raise it in line with inflation; to make foreign labour less attractive to local employers: and to brighten the prospect for employment of Turks and Caicos Islanders.

A press release from the SIPT confirmed that Varet Jak Civre appeared at Providenciales Magistrates Court today, Thursday 10 November 2011. “He has been charged with bribery contrary to common law,” the SIPT said, adding that Civre has been released on conditional bail and will appear at the Supreme Court on 3 Feb 2012. Civre, who was represented by Conrad Griffith QC, appeared before Chief Magistrate Joan Joyner and was granted $34 million bail and ordered to report to the SIPT on a monthly basis. He was allowed to keep his travel documents. Sir Robin Auld, who conducted a Commission of Inquiry in 20082009, concluded that the payment by Jak Civre, the developer of the Seven Stars Resort, to the Hon Floyd Hall of $150,000 on 8th February 2007, the day before the election, purportedly as a campaign donation, but which the Hon Floyd Hall paid into the business account of his company, Paradigm was a possibly

corrupt payment. Civre, a Belonger and long time resident of TCI, is the President and CEO of Sodalco Development Company Ltd, which bought the 22acre former Allegro Resort property and spearheaded the seven-storey Seven Stars development. According to the Seven Stars website, since 1968 Jak developed one of the most well recognized corporate conglomerates in Italy. Additionally he has a long history of successful entrepreneurial ventures to his credit throughout Europe and the United States. He is considered one of the top experts in Marketing Science in Italy, the website stated. In 2002 the entire corporate conglomerate founded by Civre was sold to a private equity financial group allowing Jak to fully concentrate on his real estate holdings in the Turks & Caicos Islands. The purchase of the Seven Stars site marked one of the largest single real estate acquisitions in the Turks & Caicos Islands. The property has since been sold.

WHY HAITI DOES NOT NEED A NEW $95MILLION ARMY

As one of his first executive acts, Haiti’s new president, Michel Martelly, has asked donor nations to help him re-establish the army that was disbanded by President Jean-Bertrand Aristide 16 years ago. The initial cost: $95 million, which will go, Martelly says, to a starter force of 3,500. At best, Martelly’s priorities are confused. At worst, they are ominous. He is proposing to spend a lot of money on a militia that Haiti doesn’t need when the country is still in shambles because of the 2010 earthquake. Worse, he is reconstituting an institution that was used, from the 1950s onwards, almost exclusively as a tool of oppression. Elected by a huge margin last spring, Martelly ought to make completing Haiti’s recovery from the earthquake his first order of business. More than 500,000 Haitians remain homeless in the quake’s aftermath, living in squalid tent camps that punctuate Port-au-Prince and its environs. Government offices -- the presidential palace, the prime minister’s office, the ministries of finance and justice, the legislative building, and the bureau of taxation -- are in ruins. Electricity is still unreliable in Port-au-Prince, and more erratic in the provinces. Sanitation is minimal in the capital; a cholera epidemic -- death toll 6,600 -- rages into its second year. Haiti’s History It’s easy to understand, if not forgive, Martelly’s interest in an army, especially given Haiti’s history. Because independence from France in 1804 was hard fought and hard won by the slave generals who were the country’s founding fathers, the idea of an army has always been dear to Haitians. Without a military, it was thought, Haiti would be open to another conquest by foreign forces. After independence, Haiti and the neighboring Dominican Republic fought a few battles. By 1915, Haiti’s army was so dysfunctional that 330 U.S. Marines were able to take over the country without military resistance. The U.S., which occupied Haiti for the next 19 years, disbanded the army and created a replacement called the

gendarmerie or “garde,” which fought alongside the Marines against Haitian guerrillas who opposed the U.S. presence. After the Americans left, the army that evolved from the “garde” continued the tradition of using its arms solely against fellow Haitians in the service of whatever regime was in charge. Eventually, its officers developed their own taste for power. They would take interim control, choose the next president and oust him, then the strongest among them would run for president. Dangerous Secret Police When the ruthless dictator Francois “Papa Doc”Duvalier became president in 1957, he countered the army’s power by establishing his own force. The Volunteers for National Security -- or Tontons Macoutes, as they were called -- were a dangerous secret police loyal only to him. After Duvalier’s son and successor was ousted in 1986, the Tontons Macoutes were disbanded, though never properly disarmed. In 1995, Aristide dissolved the army, officially because of its repugnant human-rights record. At the same time, he hadn’t forgotten that the army had participated in a 1991 coup that ended his first term in office. The weapons of the army, like those of the Tontons Macoutes, were never thoroughly confiscated. Today, Haiti’s internal security is overseen by the seven-year-old United Nations Stabilization Mission in Haiti. The 12,000-person force suppresses unrest and helps Haitian police cope with crime, including kidnappings and drug trafficking. The mission won’t stay forever, of course, and has already drawn down its numbers, from 13,000. Clearly, Haiti will need a way of ensuring its own security. Martelly says he wants to re-establish the army as a supplement to the still weak Haitian national police, a force that the UN, along with various aid groups, has been trying to professionalize for more than 10 years. And he believes reviving the military is a way to address unemployment, officially estimated at around 50 percent but probably much higher.

These, however, are not good reasons to raise an army in Haiti. The solution to a weak police force is to strengthen the police. The solution to joblessness is jobs, not barracks. One Short Border Haiti’s security concerns are domestic ones, best handled by a well-trained police force. The nation’s one short frontier, with the Dominican Republic, is quiet and can be patrolled by a small border guard. The only serious external interventions in the past century have come from the U.S. and the UN, and against them, any Haitian army would be powerless. What a resurrected army could do is precisely what Haiti doesn’t need again. I was shot at by the Haitian army several times in the late 1980s, when I was reporting on popular resistance to the military regimes that followed the fall of Duvalier. Not only did the soldiers open fire on unarmed demonstrators, but they followed as I fled with the protesters into the shantytowns, and continued shooting. They went from house to house, looking for demonstrators, beating some and imprisoning others. Michel Martelly needs to think in original ways about how to run his exhausted country, rather than hew to worn-out Haitian traditions of macho and militarism. If he wants to build a brigade, let him build a street-building, houseconstructing, sewer-digging, tree-planting brigade. Let him upgrade the sorry Haitian police. He can start by paying them decent wages, which will improve morale and thus performance and make them less prone to corruption. Certainly the $95 million that Martelly hopes to raise from donors in order to build an army could provide thousands of jobs and many services and improvements that Haiti sorely needs. Maybe he could look for funds to train and pay teachers, which is what Haiti really requires to build its future. Instead, Martelly wants to use $15 million of the $95 million he seeks to pay pensions to ex-soldiers, many of whom are sworn enemies of Haiti’s democracy. InterHealth Canada says it will reduce cost of health care

INTERHEALTH CANADA WILL be doing all it can to help reduce healthcare costs in the Turks and Caicos Islands. The pledge comes following discussions between the company’s global chief executive, George Commander, the Governor, Ric Todd, and representatives from the Ministry of Health and NHIP. Talks were held after the Government recently asked for the public’s views on how to slash the country’s healthcare costs. A range of cost-cutting and revenue-making ideas and proposals have been put forward by InterHealth Canada, which are now under consideration. Chief executive, Roger Cheesman explained: “InterHealth Canada has always moved healthcare in the TCI forward with sustainability as a priority. “At the moment the world is experiencing a very different economy to the one that existed when the agreement for the hospital was signed and we are acutely aware that the Government is working under severe financial constraints and restraints. “We accept and acknowledge that these constraints and restraints also apply to healthcare and so we are working with the Government on potential cost cutting and revenue making measures that can be implemented in the near future and in

the longer term. “There should be no doubt that InterHealth Canada, the Government, the Ministry of Health and NHIP are working hard together to help reduce the global healthcare costs in the TCI. Despite recent statements suggesting that the contract between the Government and InterHealth Canada could be renegotiated, Dr Cheesman revealed this was not an option. “It has been frequently asked in recent weeks whether the contract between the Government and InterHealth Canada is going to be renegotiated”, he said. “I’m afraid this is completely the wrong phrase because the contract has never been up for renegotiation. “What does exist within the agreement is the facility to request change and that is what we and the Government are doing – reviewing what changes can be made to benefit the cost and delivery of healthcare.” He added: “The scope of work in both centres – Provo and Grand Turk – is being looked at to see where we might be able to move certain services to other providers and introduce new services, which will require a small financial outlay now, but that will result in savings over time. “For instance, it might be that we are having to send patients overseas for surgeries and treatments that, with the purchase of particular specialist

equipment, our doctors and visiting consultants can do here in the TCI, thus resulting in substantial savings over time. “In other words, short term relatively low investment for considerable long term gain.” And fears that the Grand Turk hospital would be closed in a bid to save money have also been dismissed. “The Cockburn Town Medical Centre in Grand Turk will remain open and operational”, stressed Dr Cheesman. “We have, however, always accepted that there is the capacity to utilise the centre further than is being done so at the moment and reviews are currently underway. “Services that are being

considered included health tourism and the provision of long term care. “Again, these ideas and proposals are being discussed by InterHealth Canada, the Government, the Ministry of Health and NHIP and we wait and see what comes of these talks. “One thing is certain and that is we shall continue to deliver a quality healthcare service for the second largest population in the TCI.” Meanwhile there was reassuring news for staff members who feared that potential reforms would result in wide scale job cuts. Dr Cheesman insisted: “I am confident that there will be no staff cuts at either centre. In fairness we are working with marginal numbers as it is and so this really isn’t a realistic consideration. “Jobs and duties may change slightly due to any new services that are implemented in the future, however these will be discussed and debated at the appropriate time. InterHealth Canada will continue with its rigorous policy of employing Belongers wherever possible and where relevant skills and training allow and, as already indicated, we will do all we can to help through these difficult economic times. “Our discussions with all parties have been excellent and we will continue to work hard for the people of the TCI.”

FORMER PREMIER MICHAEL MISICK SPEAKS OUT AGAINST THE ARREST AND CHARGING OF HOTEL DEVELOPER JAK CIVRE By Michael E. Misick The British occupiers continue their political persecution, harassment and violation of the human rights of former ministers, their families and anyone that supported us politically or shared in our view of an independent Turks and Caicos Islands. On Thursday, they have taken their harassment to a new low. They have charged a man who has spent his own money in developing one of the finest resorts in the Caribbean; a man who made hundreds of millions of dollars in Europe and was retired in the Turks and Caicos Islands for many years before being convinced by the former government to invest in the old Ramada site and turn it into the first class Seven Stars Resort that it is today. I condemn the arrest and charging of Mr. Jak Civre, a man of integrity. The developers association and the hotel association should also condemn the actions of the British Government for arresting and charging Mr. Civre. In recent history, every single substantial investor both local and foreign has given political contributions

to both parties and individual politicians to further their political aims. In the absence of campaign finance laws there is nothing illegal about campaign contributions. Since Mr. Civre is charged, everyone who has given political contributions should also be charged. It is wrong for the British governor and his persecutors to hand pick developers to charge for giving political contributions when all have given political contributions. This whole process is an attempt to silence the voices of people that have made economic and political gains and to try and derail our movement towards independence by tarnishing the name of leading politicians and their supporters. It’s the British who have ruined our country. They have absolutely no respect for our people. Every day and night they are changing laws to make it easier to politically persecute us. Those of you who may be rejoicing today, I warn you that the changes in the jury system will affect everyone. The changes in the hearsay law will affect all of us. We live in a different society than England.

It can’t be right that someone can give a witness statement implicating you and then do not come to court to be cross examined on their statement or look you in the eyes and say what they heard. The changes in the proceeds of crime law and the changes to various laws on evidence that was changed specifically to assure them a conviction against me and my colleagues will come back to haunt all of you. Any power that goes unchecked is wrong; any dictatorship is wrong; political prosecution is wrong and any violation of human right is wrong. It can’t be wrong in Syria and Lybia but right when the British does it in the Turks and Caicos Islands. I call on the population to speak out against injustice; I call on the pastors to speak out against injustice; and I call on every resident and citizen to speak out. I expected to be politically persecuted, but in the midst of my challenge I can say what they are doing to Mr. Jak Civre is wrong and should not be condone. No further investors will put another dime in the Turks and Caicos Islands and risk being politically persecuted because of their political contributions. The harassment, blackmailing and political persecution must stop. We must take our country back before there is nothing left to take back. Every Turks and caicos islander is hurting, thousands are out of work and hundreds more are about to lose their jobs in the public and private sectors. When will it end? We say enough is enough!! And British go home and leave us alone. They come and experiment on us. The more they come, the worse it gets. We continue to pray and ask God to deliver us from the hands of the wicked and restore our beloved Turks and Caicos to the shining star it once was. Free us of this British rule. We long to be a free and proud people to chart our own destiny in a free and sovereign state.

New NHIP policy regarded as discriminating against work permit holders and temporary residents

A BLATANT DISCRIMINATION, a ponzi scheme and reverse Robin Hood are only a few of the labels slapped on the changes to the National Health Insurance Plan (NHIP) health care system announced by His Excellency Governor Damian Roderick (Ric) Todd, last week. At a news briefing last Friday (November 4), Governor Todd announced a raft of changes to the health care plan, which he said is to make the system sustainable and affordable. Among the announcement is to ban all work permit holders and temporary residents, who are paying into the scheme from receiving overseas treatment benefits. Whereas under the original plan they were entitled to both primary and secondary care, they will not be restricted to primary care only. This decision has rattled sections of the local as well as expatriate communities, who have been scratching their heads in trying to figure out the wisdom under which people are being forced to pay into a system while at the same time being barred from receiving commensurate benefits. Ex-government minister Royal Robinson, who was the former ruling Progressive National Party (PNP)appointed project manager for the construction of the two new hospitals in Grand Turk and Providenciales, tagged the changes as unfair. “I disagree with that. That was something that was discussed at the very beginning when we were devising the plan, and we said no to that (exclusion of expats from receiving full benefits), because if you are contributing to the plan, then you should get whatever benefits that the plan offers. “And we discussed further that you could localize it totally, so that

everybody benefitted, and as part of the government contribution to Turks and Caicos Islands, only Turks and Caicos Islanders could benefit from medical referrals overseas. But we did not do that, so everybody should benefit equally from this scheme,” Robinson maintained. Referring to the new changes, Robinson noted: “Of course it is discrimination. But remember now, there are some things in law that are discriminatory, but you have to be careful how you devise it and how you design it. Take for instance, when the (former PNP) government policy said that Turks and Caicos Islanders should get a 75 percent discount on Crown Land, that is discriminatory in a sense, but designed primarily to benefit Turks and Caicos Islanders to exclusive of foreigners. So those are discriminatory in one way but beneficial in another. But this plan was not design to be that.” For his part, Honorary Jamaican Consul and local businessman Allan Hutchinson said that he was extremely disappointed by the British Government’s handling of the NHIP scheme. “Well, I have to tell you that I am extremely disappointed because I did not know that under the UK administration you could see such blatant discrimination. I thought they would have tried to restore what is called equity and fairness. But what I see is a continuation of the same thing. “How can you ask me to contribute the same amount as everybody else, but you are going to discriminate what service I am to receive? That can’t be right. Completely discriminatory, and they are a big disappointment. The new scheme is discriminatory, and the other thing is that nobody is addressing the other germane issue which is the whole structure,” Hutchinson said. Hutchinson noted also that: “They haven’t told us that the scheme is

being investigated with all the allegation of corruption. All we are being asked to do is to continue to pay for something that is diametrically wrong. Everything about the scheme is wrong, except for the fact that the country needed improved health care system.” In the meantime, Robinson said that the current administration and InterHealth Canada ignored other areas of income revenue-generation which could potentially benefit both parties. Robinson said they have not explored the options of refinancing the project, which would yield 50 percent of revenue to government nor have they reviewed or explored what he described as the third party income stream, which he said would also guarantee the administrative 50 percent of the potential windfall. Robinson noted also that the system lacks a solid regulatory authority and contract management team so as to put TCIG in a position to monitor exactly how InterHealth

He also talks about financial legislation. If he were genuinely interested in that area of law and since we have not had any new legislation that would allow new products to be offered, why did he not start with that? These guys really think we are stupid to be continually and continuously falling for the “banana in the tail pipe charade”!

We as Turks and Caicos Islanders must begin to fight fire with fire, might with might! We have to use a targeted, strategic and sustained approach towards these oppressing occupiers. We cannot be sidetracked and divided in our collective desire to rid ourselves of this evil scourge on our society. You remember the saying that “the enemy of my enemy is my friend?” Well my PDM, PNP, PNO and NPD friends, our enemy is the English and we must be rid of them so that we can rule and govern ourselves in our own best interest. If any of you can realistically show me how the taxes that are being imposed on us is for our benefit, if you can show me how the bringing into force of the “Hearsay Bill”, how by sending home Turks and Caicos Islanders without a severance package, so-called ‘voluntary redundancy where we can NEVER, EVER re-enter the public service among other things are for our benefit, then I will gladly eat crow! And I come from Kew, North Caicos, where for a while crows were in great supply. And mark my word; I am indeed a man true to my word! Importantly, we must remember that there is more in common between us than that which separates us! Can you find a Turks and Caicos Islander who is a member of your Party that does not have a relative in mine? That thought is an exercise in total folly. In larger countries that might be the case; but here, we have yet to reach such a state of affairs. While we still have the opportunity to be our brothers and sisters’ keepers, then let us do just that! This is really an “us against them” situation that we find ourselves in, but the thing is, it is we divided, against them together. Don’t forget now that the Bishop reminded us that David Cameron and Nick Klegg came together to form a coalition government to rule ‘Great Britain.’ And they had monumental differences between them! They came from different educational, social and economic backgrounds. They differed fundamentally from each other with respect to proportional representation versus first past the post for the election of their Parliament. When they had the referendum, it was the Conservative operatives that led the charge that assured the defeat of that referendum! But as the Bishop alluded to, there must be some grown ups in the room who can knock the heads of our leaders and aspiring leaders to see the light of day and allow us to Unite for the common purpose of defeating our common enemy. It is time that we realize that unity is strength and there is greater strength in numbers! The struggles of thirty-five years ago has reared its ugly head; the only difference today is that we are smarter, wiser and possess the educational tools at our disposal to stand up to and challenge our illegal occupiers. The struggle today is no different; it’s just more organized and strategic. We must do all we can as ONE – thus ensuring that it is we as a people that have the

This cannot and will not happen, we must band together and do our utmost best to halt these actions that are taking place against the people of this great nation. I know that plenty of us have the notion that ‘I don’t have to get involved because those that do will have it sorted out.’ My friend, my countrymen and women, if there is ever a time when this approach will not work it is now! It has to be all hands on deck! Man all the barricades! As a people, we have to confound the enemy from without, as well as from within. Least we forget, we will have some Judas goat among us. Jesus Christ had his! That, however, does not give the notion that we should throw up our hands in surrender. We have to throw up our arms with the implements of war, cause this is war; and we must band together in the revolutionary struggle! THE COURTHOUSE BUILDING on Old Airport Road in Providenciales is set to reopen by the end of the month after undergoing total renovation which is said to be in the region of just under $250,000. Senior Engineer at the Works Agency Garvin Thomas made the disclosure during an interview with The SUN. He said shipment of the furniture from Grand Turk was the only thing oreventing the building from being opened. Thomas pointed out that extensive repairs were done to both inside and outside the building, which is now sporting a new roof

and is outfitted with spanking new hurricane shutters. The air conditioning on the building has also been overhauled. The repairs have vastly improved the aesthetics of the architecture, which is overlooking a section of the Providenciales International Airport. According to Thomas, the building was rundown to the point that extensive overhauling had to be done to key sections to get it back up par. He said at some sections of the building columns had to be rebuilt for reinforcement. “It took us $240,000 to get it to where it is now. Major repairs were

done to that. There were structural beams that we had to replace. We had to tear down the AG (Attorney General Chambers) section and rebuild a portion of that back,” Thomas said. He noted, too, that an abandoned water tank located at the back of the premises, and which was allowed to fall in a state of disrepair, was refashioned and is now as good as new. For the most part, the building was connected to city water, but according to Thomas, with the repair to the tank, occupants can now use it solely or share with city water connection.

It’s a Doug Parnell, Derek Taylor contest for PDM leadership

It appears that former chief minister Derek Taylor will be the only challenger to Doug Parnell’s leadership at the People’s Democratic Movement (PDM) National Conference to be held between November 18 and 20, at that party’s headquarters in Providenciales. The actual election of officers will take place on Saturday, November 19. Recently when The SUN contacted Parnell on his electability at the conference, he said the prospect was very high since much was achieved during his tenure, including what he described as successful talks with the British. Parnell, during the conversation, said that among the achievements was his party leadership in dissuading the British from enlarging the voting franchises. He said too, that under his leadership the largest bipartisan protest march against British rule in the history of the country – Unity Day back in the spring of 2010 – was held. He told this newspaper at the time that those and other achievements should usher him back into the leadership seat of the party. When contacted, Taylor said based on work on the ground, he is of the opinion that at the end of the ballot tabulation he should be able to wrest the party’s pole position from Parnell, who has been at the party’s helm for the past three years.

According to Taylor, the country needs someone who is not only experienced but possesses integrity and sound leadership, saying that he has been tested and proven in that respect. “At this time you need someone who has been there, who knows the region. The country needs someone who has been to the UK and Europe in terms of dealing with the various elements of the Turks and Caicos. To add to it, they also need honesty and integrity; being responsible and accountable. “During my time from 1995 to 2003, I give the Turks and Caicos Islands economy much growth. I interacted with the Caribbean Development Bank, the European Investment Bank, and the European Union. The major projects that we have witnessed between 2003 and 2009, they came from the work that the PDM administration, under my leadership for those eight years, including the causeway between North and Middle Caicos. And also including the cruise ship terminal in Grand Turk,” Taylor said. The former PDM leader noted that the majority of private sector projects which came to being in the past seven years were initiated by his administration. Among them is the Ritz Carlton West Caicos Project. “We did the majority of the negotiations, and they were above board and in the interest of the people of the Turks and Caicos Islands. The record

Basically, what I want to bring to the table is credibility,” Taylor, who was also minister of finance said. He pointed out that under his watch the economy was so sound that in the aftermath of the 2001 terrorist attack, when everybody, including within the region, was laying off workers, the TCI was employing. He also stressed that his government also set the ground work for the Providenciales International Airport expansion. The first phase of the project was completed in the summer. “We purchased the land to the west of the apron that was owned by Provo Rent-a-Car, and we purchased most of the land to the west of the runway; either we purchased or we exchanged. In fact, we were looking at Providenciales becoming a hub, not only for the Turks and Caicos but for the region. It is important that our people, especially young people know this,” said. Taylor confessed, however, that he has been forced to fight off rumours which suggest that young people do not know him, and as such he would not be able to attract them should an election is called. “I find that statement strange, because I have been lecturing at the Community College free of charge since 2007. I have been on a number of civic organization bodies, and I can say that the majority of young people in the Turks and Caicos Islands know me. And they know that whatever I do, to make sure that they take their rightful place here in these Turks and Caicos Islands,” Taylor pointed out.

Close to 200 people arrived dressed as hippies, Michael Jacksons, Aretha Franklins, 50’s sock hoppers, rockers and all other music styles from the 1950’s to the 1990’s at Beaches’ Treasure Beach location for the annual PCH Music Extravaganza on Saturday, Nov 5th. The Sandals Foundation, Beaches Charity Arm, cohosted with the Provo Children’s Home for this amazing fund raiser. This is their second annual event which sees the first Saturday in November as the Home’s main fundraiser for the year. The event includes a lip synching contest for those brave souls who wish to get up on stage and strut their stuff lip synching and dancing to their favorite song in the costume of the day. “We had an excellent turnout again this year, and everyone who attended had great fun and enjoyed the fantastic performances and joined us all dancing

in the sand” said Tanis Wake-Forbes, head of the PCH Fund Raising crew. Tanis advised that “we raised over $12,500 which is a fantastic achievement especially in this challenging financial climate. It shows how great the support is for PCH but also what a fantastic event that all can participate in, whether on stage or off.” Elanor Finfin Krzanowski, PR Manager for Beaches Resorts stated “We are pleased that our philanthropic arm, the Sandals Foundation was able to partner with PCH for the second time. The Sandals Foundation works tirelessly with individuals and organizations such as the Provo Children’s Home to uplift, engage and empower through education and financial assistance. I’m glad we are able to sponsor this event and help raise a remarkable amount.”

Miss Venezuela, Ivian Sarcos, was crowned the 2011 winner of the Miss World beauty pageant on Sunday at a glittering final ceremony in London. Wearing a pink dress with diamante studs that had a giant cascade of frills slashed below the waist, the 22-year-old gasped and threw her hands to her face as she was declared the winner. "I felt the most gorgeous woman in the world. I was so happy and I wanted to shout, to cry, to stand still and to smile. So many emotions," she told AFP. Heavy D dies at 44

Heavy D, the self-proclaimed "overweight lover" of hip-hop who became one of rap's top hitmakers with wit, humor and a positive vibe, has died. He was 44. Lt. Mark Rosen of the Beverly Hills police said Heavy D died in a Los Angeles hospital Tuesday after collapsing at his condominium building. Rosen said Beverly Hills police officers were dispatched to Heavy D's condominium building Tuesday morning after receiving a report of an unconscious person Heavy D laying on the walkway of a building. They found Heavy D was conscious and communicative but had difficulty breathing and was transported to Cedars Sinai Medical Center, where he later died. Rosen said Beverly Hills detectives found no signs of foul play and believe his death is medically related. He said Heavy D "was returning home from shopping. He experienced difficulty breathing while walking into his condominium building. He was being assisted up to his apartment by building personnel when he collapsed in an exterior hallway." The last tweet from Heavy D posted Tuesday morning read, "BE INSPIRED!" Dwight Arrington Myers, the rapper known as Heavy D of Heavy D and the Boyz, and his crew released their debut album "Living Large" in 1987. Their hits included "Now That We Found Love," ''Who's the Man" and "Somebody For Me." The New York-born rapper was one of the genre's most integral stars in the last 1980s and early 1990s, as it relied on new voices and star power to fuel its phenomenal growth in the mainstream. The deep-voiced rapper's earliest hit, "The Overweight Lover's in the House," played up his hefty frame. But while that nickname would stick, his weight did not become part of his shtick, like the Fat Boys. What drew people to his music was his singular style, which celebrated an easygoing, party vibe — sometimes humorous, sometimes inspiring and almost always positive. Caymanians fear term limit extension may give the vote to foreigners

There are continuing concerns among Cayman Islanders that although government says work permit holders who take advantage of the new Term Limit Extension Period (TLEP) to avoid rollover will not be allowed to apply for permanent residence (PR), fears are mounting that this could eventually see thousands of foreigngers given the right to vote. According to the Cayman News Service, immigration expert Sherri Bodden-Cowan has denied that this will happen noting that any such suggestion amounts to abject scaremongering. The TELP allows workers who were due to leave the island under the seven year limit to stay for another two years subject to the usual conditions but the law says they cannot apply for residency and will not be able to use this permit as a road to status. However, according to the Independent Member of the Legislature Ezzard Miller, the TELP could eventually lead to the need to grant thousands of worker permit

holders permanent residency, he said, which will in time see them gain Caymanian status and if they wish they can then become naturalized and go on to vote. According to Miller, Rollover was never really intended to create jobs for Caymanians but was to protect the indigenous population’s control of the political landscape and from a takeover by foreign nationals. He said that the introduction of TELP could undermine that protection. The CNS says Miller has consistently stated that it is “incompetent government’ and the high cost of doing business that has caused Cayman’s economic difficulties and that the idea that immigration policy is preventing the country from attracting ‘high net worths’ or investors, as claimed by both the premier and Anthony Travers at the recent Generation Now debate, is a red herring. According to the report, “the United Democratic Party government is still haunted by the mass 3,000

status grants handed out during its first term in office in 2003. The grants were a consequence of many people living and working in the islands for years without rights, which the UK government forced the Cayman government to address. The government was blamed, however, for the surge in new Caymanians who would become entitled to vote, not just because of the numbers but because of the way the grants were awarded.” There are now concerns that the issue of legal and human rights to residency after a given period may raise its head again with the workers who are granted a TELP, some of whom will have been living in Cayman for more than nine years when their new permit expires. “The fear is that anyone who is granted a TELP will be able to apply for PR, despite government claims, as it is very likely to be challenged,” Miller said. Many thousands of people who would have been rolled over are now in a position to apply for the new extension, and just one successful

challenge to government’s claim that they do not have the right to apply for PR could see a flood of applications, many of which are bound to meet the PR criteria. Miller said that this could see another surge in the electoral roll for the 2017 election, way beyond the normal 500 or so that Cayman’s voter’s list generally increases by each election cycle. “The government has made numerous amendments to the immigration bill since it came to office offering automatic PR to those investing money here. Most recently the government has stated that anyone who invests more than $500,000 in a new home will automatically get PR,” he added. He said he believes that the rollover policy would have worked to protect Caymanians in the workplace as well if it had not been constantly watered down. Miller said that many people who come to Cayman to work say they don’t want citizenship or the right to vote until they “pass the magic day” and then, he said, naturally they want to become Caymanian. “If we don’t roll people out, we will be forced by international laws to give citizenship,” he told the audience at the recent Generation Now discussion on rollover.

Trinidad curfew ends but state of emergency continues

PORT OF SPAIN, Trinidad, – The Trinidad and Tobago’s Prime Minister Kamla Persad Bissessar has lifted the 11 p.m. to 4 a.m. curfew that had been in effect here since August 21, but said that the state of emergency (SOE) would remain pending further reviews by the National Security Council. The Prime Minister told the nation that the SOE and the curfew, which covered 17 crime hotspots across the nation and expanded to three nautical miles of the coastline, had achieved the desired results in “significantly” reducing crime on the island. On September 4, the Parliament debated to extend the State of Emergency by three months (which expires on December 5) which was approved with Government's majority and a new 11 p.m. to 5 a.m. curfew was implemented.

Persad-Bissessar said the many calls to end the State of Emergency and curfew "weighed heavily on my mind" and she did not wish to burden anyone one hour longer than necessary. “I wish to advise that the National Security Council has recommended and the government has agreed to remove the curfew on land and sea in Trinidad and Tobago immediately. “The State of emergency will remain in effect that this will be reviewed on a continuous basis,” she added. She paid tribute to the protective services noting that they took this nation from a "brink of disorder and chaos" and restored law and order. The Prime Minister said while a complete victory is not in order, the battle has been won to a large extent. "When gang leaders tremble in fear, we have

won. When the crime rate plummets, we have won. When guns and ammunition are removed from the streets that could have killed one more innocent man, woman or child, we have won. When one family can sleep better at night, we have won. When justice prevails, we have won. When illegal drugs are seized and destroyed and their operations shut down, we have won," said Persad-Bissessar. She added that victory also lies when the business community and citizens can join hands and make the sacrifice required by enduring the State of Emergency and the curfew for the greater good. She said several years of anti crime efforts had not removed the weaponry, drugs and criminals as this State of Emergency did. With the State of Emergency still in effect, the joint patrols of army and police will continue.

Ross, a seasoned diplomat who has been one of President Obama’s most influential advisers on Iran, the Middle East peace process and the political upheaval in the Arab world, will leave the White House in December, a senior administration official said on Thursday. Mr. Ross, who announced his departure at a lunch with Jewish leaders, told White House officials that he promised his wife he would leave the government after two years. He joined the administration in February 2009 as a senior adviser in the State Department before moving to the National Security Council that June. Mitchell, in May, leaves the White House with a muchdiminished bench on the Middle East, symbolizing how much the peace process has faded since Mr. Obama proclaimed it would be one of his top foreign policy goals. Ahmadinejad says Iran won't retreat from nuclear path

TEHRAN, Iran — President Mahmoud Ahmadinejad vowed Wednesday that Iran won't retreat "one iota" from its nuclear program, denying claims that it seeks atomic weapons. Key ally Russia gave the Islamic Republic a major boost, rejecting tighter sanctions despite a U.N. watchdog report detailing suspected arms-related advances. In his first reaction to the report, Ahmadinejad strongly chided the U.N. International Atomic Energy Agency — a day after it claimed Tehran was on the brink of developing a nuclear weapon — saying the IAEA is discrediting itself by siding with "absurd" U.S. accusations. The comments, broadcast live on state TV, were a sharp rebuke to Western warnings that Iran appears to be engaged in a dangerous defiance of international demands to control the Islamic Republic's nuclear ambitions. A conservative Iranian lawmaker later threatened that the parliament could force the government to pull out of the Nuclear Non-Proliferation Treaty, or NPT, as a response to the report by IAEA chief Yukiya Amano. "In the first stage, we will pull out of NPT if Amano shows incompetence and asks for Obama's permission for every report," conservative lawmaker Mahmoud Ahmadi Bighash told state TV Wednesday. The 13-page annex to the IAEA's report released Tuesday included claims that while some of Iran's activities have civilian as well as military applications, others are "specific to nuclear weapons." Among these were indications that Iran has conducted high explosives testing and detonator development to set off a nuclear charge, as well as computer modeling of a core of a nuclear warhead. The report also cited preparatory work for a nuclear weapons test, and development of a nuclear payload for Iran's Shahab 3 intermediate-range missile — a weapon that can reach Israel. Ahmadinejad repeated Iran's claims that it doesn't make sense to build

nuclear weapons in a world already awash with atomic arms. "The Iranian nation is wise. It won't build two bombs against 20,000 (nuclear) bombs you have," he said in comments apparently directed at the West and others. The U.S. and allies claim a nucleararmed Iran could touch off a nuclear arms race among rival states, including Saudi Arabia, and directly threaten Israel. The West is seeking to use the report as leverage to possible tougher sanctions on Iran, but Israel and others have said military options have not been ruled out.

Nicaragua’s Ortega wins landslide re-election

Nicaraguan President Daniel Ortega, a socialist former guerrilla leader, cruised to a landslide re-election victory after drawing broad support for his anti-poverty programs. Ortega had 62.7 percent of the vote with returns in from 86 percent of polling stations in Sunday's presidential election. That was more than double the tally for his closest rival, conservative radio personality Fabio Gadea. Ortega's supporters poured into the streets of Managua to celebrate. "I'm happy ... I think that people are convinced, they voted for social programs, voted for the future, voted for the poor," said lawyer Silvia Calderon, 54. Gadea refused to accept the results and accused Ortega of voter fraud, but international election observers said voting irregularities had not changed the final outcome. Bill Clinton downplays tension with President Obama

Bill Clinton on Tuesday downplayed perceived criticism of President Obama in his newly-released book, saying that his Democratic successor has "done a better job than he's getting credit for." The former president does say in the book, "Back To Work," that the White House did not always take his advice on issues like the debt ceiling and Democrats' message in the 2010 campaign. But in a pair of interviews he sought to minimize any talk of a rift. "The book lavishly praises the administration's economic policy, its energy policy, its whole thing," Clinton told Ann Curry on NBC's "Today" show. He also compared the situation Obama now faces — with a hostile Republican faction in Congress — to what he dealt with in his first term. "Not much happened. We fought. Then there were two government shutdowns. And the voters decided they agreed with the approach I was taking," he said. "His politics will improve when the economy gets better. But the American people need to send a signal to Congress that they want them to work together — not that he's right all the time or that I was right." Four years ago Clinton was ramping up his advocacy for his wife's campaign against Obama. In the midst of the Democratic primaries, there was no harsher critic of Obama than the former president. Any animosity between the two appears gone now. But the timing of Clinton's new book ‐ one year before Obama faces the voters again ‐ has struck some in the chattering class as curious. One commentator referred to Clinton as "backseat driving" the Democratic administration. Clinton says his book is primarily his assessment of the American economy and politics in the last 30 years, though he understands that conflict makes for better news coverage. In his book Clinton writes that he urged Democrats and the White House to adopt a more coherent national message to help the party's congressional candidates. In his interview Tuesday, he notes that he also points out he made the same mistake as president when Republicans won back the Congress in 1994. He also writes that the Obama White House should have sought to raise the debt ceiling when Democrats still controlled both houses of Congress. He says he's since been told they did try to do so, but still faced a Republican filibuster. "I think he's done a better job than he's getting credit for," Clinton said. French President Nicolas Sarkozy branded Israeli Prime Minister Benjamin Netanyahu "a liar" in a private conversation with U.S. President Barack Obama that was accidentally broadcast to journalists during last week's G20 summit in Cannes. "I cannot bear Netanyahu, he's a liar," Sarkozy told Obama, unaware that the microphones in their meeting room had been switched on, enabling reporters in a separate location to listen in to a simultaneous translation. "You're fed up with him, but I have to deal with him even more often than you," Obama replied, according to the French interpreter. The technical gaffe is likely to cause great embarrassment to all three leaders as they look to work together to intensify international pressure on Iran over its nuclear ambitions. The conversation was not initially reported by the small group of journalists who overheard it because it was considered private and off-therecord. But the comments have since emerged on French websites and can be confirmed by Reuters. Obama's apparent failure to defend Netanyahu is likely to be leapt on by his Republican foes, who are looking to unseat him in next year's presidential election and have portrayed him as hostile to Israel, Washington's closest ally in the region. As the Iowa caucuses grow near, an influential grassroots conservative says he believes Mitt Romney’s nomination as the GOP general election candidate is inevitable, and that Romney will ultimately lose to President Obama a year from now. Erick Erickson, the founder of the RedState blog and a CNN contributor, wrote a lengthy post on blog Tuesday that was one part indictment, one part lamentation, as it laid bare, yet again, the deep fissure of mistrust that divides Romney from some conservatives. And at times it read as much as a surrender as a call to arms. “Mitt Romney is going to be the Republican nominee. And his general election campaign will be an utter disaster for conservatives as he takes the GOP down with him and burns up what it means to be a conservative in the process,” Erickson wrote. Herman Cain, Erickson wrote, has no shot, because women voters will desert him in the face of the sexual misconduct charges that are eclipsing his campaign. “He’s down at least 10 points with women in Iowa. He’s falling even further and doesn’t even realize it,” Erickson said. “He’s largely been emboldened by a conservative media that is so used to standing by its men that too few are telling Herman that he is now at the point where he must actually sit and answer questions whether he wants to or not and whether he feels maligned or not and

Bernanke keeps focus on jobs, warns on Europe

Defending the Federal Reserve on the turf of his harshest critics, central bank chief Ben Bernanke on Thursday said the Fed was "intently" focused on lowering unemployment and warned that strains from Europe could trigger global economic shocks. "I'm not a believer in the Old Testament theory of business cycles. I think that if we can help people, we need to help people." TOKYO — Toyota Motor Corp. said it is recalling about 550,000 vehicles worldwide — mostly in the United States — for problems that could make it harder to steer. The recall affects 447,000 vehicles in North America, as well as 38,000 in Japan and another 25,000 in Australia and New Zealand, said Toyota spokesman Dion Corbett. In Europe some 14,000 vehicles are being recalled along with 10,000 in the Middle East and 14,000 in Asia outside Japan. Toyota has received a total of 79 reports about the defect dating back to 2007, said Corbett. There have been no reports of accidents or injuries related to the problems, he said. Toyota's reputation has taken a hit over the last two years due to a string of huge recalls that have ballooned to 14 million vehicles over that time, including millions recalled last year for acceleration problems. France announced 65 billion euros of tax hikes and budget cuts over five years on Monday, as President Nicolas Sarkozy seeks to protect the country's creditworthiness in financial markets without killing his chances of re-election in six months time. The main goal was to protect a top-notch credit rating that allows France to fund itself as cheaply as possible at a moment when the debt market crisis that started in Greece threatens to engulf far bigger fish such as Italy. But economists said the government's growth outlook was still too optimistic, even after cutting the forecast for 2012 to 1 percent from 1.75, meaning the latest measures might not be enough for France to meet its deficit reduction goals. They also said that much of the

TCIFA stages Beach Soccer Course The TCIFA held its third FIFA Course in twelve months last week when they hosted a Beach Soccer Course. The four day event was designed to expose players, coaches and referees to the fastest growing form of football. The TCIFA became the first country in the region to have both male and female Beach Soccer Leagues earlier in the year and following successful presentations to FIFA to develop the sport the association will soon be expanding its Beach Soccer programmes. The course was one of the first steps into making people more aware about Beach Soccer as twenty five participants were given information on the laws of the games, basic Action from the Beach Soccer Course techniques, tactical awareness and systems of play. The group had to conduct their own practical sessions and also participated in exhibition games. The final day was reserved for a female tournament as players from the TCIFA U17 and U13 Girls Academies as well as WFL teams, the Hurricanes, Strikers and Revolution fought it out on the beach in front a large and enthusiastic crowd. Course instructor Eddie Loewen was very optimistic about the opportunities for the Turks and Caicos Islands to develop the Players took part in an exhibition game sport."There is a lot of enthusiasm for the sport here and the association has a lot of good ideas to promote Beach Soccer players who were involved in the course. The Yellow Jaguars managed a draw with the Green Dragons (1-1) before losing to the Striking Cheetahs (3-1). Guerline Hall scored for the Jaguars in their tied game and an own goal against the Cheetahs was not enough as Evnisha Saintvertu (2) and Raquel Saunders scored for the Cheetahs. AFC Academy whip SWA Sharks 5-1 in Super 7’s The TCIFA Super 7's Football League continued to produce some exciting games this week as the teams are now fighting for play-off positions. AFC Academy moved into second place with a 5-1 win against SWA Sharks. Herby Magny put the youngsters ahead with a well taken goal only for Arlindo Serpa to equalize for the Sharks with a long range effort on the stroke of half-time. However, the second half was a one sided affair as the Academies passing game produced four goals. Jerry Liliuce scored twice and Herby Magny rounded off his Man of the Match performance with a hat-trick. In the second game AFC National twice came back from behind to claim a draw with HAB Harriers. HAB took the lead through Jornel

Magroire before Steve Wilson, followed up Bobby Kwatt's header. Jon Flanagan's pressure on National's goalkeeper allowed him to give the Harriers a 2-1 lead at half time. Both teams came out attacking in the second half and a tense finale ensued after Bobby Kwatt had equalized for National. Both teams had chances to win the game but the final score was a closely matched 2-2 draw. In the final game league leaders Air Turks and Caicos were held to a 1-1 draw by Provo Golf Club. Will Nevina's throw-in was deflected into

the goal to give Provo Golf Club the lead before Dady Aristide's long range strike ensured parity. Provo Golf will rue a missed a penalty but will take some comfort in ending Air Turks and Caicos' run of three wins in a row. Air Turks are still top of the league on ten points, the same as AFC Academy but the "flamingoes" still have a game in hand which could see them further their lead. Penn State tries to pick up pieces in abuse fallout

STATE COLLEGE, Pennsylvania - Penn State University struggled to stem the damage on Thursday from a sex abuse scandal that ended the 46-year career of football coach Joe Paterno, one of the most revered U.S. sports figures. Paterno, 84, was fired late on Wednesday after it was revealed he was told in 2002 that his former assistant coach Jerry Sandusky engaged in allegedly sexually inappropriate behavior with a young boy in a campus locker room. While Paterno told his boss, he did not call the police. NBC News, citing sources, reported on Thursday night that Paterno had hired prominent Washington criminal defense lawyer J. Sedgwick Sollers. Paterno has not been charged with any crimes in the Sandusky case. A spokesman for Sollers' firm, King and Spalding, could not confirm the report. But Scott Paterno, one of Paterno's sons, tweeted: "No lawyer has been retained." Separately, the university's

Paterno's fall from grace, weeks after becoming the winningest alltime coach in major U.S. college football, is taking various forms. On Thursday, Pennsylvania's two U.S. senators, Republican Pat Toomey and Democratic Bob Casey, reversed their nomination for Paterno to receive the Presidential Medal of Freedom -the nation's highest civilian honor. "We hope the proper authorities will move forward with their investigation without delay," Toomey and Casey said in a joint statement.

Magic Johnson still beating HIV 20 years later

LOS ANGELES —If Magic Johnson had known just how well he could live with HIV, he wouldn’t have retired from the Lakers on Nov. 7, 1991. Johnson would never change what he did for the fight against the HIV/AIDS epidemic when he publicly revealed his diagnosis to a stunned world. His courage that day, along with two subsequent decades of vibrant living, forever altered attitudes about the virus and its effects. Magic is simply glad the world knows such happy endings are possible with access to treatment and vigilance. “At that time, it was the right decision,” Johnson said Monday on the 20th anniversary of his stunning retirement. “If I knew what I knew today, that I could still play basketball and do my thing, I probably wouldn’t have retired. But I’m a guy that doesn’t have regrets. I don’t look back. I’m happy, because I wanted to be here a long time. We made the right call at that time.” Johnson recognized the occasion at Staples Center on Monday with an upbeat celebration and a message of steadfastness. Dozens of politicians, celebrities and Lakers greats from Jerry West and Pat Riley to James Worthy and Michael Cooper joined Johnson and AIDS researcher David Ho for a luncheon, and the Magic Johnson Foundation announced a $1 million gift to continue its mission for worldwide HIV awareness and testing. Two decades after his shocking admission and quick retirement at 32, Johnson’s doctors say he’s a 52-yearold specimen of health, comfortably managing HIV with a daily regimen of drugs and exercise. While he once took upwards of 15 pills several times a day, he now requires just a few daily medications. He rises around 5 a.m. each day for a vigorous workout—everything from stretching and running to Tae Bo— before spending his days overseeing his

large business empire. Yet Johnson worries his strong health could encourage complacency, and he sees the anniversary of his historic announcement as a call to renew dedication to the cause. “I often say I’m good for the virus, and bad for it,” Johnson said. “Good because I’m doing well, and that I can go out and try and raise the awareness level, get people to go get tested … but on the flip side of that, people see that I’m doing well, so they’ve kind of relaxed on HIV and AIDS. People think that now if they get the virus, they’ll do well, but a couple million will die this year.” While Johnson mostly remembers a feeling of confidence derived from the unflinching support of his wife, Cookie, on the day of his announcement, his fellow Lakers have no trouble recalling the shock and confusion they felt 20 years ago. “It stunned me, and I think I was only semi-conscious,” Lakers owner Jerry Buss said. “The whole day is just like a blur in my mind. I remember Kareem (Abdul-Jabbar) had to assist me. I don’t think I had enough blood in

the brain.” Worthy remembers the Lakers being sent from practice at Loyola Marymount to the Forum, with no idea why. The power forward wondered whether West was retiring from his executive job, or perhaps Johnson was seriously injured after missing the previous week of practice. “When he announced, it was a reality check, because at that time, it could have been anybody,” Worthy said. “A lot of people started to wonder about themselves, especially people who had never been tested before. … He’s taught us all a valuable lesson. Back in the early `90s, you thought it was a death (sentence). You thought it was over. To see him put meaning on a disease that only had one meaning, that was great.” Ho, a pioneering researcher who grew up in Los Angeles idolizing West and Elgin Baylor, said he met Johnson “on one of his darkest days” after his diagnosis. Ho has always been impressed by Johnson’s upbeat willingness to acknowledge his condition, using himself to raise funds for research and treatment.

Ho also shot down the long-held suspicion that Johnson easily managed the virus because his wealth and celebrity gave him access to preferential treatment. Johnson’s condition is “quite typical” at this point in the virus’ treatment, he said. “All of us working in the field are grateful to him and his foundation for doing so, because this is a plague that continues to rage,” Ho said. “Because of therapeutic success, there is too much complacency in this country about this pandemic. We still need to develop new and better drugs. We have drugs that control HIV, but we don’t have a cure, so research must continue.” Johnson famously couldn’t stay away from basketball after his retirement, spreading the truth about HIV transmission to players and fans who sometimes balked at his participation. He was the MVP of the 1992 All-Star game and won a gold medal at the Barcelona Olympics before briefly coaching the Lakers in 1994 and returning to the court for 32 games in 1996, finally retiring in uniform. Johnson is now a hugely successful businessman, a basketball commentator, a doting husband and a grandfather to his son Andre’s two children. Yet he’s still raising money and awareness, always working to create the same limitless future for others. “The only problem is, I would be happier if the numbers in the black and brown communities would go down,” Johnson said, citing the majority of each year’s 60,000 new U.S. cases of HIV in minority communities. “There’s been millions of people that have died since I announced 20 years ago, and so this is a bittersweet day. Yes, I’m living, but people are still getting this virus even as we speak. We must change the mindset, and we must do a better job educating those who live in urban America about this disease.”
