aking your licensed firearm with you in public could be a thing of the past when the new licensing cycle comes around in December, as the Royal Turks and Caicos Islands Police Force has announced tough new gun measures, aimed at banning some legal gun holders from unrestricted carrying of their weapons.

The measures were announced by Commissioner of Police Colin Farquhar during a news conference on Tuesday, April 23, at the Police Headquarters in Providenciales. Commissioner Farquhar told the media that under the new initiative, no long barrel, high powered guns, such as rifles will be authorized, with the exception of legally-owned shotguns. “There are no large game animals or predators in TCI, so there is no justification for any type of hunting rifle. The only exception will be shotguns in particular circumstances with a valid Keep License,” he said. Fielding questions, Commissioner Farquhar later explained that the police has never authorized the issuing of licenses for such weapons in the past. But from time to time, his office has been receiving applications to grant such permits. The commissioner said that a Carry License, which is issues annually, will now be granted in special cases only, since recent

cording to Commissioner Farquhar. “The RTCIPF recognizes that there is now a much more mature security industry in the TCI, completed with armored trucks and better trained staff, who could be used to move monies to and from banks. Additionally, a cultural move from cash to using credit and debit cards, along with increased use of security firms will reduce the need for gun-ownership amongst business persons. “What we are suggesting is that, technology is changing, and there is more and more institutions and businesses that are using bank cards and credit cards. your home; if you can properly secure your home with proper lighting, proper doors, alarm systems, you are doing something to mitigating your risks. The more you can do that, the less need there is to actually have some type of firearm,” Farquar argued. In addition, he said the government has agreed to increase the Carry License from $400 to $800. “All existing Keep and Carry Licenses would be reviewed by the end of this license year, which is the 31st of December, 2013. In the future, they will only be granted in exceptional circumstances, which will include risk assessment by the police force and the threat assessment to the danger of that person. And the cost for a Keep and Carry License is to be doubled to $800. There will be no increase in fee for the keep-only license, which remain, in most cases at $400. “The idea (for not increasing the Keep only Firearm License is that) we want to keep the license at the rate it’s at because we want to promote legal gun-ownership in the TCI. They (gun owners) just don’t need to carry a firearm on your person here in the TCI,” Commissioner said. He pointed out also that the police would be pushing for legal gun owners to join a related group, so as to exercise responsibility

ue to the increase in illegal firearm activities in the Turks and Caicos Islands the office of the Director of Public Prosecutions (DPP) and the Royal Turks and Caicos Islands Police Force have decided to hold a gun amnesty between June1 and July 1, to allow those in the communities with illegal weapons to turn them in without being prosecuted.

Commissioner of Police, Colin Farquar, made the announcement while addressing a news conference on Tuesday, April 23, at the Police Headquarters in Providenciales. He said that the authorities will be looking to target not only guns and ammunition, but also knives, machetes and so on. “Following a few recent profile incidents involving firearms in the Turks and Caicos Islands, including fatality, in consultation with Governor D.R. Todd and Premier the Hon. Dr. Rufus Ewing, we have agreed to the following actions and proposals: there is to be a gun amnesty in TCI from the 1st of June to the 1st of July. “The Director of Public Prosecution Jo-Ann Meloche has agreed to this amnesty. During this period the Turks and Caicos Islands Police Force will allow people to surrender any firearms, weapons to any police station, or to

pastors and church leaders, who have participated in the firearms and weapons safe-handling training, given by the RTCIPF (Royal Turks and Caicos Islands Police Force. “So the idea (to involve church leaders) is if people don’t feel comfortable turning in firearms to the police, they can turn them in to their pastors – as long as the pastor is designated. So anyone wishing to take advantage of this amnesty must contact the RTCIPF via 911 or 999, to advise us of their intentions to bring in any weapons,” Farquar explained. The commissioner of police said that persons willing to surrender weapons would first be advised of the arrangements regarding a suitable time and manner to hand them over. He said also that the preference would be that the firearms don’t stay overnight with the collectors. “The person can remain anonymous, and short time after the drop-off, the police can pick them up. It wouldn’t be up to the pastor to keep the firearm overnight or for an extended period of time. This amnesty will allow good, honest people, who have inherited a firearm or a gun, to remain lawful by turning it in, and in doing so, prevent it from reaching the hands of the criminal organizations. It also would have

allowed for those acquiring a firearm illegally, disposing of it,” Farquar said. He reminded the public that the penalties for firearms-related offenses are greater than what they used to be a few years ago. He said that the punishment for persons convicted on firearm’s possession is a mandatory fiveyear imprisonment term, with a maximum prison term of 15 years, in addition to unlimited fines. Persons found guilty of armed robbery will serve a mandatory minimum term of five years in prison and a maximum of life imprisonment. “So, working with the Turks and Caicos Islands Government, the Turks and Caicos Islands Police Force wants to try and take as many illegal guns off the streets as we possibly can. And through this amnesty, and through reviewing our processes, we hope to do that. The Commissioner explained that he was hoping to begin the amnesty in May, but decided against it because he wants to make sure that the relevant agencies and individuals are trained to carry-out the procedure. “So, although this is urgent in many ways, we want to ensure that it is carried out prudently and properly,” he explained. He said that ballistic testing

would be done on the weapons recovered, for filing purposes before they are destroyed. Asked what would happen in the event a firearm is tested and proven to have committed a crime, Commissioner Farquar noted: “Any amnesty is about the illegal possession of the firearms. Nobody will be prosecuted for the illegal possession of it. But you could be prosecuted for armed robbery, if the firearm was used in an armed robbery or in a homicide. “So it still can be used for court purposes or other things. But of course, if a person receives it from somebody else, there will be a proper investigation done; it won’t be because you have that firearm you are going to be prosecuted for a homicide. There has to be some backtracking done on where the firearm came from and who was involved with it.”

Police seize over $4,000 in U.S. counterfeit notes BY VIVIAN TYSON

T

he Turks and Caicos Islands, it appears, have been inundated with United States counterfeit currencies, as over the past two weeks, the Financial Crimes Unit has recovered more than $4,000 worth of those notes and believes that there are many more on the street.

Most of the notes were identified by banks after businesses, to which fake monies were passed, deposited them at the various financial institutions. At press time the police said they had two men in custody that they believe could be linked to the racket. They were not caught with the illegal tenders but the police said most of the enterprises that had fallen victim to the scheme fingered them as the ones that passed them off. The SUN understands that the suspects are of Dominican nationalities. Kenville Charles, Assistant Superintendent of Police in charge of the Financial Crimes Unit, said the police were still trying to determine the origin of the racket. He said that the United States Secret Service have been involved in the investigation, since the counterfeit notes are U.S. tenders. He said that the fake notes would be sent off to the United States for them to assist with the origin of the scheme. “What we want to do is to have them (notes) sent off to the Secret Service, who is responsible for the investigation of all coun-

terfeit U.S. currencies, and they would be able to identify the origin or the source from which it originated. We have contacted the U.S. Secret Service on the matter, so they are aware of the investigation,” Charles said. “The reason we have not sent them off already is that we want to investigate the matter properly first because we don’t want to jeopardize the potential evidence or compromise the integrity of the evidence. So what we want to do is to have the notes sent off for forensic examination and also for expert analysis,” Charles added. While some in the community have been claiming that the racket originated in Haiti, Charles was cautious in singling out any particular country or nationality of people responsible. “I can’t say exactly that it is coming from Haiti, or Haiti is the origin of the counterfeit notes circulating in the Turks and Caicos Islands, but we so know from past investigations that there is suspicion or reason to believe that some of the notes were actually coming from Haiti. I can’t tell you it has generated in Haiti or printed in Haiti, but they were channeled through Haiti to the Turks and Caicos,” He asserted. Charles said that it was not the first time that counterfeit notes were flooding the Turks and Caicos, noting that in the past persons have been convicted and sent to prison as a result. “We did not know where the funds came

from, but we do know that persons were tried, convicted and sent to prison,” he revealed. Charles pointed out that the notes recovered were the most technologically impressive forged jobs that investigators have seen so far. He said without close examination one could be easily fooled by them, since they appeared to be genuine tenders off the face of it. He said that persons convicted can spend up to four years in jail for each note. “This is one of the best quality counterfeit notes that we have noticed. If you just look at the note, especially during the night, you would not realize that the note is a fake unless you feel it. The quality is very thick, and also, the hundred dollar notation should be a risen indentation, but if you passed your finger over this one it is very smooth. But the original hundred dollar bill itself has a risen indentation,” Charles noted.

Police still seeking help from the public in Burke homicide T

he Royal Turks and Caicos Islands Police Force are seeking the public’s assistance regarding information related to a homicide which occurred on Saturday April 13, 2013. 911 received a call at approximately 8:30PM reporting several gunshots in the vicinity of New Era gas station along Airport Road in Providenciales. Twenty-five-year-old Kaziah Burke was been fatally shot by an unknown person, according to a police press release. The press release said the ongoing investigation has determined that there were a number of other persons at the location where Kaziah Burke was shot, who would have witnessed the shooting or events leading up to and after the shooting took place.

Washington Misick said that the triple-A rating lost by the United Kingdom would not affect the TCI’s ability to get overseas investment, since the British Overseas Territory’s only economic connection with the UK is through the guaranteed loan that British has taken out on its behalf. Minister Misick was responding to questions asked from the media regarding the country’s ability to access future support funding through the UK in the wake of the credit rating downgrade. The UK triple-A credit rating loss is the first time since the 1970s. Moody’s, one of the three biggest credit rating agencies in the world, has downgraded its assessment of the outlook for the UK economy. As a result, British analysts are arguing that the country’s more negative view of how long it will take to recover from the downturn will increase pressure on Chancellor

vestments using a scorecard system and each agency uses different ones. The main one used by Moody’s goes from Aaa to C. The UK was moved down one step on the scale from Aaa to Aa1. In the case of countries, agencies are assessing their creditworthiness - their ability to pay back money lent to them. The less likely a country is to be able to pay back its debts, the lower the rating. In August 2011, during the budget fight between Congress and the White House, credit rating agency Standard & Poor’s (S&P) downgraded the United States AAA (outstanding) to AA+ (excellent). The move was criticized by both the Republicans and Democrats.

Acting Deputy Commissioner Rodney Adams not involved with Burke’s murder case BY VIVIAN TYSON

A

cting Deputy Commissioner of Police Rodney Adams is giving surety to the public that he is not involved with the investigation of the April 15 gun killing of Avis Rent-a-car sales representative Kaziah Burke, or any recent shooting incident in the wake of swirling rumors linking family members to some of the events.

Adams made the declaration without being badgered by members of the media, at a news conference at the Police Headquarters in Providenciales on Tuesday, April 23. He told reporters that his decision not to get involved in the investigations was to avoid conflict of interest and to preserve the integrity of the probes. Burke was cut down in a hail of bullets while at the property that houses Caicos Gas Station, along Airport Road in Providenciales, on Saturday, April 15, where it was reported that he had gone to socialize. Since the incident, the police have netted three suspects, who they have been pumping for information. The majority of the men were picked up shortly after the incident. Last week the Police took them to court to request an extension of their detention, in order to dig for more clues in their investigation. This week, the police issued a statement calling for the public to assist in the investi-

gation, by telling what they may have seen or heard. The tough-talking cop said that he was eager to see justice served on those responsible for the killing, whether or not the guilty parties were family members. “I know there has been much public speculation about my role as Acting Deputy Commissioner in charge of Operations as it relates to this homicide investigation and, also other gun-related incidents that family members of mine have been suspected of being involved in,” he said. “We have discussed this matter – the com-

missioner and I and Deputy Commissioner Sullivan. And at the end of the day, I have no involvement with these investigations. They (investigators) report directly to Deputy Sullivan. So I want to reassure the public that as it relates to investigations, I am not the person they are reporting to, it’s Deputy Sullivan, ok. “I just want to make sure that is understood by all. At the end of the day, we can all have our opinions about situations but we cannot change the facts, they are what they are – wherever they chips fall, so be it,” Deputy Commissioner Adams reiterated. Adams’ declaration was backed up by Commissioner of Police Colin Farquar, who confirmed that he had indicated from the outset that he wanted nothing to do with investigations of the recent spate of gun-related issues. “From my perspective, Acting Deputy Commissioner of Police Rodney Adams has been very forthright right from the beginning that he didn’t want to have any conflict of interest. And so, Deputy Sullivan has been overseeing not only with the homicide investigation but any other shooting-related files that we’ve had over the last few days,” Commissioner Farquar noted. The commissioner was unable to say if and when charges would be brought against those in custody, but stressed that investigations were still being carried out in the mater.

Detained Filipinos leave TCI BY VIVIAN TYSON

he group of Filipinos who were locked up at the detention centre in Providenciales for about two weeks left the country last week for their homes in the Philippines. The SUN understands that they departed the Turks and Caicos Islands on Sunday, April 21 via British Airways after purchasing their own tickets. In the meantime, the Philippines Mission from the Washing Embassy that was in the country about two weeks ago did not come here specifically to negotiate the release of the group but to sort out expiring documentation of their nationals living here. It was banded about on the street that the Philippines Washington Embassy officials came to the Turks and Caicos Islands to secure the release of Filipinos that were held at the detention centre in Providenciales. But Erin Panga, President of the Philippines Association in the TCI, said the rumour was unfounded. He told The SUN that the body requested for the mission to fly into the country because the passports of a number of his countrymen and women were near expiring and wanted the embassy to update them.

and values reformation,” Panga explained. He confirmed at the time that some of his countrymen and women had left the country and others were taking steps to do so. A number of them were rounded up while on the job. A source said that they were taken to the detention centre after it was reported to them that a number of them were working without the proper documentation. The Philippines Community is one of the strongest and most vibrant expatriate blocs in the Turks and Caicos Islands. Many of them have integrated into the local community, especially through marriage or common union. They are regarded as being amongst the most resourceful of the expat community here. Many of them came with technical skills and many years of experience. Among them are teachers, doctors, engineers, aviation experts, graphics designers, web designers and experts in the tourism field. The SUN was informed a little while back that based on the strength of the Philippines Community, their government was considering setting up a consulate in the Turks and Caicos Islands. It is not clear however, what stage that plan is at.

Another break-out at the detention centre T

he SUN has learnt from an unnamed immigration official that there has been another break-out from the detention centre in Providenciales by a group of Haitians – the second in three weeks.

However, this time around, the number is far less – three – as opposed to the first break-out, which involved close to 30 people. The source said the break-out happened on Wednesday, April 24, and took place hours after the escapees were brought to the facility. It is understood that they made their escape through a window. A fourth Haitian and an African, who has been languishing at the facility for some time now,

did not take part in the breakout. In recent time, the detention centre has come under heavy scrutiny, especially on its ability to keep prisoners in. The previous break-out resulted in injuries of about three female security officers at the facility. They were guarding the female section of the property when the prisoners, gained entry to that partition, burst a door open and stamped on them. At press time, the three escapees were still on the run. In the meantime, the source said that the captain of the first boat that came last week Monday, April 15, has been admitted at the Cheshire Hall Medical Centre as a result of injuries he received

It is somewhat unclear as to how he received the injuries; the immigration official said that department was conducting investigations into that matter. “We are hearing different stories as to how he was injured. There is a speculation that it was our guys who beat him, others speculations are that he was involved in a fight with other inmates. But as far as I know, investigations are being carried out to get to the bottom of it. Meanwhile, the immigration source said that charges could be brought against the boat captain as soon as he is released from hospital. The source said he could be slapped with multiple charges, including illegal entry into the Turks and Caicos Islands and endangering the lives of others. In the meantime, the source said that the majority of Haitians, who came on the boat over the past two weeks, have been repatriated.

In recent weeks, the TCI has seen an influx of Haitians, who packed themselves into rickety boats to travel over miles of treacherous waters to get here. The authorities suspected that some of those boats are the sources of guns and drugs flooding the TCI. Since the establishment of a Haitian Consulate in the TCI, the source said that the local government has been receiving a great deal of help to spread the word to persons in Haiti, that those who paid to come on those boats would be repatriated immediately. And also has been warning those who are involved in human trafficking would be severely punished by local law if caught. A number of Haitians have lost their lives trying to get to the TCI by boat. Close to a hundred were either drowned or/and eaten by sharks in 2007, after it was alleged that their boat overturned while being ushered to so shore during a predawn storm. Scores from another voyage were also downed and/or eaten by sharks in 2008, after their boat hit a reef near West Caicos and shattered to pieces.

THE VAT EXPERIENCE: ST.LUCIA VS. TCI S

t. Lucia (in the green for “GO” corner) implemented VAT on an already collapsing economy which just tumbled it to the ground. In the last two weeks we have seen the St.Lucian Police turn down “a request for a demonstration march against economic conditions by the Civil Service, on the flimsy pretext that the necessary three days notice had not been given”. In other words, the St. Lucian Civil Service is protesting against a post-VAT collapsed economy. On Monday April 15 a tourist bus with 55 cruise ship passengers was held up and everyone on board robbed by a masked armed gang. In other words, the post-VAT St. Lucian economy is now so bad that the lifeblood of their tourism economy

is being attacked and could be destroyed by short sighted economically desperate criminals. Meanwhile, TCI (in the Red for “STOP” corner) had analysed the disastrous effect VAT would have on a “waeak small island economy” and most wisely resolved not to implement it. While we have had a few regrettable attacks on tourists, this is small scale to what we would be dealing with if we followed the St. Lucian economic policy towards a post-VAT collapsed economy. Sonjay Tolani Charged For Shooting Incident A

fter thorough investigation by the Royal Turks and Caicos Islands Police Force and careful consideration of all the evidence by the Office of the Director of Public Prosecutions, charges have been laid against Sonjay Tolani in the shooting incident which took place on Sunday March 31, 2012 in the Grace Bay Area. According to a press release from the Office

of the Director of Public Prosecutions, Mr. Tolani who was represented by Oliver Smith, appeared before the Chief Magistrate Clifton Warner on April 17, 2013 on charges of discharging a firearm with intent to cause fear and two counts of assault occasioning actual bodily harm. He was then brought before Madame Justice Joan Joyner in the Supreme Court with respect to

bail and was released on $15,000 bond with surety and conditions. His matter is scheduled for Sufficiency Hearing before the Chief Justice on June 7, 2013. The DPP, Joanne Meloche, said the evidence did not support the laying of any criminal charges as it relates to the Honourable Minister Donhue Gardiner.

Government could build a new detention centre BY VIVIAN TYSON

overnment is looking to put it what it calls stop-gap measures in place to make the detention centre along South Dock Road in Providenciales more secure after the violent break-out of about 30 Haitians detainees on the night of April 8. Minister for Border Control and Labour Hon. Don-Hue Gardiner made the announcement while fielding questions from the media during a government news conference on Friday, April 12, at the Ministry of Health’s Office in Providenciales. He said government is well aware of the deficiencies at the centre and would be putting the measures in place for the safety of both inmates and security personnel. In addition to the short term measures, the Border Control and Labour Minister said that plans are being framed with the aim of arriving at procedures to remedy the situation. The measures being considered by government, according to Minister Gardiner, could either be transforming the facility from what it is now, to one that fits the criteria of a detention facility or to construct one from scratch. “I am aware that there is an ongoing problem with the centre. You would appreciate that it is not a purpose-built facility. In the short term, we are looking at certain stop-gap measures that would be able to lessen the threat of escapes in

to house illegal migrants would be announced, so as to inform the country what government intends to do on the matter and the progress that it is making. “Those are the things that we, in the ministry, are presently strategizing about, and in the next several weeks, we hope to be able to say, what route we intend to go. In the last several days we have made good progress in getting the information that we need in order to make the decisions that we need to make going forward on this,” he said. At least three female security guards were injured during the April 8 escape, after male prisoners entered the female section by gaining access through a hole in the roof. Joined by several of their female counterparts, the men then forced their way through a female bathroom door, which reports suggested was ajar, before scaling the security fence and made their escape. Some female security officers had to seek medical attention after being beaten and trampled upon by the herd of escapees. “When they start running, a man came with a piece of wood and was licking me and other security officers out of the way. He knocked me on the ground, and some of us got hurt. When he knocked me to the ground, I had to curl myself up because some were just stepping on us and others were jumping over us,” that was how one female officer described the melee.

Governor Todd issues post Cabinet update H

is Excellency Governor Ric Todd chaired the meeting of the Turks and Caicos Islands’ (TCI) Cabinet on 24 April 2013 at the House of Assembly Building on Grand Turk. The Premier and all Ministers were present at the meeting. At this meeting Cabinet: - Discussed the draft Companies Amendment Ordinance in the light of the consultation which the Cabinet had sought in December. No comments had been received in that consultation but in the light of possible concerns about the provision that a common commencement date for companies to apply for business licences may lead to a backlog and have wider implications it was agreed to invite the Financial Services Commission to brief Cabinet at its next meeting before a final decision on whether to put the draft Ordinance to the House of Assembly - The Governor briefed Cabinet on the fast moving developments in preparations by the G8 on the issue of tax transparency and mutual sharing of information ahead of their next meeting of Heads of Government. Cabinet noted that it is inevitable that further global measures will be adopted on automatic exchange of information on tax and tax transparency and that momentum on the issue is rapidly gaining across the world with particular focus on information about the beneficial ownership of companies for regulatory and tax exchange purposes. The TCI already does this for trusts and banking sectors. Cabinet agreed that it was in the interests of TCI to take a proactive role in global discussion on tax transparency matters and that further consideration would be given to a political commitment in the near future

GOVERNOR RIC TODD for TCI to engage in shaping the reform. Cabinet underlined that there must be a level playing field for all jurisdictions and that TCI is not disadvantaged compared to competitors. - Considered an amended version of the Fiscal and Strategic Policy Statement (FSPS) presented by the Minister of Finance. Cabinet agreed the document and that it should be sent by the Premier to UK Ministers this week. In parallel, the Budget preparations will continue with the view to conclude this year’s budget round in June, following approval for the FSPS by the Minister. - Discussed proposed amendments to the National Honours and Awards Ordinance. It noted that at present the range and eligibility of national awards are limited. It recalled its decision to create a working group to look into broadening the honours and awards available. Work in progress. It was agreed that to avoid confusion it would be necessary to ensure any future awards or honours created do not duplicate those that can be awarded by other honours systems. It requested that a process of consultation with appropriate bodies and the public will shortly commence, with the aim of having a new

awards and honours in place ahead of the 2014 National Heroes Day. - Received a briefing on the temporary interruption of flights to South Caicos last week following the breakdown of the fire tenders. Cabinet regarded the matter as serious and was pleased the matter has now been resolved. The Premier expressed the Government’s firm expectation that TCIAA ensure sufficient fire safety coverage is maintained at the airport at all times. - Agreed to additional finances being made immediately available to fund an Independent Expert Assessment for a thorough survey of the damage caused to a sizeable section of coral off North West Point, Providenciales, by an ocean going yacht earlier in April. The assessment will also contribute to the negotiations on reparations. Cabinet was also advised that the DPP is separately progressing a criminal case against the captain and engineer and that DEMA has seized the vessel under the provisions of both the National Parks Ordinance and the Fisheries Protection Ordinance. - Agreed to the resubmission of a Planning Application to establish a temporary Juvenile Home (Place of Safety) at Carlsberg House on the Ridge, Grand Turk,. It noted its commitment to ensuring that proper process is followed and interested parties are fully informed about the proposal. Cabinet noted that there remains a pressing need for such a facility in the short-term in order for TCI to provide the appropriate care for juveniles. - Agreed to consider a draft ordinance, if one should become necessary, to alter or expand charges for library services (such as photocopying and book fines), as well as other oper-

ational matters. - Agreed to waive the minerals extraction royalties normally payable for quarrying rock and marl in TCI in the case of the reconstruction of the causeway between North and Middle Caicos. It was explained that if royalties were levied on the construction company they would be charged back to TCIG by the contractor for invoiced work. The decision is ‘revenue neutral’ and will not be financially detrimental to the Government. The rock is required to complete the repairs to the causeway before the main hurricane season and will be extracted from a site previously defined by DEMA and will only be used for the causeway contract. - Decided in response to an invitation following from the OTs White Paper in June 2012 that the TCI flag should fly above the FCO in London every year on National Heroes Day commencing this year (i.e. 27 May) **. - Considered the advice of the Attorney General that there are difficulties in identifying sufficient uncontested people to sit on juries in trials in TCI and that this is a difficulty common to other overseas territories and small jurisdictions. In TCI the pool of potential jurors is confined to those individuals registered as electors. The AG explained that information available on the situation across the Overseas Territories suggests that jury pools need to be broadened. Cabinet agreed that the AG should prepare a paper on the options for TCI for discussion in a subsequent Cabinet meeting. Further information on the issues addressed by Cabinet will be provided by Ministers in due course. Cabinet will meet next on Wednesday 8 May 2013.

ersons from various backgrounds, including politics, religious as well as business turned out on Friday, April 19, to witness the opening of Lapels TCI Dry Cleaners downtown Providenciales. The laundry’s managing director Elery James, a devout Christian, told the turnout that Lapels TCI will be more than just apparel dry-cleaning entity but a supernatural store that will make a difference to the hearts and souls of those in the communities in which it operates. James told the audience that he wants Lapels to be the establishment that will heal lifestyle and genetic diseases, bond families closer and make children perform better at home and school when they use that service. He said that Lapels’ purpose is not only to clean clothes but rather to bring out the best in those who patronize the establishment. He said Lapel is designed to pay close attention to quality, detail and superior customer service. James said further that the dry cleaning establishment is equipped with the latest technology, which he said will guarantee to please. “Our store is not like any other store. It is a customer service centre,” James asserted. He told the audience that La-

During the event, James took the opportunity to make school uniform presentations to students from the Clement Howell High and Enid Capron Primary. He also promised to clean the students ‘clothes on a weekly basis. James said the students were identified through the TCI Social Services. Bishop C.A. Williams III, Pastor for the Abundant Life Ministries International, performed the declaration ritual of the business. The first branch of Lapels was open in Grand Turk in the latter part of last year. Branches have also opened in North Caicos and South Caicos. James told attendees that his medium to long term vision is to establish Lapels Dry Cleaners in neighbouring countries including Jamaica and the Bahamas.

Cayman Islands Tourism Association calls for referendum on casino gambling

T

he Cayman Islands Tourism Association has called for a referendum on the subject of gambling. “That is our position,” said Jane van der Bol, executive director of the association which represents around 250 private sector tourism businesses in the Cayman Islands. “We would like to know more about how the people feel; we would like to know more about the effects of gaming, casinos, lotteries here both from a tourism side to make dollars, the government side where money flows into the coffers, but also the socially-responsible side. “That is, what happens to addicts; how do you manage people who are spending their last penny on gambling instead of buying milk from the family?” Ms van der Bol explained that the majority of Caribbean islands do allow some form of gambling and that Jamaica, Cayman’s neighbour, was also considering opening up to gambling for the first time in 2013. “All destinations have different regulations about gambling and who can gamble,” she explained. “For example, Bahamians cannot gamble. Would that work for the Cayman Islands? Talking just in general and not on behalf of the CITA we do have a lot of very wealthy residents and individuals. Maybe we would not want to prevent them going into a casino and spending some of their money,” she mused, giving a personal viewpoint. The tourism association did conduct a poll of its membership in order to get ‘a pulse,’ explained Ms van

der Bol. This does not, however, represent an official CITA position but rather a snapshot indicator of mood. “[We found that] 71.7 per cent of the responses said that they would agree to some sort of gambling and 87.4 per cent of responses said yes to a lottery. “Countries like Aruba, the Bahamas, Puerto Rico, Dominican Republic, St. Croix, St. Martin, Curacao and Bonaire currently have gaming. The World Casino Directory website says that there are at least 15 island destinations with casino gaming. In August 2012 there was news that Bermuda was looking at a casino and Jamaica said it was looking at implementing a casino by 2013.” It is not a simple issue, she noted, because with gambling often comes a set of other factors, which may have a disastrous impact on a destination. “These countries would tell you that there is no doubt that having casinos comes with more corruption, more crime and that the money that is won does not always stay on the island. There has to be a regulation so that families do not waste their money on gambling. “One of the biggest attractions we have in Cayman is our safety so you have to take it into balance that if it affects our safety reputation in any way it has to be reviewed carefully. Are the dollars worth it? Personally, I think they are not. That aspect has been huge and has kept us in the forefront [of tourism]. We can say that we are the safest island in the Caribbean - and we really are.”

JANE VAN DER BOL Ms van der Bol also noted that if there is already illegal gaming going on in Cayman the question would be whether the government should in fact benefit from it. “There are different degrees of gaming of course. In 2011, Macao

had 16 casinos and brought in $5.3 billion in revenue, 35 per cent of which went to government in taxes. From a tourism point of view, Singapore legalised gambling in 2005 and now plan to double their annual visitor arrivals to 17 million by 2015, through their gambling initiatives. It is tough. It’s like candy, you want it but you are not supposed to have it.” Gambling has, she noted, created new activities for other countries, created new jobs and added to government coffers, attracted a wider demographic, helped fund projects and increased stayover spend. “It has also increased construction jobs,” she said. “We might benefit the same way but the question is - what are you going to give up? Maybe the appeal of the Cayman Islands is that we are the only ones that do not have gaming. It is definitely a double-edged sword and must be looked at carefully. The Cayman Islands Tourism Association believes that we need to reach out to the people and ask them what they think.”

The Bahamas Commissioner of Police says crime still down despite recent murders

D

espite the murders that took place in recent days, the 2013 murder count is still lower than the count this same time last year, Commissioner of Police Ellison Greenslade said. According to the Nassau Guardian, six murders happened since Greenslade told reporters on April 16 that crime was down by 13 percent between January 1 and April 14, 2013. He also said last week that murders are down 26 percent; attempted murders decreased 60 percent and rapes decreased seven percent. He spoke to the press about the murders on Monday. At that time there had been five killings since he made his announcement about crime being on the decline. When asked how those murders impacted crime figures, Greenslade said the numbers were still lower than the same time in 2012. “The murder figures are still down, the other crime figures are still down,” Greenslade said. “Have

we lost a bit of ground? Yes we have, so for example if I give you a percentage of say 13, 14 percent or say 26 percent with respect to murder, if you look at the percentage now it will probably be more like 15 percent. “So there is this creeping effect, if I could use that term, but I hasten to tell you these are not isolated matters. “Members of our communities know exactly what is happening at the street level and in their homes. Don’t give the impression to anyone that we have strangers hiding in little alleyways and the shadows waiting to pounce on innocent people and to cause harm to them. That’s not what’s happening.” A man was shot to death yesterday during a suspected robbery in a bustling business area near Blue Hills Heights, police said. That shooting brought the 2013 count to 34. According to The Nassau Guardian’s records there were 40 murders up to this point last year.

Bermuda to help US combat tax evasion by its citizens B

ermuda is set to sign on to new US imposed regulations to combat tax evasion by Americans, says Finance Minister Bob Richards, according to the Royal Gazette newspaper. And similar arrangements with the United Kingdom are certain to follow. According to Mr Richards, Government will decide how Bermuda will comply with the US Foreign Account Tax Compliance Act (FATCA) which would require foreign financial institutions to automatically make available to the Internal Revenue Service details on accounts held by US taxpayers or by foreign entities in which US taxpayers own a substantial interest. Mr Richards said Bermuda had little choice but to accede to the US demands, and that the UK has asked for a similar arrangement. Government had waited to see how other jurisdictions would respond to the US demands and is now in a position where a decision will be made in a matter of weeks, Mr Richards said. All offshore jurisdictions are “having our hands forced,” he added. “It’s a question of how we go about it, how we negotiate it. There’s a couple of different models that are acceptable to the US. We’ve been examining which one is best for us. That decision will be made very shortly.” Bermuda’s Tax Treaty with the US already provides for information to be passed on to the US

Government, upon request. “The big hurdle here with FATCA is that this is now being taken a giant leap further where they are demanding that information on their citizens overseas be provided automatically by way of computer data. “Because the US has such a big stick they can make this demand and they can make it stick. “I don’t think there’s any question of whether we are going to do it. We have to. “And the United Kingdom government has basically said to us ‘whatever you do with the US, you have to do with us.’ “The international environment, as it relates to tax matters, is such that offshore financial matters are under a lot of scrutiny and we have to make the adjustments that are in the interests of Bermuda so that we can stay in business and grow our businesses.” But Bermuda does not face the same kinds of threats to its business from such scrutiny as other jurisdictions which thrive on secrecy, he noted. “Bank secrecy, data secrecy — we gave that up in 1986-88 (with the US Tax Treaty). So it’s not a big issue here,” he said. But Bermuda does get lumped in by international media with other jurisdictions, such as the British Virgin Islands, which are tax havens and which help people hide huge sums of money.

Former St Kitts deputy PM says he will not beef up security B

ASSETERRE, St. Kitts – Former deputy prime minister Sam Condor says he has no intention of beefing up his personal security after his constituency office had been defaced. Condor and former senior government minister Dr. Timothy Harris have joined the opposition in calling for the debate of motion of no confidence in Prime Minister Dr. Denzil Douglas government. He has also joined the opposition in writing to the Governor General Sir Edmund Wickham Lawrence indicating that the six opposition legislators no longer have any confidence in Prime Minister Douglas and is pushing for a government of national unity. Condor said he believes the incident which the police are investigating to be a “one-off” matter and has told reporters he has no plans to increase his personal security. He said the defacement of his constituency building could have been done ame following the reading of the national budget earlier this week. He said red paint was used to deface the walls. ‘I have never had any problems like that before in the 24 years I have been there. So I hope this is not something that had been organised and just somebody on their own trying to do something and I hope we will not have a repeat of that”. But he did indicate given the level of verbal attacks by the ruling St. Kitts Nevis Labour Party (SKNLP) he will begin paying more attention to his personal safety. “I have never lived in any fear. I go out on my own and some people think that is not a good thing to do..I don’t know if I could live like that. I don’t want to be surrounded by security, that’s not how I live,” he added. “We never had that in St., Kitts and if it comes to that maybe I would adjust,” he said, even as he acknowledged “you can’t be careless”. “I don’t want anybody walking with me, If it comes to that i will just quit. When I joined the politics it was to elevate my country,” he added

“We try extremely hard to differentiate ourselves from countries whose principal business is hiding money. Our principal business is risk management. And we provide that risk management to most of the major nations of this world. We provide value here in Bermuda.” While Bermuda shares some attributes with other offshore financial centres, such as size, British law and good weather, “what we actually do in Bermuda is different. And it’s a challenge for us to have to continue to highlight that differentiation in the face of an onslaught of being damned by association.” Mr Richards continued: “There is no secrecy, we are not a tax haven. Is the US a tax haven? The biggest tax haven in the world is the state of Delaware. “Let’s forget about these silly labels. Companies, particularly multinational companies operate in a way to minimise their taxes. Their shareholders consider that to be a sworn duty — to mitigate their taxes.” Still, larger and more powerful jurisdictions are constantly seeking ways to get more tax revenue into their national coffers, and offshore jurisdictions are an obvious target. “It is a threat, there’s no question about that. We are a guppy swimming in an ocean of sharks. There’s no question about that. We are fully aware of that.”

he Bahamas government is providing a tax amnesty to property owners ahead of the June 30 deadline. The government says effective immediately, the Real Property Tax Amnesty Programme could save home owners up to 50 per cent of the taxes owned to government if they make arrangements with the assessment team. But the government gave no indication as to how much money is owed to it by tax payers. According at the Chief Evaluation Officer and Controller of Inland Revenue, Roger Forbes, taxpayers have three options to meet the June deadline. He said taxpayers would then have up to December 2013 to finalise a zero balance on their property tax accounts. “The government has instituted an amnesty programme under the Real Property Tax Act and it allows persons to benefit tremendously from several options under this programme,” said Forbes, noting that persons who have properties that are assessed with arrears of not more than three years, are able to get relief on the assessed amount, plus the surcharge interest of 50 percent. “That’s 50 per cent of the tax amount and 50 per cent of the surcharge. That’s a tremendous relief. That’s for arrears of not more than three years, and of course, those taxes must be paid in full

by the 30th of June, 2013,” said Forbes. “The second option is for properties that are on the assessed list and with arrears going back for more than three years. These persons are entitled to a waiver of 100 per cent of the total surcharge,” he said, adding however, the payment must be made in full by December 31 this year. The third option would allow people with properties that are not on the assessment list to get theim on the list. “The government will waiver the taxes for the prior years, providing again that the property is on the register with our department, that is the Evaluation Department, on or before the 30th of June, 2013,” Forbes said, adding that nearly 20 per cent outstanding properties remain to be put on the list. Forbes said Bahamians would know how much they are required to pay when they receive their tax bill which, if they are exempt, will not show a taxable amount. He said if anyone is in doubt, they are free to call the office and visit to validate the balances. “We recommend that all properties are registered because you may be exempt today but with improvements done to the property, it may fall within another category tomorrow,” he said warning people not to sit back and procrastinate because there is no guarantee of any future amnesty.

Jack Warner quits Trinidad cabinet after damning CONCACAF report P

ORT-OF-SPAIN, Trinidad – Prime Minister Kamla Persad Bissessar announced that her embattled National Security Minister Austin “Jack” Warner had resigned less than 72 hours after the publication of a report by the CONCACAF Integrity Committee that had been deeply critical of the former international football boss. “I have today accepted the resignation of the Minister of National Security Mr Jack Warner from the Cabinet of the Republic of Trinidad and Tobago. “I wish to thank Mr Warner for his service to the government and people of Trinidad and Tobago,” she said. In a brief statement, following an emergency Cabinet meeting at her private home at Palmiste, south of here, Prime Minister Persad Bissessar said that she had advised President Anthony Carmona “to revoke the appointment of Mr Warner” and appoint Works and Infrastructure Minister Emmanuel George as the new national security minister. She said Local Government Minister Suruj Rambachan will take over George’s portfolio. Warner’s removal from the Cabinet followed widespread calls for Prime Minister Persad Bissessar to act immediately on the contents of the report of the CONCACAF Integrity Committee that was released in Panama on Friday. The Congress of the People (COP), the second biggest partner in the four-party coalition People’s Partnership government, said that Warner,

COP leader and Legal Affairs Minister Prakash Ramadhar said his party had taken note of the final report of the CONCACAF Integrity Committee after a year-long investigation into allegations against Warner and the former general secretary Chuck Blazer. Opposition Leader Dr Keith Rowley said while he welcomed Warner’s departure from the Cabinet, he is still critical of Prime Minister Persad Bissessar for “not taking action” to deal with the situation. “What bothers me is the fact that the prime minister has failed to do her duty and reluctantly only after public pressure became too great to bear and the political price too high she has reluctantly allowed Mr Warner to put forth a resignation.

“This was no matter for offering a resignation. There had been many, many instances for Mr Warner’s removal from the Cabinet as the logical thing to do and the Prime Minister protected and promoted him until she can go no further,” Rowley said on television. Former Barbados chief justice Sir David Simmons, who headed CONCACAF’s Integrity Committee, presented the CONCACAF’s congress in Panama with a detailed report into allegations of financial mismanagement by Warner and Blazer, based on documents and interviews with 38 people. Neither Warner nor Blazer cooperated with the investigation. “I have recounted a sad and sorry tale in the life of CONCACAF, a tale of abuse of position and power, by persons who assisted in bringing the organisation to profitability but who enriched themselves at the expense of their very own organisations,” said Sir David. Delegates responded angrily to the report, with one describing Warner, who is Minister of National Security in the Trinidad and Tobago government, and American Blazer as “white collar thieves”. But in a statement, Warner said while he has not had the chance to “fully read the report of CONCACAF today where allegations have been made against me, I left CONCACAF and turned my back on football two years ago. Since then I have had no interest in any football related matter”.

Amnesty International calls for end indefinite detention in Guantanamo Bay L

ONDON – The London-based human rights watchdog, Amnesty International, has urged United States authorities to urgently end indefinite detention at Guantánamo Bay, Cuba, following reports that more than half the detainees are now on hunger strike. According to Amnesty International, it has been confirmed that 84 of the 166 detainees held at the US naval base are on hunger strike. The detainees began their protest in early February to protest against what they said were abusive cell searches and deteriorating conditions. The human rights group noted that US military authorities have rejected the claims, but have acknowl-

edged “a sense of despair among detainees because they think the US administration has abandoned its efforts to close the detention facility.” “The current situation in Guantánamo serves as another reminder of the abject failure of the USA to resolve these detentions,” said Rob Freer, USA researcher at Amnesty International. “It would not be surprising if the detainees think the US administration has given up on them. Nor is it surprising that they and their families are suffering considerable distress because of the ongoing failure to close Guantánamo,” he added. US military authorities said 16 de-

tainees on hunger strike are being “tube fed”, and five have been hospitalized. Amnesty International said while it is not in a position to know the details of these cases, “the issue of force-feeding protesters on hunger strike raises issues of medical ethics, informed consent, detainee autonomy, confidentiality and the treatment of detainees.” “Artificial, compulsory feeding would amount to cruel, inhuman or degrading treatment in violation of international law if it is intentionally and knowingly conducted in a manner that causes unnecessary pain or suffering,” said James Welsh, Amnesty International researcher

on health and detention. “The current situation heightens the need for detainees to be guaranteed continued and regular access to independent medical assessment and care, and for all medical personnel to abide by medical ethics,” he said Amnesty International wrote US Secretary of Defense, Charles Hagel, on March 22, expressing concern about the health and well-being of the detainees, and called for the US administration to work with the US Congress, “as a matter of urgency, to re-prioritize resolution of the detentions and closure of the facility.” The organization said it has not yet received a response

St Lucia looking to deepen relations with Africa C

ASTRIES, St. Lucia– St. Lucia is seeking to strengthen its existing diplomatic relations with Africa, according to a senior official of the Kenny Anthony administration. “We believe that we need to re-engage with the African states many of which have and continue to emerge as important economic entities and we need in that context to engage them to assist us with our own development,” said Dr. Vaughn Lewis, the special advisor in the Ministry of Foreign Affairs. Speaking during a television programme here, Lewis, a former prime minister, said

“we have lost influence in persuading Britain and the European Union as to what we want and it is those emerging African countries that will have the influence”. He said the need to deepen relations with the world’s second-largest and second-most-populous continent is in keeping with a new policy direction to review and realign the country’s foreign relations. Dr. Lewis said while Saint Lucia may not be able to rely on aid from Africa, the island can engage the continent to stimulate investment and to lobby on Saint Lucia’s behalf in

international circles. He told television viewers that the African continent is a very important region for St.Lucia as a small island developing state. “The African continent as a source now of extensive raw material for China becomes a major player and that has meant that those countries have assumed a greater presence in international trade and negotiation than even a decade ago and that means that as small as we are Saint Lucia needs to find ways of engaging those regions and countries,” he added

Boston Bomb suspects mother says she will never accept their guilt

T

he mother of the two Boston bombing suspects told reporters at a news conference Thursday that she will never accept the idea that her sons carried out the attacks that killed three people and injured 264. Zubeidat Tsarnaev and her husband, Anzor, spoke after she met in Russia’s Dagestan republic with FBI agents and U.S. Embassy officials about the Boston bombings. Her husband did not attend the interview, saying he was too ill to meet with the U.S. delegation. Asked if her interview with U.S. officials had caused her to now accept her sons’ involvement in the April 15 bombing, the emotional, and often tearful, mother said, “No, I don’t. And I won’t. Never.” Saying “America took my kids away from me,” she said her family would have been better off in a village in Dagestan and that she regrets moving the family to the U.S. several years ago. “You know, my kids would be with us, and we would be, like, fine,” she said. “So, yes, I would prefer not to live in America now! Why did I even go there? Why? I thought America is going to, like, protect us, our kids, it’s going to be safe.” Her 19-year-old son, Dzhokhar Tsarnaev, is in fair condition in a Boston hospital with wounds suffered in a shootout with police that left his 26-year-old brother, Tamerlan, dead. The student at the University of Massachusetts at Dartmouth has answered some questions of

He has said that he and his brother acted alone in the attacks and without any help from anyone, foreign or domestic, according to a law enforcement official. The official, who is not authorized to comment publicly, said Dzhokhar said he and his brother did not test fire the pressure-cooker devices before planting them near the crowded finish line of the race. Zubeidat Tsarnaev told reporters that her sons were “very close, they loved each other.” Investigators are looking into whether Tamerlan Tsarnaev, who spent six months in Russia’s Caucasus in 2012, was influenced by the religious extremists who have waged an insurgency against Russian security services in the area for years. The brothers have roots in Dagestan and

neighboring Chechnya, but neither spent much time in either place before the family moved to the United States a decade ago. Anzor Tsarnaev, the father, told reporters that he planned to leave for the United States on Thursday. “I want to say that I am going there to see my son, to bury the older one. I don’t have any bad intentions. I don’t plan to blow up anything. “I am not angry at anyone,” he added, banging his hand against a table. “I want to go find out the truth.” Their mother, Zubeidat Tsarnaeva, who was charged with shoplifting in the U.S. last summer, said she has been assured by lawyers that she would not be arrested, but said she was still deciding whether to go. At the news conference, both rejected the notion that Tamerlan did not fit into U.S. society. Reporters quoted Tamerlan as once saying in an essay about his boxing experience that he did not have a single American friend. “That is not true,” the father said. “He had a lot of friends. I know these friends.” “It is not that he did not have friends,” Zubeidat Tsarnaev added. “Friend, he meant like, real friend, the one he could share his life with, whatever is in his mind and life. Share. That is the frame. But all around, he was really nice. He never rejected anyone American just because they were American.”

ASHINGTON — Top New York officials announced that Dzhokhar Tsarnaev, arrested in the Boston Marathon bombing, told federal interrogators that he and his older brother, Tamerlan Tsarnaev, had planned to drive to Manhattan and set off another series of explosions in Times Square. New York City Mayor Michael Bloomberg and Police Commissioner Raymond Kelly said the Tsarnaev brothers had six remaining improvised explosive devices and, after realizing they had been identified from surveillance images in Boston, spontaneously decided to drive to New York and set off those explosives. The six remaining devices included one pressure cooker bomb, as

used in Boston, and five smaller pipe bombs. Kelly said that Dzhokhar Tsarnaev, in written responses to questions, first told interrogators late Friday night or early Saturday that he and his brother had planned go to New York to “party.” He then told them Sunday night or early Monday morning that they actually hoped to set off another series of explosions in New York. Kelly said the suspect told interrogators that he and his brother decided on New York after carjacking a motorist in Boston. “They decided spontaneously on Times Square as a target,” Kelly said. “They would drive to Times Square that same night, and they discussed that

while driving around in the hijacked car.” But, the police commissioner said, their plan “fell apart when they became low on gas, ordered the driver to stop at a gas station, and he fled and called police. That eventually led to the shootout in Watertown [Mass.].” Tamerlan was killed in the April 18 shootout, and Dzhokhar was arrested the next evening. Kelly also revealed that Dzhokhar was photographed by surveillance cameras in Times Square on April 18, 2012, and again in New York in November. But, he added, “we don’t know if those trips were related in any way to the brothers targeting Times Square.”

Venezuela opposition threatens protests if no recount V

enezuelan opposition leader Henrique Capriles Radonski said Thursday that the country’s election agency has until Friday to start a promised recount of the ballots from the April 14 presidential vote or face the consequences. Capriles, who lost the presidential contest by less than 300,000 votes out of more than 14.7 million cast, did not say what those consequences are. His supporters have been calling for mass demonstrations.

The winner of the election, Nicolás Maduro, is an avowed socialist who was the handpicked successor of former president Hugo Chávez, an anti-American strongman who died from cancer. Capriles accuses Maduro of election fraud and says the Venezuela election agency is stalling on a recount, subverting the will of the country. Four of the agency’s five directors are supporters of Maduro. Capriles, the governor of the state of Miranda, has repeatedly questioned their impartiality. Venezuela’s election agency said last

week that it would undertake a recount but has given few details. “The truth is that they stole the election,” Capriles said at a news conference. “We are not going to let them mock us.” Capriles warned that he wouldn’t accept any shortcuts or any superficial recounts. The drama is threatening to plunge Venezuela, which has the world’s largest oil reserves, into its worst political crisis since 2004, when the opposition tried to recall Chávez.

Iran says it is ready to resume talks with world powers I

ran is ready to resume talks with world powers on its disputed nuclear program and awaits word from the European Union on timing and details, Iran’s deputy nuclear negotiator said on Thursday. Ali Bagheri, in an interview with Reuters in Geneva, said Iran needed 20 percent-enriched uranium for its Tehran research reactor and four others being built, and was continuing to convert some of its stockpile into reactor fuel. “We are waiting for Lady Ashton to call Dr. Jalili, and Dr. Jalili is obviously ready to take the call,” Bagheri said. EU foreign policy chief Catherine Ashton oversees diplomatic contacts with Iran on behalf of the the United States, Russia, China, France, Britain and Germany. Saeed Jalili is Iran’s chief negotiator. “We are waiting to see whether Lady Ashton’s response is going to cover the time and venue of another round of negotiations, or will she limit her response to just discussing the substantive

In Brussels, a spokesman for Ashton said she had consulted with foreign ministers on how to move forward the process. “Arrangements for a phone call with Dr. Jalili have already been made in order to discuss next steps,” Michael Mann said. The six powers and Iran failed in talks in the

Kazakh capital Almaty this month to end the deadlock in a decade-old dispute over Tehran’s nuclear program, prolonging a standoff that could yet spiral into a new Middle East war. At those talks, the six asked Iran to suspend its most sensitive uranium-enrichment work in return for modest relief from international sanctions, an offer Tehran did not accept. Iran’s presidential election is set for June 14, leading to speculation on whether the next round of talks will take place before the poll. “We are ready to continue with the talks ... We have no limits as far as time is concerned,” Bagheri said. Israel, which has long hinted at possible air strikes to deny its arch-foe any means to make a nuclear bomb, suggested this week it would be patient before taking any military action. Iran says its nuclear work is entirely peaceful and that it is only refining uranium to power a planned network of nuclear energy plants and for medical purposes. Critics accuse it of covertly seeking the means to produce nuclear weapons.

Syrian troops capture key town near Damascus B

EIRUT — After five weeks of battle, Syrian government troops captured a strategic town near Damascus, cutting an arms route for rebels trying to topple President Bashar Assad’s regime, state media and activists said Thursday. By taking the town of Otaybah, east of the capital, the army dealt a major setback to opposition forces that in recent months have made gains near the city they eventually hope to storm. Also on Thursday, rare fighting broke out in the tightly controlled central city of Hama between troops

and rebels who ambushed an army vehicle and took over a school that the regime was using as a base. At least seven people were killed. With fresh supplies of weapons from foreign backers, the rebels have recently seized military bases and towns south of the capital in the strategically important region between Damascus and the border with Jordan, about 160 kilometers (100 miles) away. The regime has largely kept the rebels at bay in Damascus, although opposition fighters control several suburbs of the capital from which

they have threatened the heart of the city, the seat of Assad’s power. Last month government troops launched a campaign to repel the rebel advances near the capital, deploying elite army units to the rebellious suburbs and pounding rebel positions with airstrikes. The director of the Syrian Observatory for Human Rights, Rami Abdul-Rahman, said government troops regained control of Otaybah late Wednesday. State-run SANA news agency said Thursday that the army has “restored complete control” over

Otaybah. The official news services also said Assad’s troops “discovered a number of tunnels which were used by terrorists to move and transfer weapons and ammunitions.” The regime and state media refer to rebels as terrorists and accuse them of being part of a foreign plot seeking to destroy Syria. “It’s a huge victory for the regime, and a big blow to the opposition that is now in danger of losing other towns and villages around Damascus,” Abdul-Rahman said of the army’s campaign.

Canada train plot suspect traveled to Iran: U.S. officials I

nvestigators believe one of two suspects charged in Canada with plotting to blow up a railroad track carrying passenger trains traveled to Iran within the past two years, U.S. law enforcement and national security officials said on Thursday. Chiheb Esseghaier, a Tunisian-born doctoral student, traveled to Iran on a trip that was directly relevant to the investigation of the alleged plot, the officials said. They declined to say precisely when Esseghaier, who appeared in court on Wednesday in Toronto, had traveled to Iran, whether he had gone there more than once, or whom he was in contact with while there. When they announced the arrest of Esseghaier and his alleged co-conspirator, Raed Jaser, this week, Canadian police said the two men had received “direction and guidance” in the plot from “al Qaeda elements in Iran.” U.S. national security sources close to the investigation said that was a reference to a network of low- to middle-level al Qaeda fixers and “facil-

itators” based in the town of Zahedan, close to Iran’s borders with Afghanistan and Pakistan, that moves money and fighters through Iran to support its activities in South Asia. Canadian police say there is no sign of Iranian government involvement with the suspects. Neither Canadian nor U.S. officials have said precisely what interactions they believe Esseghaier or his co-defendant engaged in with the alleged al Qaeda network in Iran. Canadian officials have disclosed only minimal details of the alleged Iran connection in public statements. Esseghaier and Jaser were arrested on Monday after a joint Canada-U.S. investigation that started last year, based on a tip from a member of the Muslim community. The pair are charged with plotting to derail a passenger train. U.S. officials said the suspects discussed blowing up a trestle on the railway line carrying daily Amtrak trains between Toronto and New York City shortly before the train was scheduled to pass over the track, thus derailing it. Esseghaier, 30, has been a doctoral student

since 2010 at the INRS institute near Montreal where he is researching the use of nanotechnology to detect cancer and other diseases. In his court appearance, he disputed the authority of Canadian law to judge him, saying the criminal code was not a holy book. The lawyer for Jaser, 35, said he denied the charges against him and would fight them vigorously. U.S. law enforcement and national security officials said U.S. and Canadian agencies were investigating whether the suspects had accomplices in the United States or Canada. One official said there was “another shoe to drop” in the case. Canada’s National Post newspaper reported on Thursday that the FBI was holding a third man in New York. A spokesman for the Royal Canadian Mounted Police said his service was not granting interviews about the case. The FBI did not immediately respond to requests for comment. Obama and former presidents rally around George W. Bush as library opens G

eorge W. Bush basked in warm praise from President Barack Obama and three fellow former U.S. presidents on Thursday as Bush’s library was dedicated in a ceremony that emphasized his resolute response to terrorism while skirting controversies such as his decision to invade Iraq. Obama and fellow Democrats Bill Clinton and Jimmy Carter, along with Bush’s father, former President George H.W. Bush, came together on the campus of Southern Methodist University to honor one of their own. At the end of the hourlong ceremony, Bush - who has largely avoided public life since leaving Washington in January 2009 - choked back tears as he concluded his remarks. Obama captured the feeling of the day when he indicated that Bush’s political friends and foes both view the former president as genuine. “To know the man is to like the man, because he’s comfortable in his own skin,” Obama said. “He takes his job seriously, but he doesn’t take himself too seriously. He’s a good man.” Bush, a Republican, had historically low popularity ratings for a U.S. president - about 33 percent - when he left office. Although most Americans give him credit him for his steadfast response to the September 11, 2001, attacks, many opposed his decision to go war against Iraq on what turned out to be a false claim that Saddam Hussein’s regime was stockpiling biological and chemical weapons. By the end of Bush’s term, a once-vibrant economy was collapsing, fueling an image of an administration gone awry. But time away from the spotlight has helped Bush in the eyes of many Americans. In the days leading up to the dedication of his library and museum, a Washington Post-ABC News poll indicated that Bush’s approval rating was 47 percent, about equal to Obama’s. In his speech to an audience that organizers estimated at 10,000 people, Bush alluded to the difficult choices he faced as president, which is a theme that runs through several of the library’s

US Says It Suspects Assad Used Chemical Weapons T

he White House said on Thursday that American intelligence agencies now believed, with “varying degrees of confidence,” that the Syrian government had used chemical weapons, but it said it needed conclusive proof before President Obama would take action. The disclosure, in letters to Congressional leaders, takes the administration a step closer to acknowledging that President Bashar al-Assad has crossed a red line established by Mr. Obama last summer, when he said the United States would take unspecified action against Syria if there was evidence that chemical weapons had been used in the civil war. The White House emphasized that, “given the stakes involved,” the United States still needed “credible and corroborated facts” before deciding on a course of action. The letter, signed by the president’s director of legislative affairs, Miguel E. Rodriguez, said the United States was pressing for a “comprehensive United Nations investigation that can credibly evaluate the evidence and establish what happened.” Although the White House said it could not confirm the circumstances in which victims were exposed to chemical weapons, it said it believed that the chemical agent sarin had been used. “We do believe,” the letter said, “that any use of chem-

ical weapons in Syria would very likely have originated with the Assad regime.” Britain, in a letter last month requesting a United Nations investigation, cited three episodes in which it suspected that chemical weapons had been used: in a village west of Aleppo and on the outskirts of Damascus, both on March 19, and in Homs on Dec. 24. Secretary of State John Kerry, emerging from a Congressional hearing, said that the United States believed that chemical weapons had been used in two instances, though he did not offer details. Faced with mounting pressure to act against Syria—including a new assertion by an Israeli military intelligence official on Tuesday that Syria repeatedly used chemical weapons—the United States has been waiting for the results of an exhaustive analysis by the United Nations of soil, hair and other material to determine whether chemical warfare agents have been used. But that investigation has been hobbled because the United Nations inspectors have not been allowed into Syria. Also, the scope of that investigation does not extend to who used the weapons, focusing merely on whether chemical agents were used. The United States is also conducting its own assessment, as are Israel and other countries.

Carter said that two months later, he was among the few Democrats to show up for Bush’s first inauguration. Carter thanked Bush for helping the needy in Africa with increased foreign assistance and for seeking a solution to the conflict in Sudan. Carter told Bush he was grateful “for the contributions you’ve made to the most needy people on Earth.” Obama used the occasion to promote his efforts to overhaul the nation’s immigration system, pointing to Bush’s failed 2007 effort as an important contribution. U.S. House Of Representatives Speaker John Boehner, a Republican, was in the audience. The crowd included a who’s who of dignitaries who served with Bush, such as former British Prime Minister Tony Blair, forever linked with Bush on the decision to launch the Iraq war. HONDA RECALLS 205K VEHICLES OVER ROLL AWAY FEARS

H

onda is recalling three 2012-2013 models over a shift problem, which may allow the vehicle to roll away. Affected by Thursday’s recall are nearly 205,000 model year 2012-2013 Honda CRV, Odyssey and 2013 Acura RDX vehicles. The vehicles in question may suffer from a brake shift interlock problem, which may result in the vehicle’s transmission shifting out of Park without employing the brake pedal. As a result, the vehicle may roll away, increasing the risk of a crash, according to the National Highway Traffic Safety Administration. The safety defect is more likely to occur in sub-freezing temperatures, said Honda. Honda’s roll away recall impacts 128,000 Honda CR-V SUVs, 59,000 Honda Odyssey minivans and 17,500 Acura RDX vehicles; all of which were sold in the United States. The Japanese automaker first identified the shifter problem in September 2012 during an internal investigation. Honda concluded its investigation earlier this month, determining that a noncompliance exists. No customer complaints, crashes or injuries have been reported related to the problem, according to Honda. Honda will begin notifying customers of the recall in mid-May. Authorized Honda and Acura dealers will install an updated brake shift interlock blocking mechanism at no cost to the owner. In the meantime, owners may contact Honda at 1-800-999-1009. Honda’s campaign recall numbers are S96, S97 and S98.

Carnival plans $300 million in ship improvements N

EW YORK — Carnival Cruise Lines on Wednesday announced a $300 million program to add emergency generators, upgrade fire safety and improve engine rooms on all 24 of its ships. The announcement could help the brand begin rebounding from a wave of bad publicity that began in February, when an engine fire knocked out power on the Carnival Triumph. Passengers endured filthy conditions as the Triumph was towed to Mobile, Ala., resurrecting stories of a similar incident from 2010 aboard the Carnival Splendor. Cruise sellers say prices for Carnival cruises have dropped as minor incidents with other Carnival ships have also made headlines. Emma Jupp, president of Liberty Travel, which does about 25 percent of its business booking cruises, applauded the announcement. “This is an important and well-timed decision by Carnival Cruise Lines that will provide both added reassurance and value to Liberty Travel’s strong base of cruise customers,” she said. Carnival said the first phase of improvements involves installing an additional emergency generator on every ship to ensure operation of safety equipment and services like plumbing, fresh wa-

ter and elevators in a power loss. The extra temporary generators will eventually be replaced by permanent generators. Carnival is also installing high-pressure upgraded water mist systems on all ships to improve fire safety. All of those measures will be completed in 18 months, Carnival CEO Gerry Cahill said in a phone call Wednesday. Final upgrades will take longer, requiring drydocking to reconfigure cables that connect each ship’s two engine rooms, among other measures. That way, if one engine room goes out, the other will be unaffected. Carnival Cruise Line’s parent company, Carnival Corp., owns a total of 10 cruise lines, including Princess, Holland America and Cunard. The company said all 101 ships from all brands will be assessed to see if similar upgrades are warranted. Carnival Corp., based in Doral, Fla., also owns Costa Cruises, whose Costa Concordia ship sank in 2012, killing 32 people. “We’ve operated 8,000 or 9,000 cruises in the last six years,” said Cahill, the Carnival Cruise Lines CEO. “The vast majority of them offered a great vacation experience. We failed on two. But we’re going to make these investments to reduce

the possibility of it happening again.” Earlier this week, Carnival took another step toward repairing its reputation, saying it would reimburse the U.S. government for costs incurred by the U.S. Coast Guard and Navy in helping the Triumph and Splendor. Last week U.S. Sen. Jay Rockefeller, D-W.Va., demanded repayment for the rescues. In a statement Wednesday, Rockefeller said “it’s unfortunate that it has taken a series of terrible cruise line failures, and the scrutiny that followed, for Carnival to respond with some improvements for their passengers’ safety.” Todd Elliott, owner of Cruise Vacation Outlet, said he wasn’t sure the announcement of improvements would matter a whole lot to consumers planning their next vacation. “It’s a boring subject unless you’re an engineer,” he said. But Richard Wagner, editor of Beyondships. com, said “even though events like the Carnival Triumph fire are very rare, the publicity about recent events has caused some people to be concerned about cruise ship safety,” he said. “The fact that Carnival is making a significant investment to improve the safety features of its ships should provide reassurance.”

Horse meat found in nearly 5% of beef products tested in EU T

housands of tests across the European Union revealed that nearly 5% of foods marketed as beef contained horse meat, according to results released Tuesday. However, European officials said health risks from the mislabeled meat were minor. A much smaller fraction of the horse meat run through separate tests -- 0.5% -- contained a veterinary drug banned for humans to eat, the tests found. A day earlier, European food safety officials estimated that the risk of suffering toxic effects from accidentally ingesting horse meat was lower than 1 in 100 million. “Today’s findings have confirmed that this is a matter of food

fraud and not of food safety,” EU Health Commissioner Tonio Berg said in a statement Tuesday, pledging to tighten controls along the food chain. Scandal erupted in Europe this year after horse meat was detected in beef products on store shelves in Britain, France, Germany and other European countries. While horses are regularly consumed in some parts of the world, including France and Italy, the revelation shocked and disgusted unwitting consumers who bought burgers or lasagna that was labeled as beef -- only to learn later that it might contain horse. The revelations drew new attention to

the complicated path from slaughterhouses to supermarkets and spurred calls for closer regulation. European Union countries tested 4,144 food products for horse meat, searching for telltale equine DNA. An additional 3,115 samples of horse meat were tested for the drug phenylbutazone, also known as bute, to see how likely it was that horse meat would carry it. Britain, Ireland, Belgium, Malta and Slovakia found no horse meat in their tests, but other countries detected higher-than-average percentages in products labeled as beef: French authorities found traces of horse meat in 47 out of 353 samples it tested, roughly 13%. In

Greece, the number was 12.5%. However, chances that horsemeat would contain bute were found to be slim. European officials said the dangers were minimal. “You would have to eat hundreds of horse burgers for months to have problems,” European Commission spokesman Frederic Vincent told Agence France-Presse. On top of the tests done by authorities in European Union countries, nearly 8,000 tests were conducted by food processors and distributors, searching solely for horse meat, the EU said Tuesday. That second set of tests found less than 1.4% of beef products contained horse DNA.

Shareholders would get voting privileges and decide what Merrill would do on a daily basis and on a grander scale. Merrill started out by selling 929 shares to

twelve of his friends. He paid $500 to a web developer to create a site with an online trading and voting platform. Within five years, Mike sold over 3,700 shares of himself and his stock price hit a high of $20. Joshua Davis followed Merrill for over a year for an article featured in the April issue of Wired Magazine. Throughout that period Davis watched shareholders increase their control over many aspects of Merrill’s life. “Over time the shareholders decided they

wanted more and more control over his life,” he tells The Daily Ticker. “In fact, that was the value proposition to them. outhwest Airlines and JetBlue Airways on Thursday reported profits for the first quarter, long the weakest period for carriers, but industry leader United Continental failed to follow suit, posting a loss, as operational costs weighed. Revenue for the quarter rose at the three carriers, but the numbers were a mixed bag as far as Wall Street was concerned, with Southwest and United beating estimates but JetBlue falling short of expectations. Jim Corridore, an equity analyst with S&P Capital IQ, viewed the revenue numbers positively. “It’s clear that the revenue environment is still healthy and companies are getting a bit of an advantage from lower fuel expenses which is more than offsetting any weakness,” he said. Still, Corridore cut his rating on JetBlue to “sell” from “hold,” citing rising maintenance costs and slower growth. The airlines, with an eye on the current quarter, expressed concern about the effect of federal budget cuts known as sequestration on passenger demand, and they stressed the need to end U.S. air traffic staff cuts that began this week and have caused flight delays at airports. “This is government not working - capital let-

ters exclamation point - when we’re sitting here holding the traveling public hostage in the midst of sequestration,” JetBlue Chief Executive Dave Barger said during an earnings conference call. Shares of Southwest and United Continental were modestly lower, while those of JetBlue fell 3.8 percent. The Federal Aviation Administration started furloughing air traffic controllers on Sunday. The trade group for U.S. airlines has filed suit seeking a halt to the furloughs, which carriers have estimated could lead to hundreds of millions of dollars in lost revenue. “We are disappointed that the FAA chose this path, that maximizes customer disruptions and damage to airlines, instead of choosing a less disruptive method to comply with the budget obligations,” United Continental Chief Executive Jeff Smisek said during a conference call. Net income at Southwest was $59 million, or 8 cents a share, for the first quarter, down 40 percent from $98 million, or 13 cents a share, a year earlier. Southwest had profit-sharing expense and special items including acquisition charges in the quarter. Excluding items, profit was 7 cents a

share compared with 2 cents a share expected by analysts, according to Thomson Reuters I/B/E/S. Its revenue rose 2 percent to $4.1 billion. United Continental, currently the world’s biggest carrier, posted a loss of $417 million, or $1.26 per share. Adjusted for merger-related and other charges, the loss was 98 cents a share, compared with a loss of $1.10 expected by analysts. Revenue rose 1.4 percent to $8.7 billion. Higher costs hurt JetBlue’s profit, which came to $14 million, or 5 cents a share, compared with 10 cents expected by analysts. JetBlue’s revenue rose 8 percent to $1.3 billion. Southwest and JetBlue cautioned that a key revenue measure, unit revenue, would weaken in April, but both added May was looking stronger. Other airlines have noted weaker near-term revenue trends. Delta Air Lines said this week that U.S. government spending cuts and lighter demand from leisure travelers would hurt unit revenue in April, while US Airways said demand from business passengers had been pressured since the start of sequestration. Earlier this weak, Delta and US Air reported higher-than-expected earnings.

Apple stock falls below $400 as supplier hints at iPhone production cutbacks N

EW YORK — Shares of Apple Inc. fell below $400 for the first time in a year and half on Wednesday, after a supplier hinted at a slowdown in iPhone and iPad production. The stock was down $21.89, or 5.1 percent, at $404.35 in early afternoon trading. Earlier in the day, it hit $398.11, the lowest level since Dec. 2011. The decline means Apple has — for now— lost its position as the

world’s most valuable publicly traded company to Exxon Mobil Corp., which has a market capitalization a few billion dollars above Apple’s $380 billion price tag. Late Tuesday, Cirrus Logic Inc., which supplies audio chips for the iPhone and iPad, said sales of a particular chip are slowing down as an unnamed customer moves to a newer component. Analyst Peter Misek at Jefferies & Co. said Cirrus’ news suggests a big

decline in Apple sales in the April to June period. That supports his view that Apple is unlikely to launch a new iPad Mini in the quarter, and that the next version of the full-size iPad may launch late in the quarter rather than early. In the last three years, Apple has launched a new iPad in March or April. Apple does not comment on its suppliers’ announcements or its product plans. It’s set to report results for the January to March quar-

ter on Tuesday. The latest decline in the stock comes after a bruising winter for Apple. The company’s stock is down 42 percent from its all-time high of $705.07, hit on Sept. 21 when the iPhone 5 went on sale. Investors have concluded that with the demise of co-founder Steve Jobs, Apple may never again create another ground-breaking product of the magnitude of the iPhone or iPad.

Amazon profits decline A

mazon.com reported a 22% increase in revenue in the first quarter but a hefty decline in profit. For the three months ended March 31, the e-commerce behemoth said profit fell 37% to $82 million, or 18 cents a share, from $130 million, or 28 cents, a year earlier. Revenue totaled $16.07 billion, up 22% from $13.8 billion. Despite the sharp decline in profit, the results came in well ahead of expectations. Analysts polled by FactSet were expecting earnings of 7 cents a share. Revenue, however, came up a tad short, with analysts expecting $16.14 billion.

The profit decline is largely because of Amazon’s heavy spending on acquisitions, new distribution centers, global expansion and digital media growth. “The bar is low when it comes to profitability at Amazon, but the clock may finally be starting to tick for Amazon to produce profits,” said BGC Partners analyst Colin Gillis in a note to investors. “The bull case that Amazon can become a gusher of profitability once its investments mature is going to be tested later this year in our opinion.” Gillis said he assumed that Amazon only makes three-tenths of a penny on every dollar of revenue.

The Seattle company reported earnings after the markets closed. During regular trading, Amazon’s shares rose $5.92, or 2.2%, to $274.70. In after-hours trading, the shares were up 2% at 1:35 p.m. Pacific time. Amazon has been busy recently, announcing new licensing agreements to expand its Prime Instant Video selection; debuting 14 original comedy and children’s pilots; acquiring book-recommendations site Goodreads; and extending its AutoRip service to vinyl records. For the current quarter, Amazon is projecting revenue of $14.5 billion to $16.2 billion, which would represent year-over-year growth of 13% to 26%.

IMF chief says world financial crisis has eased W

ASHINGTON --The head of the International Monetary Fund said Thursday that the global financial crisis has eased substantially but countries must do more to promote growth and alleviate rampant unemployment. “We believe we have avoided the worst, and the economic world no longer looks quite as dangerous as it is did,” IMF managing director Christine Lagarde said at the the spring meeting of the IMF and the World Bank here. But the rally in financial markets “is clearly not translating into a sustained pickup in growth and jobs -- what really ultimately matters to most people,” Lagarde told reporters. She described the global rebound as a “threespeed recovery” with emerging markets and developing countries doing well, the U.S. and countries like Sweden on the mend and a third group that includes the eurozone and Japan with “a distance to travel.” “What we need is a full-speed recovery,” Lagarde said. Europe’s financial system has stabilized after the European Central Bank announced last year that it would buy the government bonds of deeply indebted countries to lower their borrowing costs. The ECB is also providing cheap loans to banks. But Lagarde said policymakers must “fix frayed banking systems” and establish a European bank-

Many banks are plagued by low capital and are reluctant to lend, hampering small and midsize business growth. Although the ECB has pushed down interest rates and bought government bonds to lower long-term rates, there must be more coordination among central banks and other banks to loosen lending policy, Lagarde said. While the U.S. and European countries are following the right path by cutting debt, the reductions too often are focused near-term, which can hurt a fragile recovery, and there aren’t detailed plans for long-term belt-tightening, she said. She praised Japan’s recent decision to buy

massive amounts of government bonds to jolt its economy from a 20-year period of meager growth. But she added, the stimulus “is not enough.” Japan, she said, “needs an ambitious plan to bring down debt” and promote growth. Lagarde moved to ease concerns that the recent controversial rescue of Cyprus could serve as a model for other financially troubled countries. Cyprus is expected to receive a €10 billion bailout to settle a crisis triggered partly by the nation’s bloated financial institutions. But as part of the deal. Cypress agreed to break up its second leading bank and force losses on depositors who have more than €100,000 in another financial institution. The deal “is not a template for other countries if only because the situation of Cyprus is extremely specific for all sorts of reasons,” she said. Fears arose last week that Cypress would be forced to sell some of its gold reserves to raise revenue, triggering similar sales in other financially struggling countries. That may have contributed Monday to the biggest one-day drop in the price of gold in 30 years. Separately, World Bank group President Jim Yong Kim told reporters Thursday that the bank has set an ambitious agenda of ending extreme poverty by 2030 and promoting stronger income growth for the bottom 40% of wage earners worldwide.

WhatsApp criticised over phone number privacy, but has more users than Twitter S

martphone messaging app WhatsApp has more users than Twitter, claims its boss. Jan Koum says the company processes 8bn inbound and 12bn outbound messages every day. He did not reveal exactly how many active users the service has, but Twitter officially quotes 200 million per month. Speaking at the D: Dive Into Mobile conference in New York, Mr Koum said he had no plans yet to cash in on its sizable user base through traditional means. “We do have a manifesto opposing advertising,” said the WhatsApp CEO. “We’re proud of that. Who likes advertising? “We’re so bombarded with ads so much in our daily lives and we felt that smartphones aren’t the place for that ... You don’t want to be interrupted by ads when you’re chatting with your loved ones.” The app, which allows smartphone users to send free texts, pictures and videos, currently charges 69p per year in the UK and 99 cents in the US.

However, Mr Koum did not rule out extracting more money from the service in the future. “We’re looking forward to a world with billions of phones and once that happens it’s going to be extremely easy to monetise,” he said. WhatsApp’s meteoric success over the last four years has stoked speculation that Google or Facebook could make a big money move to snap up the company. However, the firm has denied talking to either of the internet giants. Meantime, Whatsapp, one of the world’s most popular smartphone apps has been accused of violating “internationally accepted privacy principles”. A joint report by Canadian and Dutch data protection authorities criticised the way WhatsApp users have to provide access to their entire address book - including phone numbers of contacts who don’t use the app. Investigators say this lack of choice is against national laws. The investigation comes at a time of increased criticism of internet companies, such as Facebook and Google, over the storing and sharing of personal information.

Nearer term, Munster is eyeing flat iPhone growth for the current quarter ending in June, down from his prior forecast of a 15 percent gain. That would mean unit sales for the iPhone of around 26 million. As a result, Apple’s overall revenues for the quarter are expected to reach $35.1 billion, down from Munster’s previous estimate of $37.6 billion.

he U15 Sailrock Girls league came to an end last week with the Yellow Jaguars taking championship honours after beating the Red Devils 2-1 in their final game. The Jaguars were only defeated once during the season and their overall team spirit and determination led them to the championship. The White Wolves finished as the league top goalscorers and were runners-up with the Red Devils behind in third place. The final games saw some high scoring affairs as the White Wolves finished with three straight wins over the Striking Cheetahs (5-0), Green Dragons (2-1) and the Titans (15-0). Shinaydine Pluviose scored 10 goals for her team and was assisted by Amise Phanord (6), Mykelor Michel (4) and Sydnee Campbell (2). The Red Devils had a mixed day losing 2-1 to both the yellow Jaguars and the Titans. However they managed a thrilling 8-5 win against the Green Dragons as yarielca De la Cruz scored all eight goals to ensure she took home the top goalscorer award. Despite losing all three games, Chrsytal Striling tried her best to invigorate the Dragons and scored five of her teams goals with Waldine Pierre

he Island Fire Supplies Girl’s Football Development League came to an exciting finale last Sunday as the Provo All Stars won their last game to take the championship trophy from the Eastern Eagles. At the start of the days play all three teams had a chance to win the league but provo All Stars were in pole position, two points ahead of the Eastern Eagles with the Western Wolverines a further point behind. The opening game ended in a 1-1 stalemate between the Wolverines and the Eagles. The Wolverines had most of the possession but fell a goal behind when Yarileny De La Cruz ran onto Shinaydine Pluviose’s long clearance. The Wolverines were soon level when Crhystal Stirling scored from a corner and in the final minutes of the game both teams pressed hard for a winner. The Eastern Eagles then gave themselves a chance at winning the title by defeating the All Stars 2-1. Yarileny De La Cruz scored twice for the Eagles to give her team a well-earned win. Sarah

Tecghnical Director Matthew Green was pleased with the league stating that “many young players have been given to opportunity to play 11-a-side football for the first time which is an important step in their development. They defeated Wesley Methodist in the final 25-13; 25-9. The tournament was the first of its kind in the TCI, and according to Dorn Fulford, president of the Federation, next year’ staging is expected to be even better, as the local governing body would be working with the schools to get the

student athletes better prepared. The teams in the inaugural competition were allowed to play on a co-ed basis because the schools were not able to field a full male team and a full female team that could stand on their own. But Fulford said those kinks would be rem-

edied before the next tournament. Fulford said that he would also be working with his executive body, including 1st Vice President, C.J. Edross and Secretary General, Blythe Clare, to bring greater awareness of the sport in the TCI, in the coming months.

S

aturday’s saw the penultimate weekend of the season and some more exciting football to go with it. Cheshire Hall 1; The Academy 4 The early game saw Cheshire Hall take on the Academy with the League champions needing just a point to see them into the final. The Academy had other ideas as it was win (by a lot of goals) or bust for them and so they went at it hammer and tongs straight from the off with Cheshire Hall perhaps content to rest on their laurels. After just 25 minutes, the Academy boys were three goals up after three excellent moves involving defence splitting passes and some fine finishing. Jensen Joseph got the first and Jerry Liluce the other two with the stand-in Cheshire Hall keeper unable to stop some lethal shooting. Academy also had another goal disallowed for offside after this. Cheshire Hall pulled themselves together to-

wards the end of the first half with Marlon Davidson being sent up front a bit more and this paid off when he scored just before half time after goal keeper error. The game became somewhat bad tempered in the second half with champions getting frustrated at being unable to break down the Academy. This boiled over with Stephens Derilien being given a second yellow card for a rash challenge with also a card to Delva in the melee. The game was sealed when a challenge on Jack McKnight saw a penalty given and converted by Liluce for his hat-trick, although given the goal difference situation, the last 20 minutes were nervous. The Academy held on however but they would have to wait to see the result of the other game to find out if they had secured a place in the final……. Teachers 0; Rozo 3; The second game was between the ever improving Teachers and Rozo, both teams having won their first game in the Cup mini-league. With

both teams fighting for at least a point, it was another even game but Rozo got the upper hand in the end after Jospeh Jacson scored. It was then a long time until the next goal because Teachers were really fighting for that cup final place and knew that they possibly only needed a draw. In the end, the quality of Rozo shone through and it was a goal each for the two Fritz-Geralds, Noncent and Norvius in the 71st and 80th minutes which saw Rozo through to the final and put paid to the Teachers great final flourish to the season. So the final table is below and one can see just how close it was in relation to the second place position….. Well played to all the teams and we look forward to the Cup Final which kicks off at 5pm on Saturday 27th April. Please also don’t forget that the WFL and PPL presentation night will be on Friday 3rd May at 18:00 at the TCIFA Academy.

2013 Eco-Swim plans to attract another huge turnout P

lans are being fashioned for the July 6 “Race for the Conch” one mile and 2.4 mile Eco-sea open Swim open water race set for Providenciales. The start and finish will once again be on the beach in front of Flamingo Cafe (between Club Med and Ocean Club East) with following start times - 2.4 mile race starts at 8:00 a.m. and the 1 mile race starts at 10:00 a.m. There will also be a 100 metre Children’s “Race for the Conch” for swimmers 12 and younger, which starts at 9:00 a.m. The aim of the meet, according to the organizers, is to provide the best possible open water swim race experience in the beautiful, clear turquoise waters of Grace Bay, Providenciales. Dominican Republic’s Marcos Diaz, Open Water Man of the Year for 2010, was the overall winner of the 2.4 mile race for last year. Mr. Diaz decided, after winning the 1 mile event in 2011 and 2010, decided to try his hand at the longer version of the event. Local Providenciales resident

He was followed by Clay Britt and Eric Erenstoft, both from the US, finishing 2nd and 3rd. dent from the UK, Nicola Jordan, took 3rd. In creative twist to open water swim racing, the 1 mile event features a “Resort Cup” where 3 person teams from the hotels on island compete for their own special conch trophy. The Regent Palms was the winner of the Resort Cup.

Race Directors Ben Stubenberg and Chloe Zimmermann pointed out that it was gratifying to get repeat swimmers coming from US, Canada, and other parts of the Caribbean, as well as a strong showing by locals. It is expected that this year’s event will also attract repeat swimmers.

Women in Sports & Physical Education initiative launched I

n an effort to promote Gender Equity in Sports and Physical Education, the Commonwealth Games Association (CGA) has partnered with the Gender Affairs Unit to launch: ‘Women and Sports and Physical Education initiative’ under the theme: “Women Taking Action in 2013 and Beyond”. The Launch took place in Providenciales on Wednesday, April 10th at the Graceway Sports Centre, while the Grand Turk launch was held on

Thursday 11th April, at the Bohio Resort. The CGA and Gender Affairs envision a holistic and equitable sport and physical activity system in which women and girls throughout the Turks and Caicos Islands will participate. The main objectives are to: Raise awareness of the benefits of sport and physical activity for girls and women. Increase the number of girls and women involved in sports and physical activity as athletes,

coaches, administrators and volunteers. Entrench equity as a norm in sports and physical activity in communities around the country. Recognize and award persons who have made outstanding contributions to sports in the Turks & Caicos Islands. The guest speaker at both events was Chantelle Grant, Regional Development Officer, Caribbean & Americas SportWorks Capacity Support Program.

Bolt to head cast at London’s “anniversary games”

sain Bolt will return to London to compete in the IAAF Diamond League meeting at the Olympic Stadium in which he achieved a clean sweep of gold medals last year. The Jamaican six-times Olympic champion will head a glittering cast as London’s Queen Elizabeth Park celebrates the one-year anniversary of the Olympic opening ceremony. The meeting, held on July 26-28, will feature 29 Olympic medalists, including 12 champions and four world record holders. Britain’s heptathlon champion Jessica Ennis and double Olympic champion Mo Farah will also take part. Sprinter Bolt’s presence in the 100m and 4x100m relay will top the bill, however, as he puts the finishing touches to his preparations for August’s world championships in Moscow. Other than the Olympics, it will be his first competitive appearance in London since 2009,

Seeded Caribbean Premier League players given their franchise B

RIDGETOWN, Barbados - Seeded Caribbean players are being assigned to various franchises as preparations continue ahead of the July start of the inaugural Caribbean premier League (CPL). West Indies all-rounder Dwayne Bravo will be the seeded player based in Port-of-Spain while his Trinidadian colleagues Kieron Pollard and Sunil Narine go to Barbados and Guyana respectively. Chris Gayle,

who created a number of world records in the Indian Premier League (IPL) on Tuesday, will stay in Jamaica with the Kingston franchise. Gayle’s fellow Jamaican Marlon Samuels will be based in the St John’s franchise in Antigua while Darren Sammy remains at home and will play for the St Lucian franchise. Organisers say they have spread the six players around the six teams

in order to bring a level of competitiveness to each franchise. Australians Adam Gilchrist and Ricky Ponting, Pakistan’s Mohammed Hafeez and New Zealand’s Ross Taylor have already been contracted to the CPL but no official announcement has been made on which franchise they will be assigned to. akistan T20 captain Mohammad Hafeez has become the fourth international ‘franchise player’ to join the Caribbean Premier League Twenty20 tournament. The other international cricketers who have committed to playing in the league - and have been assigned icon or ‘franchise player’ status as well - are Ricky Ponting, Adam Gilchrist and Ross Taylor. Hafeez, who has played 43 T20I matches for Pakistan, is ranked No. 2, behind Shane Watson in the ICC rankings for allrounders. He has led Pakistan in 14 T20 games, his most recent being the second T20 against South Africa in March, where he scored 86 off 51 balls and became the first Pakistan batsman to score 1,000 runs in the format.

“The 2010 World T20 allowed me the experience playing T20 in the Caribbean and I am looking forward to playing there once again,” Hafeez said. “The people in the West Indies love their cricket and I am sure the fans will get behind their teams. I also hope that cricket fans back in Pakistan and around the world will follow me during this first CPL season.” The CPL is scheduled to begin on July 29 and run till August 26. HAMSTRUNG POWELL WITHDRAWS FROM MELBOURNE MEET Former 100 meters world record holder Asafa Powell has been forced to withdraw from his first meeting since last year’s Olympic final because of a hamstring injury, Athletics Australia said on Tuesday. The 30-year-old Jamaican, who has run the 100m in less than 10 seconds more times than any other sprinter, was scheduled to race at the IAAF World Challenge in Melbourne on Saturday. The injury also forced Powell to pull out of the final of Monday’s Stawell Gift, a 131-year-old handicap race run on grass in a small town in Australia’s Victoria state. Powell suffered a groin injury in the Olympic final in London last year and trailed home last as his compatriots Usain Bolt and Yohan Blake won gold and silver. Wimbledon announces 40 percent increase in prize money

L

ONDON -- This year’s singles champions at Wimbledon will each receive $2.4 million after the All England Club increased overall prize money by a record 40 percent for the biggest total payout in tennis history. Wimbledon also announced Tuesday that it plans to build a retractable roof on Court No. 1 in the latest move to combat the rain delays that affected the tournament over the years. Prize money will total $34.4 million, an increase of $9.9 million from last year. The club called it the largest single increase and biggest total prize fund in the history of professional tennis. The singles winners will get a significant increase on the $1.75 million that Roger Federer and Serena Williams picked up last year. The prize money increase also helps players who lose in the early rounds or in qualifying for the grass-court championships, which will be

held June 24-July 7. Prize money will go up 60 percent for singles players who exit in the first three rounds. A firstround loser will earn $35,800, up from $22,100 in 2012. The purse for qualifying will increase by 41 percent, while doubles players will receive a 22 percent increase. Wimbledon chief executive Richard Lewis said he wants to prevent players feeling “less satisfied with the compensation.” “The risk you run eventually by failing to invest is you get into a downward spiral -- the championships at the moment are in an upward spiral,” Lewis said. “That’s why we have a track record of investing and we will continue to invest. “One of the reasons (players) feel like it’s a fantastic event is because we treat them very well.” The soaring payout comes amid wider economic problems in Britain.

“We absolutely understand we are not immune to what’s going on in this country -- quite the opposite -- we fully understand that,” Lewis told The Associated Press. “But equally it’s important that we invest in the event and we invest based upon the success of the championships. “We get a good income from our commercial partners, our corporate hospitality, our TV, broadcast contracts, as well as the fans who come and support on the grounds.” Meanwhile, the club said it intends to have a roof installed over Court No. 1 in time for the 2019 tournament. A retractable roof has been in place on Centre Court since 2009 to cope with rain, with indoor matches sometimes stretching late into the night. “We are not going to go to being a night event,” Lewis said. “We are not going to have two sessions. There is no imperative to have more than two roofs.”

Lance Armstrong sued by U.S. for post office sponsorship funds W

ashington -- The Justice Department late Tuesday formally filed its case against Lance Armstrong and his company Tailwind Sports for millions of dollars that the U.S. Postal Service spent to sponsor the cycling team. “The USPS paid approximately $40 million to sponsor the USPS cycling team from 1998 to 2004,” the court document says.

The government said it was intervening to recover triple the amount of the sponsorship funds under the False Claims Act, which could bring a total of more than $100 million in damages. The complaint filed in U.S. District Court for the District of Columbia charges that the use of prohibited drugs constitutes a breach of

contract with the Postal Service. The government had signaled it would in all likelihood file such an action. The complaint names Armstrong, team manager Johan Bruyneel and Tailwind Sports LLC as defendants. Under the law, the Justice Department faced a 60 day deadline to file its case, which runs out Tuesday night.

Gayle’s innings left bowlers ‘scared’, says Donald A

llan Donald, the Pune Warriors coach, has said that his players were “scared” after the thunderous assault from Chris Gayle, which set up an enormous 130-run victory for Royal Challengers Bangalore. A day after the demoralising defeat, Donald admitted that he feared the “mental damage” the innings might have caused his players and said his biggest challenge was to keep them positive for the remaining eight matches. “We came across a bloke yesterday who was just devastating,” Donald told ESPNcricinfo in Bangalore. “I have never seen hitting like that in all my life. To see our guys getting pummeled like that was unbelievable. When I walked out for the first strategy break, I just saw people scared, really scared. I just mentioned to the players that if we don’t pull this back here, he is going to take us down big time, which he did.” Donald realised that the bowlers were clueless and if he did not deliver a stern message, Gayle could play havoc, which he eventually did with ease. “When I looked at their faces and no one said a word, the only way for me was to be very firm in my message; we had to find a way,” he said. “We also discussed in the meeting on the morning of the match that we had to bowl out batsmen who were not going to give up their wicket. We needed someone to stand up and do something special and stop the flow of runs.”

We do not have an attack that is express pace; we don’t have a Dale Styen or a Shuan Tait, though, we have fair bit of class in Kumar and Ashok Dinda.” At the same time, Donald pointed out, Gayle was unstoppable and intimidated the bowlers. “There were times during that knock where he just went ballistic, and then he took a little timeout and then he went again,” Donald said with a chuckle. After the match, he asked Gayle, “Why us?” Gayle said he was in the mood. “He has just said that is the best he has ever hit the ball in his life,” Donald said.

Suarez hit with 10 game ban for Ivanovic bite L

uis Suarez has been hit with a 10game ban for biting Chelsea defender Branislav Ivanovic. The Liverpool striker was found guilty by the English Football Association Wednesday following the incident which occurred during his side’s 2-2 draw with Chelsea last Sunday. An FA statement read: “A three-person Independent Regulatory Commission today upheld the FA’s claim that a suspension of three matches was clearly insufficient and the player will serve a further seven first-team matches in addition to the standard three. The suspension begins with immediate effect. “The Liverpool forward had accepted a charge of violent conduct

but had denied the FA’s claim that the standard three-match sanction was insufficient for the offense. “The incident was not seen by the match officials and has therefore been retrospectively reviewed. “Suarez has until midday on Friday, 26 April to appeal the additional suspension, above the standard three matches.” Liverpool managing director Ian Ayre was unhappy with the severity of the verdict. He told the club’s official site: “Both the club and player are shocked and disappointed at the severity of today’s Independent Regulatory Commission decision. “We await the written reasons tomorrow before making any further
