SOUTH CAICOS AIRPORT RESUMES
he Turks and Caicos Islands Airports Authority (TCIAA) has announced that base works for South Caicos Airport has begun. These initial steps will form the ground work before the actual construction takes place on island. The Turks and Caicos Islands Government has mandated that the TCIAA give South Caicos a full rehabilitation of the Runway, Apron, Fire Hall, Tower and Terminal Building. “We have selected WSP Global Inc. as our engineers from a slew of capable engineering consultants”, said CEO, John Smith of the TCIAA. WSP Global Inc. has commenced work on breathing new life into the South Caicos Aerodrome with works slated to begin early this year. They have committed to providing
the successful implementation and completion of the project in a timely manner. Members of the TCIAA team accompanied by the Premier and his Ministers held a meeting with the community of South Caicos on Thursday, February 19, 2015 to hear their concerns and see how they can better serve the people through this development. The redevelopment of this airport promises to bring opportunities for further growth to South Caicos. These works would allow more efficient air transportation to the island to facilitate not only local, but also international traffic. The TCIAA shall endeavour to continue to provide updates of this project to the community through the

TURKS AND CAICOS AND UK AGREE ISLANDS’ 2015-16 BUDGET
The Turks and Caicos and UK governments have agreed the Territory’s 2015-16 budget. The budgeted expenditure of US$224.7m is a 9% increase on the previous year, and proposes tax cuts, significant investment in education and infrastructure as well as delivering a surplus of $13.4m. Some of the key features of the proposed budget include: • a 50% reduction in the cost of business licenses in the Turks and Caicos Islands (TCI) •the removal of the 7.5% Freight Insurance Tax which is applied to nearly all landed goods that are imported to the Islands • an additional four staff to expedite the speedier processing of work permits • an additional $1m for scholarships for Islanders, including $250,000 to help civil servants complete personal and professional development activities •improved terms and conditions for public sector workers with the
implementation of the pay and grading review • the accelerated $2m completion of the new Long Bay Hills High School The top ten areas of spending in the budget are (and increase/decrease over 2014/15 budget): 1.$60.7m (3.4% increase) for the Ministry of Health, Agriculture and Human Services 2.$33.2m (27% increase) for the Ministry of Education, Youth and Library Services. In addition to the scholarship funding, an additional $500,000 has been allocated to the TCI Community College, and $250,000 for upgrading public sporting facilities 3.$21.8m (32.7% increase) for the Ministry of Infrastructure, Housing and Planning, including $2.9m for the completion of the Caicos Causeway and $1.2m for road repairs and improvements 4.$20.9m (0.8%) for the Royal Turks and Caicos Islands Police Force 5.$17.3m (-10.3% decrease) for the
Ministry of Finance, Trade and Investment 6.$9.6m (16.2%% increase) for the Ministry of Home Affairs, Transportation and Communications, including an allocation for a new juvenile detention centre 7.$9m (18.1% increase) for the Attorney General’s Chambers 8.$7.8m (15.1% increase) for the Ministry of Border Control and Labour 9.$7m (28.1% increase) for the Ministry of Tourism, Environment, Heritage and Culture 10.$6.7m (-19% decrease) for the Judiciary The remainder of the budget consists of statutory charges, including pension and gratuities, contingency fund and debt servicing ($16m), the Governor’s Office ($4m), House of Assembly ($2.8m), the Premier’s Office ($2.3m), the Director of Public Prosecutions ($2.3m), the Deputy Governor’s Office ($2.2m) and other costs, such as the constitutional and
statutory bodies. “This budget has been designed to support further growth in the TCI,” said Minister of Finance Washington Missick. “As an example, we are proposing to allow the airport and ports authorities to retain their surpluses, rather than paying them to government, so that they can invest them in upgrading South Caicos Airport and the South Dock harbour facility in Providenciales, respectively. “These ambitious measures have only been made possible by my government’s continued fiscal prudence. We have set a course that sees us continue to reduce our debt obligations, while also looking for opportunities to make a real difference in people’s lives.” Although approved in principle by UK Ministers, the TCI budget is still a proposal which will be scrutinised by the House of Assembly’s Appropriation Committee in the next few weeks, before being fully debated by elected representatives before the end of March 2015.
A TRIBUTE TO DE-OWEN HIGGS - by Mr. Bill McCollum I first met “D” Higgs when he was Registrar of the Supreme Court, on June 10th, 1981 when I was admitted to the Bar. For the past three nights I had eaten dinner with Judge Moody at the Turks Head and he must have tipped D off that I would be turning up at the court house. In fact, I had borrowed jacket and tie from “H.R” (which hadn’t been out of the closet for a good 10 years) and sweated my way down Duke and Front Street, only to be met at the foot of the stairs by D who said, “Great, I’ll just whip your papers up to the judge”. D was down again in no more than two mimutes “all done and dusted” he said as he
returned papers to me. I could have worn swimming trunks and snorkeling gear. On another occasion Washy and I chartered D to fly us “on my voyage of discovery over South, East, Middle and North Caicos” – talk about bush. Anyway, just as he was closing the plane’s door D asked Washy “have you brought the 3 spray cans of Off?” Washy assured him that he had them but I, the newcomer, began to wonder “what I was in for”. Upon landing in Middle Caicos, Washy handed me a can and told me “Whatever you do, don’t break circle with D and me or they will come to carry you away,
away”. So we spent a good hour or so walking in circles spraying one another’s backs as the mozzies moved in for the attack. Finally, his Eulogy speaks of “the knowledge and fairness (inter alia)” of D: One day I just popped in to see my pal D and we got talking about immigration matters and Belongerships, when he suddenly said to me, “You are a Belonger but I am not”. This kind of stunned me until he got out the law and showed me that as “I had a certificate and he didn’t. He didn’t qualify under the wording of the law”. What a man and a very sad loss to the nation.

The Fortis TCI 6th Annual Science Fair The science fair was held at the Gustavus Lightbourne Sports Complex Downtown, Providenciales. The science fair took place from March 3rd to March 5th. Usually the primary schools only take part in the science quiz, but this year the primary schools were invited to partake in the project category. Seven primary
schools and six high schools took part in the project competition this year. The science fair had a number of speakers including the Deputy Primier Hon. Akierra Missick, President and CEO of Fortis TCI Eddinton Powell and Fortis TCI’s Cooperate Communications Officer Talisha Simons.

Cortez Simmons on trial for Kaziah Burke’s murder By Todeline Defralien
The Prosecutor in the Cortez Simmons murder case said he will be able to prove that Simmons murdered Kaziah Burke on April 13th, 2013, although there will be no witnesses in the trial who will say they recognised Simmons as the gunman. Evans Welch, a specialist prosecutor who was brought in from Trinidad to try the case, says there is an abundance of circumstantial evidence to prove that Simmons committed the crime. In his opening address to the jury of eight women and four men in the case which is being heard before Chief Justice Margaret Ramsay-Hale, the prosecutor stressed that according to the principles of criminal law, you don’t always need direct evidence in order to establish a case against a person and secure a conviction. Prosecutor Welch told the court that it was after 8 p.m. on April 13th, 2013 when Burke went to the bar on Airport Road and parked on the eastern side, went into the bar and sat down when someone approached him with a firearm an shot in his direction. He said Burke got up from where was sitting and retreated, but the person followed him and continued firing shots. Burke fell to the ground but his attacker pursued him, stood over him and fired three more shots, although he was already dead. The prosecutor added that police officer Randy Ellis who went to the scene that night and the following morning, retrieved some bullet shells from a point four zero gun, which

He said those bullet shells were sent off to the USA for analysis by a ballistics expert. Welch said there was another incident of great significance to when Kaziah Burke died. That was on March 17th, 2013 at the Digicel cinemas when there was a shooting incident during which one of the guns used was also a point four zero firearm. The prosecutor said he will produce video footage of the incident at Digicel Cinemas. He noted that there was a significant finding made by the American ballistics expert who said it was the same gun which fired the point 4 zero bullets during the incident at the Digicel Cinemas, that was used in the Kaziah Burke murder. The Prosecutor also said that of significant circumstantial significance,
he will be calling a witness who fired the weapon at the scene of the incident at the Digicel Cinemas and who will explain the circumstances of that shooting. Welch told the jury that the person will give evidence saying that he knew Cortez Simmons, and that he was on the scene that night at the Digicel Cinemas and that the firearm in question was in Cortez’s possession and that he, the witness, took the firearm from him and discharged it and returned it to Simmons. The witness, whose name the prosecutor did not disclose, then left the cinema with Cortez who had the firearm in his possession. The prosecutor said that the firearm that was used to kill Kaziah Burke was last known and seen in the hands of Cortez Simmons. The court also heard that there was a history of bad blood between
Cortez and Kaziah Burke and that a witness will testify about that. According to the prosecutor, immediately after the last shot was heard on April 13th, 2013, witnesses observed a white Tacoma truck leaving from the entrance of the gas station on Airport Road. He said a witness will testify that he identified and recognised the truck driven by Cortez Simmons although he could not see inside the truck. He said the white truck left the gas station and drove along Airport Road with its lights off, past Max Minimart. When the truck got to the Kew Town Road, the lights were turned on. All of this was captured on closed circuit television cameras from Max Minimart. The prosecutor said police officers will give evidence saying that later that night they went to Cortez Simmons house behind Glass Shack and the truck was not seen there. The following morning the police officers returned and they arrested Simmons. He added that on the night of the killing, Cortez drove the truck to the Discovery Bay area with someone else and spent the night there until the following morning. The trial, which is taking place in the new courtroom in the former Myrtle Rigby Clinic, is expected to last about two weeks. Simmons is being represented by British attorneys Roy Ledgister and Laurie-Anne Power, while the prosecutor Welch is being assisted by Clement Joseph from the DPP’s office.
Attorney Courtenay Barnett wants Governor to revoke his order on mentally ill people Governor Peter Beckingham has been asked by defence lawyer Courtenay Barnett to revoke a December 2013 order which deals with the imprisonment of mentally ill people. Barnett told that SUN that the Turks and Caicos Islands is subject to the European Convention on Human Rights - ECHR ( n.b. Article 3) and. the TCI Constitution Section 3 is worded the same as Article 3 (ECHR). In the UK, he said, it is impermissible to imprison the
mentally ill solely for reason that they are mentally ill. He added that since the TCI is required to act with parity to the UK/ EU in its international human rights obligations ( see attached FCO policy directive) then the Governor’s Order of 19th December, 2013 is unlawful and impermissible. Mr. Barnett when asked to comment on how the matter had progressed to this stage, said: “ It was coincidental that late last year I had written a piece in the Sun
expressing my concern about the issue of imprisonment of mentally ill people in the TCI. Then I was notified from Her Majesty’s Prison and told that an inmate was seeking legal representation. It turned out to be Dale Freites, a schizophrenic man who was imprisoned without charge, trial or sentence for fully 5 years and 3 months. I then experienced a combination of feelings of deep anger at the abuse and deep sympathy for the man. I applied to court; had him released and from thereon have been
seeking to ensure that in the future this practice is not only stopped relative to Freites, but that there is no chance for this ever to happen again. That is why I asked His Excellency the Governor to revoke his 19th December, 2013 Order, which is manifestly in conflict with the TCI’s obligations under international law. A prison is for criminals; a mental hospital is for the care of the mentally challenged; a fish is not a fowl and a prison.”
Many Clement Howell students commit lives to Christ
Scores of Clement Howell High School students, touched by the powerful praise and worship presentation by members of the Bethany Baptist Church Praise Team, surrendered their lives to Christ during its Monday morning devotional exercise on March 2 (2015). The students, on invitation from one member of the praise team – Shantel Grant - first began trickling to the makeshift altar, but later gathered in droves. The praise team leader reminded them that their surrendering to the Lord should not be a short-term public showing but rather a long-term commitment. She therefore urged the students that their new disposition would dictate not only a new pattern in behavior but also the quality of friends they keep. She also urged the students not to allow modern technology to
dictate their values for them. “You should recognize that what consumes you controls you. Scripture tells us that you should not conform to the patterns of this world but transform the renewing of your minds. Scripture also tells us that the thief comes to kill and to destroy but Jesus said that I am come that you will have life and have it more abundantly. Don’t allow your habits to destroy your future,” she urged. Grant also told the students that there are some among them that will excel and go on to greater things, while others may fall through the cracks. To that end, she urged the students to make their time at the institution count. “What I want to tell you is, we have different paths that we must take that will take us to our purpose in life. There will be challenges that you will

The habits you form now will continue in your future if you don’t make a

Prosecution, defense clash over Cortez Simmons’ vehicle By Vivian Tyson
Senior Sun Editor Lawyers defending accused killer Cortez Simmons have accused those prosecuting him of circumventing the rules by trying to lead a witness in a direction to benefit their case. The disagreement came over the make and model of the truck that Simmons drives. On the stands on Thursday, prosecution witness Gerard Forbes told the court that Simmons, with whom he became friends, owned a White Toyota Tacoma truck, which investigators said is similar to the vehicle that surveillance camera and eyewitnesses saw driving away from the area where Avis Rent-a-car sales agent, Kaziah Burke was shot to death on April 13, 2013. Roy Ledgister, the lead defense attorney accused the prosecution, led by Evans Welch, of adding elements to Forbes testimony at the last minute without the knowledge of the defense. He told the court that there was
nowhere in Forbes’ statement that he said Simmons drives white Toyota Tacoma – only “a white truck”. Ledgister raised the point shortly after he began to cross-examine Forbes. He had earlier asked Forbes when was the first time someone asked him about the make and model of the truck that Simmons drives, and he told the court that it was sometime Wednesday and Thursday Morning, adding that it was Welch who raised the issue. In his defense, Welch told the court that it was completely permissible for prosecution to clarify from witnesses what is contained in their statement. He told the court that the defense did not deviate from the witness statement at any time during the examination. He also accused the defense of creating the impression that the prosecution is indulging in impropriety, which he said was far from the case. Forbes told the court that he did not know anyone else on Providenciales except Simmons, who
drives a White Toyota Tacoma, further telling the court that he knew that such vehicles were available on island in other colors. He said that he knew Simmons to be driving that vehicle for a few months before the incident. He said that on the day Burke was killed, Simmons and other friend came by his office – Rent-a-Buggy – located along the Leeward Highway, parking their vehicles at the back of the building. Forbes said that he later closed the office and joined them in the yard. He told the court that he later left them and drove to the Gustarvus Lightbourne Complex downtown to play basketball, parking his car at Butterfield Square parking across the road. He said that after leaving the sports centre and walking towards his car, Walter Cox, one of the men who were at his workplace, pulled up in a black Mustang and invited him in, and they drove to Uncle Dough’s Bar located along airport road. He said that Cox then went across the road to a restaurant, while
he proceeded to the bar where he saw Burke, also known as “Buck”, sitting at a table. Forbes said that he ordered Coke Sodas because he was expecting more friends to join him in drinking rum and Coke. However, the female bartender told him she was out of the drink, and so he accompanied her to the gas station’s convenience store in the yard to get the drinks. Forbes said that no long after he had entered the store, the gas station attendant ran inside, locked the door and told them that heard shots firing at the bar. He said that less than a minute after the shots had subsided, he left the store and went back to the bar and saw Burke lying down on the ground. He said he met nobody outside at the time. He said that the black Mustang in which he arrived with Cox had left. Forbes told the court that he was the one who called 911. The then called his boss to pick him up, but got impatient and took a jitney to the spot he parked his car.

TCIG Successfully Host First Youth Expression: “Essay Rap and Poster Competition” The Department of Mental Health and Substance Dependence (DMHSD) hosted its first annual Youth Expression: Essay, Rap and Poster competition under the theme, “Help for today, hope for tomorrow”. The event was held on Monday, March 02, 2015 at the Gustavus Lightbourne Auditorium, Providenciales. Dr. Alicia Malcolm, Director, DMHSD stated “The event was aimed at creating awareness about the important public health issue of underage drinking and to encourage individuals and families to get help for alcohol or drug related problems. “All in attendance were fortunate enough to witness an array of talented performers who showcased not

British Airways adds flight to Turks and Caicos Islands
The Turks and Caicos Islands Tourist Board is delighted to announce that British Airways will be increasing flight services from London Gatwick to Providenciales by an additional flight per week commencing 29 October 2015. The service will operate on a Thursday, via Antigua, using a three class Boeing 777 aircraft. REGIONAL BOND MARKET IMPRESSED BY TURKS AND CAICOS TURNAROUND Major players in the Caribbean regional debt market were impressed by the dramatic turnaround in the public finances of the Turks and Caicos Island’s (TCI), during a roadshow in Trinidad and Tobago. Ahead of the TCI Government refinancing around US$70m of debt in February 2016, a delegation from its Ministry of Finance met with a number of regional banks, asset managers and other financial institutions in Port of Spain last week, 25-27 February. “There was an overwhelmingly positive reaction to our story of
the TCI’s financial recovery,” said Acting Permanent Secretary, Shonia Thomas-Been. “During our discussions we were repeatedly told that the TCI had made an ‘impressive bounce back, that the government here had ‘done the right things and that our BBB+ investment grade credit rating awarded by Standard and Poor’s in 2014 is a critical factor”. “We achieved our aim of generating interest in the regional sovereign bond market with regards to investing in the TCI, which we hope will lead to competition to lend to the
TCI Government at the best possible rate for our taxpayers,” she added. The TCI team also heard from investors that they greatly value the TCI’s relationship with the UK. The Overseas Territory faced significant financial problems in 2008-09 which led to its Constitution being suspended. Since then, the TCI embarked on an ambitious series of reforms, including of its public financial management processes and systems. Today, the TCI bank debt has already been fully repaid, leaving a $170m bond to be refinanced when it
matures in February 2016, removing a contingent liability from the UK taxpayer. It is the TCI’s intention is to use the reserves held in its Sinking Fund to pay off approximately $100m of the bond, thus refinancing the $70m balance. The UK continues to provide support to TCI officials through a technical assistance programme which includes providing specialist advisers to help in areas including public financial management, tax reform and collection, government procurement, audit and private enterprise.
TCIG TAKES STEPS TOWARD DISA STER PREPAREDNESS THROUGH TSUNAMI EXERCISE The Turks and Caicos Islands (TCI) will join other localities in the Caribbean as a participant in a Regional Tsunami Response exercise on Wednesday 25th March 2015. Since 2011, in an effort to enhance the capacity for tsunami response, Department of Disaster Management & Emergencies (DDME) has embarked on proactive approaches towards strengthening Earthquake and Tsunami awareness and preparedness in the TCI. As such, TCI will once again participate in the Joint CARIBE WAVE and LANTEX Exercise on 25 March, 2015. This two-day exercise will provide: •Allow for multi-stakeholder feedback on Draft National Tsunami Plan •An introductory course to earthquakes and tsunamis •Allow persons to practice problem solving and coordination of services during a tsunami event. •Test Emergency Communication Plans and Systems

The man of the cloth, who was delivering the main address at the Oseta Jolly Primary School’s Annual Education Week Awards Ceremony on Monday (March 2, 2015), argued that allowing the age of consent to remain at the current 16 years old, cannot be good for the future of the society, since it breeds premature parents. Pastor Taylor urged the authorities to revisit the law with a view to raise it, even though he did not give a recommended age limit. “I have a problem with the consented age of sex – it is a major problem with me. How can you permit our children to have sex at the age of 16 and they can’t drive until they are 17 and can’t drink until they are 18?” the pastor rhetorically asked. “So I am saying we have to start visiting these things because those laws don’t apply well.” He further argued that children, at the current age of consent, are unable to make a conscious decision on

You have got children raising children, and so what is going to happen here? What will our society going to be like the next 15 - 20 years?” he queried. The current age of consent for heterosexual individuals has been in place for quite some time. However, the age of consent for homosexuals was 18 up to two and a half years ago. And the Interim Administration, citing some level of disparity, passed Equality Bill into law, making the age of consent for both heterosexual and homosexual at 16. The church, especially, however, did not take the passage of the law well, and as a result, staged a number of demonstrations across Providenciales, while many men of the cloth denounced it in their pulpits. In the meantime, Pastor Taylor said that there has been a breaking down of law and order in society, which he said has manifested itself in recent time in petty crimes. “I see a lot of kids engaging in petty robberies and petty theft on the streets. Do you know why this is happening? It is because our children
are not properly educated, trained and developed. And so, if you want to combat crime, you have to start to put money and investing money into our kids; even kids that cannot afford to go to school, so kids that don’t have it academically. We have got to open up some trade school here that they can go and learn mechanics, they can become carpenters, builders,” he said. The pastor also called for proper security at the Oseta Jolly Primary School, saying that he understands that at times older children come onto the compound to make trouble, and proper security would thwart that phenomenon. “The next thing we have got to talk about is quality environment. You have got to understand that when you look around this environment it is not safe at times. I think we need to have securities here, because I understand that at times you have older kids coming in to the school at certain hours,” Taylor said. At the awards ceremony, teacher Bronell Morris, who has been an educator for 15 years was the main honouree. The Rotary Club, the Soroptimist Club, the 100 Black Men of TCI and the SDA Church were some of the entities recognized at the event.

New Long Bay High School will be zoned

When the country’s newest school in Long Bay, Providenciales, opens in September 2016, it will only be accommodating students living between Venetian Road and the Long Bay area. This was revealed by Deputy Premier and Minister of Education Hon. Akierra Missick, who said that 150 to 200 first formers from various primary schools around the island will be entering the school when the first phase is completed on the 13-acre site. Missick said: “That would then alleviate about 150 places at the current Clement Howell High School site and allow us to do the necessary works to those classrooms maybe close some maybe redevelop some but that would then assist us in providing more space in the primary school sector being that Oseta Jolly is right next door, and we do have a need for more space in the primary schools.” She added: “So this is really a first step in a much larger project not just large in the sense of building a new school facility but in managing opportunity for adequate space and educational needs in the island of Providenciales.” When asked how much students are currently in the Clement Howell High School Hon Akierra Missick said there were about 900, adding that they are looking to accommodate between 150 to 200 at this site for the first year. She said the Premier has pledged and the ministry is working on phase two which should be tendered this summer and which will fast-track the movement of students because as the class room blocks are ready they will be transferring students over.
“This will be a zoned school eventually so it will be a stand-alone high school from the Cement Howell High School,” the Education Minister said. “Right now we are calling it the Long Bay Hills High School because that’s the location that we are in, but come September 2016 this will be its own stand-alone school, and so the students that live from Venetian Road all the way up to what I call Water Cay, which the end of my constituency, they will access this site. The students that live from Venetian south towards the airport, Five Cays and Blue hills will access the Clement Howell High School site.” She added: “The reason that where looking in doing the zoning is that the number of growth and the migration of people throughout the island of Providenciales are changing and so our new school facilities will have students under the 500 number which makes it manageable, equitable and allows us to provide the recourses needed.” The first phase of the new school will include classrooms for form one including home Economics and Information Technology (IT) but also the administrative block. Phase two will allow from form two to form five and phase three will be the sporting facilities. When asked if new employment will be created Hon. Akierra Missick said “We need a full staff compliment…and will be advertising for a principal. British Collegiate students extract viable production from waste
By Brandy Laporte Chelsea Stubbs and Logan Elliott from the British West Indies Collegiate did a project for the 2015 Science Fair on Extracting Viable Production from waste. “We realized that Styrofoam is a very prevalent waste material on island and we wanted to find a way to reduce the amount so we researched different substances that broke down Styrofoam,” Elliott explained. Stubbs explains, “We found substances such as acetone, but acetone with the Styrofoam produce harmful byproducts, therefore we did some further research and we found a substance called ‘limonene’ found in the round of citrus fruits.” Elliott added, “We found that this broke down the Styrofoam very effectively and produced no harmful byproduct. In fact it produced a very viable adhesive or glue like substance. We experimented with different consistencies and found uses for each one, for example we created a shellac or sealing-like material and we proved it to be 100 percent water proof as you can see it’s hydrophobic it will not let any water absorb.” Stubbs said that they also conducted a test on acids alkalis alcohol and water and no one of them have penetrated the block. Elliott says, “So in order to test this we soaked one of the blocks

Human Rights Commission Visits
As a part of our mandate to bring about awareness and to promote human rights education, the Human Rights Commission has embarked on a series of educational sessions that has taken the staff to the various schools in South Caicos, Grand Turk and Salt Cay. The educational training focused on the Fundamental Rights and Freedoms guaranteed by the TCI Constitution and the Rights of the Child guaranteed by the Convention on the Rights of the Child. The Commission’s objective was to incorporate the foundation of basic human rights knowledge into the school curriculum for the 2014/2015
school year. “We believe that by educating children about their human rights will serve to further enhance their overall learning experience and would teach them respect for themselves and respect for others”. The HRC commenced each session by displaying a video about the “Story of Human Rights” which explained the history of how human rights came about. It prompted the students to think that if human rights are inherent to all human beings why are so many persons in the world deprived of their basic fundamental rights daily. The presentation was led by the Director, HRC Mrs.
Doreen Quelch-Missick and Staff Ms. Donessia Gardiner and Ms. Kabatha Smith. The educational sessions commenced in South Caicos on February 10th 2015 with the Iris Stubbs Primary School and Marjorie Basden High School consecutively, the students showed an ardent interest and actively took part in the discussions. February 25th and 26th the Commission continued its visits at Mary Robinson Primary School in Salt Cay where the group was the smallest but most pleasant. The children displayed a high level of interest in the topics and asked
many thought provoking questions. In Grand Turk, the staff visited the Eliza Simmons Primary School in South Back Salina, the Ona Glinton Primary School in North Back Salina and the H.J. Robinson High School on Mission Folly. The Human Rights Commission would like to express sincere thanks to all the Principals and staff of the participating schools, and most of all thank all the students. The HRC see these visits as vital and will continue with the educational sessions with planned visits to Enid Capron, Oseta Jolly, Ianthe Primary Schools later in the year.

The recipients are Angelica Howell of form three, who has a 90.7 overall average; Houda Saintilma of form four, and who has held the pole position since form one and Histre Michell of fifth form. Cadet, who is Head of Natural View Production, which makes movies and having completed its first full-length movie, recently, encouraged the students to be the best that they can even in the face of adversity. He
promised that in the not-too-distance future, he would make more donations to the institution. Principal Kadean Cunningham was elated that the past student has seen it necessary to make such a generous donation. She said also that the students were deserving of the gifts. A
growing controversy over Democrat Hillary Clinton’s use of personal email for work while she was U.S. secretary of state could drag on for months, threatening to cloud the expected launch of her 2016 presidential campaign. Clinton tried to cool the brewing firestorm late on Wednesday, saying she wanted the State Department to release the emails quickly. But a senior State Department official told Reuters on Thursday the task would take time. “The review is likely to take several months given the sheer volume of the document set,” the official said. At the same time, the department is investigating whether Clinton violated policies intended to protect sensitive information when she conducted all of her official business through a personal account while serving as secretary from 2009 to 2013, the Washington Post reported on Thursday, citing a senior department official. Using personal email did not automatically break rules, but the department is determining whether
work emails sent from that private account contained information that must be handled on a system meeting specific security protocols, the Washington Post reported. The State Department has said there was no prohibition during Clinton’s tenure on using personal email for official business as long as it was preserved. It had no immediate comment on the Washington Post report. Fox News on Thursday released a State Department cable sent from the secretary’s office in 2011 reviewing some email policies that encouraged employees to avoid conducting official business from personal accounts. An extended review or investigation could dash any Clinton hopes of putting the controversy to rest quickly. “I want the public to see my email,” Clinton said in a tweet. “I asked State to release them. They said they will review them for release as soon as possible.” The controversy landed Clinton in trouble just as she prepares to enter the race for the Democratic
presidential nomination in 2016. It has prompted some Democrats to wonder whether someone else should be their candidate in the bid to succeed President Barack Obama. A total of 55,000 pages of documents covering the time Clinton was in office has been turned over, according to the State Department. But Clinton and her aides controlled that process, and the emails were not archived on government servers. Secretary of State John Kerry told reporters during a visit to Saudi Arabia that the State Department would review the documents “as rapidly as possible.” Clinton’s tweeted statement came hours after a congressional committee investigating the Sept. 11, 2012, attack on a U.S. diplomatic facility in Benghazi, Libya, subpoenaed her emails. The U.S. House of Representatives Select Committee on Benghazi demanded all Clinton communications related to the incident and told Internet companies to protect relevant documents. The panel’s Republican
chairman, Representative Trey Gowdy of South Carolina, told reporters he wanted the documents within two weeks or a “really good explanation” for why not. Republicans have scrutinized Clinton’s actions regarding the Benghazi attack in which Ambassador Chris Stevens and three others were killed and have also criticized Clinton’s transparency and ethics. The former first lady and U.S. senator has been a lightning rod for Republican detractors dating back to the administration of her husband, former President Bill Clinton. Clinton is the presumptive favorite for the 2016 Democratic presidential nomination, and there was no sign the controversy was forcing a change of plans. A Democratic source familiar with campaign planning said to expect a Clinton announcement on her intentions in the spring. The Republican National Committee’s top lawyer on Thursday asked the State Department’s inspector general to investigate if Clinton’s email use violated federal law.

British teacher jailed for trying to join Islamic State in Syria A science teacher from northern England who supported Islamic State fighters in Syria before trying to go there himself has been jailed for six years. Jamshed Javeed, whose family hid his passport in an effort to stop him from traveling to Syria, was “determined to go through with his plans”, Manchester police said in a statement on Thursday. Majority of Americans now support marijuana legalization Pot prohibition is going up in smoke. A majority of Americans support the legalization of marijuana for the first time in recent history, according to a new survey. Researchers asked 1,680 people whether they thought marijuana should be made legal. According to the General Social Survey (GSS), which is considered the nation’s most reliable, 51.7 percent said they supported legalization and 41.7 percent said they opposed it, while 6.6 percent were undecided. “We’ve been measuring public attitudes toward legalization of marijuana since the ’70s,” Tom W. Smith, director of the GSS, said in an interview with Yahoo News. “In 2012, you had a plurality of Americans against legalization. Now, in 2014, you have a majority in favor of legalization.” The Washington Post, which first reported on this new data, points out that the drastic change resembles America’s evolving opinion on gay marriage — and there has been a drastic change in the past few years. Smith notes that the percentage of undecided

The West African nations of Sierra Leone, Liberia and Guinea have been hardest hit in the yearlong Ebola outbreak, which is estimated to have left more than 9,800 people dead. In a statement Thursday, the U.N. health agency said the vaccine study will focus on Basse Guinee, the region that has Guinea’s most Ebola cases. The health agency’s vaccination strategy in Guinea aims to create a buffer zone around an Ebola case to prevent its further spread - an approach used to eradicate smallpox in the 1970s. Officials will vaccinate people who have already been exposed to Ebola cases and are at risk of developing the disease. The vaccine being tested - VSV-EBOV - was developed by Canada and is now licensed to Merck. A second vaccine - one developed by U.S. National Institutes of Health and GlaxoSmithKline - will be tested in a separate study as supplies become available. The Guinea trial is being conducted with other health partners including Doctors Without Borders, Epicentre, the Norwegian Institute of Public Health and the Guinean government. “If a vaccine is found effective, it will be the first preventive tool against Ebola in history,” WHO chief Dr. Margaret Chan said in a statement. Bertrand Draguez, medical director of Doctors Without Borders, applauded the move, which he called long overdue. “For more than a year, we have been racing around the clock to stop the epidemic from spreading further,” he noted. Authorities in Liberia discharged the country’s last Ebola patient on Thursday. It will take 42 days of no new cases for Liberia to be declared Ebola-free by WHO standards. WHO on Wednesday reported 132 new Ebola cases last week, an increase from the 99 cases reported the previous week. The agency said the spread of Ebola remains “widespread” in Sierra Leone and noted that cases have jumped both there and in Guinea. WHO said only about half of new Ebola patients in Guinea are connected to known cases, meaning that health officials are unable to track where the disease is spreading in the other half of cases. WHO also said unsafe traditional burials - a high-risk factor for Ebola transmission - continue to occur in both Guinea and Sierra Leone, and health workers in those countries are still being attacked by those wary of their efforts. Officials also said the number of Ebola deaths taking place outside of hospitals still remains high in Guinea and Sierra Leone, “suggesting that the need for early isolation and treatment is not yet understood, accepted or acted upon.” WHO had previously set a goal of isolating all Ebola cases and ensuring all burials were safe by January 1.

Jamaica remains largest producer and exporter of marijuana in Caribbean
A report by the International Narcotics Control Board (INCB) has found that Jamaica remains the largest illicit producer and exporter of cannabis herb in Central America and the Caribbean. The INCB 2014 report released here, showed that the island accounts for approximately one third of cannabis herb produced in the Caribbean. It said that increased production of the drug has been noted in other countries, in particular Dominica and St. Vincent and the Grenadines. “Jamaica has also become a hub for the trafficking of cocaine, owing to the displacement of trafficking routes as a result of the strengthening of drug trafficking countermeasures in Latin America,” the report stated, noting that the problem is compounded by the “fact that Jamaican criminal groups are using the elaborate networks originally established to traffick cannabis and cocaine as well. The report, which examines the global trade in illegal drugs, noted that in Jamaica, drug trafficking takes place at airports through drug couriers, baggage and air freight and at seaports via containers, cargo vessels, underwater canisters attached to ship hulls, shipping vessels and speedboats. “Illicit drugs are traded for money, guns and other goods, and much of the proceeds are used to foster criminal activities. No decision yet on National Health Insurance Tax, says PM Christie
PRIME Minister of The Bahamas Perry Christie said he is “amazed” by the direction the debate surrounding National Health Insurance has taken as he refuted concerns that his administration has already decided to impose additional taxes on Bahamians to fund the controversial initiative. According to the Tribune newspaper, Mr Christie explained that the government had not made a decision on how it will cover the cost of NHI because it was still receiving advice on how to develop the universal health care scheme. However, he told reporters that at all times the government reserves the right to determine how NHI is rolled out, which would determine any new tax rate to come. Mr Christie also responded to Tall Pines MP Leslie Miller, a member of the governing party, who predicted on Tuesday that private health insurers will lay off employees as their profit margins are affected by the NHI implementation. The prime minister said Mr Miller should know that the government would not make “stupid” decisions. “Someone leaked a document on NHI,” Mr Christie said, “and everyone drew the conclusion that this
is how NHI will be implemented. The government at all times reserves the right to determine the rate of the roll out of NHI. Meaning that we could roll it out and (maybe) the first phase is $300m. “We could roll it out and the first phase is $100m that will determine rates and whatever cost or tax. It is entirely in the hands of the government. “Right now we are putting in place all of the analysis that we need to be able to say to the Bahamian public this is how the final product will look like, this is what it will cost and this is how we intend to roll it out so that it will have minimal if any negative impact.” Costa Rican accounting firm Sanigest Internacional provided a report to the government last October on the feasibility of NHI and presented options for financing universal healthcare. According to the report, of which The Tribune has obtained a copy, the consultants have suggested a payroll tax ranging from one per cent to five per cent to finance NHI. The report explores various other revenue-raising options, including levying a “sin tax” on alcohol and tobacco that would, the report estimates, yield some $64.93 million in NHI revenues in 2016, an estimate the

The World Health Organization (WHO) issued new guidelines recommending adults and children worldwide reduce their daily sugar intake to boost health and stave off non-communicable diseases. The WHO says intake of ‘free’ sugars – monosaccharides, such as glucose, fructose and disaccharides – sucrose or table sugar – should make up less than 10 per cent of daily energy intake, while a reduction below five per cent of energy intake per day would provide additional benefits. “We have solid evidence that keeping intake of free sugars to less than 10 per cent of total energy intake reduces the risk of overweight, obesity and tooth decay,” said, Dr. Francesco Branca, Director of WHO’s Department of Nutrition for Health and Development. “Making policy changes to support this will be key if countries are to live up to their commitments to reduce the
burden of non-communicable diseases.” The WHO’s recommendations are based on evidence showing that adults who consume less sugar have lower body weight and that increasing the amount of sugars in the diet is associated with a weight increase. It also shows that children with the highest intakes of sugar-sweetened drinks are more likely to be overweight or obese than children with a low intake of sugarsweetened drinks. The strength and quality of the supporting evidence is such that the WHO says they can be adopted as policy in most situations and they can be used to develop measures to decrease free sugars intake, through public health interventions like food and nutrition labelling, consumer education, regulation of marketing of food and non-alcoholic beverages that are high in free sugars, and fiscal policies targeting foods and beverages that are high in free sugars.

St. Lucia Prime Minister optimistic about future of LIAT
Prime Minister Dr. Kenny Anthony has expressed optimism about plans by the regional airline, LIAT, to streamline operations to cut costs and become more efficient. “The changes do provide a basis for optimism. I think some courage is finally being applied to deal with the situation with LIAT,” Anthony told reporters. The airline recently announced plans to cut 180 jobs, dispose of its Dash 8 fleet and reduce the number of aircraft based in Antigua and Barbuda. The plans are aimed at putting more capacity into Barbados with two additional aircraft from the end of October 2015, resulting in fewer flights out of Antigua. “Obviously it is not going to be easy for the government and people of Antigua, but they have to understand that governments

The United Nations Food and Agriculture Organization (FAO) says agriculture, particularly family farming, is crucial for Caribbean countries to achieve food security as they face climate change and other challenges. He noted that hunger is only one of the faces
of malnutrition, stating that obesity is the other extreme, affecting over 500 million adults. “This is an issue of concern in the Caribbean, and FAO is assisting CARICOM countries design and implement strategies, policies and plans of action that tackle the multiple dimensions of malnutrition,” the FAO Director-General said. The FAO said action plans are already approved in Belize, Jamaica, St. Kitts and Nevis, and St Lucia. Japan gives $1million grant to Jamaica
JAPANESE Ambassador Yasuo Takase, who says farewell to Jamaica today, signed a US$1 million, or J$115 million grant for industrial products, as one of his last official duties. Dr Peter Phillips, the Jamaican minister of finance and planning, also signed the JPY 100 million Exchange of Notes which will go towards the economic and social development of Jamaica. “This grant assistance is in line with the new policy of Japan towards Jamaica and Caricom (Caribbean Community) at large, focusing on other factors than GNI-per-capita status,” the ambassador said. “The intention of Japan is to support the efforts of those SIDS (Small Island Developing States) to overcome their vulnerability to challenges imposed by environment and climate change issues. This should also improve their capacity in the area of disaster risk management.” Dr Phillips added that the grant assistance would contribute to the economic and social development of Jamaica, while purchasing those equipment from Eastern Japan which was affected by the Great East Japan Earthquake in 2011 and so would facilitate the recovery efforts in the area. UN human rights official ends visit to Haiti
The United Nations expert on human rights Gustavo Gallon has ended a 10 day visit here saying that he had paid particular attention to the political situation in the French-speaking Caribbean Community (CARICOM) country. Gallon told reporters that he had also taken note of the “absence of elections and the negative impact of this on the rule of law as well as the institutions”. But he said he was encouraged that “a few months after my previous visit, I can see that social discontent is palpable in streets,” and is urging the authorities to ensure the effective implementation of elections. Last month, the Electoral Council released a schedule that would allow voters to elect a new legislative assembly as well as the first round of the presidential election. The nine-member Electoral Council, tasked with organizing a series of elections this year, said the first round for electing 20 senators and the entire Lower Chamber will take place in July. The second round of the legislative elections would be held at the same time as the first round of the presidential election on October 25, while the runoff for the presidential voting would be organized in January 2016. President Michel Martelly has been ruling by decree since January 12 this year after the terms of all 99 deputies in the lower house and 10 of the country’s senators expired. Under Haiti’s 1987 Constitution, deputies serve four-year terms, the duration of a parliament, and senators serve six-year terms on a staggered schedule. Gallón, who is expected to deliver his report to the UN Human Rights Commission I Geneva on March 24, also expressed solidarity with the Dominicans of Haitian descent that have been
denied citizenship by the Spanish-speaking country based on a court ruling in 2013.. CARICOM leaders who met in the Bahamas last week, have also expressed “grave concern” at the ongoing difficulties faced the Haitians noting that the process of regularisation of Dominicans of Haitian descent “arbitrarily deprived of their nationality by the Dominican Republic Constitutional Court ruling on nationality of September 2013 expired on 1 February 2015.” But the regional leaders said government officials indicated that it would not be extended despite the fact that only a very small number, 6, 937 of those affected “were able to apply in time, leaving a large number estimated to be over 100,000 vulnerable to expulsion. “This distressing development needs to be placed in the context of the judgement of 22 October 2014 of the Inter-American Court of Human Rights which called for the nullifying of all the dispositions resulting from the ruling on nationality and for the reversal of the ruling itself. Charges of racism in Guyana election campaign THE ruling Peoples Progressive Party/ Civic is expected to lodge a formal complaint with the Guyana Elections Commission (GECOM) over what it calls racially charged overtones peddled particularly by the Alliance For Change (AFC), and again peddled during the coalition’s launch yesterday. This publication was reliably informed that up to last evening, party executives were drafting its formal complaint to be lodged with GECOM. The party is expected to cite the AFC’s Prime Ministerial Candidate, Moses Nagamootoo, who during his presentation at the coalition’s launch said, “We shall defeat the monster of racism.” Senior members of the ruling party have since taken this to mean that Nagamootoo was making reference to the ruling party practicing racism, a charge it intends to take up with the elections body. The party has also reportedly taken umbrage to statements made by the coalesced Opposition’s Presidential Candidate, David Granger, who spoke of a nasty, brutish future should the PPP be re-elected to office and not the APNU+AFC. Granger told those gathered for the launch that a united Opposition front will stand a better chance at succeeding but, “divided, we fall to the divisive tactics of the PPP which could return to office.” According to the Presidential Candidate,” Life in Guyana could become more nasty and brutish for the majority…The truth is that we are weary.” The move by the PPP comes a day after a public missive by AFC Councillor, Haseef Yusuf, who has accused his party of inciting racial strife among Indians and Afro-Guyanese in Berbice. Yusuf alleges that on a weekly basis, AFC’s Executive Member, Dr. Veerasammy Ramayya, has been telling viewers in Berbice that the Indians do not want a ‘Blackman’ to rule over them but they are going to the USA, ‘a Blackman country’, and they are going to Barbados, ‘a Blackman’country.” According to the AFC Councillor, “this is a wicked and racist statement since the Indians in this country are not against the Afro-Guyanese but they are against the PNC (Peoples National Congress) which destroyed this country not only from 1964, but they had stymied development since 1961.” Yusuf recalled that during 1961 to 1964, strikes and strife, civil unrest, burning, looting, murder and mayhem were orchestrated by the PNC under Forbes Burnham and the United Force under Peter D’Auigar and the CIA. “This is no secret…The PNC has been systematically destroying this country since 1961,” The AFC Counselor is of the opinion that the people of this country do not want a return of the PNC and “that has nothing to do with the Afro-Guyanese.” Yusuf recalled too that on 28th February, 2015, Dr. Ramayya again attacked the people of Black Bush Polder and called them racist. “He repeatedly told Berbicians that the people in Black Bush do not want a Blackman to rule them but they are carrying their greens to Georgetown for the black people to buy them in Georgetown…he angrily told them that they should sell their produce at Port Mourant Market…He concluded that the Black people are assisting Indians to live by buying their fish, rice and greens, and therefore Indians should vote for Granger as President,” according to Yusuf. “Ramayya has now realised that their AFC members and supporters are moving back to the PPP, so he is now getting desperate.” Yusuf drew reference too, to the ad hominem attacks on Sixtus Edwards and Balwant Persaud, two AFC stalwarts that resigned as a result of the coalition with APNU. According to Yusuf, Dr. Ramaya told Berbicians that Mr. Edwards lost his position as General Secretary and that is the reason why he was in Berbice exposing the lies and corruption of the AFC . “What Ramayya needs to understand is that Mr. Edwards was replaced by David Patterson in a rigged election since 2012, and that the exGeneral Secretary only resigned a month ago…Is it reasonable to suggest that Mr Edwards took over two years to resign and attack the AFC because he lost his position?” According to Yusuf, the former general Secretary of the party resigned because of the coalition with the PNC/APNU- “it was the last straw that broke the camel’s back.”

Bank of America’s $8.5
billion mortgage bond settlement wins approval
A New York state appeals court on Thursday approved Bank of America Corp’s $8.5 billion settlement with mortgage securities investors in its entirety. The decision by the Appellate Division in Manhattan likely resolved one of the second-largest U.S. bank’s last and largest legal liabilities related to the financial crisis. Bank of America had agreed to the 2011 settlement with 22 institutional investors including BlackRock Inc, MetLife Inc and Allianz SE’s Pacific Investment Management Co to resolve claims over $174 billion of mortgage securities issued by the former Countrywide Financial Corp. Many of these securities went into default after Bank of America bought Countrywide in 2008, leading to huge losses. But some investors claimed the settlement shortchanged them. They said Bank of New York Mellon Corp, which negotiated the accord as trustee for 530 trusts involved in the case, did not work hard enough to recover more money. In Thursday’s decision, Justice David Saxe wrote for a five-judge panel that Bank of New York Mellon did not abuse its discretion in arranging the settlement. The court also said Barbara Kapnick, a state judge who approved most of the accord in

American International Group Inc had previously objected to the accord, but the insurer settled with Bank of America last July. A lawyer for the objecting investors did not immediately respond to requests for comment. Bank of America spokesman Lawrence Grayson declined to comment. Bank of New York Mellon was not immediately available for comment. The $8.5 billion accord is separate from Bank of America’s $16.65 billion mortgage settlement last August with federal and state authorities.
Sony plans to launch virtual-reality headset in 2016 SAN FRANCISCO - Sony plans on putting its virtual-reality headset on the market next year. The gaming and electronics company announced Tuesday at the Game Developers Conference that its VR system nicknamed Project Morpheus will debut in the first half of 2016. Sony Corp. originally unveiled a prototype of the headset at last year’s gathering of video game developers. The headset works in tandem with Sony’s PlayStation 4 console and camera by covering users’ vision and simulating virtual worlds on screen. Sony flaunted an updated version of the VR headset prototype at Tuesday’s event. While it largely resembles the prototype introduced last year, the new version redistributes weight toward the back of the user’s head and features a screen that can slide back and forth to accommodate eyeglasses. The new prototype also features a larger 5.7-inch (14.5-centimeter) OLED screen that displays nearly a 100-degree field of view and is capable of rendering imagery at up to 120 frames per second.

Gayle admits possibility of Test retirement
Chris Gayle has played less than half of West Indies’ Tests over the last five years
West Indies opener Chris Gayle has raised the possibility of retiring from Test cricket if his fragile back cannot cope with the increasing workload in a crammed cricket calendar. Despite previous comments on the format, Gayle made clear that he was still passionate about playing Tests but said that he would assess his future immediately after the World Cup, when he sits down with WICB officials. “I do [feel passionate about playing Test cricket], to be honest with you,” Gayle said in an interview with Digicel Cricket, in Perth on Tuesday. “It is just that lately this back problem has kind of pushed me away a bit from Test cricket. To be able to go five days, it has been tough. I haven’t sorted my situation yet, which is the back problem. That is another concern ... because I’ve been playing cricket straight on the road and really didn’t get a chance to spend the time and give the back as much time to heal.” Gayle then spoke about his reluctance to go under the blade. “People say surgery but they say once you have surgery on your back basically your career can be over,” Gayle said. “It would never be the same as well. Lot of thinking then.” Asked if there was a chance of him retiring before West Indies’ next Test engagement - a three-Test series at home against England in April - Gayle did not rule that out. “It is a possibility. You never know,” he said. But Gayle stressed that he would not take a big call like that in a hurry. “After the World Cup we will see what happens. Where Chris Gayle will actually head. Or you can sit and discuss and work out how we go about playing for West Indies cricket.” At 35, it is no surprise that Gayle is taking stock of the situation. As far back as 2009, he mentioned the possibility of curtailing his Test career. Having arrived in England for a Test series on the back of a season in the IPL, Gayle - West Indies captain at the time - said he “wouldn’t be so sad” if the five-day format died out in,
although he later played down the comments. He subsequently went on to become the ninth West Indian to have played 100 Tests, although he has not featured consistently in the format. Since March 2010, West Indies have played 41 Tests but Gayle took part in only 18. In the last two years he has played eight of 15 Tests, with his last match being at home against Zimbabwe in September. He could not finish that series owing to the lower back injury which also ruled him out of the Test series in South Africa preceding the World Cup. Recently Gayle and Sunil Narine declined the retainer offered by WICB. It did not surprise many considering both players are much sought after by domestic Twenty20 franchises around the world. But Gayle admitted that having a heavily packed cricket calendar in the long run cannot be beneficial for players. He agreed that having free time to spend with family and friends was crucial, something administrators had to pay attention to. “That is important. That is something they can look into for sure, to give people a bit of time back home,” he said. “This is our livelihood. This is our bread and butter still. At the same time you are going to drain yourself, you are not going to get the performances that you will normally see over the years consistently.” As an example he cited some of the West Indies players who played a whole tour of South Africa before arriving for the World Cup. “Some of the guys have been away from home for four months now. It has been tough. They played a Test series in South Africa and they leave from South Africa and come straight here . It is going to take a toll on your body. It is a tricky one.” According to Gayle, if the WICB administrators were serious, there was a way out: sit with the players, communicate and find a solution. Gayle suggested adopting a rotation system for certain players would prove to be useful.
Usain Bolt loses relay race

Tracey ran the leg of his life to hold off Bolt, winning in 38.23 while Racers Lions had to make do with second place in 38.29. Royal St. George’s to allow women One of the three clubs used for the Open Championship with a male-only membership policy has voted to allow female members for the first time. Royal St. George’s, which last hosted golf ’s oldest major in 2011, said on Wednesday more than 81 percent of the club’s full members took part in a ballot, and 90 percent voted in favor of women being eligible for membership. “It is extremely good news going forward,” Tim Checketts, club secretary of Royal St. George’s, told The Associated Press. The rule change will take immediate effect.
Checketts said it usually takes a year to accept new male members, but the timeframe can be quicker for juniors, and that could be the case for women. The resolution to alter the rules on membership at Royal St. George’s was passed following a general meeting on Feb. 14. Royal Troon and Muirfield are the other host clubs of the Open Championship to have maleonly memberships. Troon hosts the Open next year, and has already said the club was reviewing its membership policy. The eligibility of female members in Britain’s
leading clubs was a hot topic that was brought further into scrutiny in September, when The Royal & Ancient Golf Club voted to end its male-only policy after 260 years. That club’s corporate structure, the R&A, organizes the Open Championship. Last month, seven women accepted invitations to become honorary members of the Royal & Ancient Golf Club, whose clubhouse overlooks the Old Course at St. Andrews and is among the most famous buildings in golf. Darren Clarke won the Open Championship when it was at Royal St. George’s four years ago.

Peyton Manning agrees to restructured Broncos contract Peyton Manning and the Denver Broncos have agreed to a restructured contract that will ensure Manning’s return to Denver for 2015, according to a person with knowledge of the situation, who did not want to be identified as the deal has yet to be finalized. The restructured contract, first reported by ESPN and the Denver Post, will result in a $4 million pay cut for Manning, who will collect $15 million instead of his scheduled $19 million. He will have a chance to recoup that money through incentives. Manning’s old salary would have become guaranteed if he was on the Broncos’ roster on the final day of the 2014 league year. The 2015 league year officially begins at 4 p.m. ET on March 10. The Broncos earlier this week placed the franchise tag on No. 1 receiver Demaryius Thomas to ensure that Manning’s most productive receiver remains in Denver in 2015. Manning’s salary cut should help clear some salary cap space needed to get Manning more help

The trade also wouldn’t have been initiated had the Vikings not been confident in Teddy Bridgewater, the first-round draft pick who took over as the starter in the third game of last season after Cassel broke his left foot. Cassel spent two years with the Vikings, taking over in 2013 after Christian Ponder struggled to keep the job. Cassel’s production was up and down, with a total of 14 touchdown passes and 14 turnovers in 12 games, but his experienced, encouraging presence was valuable to have around while Bridgewater got his career going. That’ll be the goal for the Bills, too, with Cassel starting his 11th NFL season and EJ Manuel still in the developmental stage. This was their “Plan B,” after a failed bid to sign free agent Josh McCown last week. McCown instead chose the Cleveland Browns, who gave him a three-year contract.
