his past week has been a deadly one for the Turks and Caicos with three people, including two females, losing their lives in horrific fashion. Murder accounted for one of the deaths, the second was as a result of an apparent suicide and the third a road fatality. In addition, a car, while parked in Grace Bay, was destroyed by, and there were two other incidents of motor vehicle accidents where occupants barely escaped with their lives after their rides were overturned. The dead are identified as Dieula Jean, Crisanto Ramos, a Philippines and Naomi Adrian, a 22 year-old nation of the Dominican Republic. Jean was stabbed to death on Monday, May 25, 2015, by a man with whom she had an altercation in the Dock Yard in the Kew Town area. Members of the Haitian Community identified him only as “Biad Alcibiad” of the community. Reports reaching The SUN are that Jean and Alcibiad shared a sexual relationship, which appeared to have gone bad. It unclear as to what caused the incident, but when police arrived, they saw the lifeless body of the woman lying in a pool of blood in a house. The man was missing. It is understood that persons in the area assist the accused to escape the scene. However, a police source said that it appeared that the man was in no mood to elude the authorities, as he was picked up by investigators at Sweet Ts - the popular fast food outlet downtown Providenciales, the same day. At press time he was not charged. Meantime, the SUN

PARKED CAR CATCHES FIRE: This flame-engulfed car drew dozens of curious onlookers on Friday, May 22nd, 2015, near the Ports of Call plaza in the tourist belt of Grace Bay. Its driver said he left the vehicle parked in a parking lot, only to learn that it later caught fire. It is unclear as to what triggered the blaze which was put out by members of the fire department, who arrived on the scene a short time after 911 reportedly receiving the report. The firefighters were, however, unable to save the vehicle. understands that Ramos, a bartender at Beaches Resort and Spa, was found hanging from the ceiling of his Grace Bay apartment sometime Tuesday, May 26, 2015. While the police suspected suicide, they are still carrying out investigations to see where it takes them. Naomi Adrian, a waitress at La Familia nightclub on Providenciales, was killed on Friday, May 22, 2015, after the car in which she was a

passenger and driven by her boyfriend along the Leeward Highway in the vicinity of Caicos Lodges, apparently got out of control, slammed into a wall before hitting a parked car. When first responders arrived on the scene, they spotted Ramos’ lifeless body outside the vehicle, fuelling speculation that she was ejected on impact. She was pronounced dead shortly after.

Leading up the fatal incidents, on Friday, May 22, 2015, two cars were totaled in the Grace Bay area in separate incidents almost simultaneously. In one incident, a car was seen engulfed in flames in the vicinity of the Ports of Call plaza. The incident befuddled a number of onlookers, including the driver, who said he parked the vehicle at the spot, and was surprised to see it on fire. The fire department, which was called to the scene, extinguished the blaze. No one was hurt. At press time, the derelict vehicle, which has become an eyesore in the tourist belt, was still at the scene. While at the car-burning scene, reports reached first responders that a car had overturned just up the road near the golf course. When the police, the fire department and the Emergency

Management Services (EMS) reached the scene, they saw a badly mangled car in the bushes on its roof. The fire department was force apply the Jaws of Life to cut the lone male occupant from the vehicle in full view of dozens of onlookers. Though dazed, the driver refused to be carried away in the ambulance, but promised Emergency Medical Technicians (EMTS) that he would visit the Cheshire Hall Medical Centre that night for check. It is not clear if he actually went to hospital that night. The car was totaled. On Thursday, May 21, first responders were called to the Five Cays main road near of Club 2005, to an inexplicable accident scene. Eyewitnesses said that they saw a red SUV flipping along the road and landing on a dark green car.

Each vehicle lost one of their front tyres, and while the car appeared to be fixable, the SUV appeared written off. It is understood that the occupants in both vehicles sought medical attention. Meantime, Opposition Leader Hon. Sharlene Cartwright-Robinson on Thursday issued a press release in which she expressed concern about two recent incidents of domestic violence, including one in which a woman was doused with gasoline. She stated: “In a show of unity, the Government and Opposition worked together to ensure the passage of critical Laws that provided greater rights and protection of and for women, parents

Crisanto Ramos and children. Among these pieces of Legislation was the Domestic Violence Legislation which secured greater rights and protection and called for greater resources. Only weeks later,

we hear of two horrific acts of domestic violence which claimed the life of one of its victims.” The Opposition Leader added: “Domestic Violence remains prevalent in our Islands but these two heartbreaking acts bring it to the forefront yet again. There remain too many women who continue to stay in abusive relationships for varied reasons. The fatal incident reminds us that this is certainly a reality and I encourage women to seek help and save your selves. The new Legislation requires the provision of resources that includes the creation of safe homes. I am using this occasion to call on the Government to not hesitate in educating women and

“We are also aware of a violent home invasion which left one of our sisters battered and we are truly saddened by this event as we continue to see a serious change in the way we are used to living in our homeland. We are deeply saddened by these recent events and extend our best wishes to the victims who are recovering and then to express our deepest sympathy to the family of the victim that loss her life. Senior Sun Editor After 17 years of service, Rachel Harvey, who to many, has become the face of LIME TCI, is parting ways with the telecoms company. A source at LIME said that Harvey’s position as Marketing Manager has been made redundant, and The SUN understands that new position that of Marketing and Communications Executive has been created, interested parties, including Harvey would have to apply for it. LIME has already posted ads in local newspapers advertising the new position. The adverts appears open to applicants across the Caribbean. Harvey, when The SUN contacted her, confirmed the impending departure, which she said will be June 3, 2015, authenticating that he post was made redundant. She, however, was not prepared to discuss the matter much further, saying that she has not received any official document on her exit. “The position has been made redundant, and I will be moving on, that is a fact,” Harvey told The SUN. She revealed that the down time would give her some level of latitude to complete her book that she has begun writing some time ago. The decision has not gone down well with some of Harvey’s colleagues, who said that she has, in several years, became the face of LIME and her departure was unceremonious. They believe that Harvey should have been given the opportunity to assume the new position, and if there were areas that she needs to brush up on, provide the necessary training. “We know that LIME is undergoing Caribbean-wide restructuring in wake of their plan to take the company to the next level, but I think that those that they already have in the pool that

know the needs of their clients their pulse on customers’ needs, should be allowed to take the company to the next level, and Rachel could be one of those persons,” the colleague said.

Big boom in local real estate By Vivian Tyson

Senior Sun Editor Robert Greenwood, President of the Turks and Caicos Real Estate Association, said that the industry is experiencing a massive boom in almost all areas, ranging from land for resort development to villas and homes. Greenwood made the revelation, while addressing the Annual Premier’s Sales and Marketing Blitz news conference held at the Premiers Office on Providenciales on Wednesday, May 27, 2015, where Premier Hon. Dr. Rufus Ewing, Hotel Sector, TCI Airports Authority and the Real Estate Association representatives gathered to give feedback of the sales trip. He said that while an increase has been seen over the past several years, last year was tremendous. “It increases year-on-year in dollar volume of sales, its continuing to grow. The condo resort model is still moving along strongly; it is still one of our strongest demographics, but I think if you look at the previous year, each quarter shows significant strengthening being it land sales, being it single asset properties, which would be villas and homes, and also the condo resort model. Each one of those has shown leaps and bounds on dollar volume side,” he said. Greenwood said that unlike

like pre-2008, before the crash of the international financial sector, when buyers were gravitating towards the TCI, real estate players now have to work much harder to seal deals. “It has been hard work, the days of the easy and quick money in the boom days have slowed obviously. We have a very savvy intellectual buyer. They pretty much know all of the questions before they ask them, but when the Turks and Caicos is home to the best islands in the world half of our job is done,” he said. Greenwood, who reveled that the Real Estate Association did not make last year’s trip, said that the Premiers’ Annual Sales and Marketing Blitz was an eye-opening experience for him, adding that the sector now needs to develop a plan as to how it plans to educate those who sell the real estate industry, so that it can be more productive. “We have had a number of investors come by and developers come by. This was the first for us, so it was very interesting to see what the format was and how we could work with the Hotel Association and one of the things we have to realize is that we are all connected. Each and every one of us in every industry in the Turks and Caicos, we are all connected, and to work together is really the key,” he said.

Robert Greenwood He added: “I have noticed some very significant areas that we, as an association, can now focus on, working with and talking to a lot of the travel professionals that were there. We can certainly see that there is a level of education we need to provide to help them explain to their clients, who they are already selling to, what the real estate sector does and how the system

works here. I think that is key for us in the Real Estate Association and the entire real estate sector. “Certainly, it is going to make a significant increase in potential sales purely because we are reaching out to somebody and educating somebody, who is already selling the Turks and Caicos Islands, they just need to know a little bit more about our sector, and I think that is going to be a huge change. The format that we went through is fantastic.” He said that now that the Real Estate Association has experienced what the Sales and Marking Blitz entails, it would be better prepare for next year. “Next year is going to be even better because we know the format, we know how to introduce developers who were there, who came from New York and Dallas. So, from across the entire spectrum, from developers to investors to second, third, fourth vacation homeowners, for us at the Real Estate Association, it was a resounding success, he said. In the meantime, Greenwood said the boom in the real estate industry has to do with a combination of the work done by government, the Turks and Caicos Islands Hotel and Tourism Association, the Turks and Caicos Islands Real Estate Association, the TCIAA and other stakeholders.

Man charged in Scotiabank deposit robbery One man who police believe to be among a duo of bandits that ambushed a security officer who was about to make a cash drop of at Scotiabank Cherokee Road Branch in Providenciales was charged by the police and taken before Chief Magistrate Clifton Warner on Thursday, May 28th, 2015, to face the charges. Samuel Augustine was charged with shooting with intent and attempted murder arising from the incident. When he appeared in court, represented by Guy Chapman, Magistrate Warner transferred the matter to the Supreme Court in Grand Turk for a July 3 sufficiency hearing date. The guard, Calvin “Monty” Lightbourne, who was shot three times, was treated at the hospital

and subsequently released. The Royal Turks and Caicos Islands Police Force said that a security officer went to the bank on May 15, 2015, to make a deposit from one of the country’s top supermarkets, and shortly after he alighted from the vehicle, armed peppered him with bullets, forcing him to take evasive action. The police said that the security officer, who is an ex-police officer, was robbed of an undermined sum of cash. They said that the gunmen shot him in the leg and abdomen in t he process. The security officer, the police said, managed to return the fire before jumping in his vehicle and driving himself to Cheshire Hall Medical Centre. It appeared that there was an exchange of

close to two dozen shots between the gunmen and the security officer as indicated by police forensic markers. Augustine was picked up not long after the incident, and was kept in custody ever since. He was charged late Wednesday, May 27, 2015. The police are still asking members of the public who may have information on the accused and the other man to come forward and provide them with information, saying that any information given will be kept in the strictest of confidence. The police are advising the public that if they are comfortable with give the police info, they can call Crimestoppers, which is answered in Miami-Dade, Florida.

European Union recognises huge improvement in TCI public finances The Turks and Caicos Islands (TCI) government has significantly improved the performance of its Public Financial Management (PFM) according to a leading European Union (EU) assessment, it was announced today, Wednesday, 27 May 2015. The TCI’s 2015 Public Expenditure and Financial Accountability (PEFA) assessment showed substantial improvements across a range of indicators since its previous assessment in 2011. The PEFA assessment is widely used by the World Bank and EU. “The timing of this announcement could not be better in bolstering our nation’s rapidly improving financial

reputation,” said Minster of Finance Washington Misick. “We are also due to have our annual credit rating assessment by Standard & Poor’s in the next few weeks, so the news that we have made such significant improvements in public financial management I am sure can only benefit us in the longer term.” The PEFA assessment examines seven key areas known as indicators, each with a number of sub areas known as dimensions. The TCI’s improved performance saw it increase its top rated A grade dimensions from 12 to 30, and its B grade dimensions from 17 to 20. These increases saw dramatic improvements

from the C and D grades which fell by the same amounts. The indicators include: Credibility of the Budget; Comprehensiveness and transparency; Policy-based budgeting; Predictability and control in budget execution; Accounting, recording and reporting; External scrutiny and audit; Donor Practices. This repeat assessment of the TCI was commissioned by the EU as part of its preparations for providing up to €14.6 million in direct budget support to the education sector under the 11th European Development Fund. PEFA assessments are intended to serve as a common information base for dialogue between participating governments and development

partners. The PEFA PFM Performance Measurement Framework (PMF) is one of the elements of the Strengthened Approach to supporting PFM reforms developed by the World Bank, the European Commission and other development partners. This Approach has three components: (i) a country-led PFM reform strategy and action plan, (ii) a coordinated programme of activities financed by development partners which supports and is aligned with the government’s PFM reform strategy, and (iii) a shared information pool. The PEFA PMF assessment constitutes the third component.

David Bowen leaves Culture Department Director of Culture David Bowen is leaving the Department of Culture but will remain in the TCI despite several overseas offers. Bowen, who was recently honoured by a number of his former students in Japan, some of whom have gone on to lead orchestras, has a few more weeks remaining with the Culture Department. Asked why he has decided to leave, Bowen said he was not prepared to get into the details at this time, but insisted that it was a cordial separation. In addition to overseas employers trying to lure Bowen, The SUN understands that several resorts locally are also trying to get him on board. Bowen has always described as an overworked individual, who has eliminated the work ‘no’ from his vocabulary when asked by anyone to share his rich cultural knowledge, most times on a voluntary basis. Bowen also visited schools on a regular basis to impart cultural knowledge to students and what they need to do to preserve it. Bowen has been regarded as a fierce advocate of the sustenance of the Turks and Caicos Culture, while believing that it can co-exist with other cultures that have migrated to the TCI up to recently. Speaking in the House of Assembly on May 14th, she said: “I bought into the vision in 2004 when the Law was passed to introduce the Commission. I believed like the Government at the time that it was the best vehicle to achieve more in the preservation and protection of our culture. This is one of the things I thought that the Opposition and the Government would have worked on together following the Interim Administration when it was abandoned. I thought that we would together bring life to this Legislation and allow for the greater involvement of our people through a Commission. So much more can be achieved with a Commission.” The Opposition Leader said

when she brought the Private Member’s Motion in 2000, the Department of Culture was established first under the Tourist Board. “At that time I studied the Jamaica’s Commission and observed how much they are able to achieve as a Commission. They have achieved so much as a Commission. I heard the Minister say that there are benefits to it being a statutory body and yes that is true. I am still wondering then what is the thinking behind why this Government wants to abandon the use of this vehicle. I supported the vision then and I support it now. I believe the Commission should be revived and not dissolved. It is always better to involve more people in the preservation and protection and the Commission does this.”

More signatures against the appointment of Mr. Robert Schuster as a Judge of the Supreme Court An additional 47 signatures have been delivered to His Excellency the Governor against the appointment of High Court Judge Robert Shuster and there is on-going concern as more persons are supporting the Petition, says attorney Courtenay Barnett the spokesman for and on behalf of the Petitioners. Barnett told the SUN: “I have been asked by a number of Petitioners to raise in the public domain points of concern which have arisen, namely:1. Despite all best efforts to find the Gazette in which the appointment of Mr. Schuster was published, neither the Gazette office nor my personal searches have been able to find any publication of the appointment in the Gazette. 2. Point 1 above, has legal implications, because the Interpretation Ordinance sections 3 and 26(1) on an accurate reading requires the Gazette publication because of these words:- s. 26(1) “All subsidiary legislation made under any Ordinance or other lawful authority and having legislative effect shall be published in the Gazette…” And section 3 of the Interpretation Ordinance has a definition of “ subsidiary legislation” which encompasses the Governor’s instrument of appointment of a Judge.” Barnett said the issue is not that His Excellency does not have the lawful authority, but that for the appointment to be lawful, there has to be compliance with that which the law stipulates to make the appointment lawful. No more or less is required because this, in essence, complies with the upholding of the Rule of Law. “ If one were to consider and compare a recent precedent, then in the current SIPT cases, the re-appointment of Mr. Justice Harrison was first Gazetted before Mr. Justice Harrison sat on the Bench, thus the same procedure for lawfulness had to have been followed with the appointment as a Supreme Court Judge of Mr. Robert Schuster,” Barnett added. “Since His Excellency signed an instrument of appointment on the 27th February, 2015 with a commencement date of 1st March, 2015 and the appointed Judge is presently sitting and deciding cases, then does this fact in and of itself make the Judgements and Decisions made since 1st March, 2015 in accordance with that of a lawfully appointed Judge ( i.e. in the sense of compliance with s. 3 and

High Court Judge Robert Shuster more particularly, s. 26(1) of the Interpretation Ordinance)?” Barnett continued: “ Since s. 19(2) of the Constitution requires the giving of reasons for Decisions made by persons acting on behalf of the Government, namely, the Judicial Services Commission, then having regards for the wording in the Constitution:- “Every person whose interests have been adversely affected by such a decision or act has the right to request and be given written reasons for that decision or act.” the following problems arise:The Petition was one of the 30th January, 2015, well in advance of His Excellency signing the 27th February, 2015 instrument of appointment for Mr. Robert Schuster to preside as a Judge of the Supreme Court of the Turks and Caicos Islands, thus the Judicial Services Commission had to have been aware prior to the appointment of the facts contained in the Petition complaining about Mr. Schuster. Once the Judicial Services Commission became aware of the concerns expressed they then were in the ambit of section 19(2) of the Constitution and were and still are affixed with a duty to give written reasons.

Since it appears that the appointment to the Bench is inchoate and apparently not lawful in the context of section 26(1) of the Interpretation Ordinance, then His Excellency in the public interest is not only free to assist in ensuring that there is compliance by the Judicial Services Commission with the stipulation and duty imposed upon the Commission to provide written reasons – but – can himself reconsider the need for appointment of a Tribunal and ultimately give reasons as to why or not a Tribunal is/is not appointment to investigate the appointment in discharge of a duty imposed upon His Excellency by section 85 (7) (a) of the Constitution. Surely, points 1 to 5 must provide any fair-minded and/or reasonable administrator with manifest cause so to do? “ The petition against Shuster made mention of his previous rulings, including a 2010 sentence in which he ordered two teenage boys in Tonga, where he was a judge, to be whipped. The petition states that Shuster is “unacceptable to the people of the Turks and Caicos Islands to be appointed a judge of the Supreme Court”, noting that he was condemned by Amnesty International for inflicting cruel and inhumane punishment. It also noted: “Whereas as lawyers we all confirm our unequivocal respect for law and order, none of the undersigned have any desire to afford Robert Shuster the opportunity for significant judicial compromises on the Bench in these islands, nor are we prepared to have order without the law being competently and humanely applied in the Turks and Caicos Islands.” The petition also added: “We the undersigned, all lawyers who are Belongers and practise law in the Turks and Caicos Islands, draw the following to the attention of His Excellency Governor Peter Beckingham. It is unacceptable to your humble petitioners and to the people of the Turks and Caicos Islands generally, that the Judicial Service Commission could make a decision to appoint to the Supreme Court of the Turks and Caicos Islands a person whose proven record does not confirm in the public mind the requisite competence and judicial composure to administer justice in the Turks and Caicos Islands in the 21st Century.” The petition was sent to Governor Beckingham, Chief Justice Margaret Ramsay-Hale and Attorney General Rhondalee Braithwaite-Knowles.

Provo Heroes Day celebration exceeds expectation By Vivian Tyson

Senior Sun Editor The Annual Providenciales National Heroes Day Motorcade and Festivities staged on Monday, May 25, 2015, generated hundreds of persons to the point of stunning the organizers. No fewer than 400 vehicles took part in the afternoon event, starting at Butterfield Square Downtown Providenciales before moving into the different settlements before journeying along the Leeward Highway to Grace Bay before returning downtown via Lower Bight. Back downtown in Butterfield Square, individuals gathered where they danced to local music, blaring from a disco strapped unto the bed of one of the float trucks. A number of current and past political officials were on hand to participate in the event, among them Premier Hon. Dr. Rufus Ewing, Finance Minister Hon. Washington Misick, Opposition Leader Hon. Sharlene Cartwright Robinson, Opposition Member Hon. Josephine Connolly, former Premier Michael Misick and former finance Minister Floyd Hall. Premier Ewing explained that he started that day in Grand Turk at the civic ceremony honouring our lone national hero JAGS McCartney, which was great, before showing his support at the JAGS McCartney Relays, also

Connolly was also one of the monetary supporters of the event, providing, among other things, refreshment and a Junkanoo band. “I spoke to my nephews and my nieces, and I told them that we need to come up with something. Therefore, we came up with this great idea to have a Junkanoo band. I am very happy with what we have seen. “I believe in helping, and I realize that there are people on the float truck that needed some water, so we stopped at IGA and got some water. I do it all the time for church groups when they are cleaning up. I knew this was going to happen so I thought ahead,” she said.

Pastor Bradley Handfield pens ‘The Adventures of Auntie Fannie, Mattie and the Talking Potatoes’ By Vivian Tyson

Speaking at a news conference at his office on Wednesday, May 27, 2015, Pastor Handfield said that the official launch of ‘The Adventures of Auntie Fannie, Mattie and the Talking Potatoes’ will be held at the Gustarvus Lightbourne Sports Complex in Providenciales on June 2 at 10a.m. He said that the book a character named ‘Auntie Fannie’ her pet cat named ‘Mattie’ and bunch of potatoes that talk, how she meets them and how their relationship unfolds. The book is already available for sale at the Unicorn Book Store, also online at Amazon and Barnes & Noble. He said the book was penned with 8 to 11-year-olds in mind, but said that children at the International School of the Turks and Caicos Islands and the Community Fellowship Center, which he had readings, said they loved it. “We want to get the book into the gift shops in Providenciales and Grand Turk and the other islands because there is a souvenir element to it. We have pictures in the book with some persons who are wearing T-shirts that say, ‘I love Turks and Caicos’. And also a Turks and Caicos flag is featured on the book, so persons coming the island can purchase it as a souvenir item to take back to their countries,” he said. Published by Partridge Publishing, Handfield said that the book is the first in a series that he plans to pen. He said that it took him almost two year to complete ‘The Adventures of Auntie Fannie, Mattie and the Talking Potatoes’, according to Handfield, was influenced by his upbringing. “I grew up in Bottle Creek, North Caicos. I grew up at a time when we didn’t have electricity, in fact, we got electricity when I was 12 years old. And so, for the most part of my live spent in North Caicos, our past time was storytelling. We would sit around in the evenings when it was dark,

But then I began to run out of stories, and I have to tell the same stories over and over. And so, the idea came to me that I should write my own stories and not just share them with my children and the Turks and Caicos Islands but indeed the world,” he said. My fellow Turks and Caicos Islanders and residents alike, 1st June, marks the beginning of the 2015 Hurricane Season. In light of this, one of the most serious obligations we have as a Government is the protection of our people in the face of potential disasters. As Minister responsible for Disaster Management I have again placed preparation for 2015 Hurricane Season at the top of my agenda. I support the efforts of the Department of Disaster Management and Emergency to continue to lead the efforts ensuring that adequate preparedness, mitigation, response, and recovery mechanisms are established to counteract the impact of natural and man-man disasters. I therefore urge all residents to take action to minimize their risks and vulnerability by planning ahead to reduce the chances of injury to self and damage to property, business and the environment. The Department of Disaster Management and Emergencies, in keeping with its mandate and mission, will collaborate with local, regional, and international agencies to provide the highest standard of assistance in the event of a hazard or natural disaster. We will continue to work with our local and regional partners to support Disaster Risk Reduction

for our residents and we will advise you on all risks, impending storms and disaster preparedness through public radio and all available media outlets. I call on all residents to take the necessary measures to protect their homes and families in the event of a storm. These measures include, for example, updating insurance policies and developing a Family Disaster Plan. Preparations should also incorporate strategic planning for the safety of the elderly, infants, disabled, and also your pets. Please ensure that you have all necessary resources available including, but not limited to, food, water, medications, and shutters. Remove all debris and ensure that your property is free from any potential flying objects. Secure important documents and keep important numbers readily available. I once again appeal to you to prepare, because preparing is not an option, it is a must; and it is the only thing we can do to reduce the impact of a disaster. Do not be caught off-guard. Remember Disaster Preparedness is everybody’s business. God bless you and God bless the Turks and Caicos Islands.

Ambulance service is like a circus, says former worker Former Emergency Mecial Services (EMS) emergency Medical Technician (EMT) Tito Seymour said the working conditions at the ambulance service are akin to a circus. Seymour, who worked for EMS a little under three years, complained also that after leaving there in April, he was yet to receive monies owed to him. “I resigned; the reasons being that I thought that a lot of things were not professionally taken care of, or weren’t addressed. We never had proper pay stubs, never any proper breakdown of our pay, the work-based conditions were deplorable, still is; the guys there have no place to decontaminate themselves. It was just a big circus to me,” Seymour said. Seymour believes that the EMS and the department under which it falls were not being run professionally. “I thought a government entity would be run more professionally, so I decided to resign. I pointed this out in my resignation letter, and because of that, EMS, the Ministry of Health or the Treasury or whoever it might be, decided not to pay me. The resignation effective as of the 5th of April, and I have not been up to today, and I have sent emails from my direct supervisor up to Nadia Astwood, who has been ducking me, who has been ducking the entire situation. I spoke with the Permanent Secretary (for Health) Wesley Clerveaux, he has also been giving me the runaround,” he said. He said that functionaries in the Ministry of Health are upset with him because of a News4 interview he did recently. He said the interview was the reason he pay was being withheld. “I guess them not paying me is out of spite. But I will continue to speak out,” Seymour said. Asked how much he was owed, Seymour said: “Well, I am not going to get into that on camera. They need to figure out how much they owe me because I know what they owe me. They need to figure it out and give it to me in black and white.” Seymour said that he asked on many occasions what level of insurance coverage do EMS workers have, but have been getting the runaround. “Several times. I don’t know what it is now. “I asked Wesley Clerveaux a few weeks ago and he told me it wasn’t my business, it was the business of the Turks and Caicos Government. I am sure it has to be third party because the red ambulance – the only ambulance that is in operation – is outdated, so it has to be third party insurance. It is over five years old, so no insurance would give it comprehensive insurance or ambulance insurance,” he argued. He assured that he would not rest until he is paid what is owed to him.

Hon. Dr. Rufus Ewing says the Premier’s Tourism Travel and Sales Blitz that is in partnership with the Office of the Premier, the Hotel and Tourism Association, the Tourist Board, the Ministry of Tourism, the Real Estate Association and the Chamber of Commerce who were all participants on the most welcomed, was a well received successful road trip. The team did an undaunting task of visiting six cities in five days. We called our selves Team TCI for the event and we were really out promoting the destination. We were working together. Our initiative was not to go to the cities and promote a particular hotel, a particular attraction even a particular island. We were promoting Turks and Caicos as a destination a country as a whole and everything that we had to offer. The video shows that the highlights were mainly about the cultural aspect, the heritage, the friendliness, the warmth and the beauty of the destination as oppose to anything individual, and that is one of the unique aspects of this whole initiative. Nobody has done this before and this is our second year and we received a resounding feedback everywhere we went, that this was one of the most imaginative, creative, unique and quite frankly comfortable and fun atmosphere that anybody had attended.” Whitt said that all of the participants were overwhelmed with their warmth, friendliness, unity and so forth and she thinks that it made an enjoyable experience for all of them. It also gave an opportunity to open their minds to different aspects of what the country has to offer. MASSIVE SUPPORT FOR PROVO HEROES DAY FESTIVITIES Hundreds turned out to support the Turks and Caicos Islands National Heroes Day motorcade and festivities in Providenciales on Monday, May 25, 2015. Close to 400 vehicles took part in the motorcade, which routed from Butterfield Square to Grace Bay via Leeward Highway, returning to the takeoff point by way of Lower Bight, exiting at Suzie Turn onto the Leeward Highway. The motorcade also passed through the downtown settlements, including Five Cays and Blue Hills. A

large crowd gathered at Butterfield Square after the motorcade, where persons, including Premier Hon. Dr. Rufus Ewing, Finance Minister Hon. Washington Misick, Opposition Leader Hon. Sharlene Cartwright Robinson, Opposition MP Hon. Josephine Connolly and former Premier Michael Misick mingled and rocked to indigenous music. Some TCI indigenous foods were also on sale. Three children walked away with a laptop each, sponsored by Donald Metellus of the Haitian Community.

FortisTCI scholarship recipient TeAndra Thomas graduates with a Bachelor’s Degree in engineering Congratulations to 2009 FortisTCI Scholarship recipient TeAndra Thomas, who after five years of intense studies abroad, has attained her Bachelor of Engineering (B.Eng.) from Memorial University of Newfoundland. TeAndra is now the third scholarship recipient of the Company to complete an engineering program at the university level, embarking upon a long-term career with Fortis. Ready and excited to resume work during the first week of July 2015 with her new accolades, TeAndra shared some of her thoughts on this chapter of her life. She said, “This experience is one I will carry with me for the rest of my life. It has played a formative role in my

growth and maturity; ultimately it has made me a better, stronger and more determined person. Not only has it changed my life but it has afforded me the opportunity to impact the lives of others especially in the Turks and Caicos Islands. I wish to thank my family for their love and support throughout this journey and FortisTCI for the opportunity to realize my academic pursuits.” The graduation ceremony will take place on Thursday, May 28, 2015 at the MUN Arts and Culture Centre in Newfoundland. TeAndra will be surrounded by family and friends as she is presented with her diploma. What makes this achievement even more special

is that TeAndra studied with a concentration in mechanical engineering, traditionally a male dominated field. At the young age of 23, TeAndra is now the first known female mechanical engineer from the Turks and Caicos Islands. The FortisTCI family applauds TeAndra and looks forward to her safe return home where there is no doubt she will continue to excel as a professional engineer with the Company. It was overwhelming for me as the Minister of Tourism in the Turks and Caicos Islands; overwhelming in the sense that I see why they choose us many times for the number one beach in the world. I saw why they choose us the number one island destination in the world. I see why they choose our spas here on this island a few times as number one in the world.” The Tourism Minister said the 2015 road trip was different from the first one because of that video that showcased the country. “People were able to see and experience and you could hear the reaction of the people as the watched the video in the room; from travel agents who sold destinations for many years and were able to watch that video and then see it come to life was even more motivating for them to be able to go and sell our destination again for us. Big Red Chair In Grace Bay Area By Todeline Defralien The Grace Bay area of the Turks and Caicos Islands has a huge attraction which is a Big Red chair. Hope LeVvin, aged 22, who was raised in TCI since age of 5 months gave the Turks and Caicos SUN a little more insight on this tourist attraction. “I’ve been very fortunate that kite boarding has allowed me to travel a lot in the last few years. I saw a huge chair when I was in North Carolina for an event and right away I knew we had to have one in the Turks & Caicos! The chair was built by my brother Agile LeVin and painted by a crew of wonderful volunteers,” she said. “The Big Red Chair wouldn’t have been built without the support of Ken Adams and the Do It Centre and at Wind Vibes we’re so grateful that he was excited to support the project. The Big Red Chair is going to have a long life in the Turks & Caicos. This will be the 9th Wind Vibes event and believe it or not, Wind vibes is actually the longest running kite boarding event in the Caribbean region and one of the longest running in North America.”

Big Chair In Grace Bay- Hope Levin and Do It Centre LeVin said that what sets Wind Vibes apart from other events is the fact it’s an amateur event. She added: “There isn’t prize money, just gifts, and so the event is really about loving and enjoying water sports. The winning team will choose which local charity will be the beneficiary of the 2015 Wind vibes Charity Challenge. This is the second year they will be doing the Challenge. Impressive business for craft vendors at Provo Heroes Day event By Vivian Tyson

Senior Sun Editor Craft vendors on Providenciales are singing the praises of National Heroes Day motorcade and festivities organizers after all their Turks and Caicos T-shirts and flags were sold out. Many persons searching for TCI flags and certain T-shirts last in the afternoon could not find any with the vendors because earlier there was a mad rush by patrons to purchase them in time for the motorcade and downtown get-together. Some persons purchased shirts and flags for their entire family, some numbering up to nine. Some single individuals purchase as many as eight flags to deck their vehicles. When some vendors learned of the

motorcade and other activities to take place on Providenciales, they moved their merchandise to Butterfield Square, Downtown Providenciales, which was the assembling point for the motorcade and after party; that business decision they came to love. Comaneci Handfield, one of the vendors who told The SUN that she was one, who moved her stall Downtown Providenciales and were sold out, revealed that the rush on vendors for local products caught all of them by surprise. “I am a vendor at the market, and if I had a tourist that came tomorrow looking for a TCI flag I wouldn’t be able to sell them a flag because there would be no flags on island; the island is out of flags. Normally I would stock up on flags, shirts and caps and so on,

Miss Moonies Back in Action!! By Brandy Laporte Miss Moonies has reopened under the new ownership of Emiliene Jean Louis and Lucson Louis Missick. The couple is currently renting the location and this includes pool access. Jean Louis and Louis Missick, Haitian residents of the Turks and Caicos Islands, reopened and transformed the old Miss Moonies into Moonies Taboo Bar and Grill. The meals served are a mixture of a Caribbean Cuisine and pub food. Jean Louis says, “There is a wide variety selection of foods which create a little something for everybody.” The Bar is large and equipped with a large amount or beverages both alcoholic and nonalcoholic. Moonies grand opening was held on Friday, May 15th.

Jean Louis says that she is not only providing a safe eating environment but also a fun atmosphere for people to hang out and enjoy themselves. Jean Louis says she will be hosting weekly events at her restaurant to keep her customers happy such as ‘Fish Fry after Parties’ on Thursdays’ featuring local Haitian dj, Dj Success. She is also hosting pool parties on Fridays and different themed parties every other Saturday. Hotel worker jailed for stealing Secret Service phones on Obama Jamaica visit

A 28-year-old hotel employee was given a nine months jail sentence after he was found guilty of stealing more than a dozen phones used by the United States Secret Service during the visit to Jamaica by President Barack Obama, the Jamaica Observer newspaper reported Sunday. It said that the arrest of Christopher Green one day after Obama left here on April 9 was kept out of the public until he appeared in court last Monday where he was sentenced to nine months’ imprisonment. But the newspaper said that the sentence was suspended for two years, meaning that Green will not serve the time unless he commits a crime within the two years, for which he could be imprisoned. “He didn’t know what he was doing,” attorney CJ Mitchell said in asking the court’s mercy for his client.

A number of phones were purchased for Obama’s security personnel for the visit. At the end of their duties in Jamaica, the Secret Service agents left the phones on a table in the room which was locked up. The room was supposed to have remained off bounds and the phones kept secured until April 11 when US Embassy workers would collect them. The phones were picked up, but an inventory later discovered that 15 of them were missing. Police later said eight of the 15 phones were recovered, three from Green’s mother and five from his coworkers.

I was told at that point that my baby would not make it,” Phakira said. “I was devastated to know that so long I had been trying to have a baby and when I finally got pregnant and gave birth I would have to lose my baby. Why? This was so unfair.”

Minister of Foreign Affairs Fred Mitchell signed the accession documents on the margins of the 18th Meeting of the Council for Foreign and Community Relations (COFCOR) which ended last Friday. Under APIS, advance passenger information is data provided to the Joint Regional Communications Centre, prior to the arrival and departure of an aircraft or vessel at each port of entry in participating member states. That information includes a complete list of crew and passengers on board and their biographic data, and carrier information. APIS came into effect in 2007 in Antigua and Barbuda, Barbados, Dominica, Grenada, Guyana, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines and Trinidad and Tobago. Trinidad and Tobago’s Prime Minister Kamla Persad-Bissessar recently called on CARICOM to give more teeth to APIS as part of a wider effort to increase the region’s security.

Deputy Police Commissioner Glenmore Hinds testified at the Tivoli Commission of Enquiry that it was possible that Christopher ‘Dudus’ Coke and his cronies were aware of when the police would launch their operation to apprehend him. Hinds, who was responding to questions from Commission Chairman Sir David Simmons, said police intelligence suggests that it was rumoured when the operation was to have started. “See, my speculation is not so stupid after all,” Simmons said in response to Hinds’ answer. Responding to another question, Hinds said he wouldn’t doubt that Coke could have got information on the operation from the police as criminals seek information within the force in the same way that the police seek to get information from gang members. However, when questioned by commission member Professor Anthony Harriott on whether Coke was assisted by police to flee Tivoli Gardens on May 24, 2010, Hinds said he had no such information. Hinds testified that the intelligence was that Coke was in Tivoli Gardens when the operation to apprehend him started, adding that injuries to

members of the security forces caused the delay in covering the ground to get to him. Four primary school boys charged with rape Four primary school boys are to reappear in court on July 17 after they were charged with raping a 12-year-old student earlier this month. IDB approves $27million for Haiti The Inter-American Development Bank (IDB) says it has approved a US$27 million grant to help modernize and improve the management of Haiti’s road and ports, key sectors that are fundamental for the country’s economic development and integration. The grant is the second in a series of three programmatic Policy Based Grants (PBGs) that provide the Haitian government with budget support for policy, legal and institutional reforms of government agencies. “This grant includes measures aimed at modernizing and strengthening road sector management to improve

planning, maintenance, road safety, construction and rehabilitation of roadways. It also covers modernization of maritime sector management, including policy and legal reforms governing the country’s ports,” the IDB said in a statement. It said that these fast-disbursing grants complement other larger, transportation investment projects financed by the IDB and other donors in Haiti. “The programme will benefit both the private and public sectors by providing better transport and maritime port infrastructure, lower costs and decreased travel time,” the IDB added.

Drones under watch in Barbados

Barbados aviation authorities say they have taken note of the increasing use of drones on the island. Director of Civil Aviation Kingsley Nelson said the use of Remotely Piloted Aircraft Systems or Unmanned Aerial Vehicles (UAV), as they are referred to, present some security, privacy and safety concerns. But he said there are safety and security guidelines which currently exist to regulate the use of such vehicles and to which persons should adhere. Nelson said that the drones were becoming increasingly available

and that guidelines and processes for importation and use of these unmanned aerial vehicles were currently being reviewed by the relevant agencies. A government statement said the Division of Defence and Security, Prime Minister’s Office, The Barbados Civil Aviation Department, Barbados Defence Force, Royal Barbados Police Force, Telecommunications Division and Customs and Excise Department are among several government agencies examining the issues posed by the use of these vehicles. The Bahamas Breaks Global Standards With Jet Fuel Tax The Bahamas is breaching international standards by levying 7 per cent import duty on jet fuel, warns a report produced for the Caribbean Development Bank (CDB). Captain Randy Butler, Sky Bahamas’ president and chief executive, said that in addition to the concerns raised in the CDB report, the Civil Aviation Department also levied its own $0.07 per gallon tax on fuel. “The thing I always tell people is that in a business like this, user fees are the best way to go,” he told Tribune Business. “If you use it, you pay for it. “The Government should also be obliged to take aeronautical fees and put them back into the industry to keep it growing. That’s one of the problems. There’s not enough revenue coming in from the airports, but what money is coming in is going into the Consolidated Fund” and not back into improving aviation infrastructure. US military mistakenly ships live anthrax to labs in nine states

WASHINGTON/NEW YORK - The U.S. military mistakenly sent live anthrax bacteria to laboratories in nine U.S. states and a U.S. air base in South Korea, after apparently failing to properly inactivate the bacteria last year, U.S. officials said on Wednesday. The Pentagon said there was no known suspected infection or risk to the public. But four U.S. civilians have been started on preventive measures called post-exposure prophylaxis, which usually includes the anthrax vaccine, antibiotics or both. Former FIFA vice president Warner arrested, granted bail

PORT-OF-SPAIN, Trinidad — Police said former FIFA vice president Jack Warner would spend Wednesday night in jail after surrendering to face an arrest warrant issued at the request of U.S. authorities, who filed corruption charges against him and 13 others tied to international soccer. Warner appeared in court, where a judge read eight counts against him and then set bail at 2.5 million Trinidadian dollars, or roughly $395,000, with conditions that included he surrender his passport and report to police twice a week. Warner did not enter a plea and was scheduled to appear in court again July 12. Police said there was a delay in processing

Warner’s bail and he would spend one night in a lockup. Before turning himself in, Warner denied he had done anything wrong. The U.S. has two months to issue a formal extradition request, according to Trinidad’s attorney general, Garvin Nicholas, who said his office had been working with the U.S. Justice Department for about two years regarding the investigation of Warner, who was forced out of FIFA in 2011 over a bribery scandal. Islamic State photos purport to show unharmed Palmyra ruins

Tourists walk in the historical city of Palmyra Islamic State posted photographs online which it said were taken in the central Syrian city of Palmyra and appeared to show its ancient ruins unharmed since the hardline group seized it from government forces. Reuters was not able to independently confirm the authenticity of the photographs posted on jihadi forums by the Islamic State’s media branch. Activists in contact with people inside the city have also said there has been no damage to the UNSECO World Heritage site since the takeover. Islamic State is an offshoot of al Qaeda that has seized territory in Syria and Iraq and is the target of a U.S.-led air strike campaign in both countries. The group has destroyed antiquities in neighboring Iraq and Syria’s antiquities chief has voiced fears it might now devastate Palmyra, home to renowned Roman ruins including temples, colonnades and an amphitheatre. On Wednesday the group shot dead around 20 men in the amphitheatre, accusing them of being government supporters, the Syrian Observatory for Human Rights monitoring group said. It has said the group has killed at least 200 people and taken around 600 captive in and around the city, which is also known as Tadmur. The 10 images were published as a photographic report entitled “The ancient city of Tadmur” and showed the inside and entrance to the amphitheatre. It appeared to have an Islamic State flag flying on top of it. There were also pictures of columns and arches. A separate photo report claimed to show the city’s prison in control of the group. It included images of an entrance, cell doors, an empty single cell and collective detention room. A picture of an empty office inside the jail had an image of late Syrian President Hafez al-Assad on the wall.

Woman survives death row but apparently kills self INDIANAPOLIS — A woman who at age 16 was the youngest death row inmate in Indiana was found dead, apparently by her own hand, two years after was released from prison. Paula Cooper had pleaded guilty to murder in 1986 but a successful appeal led to her June 2013 release after 27 years in prison. Cooper, 45, died just after 7:15 a.m. ET Tuesday from a selfinflicted gunshot wound to the head, according to the Indianapolis Metropolitan Police Department. Her death is still under investigation, and the Marion County coroner’s office conducted an autopsy Wednesday. “It’s an unusual ending to a tragic case,” said Indianapolis lawyer

Quiet hurricane season expected

The federal government is predicting a below-average 2015 hurricane season in the Atlantic Basin, it announced Wednesday. Three to six hurricanes are expected to form in the region, which includes the Atlantic, the Caribbean Sea and Gulf of Mexico. An average season, based on data from 1981-2010, typically spawns six hurricanes. El Niño, a warming of tropical Pacific Ocean water, is the main factor in the quiet season, said Kathryn Sullivan, the NOAA administrator. Wind and pressure patterns caused by El Niño tend to suppress hurricane development in the Atlantic, she added. The Atlantic season officially starts Monday and runs through Nov. 30, though Tropical Storm Ana jumped the gun in early May, slamming into the Carolina coast. The peak of the season is usually in August and September. The forecast was made by scientists from the National Oceanic and Atmospheric Administration and was issued Wednesday morning at a news conference in New Orleans on the 10th anniversary year of Hurricane Katrina. As it does every year, NOAA calls for preparedness, noting that it only takes one storm to make for a bad season. UK airport expansion threatens to take out entire villages

LONDON — With its classic red phone booth, pub, and medieval church, Harmondsworth’s center looks quintessentially British. But the search for a twee English village isn’t what brings millions of people within a stone’s throw of its boundaries. The attraction is neighboring Heathrow Airport, which served 73 million travelers last year. Now Europe’s busiest airport is proposing to build a runway roughly through the center of town, leveling the ivy-covered brick walls of the Harmondsworth Hall guest house and two-thirds of its homes. A village that traces its history to the 6th century would be forever altered, and some argue even what’s left would be uninhabitable. “There’s no compensation package that would interest me,” said Neil Keveren, who chairs a local community group opposed to the expansion. “We have a historic village with buildings that go back 600 years. You cannot replace that. You cannot buy memories.” Harmondsworth is under threat because London and southeastern England need more airport capacity to meet the growing demands of business travelers and tourists. Heathrow and rival Gatwick, 30 miles (50 kilometers) south of central London, have offered competing projects that will cost as much as 18.6 billion pounds ($29.1 billion). Whichever proposal is selected, homes will be destroyed and surviving neighborhoods will have to cope with increased noise, pollution and traffic. The issue is so toxic that politicians created an independent commission to weigh the options. Government officials then postponed a decision until after the May 7 election,

A furious public relations battle has raged in advance, with placards all over London’s subway system, for example, extolling the virtues of Heathrow or Gatwick. The commission has already rejected other options, including Mayor Boris Johnson’s proposal for a new airport in the Thames Estuary. According to the commission, all three remaining proposals, including two different plans to expand Heathrow, would meet the region’s needs, though the costs and potential benefits would vary. The most expensive Heathrow project would cost twice as much and boost

He acknowledges the local impact, but said the company would offer compensation packages — even to those whose homes would not need to be leveled but who would find themselves living next to a runway. “We believe we are being fair,” he said. Record Number of Americans Give Up Citizenship A record number of Americans — 1,337 — relinquished their passports in the first three months of 2015, according to the U.S. government. That’s up 18 percent from last year at this time, according to an analysis by Bloomberg News, and nearly 40 percent of the total 3,415 Americans who gave up their passports in 2014. “It was a gut wrenching experience that I do not think I will ever be over,” former American Ruth Freeborn told reason.com. Freeborn says she is a stay-at-home mother who married a Canadian man and moved to Canada to help care for his elderly parents. She blames the Foreign Account Tax Compliance Act (FATCA) for forcing her into a decision she didn’t want to make. FATCA, which was enacted by Congress in 2010, was designed to target rich Americans who use foreign accounts to avoid paying U.S. taxes. FATCA requires that foreign financial institutions report financial accounts held by U.S. taxpayers to the Internal Revenue Service (IRS), the U.S. government agency responsible for tax collection. The United States taxes its citizens on all income, regardless of where is is earned or where a person lives. This can lead to complicated and time-consuming

paperwork that some ex-patriots complain has been made even more burdensome by FATCA. “The cost of compliance with the complex tax treatment of nonresident U.S. citizens and the potential penalties I face for

incorrect filings and for holding non-U.S. securities forces me to consider whether it would be more advantageous to give up my U.S. citizenship,” Stephanos Orestis, a American living in Norway, wrote in a March 23 letter to the Senate Finance Committee. “The thought of doing so is highly distressing for me since I am a born and bred American with a love for my country.” More than 7 million Americans live abroad, according to the IRS. Michael Kors posts slowest revenue growth since going public Michael Kors Holdings Ltd reported its slowest quarterly revenue growth since it went public in December 2011 as demand for its handbags and accessories weakened in North America, its biggest market. The number of people using the Internet is growing at a steady rate, but 4.2 billion out of 7.4 billion will still be offline by the end of the year. Despite an increase in global Internet usage and efforts to boost international Web access, some 4 billion people remain offline. Over the last 15 years, the International Telecommunication Union (ITU) has seen the number of global Internet users increase from 400 million to an expected 3.2 billion by year’s end. Along the way, however, many billions of people were left by the wayside, without access to email, texts, social media, digital maps, or even statistics about themselves. Industry heavyweights

like Facebook and Google are working to bring free or cheap Internet access to emerging markets, teaming with local ISPs or launching balloon-based Internet service. Internet.org and Google’s Project Loon are still in their infancy, but ITU announced that between 2000 and 2015, Internet penetration overall increased almost seven fold from 6.5 to 43 percent of the global population. “These new figures not only show the rapid technological progress made to date,” ITU Secretary General Houlin Zhao said in a statement. “But also

Delano Williams says that the activity that took place at the two Primary schools was about going to the schools because the foundation is really looking at and getting in touch with the youth. The foundation is trying to start training students at a young age. They are trying to get the Enid Capron Primary School and Eliza Simons Primary school on board. In the Delano Williams foundation they are looking forward to investing their money and sporting wear in the primary schools because that is where it all starts. Williams added, “You never know where they can get another next world junior champion from starting at this age and that is what we are looking at. Down in the future we are going to the high schools but for now we want to start here we

want to start here first and hopefully we can get to the other primary schools around the country.” Williams informs, “At the Eliza Simons Primary School my former school the students were not so excited probably because they just got off of their holiday I am not sure but there was not that drive I was looking for but when I got to the Enid Capron Primary School it was tremendous, it was a great experience. They really love track and field I just hope that they have someone to look up to and someone to motivate them. I am coming on the primary schools and I am looking at the facilities that they have and I am sure the government can do better than that. When I talk people criticize me, but I want them to invest in the youth, invest in the young primary school athletes, you never know where they can lead you. ” Williams says that Delano Williams Foundation is trying to get Nike to get involved in the primary School sponsoring for little kids because right now they are only sponsoring for the CARIFTA games. They are trying to draw up a contract with them for the primary schools where they get a kit every year or

every two years, or even some little spikes for them to run on the fields or on the play grounds. Williams added, “Cash is going to be really essential for them because I noticed that the schools are only getting a few things from the government, I am sure that they can do more but the Delano Williams foundation would like to come on board and would like to help the youth. The Delano Williams Foundation is sponsored by the UK Athletics, Nike and Inter-Caribbean, we want more private Companies to come aboard; like a hydration Company to come and help us out with anything you can

give we will gladly accept it and highly appreciate it. Williams informed that he was highly disappointed of the JAGS McCartney Relays based on their fitness because the athletes do no train or fit. The other islands fit and train on a regular basis while the students in the TCI run 200-300mtrs and they are on their backs tired and drinking sodas after races not knowing better. Williams advises that the government get a national coach in the island and someone to establish a track and field program for the students especially for the primary level.

Winston Quelch, Sports Officer for Grand Turk is taking the game of cricket to higher tier on the capital island, with the introduction of a booming youth cricket programme. Quelch, in his report to the Cricket Association, said that both boys and girls, with whom the game were introduced to, are not only learning to play the game but having fun as well. The following are extract from his report: “We are having a lot of fun together. Many of them are having fun while learning the sport. We have just begun teaching them how to run between wickets while using the batting pads. Some of them are fascinated with me demonstrating

the use of the batting pads, helmet, thigh pads, wicket keeping pads and gloves and especially the protective cup with the jock strap, which they find hilarious. “I also spend time teaching the sport to over 80 kindergarten kids at one of our private schools here in Grand Turk. The key is to get the sport into their system while they are still young. “I feel confident that over the next few years, as we build competitions into the schools coupled with a lot of ‘senior cricket volunteers’, passionate and committed enough to sow something back into our kids life. After all, we owe it to them. Some persons sowed the sport of cricket into our lives when we were little. Any help is welcomed.”

Cricket Association embarks on school programme The Turks and Caicos Islands Cricket Association of throwing its weight behind its youth development with special focus on schools. The Cricket Association said that it aims is not only to spread the enjoyment of cricket to the youth but also to promote the development of at the sport at national and international level, encourage the principles of fair play, and reject corruption, drugs, racism, violence, and other dangers of the sport. The Association introduced the programme in a number of schools recently with the aim that the programme will be able to catch on and develop into something tangible. The programme was introduced at the British West Collegiate. It said that 17 students from grade 6 took part; from grade 7, 19 students took part,

while from grade 8 about 21 students participated. The programme was also taken to the Community Christian academy, where 37 students from grade 3 took part. The Association said that the numbers might drop in the new term due to the preparation for the GSAT. The programme was taken to the International School of the Turks and Caicos, where 42 students from grade three took part. At Provo Christian, a total of 19 students from grades 4 to 6 took part. Fifteen students from grade six at the Oseta Jolly Primary School took part in the programme, while at the Enid Capron Primary School 15 students from grade 5 took part. The Cricket Association said that the principals from all the school visited gave great support, so were the physical education teachers. The Cricket Association said that the hard ball was introduced to British West Indies Collegiate grades

Rawle Gill, the Cricket Assocaition’s Development Officer teaches a student the rudiments of the game. 7 and 8, saying that they have seen tremendous progress. “The programme has attracted in excess of 185 boys and girls of the Turks and Caicos Islands,” said Cricket Association President Colin Sterling. “In the new term we are going to include Ianthe Pratt, possibly the Youth Centre and any other private schools that are willing to include us in their programme.” He said that Maranatha as well as TSIPS Comprehensive High were

given equipment and should have include cricket into their Physicals Education programme in the near future. “Follow up will be done in the new term. A primary school competition will be organized for May, the proposed date is Saturday 9th May, 2015,” Sterling said. The programme is led by Rawle Gill, the Cricket Assocaition’s Development Officer.
