BUTCH NOT INTERESTED IN ALEXANDRA RESORT by Hayden Boyce Publisher & Editor-in-Chief

G

ordon “Butch” Stewart, the owner and chairman of Beaches and Sandals resorts, is apparently not interested in purchasing the Alexandra Resort. In recent months there have been widespread reports that Stewart was keen on buying the property which is located next to the Key West Village (formerly) Verandah hotel, which he bought for about $100million in 2012 and incorporated into his sprawling Beaches Resort and Spa, which is the largest hotel complex in Turks and Caicos Islands. “We have not spoken to anyone about buying the Alexandria and our position remains clear: We have absolutely no interest nor have we ever had any interest in buying The Alexandria now or in the future,” a senior official from Sandals Resorts International, told the SUN. The source said the company’s rapid expansion in other destinations like Jamaica and the Eastern Caribbean makes an Alexandra takeover unlikely. “There is a lot going on elsewhere that we have to complete before spreading ourselves too thin. More than $200,000 to liquidate BAFSL By Vivian Tyson

Senior Sun Editor It cost policyholders more than $200,000 to liquidate the troubled British American Financial Services Limited (BAFSL), according to documents from liquidators, Joseph Connolly and David Walker of PricewaterhouseCoopers. The documents declared that $91,000 was directly linked to the liquidation process and another $41,000 was spent on legal fees. The document claimed that the expended $91,000 included bank fees, cleaning, rent, utilities and salaries. Additionally, $77,087 was subtracted as provision for preferential creditors The liquidators, however, defended the professional fees charged representing the liquidators, stating that the past administrators spent for more on such expenses. “Whilst it is difficult to compare different court appointments it should be noted that the cost of the judicial administration of BAFSL in 2010 cost approximately $650,000 in professional fees. The professional fees of both the liquidation and administration are less than a third of that cost,” the liquidators said in the report. The liquidator’s record shows that the bank balance after liquidation expenses as at June 12, 2015 was 2,039,274. The report stated that $98,984 was subtracted as liquidators’ fees and $77,087 as provision for preferential creditors, leaving 1,863,203 available for distribution, from which $1,861,055 were distributed to policyholders. Policyholders were given $25.45 on the dollar. From the remaining $6,043, $1,537 was distribution to other creditors at

25.45c on the dollar, leaving $611 after the liquidation process. The liquidators had initially estimated that the number of BAFSL policyholders was little over 1,700 and the total value of the claims and creditors at nearly $10M. The Financial Services Commission (FSC) in 2014 declared BASFL insolvent and petitioned the court to place it into liquidation in order to stop its financial bleeding. The court was told that the company was more than $5million in the red, and there was no sign of it changing its fortunes anytime soon. After hearing both sides of the arguments, the Supreme Court, November 20, 2014, placed the troubled financial entity into provisional liquidation, instructing the administrators to pursue a rescue path. At that court hearing the petition for winding up was adjourned until January 9, 2015 to give interested parties an opportunity to raise additional capital in order to save BAFSL, in the interim Joseph.P.Connolly and David Walker of PrirewaterhouseCoopers were appointed as provisional liquidators. The liquidators, on their return to court on January 9, 2015, informed the court that they found no viable rescue plan for BAFSL, since all major financial services across the region deemed its assets toxic. As a result, the court placed it into compulsory liquidation. The Supreme Court set March 31,2015 as the closing date for policyholders to submit claims, and according to the document, 1,392 claims with a net value of $7.3 million was made, which far exceeded the company’s assets. He document said that the BAFSL offices were kept open after

Joe Connolly January 9, 2015 and reemployed some staff, who were made redundant by the liquidation, to help process the claims. The liquidators said that the former staff, who had a great deal of experience with the policies and the policyholders, were able to handle the claims, which reduced the costs. The report stated that in early April, 2015, the liquidators circulated notification to all 1,392 policyholders informing them of the value of the claim that had been accepted, giving them 10 days to raise objections.

Objections and clarifications to the claims were dealt, according to the document, by former BAFSL staff, until the end of April, when its Leeward Highway offices were closed and all remaining staff released. From May 1m 2015, PricewaterhouseCoopers staff dealt with policyholders’ enquiries. The reports claimed that continuing technical support was provided by the actuary and the back office staff in Trinidad who maintained BAFSL’s records.

Shock at Sidney Stuart’s sudden death Taxi operators, some hotel management, sections of the political fraternity and the Abundant Life Ministries International Church family were left stunned on Tuesday, July 14th, 2015, after beloved tourism taxi driver and chef, Sidney Stuart, suddenly died. Stuart, 46, was found dead at his Kew Town apartment just after midday after he missed a tourist pickup time and calls to his cellular phone went unanswered. Acquaintances said that is was regular practice for Stuart, a member of the Abundant Life Ministries International Church and armourbearer to the church’s bishop Coleta A. Williams, to make his morning runs then go back home to rest before going back out in the afternoon to honour his pick-up and drop-off commitments. A concierge worker at Grace Bay Club Resort said that of all the drivers that the hotel deals with, Stuart was most loved, not only because of dependability, but his gentle manner to guests and understanding of tourism in general and his effort to play his part in its sustenance. “Whenever you heard of a tourist having a bad experience with one of the drivers that operate from our property, we know it was not Sidney

Samantha Williams-Glinton passes

The legal fraternity has plunged into a stage of mourning to learn that one of their colleagues, Senior Prosecutor Samantha Williams-Glinton died while at the Cheshire Hall Medical Centre early Sunday Morning, July 13, 2015. The SUN understands that WilliamsGlinton, a member of the Abundant Life Ministries International, and worked out of the office of the Director of Public Prosecution (DPP) died while preparation was being made to fly her to Jamaica for further treatment an undisclosed ailment. Williams-Glinton’s death triggered a great deal of reactions, including from the DPP, the Turks and Caicos Islands Bar Council, the Civil Service Association and the governing Progressive National Party (PNP) of which she was a member, and the opposition People’s Democratic Movement (PDM). The ODPP, which describes WilliamsGlinton as talented, beloved and fearless, said she was a great friend. “Mrs. Samantha Williams-Glinton, Snr. Public Prosecutor was a fearless supporter for the protection of women and children of abuse. She was a skilled criminal advocate - able to present even the most complex cases with a simplicity that surpassed the most experienced of attorneys. “Her work as a prosecutor allowed her to make regular successful appearances before all Courts within the Islands which included the Magistrates Court, Supreme Court and the Court of Appeal,” the ODPP said. It also said that Williams-Glinton’s

talent was wrapped up in what it described as her larger-than-life personality, high level of intelligence and her local knowledge of the people of the Turks & Caicos Islands. It also said that she handled each case with empathy for both victims, Crown witnesses and accused. “Her gift allowed her to present her criminal cases with a degree of empathy for the Victims, Crown witnesses and even defendants that only a true native daughter of the Turks & Caicos Islands could afford. She was a true mentor for us at the ODPP. Her presence will truly be missed, the memories she left will live on forever,” the release said. The Turks and Caicos Islands Bar Association depicted Williams-Glinton, who was admitted to the Bar November 12, 2004, and worked as a prosecutor from September 2007 to the time of her death, as a well-respected prosecutor. The Bar Association said that Williams-Glinton was well known for what it describes as her vivacious personality within the local community and in her capacity as a Criminal Prosecutor. “A dedicated public servant, Mrs. Williams-Glinton performed her duties above and beyond the specifics of her job description, spending countless hours preparing her cases in pursuit of Justice and the rule of law. “Mrs. Samantha Williams-Glinton was an invaluable asset to the TCI Bar Association and to the Islands of the Turks & Caicos. Her keen mind, and her brilliance in and out of the courtroom will be missed. Our heartfelt

The TCI Civil Service headed by Her Excellency Deputy Governor Anya Williams, deemed Williams-Glinton’s death as unfortunate and a loss to the civil service and the entire TCI at large. “Samantha was an ardent and devoted civil servant. Having joined the civil service at a very young age, she had a deep passion for her profession and very quickly excelled to a very senior rank within the Department of Public Prosecutions,” Deputy Governor Williams said in a statement.

The PDM added: “With a vivacious personality, her passion for life and her career was unmatchable.” Head of the party and Leader of the Opposition Hon. Sharlene Cartwright Robinson, who like Williams-Glinton is a South Caicos native, said that her passing has been a difficulty experience for her. “Having known Samantha all of her life, I find this to be an extremely difficult experience. I have very fond memories of watching her grow up on the Island of South Caicos, interacting with her as her Sunday School teacher and as an older youth in our Church and as an older youth from the South Caicos community who pursued the same profession and then as adults. “I can say as many of us have said already, that this is a major loss for us and our home Island of South Caicos which has over the years suffered some deafening blows and by extension, these Islands. Sam was an outspoken and opinionated person who let you know what she felt, whether you liked it or not. Her strong personality and confidence radiated from her. To say that she will be sadly missed is an understatement”, Sharlene Cartwright Robinson said. The PDM extends sympathy to her widower, Officer Tomiko Glinton and her parents, Sonia Greene-Williams and Colin Williams.

Blue Hills MP Delroy Williams and residents discuss issues affecting the area Blue Hills residents turned out in numbers to express their concerns over issues directly affecting them. At the top of the agenda was the escalation of crime in their community, the lack of activities for the youth, the general cleanliness of the area, the lack of jobs and the increasing numbers of illegal developments and businesses. They expressed their concerns candidly and without apology calling on the Police and the Government to address the matter of crime. The residents of Blue Hills also vented their frustrations over the lack of police visibility in the community with some accusing the Police of being a part of the problem in their community. They felt that more must be done to mend Police/People relations as the matter of trust was central to persons coming forward with tips and information. The practice of the Marine Branch to not tow boats was also raised and as a result a recent incident was shared in which it was reported that there was a refusal to help a stranded boat to safety. This invoked anger among the residents. The residents felt that the lack of activities for youth is a problem that cannot be ignored and called on the Government to review the work permits policy and to address the issues in the Labour Department as they felt that the provision of jobs would assist greatly in occupying the youth’s time. The general cleanliness of Blue Hills or the lack thereof was another highly debated topic and before the meeting was over an agreement was formulated as to how to deal with the garbage situation and also a decision made on the bluetification of Blue Hills’ beach front. Another sore and pressing issue raised was the illegal shantytown development in the Blue Hills area and is a major concern for all the residents present at the meeting. They posed a few critical

questions in an effort to understand why there was no activity from the Attorney General’s Chambers, Crown Land Unit and the Planning Department. They have called on the Member of Parliament to demand an answer on their behalf and the Hon Goldray Ewing has committed to raising this issue further on their behalf and to report at the next Town Hall Meeting. Also raised was the memorandum sent to lessees from the Land Unit regarding lease payments. Residents admitted that there are persons finding it very hard to meet the lease payments because they are unemployed and was unemployed for a while now and also because of the fact that the cost is high and competing with basic provisions presents great challenges. They have again called on the Member of Parliament to ask the Government on its behalf for more time to arrange theFINANCING for the free hold title or to bring the payments up to date as they believed that thirty days (30) was insufficient for crown land holders to comply. A final point of discussion was the matter of the sale of goods without a business license and where there are business licenses, persons selling out of their homes. The residents of Blue Hills expressed their disapproval of this apparent shift in culture and lawlessness and is calling on government officials to step up and do their job. The residents of Blue Hills is committed to identifying and discussing the issues affecting their area and they also expect the same from the Government of the day. The residents have stated with one voice that they will continue to raise these issues until they are addressed. Residents were very pleased to have present the Hon Hilly Ewing, former long term Member of Parliament for Blue Hills and his wife. Hon Ewing remains committed to his community.

Why I want to be a journalist? By Zahrya Musgrove

My passion is writing. I do very well at it academically but I love to write a variety of things in my spare time. I can see myself doing this as a serious career in the future. Writing brings me peace. It makes me feel that by writing about something that is wrong with the world, I can help to bring awareness so there can be change. I believe that my writing can be inspiring so that I can stir up strong emotions in people that will make them want to make a difference around them. Not all people are brave enough to make change happen. So I want to be the voice of the people and say what they don’t have the opportunity or courage to say for themselves. There are a lot of different areas in the writing world. The one I am most interested in is travel writing. I want to venture into this specific sector because I want to explore the world around me and to bring awareness about the different ways of life of other people. Travelling is one of my other passions. Exploring the world, going into new cultures and getting new experiences, but most of all learning about the world around me. I want to take all of my new experiences and put them and share them with other people, so that they can experience what I felt. When I become a travel writer I do not only want to talk about the good experiences but also the bad ones. I want to paly my part in the ever-changing world toady and I will do through journalism. I am grateful, happy and honoured to be doing an internship with the Turks and Caicos SUN * Zahrya Musgrove is student of the newspaper, as this will give me British West Indies Collegiate. She knowledge and valuable experience is the daughter of Angela and Trevor as I embark on my career in journalist. Musgrove.

‘Naturally Be Youtiful’ TCI- Kier Adams By Brandy Laporte

The third annual ‘Naturally Be Youtiful’ Turks & Caicos Event was hosted by Kier Adams at the Regent Palms on Friday the 26th of June. ‘Naturally Be Youtiful’ was the result of her hobby called ‘Ida’s Child’ which her making natural hair and skin products. It originally began as a platform to bring the natural girls of the TCI together as a natural hair meet up in 2012 and now it has morphed into a more general platform for local vendors and entrepreneurs as a place for they the market themselves and their businesses. The first year was very small. She described it as a typical natural hair meet-up where girls spoke about hair and she was the only vendor, but the second annual Naturally Be Youtiful event was actually the big event where she invited other local

vendors of the similar nature. Adams said this year is even larger because now it is opened to more general local entrepreneurs in the Turks and Caicos Islands. Adams said she has always had the passion to make skin and hair products both her and her father and, she always made her own skin scrubs and butters. She made her own Shea butter products in which she has used on herself for quite some time and after being asked about it by her community she started selling her product. When she did her studies in Atlanta she went to a lot of hair meet ups and she realized that no one did it in the TCI she thought to herself, Why Not? Especially backs home where there were a lot of girls who had questions and needed support and this is how the event actually started. Some of the vendors that were there this year were Konk by

Lee Ingham which was the primary sponsor a local clothing line, Day to Day Goodies by Dayna Higgs which was a new vendor and she sold cupcakes and other pastries, Ego Faces by M which is Makela Taylor’s makeup Line, Oreon Creations whom is an artist, Lucayan Skin Care and they make handmade soap, Very Erma by Erma and she makes clothing and hair products, Taj enterprises was also there and he makes coconut jewelry, the new up and coming travel booking agency Turks international travel was there, and so was the Young Cooperated Alliance which played a major role in getting the word out there. Adams added, “ Jermel Jerett also played a huge role in the event and he was in charge of the fashion segment so his material was showcased in the event and was basically the highlight of the night. What I love about his stuff

is that it is very authentic to the Turks and Caicos Islands. Yes, we do have other fashion Designers around, but to me his stuff is on a different level of originality and uniqueness, especially here in the Turks and Caicos. It is very saturated in the culture and the styles of what has existed here and it also has a modern swing to it.” Adams also said that Naturally Be Youtiful TCI has never been a money making event for her it is all based on a passion the venue was sponsored by the Regent Palms and most of the Proceeds collected went back to the people that were not able to sponsor. “I do not care about making the money. It was about creating an environment and presenting the atmosphere to other people and to give them the chance to take advantage of an opportunity given to them,” she added

Fly Boarding is taking off like a rocket in the Turks and Caicos Islands. Two local companies “Fly Board TCI” and “Free”, are offering locals and tourists the opportunity to experience the thrills and excitement of this relatively new sport. CEO of Fly Board TCI, Albernika Williams, said “I have been doing research online and I have seen people from the Turks and Caicos Islands who said that they would love to see this sport here on island and the different islands and that was when I made up my mind that I wanted to bring here to the TCI and we will start a company and it will be bring the first fly board to the TCI”. She added that “Fly Boarding is a type of water jetpack attached to a Personal Water Craft (PWC) which supplies propulsion to drive the Fly board through air and water to perform a sport known as fly boarding. A Fly board rider stands on a board connected by a long hose to a watercraft. Water is forced under pressure to a pair of boots with jet nozzles underneath which provide thrust for the rider to fly up to 15 m (49 ft) in the air or to dive headlong through the water down to 2.5 m (8 ft). The Fly board was invented in 2012 by a French watercraft rider,

Franky Zapata. He built many prototypes before perfecting the design which allows the device to climb out of the water and be stable in the air. The device was presented to the public for the first time at the Jet Ski World Championship 2012 in China. Since its introduction in 2012 the Fly board has sold around 2500 units. Williams said that if anyone wants to hop on Fly Board they can contact them on Facebook “Fly Board TCI”, email Flyboardtci@yahoo.com or call 2310595”. She said that having Fly Boarding at Froggie’s on the beach will attract more customers. “This is not a sport for just locals,” she said, “it is for everyone so I would love to cater to anyone from anywhere that is interested in this sport and we look forward to seeing more and more people coming out and I’ve been getting a good feedback from locals. It is an attractive sport.” In an interview with the SUN, Eugene Walkin of “Free”, spoke about what inspired him to bring Fly Boarding to the Turks and Caicos Islands. He said “The idea came to me back in late 2013. I was working at a job and thought that I needed to start a business or do something to help with my financial hurdles. I did some research and found this great product called Fly boarding by Zapata.

I discussed the idea with my business partner Kilo Walkin and he agreed that it was perfect and that we could make it a success even though no one else had ever tried it here in these Islands.” In August of 2014, while on vacation, he travelled to Florida and visited the instructor to train and become an official Fly Board Instructor. After training and receiving qualifications he returned to the Islands. “As for any business you need capital. It took me and Kilo roughly two years to raise the money (out of pocket) to pursue our dreams. On January of 2015 we formed the company ourselves and ordered our equipment in May and now we present to you the first Fly boarding company to ever grace our waters,” Walkin added. “There is another company (Fly board TCI) here that offers the same product. There isn’t a lot that makes us different. We’re both offering the same great product only at different locations. In fact we had a discussion with Mr. Williams (Owner of Froggies) and we are going to come together and form an alliance that will change the face of water sports in these Islands forever! I tip my hat off to him for also being a Turks Islander to bring the sport here,”said Walkin. Walkin said he chose the name his company “Free” because of its

Woodens Corvil: the 2015 Recipient of the Mark Fulford Inspirational Award : Marguerite Anderson

In September of 2010, a young man entered Raymond Gardiner High School and subsequently came under my tutelage. At the time, he embarked on the study of one of John Steinbeck’s powerful and thought-provoking novels known as “The Pearl”. During one of the lessons, he came upon a profound quote which has resonated in this young man’s life over the years. In the story, , “The Pearl”, the main character, Kino says of himself and of his people “We must break free from the pot that holds us in”. Today, the recipient of the 2015 Inspirational Award has mirrored those ambitions for he has broken free of that metaphoric pot which, for his entire high-school years, threatened to keep him captive. He is a young man who has endured countless obstacles but who pushed hard against the wall of potential failure. There were times when the lack of resources for school could have been his excuse for giving up but he has aptly demonstrated the motto of the Raymond Gardiner high School’s 2015 graduating class- IN PURSUIT OF EXCELLENCE; UNDAUNTED BY FAILURES. When I got the task of gathering data/nominations from the graduating body of students, votes poured in for this young man- not just from his classmates of 5A but also overwhelmingly from his batch mates in the Alpha-Stream. Amidst grave personal struggles, he has made amazing academic leaps and has, today, earned the accolade being bestowed upon him. As a student of R.G.H.S. he has made his mark both in academics and in other areas of school life. He competed well in this year’s National Aids Debate despite his lack of experience in competitions of such nature. He is a leader of the school’s student body as he serves in the capacity as Prefect. Additionally, this young man is a Carifta Gold Medal winner and has helped to colour the school’s reputation of producing the finest among TCI’s athletes. He is a gentleman from sole to crown, and is always ready and willing to assist others. He is an innovative young man who often demonstrates initiative; he sees when something needs to be done and never says NO whenever asked to take on a challenging task. Attributes such as these have earned this young man- our Athletic Champion, Woodens Corvil- the honour of being the recipient of the 2015 “Mark Fulford Inspirational Award”. Fulford decided to give back to young students by founding The Mark Fulford Inspirational Award to encourage students of Raymond Gardiner High School to beat the odds and stigma in life. The criterion for the award is a student who exhibits an ambitious attitude, who has shown great improvement academically and who excels socially. Marguerite C. Statue of Sir Lynden

Statue of Sir Lynden officially unveiled at Lynden Pindling International Airport

NASSAU, Bahamas -- It was 59 years ago that the Right Honourable Sir Lynden O. Pindling began his parliamentary career in The Bahamas. ‘Sir Lynden’ as he was affectionately called became known as the ‘Father of the Nation’ after leading as Prime Minister for over 25 years. In recognition of his contributions to the country, a life-sized statue was erected at the entrance of the International wing of the Lynden Pindling International Airport. The statue, which took two years to build, was created and produced by Bahamian sculptor, Peter Johnston. During an emotionally charged ceremony commemorating the Official Unveiling of a statue in his image, several persons spoke to Sir Lynden’s legacy as a leader ‘for the people.’ The ceremony was held on Thursday, July 9th at the Lynden Pindling International Airport (LPIA). Prime Minister, the Right

13 years jail for man who killed beautician wife Charles Anthony Woolford has been sentenced to 13 years in prison in Guyana for the unlawful killing of his beautician wife, Latoya Conway-Woolford. The sentence was handed down yesterday by Justice Brassington Reynolds at the High Court in Georgetown. Woolford was facing trial for the murder of his wife, whom he is alleged to have stabbed on February 8, 2009, during a heated argument at their Lot 2041, Hummingbird Street, Festival City, North Ruimveldt home. The charge was later reduced to manslaughter. The beautician and mother of three, is said to have had her stomach sliced open during the ordeal. She succumbed at the Georgetown Public Hospital Corporation (GPHC) while receiving treatment. The accused, who was a self-employed construction worker at the time, tried to end his life by ingesting what was believed to be a poisonous liquid a few hours after learning of his wife’s demise. He was hospitalized but later released to face the murder charge. Woolford eventually faced three trials for murder. He was only found guilty of the lesser count of manslaughter, by a mixed 12-member jury on June 19 last. However, the Judge did not proceed with the sentence and ordered that probation be

conducted into the matter. Justice Reynolds later explained that a legal issue had surfaced in the case, further deferring sentencing to another date. Yesterday, the probation report presented to court outlined that the couple’s marriage was plagued by domestic issues. According to the report, which was read aloud to the court by a Probation Officer, neighbours had expressed surprise at the role the accused played in the incident since he had a soft disposition. The officer noted, too, that the accused maintained his innocence; he did not take responsibility for his wife’s death. The Probation Officer faced questions from both the prosecuting team represented by Attorneys- at- Law, Mercedes Thompson, Orinthia Schmidt and Michael Shahoud and Defence Counsel, Peter Hugh. In a plea of mitigation, Attorney- at– Law Peter Hugh begged the court for leniency. He said that his client, 41, has an unblemished record and no antecedents. “This is his first conviction,” the lawyer noted, adding that quite astonishingly, his client underwent three trials for the offence and spent six years, seven months in prison pending the outcome of his case. The third trial, the Attorney said resulted in the jury

Honourable Perry G. Christie was in attendance and paid homage to the former Prime Minister. He said that it was with great pride and humility that he stood before the attendees of the ceremony. Describing Sir Lynden as a man of great vision who had a profound love for the Bahamian people, Mr. Christie said that it was Sir Lynden’s humility and compassion that resonated with the people at a time when black Bahamians needed hope and inspiration. Minister of Transport and Aviation, the Hon. Glenys HannaMartin delivered a moving speech on Sir Lynden’s legacy and likened him to ‘Moses’ during the exodus of the Israelites out of Egypt – one who inspired Bahamians to emancipate themselves from the oppression of slavery and its institutions. “This is indeed a proud moment for me today as I stand here bearing witness to the great

moment in our history,” said Mrs. Hanna-Martin. “I am also very happy that my father, His Excellency Arthur D. Hanna, who is one of the freedom fighters for our country, is still alive to experience this occasion today.” The Bahamas government signed a $74,000 contract with artist Peter Johnston to construct the life-size statue of the country’s first Prime Minister, Sir Lynden Pindling. The bronze statue, which will be 5ft 6ins tall is mounted on a four-foot platform (making the structure more than nine feet high). Sir Lynden O. Pindling was born on March 22, 1930 and died on August 26, 2000. He led The Bahamas to majority rule on January 10, 1967 and to independence on July 10, 1973. Sir Lynden’s widow, Her Excellency Dame Marguerite Pindling, is the current Governor General of The Commonwealth of The Bahamas.

Cayman Islands power company sues cable companies over use of utility poles

Caribbean Utilities Company filed two writs late last week accusing Logic and C3 of using its utility poles to hang cable lines without permission, according to court documents. CUC wants a restraining order to stop WesTel, Logic’s parent company, and Infinity Broadband, which operates as C3, from attaching cable equipment to the electric company’s utility poles. Randy Merren,

CEO at C3, said he had not seen the writ as of Tuesday, but confirmed his company was in a dispute resolution process with CUC through the Information and Communications Technology Authority. Logic and CUC declined to comment on the dispute. Logic and C3, along with LIME, are working to roll out fiber Internet and television lines across Grand Cayman. The new fiber lines

can move more data, whether traditional television or streaming Netflix, at faster speeds. All three service providers had been granted permission earlier to use CUC’s network of poles. C3 filed a complaint with ICTA in October, accusing DataLink, which manages the line placement on the poles for CUC, of giving Logic a better position on the poles that made it easier and safer for the competing company to

put up fiber lines. The dispute boils down to where each company can attach its equipment. The C3 complaint argues that the company has to install its lines higher than the others and closer to lines carrying electricity, requiring more work to get each pole ready. The complaint accuses DataLink of putting the cost of work to get the poles ready on C3 and Logic. D a t a L i n k , responding to the ICTA

complaint, argues that there is no “worst position” on a pole as C3 maintains, and that covering the costs to prepare the poles depends on when each company applied to use the pole. If C3 is the first company to apply to use a pole, it is required to pay to prepare that pole, the response states. But DataLink said it supports sharing the costs among the companies that want space on the poles.

LIME looks to Jamaica government as cable theft soars to $80M

Telecommunications giant LIME is seeking more government intervention in the vandalism of its cable infrastructure as damage soars to $80 million since the start of the year. Leading the charge in customer support for the combined LIME and Columbus Communications operations, Ronnie Thompson told the Jamaica Observer in a roundtable interview on Wednesday that since the resurgence of the scrap metal industry, the company has been experiencing frequent vandalism of its copper cables. What’s more, Thompson stated that if the Government does not step in immediately, the company could see triple-digit figures for theft this year after surpassing last year’s $80-million record in just six months. The perpetrators have also been depriving the company of its batteries and fuel. “When we lose $1 million, the loss multiplies because the nation is affected by the means to communicate. The businesses, schools, hospitals and fire stations are affected, and that is a threat to people’s lives,” he said. Thompson stated that the three main parishes involved in the criminal activity are St Catherine, St Mary and Manchester. He noted

Cable theft needs to be taken seriously that over the last three months St Mary’s cable infrastructure was cut and stolen four times, costing the company roughly $1 million. Vice President of Legal and Regulatory Consumer, Rochelle Cameron is now calling on the Government to implement stricter penalties to deter the theft of the company’s infrastructure. She told the Caribbean Business Report that although stringent scrap metal regulations are in place, the theft of cable is currently being treated as simple larceny, which allows sentencing of up to four months or a fine of $100,000. “The matter is believed to be of such a national threat that there should be some mandatory sentencing, and for it to be treated

as a strict liability matter if you have been found with the cables,” Cameron stated. “We are proposing that it should not be anything less than five years because these perpetrators are a potential threat to people’s lives when hospitals, fire stations and police stations are out of service, and they are also affecting national development of schools and businesses. The ripple effect is so great that the penalties need to reflect this.” Security Operations manager at LIME Christopher Bryan, says the perpetrators operate by cutting the cable wires and returning for it in the wee hours of the morning. He added that the company’s branding is then burnt off the wires by the hoodlums

Six held in major Andros drugs bust

The seized drugs are offloaded in Nassau FIVE Bahamians and a Jamaican are in police custody following a major drugs bust in waters off Andros in the early hours of Wednesday July 15th. Shortly after 12.30am, a team of officers from the Drug Enforcement Unit assisted by officers from the Police Marine Support Unit acting on intelligence, intercepted a speedboat in waters off Kemps Bay, Andros, with five people onboard.

A search of the vessel revealed a large quantity of marijuana. The suspects - all male - were taken into custody for questioning and the drugs offloaded in Nassau this morning. Police said the bust was the result of “a combination of teamwork and excellent textbook police work” which has dealt a major blow to the drug traffickers in the Bahamas.

and sold to the scrap metal companies. Bryan stated that LIME has been in discussions with various Government ministries and agencies, and has been visiting scrap metal sites to conduct their own investigations. Additionally, there has been an increase in security presence at the high- risk areas. “We have been working with the police and we are also appealing to community members to get involved because this is disrupting your lives as well. It’s a personal breach of your service and every time the cable is cut, it takes up to two weeks to get persons connected again,” Bryan stated. Earlier this year, the company issued a public release stating that the frequent vandalism could undo important efforts to deepen rural Internet penetration. The company has also indicated that the act continues to disturb the planning of proper network operations. In January, Minister of Science, Technology, Energy and Mining Phillip Paulwell reportedly stated during a radio interview that he would be willing to develop legislation to provide stiffer penalties for the theft and vandalism of telephone cables. LIME has indicated its willingness to assist at any stage of the legislative process in order expedite passage.

WASHINGTON – The Inter-American Development Bank (IDB) has approved a US$20 million loan to help reduce crime and violence in the Bahamas, targeting at risk youths and strengthening institutional capabilities of the justice system, among other actions. The Washingtonbased financial institution said the Bahamas has seen a steady increase in its crime and violence rates, with a homicide rate of 31.5 per 100,000 inhabitants in 2013. Many victims are young and male, and killed with firearms, said the IDB, adding that violence is especially acute in the island of New Providence, where the capital, Nassau, is located, “with high rates of murders, armed robberies and rapes”. The IDB said

recent statistics points to a prevalence of violence to solve inter-personal and community disputes, especially among youth. It said this is occurring in a context of high unemployment rates (30.8 per cent in 2014 among 15-24 year olds), slow court systems and high rates of recidivism. The project is made up of four components. The first component seeks to improve behaviours for non-violent conflict resolution in New Providence by including differentiated evidencebased interventions to address social norms that promote the acceptance of violence, the IDB said. It said the second component aims to help at-risk youth find jobs through training and employability programes.

Barbados trade unions rally against age discrimination About 3,000 chanting protesters took to the streets of Barbados’ capital Monday to join a unionled rally against the recent dismissals of about a dozen public workers nearing retirement age. Sanitation and other services were disrupted in Bridgetown during the rare street demonstration by government clerks and other public workers. Trade union bosses led chants and protesters carried placards reading slogans such as “Respect workers’ rights” and “Get it right or we will fight.” The National Union of Public Workers organized the rally in protest against last month’s

firing of 13 workers at a state-run development agency. Those workers were all 60 years old. The national retirement age is 67. Union president Akanni McDowall said members are fighting against blatant “age discrimination.” They worry that other public agencies could unfairly dismiss public workers nearing retirement age unless there is an organized response. Public workers at ports, the water authority and the national bus service were not asked to join the Monday protest. But the union leader warned that could change.

“Let it be known that if we do not get what we want we will be calling out all of the workers in Barbados,” McDowall said. The union is demanding that the 13 workers go back to work or get compensated for seven more years of service. Prime Minister Freundel Stuart said disruptive street protests were not in the best interests of the island’s 28,000 public workers and could damage the economy. Stuart called for “all of the remedies at our disposal” to be attempted to resolve the differences between the two sides.

Trump received threat from Mexican drug lord

An aide to Donald Trump said on Monday the FBI is investigating threatening tweets to the U.S. Republican presidential candidate purported to have originated from Joaquin “El Chapo” Guzman, a notorious Mexican drug lord who escaped from prison on Saturday. Reuters could not confirm the authenticity of the Twitter accounts from which the threats were allegedly made. Trump, a real estate billionaire who has generated controversy by saying many illegal immigrants from Mexico are criminals and rapists, said in a statement on Sunday that “corrupt Mexican officials” had let Guzman escape. A Twitter account made out in the kingpin’s name, Joaquin Guzman Loera, that on Sunday had celebrated his escape sent a message threatening Trump if he continued to speak out. “Keep screwing (with us) and I’m going to make you eat your f....g words you lousy white faggot,” said the Twitter account with the user name @ElChap0Guzman. UK MPs to get pay rise despite David Cameron’s objections MPs are expected to receive a pay rise of up to 10% despite protests from David Cameron and senior members of the opposition parties. The Independent Parliamentary Standards Authority will make an announcement at 11.30am on Thursday that is believed to confirm its previous assessment that MPs’ pay should increase from £67,000 to as much as £74,000 a year. However, a source close to the watchdog said there would be an announcement of an additional proposal that could go some way to soothing a public outcry over the rise. The decision could put Ipsa on a collision course with prime minister, because he has

repeatedly urged it not to proceed with the increase. But it could also force MPs to say what they will do with the rise. Two cabinet ministers and several Labour party figures have already said they will give any additional pay to charity. Ipsa proposed the pay increase “to reflect that it had fallen behind” in 2013, and that it should be linked to average earnings after a two-year pay freeze. After it was pointed out that public sector workers have had their pay frozen for several years, Cameron said the pay rise was unacceptable and urged Ipsa to think again. After the election, Ipsa ordered a review of the decision to ask for any “new and compelling

evidence” that it should not go ahead with the increase. That review closed on 30 June. The decision to allow the increase was signed off by Ipsa’s board last week. Ipsa has the power to order that the increase – which is backdated to 8 May, the day after the general election – is paid immediately. David Cameron has been under pressure to block the rise for MPs after his Tory colleagues Nicky Morgan, the education secretary, and Eric Pickles, the former communities secretary, both said they would give the extra pay to charity. Three Labour party leadership candidates – Andy Burnham, Yvette Cooper and Liz Kendall – have all said they will not be taking the pay increase.

Opposition leader Maria Corina Machado holds a white flower as she speaks during an anti-government protest in Caracas, Venezuela. CARACAS, Venezuela — One of Venezuela’s most prominent opposition leaders announced Tuesday that she had been barred from holding public office as a critical election looms. F o r m e r lawmaker Maria Corina Machado posted a notice on Twitter saying the comptroller’s office prohibited her from holding office for a year, which could prevent her from taking her seat if she wins one in December’s congressional elections. She did not say why she was barred, but she apparently has the option to appeal the decision. T h e comptroller’s office could not be reached for comment. Machado is among hardline leaders who called for President Nicolas Maduro to resign last year and helped lead sometimes bloody street protests demanding an end to the South American country’s socialist administration. The ruling party stripped her of her congressional seat amid the protests. In the past year, Machado has become one of the most visible faces of the opposition, continuing to lead protests against Maduro. The state prosecutor’s office has accused her of conspiring

to assassinate Maduro, a charge she denies as ridiculous. On Tuesday, she called the comptroller’s order another affirmation that the ruling party constitutes a dictatorship, adding that she and her supporters would prove themselves to be the majority in the upcoming elections. Polls show the opposition leading strongly as Venezuelans tire of chronic shortages, crime and inflation. The order did not appear to specify the reason Machado will be barred from public office. Politicians are most commonly banned from office when they are accused of raiding public coffers, but Machado has been out of office for a year, without any obvious access to state funds. She is the second high-profile opposition leader barred this month from holding public office. Former San Cristobal mayor Daniel Ceballos won a primary contest to run in December’s general election, but was officially barred from holding office last week. His is expected to stand as a candidate anyway. On Tuesday, the opposition coalition rejected the government’s moves to prevent outspoken critics from running for office, and said the orders were a sign of desperation.

Eric Garner Case Is Settled by New York City for $5.9 Million

New York City reached a settlement with the family of Eric Garner on Monday, agreeing to pay $5.9 million to resolve a wrongfuldeath claim over his killing by the police on Staten Island last July, the city comptroller and a lawyer for the family said. The agreement, reached a few days before the anniversary of Mr. Garner’s death, headed off one legal battle even as a federal inquiry into the killing and several others at the state and local level remain open and could provide a further accounting of how he died. Still, the settlement was a pivotal moment in a case that has engulfed the city since the afternoon of July 17, 2014, when two officers approached Mr. Garner as he stood unarmed on a sidewalk, and accused him of selling untaxed cigarettes. One of the officers used a chokehold — prohibited by the Police Department — to subdue him, and that was cited by the medical examiner as a cause of Mr. Garner’s death. The killing of Mr. Garner, 43, followed by the fatal shooting of Michael Brown by a police officer in Ferguson, Mo., in August, set off a national debate about policing actions in minority communities and racial discrimination in the criminal justice system. Mr. Garner’s final words — “I can’t breathe” — repeated 11

times, became a national rallying cry. A Staten Island grand jury’s decision not to indict the officer who used the chokehold, Daniel Pantaleo, fueled weeks of demonstrations. The protests eased after two police officers in Brooklyn were fatally shot in December by a man who suggested he was avenging the deaths of Mr. Garner and Mr. Brown. The killings of the officers shook the city anew, deepening tensions between the police and Mayor Bill de Blasio and slowing a push to enact a host of criminal justice reforms. election, according to an Associated Press tally of FEC documents and financial totals provided by the groups that haven’t yet reported. No current candidate has made as much use of super PACs and their unlimited-donation potential as Bush. Before he officially declared his candidacy, he spent the first six months of the year raising huge sums of money for Right to Rise. That group says it has raised a record $103 million. Outside groups are furthering the ambitions of at least four other Republican presidential aspirants: Rubio, Cruz, Texas Gov. Rick Perry and Ohio Gov. John Kasich. In each case, the fundraising for those entities is outpacing the fundraising for their campaigns. Rubio’s overall take from donors — $44.7 million to his campaign and two outside groups — includes $15.8 million for a nonprofit that won’t file any public budget information until at least next year and keeps its donors secret. Some donors are secret for another reason: They’re too small. The FEC only requires names and identifying information for people who give more than $200. These kinds of contributors are underwriting Vermont Sen. Bernie

Sanders’ Democratic presidential campaign, FEC reports show, accounting for more than threequarters of the $13.7 million in contributions he collected. Sanders also transferred $1.5 million from his dormant Senate campaign account. Also doing well on the smalldonor front is Republican retired neurosurgeon Ben Carson. About 68 percent of his $10.6 million raised this year was in contributions of $200 or less. Carly Fiorina, a California technology executive also seeking the GOP nomination, raised 43 percent of her $1.7 million this way. Because the money is coming directly to those candidates, they have tighter control over how it is used. By comparison, 3 percent of Bush’s campaign cash and 17 percent of Clinton’s came from small donors. A few major Republican candidates are missing from the initial campaign finance reports. Kasich hasn’t officially launched his campaign yet. Wisconsin Gov. Scott Walker and New Jersey Gov. Chris Christie made their campaigns official too recently to file second-quarter FEC reports, although a Christie-allied super PAC said on Tuesday that it has raised $11 million. The first look at their campaign numbers will come in mid-October.

The scariest hotel room in the world hangs off the side of a mountain

Below is an overhead shot of the hotel room hanging from the Mountain If you’re paying $1,000 a night to stay in a hotel, it’s more than likely that you’re living lavishly. Perhaps you’re in a Vegas suite, or maybe you’re enjoying some scenic views from within a tuckedaway hotel in Italy. But for those looking to travel abroad and simultaneously live on the edge, quite literally, there’s always a room open at Skylodge Adventure Suites. Located in Peru, the rooms available here hang precipitously off the side of a mountain. As for accessing your room, well, that involves climbing up a few hundred feet or having some fun on a zipline. Popular Mechanics reports: For about $1,000 per night, you can sleep in one of these suspended “transparent luxury capsules.” All you have to do is climb the 400 feet up to get into one. Guests climb by via ferrata, a ladderlike framework made of iron, or they can hike an “intrepid trail through ziplines.” Notably, extensive climbing experience is not a prerequisite for guests. As for the accommodations, each suite (or perhaps capsule is more appropriate) is about 24 feet long and 8 feet wide with enough room for four beds. The hotel website adds that each room is “hand crafted out of aerospace aluminum and weather resistant polycarbonate.” As a final point, the $1,000 a night fee provides guests with respectable 300 degree view overlooking the Urubamba Valley along with a private bathroom and gourmet meals.

FAA probes 11 laser hits on planes The Federal Aviation Administration is investigating the shining of lasers into the cockpits of 11 commercial planes flying over New Jersey on Wednesday night, a spokesman said on Thursday. The small beam of light from a hand-held laser on the ground can travel for more than a mile and illuminate a cockpit, temporarily blinding the pilots inside. Pointing a laser at an aircraft is a federal crime. No injuries were reported in the New Jersey incidents, which occurred between 9 p.m. and 10:30 p.m., said Jim Peters, FAA spokesman. Nine of the flights were believed to be headed for Newark Liberty International Airport. "Aircraft were hit by lasers on the right and left side of the cockpit," Peters said. Nearly all of the pilots reported a green laser beam shot from the ground, he said. So far this year, there have been 2,751 laser events reported nationally, he said. In 2014 a man in California was sentenced to 14 years in prison for aiming a laser beam at a police helicopter. A man in New York City faces up to five years in prison when he is sentenced on Sept. 9 after pleading guilty to using a laser on commercial planes

Toshiba CEO to quit in billion dollar accounting scandal

Toshiba Corp expects 300-400 billion yen ($2.4-3.2 billion) in charges related to improper accounting in an expanding probe that is set to force Chief Executive Hisao Tanaka to step down, sources familiar with the matter said on Wednesday. The Japanese conglomerate has hired a third-party committee to investigate past book-keeping practices which sources say led to profits being overstated by more than 170 billion yen. That’s more than triple Toshiba’s initial estimate of around 50 billion yen. The charges include six years of overstated profits uncovered by the committee, as well as various writedowns, the people told Reuters. The company has been unable to finalize its accounts for the past financial year and suspended its year-end dividend payout due to the investigation. It was not clear how much of the charges would be booked in the last year. Its net income in the last fiscal year through March 2014 was 51 billion yen. Other sources with knowledge of the probe have said investigators were looking into the role that top officials played in the irregularities,

to release its findings.

AGGRESSIVE TARGETS

Toshiba Corp President and Chief Executive Officer Hisao Tanaka focusing on whether they had knowingly encouraged wrongdoing. The committee is expected to release its findings next week. The scandal is a reminder that Japan Inc is still in the early stages of a campaign backed by Prime Minister Shinzo Abe to improve corporate governance. Toshiba’s shares have slumped around 27 percent in Tokyo since April when the company first disclosed irregularities in its books. The independent committee is

likely to say Toshiba needs a governance overhaul, and more than half of its board including Vice Chairman Norio Sasaki will likely be replaced along with Tanaka at the next shareholders’ meeting in September, sources said on Wednesday. The sources declined to be identified because they were not authorized to speak with media. A Toshiba spokeswoman said the company had not yet made any decision on the matter and was waiting for the third-party committee

The laptops-to-nuclear conglomerate first disclosed accounting irregularities in early April, two months after financial regulators ordered a report on past bookkeeping. Sources said previously that one theory investigators were looking into was that executives, worried about the impact of the 2011 Fukushima disaster on its nuclear unit, set overly aggressive targets in new businesses such as smart meters and electronic toll booths, encouraging the understating of costs and overestimating of revenue. It was not immediately clear who could replace Tanaka and other directors. The company said last month that it was considering appointing more outside directors to the board. Ironically, Toshiba was one of the early companies in opening up its board to outsiders with a quarter of its current 16 board members independent. Critics say the independent members, including two former diplomats, likely lacked the skills to contribute to strategy or rigor in oversight.

Device paves way for wireless pain relief

A prototype surgical tool that combines preoperative CT data with state-of-the-art sensing technology could put the ability to carry out complex operations in the hands of many more doctors, according to its developers. The hand-held device, called Chimaera, could revolutionize the delivery of miniaturized neurostimulators to specific nerves, and give many more patients access to pioneering new pain management technology. Different regions of the brain are known to be linked to areas of perception, such as pain. Neurostimulation involves applying an electric impulses to nerves to alter brain activity in a specific area. “Pain is simply a series of electrical signals as transmitted through the nervous system, whether that’s pain from a broken leg or pain from a headache. So by putting an electrical signal

directly into target nerves - with the intraoperative data in a known way, you need to from Chimaera’s sensing understand the waveforms to technology to guide the put into that nerve - you’re surgeon to the precise location able to lessen, override or of a procedure, helping to deliver particular signals ensure the surgical device which influences how your stays on a predetermined safe brain is experiencing things,” pathway. explained Simon Karger The real-time data from technology developers generation is designed to Cambridge Consultants. be used in conjunction with The main challenge optical wearable technology, with neurostimulation such as Google glass. This combines by a handful of people.

“With Chimaera, what we’ve done is we’ve combined smart sensing technology, pre-operative planning, we’ve taken small implant form-factors; and we’ve combined both implant delivery with surgical tool to provide a completely connected, unified surgical system that has the potential to take a surgery that maybe only four or five people in the world can carry out today and make it accessible to a broad cross-section of general surgeons. By doing that we make it accessible to a much, much broader patient population,” he said. The developers said that while most of today’s surgical tools are largely passive, offering surgeons little feedback, Chimaera opens the door to a new generation of neurostimulation implant procedures. It could, they say, enable more surgeons to carry out complex operations at lower risk and with better results for patients.

While it may be some time before a device like Chimaera is in surgeons’ hands, Karger said it could pave the way for wireless pain management for patients using, for example, their mobile phone: “Imagine a migraine sufferer who literally as they feel the onset of their migraine, can reach for their cell phone and dialdown the pain. That is a lifechanging therapy for that patient. And crucially what it does is it changes that patient from a patient into a consumer; they don’t need to feel like a patient anymore.” D e v e l o p e r s Cambridge Consultants say Chimaera is the equivalent of a ‘concept car’ that demonstrates their vision for the next generation of surgery. They say that all of the technologies that are used in Chimaera currently exist, and they are now looking for partners to lead a product development cycle to turn it into a medical device ready for market.

SPORTS FIFA turns down request for Blatter to attend US Senate panel hearing A U.S. Senate panel invited FIFA President Sepp Blatter to answer questions at a hearing this Wednesday about the corruption scandal that has badly tarnished soccer’s global governing body but FIFA declined on his behalf, a congressional official said. “Sen.
