A

lthough Cabinet has given approval for much-needed emergency dredging of the South Dock Port in Providenciales, the stubborn attitude towards the matter by Dr. John Claydon, the recently appointed Director of the Department of Environment & Coastal Resources (DECR) is being cited as a serious obstacle to progress and having an adverse effect on commerce in the Turks and Caicos Islands. Investigations by The SUN revealed that Dr. Claydon is insisting that an Environmental Impact Assessment (EIA) be done, although there is every indication that this is not necessary, and despite strident calls from the country’s leading supermarket and number one shipper to get the dredging done urgently. According to documents obtained by this newspaper, in May 2016, Mr. Carl Simons, the CEO of Tropical Shipping wrote to Governor Peter Beckingham, Finance Minister Hon. Washington Misick and other Government officials complaining about “the very serious matter that needs the government’s immediate attention as it relates to the lack of sufficient depth of water to accommodate cargo vessels at the port of Provo”. Simons stated: “The TCI Ports Authority has received several correspondence from us about this matter over the past several years. However, there is the constant reply that they are awaiting the EEI Study to be completed. How long does it take to get this done? Several complaints has been filed by vessel operators about the shallow draft and heavy silting of mud, sludge and debris at the port. Also there is an area called the HUMP that is very close to the southwest sector of the seaport that is an obstacle to all Mariners when docking vessels. We are appealing to the TCIG to have the HUMP removed as a matter of urgency so that cargo vessels can safely maneuver at the Provo port.” He continued: “The Turks and Caicos Islands are preparing

Should the EEI study recommend that the dredging should not be done, what would be the next process?” The SUN also obtained a copy of a letter written by Ken Burns, the general manager of IGA, calling for urgent action to be taken with respect to dredging at the dock.

The May 31st, 2016 letter from Mr. Burns stated: “It was rather refreshing to have learned that the TCI Government has budgeted and is contemplating the much needed infrastructural upgrades to the South Dock Port in Providenciales. Being the port that is the “Life-Line” to the country, handling and receiving the majority of ocean cargo, it is important that the overall facility if safe and functional and the required international standard are met and maintained.”

BIG CONTROVERSY OVER SOUTH DOCK DREDGING He added: “The dredging of South Dock Port should ease some of the tidal issues. As it is now, vessels cannot berth or are running a-ground due to a combination of the tides and the heavy laden cargo being transported. The country now demands more cargo tonnage on a weekly basis and that’s posing a problem for the port. The unwarranted limitations of the South Dock Port are many and once some level of seriousness is addressed towards the entire facility, the overall operations should begin to get better. The grocery business is severely affected as the time-sensitive cargo re delayed due to these limitations on a regular basis. We are of the view that once this phase of the port infrastructural project is completed it should alleviate some of the draft issues that currently handicaps the port.” After several queries were made, Permanent Secretary in the Ministry of Finance Athenee Basden wrote the parties involved, saying: “Please be advised at Cabinet’s meeting on the 1st June 2016 approval was given for the emergency dredging of the South Dock Port. Attached is the action point received from Cabinet. Grateful if you can progress.” However, in an email

that sent shock waves throughout Government and the business community, and which many regarded as offensive, Dr. Claydon rersponde by saying: “Regardless, as a matter of policy DECR will always require an EIA for works of dredging in in the open marine environment. Whether a superior authority overrules this requirement is another matter entirely.” Dr. Claydon, howver, noted that the AG Chambers is reviewing the legislation to ascertain whether there is a mandatory legal requirement for an EIA or not for dredging at this particular location. He added: “The removal of an estimated 130,000 cubic yards of material presents an enormous risk and from our perspective it is inconceivable to proceed without an EIA. However, if I am interpreting recent emails correctly, the current emergency is for a much smaller scope of dredging and you would like to proceed with this prior to embarking on the rest of the project. As per the Mineral (Exploration and Exploitation) Ordinance, all dredging needs a licence (approved by HE the Governor in Cabinet), and all licences are pursuant to planning permission. As far as I can tell, this means you would need to go through a separate

process for the removal of a smaller amount of materials: i.e. prepare a separate planning application detailing what you want to do, and get a separate dredging licence.” Derek Been, the Deputy Director of Ports, also weighed in on the matter. In an email to Mr. Simons, Been stated: “We sense and appreciate the apparent frustration within your email. However, we can assure you that efforts are ongoing to not only dredge the 300 feet diameter turning basin at South Dock Providenciales but to also undertake substantive redevelopment of the mentioned port. As you are aware and have been recently formally updated on the several active projects within the Ports Authority, the matter of the Environmental Impact Assessment (EIA) is a legal requirement that has to be undertaken as per the relevant law. Please note that several options were proposed to expedite this critical project. Department of Statistics Accepting Applications for Enumerators for the Labour Force Survey The Department of Statistics is now accepting applications from suitably qualified and experienced persons to work as Enumerators on the Labour Force Survey. The department is urging residents from all islands across the Turks and Caicos Islands to offer themselves for this project, as the Labour Force Survey is essential for effective development planning and is an important statistical endeavour that any country undertakes. Prospective Enumerators must: •be at least 18 years of age; •have a clean police record; •be able to write legibly, as well as possess good numerical and reading skills; •possess strong interpersonal and communication skills; •be willing to work evenings and weekends or as required; •be available to attend two days of training on a full time basis in preparation for the survey; and

•be available to work during the period July 18th to August 8th, 2016. If selected, the incumbent will be expected to: Locate and visit personally the selected dwellings in the enumeration district(s) to which he/she may be assigned; Complete survey forms accurately for each person and each dwelling according to instructions; Assist any other Enumerator in the performance of his/her duties in any other enumeration district if so directed by the Survey Supervisor; and Assist the Survey Supervisor in the performance of such other duties as the Survey Supervisor may determine. Selection will be based on successful completion of: Training and Evaluation Test and Mock Interviews. Exclusions: * Those persons employed with professional obligations that may conflict with the confidentiality provision within the Statistics Ordinance 2012. For example, persons employed within the Royal Turks and Caicos Islands

PNP confirms Mike Misick vying for At Large seat Former Premier Michael Misick will be among the candidates vying to fill three vacant At-Large seats for the Progressive National Party (PNP) in the next general elections which are constitutionally due by November 2016. PNP chairman Royal Robinson told The SUN that the party’s National Executive Council (NEC) met recently and decided that Misick will be included in the list of persons who will be vetted. When the list of interested persons was announced by Robinson last Friday, Misick’s name was missing. The PNP chairman said this occurred because Misick’s application was received late. Misick had originally planned to run in North Caicos, but changed his mind. Latest murder victim was Haitian national

By Todeline Defralien The Royal Turks and Caicos Islands Police Force confirmed earlier this week that the body of the male who was found dead in the Kew Town area on Saturday June 18th has been identified as 29-year-old Jeanisland Michael Monhomme of Kew Town, Providenciales. Police spokesman Kevin Clarke said the deceased is a Haitian national. He said investigators are treating this as a murder; the third for 2016. Around 5: 48am mobile officers were patrolling the Kew Town area when upon reaching the public Park they were alerted to the lifeless body of a male on the ground. He was dressed in White T-shirt, black track pants with white strip and white sneakers. A crime scene was established and investigation commenced. In an interview at the murder scene in Kew Town Public Relations Officer for the Royal Turks and Caicos Islands Police Force Kevin Clarke told the media there was an event happening at a club and there was a fight. “Police officers were on scene when gun shots were heard in the area and later that morning the body of the male was found. At this moment we’re

not aware of who may have done this but the Royal Turks and Caicos Islands Police Force are requesting anyone assistance who was here during that event who may have seen or heard what happened to please come forward to assists us with the investigation.” Clarke indicated that the officers were patrolling the area and at that time they entered the venue to make sure that everything was alright and while doing so that is when they heard gun shots in the area of Kew Town. When asked by the media what is the police doing in terms of security for the area of Kew Town Clarke said, “The police have an obligation to patrol everywhere on Providenciales. They have beefed up patrols in this area as well as other areas and at the end of the day we still want people to be vigilant of their surroundings. We want people to make sure that if they see an unknown vehicle parked outside of their homes to call the police so that the police can come and check it. If they see someone who looks suspicious roaming around their houses to call the police; again we have beefed up mobile patrols and foot patrols on all the areas in Providenciales and Kew Town is also one of them.” “When the police address crimes they do not sort out any area

Sambuda- Jahtee Meier top student in GSAT exams 2016 By Todeline Defralien Twelve-year-old SambudaJahtee Meier of Precious Treasures International School was the top student in the Turks and Caicos Islands in the GSAT exams for this year 2016, with an average 90.29%. In an interview with The SUN, Meier, who was one of 15 students from Precious Treasures who sat the GSAT exams, said, “I feel really happy and proud of myself and taking advice from my teacher helped me a lot and hard work does pay off. I was really confident up to when we started to get the paper in front of us and that’s when I started to get nervous, but then I went to through the paper and I said ok it’s easy I can manage it and it was really good and I was very confident going into the exams.” When asked about how he feeling moving on to high school this year Meier added: “It’s a big change but I know people in high school so I have my friends who use to go to primary school with me so I feel ok. I don’t feel that scared about going into High School. I feel like it’s just going to Primary School and going to a new school; same routines and after a while you will get use to it.” The advice Meier would like to give to students who will be doing their

We are celebrating these kids, and yes we give Jahtee his credit because he deserves it. Yes, we celebrate D’Anjhu but we also celebrate the other 13 children because some of their lowest grades still exceeded some schools best but we know that there are amazing teachers across this Island, ” Jones stated. Grade six teacher Ms. Pamella Walker added, “I am elated like I was last year. I am very pleased with my students’ achievements, having experienced last year because I was also the grade six teacher it was much easier on me because I knew what I was getting into and because of the past experience I was even much better prepared then I was last year.”

TCI’s Minister of Finance named chairman CDB board of governors

Hon. Washington Misick, the Minister of Finance, Investment and Trade assumed the position of Chairman during the closing ceremony of the 46th Annual Board of Governors Meeting of the Caribbean Development Bank on Thursday, 20th May, 2016. The Meeting which spanned over a five-day period from 16th to 20th May, 2016 was held at the Montego Bay Convention Centre in Jamaica. This prestigious occasion presented the opportunity for finance leaders from all over the region to meet and engage in dialogue centered on this year’s theme: “Economic Growth for Transformation and Poverty Reduction” and included related seminars on topical issues specific to current matters throughout the

region including concerns of Maritime Transport and Small and MediumSized Enterprises. Hon. Misick, takes over the Chairmanship from Jamaica’s Minister of Finance and Public Service, Hon. Audley Shaw, CD, MP and puts the Turks and Caicos Islands in the position of hosting next year’s meeting in May 2017. The Turks and Caicos Islands Government in its Country Strategy Paper of 2015 reported that it was considering accessing funding of US$100 million to finance a number of investment projects throughout various sectors amongst the islands. The Minister of Finance commented that he is humbled by his appointment to

the Chairmanship Board of Governors of the Caribbean Development Bank. He stated; “To continue to build on the strong foundation of working relations among government authorities as we seek practical solutions to critical issues confronting Borrowing Member Countries (BMCs).” He went on to say that; “The ongoing proactive engagement among leaders is invaluable; bringing new possibilities and benefits that go beyond national and even regional boundaries.” Meanwhile, Misick attended and spoke at the United Nations’ IAMNESS Lioness Global Economic and Empowerment Summit in New York City on 10th June 2016 where he on behalf of the Turks and Caicos

Islands accepted the Inspiration and Empowerment Award. The Summit highlighted and brought recognition to the efforts of various individuals holding leading roles within their countries that are centered around promoting strategies and opportunities to increase business ownership as a means of transforming poverty-classed communities. The Award marks the Turks and Caicos Islands as an outstanding leader among the region in economic recovery as well as social and trade transformation. More focus on employment for persons with disabilities, says Premier Ewing

The Special Needs Unit of the Ministry of Health Agriculture and Human Services recentl hosted the 3rd Community Based Rehabilitation (CBR) Meeting for CARICOM and the Dutch Caribbean, at the Occasions Ballroom, Airport Hotel. This two day workshop included Government officials from several ministries and departments, facilitators and participants from overseas, TCI Corporate partners, advocates for persons with disabilities, persons with disabilities and family members. The objective of the workshop is to train persons in the area of CBR and the development of CBR strategies and implementation plans. Premier Ewing, minister with responsibility for Special Needs and Hon George Lightbourne, minister with responsibility for Social Development gave remarks at the opening ceremony and highlighted the Government's initiatives and support for CBR. Premier Ewing said the Government of the Turks and Caicos Islands is focusing more on employment for persons with disabilities living in the Turks and Caicos Islands. He said, “In dealing with

persons with disabilities we also have to focus on employment because yes we may have individuals who may have a physical illness but their mind is sound and there are no inabilities with regards to their thinking and their function and we need to ensure that we can have proper job placements in the society for such individuals. And even where there are physical disabilities those individuals can still perform certain job functions with the support that is required infrastructure wise, access wise to insure that they can make a meaningful and earn things for themselves.” He added: “This is work we have to do and I’m happy that we have champions and I know that some champions are weary and we ask that you just hold on and press on because your call has not fallen on deaf ears. The call is calling on persons who understand the issues and who would be here to supp0ort the issues of rehabilitation of persons with disabilities in our society. This Government has supported in both fundraising through private sector events, as well as the funding for the Development of a Halfway house for persons with drug abuse because they themselves have a disability. Their disability is different from a physical

sense but those persons who has drug addiction, drug abuse need help and you need to ensure that they can get help,” Ewing explained. Ewing said the subject of Community Based Rehabilitation is one of the components of dealing with issues of persons with disabilities. The Government of the Turks and Caicos Islands has as its mandate to ensure that everyone from every stage of their development can maximize on their God given potential to be productive citizens in our society. Ewing stated that their responsibility as the Government in collaboration and partnership with local organizations, regional organization, community based organization and the community at large is to ensure that this mandate is realized and they hope that with workshops like these will serve to not only sensitize you the individual members of society but to also sensitize Government functionaries and for them to work together to show that they need to free this ground swell of overwhelming support for persons with disabilities to ensure that they can maximize on their God given potential. The workshop was a critical component of a number of government initiatives aimed at preventing

Freezing Mike Misick pension is legal, says Prosecutor Andrew Mitchell Lead prosecutor for the Special Investigation and Prosecution Team (SIPT) Andrew Mitchell, QC, says it's perfectly legal to freeze the pension of former Premier Michael Misick, although this money is not the proceeds of crime. Mitchell told The SUN that Misick's pension was the subject of a restraint order by the court which affects all of his assets. "Freezing assets pending the outcome of a criminal case is lawful," Mitchell said. The UK attorney said although Misick is entitled to reasonable living expenses from his pension, one of the reasons why this has been withheld is because the former premier has not complied with a court order to disclose all of his assets and sources of income. "When he complies, proper consideration will be given to varying the restraint order to give him access to reasonable living expenses," Mitchell added. Mitchell was responding to Barbadian Queen's Counsel Ralph Thorne says Government officials are wrong for freezing the pension of former Premier Michael Misick. Thorne, who is Misick's lawyer in the ongoing corruption trial, told The SUN: "I feel duty-bound to make an appeal to all those public officials who may be concerned in the matter of paying Mr. Michael Misick's pension. I

am aware that the payment of Mr. Misick's pension became due when he reached the age of 50 years in February this year. We believe that the Parliament and the Treasury have processed and expedited the matter of payment towards Mr. Misick but that there is an obstruction somewhere within the system." Thorne added: "We are aware that there has been in effect a judicial freezing order of Mr. Misick's assets. However, if the basis of a judicial freezing order is that the asset may be tainted by suspicions or allegations of illegality, it cannot be said that my client's pension falls within that category." He said the entitlement to a pension derives from Mr. Misick's public service as Premier, having been democratically elected into office. "In my considered view, any further withholding of my client's pension while he is on trial infringes his constitutional right to a presumption of innocence. It would seem that my client is being punished although he has not been convicted of any criminal offence," Thorne continued. "Mr. Misick has maintained a dignified public life and has complied with the very onerous conditions of his bail. For his impeccable record of conduct, he is now being exposed to further financial hardship without a proper legal basis. The rule of law

Tumble Totz 3rd annual graduation & prize giving ceremony 2016 Tumble Totz hosted their 3rd Annual graduation and prize giving ceremony on Thursday June 23rd at the Paradise Baptise Church, Five Cays in Providenciales under the theme “Climbing to success”. Sixteen students graduated for the class of 2016, with valedictorian and salutatorian being Yamileidy Garcia and Wendell Baptiste. The students graduating were Yamiledy Garcia, Wendell Baptise, Jeallia Toussaint, Tiara Russell, Christy Joseph, Jeffrey Gustave, Cherline Dolne, Julien Garcia, Cerlange Perceus, Jelecia Forbes, Leyvin Jimenez, Orvena Hamilton, La’Niyah Garland, Harecson Julmiste, Jordian Pierre and Dyneson Romenus.

The class of 2016 is a group of very intelligent young kid as well as all of the students at the Tumble Totz Daycare and Learning Centre. Foreign direct investment to Caribbean fell 17 percent in 2015 Foreign direct investment in the Caribbean declined 17 percent to $5.97 billion last year. Meanwhile, total FDI inflows of $179.1 billion into Latin America and the Caribbean in 2015 represented a decline of 9.1 percent and the lowest level since 2010, the Economic Commission for Latin America and the Caribbean, known as ECLAC, announced. Investments were particularly low in sectors linked to natural resources, mainly mining and hydrocarbons, and also resulted from the general deceleration of economic growth, especially in Brazil, the United Nations organization said in its annual report “Foreign Direct Investment in Latin America and the Caribbean 2016.” For 2016, ECLAC estimates that FDI will remain below the levels reached in recent years and could decline as much as 8 percent, the Commission said.

Caribbean region must boost efforts to prepare for increased drought

The report, Drought Characteristics and Management in the Caribbean, found that the Caribbean region faces significant challenges in terms of drought, FAO said. “Drought ranks as the single most common cause of severe food shortages in developing countries, so this is a key issue for Caribbean food security,” said Deep Ford, FAO Regional Coordinator in the Caribbean. The Caribbean region already experiences drought-like events every year, with low water availability often impacting on agriculture and water resources, and a significant number of bush fires, FAO noted. The region also

experiences intense dry seasons, particularly in years when El Niño climate events are present. FAO said that the impacts of this are usually offset by the next wet season, but wet seasons often end early and dry seasons last longer, with the result that annual rainfall is less than expected. The Caribbean region accounts for seven of the world’s top 36 water-stressed countries, while one of them – Barbados – is in the top 10, according to FAO. This is particularly important because most of Caribbean agriculture is rainfed. With irrigation use becoming more widespread in the region, countries’ fresh-water supply will become an increasingly important resource, FAO said. Small-scale, family farmers, are particularly vulnerable to drought – low rainfall threatens rainfed crops and low water levels result in increased production costs due to increased irrigation. Extensive droughts also cause increased vulnerability in livestock as grazing areas change in nutritional value, with more low quality, drought tolerant

species dominating during such dry spells. In addition, the potential for livestock disease outbreaks also increases, FAO said. Drought also often results in food price increases. Expensive, desalinated water resources are becoming more important in the Caribbean, accounting for as much as 70 per cent in Antigua and Barbuda, and this can impact significantly on the ability of poor households to afford food. Rural communities can also face a greater scarcity of drinking water during droughts. In such cases, children are at the highest risk from inadequate water supplies during drought. The most frequently occurring natural hazards in the Caribbean are climate-related, and their impacts may increase due to climate change, FAO said. The region’s vulnerability to climate related hazards is manifested in loss of life and annual economic and financial losses that result from strong winds, flooding and drought. Between 1970 and 2000, the Caribbean region suffered direct and indirect losses estimated at between $700 million and $3.3 billion due to natural disasters associated with weather and climate events. So far, the region has focused mainly on floods and storms, and it currently lacks effective governance, expertise, and financial resources to deal effectively with drought issues, FAO stressed.

UN chief deeply concerned at political uncertainty in Haiti

In a statement, Ban called on the Haitian National Assembly to urgently decide on a viable arrangement for provisional governance that can ensure the completion of the electoral process and a return to full constitutional order without further delays. Ban is urging all stakeholders to act responsibly in the interest of Haiti and its people, and to refrain from any incitement or resort to violence. On Wednesday, the UN and its partners in Haiti expressed concern that measures to ensure institutional continuity had not been taken, despite missing several key deadlines regarding the political transition, as well as the ending of term of the country’s provisional president. In a joint statement, the Special Representative of the Secretary-General in Haiti, Sandra Honoré, and the other members of the international community in Haiti said they have taken note of the opening of the second ordinary session of the Haitian Parliament in accordance with the Constitution. “The Core Group expresses concern that no measures have been taken to ensure institutional continuity beyond 13 June as provided for in the 5 February Agreement,” the statement said. On February 14, the Haitian National Assembly elected Jocelerme Privert as the interim President, one week after former President Michel Martelly departed without a successor. Privert was due to serve as interim President for 120 days, and an election scheduled for April 24,following an agreement between Haitian stakeholders to preserve institutional continuity and further the electoral process. But Ban on April 25 issued a statement expressing deep concern that the agreed upon date for holding elections in Haiti was not met and that no alternate electoral calendar was announced. As Privert’s 120-dayinterim period has come to an end, the Core Group called on the National Assembly to “take action and reach a solution which avoids an institutional vacuum,” and facilitate the “return to constitutional order through the holding of elections without further delay.” The Group urged all actors, political parties, candidates and their supporters, and others to maintain calm and to refrain from violence. Boy killed by alligator mourned at Nebraska funeral

Mourners gathered at a Nebraska church on Tuesday to remember a two-year-old boy who was grabbed and drowned by an alligator while vacationing with his family last week at the Disney World Resort in Florida, a church official said. The private service for Lane Graves at St. Patrick’s Catholic Church in the Omaha suburb of Elkhorn, came a week after his death captured international attention and called into question how Disney handles the risk from

alligators at the resort. “We ask that you pray for this family and respect their privacy as they go through such a devastating event,” St. Patrick’s Parish said in a statement on its website. The church, which held a prayer service for Graves on Sunday and then a wake on Monday, is accepting donations to benefit the boy’s family, who live in Elkhorn. The church asked mourners to tie royal blue ribbons around trees “to show

The law meant the texture of the pills was changed to make it more difficult to crush them and inject them into the blood stream, Me said. “This has caused a partial shift from the misuse of these prescription

opioids to heroin.” Another reason for the increase in the use of heroin, which in the United States mainly comes from Mexico and Colombia, is greater supply that has depressed prices in recent years, Me said. The United States has also seen a spike in deaths related to fentanyl, a synthetic opioid 50 times stronger than heroin and 100 times more so than morphine, according to the U.S. Centers for Disease Control and Prevention. Fentanyl has been named as the drug that killed pop singer Prince this year. At least 207,000 deaths globally were drug-related in 2014, with heroin use and overdose-related deaths increasing sharply also over the last two years, according to the Vienna-based U.N. Office on Drugs and Crime (UNODC). “Heroin continues to be the drug that kills the most people and this resurgence must be addressed urgently,” Yury Fedotov, the executive director of the UNODC, said. The commission “is confident that the alligator responsible for the attack has been removed,” it said in a statement. Trappers have taken six alligators from the area. Police divers found Lane’s body underwater the following afternoon, not far from where he was taken. An autopsy found that he died from drowning and traumatic injuries. North Korea leader says missile launch shows ability to attack U.S. in Pacific North Korea leader Kim Jong Un said after supervising the test launch of an intermediate-range missile that the country now has the capability to attack U.S. interests in the Pacific, official media reported on Thursday. South Korean and U.S. military officials have said the North launched what appeared to be two intermediate-range missiles dubbed Musudan on Wednesday. The first of the two was considered a failure. The second reached a high altitude in the direction of Japan before plunging into the sea about 400 km (250 miles) away, they said. The Organizers of the recently held JAGS McCartney Relays were extremely satisfied with the results of the 1 day Signature event that showcased Athletes from of all ages from around the Turks and Caicos Islands. These Relays are growing bigger and better each year, having partnered to host this Invitational Meet the Commonwealth Games Association (CGA), the Turks and Caicos Amateur Athletic Association which incorporated the IAAF 21st World Athletics Day 2016. It was a fantastic event attended by top Athletes from all across the Archipelago of the Turks and Caicos Islands. For the first time the Association brought primary School Athletes to the Nation’s Capital. They were all excited to be here and it showed in their level of participation. They were given a special treat from the time they arrived at the JAGS McCartney Relay where they were taken to the Parade Grounds in the popular Historic Tourist Tram. It was such a delight for our Athletes commented one of the Coaches. The Parade Grounds came alive in such a long time, where hundreds of children in their colorful school uniforms, what a sight to behold said one onlooker. The last time this Parade looked so colorful was during the days of the Inter School Sports. There were many tents and musical entertainment to entice the hundreds of Spectators that showed up to cheer for their favorite school. The highlight of the day was the live broadcast by the RTC Manager Mr. Chris Jarrett and President of the Women in Sports (WIS), Mrs. Angela Brooks who kept the listeners well informed to what

was going on at the Parade Grounds. The day started off with the Opening Ceremony, with Master of Ceremonies Dr. Hubert Fulford who paid tribute to his brother and the country’s first Chief Minister and only National Hero. Special treat were members of H.J. Robinson High School who sang the National Anthem and National Song. The Acting Governor, Mrs. Rhondolee Braithwaite-Knowles brought remarks on behalf of the Governor. Mr. Willah Gray, Public Relations in the Associations hosting the games brought remarks on their behalf. Mrs. Cheryl-Ann Jones, Permanent Secretary in the Ministry of Education, Youth and Sports declared the games opened. Immediately following the Games began with action from there on end. As usual the fans were all upbeat and didn’t want to see the Relays ended. Caribbean Olympic Swimmer Rocks at Swim Federation Event Leah Martindale Stancil, one of the top Caribbean swimmers of all time, enchanted attendees atthe annual TCI Swim Federation beach BBQ fundraiser at Bay Bistro with a heartfelt story of her journey to Olympic stardom. As the Swim Federation’s Guest of Honour at the 17 June event, Ms Stancil spoke movingly about being encouraged by her mother and practicing in hotel pools as a child growing up in Barbados. She said she really wasn’t that competitive but swam mainly to be with friends and socialise. But in 1994 at age 16, a top coach spotted her potential to qualify for the 1996 Olympics in Atlanta. She trained hard in Trinidad for two years as a freestyle sprinter. Not only did she qualify for the Olympics, but was a finalist in the 50 meter freestyle sprint—racing to an impressive 5th place. She went on to represent Barbados in the 2000 Olympics in Sidney as well. Ms Stancil, currently Assistant Swim Coach at University of Florida, ended her presentation with an inspiring call for the development of a proper training pool so that one day TCI would have its own Olympic swimmer.

The next day, Ms Stancil gave a swim lesson to aspiring young TCI swimmers in front of Rickie’s Flamingo Cafe that was organised by the TCI Swim Federation. TCI Swim Federation president, Ben Stubenberg, said “We could not be happier with Leah’s visit to TCI with her husband Mike Stancil. She not only connected so well with everyone at the fundraiser but generously shared her swimming expertise with very some lucky local youngsters. How often do you get to be coached by an Olympian?” Funds raised at the Swim Federation fundraiser will go towards expanding the ability to swim for all youngsters in TCI, as well as advancing plans for the development of what may one day be called the TCI Aquatic Centre.
