SERIAL KILLER??

by Hayden Boyce & Todeline Defralien
olice are investigating the possibility that there could be a serial killing in the Turks and Caicos Islands who was responsible for the murder of two waitresses from the Dominican Republic in the space of three months. There has been widespread public speculation about the possibility of a serial killer following the shocking discovery of the body of 26-year-old Sorineida Moreno Arias, who was better known as Cindy, in a bushy, deserted area at the end of a rough road, near a beach in the North West Point on Wednesday July 13th, 2016. Police said Arias was dropped off at her home by a co-worker, and around 4 a.m. she was picked up by an unknown man in a blue Nissan March car. On Saturday April 23rd, 2016, the body of another 26-year-old Dominican waitress Yuneiry Veras, was found by police, in the area of Pirate’s Cove, near a secluded beach at the back of Phase Two of the low-cost homes in the Wheeland area of Providenciales. Senior police officers said there are similarities in both cases, and Commissioner of Police James Smith said whoever did the murders is “a very violent individual, a dangerous individual”. Veras, who worked at a bar located in the Oral Selver-owned Southside Plaza (next to Mackie’s Tires) on Aviation Drive Providenciales, left work, went home and was picked up from her residence in Kew Town around 2:15 a.m., wearing a black top and a blue short skirt. Both bodies were found half-naked, only in bras, and both of them had wounds. Both women worked at bars in the Downtown area that are located a stone’s throw from each other. Both bodies were disposed in the same general area and no arrests have been made in either of the killings In the case of Veras, whose body was found in April, her clothes were located about 100 yards from where the decomposing body was found and there was “evidence of lots of blood in the area”. The searchers who found Cindy’s body, first came across her under before they found her body a few metres away. As was the case with Cindy, police sources

told that The SUN it appeared that both waitresses were brutally attacked. Police said that they are trying to see if there are any similarities between the last two cases. During a press conference at Police Headquarters on Wednesday July 13th, Acting Assistant Superintendent of Police, Ennis Grant said, “We are examining both cases to see if there are any similarities and looking at the (killer’s) method of operation and so on, but to give a definite answer it would be premature at this stage. details and also looking into both cases, and trying to see if there are any similarities in both of them and as soon as we’re able to determine that we will comment further. It is important that we don’t read too much into it, but at the same time we as a Police Force have a responsibility to be frank and honest with the public and we will try our best to look into both cases to see whether or not it’s a trend or whether or not there are similarities in both incidents.” When asked about the possibility of a serial killer at a press conference on Thursday, July 14th, 2016, Commissioner of Police James
Smith said: “There is great speculation of the identity of this individual who may or may not be responsible for the crimes of Ms. Veras and Ms. Arias. We see some clear links but it’s too early for us to say that there is evidence to connect to the two. That would be the subject of a detailed and clinical forensic examination by Mr. Ira Baptiste (police detective) and the team.” Smith said it is very difficult to categorize the type of individual who did the crimes without having a profile done by an expert. “This is one of the areas of course that we’re investigating but I think it doesn’t take too much to say that this is a very violent individual, a dangerous individual,” Smith said. British detective Snow, who was recently hired to help solve serious crimes, told the media: “We do have a description, however at this time I need to reaffirm with details in regards to that description.
What I don’t want to is provide yourselves and the wider community with a description which I believe is inaccurate at this time and until I am in a position where I feel I’m comfortable that we do have an accurate description of either a vehicle or a person that may be involved.” Mr. Snow said that around the areas of the body there was a detailed forensic examination looking
for evidence that may be left by the offender or offenders at the scene “That investigation and that detailed search has been carried out by the forensic team and a number of items have been recovered,” he said. “It’s too early to say that any of those items recovered are linked to the person responsible or persons responsible. They will again be the subject to a detailed forensic strategy
that both myself and Mr. Ira Baptiste (police superintendent) will be putting together and would be sent to the appropriate forensic laboratory for subsequent examination.” This news did not just sadden the Dominican community it also touched the hearts of everyone living in the Turks and Caicos Islands where individuals took to social media expressing their concerns.
Premier Ewing’s statement on murder “My fellow Turks and Caicos Islanders, earlier this evening, a body, believed to be the remains of 26 years old Sorineida Moreno Arias, a Dominican national who was last seen on July 10 2016, was found in the area of North West Point in Providenciales. “While foul play has yet to be confirmed, it is suspected and I expect to be updated by the Commissioner of Police as the investigation into this recent discovery continues. “In the meantime, I wish to assure you that this incident, like all other crimes and especially those involving
the loss of life, will be treated with the highest priority. It is in this vein that I have already reached out to the Governor asking him to begin engaging with criminal investigation units abroad, whose strength we can pull on to assist us in bringing perpetrators to justice, and I will be following up with him and the Commissioner of Police to ensure that all resources are behind bringing to close the spate of murders and other serious crimes within our borders. “To the family and friends of Ms. Arias and the Dominican community living
among us, I offer, on behalf of my Government, my deepest sympathy. Our thoughts and prayers are with you at this time and I want you to know that we will do our utmost to bring those responsible to justice. “I have reached out to the Dominican Consul in an attempt to reach Mr. Danilo Medina Sanchez, the President of the Dominican Republic, to assure him and his countrymen of our commitment to finding the answers to the death of Ms. Arias and to bringing to justice those persons responsible for the deaths of Dominicans within
our country and to also assure them that we take seriously our responsibility for the security and safety of our people and all persons residing among us. “I am therefore imploring all persons with any knowledge that can assist the police with this and any crimes to please speak up. We, the Government, will continue to do our best to combat crime and we ask that you also play your part to help us keep our country safe. “May God continue to protect you, may He continue to bless you and may He continue to bless these our Turks and Caicos Islands.” Premier Hon. Dominicans devastated by fifth murder of women from DR in five years By Todeline Defralien The Dominican community here in the Turks and Caicos Islands is very devastated by this news fifth woman from the Dominican Republic to be murdered in the Turks and Caicos Islands in the past five years. Many of them have come to the Turks and Caicos Islands in search of a better life and to make their contribution to the country’s economy. But for many of them, five murders in five years is tugging at their heart strings, shattering their dreams and causing them to lose faith in the police. They believe that when crimes are committed against them, the police don’t do enough. On the evening of Tuesday, July 12th, several members of the Dominican Republic community in the Turks and Caicos Islands had a meeting near La Familia Restaurant and Bar, behind the Downtown Ballpark. They were joined by several police officers, including Steve Snow, a top detective from the UK, who was recently hired on special assignment to help the CID solve crimes. Many of the persons in attendance were visibly shaken and some of them declined to speak on camera. While on the scene Edwin Hernandez, Assistant Councilor of the Dominican Republic in Turks
and Caicos Islands explained how the body was found, he said, “We are very disappointed with this; we have decided to take our search from yesterday. The police was always asking if we have any ideas as to where we think we can go, we don’t know we just looked we didn’t have any information we just looked around, if the police would of done that they would have find the body before us but they didn’t do that.” Hernandez added: “We decided yesterday (Tuesday July 12th) to take an area and today (Wednesday July 13th) we decided to take another area and this was the area we decided to take today around 4:30p.m. We were here from early and after we decide to take the bad road, all of us decided to take this road here and while we were driving through we saw a sign, (a panty) and when we saw the panty we think it was a suspicious sign, it was a sign to look, so the minute we jumped out of the car the body was right there.” Hernandez told The SUN that he doesn’t think that the body was there so long because the panty was there and it looks as if someone placed it there recently. Hernandez said that the Dominican community is really disappointed with the police in some terms because they decided to take their own search by themselves. However, Miss Carmen

Premier unhappy with Commissioner; promises CCTV By Todeline Defralien Premier Hon. Dr. Rufus Ewing has expressed his disappointment with Commissioner of Police James Smith’s management, saying that he has “put him on notice” about the need to improve crime fighting and detection in the Turks and Caicos Islands. Speaking during a press conference at his Providenciales office on Thursday, July 14th, 2016, Premier Ewing said the Commissioner has been tardy about the implementation of closed circuit television (CCTV) in the Turks and Caicos Islands, therefore the government will move swiftly to get it done. “We as a Government will be committed to doing everything in our powers to prevent these kinds of incidents in the Turks and Caicos Islands,” Premier Ewing said. “Most persons know that the responsibility for national security and policing in this country is that of the Governor and that of the British Government but this is our country. As Premier of this country, even though we do not have the ultimate responsibility we know that it is our people and the ones who are invited to our shores who are victims of crime, and while all others who are not from here will leave and who have responsibility for Turks and Caicos Islands.” Ewing added: “We as the Government and as Turks and Caicos Islanders have to live in this country so I’ve put the Commissioner of Police on notice because as far as I’m concerned we have done everything possible to give them all of the resources that are necessary to try to prevent as well as to solve crime in the Turks and Caicos Islands. Every time we meet with the Commissioner of Police we ask what do you need? What else do you need to help assist and address the matters of crime and solve some of the murders, the countless murders that remains unsolved in these Islands. To date, since coming into office, we provided police cars, they asked for that we provided them. They asked for bullet proof vests, we provided them. They asked for more police boats and we have provided the budgetary support and also have that on order right now. We asked for more police officers and now we have twenty-one police officers about to be recruited.” The Premier stated that he went out of his way and made provision for Closed Circuit TV (CCTV)
in this country and he was prepared to put it in this budget, adding that the Government could be fully responsible for outfitting the entire Turks and Caicos Islands especially Grand Turk and Providenciales with Closed Circuit TV (CCTV). He added: “It was stated (by the Commissioner) that this would be a partnership with the Hotel and Tourism Association and Crimestoppers and the Government don’t need to put in anything into it right now. But I can tell you that this Government cannot sit and wait for Crimestoppers or the Hotel and Tourism Association to address the matter of CCTV’s in the Turks and Caicos Islands. So I told the Commissioner of Police that if they do not take the initiative, we the Government will take the initiative and purchase CCTV system for these Islands within the next few months.” The Premier said that while CCTVt doesn’t necessarily prevent crime it can help deter crime and more importantly help the police officers to detect and solve crime and criminal activities in these islands. He continued: “We as a Government, we also asked them (the police) why is it that they cannot solve any murders? So they say that they need more expertise, more specialists to come in. So we say no problem; so we’ve established the serious crime unit. We invited persons in and they recruited a few persons from the United Kingdom with the skills and expertise to solve these murders but today yet they remain unsolved. Maybe they are working on them but we haven’t seen any results as yet. I’ve put the Commissioner of Police on notice. We cannot sit by and continue to see men and women falling one by one without no answers without no justice, because it’s that very same lack of solving these crimes is what empowers criminals to continue these heinous crimes. We have to break the cycle.” The Premier also called on Turks and Caicos Islanders to do their part in coming forward with information. “I know we are a closely-knit community and we have lots of family members that are closely related, but if you’re going to be your brother’s keeper you have to speak up and speak out not only shout at the Government and shout at the Commissioner of Police, but also share the information that you have with that can help the police solve these crimes. A lot rests on your
Premier Hon. Dr. Rufus Ewing shoulders as well.” Ewing encourages those individuals who know that they are putting themselves in harm’s way and in danger to be careful. “We need to clean up these Turks and Caicos Islands. We need to continue to make and preserve this country’s reputation as being the safest place to be on earth. Our survival as a nation, our survival as
a people depends on all of us working together to address these issues. Yes it is not just a UK Government’s responsibility, even though they’re responsible and I hold their feet to the fire for being responsible overall; and it’s not just the Government responsibility. It is the responsibility of each and every one of us as citizens and residents of this country,” he stated.

New-born Haitian babies released from Detention Center
by Hayden Boyce Publisher & Editor-in-Chief
The new-born babies of Haitian women who were rounded up by Immigration officials, have been removed from the Detention Center in Five Cays and sent back to Haitian. This was confirmed by Ms. Clara Gardiner, Permanent Secretary in the Ministry of Immigration. News of babies and children being held at the Detention Centre caused an outrage on social media and in the wider society, with many persons saying that it was insensitive, and a human rights violation. Gardiner told The SUN: ""There are no laws against holding children at the detention centre in the TCI. The same obtains in the United Kingdom. While is it never the intention nor desire of the Turks and Caicos Islands Government to detain children, given the nature and the outcome of
joint police and immigration operations, it is unavoidable that children will end up in the detention centre for very brief periods until arrangements for alternatives to detention can be made. In this regard, the few children that were in the centre as a result of enforcement activities were housed for 24 hours or less." Gardiner said that at the time of entry into the centre, Immigration Officials work in tandem with Social Welfare Department, the Consulate office, health officials and the Human Rights Commissioner on matters pertaining to vulnerable groups as per standard operating procedures. Dave Moore, Head of the Governor's Office, told The SUN: "We were made aware on Monday of reports of children being detained at the Immigration Detention Centre and were in touch immediately with the Department of Border Control and the Human Rights Commission to ensure

PDM leader comments on recent murder
by Hon. Sharlene Cartwrigth-Robinson
Leader of the Oppisition
We are deeply saddened by the tragic turn of events in relation to the missing Sorineida Moreno – Arias. Our hearts go out to her family especially the children and the entire Dominican community. Another young life has been snuffed out by a heartless coward who played god for a moment and in a cruel and senseless act robbed children of their mother and family and friends of their loved one. This senseless act highlights a number of pressing national issues and we can ill afford to allow this crime to go unsolved. The Police have stated that they are looking for a blue Nissan March and if there are those of us among us, as I do believe there always is, who know something and do not speak, then you are equally as guilty. I invite us to not pass judgment and be insensitive in our comments. Victims of crime can and should never be blamed for crimes against them. All lives matter and everyone deserve the right to be safe in all situations. I had prayed for her safe return but am grateful that she has been found so that her family can have closure and
give her a proper farewell. Unfortunately, I must state again how disappointed I am that an image of the deceased has been making its way around on social media. I call on persons to cease such a thing and to respect the victim and her family. It is insensitive and disrespectful to all women, as an act against one must be seen by other women as an act against all. This issue also highlights the need for a Rapid Response Task Force for missing persons, particularly women and children. I praise the Dominican community for their efforts and the other nationalities who helped in one or another. The need to preserve crime scenes when applicable is critical and the protection of the body from unauthorised photographs must be of paramount importance, not just for the rights of the victim and their families but to not expose evidence to a receiving public that may include the perpetrator. We must catch up in crime fighting and response. Times and criminals have changed and we must employ new tactics and tools. Whilst we appreciate the limited resources, we cannot embrace that reason and must demand that more be done.
Hon. Sharlene Cartwright-Robinson - Opposition Leader Crime though low in comparison to neighboring countries is still at a level that we should never accept. Crime is a serious concern for my Party which is why we have rolled out a 12 point crime plan that is all encompassing. We invite the
authorities to look at it and do what is best for our people. I am personally seriously concerned about the safety of our women and children and earlier this year I raised this concern as it relates to transportation by jitney. This cry like others has fallen on deaf ears. It was only a few days ago that I submitted a parliamentary question requesting the statistics (inclusive of numbers and types of offenses) relating to crime against women and this question should be answered at the next House Meeting on July 25, 2016. Last year when we passed laws to increase the rights of women, we saw two heinous crimes against women and I spoke to both in a joint release. We have since heard and seen more incidents that ought to encourage all sisters to speak out and stand together. To all women and all residents alike, we must not make take our safety for granted and we must be wise in our decisions and take no unnecessary risks. I encourage us all to speak out from where we stand especially those who have information about this and other crimes. Crime Stoppers at 1800TIPS welcomes tips and you will remain anonymous.
PDA statement on murder and crime by Oswald Skipping
Leader of the Progressive Democratic Alliance
The recent discovery of the decaying and partly burnt body of Dominican National Ms. Sorineida Moreno-Arias who was missing for days and seemingly brutally murdered, has sparked massive outrage in the Dominican community and among political leaders as well as our citizenry. In failing to respond as vociferously in response to the likes of Bah Smith’s murder in Grand Turk which is still unsolved and whose corpse has still not been released to his parents well after a year, political leaders and others have perhaps waited too long to express this level of outrage over these brutal and savage killings that have now seemed to become the order of the day. My sympathy goes out to the Dominican community who is understandingly traumatized and fearful and I hope that there is a speedy solution to these crimes to
Oswald Skippings - Leader of the Progressive Democratic Alliance apprehend the killer and restore some feeling of safety and also to avoid any kind of misunderstanding at a national or community level between our two friendly neighboring countries. This government has to
impress upon the governor his constitutional responsibility to ensure that the police are adequately trained, sufficiently equipped and professionally managed in order to stem this escalating spate of deadly violence, which is a threat to the safety and wellbeing of residents and tourist alike. Also, the installation of closedcircuit television must be put in place and should have already been done. Whilst the governor is responsible for law and order, there needs to be continuous dialogue and cooperation between the governor, the political directorate and the commissioner of police to ensure that adequate measures are taken to make these Islands a safe place to live in and visit. It is comical to say the least that while the police are giving a description of a suspected vehicle in this case, quite a few vehicles that fit this description may be seen on the road in Providenciales without license plates. The lack of positive
administrative influence of our elected government on the financing and management of the police force is emphasized by the fact that it’s commissioner reportedly refused public funding in anticipation of the hoteliers providing such funding for CCTV’s which is so essential in solving crime but yet these closed circuits televisions are obviously not forthcoming. Furthermore, there are too many reports of rapes and attempted rapes of passengers of illegal jitneys that are not publicized for fear of intimidating tourists and yet the premier and his government outright refuse to do anything to bring these illegal jitney operations under any kind of control for fear of losing votes. What is even more disgusting is that not only women are reported victims, but innocent, helpless children as well. This is one of the sore issues that the PDA has on the top of its agenda as the safety and wellbeing of our country and people is of the utmost priority and importance.

Former Premier Michael Misick calls on Commissioner of Police to resign by Michael Misick
Former Premier
As Former Premier, I am appalled by the level of crime that is taking place in our beautiful by nature country, especially the spate of unsolved murders. The discovery of the body of the latest victim catapulted our need for effective crime fighting to a new state of urgency. The senseless killing of any human being cannot be condoned and must be condemned in the strongest possible terms. While not being officially informed of the details of recent homicide investigations, the general feeling is that there is a morbid trend that indicates a possible serial offender or offenders who are preying on vulnerable young woman in this country. This is a matter that should concern us all. It is also quite evident that the British-appointed Governors and
Commissioners of Police are incapable of managing the crime situation in the Turks and Caicos Islands. They stand accused of only paying lip service to crime and failing to provide the police force with adequate and necessary equipment and resources. By their own admission, crime is rising and the detection rate in this country is extremely low. The Turks and Caicos Islands is now paying a very dear price for the gross incompetence of the Governor and the Commissioner. I therefore call on Commissioner of Police James Smith to resign and be replaced immediately by a Turks and Caicos Islander Commissioner in whom the country can have confidence. The powers of control of the force must be accountable to the people and answerable to the needs of the voters in the TCI. It is indeed high time that the Police Force falls within the ambit and responsibility of the Local Government
under a Minster of National Security. In the meantime, I am calling on Premier Dr. Rufus Ewing and his government to urgently provide funds for the installation of closed-circuit television (CCTV) throughout the islands in order to protect our citizens, residents and tourists alike. I further call on the government to host a crime symposium in order to engage the community so we all can devise and formulate solutions to the crime situation before it spirals completely out of control. Now, more than ever, there must be a collective effort between law enforcement and the public to combat this worrying crime wave which poses a real and serious threat to the tourism industry which is the country’s economic engine. Finally, my deepest sympathies are extended to all of the families who have lost love ones at the hands of gun violence and any other form of violence in recent weeks,
Former Premier Michael Misick months and years. May God give you strength in your time of sorrow and may He provide us with the courage and will power to secure our country and make it safe and prosperous for all.

Violence against women must stop By Lillian Boyce
I served as Minister of Gender affairs during my time in government but long before then I have been speaking out on ills against the unjustified treatment of women and people in general. Now as Director of the Women’s Ministry of Global United Fellowship and founder of Sister Sister TCI, I am lending my voice to what is becoming an increasingly popular culture for us here in our country. The sad reality is that we are now living in an increasingly violent society in which the fear of crime is ever-present. Personal safety has become an issue of importance for everyone, but especially for women. I am deeply concerned about this state of affairs here in the Turks and Caicos Islands. We have now lost the lives of three young women at the hands of who must be a heartless monster living among us. These ladies from the Dominican Republic who have been violently killed are mothers, daughters, sisters and friends to many; not only
in their country but also to many of us here in the Turks and Caicos islands. No one has been brought to justice for their deaths. This crime is beginning to look like that of a serial killer who is targeting the ladies from the Dominican Republic. Here we are, yet another time, faced with a dead lady from that country. This is a very sad situation and I am calling on the government and police department to put more effort into finding out who is committing these hideous crimes to women. We must bring an end to racism, sexism, and exploitation. It’s this reality that informs our vision of a nation that’s united, democratic, nonracial, non-sexist and prosperous. It cannot be right that women who are in the majority, continue to be wantonly abused, defiled, raped and murdered as if they were sub-human. Recent developments confirm our perspective on the importance of gender-mainstreaming and the need to speedily transform gender relations in our families and in various communities. What we do in defence

and empowerment of women and the girl child will really demonstrate how serious we are about building a progressive, equal and prosperous country, in a better world. By the look of things, a woman’s life seems far cheaper than in the days of slavery. We say this is a treasonable affront on a democratic Constitution, with an entrenched Human Rights, right at the beginning of the document. This is an abomination we all must condemn in no uncertain terms. This works against the word of God and the very spirit and intent of international instruments we’ve embraced as a people and country for the protection of women, children, and the most vulnerable. Recent events have brought into sharp focus the most inhuman treatment of women. It pains us that these crimes are executed by those known to the victims, and there’s evidence to that effect. The barbaric and defiling heartless killing of the charming Ms. Sorideida Moreno Arias show why GULF and Sister Sister want to see accelerated mechanisms for the protection and respect of women’s lives. Their painful end unveils the brutal treatment of women in our communities, among people they love, is disrespectful and shows disregard for the rule of law. We will never know Ms. Sorideida Moreno Arias (Cindy’s ) prayer in the hands of her murderer. We’re responding as a people the way we’re doing because of the terror we understood the body endured. It is not that the government is not doing much for women as some may try to make people believe easily to score cheap points. Far from it! Actually, it is the gender affairs that has in partnership with different progressive forces, led the campaign of no violence against
Lillian Boyce women. As we’ve been saying, a lot is being done to create a safe and caring society for all – women and men, young and old. But together, we believe more can still be done. The point is how all of us can and must work together to sort out these barbaric deeds once and for all. Our Constitution guarantees equality, justice and human dignity for all. But we know that in spite of our gendersensitive policy framework, gender inequality remains endemic. Turks and Caicos did sign on to the Convention on the Rights of the Child and the Convention on the Elimination of All forms of Discrimination Against Women. We’ve also committed to the Beijing Platform for Action. The introduction of the Criminal Law (Sexual Offences and Related Matters) was a breakthrough for women, although with challenges. The Global United Fellowship under the leadership of the Rev Dr. Bishop Coleta Williams through our women’s ministry is mandated to launch a campaign on women safety in order to build on the constitutional guarantees of rights to privacy, dignity, freedom and security of the person, and on the right to be free from all forms of public and private sources of violence.

Ewing added: “This is indeed a significant investment in the health and wellbeing of our people and our nation. An investment can be little in terms of monetary value but the returns that you get at the end of the day are significant. The objectives are; to create an avenue for better access to primary healthcare services that access will come in the form of reducing the barriers that limits persons getting healthcare. The cost to manage a patient in the emergency room is significantly higher than managing a patient in an out-patient clinic and so we achieved the objective to not only increasing access but also reducing the cost of individual patients and also

Great Britain and its exit from the European Union
By Ranaldo Forbes
In a referendum on June 23rd, Britons were asked: “Should the United Kingdom remain a member of the European Union or leave the European Union?” By a margin of 52% to 48%, they voted to leave. But that answer raises two new questions. First, what will be the terms of the divorce? As it becomes clear that the separation will be costly, a second question about Brexit will come to the fore: might there still be a way to avoid it? The very prize won in the referendum to leave the EU remains unclaimed. Article 50 of the Lisbon Treaty sets out the process for leaving the EU. Once invoked, a country has two years to negotiate the terms of the divorce. Prime Minister David Cameron, who led the losing campaign to remain in the EU, announced his resignation within hours of the result, insisting that his successor should be the one to pull the trigger. Johnson, who is favored to replace Cameron, protests that there is “no need for haste”. During the campaign, The Brits departure from the EU had many proud and pushy parents. In victory it is an orphan. Cutting the figure not so much of a failed state as a state intent on failure, the nation’s credit rating was downgraded, its currency devalued and its stock market depleted. On polling day the Leave campaign reminded the Brits that they were
the fifth-largest economy in the world and could look after there selves. By the following afternoon their currency was sufficiently decimated that we had fallen to sixth, behind France. The referendum is consultative. Procedures must be followed. For the time being, Britain remains a member of the European Union, but parliament must honor the government’s commitment to the British people to adhere to their decision. As some advocates of leave claimed, leave can mean many things. No one has an interest in exaggerating the harm. Britain will have to reach a deal, on trade and other things, that will be novel and peculiar whatever the cost. It is Cameron’s parting duty to negotiate it. No one can have the slightest interest in his past threats of closed borders, collapsing trade and punishment budgets. The slate is wiped clean. The biggest threat from this referendum is, in truth, not to Britain but to the rest of Europe, which is why the EU should think carefully about how to respond. It has been judged by this referendum and found wanting. Britain will not be the last to tell it so. Polls have shown between a quarter and third of people across Europe are now deeply hostile to the European project. The economies of southern Europe are in a Germany-induced lock down. Brussels, and its German paymasters, are in trouble. Britain should have been party to helping Europe out of this trouble.
It should now take the initiative and be party to helping from the outside. The visionary outcome of a leave vote ought to be a grand debate across the continent, a search for a new confederacy of nation states. What is needed is a new Europe for the 21st century, to replace the ramshackle corporatism erected in response to the 1945 settlement, a confederacy in which Britain should be proud to participate. That vision may yet be far off, but so once was the EU. As for Britain, it has given itself an almighty shock. Scotland may well be impelled to even faster independence, whatever that may mean in the context of whatever is negotiated with the EU. A bigger casualty has been London, which voted overwhelmingly for remain. It is revealed as a city stateless out of touch with its hinterland. Its morale and even its wealth have taken a severe knock, which too many outsiders will be no bad thing. A half-century of metropolitan arrogance and centralism, to which Ranaldo Forbes all governments and all cultural institutions have subscribed, has country through a decision he asked it gone suddenly rotten. Future British to decide for him. He is now the agent of governments can no longer pretend at a popular decision which he is charged devolution. The capital has grown too with honoring. But the onus is on his big, too fat and too rich. Brexit will leave colleagues now to prove their case, take it down a notch or two. that leave would not harm Britain but Cameron and his amanuensis, benefit it. They may be thrilled, but it George Osborne, clearly did not expect is they who are now on trial. If Boris their gamble to fail. Cameron should Johnson and Michael Gove are really to have copied Harold Wilson in 1975 and be in some reconstructed government, stayed above the fray, guiding his they deserve to feel the heat.
Weight problems and obesity in children
Aldora Robinson The number of children who are obese or overweight is growing at an alarming rate. Extra pounds put kids at risk of serious health problems, including diabetes, heart disease,
and asthma. Childhood obesity also takes an emotional toll. Overweight children are frequently teased and excluded from team activities, which can lead to low self-esteem, negative body image, and depression. However, with the right support, encouragement, and positive role modeling, you can help your child or children reach and maintain a healthy weight: Get the whole family involved Healthy habits start at home. The best way to fight or prevent childhood obesity and weight problems is to get the whole family on a healthier track. Making better food choices and becoming more active will benefit everyone, regardless of weight. And with the whole family involved, it will be much easier for your overweight child to make lasting changes. Encourage healthy eating habits Begin eating right today, as a family. Remember the importance of role modeling: there should be emphasis on what you do so that your child can follow. It is crucial to get the whole family in on the idea of eating healthily
at home and away. Don’t go no fat, go good fat For years, nutritionists have preached that a low-fat diet is the key to managing weight and preventing health problems in kids and adults alike. But not all fats contribute to weight gain. So instead of trying to cut out fat from your child’s diet, focus on replacing unhealthy fats with healthy fats. Be smart about snacks and sweet foodYour home is where your child most likely eats the majority of his or her meals and snacks, so it is vital that your kitchen is stocked with healthy choices and treats.Watch portion sizes There are strategies you can employ to retrain you and your family’s appetites and avoid oversized servings when eating out.Get your kids moving Children who sit too much and move too little are at the highest risk for becoming overweight. Kids need an hour of exercise daily for optimum health. This may seem like a lot, but exercise doesn’t have to happen in a gym or all at once. Instead,
try to incorporate movement into your family’s regular routine. Reduce screen time The more time your children spend watching TV, playing video games, or using computers or mobile devices, the less time they’ll spend on active pastimes. Limits on television and computer time lead directly to your child spending more time being physically active. Remember how important it is for you to be a positive role model—yes, you may have to cut down on your own viewing habits—and have a good attitude about the change. Get involved, be supportive You can make a huge impact on your children’s health by being involved with the details of their lives. Throughout any process or program that you undertake to address your child's weight, be supportive. Help your child set specific goals and track his or her progress. Reward successes with praise and hugs. Be positive. For more information contact the Health Promotion an Advocacy Unit on 3382772

Since the introduction of the NHIP and Interhealth Canada Ltd. (ICL) systems in the TCI, healthcare provision has continued to be a hot button issue. I’ve written in the past about my personal healthcare experience with ICL; but now I turn to a simple fix for the system. First, let’s do away with non-sensible solutions like scratching the hospitals and NHIB altogether. I would hasten to bet that many people who have called for this solution haven’t read the thousand plus page hospital contract in its entirety and by extension - are not likely to know the cost of the early buyout provision. What is more, once we have the hospitals back - are we positioned to have them fully staffed by locals? This is highly unlikely at best. Frankly, for a starter, the truth is that the contract must be managed better and ICL held accountable to their Key Performance Indicators (KPI) so we can properly and analytically know if it can work for the people of the TCI in the long-term. During the first two and a half years of the contract operation under the Interim Administration, ICL had a pass because the Turks and Caicos Islands Government (TCIG) was so cash strapped they could not enforce the KPI’s properly as they were defaulting on their payment terms and obligations. The actual cost of the program for the next 19 years needs to be looked at in two areas: The cost of the buildings and the cost of clinical services. The former is fixed pretty much like any other mortgage term for a home owner. We all know that if you borrow money from a bank or any other lending institution for a 25 year term, we are likely to pay at least twice as much as the principal borrowed over the payment term. So, to purport to expect anything different is disingenuous. If you want to argue about the cost of construction, that’s another story that doesn’t change our reality; however, we will get them back like they are practically new due to the maintenance provision in the contract. Now on to the cost of clinical services and the area where real savings can be achieved. With an increase in the contract management team with a greater focus on KPI’s, operational cost can be monitored and brought down before capitation take’s place. (Capitation is a fixed term for payment.) One of the reasons given for moving to a broad base NHIB system was that at its height the treatment abroad program cost approximately US$36 million for about 12,000 TC Islanders or US$3,000 per person per year - all paid by TCIG. This was in addition to treatment and staffing cost locally. The concept was to add more people to share the cost. However the result was that you would have 36,000 persons who have access to treatment both locally and overseas, thus still keeping the overall costs high for NHIB and TCIG. The simple fix is to reduce the NHIB contributions for not free from immigration control to 4% or 5% and reduce the services offered to that group to whatever treatment that can be offered locally. This will reduce the added strain on the system in relation to overseas referral costs by at least 50%. These savings can be in turn invested in strengthening primary healthcare delivery and preventative programs. The rationale here is simple, if a “work permit holder” is here for three to four years and contributes during that period and gets severely ill, why should they have the same benefits as someone that has to pay NHIB for a life time? I will further demonstrate with an example: a work permit holder who earns US$3,000 a month would pay U$4,320 over four years at a 3% rate then leave the TCI; while a Turks and Caicos Islander earning the same US$3,000 salary a month would pay US$37,800 over a 35 year career. Do note here that the figures do not include the employer’s contribution. Fundamentally, what it boils down to is equity and fairness, in addition to my core belief that the responsibility of the Turks and Caicos Islands Government is first to its people than everyone else. You reduce the percentage the permit holder pays as they access fewer services than a Turks and Caicos Islander, which is more than fair. The spin offs are a vibrant overseas referral insurance opportunity for private insurers on island, plus employers can invest the savings from the decrease in NHIB contributions for work permit holders into their businesses. The amount in savings received by the reduction in persons who TCIG is responsible for in overseas treatment will far outweigh the reduction in what is collected by NHIB.

So by the time waves reach the
coast, they’re too calm to generate the sort of water-churning patterns that stir up the waters of Santa Barbara or San Diego. But it’s not just the Bahamas or the Dominican Republic that have crystal-clear oceans, and calm waters aren’t the only factor at work here. Certain bodies of water, like those off the coasts of the Philippines or Hawaii or those bordering the Turks and Caicos Islands, for example, may have lots of waves and still remain clear. In these areas, the water’s clarity has more to do with what’s in the water than what’s around it. It’s about what’s in the water Somewhat counterintuitively, cloudy, grayish-looking water is often richer in nutrients than clear, sparkling water. That’s because that murky water is typically
home to more living organisms, including phytoplankton (algae) and zooplankton (jellyfish and other ocean-wandering animals), which in turn make the water appear cloudy. Sediments play a role in this, too. Along certain coasts, finer particles like sand and silt can add to a water’s murkiness, since they’re easily agitated and stay afloat for long periods. On the other hand, the sediments off clearer coasts may be heavier and more coarse. Instead of fine sand, these sediments are often made up of things like pieces of shells and dead chunks of coral, which are often tougher to stir up. So there you have it — some beaches may be murkier-looking than others, but it doesn’t necessarily mean they’re dirtier or any less worthy of enjoying!

“A teacher/an educator affects eternity; she can never tell where her influence stops.” ~Henry Brooks Adams Clement Howell High has been blessed over the years to have great leaders at the helm paving the way for the direction of the school. The Clement Howell High School family mourns the loss of a stalwart, Mrs Louise Thomas, who has made her mark in the school and the country. Mrs Thomas will be remembered for her tremendous contribution to the development of the school in her years as its Principal and then continuing as Education Officer. We mourn the loss of this great educator, educational administrator and teacher. In whatever role we knew her or from whatever vantage point, she stood apart as an extraordinary leader. In her role as an Education Officer, Mrs Thomas was committed and passionate about improving schools and school system putting strategies in place to facilitate meaningful educational reform. As Principal she endeared herself to enable her school to become a better place for students to learn and for teachers to work. Staff members under direction and tutelage remember her with her tenacious spirit as a leader who remained focused towards transforming the landscape of the school to excellent performance. Mrs Thomas will be missed by many, but will never be forgotten by those who were fortunate enough to have known her and worked with her. Rest in peace Mrs Thomas and let light perpetual shine upon you.
The Management and Staff of Clement Howell High School wishes to extend sincere condolences to the family of Mrs Louise Thomas. Our prayers are with you in this time of grief.

LIFESTYLE Huge study of diabetes risk shows many common genes at play A study examining the genes of more than 120,000 people from Europe, Asia, Africa and the Americas has offered the clearest picture yet of the genes that drive type 2 diabetes. The study, published on Monday in the journal Nature, puts to rest a decades-long debate over the genetics that influence the risk of diabetes, which affects one in 10 people over the course of their lifetime. And it has identified more than a dozen specific genes directly involved in the development of type 2 diabetes that might serve as potential drug targets. "There was a whole furious debate that arose about this," said Dr. Francis Collins, director of the National Institutes of Health, one of more than 300 scientists collaborating on the work. Prior studies turned up more than 80 spots in the genome associated with the development of adult-onset diabetes, but most of these genetic errors were common, meaning they occurred frequently in the population, and they explained only a small fraction of disease risk. These discoveries were based on genome-wide association studies or GWAS, which used gene chips that scan thousands of genes at a time. Researchers used these to scan DNA from large populations of individuals
with a specific disease and compare them with DNA from similar groups of healthy people. Critics, including geneticist Dr. David Goldstein at Columbia University, argued that such studies were a waste of resources because they only found common variants that explained just a small fraction of the risk for disease. He said the really important drivers of common diseases such as diabetes and schizophrenia were more likely to be found in extremely rare genes, those occurring in individuals or in families, A person receives a test for diabetes during Care Harbor LA free medical clinic in Los Angeles, not those shared by large populations California of people. is caused by common mistakes in to treat or prevent the disease," said Goldstein "argued very the genetic code, with each mistake Mark McCarthy, a senior author of the persuasively that it was all about rare contributing only a small portion of study from Oxford University. variants and we were all going down an individual's risk for developing the All of the data will be made the wrong road looking at the common disease. publicly available online through the ones," Collins said in a telephone "What this study says quite Accelerating Medicines Partnership, interview. definitively for diabetes is the vast a public-private partnership between The new study took a deeper majority of hereditary risk variants the NIH, the U.S. Food and Drug look, using next-generation sequencing are in fact these common ones, and the Administration, 10 drug companies to search the entire genetic code of rare ones, while they pop up here and and several nonprofits. 2,657 people with and without diabetes there, are a much smaller contribution," Goldstein said the work was to assess the contribution of both rare Collins said. Abbott wins U.S. approval for stent that absorbs into body U.S. health regulators said on Tuesday they approved a stent by Abbott Laboratories that is the first designed to be absorbed into the bloodstream after it is implanted. The stent, called Absorb, is made of a plastic similar to dissolving sutures and offers patients an alternative to metal stents currently used to prop open arteries cleared of blockages. Unlike traditional stents that remain in place after implantation, Absorb is designed to disappear fully within three years of the procedure. Absorb’s appeal is that it allows the blood vessel to return to a natural state, free from a permanent

Thumb-suckers, nail-biters less likely to develop allergies
A city worker bites his nails outside the London Stock Exchange in Paternoster Square in the City of London at lunchtime Children who suck their thumbs or bite their nails are less likely than others to have allergies later, according to a new study. According to the “hygiene hypothesis,” early life exposure to microbes may decrease the risk of developing allergies, which may
explain why kids with oral habits have fewer allergies as adults, although this idea is still controversial, the authors write. In this observational study it was not possible to prove that thumb sucking or nail biting causes a reduction in allergies, said senior author Dr. Robert J. Hancox of the Dunedin School of Medicine at the University of Otago in Dunedin, New Zealand. “It is always possible that there is another explanation for this association, although it is difficult to suggest what this might be,” he told Reuters Health by email. The study followed more than 1,000 children born in 1972-1973 whose parents reported their nail biting and thumb-sucking tendencies at ages five, seven, nine and 11. The same kids were tested for allergies with pin-prick tests at ages 13 and 32.
At some point in childhood, almost a “We used skin tests to test for allergies,” third of the kids had frequently bitten Hancox said. “Although a lot of asthma their nails or sucked their thumbs. The Bahamas says USA advisory on crime is wrong to armed robberies and violent crime remaining a primary criminal threat and noted that officials received reports of a significant increase in armed robberies throughout New Providence over the past six months. Dr Minnis’ statement read: “The warning signs are everywhere, yet this government continues to ignore them. Before it was the Canadian government, today it’s the US government that is issuing a travel warning to their citizens about the Bahamas. This is the second warning this year the US has issued to American travellers. “The root cause of all these problems is crime. Our people don’t need a travel warning from a foreign government to know their communities and neighbourhoods have been gripped by crime. The murder rate has hit historic levels these past four years. Sexual assaults are ripping apart lives. Yet to hear this PLP government tell it, according to them everything is fine, and there is nothing ‘unusual’ regarding crime in our Commonwealth. “Out of touch doesn’t begin to describe their lack of leadership. It has become all too common for foreign
governments to issue travel and crime warnings, while it has become commonplace for the Prime Minister and his PLP government to ignore the reality on our streets. And their failed leadership is hurting families here and also threatening our tourism industry – the lifeblood of our economy. “It is sad when Minister (of Foreign Affairs Fred) Mitchell describes these warnings as ‘nothing particularly unusual’. It’s frightening to the people when this PLP government dismisses the continued warning signs. And it’s demoralising to the country as other countries see the clear and present danger, yet their own government turns a blind eye even as tourists look to go elsewhere where they consider it to be safer. “It shouldn’t take foreign government warnings for the Prime Minister and the PLP to do their job and present and start executing a concrete plan to wipe out the crime wave infecting our communities. “Four years ago they promised to reinvigorate our tourism industry but our tourism industry is spiralling downward. These are issues of life and death - both to
our people suffering through staggering crime and then the impact the crime epidemic has on our economy. “It is time for the Prime Minister and the PLP government to end their empty rhetoric and broken promises and stand up for the Bahamian people. The Bahamian people deserve leadership that will take action and fight every day for them and stop the endless stream of crime. The FNM will provide the leadership that the Bahamian people deserve and will stand side-by-side with them as we fight to root out crime in our country and make our communities safe for everyone,” the statement continued. The US advisory came four days after the Ministry of Foreign Affairs issued its own travel advisory warning Bahamians, specifically young men, to comply and be extremely cautious when interacting with police in the US. It was due to heightened tensions over recent fatal police shootings in America of black men. While many observers thought the US warning was retaliation for the Bahamas’ July 8 advisory, US Embassy spokesperson David Allen insisted on Tuesday that this was not the case.

Ebanks was sentenced to 16 years for rape, 14 years for human trafficking, and 10 years for facilitating human trafficking. However, the sentences are to run concurrently. Mom, baby found in death embrace: Cops suspect murder/suicide
Trinidad – The decomposing bodies of Anika Gabriel and her baby were found on a bed at their South Oropouche home by the baby’s father yesterday morning. Three and a half month old Sydney was embraced in her mother’s arm as they lay on the bed in what police suspect was a murder/suicide. “Why, she do this,” cried Wayne Phillander, 42, the baby’s father, who made the horrible discovery after a foul stench and the buzzing sound of flies coming from inside the family’s small wooden house caused him to peep through a window. When the police arrived at the Ralph Narine Trace house they had to break open the front door because it was locked. Police said there appeared to be no signs of forced entry. The house, a ten by ten structure, has no electricity or running water. Gabriel, 30, who has six other children from previous relationships, left Phillander’s home in Rousillac shortly after the baby was born on March 22 and moved into the house at South Oropouche. As tears ran down his checks at his Rumstill Avenue home yesterday, a barely audible Phillander said he initially thought the stench was an animal carcass under a tarpaulin near the house. Saying it never crossed his mind that the smell was the decaying bodies of his baby girl and her mother, he said, “I don’t know why she do this. She could ah leave the child with me.” Phillander, who has a 21-year-old son from a previous relationship, said he had been in a rocky relationship with Gabriel for about five to eight years, during which time they had broken up several times. Three weeks ago, he claimed Gabriel made a false report to the police that he had kicked and choked her. He said he was charged and granted $100,000 bail by a Siparia magistrate. He said Gabriel also took out a restraining order against him. Phillander said he would send his brother with milk and pampers for the baby, since the order prevented him from seeing his daughter. He claimed Gabriel, who was not working, subsequently apologised to him for making the false report against him. Recalling
his last conversation with Gabriel on Thursday, he said she asked him for a $10 phone card which he sent for her. He said he was missing his daughter, so he asked Gabriel to spend the entire day with Sydney yesterday and she agreed. Recalling the gruesome discovery, Phillander, a labourer at the Siparia Regional Corporation, said after work he passed by the house. “When I gone I smelling something stink and it had sour flies. Well I say is a dog drag something under the tarpaulin. The house was lock up, I don’t have a key for there.” Phillander said he also thought Gabriel, who was not answering her phone, was not home. “I find it funny I hearing one set of flies in the house.” He said he went to the back of the house, climbed up on a brick, peeped through a louvre and pulled the curtain. “All I see is she (Gabriel) swell up. I could not see the child. When I see that I know is death. I come to spend the day with my child, not to see death.” He said the police told him Gabriel was lying on her right side and hugging Sydney against her body with the other hand. A mosquito net was over them. Phillander said Gabriel was quiet person, but she had a bad temper. He recalled that while she was pregnant she picked up a cutlass and begged him to kill the baby inside her. However, after the baby was born he said she never exhibited any kind of hostility or violence towards the baby. “I never think she would ah do something like this. I don’t know why she do this and the child innocent. Better she did call me and say come and take the child. I real love my daughter.” Phillander said he had planned to christen his daughter later this month. He said three of Gabriel’s children live with their father and the three others live with Gabriel’s adopted sister. He said built he the house Gabriel was living in, but the structure was incomplete. Despite this, he said Gabriel moved into the house with his daughter and refused to leave. Also expressing shock over the incident was Phillander’s

Bahamas issues travel advisory to the US following shootings NASSAU, Bahamas — The Bahamas on Friday issued a rare travel advisory for any of its citizens visiting the United States, recommending that young men in particular take care in cities affected by recent tensions over police shootings. A statement from the Ministry of Foreign Affairs warns visitors to “exercise appropriate caution” in light of recent episodes involving
police officers and black men. It also advises people not to get involved in demonstrations and to avoid crowds. “In particular young males are asked to exercise extreme caution in affected cities in their interactions with the police. Do not be confrontational and cooperate,” the statement said. The advisory comes after two black men were shot this week in Baton Rouge, Louisiana, and
suburban St. Paul, Minnesota, and five police officers were killed and seven others wounded at a protest in Dallas — marking the deadliest day for U.S. law enforcement since the Sept. 11, 2001, terrorist attacks. The U.S. regularly issues travel advisories for Americans visiting other countries. In January, the U.S. Embassy in Nassau put out a warning over crime in the Bahamian capital, which prompted complaints
from business owners in the tourismdependent island nation. The statement from the Bahamian foreign ministry provided a list of consular offices in the U.S. for its citizens to contact in case issues arise. “Pay attention to the public notices and news announcements in the city that you are visiting,” the advisory said. “Be safe, enjoy the holiday weekend and be sensible.”

U.S. presidential race tied, Clinton hurt by emails: poll The U.S. presidential race is tied going into the major parties’ national conventions and Democrat Hillary Clinton has been damaged by the FBI investigation into her email use while secretary of state, a new opinion poll showed on Thursday. The New York Times/CBS News poll showed 67 percent of voters surveyed said Clinton was not honest and trustworthy, up 5 percentage points from a CBS poll conducted last month before the FBI made its findings public. As Donald Trump prepares to accept the Republican presidential nomination next week, the poll showed him in a dead heat with Clinton in a general election matchup. Each candidate drew 40 percent of the vote, compared with the 6 percentage point lead enjoyed by Clinton in last month’s survey, the poll showed. The margin of error was 3 percentage points in the CBS News/New York Times poll, which was conducted by telephone July 8-12 among a random sample of 1,600 adults nationwide, including 1,358 registered voters. The survey showed 62 percent of voters surveyed distrust Trump as well. “But Mrs. Clinton’s shifting and inaccurate explanations of her email practices at the State Department appear to have resonated more deeply with the electorate,” the Times wrote. FBI Director James Comey said last week Clinton was “extremely careless” in the handling of classified information but the investigation found no evidence she or her colleagues intended to violate laws. The Times/CBS poll echoes the finding of a Quinnipiac Poll released on Wednesday that showed Trump pulling just ahead of Clinton in the so-called swing states of Florida and Pennsylvania as the former U.S. senator and first lady lost ground on honesty and moral standards. In contrast to the New York Times/ CBS News poll, a Reuters/Ipsos online opinion poll released on Tuesday showed Clinton leading Trump by 13 points at a national level, with 46 percent to Trump’s 33 percent support among likely voters. The election is on Nov. 8.

Truck attacker ploughs into French crowd, kills 84 celebrating Bastille Day
NICE, France, - An attacker at the wheel of a heavy truck plowed into crowds celebrating Bastille Day in the French city of Nice, killing at least 84 people and injuring scores more in what President Francois Hollande called a terrorist act. The driver, identified by a police source as a 31-yearold Tunisian-born Frenchman, also appeared to open fire before officers shot him dead. The man was not on the watch list of French intelligence services, but was known to the police in connection with common crimes such as theft and violence, the source said. Interior Minister Bernard Cazeneuve said 18 people were in a critical condition after the attack on Thursday night, when the white truck zigzagged along the seafront Promenade des Anglais as a fireworks display marking the French national day ended just after 10:30 p.m. (2030 GMT). According to one city official, the truck careered on for up to two km (1.5 miles). Several children were among the dead. “People went down like ninepins,” Jacques, who runs Le Queenie restaurant on the seafront, told France Info radio. The attack seemed so far to be the work of a lone assailant. Hollande said in a predawn address that he was calling up military and police reservists to relieve forces worn out by enforcing a state of emergency begun in November after Islamic State gunmen and suicide bombers struck Paris entertainment spots on a Friday evening, killing 130 people. Only hours earlier he had announced the emergency would be lifted by the end of July. Following the attack, he said it would be extended by a further three months. “France is filled with sadness by this new tragedy,” Hollande said. “There’s no denying the terrorist nature of this attack.” Major events in France have been guarded by troops and armed police since the Nov. 13 attacks. But it appeared to have taken many minutes to halt the progress of the truck as it tore along pavements and a pedestrian zone. One witness said she thought the attacker was firing a gun as he drove. “I saw this enormous white truck go past at top speed,” said Suzy Wargniez, a local woman aged 65 who was watching from a cafe on the promenade. “It was shooting, shooting.” A local government official said weapons and grenades were later found inside the rented

Cameron steps down Wednesday after six years as prime minister — like Blair, defined by a historic blunder. For Blair, it was the 2003 invasion of Iraq. For Cameron, it was the decision to call a referendum on Britain’s European Union membership. He gambled that voters would choose to remain, after a cathartic debate that would resolve Conservative Party divisions on Europe. Instead, Britain voted by 52 percent to 48 percent to leave — and a tearful Cameron announced his resignation the next morning, saying “I do not think it would be right for me to try to be the captain that steers our country to its next destination.”He was due to stay on until the party picked a new leader in September, but on Monday Home Secretary Theresa May was chosen as Conservative chief after her last opponent dropped out. Three carriages were torn apart by the violence of the impact after the two trains hit each other head-on as they traveled down the same stretch of track that links the small towns of Corato and Andria in the region of Puglia. “Unfortunately the death toll has risen to 20,” said Giuseppe Corrado, deputy head of the local province. He appealed for blood donors to go to local hospitals, with at least 30 people hurt in the crash. There was no immediate indication of what had caused one of Italy’s worst train disasters in recent years, but the government promised a full and swift investigation. “Tears and grief for the victims and their families, but also a lot of anger. We demand clarity over what happened in Puglia this morning,” Prime Minister Matteo Renzi said on Twitter. He was expected in the region later on Tuesday. May’s collection of shoes is so synonymous with her otherwise sober image that the German newspaper Die Welt, when reporting on Britain’s new leader, displayed a front-page shot of her feet in leopard-print heels alongside the headline, “The shoes of power.” Possibly the biggest issue now is whether May will evolve as prime minister into a consensus-seeking centrist like Merkel or turn right toward her Conservative Party’s most vocally antiEuropean lawmakers. While Thatcher was famous for inflexibility — “This lady’s not for turning,” she once declared in mocking other lawmakers open to compromise — May has highlighted the need for Conservatives to look critically at their uncaring image and reach out to the poor and marginalized. “Under my leadership, the Conservative Party will put itself — completely, absolutely, unequivocally — at the service of ordinary working people,” she said Monday hours before officially becoming the prime ministerdesignate. Political observers in Germany and Britain see a lot of similarities between Britain’s new leader, Theresa May, and Germany’s pragmatic chancellor, Angela Merkel. Both are daughters of small-town Protestant clergymen, display caution and ca pragmatic penchant for seizing the center ground of politics, and like to relax in the kitchen alongside their camera-shy husbands. Both are no nonsense and businesslike for England and Wales, the first five of those in coalition with the left-wing Liberal Democratic Party. Merkel has governed twice with left-wing rivals, and has relentlessly moved her conservative Christian Democrats to the center. Merkel has shifted Germany away from reliance on nuclear power, scrapped military conscription and increased support for working mothers. The two leaders have carved starkly different paths on the issue that most fueled anti-Europe sentiment in Britain: immigration. Merkel was seen to inspire a traffic jam of immigrants into Europe with a 2015 promise to provide unlimited shelter to war refugees, a position she’s been forced to moderate as Germany’s capacity to absorb newcomers has been pushed to its limits. May, by contrast, has been consistently firm in seeking to reduce immigration to Britain — though, in her emerging leadership role, she has cautioned that immigration could spike before Britain leaves the EU. And on that key question, those comparing
May to Merkel see signs that Britain’s negotiations with the EU could prove a drawnout affair, with May already pledged not to invoke the treaty article formally starting exit negotiations until 2017. In Monday’s speech, May pledged that “Brexit means Brexit” — but offered not a hint what kind of exit she actually imagines will happen, or when. Some hope that May might come to command the art of the political U-turn, much like Merkel, who has shifted course as events and coalition requirements demanded. Kundnani said he suspects that May would like to minimize the United Kingdom’s disconnection from the EU’s border-free economy but could find herself with particularly little room for maneuver within Conservative ranks because she, unlike most of her defeated leadership rivals, supported the “remain” side in the referendum. “She has to be tougher to prove her ‘leave’ credentials,” he said. “She might privately favor another course, but the pressure on her not to backtrack from the Brexit vote will be greater.”

U.S. jobs, inflation data point to sustained economic strength
The number of Americans filing for unemployment benefits unexpectedly held steady near a 43year low last week, pointing to further momentum in the labor market after job growth surged in June. Another report on Thursday showed producer prices recorded their biggest gain in a year in June on rising costs for energy products and services. The signs of sustained strength in the economy, together with a U.S. stock market rally, could allow the Federal Reserve to raise interest rates later this year. “The days of falling prices are pretty much over and the labor market is strengthening, which raises the question: Is anyone at the Fed paying attention?” said Joel Naroff, chief economist at Naroff Economic Advisors in Holland, Pennsylvania. “Fed members, who fear anything that is not normal and hide from it, may want to peak out from under their rocks.” Initial claims for state unemployment benefits were unchanged at a seasonally adjusted 254,000 for the week ended July 9, the Labor Department said. Claims are near the 43-year low of 248,000 touched in mid-April. Economists had forecast firsttime applications for jobless benefits rising to 265,000 in the latest week. Claims have now been below 300,000, a threshold associated with a healthy labor market, for 71 straight weeks, the longest stretch since 1973. The four-week moving average of claims, considered a better measure

The labor market is on a strong footing, with nonfarm payrolls having increased by a robust 287,000 jobs in June, which should underpin economic growth for the rest of the year. Data later this month is expected to show a rebound in economic activity in the second quarter after growth slowed to a 1.1 percent annualized rate at the start of the year. The Fed kept rates unchanged at its policy meeting in June, citing persistently low inflation and worries about the labor market after job growth weakened sharply in May. Policymakers were also cautious ahead of Britain’s June 23 referendum

on whether to remain in the European Union. INFLATION CREEPING UP While uncertainty over the so-called Brexit lingers, economists expect it to have limited impact on the U.S. economy. The recent rally on Wall Street has signaled that investors feel the same way. “The economy is strong enough for the Fed to raise rates in September and we wouldn’t be surprised if they signal September is possible when they meet next in two weeks,” said Chris Rupkey, chief economist at MUFG Union Bank in New York. The U.S. central bank holds its next policy meeting on July 26-27. U.S. stocks were trading
higher on Thursday, extending their record-setting rally for a fourth day, even as the Bank of England surprised investors by leaving interest rates unchanged. Prices for U.S. government debt fell, while the dollar .DXY was little changed against a basket of currencies. In a second report, the Labor Department said its producer price index for final demand rose 0.5 percent last month, the largest gain since May 2015, after advancing 0.4 percent in May. In the 12 months through June, the PPI increased 0.3 percent, rising for the first time since December 2014, after slipping 0.1 percent in May. Overall inflation remains below the Fed’s 2 percent target. Producer inflation is being boosted by the fading drag from a strong dollar and lower oil prices. The dollar’s rally appears to be over after vaulting 20 percent between June 2014 and December 2015. It has slipped on a trade-weighted basis this year while oil prices have rebounded from multi-year lows. The core PPI, which excludes food, energy and trade services, rose 0.3 percent in June after slipping 0.1 percent in May. It was up 0.9 percent in the 12 months through June. The core PPI increased 0.8 percent in May. “Stronger wage growth and stabilizations in energy prices and the U.S. dollar should eventually lead to an acceleration in inflation,” said Gus Faucher, deputy chief economist at PNC Financial Services in Pittsburg.
Facebook makes little progress in race, gender diversity Facebook Inc’s employees are still mainly white or Asian males as the world’s largest social network made little progress in hiring a more diverse talent pool over the past year, it said on Thursday. The findings in Facebook’s annual diversity report reflects the scant progress made by Silicon Valley heavyweights in employing more women and minorities. Last month, Alphabet Inc’s Google released data on diversity, saying it had more black, Latino and female employees than last year, but still lagged its goal of mirroring the population. Women represented 33 percent of Facebook’s global workforce as of June 30, compared with 32 percent a year earlier, the report said. Women held 27 percent of senior leadership roles, up from 23 percent a year earlier. Facebook said 3 percent of its senior leadership in the United States was black, up from 2 percent a year earlier. Among its U.S. technology workers, Facebook made no progress among two groups. In both 2015 and 2016,
Hispanics made up 3 percent of tech employees while blacks made up 1 percent. Facebook’s overall U.S. workforce includes 4 percent of Latinos and 2 percent of blacks, unchanged from last year, the report said. Asians represented 38 percent of Facebook’s U.S. workforce and 21 percent of its senior leadership. The majority of Facebook’s global tech employees, at 83 percent, are men, down marginally from last year’s 84 percent. In a voluntary survey of Facebook’s U.S. employees about sexual orientation, 7 percent selfidentified as being lesbian, gay, bisexual, queer, transgender or asexual. It was the first time the company released LGBTQ data about its staff. Facebook is taking several steps to hire more minority workers, Maxine Williams, global director of diversity, said in a blog post on Thursday. These include a $15 million grant over five years to code.org, which expands computer science training to women and underrepresented populations.

Microsoft wins landmark appeal over seizure of foreign emails
A Microsoft logo is seen in Los Angeles, California, U.S. June 14, 2016 A federal appeals court on Thursday said the U.S. government cannot force Microsoft Corp and other companies to turn over customer emails stored on servers outside the United States. The 3-0 decision by the 2nd U.S. Circuit Court of Appeals in Manhattan is a defeat for the U.S. Department of Justice, and a victory for privacy advocates and for technology companies offering cloud computing and other services around the world. Circuit Judge Susan Carney said communications held by U.S. service providers on servers located outside the United States are beyond the reach of domestic search warrants issued under the Stored Communications Act, a 1986 federal law. “Congress did not intend the SCA’s warrant provisions to apply
extraterritorially,” she wrote. “The focus of those provisions is protection of a user’s privacy interests.” Microsoft had been challenging a warrant seeking emails stored on a server in Dublin, Ireland, in a narcotics case. It was believed to be the first U.S. company to challenge a domestic search warrant seeking data held outside the country. Thursday’s decision reversed a July 2014 ruling by thenChief Judge Loretta Preska of the U.S. District Court in Manhattan requiring Microsoft to turn over the emails. It also voided a contempt finding against the company. Peter Carr, a Justice Department spokesman, said the agency was disappointed in the decision and was reviewing its legal options. The case has attracted strong their own law enforcement efforts. Consumer Reports: Samsung phone not actually water resistant
A waterproof Samsung Galaxy S7 Edge mobile phone is submersed in water during a preview of Samsung’s flagship store, Samsung 837, in New York’s Meatpacking District. Consumer Reports says Samsung’s Galaxy S7 Active malfunctions in water despite being marketed as water resistant, though the regular S7 and S7 Edge models passed. Consumer Reports rates the S7 and S7 Edge phones as “Excellent” and the Active likely would have joined them. Instead, Consumer Reports isn’t recommending the model because two phones failed after being submerged in water
NEW YORK — Consumer Reports says a Samsung phone that’s advertised as being “water resistant” actually isn’t. The problem appears limited to the Galaxy S7 Active, a rugged model available only through AT&T in the U.S. The standard S7 and S7 Edge models have the same claims on water resistance and passed tests. Consumer Reports, a non-profit organization that is well respected for its product testing, said Friday that it can’t recommend the Active because it doesn’t meet Samsung’s own claims. By contrast, Consumer Reports rates the S7 and S7 Edge phones as “Excellent” for their displays, battery life and cameras.
Maria Rerecich, Consumer Reports’ director of electronics testing, said she was surprised the Active failed. She said Samsung’s claims are usually “fairly good.” Samsung said it has received very few complaints and had subject the phone through strict testing for quality assurance, but “there may be an off-chance that a defective device is not as watertight as it should be.” The company said it was in touch with Consumer Reports to learn more about its tests. Samsung says all S7 phones, including the Active, are designed to survive in up to 5 feet of water for 30 minutes. Consumer Reports says that after a half-hour in water, the
Active’s screen flashed green and other colors and didn’t respond to touch. Tiny bubbles appeared on the camera lenses. Consumer Reports tested a second Active phone to verify results and it also failed. Rerecich said it’s likely that the problems affect only some of the units manufactured, but “we bought two and they both failed.” Both units were bought online. Samsung says the Active can withstand drops of up to 5 feet on a flat surface, though Consumer Reports did not test those claims. In the U.S., the Active phone costs $795, which is the same price as the Edge, and $100 more than the regular S7.
U.S. arms sales approvals on track to reach nearly $40 billion The U.S. government is on track to approve nearly $40 billion in foreign military sales in the 2016 fiscal year that ends October 1, down from $46.6 billion last year, a top Pentagon official said on Wednesday. “We’re tracking toward $40 billion. We’re tracking toward our forecast,” U.S. Navy Vice Admiral Joe Rixey, who heads the Pentagon’s Defense Security Cooperation Agency (DSCA), told Reuters at the Farnborough International Airshow. Rixey said the total could still fluctuate, depending on what happened in the fourth quarter. Britain’s vote to leave the European
Union should not affect its relationship with the United States, or potential future arms sale, Rixey said, citing two large UK arms purchases of Boeing Co (BA.N) equipment announced on Monday. “I’m personally not viewing any impacts to our current relationship with the UK,” he said. Global demand for U.S. helicopters and other weapons remained strong, Rixey said. Rixey has launched 40 separate initiatives to streamline the foreign arms sales approval process and respond to criticism about delays in handling a sustained high volume of

TCI Rising Stars shows outstanding improvement at YBOA 2016
Five days, two coaches, and twenty-one young athletes later, the Rising Stars Basketball Club made the Turks and Caicos Islands proud again their 2nd year performance at YBOA’s 27th Annual National Championship Tournament. The Florida based tournament hosted at the Orange County Convention Centre from July 3-16th saw its usual participation of nearly 50 registered te0ams from different parts of the United States, including Puerto Rico, New Zealand and Turks and Caicos Islands being the only Caribbean represented team in the line-up. The Rising Stars Basketball Club registered two teams in the 9th Grade (Junior Varsity) division and
the 10th Grade (Senior Varsity) division. The Senior Varsity team coached by Head Coach and President of the Rising Stars Basketball Club, Mervin Forbes, played under the team name TCI Falcons and the Junior Varsity Team coached by Assistance Head Coach, Trevor Cooke, played under the name TCI Pelicans. Both teams managed to keep in the Top 5 out of the 22 teams totaled in their pool for the first three days of the tournament. In 2015 each of the games these teams played ended with the opposing team having a minimum of a 40pt lead. “We are proud of the fact that
in 2016, both the Senior and Junior varsity teams managed to keep 20pt, 10pt, and 5pt margin losses in each of their games. Although only one game ended in a win, the obvious improvement and display of skill and talent was a reward in itself. It goes to prove how much the program helps cultivate these young athletes,” shared Head Coach Mervin Forbes. Top scorers from the Senior Varsity team were Rajun Valentine (PG), Derek Rolle (PF/C), Shadarno Clarke (C), Liam Delancy, Frey Merete (SG), and Deshawn Penn (SF). (See photos attached) Top scorers from Junior Varsity team were Lashano Pierre (SF), Johndee Ashton (C/PF) and Bradley Louis (SG). (See photos attached) “The Rising Stars basketball trip to Orlando was really better than I expected. My expectations were going to the stadium play our games, and back to the hotel. I was wrong, after the games we got a chance to go out to amusement parks and water parks and have fun! Playing basketball, Coach Mervin Forbes is a really great coach! He has this good program where you are bound to get better at your game and better your skills. Those of you who aren't apart of the club should really join it,” expressed Rolle, Team Captain for the TCI Falcons.
“Thanks to Rising Stars Basketball Club TCI for a wonderful 6 months of training but also show us that life is not all about basketball. Thanks to Coach Trevor M. Cooke for the life lessons and lectures you gave us we really appreciated it. What I really liked about the camp ending in a tournament was so that we could see what our individual skills were and what we need to work on this upcoming season. Can’t wait until next year,” commented Pierre, starting small forward for the TCI Pelicans. The Rising Stars Basketball Club would like to say a special thank you to Grand Turk native and small forward for the Houston Rockets, Trevor Ariza, for his words of inspiration and wisdom shared with both teams before departing to Orlando to play. We would also like to take this opportunity to thanks two of our lead sponsors FORTIS TCI and FLOW TCI. Additionally, we would like to thank the TCI Roadrunners, Sun Oil, TWA Law Firm, Alexandra Resort, and all other entities that made this experience possible. Next up, the club will be hosting its Annual Evolutions Basketball Camp from August 2nd – 6th, 2016. Registration is open. Boys and girls between ages 9 -16 are encouraged to register immediately, as space is limited.

Dwyane Wade talks relationship with Pat Riley, exit from Heat
Dwyane Wade acknowledged for the first time publicly Saturday that a "business" rift with team president Pat Riley played a role in his decision to leave the Heat New Chicago Bulls guard Dwyane Wade acknowledged his strained relationship with Pat Riley on Saturday, three days after ending his 13-year stint with the Miami Heat. "It's going to be a lot of stuff said about me and Pat. First of all, I love Pat. He has a job to do. He has a different hat to wear," Wade told reporters at his youth basketball camp in downtown Miami. "That hat sometimes is not to be my best friend. That hat is to be the president of the organization and to be a businessman, and that sucks. "You love each other, but the business side comes out, and you have to deal with it." Wade said he understood the difficult position Riley is sometimes placed in as the team's president. "I'm not saying we've hugged and cried and shared tears at this moment," Wade said, "but I love Pat and will always love Pat. And I know he feels the say way about me." Wade, 34, was back in Miami on Saturday for the first time since he turned down a two-year, $40 million offer from the Heat on Wednesday to instead commit to the Bulls on a two-year, $47 million deal that includes an option to enter free agency again next summer. The abrupt move signals the end of an era for Wade in Miami, where he was drafted fifth overall in 2003 and helped guide the Heat to five NBA Finals and three championships. He is the franchise's all-time leading scorer. The breakup has been emotional for Wade and the Heat the past few days, with both sides using social media and other public avenues to send pleasantries and gracious reflections to fans and each other. Wade said he returned to Miami on Friday night and drove by American Airlines Arena, where the Heat spent the day sharing highlight videos and selling his merchandise for $13 to commemorate his 13 seasons in Miami. But privately, Wade parted ways with the Heat

Ali's gloves, Frazier's jockstrap from famed 1971 fight go on sale A jockstrap worn by boxer Joe Frazier when he defeated Muhammad Ali for the combined heavyweight title hit the auction block on Monday, along with the gloves Ali wore in that 1971 bout dubbed the "Fight of the Century." The jockstrap - expected to sell for $10,000 - already met its minimum bid of $5,000 bid by mid-morning, said Ken Goldin, owner of Goldin Auctions of Runnemede, New Jersey. No bids had yet been received for the gloves, which are expected to sell for more than $1 million, Goldin said. The auction concludes with live bidding on Aug. 4. "People used to make jokes about auctioning off jockstraps as an example of something outrageous," Goldin told Reuters. "Here we got one consigned for sale." The memorabilia went on sale just over a month
after Ali's death at an Arizona hospital at age 74. Frazier died in 2011. Both fighters were undefeated when they met up in the match on March 8, 1971, at Madison Square Garden in New York. Frazier defeated Ali in a unanimous, 15-round decision. After the fight, Frazier gave the jockstrap to corner-man David Wolf, according to Goldin. Wolf, who was in the Frazier corner for all three of his fights with Ali, later became a manager for Ray "Boom Boom" Mancini and other boxers. The jockstrap was found in Wolf's apartment in New York after his death in 2009. Minimum bids were set at $5,000 for the jockstrap and $250,000 for the gloves. "Similar (Ali) gloves have sold in the millions,” Goldin said. "And that was before he died."

Manny Pacquiao to return this fall to face unannounced opponent Manny Pacquiao's retirement didn't last long. Pacquiao plans to come out of a brief sabbatical to fight again on Oct. 29 or Nov. 5 in the main event of an HBO pay-per-view card in Las Vegas, Top Rank promoter Bob Arum told ESPN. com on Tuesday. Although Pacquiao announced his retirement from boxing after a superb performance in a unanimous decision victory in his third fight against Timothy Bradley Jr. on April 9, few believed it would stick. Heat captain Udonis Haslem wishes he could've convinced Dwyane Wade to stay MIAMI -- Longtime Miami Heat captain Udonis Haslem said Dwyane Wade's free-agency departure to Chicago could have been avoided, but that his close friend and former teammate was dealing with lingering frustrations that "came to a head" last week. Wade turned down a twoyear, $41.5 million offer from Miami amid acrimonious negotiations with team president Pat Riley and instead accepted a two-year deal worth $47 million from the Chicago Bulls. Wade walked away from the Miami, where he spent the first 13 seasons of his career and helped guide the Heat to five trips to the NBA Finals and three championships as the franchise's career-leading scorer. Wade's move leaves Haslem as the lone remaining player who has been a part of all three of the Heat's championship teams in 2006, 2012 and 2013. "I wanted him to come back, but I just know, personally, there were a lot of things he was feeling that, I guess, maybe just came to a head at this particular time," Haslem said during a conference call Tuesday to announce his one-year deal to return to Miami. "For whatever reason, we -- the organization -- and him, couldn't get to an agreement." Haslem then referenced last summer's free-agency controversy when center DeAndre Jordan agreed to sign a max deal with the Dallas Mavericks but reneged after teammates Chris Paul and Blake Griffin convinced him to return to the Los Angeles Clippers. Haslem, 36, somberly joked that he should have considered a similar tactic to get Wade to come back to Miami. "In hindsight, I don't know, I think I should have come in and pulled a Chris Paul and handcuffed him like they did DeAndre Jordan and made him change his mind," Haslem said. "I don't know if there was anything I could have done or should have done. But I felt like it could have been avoided. For whatever reason, it just wasn't." The Heat used the salary-cap space that was set aside for Wade to instead bring back Haslem and add role players Derrick Williams, Wayne Ellington, Willie Reed and Tyler Johnson, among others, in one of the team's most drastic makeovers in six years. Wade acknowledged Saturday that his differences the past two seasons with Riley in contract negotiations were a major factor that led to him finally leaving the franchise that selected him No. 5 in the 2003 NBA draft. Wade, 34, has never been the Heat's highest-paid player during any of his 13 seasons. Tension over Wade's contract status arose in 2014, when Wade, LeBron James and Chris Bosh opted out of their contracts to become free agents. James returned to Cleveland that summer, and the Heat then scrambled to keep Bosh by signing him to a five-year, $118 million contract. Wade, who opted out of the final two years and $42 million left on his deal, was re-signed to a two-year, $31 million deal that allowed him to re-enter free agency a year later. Ato Boldon: Less competition for Usain Bolt in Rio than London
Nobody will beat a Healthy Usain Bolt in Rio, according to Ato Boldon. Usain Bolt convincingly won individual gold medals in the 100m and 200m at the 2012 London Olympics. He will repeat that feat in Rio, according to NBC Olympics track and field analyst Ato Boldon. “His road to gold in Rio in both events is easier than it was in London,” Boldon said in an interview at NBC Sports' headquarters in Stamford, Conn. Bolt was not even the fastest Jamaican entering the 2012 Olympics. He finished second to Yohan Blake in both the 100m and 200m at Trials. But in 2014, Blake underwent surgery on an injured hamstring. Since then, the second-fastest man of all time in both the 100m and 200m has not come close to matching his preinjury times. “That Yohan Blake (of 2012) is not the Yohan Blake that we’ve seen this year,” Boldon said.
U.S. sprinter Justin Gatlin is the only man with a victory over Bolt since the 2012 Olympics. Gatlin was also the fastest man in the world in 2014 and 2015. But at the 2015 World Championships, he finished second to
